3 Hinatuan entries qualify for National Gawad Kalasag search

TANDAG CITY, Surigao del Sur, Jan. 26 (PIA) – After making it on the top three short list, the Hinatuan Municipal Disaster Risk Reduction and Management Council is moving up towards another national award for Gawad KALASAG (KAlamidad at sakuna LAbanan SAriling Galing ang kaligtasan).

Last year, under first to third class municipality, Hinatuan town was adjudged as first place in the entire country.

Other two entries from Hinatuan town both included in the short lists of the assessor team are Hinatuan District Hospital for Hospital Category, and NAMAHIN for People’s Organizations Category.

The National Validators Team is currently in Hinatuan town for their field assessment and validation.

Hinatuan Mayor and MDRRMC Chairperson Shem Garay is optimistic that Hinatuan can snatch a top place in the national level for 2016.

“Whatever award we can receive in the national level, we will accept it gratefully as it is the fruit of our hard work and dedication in disaster risk reduction and management,” Mayor Garay said.

The Gawad KALASAG award is given to individuals, non-government organizations, private sector, and government organizations in recognition of their initiatives in helping the government uplift the standard of disaster management in the country. DTI trains 15 SurSur LGUs on revised BPLS

TANDAG CITY, Surigao del Sur, Jan. 26 (PIA) – About 26 employees from 15 local government units (LGUs) were trained by the Department of Trade and Industry-Surigao del Sur (DTI-SDS) provincial office on Revised Business Permit and Licensing System (BPLS) standards held recently held at the Negosyo Center, this city.

According to Senior Trade and Industry Development Specialist Sarah Estrada, the discussions were centered on the Department of Interior and Local Government-Department of Trade and Industry-Department of Information and Communication Technology (DILG-DTI-DICT) Joint Memorandum Circular No. 1, Series of 2016 issued on September 9, 2016.

On the other hand, Senior Fire Officer Necasio Rocha of the Bureau of Fire Protection shared the Fire Safety Inspection Clearance process and the computation of fees, while Engr. Leo Urbiztondo of the DICT presented the BPLS related programs for LGUs of DICT.

The DTI-SDS provided hands-on training using EXCEL to acquaint the participants on the filling-out of revised BPLS unified form, including preparation and generation of BPLS-related directory that other national agencies require.

According to Estrada, the LGUs of Lingig, San Agustin, Marihatag, Cagwait and Cortes were recognized as BPLS-compliant with the DILG-DTI JMC No. 1, Series of 2010 as metric. (PIA-Surigao del Sur)


TESDA-Caraga chief lays out 2017 direction settings

BUTUAN CITY, Jan. 26 (PIA)– OIC Regional Director Rey M. Cueva of the Technical Education and Skills Development Authority (TESDA)-Caraga on Tuesday laid out direction settings of the agency for 2017.

Speaking before the members of the Executive Committee Meeting composed of provincial directors and heads of offices of TESDA-Caraga, Dir. Cueva emphasized that the directions of the regional and provincial offices of the region including the TESDA Technology Institutions (TTIs) is based on the 17-point agenda of TESDA Director-General – Sec. Guiling A. Mamondiong.

The official said that with the accomplishments that TESDA-Caraga has achieved in 2016, there is a need to re-align its previous settings to the mandate of the national government under the Duterte administration.

Dir. Cueva underscored that the direction-setting are those programs that needs to be prioritized this year. He said the capability building programs and learning sessions must be regularly conducted so as to update the officials and employees on the latest developments in as far as policies, statutory laws, technical and administrative are concerned.

The TESDA chief of the region also pointed out that partnerships with Philippine Army, Philippine National Policy, Bureau of Jail Management and Penology, and the Provincial/Municipal Social Welfare and Development Office must also be strengthened. He added these government agencies are considered regular partners of TESDA for which proper coordination with these agencies must be considered.

Part of the agency’s advocacy campaign is to promote training regulations. This is to ensure that the general public will be aware of the mechanics in each qualification.

Other programs that need to be prioritized are as follows: 1. Intensification of Dual Training Program/System; 2. Submission of success stories in write-up and Audio-Visual Production (AVP); 3. Implementation of construction-related programs for farmers and fisherfolks; 4. Entrepreneurship training for sari-sari store and carenderia owners; 5. Visibility to Local Chief Executives in the region; 6. Strengthen institution-based programs and partnership with State University and Colleges (SUCs); 7. Conduct of Barangay Skills Needs Survey; 8. Establishment of Caraga Region’s local version of TESDA Provident Fund (TPF) and Financial Wellness; 9. Implementation of TTIs Income-Generating Project (IGP); 10. Mobile Training Program (MTP); 11. Creation of NBC 461 Task Force; 12. Organization of Alumni Association; 13. Application of registration of Additional TTI Programs; and 14. Refurbishment of TTIs.

With these developments, Dir. Cueva and all officials and personnel of TESDA-Caraga are hoping that TESD services will be improved in Caraga Region. (TESDA-Caraga/PIA-Caraga)


Energy department imparts to consumers effective energy-saving tips

BUTUAN CITY, Jan. 26 (PIA) - As part of its mandate to inform and educate the public, the Department of Energy (DOE) released another set of energy efficiency and conservation tips with distinct focus on the consumer.

DOE Secretary Alfonso G. Cusi strongly emphasized the importance of these measures, especially with the impending Malampaya scheduled maintenance shutdownby the end of the month.

Demand-side management is one of the measures that we are encouraging our consumers to practice. By doing this, our energy consumption is made more efficient and economical, with the beneficial effect ultimately reflected and felt through our electric bills,” Sec. Cusi explained.

He added that “when energy-efficiency becomes second-nature to us, we are able to cushion whatever impact may be caused by spikes in the cost of electricity. For example, despite the upcoming Malampaya maintenance activities this end of the month, we can still be able to lower our electricity bills with ease.”

These are consumer-friendly tips, very simple and very doable, Sec. Cusi assured.

The appliance-focused and consumer-managed energy-saving tips have been developed by the DOE, through its Energy Utilization Management Bureau (EUMB).

The DOE-EUMB regularly shares energy-saving tips to the public via the DOE’s social media accounts (Facebook @doe.gov.ph, Twitter @doe_ph and Instagram @DOE_PH) and its energy efficiency website - www.wattmatters.org.ph. These tips primarily aim to help Filipino energy consumers manage their electricity consumption.

The Malampaya scheduled maintenance shutdown will take place on January 28 February 16. It will affect the generation of electricity of the natural gas power plants in Batangas, which serve both the islands of Luzon and Visayas.

To ensure sufficient power supply, the DOE has required the affected natural gas power plants to run on alternative or replacement fuel, which is more expensive than natural gas.

According to Sec. Cusi, “natural gas as fuel only costs around P4/kilowatt-hour. Whereas, replacement fuel, such as diesel, costs around P6-P8/kWh."

"These energy-saving tips not only guarantee reduction in power consumption to spare the public from unwarranted price increases, but most importantly helps us to maintain and balance the power supply in the grid, thus avoiding supply deficiency,” Sec. Cusi concluded. (DOE/PIA-Caraga)


DOE rallies students to learn energy conservation

BUTUAN CITY, Jan. 26 (PIA) - As part of its mission to empower energy consumers, the Department of Energy (DOE) headed by Secretary Alfonso G. Cusi enjoins the academe to inculcate the value of energy saving to their students.

“We are here to guide our younger generation who will be the ones running not only the energy sector, but the nation as well,” Cusi said. “Supplementing the learning process of the students by exposing them to a real-world working environment helps arouse their interest and unleashes their potentials to become future scientists, engineers or energy experts,” Cusi explained.

In the second half of 2016 alone, the DOE’s Consumer Welfare and Promotion Office (CWPO) facilitated the conduct of 11 half-day consumer workshops dubbed as EnerSmart Kids Program and EnerREADY Project attended by various students in Metro Manila.

For the EnerSmart Kids Program, a total of 200 Grades 4, 5 & 6 from South CEMBO, Pitogo, San Jose, and Nemesio Yabut Elementary Schools in Makati City attended lectures and performed Science experiments at the DOE Central Office in Taguig City.

The sessions were capped by the kids’ “Pledge of Commitment” to be “Energy Cost Busters” by practicing energy efficiency and conservation measures in their own homes.

Among those who participated in the DOE program were students from the College of Computer Engineering and Communication and Engineering, STI Global City; College of Technology students and senior high school students from the University of Makati and Electrical Engineering students from the Technological University of the Philippines, Taguig Campus.

More than 200 students were given an overview of the electricity supply chain, including fundamental electricity concepts and a laboratory tour at the DOE-Lighting and Appliance Testing Laboratory.

Meanwhile, as part of the agency’s efforts to mainstream Gender and Development (GAD) in the energy sector programs, activities, and projects, the EnerREADY Project was pursued by the DOE-CWPO on-site in the following schools in Taguig and Makati City: Bangkal High School, Fort Bonifacio High School, Bagumbayan National High School and Gen. Pio del Pilar National High School.

EnerREADY is a Career Talk that aims to promote gender equality in the energy sector, encouraging young students to pursue technical careers based on their interest, passion, and strength in technical subjects and not on gender stereotyping as to the roles of women and men as perceived or dictated by society.

More than 400 Grade 10 pupils benefited from this activity through interactive and experiential learning with the female energy experts who shared their actual experiences, including the challenges they hurdled in order to achieve their career goals.

Surigao Norte LGUs implement revised standards on BPLS

SURIGAO CITY, Surigao del Norte, Jan. 26 (PIA) – Some local government units (LGUs) in the province have begun to implement the revised standards on Business Permit and Licensing System (BPLS) as required by the Joint Memorandum Circular No. 1 series of 2016 issued by the Department of Trade and Industry (DTI), Department of the Interior and Local Government (DILG) and the Department of Information and Communication Technology (DICT).

The said memorandum circular directed all city and municipal LGUs to comply with the revised standards in the processing of business permits to only three steps while significantly reducing the processing time to a maximum of two days for new business permit application and just one day for renewals.

It has to be noted that the previous standards on processing time was set for five days for new business applications.

The said directive is done to comply with the instruction of President Rodrigo R. Duterte to further reduce the business permits processing time thereby improving service efficiency for the benefits of the business sector.

The DTI technical personnel conducted monitoring on the implementation of the recently revised BPLS standards for the month of January as most LGUs in the city and in the municipalities are implementing Business One Stop Shop (BOSS) for business permitting system as one of the business permit licensing system streamlining mechanism required in the DILG-DTI Joint Memorandum Circular.

The municipal local government units who already conducted BOSS in their area form January 3 to January 20 are Claver, Bacuag, Placer, Sison, Tagana-an, Tubod, Mainit, Alegria, Malimono, San Francisco, Gigaquit, Dapa, Del Carmen, Sta. Monica, Burgos, Pilar, San Isidro, San Benito, Gen. Luna and Socorro.


LGUs with many business permits to process that were not able to start early due to the brown out after the typhoon will have to extend their BOSS until January 25, 2017. DTI Surigao Norte reminds LGUs to comply with BPLS revised standards

SURIGAO CITY, Surigao del Norte, Jan. 27 (PIA) – The provincial office of the Department of Trade and Industry (DTI) reminded the local chief executives here regarding the compliance of the revised standards on Business Permit and Licensing System (BPLS).

According to DTI Surigao del Norte provincial director Celestino L. Negapatan, all city and municipal local government units (LGUs) should comply with the revised standards on BPLS as required by the Joint Memorandum Circular No.1 series of 2016 issued by DTI, Department of the Interior and Local Government (DILG) and Department of Information and Communication Technology (DICT).

“We already sent formal letter to all municipal mayor in the province to remind them regarding the compliance of the said standards for the benefit of their respective business sector constituents,” Negapatan said.

He said all concerned LGUs are enjoined to accelerate processing of permit application so that business owners will be able to secure their permits within the prescribed time set by the joint memo circular.

Negapatan further said that compliance to set standards will make the impression that concerned LGUs are one with the national government in its effort to enhance competitiveness and create a more business friendly environment that will help accelerate economic development throughout the country. DSWD Caraga facilitates relief efforts after weather disturbance hits region

BUTUAN CITY, Jan. 27 (PIA) - The Department of Social Welfare and Development (DSWD) – Caraga mobilized regional and field staff as continuous rains affected a large part of the region due to the tail-end of the cold front during the weekend. The regional office activated the Quick Response Teams to provide round-the-clock monitoring during disaster operations.

The field office closely coordinated with Social Welfare and Development (SWAD) Teams, Provincial/ City/ Municipal Action Teams and Local Government Units (LGUs) to address the needs of those affected by the weather disturbance.

A total of four provinces with 19 municipalities and 3 cities were affected by floods and landslides, prompting pre-emptive and forced evacuations. One hundred thirty-nine (139) evacuation centers were opened to accommodate internally displaced families and individuals.

DSWD Caraga was able to shell out 7,219 family food-packs and 5,000 Nutri-cereals amounting to P3,548,697.15. Recipient municipalities of the augmentation are as follows; a) Las Nieves (P322,920), b) Remedios T. Romualdez (P69,193.25), c) Loreto, ADS (P566,672), d) San Francisco, ADS (P64,584), e) La Paz (P1,249,270), f) Veruela (P17,792.55), g) Esperanza (P309,590.17), h) Mainit (P237,234.00), and i) Jabonga (P266,546.46).

The regional office, through the Disaster Risk Reduction and Regional Operation Unit (DRRROU), continues to monitor the relief efforts since there are still 70 evacuation centers open, as of Jan. 24, 2017.

4ID bares peace, security efforts

BUTUAN CITY, Jan. 30 (PIA) – On the onset of calendar year 2017, the 4th Infantry Division, Philippine Army (4ID, PA) apprised the Caraga Regional Peace and Order Council (RPOC) of its accomplishments, including the peace and security initiatives to address the insurgency and terrorism threat within Caraga region.

Based on their record for the fourth quarter of 2016, the Communist Party of the Philippines (CPP) – New People’s Army (NPA) has decreased in manpower. “This is a result of our effort of convincing former rebels to return to the folds of the law. Their firearms also reduced and affected barangays dropped by 19 percent, while no changes in the number of guerilla front committees,” revealed Lt. Col. Rey Pasco, 4th Civil Military Operations (CMO) Battalion commanding officer in his report representing 4ID commander MGen. Benjamin Madrigal, Jr.

Accordingly, the local terrorist groups were monitored merging and planning to initiate violence to gain the attention of foreign terrorists and acquire fund support. The monitored bomb threat targeting the major cities in Mindanao could not be discounted as the key personalities remain at large.

“With this, continued endeavors to thwart the radical armed rebels threating in the areas of responsibilities are intensified,” said Pasco.

In support also to the anti-illegal drug campaign, several joint operations of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA) resulted in the confiscation of shabu and marijuana worth P28,824,741 and neutralization of 590 drug personalities. “Majority of the volume of prohibited drugs confiscated were in Agusan del Sur,” said Pasco.

To ensure also a healthy and drug-free organization, 2,635 personnel of the 4ID underwent a drug test, wherein those who were found positive were discharged from the service.

Also, they invited the PDEA for an information briefing to further enhance the awareness of unit commanders relative to the extent of proliferation of illegal drug trade in the area of responsibility.

A law enforcement trainers’ training was also conducted at the 4ID headquarters to improve more the capabilities of units in doing support activities pertaining to law enforcement.

On the other hand, in collaboration with the provincial local government unit of Agusan del Sur, the 401st Brigade has established a Drug Rehabilitation Center at its headquarter in Brgy. Awa, Prosperidad, Agusan del Sur.

“As to anti-illegal logging operations, there were 136,972.10 board feet of assorted lumber products confiscated,” added Pasco.

Meanwhile, MGen. Madrigal extended his gratitude to the partner stakeholders and the public for their dynamic cooperation. “With our commitment to defend our people and country from those against our government and the law of our land, I am likewise encouraging everyone to continue the peacebuilding efforts to strengthen the AFP’s work to promote peace and development. DOLE releases P2.5M livelihood projects to SurSur town

TANDAG CITY, Agusan del Sur, Jan. 30 (PIA) – The Department of Labor and Employment (DOLE) - Caraga Region released a P2.5 Million worth of livelihood financial assistance to the local government unit of Hinatuan this province on Wednesday, Jan. 25, 2017.

The said amount was received by Hinatuan Mayor Shem Garay intended for the five projects of the informal sector workers associations of the municipality.

Mayor Garay thanked the agency for granting his request to facilitate for an orientation to all beneficiaries of the livelihood projects before the release of the financial funds to five associations.

“I really requested DOLE to orient all the beneficiaries to make it sure that the funds will really serve the need of the organization not just the president and officers of the association but all the members,” Garay said.

Mayor Garay emphasized to the beneficiaries that the government fund, though it is a dole-out, must be taken care of by the association since all of these funds came from the taxes of the Filipino people. (With a report from Romelyn Bactol, DOLE/PIA-Surigao del Sur)

Soldier abducted by NPA rebels in Surigao Norte

BUTUAN CITY, Jan. 31 (PIA) – A soldier of the 30th Infantry (PYTHON) Battalion, 4th Infantry (DIAMOND) Division, Philippine Army deployed as a member of the Peace and Development Team (PDT) in Barangay Budlingin, Alegria, Surigao del Norte province was abducted on Sunday by more or less 15 armed men identified to be members of the New People’s Army’s (NPA's) Sandatahan Yunit Pampropaganda (SYP) – Lumad, Front Committee 16, North Eastern Mindanao Regional Committee (NEMRC).

As part of the Army’s PDT efforts on environmental protection and preservation, the abducted soldier identified as Private First Class Erwin R. Salan together with active youth volunteers conducted a forest clean up drive within the vicinity of Lumondo falls, a known tourist destination which greatly contributes to the economic development of Barangay Budlingin wherein the PDT of the 30th Infantry Battalion is deployed.

While on their return trek to Barangay Budlingin proper, Salan and the youth volunteers were flagged down by the said armed rebel group led by Florencio Llano aka Ricky.

"We were all terrified. The NPA’s forcibly grabbed our kuya (Big brother), and then they tied him up. We knew kuya Erwin won’t fight back for he was concerned with our safety,” said one of the youth volunteers.

Meanwhile, Lieutenant Colonel Rico Amaro appealed to the armed rebel group for the release of his personnel. "We fully commit ourselves to peace and we support the peace talks and peace process. We have also high hopes that the leadership of Guerrilla Front 16 have this commitment for the benefit of every Surigaonon, it is not too late to rethink their action. BUTUAN CITY, Enero 31 (PIA) - Isang sundalo sa 30th Infantry Battalion ng Philippine Army ang dinukot ng mga armadong grupo na pinaniniwalaang mga myembro ng New Peoples Army (NPA) sa bayan ng Alegria, Surigao del Norte nitong linggo ng hapon.

Ayon kay Lieutenant Colonel Rico Amaro, 30th Infantry Battalion commander, ang dinukot na si Private First Class Erwin Salan ay nanguna sa ginawang cleanliness drive kasama ang mga kabataan sa isang local tourist destination sa barangay Budlingin, Alegria bandang alas tres ng hapon nang siya’y dukutin ng mga armadong grupo ng Guerilla Front Committee 16 – Northeastern Mindanao kasama ang lider na nakilalang si Florencio Llano alias ‘Ka Ricky.’

Dagdag pa ni LTC Amaro, ginapos at pwersahang dinala ng mga npa si private first class Erwin Salan.

Matatandaan na simula noong nagdeklara ng unilateral ceasefire ang gobyerno at ang National Democratic Front (NDF) noong August 2016 ay walang naitalang armed confrontation sa pagitan ng tropa ng Philippine Army at Communist Guerillas sa probinsya ng Surigao del Norte.

BUTUAN CITY, Enero 31 (PIA) - Matapos sinalanta ng baha ang mga Agusanons na dulot ng Tail End of a Cold Front kamakailan lang, panibagong baha naman ang nararanasan ngayon sa ilang barangay ng Butuan na syang dahilan ng paglikas ng mga residente sa mga evacuation centers.

Nitong linggo nanalasa ang malakas na ulan at matinding baha sa ilang probinsya ng Caraga region kabilang na ang Agusan del Norte at Agusan del Sur na may pinakamalaking bilang ng mga evacuees dulot naman ng isang low pressure area.

May ilang apektadong residente at pamilyang nakabalik na sa kanilang mga tahanan subalit may ilan pa ring nasa evacuation centers na hindi pa nakakauwi sa kani-kanilang mga lugar dahil sa mabagal na paghupa ng baha.

Base sa datos ng City Disaster Risk Reduction and Management Council (CDRRMC) at Public Information Office ng Butuan, nasa 3.65 meters ang lebel ng tubig sa Agusan river at ito ay nasa Code Red Flood Alert Level 3 at ginawa na ang forced evacuation ng mga residente na malapit sa lugar na ito upang masiguro ang kanilang kaligtasan.

Napag-alaman na as of 6:30 pm nitong linggo ay umabot na sa mahigit 4,000 pamilya na ang apektado sa 22 barangay sa Butuan kabilang na dito ang Golden Ribbon, Mahogany, Buhangin, Agao, Baan Riverside, Pangabugan, Baan Kilometer 3, Port Poyohon, Sto. Nino, Maug, Banza, Florida, Aupagan, Baobaon, Bilay, Dankiaas, Mandamo at Tungao.

Ayon kay Isabelita Abuzo, 54 years old, isang lola at residente sa barangay Buhangin ng nasabing syudad, pangalawang beses na sa simula palang ng taong ito na silay lumikas sa evacuation centers dahil sa naranasang pagbaha sa kanilang lugar na malapit lang sa Agusan river.

Ayon sa kanya, agad niyang nilikas ang kanyang mga anak at apo sa evacuation center upang maiwasang ma-stranded sa kanilang tahanan at masigurong ligtas ang mga kaanak, ayon na rin sa utos ng kanilang punong barangay.

Dagdag pa ni Abuzo na patuloy silang nabibigyan ng relief goods ng City Social Welfare and Development (CSWD) kasama ng iba pang mga evacuees habang silay nasa evacuation centers.

Ayon naman kay Ramon Cupay ng barangay Agao, Butuan City, alas tres palang ng hapon nitong sabado ay nakita na nila ang mabilis na pagtaas ng lebel ng tubig sa Agusan river at karamihan ng mga residente sa kanilang lugar ay lumikas na.


Samantala, base sa proclamation no. 6 na pinalabas ng lokal na pamahalaan, suspendido pa rin ang klase sa lahat ng antas sa lungsod ng Butuan mula nitong Lunes hanggang Martes. (JPG/PIA-Caraga)

Bislig gets P500K for disaster risk assessment project

BISLIG CITY, Surigao del Sur, Feb. 1 (PIA)– The City Disaster Risk Reduction and Management Council (CDRRMC) of Bislig is a recipient of P500,000 worth of project on Disaster Risk Assessment from the Public Services International (PSI).

Youreallylove Sango of CDRRMC Bislig said the program is a pilot partnership between the Labor Union Confederation - Public Services International, Bislig City Employees Association (BisCEA), and the City DRRM office of Bislig as the recipient agency.

According to Sango, the project will be implemented throughout this year thru the CDRRM office serving as the secretariat of the city DRRM Council.

The project aims to help the city government come up with a comprehensive Baseline Information for its Hazard, and Vulnerability Assessment, which is a fundamental component in managing future disasters.

Earlier, a memorandum of undertaking was signed on Dec. 10, 2016 between Bislig City mayor Librado Navarro and a PSI representative for the implementation of the said project.  (PIA-Surigao del Sur)


DOE urges gov’t agencies to pursue energy efficiency, conservation initiatives

BUTUAN CITY, Feb. 1 (PIA) - Energy Secretary Alfonso Cusi said today that government is taking the lead and serving as a role model to private companies in achieving energy security.

“Under our Government Energy Management Program (GEMP), the Department of Energy has required 140 government entities to submit their electricity consumption from 2015 to 2016 to assess usage,” Cusi said.

“We are closely monitoring their energy consumption so that we can provide strategies to help them become more energy-efficient in their daily operations,” he pointed out.

As part of GEMP, the DOE has enlisted government agencies with available power generating units that can be enrolled for the Interruptible Load Program (ILP) to augment power supply capacity in times of red alert status or when power supply reserves are thin.

"The ILP seeks to convince big load customers of Distribution Utilities and Electric Cooperatives to register so they can run their stand-by generation sets in times of energy supply deficiency to prevent power outages," Cusi explained.

“Based on our GEMP survey, about 100 government buildings have operational generator sets and these total to 85 megawatts of power supply capacity,” Cusi said.

Other energy efficiency measures that the DOE enjoins government agencies to adhere to include setting the thermostat of air-conditioners to no lower than 25°C; replacing aircon units with inverter-type, and switching fluorescent lamps with light-emitting diode (LED) lights.

Aside from requesting government institutions, the DOE asked nearly 70 malls nationwide to set their cooling system’s temperature to 25°C as a way to temper their huge buildings’ demand for electricity.

We, the government, have to be the best examples to our people in managing our energy consumption,' Cusi emphasized.

Earlier, the DOE released a number of appliance-focused energy-saving tips to household consumers which they can adopt as energy efficiency and conservation methods.

OWWA Caraga holds livelihood orientation to repatriated OFWs

BUTUAN CITY, Feb. 1 (PA) - In its constant effort to provide relief to repatriated OFWs who were not fortunate in their journey overseas, the Overseas Workers Welfare Administration (OWWA) held a series of orientation seminar on Balik Pinas Balik Hanapbuhay Livelihood Assistance Program and Enterprise Development Training (EDT) in various provinces of the region.

Around 48 OFWs from Agusan del Norte attended the said activity on January 23, while 28 attendees participated in Agusan del Sur on January 25 and 16 OFWs have joined in Surigao del Sur on January 27.

OWWA Caraga Reintegration Program Coordinator Jean Mary Ronquillo oriented the participants regarding the program and its guidelines. She further discussed basic ideas on livelihood undertaking.

Public Employment Service Office Provincial Manager Divina Lagumbay also shared to participating OFWs in Agusan del Sur her knowledge and experiences in engaging into business in order to capacitate them regarding enterprise development.

Aside from gaining ideas on livelihood endeavors, the said activity also paved way for the participants to develop their individual business plans for their proposed livelihood projects.

The Balik Pinas Balik Hanapbuhay Livelihood Assistance Program is a non-cash livelihood assistance intended to returning OWWA member OFWs who were not able to finish their employment contracts overseas due to economic crisis in their jobsites, sickness and other distressful situations. Availment to the said program is only within 1 year upon return to the country.

Agusan del Norte prohibits pawning of 4Ps cash card IDs

BUTUAN CITY, Feb. 1 (PIA) - Pawning of Pantawid Pamilyang Pilipino Program (4Ps) cash card IDs or any agreement to government officials and employees, private individuals/groups and local business establishments is now prohibited in the province of Agusan del Norte.

This stemmed from the approval of Provincial Ordinance No. 435-2017, prohibiting such act, passed and approved by the Sangguniang Panlalawigan and authored by Provincial Board Member Elizabeth Marie R. Calo.

The provincial government of Agusan del Norte is protecting its constituents especially the underprivileged from unscrupulous individuals who are taking advantage of the plight of the poor who are beneficiaries of the national government’s 4Ps, by extending them loans with the condition that their 4Ps cash card IDs or agreement shall serve as collateral.

The new law aimed to address the misuse of 4Ps cash cards, to penalize 4Ps beneficiaries in the province who shall pawn their 4Ps cash card IDs to informal lenders or lending agencies and penalize government officials/employees, private individuals/groups and local businesses or corporations who are accepting 4Ps cash cards as loan collateral.

Violators of the said ordinance shall be penalized as follows: For the beneficiary – first offense – counseling from the Municipal Link and a written warning from the Provincial Link; second offense – counseling from the Provincial Link and a written warning from the Regional Director of the Department of Social Welfare and Development (DSWD), Caraga Region; the concerned household’s grant shall be suspended and shall not be released for one payment period or two months; third offense – delisting of the concerned household under the Grievance Redress System (GRS) Fraud of the DSWD, Caraga Region duly signed by the regional director. The household’s delisted status is non-appealable.

For the government officials/employees – first offense-written warning from their respective Chief Executive to be attached to their individual service record; second offense – removal from government service. For the private individuals/groups –first offense- fine of P1,000.00 per cash card pawned; second and succeeding offenses – fine of P3,000.00 per cash card pawned. And for local businesses (lending institutions and pawnshops – first offense-fine of P3,000.00; second offense – fine of P5,000.00; third offense – revocation of business permit. RIACAT-VAWC Caraga sets activities for 2017 Women’s Month celebration

BUTUAN CITY, Feb. 2 (PIA) – The Regional Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (RIACAT-VAWC) Caraga has planned various activities for this year’s Women’s Month celebration in March.

According to Jessie Catherine Aranas, Social Worker III of the Department of Social Welfare and Development (DSWD) and focal person for RIACAT-VAWC disclosed that the committee has initially planned various activities for the said celebration.

“The kick-off ceremony of the 2017 Women’s Month celebration is set on March 6, 2017 with the conduct of motorcade within the city thoroughfares, to be followed with a short program and photo gallery booth display at the Robinsons Place, Butuan City,” bared Aranas.

It was also learned that there will be an orientation in the different local government units in Caraga on women’s laws and child pornography training for social workers and prosecutors on March 13-17, 2017.

“The LCAT-VAWC monitoring is also set in March and onwards while the RIACAT-VAWC strategic planning is happening in April as post Women’s Month activity. CHR Caraga to hold dialogue on re-imposition of death penalty

BUTUAN CITY, Feb. 2 (PIA)– The Commission on Human Rights (CHR) will be holding the Community Based Dialogue on the re-imposition of the death penalty on February 9, 2017 at Grand Place Hotel and Restaurant, this city.

CHR-Caraga regional director Atty. Jerefe Tubigon-Bacang, said the activity seeks to raise the level of public awareness and understanding on the death penalty and its implications, and create a platform for the CHR’s campaign against the death penalty.

“Through this activity, it will also provide a venue for dialogue among stakeholders on the need for cooperative efforts to promote right to life, and encourage and build constituencies who will campaign against the death penalty through the ‘Universities/Schools Against Death Penalty’ mechanism,” added Bacang.

The good director also emphasized that the CHR, the National Human Rights Institution (NHRI) of the country is mandated to protect, promote and fulfill human rights and to monitor Philippine Government’s compliance on international treaty obligations on human rights. (JPG/PIA-Caraga)


Government reiterates grant of health privileges, benefit for senior citizens

BUTUAN, Feb. 2 (PIA) – To give full support to the improvement of total well-being of the elderly and to provide a comprehensive health care and rehabilitation system for disabled senior citizens to foster their capacity to attain a more meaningful and productive ageing, the Office of Senior Citizens Affairs (OSCA) Caraga further promotes awareness on the additional health privileges and benefits of elderly persons.

In accordance with the Republic Act No. 9994, otherwise known as “Expanded Senior Citizens Act of 2010,” senior citizens shall be entitled of 20 percent discount and exemption from the value added tax (VAT).

“Medical and dental services in private facilities, diagnostic and laboratory tests, such as, but not limited to x-rays, computerized tomography scans and blood tests that are requested by a physician as necessary for the diagnosis and/or treatment of an illness or injury are subject to the 20 percent discount and VAT exemption. Likewise, professional fees of attending physicians in all private hospitals, medical facilities, outpatient clinics and home health care facilities shall be subject to the 20 percent discount and VAT exemption,” elaborated Dr. Rene Vargas, OSCA - Butuan Federated President.

Apart also from the free of charge in government facilities, all indigent senior citizens shall be covered by the national health insurance program of Philippine Health Insurance Corporation (PhilHealth).

Senior citizens who are qualified to become a member of PhilHealth are those Filipino citizens who are residents of the Philippines, aged sixty years or above and are not currently covered by any membership category of PhilHealth; qualified dependents of senior citizen members who are also senior citizen themselves; and qualified dependents of members belonging to other membership categories, with or without coverage who are senior citizens themselves.

Senior Citizens who are gainfully employed or who remain to have regular sources of income shall continue to pay their premium contributions to PhilHealth under the applicable membership categories.

There are two options to enroll as a Senior Citizen member of PhilHealth. One is through Office for the Senior Citizens Affairs (OSCA) and the other is through PhilHealth Local Health Insurance Office (LHIO).

Accordingly, in hospitals with installed health care institution (HCI) Portal, Senior Citizens only need to present their senior citizen card, MDR or any accepted proof of identity and age. The Hospital shall print a PhilHealth Benefit Eligibility Form (PBEF). A PBEF that says “YES” means that the patient is entitled to the benefits and shall serve as a basis for automatic deduction.

“In case the hospital has no HCI portal installed, or the PBEF says “NO”, or the senior citizen was not able to enroll before discharge, the following should be attached to the usual claim documents: duly accomplished PhilHealth Member Registration Form (PMRF) and an acceptable proof of status as a senior citizen, including but not limited to the Senior Citizens' Identification Card,” said Dr. Vargas.

He added that the Department of Health (DOH) shall also administer free vaccinations against influenza virus and pneumococcal disease for indigent senior citizens.

“These are just among the many programs that our government delivers to the senior citizens. They or their family members can contact or visit the OSCA office nearest to them to know more of the services they are entitled with, including the privileges on social services, housing, access to public transport, social pension, social safety nets, and additional government assistance, among others,” stated Dr. Vargas. 256 workers in the informal sector in SurSur town receive financial aid from DOLE

TANDAG CITY, Surigao del Sur, Feb. 2 (PIA)– Some 256 workers in the informal sector from Hinatuan town were the direct beneficiaries of the financial assistance from the Department of Labor and Employment (DOLE)-Caraga.

According to Romelyn Bactol, DOLE Integrated Livelihood Project and Emergency Employment Program Focal Person, the financial assistance was turned over to the local government unit of Hinatuan amounting to P2.5 Million intended for the five projects of the informal sector workers association.

One of the five projects identified is the acquisition of additional equipment and vermin facility for the improvement of production of organic fertilizer through vermin culture and composting of the Hinatuan Skilled Workers Association (HINASKI) with P834,900.00 worth of financial assistance.

Another one is the meat processing project for the Upper Talisay Habitat Agrarian Reform Beneficiaries Cooperative (UTHAREBECO) amounted to P143,960.

Other project identfied was the acquisition of Coconut Handicraft Mechanization Equipment for the Dugmanon United Coconut Farmers Association (DUCOFA) worth P440,350.

They have also included the acquisition of rice harvester for Sasa United Farmers Association worth P960,000.00; and the provision of tools and equipment for use in coco handicrafts production and marketing to New Guiwan Association of Coconut Farmers and Handicrafts Workers worth P173,750.00, respectively.

A total of 16 livelihood projects have already been assisted and monitored by the DOLE and the Public Employment Service Office (PESO) of Hinatuan from 2013 up to 2016. (PIA-Surigao del Sur)


Feature: Army 402 Bde cites ATR for feat

TANDAG CITY, Surigao del Sur, Feb. 2 (PIA) – Following the Army Transformation Roadmap (ATR) with the end in view of joining the ranks of “A world-class army that is a source of national pride,” the 402nd Infantry Brigade of the Philippine Army (PA) here under Col. Franco Nemesio “Jojo” Gacal has been gaining ground towards that “2028 Vision.”

Captains Herald Amarga and Regie Go, respective Personnel and Civil Military Operations (CMO) Officers of the same brigade, said that since year 2010, they had already started “to pursue the ATR.”

Cpt. Amarga, for his part, being the focal person to get the job done, stressed that they had been slowly morphing into a unit guided by “Good Governance, ” and on the right track of achieving the best of both worlds of “Organizational Excellence” and “Leveling-Up Capability.”

When asked to elaborate, Go added that they had to have “Optimum engagement and collaborative partnership with stakeholders,” keeping in mind that “civilian authority is supreme over the military.”  Hence, “provinces in their area of responsibility (AOR) had to be normalized as far as insurgency problem is concerned with the respective Local Government Units (LGUs) leading in peace and development efforts,” Cpt. Go went on to say.

On the other hand, Cpt. Amarga took pride in saying that the brigade had already attained the next higher steps of having “A disciplined and motivated Army capable of addressing all internal security threats” as well as “A well-equipped Army that has established a respectable image in Southeast Asia” during the last six years.

During the last two years, the feat accomplished by the brigade and the fate earned on the endeavor was mostly attributed to the then Commander Col. Isidro Purisima, who was recently promoted to Brigadier General early this year, Amarga recalled.

By now, the brigade personnel officer said that in order to succeed, recruitment of individual army personnel carries a vital role, adding that a recruit must meet the new qualification standards set by the organization of, at least, possessing a certified skill by the Technical Education and Skills Development Authority (TESDA).  On the said concept, both army officers agreed that their unit also deserved only the “best and brightest,” citing that “Core Values” had to be deeply anchored on “Honor, Patriotism, and Duty.”

Summit to enhance regional ecozones dev’t in Mindanao

DAVAO CITY, Feb. 2 (PIA)– More than 200 key representatives from the government, private sector, and other institutions convened here on Thursday to finalize integral steps necessary in accelerating regional economic zone development initiatives in Mindanao.

Dubbed as the “Mindanao Ecozone Summit,” the two-day event, held at the Grand Regal Hotel will highlight the collaboration between the Mindanao Development Authority (MinDA) and the Philippine Economic Zone Authority (PEZA) through the signing of a memorandum of agreement that will encourage concerned agencies to participate in the promotion and development of ecozones within the island-region.

“MinDA sees ecozone development as an imperative measure that will bolster inclusive socioeconomic growth in the region,” said MinDA Chairman Secretary Datu Hj. Abul Khayr Alonto.

He explained that MinDA and PEZA are looking at a holistic approach in ecozone development in which Mindanao’s agriculture and its component sectors such as fisheries and aquaculture will play key roles in Mindanao’s overall development.

“If I am to envision the island-region’s development in the next 10 to 20 years, I see agriculture cooperatives and agri-based industries as the most prominent drivers of Mindanao’s economy,” the Secretary said.

He added that it couldn’t be overstated that agri-based cooperatives have the capacity to improve the lives of smallholder farmers and their families.

“Agriculture cooperatives after all are the pillars of development and food security,” he said.

One of the potential areas targeted for ecozone development is Tawi-Tawi with its high potential for agriculture and aquaculture development, particularly seaweed.

With the influx of agri-based ecozones, Secretary Alonto hopes that this will strike a “balance between large plantation and smallholder farming” wherein farmers can fully reap the long-term benefits of such initiatives.

As of April 2016, there are 81 identified economic zones in the island-region covering various sectors such as agro-industry, manufacturing, tourism, and Information Technology, among others.

MinDA is also looking into the establishment of key infrastructure and connectivity networks as they play a vital role in ensuring the seamless flow of economic activities in the proposed ecozones.

Through the Mindanao Development Corridors, a spatial approach to development, MinDA will work with concerned agencies in making sure that all interregional roads, gateway ports and airports, as well as other logistic facilities are in place.

Some of the early gains of this strategy include the scheduled launching of the Davao-Gensan-Bitung shipping route, which will expedite travel time for goods between Indonesia and the Philippines from five weeks to three days.

“We are counting on this new route to entice more locators in our Economic Zones, especially from our neighbors in the Brunei Indonesia Malaysia and Philippines East ASEAN Growth Area and the larger ASEAN market,” Secretary Alonto added.

The program is also looking into the development of the Mindanao Railway Project, a trans-regional, high-speed railway system linking all key cities in the island-region.  The project was recently identified by the national government as one of the top priority projects for Mindanao. (MinDA/PIA-Caraga)

2017 Chapter Volunteer Run set in Butuan

BUTUAN CITY, Feb. 3 (PIA) – The Philippine Red Cross (PRC) Agusan del Norte-Butuan City Chapter is once again calling on Agusanons to support and participate in this year’s Chapter Volunteer Run (CVR) Wave 2 on February 18 with assembly area at the Father Saturnino Urios University (FSUU) gymnasium, this city.

According to PRC Agusan del Norte-Butuan City chapter administrator Teodoro Cairo, this year’s Chapter Volunteer Run is aimed to get fund generation for the health and welfare services of the PRC.

“Our vision is to make the CVR as one of the most popular event of its kind in the locality, thus, demonstrating how the local chapter leads in championing the spirit of volunteerism. We wish to show that the Agusan del Norte, Butuan City and Cabadbaran City are deeply committed in mobilizing humanitarian action as a means of saving lives. In calling the event 'Run to Save Lives,' we would like to emphasize what Red Cross Volunteers actually do everyday,” underlined Cairo.

Cairo added that participants of the 3-kilometer Run will have to pay P200.00; 5k run for P300.00; and 10k run for P500.00. Inclusions are race bib, race singlet, and race certificate.

Agusan del Norte ordinance granting honorarium to FPWD officers OK'd

BUTUAN CITY, Feb. 3 (PIA) - The Sangguniang Panlalawigan of Agusan del Norte enacted and approved on third and final reading during its 26th Regular Session on January 30, 2017, Provincial Ordinance No. 437-2017, providing honorarium to the officers of the Provincial Federation of Persons with Disability (FPWD), Agusan del Norte Chapter in the amount of P500.00 each per month.

The said ordinance, authored by Provincial Board Member Elizabeth Marie R. Calo, strengthened the granting of honorarium as part of the provincial government’s thrust to make the FPWD partners in the development of the province and its people.

It was known that since 2007, the officers of the FPWD Agusan del Norte Chapter have been receiving regular honorarium in the amount of P500.00 during the conduct of monthly meetings charged to the funds of the Provincial Social Welfare, Population, Nutrition and Services Office (PSWPNSO). However, to sustain the granting of said honorarium, the body believed that a provincial ordinance providing honorarium to FPWD officers is more appropriate for sustainable budgetary allocation.

Republic Act No. 9442 or the Magna Carta of Persons With Disability, as amended, recognizes the rights of the PWDs in the country and provides for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society. AgSur town receives BuB funds for green growth project

TRENTO, Agusan del Sur, Feb. 3 (PIA) – The local government unit (LGU) of Trento here is poised to do yet another “green” project with the recent release of its 2016 Bottom up Budgeting (BuB) of P1-million funding. This is a follow through of their 2014 BuB Green Village and Distribution Center Project.

Trento municipal mayor William Galvez recently received the check from the Department of Trade and Industry (DTI) Agusan del Sur OIC-provincial director Brenda Corvera.

Mayor Galvez expressed strong commitment towards the project’s objectives for the green growth and the promotion of Green Economic Development. These are to utilize solar energy as alternative power source, to convert and process non-biodegradable wastes into construction materials, and to capacitate rural micro-enterprise in the utilization of recyclable and useful residual wastes.

In another development, Mayor Galvez declared his full support for the establishment of a Negosyo Center in Trento. The mayor offered a co-working space with the municipality’s soon to be established trading post – another BuB project. Launch date is agreed to be in July 2017. AgSur women leaders train in organizational management

SIBAGAT, Agusan del Sur, Feb. 3 (PIA) – The Department of Trade and Industry (DTI) Agusan del Sur through its Negosyo Center has trained women leaders belonging to the Sibagat Federation of Women’s Association, Incorporated (SFWAI) during the recently concluded one-day training on how to manage and further develop their respective organizations.

The learning session was participated by some 13 SFWAI member-organizations, who are also partners and/or beneficiaries of the DTI’s Shared Service Facility (SSF) and Bottom-up Budgeting (BuB) programs.

PROSPERIDAD, Agusan del Sur, Feb. 3 (PIA) – The prices and supply of basic necessities remain stable and adequate. This is the initial findings from the monitoring and sensing conducted by the Department of Trade and Industry (DTI) Agusan del Sur in the different municipalities of the province.

The DTI’s price monitoring and sensing on basic necessities also showed inventories of the monitored stories were still within normal. For the rest of the week, monitoring will still continue.

DTI-Agusan del Sur provincial director Brenda Corvera, stressed that this is to ensure that affected families of the recent floodings will be protected as consumers from any business malpractices. The office will also post notices relative to prize freeze.

30 LGU officials participate in local competitiveness workshop in Surigao Norte

SURIGAO CITY, Surigao del Norte, Feb. 3 (PIA) – A total of 31 officials of local government units (LGUs) of the province attended the seminar-workshop on Local Competitiveness on Tuesday, January 31, 2017 held at Hotel Tavern, this city.

The said activity was conducted by the Department of Trade and Industry (DTI) in coordination with the Department of the Interior and Local Government (DILG) to provide a venue for the mainland LGUs in the province to discuss concerns on how to improve the overall territorial competitiveness.

The seminar, which was primarily intended for Siargao LGUs, was joined by the participants from the mainland municipalities of Tubod, San Francisco and Mainit since they were not able to attend similar activity on December last year.

Participants are mostly composed of Municipal Planning and Development Coordinators, Local Economic and Investment Promotion Officers and Business Permit and Licensing Officers.

Chairperson of the Sangguniang Panlalawigan Committee on Economic Affairs, Trade Commerce and Industry Board Member Melva P. Garcia, in her welcome message, explained that Siargao Island LGUs with their inherent natural advantage have a competitiveness edge in eco-tourism and related industries.

During the said seminar, DTI provincial director Celestino Negapatan explained that the present economic environment calls for individuals firms, industry sectors and LGUs to improve their respective competitiveness level to face the challenge of globalization.

Negapatan also stressed the importance of the Cities and Municipalities Competitiveness Index (CMC) that can be used as a planning tool that can help guide the LGUs in setting their respective local economic development strategies and priorities.

DILG Surigao del Norte Outcome Manager Lydia S. Bajan, as one of the resource persons, explained the DILG-DTI-DICT Joint Memorandum Circular purposely issued to further enhance the ease of doing business by cutting down procedural steps to reduce processing time of business permit applications.

Bajan emphasized that that business permit licensing system implementation should not be done for compliance purposes only but has to be viewed as an essential component in hastening economic development of the local communities.

Provincial Economic Enterprise Development and Management Office (PEEDMO) Graciela E. Mante also shared other technical inputs like the ranking of the CMCI of the province and Engr. Ma. Theresa Z. Calang, head of the Industry Development Unit of DTI explained the establishment of Negosyo Centers as priority development projects of the national government.

DTI Institutional Development Unit head Rodrigo R. Matabaran discussed the implications of LGUs ranking and scores relative to their present economic condition and realities while advising LGUs to carefully identify projects and adapt policies that will attract private sector investments in their localities, encourage business startups and boosts economic development.

In preparation for the 2017 CMCI round, Trade and Industry Development Specialist Mardel Allen G. Delanto talked on the new parameters and indications.

Energy Department closely monitors LPG market to protect consumers

BUTUAN CITY, Feb. 3 (PIA) - Amidst the increase of liquefied petroleum gas (LPG) prices, the Department of Energy (DOE) assured that it is closely monitoring the local LPG market to make sure that only reasonably priced LPG products are being sold to consumers.

“Our Oil Industry Management Bureau (OIMB) is closely assessing the global trend of supply and demand, while also taking into consideration other factors affecting the prices of LPG,” said Energy Secretary Alfonso G. Cusi.

He added that the DOE-OIMB reported that the root cause of the LPG price hike this month was due to the increased demand by the cold weather continents such as North America, Europe and even Northern Asia.

Moreover, Cusi said, "LPG is primarily being used as a heating fuel in these regions, especially with the extended cold weather or winter attributed to La Niña."

Sec. Cusi clarified, “large consuming countries are having a hard time getting their supply because even the transportation of these LPG products, mostly through railway, is also affected by the cold weather. This curbs supply, then affects the demand, and ultimately the prices.”

"The DOE-OIMB report also cites the rising global crude oil prices and outages of oil refineries in some oil-producing countries as additional factors for the rising prices of LPG."

Sec. Cusi also informed that LPG is a by-product of crude oil and natural gas production. And with the global crude oil prices going up due also to the higher demand and curbed supply production from the OPEC, any by-product would also increase.

“Since more than 90% of our LPG supply is imported, we must ensure that LPG products sold in the local market are reasonably priced, according to what actually is transpiring in the global market. This is how the government can protect consumers from these price volatilities,” Cusi said.

“We are being more thorough in monitoring the local market because some LPG traders might take advantage of this international market scenario to the detriment of the public. We don’t want that to happen.”

The DOE is also campaigning on the demand-side management of proper LPG use such as cooking with the appropriate size of pans, setting to low fire or turning off the stove when the water is already boiling and ensuring the integrity of the hose of the LPG to avoid leakage.

Lastly, Sec. Cusi advised that apart from prices, I encourage the public to be more vigilant in ascertaining that the LPG cylinder that they are buying has the right weight, 11 kilograms, which is the common volume for a household LPG cylinder. (DOE/PIA-Caraga)


Caraga reps get national festival talent award

BUTUAN CITY, Feb. 3 (PIA)– Two regional representatives for the National Festival of Talents specifically  Jingle Writing and Singing Contest and Population Quiz  garnered an award in the recently concluded competition in Dipolog City.

Angel Rose Go, the pride of Bislig City National High School ranked 2nd Place to the Jingle Writing and Singing, an on-the-spot skill exhibition, while Jules Christian Sendiong of Caraga Regional Science High School in Surigao City ranked 4th Place for the mind-boggling Population Quiz.

Angel’s winning piece on jingle writing is an original composition which focused on the life of teenage mothers and the importance of population, health and environment which she performed in acapella. Miss Go is a consistent honor student.

Meanwhile, the other contestants who competed at the national level are:  Zara Pia Claudette Q. Vismanos  of the Agusan National High School, Butuan City for the Essay Writing Contest and Ruben B. Bete, Jr.  of  Recaredo Castillo College in Bislig City for the Poster Making Contest.

The theme for this year’s Population Quiz and on-the-spot skills exhibition on PopDev is “Precious and Precarious: Life of Young Filipinos.”

This annual event is a joint undertaking of the Commission on Population (PopCom) and Department of Education among private and public high school students at all levels which aims to promote values supportive of population and development education among the youth and to showcase their talents through exhibition. PopCom to finalize 6-year plan

BUTUAN CITY, Feb. 3 (PIA) – The Commission on Population (PopCom) has crafted the six-year strategic plan, which provides direction and a timely and evidence-based data derived from demographic and socio-economic analysis to the regional population management strategies towards the attainment of critical population issues in the region.

The Regional Population Management (RPM) Strategic Plan for 2017 to 2022 is the output of the recent strategic planning-workshop participated by the local population officers/workers and program partners from the various Regional Line Agencies, as a critical players of the socio-economic agenda of President Duterte Administration towards the attainment of “AmBisyon Natin 2040."

The participation of the Local Population Offices and the Regional Line Agencies  have contributed much to the formulation of the six-year strategic plan, as they have also developed a relevant and responsive population management strategic interventions  out of the identified local and regional priority population issues.

Director Alexander A. Makinano of PopCom Caraga revealed that the RPM Plan will be used as an input to the Philippine Population Management Program (PPMP) Agenda, which will be pursued to empower Filipino families and communities as a critical factor in attaining the Ambisyon Natin 2040 and the key thrusts of the Philippine Health Agenda particularly the achievement of zero unmet need for modern family planning.

The PPMP Agenda is anchored on the national development direction within the Duterte Administration which aimed at building and nurturing “Matatag, Maginhawa, at Planadong Pamilyang Pilipino.”

Furthermore, Makinano mentioned that the PPMP will serve as the collaborative framework for all key stakeholders in the implementation of key strategies specifically along the three major program components of Responsible Parenthood and Family Planning, Adolescent Health and Development and Population and Development Integration. DOH Sec. Ubial: Zika cases in PH now at 57

SURIGAO CITY, Surigao del Norte, Feb. 6 (PIA)– Department of Health (DOH) Secretary Paulyn Jean B. Rosell-Ubial confirmed that as Feb. 2, 2017, a total of 57 Zika cases were reported in the country.

Sec. Ubial made the confirmation during the Kapihan sa Kapitolyo on Friday, Feb. 3 held at the PGO Conference Room, Capitol Compound here.

She said that there were 38 females, and 19 males with ages ranging from 7 to 59 years old confirmed cases and these were detected in the following areas: National Capital Region with 20 cases, CALABARZON - 18 cases, Western Visayas - 15 cases, Central Luzon - 2 cases and Central Visayas with 2 cases.  No deaths were reported, she added.

“Of the 57 cases, seven were confirmed Zika pregnant cases, with ages ranging from 16 to 32 years old, three came from the National Capital Region and two from CALABARZON and Central Visayas. One case, a 32 years old from Central Visayas has spontaneous abortion at nine weeks of pregnancy and the rest are being closely monitored," said Sec. Ubial.

Sec. Ubial bared that the department is currently verifying a report that a mother and her full term, newborn baby girl in Western Visayas, were screened positive for Zika virus antibodies using rapid diagnostic test which are not confirmatory.

“Samples from the mother and the baby were sent to the Research Institute for Tropical Medicines and will subjected to a confirmatory test on Zika virus using Real-Time Polymerese Chain Reaction,” she explained.

Sec. Ubial said the Zika infection is asymptomatic in 80 percent of cases and most of the time the disease is self-limiting. However, the effect on the result of pregnancy should not be counted. Zika virus has been linked to congenital CNS malformation like microcephaly.

She called on pregnant women to avoid mosquito bites especially during day time, "using insect repellents are safe for regular application and for those with fever, rash, and conjunctivitis, they must submit for consultation."

Sec. Ubial explained that Zika viral disease, caused by Zika virus, is characterized by fever, rash and conjunctivitis. Other symptoms are joint pain, muscle pain, headache, and vomiting. The illness is usually mild with symptoms lasting for a week in most cases and not requiring hospitalization.

Zika virus is usually transmitted through the bite of infected female Aedes aegypti mosquitoes, the same mosquitoes that transmit Dengue and Chikungunya viruses. There have been reports that the virus can be transmitted through sexual contact.

She said the symptoms of Zika virus disease can be treated with common pain and fever relief medicines, rest and plenty of water intake.

“Pregnant women who develop illness should seek advice of doctors before taking any medicine. If symptoms persist, patients are advised to consult the nearest health facility. Currently there is no available vaccine to prevent Zika virus infection,” Sec. Ubial said.

She stressed that it is very important to search and destroy the potential breeding sites in order to prevent the spread of Aedes mosquitoes that serve as vector of the virus.  (DOH-Caraga/PIA-Surigao del Norte)


PESO Butuan now accepts SPES applicants

BUTUAN CITY, Feb. 6 (PIA) - The Public Employment Service Office (PESO) here is now taking in applicants for the annual Special Program for Employment of Students (SPES). The program is mandated under Republic Act No. 7323, which seeks to help poor but deserving students pursue their education by being employed during school vacation.

The Department of Labor and Employment (DOLE) has alloted 1,000 slots available under the program on a first-come-first-served basis for the 86 barangays in the city.

The grantees are entitled to receive wages, 60 percent of which will be paid by the city government while 40 percent will be shouldered by the DOLE.

Angara leads distribution of relief goods in Butuan City

BUTUAN CITY, Feb. 6 (PIA) – Providing much needed aid to the 454 affected families situated in Agusan National High School (ANHS) was the aim of visiting Senator Juan Edgardo “Sonny” M. Angara during the distribution of about 500 packs of relief goods, Friday, Feb. 3.

The 46 remaining goods were given to the ANHS non-teaching personnel and those evacuees who helped carry the goods.

During an interview with Sen. Angara, he stated ways on helping the evacuees from short term solutions like “giving relief goods to those affected” to long term solutions like “infrastructure that would alleviate damages … from these typhoons."

“As we know with climate change, we should always be prepared for the worst,” he said.

Angara along with Butuan City Mayor Ronnie Vic Lagnada and Vice Mayor Jose “Joboy” Aquino II, led the distribution of relief goods for the evacuees who have since vacated their homes since Jan. 20.

“We were thinking of going to Cagayan de Oro City but we were told that there were more people affected in Caraga region, that’s why we shifted our plans to Caraga,” the senator explained.

Moreover, Cagayan de Oro faced heavy rains that led to severe flooding in the said area, gaining the senator’s attention prior to Butuan.

“We heard that CDO [received] a lot of donations already … [We need] to make sure that at least everyone receives some help,” he added.

AgNor supports farmers’ group

BUTUAN CITY, Feb. 6 (PIA) - The provincial government of Agusan del Norte is full support of the plans and programs of the farmers’ associations in the province.

One of the farmers’ groups, the Consorcia Agro-Forestry Farmers’ Association, (CAFA) Inc. of Barangay Consorcia, municipality of Las Nieves, this province, a duly registered peoples organization by the Securities and Exchange Commission (SEC), will receive an unserviceable Suzuki Multi-Cab with plate no. SHR-641 from the province, which the association can repair, to be used in its official business dealings.

The Sangguniang Panlalawigan through Sanggunian Resolution No. 038-2017, authored by Provincial Board Member Aquino W. Gambe, recently authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to transfer without cost the said vehicle to CAFA.

DOE wants gasoline stations ready for e-vehicles

BUTUAN CITY, Feb. 6 (PIA) - With the emergence of the electric vehicle industry in the Philippines, Energy Secretary Alfonso G. Cusi has created an ad hoc technical working group to determine the suitability of gasoline stations as charging areas for electric or e-vehicles.

“In preparation for the booming electric vehicle industry, I instructed the DOE's Oil Industry Management Bureau and Energy Utilization Management Bureau to issue the necessary policies that will support the development of infrastructures complementing the e-vehicle industry, such as the availability of charging in gasoline stations,” said Cusi.

“We are currently drafting a policy on the reclassification of gasoline stations according to standards which includes - the parking area, comfort rooms, CCTVs and even convenience stores, among others. We are also exploring the possibility of the integration of an electric vehicle charging area to the existing facilities of gasoline stations,” added Cusi.

Under the Implementing Rules and Regulations of Republic Act 8479 or the “Downstream Oil Industry Deregulation Act of 1998,” the Department of Energy (DOE) is empowered to subject all industry participants to provide suitability of facilities for their proposed operation in accordance with existing national and accepted international standards.

Based on existing policies, this provision in the Oil Deregulation Law was reflected in the DOE’s Retail Rules on Liquid Petroleum Products (Department Circular DC2003-11-010), wherein the Philippine National Standards on Petroleum Products, Retail Outlets and Health, Safety and Environment (PNS/DOE FS 1-1:2005) specifies that the building/structures (i.e., gasoline stations) shall have a sales office, toilet facilities and an electrical/mechanical room.


“Apart from readying electric vehicle infrastructures, we also want to strengthen our gasoline stations’ consumer welfare and satisfaction through well-maintained and functional amenities within its premises,” Sec. Cusi concluded. (DOE/PIA-Caraga)

DTI conducts Diskwento Caravan in flood-affected areas in AgSur town

PROSPERIDAD, Agusan del Sur, Feb. 7 (PIA) – Some 300 consumers/households have availed of the discounted prices from the Diskwento Caravan conducted recently in the barangays of Osmena, Poblacion and Sagunto by the Department of Trade and Industry (DTI) provincial office here with its regional office, in coordination with the local government unit of La Paz.

According to DTI Agusan del Sur Provincial Director Brenda Corvera, the Diskwento Caravan was conducted to give chance to the flood-affected families to buy basic commodities and other dry goods at low prices.

Commodities offered include the following: sardines, beef loaf, corned beef, sausage, and other canned goods, noodles, coffee, milk, bread, laundry soap, detergent powder, bath soap, kitchen wares/utensils, mosquito nets, raincoats, shoes, umbrella, slippers, curtains, blankets, blouses and t-shirts.

Suppliers who joined the Caravan include Life Giving Products and Specialty Co., D’ Best Value Products Distribution Corporation, Sunpride Foods Incorporated, Happy Enterprises from Butuan City and some local producers of Agusan del Sur.

2 rebels surrender at the start of army offensive operation in Caraga

PROSPERIDAD, Agusan del Sur, Feb. 7 (PIA) - Two regular members of the New Peoples Army (NPA) in this province have surrendered to the 3rd Special Forces Battalion based in Bayugan City on Monday, February 6, 2017. They brought with them one M16, two garand, one carbine, one Light Anti-Tank Weapon and two IEDs.

The surenderees who were identified as Jerry Petelo alias ‘Wawie’ and Rany Ayawon alias ‘Dondon’ of the North Eastern Mindanao Regional Party Committee (NEMRC) of the NPA operating in Agusan Norte and Agusan del Sur cited their frustration against the NPA leadership after their promised allowances were no longer given. The fear of the incoming army offensive was also among the reasons for their surrender.

The two surrenderees further revealed that a lot of their NPA companions in their unit share the same sentiment after President Rodrigo Duterte lifted the unilateral ceasefire earlier declared. They said that many have already left their unit for good while others are planning to surrender.

Lt. Col. Cristobal Zaragoza, Brigade Commander of the 401st Brigade, assured the duo that they will be treated well and will be assisted in their return to the mainstream society per instruction of MGen. Benjamin Madrigal, the 4th Infantry Division Commander.

Meanwhile, Lt. Gen. Rey Leonardo B. Guerrero of the Eastern Mindanao Command congratulated the 401st Brigade especially Capt. Jasper Bayrante  and CInsp. Rommel Villamor for ensuring the safety of the two NPA-surrenderees when they extricated from their main group.

DTI reminds repair shop owners to apply for shop accreditation, renewal

PROPERIDAD, Agusan del Sur, Feb. 7 (PIA) – To ensure that repair shops operating in the province will have or maintain their accreditation, the Department of Trade and Industry (DTI) Provincial Office here has conducted its provincial team monitoring primarily to remind service repair enterprises to apply for accreditation and renewal.

As provided in the Presidential Decree No. 1572, service repair enterprises engage in repairs of motor vehicles, heavy equipment, engines and engineering work, electronics, electrical, air conditioning and refrigeration, office machines and data processing equipment, medical and industrial equipment, appliances and related devices are required to be accredited first with the DTI before starting operation.

DTI Agusan del Sur Provincial Director Brenda Corvera said that the accreditation aims to protect the interest of the customer by ensuring that these enterprises comply with the standards in terms of the following: tools and equipment, competency of workers, insurance and others. “Yearly accreditation hopes to discourage unfair practices of service repair enterprises and encourage continual improvement and adherence to set standards,” she added.

Accreditation applicants are required to submit the following to DTI office: Duly accomplished application form; Copy of Comprehensive General Liability Insurance Policy and Official Receipt; Warranty; List of tools and equipment and corresponding value; List of shop employees; Photo of the shop; Shop lay-out, organizational chart; Certificate of Competency from the Technical Education and Skills Development Authority (TESDA); and Dealership agreement for 5 Star Category. PopCom intensifies campaign for family planning

BUTUAN CITY, Feb. 7 (PIA) - The Commission on Population (PopCom) has always been positive that through concerted efforts with the local government units (LGUs) and other relevant government agencies, family planning services shall be made available to all women and couples who need such services.

In the recently approved Executive Order No. 12 of President Rodrigo Roa Duterte, entitled Attaining and Sustaining “Zero Unmet Need for Modern Family Planning” through the Strict Implementation of the Responsible Parenthood and Reproductive Health Act, all LGUs are encouraged to integrate strategies in their Local Development Plans (LDPs) and investment programs to support universal access to Reproductive Health (RH) services through demand generation, service delivery network and mobilization of community volunteers including the Barangay Health Workers (BHWs), Barangay Population Volunteers (BPVs) and Barangay Nutrition Scholars (BNS) in geographically isolated and disadvantaged areas (GIDAs).

In close collaboration with all LGUs, house-to-house visit and other intensive community-based demand generation and referral activities shall be conducted to ensure the provision of quality modern family planning information and services, within the principle of informed choice and voluntarism. Civil Society Organizations (CSOs) and private sector shall also be tapped in implementing these interventions to ensure that all women and couples who wanted to space or limit pregnancies through the use of modern FP shall be referred and served.

With the prevailing population issues, the Philippine Population Management Program (PPMP) will be pursued to address the key population issues in the country towards its overall goal of “Matatag, Maginhawa, at Planadong Pamilyang Pilipino.” This aims to empower every Filipino individual and family to achieve their aspirations and development goals by enabling them to have their desired number and spacing of children with the demands of responsible parenthood and principles of informed choice.

The population of Caraga Region will increase by 2,663,610 by end of 2017, based on projections made by the Commission on Population (PopCom) Caraga using data from the Philippine Statistics Authority (PSA), and this projection includes women of reproductive age and adolescent girls. PopCom further disclosed that adolescent pregnancies are also in the rise.

“High unintended and unplanned pregnancies, low contraceptive use and high unmet need for modern family planning, and low involvement of men in Responsible Parenthood, Reproductive Health and Family Planning are among the contributing factors of these development issues.” PopCom Caraga Regional Director Alexander A. Makinano reiterated.

NGCP to pursue Visayas-Mindanao grid connection

SURIGAO CITY, Surigao del Norte, Feb. 7 (PIA) - The results are out. National Grid Corporation of the Philippines (NGCP) completed the first step towards unifying the nation’s three power grids.

In an NGCP-commissioned hydrographic survey conducted from September to November 2016, a viable route along the country’s western seaboard – beginning in Cebu and terminating in Dipolog– was determined as viable for the implementation of the plans of interconnecting the Visayas and Mindanao grids.

The Luzon and Visayas grids have long been connected via NGCP’s Naga – Ormoc High Voltage Direct Current (HVDC) line.

“NGCP is pleased to report that we already finished the hydrographic survey that will determine the route of the Visayas-Mindanao Interconnection Project (VMIP). With this development, we now have a clearer plan on the project’s implementation. Power resource sharing between the country’s major islands will now become a reality,” declared NGCP.

Previous feasibility studies conducted by the National Power Corporation, one dating back to as early as 1984, were deferred by the government, then the grid operator.  An earlier study conducted by NGCP revealed eastern routes as unsuitable for submarine cable ground laying because of a significant quantity of live ordinance – torpedoes and high explosive shells – from the Battle of Surigao in 1944, an underwater volcano, fault lines, and seismic hazards, such as unstable rock slabs that can cause landslips and tsunamis.

NGCP is seeking the support of the public and its stakeholders for the full and immediate implementation of the project. “NGCP assures its stakeholders of the company’s dedication to determine the most reliable and cost-efficient path to completion. This is a large undertaking. We want this facility to be state-of-the-art, as well as sturdy enough to last generations," it said.

“We are considering many factors in the design and implementation of the project, including changing weather conditions. Ensuring the quality and reliability of power transmission services to both Visayas and Mindanao customers is of paramount importance,” the company said.

With the hydrographic survey result, NGCP will now proceed with the preparation of a conceptual design, detailed cost-estimate, and update of system simulation study using the Cebu-Dipolog route, in order to complete documents needed for its ERC application by April 2017.

Inland and route surveys for substations and associated overhead transmission lines will also coincide with the preparation of documents. Barring unforeseen circumstances and unavoidable delays, the project is estimated to be completed by December 2020.

“We need the support of the government, the Energy Regulatory Commission, the Department of Environment and Natural Resources, and the different local government units the project will traverse, among others, to push this forward. With their full support, we are confident that we will be able to complete this project on time,” stated the company.

NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets.


The consortium, which holds the 25-year concession contract to operate the country's power transmission network, is comprised of Monte Oro Grid Resources Corp. led by Henry Sy, Jr., Calaca High Power Corporation led by Robert Coyiuto, Jr., and the State Grid Corporation of China (SGCC) as technical partner. 10 farmers take oath in SurSur

TANDAG CITY, Surigao del Sur, Feb. 8 (PIA)– The Department of Agrarian Reform (DAR) Surigao del Sur provincial office has confirmed some 10 qualified farmer-beneficiaries of the DAR’s Land Tenure Services program involving an area of 20.4377 hectares of agricultural land.

According to DAR Information officer Myra Yu, the beneficiaries, who were all from the municipality of Tagbina, took their oath at the Municipal Trial Court in Bislig City as part of the requirement of the program.

The Land Bank of the Philippines (LBP) as partner on the implementation also required them to undergo the process as one of the requirements in the processing of Voluntary Offer to Sell Claim Folders (VOSCF) and /or Compulsory Acquisition Claim Folders (CACFs).

During the activity, Criselda L. Enoy, 22 years old, one of the beneficiaries from Barangay Sayon, Tagbina, said that she was nervous during the oath taking and wondered at first why they have to undergo the process…"but after the Judge explained to us the purpose, I now fully understand the importance of the oath.”

Yu said the oath-taking ceremony is important to ensure that the identified farmer-beneficiaries have underwent a selection process conducted by the Municipal Agrarian Reform Program Office as stipulated in section 22 of Republic Act No.  6657 known as the Comprehensive Agrarian Reform Law. DOE prioritizes assessment of Sual plant

BUTUAN CITY, Feb. 8 (PIA) - The Department of Energy (DOE) has sent a team to the Sual Power Station on Monday to assess the restoration of its generating units that went offline.

"We need to make Team Sual aware that we are checking on them and all the others,” DOE Secretary Alfonso Cusi said.

Aside from verifying reports, DOE wants to ensure the safety and reliability of the plant.

“Our goals are getting the correct reports and pushing them to a higher degree in doing their jobs. It's not just them giving the right account of what's going on. More importantly, it's the higher standard we are after,” Cusi said.

The Secretary said that in the end, audit teams must push and convince plant operators to procure quality materials to achieve a higher level in performing their functions.

"To achieve higher standards, rewards and penalties, monitoring and a fair system of grading should be in place."

Cusi added, “when we visit plants, we always show concern for the workers. We put pressure on the owners to provide the best resources for the workers to excel. Best equipment, facilities and fair benefits will result to better performance.”

Sual Unit 2 went online at 5:21 a.m. while Sual Unit 1 went offline at 10:15 a.m. on February 6, 2017 due to a possible condenser tube leak, but the power situation in Luzon is still manageable, according to the National Grid Corporation of the Philippines (NGCP).

“The grid is still normal at this time,” NGCP representative said in a statement. Based on the most recent update of NGCP, the Luzon grid will have a net reserve of 1,089 megawatts during the afternoon peak.

Accordingly, Sual Unit 2 is running at 647 megawatts and Malaya TPP Unit 2 will be utilized at minimum stable capacity of 130 megawatts to maintain normal system conditions.

Team Energy Sual disclosed that Sual Unit 1 is expected to return on line within three to four days. They will provide DOE periodic updates with regard to the plant conditions.

The Sual Power Station is the largest coal-fired power plant in the Philippines generating and supplying 1,294 megawatts for the Luzon Grid. (DOE/PIA-Caraga)


Army discredits NPA-NDF statements over killing of soldiers in Bukidnon

CAMP EVANGELISTA, Cagayan de Oro City, Feb 8. (PIA) - Following the incident wherein three soldiers were killed by the New People's Army (NPAs) on February 1, 2017 in Malaybakay, Bukidnon, MGen. Benjamin Madrigal Jr., 4th Infantry Division (4ID) commander, has expressed condemnation regarding the accusation and libelous statements of Luis Jalandoni of the National Democratic Front (NDF) saying that the death of the soldiers in Bukidnon was a rubout.

“That was a report from the military. There's a possibility that the military are the ones who shot at them because we still have no report from the NPA. It is never a policy of the NPA to waste several bullets in an encounter. It can be a rubout done by the military to put the blame to the NPA. Because the NPA has established a good reputation in different communities,” uttered Jalandoni, in a desperate attempt to cover up the acts committed by their terrorist members.

On the contrary, it can be noted that the day after the killing of the said soldiers, Allan Juanito, the NPA spokesperson for the Northcentral Mindanao Region, called up the media and owned up to the said killing saying that “the soldiers were on board two motorcycles when they were flagged down by the NPA in Sitio Kalib, Barangay Kibalabag in Malaybalay, at around 5:00 p.m. on Wednesday (Feb 1).”

Juanito further averred that “the soldiers tried to fight back, pulling out their firearms, but the NPA shot at them first to defend themselves resulting to the soldiers’ death.

The said statements can also be seen in both local and national broadsheets and was heard over the local radio stations.

"Jalandoni's accusations have added more injury to the bereaved families and loved ones of the three soldiers who are in pain and suffering for the loss. His accusation of killing our own troop members is an attempt to deceive everyone about the incident and it is clear, therefore, that Jalandoni is not in touch with the situation on the ground,” said Madrigal.

Moreover, with  the admission of Juanito on the incident, “let us see if Jalandoni can sanction the perpetrators, apply the Geneva protocols, and bring them to justice. If he really wanted to pursue the peace talks with the government, he must order the NPA to stop terrorizing our communities, doing atrocities and start working with the whole nation on the attainment of lasting peace," added Madrigal. Dagdag pa ng OSCA, base sa Republic Act 9994 o Expanded Senior Citizen Act of 2010, ang isang senior citizen ay dapat mabigyan din ng VAT exemption sa mga gamot, mga gamit at aparatong panggamot, bayad sa mga doctor at iba pang licensed medical practitioner na nagbibigay ng serbisyong pangkalusugan, transportasyon gaya ng eroplano, barko at tren, hotel at mga establisyamento tulad ng restawran, sinehan, concert halls, serbisyo sa burol at libing at marami pang iba.

Kung sinuman ang lalabag sa batas ay maaaring makulong nang dalawa hanggang anim na taon at maaaring magmulta ng P50,000 hanggang P200,000. Ang mga aabuso naman sa mga pribilehiyo ng batas ay maaari ring makulong nang dalawa hanggang anim na taon at maaaring magmulta ng P50,000 hanggang P100,000.

SurSur all set to host 20th CRAM 2017

TANDAG CITY, Surigao del Sur, Feb. 9 (PIA) – Preparations for Surigao del Sur province’s hosting of the 20th Caraga Regional Athletic Meet (CRAM) are all in place as the games will formally open on Sunday, Feb. 12, in the city.

Earlier this week, several delegates from the different school divisions of the five provinces of the region have already arrived to familiarize the playing venues.

Athletes from the Surigao del Sur DepEd Division arrived early this week and billeted at the Jacinto P. Elpa National High School for their in-house training.

Meanwhile, Committee on Publicity, Media and Communication Chair Liza Guingguing said that Airwoman First Class (A1C) Hidilyn Diaz, a 2016 Olympic games silver medalist has also confirmed her attendance for the CRAM.

Accordng to DTI provincial director Celestino L. Negapatan, the event was undertaken to inform the public that they can now access anytime and anywhere the prices of DTI monitored products including the stores with lowest price of basic necessities, prime commodities, construction materials, noche buena products, school supplies and candles including Comparative Prevailing Prices of goods or commodities using the DTI "e-Presyo" application through their desktops, laptops, tablets and mobile phones.

Negapatan said the “e-Presyo” is an Online Price Monitoring System of DTI where consumers can check for the prevailing prices of goods/commodities in various stores or establishments that are being monitored by the DTI.

He further said that the "e-Presyo" provides prevailing prices and stores with the lowest prices, Suggested Retail Prices (SRPs) of basic necessities, prime commodities and also comparative prevailing prices of goods or commodities mentioned above.

“The OPMS 'e-Presyo' will not only serves as a price guide for consumers in doing their grocery shopping but also protects consumers against unreasonable increases in prices thus ensuring 'value for money,'” Negapatan added.

DENR sec visits Dinagat Islands

SAN JOSE, Dinagat Islands, Feb. 9 (PIA) – Department of Environment and Natural Resouces (DENR) Secretary Regina Paz Lopez visited recently the province of Dinagat Islands for a consultative meeting held at the Loreto Municipal Gym, Loreto town.

In her message, Sec. Lopez was overwhelmed and amazed by the scenery of the mystical province and encouraged all Dinagatnons especially the local chief executives to love the island wholeheartedly because of its uniqueness.

Right after her message, an open forum was also conducted wherein several Dinagatnons expressed their sentiments against irresponsible mining operators in the province.

Said open forum was participated by the barangay officials from 100 barangays of the province as well as the members of the Sangguniang Panlalawigan (SP), municipal mayors of Loreto, Tubajon, Libjo and Cagdianao, and chief executive officers (CEOs) of the different mining companies in the province.

Mandatory segregation of waste imposed in AgNor

BUTUAN CITY, Feb. 9 PIA) - It is now mandatory to segregate ecological solid waste and volume reduction at source within the premises of the Provincial Capitol.

Under Provincial Ordinance No. 438-2017, passed and approved by the Sangguniang Panlalawigan of Agusan del Norte on its third and final reading on January 30, 2017, all offices in the Provincial Capitol, as well as lessors and locators are mandated to adopt proper segregation of solid waste within their respective offices.

This initiative seeks to maintain the cleanliness within the Capitol premises and ensure the proper sanitation of the area and health of the government workers and clients alike.

The Task Force in Ecological Solid Waste Management shall take responsibility of overlooking the implementation of the said provision.

The Provincial General Services Office (PGSO), in coordination with the Environment and Natural Resources Division-Provincial Governor’s Office, shall serve as the monitoring-in-charge in the implementation of the ordinance.

Agusan Norte okays Provincial Commodity Investment Plan for CY 2017-2020

BUTUAN CITY, Feb. 9 (PIA) - The provincial government of Agusan del Norte is all set for the Provincial Commodity Investment Plan for CY 2017-2020.

The Sangguniang Panlalawigan of Agusan del Norte, through Provincial Resolution No. 033-2017, authored by Vice Governor Ramon AG. Bungabong, recently adopted and approved the proposed enhanced Provincial Commodity Investment Plan (PCIP) in the province of Agusan del Norte for CY 2017-2020 as embodied in Provincial Development Council (PDC) Resolution No. 01, series of 2017, and endorsed by Provincial Governor Ma. Angelica Rosedell M. Amante-Matba.

This plan, formulated in partnership with the Department of Agriculture (DA) - Regional Field Office XIII and other stakeholders, will serve as guide in the implementation of the Philippine Rural Development Project (PRDP) and other national government-related economic development programs in the province. It is a three-year strategic mutual development plan between DA and the province that rationalizes the intervention programs within the various segments of the value chain commodities in the local government units (LGUs), which will also contribute to the national goals of the agriculture and fishery sectors.

The PCIP contains a listing of top agriculture commodities in the province where intervention programs are identified and needed emphasis such as abaca, banana, coconut, coffee, cacao, crumb rubber, mango, cassava and palm oil production. It also provides a mechanism to identify specific programs, projects and activities as basis for funding from concerned national government agencies and the provincial government of Agusan del Norte.

Senator Pimentel sends aid to Agusan Norte town

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Agusan del Norte, headed by PDRRMO Chief Erma R. Suyo, assisted the Office of the Senator Koko Pimentel and Las Nieves LDRRMO in the delivery of relief aid to the affected communities of the municipality of Las Nieves, this province on February 3.

Senator Koko Pimentel provided 500 relief packs to the local government unit (LGU) of Las Nieves through its Municipal Mayor Avelina Rosales.

BUTUAN CITY, Feb. 10 (PIA) - The Sangguniang Panlalawigan of Agusan del Norte recently adopted and approved the proposed major economic development programs, projects and activities (PPAs) as priority projects of the province of Agusan del Norte.

Under Provincial Resolution No. 036-2017, authored by Vice Governor Ramon AG. Social enterprises need enabling business environment to thrive

BUTUAN CITY, Feb 10 (PIA) - The Philippines needs to develop an enabling "ecosystem" of policies and institutions to scale up social enterprises.

In a recent study released by state think thank Philippine Institute for Development Studies (PIDS), authors Marife Ballesteros and Gilberto Llanto remarked that social enterprises can be an important force in addressing the gaps between the country's paradoxical experience of positive growth and persistent poverty.

Ballesteros and Llanto, PIDS acting vice president and president, respectively, noted that the current policy environment has failed to capture the needs of social enterprises which in turn has hampered their growth. The emergence of community economies, which include social enterprises, presents a unique set of policy and institutional requirements.

Social enterprises, compared to for-profit enterprises and nonprofit organizations, are businesses that put communities at the center of their enterprise. At the core of their objectives include promoting social welfare, enabling sustainable development, and encouraging investments for empowering communities.

Currently, the United Nations has included community economy as part of its social and solidarity economy agenda, which gives attention and support to businesses that "can be vehicles for profit, people empowerment, peace, and other moral imperatives".

A 2013 survey by the Institute for Social Entrepreneurship in Asia reported that around 30,000 organizations in the Philippines may be classified as social enterprises. They are made up of firms in various forms, including social cooperatives, fair trade organizations, microfinance institutions, and trading and development companies.

Currently, there is a proposed bill in Congress that focuses on addressing the policy needs of social enterprises. Like the Magna Carta for MSMEs and the Barangay Micro Business Enterprises Act, the Poverty Reduction through Social Entrepreneurship or PRESENT Act includes important provisions on tax exemptions, special credit windows and guarantee funds, support for local government units, and other considerations like cash incentives for social enterprises that employ people with disabilities, comprehensive insurance for calamities, and resources from the government for comprehensive capacity building.

Ballesteros and Llanto explained that unlike the other two laws, the PRESENT bill does not promote the exemption of social enterprises from the minimum wage law. This is because they "are known to pay above the minimum wage and apply other fair trade principles".

However, the bill faces visceral challenges, including a question of definitions, where there is currently a "lack of agreement" on what differentiates social enterprise activities from those of for-profit and nonprofit entities. There is also a question of social enterprises overlapping with social protection policies and programs of the government.

That said, the authors acknowledge the potential of social enterprises as an avenue to respond to social challenges left unmet by existing entities—whether they are of the state, the for-profit sector, or the nonprofit sector.

"The Philippines has a social and cultural environment conducive for social entrepreneurship to emerge. This is largely attributed to the widespread focus in the country on the bottom-of-the-pyramid issues and the strong participation of the civil society and the private sector in social issues," the author concluded.

It would beneficial for the Philippines to nurture that environment through sound policies.

AgNor SP pushes for study on domestic air travel policies

BUTUAN CITY, Feb. 10 (PIA) - The provincial lawmakers of Agusan del Norte expressed support to the Sangguniang Panlalawigan (SP) of Bohol, requesting the Civil Aeronautics Board (CAB) and the Civil Aviation Authority of the Philippines (CAAP) to revisit, re-examine and study the existing policies on domestic air travel specifically on fare rates which policies are already outdated.

In its Sanggunian Resolution No. 043-2017, authored by Provincial Board Member Lorito Q. Maraganas, the SP of Agusan del Norte found that the deregulated and liberated regime of the Philippine domestic aviation industry is the reason why the fare rates of domestic air travel is not fixed but unjustifiably vary from time to time.

The SP further noted that the passengers of domestic air travel are always at risk of sudden change of fare rates depending on the airlines’ unilateral action, thus, there is a need to infuse a certain measure of balance, fairness and reasonableness on the fare rates of domestic air travels to protect the rights and interest of the passengers.

DOST to lead the crafting of harmonized national R&D agenda

BUTUAN CITY, Feb. 10 (PIA) - The Department of Science and Technology shall hold the 2nd National Research and Development (R&D) Conference on February 15, 2017 to harmonize the country’s research and development agenda and priorities for 2017-2022.

In this conference, DOST will present to stakeholders the final Harmonized National R&D Agenda 2017-2022. The final agenda, to be presented by Dr. Rowena Cristina L. Guevara, undersecretary for research and development, is based on the outputs of the 1st National R&D Conference held October 21, 2016.

DOST’s Councils – the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development; Philippine Council for Health Research and Development; Philippine Council for Industry, Energy and Emerging Technology Research and Development; and the National Research Council of the Philippines – as well as the Philippine Atmospheric, Geophysical and Astronomical Services Administration and Philippine Institute of Volcanology and Seismology will also discuss the call for R&D proposals for the following sectors: health; industry, energy, and emerging technologies; agriculture, aquatic, and natural resources; basic research; and disaster risk reduction and climate change adaptation.

During the 1st National R&D Conference, Secretary Fortunato T. De La Peňa identified 11 areas/strategies included in the R&D agenda, namely:

1. R&D to address pressing problems on health self sufficiency, food and nutrition, priority agricultural commodities, transport and mobility, national security and human security;

2. R&D for productivity, responsible mining, and S&T for the creative, tourism and service industries;

3. R&D to tap and manage resource potentials (responsible mining, energy source, biodiversity and sustainable development);

5. Climate change and disaster risk reduction (PAGASA Modernization Law, technical advisory services, and disaster preparedness and risk reduction);

6. Maximize the utilization of R&D results through technology transfer and/or commercialization

7. Assistance to the production sector (e.g. OneExpert, OneStore);

8. Upgrading of facilities and improvement of S&T services (Strengthening of R&D and S&T Services in the regions through infrastructure, facilities, human resource development and R&D funding);

9. Human Resource Development for science and technology;

10. Capacitate and utilize institutions in the Regions (SUCs who do R&D and develop human resources in S&T); and

11. Collaboration with industry, academe and international institutions.

More than 350 participants of the 1st National R&D Conference represented various agencies such as the departments of agrarian reform, budget and management, environment and natural resources, information and communications technology, health, and trade and industry, as well as the National Economic and Development Authority, private and public universities and colleges, national and regional research and development institutions, civil societies and non-government organizations.

Other participants included international R&D and funding agencies such as the Australian Centre for International Agriculture Research, Food and Agriculture Organization of the United Nations, World Food Programme, World Fish, and US Agency for International Development.

Said participants identified and agreed on the R&D priorities of the Philippines for 2017-2022 which resulted in the draft Harmonized R&D Agenda.

Said R&D Agenda is anchored on the Duterte Administration's 10-Point Socioeconomic Agenda and in line with the Philippine Development Plan tagged "AmBisyon Nation 2040."

The holding of both National R&D Conferences is consistent with the DOST mandate of providing central direction, leadership, and coordination of scientific and technical activities in the country.

Through the national research agenda, the DOST will unify all R&D projects and initiatives in the country, and ensure that results of these R&D activities will be used to improve the socio-economic conditions of Filipinos.

R.A. No. 10055 (Technology Transfer Act), Article IX, Section 19 provides that DOST shall regularly conduct national R&D conferences to gather all agencies of the government with R&D activities. (S&T Media Service/PIA-Caraga)


Surigao Norte holds 1st LGBT Summit

SURIGAO CITY, Surigao del Norte, Feb. 10 (PIA) –Around 270 lesbians, gays, bisexuals and transgenders (LGBT) gathered recently for the 1st LGBT Summit spearheaded by the provincial government of Surigao del Norte at the Provincial Convention Center, Provincial Compound, this city.

The one-day activity was aimed to educate the third sex community on reproductive health, which focuses primarily on STI/HIV and AIDS prevention and control.

AIDS (acquired immune deficiency syndrome) is a disease that recognizes no territorial, social political and economic boundaries for which there is no known cure.

The gravity of the AIDS threat demands a strong and immediate action while the nature of HIV and AIDS calls for multi-sectoral partnerships and responses in the local level, which involve not only the local government unit but other sectors of the community as well.

Republic Act 8504 also known as the “Philippine AIDS Prevention and Control Act of 1998” promulgates and prescribes measures for the prevention and control of the disease thus, a nationwide HIV and AIDS monitoring system is instituted to strengthen the Philippine National AIDS Council and for other germane purposes when necessary.

Agusan Norte expands health care services for capitol workers

BUTUAN CITY, Feb. 10 (PIA) - The provincial government of Agusan del Norte widened its coverage of the health services for its officials and employees with the inclusion of the cost of eyeglasses and increased the annual budget to P2,000.000.

Provincial Governor Ma. Angelica Rosedell M. Amante-Matba fully supported the wider coverage of health services for provincial officials and employees and ensured the increase of the annual budget for the said purpose.

Provincial Board Member Daniel O. Racaza initiated the move and authored Provincial Ordinance No. 436-2017, an Ordinance Amending Sections 5 and 7 of Provincial Ordinance No. 422-2016, “An Ordinance Granting Free Annual Medical, Dental and Ophthalmology Check-up to all Officials and Employees of the Provincial Government of Agusan del Norte and Providing Funds Thereof,” by adding a provision to include the cost of eyeglasses and to increase the fund appropriation to two million pesos.

Under the said ordinance, it provided that the provincial government shall provide eyeglasses to its employees for its annual regular eye-check-up with the cost not more than P5,000 per unit being done whether by a private or a public medical practitioner in a public or private hospital.

At least 6 dead after 6.7-magitude earthquake rocks Surigao City

BUTUAN CITY, Feb 11 (PIA) – The powerful earthquake that struck Surigao City evening of February 10, 2017 has snatched the life of six individuals identified as Robert Eludo, Jr., JM Ariar, Lito Wilson, Lorenzo Deguino, Roda Justina Taganahan and Wenefreda Aragon Bernal who had experienced blunt trauma, heart attack and was hit by a collapsed wall as causes of their death.

A total of 108 individuals were also injured in Surigao City, Surigao del Norte.

The quake, which the Philippine Institute of Volcanology and Seismology (PHIVOLCS) said hit at a depth of four kilometers, was initially determined to be at 9.83 degrees north latitude and 125.37 degrees east latitude.

Maximum shaking was Intensity VI in Surigao City and Pintuyan, Southern Leyte. Intensity V in Mandaue City; San Ricardo, Limasawa and San Francisco, Southern Leyte. Intensity IV in Hinunangan, Southern Leyte and Butuan City. Intensity III in Hibok-hibok, Camiguin, Tolosa and Tacloban, Leyte; Bislig City; and Gingoog City. Intensity II in Cagayan de Oro City; Talacogon, Agusan del Sur; Dumaguete City; and Davao City.

However, per info from Pacific Tsunami Warning Center, there is no tsunami warning, advisory, watch, or threat in effect.

Since yesterday evening, Surigao City is experiencing unexpected power outage after a strong tremor that lasted about 5-7 seconds. Aftershocks were also felt, an hour after the earthquake hit.

The quake caused a fair bit of panic in Surigao City. There were cars, motorcycles and tricycles lined up trying to get to higher ground. Some residents living in coastal areas sought refuge at the Provincial Convention Center and capitol grounds.

Meanwhile, the Anao-aon Steel Bridge in the municipality of San Francisco, Surigao del Norte has collapsed and is not passable while some roads are partly damaged.

Surigao City and municipalities of Malimono, Sison, San Francisco, Mainit and Taganaan, all in the province of Surigao del Norte are now on blackout.

Also, Malico and Kinabutan Bridges along Maharlika Highway in Brgy, Rizal, Surigao City are only passable to light vehicles due to some cracks on the road pavement.

Bridges along the national highway going to Lipata also suffered serious cracks. Lipata Ferry Terminal is temporarily closed. Thus, all vehicles in and out of Lipata Ferry Terminal are diverted to Surigao City Port.

Due to the extent of damages at the Surigao City's airport runway, Surigao City Civil Aviation Authority of the Philippines (CAAP) officer-in-charge Engr. Junelito Abrazado declared this morning suspension of all flights in Surigao City.

LUNGSOD NG BUTUAN, Peb. 11 (PIA) - Umabot na sa apat na ka tao ang kompirmadong patay mula sa nangyaring lindol na tumama dito sa probinsya ng Surigao del Norte at mga karatig-probinsya byernes ng gabi.

Ang lindol na umabot sa 6.7 magnitude ay tumama sa may hilagang kanluran ng Surigao City, ayon sa report ng Phivolcs. Umabot sa intensity 6 ang naranasan ng mga surigaonon bandang alas-dyes ng gabi.

Agad namang lumikas sa mas mataas na lugar ang karamihan ng mga residente sa kaba na may mangyayaring tsunami matapos ang malakaas na lindol.

Base sa report ng Surigao Cty Disaster Risk Reduction and Management Council (CDRRMC), nakilala ang apat na nasawi na sina Robert Eludo Jr., 39 years old; JM Ariar, 4 years old; Lito Wilson, nasa 22-28 years old, at Lorenzo Deguinio, 86 years old. Ayon naman sa regional DRRMC, umabot na rin sa 14 na ka-tao ang na-ospital sa Caraga Regional Hospital at may 61 outpatients. May 12 kasalukuyang ginagamot sa bayan ng Sison at Placer, Surigao del Norte.

Kinomperma ni RDRRMC chairperson at OCD Caraga regional director Rosauro Arnel Gonzales, may ilan ring infrastrakturang nasira dahil na malakas na lindol. Kabilang dito ang Anao-aon Bridge sa bayan ng San Francisco, Surigao del Norte at ilang mga daan na bahagyang nasira at hindi madaanan.

Mayroon ding mga bahay at pader na nag-collapse sa bayan ng Sison, Surigao del Norte. May mga damages naman sa mga kabahayan na naitala sa bayan ng Mainit, Surigao del Norte maging sa mga daanan nito.

Ang Surigao City Trade School, Surigao State College of Technology at iba pang establisemento ay bahagya ring nasira. Naranasan din ang total blackout sa mga bayan ng nasabing probinsya.

PRC local chapters extend assistance to Surigaonons

SURIGAO CITY, Surigao del Norte, Feb. 12 (PIA) – Philippine Red Cross (PRC) chapters from Agusan del Norte-Butuan City, Agusan del Sur and Surigao del Norte-Surigao City extended their assistance to the victims of the 6.7 magnitude quake in the city.

As a precautionary measure, hundreds of Surigaonons living near the coastal areas have evacuated Saturday night at the provincial capitol grounds as series of aftershocks can still be felt.

“To help the evacuees on their overnight stay at the provincial capitol grounds, we have installed eight large tents which serve as their temporary shelter,” said John Rafael Daño of PRC Surigao del Norte chapter.

Daño also said that a welfare desk was installed at the capitol grounds to provide basic medical services and counseling to traumatize victims of the earthquake and aftershocks.

Both the two Agusan chapters have provided medical services and transportation assistance to the victims.

Daño further said that the PRC Tacloban City chapter also confirmed that they would provide affected localities with water and sanitation services.

During the visit of President Rodrigo Roa Duterte (PRRD) in the city Sunday afternoon, PRC has also prepositioned teams/volunteers at the city hall compound to help provide assistance and services to the Surigaonons who welcomed the President.

PRRD visits Surigaonons hit by 6.7 quake

SURIGAO CITY, Surigao del Norte, Feb. 12 (PIA) – Officials and employees of the national line agencies and local govenrment units, media, emergency response teams and earthquake-affected Surigaonons are expecting the visit of President Rodrigo Roa Duterte here on Sunday.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar will accompany the President who is scheduled to arrive at the city gymnasium at 10:30 a.m.

Some 3,500 family food packs composed of five kilos of rice, eight assorted canned goods, six sachets 3 in 1 coffee, and six liters water will be given to the Surigaonons hit by the quake Friday night.

The distribution of the family pack will be led by the Department of Social Welfare and Development (DSWD) Secretary Judy Taguiwalo. (NCLM/PIA-Caraga)


Cusi: DOE overseeing earthquake power rehab efforts, fuel price freeze

SURIGAO CITY, Surigao del Norte, Feb. 12 (PIA) - In the light of the magnitude 6.7 earthquake that hit Surigao del Norte on Friday, Energy Secretary Alfonso Cusi today joined President Rodrigo Duterte and other cabinet members in extending the necessary assistance to all affected communities and individuals.

“We are looking into the extent of the damages caused by the earthquake. We are addressing the immediate needs and concerns of our people on energy," said Secretary Cusi, who stressed "safety is the top priority."

"We have to ensure an adequate, reliable and secure supply of energy and to execute fair pricing of petroleum products, such as gasoline, diesel, kerosene and liquefied petroleum gas (LPG),” added Cusi.

Cusi said his department is closely monitoring the power restoration efforts being conducted by the Surigao del Norte Electric Cooperative, Inc. (SURNECO).

According to a National Electrification Administration’s report, 95 percent of SURNECO’s franchise area has been restored by 11:00 p.m. last night.

The effort has so far energized the primary lines of Surigao City and all the municipalities of the province while the remaining five percent is still being addressed by the electric cooperative.

SURNECO also reported the damage on its main office building, necessitating the transfer to their old building and covered court.

Earlier, the National Grid Corp. of the Philippines reported that there is no earthquake-related damage or sustained fault on transmission facilities.

For the petroleum and oil products, the DOE has reiterated the implementation of Republic Act (RA) 10623 which imposes a "price freeze" on certain LPG and kerosene products being sold in the areas affected by the calamity.

“With the declaration of a State of Calamity, government will impose a price freeze on basic energy commodities for 15 days, particularly for kerosene and household LPG," said Cusi.

“In order to effectively ensure the supply of petroleum products, oil companies are obliged to update the DOE of the operational status of their depots and gasoline stations within the areas to stabilize the supply and reduce chances of individuals who are taking advantage of the oil situation,” he added.

“The DOE assures everyone that it will remain to be vigilant in protecting the interest of the public," Sec. Cusi concluded. (DOE/PIA-Caraga)

PRRD allocates P2-B for rehab of quake-affected Surigao

SURIGAO CITY, Surigao del Norte, Feb. 13 (PIA) – Speaking before a crowd of devastated but hopeful earthquake victims during his personal visit in this city on Sunday, President Rodrigo Roa Duterte (PRRD) disclosed that the national government has favorably allocated around P2 billion for the rehabilitation of Surigao del Norte province, which was hit by the 6.7-magnitude earthquake on Friday evening, Feb. 10.

It may be recalled that the members of the Sangguniang Panlungsod has declared the city under a state of calamity on Saturday after a power blackout, water scarcity, and major damages in buildings and lifelines were noted.

Included in the immediate rescue and clearing operation is the collapsed Anao-aon bridge in the municipality of San Francisco, under the provincial road of Surigao del Norte which is totally closed to traffic. Hence, new construction of 165.0 linear meter bridge is recommended with an estimated amount of P115M.

Based on the assessment of the Department of Public Works and Highways, the cost of damage of the Surigao State College of Technology has reached to P150M; provincial capitol buildings and other infrastructures - P63M; ports (Lipata Ferry Terminal and Surigao port) facilities damage- P161.5M; national roads damage -P208.2M. These total to P582.7M.

Accordingly, the immediate needs are the full restoration of critical infrastructure and lifelines, construction materials for damaged housing and relocation, emergency work for displaced workers, financial help to severely injured.

Meanwhile, the President conveyed his words of encouragement to the Surigaonons. PRRD said that he only intended to deliver what is beneficial and best for his countrymen. “The different national line agencies are our allies in pushing for good reforms in governance,” he said. He also assured that he would not allow any corrupt practices in doing public service.

PRRD said how sorry he was for the unfavorable experiences they have undergone as a result of the strong tremor of the quake. However, he is thankful that nothing more fatal has happened as compared to the typhoon Yolanda incident.

“Life has always its ups and downs. There is always a time for joy and at times mourning,” PRRD said. He also expressed his sincerest condolences to the bereaved families of those who died when the calamity has stricken.

Per record from the Surigao del Norte provincial disaster risk reduction and management council (PDRRM), there are 157 families affected in the municipality of Sison, six in Malimono, 36 in Mainit, 31 in San Francisco which totals to 230 families.

Meanwhile, the victims eagerly and patiently queued to avail their share of relief goods to help alleviate their daily needs. Around 3,500 relief packs containing six kilos rice, six liters of water, coffee and assorted canned goods were distributed by the Department of Social Welfare and Development (DSWD) Caraga.

PRRD arrived at the city gymnasium at 1:17 p.m. He was accompanied by PCOO secretary Martin Andanar and welcomed by Surigao del Norte governor Sol Matugas, Surigao City mayor Ernesto Matugas, Surigao del Norte representatives Francisco Jose Matugas and Robert Ace Barbers and other local officials. Army intensifies security for 20th CRAM in Tandag City

TANDAG CITY, Surigao del Sur, Feb. 13 (PIA)– In line with the 20th Caraga Regional Athletic Meet (CRAM) here, the 36th Infantry Batallion (36IB), Philippine Army has intensified its security operations in the city.

In a press statement, 36IB commanding officer Lt. Colonel Randolph Rojas said he is committed to support in terms of security concerns and other tasks for the duration of the CRAM 2017.

“We are utilizing all our available resources from personnel, mobility, and other assets just to ensure the safety of the athletes, coaches, trainers, spectators and the general public, as well,” said Lt. Col. Rojas.

Some K-9 units with the capability to detect bombs and other IEDs, casualty medical evacuation team (CMET) including the field ambulance units were also deployed.

According to 36IB Civil Military Operations officer Captain Al Anthony Pueblas, being one of the members of the Technical Working Committee on Securit, their troops are mobilized based on the approved security plan in close coordination with the Philippine National Police (PNP), the chair of the committee.

Part of the plan according to Pueblas is the conduct of the joint AFP-PNP checkpoints in the identified entry and exit points in the city. (PIA-Surigao del Sur)


20th CRAM kicks off in Tandag City

TANDAG CITY, Surigao del Sur, Feb. 13 (PIA) – The 20th Caraga Regional Athletic Meet (CRAM) formally opened on Sunday here participated by more than 5,000 participants coming from the five provinces of Caraga Region.

The activity started at 2:30 p.m. with a grand parade, followed by the ceremonial cutting of ribbon at the entrance of Surigao del Sur Sports Complex, and formal opening program.

As one of the highlights of the activity, Rio Olympic 2016 silver medalist and currently Airwoman First Class of Philippine Air Force Hidilyn Diaz led the lighting of the friendship urn and athletes' oath of amateurism.

A total of 12 DepEd Divisions are competing from the different sports including special games.

The provincial government of Surigao del Sur headed by Governor Vicente Pimentel Jr, as the host province, allotted a total of P7 Million worth of financial support to the event.

Feature: 4CMOBn change of command: a challenge, gratitude in uniformed service

BUTUAN CITY, Feb. 13 (PIA)– In a recent Turn-Over of Command Ceremony held at the Kalayaan Hall, Camp Bancasi in this city, Lieutenant Colonel Manuel Valdez IV became the 4th Civil-Military Operations (Kasaligan) Battallion’s (4CMOBn’s) newest commanding officer.

Valdez replaces outgoing battalion commander Lieutenant Colonel Rey Pasco who assumed command last March 14, 2015 until February 10, 2017.

Upon relinquishing his post, Lt. Col. Pasco highlighted in his privileged speech the indigenous peoples (IP)-centric approach on solving the challenges of peace and development particularly in Caraga region where he piloted the capacitation of the IP youth.

“For the first time, the youth from the different Certificate of Ancestral Domain Titles (CADTs) in Caraga gathered and actively participated in a summit which equipped them to become better leaders and effective communicators. The activity was successfully conducted in collaboration with the Philippine Information Agency (PIA) Caraga under the leadership of Dir. Abner Caga wherein the 1st Regional IP Leadership and Communicators Summit held on December 18-21, 2015 at Tiberias Retreat House, Carmen, Agusan del Norte. Consequently, the group was formally registered at the Security of Exchange Commission (SEC) as Caraga Mindanao Cultural Development Incorporated,” recalled Pasco.

He added that the unit is also instrumental in the creation of Indigenous People Crises Committee (IPCC), together with Office of the Presidential Adviser on the Peace Process (OPAPP). This group is composed of IP leaders from different CADT areas in Caraga and was organized last November 14, 2015 to provide a venue for ICC/IP leaders to meet, discuss and agree amongst themselves the different issues and concerns currently being confronted by the ICCs.

Meanwhile, in his assumption speech, Lt. Col. Valdez recounted his significant experiences in the military service. He said that he has learned the value of constant learning as a means for personal and professional growth.

"I am more inclined in doing my best and to continue what my predecessor have started and accomplished especially that he has able to make a difference during his term in this battalion," Valdez said.

As the presiding general officer during the change of command, MGen Benjamin Madrigal, Jr., 4th Infantry Division commander, Philippine Army expressed his gratitude to the local media partners and PIA Caraga for the favorable information and communication support which is essential and instrumental in keeping the people abreast about what the Phil. Army is doing for them. He said that it is important to let the public know the army's programs and projects.

Madrigal urged the partner-stakeholders to continue supporting the 4CMOBn in advancing the peace, security and development in the region. Likewise, Madrigal recognized and reiterated its strong partnership with the PIA Caraga wherein several undertakings were carried out successfully.

“The best quality of a Civil-Military Operations Officer should have good background of intelligence since it deals with different government and non-government sectors and it disseminates relevant information to the community,” said MGen Madrigal.

He also stressed that one of the many roles of the Civil Military Operations is to strengthen stakeholder engagements and deliver information effectively and to the communities. “I have placed my trust and confidence in the leadership of these two officers. So, I am challenging them to bear the mantle of perpetuating the rules and mandates of an excellent serviceman,” emphasized MGen Madrigal.

Leading the 4th Civil-Military Operations Battalion for 21 months and ten days was a mix of colorful and challenging experiences that taught Lt. Col. Pasco to learn to regulate his life by wisely making decisions and determine actions in perfect calibration.
       

“Setting a certain standard and boundary enables me to perform my duty without grumble,” said Pasco.

He mentioned that what he really wanted was for the Kasaligan Troopers to relearn the good old ways of doing things and unlearn the bad habits. “We started with the basics to be able to address the necessities of our soldiers. We have done many improvements in our facilities, apart from the good transformation within ourselves. And I could not even expressed in words how thankful I am for the wonderful camaraderie we have shown to one another,” sincerely expressed Pasco.

“By improving our administrative processes and support system of companies, we made them feel that we care for them. Taking the responsibility of looking after their welfare has also motivated and inspired them to perform their duties and responsibilities to the best of their abilities – and that is empowerment,” underscored Pasco.

Pasco remarked in all sincerity that there are things that should be credited to those who rightfully deserve. “I cannot do all these without the support of my co-soldiers. Above all, I thank the Gaotu for His saving graces and blessings in all my battles and undertakings,” modestly enunciated Pasco.

He said that the challenge of leading the Kasaligan Troopers is tremendous toward greater integrity, service and openness. “But as I look at my successor, Lt. Col Valdez, I am very positive and confident that this organization under his leadership will accomplish everything that has been envisioned, and may even surpass what we have achieved,” underlined Pasco.

Caraga cops celebrate 26th PNP Foundation Day; 7 Awarded

BUTUAN CITY, Feb. 13 (PIA) - Caraga Police celebrated the 26th PNP Foundation Day here on Monday morning highlighted by giving of recognition and awards to seven deserving police officers.

Agusan del Norte Governor Ma. Angelica Rosedell M. Amante-Matba graced the occasion and spearheaded the giving of awards together with Police Regional Office 13 director PCSupt. Rolando Felix.

"Medalya ng Kagalingan" or PNP Merit Medal was given to Chief Inspector Dick Cale, Senior Inspector Darwin Abainza, Senior Inspector Erwin Cordano, SPO4 Grestito Vallespin, SPO2 Marlowe Sison, PO3 Teodoro Paredes, and PO2 Kishmita Jean Bajan for their successful anti-illegal drug operations.

“Let us always make right choices and deliver better services to community,” Matba said.

She also stressed out the need to reform especially those personnel involved in illegal activities.

A wreath-laying ceremony in honor of the PNP members killed during police operations at the Police Regional Office 13 Memorial and a Eucharistic mass were also part of the celebration.

On Valentine’s Day: PopCom warns teens against untimely pregnancy, HIV

BUTUAN CITY, Feb. 13 (PIA) – The Commission on Population (PopCom) is once again reminding young people, not only those in a romantic relationship, to be more cautious and responsible on their choices especially as they celebrate Valentine’s Day, amidst the rising incidence of teenage pregnancies and HIV.

“Young people should be sexually responsible at all times. They should learn to have self-respect and self-worth; they don’t need to change their values to conform to others. They have to learn to ‘Say No’ for real love does not need sex; it can wait. And adolescent should also make wise decisions for a brighter tomorrow,” PopCom Caraga regional director Alexander A. Makinano highlighted.

PopCom observed that youth seek their peers and the mass media, not their elders, on matters pertaining to relationships.

While PopCom and its partners continue its campaign on sexual awareness and safe sexual behaviour, sexual experimentations and premarital sex increases.

Studies pointed-out that premarital sex is highly unprotected, exposing young people to the risk of getting Sexually Transmitted Infection (STI) or worst Human Immunodeficiency Virus (HIV). Mostly of the HIV victims are young people.

Amidst the increasing incidence of teenage pregnancy and other youth-related issues in the region, PopCom together with its local program partners, is constantly intensifying its implementation of AHD program interventions to prevent such sexual and non-sexual risky behaviors of the young individuals.

Championing young people, safeguarding their health and well-being, enabling and empowering them to make positive life choices and actualize their full potential are the long term priorities of PopCom through its Adolescent Health and Development (AHD) Program. The program aims to provide the adolescents and youth with appropriate information, life skills, and services to enable them to cope with their sexual and full development into adulthood. Activities under this program include the U4U Teen Trail Initiative, Sexually Healthy and Personally Effective (SHAPE) Training, and the newly implemented initiative - Information and Service Delivery Network (ISDN) for Adolescent Health and Development (AHD).

The PopCom official also reminded everyone that this is not only a concern of one agency but it is everybody’s. President Duterte gives posthumous award to slain soldier

BUTUAN CITY, Feb. 13 (PIA) - Immediately after his visit from Surigao City on Sunday for the relief goods distribution and to give a message of encouragement to the victims of the recent 6.7 magnitude earthquake that hit the city, President Rodrigo Roa Duterte flew all the way to Beata Virgine Del Santo Rosario Chapel, Division Advance Command Post (DACP), Bancasi in this city to personally give a posthumous Military Merit Medal for gallantry in action and condole with the family of late Sgt. Marloun Balais.

It can be recalled that on February 11, some 15 armed New People’s Army (NPA) belonging to Sanga sa Platun Pampropaganda (SPP) 16-A, North Eastern Mindanao Regional Committee (NEMC) attacked a community in Sitio Sarog, Barangay San Isidro, Santiago town, Agusan del Norte which cause the instantaneous death of Sgt Balais, two civilians and seriously wounding three other civilians.

In his statement, Lt. Col Glenn Joy Aynera, the commanding officer of 29th Infantry (MATATAG) Battalion based in Agusan del Norte condemned the NPA attack, which took the lives of two innocent civilians and wounding three others.

Lt. Col. Aynera also said that they were deeply saddened for the lost of their comrade. However, it will not stop them from doing their mandate which is to ensure the safety and security of the people of Agusan del Norte. (4CMO Battalion, Phil. Army/PIA-Caraga)


Tagalog News: Apektadong residente ng 6.7 magnitude na lindol tumanggap ng relief assistance

SURIGAO CITY, Peb. 13 (PIA) - Tumanggap ng relief goods ang mga residente sa Surigao City nitong linggo ng hapon galing sa Department of Social Welfare and Development (DSWD). Sa pagdating ni Pangulong Rodrigo Duterte sa gymnasium dito sa lungsod agad na sinimulan ang pamimigay ng mga relief goods sa mga nakaantabay na mga residente na galing sa barangay Luna, Taft, San Juan, Canlanipa, Washington, at iba pang apektadong barangay.

Matatandaan na nitong byernes ay niyanig ng 6.7 magnitude na lindol ang probinsya ng Surigao del Norte at nakaranas ng sunud-sunod na aftershocks. May mga residenteng lumikas at piniling manatili sa mas mataas na lugar, dahil na rin sa kanilang takot sa sinasabing Tsunami.

Nasa 3,900 relief packs ang naipamigay ng DSWD sa pangunguna ni Secretary Judy Taguiwalo kasama si Pangulong Duterte at iba ang opisyal.

Anim na kilong bigas, walong canned goods at kape ang laman ng isang relief pack. Namigay rin ng mahigit 2,000 na 6-liters na tubig para sa mga residente.

Pinahayag din ni DSWD Secretary Taguiwalo na hindi lang beneficiaries ng 4Ps (Pantawid Pamilyang Pilipino Program) ang binigyan ng relief packs, kundi lahat ng apektadong pamilya sa nasabing syudad. Prayoridad na binigyan ang mga pregnant women, persons with disabilities, at senior citizens.

Napag-alaman rin na maliban sa naipamigay na 3,900 na relief goods ay magbibigay pa ng augmentation ang DSWD sa mga residente.

Tagalog News: Supply ng tubig sa pangunahing mga lugar sa lungsod ng Surigao, 100% nang naibalik

LUNGSOD NG BUTUAN, Peb. 13 (PIA) - Matapos makaranas ng problema sa tubig ang mga residente sa lungsod ng Surigao nitong mga nakaaraang araw ay naibalik na ang buong porsyentong normal na supply ng tubig sa mga pangunahing lugar o households kaninang alas tres ng hapon, maliban sa lugar ng Mabua, Ipil, Lipata elevated areas, Punta Bilar at Panubigon na apektado sa pagkakasira ng Anao-aon bridge.

Ito ay matapos ma-erepair ng Surigao Metropolitan Water District ang eight, 10 at 14 inches diameter pipelines. Mangilan-ngilang lugar na lamang na bumubuo sa sampung porsyento ang nakararanas ng low pressure dahil mainam pa rin na dahan-dahanin ang pagdagdag pressure sa nasabing linya.

Kung matatandaan, matapos ang pagyanig ng nasabing 6.7-magnitude na lindol ay hirap nang makahanap ng mapagkukunan ng tubig ang bawat barangay sa Surigao.

Maliban sa ipinamahaging bottled drinking water ng Rotary Club at iba pang NGOs ay nakarating na rin ang C130 sa Bancasi Airport ng Butuan City na may dalang 137 boxes ng assorted medicines, 500 hygiene kits, 75 tents, 500 jerry cans, at dalawang drums ng chlorine. Ito ay kabilang sa pinangakong tulong ng pamahalaan sa pamamagitan ng NDRRMC, DSWD, DOH at Philippine Red Cross.

Samantala, base sa report ng national electrification administration ay 95 porsyento ng Surigao del Norte Electric Cooperative franchise areas, kabilang ang primary lines, ay nagkaroon na ng power supply nitong linggo. Kasalukuyan pa ring tinutugunan ng electric cooperative ang naiwang limang porsyento.


Hanggang ngayon ay patuloy pa ring nakararanas ng aftershocks ang lugar ng Surigao. Inaasahan ng mas nakararami ang makatanggap ng food items gawa ng pagsasara ng mall at iba pang supermarkets. Surigao earthquake: a proof of resilience amidst terrible tremor

SURIGAO CITY, Feb 14 (PIA) – When catastrophe strikes, a person or a family caught blindsided when hit unexpectedly. It was a terrible Friday evening of Feb. 10 for clueless Surigaonons’ when their faith and forbearance were put to serious test in the midst of a powerful 6.7-magnitude earthquake.

For Amparo Donoso, 56 years old, a resident of Purok Baybay Parola, this city, living in a shanty and rearing four youngsters was able to stand the fright as she briskly brought her family to a safer ground.

“I am mindful of how the hazardous quake and aftershocks might cost our lives, my instinct and adequate awareness dictated me to prioritize the safety of my family,” said Donoso despite knowing about the advisory of the Pacific Tsunami Warning Center that there’s no tsunami threat in effect.

Seen also at the Capitol grounds where a multitude of common people sought refuge were lactating mothers carrying along in their arms innocent baby, elderlies and persons with disabilities.

Displaced during a total power blackout never hamper them to find reasons to grin as they stayed safe under some makeshift shelters pitched by the Philippine Red Cross (PRC) Surigao City-Surigao del Norte chapter personnel.

“We see to it that the quake victims be given assistance. Large tents are provided to them appropriately protect them from getting wet from rains than leaving them helpless. Medical and first aid services are available for them. In addition to that, those who are still under the state of trauma were given psychosocial support services or stress debriefing,” said John Rafael Daño of PRC Surigao del Norte.

Romel Empalnado and his wife, together with their eight months old, three and five years old children, who all came from Nueva Extension, Barangay Taft, flocked to the evacuation area to secure themselves after series of aftershocks continued to disturb them. “I am more concerned for the welfare of our baby and kids. I can afford to lose my house but not my loved ones,” said Empalnado in a voice quavered with emotion.

Meanwhile, no one would ever expect to witness a scene at the Caraga Regional Hospital (CRH) with patients being catered in portable tents assembled at its ground. Despite the structural damages where the beams collapsed at the medical ward, the management was able to give assistance to a large volume of patients who suffered from panic attack, lacerations and fracture.

“In support to the patients, the city government of Surigao and the Department of Health (DOH) were able to furnish additional tents folding beds, assorted medicines and jerry cans to the hospital for the use of the victims who are staying in the hospital. The Bureau of Fire Protection (BFP) has also operated a rationing of water and more assistance are expected from the Chinese Chamber,” declared Delfin Antallan, officer-in-charge, administrative department of CRH.

On civilian fatalities due to the earthquake that ravaged the city, the bereaved family of Lito Wilson, 35 years old and a resident of Brgy. Nonoc received an initial monetary assistance of P20,000 from the national government, P5,000 from the Department of Social Welfare and Development (DSWD) Caraga. They are also entitled to claim for an additional burial assistance from the DSWD upon complying the requirements.

The communities also have there own way of opening their local eatery and barbecue stalls utilizing generator sets to illuminate the dimness and gloomy ambience as they serve the customers in need of food.

Personal resilience made them easy to adapt to adversity. They have shown numerous measures that would define resilience.

“People’s resilience is not only capacitating them with disaster preparedness capabilities or decreasing their vulnerabilities to the effects of disasters but resilience has been found to be associated with social support to the variety of population. It can be a social support assistance, tangible and intangible, or shielding people from the adverse effect of calamities,” underscored Rosauro Arnel Gonzales, Jr., Office of Civil Defense Caraga regional director.

To give more relief to the victims, apart from the humanitarian aid afforded by the Rotary Club and other non-government organizations, the C130 has arrived on Monday at the Bancasi airport, this city, loaded with 137 boxes of assorted medicines, 500 hygiene kits, 75 tents, 500 jerry cans and two drums of chlorine. These are all part of the promised support from the national government through the National Disaster Risk Reduction and Management Council (NDRRMC), DSWD, DOH and PRC.

With the suspension of business operation of the major mall and other supermarkets in the locality, Surigaonons who are badly affected by the quake are pleading to receive for more food and non-food items, including financial assistance adequate to repair their wrecked abode. (VLG/PIA-Caraga)


DTI reminds consumers, businessmen of price freeze in quake-hit Surigao

SURIGAO CITY, Surigao del Norte, Feb. 14 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office reminds the public and businessmen of the price freeze in the city following the city government’s declaration of a state of calamity per Resolution No. 23-2017 dated Feb. 11, 2017.

DTI Surigao del Norte provincial director Celestino L. Negapatan said that all prices of basic necessities are automatically frozen at their prevailing prices, which shall be the average price of the basic necessity within a month from the occurrence of the state of calamity.

He explained that under Republic Act 7581 as amended, basic necessities include the following: rice, corn, bread, fresh, dried and canned fish and other marine products, fresh pork, beef and poultry meat, fresh eggs, fresh and processed milk, fresh vegetables, root crops, coffee, sugar, cooking oil, salt, laundry soap, detergents, firewood, charcoal, candles, drugs classified as essentials by the Department of Health, potable water in bottles and containers, fresh fruits, locally manufactured instant noodles, households liquefied petroleum gas (LPG), and kerosene.

Negapatan further explained that unless sooner lifted, the price freeze under R.A. 7581 shall remain effective for the duration of the condition that brought it about but not for more than 60 days, provided that for household LPG and kerosene the duration shall not be more than 15 days.

“All concerned are warned that violators shall suffer the penalty of imprisonment for a period of one year to ten years, or a fine ranging form P5,000 to P1,000,000 or both at the discretion of the court aside form applicable administrative penalties,” Negapatan added. PSA prepares for the conduct of crop production survey

BUTUAN CITY, Feb. 14 (PIA) - Aside from the data on palay and corn, the Philippine Statistics Authority (PSA) also gathers information on the production of other crops. Other crops sub-sector includes three commodity groups namely: Fruits, Vegetables and Non-food and Industrial Commercial Crops (NFICC).

It covers more than 200 crops in 82 provinces nationwide, which 19 of these commodities were highlighted in the report of the performance of Agriculture. The commodity coverage by province differs and depends on what each produces.

CrPS is conducted during the last ten days of the second month of the current quarter. It is simultaneously collected with Farm Price Survey during the survey month.

The selection of sample farms in the province are done by categorizing into small and large farms according to area planted to a specific crop.

For large farms, a maximum of five plantation farms shall be chosen for the whole province. For small farms, farmer-producers are selected from top producing municipalities per crop identified through Key Informant (KI) Approach and actually harvesting during the reference quarter.

The survey captures the data on volume of production, area planted/harvested and number of bearing trees/hills/vines. All information collected by the hired Statistical Researchers from sample farmer-producers shall be kept strictly confidential and shall not be used for purposes of taxation, investigation or regulation as provided under Article 55 of Republic Act 10625. LUNGSOD NG BUTUAN, Peb. 14 (PIA) - Kulungan ang kinahantungan ng isang suspek dito sa lungsod matapos dakpin ng mga otoridad mula sa Butuan City Police Station dahil sa illegal mining at kasong rape.

Batay sa ulat, sinalakay ng mga kapulisan ang bulubunduking parte ng barangay Maibu at Bilay kung saan may hinihinalang mga New Peoples Army na gumagawa ng mga extortion activities.

At nang isinagawa ng mga kapulisan ang combat operation ay doon na nga nahuli rin ang nabanggit na suspek na nakilalang si Carlito Tacasan na may standing warrant sa kasong rape at paglabag ng section 5 ng Republic Act 7610 o ang batas na kumikilala sa protection ng mga bata laban sa pang-aabuso at diskriminasyon.

Nanguna sa nasabing combat operation si Police Superintendent Exelso Lazaga Jr, ang OIC ng Butuan City Police Station at Police Chief Inspector Christian Rafols.

Ayon kay Rafols, nakuha rin nila sa posesyon ng suspect ang isang unit ng Magnum 357 na may 11 live ammunitions.

Dagdag pa ni Rafols, itinuro naman ng suspek ang kinaroroonan ng mining site sa may Purok-3 barangay Bilay. Ayon pa kay Rafols, nakita nila ang malaking area ng minahan at doon ay nakumpiska rin ang apat na units ng engine with water pump and hose at chemicals na siyang ginagamit sa pagmimina. Nakipag-coordinate umano agad sila sa Cty Environment and Natural Resources Office (ENRO) upang ma-assess ang kondisyon ng nabanggit na minahan.

LUNGSOD NG BUTUAN, Feb. 14 (PIA) - Marami pa rin sa mga Surigaonons ang piniling manatili sa matataas na lugar sa lungsod ng Surigao dahil na rin sa takot sa sunod-sunod na aftershocks mula noong niyanig ng 6.7 magnitude na lindol noong biyernes ng gabi ang probinsya ng Surigao del Norte.

Karamihan ng mga residente doon ay naniniguradong ligtas ang kanilang pamilya sakaling may aftershocks pang mararanasan kaya tinitiis nalang ang manatili sa temporary shelters.

May ilan-ilan sa mga evacuees ang may takot na bumalik sa kanilang mga tahanan matapos may naitalang mga nabitak at gumohong mga pader ng bahay at establistamento.

Karamihan din sa mga apektadong indibidwal at pamilya na nasa temporary shelters ay nabibigyan ng mga kinakailangang serbisyo kung kaya’t mas pinipili nilang dito muna pansamantala habang wala pang mas maayos at ligtas na matitirahan. (JPG/PIA-Caraga)

LUNGSOD NG BUTUAN, Peb. 14 (PIA) – Muling pinaaalahan ng Commission on Population (PopCom) ang mga kabataan lalung-lalo na sa mga minor de edad ngayong araw ng mga puso na mag-ingat nang sa gayon ay maiwasan ang maagang pagbubuntis at hindi mahawa sa sinasabing Human Immunodeficiency Virus o mas kilala sa tinatawag na HIV.

Ayon kay Alexander A. Makinano, regional director ng PopCom-Caraga, dapat maging responsible, maingat, at maging wais ang mga kabataan sa pagpili ng desisyong tatahakin at gagawin. Pakaisiping mabuti ang mga bagay-bagay na sasang-ayonan at hindi sasang-ayonan. Diin din niya na hindi matatagpuan sa pakikipagtalik ang tunay na pagmamahal bagkus makapaghihintay ito sa tamang panahon.

Base sa mga naitalang kaso ng PopCom dito sa rehiyon ng Caraga, halos mga kabataan ang may mataas na porsyento ang aktibo sa hindi ligtas na pakikipagtalik.

DSWD-13 to conduct forum on adoption, foster care

BUTUAN CITY, Feb. 15 (PIA) – In line with the annual Adoption Consciousness Week which is celebrated every third week of February, the Department of Social Welfare and Development (DSWD) Caraga is set to hold an ‘Adoption and Foster Care Forum’ on Feb. 16 at 1:00 p.m., this city.

The week-long celebration that commenced on Feb. 10 until the 10th of this month is anchored on the theme, “Pagmamahal Palaganapin, Legal na Pag-aampon, Ating Gawin (Spread Unconditional Love Through Legal Adoption)."

“For this year, series of activities will be done in order to intensify the appropriate and legal adoption of children. DSWD is reaching out partner agencies which we believe could help us in proper dissemination of the legal adoption procedure,” said DSWD-13 OIC regional director Mita Chuchi Gupana-Lim.

Meanwhile, no one would ever expect to witness this scene at the CARAGA Regional Hospital (CRH).  Patients being attended to in the hospital or folding beds under portable tents. Despite the structural damages where the beams collapsed at the medical ward, the management was able to give assistance to a large volume of patients who suffered from a panic attack, lacerations, and fractures.

“In support of the patients, the city government of Surigao and the Department of Health (DOH) were able to furnish additional tents, folding beds, assorted medicines and jerry cans to the hospital for the use of the victims who are staying in the hospital.

The Bureau of Fire Protection (BFP) has also operated a rationing of water and more assistance are expected from the Chinese Chamber,” declared Delfin Antallan, officer-in-charge, administrative department of CRH.

On fatalities due to the earthquake, the bereaved family of Lito Wilson, 35 years old and a resident of Brgy. Nonoc received an initial monetary assistance of P20,000 from the national government and P5,000 from the Department of Social Welfare and Development (DSWD) Caraga. They are also entitled to claim for an additional burial assistance from the DSWD upon complying the requirements.

Some members of the community opened eateries and barbecue stalls utilizing generator sets to illuminate the dimness and gloomy atmosphere as they serve the customers in need of food.

Resilience made the people easily adapt to adversity. They have their own ways of defining and showing resilience.
“Resilience is not only capacitating the people with disaster preparedness capabilities or decreasing their vulnerabilities to the effects of disasters but resilience has been found to be associated with social support to the variety of population. It can be a social support assistance, tangible and intangible, or shielding people from the adverse effect of calamities,” underscored Rosauro Arnel Gonzales, Jr., Office of Civil Defense CARAGA regional director.

To give more relief to the victims, apart from the humanitarian aid afforded by the Rotary Club and other non-government organizations, the C130 has arrived on Monday at the Bancasi Airport, this city, loaded with 137 boxes of assorted medicines, 500 hygiene kits, 75 tents, 500 jerry cans and two drums of chlorine. These are all part of the promised support from the national government through the National Disaster Risk Reduction and Management Council (NDRRMC), DSWD, DOH, and PRC.

With the suspension of business operation of the major mall and other supermarkets in the locality, Surigaonons who are badly affected by the quake plead for more food and non-food items, including financial assistance adequate to repair their destroyed houses. (PIA-Caraga)


Caraga tourism council set to hold Tourism Stakeholders’ Summit in Butuan City

With the theme, “Adventure Caraga: Reaching New Heights in Tourism Development,” the event will be another learning opportunity for all tourism stakeholders in the region to better understand the dynamics of tourism development, create more linkages and strengthen our partnership for more meaningful tourism initiatives for the region.

Army assures quake-stricken Surigaonons of continued relief assistance despite NPA’s attack

BUTUAN CITY, Feb. 15 (PIA) – The 4th Infantry Division of Philippine Army has assured the Surigaonons of continued relief assistance despite the recent attack of the New Peoples Army (NPA) to the troops together with team from ABS-CBN Foundation who were conducting relief operation in the vicinity of Sitio Huwat Baboy, Barangay Linonganan, San Francisco, Surigao del Norte.

It can be recalled that at 8:20 p.m. on Tuesday, a composite platoon of 30th Infantry Battalion (IB) and other disaster relief units led by 1Lt Ryan Layug and a team from ABS-CBN Foundation were fired upon by undetermined number of NPAs while transporting additional relief goods for the quake victims in Barangay Karihatag, Malimono of said province. There was no casualty on the government side while the team from ABS-CBN Foundation is safe.

Localities in the province were enraged on the NPA’s misdemeanor and have expressed their disappointments on the incident. In these trying times, Surigaonons are one with the Philippine Army and will not be shivered on such kind of attack.

Major General Benjamin Madrigal Jr., 4th Infantry Division (4ID) Commander strongly condemned the recent harassment of the NPA in Surigao del Norte. He stressed that there is no way that people can really trust these terrorists. Marigal said the NPAs have deceived the entire nation when they fired upon the team that is composed of Army and civilian volunteers who have just delivered relief goods to the earthquake-stricken communities.

"Their (NPA) recent declaration of ceasefire in that area is nothing but lie and deception. While we are in the area helping our people to rise up again after they were badly hit by the recent earthquake, the NPA terrorists are also busy in making our people's lives miserable," underlined Madrigal.

Madrigal said the 4ID, Philippine Army has always been committed to pursue peace and development in the region, and maximizing its efforts in helping localities especially in times of emergency/disaster.

Also, Col. Franco Nemesio Gacal, commander of the 402nd Brigade underscored that the recent attack on their troops coming from a relief distribution mission together with the benevolent non-government organization in Surigao del Norte reflects the duplicity of the NPAs' unworthy of their own declaration to stop any attacks on the soldiers on mercy and compassion mission.

Col. Gacal further accentuated that the Philippine Army will not allow this recent act of treachery on the part of the NPA to cause the deprivation of basic needs for the people. “Limited ceasefire,” “Too good to be true!” says army chief in quake worst-hit area of Surigao del Norte

TANDAG CITY, Surigao del Sur, Feb. 15 (PIA) – The army chief of the 402nd Infantry Brigade of the Philippine Army (PA), whose area of responsibility (AOR) includes Surigao del Norte, aside from Surigao del Sur and Province of Dinagat Islands (PDI), described the gesture of the New People’s Army (NPA) on its own declaration of  “limited ceasefire” over the worst hit area by the 6.7-magnitude earthquake on Friday night as “Too good to be true!”

Col. Franco Nemesio Gacal, commander of the said army brigade, claimed of having lost full trust with the rebels operating in the north of his AOR of Surigao del Norte due to the series of atrocities being carried out while its own declaration of unilateral ceasefire was still in effect.

His distrust with the NPA seemed to have been pepped up with last night’s harassment in Malimono, Surigao del Norte.  Col. Gacal, in a text message alleged that rebel groups had fired upon their troops who were together with ABS-CBN Lingkod Kapamilya on their way back after delivering “relief goods.”  

Among others, the army brigade chief recalled the abduction of Private First Class (Pfc) Erwin Salan on January 29, 2017.  No word behind the abduction had been heard of, Gacal complained.

Besides, Col. Gacal also said of the “limited ceasefire” as mere “propaganda.”  He noted that this act was made in order for the rebel groups to get a share and take advantage of the limelight in the guise of impressing upon the public their participation in the relief operations.

The army officer further observed that the worst-hit areas of Surigao del Norte and Surigao City were getting much attention this time around.

The “limited ceasefire” was learned to have started on February 11 and would end at 11:59 p.m. of February 20, 2017.

Likewise, the army brigade chief voiced out concern that such declaration could not be validated from reliable sources.

Hence, with the surrounding circumstances, Col. Gacal had to issue guidance to his men in the area, particularly the 30th Infantry Battalion,  “not to lower their guards” for security reasons while busy helping in the disaster relief operations being their priority.  

The said battalion headed by Lt. Col. Rico Amaro is under the control of 402nd Infantry Brigade based in Surigao del Sur.

A day earlier, Lt. Col. Amaro, in a separate interview, while expressing his appreciation for the so-called good gesture of the rebel groups in his AOR, Surigao del Norte, admitted to have been already cautious about such statements.

Citing specifically the case of Pfc Salan, Amaro had accused the rebels of saying one thing but doing another.

The battalion commander likewise said having no firsthand knowledge of the declaration of the ceasefire as he only learned about it from the press.

Meanwhile, Col. Gacal had issued their reactions on what happened last night, stressing on his guidance “to be vigilant” at all times while performing “their relief and rehabilitation mission;” the recent incident of attack “reflects the duplicity of the NPA unworthy of their own declaration;” and “the PA will not allow this recent act of treachery.”  (Radyo ng Bayan-Tandag/PIA-Surigao del Sur)


Insurance Commission activates quick response mechanism for Surigao quake victims

BUTUAN CITY, Feb. 15 (PIA) - lnsurance Commissioner Dennis B. Funa has activated Tuesday the Disaster Response Mechanism to expedite quick insurance claims for the speedy recovery of the residents of Surigao.

Last February 10, a magnitude 6.7 earthquake struck Surigao City killing at least six and injuring hundreds.

The quake left over 1,400 houses damaged in 54 barangays across Caraga, displacing over 5,170 people. lnitial estimates placed damage at over P140 million.

The mechanism mobilizes the Agarang Proseso, Benepisyo ay Sigurado Program for the setting up of Claims Action Center, for simplified and quick claims where insured victims can go for their legitimate insurance claims.

"The sooner earthquake victims who are insurance policyholders can get their claims, the sooner they can get back to their feet. The Agarang Proseso, Benepisyo ay Sigurado Program aims to address the urgent need for relief available to the victims of the recent earthquake," Commissioner Funa said.

Likewise, Funa instructed all insurance companies to expedite, with the help of the Claims Action Center, the processing of the insurance claims filed by persons affected by the recent earthquake.

"We directed them to put a system in place to guarantee the speedy processing of claims upon submission of minimum documentary requirements," he added.

ln order to ensure the efficiency in the processing and settling of claims, the lC will require the insurance companies to submit a report as to the number and type of insurance claims filed, a number of claims paid, and other relevant information.

Last Monday, 15 non-life insurance claims have been filed in connection with the recent Surigao earthquake, according to the Commission. The destruction brought by Typhoon Yolanda in 2013 was somewhat cushioned by the activation of the Claims Action Center in the ravaged areas of Leyte and Samar.

Over P200 million in claims were rapidly processed and released by life, non-life and mutual benefit associations (MBA), the main microinsurance provider, for hundreds of thousands of victims. The main bulk in terms of lives protected was covered by MBAs, which includes cooperatives, credit unions. Gov. Pimentel welcomes CRAM delegates, officials

TANDAG CITY, Surigao del Sur, Feb. 15 (PIA) – Showcasing its Surigaonon trademark of hospitality, host province of Surigao del Sur and city of Tandag headed by Governor Vicente T. Pimentel Jr. warmly received the delegation heads and honorary officials from the 12 divisions during the governor’s welcome socials of the 2017 Caraga Regional Athletic Meet (CRAM) held Sunday night at Villa Maria Luisa Hotel, this city.

In his message, the provincial governor expressed his cordial welcome to all attendees and cracked jokes that brought the crowd to a chuckle.

Taking the chance to boast its bountiful nature, the host province virtually toured the visitors from the different divisions around the Shangri-la by the Pacific through a media presentation featuring its renowned tourist destinations.

As the night drifted, formalities were kept and the participants enjoyed the lavish dinner laid before them. Science Explorer sails to Mindanao

BUTUAN CITY, Feb. 15 (PIA) - For the first time in its six-year existence, the Science Explorer is landing in Mindanao.

The Science Explorer, the Philippine’s first and only mobile learning science facility, will be bringing a unique science experience to the elementary and high school students of the newly formed province of Davao Occidental on February 20-24, 2017.

Repurposed from the Mobile IT Classroom in the early 2000s, the Science Explorer is a bus converted into a classroom, which brings to students from underprivileged municipalities in the country fun and exciting science learning through interactive and hands on activities facilitated by young scientists and researchers from the industry and academe.

Spearheaded by the Department of Science and Technology – Science Education Institute, the Science Explorer has touched the lives of more than 15,000 students in eight regions in the country.

For its Mindanao leg, it will be serving the students of Jose Abad Santos, Don Marcelino, Sta. Maria, and Malita, Davao Occidental’s capital.

Students are bound to experience learning about mangroves; earthquakes, tsunamis, and storm surge; weather science; marine micropaleontology; astronomy; fun mathematics; and the scientific method, which will be facilitated by experts from the University of the Philippines – Diliman.

DOST-SEI Director Josette T. Biyo said that the Science Explorer’s venture to Davao Occidental is the first step of the project to reach out further into the south.

LGUs, municipal action team leaders join Pantawid Pamilya unified GAD training

BUTUAN CITY, Feb. 16 (PIA) - The Department of Social Welfare and Development (DSWD) Caraga through the Pantawid Pamilyang Pilipino Program-Capability Building facilitated the conduct of roll-out training on unified Gender and Development (GAD) for the social protection programs namely, Sustainable Livelihood Program (SLP), Kapit Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) and Pantawid Pamilya on February 6-8, 2017 at Samping Avenue, this city.

The three-day training targets to cover seven sessions stated as follows: Session I-Bridging Leadership, Session II- Introduction to Gender and Development, Session III- Legal Bases of GAD, Session IV- Understanding Gender Inequalities/Gender Gap, Session V- Understanding Individual, Family, and Household Divide, Session IV- Stakeholders Analysis; and Session VII-Gender Responsive Planning and Budgeting.

DSWD Caraga OIC Regional Director Mita Chuchi Gupana-Lim encourages the participants to appreciate GAD as a means in addressing based-needs concerns.

“The issue on GAD shall be everyone’s concern. All government agencies, stakeholders and partners shall converge to address issue on GAD and shall find means to prevent or make it happen,” said Lim.

“As we take part in mainstreaming GAD and making it a tool in addressing societal issues, we may be able to understand its core purpose, and comprehend that change should start within us, that we may be able to change others through our sincere acts for development,” she added.

At the end of the training, the participants are expected to serve as GAD resource persons in the local level by echoing their learnings, and by crafting community-related activities that are gender responsive.

PDRRMC conducts hands only CPR Training in Agusan Norte

BUTUAN CITY, Feb. 16 (PIA) - The Agusan del Norte Provincial Disaster Risk Reduction and Management Council (PDRRMC) spearheaded the conduct of the Mass “Hands Only” CPR Training at the Provincial Capitol lobby on February 14.

Provincial officials and employees were encouraged to participate to learn the basics and can help save lives in times of need.

The personnel of the Philippine National Police (PNP) also participated in the conduct of the Cardiopulmonary Resuscitation (CPR) training and other interested Agusanons.

Records show that approximately 100,908 deaths due to cardiac arrest occur outside the hospital each year in the country – with about three quarters of them occurring at home. CPR is a simple skill that can help save lives.

Gov. Ma. Angelica Rosedell Matba believed that if more people know how to do CPR, more lives could be saved.

According to the PDRRMC, with CPR performed, especially in the first moments of a cardiac arrest, can double or even triple a person’s chance of survival. CPR can make all the difference in the world to a loved one, a friend, a neighbor or co-worker. (LGU-Agusan del Norte/PIA-Agusan del Norte)


NFA releases rice for quake victims in Surigao Norte

SURIGAO CITY, Surigao del Norte, Feb. 16 (PIA) - The National Food Authority (NFA) has released 200 bags of rice requested by the provincial government of Surigao del Norte for its relief operations after the 6.7 magnitude earthquake hit the province on Feb. 10, 2017.

“It is one of the mandates of NFA to provide rice to calamity-stricken area within 23 hours from the occurrence of a calamity or emergency," NFA Administrator Jason Laureano Y. Aquino said.

The NFA has a standing Memorandum of Agreement (MOA) with various relief agencies. Under the said MOA, LGUs can withdraw rice from NFA anytime during calamities and emergencies.

The NFA Regional Office in Caraga is also coordinating with other local government units, Department of Social Welfare and Development (DSWD), Regional Disaster Risk Reduction and Management Council (RDRRMC), and other relief agencies for further issuance of rice for distribution to affected families and those in the evacuation centers.

Aquino assured that NFA has enough rice stock in the region with more than 232,000 bags of rice strategically positioned in its warehouses in Caraga, sufficient to supply the rice consumption requirements of the region for more than two weeks. NFA has also sufficient rice inventory nationwide at 8,881.612 bags, as of February 10, 2017.

After the quake, NFA market monitoring teams were immediately deployed to assess the rice supply and price situation in the market.

The teams were also instructed to inspect NFA accredited rice retail outlets to ensure that affordable government rice is readily available and accessible to the consuming public especially those in affected areas of the province.

Based on the reports of the NFA monitoring teams, prevailing market price of commercial rice remains stable in spite of the declaration of the city under the state of calamity. (NFA-Surigao del Norte/PIA-Surigao del Norte)


AgNor approves scaling-up of climate-resilient farming communities

BUTUAN CITY, Feb. 16 (PIA) - The provincial government of Agusan del Norte is on the go for the scaling up of climate-resilient farming communities in the province through innovative risk transfer mechanism.

The proposed concept of scaling up was endorsed by Governor Ma. Angelica Rosedell M. Amante-Matba to the Sangguniang Panlalawigan and the provincial lawmakers adopted and approved the proposal through Provincial Resolution No. 035-217, authored by Vice Governor Ramon AG. Bungabong.

The Climate Change Adaptation Project (CCAP), entitled Climate Resilient Farming Communities in Agusan del Norte through Innovative Risk Transfer Mechanism is one of the demonstration projects of the Jong Program of the Spanish Government through the United Nations Millennium Development Goal (UN-MDG) Achievement Fund Thematic Window on environment and Climate Change that was developed and tested in four pilot municipalities in the province of Agusan del Norte to support its farmers’ concerns in providing rice and corn production and alternative livelihood loans.

Provincial officials have the same view on the benefits it can give to the farmers and the scaling-up of climate resilient farming communities in the province provides vulnerable and marginal farming populations within the province access to both financial and productive resources from production to marketing aspects and adoption of mechanism strategy in order to protect and prepare them in times of calamities.

AgNor PDRRMC spearheads mangrove planting on VDay

The mangrove planting, dubbed as “Plant a Tree, Save Mother Earth,” is one of the activities of the PDRRMC to protect the environment and keep it safe from disasters and calamities.

The Philippines tops worldwide in different aspects of life. From the ray of beauty pageants, melodic showcase of voices and dancing prowess to sports. Filipinos are being dredge up for the honor and pride they determinedly convey to their country.

One of them is Hidilyn Diaz, a 25 year-old Filipina who bagged Silver Medal in women’s 53kg weightlifting category in Rio Olympics 2016. Filipinos famed her triumph as the first Filipino woman Olympic medalist. With this pride she brought the country, she was given honors as First Class Airwoman of the Philippine Air Force.

But before she got her moment in a superstardom, she was just a small town girl full of aspirations. Born on February 20, 1991 in a small village of Zamboanga City, her childhood was just as interesting as every other child; however, she was not excused from the challenges in life.

In a short, conversation with her at the Villa Maria Luisa Hotel, Tandag City, where she was accommodated to grace the opening of the 20th Caraga Regional Athletic Meet (CRAM), she expressed that all she ever wanted was her parent’s attention and love to get through struggles. Growing up, however, she noticed that her parents played favorites among them. She would always be asked to do household chores even though she had an older sibling who could occasionally handled them.

With CRAM Media and Publicity Committee, she continued that despite the difficulties, she braved her way towards her biggest dreams and made poverty as her greatest motivation to shine in her passion. Inspired by her cousin, Hidilyn utilized homemade barbells made of pipes and concrete weights for her trainings. As she began to complete and succeed in weightlifting, a number of sponsors flocked to donate barbells and costumes. Her sport did not only give her credit and respect but also significantly helped her financially, helping her finish her studies.

Hidilyn’s presence in the CRAM 2017 kick off ceremony led the Caraga Athletes to a realization that the way to success comes through hardwork, determination and sacrifice. For this celebrated weightlifter, all it takes is a lift of faith. (DepEd/PIA-Surigao del Sur)


Feature: His version of an ideal father

The pursuit of better living for Panonte family has never been easy yet it has brought inspiration to others who also face various difficulties in life.

This is the story of Caraga’s Modelong Ama - Dima-arig A. Panonte. His commendable hardships to provide for his family amidst hindrances and his excellent leadership as catalyst of change in his community regard him as an exemplar in this modern society.

Happily married to Jamila, he is blessed with 11 children namely; Jamila, Jalal, Jamina, Jhasmine, Jalani, Junaid, Jamiya, Jamaica, Joharie, Janjan, and Janina. Their family is residing in Bislig City.

Guided by the teachings of Islam, Dima-arig and his family is living harmoniously in a Christian-dominated area at Abarca Street, Saint Paul District, Barangay Mangagoy.

A glimpse of his practical roles

Practically, to raise 11 children with different needs is difficult. Nonetheless, he manages to provide the basic needs of his family. He ensures that all his children go to school and they are well provided with clothing, food and the like. Despite his busy role being a provider, he is actively involved in various fora and symposia that significantly honed him in fostering empowerment among others.

Dima-arig works as a building guard in Bislig City and earns P5,200 every month. His good wife, Jalila, an active parent leader of Pantawid Pamilyang Pilipino Program, also works part-time in a Madrasah (Arabic school) during weekends and earns P2,000 a month. Such wage could still not suffice their basic needs considering their number.

For additional income, they have put up a stall selling ready-to-wear (RTW) products such as socks, handkerchief, clothes, school bags, sunglasses and etc. with an estimated income of P300 a day.

An inspiration of his hardwork

All the hardwork of Dima-arig has paid off as his children are all doing good in their studies. Fortunately, his eldest daughter Jamila, 24, who used to be a scholar of LGU-Bislig, was given a job order position after graduation and later on with a regular position as Day Care Worker in November 2016.

Jalal, 21, a third year college student, is also one of the ESGP-PA grantees, taking up Bachelor of Arts in Elementary Education in Caraga State University, Butuan City. Jamima, 20, a CHED scholar, is also a third year college student who also helps in paying her own tuition fee through selling viand, snacks and candies in the Arabic school. Jalani, a grade 11 student, is a scholar of the city mayor who maximizes his time by resorting to part-time work during his free time in food stores in Mangagoy. 

An advocate of Gender and Development (GAD)

As head of the family, he ensures that male and female members should be provided with equal opportunities to improve themselves. This is in contrast to the tradition of other Muslim families/communities that women are not allowed to be part of any community and development activities, and in worst cases even deprived of basic formal education. He serves as an advocate of gender and development.

This manifests his active involvement in gender-empowering organizations in the locale. He currently serves as president of Anak ng Bislig Group, President of SPMUDA-Southern Philippines Muslim Unity for Development Association, Member of BCPC- Barangay Council for the Protection of Children, Volunteer of the Special Anti-Smoking Task Force, and District President of ERPAT-Empowerment and Reaffirmation of Paternal Abilities in Bislig City.

He attended and participated in different trainings/workshops and other various activities like Farmer’s Congress and National and Local Policies on Organic Agriculture, Katarungang Pambarangay Orientation, Community Based Disater Risk Reduction and Management Workshop, Seminar sa Pagpalig-on Sa Kristohanong Kaminyoon Ug Responsabling Pagkaginikanan (Seminar on Strengthening Marriage and Responsible Parenthood), Service Training Program on Speech Development and English as a Second Language, active involvement in Family Development Session (FDS), committee member during 41st Nutrition Month Celebration in Bislig City, participation in the 2-Day Seminar-Workshop on Standard Chart of Accounts and C.O.O.P P.E.S.O.S, Good Cooperative Governance Seminar, and Parenting Enhancement for Parents of Anak ng Bislig.

DFA Butuan implements online appointment system for passport applicants

BUTUAN CITY, Feb. 17 (PIA) – The Department of Foreign Affairs (DFA) here will be fully implementing its online appointment system for passport applicants on Monday, February 20, 2017.

It can be recalled that DFA has initially started its appointment system since April 2016, and it applicants should have to take online appointment before transacting at their field office at 3rd floor of Robinsons Place, this city.

Starting on Monday, the DFA here will no longer accept walk-in applicants except for senior citizens, pregnant women, minor from 0-7 years old, Persons with Disability and returning OFWs on short vacation.

Pag-IBIG Fund promotes saving programs for employees

BUTUAN CITY, Feb. 17 (PIA) – The Home Development Mutual Fund (HDMF), more popularly known as Pag-IBIG Fund intends to promote further its savings programs to help all the government and private employees achieve financial independence during retirement.

Under the Pag-IBIG program 1, a member can have a total accumulated value (TAV) of more than P90,000 in just 10 years by increasing the employee’s share on top of the mandatory monthly contribution of P100 as required by law.

The program has a superior savings features compared to banks which has no maintaining balance required, no fees collected during inactivity/dormancy, and tax-exempt dividends given that the declared dividends for the last five years have not gone down below the four percent level.

Hence, the bigger the savings, the bigger the loanable amount which is 80 percent of the member’s savings regardless of the number of months contributions. And it can be used for payment of child’s tuition fee, home improvements, purchase of needed appliances, medicines, among others.

In addition, Pag-IBIG Fund has an optional investment program called Modified Pag-IBIG 2 (MP2) which has a higher annual tax-exempt dividend rate than Pag-IBIG 1. It has a fixed term of five years and pre-termination shall only be allowed under the following circumstances: total disability or insanity, separation from service by reason of health, and death of the member. The minimum savings required is P500 per month.

The management understands that the plight of the retirees more often than not was caused by the absence or the lack of knowledge in managing their finances. And they believe that there is no better way to lessen, if not eliminate the problem, but to save more.

PSA Caraga joins 2017 civil registration month celebration

BUTUAN CITY, Feb. 17 (PIA) -  The Philippine Statistics Authority (PSA) Caraga has set various activities in celebration of the 2017 Civil Registration Month this February in partnership with the PSA provincial offices and some local government units of Caraga.

PSA Caraga regional director Dr. Rosalinda C. Apura said the celebration kicked-off with the simultaneous hanging of streamers, panel exhibits on Civil Registration and Vital Statistics (CRVS); mobile registration conducted to different barangays in the region in coordination with the Local Civil Registrars; information dissemination conducted to various schools; mass wedding; civil registration quiz for PSA employees and Local Civil Registrars Office staff- provincial and regional levels.

Other activities include Best Display on CRVS: Death Statistics using Infographics to be participated by LCROs of Agusan del Norte; and poster making and slogan contests to high school students of Agusan del Norte.

There will also be in-house training on Decentralized Vital Statistics System (DVSS) and updates on Marriage Registration still to be conducted by PSA-Agusan del Norte.

The month-long celebration is one of the approaches of the agency in giving continuous awareness on the importance of Civil Registration in the life of the Filipino people.

Agusan Norte OKs inter-agency convergence for abaca commodity

BUTUAN CITY, Feb. 17 (PIA) - The provincial government of Agusan del Norte is into Program Contract for an Inter-Agency Convergence for Abaca Commodity to institutionalize support for the implementation of the Provincial Commodity Investment Plan (PCIP) in the province.

This is now adopted and approved by the Sangguniang Panlalawigan through Provincial Resolution No. 034-2017, authored by Vice Governor Ramon AG. Bungabong, during its 25th regular session recently.

The program contract for abaca commodity incorporates the identified priority programs and projects of the province for inclusion in its list of projects for the year 2017 in line with the implementation of the PCIP.

Under this program, the Caraga State University (CSU) shall align the province’s programs, projects and activities through research and development, knowledge management, industry/commodity profiling, Good Agricultural Practices (GAP), Information Education Campaign (IEC) and industry forum.

Governor Ma. Angelica Rosedell M. Amante-Matba endorsed the said program contract to the SP to concretize the plans that are in line with the agriculture and economic development thrusts of the province. (LGU-Agusan del Norte/PIA-Agusan del Norte)


Mindanao scholars complete 14-day training on corridor dev’t in Korea

DAVAO CITY, Feb. 17 (PIA) – A delegation of Mindanao scholars from government agencies and development organizations completed a 14-day course on corridor development on Friday in the city of Seongnam in South Korea.

The 24 participants from Mindanao underwent a series of training and lectures on Building Strategy for Economic Development through Corridor Approach from February 5 to 18 funded by the Korea International Cooperation Agency (KOICA).

One of the main objectives of the program is to enhance the capacity of the participants in preparing strategic policies that will contribute to the economic growth and development in Mindanao. KOICA is a development aid agency founded in 1991 to maximize the effectiveness of Korea's grant aid programs for developing countries.

Among the expected output from the training is an action plan on establishing sustainable economic development policy in Mindanao, enhancing the capacity of public officials, as well revitalizing the regional or rural economic development in the island-region.

“This training will enhance further the skills of our scholars and employees who will play key roles in pushing our initiatives to establish economic zones in Mindanao through the corridors program,” said Secretary Datu Abul Khayr Alonto, chairman of the Mindanao Development Authority (MinDA).

He added that the region is currently looking at a holistic approach in which Mindanao’s agriculture and its component sectors such as fisheries and aquamarine culture are crucial to Mindanao’s development, following the thrust of strengthening the corridors approach to development.

The training included study visits to some of Korea’s industry facilities and historical sites including the Busan Port, Korea Expressway Corporation Traffic Center, Samsung Innovation Museum, and Cheongpyeong Temple. It is also part of the continuing efforts to strengthen cooperation in trade between Philippines and Korea.

“This was a great opportunity for us to see for ourselves Korea’s regional economic development strategies and best practices, which we can also apply in Mindanao,” said Gerardo Reynaldo, MinDA’s chief of the Central Mindanao area office and the head of the Mindanao delegation to Korea.

Reynaldo added that the lectures and on-site education from the training provided sufficient insights on how to better pursue the Mindanao Development Corridors Program, as well as the Mindanao Ecozones Development. Also joining the MinDA participants are representatives from the local government units, academe, non-government organizations, and ecozone agencies.

The delegates also took part in the unveiling ceremony of the Asia-Pacific and Africa Cooperation Academy (APACA) led by its Head Dr. Un-Seong Jeon and Director Joanne E. Jeong.

The APACA is an institution at Kangwon National University designed to specialize in various leadership training programs for individuals in Korea and abroad. Some of these programs are implemented in cooperation with KOICA, which has been actively promoting sustainable development, strengthening partnerships with developing partners, and enhancing the local ownership of beneficiaries among developing countries.

“We are looking forward to applying the action plan we crafted here, with the help of our professional experts in Korea, to our respective offices once we get back home. There are still so many potentials to be tapped in Mindanao,” Reynaldo said.

Agusan Norte helps neighboring province

BUTUAN CITY, Feb. 17 (PIA) - The provincial government of Agusan del Norte, through the Provincial Disaster Risk Reduction and Management Office (PDRRMC) recently extended help and support to the neighboring province of Agusan del Sur following heavy rains that hit the province and affected many families and individuals.

The province, through the Agusan del Norte PDRRMC, provided relief assistance and benefitted 722 affected families in the municipalities of Talacogon, Bunawan and La Paz.

Aside from the relief assistance, 20 families in the municipality of La Paz were also provided with hygiene kits, family size mats and mosquito nets.

Caraga RGADC all set for 2017 Women’s Month celebration

BUTUAN CITY, Feb. 20 (PIA) – The Regional Gender and Development Council (RGADC) Caraga is all set for this year’s Women’s Month celebration in March, with various lined-up activities to be participated by the different sectors in the region.

On March 1, a press conference will be conducted to be facilitated by the Philippine Information Agency (PIA) Caraga. On the following day (March 2), all the member-agencies will convene for its Full Council Meeting.

Said celebration will officially kick-off on March 8 with a Thanksgiving Mass at St. Joseph Cathedral and followed by a motorcade from Guingona Park going to Agusan del Norte Covered Court.

The opening program along with the signing of Memorandum of Agreement (MOA) for partnership with Philippine Commission on Women (PCW) and RGADC, as well as the Women’s Summit (Awarding and Recognition) will be held at the provincial capitol covered court.

The RGADC members will also hold jail visitation to women inmates of Butuan City Jail and will benefit from the medical mission, legal counseling, and feeding and giving of toiletries.

PhilHealth celebrates 22nd year, showcases latest services

BUTUAN CITY, Feb. 20 (PIA) – As the Philippine Health (PhilHealth) Insurance Corporation is celebrating its 22nd year anniversary, the agency is also promoting its latest products and services for 2017.

PhilHealth Caraga regional vice president Johnny Sychua bared that in line with the said celebration, they will be convening the media partners here for a briefing on February 24, 2017 at the Almont Inland Hotel to showcase their latest products and services, recognize best implementation and utilization of National health Insurance Corporation (NHIP) and NHI Fund.

“This activity also aspires to strengthen our engagement with members of the media as advocates,” Sychua underscored.

Surigao Norte guv wants fair treatment, fast action for quake victims

BUTUAN CITY, Feb. 20 (PIA) - Surigao del Norte Governor Sol Matugas on Friday issued a marching order enjoining all agencies to strictly observe the "no color-coding and no favoritism" policy in the speedy distribution of relief goods and cash assistance to the victims of the recent earthquake in the province.

Matugas said the earthquake survivors “are human beings like us who need full attention and wholehearted care,” noting how the 6.7 magnitude temblor claimed lives and destroyed properties.

She also said that the province needs help from the national government in terms of rebuilding and rehabilitation works.

Just recently, the entire province was placed under a state of calamity following the turbulent earthquake that wreaked havoc in various properties and severely displaced many families. Initial cost of damages in Surigao City alone were gaged at P161,500,000 in port facilities, P7,309,532.91 in electric supply and P1,700,000 in water supply.

National roads and bridges were accounted to damage amounting to P201,820,000 while the provincial government buildings were pegged at P104,391,000 and the Surigao State College at P162,000,000.

These do not include the other structures who were severely hit, residential houses, commercial establishments and other schools. Figures are expected to rise as the days increase in number.

Recorded deaths were Roberto Eludo, JM Ariar, Lito Wilson, Lorenzo Deguiño, Roda Taganahan, Wenefreda Bernal, Jenelyn Ebale and Rommel Tano. They succumbed to blunt trauma, cardiac arrest and cerebral hemorrhage. These do not cover those who died while being treated at the medical facilities or those directly sent to the morgue.
