RNET Caraga starts evaluation of Reg’l Outstanding Barangay Nutrition Scholar for CY 2016

BUTUAN CITY, May 24 (PIA) – The National Nutrition Council (NNC) Caraga through the Regional Nutrition Evaluation Team (RNET) will be conducting the annual Search for Regional Outstanding Barangay Nutrition Scholar (ROBNS) from May to June 2017 in the different cities and provinces of the region.

According to DOH Caraga regional director and NNC Caraga RNP coordinator Dr. Jose Llacuna Jr., the evaluation shall cover assessment of skills of the BNS in coordinating the Barangay Nutrition Program to various sectors at the grassroots level, efficiency in the delivery of nutrition services, initiatives in resource generation activities, skills in nutrition assessment, maintenance of updated records and timeliness of submission of nutrition reports, among others.

“The mechanics of the evaluation shall consist of desk review of Barangay Nutrition Documents of calendar year 2016. The OBNS will also undergo a written examination which will be administered by the evaluators,” added Llacuna.

The following are the evaluation schedule for the ROBNS: Cabadbaran City – May 9; Tandag City – May 10; Surigao del Norte – May 15-17; Surigao City – May 18; Surigao del Sur (with monitoring and evaluation of local level plan implementation); Agusan del Norte – June 5; written examination of ROBNS contenders in Butuan City – June 6; Agusan del Sur – June 7; Butuan City – June 8; and deliberation of regional OBNS in Butuan City – June 27. PSA Caraga to hold Reg’l Dissemination Forum on 2014 ASPBI, STEP

BUTUAN CITY, MAY 24 (PIA) – The Philippine Statistics Authority (PSA) Caraga will be holding the Regional Data Dissemination Forum for 2014 annual survey on Philippines Business and Industry (ASPBI) and 2014 survey on Tourism Establishments in the Philippines (STEP) on May 30, 2017 at Big Daddy’s Hotel and Convention Center, this city.

“The objective of this forum is to raise awareness of the stakeholders and data users on the importance of the data generated from ASPBI ans STEP in planning, policy-making, business and research,” bared PSA Caraga regional director Rosalinda Celeste-Apura.

Apura added that said activity will be participated by the regional line agencies, academe, local government units and representatives from various establishments. (JPG/PIA-Caraga)


NC-San Francisco conducts learning session on entrepreneurship to 'One Puhunan' borrowers

SAN FRANCISCO, Agusan del Sur, May 24– “We’ve learned a lot from the session on entrepreneurship conducted by Negosyo Center here.”

This was the statement of Marivic Pabi of the Learning Session on Entrepreneurship conducted by Negosyo Center (NC)-San Francisco.

Pabi was one of the 34 One Puhunan micro-enterprise borrowers who joined the activity, which aimed to develop their awareness on the importance of shifting paradigm (livelihood and hobby to entrepreneurship).

NC-San Francisco business counselors Aldrin Abapo and Marianne Togonon facilitated the learning session.

As a follow-through, some participants have signified and scheduled a one-on-one consultation with the NC business counselors to further improve their products and get advice on packaging and labelling.

The seminar was conducted at the One Puhunan San Francisco branch, Barangay 4, San Francisco, Agusan del Sur.

This type of partnership will be pursued by all other Agusan del Sur Negosyo Centers with other microfinancing institutions who need help in providing non-financial services such as financial literacy and other business advisory services to their borrowers. OWWA conducts 3 sessions of EDLP phase 1

BUTUAN CITY, May 24  - The Overseas Workers Welfare Administration (OWWA), in partnership with the Department of Trade and Industry (DTI) and Landbank of the Philippines (LBP), conducted three sessions of Phase 1 Enterprise Development and Loan Program (EDLP) to Overseas Filipino Workers (OFW) on May 5, 2017 in Agusan del Sur; on May 17, 2017 in the Province of Dinagat Islands and another one on May 22 at OWWA Regional Office, this city.

OWWA currently implements the Enterprise Development and Loan Program, formerly known as 2 Billion OFW-Reintegration Program, under its Family Support and Reintegration Services, a loan facility which is intended to support enterprise development among OFWs and their families.

“This program aims to provide assistance among active and returning OFWs in order to improve their socio-economic well-being and their reintegration in the mainstream society and aid them in starting off and expanding income generating livelihood which promotes productivity and self-reliance,” bared Jean Mary Ronquillo-Ladion, OWWO II and in-charge of the EDLP.

With its revamped design, the agency made sure that the orientation will be easily accessible to the interested OFWs through its mobilization. The first of the three was conducted at Brgy. 5, San Francisco, Agusan del Sur with 56 attendees from around the province, while 23 OFWs and dependents from the provinces of Dinagat, San Jose and Cagdianao joined during the phase 1 of EDLP held at DTI Negosyo Center in the Province of Dinagat Island. To cater to the OFWs living in Agusan del Norte and those who failed to attend in the previous sessions, another orientation was held at OWWA Training Hall at the Regional Office with 66 loan applicants from all over Caraga.

The first phase of EDLP includes program orientation, financial literacy and personal entrepreneurial assessment. The phase intends to present and clarify among the participants the program scheme and availment procedure.

OFW loan applicants must complete a Program Orientation and Business Appreciation Course, an Enhanced Entrepreneurship Development Training (EEDT) conducted by the agency alongside DTI and LBP. After completing phase 1, interested applicants will then undergo an Entrepreneurship Training and Business Immersion and Business Plan Workshop.

The enhanced loan facility provides a minimum of P100,000 and a maximum of P2,000,000 for individual borrowers and from P100,000 to P5,000,000 for group loan borrowers at an annual interest of 7.5 percent for the entire duration of the loan. (OWWA-Caraga/PIA-Caraga)

Caraga RDRRMC on red alert as Mindanao placed under Martial Law

BUTUAN CITY, May 25 (PIA) – Following the declaration of Martial Law in the island of Mindanao, the Regional Disaster Risk Reduction and Management Council (RDRRMC) Operations Center Caraga has already activated effective 3:00 p.m. Wednesday.

According to Office of Civil Defense and chairperson of the RDRRMC Rosauro Arnel Gonzales, Jr., the activation will help to closely monitor the situation and maintain continuous coordination with the concerned member-agencies and offices of the region.

Gonzales said as per directive from the National DRRMC, the member-agencies are requested to assign two personnel to render 24-hour duty services at the RDRRMC Operations Center starting Thursday until the operations are terminated.

"Each personnel shall render 12 hours per shift to ensure efficient monitoring and coordination on relevant information and preparedness measures," Gonzales said.

The following are the concerned member-agencies requested to render duty services: Department of the Interior and Local Government, Department of Social Welfare and Development, Department of Health, Philippine Army, Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard. Tandag City dad backs PRRD's martial law declaration

TANDAG CITY, Surigao del Sur, May 25 (PIA) – Tandag City Mayor Alexander Pimentel expressed support to President Rodrigo R. Duterte’s (PRRD's) declaration of Martial Law (ML) in the entire Mindanao for 60 days. He also urged the Armed Forces of the Philippines (AFP) to immediately implement checkpoints within the city.

Pimentel said he had already coordinated with the highest official of the 402nd Brigade in the person of Colonel Franco Nemesio Gacal, the current commanding officer based in Tandag City in relation to the declaration.

Pimentel called on the public to be vigilant all the time and immediately coordinate with the authorities if they have observed unusual activities in their area.

Mayor Pimentel also reminded the local constituents not to bring their firearms outside their residence to avoid incovenience.

Pimentel said the declaration of the Martial Law has a big difference compared to the previous ML declared under the Marcos regime. "The declaration made by President Duterte on Tuesday night was an immediate action to the incident in Marawi City that needed immediate response to control the situation," said Pimentel. Agusan Norte governor urges public to cooperate with security forces

BUTUAN CITY, May 25 (PIA) - Relative to the declaration of Martial Law in the island of Mindanao on the evening of Tuesday, governor Ma. Angelica Rosedell M. Amante Matba of the province of Agusan del Norte urged Agusanons to cooperate with the security forces in any way possible that will help bring back the normalcy of the situation in the entire Mindanao.

Governor Matba said that while waiting for specific guidance from the national level, everyone should remain calm and vigilant, and help the security forces in giving relevant and timely information of any activities and plans of the lawless/hostile groups.

Meanwhile, in support to the calling of governor Matba, Lt. Col. Emil J. Cruz, commanding officer of 23rd Infantry Battalion (IB), Philippine Army (PA), assured that the security situation in the western part of Agusan Norte and Butuan City, Magsaysay in Misamis Oriental and Esperanza in Agusan Sur is manageable and under control.

"Our battalion is on red alert and continuously coordinates with the Philippine National Police (PNP) in the area for the efficient handling/management of security conduct particularly in the conduct of intensified joint checkpoints and patrols," Cruz said.

"We are requesting the public to remain calm and to please cooperate with our (PNP and PA) for security procedures. We are doing these to prevent spill over of threat forces from Marawi and any threat group who will take advantage of situation by conducting terroristic or any violent activities. Rest assured your Phil. Army forces will strictly abide with the provisions of International Humanitarian Law and Human Rights,” Cruz added.

Also, 29IB commanding officer Lt. Col. Joy Aynera said the security situation in the eastern part of Agusan del Norte and Butuan is under control.

Aynera said the 29IB, Phil Army has increased alertness and vigilance of troops in the entire Caraga region but request vigilance of the public and report any suspicious movement.

The 29IB coordinated with the PNP to effect increased checkpoints especially going and ingress cities of Butuan and Cabadbaran. Military presence is now implemented in the city as part of security measures, Aynera said.

Agusan Norte PPOC supports PRRD’s Martial Law declaration

BUTUAN CITY, May 26 (PIA)– The Provincial Peace and Order Council (PPOC) of the province of Agusan del Norte has supported President Rodrigo Roa Duterte’s declaration of Martial Law in Mindanao.

During its full council meeting held Thursday in one of the convention centers here, PPOC chairperson governor Ma. Angelica Rosedell M. Amante-Matba and the council members have passed a resolution supporting PRRD’s declaration putting the island of Mindanao in the State of Martial Law.

Matba called on the public to support PRRD’s declaration and urged the public to cooperate with the security forces in any way possible that will help bring back the normalcy of the situation in the entire Mindanao.

“We don’t need to worry and afraid of the Martial Law declaration in Mindanao, it was done purposely to protect us from the Maute group terrorist that created havoc in Marawi City. The declaration is just on time and I know the President will not abuse his power,” gov. Matba said.

“If the security forces cannot destroy the Maute group in Marawi City, there is a chance that it will reach their terroristic acts and activities here in our place, and we don’t like that to happen,” Matba added.

Also, during the council meeting, a resolution implementing a curfew hour from 12:00 a.m. to 4:00 a.m. in Agusan del Norte was passed purposely to increase security not only to Agusanons but the entire Caraganons as well.

Marihatag OFWs avail crab fattening production training

MARIHATAG, Surigao del Sur, May 26 (PIA) – The Overseas Workers Welfare Administration (OWWA) in coordination with the local government unit of Surigao del Sur and the Bureau of Fisheries and Aquatic Resources (BFAR)-Surigao del Sur spearheaded the two-day Crab Fattening Production to Marihatag Overseas Foreign Workers (OFWs) and Dependents Association.

The said activity was joined by 35 OFWs and dependents that are members of the Marihatag OFW Family Circle (OFC) organization, who specifically requested the concerned agency of the government the training to be conducted for them.

Jean Pearl Millones of OWWA Caraga bared that with the initiative made by the OFC members, they were provided a portion of a mangrove area situated in the said municipality to cultivate and raise the mangrove crabs in.

Based on a report, during the first day of the training, Ian Batitang of BFAR-Surigao del Sur has introduced all the basic features of the mangrove/mud crabs to the participants for familiarization. It includes on his presentation the mud crab biology, its life cycle and feeding habits. A salient feature of the mud crabs, as well as the species viable for commercial cultivation was included.

Proper techniques for growing of the crabs in mangrove pens up to the fattening process in plastic containers were also introduced by BFAR to the participants. The harvesting process and marketing strategies were also provided to the trainees to aid them in the future, accordingly.

On the second day of activity, an ocular visit for the project’s proposed area situated at Barangay Pagbahanan I, Marihatag, Surigao del Sur was conducted for the inspection.

According to Millones, during the site evaluation and assessment conducted, the area identified has passed based on the checklist of the BFAR and it is found suitable for the project.

The program or the project aims to provide relevant livelihood training that will enable the OFW Family Circles to generate livelihood and aid in their economic well-being, Millones said. (JPMillones, OWWA/PIA-Surigao del Sur)


Surigao Norte solon urges lawmakers, Mindanaoans to be one with Duterte

SURIGAO CITY, Surigao del Norte, May 26 (PIA) – Surigao del Norte 2nd district representative Robert Ace Barbers, in his statement on President Rodrigo Duterte’s declaration of Martial Law in Mindanao, urged his fellow lawmakers and all Mindanaoans to be one with the president in these trying times.

"The attacks may happen anywhere in the country and we must do everything to annihilate terrorism," Barbers said.

He said everyone must act fast and be proactive in eliminating terror threats in Mindanao before the whole country suffers.

Barbers, further said terrorism is a continuing threat to peace and security, "(and) we have been suffering from this for so many years, and we are fortunate that the present administration has intensified its efforts to combat terrorism."

DTI brings 'Mentor ME' program to emerging entrepreneurs in Surigao Norte

SURIGAO CITY, Surigao del Norte, May 26  – The Department of Trade and Industry (DTI) launched recently its tie-up program dubbed “Mentor ME” in Surigao del Norte.

The Mentor ME (Micro Entrepreneurs) program is one of the initiatives under the Kapatid Project jointly developed by the DTI and the Philippine Center for Entrepreneurs (PCE).

The said program provides mentoring sessions on different aspects of business management to 20 selected emerging micro-entrepreneurs in the province.

Successful and experienced entrepreneurs will stand as mentors for them and will also share and discuss the correct business mindset and values as effective gears that would enable them not only to scale up their enterprises but also enhance the level of their products/services’ competitiveness for business sustainability.

A free business seminar with series of mentoring sessions was held during the launching of the Mentor ME program on May 4, 2014 in Hotel Tavern, this city.

The Mentor ME program will run for 12 weeks that commenced on May 4 and will culminate on July 20, 2017.

Modules discussed are Product Development, Marketing, and Operations Management that will cover the basic functional areas of an enterprise.

No HR violation during martial law, army assures

SURIGAO CITY, Surigao del Norte, May 26 (PIA) - In view of President Rodrigo Duterte’s declaration of Martial Law in the entire Mindanao Region on Tuesday evening, May 23, 2017, the 30th Infantry (Python) Battalion (30IB), Philippine Army based in Barangay Sta Cruz, Placer is ensuring the public on their strict adherence to human rights (HR) and the rule of law.

According to the 30IB, the Martial Law was declared to help the local government units bring back the normal situation in entire Mindanao. It is due to the recent attacks of local terror group in Marawi City and other lawless armed groups in some parts of Mindanao.

"We urge everyone to stay calm. Be vigilant and cooperative in helping our security forces by providing relevant information of any activities and plans of this terror groups," said 30IB Commanding Officer Lt. Col. Rico Amaro.

Tagalog News: 'Price freeze' sa Caraga, mahigpit na ipapatupad

LUNGSOD NG BUTUAN, May 26 (PIA) - Kaugnay sa pagdeklara ng Martial Law ng Pangulong Duterte sa buong Mindanao, mahigpit namang ipapatupad ng Department of Trade and Industry (DTI) ng Agusan del Norte ang 'price freeze' sa mga pangunahing bilihin sa rehiyon ng Caraga.

Ayon kay DTI Agusan del Norte Provincial Director Gay A. Tidalgo, ang lahat ng tindahan sa rehiyon ay dapat na sumunod sa nasabing mandato nang sa ganon ay walang sino mang mapapatawan.

Sa ilalim ng Republic Act 7581, sinasabi na ang hindi susunod sa nasabing mandato ay makukulong at magmumulta ng P500 hanggang P1,000 na itinakda ng korte.

Kasama sa mga pangunahing bilihin ang bigas, mais, tinapay, tuyo, isdang de lata, produktong yamang dagat na maaring makonsumo, karne, baka, manok, itlog, prutas, gatas, gulay, asin, sabon panlaba at panghugas, uling, kandila, tubig, noodles, mga de lata, kapi, asukal, mantika, gas, at mga gamot. LUNGSOD NG BUTUAN, May 26 (PIA) - Sa layuning maging handa at matugunan agad ang mga kalamidad sa rehiyon ng Caraga, kasalukuyang isinasagawa ang pagsasanay sa Integrated Planning on Incident Command System o ICS sa Grand Palace Hotel dito sa lungsod na dinaluhan mula pa sa iba’t ibang ahensya ng gobyerno na pinangungunahan ng Office of the Civil defense (OCD) Caraga.

Kasama sa pagsasanay ang mga representante ng Department of Education, Philippine Army, Department of the Interior and Local Government, National Commission for the Muslim Filipinos, Department of Public Works and Highways, Department of Justice, National Telecommunication Commission, Philippine National Police, Philippine Red Cross, Civil Aviation Authority of the Philippines, Department of Agriculture, at Department of Trade and Industry.

Ayon kay Arnel Rosauro Q. Gonzales Jr., Regional Director ng OCD Caraga at chairperson ng Regional Disaster Risk Reduction and Management Council o RDRRMC, ang isinagawang pagsasanay ay may layuning matugunan ng maayos at organisado ang anumang kalamidad o sakuna na darating sa rehiyon.

Dagdag pa niya, sa pamamagitan ng maayos na pamamahala, mababawasan ang pagdami ng biktima pagdating ng kalamidad sa tamang pagsasanay sa mga kagamitan na gagamitin tulad ng grader, trucks atbp. ng Incident Management Team.

Nagsimula ang pagsasanay noong Lunes, Mayo 22 at inaasahang matatapos ngayong Biyernes, Mayo 22 sa taong ito.

Kung matatandaan, ang unang pagsasanay sa Basic Incident Command System ay naganap sa ikalawang linggo ng abril sa Almont Inland Resort sa parehong lungsod na dinaluhan din ng mga kasalukuyang partisipante. (RCO/PIA-Caraga)

BUTUAN CITY, May 26 (PIA) - Alinsunod sa pagdeklara ng Martial Law ni Pangulong Duterte sa buong isla ng Mindanao, pinaigting ng mga ahensya ng gobyerno ang pagbabantay sa seguridad ng mga Caraganons sa rehiyon.

Nagdeklara ng 24/7 Full Alert Status ang Regional Disaster Risk Reduction and Management Council (RDRRMC) na pinamumunuan ni Regional Director Rosauro Arnel Gonzales Jr. ng Office of Civil Defense Caraga, simula pa noong Miyerkules sa alas-tres ng hapon hanggang sa matapos umano ang Martial Law.

Kasabay nito, nagbigay din ng payo at paalala si Gobernador Ma. Angelica Rosedell M. Amante-Matba ng Agusan del Norte na manatiling kalmado at makipagtulungan sa mga security forces sa anumang posibleng paraan para manumbalik ang kapayapaan sa buong Mindanao sa pamamagitan ng pagbibigay ng tamang impormasyon sa mga awtoridad gayun na rin ang mga kakaibang gawain na hindi naayon sa batas.

Ayon naman kay PSupt. Martin Mercado Gamba, tagapagsalita ng Police Regional Office-13, naka-full alert na ang mga kapulisan sa buong rehiyon at naglagay na rin sila ng mga checkpoints na may mga handang kagamitan kasama na ang explosive ordnance disposal (EOD) team at bomb snipping dogs. DTI conducts business education seminar for business operators

PROSPERIDAD, Agusan del Sur, May 29 - Two (2) consecutive business education seminars (BES) were recently conducted for business operators in the municipalities of Sibagat and Rosario, this province.

Both activities aimed to equip the business owners on business-related laws for their compliance as well as for their awareness as consumers themselves.

During the seminar, three trade and industry laws were presented: Price Tag Law, Sales Promotion and No Shortchanging Act of 2016.

“Daku ko ug pasalamat sa DTI tungod kay daghan ko ug nahibaloan pinaagi ani nga seminar (I am thankful to DTI for holding this seminar where I gained useful learnings),” Alma Pecson of Maidial Store in Sibagat shared during the BES conducted at Negosyo Center (NC)-Sibagat, Bus Terminal, Poblacion, Sibagat, Agusan del Sur.

The business operators who attended the seminars at NC-Sibagat and those at the Sarnimian Inland Resort in Rosario also commit to do their best to comply with the said laws to avoid violations and to share the information they learned to others.

Army gathers 200 OSYs, students for 2017 YLS in AgSur town

PROSPERIDAD, Agusan del Sur, May 29 — The 23rd Infantry Battalion, Philippine Army and the local government unit of Esperanza, Agusan del Sur recently conducted the “1st Esperanza Youth Leadership Summit 2017” with some 200 out-of-school youth and students coming from the different barangays of Esperanza, Agusan del Sur.

The said YLS was held at the covered court of Esperanza National High School in Esperanza. This year's theme is “Transforming the Youth as Advocates of Peaceful Change.”

Mayor Leonida Manpatilan of Esperanza; LTC Licudine, 401st Deputy Brigade Commander; LTC Emil Cruz, 23IB Battalion Commander; Vice Mayor Victor Manpatilan of Esperanza; PInsp Geraldine Geraldino, deputy of Esperanza Municipal Police Station; and representatives from different local offices, YLS facilitators headed by Joshua Bebis, and other stakeholders were present during the opening ceremony.

The activity is aimed to inculcate positive values, attitudes and behavior to the participants that will ultimately develop a character based leadership among the youths. It also fostered unity of different communities and youth groups leading to synergy and commitment to community development, and enable the youths to discover, affirm and further use their inherent leadership attributes that will later create a positive impact to the society.

LTC Cruz underscored that the youth are the hope of our fatherland and the future of the nation. “They can also help our country in solving its social problems. He encouraged the youth to express their desires and aspirations for social reforms and change through peaceful means,” he said.

SSS reduces retirement age for surface, underground mineworkers

BUTUAN CITY, May 29 - The Social Security System (SSS) reduced the age for optional and technical retirement of both surface and underground mine workers from the previous retirement age of 55 years old to 50 years old in compliance with Department of Labor and Employment(DOLE) Department Order (DO) No.167 S-2016.

SSS President and Chief Executive Officer Emmanuel F. Dooc said that the new policy from SSS reduced the optional retirement to 50 years old and the technical or compulsory retirement to 60 years old for both underground and surface mineworkers.

“We deemed it necessary to include both underground and surface mineworkers to ensure that social security protection is given to all kinds of mineworkers. We understand the danger of their work and we want them to enjoy the fruits of their hard-earned money as early as possible,” said Dooc.

The DO is the order from DOLE implementing Republic Act 10757 otherwise known as “An Act Reducing the Retirement Age of Surface Mine Workers from Sixty (60) to Fifty (50) Years, Amending for the Purpose Article 302 of Presidential Decree No. 442, as Amended, Otherwise Known as the “Labor Code of the Philippines.”

Based on the guidelines, surface mineworkers include only mill plant workers, electrical, mechanical and tailings pond personnel while underground mine workers are those employed to extract mineral deposits underground or whose workplace is beneath the ground.

To qualify for the SSS retirement benefit, the surface or underground mineworker must have paid at least 120 monthly contributions prior to the semester of retirement. If the mineworker will retire at the age of 50, he should ensure that he has stopped working.

“If the mineworker-member chooses the optional retirement of 50 years old, he must be separated from employment or has stopped working at the time he files his claim. Otherwise, he will not be allowed to file for retirement benefit or if his retirement claim is already granted, it will be suspended by SSS,” said Dooc.

Aside from the number of contributions, the mineworker should have been employed and certified as underground and surface mineworkers by his employer who must be duly registered with the Mines and Geosciences Bureau. The certification must also include the workers position title and his job description.

At the time of filing for retirement claim, the mineworker must have worked for at least five years, whether continuous or accumulated prior to the semester of retirement but the actual date of retirement should not be earlier than April 27, 2016— the date of effectivity of reduced retirement age.

“We hope that with this new policy, the SSS will be able to extend the benefits that our members need as early as possible. We want our mineworkers to feel that we care for them and we want them to enjoy the money they saved with SSS,” said Dooc.

DTI-Caraga set to roll out ‘Pondo sa Pagbabago at Pag-asenso’

BUTUAN CITY, May 30 (PIA) – In accordance with the directive of President Rodrigo Duterte to replace the “5-6” money lending system and eventually kill the "loan sharks" or lending agencies under a 5-6 scheme, the Department of Trade and Industry (DTI)-Caraga is prepared for this year’s roll out of the “Pondo sa Pagbabago at Pag-asenso (P3) Program on May 31 in Butuan City.

According to DTI-Caraga regional director Brielgo Pagaran, P3 is a funding program of the government designed to provide microenterprises an alternative source of financing tat is easy to access and made available at a reasonable cost.

“This program gives a boost to the development of the micro, small and medium enterprise (MSME) sector, particularly the microenterprises that comprise about 90% of registered enterprises in the country,” said Pagaran.

The government has allocated P1 billion for the program, a part of P19 billion financing initiative for micro and small businesses in the next five years. “With this program, it requires borrowers to submit fewer documentary requirements for easier access to financing,” Pagaran added.

Priority beneficiaries of P3 are the microenterprises and entrepreneurs that do not have easy access to credit, or are accessing credit at very high cost, market vendors, agri-businessmen, members of cooperative, industry association, and co-operators.

The loanable amount is P5,000 for start-ups to P300,000 with maximum interest rate of 26 percent per anum with no collateral requirements. This is lower than the 20 percent per day or weekly from 5-6 lenders or the so-called ‘Bumbay’.

The loan will be payable up to 90 days and it will depend upon the loanable amount and products.

The application for the P3 program is free and it is advised not to entertain individuals or groups who are recruiting and asking accreditation fees in exchange for the arrangement of immediate release of loans.

DTI declares automatic price control in Mindanao

BUTUAN CITY, May 30 (PIA) - Following the declaration of martial law by President Rodrigo Roa Duterte in Mindanao amid the ongoing clashes between government troops and Maute group in Marawi City, the Department of Trade and Industry (DTI) informs all consumers and retailers that pursuant to Section 6 of the Republic Act 7581 or the Price Act, prices of basic necessities in an area proclaimed or declared under martial law shall be automatically frozen at their prevailing prices or placed under automatic price control.

The regions in Mindanao where the automatic price control shall be implemented are Region IX - Zamboanga Peninsula; Region X - Northern Mindanao; Region XI -Southern Mindanao; Region XII  - South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City (SOCCSKSARGEN); Region XIII – Caraga.

Unless sooner lifted by the President, price control shall be in effect for 60 days for basic necessities, and 15 days for household liquefied petroleum gas (LPG) and kerosene from the date of declaration.

Basic necessities refer to goods vital to the needs of consumers for their sustenance and existence such as, but not limited to, rice, corn, root crops, bread; fresh, dried or canned fish and other marine products; fresh pork, beef and poultry meat; fresh eggs; potable water in bottles and containers; fresh and processed milk; fresh vegetables and fruits; locally manufactured instant noodles; coffee; sugar; cooking oil; salt; laundry soap and detergents; firewood; charcoal; household liquefied petroleum gas (LPG) and kerosene; candles; drugs classified as essential by the Department of Health.

Business establishments found to have violated the automatic price control shall face the penalty ranging from P5000 to P1,000,000 and/or imprisonment of one year up to 10 years.

The DTI enjoins the retailers to comply with the automatic price control while consumers are advised to be guided accordingly.

The public is encouraged to make use of the DTI “e-Presyo” to check for the suggested retail prices (SRPs) and prevailing prices of all basic and prime goods being monitored by the DTI including those stores selling at the lowest prices.

The “e-Presyo” can be accessed through the DTI website, www.dti.gov.ph or downloaded from Play Store using any Android device.

Energy department enforces price freeze on LPG, kerosene in Mindanao

BUTUAN CITY, May 30 (PIA) – The Department of Energy (DOE) is imposing an automatic price freeze on household liquefied petroleum gas (LPG) and kerosene products in Mindanao areas.

This is in view of the declaration of Martial Law as per Proclamation No. 206 dated May 23, 2017, placing the entire Mindanao under state of emergency, and pursuant to Section 6 of R.A. 10623 wherein such products are frozen at their prevailing prices for a period of 15 days from the date of the declaration.

Unless sooner lifted by President Rodrigo Duterte, price control of the said products shall remain effective for a period of not more than 15 days, taking into consideration the current inventory or supply levels.

DOE emphasized that all concerned persons/establishments engaged in the sale of household LPG and kerosene products are enjoined to comply with the automatic price freeze (APF) requirement.

Accordingly, all violators shall suffer the penalty of imprisonment for a period of one year to 10 years or a fine ranging from P5,000 to P1M or both at the discretion of then court aside from applicable administrative penalties as provided under the Price Act.

26IB Phil. Army holds 1st Youth Leadership Summit in Rosario, AgSur

BUTUAN CITY, May 31 (PIA) – The personnel of 26th Infantry Battalion, Philippine Army have recently conducted the first Youth Leadership Summit in the municipality of Rosario, Agusan del Sur on May 26-28, 2017.

According to 2Lt. Rommel Arnado, Civil Military Operations (CMO) officer of 26IB, said activity was a collaborative effort of the 401st Brigade Philippine Army, Department of Education (DepEd), local government unit of Rosario, and National Youth Commission (NYC), among others.

During the summit, some 70 youths from various barangays actively shared their ideas on the topics discussed.

“In the three-day youth leadership summit, participants from the different barangays of Rosario will be oriented on programs and services of the government and how these will help address the issues and concerns that affect the community. The youth participants’ knowledge and skills are also enhanced so they can contribute to community-building and at the same time serve as advocates of peaceful change,” highlighted Lt. Arnado.

Also present during said activity were Capt. Jasper Gacayan, 401st Brigade, PA spokesperson, LGU officials, Liga ng mga Barangay president Eduardo de Paz, and Sangguniang Bayan (SB) member Robinson Seroy.

Army gathers 200 OSYs, students for 2017 YLS in AgSur town

PROSPERIDAD, Agusan del Sur, May 31 — The 23rd Infantry Battalion, Philippine Army and the local government unit of Esperanza, Agusan del Sur recently conducted the “1st Esperanza Youth Leadership Summit 2017” with some 200 out-of-school youth and students coming from the different barangays of Esperanza, Agusan del Sur.

The said YLS was held at the covered court of Esperanza National High School in Esperanza. This year's theme is “Transforming the Youth as Advocates of Peaceful Change.”

Mayor Leonida Manpatilan of Esperanza; Lt. Col. Licudine, 401st Deputy Brigade Commander; LTC Emil Cruz, 23IB Battalion Commander; Vice Mayor Victor Manpatilan of Esperanza; PInsp Geraldine Geraldino, deputy of Esperanza Municipal Police Station; and representatives from different local offices, YLS facilitators headed by Joshua Bebis, and other stakeholders were present during the opening ceremony.

The activity is aimed to inculcate positive values, attitudes and behavior to the participants that will ultimately develop a character based leadership among the youths. It also fostered unity of different communities and youth groups leading to synergy and commitment to community development, and enable the youths to discover, affirm and further use their inherent leadership attributes that will later create a positive impact to the society.

LTC Cruz underscored that the youth are the hope of our fatherland and the future of the nation. “They can also help our country in solving its social problems," he said. He also encouraged the youth to express their desires and aspirations for social reforms and change through peaceful means.

DAR, LBP, Agrarian-Group sign credit agreement for rice production

BUTUAN CITY, May 31 - The Provincial Agrarian Reform (DAR) in Agusan de Norte has recommended to Land bank of the Philippines to approve the credit line amounting to P1.5 Million for Agrarian Reform Beneficiaries (ARBs) of Rosario Agrarian Reform Cooperative (RARC) in Las Nieves Agusan del Norte under the Agrarian Production Credit Program of DAR and Department of Agriculture (DA).

A Memorandum of Agreement (MOA) was signed by DAR, Land Bank, and RARC last May 23, 2017 at Luciana Butuan City which defines separate roles in implementing the credit program.

The fund will be used to support the agrarian-beneficiary members  rice production activity in Barangay Rosario, Las Nieves, Agusan del Norte .

Provincial Agrarian Reform Program Officer II Andre B. Atega encouraged the farmers to pay loans on time and manage their finances to avoid delinquency.

Account Officer Jonnie M. Sacote of Land Bank of the Philippines (LBP) explained before the group the provisions and implementing rules and regulations stipulated on the memorandum of agreement. 

RARC Chairman Isidro Madaje lauded DAR for the credit program offered to its members who are engaged in rice production.

“Mapasalamaton kami sa DAR ubos sa pagdumala ni PARPO II Andre B. Atega sa ayuda nga pinansyal (We thank DAR under the leadership of PARPO II Andre B. Atega for allowing us to avail support from its credit program),” Chairman Madaje said.

Army troopers encounter NPAs, recover firearms in Surigao City

SURIGAO CITY, Surigao del Norte, May 31 - The 30th Infantry Battalion, Philippine Army while conducting security operations in a remote area at Sitio Brazil, Brgy Mat-i, here encountered five unidentified members of New People's Army (NPA) at 7:30 p.m. on May 29, 2017.

A 10-minute firefight ensued that resulted to the death of an NPA member and the recovery of two high-powered firearms. It has also resulted to the wounding of two soldiers.

Civil Military Operations officer 2LT. Jonel Castillo said the NPA bandits have been taking advantage on the remote areas.

“They are there, planning to harass our security forces conducting checkpoints in urban areas. With this, we have sent our troops to conduct security operations to pre-empt their planned attacks." Castillo said.

Castillo also said that there were traces of bloodstains in the encounter site.

"We are calling this group to turn over their wounded to be given medical treatment. The wounded have his/her right to live,” said Castillo.

On his part, 30IB Battalion Commander Lt. Col. Rico Amaro said they will enforce the law uniformly, such that all violators of law regardless of group affiliations will be dealt with accordingly.

“These communist terrorists are planning to destabilize the security efforts of our authorities and we will never allow this to happen. LGU-Veruela receives 2nd funding on Bottom-up Budgeting projects

PROSPERIDAD, Agusan del Sur, May 31 – The Local government Unit (LGU) of Veruela of this province has just received a total of P5-million Bottom-up Budgeting (BuB) project funds for the Rubber Industry Development and Yaman Pinoy (raw material support to meat processing).

Municipal Treasurer Elenita Peralta received the checks from Supervising Trade and Industry Development Specialist Jose Baron and Reonel Aniñon, Trade and Industry Development Specialist and BuB account person for Veruela projects last May 22, 2017.

The fund allotted for rubber industry development project with the amount of P4-million is intended to help 100 rubber farmers who will also intercrop with cacao trees in their 100-hectare rubber plantation.

This is to complement the banner program of the provincial government of Agusan del Sur, the Upland Sustainable Agro-Forestry Development (USAD).

Included in this project is the supply chain improvement (crumb rubber) and market matching which DTI will also help facilitate. The Yamang Pinoy project with an allocation of P1-million intends to provide the needed raw materials for meat processing. This will be handled by the Women’s Support Group now engaging into meat processing business.

Thirty members of this group will be trained on entrepreneurship, management, and proper handling of food. They will also be provided with starter kits for their businesses.

DOE gears up for WESM Mindanao launch

BUTUAN CITY, May 31 (PIA) - The Department of Energy (DOE) has been laying the groundwork in Mindanao in order to deliver quality, reliable, secure and affordable electricity to the region through the launch of Wholesale Electricity Spot Market (WESM) come June 2017.

Energy Undersecretary Felix William Fuentebella revealed this yesterday during a presentation on WESM in Cagayan de Oro City. “Secretary Cusi sends his message that WESM is not only for Luzon or Visayas but also for Mindanao,” said Fuentebella.

Fuentebella likened the spot market to “a dating place” to determine compatibility among potential energy partners.

The spot market is where the demand and the supply of electricity meet so that there will be an increased efficiency in the use of energy.

“Fairness and transparency. That is the bedrock of the rules to have a level playing field for the good energy participants to shine," he said during the forum.

The WESM mechanism will also bring more flexibility, progress, and most importantly, enhance the power of choice for the consumers, he added.

Fuentebella revealed that Cusi has been spearheading the DOE’s activities in Mindanao since last January because he aims for the island to level up.

The DOE official said they have already conducted consultations on the launch of WESM in Mindanao through trial operations.

“The real commercial operations will depend on the readiness criteria of the industry players here in Mindanao,” said Fuentebella.

Meanwhile, Cusi has assigned Usec. Benito Ranque and Asec. Redentor Delola to oversee the energy situation in Mindanao during the duration of martial law.

DOE wants better energy facilities for Mindanao

BUTUAN CITY, May 31 (PIA) - With the recent situation in Marawi City, Energy Secretary Alfonso G. Cusi, in coordination with the Inter-Agency Task Force on Securing Energy Facilities (IATFSEF), intends to map out a plan to secure all energy facilities in Mindanao.

At the same time, Cusi said the Department of Energy (DOE) and other concerned agencies should look into the opportunities offered by the present situation to work closely to build a better energy infrastructure and a more resilient energy system in Mindanao.

The IATFSEF continues to push for quality and reliable delivery of basic energy services to Marawi and the province of Lanao del Sur amid ongoing military operations against remnants of the Maute group.

The National Power Corporation-Mindanao Generation (NPC MinGen) declared that the operations of Power Plants in Marawi City and the Lanao area are back to normal.

As of 8:38 a.m. on Sunday (29 May), NPC MinGen reported that Agus 1 Hydroelectric Power Plant (HEPP) with 2 units generated a total 33 megawatt (MW); Agus 2 HEPP with 2 units generated a total of 79 MW; Agus 4 HEPP with 3 units generated a total of 77 MW; Agus 5 HEPP with 2 units generated a total 32 MW; Agus 6 HEPP with 2 units generated a total 40 MW; 6. Agus 7 HEPP with 2 units generated a total of 25 MW; and Pulangi 4 HEPP with 2 units generated a total 37 MW.

NPC MinGen also reported that it continues to monitor the other engineering aspects, including the Lake Lanao elevation and the discharge of water to efficiently run the Agus-Pulangi Hydro Electric Power Plant Complex.

The Lanao del Sur Electric Cooperative, Inc. (LASURECO) likewise submitted to the IATFSEF the current power supply situation in its franchise area.

As of 10:20 a.m. on Saturday (28 May), LASURECO reported that the 1st District of Lanao del Sur comprising 15 municipalities and the 2nd District comprising 16 municipalities are already 100% energized.

DSWD Caraga provides 10,000 family packs to Marawi siege victims

BUTUAN CITY, June 1 - The Department of Social Welfare and Development (DSWD)-Caraga provided augmentation support on Saturday, May 27, 2017 by sending 10,000 Family Food Packs (FFPs) for the victims displaced due to the on-going gun fight between the government forces and local terrorist in Marawi City, Lanao del Sur.

Each family food pack consists of 6 kilos of rice, 6 canned goods, and 8 sachets of 3-in-1 coffee. Also, the department will deliver an additional of 5,000 malong and 1,000 hygiene kits for the families who are currently staying in the evacuation centers in Region X and ARRM.

The total cost of assistance amounts to around 4 million pesos.

Meanwhile, DSWD Caraga OIC regional director Mita Chuchi Gupana-Lim calls for unity in helping the families affected by the siege.

DTI calls on Caraganons to avail P3 program

BUTUAN CITY, June 2 (PIA) – The Department of Trade and Industry (DTI) Caraga called on Caraganons especially those entrepreneurs who want their business to grow and develop to avail of the government’s 'Pondo sa Pagbabago at Pag-asenso' (P3) program.

During the Nationwide Roll Out of the P3 program held on Wednesday at Almont Hotel's Inland Resort here, Caraga entrepreneurs and representatives from government agencies were oriented on the said program by the officials coming from DTI and other partner stakeholders.

DTI Caraga regional director Brielgo Pagaran underlined that P3 is a funding program of the government designed to provide microenterprises an alternative source of financing that is easy to access and made available at a reasonable cost.

“In line with President Rodrigo Duterte’s directive to provide affordable micro-financing program for Micro-Small and Medium Enterprises (MSMEs), the 2017 General Appropriations Act (GAA) included P1.0-billion for financial assistance subsidy to microenterprises under the P3 program. Depending on the performance of this initial funding. P3 may be scaled up and included in the GAA for subsequent years,” Pagaran elaborated.

Pagaran further asked the media to help them in advocating the said program to the general public so many will know and be able to avail of the opportunity.

Small Business Corporation (SBC) senior account specialist Melody Viste also reiterated that P3 is a program that gives boost to the development of the Micro-Small & Medium Enterprises (MSME) sector, particularly the microenterprises that comprise about 90 percent of registered enterprise in the country.

“The 'Pondo sa Pagbabago at Pag-asenso' (P3) was launched in Tacloban in Leyte on Jan. 25, San Jose, Occ. Mindoro on Jan. 27, and Alabel, Saranggani last Jan. 30. She added that a total of P7.7-M have been released to individual borrowers in these pilot areas: P3.5-M in Mindoro; P2.2-M in Saranggani; and P1.8-M in Leyte,” Viste recalled.

Viste added that P3 will make it easy for borrowers since it will only require minimal documentation requirement; easy to access with only one day processing of application; low cost interest at 2.5 percent per month; and easy payment with collection on a weekly or daily basis, as necessary.

1 NPA killed, 3 rifles recovered in Agusan del Sur

SIBAGAT, Agusan del Sur, June 2 - A member of the New People’s Army (NPA) was killed and recovered two AK 47 and M16 rifle from the NPA’s Guerilla Front 21A after an hour of firefight with the 3rd Special Forces Battalion in Sitio Goshen, Barangay New Tubigon, Sibagat, this province at around 3:30 p.m. on Monday, May 29. 

The remnants of the 20-man platoon of the NPA rebels scampered to different directions with some bringing with them their four wounded companions as reported by the locals. Five backpacks with documents of high intelligence value were also left as stated in a report of Lt. Col. Rudy Parallag to Col. Cristobal Zaragoza of the 401st Brigade, Philippine Army.

DILG conducts pre-assessment of SGLG in Dinagat Islands

SAN JOSE, Dinagat Islands, Agusan del Sur, June 2 - The Department of the Interior and Local Government (DILG) here recently conducted a pre-assessment for the Seal of Good Local Governance (SGLG) Regional Validation.

The pre-assessment validation aims to assess whether the pertinent documents for the seven indicators are met.

The seven indicators are classified into core and essential areas, the four core areas are financial administration, disaster preparedness, social protection, and peace and order.

The three essential areas are Business Friendliness and Competitiveness, Environmental Management, and Tourism, Culture and the Arts.

According to DILG provincial director Domingo Bulabog, so far majority of the documents are complied with since the provincial government of Dinagat Islands is doing its best to garner the seal of good local governance for the third time in the regional level and be included in the Hall of Fame.

Feature: Fighting the plight against the spite of Maute terrorists

The untroubled and typical daily grind of life among the ordinary people who were working in Marawi City from different neighboring towns was put to test when violence broke out caused by the Islamic-State-linked Maute group on May 23, 2017.

For an 18-year old lad, Tito Abringab, who labored as a gasoline boy in Gadungan, Marawi City, it was a breakneck instance when a horrible scene exposed before his eyes at around 2:00 p.m. of that day. “I had witnessed the hostile acts of the terrorists while I was doing my usual job. They flagged down the vehicles along the lanes and aggressively made harassments to the fearful civilians,” expressively recalled Abringab.

Adrenaline made his shake harder at the thought of getting his life into undeserved trouble. But with the mindfulness of Abringab’s employer, he and his co-workers were immediately brought to the former’s residence to take safe refuge.

As the worst situation progressed, the Philippine Army troupe was in swift response. In less than a day, Abringab heard them knocking the door where he hid and helped him withdraw from that dangerous spot. He was brought to the detachment of 103rd Brigade for safekeeping.

The rescue operation was even strengthened when President Rodrigo Duterte declared the Martial Law over Mindanao. The same help was accorded to the family of Arman Suoong, his wife Lyn-Lyn and five months old daughter. “In our eight years of habitation in this city, this is the first time when we are terror-struck at the apprehension of losing not only the humble and tangible properties we gained out from our hard work but of losing our lives,” he admitted.

Suoong sadly described their fate of keeping awake in a pitch-black experience while hearing the ear-piercing shriek of his hungry baby in the midst of power outage. “We are very thankful to the government and Army forces for faithfully doing their job to assist us in this time of crisis,” he said.

Meanwhile, Lina Cabanilla, a 28-year old mother of a 2-year old child, expressed her indebtedness to 2nd Lieutenant Junrey Villamor and his troupe for providing them food and granting them appropriate treatment during their stay in the detachment. “I salute our soldiers for protecting us and upholding our human rights,” said Yuri Cabanilla, a rice mill worker and husband of Lina.

Public servants at work

In the midst of continuing state of conflict and tragic rebellion, the innocent civilians’ ordeal was quelled after temporary taking shelter at the Army detachment for eleven days.

On Saturday morning of June 3, the successful coordination of the Naawan and Initao local disaster risk reduction and management office (LDRRMO), its local government unit (LGU), Philippine Army and PNP personnel, the civilians were rescued after experiencing the terrible fright from the violence and inhumane acts of the Maute.

Given the clearance for safe passage, they were transported at around 10:30 a.m. traversing a safe route in going back to their respective town of origin. They also claimed that they were given sacks of rice for consumption by their thoughtful rice mill employer as they have lost their jobs due to the prevailing situation in Marawi City.

According to Naawan Municipal Mayor Jaime Roa, they are working hand-hand to help save and secure the lives of their affected constituents. “We cannot afford to abandon our brothers and sisters and deprive them from their right to be defended by the rightful authorities,” enunciated Roa.

At around 10:00 p.m. a convoy of two forward cargo trucks safely arrived in Iligan City, an area free from Maute infestation, and proceeded directly to Naawan and Initao, all of Misamis Oriental.

“We are relieved to see them arrived and we promptly look after their needs by providing them food for dinner from a long travel. We deeply appreciate the good-hearted employers who lend their vehicles to be used in transporting them. After the profiling of these 14 displaced individuals, we will endorse them to the Municipal Social Welfare and Development for debriefing,” said PSInsp Jay Francis Estigoy of Naawan, Municipal Police Station.

More or less 87 individuals were rescued and were sent back to their respective municipalities and more are still to be rescued. “Coordination is still ongoing to our counterparts. It’s good to note that none of them has sustained injuries,” said Paul Cezzane Abrea, Naawan Municipal Disaster Risk Reduction and Management Officer.

For the displaced individuals, survival from the warfare can be made possible by risking without firing a bullet against the enemy. The administration is incessantly directing its efforts toward relieving the plight and fright from the terrorist attacks in parts of the country. (VLG/PIA-Caraga)


NCMF Caraga leads relief distribution to Marawi families

ILIGAN CITY, June 4 (PIA) – Heeding the call for assistance by the Muslim brothers and sisters in Marawi City, the National Commission on Muslim Filipinos (NCMF) Caraga led the distribution of relief goods to some 420 families affected by the armed conflict between the Maute local terrorist group and the Philippine Army.

NCMF Caraga regional director Atty. Nadzma Ameril-Naga, who led the team from Caraga, bared that this is their first time to conduct relief goods distribution to the affected families of Marawi City and other parts of Lanao del Norte.

“We were able to gather and prepare some 420 relief goods for our Muslim brothers and sisters consist of canned goods, detergent bars/soap, coffee, noodles, biscuits, and a kilo of rice, among others.  We have coordinated with other government agencies and more donations are expected to come,” underscored Naga.

Atty. Naga also expressed that the commission is saddened with the crisis that the Muslim community and Christians are facing right now who are greatly affected by the shameless acts of the Maute group.

“We may be in Caraga region, but we feel the same way that our brothers and sisters in Muslim community are feeling. We Filipinos have established close family ties, that’s why we also expect that more of the evacuees would want to stay in their relatives’ houses outside Marawi City while others will stay in the evacuation centers that are provided by the government,” Naga underlined. (JPG/PIA-Caraga)


78 Marawi residents rescued by gov't forces

ILIGAN CITY, June 4 (PIA) - About 78 individuals from Marawi City were rescued on Saturday night, June 3, 2017 by the Armed Forces of the Philippines (AFP) and fetched by the local government unit of Naawan thru the Municipal Disaster Risk Reduction and Management Council (MDRRMC), together with the Philippine National Police (PNP).

The evacuees arrived in Iligan City at around 10:00 p.m. and immediately proceeded to Naawan and Initao Municipal Police Stations while others went to their respective municipalities. The PNP personnel have also conducted profiling of the evacuees.

It was learned that out of the 78 rescued evacuees, 14 were able to get back home in Naawan, and more than 20 individuals in the municipality of Initao, while others were from the different areas in Mindanao.

Naawan Mayor Jaime Roa of Naawan relayed that the rescued evacuees were provided with food packs and other assistance. Some of the evacuees were lactating mothers.

Paul Cezzane Abrea, MDRRM officer of Naawan also shared that the evacuees from Marawi City have sought refuge from a detachment of the 103rd Brigade, Philippine Army for days and wanted to move out from Marawi City. They also claimed that they were given sacks of rice for consumption by their thoughtful rice mill employer as they have lost their jobs due to the prevailing situation in Marawi City.

Also, Lina Suoong, one of the rescued evacuees and a mother of a 2-year old girl expressed that the existence of the Maute group in Marawi City has forced them to leave their homes, along with their relatives. She further elaborated that they have been hearing gunshots from outside the detachment, but decided to take the risk and move out from the area.

“Pila mi kaadlaw nag-stay sa sulod sa detachment sa Philippine Army para lang masegurado among safety. Pasalamat mi sa mga army nga nag-atiman namo maski paman sa delikadong kahimtang namo sa Marawi (We stayed for days in a detachment of the Philippine Army just to ensure our safety. We are thankful that the army in-charge accommodated us well despite the risk in Marawi),” prompted Suoong.

GAD focal persons prepare for various upcoming activities

BUTUAN CITY, June 4 (PIA) – The Gender and Development (GAD) focal persons from different government agencies have convened recently together with the representatives from the Philippine Commission on Women (PCW) in time with the 2nd Quarter General Assembly of the Regional Gender and Development Committee (RGADC) held on Tuesday at the National Economic and Development Authority (NEDA)-13 regional conference room here.

Chaired by Commission on Human Rights (CHR) Caraga regional director Atty. Jerefe Tubigon-Bacang, the RGADC and PCW personnel from Manila signed the partnership agreement and discussed several activities to be conducted.

The ceremonial signing of the partnership agreement was spearheaded by Atty. Bacang; NEDA-13 regional director and Regional Development Council (RDC) acting chairperson Mylah Faye Aurora Cariño; OIC-Deputy Executive Director for Operations and chief of Technical Service Division of PCW Nharleen Santos-Millar; and Kimberly Anne Teodoro, gender specialist II of Technical Service Division of PCW.

Atty. Bacang expressed her optimism that the RGADC will expand and will have many more endeavors as it engages with other partners for development, not only for women but also with men and LGBT (lesbian, gay, bisexual, and transgender) sector.

The lady director/chair also bared that the following significant activities will be conducted: Mapping of GAD initiatives/efforts; profiling of GAD focal point system; establishment of database in Caraga; leveling sessions on GAD for RGADC members; regional GAD Budget Forum; and training/establishment of Technical Advisers on GAD (TAG).

DAR Agusan Norte holds basic accounting for non-accountants workshop for farmers

BUTUAN CITY, June 4 - The Provincial Agrarian Reform Office in Agusan del Norte held a series of workshop on Basic Accounting for Non-Accountants in the city on April 18-19, 20-21, 24-25, 2017.

Present during the workshop are six Agrarian Reform Beneficiaries Organizations (ARBOs) that comprised more than 90 coop officers and staff from different cooperatives in the province.

The workshop is an organizational capability program of the department aimed to enlighten the farmers with all that they need about the Accounting Basics.

Among the topics discussed in the workshop were preparation and analysis of balance sheet, income statement, cash flow statement and statement of changes in equity.

Agrarian Production Credit Program (APCP) Point Person Luningning B. Ycoy said that the participants were also taught the new method of accounting entries in accordance with the Cooperative Development Authority (CDA) guidelines.

“Some of coop officers and staffs have no accounting background and must be trained proper bookkeeping and accounting procedures that eventually help them to plan and grow their organizations,” Ycoy added.

Army sets outreach program to locals of Brgy. Bit-os in Butuan

BUTUAN CITY, June 5 (PIA)– The 4th Civil-Military Operations (CMO) Battalion, 4th Infantry Division of Philippine Army is all set for the conduct of outreach program on June 6, 2017 in San San Roque Elementary School, Barangay Bit-os, this city.

According to 4CMO commanding officer LTC Manuel Valdez, said activity is in collaboration with the religious sector and other partner stakeholders in the city.

“The highlights of this outreach program include the distribution of school supplies, feeding program, free haircut, and free massage,” disclosed Valdez.

Valdez added that the populace would also enjoy film showing.

Anya, masasabing nasa last phase na ang militar sa operasyon nito sa pagsugpo ng terorismo. Kaya patuloy pa rin ang pagpapaigting ng security measures at checkpoints upang maiwasan ang spill over.

Dagdag pa ni Lt. Col. Herrera, kakaunting bahagi na lamang ng Marawi City ang kini-clear nito. Nasa mahigit 400 relief packs ang naihanda at naihatid sa Iligan City DRRMC nitong linggo. Bawat relief pack ay may kilong bigas, noodles, canned goods, biscuits, kape at sabon.

Nadarama rin umano ng Muslim community sa Caraga region ang kaba at lungkot sa kinahinatnan ng kanilang mga kababayan sa Marawi City bunsod ng karahasang pinasiklab ng Maute group.

AFP warns netizens to cease support on Maute’s terror campaign in social media

ILIGAN CITY, June 6 (PIA)– “I called on netizens to avoid sharing in social media any posts that has to do with violence, terrorism or any malicious photos they notice while browsing their newsfeeds as these are all misinformation that only aggravate the problem that our country is facing right now,” underscored Lt. Col. Jo-Ar Herrera, spokesperson of 1st Infantry Division, Philippine Army, as he urges public to be wiser in using social media.

He considered it misinformation to mislead the army in the conduct of its operations. “However, we stay watchful and analytical of their postings because we want to protect the people and control the spread. Social media is very effective and the materials they produced propagate negative imprints or even cause a stigma of making feel people afraid,” he added.

Lt. Col. Herrera added that Maute terrorist groups are fond in using social media. “This is their way of expressing their twisted views and beliefs. They use it as a medium to radicalize young individuals and is being utilized to recruit and get support from individuals in the country and in other nations," he said.

When asked to give a figure as to the number of Maute individuals revolting in in Marawi City, Lt. Col. Herrera revealed an approximate of 300 to 400 insurgent Mautes. “Reports are never true. They are not increasing in count, but they are burgeoning because we allow them through social media,” he remarked.

This is the reason why the Philippine Army established a social media team responsible to espouse in distributing information about the real situation in Marawi City. Lt. Col. Herrera is also encouraging collaborative support from partner stakeholders and netizens to heighten the stories of heroism of soldiers rather than promote the messaging about terrorism and violence.

“We need others to help us. Developing a critical mass who would advocate in pinning down the Maute groups’ terrorism campaign in the cyber world is the true power of social media,” underlined Lt. Col. Herrera.

He also pushed for the use of hashtags #UnitedMarawi #UnitedAgainstMaute so that people may have deep realization about terrorism and its adverse impacts in communities. (VLG/PIA-Caraga)


News Feature: AFP thankful to Marawi locals for support, trust

ILIGAN CITY, June 6 (PIA) – Despite the risk they take when they go in the battlefield to fight against the terror brought by the Maute group in Marawi City, the Armed Forces of the Philippines (AFP) still continue to safeguard the lives of the civilians affected by the armed conflict, and undertake strategies to ensure that civilians are all safe during rescue.

In an interview, Lt. Col. Joar Herrera, spokesperson of the 1st Infantry Division, Philippine Army expressed that the strong support, trust and confidence of the locals in Marawi City and citizens from different parts of the country have boosted the Army’s morale and commitment to do more as they continue to rescue trapped civilians in the areas still covered by the Maute terrorist group.

“Most of our personnel who are now in the battlefield rescuing civilians and protecting their lives against any harm that is caused by the terrorist group are not from Mindanao. Our men in the battlefield willingly accepted their roles as protector of the people no matter how hard it is fighting against terrorists. They also have families who care and love them,” said Herrera.

Lt. Col. Herrera shared that the moral support shown by the people they have helped in Marawi City is overwhelming and has inspired them more to continue serving others. “The fight against terrorism is not yet over and we will make sure this terrorist group will not succeed in any way they try to do,” he prompted.

Also, Major Abdulah Mocsana, Civil-Military Operations (CMO) officer of 103rd Brigade, 1st ID, Philippine Army, who is also a native of Marawi City, Lanao del Sur elaborated that he will do his best to serve the welfare of the civilians especially in this trying times, where many lives were lost and properties destroyed by the Maute group.

“I and my family are also victims of this terrorist group and I could not afford seeing my fellow Maranaos suffer the same. Despite our situation, as an army of the republic, I chose to gain more strength than be weakened because I know our people needs the AFP to save them,” Mocsana underlined.

News Feature: Illegal drugs fuel Maute elements in Marawi City, says army spokesperson

ILIGAN CITY, June 6 (PIA) - The continuing misery and angst experienced by the trapped civilians in the battlefield in Marawi City for more than half a month now that was caused by the bandit groups has sighted a linkage between terrorism and illegal drug use of the Maute terrorists.

“We received reports from the grounds that these members of the Maute groups were using illegal drugs and remnants of paraphernalia were also found in some areas taken over by the Maute in Marawi City. This is an indication of the use of illegal drugs,” enunciated Lt. Col. Jo-Ar Herrera, spokesperson of 1st Infantry Division, Philippine Army.

Some residents who opted to stay in Marawi wonder how the Maute members gained the verve to resist fatigue, fear and fiercely operates in the absence of empathy. "The days and nights of keeping awake and of becoming aggressive are beyond the normal nature of human being," said Jarik Malam (not his real name), one of the internally displaced persons.

Malam added that the skirmish, criminal and terroristic activities, and inhumane acts of the Maute have never escaped a connection in the shot of this illegal substance. "Obviously, it triggers a feeling of invincibility and no fear of killing or death. Hence, it can’t be avoided to infer that terrorist attackers were drugged at the time of the attacks or, even worse, a confirmation of an illegal drug trade funding terrorism in relation to the Philippine Marines’ recent recovery of P52 million cash, P27 million worth of checks from an abandoned machine gun post of Maute group," he added.

According to Lt. Col. Herrera, majority of Maute members are millenials. “The youths are the most vulnerable, they are the ones who are easily recruited. So we should help empower the young individuals by giving them opportunity for education and access to right information in order for them to be well aware and be not tricked by the deceiving tactics of terrorists,” he said.

Meanwhile, the Philippine army is reminding everyone to be more vigilant and cautious. “We don’t want diversionary attacks. We should not allow them to relive the crooked ideology that advocates violence and terrorism. Our aim is of course to put an end on this crisis and provide relief to everyone affected,” said Lt. RDRRMC ensures strict inventory of donations coming in for IDPs in Marawi City

ILIGAN CITY, June 6 (PIA) – As the chair of the Regional Disaster Risk Reduction and Management Council (RDRRMC) in Region 10, Office of Civil Defense (OCD) regional director Liza Mazo stressed that they implement strict inventory of donations coming in for the internally displaced persons (IDPs) in Marawi City.

“Our humanitarian assistance is ongoing. We continuously send relief goods to affected areas of the armed conflict and we religiously account those donations coming in for the IDPs. This is to have a proper monitoring of the assistance extended by the different organizations and to ensure that affected civilians are able to get the aid,” highlighted Mazo.

Mazo further bared that donations coming in for the IDPs are composed of food and non-food items. “We validate the list of evacuees submitted to us from the different barangays and we see to it that the right people get the relief goods they need everyday while they are in the evacuation centers. We also provide relief for home-based evacuees, and we are working on a mechanism where they could get assistance from the government even if they’re not staying in the evacuation centers,” she added.

Also, OCD Region 11 regional director Jose Manuel Ochotorena, the deputy commander of the Joint Task Group – Emergency Preparedness and Response (JTG EPR) underscored that they have already established a functional task force that manages this particular crisis in Marawi City.

“Our command center here in Iligan City is the official area of the DRRMC where we receive any report, development of the Marawi crisis, and this is where we receive donations from other organizations for proper accounting, inventory, and positioning,” disclosed Ochotorena.

BUTUAN CITY, June 6 (PIA) – As the city government here has prepared a short program on June 12, 2017, Butuanons are also set to commemorate this year’s Independence Day celebration at the Guingona Park, this city.

Butuan City mayor Ronnie Vicente Lagnada stressed that the annual observance of the Independence Day celebration is a must for all government employees as mandated under Republic Act No. 4166.

“With this guideline, the city government of Butuan has laid down a meaningful program commemorating the day that the Republic of the Philippines earned its freedom from the control of others, thereby establishing its sovereignty and exercising its full authority as free country,” Lagnada underlined.

DOE to lead inter-agency effort to rehabilitate Marawi's energy facilities

BUTUAN CITY, June 6 - Energy Secretary Alfonso Cusi has created an inter-agency group to come up with options on rehabilitating Marawi City's energy facilities in the aftermath of damage inflicted by the Maute terrorist group that laid siege on the city last month.

Members of the group are the Department of Energy, National Power Corporation, Power Sector Assets and Liabilities Management Corporation, National Electrification Administration and the Lanao del Sur Electric Cooperative.

As this developed, the Inter-Agency Task Force on Securing Energy Facilities (IATSEF) reported on Monday, June 5 that the power situation in Lanao del Sur province has yet to fully normalize as 15 municipalities are still without power and only 20 percent of Marawi City is energized.

The second district with 16 municipalities is fully energized according to the Task Force based on the report by LASURECO on the current power supply in its franchise area as of 9:00 am on June 5.

Power supply in the three towns of Lanao del Norte remains normal.

With regard to power generation, the National Power Corporation Mindanao Generation (NPC MinGen) reported that the Agus-Pulangi power plants are operating normally, with Marawi Lake elevation at 701.292 masl and Lake Lanao discharge at 160 cms.

The National Grid Corporation Transmission also reported normal operations in its transmission facilities. Mindanao State University, which is directly connected to the transmission lines, has been energized as of 12:34 pm last Saturday (3 June).

Meanwhile, the IATSEF has expanded its membership to include the Department of Finance, Philippine Information Agency and the Philippine Electricity Market Corporation.

The task of the group is to secure all energy facilities in the entire country.

The expanded membership of the IATSEF and the policies on resiliency are embodied in a draft Department Circular that will be scheduled for public consultation. (DOE/PIA-Caraga)


PNP Caraga implements 3Es safety measures

BUTUAN CITY, June 6 - Under the directive of the Philippine National Police (PNP) chief Ronald Dela Rosa, the Caraga police and its key stakeholders will be implementing traffic safety measures to create a safer road network across the region.

To attain the objective of preventing vehicular accidents, the Caraga police will be carrying out the 3Es of Traffic Safety: Engineering, Enforcement and Education.

The PNP in partnership with the Department of Public Works and Highways (DPWH) will deal with the first E - the Engineering. It shall focus on looking out for opportunities for development and improvements considering that a properly signed, maintained, lighted and smartly designed roadways contributes to traffic safety. The public works authority will be applying immediate actions upon observance of any identified road obstructions.

The second E or Enforcement will be jointly conducted by the PNP, Land Transportation Office (LTO) and local traffic enforcers for the enforcement of traffic laws and road safety rules.  The conduct of traffic law enforcement will ensure that all motorists observe traffic rules. The community could contribute a great job by reporting abusive and dangerous drivers which will enable local police with prompt response.

The last E that stands for Education shall be implemented through information campaign, in quad media and safety leaflets distribution and community discussions. The Caraga police will be collaborating with the LTO and other Local Government Units for its widest implementation.

Police Regional Office Caraga regional director PCSupt Rolando Felix said that for the period covering from January to April 2017, a total of 711 vehicular accidents were recorded with 69 deaths and 372 Physical Injuries while the remaining 270 resulted in damage to property in the entire Caraga region. These incidents are the major contributor in the Total Crime Volume across the region.

“The 3E’s: Engineering, Enforcement and Education is expected to contribute in the prevention of vehicular accidents in the highways and decrease loss of life and damage to property,” Felix underscored who also urge the public to report to the nearest police stations any violations committed by law enforcers themselves. OPAPP Sec, Marawi Crisis Management Committee work on mechanism to ensure on time delivery of relief to civilians

ILIGAN CITY, June 7 (PIA) – The Crisis Management Committee claimed that they have put in place mechanisms that will ensure on time delivery of relief goods to the civilians affected by the armed conflict in Marawi City.

This was confirmed by Secretary Jesus Dureza of the Presidential Adviser on Peace Process (OPAPP) during a press briefing held on Monday at the provincial capitol of Lanao del Sur in Marawi City.

With all the work needed as the government does its best to rescue trapped civilians from the areas covered by the Maute local terrorist group, Sec. Dureza also gives priority to the internally displaced persons (IDPs) who are now at the evacuation centers and those staying in their relatives’ houses.

The secretary also emphasized that with the peace corridor, the government is optimistic that it will ensure the safety of civilians and the delivery of the needed humanitarian aid for the IDPs.

“The government and the Crisis Management Committee here have already put in place mechanisms that will ensure all these processes done. Necessary collaboration with all concerned agencies is constant,” stressed Dureza.

Also, Irene Santiago, chairperson of the implementing panel tasked to oversee humanitarian efforts in Marawi underlined that with the peace corridor, humanitarian groups could use a secure space to evacuate wounded and trapped civilians, as well as retrieve bodies for burial.

“We have already discussed necessary things to make everything possible as we will continue to rescue civilians and at the same time safeguard the IDPs needs,” said Santiago. (JPG/PIA-Caraga)


AFP: No Intel failure in Marawi siege

ILIGAN CITY, June 7 (PIA) – The clash that erupted in Marawi City which started with a raid on Muslim extremist leader Isnilon Hapilon hideout was never a failure of intelligence, claimed Lt. Col. Joar Herrer, spokesperson of 1st Infantry Division, Philippine Army, in an interview at Lanao del Sur Provincial Capitol in Marawi City.

“For the AFP, it’s not a failure of intelligence because first of all we have already uncovered the activities of Maute. There were reports that they would seal and shape Marawi because this is the only Islamic city in the country. So, our troops launched a deliberate raid,” Herrera said.

According to him, the militant group had the grand plan to totally burn down Marawi. They were conducting law enforcement operation afternoon of that day, together with police forces in the province, but upon reaching Basak Malulut gunfire greeted the government forces forcing them to fire back.

“So, there was a sporadic firefight and diversionary attack. Just imagine if the military didn’t do it, Marawi crisis could have been worse. However, we cannot discount the perception of others about the incident,” said Herrera.

The siege has prompted President Rodrigo Duterte to declare Martial Law for 60 days over Mindanao. It has also led to cutting his visit short in Russia. “The Martial Law is a political decision of the president and the AFP is very capable to finish the job,” remarked Herrera.

He also said that the Army troops have risked their lives in the battleground and even in the conduct of house to house clearing operation. “Up to this time, rescue operations are being done ensuring minimal civilian casualties. No amount of combat victory if these innocent civilians will just be killed,” underscored Herrera.

“What are we afraid of? Martial Law or violence and terrorism? It is more fearful if we allow chaos and warfare to succeed,” said Herrera. (VLG/PIA-Caraga)


Diocese of Iligan, MSU extend relief assistance to Marawi evacuees

ILIGAN CITY, June 7 (PIA)– The Diocese of Iligan City, together with Mindanao State University (MSU) - Institute for Peace and Development in Mindanao (IPDM) has joined hands for a common cause to help the internally displaced persons (IDPs) who suffered the effect of the armed conflict in Marawi City and are now in the evacuation centers here.

Sr. Fe Socorro Salimbangon, Diocesan Caritas Coordinator of the Diocese of Iligan City said that they have partnered with National Secretariat for Social Action (NASSA) under the Catholic Bishops Conference of the Philippines (CBCP) and Catholic Relief Services for the relief distribution to more or less 2,000 IDPs in the barangays of this city.

“The food packs contain salted dried fish, rice, sardines, mongo, and other food items,” enumerated Salimbangon. She also called on those interested donors who want to donate to have it thru cash instead so evacuees could also buy other needs.

Meanwhile, Dr. Mark Anthony Torres, officer-in-charge of MSU-IPDM, also disclosed that they have student-volunteers and friends from MSU and other schools in Iligan City who help them in the whole duration of the relief operation of their organization in partnership with other sectors.

“Food packs, hygiene kits, household kits will be given to evacuees. The 1st batch of relief distribution is composed of 650 hygiene kits and 1,250 household kits. We prioritized those who are not in the main evacuation centers and also need special care,” elaborated Torres.

Torres added that more donations from their partners are coming to accommodate some 1,600 home based families/evacuees in the affected barangays. (JPG/PIA-Caraga)


RSC Caraga prepares search for outstanding volunteer; accepts nominations for 2017

BUTUAN CITY, June 7 (PIA) – This year’s Search for Outstanding Volunteer (SOV) is now open.

This annual activity serves as highlight of the celebration of the National Volunteers’ Month every month of December. It highlights and recognizes the exemplary performance and dedication to service of Filipino volunteers in building strong communities across the country through volunteerism.

This is open to all individuals of Filipino citizenship and Filipino volunteer organizations or local chapter organizations of foreign volunteer organizations that currently provide volunteer assistance in the Philippines.

The SOV has two award categories – the National Outstanding Volunteer Award (NOVA) and the Volunteer Lifetime Achievement Award (VLAA).  The NOVA is a recognition conferred to outstanding volunteer individuals and organizations, including corporate volunteering initiatives that are chosen from among the regional qualifiers. The VLAA is conferred to a Filipino volunteer or a Filipino volunteer organization or a local chapter of a foreign volunteer organization serving in the Philippines.

During the SOV regional search committee’s (RSC) meeting held recently at the National Economic and Development Authority (NEDA) Caraga regional office here, the RSC reviewed the guidelines of the SOV and set activities to promote and even intensify its campaign on the said search.

The RSC in Caraga has set July 14, 2017 for the deadline in accepting nominations in order for the committee to have enough time in evaluating the regional entries. The RSC has also scheduled the site validations from July 21 to 24, 2017. The meetings, deliberation, and documentation of entries before its submission to the National Selection Committee were also agreed by the members of the RSC.

The conferment of awards is in Manila during the NVM celebration on December 2017.

Tandag City revives nutrition council

TANDAG CITY, Surigao del Sur, June 7 (PIA) – In response to the nutrition challenges of the city, the local government unit of Tandag City reorganized and revitalized the city nutrition committee (CNC) through the conduct of a 2-day Re-organization and Reactivation Meeting held recently here.

According to City Nutrition Office chief Ermalinda Donasco, the reactivation of the CNC is aimed to reduce, if not eradicate the malnutrition problem of the city. The revitalized council is now being chaired by Mayor Alexander Pimentel.

Donasco said the malnutrition problem of the city is still a public issue with an average of 12.0 percent or 850 pre-school children aged 0-7 years old prevalence for a period of three years from calendar year 2013 to 2015. This magnitude ranks number one and the highest prevalence rate of malnutrition problem among six cities in Caraga Region.

On 2016, the city ranked as third from the highest prevalence rate of malnutrition problem in Caraga. As of January to March 2017, the prevalence rate is 9.52 percent. (PIA-Surigao del Sur)


PDRRMO Dinagat holds DRR-CCA youth camp 2017

SAN JOSE, Dinagat Islands, June 7 (PIA) - The Provincial Disaster Risk Reduction Office (PDRRMO) conducted a Listong Kabataan: Disaster Risk Reduction and Climate Change (DRR-CCA) Camp 2017 held recently at the Provincial Guest Center, Capitol Compound, Cuarinta, this province.

The one-day camp, which was intended for the 100 children and youths from the different barangays of the province, is anchored on the theme, “Listong Kabataang Diagatnon: Tulay Tungo sa Ligtas at Maunlad na Kumunidad.”

According to PDRRMO officer Rosario "Inday" Roxas Jra, the activity aims to equip the youths with basic knowledge, be alert in all aspects, and identify ways to ensure protection and promotion for students’ rights.

Topics and concerns discussed during the said camp include environmental protection and preservation program of the province, protecting the rights of the child, child labor prevention and elimination program, operation listo program cum listong pamilyang Pilipino, and orientation on local council for the protection of children. DOLE SurSur-assisted projects win in regional level

TANDAG CITY, Surigao del Sur, June 7 (PIA) - Two projects assisted by the Department of Labor and Employment (DOLE) in Surigao del Sur won as Best DOLE-assisted project in the regional level under group and individual categories held recently at the Waterfront Pavilion Hotel in Manila.

The Pure Ever Purified Drinking Water, a group project in Bislig City, bagged the 2nd place under the group category in the Search for Best DOLE-assisted livelihood project at the National Level.  The plaque of recognition and cash award of P50,000 were received by Joselito S. Soriano, chairman of Pure Ever Drinking Water-Multi Purpose Association.

For the individual category, Anabelle Cabaña was awarded as the Regional Best DOLE-Assisted Project and she received a plaque of recognition and cash award of P30,000.

According to DOLE Surigao del Sur provincial office, Cabaña was one of the 25 beneficiaries provided with livelihood assistance from DOLE last December 2015. She qualified the program being a mother of a 16-year old child laborer in Aras-asan, Cagwait, Surigao del Sur.

News Feature: AgSur town bags rice achievers hall of fame

BUTUAN CITY, June 7 - Prosperidad is a Spanish word which means prosperity. True to its name, the municipality prospers to be one of the outstanding rice producer in Caraga Region.

The municipality of Prosperidad, Agusan del Sur bagged for the third time the Outstanding Municipality for the 2016 Rice Achievers Award in the national level.

Rice Achievers Awards (RAA) is an annual event organized by the Department of Agriculture (DA) to recognize the outstanding province, municipalities/cities, irrigators associations (IAs), small water impounding systems associations (SWISAs), agricultural extension workers (AEW), and the local farmer technicians (LFT) for their significant contributions to the rice industry. This is to encourage commitment and ensure excellent performance of our LGU stakeholders of their respective functions and responsibilities.

The success of the municipality being an awardee for three consecutive years (2014, 2015 and 2016) is attributed to the collaborative efforts of the national, provincial and municipal government in implementing program and projects for rice farming. The municipality maintained an average yield of 5 metric tons per hectare for irrigated areas and 4 metric tons per hectare for rainfed in the last three years.

"There are various contributing factors for the success that we gained. One of these is the increase in area planted to hybrid rice and certified seeds through High Yielding Technology Adoption (HYTA) and High-Quality Seeds Assistance Program from the DA. Another factor is the input production support to farmers or irrigators association for crop protection and production especially in identified low yielding areas," said Municipal Agriculturist Marlita Cortez.

The continuous training and support to agricultural extension services, provision of pre and post production facilities and the support of the local officials also paved the way for the success of the municipality.

For 2016, The municipality has an allocation of 1.67 percent internal revenue allotment (IRA) for rice or an equivalent of 3.14 million. The budget allocated reveals the strong support of the LGU to develop the rice production of the municipality.

Aside from the recognition brought by the municipality, ten outstanding AEWs were also recognized. Four of them came from Butuan City, namely: Nestor J. Fuentes, Thelma A. Burgos, Segundina O. Ayag, Agnes C. Alcazar.

For the municipality of Buenavista, Agusan del Norte four AEWs stood out. These are Basilisa C. Huera, Concepcion P. Suma-oy, Gertrulyn T. Natonton and Cecilia G. Abdulmajid.

Marion G. Martin III from Prosperidad, Agusan del Sur and Victoria A. Roda from Jabonga, Agusan del Norte are also recognized as outstanding agricultural extension workers in the region.

Connie A. Erigan from Butuan City, Josephine D. Alutaya, Bislig City and Raul V. Cambarihan from Basilisa, Province of Dinagat Islands also join the roster of awardees as outstanding Local Farmer Technicians.

A total of 13 individuals and one municipality brought a significant contribution to the development of the rice sector in the region. Each individual will receive 20,000 cash prize and a plaque of appreciation. While the municipality of Prosperidad, Agusan del Sur will receive 1 million worth of agriculture-related projects as an incentive for their efforts.

DAR AgSur spearheads customer service training

BUTUAN CITY, June 7 - In its aim to improve the delivery of service to different clientele groups, the Department of Agrarian Reform (DAR) Provincial Office of Agusan del Sur in partnership with the Civil Service Commission (CSC) conducted recently the four-day training on Basic Customer Service Skills to 57 employees at VCDU Prince Hotel, this city.

The training, which was conducted in two batches specifically, intends to address both rational and experimental aspect of public service.

Provincial Agrarian Reform Program Officer II Leoncio C. Bautista Jr., in his message, stressed the importance of upgrading the department’s delivery of service in order to give satisfaction to the customers.

“By providing quality and efficient service to our direct, indirect, internal and external customers, we will be able to identify and understand the expectations of our various customers for us to deliver appropriate measures that would answer their individual needs,” said Renante Sangre, one of the participants of the said training. Participants are coop officers and staffs from different ARBOs that comprised of 91 Agrarian Reform Beneficiaries.

Chief Judith M. Domingo of Program Beneficiaries Development Division, in her message, that the seminar is part of the mandate of DAR under the organizational capability building program to improve and empower the agrarian reform beneficiary organizations.

APCP Point Person Luningning B. Ycoy said that the seminar is to provide systematic approach in records keeping and managing files to improve their operations.

DAR conducts orientation on Climate Resilient Farm Productivity to AgSur coop

BAYUGAN CITY, June 7 - The Department of Agrarian Reform (DAR) Provincial Office of Agusan del Sur through the Program Beneficiaries Development Division has recently conducted the orientation on Climate Resilient Farm Productivity Orientation to 35 Agrarian Reform Beneficiary (ARB) members of Gamao Multipurpose Cooperative (GAMPC) held recently at Barangay Gamao, this city.

Engr. Randy Dapar and ARPO II Jemmielho Azares of the Sustainable Agribusiness and Rural Enterprise Development section together with the staff of DAR municipal office of Bayugan facilitated the said activity.

“Climate resilient farm productivity is a sustainable approach to uplift the farmer’s way of living through DAR support services projects that might also help the association recover from the devastation caused by a possible typhoon,” Azares said during his message.

“It is derived in conducting participatory appraisals to identify local potentials and challenges of the cooperative to minimize its effect,” added Azares.

U.S. Military Presents New Weapons and Equipment to Philippine Marine Corps Commandant for Counterterror Fight

MANILA, June 7 - Commandant of the Philippine Marine Corps (PMC) Maj. Gen. Emmanuel Salamat accepted new counterterrorism weapons and equipment from United States Embassy military representatives during a transfer ceremony at PMC Headquarters in Taguig, June 5.

Officials from the Joint United States Military Assistance Group (JUSMAG) turned over weapons and equipment delivered recently under the U.S. government’s Counterterrorism Train and Equip Program at a ceremony at PMC Headquarters.  This equipment will enhance the PMC’s counterterrorism capabilities, and help protect Philippine Marines actively engaged in counterterrorism operations in the southern Philippines.

The weapons and equipment include 300 M4 carbines, 200 Glock 21 pistols, 4 M134D Gatling-style machine guns, and 100 M203 grenade launchers delivered May 18-22 to Clark Air Base.  JUSMAG also delivered 25 new Combat Rubber Raiding Craft (CRRC) with outboard motors May 30 to PMC Headquarters.   The PMC’s Inshore Boat Battalion and Marine Special Operations Group have already employed previous U.S. Counterterrorism Train and Equip gear in ongoing combat operations in the southern Philippines.

Since 2007, representatives from JUSMAG have delivered and programmed Php7.3 billion of military equipment to the Philippine Marine Corps and other branches of the Armed Forces of the Philippines (AFP) to enhance counterterrorism capabilities.  In addition, the AFP has procured small-arms weapons, water craft, unmanned aerial vehicles, and personal protective equipment as part of the U.S. government’s Foreign Military Sales system and other programs.

Over the last five years, the U.S. government has allocated Php15 billion of grant funding to provide the AFP with equipment, including corresponding upgrades and training.  The equipment transfers and continued bilateral training and exercises demonstrate the commitment of the United States to work with the Philippines towards building safer communities and eradicating global terror networks. Ang first batch ng relief goods na kanilang ipamamahagi ay aabot sa 1,250 household kits na naglalaman ng kumot, plastic mat, dining utensils, cooking pot, mosquito net, flashlight at drawstring bag. Nasa 650 hygiene kits naman ang inihandang ipamimigay, kasali na ang chamber pot at jerry cans.

Samantala, sinabi naman ni Sr. Fe Socorro Salimbangon, caritas coordinator ng Diocese of Iligan na may humigit kumulang isang daang sako ng bigas galing sa national secretariat for social action o NASSA ng Catholic Bishop’s Conference of the Philippines (CBCP), salted dried fish, mongo at sardines ang itinalaga para sa 2,000 recipients.

Sabay-sabay ring nagpaabot ng serbisyo ang mga muslim at christian volunteers na siyang boluntaryong mag-rerepack ng mga relief goods. Ayon kay Jeffrey Lugo, kusang loob niyang itinalaga ang kanyang oras upang sa ganitong paraan ay magampanan ang shared responsibility sa pagsaklolo sa mga kababayang apektado upang maibsan ang kapighatiang dinaranas nila.

LUNGSOD NG ILIGAN, Hunyo 7 (PIA) – Nakatatag na nang mga mekanismo ang Crisis Management Committee sa Marawi City kasama ang lokal na pamahalaan upang masigurong umaabot sa mga apektadong sibilyan at internally displaced persons o IDPs ang mga humanitarian assistance na pinapaabot ng ibat-ibang organisasyon at ahensya ng gobyerno bagamat patuloy pa rin ang bakbakan sa panig ng Maute group at Philippine Army.

Ito ay kinumpirma rin ni Secretary Jesus Dureza ng Office of the Presidential Adviser on the Peace Process (OPAPP) sa isang press briefing kamakailan na ginanap sa provincial capitol ng Lanao del Sur.

Ayon kay Dureza, patuloy na ginagawan ng paraan ng pamahalaan kung papaano matutulungan ang mga naipit na sibilyan sa ilang barangay na hawak pa ng Maute group. Sinisigurado din umano ng pamahalaan at ng Crisis Management Committee sa Marawi City na nakakatanggap ng relief assistance ang mga evacuees.

Napag-alaman din na sa pamamagitan ng peace corridor na pinagkasunduan at tinatag ni Pangulong Rodrigo Duterte kasama ang Moro Islamic Liberation Front, naisisiguro rin umano nito na napapanahon and paghatid o pagbahagi ng mga humanitarian assistance sa mga apektadong sibilyan.


Sinabi naman ni Irene Santiago, ang chairperson ng implementing panel na natahasan ni Pangulong Duterte sa pag-oversee ng mga puamapasok na humanitarian efforts sa Marawi City, na mayroon ding magagamit na espasyo ang mga humanitarian groups kung sakaling may mga sugatan at narescue silang mga sibilyan sa apektadong lugar ng nasabing lungsod. CSWDO Iligan urgently needs more volunteers

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA) – The City Social Welfare and Development Office (CSWDO) of Iligan is in need of more people to conduct the profiling of the internally displaced persons (IDPs) from crisis-hit Marawi currently at the different evacuation centers in the city.

Mary Anne Lebria of CSWDO Iligan said that it is important that all families displaced from their homes are properly profiled and registered to ensure that they can access the assistance provided by the authorities and humanitarian agencies working in coordination with the city government.

"We need volunteers to help the profiling of the IDPs in evacuation centers and home-based. We need every hand because we have limited manpower," said Lebria. "Without volunteers, we would not be able to properly account them," added Lebria.

Meanwhile, Lebria also revealed that the Department of Social Welfare and Development (DSWD) Central Office has plans to offer “Ramadan food packs” for the Muslim IDPs.

“A new set of meals will be given to our IDPs, including the ‘Ramadan food packs.’ We will just wait for the guidelines from the DSWD Central Office,” said Lebria. (FEA/PIA-Caraga)        


News Feature: Armed forces vow to defeat Maute, restore normalcy

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA) – As Marawi siege entered the third week of what everyone hopes will be a culmination of peril, trepidation and hunger, the shrinking number of militants gave a positive forecast of Maute’s defeat.

“The armed forces are professional, highly trained and is more than ready to finish the job in terminating the terrorism in Marawi City. We are an organization following the rule of law. Aside from the role of neutralizing, our goal is to save the civilians. That is the very challenging part because we have to take into consideration of their safety, and it causes the delay in offensive operation as Maute are using them as human shield,” said Lt. Col. Joar Herrera, spokesperson of 1st Infantry Division, Philippine Army.

He added that the military became deliberate and precise in its planning. So, the mechanism of declaring ceasefire for four hours was to allow the negotiating parties to get inside and rescue the civilians. “Our primordial concern is the safe passage of trapped civilians, thus, the peace corridor serves as a safe and secure corridor for civilians running away from the war zone. It is where the humanitarian assistance passes through as well,” he said.

According to Herrera, they are now clearing only a few portions of Marawi City. He said that many soldiers have been wounded and others have lost their lives because of the nature of the battlefield – high rise building where the Maute snipers are positioned and the density of population that allows the militants to blend with the civilians and dissemble.

“In the spirit of patriotism and genuine service to the people, the exceptional courage, competence and the ultimate sacrifices of our soldiers deserve due respect and recognition. Building confidence to our soldiers can help raise the morale. Their portrayal of heroic acts is a manifestation of their genuine service to defend our countrymen and the nation as a whole,” said Herrera.

On the other hand, Herrera said that the Armed Forces of the Philippines (AFP) will not tolerate any abuses made by an erring soldier. “We are grounded with policies and standard operating procedures. As I said, do not be afraid to seek protection from them,” he said.

Herrera bared that the government agencies, local government units, and all other sectors in the region are all doing their collaborative efforts to restore normalcy and order.

“We are in the last phase of the operation. The insurgents are already contained. Right from the start, the military has facilitated the local government of Marawi. We allow its governance to function and ensure to facilitate the services while we are confronting the Maute. Convening through a crisis management committee has resulted to ‘parallelism’ translated to teamwork where involvement of each one is aimed at targeting the goal – to terminate Maute," Herrera said.

Herrera urged every member of the community to be united and be more vigilant or report a perceived threat in the locality. “There is no blaming here. The way ahead is to show a semblance of hope for the affected individuals to feel relieved and eventually find peace,” he added.

Meanwhile, Herrera pointed out the importance of open communication lines between and among the media partners and the government, thus, the creation of the Media Information Center at the Lanao del Sur Provincial Office in Marawi City.

“This is where we conduct briefings and facilitate the information needs of the media. We recognize their important role of letting the people know of what the government is doing. This way, we can translate tactical victory to strategic victory. Let’s corroborate in helping our soldiers who shed sweat and blood. Your soldiers are worthy of honor and let us not accuse them of doing anything which is beyond their scope of duty in the battlefield,” underscored Herrera. (VLG/PIA-Caraga)


News Feature: Marawi IDPs appeal financial aid from gov’t

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA) – While they have no complaints on the provision of relief goods in the evacuation centers, the internally displaced persons (IDPs) affected by the armed conflict in Marawi City, who are currently in the designated evacuation centers here have asked the government to also provide financial assistance for every IDP-family.

In an interview with Nelson Jimenez, 42, a father of three, and a resident of Barangay Datu Saber in Marawi City shared his family's situation in the evacuation center at the School of Fisheries in Barangay Boroon, Iligan City.

“Kung sa pagkain lang, wala po kaming problema dahil binibigay po talaga sa amin ng gobyerno. Ang sa tingin naming na talagang kailangan din namin ay financial assistance upang kami ay makapagsimula ulit ng panibagong buhay at kahit papaano ay may kinikita kami sa pang-araw-araw habang kami ay pansamantalang naka-stay dito sa evacuation center. Ayaw din naming na dumidepende nalang palagi sa tulong na maibibigay ng gobyerno (In terms of food supply for the evacuees here, we are well-provided by the government. However, we also need cash assistance so we could start our own livelihood that could support our family’s needs while we are temporarily sheltered in the evacuation centers. We don’t want to keep on depending on what the government could provide us),” expressed Jimenez.

Jimenez added that the concerned government agencies like the Department of Health (DOH) provided medicines, vitamins, and other health/hygiene kits that IDPs could use when necessary.

“Nakita naman namin ang ginagawa ng gobyerno sa mga evacuees upang maka-survive dito sa evacuation centers. Kinukuha din nila sa amin kung ano yung mga concerns namin. Gusto lang talaga naming ipaabot sa gobyerno na kailangan din naming ng livelihood upang makapagsimula muli (I appreciate how the government agencies attend to our needs here and take our issues and concerns. The financial assistance is what we really need for us to start again and cope with life),” Jimenez reiterated.

Also, Norsalam Umbra, 37, married and a resident of Barangay Saduc Lilod, Marawi City shared her sentiments with teary-eyes while she was interviewed by the personnel of the Philippine Information Agency (PIA) Caraga at the evacuation center in Barangay Sta. Elena, Iligan City.

Umbra described how the Maute group harassed her family and forcibly get their ‘rela’ (tricycle), which her husband use for living to support the daily needs of their family. Their house and their small ‘sari-sari’ store in Marawi were ransacked and destroyed by the local terrorist group.

As an IDP, Umbra elaborated how hard it is for her family to have lost their comfort place and properties. She said she understood why they have to leave their place in Marawi while the armed conflict is still ongoing, and that is to ensure their safety. What she asked the government now is also the financial assistance and a livelihood that could help them rise again and start a new life.

"Kailangan po talaga namin ang suportang pinansyal galing sa gobyerno at maging sa ibang organisasyon na gustong tumulong (We really need financial support from the government and even from other organizations who would want to help us)," said Umbra.

These two IDPs who are in the different evacuation centers in Iligan City also hope that the armed conflict will soon put to an end, and they could go back to their respective homes with their families.

Meanwhile, Sr. Fe Socorro Salimbangon, Diocesan Caritas Coordinator of the Diocese of Iligan City who have partnered with the National Secretariat for Social Action (NASSA) under the Catholic Bishops Conference of the Philippines (CBCP) and Catholic Relief Services for the relief distribution to more or less 2,000 IDPs in the barangays of Iligan City, has called on those interested donors who want to donate to have it thru cash instead so evacuees could also buy other needs.

“The relief goods are always available for the IDPs through the help extended from various sectors aside from the government’s relief and what we see from these IDPs are really the need to also provide them cash assistance,” highlighted Salimbangon. (JPG/PIA-Caraga)


Health official reminds donors vs milk donation for Marawi IDPs

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA)– A health official advises the public, particularly organizations that solicit or intend to donate milk for victims of Marawi crisis of the "No Milk Donation Policy."

Dr. Charles Raiñer Marquez, municipal health officer of Maigo, Lanao del Norte, who served as a volunteer doctor at the evacuation center of Barangay Sta. Elena stressed that lactating mothers are strictly prohibited to use powdered/processed milk.

“We avoid them to use powdered or processed milk because the water that they may be using might be contaminated. Though we provide them clean water here, we still want to ensure the health and safety, especially of the vulnerable babies and children,” he underlined.

It was learned that the city government of Iligan has issued an order “No Milk Donation” Policy in the evacuation centers, and advocates for breastfeeding.

Said doctor also shared how the government addresses the needs of the evacuees in the evacuation center. “The Department of Health has prepared all the medicines that IDPs might need, along with food and hygiene kits. So from our level, we are always ready to serve them,” he said.

Marquez further underscored that medical doctors and nurses from other municipalities who also volunteered to serve the Internally Displaced Persons (IDPs) in Sta. Elena is conducting regular assessments to the evacuees’ health and giving advices to them.

“We observe protocols here. Everything is well coordinated, especially in channeling the donations. We are also calling on other organizations who would want to donate for the IDPs to consider giving foldable beds, clothing, and other things that they need aside from food supplies,” prompted Marquez.

Meanwhile, the representatives of the Mindanao Modern Nanay - a non-government organization based in Cagayan de Oro City are also visiting evacuation centers to orient women and lactating mothers on the importance and benefits of breastfeeding to them and their babies. (JPG/PIA-Caraga)


DA Sec offers loans to farmers, fisherfolks affected by Marawi crisis

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA)– The Department of Agriculture (DA) will extend food aid and emergency loans for farmers and fisherfolks affected by the ongoing fighting in Marawi City, said Agriculture Secretary Emmanuel Piñol.

During his visit in Lanao del Norte on Thursday, Piñol said the emergency loan assistance will be provided under the DA's Survival and Recovery (SURE) loan program.

Aside from the SURE Loan Program offered by the department, the evacuees will also receive a cash grant amounting to P5,000 per family and the P20,000 can be availed for them to buy seedlings as start up capital for farming.

The good secretary uplift the confidence of the internally displaced persons (IDPs) by stressing to them that the government is doing everything to ensure that the humanitarian assistance is sustained while they are still at the evacuation centers.

“This armed conflict will soon put to an end. The government will not leave you empty-handed, and the SURE program is just one of the many programs of the government that you can avail so you can start your livelihood,” underscored Piñol.

The SURE loan program gives access to farmers to avail of an interest-free loan program. It is implemented through DA’s Agricultural Credit Policy Council (ACPC) in partnership with conduit banks, cooperatives and other financial institutions whichever is accessible to the farmers in affected areas. News Feature: DA extends support to Marawi siege victims

ILIGAN CITY/MINDANAO HOUR, June 8 (PIA) – Beaming faces that told a story of relief greeted Department of Agriculture (DA) Secretary Emmanuel Piñol and his company as they entered the Gomampong D. Ali Cultural Center designated evacuation center in Balo-i, Lanao del Norte jam-packed with evacuees who were able to withdraw from the war-stricken areas in Marawi City.

“We are here to dole out some prepared food packs to all of you whom I know are experiencing the unnecessary suffering from having been displaced. So, this is a gesture of our agency of giving support. This will not be the only batch of relief goods as more will be distributed in the coming days,” said Piñol.

A number of recipient-evacuees benefitted from the 2,391 packs of rice, 1,780 packs of canned goods, 1,000 packs of grocery items and 30,000 pieces of bottled water, and it totals to P607,054 all in all.

According to Piñol, he had already directed the five DA regional offices all over Mindanao to pool together relief items for distribution. He said that he is more than surprised to know that DA offices outside of Mindanao had even made their efforts to share and lend a help to the affected individuals from Marawi siege.

Aside from the relief packs, DA is giving them access to the Survival and Recovery (SURE) Loan Program to the affected farmers and fisherfolks.

Balo-i, Lanao del Norte mayor Madrid Elias Ali and vice mayor Mustapha Ali are thankful for the relief assistance extended in their municipality for the internally displaced persons (IDPs).

Mayor Ali said that apart from the relief operation received by the evacuees from the government, other non-government organizations are also giving support such as one cable network that put up a kiosk with wide television screen for the evacuees to hear news and updates and for children to view cartoon movies that will somehow help them recover from trauma.

The Philippine Red Cross is also set to pitch an emergency field hospital tent to cater clinical needs of the IDPs. The ‘ulamas’ as well are doing its effort to pay a daily visit to the evacuation centers to conduct worthwhile activities that would aid the survivors in recuperation, and permit them to forget the nightmare memory of those hours in the war zone.

Also, Mayor Ali is calling for more donations from benevolent individuals who are willing to extend any aid to the IDPs. “Temporary shelters were already provided to them but our concern goes more on how we can sustain their needs for food, clothing and sanitation. We are uncertain of how long they will spend days and nights in the evacuation centers, that’s why we are appealing for more donations. This is the most appropriate time to reach out and demonstrate compassion for our fellowmen,” he said.

Vice mayor Ali revealed that at the time the evacuees arrived at the evacuation centers in their area, the Local Disaster Risk Reduction and Management Council and other residents initially volunteered to share their spare and stored food to them. DAR AgSur to fund P6-M worth of road concreting under Project ConVERGE

VERUELA, Agusan del Sur, June 8 – The Convergence on Value Chain Enhancement for Rural Growth and Development (ConVERGE) thru the Provincial Project Coordinator Engr. Gudy Centina, has recently conducted an initial identification of the road to be concreted under the said project at Veruela, this province.

Together with Engr. Evangeline Hanginan of the regional office, Municipal Agrarian Reform Program Officer (MARPO) Vilma Romero, SB Member Rebecca Hampac and Brgy. Capt. Archie Calibayan, the approximately 5 kilometer existing road connecting the secondary national highway at Sitio Dungga, Brgy. La Fortuna, traversing the huge area of ricefield at Brgy. Magsaysay, Veruela was identified.

“Isa ka tumong sa ConVERGE kay ang pagtabang sa mga mag-uuma arun mas motaas ang estado sa ilang panginabuhian (One of the goal of ConVERGE is to help farmers in uplifting their well-being and reduce poverty incidence),” said Engr. Centina as he addressed the attendees about the goal of the project.

Centina further said that since the identified road is already an existing farm-to-market road, it is expected that the concreting project would be a lot beneficial to farmers.

“Maka-benepisyo gyud ang mga mag-uuma sa Barangay Magsaysay ug La Fortuna kung mahuman ang pagsemento sa dalan tungod kay kining duha ka barangay gikonsidera na rice granaries sa munisipyo. Naliyagan Festival 2017 sets grand opening celebration

PROSPERIDAD, Agusan del Sur, June 9 (PIA) – The provincial government of Agusan del Sur led by Governor Adolph Edward Plaza is all set for the grand opening of this year’s Naliyagan Festival on June 10. Various lined-up activities are also prepared from June 10-17, 2017.

On Saturday, June 10, Agusanons will be gathering together at St. Vincent Ferrer Parish Church at 8:00 a.m. for the concelebrated Holy Mass, and will be followed with the conduct of Gov. Eddiebong Plaza Lawn Tennis Tournament to be held at the Gov. D.O. Plaza Government Center’ Tennis Court in Prosperidad, Agusan del Sur.

The grand opening program will also start at 10:00 a.m. at Datu Lipus Macapandong Cultural Center Stage where the Agusanons, guests and tourists shall witness the following activities: Naliyagan Festival Jingle presentation and ceremonial opening of Municipal Agri-Booth, Naliyagan trade, services, entertainment, and one-stop-shop services with different government agencies.

Also, media partners including those from other provinces are also invited to the press conference at 1:00 p.m. to be held at the provincial government’s learning center. This will be followed with the conduct of Safety Riding and Off Road Flat Tracks Training and ‘Hugtaw Tu Agusan’ 2017 or the Inter-Youth Fellowship.

At nighttime of the same day, the provincial government has also organized a sponsored concert with national and local artists, as well as grand fireworks display as one of the highlights of the opening celebration.

It was also learned that the authorities are strictly monitoring the safety and security of the people within the area, thus, Agusanons are advised to bring an identification card with them when they enter the venue and avoid bringing of items that might harm the attendees. PROSPERIDAD, Agusan del Sur, June 9 (PIA) –Government officials and employees of the provincial government of Agusan del Sur will gather together on Monday, June 12 for the 119th Philippine Independence Day celebration with the Flag raising ceremony and short program at the Datu Lipus Makapandong Cultural Center Ground, Prosperidad, Agusan del Sur.

Governor Adolph Edward Plaza will lead the wreath-laying activity with the presence of other local officials of the province and nearby municipalities at the same venue. The good governor will also deliver his message during the short program.

Right after the program, Gov. Plaza also encouraged the public to witness the following activities: Kalayaan Jobs Fair; Gov. Eddiebong Plaza Lawn Tennis Commercial Tournament; Padula sa Kabataan (Games for the Youths); Naliyagan Mano-A-Mano; Search for Naliyagan Talent Showdown; Sponsored concert at the Naliyagan Stage; and Naliyagan fireworks display.

News Feature: APO frat distributes relief goods for Marawi victims

ILIGAN CITY/MINDANAO HOUR, June 9 (PIA)– Brotherhood and sisterhood alliance emanate as the Alpha Phi Omega (APO) fraternity showed force together in demonstrating into action its cardinal principle of service through the bringing of relief packs in Iligan City intended to be given to the internally displaced persons (IDPs) brought about by the attacks of the Maute terrorist group in Marawi City.

Datu Paglas, Maguindanao municipal vice mayor Mohammad “Tong” Paglas, also an APO member, said that they distributed 2,000 packs of relief goods containing 3 kilos of rice, noodles, sardines, coffee, banana, including used clothing and medicines as an aid for the evacuees. Three hundred boxes of bananas are also a contribution of Unifrutti company.

About 150 miles away travel from Maguindanao, the group composed of some 40 APO collegiate member-volunteers safely arrived in Iligan City after a 10-hour convoy land trip loaded with relief goods ready for humanitarian assistance.

“As a guiding principle, we are here to help uplift the situation of hapless victims of Marawi warfare. This activity is meant as a way of sincere support to our brethren who are confronted with fear and helplessness,” said Paglas.

Known for the many contributions of its organization in advancing meaningful impacts in the community, APO-Ranao president Nader Macagaan emphasized APO’s participation and commitment to develop friendship in order to collectively lead in performing a genuine service to those who are in need.

“APO has already started its relief operation for the home-based evacuees and now we continue to extend our help to the IDPs housed in different evacuation centers. With this, we are spreading the spirit of servant-leadership by walking the talk and by being a friend in service,” underscored Macagaan.

Meanwhile, Paglas also made emphasis on valuing the lives of the innocent civilians who were affected by the crisis. He is even contemplating of letting them work at the banana plantations if they would consider it as a stepping-stone in rising up and starting anew.

70 join 1st municipal youth advocates summit in SurSur town

The issues and topics tackled during the activity were adolescent sexual reproductive health; teenage pregnancy and its complications; sexually transmitted infections; drug awareness and anti-smoking campaign; youth in attainment of peace; youth in disaster preparedness and environmental protection; spiritual/moral/socio-economic insights; and child protection/violence against women and children (VAWC).

Cagwait town is all set for the 21st Kaliguan festival

CAGWAIT, Surigao del Sur, June 9 (PIA) - The local government unit of Cagwait in Surigao del Sur headed by mayor Lilian Lozada is all set for the 21st Kaliguan Festival 2017 with several lined up activities from June 22-25, 2017.

The said event is conducted annually in time with the feast day of St. John the Baptist that was first celebrated in 1996.  From then, the Kaliguan Festival turned to develop into one of the famous festivals in the province. In Caraga Region, the celebration has already been included in the calendar of activities by the Department of Tourism (DOT) with more than 10,000 spectators every year.

Other lined up activities include, "Perlas ng Kaliguan" beauty pageant, dance performances, sports and cultural activities, which will be held at the pristine white beach of the town to be participated by the neighboring municipalities and cities of the province.

Based on the calendar of activities, the Kaliguan Festival grand opening ceremony will be conducted right after the motorcade to be held at the Kaliguan Festival activity center and the opening of the Kaliguan trade, services and entertainment center (KSTEC).

P103M FMR to boost agriculture in Surigao Norte

BUTUAN CITY, June 9 - The Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) in Caraga recently conducted a pre-construction conference for the 9.4 km rehabilitation/concreting of Magsaysay – Bobonaon Spur Sta. Cruz – Paco Farm-to-Market Road (FMR) in Mainit, Surigao del Norte amounting to P103 million.

The concreting of the road could benefit five barangays with coconut as their main agricultural crop. “Farmers in the barangays are already excited for the start of the construction of the project since this has been the dream of the residents in the community,” said Mayor Crisanta Mondano.

Mondano said that farmers in the area have committed to planting more crops if there is already a road where they can easily transport the commodities. “These farmers are truly industrious, they work hard for their family, but there are times that discouragement comes because their products got damaged after transporting through the bumpy and narrow road,” Mondano added.

The Municipality of Mainit is rich with coconut trees, which is one of the priority commodities of the Project. “The municipality is ranked second among all municipalities in the province according to the expanded vulnerability and suitability assessment (E-VSA) result for coconut. Thus, PRDP’s intervention will be established here,” said Deputy Project Director Jodel Tabada.

The Infrastructure Component aims to put in place strategic and climate-resilient rural infrastructure facilities along the value chain of a particular commodity to achieve its maximum value and increase the profit of the players in the industry.

PRDP sees the needs of the community and plans for interventions based on the results on its science-based tools. It works out to put in place climate resilient FMRs, bridges, communal irrigation and potable water systems. (RPCO-13/PIA-Caraga)


AgNor centenarian receives P50K

BUTUAN CITY, June 9 - The provincial government of Agusan del Norte, through the Provincial Social Welfare, Population and Nutrition Services Office (PSWPNSO), handed a check worth P50,000 on June 6 to the 100 year old Helenita Vallejos, a resident of Barangay Kinabjangan, Nasipit, Agusan del Norte.

Provincial Board Members Elizabeth Marie R. Calo and Dick Victor B. Carmona led the check giving together with the personnel of PSWPNSO headed by Daisybiel O. Demavivas.

Lola Helenita Vallejos, born on March 16, 1917, lives with her children at Brgy. Kinabjangan, Nasipit, Agussn del Norte. She turned 100 years old last March 16, 2017.

By virtue of Provincial Ordinance No. 362-2014,"An Ordinance Granting Centenarian Incentives and Awards to the Senior Citizens of the Province of Agusan del Norte," approved on Dec.11, 2014, with full support of Provincial Governor Ma. Construction of P187M FMR in SurSur town kicks off

BUTUAN CITY, June 9 - Agriculture intervention through the Philippine Rural Development Project (DA-PRDP) is set to boost the production of agri-fishery commodities in Cortes, Surigao del Sur through the concreting of 14.33 km Poblacion–Manlico–Uba Farm-to-Market Road (FMR) amounting to P187 million.

The road concreting project which had its groundbreaking ceremony last May 26 signals the start of the project that will cover 4,537 hectares of influence area and would directly benefit a total of 6 barangays and 1,137 farming and fishing households.

Most of the residents in the barangays have grown old not experiencing a concrete road. “The rough road used to be muddy, especially during rainy seasons. Very few vehicles comes in our area which also serves as cargo trucks," said Chairman Vicente Malingin of Barangay Tuburan.

“Due to the poor road condition, farmers have to spend P2,000 for the transfer of their goods to the market," he added.

Other than its rich aquatic resources, farmers are now eyeing the opportunity to expand production areas for cassava and cacao.

“FMR primarily benefits the farmers, it is also valuable to the rest of the community in general as it makes transportation more convenient,” said Mayor William Angos.

During the kick-off activity, DA-PRDP Team also conducted a pre-construction conference where salient information about the project is discussed with the residents in the community including proper handling of conflicts using PRDP’s Grievance Redress Mechanism (GRM).

“Everything is properly explained to us through the pre-construction conference. Our queries are addressed and the contractor has committed to hiring workers from our barangay," said Chairman Manny Atillo of Barangay Capandan.

“This project is different, the LGU and government agencies make us feel important," Atillo added.

Regional Executive Director Abel James Monteagudo also urged Cortesanons to continue working with the DA. “We can see the potential for agri-fishery development and productivity in the municipality. Continue to cooperate with us,” he said.

LUNGSOD NG ILIGAN/MINDANAO HOUR, Hunyo 9 (PIA) - Bagamat walang naging reklamo sa relief goods na tinatanggap ang mga internally displaced persons o IDPs sa ibat-ibang evacuation centers galing ng Marawi city, umapila naman sila sa gobyerno ng tulong pinansyal upang may puhunan silang magagamit sa kanilang sisimulang panibagong buhay.

Sa pakikipanayam kay Nelson Jimenez, 42 years old at may tatlong anak, ibinahagi niya ang kanilang sitwasyon sa evacuation center sa School of Fisheries sa Barangay Boroon, nang lungsod.

Ayon sa kanya, natutugonan naman daw ang kanilang pang-araw-araw na pangangailangan sa pagkain at malinis na tubig sa evacuation center, maliban nalang sa kakulangan ng espasyo at maayos na matutulogan. Dahil dito, umaapila si Jimenez sa gobyerno, maging sa ibang donors na mabigyan rin sila ng tulong pinansyal upang matugunan ang kanilang ibang pangangailangan at ng makapagsimula rin sila ng bagong panghanap-buhay.

Mangiyak-iyak ring ibinahagi ni Norsalam Umbra, 37 years old ang kanilang sitwasyon at kung papaano sinira ng mga Maute terrorist group ang kanilang tirahan sa Marawi City at pilit pang kinuha ang kanilang "rela" o tricycle na tanging pinagkukunan ng kita ng kanyang asawa sa pamamasada. Si Umbra at ang kanyang pamilya ay nasa evacuation center sa Barangay Santa Elena, Iligan City mula pa noong nagsimulang sumiklab ang karahasan sa nasabing lungsod.

Masakit man sa kanyang loob na mawalan ng tirahan at pangkabuhayan, umaasa pa ring matutulungan siya ng gobyerno at mabibigyan siya ng tulong pinansyal at makapag-simula ulit ng bagong buhay kasama ng kanyang pamilya.

Samantala, nananawagan rin si Sister Fe Socorro Salimbangon, ang Diocesan Caritas Coordinator ng Diocese of Iligan City sa publiko at sa mga interesadong magdonate, na sa pamamagitan ng tulong pinansyal naman ang ibigay sa mga IDPs dahil mas makakatulong din umano ito para sa kanila. Tagalog News: Secretary Piñol namahagi ng food packs sa Marawi evacuees

ILIGAN CITY/MINDANAO HOUR, Hunyo 9 (PIA) - Sa pagbisita ni Department of Agriculture (DA) Secretary Emmanuel Piñol dito sa bayan ng Balo-i, Lanao del Norte, namahagi ito ng ayudang food packs sa mga evacuees galing sa Marawi City na kasalukuyang namamalagi sa designated evacuation centers.

Katuwang ng ahensya ang kanilang limang regional offices sa Mindanao na una nang inutusan ni Piñol na magkaisang lumikom ng food items.

Nakinabang ang recipient-evacuees sa 2,391 packs ng dalawang kilong bigas, 2,034 packs ng dalawang kilong corn grits, 108 bottles ng tubig at isang libong grocery packs. Sa ngayon, aabot na sa mahigit P600,000 ang halaga ng first batch ng food aid na kanilang inihanda.

Ayon kay Sec. Piñol, maliban pa sa food aid, ay makakatanggap din ng P5,000 ang bawat pamilya ng evacuees.

Inalok din niya ang Survivor and Recovery (SURE) Loan Program ng ahensya na may zero interest rate. Sa pamamagitan nito ay maari silang makahiram ng P20,000 na pambili ng binhi at panghanda ng taniman upang makapagsimula muli ng panibagong buhay.

Samantala, ipinaabot din ni Balo-i, Lanao del Norte Mayor Madrid Elias ang laking pasasalamat sa tulong ng DA. Anya, hindi man matukoy kung hanggang kailan pa mamamalagi ang mga evacuees sa temporary shelters ay inaasahan nilang masustain ang pagtugon sa mga pangunahing pangangailangan ng mga ito.

Inaasahan ang karagdagang assistance sa gagawin pang magkasunod na batches ng relief operation ng DA sa darating na mga araw dahil target nito na gawin kada linggo.

DOH bares additional services for Marawi City IDPs

ILIGAN CITY, June 10 (PIA)– The Department of Health (DOH) in region 10 and Autonomous Region in Muslim Mindanao (ARMM) have set priorities for the welfare of the internally displaced persons (IDPs) from Marawi City, Lanao del Sur and ARMM areas while they are in the different evacuation sites in Iligan City.

In a press briefing held recently at the Regional Command and Coordination Center, Tubod, this city, Department of Health (DOH) region 10 assistant regional director Dr. Adriano Suba-an announced that a child and mother-friendly evacuation centers' atmosphere is being established by the department.

“Medical needs are provided for the IDPs especially those who have travelled on-foot from Marawi City to Iligan City's evacuation centers. We will continue to do more effort for them to be safe and at the same time away from any common disease that they could get while inside the evacuation centers,” underlined Suba-an.

Dr. Suba-an also confirmed that there are children in the evacuation centers that have degree of malnutrition, and the department is addressing this concern by giving them appropriate interventions like vitamins and micronutrients while lactating mothers are also provided with necessary vitamins.

It was also learned that the department has deployed two teams in Marawi City. They cater patients of all cases, however, no patients are coming to the one that is positioned in Amai Pakpak Medical Hospital because of the presence of snipers. But he assured further that medical assistance will be provided anytime to those who are in need.

Also, Dr. Alinader Minalang, chief of Integrated Provincial Health Center in Lanao del Sur disclosed that they are also giving attention to those health workers who were also displaced and have not yet reported to work until this time. “We are working on the provision of necessary assistance for the affected health workers in Marawi City,” he said.

Meanwhile, Marissa DM Navalez, nutrition program coordinator of region 10 bared that the 'No Milk Donation' Policy in the evacuation centers is strictly implemented. She stressed that the government promotes breastfreeding especially to IDP-mothers with their babies. Choco powder drinks are also prohibited while coffee in the evacuation centers are exclusively for adults and not for children. (JPG/PIA-Caraga)

DSWD prepares Ramadan relief packs for IDPs from Marawi

ILIGAN CITY/MINDANAO HOUR, June 11 (PIA)– In giving consideration for the fundamental needs of the Muslim evacuees who took shelter in the safe temporary shelters after marching off from the war-torn communities in Marawi City, the Department of Social Welfare and Development (DSWD) will be preparing Ramadan relief packs intended in this most blessed month when strict fasting is observed.

Evelyn Madrio, DSWD-10 representative, relayed in a press conference held here on Saturday at the Regional Command and Coordination Center, that they are “in the process of preparing the Ramadan food packs (halal food) for the Muslim internally displaced persons (IDPs). These will contain variety of foods to be eaten during the observance of Ramadan.”

This has shown proof of the passionate commitment to the principle of sharing food with respect to sensitivity on belief and culture. “Though we treated all as equal and with diplomacy in diversity, we have to understand more of their necessities,” said Madrio.

She added that as soon as it is approved and ready, relief distribution will immediately follow as the agency don’t want delay in their services. “As part of our mandate and relief aid operations, we are ensuring that our Muslim brothers and sisters will not be deprived from these privileges,” Madrio added.

Meanwhile, speaking on the security concern, Col. Cerilo Thomas Donato, assistant division commander of 1st Infantry Division, Phil. Army also urged the public not to be deceived by the black propaganda/hoax/misinformation of the Maute group believers through their posts on social media which could cause panic to affected communities.


He also emphasized that until this 19th day of existing battle against the Maute,the Armed Forces of the Philippines (AFP) has heightened its security measures to continually protect the lives of the people. (VLG/PIA-Caraga)

NPA rebel surrenders in SurSur

TANDAG CITY, Surigao del Sur, June 13 (PIA)– A member of the New People’s Army (NPA) surrendered to the Armed Forces of the Philippines (AFP) here recently.

In a statement, the Army's 36th Infantry “Valor” Battalion (36IB) identified the former rebel as “Ka Jumong,” 24 years old, a former political instructor under Guerilla Front 21A, Northeastern Mindanao Regional Committee (NEMRC). He voluntarily surrendered at the 36IB headquarters based in Tago town accompanied by a tribal leader.

Accordingly, Ka Jumong carried two high-powered firearms - the AK37 with an ammunition and M16 rifle (with serial number RP 25936) attached with M203 grenade launcher.

Ka Jumong said that he finished his studies at Tribal Filipino Program of Surigao del Sur, (TRIFPSS) Inc. based in Sitio Baroboan, Carromata, San Miguel, Surigao del Sur, the exclusive school for Indigenous People’s (IP). Said school was not recognized by the Department of Education (DepEd), it was learned.

Ka Jumong claimed that he was working with the NPA as its political instructor for a year and six months tasked to convince and recruit the IPs to join their forces.

Meanwhile, 36IB commanding officer Lt. Col. Randolph Rojas said that Ka Jumong will undergo due process in collaboration with the concerned government agencies in order to avail the Guns for Peace Program and Comprehensive Local Integration Program (CLIP).

To date, some 33 NPA rebels in this province have already surrendered to 36IB since the assumption of Lt. Col. Rojas. (PIA-Surigao del Sur)


Body of NPA rebel found in San Miguel town

TANDAG CITY, Surigao del Sur, June 13 (PIA) – Troopers of the army’s 16th Special Forces (SF) Company of Special Forces Regiment Airborne, Special Operations Command, Philippine Army based in Barangay Magroyong, San Miguel town recovered a decomposing dead body of a man, believed to be a member of the New People’s Army (NPA) in Purok-4, Sitio Lago, Brgy. Carromata.

Based on the initial report from the Municipal Police Station of San Miguel thru the Police Provincial Office, the cadaver was found at the mountainous area of Barangay Carromata and was positively identified by the 16th SF intelligence personnel as Aljun Agustin also known as “Ian,” a member of the NPA Guerilla Front 21A operating in San Miguel town and Sibagat, Agusan del Sur.

In an interview, 16th SF Company CMO officer 1Lt. Michael Clemente said that Agustin was believed to be wounded and later died due to gunshot wounds on his body during the encounter, which took place on May 31 and June 1, 2017, respectively between the elements of 16th SF Company, at the vicinity of Sitio Kiskis, Barangay Siagao, nearby place where the cadaver was found.

Meanwhile, 402nd Brigade Commander Col. Franco Nemesio Gacal said that the death of Agustin could have been avoided if the NPAs just realized the futility of their armed struggle.

DSWD installs 16 tapstands in Loreto island barangay

LORETO, Dinagat Islands, June 13 (PIA) – The Kalahi-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) program of the Department of Social Welfare and Deveopment (DSWD) installed a total of 16 tapstands that benifited about 88 households in Barangay Magsaysay, Loreto town.

Since Magsaysay is an island barangay, a sustainable water supply would prove to be a challenge for the community. They would find themselves frustrated everytime they turn on their faucets with water dripping so slowly.

Because of this, the residents would sail off with their pump-boats on a 30-minute excursion to Barangay Helene, a neighboring island barangay.

Residents had to endure the 30-minute pump boats ride just to get to a place they call “Kabadjangan,” their nearest source of abundant water supply.

Others, would opt to wake up before sunrise and set off on an almost two-hour foot journey through the jungle trail to reach the same place and fetch some water.

But when the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program came into their barangay, the community found an opportunity where they can address their needs as the program uses the Community Driven Development (CDD) strategy.

The Kalahi-CIDSS’ CDD strategy provides a platform where communities are made to identify their most dire needs, propose a solution to address water problem and implement the sub-projects themselves.

Thankfully, Magsaysay was one of the barangays selected for prioritization of which their proposed sub-project would be funded through the program. Now, with 16 tapstands installed in their barangay, about 88 households are now enjoying an improved water supply of which they utilize for domestic uses and daily consumption. POPCOM, USAID launch new FP communication tool

BUTUAN CITY, June 13 - In partnership with the United States Agency for International Development (USAID) project, the Commission on Population  (POPCOM) recently launched the Enhanced Responsible Parenthood-Family Planning (RPFP) IEC Resource Package.

The project presents package of information, communication and education materials that shall be used by the population workers and volunteers to easily reach women and spouses on Responsible Parenthood and Family Planning.

The city of Butuan through its City Population Office, is the pilot area for the said project in Mindanao.  Under the said project, the family planning tool kit including the other collaterals shall be used in all the RP-FP classes.  At the end of the class, couple/participants are expected to assess the materials through a feedback form, as a mechanism to gauge how effective the communication materials used.

POPCOM Caraga regional director Alexander Makinano is hoping that with the aid of the new communication package in all the demand generation activities of the region, it shall reduce the unmet need of modern family planning,  in compliance of Executive Order # 12 of President Rodrigo R. Duterte.

POPCOM partnered with Communication for Health Advancement through Networking and Governance Enhancement (CHANGE) which is a five-year project (2013-2018) of USAID-Philippines that addresses the need for strategic and sustainable communication interventions that will generate increased demand for maternal and child health, FP, tuberculosis (TB), and human immunodeficiency virus infection and acquired immune deficiency syndrome (HIV/AIDS) services in the Philippines, and ultimately, contribute to the reduction of maternal and child deaths, increase in contraceptive prevalence rate, reduction in TB prevalence, and prevention of HIV/AIDS. Scaled-down e-trike project to push through, says DOE

BUTUAN CITY, June 13 - The Department of Energy (DOE) will push through with the long-delayed E-Trike Project although on a much smaller scale from the original 100,000 units to just 3,000, and from the original project cost of P21.672 billion to P1.73 billion.

According to Assistant Secretary Leonido Pulido III, despite the many challenges faced by the project from previous Administrations, now nearing the end of its five-year loan term period, the DOE will move to showcase the potential use of clean and diversified energy technologies through the E-Trike.

The DOE headed by Secretary Alfonso Cusi moved to partially cancel the loan contract last year as the Department wanted to revisit all the options available in view of significant flaws in the project’s design, including the choice of just one model and pricing concerns.

Since the approval of the E-Trike Project by the National Economic Development Authority (NEDA) in June 2013, recorded investments in e-trike manufacturing and support reached P500 million and generated 14,840 jobs as of the end of 2016, according to the Board of Investments and Electric Vehicle Association of the Philippines.

This month, NEDA-Investment Coordination Committee took note of the DOE proposal last March on the revised project implementation, including the additional deployment options and arrangements.

As there would be substantial changes in the project, the DOE is securing amendments to the loan, Project Administration Manual and related documents with the Asian Development Bank (ADB).

The current DOE leadership is pushing through with the procurement of the 3,000 units of e-trikes instead of 100,000 units because this had already been contracted by the previous Administration.

Pulido explained that the DOE decided on 3,000 e-trike units as a sufficient quantity to demonstrate the viability of the technology.

"Sustainability dictates that the appropriate eco-system be in place to support the e-trike beyond deployment or at the point of sale. The terms of the contract of the winning bidder under the project include after-sales support and warranty. This sends a clear and strong signal to the public to make the switch to e-trikes," Pulido said.

Prior to the E-Trike Project, there had been previous attempts to deploy electric tricycles in various parts of the country. However, these early attempts failed because after-sales support was absent or inadequate.

In fact, during the pilot study which served as the basis for the E-Trike Project conducted by the Asian Development Bank (ADB) in 2011, after-sales support and warranty were key lessons learned that would determine the success or failure of the e-trike, Pulido pointed out.

Nonetheless, he said, the DOE is committed to working with the ADB and other government partners to address the socially sensitive issue of the project regarding price.

The DOE also noted that ADB’s international competitive bidding rules were observed in every step of the project.

The original project scope of deploying 100,000 e-trike units with a total project cost of P21.672 billion required various arrangements involving the government, the private sector and ADB.

Nevertheless, the DOE acted to ensure that the project would benefit the public at minimal cost to taxpayers. Proof of this is the downscaling of the project cost from a whopping P21 billion to just P1.73 billion.

Pulido said the project is an investment not only in technology and the environment but more importantly, a socio-economic investment that would jumpstart a nascent industry, generate jobs and ensure sustainable energy consumption in the country. (DOE/PIA-Caraga)


POPCOM celebrates Father’s Day on June 18

BUTUAN CITY, June 13 - The Commission on Population (POPCOM) joins the whole world in the celebration of the Father’s Day on June 18 to recognize the important role of the men in the family, as equal partner of women in the nurturance and rearing of children.

Experts believed that the role of men as partners of women in reproductive health, contributes much in reducing maternal deaths and improving women’s health.  The husband, who portrayed superiority over the wife, control access to reproductive health  information and services, finances, transportation and other resources that bear upon women’s health.

As part of advancing men as equal partner of women in all spheres of life and to eradicate the existing gender inequality, POPCOM partnered with the local government units and other government agencies  to educate men to become an advocates for maternal and child health.

POPCOM is currently implementing the “Kalalakihang Tumutugon sa Responsibilidad at Obligasyon Para sa Kalusugan ng Ina at Pamilya” or briefly called as KATROPA, whereby thousands of men are capacitated and turned-out as advocates  for maternal health and responsible parenting.

Surigao Norte guv leads launching of P114M FMR in Placer

SURIGAO CITY, Surigao del Norte, June 13 - Governor Sol F. Matugas recently opened new roads from Barangay Tapian leading to Magsaysay and to Sta Cruz road in Anislagan, Placer, this province.

The 9-kilometer road concreting was reportedly worth P114-million, Mayor Michael Jose Patiño and vice mayor Reynaldo Seeto expressed their wholehearted gratitude to governor Matugas for making their dreams come true.

“We really thank Gov. Matugas because she is very fair and objective, there is no color coding. Funds were released on time and fast access to the basic delivery of major services,” one of the residents said.

For her part, Gov. Matugas said that these giant projects are only the beginning and expect more under her administration.

Rains fail to dampen 119th Philippine independence day celebration in Butuan

BUTUAN CITY, June 14 (PIA) - The rains did not dampen the spirits of the Butuanons who wanted to celebrate the 119th Philippine Independence Day here.

Butuan City Mayor Ronnie Vicente C. Lagnada led the Freedom Day celebration together with City Vice Mayor Jose "Joboy" S. Aquino II and other local officials.

The celebration commenced at 7:00 a.m., Monday, June 12, at the Guingona Park with a flag-raising ceremony, followed by the laying of wreaths at the monument of Dr. Jose P. Rizal, and a 21-gun salute by the Philippine Army soldiers.

Aquino, in his welcome remarks, recalled how the Filipinos attained the freedom from foreign rules because of the sacrifices of "our ancestors who fought for us and the country’s freedom."

Also, Lagnada stressed that real independence "should start within ourselves." He also enjoined the Butuanons to be united and do their share to sustain the freedom.

Meanwhile, interpretative dances depicting freedom, love and dedication to the country were also performed by the Amparo National High School, Taligaman National High School and Nongnong National High School.

Monday’s celebration of Independence day was attended by hundreds of employees from the city government, different government agencies and civil society organizations’ representatives, the academe and students, among others.

Humayanon Festival highlights 55th Araw ng San Miguel

TANDAG CITY, Surigao del Sur, June 14 (PIA) – A cultural fest dubbed 8th Humayanon Festival will highlight the 55th founding anniversary of the municipality of San Miguel, Surigao del Sur from June 14 to 16, 2017.

According to Community Development Information Officer (CDIO) Nancy Elizalde, the 3-day festivity will start at 7:30 a.m. Wednesday with a parade to be followed by a formal opening program to be held at the municipal gymnasium.

The cutting of ribbon for the agro-trade fair will also be conducted to be led by Surigao del Sur Vice Governor Manuel Alameda, San Miguel Mayor Alvaro Elizalde, Vice Mayor Salvador Soriano and sangguniang bayan members.

Also, 12 lovely candidates will be competing for the Miss Humayanon talent showdown and a fellowship night of San Miguelnon will take place during the first night of the festivity.

On day-2, the indigenous peoples (IPs) of San Miguel will celebrate the “Araw ng Lumad” with several lined-up activities involving the IP communities in the town headed by Municipal Tribal Chieftain Datu Rico Maca.

On day-3, the 8th Humayanon Festival will tbe conducted with nine barangay participants to compete for the street dancing and dance presentation. These barangays are: Magroyong, Poblacion, Sagbayan, Mahayag, San Roque, Libas Sud, Bolhoon, Carromata, and Tina.

The pageant night for Miss Humayanon will also be held on the same day.

119th Philippine Independence Day celebrated solemnly in SurSur

TANDAG CITY, Surigao del Sur, June 14 (PIA) - The 119th Philippine Independence Day was solemnly celebrated in the city spearheaded by the city government here headed by mayor Alexander Pimentel in collaboration with the provincial government of Surigao del Sur and Department of Education (DepEd).

The celebration was participated by the employees of the national government agencies (NGAs); troopers of 402nd Brigade and 36th Infantry Battalion; personnel of the Philippine National Police; private sector/non-government organizations; academe and students.

During the activity, Provincial Administrator Efren Rivas Jr. representing Governor Vicente Pimentel emphasized the importance of the celebration and encouraged everyone to be united for peace and development in the entire nation.

"Today, the whole nation celebrates the independence day, we have to be united and put in mind the courage and patriotism of our forefathers that led to our freedom,” Rivas said.

"Let us remember the efforts and the bravery of the people who have died for us. Let us treasure the independence we have gained," he added.

Meanwhile, Tandag City Mayor Alexander Pimentel also stressed that the country is fighting freedom not from foreign invaders but against the fellow Filipinos.

Balikatan 33 strengthens US-PH defense partnership

BUTUAN CITY, June 14 - After 12 training days in the Philippines, thousands of service members from the Armed Forces of the Philippines (AFP) and United States (U.S.) Military recently finished this year’s rigorous Balikatan training exercise and now stand more prepared to respond to terror threats and natural disasters in the region.

This another successful Balikatan training built a long and productive history of joint military exercises that enhance interoperability, strengthen partnerships, and improve disaster response and counterterrorism capabilities.  The teamwork of the Philippines and U.S. armed forces ensures a more rapid response to natural disasters and manmade crises, in saving lives and helping the Filipinos.

“Our nations face an increasingly complex and volatile security environment,” said Ambassador Sung Kim.  “Now more than ever, our armed forces must work together closely.  Exercises like Balikatan build upon the long and productive history between our two militaries and ensure that we are always ready to stand shoulder-to-shoulder in defense of our lives, our shared values, and international rules-based order,” he said.

During Balikatan, participants conducted training exercises in diverse areas of expertise, including live fire advanced marksmanship, small unit tactics, counter improvised explosive devices (IED), maritime interdiction, and amphibious raids.  They had also practiced ship to shore movement of military personnel and equipment, air operations, and aid distribution to bolster disaster response capabilities.

In the communities of Dulaq and Tapaz in Capiz, Ormoc in Leyte, and Guiuan in Eastern Samar, the participants were involved in the construction of new classrooms and community buildings and renovated existing structures.

Apart from that, the U.S. supplied the communities in Luzon and the Central Visayas region with over $400,000 of emergency readiness equipment and aid.  The U.S. and Philippine military medical teams also taught the community members with basic lifesaving skills, disease prevention, and proper physical and dental hygiene  – all critical during times of crisis.

To help prepare for a natural disaster hitting the region, U.S. troops also coordinated with the local municipal leadership to identify locations capable of supporting relief operations and helped in developing crisis response plans.

In this year’s Balikatan, the Philippines and the United States continued to collaborate with regional partner nations to include forces from Australia and Japan who participated in all major training events, and the AFP invited military forces from the United Kingdom and Association of Southeast Asian Nations (ASEAN) member countries to be part of the International Observers Program. Kalahi-CIDSS ups advocacy with launching of compendium; coffee table book

BUTUAN CITY, June 14 - The Department of Social Welfare and Development (DSWD) Caraga recently launched the advocacy materials to strengthen the implementation of the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program. The materials were unveiled/launched during the regional Monday convocation on June 5, 2017 at the DSWD Caraga regional office here.

The materials launched were Bidlisiw (Ray of Light), a coffee table book with photo stories and the 2nd volume of Kabilin (Inheritance), a compendium of success stories of the implementation of Kalahi-CIDSS in the region. DSWD Caraga OIC Regional Director Mita Chuchi Lim was on hand to lead the unveiling together with other management officers and Kalahi-CIDSS specialists.

The materials showcase the wonderful stories of communities in Caraga who benefited from the implementation of the program. The different stakeholders, most especially the community volunteers have paved the way for progress and development to happen through their perseverance, optimism and extraordinary efforts in their participation in the program’s implementation.

The advocacy materials tell the story of the community volunteers’ journey towards empowerment and their valuable contribution to realize their community projects through the program. The materials would not just serve the purpose of informing the people of the impact of the program but also to encourage more interaction and partnerships with the different partner stakeholders of the program.

Agusan Norte grade schools benefit NGCP’s ‘Gamit ni Bulilit’ program

REMEDIOS T. ROMUALDEZ, Agusan del Norte, June 15 (PIA) – Nine elementary schools of the province of Agusan del Norte have benefited from the National Grid Corporation of the Philippines (NGCP) ‘Gamit ni Bulilit’ program.

In a ceremonial turn-over of the school supplies held on Wednesday at Tagbongabong Elementary School in Barangay Tagbongabong here, 148 Grades 1 to 3 pupils have received a NGCP bags with 10 notebooks and three pencils each.

According to Glory Rebleza , regional communications and public affairs officer of NGCP District 4 – Northeastern Mindanao Area, Tagbongabong is one of the nine elementary school beneficiaries.

“The supplies provided by the NGCP not only help the recipient-pupils but the parents on budgeting their meager income in buying their children’s school supplies,” said Charito Maglasang, principal of the Tagbongabong Elementary School.

Other schools benefited from the “Gamit ni Bulilit’ include Bayabas Elementary School with 104 bags; Sta. Ana Elementary School - 205; Jagupit Elementary School - 188; Prospero Salas Elementary School - 136; Magsaysay Elementary School - 120; Bangonay Central Elementary School - 223; Baleguian Elementary School - 204; and Jaliobong Elementary School with 104.

The nine recipient-schools received a total of 1,432 bags from the program.

The recipient-schools are those affected by the Butuan-Placer 128 Transmission Line Project of the NGCP as per recommendation by the NGCP field personnel, Rebleza said. (NCLM/PIA-Agusan del Norte)


300 farmers, fisherfolks in SurSur to gather for province-wide forum

TANDAG CITY, Surigao del Sur, June 15 (PIA) – The provincial government of Surigao del Sur will gather about 300 famers and fisherfolks for the province-wide Farmers and Fisherfolks' Forum on Friday, June 16 at the Provincial Capitol Social Hall, this city.

Department of Agriculture (DA) Undersecretary for High Value Crops and Rural Credits Evelyn Laviña will grace the opening ceremony.

Provincial Agriculturist Marcos Quico said that among the highlights of the activity include the tribute to outstanding farmers, fisherfolks and agricultural extension workers during the night spearheaded by the provincial government thru the office of the provincial agriculturist (OPAg).

Quico said the activity carries the theme, “Utilizing Resources, Expanding Opportunities.”

DTI offers ‘Balik Eskwela Diskwento’ caravan in Dinagat Islands

SAN JOSE, Dinagat Islands, June 15 (PIA) - To continue the success of the previous caravans and with the opening of classes for the school year 2017-2018, the Department of Trade and Industry (DTI) Dinagat Islands provincial office recently conducted the Diskwento Caravan on June 5-6, 2017 held at the Don Jose Ecleo Memorial Foundation College of Science and Technology, this municipality.

Dubbed as “DISKWENTO CARAVAN: Balik-Eskwela Edition," the activity offered basic school supplies at a discounted price and goods defined as basic necessities were also sold.

SSS, Nigeria ink deal to cover Filipino employees

MANILA, June 15 - Some 15 Filipino employees of the Embassy of the Federal Republic of Nigeria will now be covered under the Social Security System (SSS) as the two institutions and the Employees Compensation Commission (ECC) formally inked an agreement that will place them secured under the SS and EC Laws.

Under the agreement, the Filipino staff of the Nigerian Embassy will be provided benefits during contingencies such as sickness, disability, maternity, retirement and death (survivor) under the SS law as well as benefits for work-related injuries, sickness and death under the EC law.

With the agreement, the Nigerian Embassy became the 41st foreign diplomatic entity in the Philippines that is duly registered and covered SSS employer. (SSS/PIA-Caraga)


PSA, BSP prepare for consumer expectations survey in July

BUTUAN CITY, June 15 - The Philippine Statistics Authority (PSA) and the Bangko Sentral ng Pilipinas (BSP) are now preparing for the conduct of the Consumer Expectations Survey (CES), a household-based survey on the consumers’ assessment of their family income, financial situation, and the economic condition of the country, this coming July.

It is conducted on a quarterly basis and administered on a sample basis at the household level  The PSA’s responsibility is to undertake the data collection and encoding of the questionnaires while generation of tables and analysis of the results for the BSP.

The survey aims to provide a quick and regular assessment of the financial condition of consumers and economic condition of the country at present and in the near future, from the consumers’ own viewpoints; to generate forecasts in the direction of the country’s economic activity based on consumers’ outlook in the current quarter, next quarter and the next 12 months; and to provide quick and regular assessment of consumers’ confidence in terms of their income and expenditures as well as their outlook on key economic indicators closely monitored by the BSP such as inflation, exchange rate and interest rates.

The July 2017 CES will be undertaken this coming July 1 to 15, 2017.  Agusan del Norte and Surigao del Norte are the provinces covered for this survey round, it was learned.

All information collected by the hired Statistical Researchers from the sample households shall be kept strictly confidential and shall not be used for purposes of taxation, investigation or regulation as provided under Article 55 of RA 10625. (PSA-Caraga/PIA-Caraga)


DOE overseeing full restoration of power in Marawi City

BUTUAN CITY, June 15 - The Department of Energy (DOE), in coordination with the various generation, transmission and electricity distribution players in Mindanao, is trying to bring back power in some critical parts of Marawi City still affected by the ongoing fighting in the area.

The DOE’s Inter-Agency Task Force on Securing Energy Facilities (IATFSEF) reported that, as of 12:00 noon Wednesday, Marawi City remains 45 percent energized with power restored in some major establishments last June 10.

Among the establishments and areas where power has already been restored are the Provincial Capitol, Amai Pakpak Medical Center, Brigade-Campo Ranao – Armed Forces of the Philippines (AFP) Camp, Barangay Saber and part of Barangay Matampay.

With proper coordination with the AFP and Philippine National Police (PNP) forcers, technical line personnel were en route to restore power in other vital installations in the affected areas.

On the distribution side, the Lanao del Sur Electric Cooperative, Inc. (LASURECO) bared that the current power supply for Lanao del Sur is zero percent in the 1st district covering 15 municipalities, and 100 percent in the 2nd District with 16 municipalities.

For the Mindanao generation facilities, the National Power Corp. reported that the Agus-Pulangi Hydroelectric Complexes are in normal operation, according to a report by the DOE’s IATSEF.

According to the task force, water elevation at Lake Lanao as of 8:00 a.m. stood at 701.210 meters above sea level, while water release is at 160 meters per second.

The Marawi Lake Regulating Dam (MLRD) gates opening has been maintained at 1.60 in view of the fact that changes entail hazards from sniper fire.

US Pacific Fleet commander reaffirms strong defense ties to PH

BUTUAN CITY, June 15 (PIA) - Admiral Scott Swift, commander of the U.S. Pacific Fleet, visited the Republic of the Philippines on June 11-14, 2017 to reaffirm the U.S. Navy’s strong partnership and ties with the Armed Forces of the Philippines (AFP).

Swift met with Secretary of Foreign Affairs Alan Peter Cayetano, Secretary of National Defense Delfin N. Lorenzana, Armed Forces of the Philippines Chief of Staff General Eduardo Año, and Philippine Navy Flag Officer in Command Vice Adm. Ronald J.S. Mercado.  Swift stressed the U.S. Pacific Fleet's commitment to addressing shared regional security concerns including counterterrorism and piracy, while highlighting the strong defense ties between the U.S. and the Philippines.

“The Philippine Navy is a valued and enduring ally of the U.S. Navy and a close partner of the Pacific Fleet,” said Swift.  “I'm very pleased to have the opportunity to visit with senior government and military leaders here in Manila.  We continue to build on the strong relationship we have and to reaffirm our commitment to working together to face shared challenges,” he added.

PIA Caraga to hold ASEAN info drive in Butuan

BUTUAN CITY, June 16 (PIA) – As part of its continuing efforts and promotion of the Association of Southeast Asian Nations (ASEAN), the Philippine Information Agency (PIA) Caraga is set to hold an ASEAN information drive to college students of Father Saturnino Urios University (FSUU) here.

According to PIA Caraga regional director Abner Caga, the activity seeks to raise the awareness of every Filipino especially the students on the benefits of the ASEAN.

“We believe that these students have big roles in communicating the ASEAN to their peers, in their respective communities so people could benefit from ASEAN and avail of any opportunities that it offers,” expressed Caga.

Meanwhile, Dr. Emiliana Lozano, dean of Business Administration Program of FSUU, said that some 1,000 students under the FSUU's Business Administration Program will be attending said activity at the Morelos Campus.

Lozano said that she wanted to equip their students with the right information and knowledge on ASEAN. She also asked PIA for ASEAN-related Information, education and communication (IEC) materials to be utilized by the students.

“As students of Business Administration and Management, being motivated and organized personalities that will thrive in business, where environments are often high-powered, it is but proper and timely for them to be fully aware of this effort of the government. We believe that ASEAN has a lot to offer to our fellowmen especially those who are engage in businesses,” underlined Lozano.

Also, Caga bared that the agency is open for other schools that would want to know more about ASEAN. He also highlighted that more ASEAN-related activities will be conducted in the coming months. (JPG/PIA-Caraga)


AgNor elementary, high school completion rate reached record high

BUTUAN CITY, June 16 (PIA) – “To invest in the children is to invest in our future,” says governor Ma. Angelica Rosedell M. Amante-Matba of the province of Agusan del Norte.

In her State of the Province Address (SOPA) during the 4th Special Session of the Sangguniang Panlalawigan held at the provincial capitol covered court here, governor Matba bares that the completion rate of both elementary and high school students in the province increased in the year 2016.

“It is interesting to note that more students attended school during the year in review,” she says. The total actual number of enrollees in the elementary level exceeded the projected school age population by almost 6.5 percent.

The completion rate, according to governor Matba, inched upwards from 74.76 percent in 2015 to 85.33 percent in 2016 for the elementary level with the same pattern observed at the secondary level.

Conversely, the drop out rate also decreased from 3.24 percent in school year ending 2015 to 1.19 percent in 2016, Matba adds.

With the positive note of the achievements, Matba is optimistic that the target of attaining full literacy by 2030 becomes more attainable and that achieving the next few year’s target is not getting far, she says. (NCLM/PIA-Agusan del Norte)


Agusan Norte guv supports SHS implementation, education for all

BUTUAN CITY, June 16 (PIA) – With the implementation of the Senior High School (SHS) on year 2016, the province of Agusan del Norte in partnership with the national government spent over P413 Million for the construction of 305 classrooms located at the different schools in the province.

According to governor Ma. Angelica Rosedell M. Amante-Matba, 41 classrooms were also rehabilitated during the SHS implementation with a total cost of P13.1 Million.

Also, governor Matba bared during her State of the Province Address (SOPA) here that 256 teaching and non-teaching items were created generally to serve the requirements of the SHS.

Meanwhile, in year 2016, Matba bared that the Department of Education (DepEd) Agusan del Norte division has always been in the forefront of achievers. From the regional to the national levels, the province boasts of quality education, Honey Loque of Carmen Central Elementary School won first place during the Science Trail Elementary level in the 13th National Science Quest in Baguio City, Matba said.

Also, the Agusan del Norte division was ranked first among the Caraga region’s 12 divisions in the elementary level during the latest National Achievement Test.

Meanwhile, governor Matba also vigorously promoted the preservation of the culture of Indigenous Peoples and Muslim brethren in the province through the  special programs, such as the Indigenous People Education (IPEd) and Madrasah Education.

Aside from the academics or school-based approached, community-based trainings, center-based trainings, and other non-formal types of education were also given attention by the provincial government by allocating P2 million to support the Technical Vocational Scholarship Program that produced 4,700 graduates, Matba added. SSS disburses nearly P45B in 2017 1st quarter

BUTUAN CITY, June 16 (PIA) - State-run Social Security System’s disbursements for the first three months of 2017 soared to nearly P45 billion on the back of the bulk of the release of the recently approved P1,000 additional benefit for the pensioners last March.

Total disbursements of the pension fund reached P44.77 billion in the first quarter, translating a 43.06 percent increase from the P31.30 billion in the same period last year.

“As you may recall, President Duterte has approved the release of the P1,000 across-the-board benefit increase for our dear pensioners last January and we released the amount to more than 2 million pensioners last March in three tranches covering the first three months of 2017. This jacked-up our disbursements for the period by nearly P7 billion,” said SSS president and chief executive officer Emmanuel F. Dooc.

The P1,000 additional benefit disbursed in April was also included in the total expenditures for the first quarter period. SSS deposits to partner banks one-month in advance the pension benefits to assure on time crediting.

Retirement and death benefit payments both increased by 50 percent to P24.24 billion and P13.63 billion, respectively. Bulk of the disbursements in the first quarter were from these two major benefit payouts, accounting for almost 85 percent of total expenditures.

Other benefit outlays also rose as of the end-March 2017 period such as disability grant at P1.51 billion from the P1.05 billion a year ago; maternity benefit at P1.63 billion from the P1.46 billion; funeral grant at P967.42 million from the P859.89 million last year; sickness benefit at P614.24 million from the P589.04 million; and medical services at P3.89 million from the P3.35 million last year.

Only benefits on rehabilitation services dropped to P69,125 from the P359,033 a year ago.

Meanwhile, total revenues for the first three months of 2017 rose to P48.78 billion from the P43.5 billion recorded in the same period a year ago.

“The increase in our collections for the first quarter of this year is the fruit of our continuing labor in strengthening our collection efforts such as going after delinquent employers through Operation Tokhang,” Dooc said.

Of the total revenue collections, members’ contribution accounted for the bulk of the revenues at P39.55 billion, up by 10.9 percent from the P35.66 billion last year.

Investment and other income also increased by 17.76 percent to P9.23 billion from the P7.84 billion last year.

Dooc said SSS took more concrete steps in strengthening the pension fund’s collection and legal enforcement units with the end in view of reducing and preventing occurrences of delinquencies.

To date, the SSS has been able to secure 45 employer convictions with a collective delinquency of P52.7 million.

“Over the past several months under the new Commission, SSS relentlessly pursued to engage the full force of the law by convicting and arresting delinquent employer,” Dooc said.

Operating expenses, on the other, slightly declined by less than 1 percent to P2.18 billion as of end-March 2017 from the P2.2 billion recorded in the previous year.

Net revenue for the first three months of 2017 plummeted to about P4 billion from the P12.3 billion as total expenditures surged by 43.06 percent, outpacing the 12-percent growth in total revenue collection, primarily due to the increase in benefit disbursements.

"The contribution increase shall enable SSS to provide meaningful benefits to our members. I trust that we shall be authorized to hike the contribution so that SSS can fulfill its mandate." Dooc added. (SSS/PIA-Caraga)
