Agusan Norte approves cash incentive to valedictorians, salutatorians

BUTUAN CITY, July 18 - The Sanggunaing Panlalawigan of Agusan del Norte recently approved Provincial Ordinance No. 453-2017, which provides cash incentives to all valedictorians and salutatorians in public and private elementary and secondary schools in the province.

Under the said ordinance, authored by Provincial Board Member Elizabeth Marie R. Calo, graduating valedictortians and salutatorians in public and private elementary and secondary schools in Agusan del Norte will receive cash incentives and a plaque each to be awarded on the day of their graduation. Valedictorians will receive P3,000.00 cash while salutatorians will receive P2,000.00 cash.

Provincial Board Member Calo said that the aim of the said ordinance is to value excellence in education. It also aims to recognize exemplary performance elementary and high school students in their respective schools through awards and incentives and inspire other students to achieve excellence in their studies.

The recipients of this cash incentives and plaque should be graduating as class valedictorian and salutatorian, a Filipino and a resident of the province of Agusan de Norte for at least six months.

The provincial government shall allocate funds in the amount of P1,400,000 under the General Fund starting this year 2017 and every year thereafter. This will cover the following schools: public elementary-186; private elementary-11; public high school-48; private high school-15 or a total of 197 public and private elementary and high schools.


The Community Affairs Officer of the province, in close coordination with the two Schools Division superintendents, Department of Education, Agusan del Norte and Cabadbaran City, is tasked to disseminate a widest information drive to all public and private elementary and high schools in the province regarding the program through their respective principals or directors. Surigao Norte mentees complete accounting, financial management seminar

SURIGAO CITY, Surigao del Norte, July 19 (PIA) –Around 20 mentees of the Department of Trade and Industry (DTI) Surigao del Norte recently completed the one-day Accounting and Financial Management Seminar held at Hotel Tavern, this city.

The one-day activity is 8th of the 10th modules, free seminar offered under the Kapatid Mentor Me Program of the DTI and Go Negosyo in partnership with the Philippine Center for Entrepreneurship.

During the said seminar, the participants were taught on the principles of accounting and perform the actual exercise on accounting cycle that include identifying transactions, analyzing transaction, journalizing, transfer to ledger, preparing trial balance, adjusting entries, preparing worksheet, financial statement, closing entry, post-closing trial-balance, and interpreting basic financial ratios.

The participants were also reminded to learn accounting by heart, and perform recordkeeping as a practice to have an instrument that will help interpret business operations and status. (DTI-Surigao del Norte/PIA-Surigao del Norte)


AgNor bans trucks with unsecured loads in highways

BUTUAN CITY, July 19 - The provincial government of Agusan del Norte is now prohibiting loaded trailer trucks and hauler trucks or carriage which tailgate is not securely closed or which backload is not safely covered, from running along the provincial roads and national highways within the province.

This will be implemented through Provincial Ordinance No. 452-2017, which was recently approved by the Sangguniang Panlalawigan.

Provincial Board Member Salutario B. Cuasito, who authored the said ordinance, explained that “it is observed that some hauling trucks loaded with sand and gravel, rice hull and other loose materials are running without their backloads covered or their tailgates not tightly closed likely causing the sand and gravel, rice hull and other loose materials to spill or fall and hit the vehicles or persons trailing behind them or passed by them.”

Cuasito added that numerous accidents of falling stones, rocks and sands from hauling trucks have been observed as causing injury to persons or properties and potentially result in accidents.

Provincial legislators believed that being strict in the safety of closed and covered loaded trailer truck, hauler truck or carriage would evade accidents and protect other vehicles, properties and persons.

Under the said ordinance, violators will be punished. The owner or operator, driver of the owner or operator or the lessee of the truck who is caught or adjudged, after proper investigation, to have violated the ordinance on tailgate not tightly closed shall be solidarily held liable and fined as follows: 1st offense - P1,000; 2nd offense- P3,000 and 3rd and succeeding offenses - P5,000.

On the other hand, the owner or operator, driver of the owner or operator or the lessee of the truck who is caught or adjudged, after proper investigation, to have violated the ordinance on no or dilapidated cover shall be solidarily held liable and fined as follows: : 1st offense - P1,000; 2nd offense- P1,500 and 3rd and succeeding offenses – P3,000.

Penalty for bribery is also imposed to those who offer money or favor to the inspector or to any duly authorized person or to any person participating or aiding the inspection team at the checkpoint in consideration of freeing such violator and shall be fined an amount of P5,000, without prejudice to filing criminal charge against the violator under the Revised Penal Code.

The inspector or any duly authorized person, or any person participating or aiding the inspection team at the checkpoint who actually receive or verbally accepted or acceded to the offer for money or favor from the violator in consideration of freeing such violator shall be suspended or terminated from duty in accordance with the proper provisions of the administrative law and/or suffer appropriate criminal liabilities under the Revised Penal Code.

The Provincial Governor’s Office or the Task Force shall conduct an information drive in order to disseminate the provisions of the ordinance to all concerned. (LGU-Agusan del Norte/PIA-Agusan del Nore)


SSS to collect more than P13B under LRP

BUTUAN CITY, July 19 - The Social Security System (SSS) has collected more than P5.22 billion in overdue loan payments from member-borrowers who availed of the Loan Restructuring Program (LRP) in the last 12 months, and expects to collect nearly P9 billion more in the next five years.

SSS President and Chief Executive officer Emmanuel F. Dooc said the total condoned amount for more than 850,000 members who availed of the LRP reached P13.83 billion over the one-year period the program was offered.

“We are very much overwhelmed by the huge volume of applicants especially during the last few days before the deadline. We hope that members will be faithful in paying their restructured loan amortizations to avoid further penalties. We are expecting P8.6 billion in collection until the end of the five-year installment term,” Dooc said.

Due to the massive influx of LRP applications received, SSS hopes to implement the loan condonation program regularly with the approval of its proposed charter amendments.

One of the provisions of the proposed bill is to rationalize the power of the Social Security Commission, which includes making it an approving authority for loan condonation programs instead of the President of the Republic of the Philippines.

Launched last April 28, 2016, the LRP provided relief to delinquent borrowers by allowing them to settle their unpaid SSS loans in full within 30 days with no additional interest, or through flexible payment terms of up to five years at a low interest rate of three percent per annum.

“We would like to remind our LRP availees that loan penalties will be completely waived only after full payment of the principal amount and interest of the restructured loan. So they are advised to pay their financial obligations on time to prevent an additional penalty of 0.5 percent per month,” Dooc concluded.

As part of the program’s terms and conditions, members who availed of the LRP can no longer avail of future condonation programs. However, members can apply for another SSS loan six months after they have fully paid their financial obligation under the LRP.

Majority of the LRP applicants were employee-members who contributed P3.23 billion worth of collection. While voluntary members, who represented 27 percent of total availees, paid an initial P1.38 billion.

Self-employed members, who availed of the LRP reached over 39,000, with an equivalent collection of P194.37 million. More than 46,000 OFW-members also benefitted from the program with a total remittance of P412.76 million.

In terms of geographical location, the National Capital Region (NCR) received the largest volume of LRP applications with 372,469 followed by Luzon, Visayas and Mindanao, with 258,916 applications, 103,329 applications and 96,609 applications, respectively. SSS foreign offices processed 25,515 LRP applications.


SSS Diliman, Davao, Calamba, Bacoor, and Cebu received and processed the largest volume of LRP applications. While foreign offices in Dubai, Riyadh, Hongkong, Doha and Singapore facilitated the highest number of LRP applications overseas. (SSS/PIA-Caraga)

CARAT Expo 2017 to increase agro marine productivity in Caraga

BUTUAN CITY, July 20 (PIA) – In keeping the momentum of advancing the region’s rich agricultural and fishery products, the Butuan City Chamber of Commerce and Industry Foundation, Inc. will once again hold this year’s Caraga Agricultural Trade and Marketing Exposition or CARAT Expo 2017 on August 10-13, here.

CARAT Expo 2017 carries the theme, “Zoom up Caraga! Responding to challenges in agri-aqua productivity, responsible mining and progressive entrepreneurship.”

“It will be a four-day event and is highlighted by hosting the 21st Caraga Business Conference slated also on August 11, 2017 at the Grand Palace Hotel, this city,” said Roger Ramirez, president of the Butuan City Chamber of Commerce and Industry Foundation, Inc.

Trade fairs and the different programs will be held at the Robinsons Place Butuan. Agricultural retailers and wholesalers, food producers, agronomics, agriculturists, farmers, manufacturers, food traders and exporters will have the opportunity to showcase and demonstrate their produce.

“In the pipeline of activities for 2018, Caraga is also set to host the Mindanao-wide Food Summit in partnership with the Mindanao Development Authority (MinDA). This will be in time with the Philippines’ hosting of the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) so as to make the Association of Southeast Asian Nations (ASEAN) Food Summit in scope.

With these projects of the Butuan City Chamber of Commerce, together with some government agencies, it helps boost the agricultural and aquamarine productivity in the region. “We enjoin you to be with us as we endeavor for increased productivity and sustained trade and industry development,” stressed Ramirez.

RIACAT-VAWC Caraga gears up preparation for 2017 WDAT celeb

BUTUAN CITY, July 21 (PIA)– In line with this year’s World Day Against Trafficking (WDAT) celebration, the Regional Inter-Agency Council Against Trafficking – Violence Against Women and their Children (RIACAT-VAWC) Caraga has geared up preparation with lined-up activities for the said event.

The WDAT celebration will kick-off on July 28, 2017 with the conduct of a short program, Dance Drama Competition and Logo Making Competition to be held at the Robinsons Place atrium here.

During the kick-off program, regional director Renell Martinez of the Department of Foreign Affairs (DFA) Caraga will deliver his welcome message. PCSupt Rolando Felix of the Philippine National Police (PNP) will also keynote the event.

Meanwhile, the School of Morning Star winner of Dance Drama Competition in 2016 will perform once again during the program. Other partners from government agencies will also give intermission numbers to entertain the guests and participants.

It was learned that the World Day against Trafficking in Human Persons serves to raise awareness of human trafficking and the protection of victims' rights.  Human trafficking exploits humans by forcing them into sexual and labor slave trades.

WDAT was proclaimed by the United Nations in 2013. Since then, every year on July 30th, the world unites to recognize human trafficking as a serious crime and complete violation of human rights.(JPG/PIA-Caraga)


Pilmico to highlight agri, livelihood expo in Surigao City

SURIGAO CITY, July 21 (PIA) - With a primary objective to create a venue that features local businesses and inspires the next generation of agri-entrepreneurs, Pilmico Foods Corporation (PFC) is set to hold a nationwide advocacy caravan dubbed "Mahalin Pagkaing Atin Food, Agri and Livelihood Expo" on July 25, 2017 at the city gymnasium, this city.

The whole day exposition will gather farmers, existing and aspiring agri-entrepreneurs and baking enthusiasts where they will be given access to free training essential to starting a business and a chance to interact, engage and form partnerships with exhibitors.

SSS ready to implement EC Funeral benefit hike in 1 month from effectivity date

BUTUAN CITY, July 21 - State-run Social Security System (SSS) on Thursday said it is ready to implement the recently issued Executive Order No. 33 by President Rodrigo Duterte ordering the increase of the Employees’ Compensation (EC) funeral benefits for government and private sector employees from P20,000 to P30,000 within 30 days from the publication date of the Implementing Rules and Regulations to be issued by the Employees’ Compensation Commission.

"We just need a month to make system adjustments to implement the P10,000 increase in EC funeral benefit. We are one with Pres. Duterte’s commitment to assist the families of our workers who died due to a work-related contingency,” SSS President and Chief Executive Officer Emmanuel F. Dooc said.

Dooc reiterated the EO provision that “the results of the actuarial studies of the SSS and the Government Service Insurance System (GSIS) show that the State Insurance Fund (SIF) can finance the increase in funeral benefits without affecting the stability of the SIF and without requiring additional contributions.”

SSS administers the Employees’ Compensation Program (ECP) for workers in the private sector. Under the ECP, workers will receive compensation benefits for illness, disability and death resulting from occupational diseases and work-related activities. EC benefits are granted only to members with employers. The employer shoulders the cost of the employee's EC contributions.

The EO was signed last July 17 citing “there is a need to continually improve benefits under the Employees’ Compensation Program (ECP) to make them more responsive to the welfare and development needs of occupationally disabled workers.” (SSS/PIA-Caraga)

Sinabi ni Sec. Andanar na mahalaga ang ginagampanang tungkulin ng mga Public Information Officers (PIO) sa mga lokal na pamahalaan ng rehiyon.

Ayon sa kanya, ang mga information officers ng ibat-ibang probinsya ay tumutulong sa pagpapalaganap ng mahahalagang impormasyon patungkol sa mga serbisyo at programa ng gobyerno na dapat malaman ng mamamayan lalung-lalo na doon sa liblib na lugar ng kani-kanilang nasasakopang bayan.

Ibinahagi rin ni Sec. Andanar na noon pang taong 2004 huling nagkatipon-tipon ang mga PIO sa panahon ng dating Presidente Gloria Macapagal-Arroyo. Kaya niya umano binuhay ulit ang provincial communication officers’ network sa Caraga region upang mapatatag muli ang relasyon ng bawat information officers at mas lalo pang maging epektibo sa kanilang tungkulin sa pagpapalaganap ng mensahe ng presidente sa mga probinsya at barangay.

Caraga nutrition advocates intensify campaign against malnutrition

BUTUAN CITY, July 24 (PIA) - The nutrition advocates from government agencies, media and private stakeholders in the region known as Caraga Movers convened on Thursday for its meeting held at Almont Hotel's Inland Resort, this city.

The National Nutrition Council (NNC) under the Department of Health (DOH) Caraga organized said activity. The group discussed nutrition updates and Philippine Plan of Action for Nutrition ‎2017-2022.

Leah Vina Vargas, nutrition officer III of NNC-DOH Caraga reiterated that the Caraga Movers is a multi-sectoral organization envisioning an empowered and resourceful society through nutrition.

In her discussion on the 2017 Nutrition Month celebration and its objectives, Vargas cited that one of the objectives of this year's campaign is to help the citizens identify the healthy foods that will give them good diet and nutrition and prevent unhealthy foods being sold in the market.

“The National Nutrition Council’s 2017 Nutrition Month theme: “Healthy Diet, Gawing Habit – For Life!” It is a call for all Filipinos to start the consumption of healthier foods and discourage them from eating unhealthy diets that has never been stronger and louder,” Vargas relayed.

Also, Aldrin Atienza, nutrition officer of NNC-DOH Caraga highlighted the importance of a healthier diet. He emphasized that "our body has specific needs, people should therefore eat with balance, variety and moderation."

“People should eat the right quantity of food, reducing food waste. We should be able to control ourselves from eating too much food,” reminded Atienza.

Meanwhile, Karlyn Rose Panes, nutrition officer of NNC-DOH Caraga also stressed that eating unhealthy foods easily leads people to have non-communicable diseases and may shorten life span. “We should observe right eating habits and choose to live longer,” she said.

This years’ Nutrition Month celebration is aimed to promote healthy diets to contribute to the reduction of overweight, obesity and non-communicable diseases. It also teaches the public on how to better discern between healthy and unhealthy foods for better food choices; and encourage food industry including farmers, producers and distributors and food establishments to produce and make available healthier food options to consumers. DOST Caraga announces scholarships for junior college students for SY 2017-2018

BUTUAN CITY, July 24 - The Department of Science and Technology (DOST-Caraga) is now accepting applicants for the 2017 Junior Level Science Scholarships (JLSS) for Third Year College Students.

This year’s JLSS Program has three (3) categories: Republic Act (RA) 10612, which aims to strengthen the country’s science and technology education by fast-tracking graduates in the sciences, mathematics and engineering who shall teach science and mathematics in secondary schools throughout the country; RA 7687 – awarded to poor, talented and deserving students who belong to families whose socioeconomic status do not exceed the set values of certain indicators; and Merit – awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology.

The implementation of RA 10612 supports the execution of Section 8 of the K to 12 law which urges the hiring of teachers from among the graduates of science, technology, engineering and mathematics courses.

The selection of DOST scholars is through a written examination which will be held on November 19, 2017 (Sunday) at identified testing centers all over the country.  To be eligible to take the scholarship examination, applicants must have the following qualifications: Natural-born Filipino citizen; Incoming regular 3rd year college student in an identified priority S&T course for SY 2017-2018; Have a general weighted average (GWA) of at least 83% or its equivalent in his/her first and second years in college; Qualifier of the 2017 JLSS Examination.

Qualifiers of this scholarship program will receive the privileges following the existing financial assistance of the RA 7687 and RA 10612 scholars.  They will be entitled to subsidy for tuition fee and other school fees, monthly living allowance for 10 to 11 months, book allowance, and more during the last 2 or 3 years of their undergraduate studies.

Application forms are available at the DOST Caraga Regional Office, CSU Compound, Ampayon, Butuan City and DOST Provincial Offices in Patin-ay, Agusan del Sur, Surigao City, Bislig City Tandag City, and San Jose, Province of Dinagat Islands  and can be downloaded at http//www.sei.dost.gov.ph.

DTI intensifies entrepreneurship, consumer advocacy for students in Surigao Norte

SURIGAO CITY, Surigao del Norte, July 24 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office has intensified its entrepreneurship and consumer advocacy through the conduct of two Entrepreneurship and Consumer Education Seminars (ECES) in the municipality of Bacuag and Surigao City.

The seminar was conducted under the Consumer Advocacy in Negosyo Center for Young Associates (ALCANCYA), a project aims to provide basic understanding on entrepreneurship, consumer rights and responsibilities to senior high school students.

The seminar in Bacuag was held recently in Bacuag National Agro-Industrial School with a total of 177 students attending while that in Surigao City it was held at Caraga Regional Science High School (CRHS) attended by students from CRHS and Surigao del Norte National High School (SNNHS) with 77 participants who are also joining the three-day event on ASEAN Youth Business Forum and Trade Expo.

Technical staff from Consumer Protection Unit (CPU) of DTI Surigao del Norte composed of Trade and Industry Development Specialists Josephine D. Gabutin, Lourdes A. Chua, and Supervising Trade and Industry Development Specialists Rodrigo R. Matabaran, conducted the said seminar and assisted by Sheila Pagapong and Joana Villamor both Negosyo Center Business Counsellors.

Schools administrators and teachers of said schools appreciated the efforts of DTI in conducting the seminar which they believe the students gained knowledge that can help them make a well informed decision in their day to day affairs especially when they buy products as well as on future plans to pursue possible entrepreneurial endeavors. SSS, NG release more than P4.6B for educ loan program

BUTUAN CITY, July 24 - State-run Social Security System (SSS), in partnership with the National Government (NG), has disbursed more than P4.61 billion for its education beneficiaries since it rolled out the Education Assistance Loan Program (EALP) in 2012.

SSS President and Chief Executive Officer Emmanuel F. Dooc said around 81,200 student-beneficiaries have benefited since the program began.

“The program only started five years ago and we have already served more than 73,000 members and their beneficiaries. This partnership with the national government is really meant to help our members finance the educational need of their immediate family members,” Dooc said.

“We wish that the program fund will continue to revolve among our member-borrowers and future beneficiaries. So we also ask our successful beneficiaries, those who have already completed either a college degree or vocational course, to pay their respective loan amounts. Loan payment is also easy with up to 18 months of grace period from the last release of loan proceeds,” he added.

From the 7, 542 beneficiaries in 2012, it increased nearly 11 times to reach the present number of beneficiaries.

For the said beneficiaries, total disbursement was recorded at P4.61 billion this year from the P900.55 million on the pilot year. SSS and NG shared equally the disbursed amount to members.

Dooc clarified that SSS does not receive any subsidy from NG, contrary to recent news reports.

“We wish to clarify that SSS does not receive any subsidy from the national government. EALP is the only SSS program that has a counterpart funding from the national government and this is a loan program for our members,” Dooc said.

“All expenses of SSS including benefit payments like pension and operating expenses are sourced from the collection and investment income,” he explained further.

Recent data from the Bureau of Treasury showed that in May, SSS received P73 million of assistance from the national government as part of its share to the Education Assistance Fund Program (EAFP).

The amount disbursed by the government was requested by SSS in advance in anticipation of the expected number of applications for the incoming semester, said Dooc.

Under the EAFP, SSS is allowed to provide educational loan assistance to its members with a total fund allocation of P7 billion; P3.5 billion of which will be financed by the national government as approved by then President Benigno Aquino III and the other half from SSS.

EAFP loan beneficiaries can be SSS members including their legal spouses or children. While unmarried members can have their siblings, including half-brothers or half-sisters as beneficiaries. To qualify for the loan, members must not earn more than P25,000 a month.

At present, the EALP fund has already been allocated to member-beneficiaries. However, SSS still receives applications to the loan program on a waitlist basis. Only when a member-beneficiary has dropped or graduated from school will there be an opening for a new loan applicant.

“As I have mentioned earlier, the fund of this program is a revolving fund. We have to wait for the repayments from our successful beneficiaries which will be used for future loan releases,” Dooc said. (SSS/PIA-Caraga)

The sub-project amounting to P933,760 was completed through the concerted efforts of the community and funded through the Department of Social Welfare and Development’s (DSWD’s) Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program.

For several years, residents of Barangay Antao relied on gas lamps and regular light bulbs not just to light up their homes but also their streets at night. Although they had existing street lights, these were only installed in Purok 5 which is one of the most interior parts of the barangay.

Since the barangay had a limited budget or Internal Revenue Allotment (IRA) share, there would not be enough resources to fund the installation of street lights to all 6 Puroks. As night falls, roads and other pathways in the barangay become less visible and accessible thereby increasing the risk of accidents and crimes.

In fact, robbery after dark was not uncommon in the village as offenders take the opportunity of the lightless streets, thus, their barangay officials decided to enforce a curfew. However, this was not still enough to ensure the safety of the residents. They thought improving their street lighting would help them address this. When the Kalahi-CIDSS program came into their municipality, the community lobbied the street lights project as the program uses the Community Driven Development (CDD) approach.

Kalahi-CIDSS’ CDD approach helps strengthen community participation by providing opportunities for communities to partake in community development activities. With this approach, communities are made to determine their needs, recommend a solution to answer these and implement the sub-projects themselves. Barangay Antao was one of the barangays chosen for prioritization with their proposed sub-project. Now, with their improved street lighting, about 236 households in barangay are expected to benefit from safer streets and prevent accidents during the night. Former Cong. Aquino named father of Agusan del Norte

BUTUAN CITY, July 24 - The provincial government of Agusan del Norte named the former Congressman Jose C. Aquino as the Father of Agusan del Norte when it celebrated its 50 year founding anniversary last June 12-17, 2017.

Through Provincial Resolution No. 174-2017, provincial officials recognized the efforts of the late Congressman Aquino of the Congressional District of the then province of Agusan del Norte when he authored Republic Act 4979 - the law that divided the lone province into two provinces, namely: Agusan del Norte and Agusan del Sur that Congress enacted on June 12, 1967.

Provincial Board Member Elizabeth Marie R. Calo, author of said resolution, said that it is but fitting to honor the initiative of the former congressman that made history in the creation of the province of Agusan del Norte.

Honorable Aquino, before he was elected as Congressman in the 6th Congress from 1965-1969, also served as the Governor of the province of Agusan from 1964-1965 and the last Governor before the province was divided.

With its 50 years of existence from its creation up to this moment, the province of Agusan del Norte has grown into a progressive province and still continues to envolve and achieve significant milestone as a leading agri-forest and and service provider in Caraga.

Agusan del Norte entrepreneurs: There is more to techno upgrading in DOST

“SETUP is bringing technology and innovation closer to us, the local entrepreneurs” – Lourdes Manulat of ILM Trading, entrepreneur and SETUP client.

The Training on Innovation and Product Development for micro, small, and medium enterprises (MSME) in Agusan del Norte organized by the Provincial Science and Technology Center-SETUP recently kicked off at Almont City Hotel, Butuan City.

The Small Enterprise Technology Upgrading Program (SETUP) is a nationwide strategy of the Department of Science and Technology (DOST) to assist and encourage S&T innovations among qualified MSMEs. Eighteen SETUP clients in Agusan del Norte attended the said training as part of SETUP activities to equip them with needed skills for productivity and competitiveness.

According to Ricardo N. Varela, Assistant Regional Director of DOST-Caraga, it is part of DOST’s mandate to assist in the socio-economic growth of Filipinos. Providing technology upgrading opportunities to MSMEs means more jobs and income for the locals. Aside from acquiring new equipment, SETUP clients also receive free trainings, technical assistance and others. The participants applauded the efforts of the Provincial Science and Technology-ADN for making the assistance fast and hassle-free in their part.

The two-day training facilitated by Prof. Richard S. Celeste, a business management expert and entrepreneur from Mindanao State University-Iligan Institute of Technology, focuses on three aspects: developing the skills of the participants in identifying new and creative products; developing a more customer-centered approach in business,and; encouraging innovation and collaboration in their respective companies. Earlier in the training, the participants made their own innovative products out of plastic straws, bottles and papers and prepared their own product presentation.

“Most of our local entrepreneurs give less prioritization on the importance of innovation and product development. To be competitive and more profitable, they needed these two,” said Ednon John Aparicio, Project Assistant for PSTC-ADN SETUP Program.

Tagalog News: Budayaw Festival gaganapin sa Mindanao

LUNGSOD NG BUTUAN, Hulyo 24 (PIA) - Sa pagtataguyod na mapanatili at mapaunlad ang sining at kultura sa ating bansa, gaganapin ang kauna-unahang Budayaw Festival sa Mindanao na may temang “taking pride in the creative diversity of the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) region.”

Ang nasabing aktibidad ay gaganapin ng limang araw sa General Santos city at Saranggani province ngayong darating na September 20 hanggang 24.

Ayon kay National Commission for Culture and the Arts (NCCA) chief Adelina Suemith na ang salitang budayaw ay mula sa pinagsamang mga salita mula sa lengguwaheng bahasa “Budaya” na ang ibig sabihin ay pamana at kultura, at salitang Filipino na “dayaw” na ang ibig sabihin naman ay maganda at mabuti.

Sinabi rin niya na nasa 50 communities sa buong bansa ang inaasahang dadalo sa nasabing festival at isa sa mga gaganapin ay ang mga traditioanal games ng bawat bansa na gagawin ng isang araw. Bukod pa rito, nagpa-abot din siya ng mensahe sa department of education na sana ay mapasama na ang mga tradisyonal na larong pinoy sa asignatura ng Physical Education.

Dagdag pa niya, mahigit kumulang 75 na partisipante ang dadalo mula bansang Malaysia, 150 naman sa bansang Indonesia at 40 sa bansang Brunei Darussalam at nilinaw din nito na ang nasabing festival ay hindi isang kompetisyon kundi ito ay isang paraan sa pagbahagi ng kaalaman, sining, kultura ng bawat miyembro at pagtaguyod ng kapayapaan lalong lalo na sa lugar ng Mindanao.

Tagalog News: NEDA Caraga nanguna sa paglunsad ng regional development plan sa isla ng Dinagat

LUNGSOD NG SURIGAO, Hulyo 24 (PIA) - Inilunsad kamakailan ng National Economic Development Authority (NEDA) Caraga kasama ang mga miyembro ng Caraga Regional Development Council (RDC) ang Regional Development Plan (RDP) 2017-2022 na ginanap sa Ecleo-Macapagal gymnasium, bayan ng Dinagat, sa Dinagat Islands.

Ang matagumpay na paglunsad ay pinangunahan ni NEDA caraga regional director Mylah Faye Aurora Cariño, Dinagat Islands provincial administrator Gwendolyn Ecleo-Pols, congresswoman Arlen “Kaka” Bag-ao, at mga opisyales ng nasabing bayan.

Sa kanyang mensahe, ipinaliwanag ni NEDA Caraga director Cariño na ang RDP 2017-2022 ay inaprubahan noong Marso a-dose nitong taon at pinagtibay sa pamamagitan ng Regional Development Council Resolution no. 8, series of 2017.

Ayon pa kay Carino, ang RDP ay nakasentro sa 0-10 point Socioeconomic Agenda ng Duterte administration tungo sa tagumpay ng Ambisyon Natin 2040 na “Matatag, Maginhawa, at Panatag na Buhay.”

Binigyan diin ni director Cariño na sa taong 2022, nilalayon ng RDP na ang buong rehiyon ng Caraga ay magiging fishery, agro-forestry, mining, at eco-tourism o FAME center ng bansa.

Samantala, inihayag naman ni provincial administrator Ecleo-Pols ang kanilang malaking pasasalamat sa NEDA Caraga at sa lahat ng government line agencies sa suportang ibinigay sa local government unit (LGU) ng Dinagat Islands.

DOLE-NRCO, DepEd, other partners to conduct ‘Salindunong 2017’

BUTUAN CITY, July 25 (PIA) – The National Reintegration Center for OFWs (NRCO) under the Department of Labor and Employment (DOLE) is spearheading the conduct of the ‘Salindunong 2017’ for Overseas Filipino Workers (OFWs) K-12 teachers of the entire Caraga region on July 29-30, 2017.

According to DOLE Caraga regional director Chona Mantilla, said activity is in partnership with the Unified Filipino-American Educators, Inc. (UNIFIED) – Maryland Chapter, Washington, D.C, who will visit the region on the aforementioned dates.

“The activity aims to provide skills training and capacity building for our OFW teachers who are employed by the Department of Education (DepEd) through our ‘Sa Pinas, Ikaw and Ma’am/Sir’ project and those who are pre-screened/pre-quaified to be employed by DepEd through the k-12 program as allocated by the department for OFWs’ employment,” highlighted Mantilla.

Mantilla further encouraged other OFWs to learn to know more about the other opportunities that they could venture and excel in their field of interest.

DSWD-13 to recognize 4P’s scholarship grant graduates

BUTUAN CITY, July 25 (PIA) – In recognizing the exemplary performance of the scholar-graduates who benefitted from the 4P’s scholarship grant under the Expanded Students’ Grants-in-Aid Program for Poverty Alleviation (ESGP-PA), the Department of Social Welfare and Development (DSWD) Caraga through the Social Marketing Unit (SMU) will conduct an advocacy activity dubbed “Padayag” on August 11, 2017 in this city.

Along with the celebration is the awarding of the regional winners for the Search for Exemplary Child, Huwarang Pamilya and Modelong Parent Leader.

According to DSWD Caraga OIC regional director, a press conference will be conducted right after the activity to provide updates on the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), its milestones for the first semester of 2017.

This year’s activity bears the theme, “Hamon sa Bagong Henerasyon: Serbisyong May Malasakit Para sa Maunlad na Bukas ng Bawat Pilipino”.

The ESGP-PA is an educational grant which gives priority to the beneficiaries of 4Ps by providing them opportunity to get college education, increase their chance to get better employment in the future and ultimately uplift the lives of their family so that they become contributors to national development.

The 4Ps student grantee is entitled to a maximum of P60,000 as grant per year or P30, 000 per semester. The grant covers the costs for tuition fees and other school fees; academic and other extracurricular expenses; purchase of textbooks; board and lodging; transportation; clothing; admission and entrance fees; health and other valid related education expenses and support services.(VLG/PIA-Caraga)


Butuan soldiers undergo photoshop, mobile photography training

BUTUAN CITY, July 25 (PIA) - The 4th Civil Military Operations “Kasaligan” (CMO) Battalion, 4th Infantry Division, Philippine Army based here underwent a mobile photography and photoshop training aimed to enhance the personnel’s knowledge and skills on photography and prepare them to perform their task as civil military operators.

Lt. Col. Rico A. Amaro, 4CMO commanding officer, said that it is important for every CMO soldier to learn and develop the skills in photography and photoshop as these can be used in their community activities.

PRRD's SONA gains positive feedback in SurSur

TANDAG CITY, Surigao del Sur, July 25 (PIA) – The State of the Nation Address (SONA) delivered by President Rodrigo Roa Duterte Monday afternoon gained positive responses from different sectors (security, business, government) in the province.

In an interview with Radyo Pilipinas Tandag, 402nd brigade commander Col. Franco Nemesio Gacal said that he was overwhelmed when President Duterte promised of the “swift acquisition of medical equipment and medical centers” for the Armed Forces of the Philippines (AFP).

"It is a great help for the AFP and for the welfare of our soldiers who put their lives in danger while performing their duties and responsibilities," said Col. Gacal. While former councilor and Tandag administrator Gigi Irong rated President Duterte’s SONA with the score of 9. The rating is based on a scale of 1 to 10.

“'(My) administration will remain focus on the war against illegal drugs' marked on my mind,” said Boboy Peteros, a government employee. According to Peteros, illegal drugs are the main cause of most evildoers and crimes.

Meanwhile, the implementation of Martial Law in Mindanao has also gained positive feedbacks in Surigao del Sur as 1st District Sangguniang Panlalawigan Member Henrich Pimentel, Provincial Administrator Efren Rivas, and Tandag City Police chief of police Rey Sorreda earlier expressed their support for its extension before it was approved recently by the legislators. NEDA-13 set to conduct RDP regional launch in Butuan City

BUTUAN CITY, July 25 (PIA) – To further promote ownership, entitlement and participation among Caraganons of the Caraga Regional Development Plan (RDP) 2017-2022, the National Economic and Development Authority (NEDA) Caraga prepares for the RDP Regional Launch on Tuesday, August 1 to be held at the LMX Convention Center in this city.

“Of equal importance to the crafting and then approval of the plan is encouraging Caraganons to own the plan and contribute towards the achievement of its goals and objectives. Hence there is a need to seek popular support by conducting various activities,” said NEDA Caraga regional director Mylah Faye Aurora Cariño.

Anchored on the theme, “Ikaw, Ako, Kitang Tanan: Kalamboan, Atong Paningkamutan,” the launch will be a symbolic gathering of people across all sectors that will be involved in the plan implementation process.

The event will be graced by NEDA Secretary Ernesto Pernia as the keynote speaker. The activity will also showcase several artistic cultural presentations by various local artists featuring the Caraga region and the Caraga RDP.

The RDP 2017-2022 was approved by the Regional Development Council through RDC Resolution Number 8, Series of 2017 during the 1st Quarter Meeting last March 2, 2017. “The plan was crafted after a series of multi-stakeholder consultations both at the regional and local levels,” added Cariño.

Asia-Pacific union leaders join hands to end workplace violence

BUTUAN CITY, Jul. 25 (PIA) - A total of 40 participants from 26 affiliates, including global union federations, partners, and allies in 23 countries in the Asia-Pacific converged in Manila recently as they ramped up plans for the biggest campaign against Gender-Based Violence (GBV) within the workplace.

Said event was organized by the International Trade Union Confederation – Asia Pacific (ITUC-AP) in collaboration with the Trade Union Congress of the Philippines (TUCP) and ILO's Bureau for Workers' Activities (ILO-ACTRAV).

The growing interest against ‘GBV@Work’ comes as the International Labour Organization (ILO) Governing Body finally decided to place a standard setting item (double discussion) on violence and harassment against women and men in the world of work starting at the 107th Session of the ILO in June 2018.

“We have been preparing for this well in advance,” said ITUC-AP General Secretary Shoya Yoshida.

 “We gather evidence to support the trade union advocacy and campaign for a comprehensive ILO convention and recommendation on ‘Violence and Harassment against Women and Men in the World of Work’ - with a strong focus on gender-based violence (including domestic violence),” Yoshida added.

The said meeting took the next step with building and preparing the Asia Pacific national focal points for campaigning around GBV@Work.

Several sessions reviewed the discussions and decisions of the ILO governing body and the meeting of experts, the ILO law and practice report, walked the participants through the international labor standards and standard setting procedures and other preparatory work.

Participants from Taiwan and Mongolia shared the importance of strengthening the evidence based on domestic violence and its impact at work and using the national survey findings to improve protection of women.

The meeting also showcased participants’ experiences and suggestions in increasing women’s representation in the ILC. Participants gained insights from the sharing of the Philippine tripartite partners on building a unified position on the adoption and ratification of Convention 189 and labor law reforms and implementation.

Sec. Pernia to unveil PRDP in Caraga

BUTUAN CITY, July 25 - Sec. Ernesto M. Pernia of the National Economic and Development Authority will unveil the Philippine and Regional Development Plans (PDP/RDP) 2017-2022, Tuesday, August 1, 2017 at the LMX Convention Center here.

The PDP and RDP are anchored on the 0-10 point Socioeconomic Agenda of the Duterte administration, which is geared towards realizing AmBisyon Natin 2040 of a “Matatag, Maginhawa, at Panatag na Buhay.”

At the short-term, the RDP will lay down the foundation for inclusive growth, a high trust society and a globally competitive knowledge economy at the regional level by 2022. By 2022, Caraga aims to become the “Fishery, Agro-Forestry, Mineral, and Eco-tourism Center of the Country” by developing the region’s abundant resources in fishery, agriculture, forestry, mining, and eco-tourism.

These sectors have been observed as the growth drivers of the region’s economy, generating employment for the region. The improvement of the productivity of the said sectors will result in generation of employment opportunities and reduction in poverty.

The Caraga Regional Development Council (RDC) approved and adopted the RDP through RDC Resolution No. 8, series of 2017 during the RDC Full Council Meeting on March 2, 2017.

DOST S&T undergrad scholarships for 2018 now open

BUTUAN CITY, July 25 - The Department of Science and Technology Caraga Region (DOST Caraga) is now accepting applicants for the 2018 S&T Undergraduate Scholarships for Republic Act 7687 and Merit Programs.

The selection of scholars is through a written examination which will be held on October 15, 2017 in eight test centers in the region.

To be eligible to take the scholarship examination, an applicant must possess the following qualifications: Member of the STEM strand senior high school graduating class; or member of the top five percent (5%) of the Non-STEM strand senior high school graduating class; Natural-born Filipino citizen and resident of the municipality for the last 4 years as attested by the barangay chairman; With good moral character and in good health; and Qualifier of the 2018 S&T Scholarship Examination.

Application forms are available at the DOST Caraga Regional Office, CSU Campus, Ampayon, Butuan City and DOST Provincial Offices in Patin-ay, Prosperidad, Agusan del Sur, Bislig and Tandag City, Surigao City and San Jose, Dinagat Islands.  It can also be downloaded at www.sei.dost.gov.ph.

Dinagat Islands LGU joins NDPR week celeb

SAN JOSE, Dinagat Islands, July 25 - The Provincial Social Welfare and Development Office (PSWDO) in Dinagat Islands joined the 39th National Disability Prevention and Rehabilitation Week Celebration through the conduct of 2nd PWD Convention on July 20, 2017 held at the Provincial Guest Center, this province.

Anchored on the theme, "Karapatan at Pribilehiyo ng May Kapansanan: Isakatuparan at Ipaglaba," the activity aims to fully recognize the rights of PWDs (Persons with Disability) and their reintegration to the society.

During the said activity, the Provincial Health Office (PHO) provided vitamins such as ascorbic acid, vitamin B complex, and vitamins with iron.

Caraga region records decrease in human trafficking victims

BUTUAN CITY, July 26 (PIA)– The intensified advocacy campaign on anti-trafficking in persons (TIP) in Caraga region has resulted a significant decrease in the number of rescued victims of trafficking from 36 individuals in 2016 to 10 individuals only in 2017, both during the 1st semester of the year.

“The decrease of the rescued victims signifies the awareness and rise in consciousness of people as a result of the massive information campaign conducted by the police force, partners line agencies, members of the Regional Inter-agency Committee against TIP and Violence against Women and Children (RIACAT-VAWC), and other advocates in our locality,” underscored PSupt Martin Gamba, chief public information officer of Philippine National Police-13 during a press conference on World Day against Trafficking in Persons held Tuesday in the city.

He also revealed that related to TIP incidents, the number of suspects apprehended has increased from 35 suspects in the 1st semester of 2016 to 52 suspects in same semester of 2017.

“The increase in apprehensions is a clear manifestation of the community’s active cooperation and contribution in achieving our efficiency in conducting operations against TIP,” said Gamba.

According to Atty. Clementino Rabor of Department of Justice Caraga, this is also indicative to the awareness of the local government units on the occurrence of TIP in their community.

Rabor, further said that through community involvement and collaborative efforts of partner stakeholders, detection of possible trafficking incidents will be easier. He added that a holistic approach is undertaken in addressing the TIP in the region.

Human trafficking is one of the most pervasive human rights violations which continue to soar as to its data and effects. Although accordingly, everyone could be possibly victimized by this massive global phenomenon, it still targets mostly the vulnerable sectors like women and children. (VLG/PIA-Caraga)


Valorian troopers to celebrate 43rd founding anniv on August 1

TANDAG CITY, Surigao del Sur, July 26 (PIA) – The 36 Infantry (Valor) Battalion, 4th Infantry Division, Philippine Army is set to celebrate its 43rd founding anniversary on August 1, 2017, to be held at the battalion headquarters in Barangay Dayo-an, Tago, Surigao del Sur.

This year's theme is “36IB: Strengthening Our Commitments to Serve and Securing the Filipino People, Intensifying Partnerships, Changes Lives.”

According to 36IB spokesperson Captain Al Anthony Pueblas, several activities have already been conducted earlier this month, which included: opening of the sports fest last July 10; mangrove planting in Tago town last July 14 with partner stakeholders; 2-day mass feeding and the “Libreng Serbisyo with TESDA” held at Cayale Elementary School in Tago town and Mabuhay Elementary School in Tandag City on July 20-21, respectively.

On July 22, a coastal cleanup activity was conducted along the coast of Mabua Beach in the city and Tago Bridge in Tago town, Pueblas added.

Butuan Christian group to spearhead ecumenical prayer for peace in Mindanao

BUTUAN CITY, July 26 (PIA) - The Ophir Care Missions Philippines Inc., a non-government organization, in partnership with the Diocese of Butuan and local evangelical churches will be spearheading an ecumenical prayer for peace in Mindanao on Monday, July 31, 2017, at the Carmen Hall, Almont Inland Resort, this city.

The activity is a sequel to the prayer gathering done in Cagayan de Oro City recently to answer the need for prayers for the Marawi City crisis.

According to Ophir Care Missions Philippines Inc. president Pastor Nolan O. Lloren, the objective of this event is to show their heartfelt concern over the crisis of the nation and to express the passionate contribution to the rehabilitation and development of the entire Mindanao islands.

The event is anchored on the theme, “Prayer for peace, reconciliation, healing, solidarity and unity.”

Said activity will be highlighted with a pledge of commitment and a covenant signing of the following: support the troops; participate in the rehabilitation of Marawi City in any means; promote love, peace, security and unity in Mindanao starting in Caraga region; resist all forms of crime against humanity; and help build and develop MIndanao starting in every community in the region. Agusan Norte ready for breeder stocks from DA

BUTUAN CITY, July 26 - The Department of Agriculture (DA) Caraga Region is set to give breeder stocks intended for the province of Agusan del Norte.

.Just recently, the Sangguniang Panlalawigan authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign a memorandum of agreement (MOA) with the DA through Sanggunian Resolution No. 159-2017, authored by Provincial Board Member Virgilio R. Escasiñas, Jr., chairman of the Committee on Cooperative, Community Organizations, Agrarian Reform, Agriculture and Indigenous People’s Concern.

According to Board Member Escasiñas, which studied the merits of the breeder stocks program, the provincial government of Agusan del Norte through the Provincial Veterinary Office shall receive as breeders stocks for the province the following: two beehive colony; 10 heads swine (one head boar and nine heads gilt); five heads heifer; and five heads caraheifer.

Escasiñas added that the DA will also give 33 heads cattle (three heads bull and 30 heads heifer) and 33 heads carabaos (three heads carabull and 30 heads caraheifer) as breeding stocks for the indigenous peoples in the province.

The provincial government and the DA-Caraga Regional Office recognized the importance of the participation of the private and government breeding farms in the production of livestocks forecasted as sources of stocks for backyard farming and the need for a comprehensive small ruminant genetic improvement program to improve and develop productivity and efficiency of the local stocks in the province as well as in the Caraga Region.

The DA-Caraga is currently implementing the Genetic Improvement Program (GIP) that supports the National Genetic Resource Improvement Program for the establishment of a sustainable Livestock and Poultry Multiplier Farm Projects (MFP) that aims to establish strategic areas in the country for multiflier farms for deserving recipients. News Feature: 650 OFWs, families, partners join 22nd Migrant Workers Day in Caraga

BUTUAN CITY, July 26 - Around 652 participants composed of the migrant workers or OFWs, their families and relatives, government and social partners, service providers, recruitment agencies, and as well as the working force celebrated the 22nd Migrant Workers Day for Caraga Region at the Claver Municipal Multi-purpose Convention Hall in Claver, Surigao del Norte recently.

Overseas Workers Welfare Administration (OWWA) administrator Hans Leo Cacdac, in his message, emphasized how the agency continually develops and enhances its programs and services to meet the needs of its member OFWs, both active and inactive. “Dito po sa OWWA, layunin naming lalo pa kaming mapalapit sa inyo at lalo pang maging relevant, accessible ang mga programa namin para po sa inyo,” said Cacdac.

Moreover, Claver Municipal Mayor Eddie P. Gokiangkee took time to extend his gratitude to the Migrant Workers for the great positive impact that they contribute to the economy. “I am thankful to our OFWs who have kept our economy vibrant. It is beyond fitting to earmark a day to express our appreciation to them," Mayor Gokiangkee said.

Among the desires of the activity is to bring the services of both public and private sector closer and easily accessible to the participants. OWWA Caraga Regional Director Samuel S. Madrid acknowledged the support of the network of government agencies who work hand-in-hand in the promotion of the welfare of OFWs. PhilHealth, Social Security System, Home Development Mutual Fund (Pag-IBIG), Philippine Overseas Employment Administration (POEA) and the Development Bank of the Philippines- Claver Branch were given booths and a slot during the program to advocate their programs and services.

Other social partners who have contributed to the success of the celebration were the members of the Caraga Association of Recruitment Agencies (CARA), Pru Life UK, Camella Homes, Philippine Group Metals Corporation (PGMC), Hyundai Motors, Nature’s Spring, Pepsi Cola Corporation and Paymaya.

Meanwhile, PhilHealth, a constant partner of the agency in all its institutionalized events initiated a trivia of their programs and services with giveaways at stake. Ruelan Enterprises, B-MEG, and San Miguel spearheaded the parlor games which tested out the competitiveness and energy of the participants. Surely, it pays to participate in the games because a number of cash prizes were given to the energetic winners. The activity brought much laughter and fun to the OFWs and even the sponsors altogether.

A dance competition was originally organized for the activity, but the OFW Family Circles were not able to send their entries since most of them are working. It did not, however, hamper the chance of the only group who prepared enough to showcase their talents. The OFC of Tagana-an, with their Muslim inspired outfits complete with beautifully designed props, danced the Pinoy Ako, Pinoy Tayo, a household song for all of us Pinoys. They automatically got the first prize and was hailed the 22nd Migrant Workers Day dance contest winner.

All of the participants were delightful as they took home their prizes prompted by the outpouring support of both the government and social partners who added up to the already exciting prizes prepared by OWWA. The numerous giveaways including loads of household goods, home appliances and two bicycles that were given away left the crowd ecstatic during the conduct of the activity

Still true to the wholistic goal of the celebration, a community dance was led by the OWWA staff in the newly-hyped tune of Despacito. All the participants from the youngsters to the elderly swayed their hips like they have never before. Even the social partners and government agencies shared the same excitement and participated in the exercise that kept them lively especially during noon time.

While enjoying the many activities being done, a simultaneous Pampering Booth: foot massage, manicure, and pedicure was also provided to the participants who wanted to relax and have a me-time for free. Freebies were also given by the social partners to those who shopped in the booths.

In the end, no participant went home empty handed. Although not all of them brought home prizes, all of them enjoyed and took home with them giveaways, the fun-filled memory of camaraderie, the joy of importance and a cheerful heart ever so excited for the OFW Family Day in December and have another chance of winning more gifts. PNP Caraga to hold 'ImbestigaTour 2017'

BUTUAN CITY, July 26 - As part of the simultaneous cascading of Directorate for Investigation and Detective Management (DIDM) priorities, the Caraga Police Regional Investigation and Detective Management will conduct a three-day seminar dubbed as “ImbestigaTour 2017”  towards a better investigative service on July 26-28, 2017.

Police Regional Office (PRO) Caraga regional director PCSupt. Rolando Felix said the seminar is aimed at enhancing the skills of police officers in the field of investigation, follow-up, tracking of cases, and the use of technology.

“On our efforts to improve the competency of Caraga Police force, specifically in the field of investigation, this activity will hasten our pursuit of a more peaceful and a safer Caraga,” Felix added.

A total of 140 participants from different Caraga police offices, regional crime laboratory, and Criminal Investigation and Detection Group will attend this 3-day activity which will highlight refresher workshops on Report Encoding, Event Reporting commonly known as E-Blotter, Crime Information Reporting and Analysis System (CIRAS) and tutorial on Quantum Geographic Information System, E-Rouge and Overview on E-Subpoena.

Caraga RIACAT-VAWC intensifies campaign vs trafficking in persons

BUTUAN CITY, July 27 (PIA) – The value and respect for life, dignity, and human rights hold ground for efforts of the Caraga Regional Inter-agency Committee against Trafficking in Persons and Violence against Women and Children (RIACAT-VAWC) to pursue strong commitment and amplified advocacy campaign against trafficking in persons (TIP) in the region.

“Every country in the world is affected by human trafficking, whether as a country of origin, transit, or destination for victims including the Philippines. That’s why we plotted activities every year in observance of the World Day against Trafficking in Persons in order to raise awareness of the situation of victims of human trafficking and for the promotion and protection of their human rights,” said Department of Social Welfare and Development (DSWD) Caraga social worker officer and focal person of RIACAT-VAWC Jesse Catherine Aranas in a press conference.

She cited that the province of Agusan del Sur bared the highest case of human trafficking due to its remote and rural geographical location wherein many are prone to becoming potential victims of illegal recruitment or sexual exploitation. Aranas added that poverty is also a contributing factor that makes the victims feel their sense of responsibility in the family and think that it's the only way to help uplift their situation.

According to Atty. Clementino Rabor, assistant regional prosecutor of Department of Justice Caraga and chairperson of the Regional Anti-Trafficking Task Force (RATTF), “there are already six convictions for the offense on human trafficking in Caraga region. Three for sexual exploitation (prostitution and cyber pornography) and three for labour exploitation (illegal recruitment) in particular.”

Rabor further revealed that 89 cases are already pending in court. Also, per DSWD Caraga data, Caraga has been beset by a total of 381 trafficking in persons cases from 2011-2017 (1st semester). These are just cases which are officially reported and may or may not be reflecting the entire cases of human trafficking reported by the Inter-Agency Council Against Trafficking (IACAT).

RIACAT-VAWC interventions

“Of the 381 cases reported to the DSWD, the exploitative purposes revealed the following: forced labor, debt bondage, prostitution, pornography, and slavery,” said Aranas.

Based on data, the typical profile of the victim-survivors of human trafficking in the region usually includes women, between 18-30 years old, has reached the elementary level, coming from marginalized families with labor works, fishing or errand occupations and are recruited into labour trafficking.

“Aside from reason of poverty, the common factors why these victim-survivors are scourged into this kind of situations revealed but not limited to lack of employment opportunities due to low educational attainment, influence of technology, peer influence and lack of awareness of protection laws,” said Aranas.

With this, the RIACAT-VAWC inter-agency members provide different interventions and services to the survivors of trafficking and communities which include legal services/prosecution/law enforcement; health, social, educational, referral services; prevention and advocacy activities.

“Specifically, through the Reintegration Program for Trafficked Persons (RRPTP) of the DSWD which is a comprehensive program that ensures adequate recovery and reintegration services provided to trafficked persons, the TIP survivors are served through utilizing a multi-sectoral approach which delivers a complete package of services that will enhance the psychosocial, social and economic needs of the clients. It also enhances awareness, skills, and capabilities of the clients, the families and the communities where the trafficked persons will be eventually reintegrated,” said Aranas.

The RRPTP services include logistical support during pre and post rescue of TIP survivors; temporary shelter; support services (transportation assistance/auxiliary services, medical assistance, educational assistance); economic reintegration services (skills training, financial assistance for employment and livelihood).

“We have a strong and very functional RIACAT-VAWC but we need the constant help of the community to expose such criminality. Our heart is for genuine service to the community and grassroots,” remarked Andrie Calaque, advocacy officer of Justice, Peace and Integrity of Creation – Integrated Development Center, Incorporated.

The blue heart campaign

As part of the advocacy campaign that allows people to show solidarity with the victims of human trafficking, people are encouraged to wear the ‘blue heart’.

The blue heart represents the sadness of those who are trafficked while reminding every one of the cold-heartedness of those who buy and sell fellow human beings. The use of the blue United Nations (UN) color also demonstrates the commitment of the UN to combat the crime against human dignity.

“We encourage the involvement of the people and inspire action to help stop the crime through the blue heart campaign. It is adopted by several countries all over the world and seeks to raise awareness of the plight of victims. The DSWD will cater related concerns round the clock. VAWC desk is also established in every barangay,” said Tita Ebcas of Butuan CSWD.

Human trafficking is a crime that exploits women, children, and men for numerous purposes including forced labour and sex. The International Labour Organization estimates that 21 million people are victims of forced labour globally. This estimate also includes victims of human trafficking for labour and sexual exploitation. While it is known how many of these victims were trafficked, the estimate implies that currently, there are millions of trafficking in persons victims in the world.

2017 World Day against TIP

In 2013, the United Nations General Assembly designated July 30 of every year as the World Day against Trafficking in Persons (WDTP).

As the Caraga RIACAT-VAWC celebrates its second year, series of activities have already been laid down to be participated by respective stakeholders and the Caraganons.

Video advocacy campaign, radio guesting and press conference on the WDTP were conducted locally. A thanksgiving mass and motorcade will also take place on the 28th of July.

There will also be a logo-making contest with participants coming from member-agencies of RIACAT-VAWC and a dance drama contest for high school students coming from the province of Agusan del Norte and Butuan City. The public can also view the photo gallery and participate in a photo booth activity at the Robinsons Butuan.

DILG Caraga legal officer Atty. Allen Gasulas emphasized the role of the media and community in employing 4Ps (Prevention, Protection, Prosecution, Partnerships) in combating trafficking in persons (TIP) in the region. Asia-Pacific union leaders join hands to end workplace violence

BUTUAN CITY, Jul. 27 (PIA) - A total of 40 participants from 26 affiliates, including global union federations, partners, and allies in 23 countries in the Asia-Pacific converged in Manila recently as they ramped up plans for the biggest campaign against Gender-Based Violence (GBV) within the workplace.

Said event was organized by the International Trade Union Confederation – Asia Pacific (ITUC-AP) in collaboration with the Philippine affiliates and International Labour Organization's - Bureau for Workers' Activities (ILO-ACTRAV).

The growing interest against ‘GBV@Work’ comes as the ILO Governing Body finally decided to place a standard setting item (double discussion) on violence and harassment against women and men in the world of work starting at the 107th Session of the ILO in June 2018.

“We have been preparing for this well in advance,” said ITUC-AP General Secretary Shoya Yoshida.

 “We gather evidence to support the trade union advocacy and campaign for a comprehensive ILO convention and recommendation on ‘Violence and Harassment against Women and Men in the World of Work’ - with a strong focus on gender-based violence (including domestic violence),” Yoshida added.

The said meeting took the next step with building and preparing the Asia Pacific national focal points for campaigning around GBV@Work.

Several sessions reviewed the discussions and decisions of the ILO governing body and the meeting of experts, the ILO law and practice report, walked the participants through the international labor standards and standard setting procedures and other preparatory work.

Participants from Taiwan and Mongolia shared the importance of strengthening the evidence based on domestic violence and its impact at work and using the national survey findings to improve protection of women.

The meeting also showcased participants’ experiences and suggestions in increasing women’s representation in the ILC. Participants gained insights from the sharing of the Philippine tripartite partners on building a unified position on the adoption and ratification of Convention 189 and labor law reforms and implementation.

The meeting concluded with identifying immediate and priority advocacy campaign plans and strategies for the ILC discussions and generated strong commitment from affiliates on actions to address GBV@Work. (FEA/ITUC-AP/PIA-Caraga)


POPCOM launches short films on youth

BUTUAN CITY, July 27 - As getting young people on-board on its continuing campaign against teenage pregnancy and other related concerns, the Commission on Population (POPCOM) launches its Adolescent Health and Development Film Festival for three straight years.

For this year, the film production is anchored on the regional paper of Young Adult Fertility and Sexuality Further Study conducted by the University of the Philippines Population Institute entitled “Maternal Health-Seeking Behaviors of Teen and Young Adults Mother in Caraga Region.”

The project is also closely coordinated with the Department of Education in promoting and creating awareness on various adolescent and youth issues and concerns, particularly in the prevention of unintended pregnancy, STI, and HIV/AIDS infections.

As aimed by POPCOM, the films which shall be developed by junior high school students will provide the young people with appropriate information and life skills to enable them to cope with problems related to the attainment of their full development into adulthood.

The two short films which were produced by Caraga Region for the national competition are now used in various advocacy activities of POPCOM, Local Government Units and other stakeholders, Desisyon (2015) and Dibuho (2016).

POPCOM disclosed that the participating teams who represent their respective city and province are expected to develop and produce and audio-visual material, a short film with a maximum running time of 15 minutes including credits and disclaimer, and also a two-minute film version and a 1-minute trailer.

Regional winners will receive a cash prize, trophy and medal and a chance to compete at the national film festival, and international as well.

Prior to the film production, the participating teams participated to the basic film making workshop, as a prerequisite to join the Regional Adolescent Health and Development Film Festival. (POPCOM-Caraga/PIA-Caraga)

KBP AgNor-Butuan City partners with PIA Caraga in 2017 exam

BUTUAN CITY, July 28 (PIA) – Having trust and confidence to the Philippine Information Agency (PIA) as the communication arm of the government, the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Agusan del Norte-Butuan City chapter has recently partnered with the agency as the group aims to get higher number of examinees for the upcoming KBP exam here on August 26, 2017.

Engr. Romeo Zerrudo, KBP Agusan del Norte-Butuan City chapter president bared that the exam will be held at the Philippine Electronics Communications Institute of Technology (PECIT).

“The event will have two parts. The orientation and overview of the exam by the KBP chapter officers will be held in the morning, while the accreditation exam will be in the afternoon,” said Zerrudo.

Zerrudo added that examiners are to be enlisted in advance on August 11, 2017, as the chapter has to determine ahead as to how many will be participating on the 26th. The cost of the accreditation is P1,000.00 per person.

“Upon passing the examination, station managers must also submit an Accomplished Performance Management Evaluation for their examinees which need to be accredited by a station manager of a KBP member station. The validity of the said KBP accreditation is two years upon issuance,” Zerrudo reminded.

Weeklong activities set for 2017 ‘Adlaw Hong Butuan’

BUTUAN CITY, July 28 (PIA) – In celebration of this year’s 67th ‘Adlaw Hong Butuan’ (charter day) celebration, the city government here has lined-up several activities for the weeklong event from July 29 to August 2, 2017.

City mayor Ronnie Vicente Lagnada said the 2017 ‘Adlaw Hong Butuan’ dubbed “Switching ButuanON”, will highlight different activities which Butuanons could participate with all the government workers.

“The 67th Adlaw Hong Butuan is on August 2, but we prepared various activities for all Butuanons to enjoy. On July 29, there will be a Run-for-A-Cause at the Libertad Sports Complex, while on Sunday, July 30, a thanksgiving mass will be celebrated at the Philippine Ports Authority (PPA) grounds at 6:00 a.m., followed by the Abayan Festival," underscored Lagnada.

"Mega Jobs Fair will also be held at the Robinsons Place atrium on the same day,” added Lagnada.

He also said that on July 31 (Monday), Butuanons are invited to witness the ‘Art in the Hall’ activity at the city hall lobby and Employees’ Night at the Father Saturnino Urios University (FSUU) Morelos Campus.

Also, on August 1, Mayor Lagnada will officiate a mass wedding to be held at Almont Hotel’s Inland Resort, Butuan City. The Agri-Lympics activity will also be held at the city hall grounds on the same day, wherein Indigenous Peoples’ organizations will perform their rituals as they grace the activity.

Meanwhile, on August 2, Butuanons will convene at the Zamora Cemetery for the wreath-laying activity at 7:00 a.m.

The following pocket events will also be conducted at different venues: Basuralympics at the 43 service barangays; Senior Citizens Zumba, Agri-lympics and street kids feeding at the city hall grounds; bloodletting and free health check-up at Butuan Medical Center.

“The Cultural Night will be held at the FSUU gymnasium. The city government will be imparting to the people the city’s transformational roadmap, milestones, and accomplishments of my administration for the past year. I enjoin the people to contribute in switching Butuan ON as we collectively strive to transform the city into a livable, competitive, sustainable and smart-eco city – a Lagsik Na Dakbayan,” Lagnada highlighted.

DOST Caraga gears up to stage S&T innovations

BUTUAN CITY, July 28 (PIA) – Get the latest of the amazingly interesting science and technology (S&T) innovations that emerge this year as the Department of Science and Technology (DOST) Caraga holds the 2017 Regional Science and Technology Week (RSTW) on August 8-13, 2017 at the Robinsons Place Butuan.

The 2017 RSTW will be highlighted with the activities that include: Launching of the Caraga Food Innovation Center; Conduct of the 2017 Regional Invention Contest and Exhibit (RICE); and Launching of the Geo-SAFER Mindanao, a project on Geo-informatics for the Systematic Assessment of Flood Effects and Risk for a Resilient Mindanao.

Part also of the activities are the week-long exhibit and sale of products from the MSMEs which are beneficiaries of technical support and assistance from DOST, Department of Agriculture (DA), Department of Trade and Industry (DTI), Butuan Chamber of Commerce and Industry, and other project partners.

 “This six-day activity aims to become an avenue for the micro, small and medium enterprises (MSMEs), government agencies, regional development council (RDC), academe, local government units (LGUs), chamber of commerce and industry, civil society organizations and other stakeholders to converge for a better appreciation of science and technology and the innovations in the region,” said DOST Caraga regional director Dominga Mallonga.

 Mallonga further said that there will be a turnover of computers and information, education and campaign (IEC) materials to municipalities for the project Enhancing Community Resilience thru S&T Intervention and Documenting Behaviour Change (Project STORRM), and conduct of technology for a and S&T contests.

This year’s theme is ‘Science for the People.’ A motorcade along the city thoroughfares will signal the kick-off activity on August 8 at 9:30 a.m.

Army to public: cooperate with security forces

TANDAG CITY, Surigao del Sur, July 28 (PIA) – The army official in Surigao del Sur urged the people of Surigao del Sur to cooperate with the security forces by providing timely and accurate information about the presence of the New People’s Army (NPA) in their area to prevent any terroristic activities.

"The timely information about the presence of the NPA can prevent terroristic activities against business establishments and communities.  We cannot let the NPA terrorists roam around and continue to sow fear and conduct economic sabotage in the province," said 402nd Brigade Commander Col. Franco Nemesio Gacal, in a press statement.

It can be recalled that on July 18, 2017, the NPA chopped down the ready to harvest banana plants owned by DOLE Stanfilco and burned six contract vehicles (five Isuzu Elf and one Bonggo truck) in Barangay Anahao Daan, Tago town.

After a week, two separate harassment incidents happen, the CAA Patrol Base in Matho, Cortes town and Pandanon Patrol Base in Barangay Pandanon this city were fired by the NPA.

Based on the report received from the 36 Infantry Battalion, one unarmed in a civilian attire trooper was killed in action after the NPA harassed the Pandanon Patrol Base. Accordingly, the trooper was there to conduct community support activities as part of the national government’s development effort.

NEDA 13 launches RDP 2017-2022 in Dinagat

SAN JOSE, Dinagat Islands, July 31 (PIA) – The National Economic Development Authority (NEDA) Caraga recently unveiled the Regional Development Plan (RDP) 2017-2022  through its provincial launching held in the municipality of Dinagat, this province.

The RDP is anchored on the 10-point Socioeconomic Agenda of the Duterte administration, which is geared towards realizing AmBisyon Natin 2040 of a “Matatag, Maginhawa, at Panatag na Buhay," that at the short-term, the RDP will lay down the foundation for inclusive growth, a high trust society, and a globally competitive knowledge economy at the regional level by 2022.

During the launching, NEDA Caraga regional director Mylah Faye Aurora Cariño stressed that by 2022, Caraga aims to become the “Fishery, Agro-Forestry, Mineral, and Eco-tourism Center of the Country” by developing the region’s abundant resources in fishery, agriculture, forestry, mining, and eco-tourism.

She said that NEDA chose Dinagat Islands as its first venue for the RDP 2017-2022 provincial launching since it is the newly-created province among the five provinces in Caraga.

"We want to send a message that the whole Caraga will not succeed if there is one province left behind. We encourage Dinagatnons to support your local government units and work together to achieve the mission and vision of the province," said Cariño.

On behalf of the provincial government of Dinagat Islands, provincial administrator Gwendolyn Ecleo-Pols expressed her heartfelt thanks to NEDA for its successful launching. She also vowed to support all the undertakings of the national government

SURIGAO CITY, Surigao del Norte, July 28 (PIA) – The Abante Surigao Development Organization (ASDOI) with the support of 2nd district representative Robert Ace S. Barbers and former Governor Lyndon S. Barbers will conduct an amateur boxing clinic dubbed "Sontok Kontra Droga" on August 4-6, 2017 to be held at the Robert Lance Hall, Villa Virginia Resthouse, Sitio Kinabutan, Barangay Rizal, this city.

The conduct of the said activity primarily aims to provide the venue for the youth to enhance their skills in boxing and provide boxing enthusiasts in the province a chance to be trained as potential boxers that can soon compete to boxing tournament.

The registration of the three-day boxing clinic is free and is open to all boxers and coaches of the different associations in the province.

The said activity is part of the series of activities for the youth and anti-illegal drugs campaign of Congressman Robert Ace S. Barbers and facilitated by ASDOI.

Surigao Norte mentees undergo module 7, HR management seminar

SURIGAO CITY, Surigao del Norte, July 28 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office in partnership with Go Negosyo and Philippine Center for Entrepreneurship (PCE) conducted the Human Management Seminar held recently at Hotel Tavern, this city.

The activity is the 7th of the 10th modules dubbed as Managing and Leading Employees of MSMEs as Valuable Human Capital under the Kapatid Mentor ME (KMME) Program of DTI, it was learned.

The said activity was participated by 20 micro-entrepreneurs enrolled as mentees on KMME program in the province, business counselors of different Negosyo Centers in the province and DTI personnel.

Learning coach and local mentor Dr. Dennis Prince Y. Germano said that human resource management is the system of attracting, training, developing, compensating and inspiring employees as valuable assets of MSMEs.

Dr. Germano added that compensation is not always the amount, but including other benefits that will make their employees feel appreciated, valued and motivated. He reminded the micro-entrepreneurs to treat their employees well, if not, others will.

Butuan cops ready for Adlaw Hong Butuan 2017

BUTUAN CITY, July 31 - Security measures are in place to ensure peaceful and secured Adlaw Hong Butuan 2017 July 29 to August 2, 2017, Caraga Police director Chief Supt Rolando Felix said.

A total of 90 cops will be deployed to the Adlaw Hong Butuan celebration aside from the troops from the Armed Forces of the Philippines (AFP) and force multipliers to support the security operations.

The Philippine National Police, AFP, Local Government Units, other government agencies, and private sectors will collaborate to make this event successful.

“Making this Adlaw Hong Butuan celebration peaceful and orderly is our contribution to boost the tourism in Butuan City and attract more investors from different parts of the country and the world,” Felix affirmed.

NPA member surrenders in Agusan Sur; yields 4 firearms

PROSPERIDAD, Agusan del Sur, July 31 – A member of the New People’s Army (NPA) voluntarily surrendered to the Army’s 401st Brigade in Barangay Awa, Prosperidad, this province at 10:00 a.m. on Friday, July 28, 2017, bringing with him four high-powered firearms.

Rey Betos Valiente aka Carding, 39 years old, a member of Squad 1, Pulang Bagani Command (PBC) - 4, Southern Mindanao Regional Committee of the NPA, turned himself in after sending surrender feelers through a relative. He turned-over an AR18, an M1 Carbine, and two US M1 Garand rifles to the 401st Brigade.

The negotiation of his surrender was made successful through the joint efforts of 23rd Infantry Battalion, Agusan del Norte Police Provincial Office and 401st Brigade.

Valiente’s decision to abandon the armed struggle was due to the hardship he experienced. “Dili na nako makaya ang kalisod sa bukid, nagsige lang mi dagan ug walay pagkaon aron makalikay sa walay undang nga operasyon sa kasundalohan (I can no longer withstand the hardship in the mountains. We are always kept on the run, out of food evading the relentless operations of the military),” he said.

“Dako akong pasalamat sa higayon nga gihatag sa kasundalohan aron makauban nako ang akong pamilya sa hapsay nga pamuyo ug malipayon ko nga gitrato ko nila isip usa ka igsuon (I am very thankful to the Army for giving me a chance to live with my family peacefully, and I’m happy they treated me as a brother),” added Valiente.

Col. Andres Centino, 401st Brigade Commander, has directed the facilitation of the release of benefits due to Valiente.


“We are now facilitating the immediate release of his benefits under the Comprehensive Local Integration Program (CLIP). It is best for him to live in peace with his family and be counted as a productive citizen so that he can also inspire remaining NPA members to abandon the revolutionary movement and avail of the integration program,” he underscored. NEDA 13 launches RDP 2017-2022 in Dinagat

SAN JOSE, Dinagat Islands, July 31 (PIA) – The National Economic Development Authority (NEDA) Caraga recently unveiled the Regional Development Plan (RDP) 2017-2022  through its provincial launching held in the municipality of Dinagat, this province.

The RDP is anchored on the 10-point Socioeconomic Agenda of the Duterte administration, which is geared towards realizing AmBisyon Natin 2040 of a “Matatag, Maginhawa, at Panatag na Buhay," that at the short-term, the RDP will lay down the foundation for inclusive growth, a high trust society, and a globally competitive knowledge economy at the regional level by 2022.

During the launching, NEDA Caraga regional director Mylah Faye Aurora Cariño stressed that by 2022, Caraga aims to become the “Fishery, Agro-Forestry, Mineral, and Eco-tourism Center of the Country” by developing the region’s abundant resources in fishery, agriculture, forestry, mining, and eco-tourism.

She said that NEDA chose Dinagat Islands as its first venue for the RDP 2017-2022 provincial launching since it is the newly-created province among the five provinces in Caraga.

"We want to send a message that the whole Caraga will not succeed if there is one province left behind. We encourage Dinagatnons to support your local government units and work together to achieve the mission and vision of the province," said Cariño.

On behalf of the provincial government of Dinagat Islands, provincial administrator Gwendolyn Ecleo-Pols expressed her heartfelt thanks to NEDA for its successful launching. She also vowed to support all the undertakings of the national government

SP supports declaration of AgNor tourism sites

BUTUAN CITY, Aug. 1 - The provincial legislators strongly supported the move of Agusan del Norte Cong. Erlpe John M. Amante in Congress for the passage of house bills seeking the declaration of tourism sites in the province of Agusan del Norte.

This was manifested through Sanggunian Resolution No. 200-2017, authored by Provincial Board Member Salutario B. Cuasito, which was recently approved by the Sangguniang Panlalawigan during its 49th Regular Session, declaring four tourism sites in the province, namely: Lantawan Ecopark in the municipality of Kitcharao, Mapaso Hot and Cold Springs in the municipality of Santiago, Punta Diwata in the municipality of Carmen, and Tagnote Falls - Mt. Hilong-Hilong Park in the municipality of Remedios T. Romualdez, all of Agusan del Norte under House Bill Nos. 1406, 1407, 1408 and 1409, respectively.

It was known that the province has no enough funds for the full development of the tourism sites. “Due to the limited budget at the municipal and provincial levels, these identified potential tourism sites of the province lack necessary infrastructure support facilities to fully develop the area into a full blown tourism destinations in the country," said Cuasito.

The provincial officials believed that through these bills, the national government through the Department of Tourism and the Tourism Infrastructure and Enterprise Zone Authority, will be able to provide supplementary technical and funding assistance for the full development and maximization of the potentials of these tourism sites and attractions in the province that will promote the local and country’s tourism industry.

2 Caraga cops cited for good community relations

BUTUAN CITY, Aug. 1 - The month-long 22nd Police Community Relations Month culminated on Monday as nine PNP members including two Caraga cops were awarded in recognition of their individual achievements that promoted and strengthened police-community partnership.

During the Monday Flag Raising ceremony at the Philippine National Police, National Headquarters, Camp Crame, Quezon City, nine cops from different regions across the country received their respective awards after being selected outstanding performers at the national level for the 22nd PCR Month.

Chief PNP Rolando Dela Rosa and PCSupt. Noel Constantino, Directorate of PCR presented awards and recognition to the deserving PNP offices, units, personnel and private individuals who have initiated “Best Practices” that promoted and strengthened police-community partnership and greatly contributed to the overall peace and development initiatives in their respective areas of responsibility.

Police Senior Inspector Tessiel Moleta, assigned to Surigao City Police Station, was given the Outstanding Junior Police Commissioned Officer award while PO2 Christine Taub of Agusan del Norte Police Provincial Office was adjudged as the Outstanding Junior Police Non-Commissioned Officer.

AFP chief graces 36IB's founding anniv in SurSur

TANDAG CITY, Surigao del Sur, Aug. 3 (PIA) – Armed Forces of the Philippines (AFP) Chief of Staff General Eduardo Año graced the celebration of the 43rd Founding Anniversary of the 36 Infantry “Valor” Battalion in Surigao del Sur on Tuesday, August 1, 2017 held at the battalion headquarters, Brgy. Dayoan, Tago, Surigao del Sur.

“I am very proud to be a member of the Valor Battalion," General Año said in his keynote message. General Año was formerly assigned as intelligence officer of 36IB on 1985 and January of 1988.

During his career as a combat officer, he served as platoon leader and later as Bravo Company commander of the 36IB.

“No other battalion can surpass the record of 36IB with so many members who became chief of staff of the AFP," said National Security Adviser Hermogenes Esperon Jr.

General Efren Abu, General Esperon, General Ricardo David, and General Año were once assigned in 36IB before.

Meanwhile, General Año thanked the local government of Surigao del Sur for donating four-hectare of land as the permanent camp of the 402nd Brigade, and the municipal level officials for extending their support to the Philippine Army during the 36IB anniversary celebration. (PIA-Surigao del Sur)


AgNor to sign financial contract agreement with GIZ

BUTUAN CITY, Aug. 3 - A new development in the province of Agusan del Norte is on its way upon implementation of the program called “Support to Capacity Development Measures on Conflict Sensitive Local Development Planning Processes in Agusan del Norte.”

This stemmed from the authority given by the Sangguniang Panlalawigan to Provincial Governor Ma. Angelica Rosedell M. Amante-Matba through Sanggunian Resolution No. 187-2017, authored by Vice Governor Ramon AG. Bungabong, to sign the Financial Agreement Contract with Deutsche Gesellschaft Fur Internationale Zusammenarbeit (GIZ) for the said program.

The “Support to Capacity Development Measures on Conflict Sensitive Local Development Planning Processes in Agusan del Norte” was funded by the GIZ under the Conflict Resource and Asset Management (COSERAM) Program of the Philippine-German Development Cooperation.

The project aims to determine the appropriate programs in the respective local government units’ (LGUs) development plans like the Barangay Development Plan (BDP), City Development Plan (CDP), Comprehensive Land Use Plan and Project (CLUPP), Forest Land Use Plan (FLUP) and the Provincial Development and Physical Framework Plan (PDPFP) that will respond to the needs of the constituents and address various development challenges and conflicts affecting the local governments.

It also aims to enhance the competency of the local planning teams and improve the capacities of the planning offices toward participatory, inclusive and bottom-up planning that is integrative, comprehensive and sensitive to conflict, gender, Indigenous Peoples culture and rights and disaster risk reduction-climate change issues. Siargao hosts first-ever international marathon 2017

SURIGAO CITY, Surigao del Norte, Aug. 3 - As a fundraising campaign organized by the provincial government of Surigao del Norte for the benefit of mangrove rehabilitation in Del Carmen, the historic Siargao International Marathon took place in Siargao Island on July 23, this year.

Del Carmen Mayor Alfredo “JR” Coro conceptualized the universally-acclaimed Marathon 2017 in collaboration with Runrio Events, Inc. and Open Space Media Inc. in the wake of the giant success of the “Shore It Up” program.

Heading the 21 km (female) category were top finishers Michelle Aclo (1st), followed by Madelyn Carter (2nd) and Andrea Calleja (3rd).

For the male category, Elmer Bartolo placed first. Johnrey Tumanda got the second spot while Aldrin Batac ranked third. They were all Filipinos.

For the 42 km female category, Ryzan Lacson won the first place, seconded by Pamela Apuhin and followed by Shiela Mae Montero for the third spot. They were all Filipinos.

Topping the male category was Joseph Mururi from Kenya, followed by Cris Aclo and July Bandojo (both Filipinos).

Racers hailed from different countries congregated at the Numancia Elementary School grounds for the out and back cover traversing a good section of the Siargao Circumferential Road.

The 5:00 a.m. gun start countenanced all to face the island’s spectacular panorama that consisted of the exceptional coastline that has given Siargao prominence as a sanctuary for water sports and game fishing.

Del Carmen took center-stage having a coastal mangrove forest which is the second largest in the Philippines and home to 27 diverse mangrove species all over the planet.

Siargao, the majestic island paradise of the Philippines, became a perfect venue for the foot races this season.

Registration was valued at P1,400 for the 21K and P1,800 for the 42K; race kit comprised of bib, official race singlet, and D-tag with shirts and medals laced to those who triumphed.

DTI reorients LPCC-Prosperidad on consumer-related laws

PROSPERIDAD, Agusan del Sur, Aug. 3 - In order to ensure that members will be able to discharge their functions effectively, the Local Price Coordinating Council (LPCC) here has recently conducted a follow-up meeting to reorient the members on pertinent laws as well as discuss further the requirements under the current Mindanao-wide price freeze.

Prosperidad Mayor Albin Magdamit presided the meeting and facilitated the discussion with 100 percent attendance of the council members.

Department of Trade and Industry (DTI) Caraga Regional Head of the Consumer Protection Division Lorijane Sacote, presented a summary of the pertinent consumer protection –related laws and discussed in detail the provisions of Republic Act 7581 (Price Act) including the functions of the LPCC member agencies.

It was then followed by the presentation of each member agency on the actions that they have taken with the price freeze order (as a result of the declaration of martial law) and the status of the products that they are mandated to monitor.

The other agencies that also reported include the National Food Authority (NFA), Philippine Statistics Authority (PSA), Department of Environment and Natural Resources (DENR), Department of Health, the Municipal Economic Enterprise & Development Office and the Municipal Agriculture Office. The presenters were Cerila P. Inson (DTI), Hugo M. Sarigumba (NFA), Brigidito R. Acuso (PSA), Ike L. Igpalina (DENR), Evelyn T. Monato (MEEDO) and Marlita P. Cortez (MAO).

The council also moved to organize a Price Action Team (PAT) composed of technical staff from each member agency. The PAT is tasked to do initial studies on the state of prices of basic necessities monitored in the market, make some analysis and submit their outputs to the council for further assessment. BISLIG CITY, Surigao del Sur, Aug. 3 (PIA) - Duck, Cover, and Hold – the employees calmly ran and covered their heads as National Disaster Risk Reduction Management Council (NDRRMC) held an earthquake drill recently at Bislig City Hall in consonance with the National Disasters Month last July with the theme “ 4Ks Kamalayan Sa Kahandaan Katumbas Ay Kaligtasan."

The National, Regional, Provincial, and City Risk Reduction Management Councils, accordingly, jointly coordinated the activity in collaboration with various local and national government agencies.

The “Payanig sa Bislig Drill” seeks to intensify the local government unit’s earthquake preparedness and strengthen the commitment of the local government in building safe communities.

The evaluators headed by Engr. Evelyn B. Sererado from the Philippine Volcanology and Seismology (PHIVOLCS) observed the entire exercise and conducted their assessment with regard to the conducted earthquake drill.

As mentioned, LGU-Bislig was able to perfectly execute the six phases of the actual conduct of the drill – Alarm Phase, Response Phase, Evacuation Phase, Assembly Phase, Head Count Phase, and Evaluation or Termination of the Drill which in turn leads to a very satisfactory rating. “Higher than the previous earthquake drill I have observed," Engr. Sererado said.

Participating drills, exercises, and advocacies as part of the continuing effort of the government are definitely of great help in enhancing preparedness and raising awareness among employees thereby making them tough and ready enough to face any man made or natural disasters. DAR launches farm business school in Surigao City

SURIGAO CITY, Surigao del Norte, Aug. 3 (PIA) - The provincial office of the Department of Agrarian Reform (DAR) in Surigao del Norte launched on July 27, 2017, the farm business school (FBS) project in Brgy. Mabini, this city.

A total of 35 farmer-enrollees will endure the weekly sessions for four months of over 25 modules.

Provincial Agrarian Reform Program Officer (PARPO) I Ma. Elizabeth L. De Guzman during the launching stressed that the farm business school will teach the farmers the entrepreneurial and marketing skills.

Meanwhile, PARPO II Jose T. Sebucao challenged the farmer-enrollees to apply the knowledge and skills that they will learn from the class.

“These skills will eventually help you find and forge profitable agri-business linkages,” Sebucao said while addressing the farmer-enrollees.

On his part, Provincial Director Celestino L. Negapatan of the Department of Trade and Industry (DTI) in Surigao del Norte, said that the farmers should be the one to create their business decisions, and the government agencies will be there to assist them.

SAN FRANCISCO, Agusan del Sur, Aug. 3 – “Human resource is the heart of the organization,” Philippine Center for Entrepreneurship (PCE) mentor Maylene Navalta shared during the Kapatid Mentor Me Program (KMME) Module 7: Human Resource and Organization Management held recently at the Mabe’s Savory Place, this municipality.

Navalta also emphasized that leadership is the foundation of human resource.

Agusan del Sur’s 1st batch of 25 mentees were taught how to become leaders in their respective organizations. They were asked to assess individually what type of leaders they are after pointing out that leadership is not about personality, but rather about behavior. Navalta also encouraged them to value their people to help them achieve their goals and succeed in their businesses.

“The basics of Human Resource Management—HR planning, acquiring, developing, motivating and separation—will help in managing my people for the future expansion of my business. Meantime, I will apply the lessons I learned in developing and motivating my subordinates,” said Flora Sayson, one of the mentees.

Sayson is owner of Flor’s Meat Processing and president of DelCaZiLab Women’s Association—a BuB 2014 beneficiary on Meat & Chicken Processing project of the local government unit of Talacogon.

Agusan del Sur Chamber of Commerce, Trade and Industry President and local mentor Freddie Mero also expressed his gratitude to the PCE Mentor Navalta for making the module and the terms and processes in human resource management easy to understand for the mentees. He was joined by seven local mentors.

SurSur guv extends support to Army

TAGO, Surigao del Sur, Aug. 4 (PIA) – The provincial government of Surigao del Sur has donated four hectares of land in Dayoan, Tago, Surigao del Sur to house the permanent camp of the 402nd Infantry Brigade of the Philippine Army.

This was revealed by Surigao del Sur Gov. Vicente Pimentel, Jr. recently here. “This is my way of expressing my gratitude to the Philippine Army, for the sacrifices they have given in protecting the Filipino people in general, and for securing the province of Surigao del Sur from lawless elements in particular," said Gov. Pimentel.

The official recalled that when he first won as governor in 2001, the peace and order situation was shaky and the province became the hotbed of communist insurgency.

“Aside from extorting 'revolutionary taxes' which is nothing but a euphemism, for protection money, from private corporations and contractors, incidents of burning of hauling trucks and other construction equipment and cutting or uprooting of plated banana trees were being perpetrated by the communist groups,” the governor said.

In partnership with the military and police, the people of this province gradually gave their support to the government initiatives, and several programs and projects have already reached even in far-flung areas, the governor said. "Slowly, public and private investments started to come in," Pimentel noted.

BUTUAN CITY, Aug. 4 - The Baleguian Organic Farmers Irrigators Association (BOFIA) in Jabonga town has expressed gratitude to the Department of Agrarian Reform (DAR) in Agusan del Norte for this year’s approved credit line increased under the credit program called APCP (Agrarian Production Credit Program).

In the first semester, its credit line approved reaches to P5 million up about 250 percent from the P2 million granted in 2016.

Recognized as the outstanding organization in 2016 benchmark for its excellent performance and impressive growth, BOFIA represents the fastest growing agrarian-organization in Agusan del Norte for its micro-lending under APCP.

Provincial Agrarian Reform Program Officer II Andre B. Atega, CESO V, said that BOFIA’s economic success is made possible through financial discipline system implemented which resulted to a 100 percent repayment of loans to its members.

According to APCP Point Person Luningning B. Ycoy, the loan assistance for BOFIA’s Integrated Rice Production benefits 63 members who are also covered by crop insurance package in partnership with the Philippine Crop Insurance Corporation (PCIC).

Ycoy said that BOFIA was granted an initial release of P900,000 last March 2017, benefitting 24 Agrarian Reform Beneficiaries (ARBs) covering an area of 36 hectares and the second released amounting to P1,452,500 last April with 27 ARBs benefitted, covering an area of 51 hectares.

Winefredo Maldo, an agrarian reform beneficiary and the Chairperson of BOFIA, said that its member’s income now increased because of low-interest rate compared from informal moneylenders such as traders and input suppliers.

According to Maldo, his fellow farmer-beneficiaries are now able to support their children to school. Some said that they can now buy their household needs, and able to purchase agricultural inputs.

“Nagpasalamat kami ni President Duterte ug sa iyang tinugyanan sa ahensya nga si DAR Secretary Rafael 'Ka Paeng' Mariano, na usa usab ka mag-uuma, usa ka tawo nga maantigo nga mosabot sa panginahanglanon sa mga mag-uuma (we are just thankful to the President Duterte for appointing DAR Secretary Rafael 'Ka Paeng' Mariano, who is also known for being a farmer, for his initiative to meet the needs of the farmers,” Maldo said in a vernacular.

The program is a joint credit and capacity development initiative among the DAR, Department of Agriculture and Landbank. It is designed to respond to the credit needs of agrarian reform beneficiaries (ARBs) for various economic projects such as agricultural crop production, agri-enterprise, and livelihood projects. Bislig joins ASEAN landmark lighting

BISLIG CITY, Surigao del Sur, Aug. 4 (PIA) - Mark your calendars and catch another history as the city of Bislig, the only city to represent the entire Caraga Region, underpins its name to be part of this year’s ASEAN’s landmark lighting on Wednesday, Aug. 8, 2017 at the Herculano Basañez Boulevard (Baywalk) bearing the theme, “Under one light we are one ASEAN."

Commemorating the ASEAN’s 50th founding anniversary, the activity aims to raise the level of public awareness on the importance and benefits of the ASEAN community. This celebration will be held simultaneously in the capitals of the ASEAN member states namely: Philippines, Indonesia, Thailand, Singapore, Vietnam, Cambodia, Myanmar, Laos, Malaysia, and Brunei, which will be participated by the 50 key cities of the Philippines with their historical landmarks chosen by the Department of Interior and Local Government (DILG).

The program will commence with a loud siren of “Pamukaw” at 5:00 a.m. at Barangay Mangagoy and Poblacion. “Kanami Hinang Art Exhibits” will follow at 1:00 p.m. presenting different interesting arts of the city. Immediately, at 3:00 p.m. “Pakuga sa Dakbayan” motorcade will tour around Poblacion, Mangagoy, and Tabon with BCNHS DBLC. Then, “Pabibo Lyre Band Exhibition” at 4:30 p.m. will be done showcasing the enthusiastic lyre bands.

Additionally, the “Pasundayag” and “Kawadang sa Karsada” will take place at exactly 5:00 p.m. The event continues, as 50 chosen landmarks of the Philippines, in which Bislig City is one, will execute the most awaited lighting of ASEAN lantern simultaneously.

The lighting ceremony will start at exactly 7:00 p.m. to be led by Cong. Johnny T. Pimentel, Gov. Vicente T. Pimentel, Jr., City Mayor Librado C. Soldier wounded while securing tourist destination in Agusan del Sur

PROSPERIDAD, Agusan del Sur, Aug. 4 – A soldier of the 3rd Special Forces Battalion was hurt during an encounter with the New People’s Army (NPA) rebels in Brgy. San Lorenzo of this town at 4:00 p.m. on August 2, 2017.

The troops were on patrol near Bega Falls, a popular tourist spot in Brgy. Mabuhay, Prosperidad when they chanced upon the NPAs after responding to reports from residents that the rebels were extorting from them.

Private First Class Jordan Padua was wounded during a 10-minute running gun battle while pursuing the escaping NPAs who managed to occupy a vantage position to cover the withdrawal of their wounded comrades.  PFC Padua was immediately extricated from the area and was brought to D.O. Plaza Memorial Hospital, Patin-ay, this province, for medical treatment.

Bega Falls, a popular tourist destination in the province is frequented by both local and foreign vacationers.  The NPA’s extortion activities in the area has threatened the security of both the tourists and residents making gainful living; thus, prompted the soldiers to conduct constant patrols to ensure its viability as a tourist attraction.

Col. Andres Centino, 401st Brigade commander, recognized the importance of Bega Falls to the Province of Agusan del Sur as a tourist destination and a source of livelihood to the residents of this town. He pledged the continuing support of the Brigade in making the area safe. “We will continue to support the Government Projects and Programs in securing communities particularly tourist destination areas as these will help uplift the economic conditions of the populace once developed,” he underlined. SAN FRANCISCO, Agusan del Sur, Aug. 4 - When and how many to produce? What is the best mode in delivering products? What will you do when suppliers cannot provide the raw materials needed for your business?

These and more accordingly are the possible problems mentees will encounter in operating their businesses.

The solutions to the same were discussed with the mentees by Pierre Carlo Curay, mentor for the Kapatid Mentor Me (KMME) Module 6 on Supply and Value Chain Seminar held recently here.

“BUSINESS is a SUPPLY CHAIN itself. The supply chain is the whole business operation process. Knowing your supply chain is knowing your business. Entrepreneurs should optimize the management of supply chain in delivering what the customers want, when they want it, with lesser expense,” said Curay, the module mentor.

Madelyn Alvizo, one of the mentees, expressed her gratitude because, after the module inputs and several workshops, she now understands and knows how to cope with problems like ensuring availability of raw materials, the volume she has to produce and how to determine the re-order point level of her production supplies.“

AgSur Negosyo Center hosts DTI briefing for business operators on trade, industry laws

TALACOGON, Agusan del Sur, Aug. 4 - “Daghan ko ug nahibaloan mahitungod sa pagbutang ug mga presyo sa produkto nga among gibaligya ug hilabina gayud sa paghatag ug ensaktong sukli sa customers (I’ve learned a lot on how to put the right pricing of the sellable products, and especially the giving of exact change to customers).”

This was the impression of Evelyn Durango of Durango Store in San Nicolas, Talacogon, Agusan del Sur during the Business Education Seminar (BES) recently conducted at the Negosyo Center in San Agustin, Talacogon, this province.

The BES was conducted to brief the business owners on business-related laws for compliance as well as to raise their awareness on consumerism.

Provisions of the Price Tag Law (R.A. 71) and the No Shortchanging Act of 2016 (R.A 10909) were discussed in detail to ensure that the participants will be well-informed on their responsibilities and obligations.

The Price Tag Law requires that all consumer products sold in retail shall bear an appropriate price tag, label or marking indicating the price of the item except for minute or tiny articles which only requires price list or poster.

While the No Shortchanging Act of 2016 prohibits the business establishments from giving insufficient or no change to consumers. Penalties on violations were also discussed.

SSS to cover movie and television workers

BUTUAN CITY, Aug. 4 - The Social Security System (SSS) will soon cover 1,600 movie and television industry workers after signing a Memorandum of Agreement (MOA) with the Katipunan ng mga Artistang Pilipino sa Pelikula at Telebisyon (KAPPT) or the Actors Guild of the Philippines last Friday.

The existing partnership dubbed as “ArtistaSSSya” will work on the compulsory coverage and remittance of SSS contributions of self-employed KAPPT members composed of actors, actresses, singers, producers, stage personalities, commercial artists, and stunt men.

“Art is the highest form of expression so we should take care of our people in the movie industry. We must ensure that they will have a secure future especially when they retire,” said Social Security Commission Chairman Amado Valdez who initiated the coverage of self-employed KAPPT members.

Under the agreement, SSS will designate an Account Officer (AO) who will conduct on-site registration of all qualified KAPPT members. The AO will also facilitate all SSS transactions, such as processing of registration forms; receipt of reports, application forms and other SSS documents; and enrollment to the Unified Multi-purpose Identification (UMID) Card.

KAPPT President Imelda A. Papin said that to encourage SSS membership, the association will pay for the initial contributions of its members.

“The board decided to pay the initial SSS contributions of the first 250 active members to encourage others to join so that each one of us can say na nakasandal na kami sa pader. It is a blessing that SSS provided us an office which will be home of Filipino artists,” Papin said.

SSS President and Chief Executive Officer Emmanuel F. Dooc called the MOA signing a celebration.

“Truth is, many of us Filipinos rely on our own families for social security. It is high time that we change this mindset because our family’s financials may be limited or have already dried up. But with SSS, you are assured of assistance in times of contingencies. So today is a celebration because we have come to realize the importance of SSS for social security,” said Dooc.

The pension fund will conduct information seminars and provide SSS reference materials to KAPPT to educate its members. Orientations will be held to teach KAPPT members how to use the SSS online facility to check their personal records as well as payment options.


Given their wide degree of influence, KAPPT will act as advocate of social security protection by educating its members with SSS programs, policies, benefits, and privileges using their website, social media sites and newsletter. Geo-SAFER Mindanao program launching set in Butuan City

BUTUAN CITY, Aug. 7 (PIA) – The Department of Science and Technology - Philippine Council for Industry, Energy and Emerging Technology and Development (DOST-PCIEERD)-funded research program entitled “Geo-informatics for the Systematic Assessment of Flood Effects and Risks towards a Resilient Mindanao" (Geo-SAFER Mindanao) will be launched on Tuesday, August 8, 2017 at the LMX Convention Center in this city.

“The event will showcase the new program which aims to continue the detailed flood hazard mapping of Mindanao using the Light Detection and Ranging (LiDAR) technology,” said Engr. Meriam Santillan, project leader of Geo-SAFER Agusan.

Santillan also said that the activity aims to acknowledge the committed partner agencies and the local government units from different parts in Mindanao. “We encourage them to work with us in building and delivering Geo-informatics-based tools and solutions to enhance flood disaster management and mitigation in this part of the country,” she said.

DOST Sec. Fortunato Dela Pena will give a message during the activity, it was learned.

The Geo-SAFER Mindanao Program intends to continue the Phil-LiDAR 1 Program through the coverage of the remaining flood hazard maps in the country using the LiDAR technology and is implemented by five Higher Educational Institutions in Mindanao.

Accordingly, the said program aims to establish the MinDSET Center (Mindanao Data Science, Engineering and Technology Center), an online facility meant for the collaboration and access of scientific data among stakeholders and end-users of the program. (VLG/PIA-Caraga)


CARAT Expo 2017 scales up for increased productivity in Caraga region

BUTUAN CITY, Aug. 7 (PIA)– With an aim to promote, strengthen and mainstream the agri-aqua produce and trade industry in Caraga region, the Butuan City Chamber of Commerce and Industry Foundation, Inc. (BCCCIFI) is all set for this year’s Caraga Agricultural Trade and Marketing Exposition or the CARAT Expo 2017

It will be a 6-day event slated on August 8-13, 2017 to be held here with a theme, “Zoom up Caraga! Responding to challenges in agri-aqua productivity, responsible mining and progressive entrepreneurship.”

Department of Agriculture (DA) Caraga regional director Abel James Monteagudo said during a press conference that they are glad to be part of the CARAT Expo 2017 activities and he hoped to build a continuing strong partnership with the Chamber of Commerce in working together to level up the agriculture industry in the region.

Meanwhile, Bureau of Fisheries and Aquatic Resources (BFAR) Caraga regional director Juan Albaladejo reassured that the bureau shares an affirmative effort in maximizing its resources in pushing forth the valuable programs and projects in fishery and aquatic field.

“Some 200 lobster cages are now existing in Dinagat Islands,” mentioned Albaladejo.

Programs in Science and Technology (S&T) are also given a boost in the region, underscored Department of Science and Technology (DOST) Caraga regional director Dominga Mallonga. She also said that they are into innovations that work for the environmental management and the Caraga State University has its ongoing research and development undertakings.

A technology for the treatment of household waste is being piloted in Siargao according to Mallonga. Said innovative technology is very useful such that bacteria on wastes will be reduced. “It will definitely help preserve and protect the environment from pollution and degradation,” added Mallonga.

As to disaster risk reduction and management innovation, DOST Caraga will be launching one of the outputs of the Caraga State University during the S&T Week which will be celebrated on the same dates.

As mentioned also by Mallonga, DOST has its harmonized National Science and Technology Agenda which include Reseach and Development (R&D) efforts for food, agri-aqua, among others. They are also pushing the universities to take advantage of the support coming from the department since its budget has increased to address the needs of the region.

“We are encouraging the Higher Education Institutions (HEIs)/State Universities and Colleges (SUCs) to take advantage of the support coming from DOST. They should come up with a research and/or project that is of advantage to the region's environment and sustained progress,” emphasized Mallonga.

Mallonga also said that a state-of-the-art equipment that will help Caraganons in improving and developing the quality of their products will be launched in August 8, 2017, in the city.

“We are in full support to the activities of the Chamber of Commerce. It is really an opportune time because the department will also be holding the Science and Technology Week wherein the advance technologies will be featured in the exhibits," she added.

Meanwhile, BCCCIFI president Roger Ramirez said that trade fair, product exhibit, skills demo and competition, agricultural and aquatic products demo, singing and dance contest, CARAT inspired fashion designing and modeling contest, and the different programs will be held at the Robinsons Place Butuan. Agricultural retailers and wholesalers, food producers, agronomics, agriculturists, farmers, manufacturers, food traders, and exporters will have the opportunity to showcase and demonstrate their produce.

To be highlighted also will be the hosting of the 21st Caraga Business Conference on August 11, 2017, which will be held at the Grand Palace Hotel, this city.

“Apart from this year’s significant activities, it will also be another exciting year in 2018 because Caraga region will be participating and hosting the Mindanao-wide Food Summit in partnership with Mindanao Development Authority (MinDA),” said Ramirez.

AgSur producers rack up sales at the ‘Buy Caraga by Caraga’ Trade Fair: Balanghai Edition

PROSPERIDAD, Agusan del Sur, Aug. 7 – Five food producers of this province have generated some P655,038.00 sales during the 5-day "Buy Caraga, By Caraga" Trade Fair: Balanghai Edition recently.

The products sold were mangosteen tea, coconut sugar, roasted corn, banana chips and tropical fruit wine.  Of the combined sales, 19 percent were in cash, 41 percent booked orders and 40 percent were under negotiation.

The top-seller was mangosteen tea contributing 77 percent to the total sales; banana chips placed second at 12 percent contribution.

Participating producers include Janicahh Food Products, Buena Palma Corp., Sunrise Corn Coffee, Guapz Snack Food Products and Bundy Wine Products.

The Department of Trade and Industry-Agusan del Sur Provincial Office has been continuously providing technical assistance to this group and the rest of the province’s micro, small and medium enterprise (MSME) sector in the areas of business licensing and other-related registration processing and facilitation, pre-trade fair briefings/reminders, secretariat and coordination support, consultancy and advisory services on product packaging/labeling and trade fair participation.

The “Buy Caraga, By Caraga” is a regional fair done twice each year. As in all other fairs, it allows producers to showcase their new and existing products to a wider market that includes end-users and institutional buyers, get exposure to market and competitors which give them ideas on how to develop further their products and obtain direct feedback from customers through offering free taste for food products.

DTI conducts briefing on Price Act in AgSur town, sees organization of local price council soon

VERUELA, Agusan del Sur, Aug. 7 - The Department of Trade and Industry Agusan del Sur (DTI-AdS) Provincial Office recently conducted a briefing on the Price Act to the chiefs of offices, some members of the Sangguniang Bayan of the Local Government Unit (LGU) of Veruela, as well as non-government organizations (NGOs).

Those present include possible members to the Veruela Local Price Coordinating Council (LPCC), the executive order of which for its formation is now on its first draft, as reported by the representative of Mayor Myrna Mondejar - Fernand Escaño.

The session was conducted three days before the lifting of the 60-day price freeze, which was imposed as a result of the declaration of martial law. The Price Act or Republic Act 7581 provides that even if martial law will be extended, the price freeze which was imposed for basic necessities starting the day martial law was declared last May 23, 2017, will only be limited to 60 days.

During the briefing, Cerila Inson of the DTI-AdS Consumer Protection Unit mentioned that under this Law, the state has to ensure the availability of basic necessities and prime commodities at reasonable prices at all times without denying the legitimate business a fair return on investment.

Implementing agencies like DTI, Department of Agriculture, Department of Environment and Natural Resources, and the Department of Health have to do their respective functions to monitor prices, analyze trends, ensure fair business, stability of prices and access to basic necessities even and especially during calamities, emergencies, and state of rebellion and/or during Martial Law.

In her message, DTI OIC-Provincial Director Brenda Corvera also updated LGU-Veruela of the other programs of the DTI.  She expressed her thanks upon learning that finally, LGU Veruela will be forming its LPCC soon.  Once established, this would bring the province’s compliance in terms of having all LGUs with a working LPCC at around 86 percent.  (DTI-Agusan del Sur/PIA-Agusan del Sur)

Surigao Norte celebrates MSMED week

SURIGAO CITY, Surigao del Norte, Aug. 8 (PIA) – In celebration of the Micro Small and Medium Enterprise Development (MSMED) Week, the Department of Trade and Industry (DTI) Surigao del Norte provincial office in partnership with the Provincial Government Unit and Surigao Chamber of Commerce and Industry (SCCI) recently conducted a mini-bazaar dubbed “Tiangge-Tiangge Nan Surigao” held in front of the Provincial Sports Complex, this city.

The activity is intended to showcase the best products of Surigao del Norte like processed foods, organic and healthy food products, beverages, wearable and home-style products and the likes.

Bayugan City LPCC meets, forms Bantay Presyo Task Force

BAYUGAN CITY, Agusan del Sur, Aug. 8 - For its first meeting, the Local Price Coordinating Council (LPCC) of this city adopted two resolutions to make the council more effective to work on its mandate.

The first resolution was the creation of the Bantay Presyo Task Force to be composed of technical staff from the council’s member agencies.  The second is to encourage the use of price tag for commodities sold in the public market to foster transparency and provide convenience to the buying public.

Presided by the LPCC Vice-Chairperson, OIC-Provincial Director Brenda Corvera of the Department of Trade and Industry (DTI) in Agusan del Sur on behalf of LPCC Chair - Bayugan City Mayor Kim Lope Asis, the group discussed in detail the functions of the council and its member agencies/offices.

The council also looked at the status and current prices of basic necessities in the city as reported by the implementing agencies or those tasked to monitor under the Price Act.

The Price Act or R.A. 7581, which outlines the functions of the LPCC and other provisions to ensure price stability and adequate supply of consumer goods was discussed by DTI-AdS Consumer Protection Unit Head Cerila Inson during the recently held meeting.

DTI-Caraga regional office’ chief of the Consumer Protection Division Lorijane Sacote also presented a summary of other pertinent consumer welfare –related laws and provided inputs on the proper actions the council will do on issues relative to price changes/manipulations.

Overall, it was noted that business establishments in the area complied with the price freeze order and no change in prices was observed.

Monitoring of business establishments will continue until the 60th day provided in the Price Act or until the declaration of martial Law is lifted whichever is earlier.

AgSur KMME graduates 25 mentees, capacitates 10 NC counselors, 8 local mentors

PROSPERIDAD, Agusan del Sur, Aug. 8 – “Caraga’s progress hinges on Agusan del Sur’s progress. I have always believed that when your province develops, the whole region will do too.  You will be key in the actualization of that.”

This was the statement of regional director Brielgo Pagaran of the Department of Trade and Industry (DTI) Caraga as he congratulated the 25 Agusan del Sur Kapatid Mentor Me (KMME) mentees before the Business Improvement Plan (BIP) presentations held recently at the Provincial Learning Center, Gov. D. O. Plaza Government Center, Prosperidad, this province.

He also challenged the mentees to make their ambitions big- that of becoming multi-millionaires three to five years from now for “in great attempts, it is glorious even to fail.”

The province’s first batch of 25 mentees hurdled the BIP presentations with their respective panel of four reviewers composed of representatives from the business sector, banking sector, Philippine Center for Entrepreneurship (PCE)- accredited mentors and DTI officials.   This was after all of them completed the 10 business learning modules under the KMME Program through lectures, coaching and mentoring where they were taught how to have the proper mindset and business knowhow to sustain and scale up their businesses.

DTI-AdS’ 10 Negosyo Center business counselors and eight of the 14 accredited local mentors also went through all the KMME modules, making them “graduates” as well.

Provincial Governor Adolph Edward Plaza was able to make it before the end of the graduation ceremony. As he did during the launch program, he reiterated his and the provincial government’s support to the mentees and the rest of the province’s micro and small enterprises.

DTI-Caraga assistant regional director Lolita Dorado, Agusan del Sur’s 14 PCE-accredited local mentors, representatives from the business and banking sector and the regional and provincial KMME team attended the graduation ceremony.

Dinagat Islands, DepEd hold ‘Eskwela Kooperatiba’ forum

SAN JOSE, Dinagat Islands, Aug. 8 (PIA) – The provincial government here thru the Provincial Cooperative and Development Office (PCDO) in partnership with the Department of Education (DepEd) conducted recently the Eskwela Kooperatiba Forum held at the Provincial Guest Center, San Jose town.

Resource Speaker Emmanuel Santiaguel, who piloted the Eskwela Kooperatiba in the entire country, shared his knowledge and insights in managing Eskwela Kooperatiba in the province as what he did in Imus.

Eskwela Kooperatiba will help educate the students on how to save money and value the essence of being thrifty, he said.

During the said forum, a Memorandun of Agreement (MOA) was signed between the guardian cooperatives and schools.

AgNor supports Science & Technology Week celebration

BUTUAN CITY, Aug. 9 - The provincial government of Agusan del Norte participated in the Exhibit and Selling Fair at Robinsons Mall, this city from August 8-13, 2017 as support to the Science and Technology Week celebration of the Department of Science and Technology (DOST) Caraga.

Locally produced goods and other innovative products are displayed at the Atrium of Robinsons Mall from different entrepreneurs, national and local agencies and institutions in Caraga Region.

The booth of the local government unit of Agusan del Norte, spearheaded by the Provincial Agriculture's Office, will display various local products from the province including bonsai trees.

Taxation module mentor reminds AgSur mentees on 'mother of all business commandments'

SAN FRANCISCO, Agusan del Sur, Aug. 9– “Before commencement of any business and payment of any tax due, register first at the Bureau of Internal Revenue (BIR) office, where the business is located.”

This is what is stated in Section 236 of the National Internal Revenue Code (NIRC) and is the “mother of all business commandments,” according to Philippine Center for Entrepreneurship (PCE) mentor Ma. Teresita Z. Dimaculangan.

Dimaculangan handled Kapatid Mentor Me (KMME) Module 9: Taxation for the first batch of 25 Agusan del Sur mentees held recently at the Mabe’s Savory Place, San Francisco, Agusan del Sur.

The province’s mentees were taught the various tax types, how to fill-out BIR downloadable forms, the filing process and the basic compliance requirements such as registration, invoicing, tax accounting, preservation of tax records and the procurement of tax identification number (TIN).

These processes as emphasized by the mentor are musts for every entrepreneur.

Dimaculangan also pointed out the benefits of being a Barangay Micro Business Enterprises (BMBEs) registrant. BMBE Act of 2002 or the Republic Act No. 9178 as amended by certain provisions of the Go Negosyo Act or R.A. 10644 exempts a micro business with an asset size of not more than P3-million pesos from payment of income tax and payment of gross receipt tax from its loans from the Development Bank of the Philippines (DBP), Landbank of the Philippines (LBP), PCFC, SBGFC or loans granted by Social Security System (SSS) or Government Service Insurance System (GSIS).

“I thanked the speaker for an informative session, my learnings from this activity will guide me on how to do proper taxation in my business," said Nieva Ronquillo, one of the 25 mentees. Ronquillo is the owner of Nerian’s Place located at Prosperidad, Agusan del Sur and expected to graduate after taking the last module of Kapatid Mentor Me (KMME), Module 10: Business Law.

Caraga culminates disaster resilience month, awards 2017 Gawad KALASAG champs

BUTUAN CITY, Aug. 9 – The Regional Disaster Risk Reduction and Management Council (RDRRMC) of Caraga held the culmination program of this year’s observance of the National Disaster Resilience Month (NDRM) which highlighted the Regional Awarding of the 2017 Gawad KALASAG Search for Excellence in DRRM and Humanitarian Assistance on August 8, 2017 (Tuesday) at 1:00 p.m. at Las Nieves Hall, Almont Inland Resort, J.C. Aquino Avenue, this city.

The NDRM Culmination Program and Regional Awarding of Gawad KALASAG 2017 is an annual event of the region. It was attended by Dir. Rodrigo T. Diapana of the Administrative and Financial Management Service of the Office of Civil Defense as the Guest of Honor and Speaker (GOHAS); Dir. Rosauro Arnel Gonzales, Jr., RDRRMC Chairperson, and OCD Caraga Regional Director together with Dir. Lilibeth A. Famacion, Vice Chairperson for Disaster Preparedness and DILG Caraga Regional Director; Dir. Mylah Faye Aurora B. Cariño, Vice Chairperson for Disaster Rehabilitation and Recovery and NEDA Caraga Regional Director; and Mr. Ramel Jamen who represented Dir. Mita G. Lim, Vice Chairperson for Disaster Response and DSWD Caraga OIC Regional Director. Likewise, Local Chief Executives, RDRRMC Members and other partners in the region attended the event.

The region's significant activities, which were responsive to this year’s NDCM theme “4Ks: Kamalayan sa Kahandaan, Katumbas ay Kaligtasan” were highlighted through an audio visual presentation; while the regional winners of the DRRM-CCA Awareness Jingle Contest once again presented their winning pieces. Further, the Agusan National Highs School Special programs for Arts Dance Troupe performed cultural dance presentation. The Sining Agusanon (SINAG) also performed musicale presentations. The event's invocation and Philippine National Anthem were rendered by the PhilHealth Chorale Group.

In the official results disclosed by the Caraga Regional Selection Committee (RSC) for Gawad KALASAG 2017, 34 entries from 16 categories bagged the 1st to 4th places as regional winners while 5 entries were Gawad KALASAG Citations. The first place winners received Gold Gawad KALASAG Plaques and cash prizes amounting to P50,000 while the second place winners received Silver Gawad KALASAG Plaques and P30,000 cash prizes. Further, third place winners received Bronze Gawad KALASAG Plaques and cash prizes amounting to P15,000. Five stakeholders in the region also received Gawad KALASAG Citations and cash prizes of P10,000.

The RDRRMC member-agencies and other stakeholders were given recognition for their support and contribution to the recently conducted DRRM activities in the region in line with NDRM Observance and Annual Gawad KALASAG Search.

The four Vice Chairpersons who delivered their messages during the event were awarded with Plaques of Commendation for their invaluable support and effort and commendable service and leadership in the continuous pursuit of excellent implementation of DRRM programs, projects and activities in the region. Dir. Diapana was also given with plaque of commendation and a token (magkono wood) for being the event’s GOHAS.


In his message, Dir. Gonzales thanked all RDRRMC Members, LGUs, schools and stakeholders in the region for their sincere dedication, strong commitment, commendable efforts and great contribution as the region fully and continuously implements DRRM-related initiatives. (OCD-Caraga/PIA-Caraga)

Jobs fair set on August 21 in SurSur town

TANDAG CITY, Surigao del Sur, August 10 (PIA) - The Department of Labor and Employment-Surigao del Sur (DOLE-SDS) Field Office in partnership with the local government unit (LGU) of Hinatuan, Surigao del Sur will hold a Jobs Fair to be conducted at the municipal gymnasium of Hinatuan on Aug. 21, 2017 from 8:00 a.m. to 5:00 p.m.

DOLE-SDS advised all interested applicants to be ready with the basic requirements such as resume with 2x2 picture attached; certificate of employment; and other pertinent papers.

For those applicants who would like to have multiple job applications, they may bring extra copies of the basic requirements.

Applicants can avail both local and overseas job opportunities during the one-day activity.

Meanwhile, the event also offers processing of application for Registration of Workers Association (RWA).

Worker’s Association registration refers to the process of determining whether the application for registration of such organization complies with the documentary requirements prescribed under  Rules 3 and 4 of DOLE Department order No. 40-03, as amended.

AgSur mentees finish 'Kapatid Mentor Me' modules with session on business law

PROSPERIDAD, Agusan del Sur, Aug. 10 - Rounding up the Kapatid Mentor Me (KMME) set of 10 business modules, which started with entrepreneurial mindsetting is the Business Law/Basic Contract and Obligations done for the Agusan del Sur mentees just recently.

The session handled by Philippine Center for Entrepreneurship (PCE) Angelpreneur Atty. Ronald Solis gave the mentees knowledge on the existing business laws in the Philippines which are important while operating a business: how to form, run/manage, close or sell one.

The 25 mentees (pre-selected micro and small entrepreneurs) were given techniques on how to address legal problems that they may encounter in the course of running their businesses.

Dina Pantaleon, one of the mentees said she was “thankful for the inputs which were discussed so well."

Pantaleon also shared that she appreciated the firm reminder to read and understand the content of any contract first before signing and that the any contract in business should be fair for both parties.

Meanwhile, Atty. Solis encouraged the mentees to pursue their business goals and said he is ready to help with his continuing commitment to the KMME.

PRO13 calls students, local artists for mural contest

BUTUAN CITY, Aug. 10 - The Police Regional Office (PRO) 13 is calling all students and local artists to help beautify Camp Rafael C. Rodriguez and poster awareness of the gallantry of Caraga police, to be awarded during the Regional Advisory Council Summit on September 6, 2017.

PCSupt Rolando B. Felix announced that the mural contest will have P5,000 for the first prize, P3,000 for the second prize, P2,000 for the third prize and P1,000 consolation prize for the non-winners.

Artists can submit their entry for the mural that will be painted on the front wall of Camp Rodriguez, Libertad, Butuan City, which is visible to community as they make their way into and out of the city.

The mural making contest should highlight PRO13 slogan “The Home of the Brave, Friendly and Peace Centered Police Force."

Interested artists must submit a 12x18 inches mural proposal or entries to Regional Police Community Relation Division Office of PRO 13. Artists can use water color, charcoal, oil paint or oil pastels on a construction paper, watercolor paper or white drawing paper. Submissions must be vibrant, engaging, uplifting and with appropriate content for all audiences. 

“Art is something that brightens up the community," said Felix.

"We recognize the power of art not only to transform blighted properties and landscape, but also to engage citizens in uplifting the morale of our police force," Felix added.

2 FITS centers launched in AgNor

BUTUAN CITY, Aug. 10 - The municipalities of Las Nieves and Magallanes in Agusan del Norte launched their Farmers’ Information and Technology Services (FITS) Centers on July 28 and 31, 2017, respectively. The FITS center is one of the components of the Techno-Gabay Program (TGP) that was led by the Agricultural Training Institute-Regional Training Center (ATI-RTC) 13 since 2012.

Farmer-leaders, local government officials, and agriculture personnel participated in the launching ceremony. Las Nieves Mayor Avelina Rosales thanked the ATI for the support in establishing their FITS center.

“The FITS center is a big help to the farmers of Las Nieves because all information about farming can be accessed by the farmers at our own locality specifically in the municipal agriculture office,” Mayor Rosales said.

On the other hand, Magallanes Municipal Agriculturist Presciana Cabiad was grateful to the support rendered by the ATI to their municipality and to the farmers as well.

The launching ceremony highlights on the ceremonial turn-over of the check as catalytic fund worth P100,000 to the said LGUs’ FITS centers.

Present during the launching ceremony was Mr. Rodel Pasion, representing Caraga State University (CSU) as partner-agency at the same time member of the Technical Working Group (TWG) of the TGP together with Ginalyn Arbutante and Fil Victor Babanto from ATI-Caraga who discussed the overview of TGP.

OCD Caraga trains Surigao provinces in contingency planning

BUTUAN CITY, Aug. 10– The Office of Civil Defense (OCD) Caraga Region once again conducted a four-day Contingency Plan Training for the provinces of Surigao del Norte and Surigao del Sur on August 1-4, 2017 at Almont Inland Resort, this city. This capacity development initiative is one of the priority targets of OCD based on its Annual Plans and Budget (APB) 2017.

The four-day training activity trained the participants on the whole concept of contingency planning. The province of Surigao del Norte formulated a Contingency Plan for Earthquake while the Province of Surigao del Sur formulated a Contingency Plan for Typhoon. Both provinces integrated the Cluster Approach and Incident Command System (ICS) in their respective plans. A table-top simulation exercise also took place during the training.

OCD Caraga's pool of facilitators/trainers led by Lorene Catedral with Amado Posas, April Rose Anne Sanchez, Aizy Lyn Paglinawan and Dave Madayag used the new CP guidebook as per Joint National DRRM Council and National Security Council (NSC) Memorandum Circular No. 1 series of 2016 dated August 30, 2015 entitled Guidelines on the Formulation of Contingency Plans for Natural and Human-Induced Hazards and Adoption of the Contingency Planning Guidebook.

DOST launches Food Innovation Center

BUTUAN CITY, Aug. 10 - Micro, small and medium entrepreneurs (MSMEs) in the province of Agusan del Norte now have the chance to avail of the use of the facilities and equipment of the newly-launched and inaugurated Food Innovation Center (FIC) of the Department of Science and Technology in partnership with the Caraga State University (CSU), located inside the campus of CSU, Amapayon, on Tuesday here.

DOST Secretary Fortunato Dela Peña said that they are continuously collaborating with other government agencies in trying to look for quality solutions using new technologies to help and assist the different sectors and entrepreneurs improve their businesses and livelihood.

According to Engr. Edgar Garcia, TAPI-DOST Director, the agency's FIC helps the micro, small and medium enterprises in providing them the new technology in food processing that will help them in their business ventures and makes their food processing easier and more convenient.

Butuan rural women train on root crops processing

BUTUAN CITY, Aug. 10 - The Agricultural Training Institute (ATI) in Caraga recently conducted a training on root crops processing in support to Gender and Development (GAD) held at San Lorenzo Ruiz de Manila Pastoral Center, Ampayon, this city.

The said activity aims to enhance the knowledge, attitude, and skills of the women farmers with regard to Gender and Development (GAD) through involvement in root crops processing.

It was participated by 28 women from Butuan City in coordination with the City Agriculture Office.

These women-participants were Rural Improvement Club (RIC) members and Barangay Nutrition Scholars who were also farmers planting root crops and were very interested to venture into value-adding processed products as another source of income.

The first day of the training was about Good Manufacturing Practices which was discussed by Jennifer J. Dejarme, the Senior Science Research Specialist of DOST-Caraga and a member of the Caraga Food Safety Team

Topics include handwashing, personal hygiene, cross contamination, and food safety hazards. The participants were delighted upon knowing the practices that will help improve their day-to-day living. Participants were able to learn in the preparation of food wherein food safety should always be considered.

On the other hand, Carla Jeanne P. Catral discussed several recipes of root crops like Ube Yema, Camote Pie, and Taro Fries.  She is a successful food entrepreneur whose products are already available in Gaisano and Robinsons Malls in the city.

The participants have enjoyed and learned that there are more to root crops rather than selling it fresh on the market. Also, the participants were toured at ATI-RTC 13 Demo Farm and saw diversified crops and animals.

Indalecia V. Calo, one of the participants, said that she was very thankful to ATI-RTC 13 for the opportunity that was given to them especially to the women of the city.

“I just thought that I will only get money from selling root crops but there is more to it, processing into value-added products is a good technique as Income Generating Project (IGP) for the women," Calo said.

"We thought that making pies and others are difficult but we now know that they were very easy and delicious. Again, I want to thank ATI for this training. Thank you," Calo added.  (ATI-Caraga/PIA-Caraga)


Python troopers bag Caraga's Gawad Kalasag award

SURIGAO CITY, Surigao del Norte, Aug. 10 (PIA) - The Army's 30th Infantry "Python" Battalion (30IB) won for the first time the Caraga Regional Search for Gawad KALASAG (KAlamidad at sakuna LAbanan, SAriling Galing ang kaligtasan) for the Government Emergency Response Management GEMS Category.

Gawad Kalasag is the country's premier annual award for outstanding contributions in the fields of disaster risk reduction and management (DRRM) and humanitarian assistance.

Lt. Col. Allen Raymund Tomas, commanding officer of the 30IB, received the KALASAG Plaque of Recognition and cash prize worth P50,000 that will be used for DDRM related activities from the Office of the Civil Defense (OCD) Caraga Region during the awarding ceremony and culmination of the National Disaster Resilience Month celebration held at Almont Resort, Butuan City.

Lt. Col. Tomas said the award is very significant for it has recognized their efforts in Humanitarian Assistance and Disaster Relief. “It is true that the Army is not only dedicated in securing our territories but also devoted in selfless service to the Filipino people,” he said.

Civil Military Operations Officer 2nd Lieutenant Jonel Castillo said the award would not be made possible without the supportive efforts of their counterparts from the local DRROs of Surigao City and Surigao del Norte who became their partners in rescue operations during different calamities in the province.

OWWA launches 2017 Model OFW Family Search for Caraga

BUTUAN CITY, Aug. 10 - The Overseas Workers Welfare Administration (OWWA) Regional Welfare Office Caraga announced the launching of the search for Model OFW Family of the Year Award (MOFYA) in Caraga region.

The annual MOFYA search is designed to give due recognition to outstanding achievements of the Overseas Filipino Workers (OFWs) and their families in promoting best practices in managing family challenges albeit adverse effects of overseas migration  on family solidarity and cohesiveness.

To be eligible for nomination, the Overseas Filipino Worker (OFW) must be the head of the nuclear family, land-based or sea-based, formerly or presently working abroad with a formal or informal contract of employment or work permit, and must have a proof of OWWA membership.

MOFYA nominees must conform to the following criteria: (a) 50 percent for wholesome OFW family; (b) 20 percent for civic/community involvement of OFW and family members; (c) 20 percent of success in children’s or family member’s education; and (d) 10 percent for success in managing family finances.

The OFW, either single or married and with proof of OWWA membership, should head the family and may either be or formerly working abroad under a formal or informal employment contract or work permit; the OFW should have at least five (4) years of work experience; the OFW family should be known as an exemplary presence in the community; and the OFW family should be financially stable and that he/she has returned to the country for good for no longer than 10 years at the time of nomination.

Previous regional MOFYA nominees can be nominated for the second time only after two years; must not be related up to the third degree of consanguinity and affinity to officials and employees of OWWA, DOLE and its attached agencies, and social partners of MOFYA; and must NOT be a holder of an elective/appointive position in national/local office at the time of nomination.

Two families; one coming sea-based and another from the land-based category will be chosen as MOFYA regional winners in September and will represent the region in the national search in November 2017.

OWWA Caraga Regional Director Samuel Madrid is encouraging the following sectors: Non-Government Organizations (NGOs), Peoples’ Organizations (POs), Religious Groups, Community based Socio-Civic Organizations and Local Government Units (LGUs) and OFW Family Circles (OFCs) to send their MOFYA nominees.

Bislig City to host 4 International events on September 2018

TANDAG CITY, Surigao del Sur, August 11 (PIA) – The city mayor of Bislig in Surigao del Sur has confirmed their hosting of four significant international events on September 2018.

City Mayor Librado Navarro revealed the information during the flag ceremony on Monday, August 7 and during the ASEAN landmark lighting on Tuesday, August 8.

According to Mayor Navarro, Bislig City will host the International Federation of Organic Agriculture Movement (IFOAM), International Organic Forum, First Declaration of Asian Organic Day, and the Asian Local Government for Organic Agriculture (ALGOA) Summit in September 2018.

It can be recalled that Mayor Navarro was one of the participants during the ALGOA Summit on September 27 to October 1, 2016, attended by representatives from Korea, Japan, Indonesia, and the Philippines. During the event, he also signed the Memorandum of Understanding (MOU) on the development of Organic Agriculture in their Respective Area held in Goesan County, Chungbuk Province, Korea.

Navarro appealed to all Bisliganons to support and help the city government achieve its vision to be the “Model City for Organic Agriculture in the Philippines by 2020.”

Other priority programs of the administration include the following: to boost the economy, launching of Operation 911, basic social services, environmental protection, infrastructure, and improvement of Bislig core values of Integrity, Courage, Resiliency, Accountability and Sustainability. USAID grants livelihood bond to benefit 385,000 women in Southeast Asia

BUTUAN CITY, Aug. 11 (PIA) - The United States Agency for International Development (USAID) is guaranteeing a four-year, eight million dollars women’s livelihood bond (WLB) that will provide access to credit, market linkages and affordable goods and services for an estimated 385,000 Southeast Asian women.

The bond which is structured by the Singapore-based Impact Investment Exchange (IIX) is expected to be listed on the Singapore Exchange this month and will be the first social sustainability bond, with a dual focus on social and financial returns, to be listed on a major stock exchange. USAID is providing a 50 percent guarantee of the loan portfolio’s principal to mitigate risk, attract investors and support development.

“USAID is pleased to support the WLB with this loan guarantee,” said Todd Sorenson, deputy mission director at USAID’s Regional Development Mission for Asia in Bangkok.  “The bond will benefit women living in Association of Southeast Asian Nations (ASEAN) states, particularly Cambodia, Vietnam and the Philippines,” Sorenson added.

The WLB will provide capital to a group of microfinance institutions and social enterprises that will help low-income women transition from subsistence to sustainable livelihoods and build their resilience to socio-economic stresses.  Long-term benefits, in addition to more successful women-owned businesses, include increased participation in the workforce, higher standards of living, and more education and health opportunities for women and children.

“This brings us one step closer to a day when our financial markets consider social and environmental impact on an equal footing with financial returns,” said IIX founder Durreen Shahnaz, noting that the WLB was supported by public, private and philanthropic institutions, including DBS Bank Ltd., ANZ Banking Group, the Rockefeller Foundation, the Clinton Global Initiative and Australia’s Department of Foreign Affairs and Trade.

Sixty percent of the capital for this bond was provided by Asian investors, mostly private banking clients. IIX is planning to develop additional social sustainability bonds in the future.

Since 1999, USAID through the Development Credit Authority has arranged more than 350 million dollars in credit through 63 guarantees in 13 Asian nations. Preparations for its launch started as early as 2002, when now-Provincial Director of DTI- Agusan del Norte Gay A. Tidalgo, together with Engr. Renato S. Corvera, who used to be Gaisano’s Manager, travelled all the way to the Gaisano City Mall in Cagayan de Oro City to seek an audience with the Gaisano patriarch, Don Stephen Sy Gaisano.

After three arduous but hopeful attempts to ask for assistance in finding a home for the OTOP Tindahang Pinoy, the Don finally agreed and identified a 21-square meter space at the mall’s ground floor and granted a discounted rental fee of P20,000 a month with no increase for the next five years.

PD Gay A. Tidalgo first identified CREATE Food as partners to run the store at an P80,000 budget on the condition that they would receive subsidy for their overhead expenses only for the first six months of operation. In return, CREATE Food would get three percent from the gross profit.

CREATE Food soon found that pioneering a fledgling store atop attending to obligations as producers was not as easy as they thought it would be. In 2007, after a series of interventions from the DTI- Agusan del Norte that included organizational strengthening, among others, the OTOP Tindahang Pinoy finally found structure and organizational stability through the active leadership of Manager Kerwin S. Uy.

Today, it can be said that the first-ever OTOP Tindahang Pinoy in Butuan City is among the most-visited stores at the Gaisano Mall.

Enjoying sales of 1.2M per month in the last two years, sales soar to more than 2M during the peak seasons of April to June, when balikbayans return to Butuan to celebrate the town fiesta and from October to December, when Butuanons fly home to be with family and friends.

Asia’s premier charity, awards gala on HIV advocacy unveiled

BUTUAN CITY, Aug. 11 (PIA) - Long before Miss Universe 2015 Pia Alonzo Wurtzbach exponentially raised the human immunodeficiency virus - acquired immune deficiency syndrome (HIV-AIDS) awareness in the country, many Filipino individuals have been working hard to change the landscape of HIV-AIDS advocacy in the country.

Ten of them will be recognized this World AIDS Day on December 1, 2017 during the first-ever “Love Gala”.

The Love Gala, as unveiled Wednesday (August 9), is the Asia’s Premier Charity and Awards Gala event, which will honor outstanding individuals and their immeasurable contributions at “The Ripple Awards”.

The organization believes that “a single person's act of love can start a wave that can save millions of people."

The Ripple Awards nomination period is open until 31 August 2017.

New courses offered in DOST scholarship

BUTUAN CITY, Aug. 11 - The Department of Science and Technology-Science Education Institute (DOST-SEI) announced its call for applications for its undergraduate and junior level Science scholarships.

For the academic year 2018-2019, SEI has added more courses to its S&T priority courses for the scholarship. New courses include Aeronautical Engineering, Aerospace Engineering, Agribusiness Management, Agricultural Economics, Agricultural Technology, Applied Statistics, Animal Science, Industrial Design, Industrial Management Engineering-Information Technology, Industrial Pharmacy, Information System, Information Technology System, Manufacturing Engineering Management-Biomedical Engineering, Manufacturing Engineering Management-Mechatronics and Robotics, Marine Biology, Marine Science, Mechatronics Engineering, Medical Technology, Meteorology, Microbiology, Nutrition, Nutrition and Dietetics, Pharmacy (4-year program), Pharmacy major in Clinical Pharmacy (5-year program), Packaging Engineering, Petroleum Engineering, (BS) Psychology, Public Health, and Doctor of Veterinary Medicine.

For the undergraduate scholarships, Grade 12 students who are either members of the Science, Technology, Engineering and Mathematics (STEM) strand senior graduating class or members of the top five (5 percent) of the Non-STEM strand senior graduating class may apply. The deadline for filing of the application will be on August 25, 2017. The examination is scheduled on October 15, 2017.

Meanwhile, all regular 3rd-year college students in an identified priority S&T course with a general weighted average of at least 83 percent in his/her first and second years in college may apply for the Junior Level Science Scholarship (JLSS). All accomplished application forms must be submitted on or before September 22, 2017. The JLSS Examination will be on November 19, 2017.

CSC accepts entries for photography contest until August 31

SURIGAO CITY, Aug. 14 (PIA)– As part of the 10th year anniversary celebration of the implementation of the Anti-Red Tape Act (Dekada na ang ARTA), the Civil Service Commission (CSC) is still accepting entries from those interested to join the #MakuhaKaSaARTA photography contest until August 31, 2017.

The contest is open to all private individuals, aged 18 to 65 years old. All government employees are ineligible to join the contest. CSC employees and their relatives up to the third degree of affinity or consanguinity are disqualified from joining the competition.

Each participant is required to submit one entry only and must strictly follow the celebration’s theme, “Dekada na ang ARTA: Sa Matapat, Mahusay at May Malasakit na Serbisyo Publiko, Bayan ang Panalo."

Photographs should be able to capture excellent public service as defined by ARTA. This may include good physical set-up of a government service office, frontliners who are ready to serve, or clients satisfied with the service provided them. The images should be able to depict a non-choreographed or candid scenario in any government office or employee’s quality of service delivery, taken in any Philippine government agency.

As a rule, photographs should be in digital file, full color, or black and white, with 300 dpi, in JPEG or JPG format, and may be in portrait or landscape orientation.

CSC also encourages for more participation of people especially the netizens by voting online through the official CSC Facebook account www.facebook.com/PhilippineCivilServiceCommission. Public voting for the #MakuhaKaSaARTA entries will begin at 12:00 a.m. on September 1, 2017 and ends at 11:59 p.m. on September 12, 2017.

Only the top 50 entries with the most number of ‘likes’ by end of voting period shall be shortlisted as qualifiers. These shall be screened by the CSC ARTA Program Management Team to come-up with 20 semi-finalists.

Winners will be judged based on the adherence to the theme/content (50%); creativity and originality (25%); photographic quality (25%).

The contest results will be announced on September 29, 2017 via the CSC website (www.csc.gov.ph), Facebook, and the Contact Center ng Bayan (CCB) website. A cash prize of P10,000 and certificate will be given to one winner of #MakuhaKaSaARTA.

There will also be a cash prize of P5,000 and certificate for one special award for the entry with most ‘likes’. A consolation prize of P2,000 shall be given to the semi-finalists.

AMIC to recognize outstanding achievements in communication

BUTUAN CITY, Aug. 15 (PIA) – The Asian Media Information and Communication Centre (AMIC) will highlight the 2017 AMIC Asia Communication Award during its 25th Annual Conference by recognizing the outstanding achievements in various fields of communication – research, education, institution building, and journalism.

Started in 2006, 15 communication exemplars in Asia have been recognized as AMIC communication laureates.

“This year, some experts in communication and journalism in Asia-Pacific have confirmed their participation in AMIC 25th Annual Conference which is set on September 27-29, 2017 at Miriam College, Quezon City,” said Ramon Tuazon, secretary general of AMIC.

Among the communication icons who will be coming for the conference are Dr. John Lent, Wimal Dissayanake, Dr. Shelton Gunaratne, Dr. Ronny Adhikarya, Prof. Ang Peng Hwa, Dr. Cherian George, Mr. ArunMahizhnan, and Dr. Peixin Cao. They will be joined by Filipino communication scholars including AMIC chairperson Crispin Maslog and Dr. Florangel Rosario-Braid.

United Nations Educational, Scientific and Cultural Organization (UNESCO) assistant director general for communication Frank La Rue will deliver the keynote address.

Some 300 participants that include academics, professionals, information officers, and policymakers from the region and other parts of the world are expected to attend.

The topics for discussion during the conference are Asian philosophies, religions, and communication; Asian communication theories and paradigms; freedom of expression in a post-truth era; communication and culture; communication education and training; media and information literacy; communication media; communication strategies and approaches; inclusive knowledge societies; global communication; and Asian business communication.

According to Tuazon, an innovation in this year’s forum id the Business Matching Session wherein participating institutions are given a platform to discuss partnership ideas and possibly enter into formal agreements. “The Business Session will also encourage participants and sponsors to launch new products (e.g. publications) and services during the three-day conference,” he said.

With the theme, Rethinking Communication in a Resurgent Asia, the conference will encourage paper presenters to question traditional standards and mindsets and come up with pioneering, innovative, creative, and disturbing topics including the so-called "new normal."

LGU Dinagat organizes basketball tourney

SAN JOSE, Dinagat Islands, Aug. 15 (PIA) - The Provincial Sports Committee in the province of Dinagat Islands thru the provincial vice governor’s office is set to hold a Governor’s Cup Inter-Local Government Units Basketball Tournament this coming September 20-30, 2017.

During the preparatory meeting conducted recently, it was agreed by the 23 committee members that the tourney will be divided into two categories: Category A (Secondary Level) and Category B (Inter-Local Government Units - Unity Cup).

It has also been agreed that players for the Category A must have the following qualifications: a) must be a resident of the municipality; b) student outside Dinagat Islands is allowed to play in their respective municipality provided that they have previous school records in the said municipality; c) 18 years old and below on September 30, 2017.

For Category B, players must also have the following qualifications: a) must be elected municipal officials including ABC President and permanent employees in the municipality; b) must secure medical certificate and must be physically fit to play; c) must submit player’s waiver.

DAR AgNor credit support to ARBs reaches P25M

BUTUAN CITY, Aug. 15 - Department of Agrarian Reform’s (DAR's) total fund released under the Agrarian Production Credit Program (APCP) to Agrarian Reform Beneficiaries (ARBs) in the province of Agusan del Norte has now reached to P25 Million as disclosed during the mid-year assessment conducted by the DAR Agusan del Norte provincial office.

More than 2,000 ARBs from different agrarian reform communities (ARCs) in the province have benefitted the DAR’s flagship rural poverty program called APCP which is expected to increase their productivity and household income.

In the 1st quarter in 2017, nearly P11 Million credit line has been approved by LBP and P8 million total released to four ARBOs in the second quarter, which benefitted to 226 borrowers.

The six ARBOs included Baliguian Organic Farmers Irrigators Association (BOFIA); Maong Agrarian Farmers Cooperative (MAFCO); New Generation Organic Farmers Cooperative (NGOFC) and Rosario Agrarian Reform Cooperative (RARC).

APCP Point Person Luningning B. Ycoy said that the agency provides credit assistance to some ARB Organizations who qualified under the lending program of Land Bank of the Philippines (LBP).

“Aside from lending facility, the APCP provides package of assistance to the borrowers, which include orientation and technical assistance, TIN Application facilitation, periodic review and assessment and mandatory insurance subsidy to all APCP borrowers,” Ycoy added.

News Feature: ESI does it!

BUTUAN CITY, Aug. 15 - “Is your life worth fighting for?”

Have you ever asked yourself this line?  If you believe in your dreams and visions, and if you know in your heart that success is just around the corner, then truly, life is worth fighting for.

There is no easy way to success. You have to work hard for it; you have to commit and direct all your efforts towards making things happen.  This is how couple Ruelito and Erlinda Mercurio of Nasipit, Agusan del Norte traversed through life. The road to success did not come easy for them. They went through huge and seemingly insurmountable struggles to sustain their family of four.

“I am amazed at how far we have come and I am very proud of our humble beginnings,” Erlinda shares. It was in 2007 when she and Ruelito worked as ticket auditors for a bus company in Manila. Their income had been enough during those days, but the company was shut down. All employees, including the couple, were forced to find other jobs.

They made countless attempts at finding other sources of income until they decided on putting up a business using their family savings. They tried running an internet café, and an electronic shop after that. Unfortunately, both businesses did not prosper, leaving them with no other choice but to move back to Erlinda’s hometown to start anew and to look for brighter opportunities.

Upon reaching Nasipit, Erlinda’s sister offered them a small house in which they could stay in Barangay Ata-atahon in Nasipit. Their new home was very quiet compared to the hustle and bustle of Manila.

It was through that silence that a very loud noise kept playing in Ruelito’s head: “You are the head of the family! You have mouths to feed! Your two sons must have an education!” But what could he do in Ata-atahon, a very small and quiet place with very few people? This was the question that kept hounding him.

Their days passed in the home with a silence that was deafening. The Mercurio couple still had to figure out what to do next, but try as they might, they couldn’t come up with solutions to alleviate their situation.

Not until Erlinda saw the pair of slippers in the corner. The slippers seemed to stare back at her, challenging her. She took both in her hands and asked her husband, “Would you, by any chance, know how to make slippers?”  Excitedly, Ruelito replied, “I was a worker in a slipper factory.” He also shared that he worked in the cutting department, and so he knew the ins and outs of production.

With newfound hope, the couple borrowed seed money from Erlinda’s sister. They were able to buy all the materials except for insoles, because these were expensive.  In their stead, Ruelito saw their floor mat and utilized it as the insole for his very first pair of slippers. The mat functioned astonishingly as insole.

As soon as the first batch of slippers was done, each and every one sold out within their neighborhood in less than 24 hours.  Thrilled with the outcome, they continued to make slippers using floor mats. Once the mats ran out, they went to look for alternative materials in the garbage, which they then cleaned and disinfected.

Slowly, the couple was able to come up with just enough capital for them to buy the right insole material. They obtained the necessary licenses and registrations, and to their delight, Erenz Slippers Industry, or ESI, came into existence in 2011.

Their children were able to go back to school and whatever debts and loans they had incurred were gradually paid off. The business also enabled them to build a small house with a workshop for their slipper production. “We were able to get back on our feet, thanks to our slipper business,” Erlinda says wistfully.

To sustain and expand their business, the couple approached several government agencies. They encountered their first major breakthrough when they learned of the establishment of the Negosyo Center (NC) in Nasipit.

The NC-Nasipit provided them with a series of interventions, among them labeling assistance, design ideas, and a skills training, complete with starter kits, on slipper-making for their neighbors. Said interventions were successfully undertaken in order to expand ESI’s manpower and to increase their productivity.

The NC facilitated their participation in several trade fairs and exhibits. For the very first time, ESI slippers were sold in a big mall when they joined the NKatbp Trade Fair and the CARAT Expo in Robinsons Place-Butuan. Both events did not only generate a sizeable amount of sales; more importantly, the experience provided them with valuable knowledge on how to improve their products and sharpened their marketing and negotiation skills. “We are very grateful to NC-Nasipit for the solid and steady assistance they give us," the Mercurio couple expressed.

ESI now has regular workers to sustain their production. To date, they are able to produce at least a hundred pairs of slippers in a week, all of which are displayed in local market outlets in Nasipit.

NC-Nasipit is currently working on bringing ESI products to major market channels in the Butuan and Cabadbaran Cities.

The couple shares that a breakdown or a failure is not a termination point; instead, it is an educational experience. “Tiyaga lang talaga. Kapit lang at huwag mawalan ng pag-asa,” the Mercurios knowingly add.
