SurSur Agriculture Office cancels meeting with DA-Banner Program Report Officers

TANDAG CITY, Surigao del Sur, Feb. 12 (PIA) – Due to Tropical Storm (TS) Basyang, the Office of the Provincial Agriculture (OPAg) here has no other recourse but to cancel the scheduled meeting with DA-Banner Program Report Officers set on February 13, 2018.

The action taken was made right after PAG-ASA issued Severe Weather Bulletin No. 4, placing the Surigao del Sur under Signal No. 2. 

It was learned that a message regarding the meeting cancellation was immediately sent through the initiative of Mark Quico, chief provincial agriculturist. 

Earlier, both Engr. Isabelo Josol, Jr., Agriculturist II/Engineering Unit Head of OPAg and Engr. Dexter Sablaon, Surigao del Sur Provincial Irrigation Management Office (PIMO) Chief under the National Irrigation Administration (NIA) had already expressed readiness to present their respective assignments, being the highlights of the event, among others.

Sablaon was supposed to present the “Status of Irrigations Facilities & 2018 NIA Programs/Updates” while Josol was tasked to make a report on the Pre- and Post-Harvest Facilities (PPHF)/Agriculture/Machineries Accomplishment as well as the 2018 Targets.

DTI sees supplies, prices of basic goods stable in SurSur

TANDAG CITY, Surigao del Sur, Feb. 12– Even as the Tax Reform for Acceleration and Inclusion (TRAIN) law has already been on the go, yet over half (or equivalent to 52.49 percent) of the monitored goods have been found out to be as stable as the supply and price watch done in Surigao del Sur three months ago, according to the Department of Trade and Industry (DTI) here.

Manny Disca, DTI Consumer Welfare Division (CWD) chief, bared that as far as all the 84 items of the basic commodities being kept under watch in Tandag City, everything seemed to be fine.

"The agency had seen no problem on both supplies and prices of basic goods at least since the New Year opened," the said.

Backed up with such data, Disca went on to say that out of that number of basic commodities they kept an eye on, 48 items or equivalent to 57.14 percent were sold below the suggested retail price (SRP).

However, he pointed out that 12 goods out of the same number of commodities being checked went slightly higher. Also, Disca noted that only one of the goods corresponding to 1.19 percent was seen to have been sold at SRP. "The rest in the list were out of stock," he said.

Also, referring to the same monitoring for the period of January 2018 as compared to the month of December 2017, Disca disclosed that 12.96 percent of the number of goods that had been checked were below the SRP; 12.65 percent came out to be slightly higher; while prices of the commodities representing the 74.38 percent remained unchanged.


Again, the DTI here under Provincial Director Romel Oribe would be coming out soon with the result of both supply and price watch for the month of February, Disca assured. (Radyo Pilipinas-Tandag/PIA-Surigao del Sur)

AgNor town implements educational assistance
 
Nasipit, Agusan del Norte, Feb. 13 – The local government unit of Nasipit, Agusan del Norte will now be implementing Educational Assistance through Municipal Ordinance No. 11-2017, otherwise known as the "Municipal Assistance Fund Program (MEAFP)."

The said ordinance, authored by Sangguniang Bayan Member Virgilio F. Baja was approved by the Sangguniang Panlalawigan through Sanggunian Resolution No. 318-2017.

The said ordinance aims to provide educational assistance to qualified poor students who enrolled in Grade VII up to Grade 10 (Junior High School) who are residents of the municipality.

The said program is one of the basic social services under the Educational Assistance Fund Program prioritized by the municipality of Nasipit by providing appropriations for its sustainability. This ordinance was enacted to promote the right of all citizens to quality education at all levels.

In line with the powers of the local governments to enact ordinances under the Local Government Code of 1991, the said municipal ordinance was approved through the efforts of Board Member Aquino W. Skills training development center to be established in Buenavista
  
Buenavista, Agusan del Norte, Feb. 13 – The Sangguniang Panlalawigan of Agusan del Norte approved the Municipal Ordinance No. 37-2017 from the municipality of Buenavista, Agusan del Norte, establishing the Buenavista Skill Training and Development Center, providing mechanism in its implementation thereof and other purposes.

The proposed Training and Development Center is an alternative learning center in the said municipality, wherein the youth who are underprivileged and cannot afford to proceed his/her college education will be given the chance to harness their potentials through training programs to improve their learning skills which help them become competitive in finding a job or employment opportunities.

The center aims to contribute to the national government’s thrust in addressing poverty alleviation.

The proposed measure is in line with Republic Act 7160, particularly Section 17 which provides that local government units shall continue exercising the powers and discharging the duties and functions currently vested upon, and likewise exercise such other powers and discharge such other responsibilities as are necessary. appropriate, or incidental to efficient and effective provisions of the basic services and

3 NPA terrorists killed in AgNor clash

Cabadbaran City, Agusan del Norte, Feb. 13 – Three New Peoples’ Army (NPA) terrorists died in an encounter with 29th Infantry (MATATAG) Battalion (29IB), Philippine Army at Sitio Taiwan, Barangay Bangayan, Kitcharao, Agusan del Norte on February 11, 2018.

The three dead bodies of the NPAs Front 16 of the North Eastern Mindanao Regional Committee (NEMRC) have yet to be identified. One M4 sniper rifle with scope, several ammunitions, five improvised landmines, one hand grenade, one rifle grenade, and a cellphone were among those recovered in the terrorists’ encampment that can accommodate 100 persons. Bloodstains in the withdrawal routes of the terrorist NPAs are still being tracked.

“We will pursue these terrorists at all cost just to ensure that the people of Northern Mindanao and Caraga Regions will attain the peace they deserve so that economic development that they were long deprived of will come in,” said Major General Ronald Villanueva of the 4th Infantry Division when he thanked the civilian informants who gave the location of the NPA camp.

Villanueva also congratulated the 29IB and the 402nd Infantry Brigade under Brigadier General Franco Nemesio Gacal as he also exhorted them to continue the pressure so that the NPA terrorists will no longer hold their members who are already contemplating to surrender. ATI-Caraga secures anew ISO 9001 certification

Butuan City, Feb. 13 – The aim to provide quality and excellent extension services is not merely paper and words for the Agricultural Training Institute-Regional Training Center XIII (ATI-Caraga). Its total commitment to serve its citizen-customers is demonstrated through the recent ISO 9001: 2015 certification that it received from the global certification body TÜV SÜD Group.

The ISO 9001: 2015 is the latest revision of the international standard on quality management systems. It is an update of ISO 9001: 2008 certification which ATI-Caraga also received last year. Being ISO certified for two consecutive years indicates that the Center has maintained the standard specifically in the development and provision of trainings, knowledge products and services, accreditation of Extension Service Providers (ESP), scholarships, alliance building, national extension system planning, monitoring and evaluation.

The ATI-Caraga is among the eight training centers within the ATI network that was conferred the ISO certification. These centers include the ATI Central Office, International Training Center for Pig Husbandry (ITCPH), ATI-RTC II, ATI-RTC CAR, ATI-RTC VI, ATI-RTC VIII, ATI-RTC XII AND ATI-RTC XIII.


Former ATI Caraga Center Director Robert T. Poculan Jr. and current OIC Center Director Samuel L. Calonzo received the certificate on January 29, 2018 at the ATI Central Office in Diliman, Quezon City. Present during the awarding were Senator Cynthia A. BIR unveils tax campaign logo in SurSur

TANDAG CITY, Surigao del Sur, Feb. 14 – The Bureau of Internal Revenue (BIR) District Office 106 in Surigao del Sur has joined the simultaneous nationwide unveiling of the “2018 Salamat Sayo!” tax campaign logo during the simple flag-raising ceremony program on February 12, 2018. 

Roger Cadavas, BIR Revenue District Officer (RDO), said that the activity of their office was President Rodrigo Duterte’s and BIR Commissioner Ceasar Dulay’s way of saying “thank you” to the taxpaying public, citing the agency’s record-high collection growth rate of up to P1.779 trillion for the last five years. 

The BIR chief added that such Salamat Sayo! logo would soon be hung in tarps around the town for the public to see how great it was for both President Duterte and Commissioner Dulay to feel such an impressive tax collection feat made in 2017.

"Of course, the effort of all the men and women of BIR was taken into account," Cadavas pointed out.

Meanwhile, the BIR District chief admitted a three percent shortfall in collection here in 2017. He cited that as assigned they were supposed to collect P986 million but was only able to rake P949 million.  However, Cadavas was glad to say that as compared to 2016 collection, they were able to exceed it with the tax collected in 2017.

In a related development, the local BIR chief bared that for 2018, they were assigned to get as much as P1.193 billion.

He then again made a strong appeal for an improved level of tax compliance.

Besides, Cadavas also reminded taxpayers to always demand for receipts.

The BIR chief shared the same observation, particularly with most drivers or car owners. He stressed that these sectors were not yet used to the habit of demanding for receipts after gassing up.  On the other hand, he said that gas stations just ignored this obligation to issue receipts, hence, no record of transaction could be traced to the detriment of government. Expounding on the Tax Reform for Acceleration and Inclusion (TRAIN) law, he went on saying that the state was supposed to earn as much as P4.00 per liter in excise tax. Two SurSur northern towns declare state of calamity

TANDAG CITY, Surigao del Sur, Feb. 14 – “Valentine’s Day” might not be that happy for the province of Surigao del Sur after Tropical Storm Basyang made landfall in Cortes town and wreaked havoc on February 13. 

In fact, according to Abel De Guzman, Provincial Disaster Risk Reduction and Management Officer, state of calamity had already been declared in two municipalities – Carrascal and Lanuza. "Some neighboring towns might follow suit depending on the result of the on-going Rapid Damage and Needs Assessment," he added. 

Among the northern towns mentioned, which were mostly affected due to flooding,  Carrascal, 72 kilometers north of Tandag City, also known to be a mining area, had been hit the worst. This was due to the landslide that occurred in Barangays Babuyan and Gamuton. "As a result, five remains had been being mourned, three of which were a mother and her two children," De Guzman reported.

Besides, the PDRRM chief said that two bodies, believed to be father and son, were still missing in Barangay Sibahay, Lanuza town. 

While awaiting submission of reports from both the Office of the Provincial Agriculture (OPAg) and Department of Public Works and Highways (DPWH), De Guzman admitted that his office had yet to account for all damages incurred especially in agriculture and infrastructure.

As of PDRRM Council’s Situational Report No. 3 released at 9:00 a.m. on February 14, 2018, a total of 4,947 families had been affected, but some 2,237 of which were reported to be still staying in evacuation centers. (Radyo Pilipinas-Tandag/PIA-Surigao del Sur)


NPA rebels kill Lumad leader in Surigao del Norte
 
SURIGAO CITY, Surigao del Norte, Feb. 14 (PIA) – A Lumad leader was allegedly killed by the New People's Army (NPA) on February 9, 2018 at Sitio Palo 10, Brgy Camp Edward, Alegria town.

The victim was identified as Dakula Guillermo Tiambong, 58 years old, a farmer and currently held the position as the Indigenous Peoples Mandatory Representative (IPMR) of the Mamanwa Tribe in Alegria, Surigao del Norte.

Datu Tiambong was shot to death in front of his family while attending his farm in the mountains of Brgy. Camp Edward, Alegria.

According to the victim's daughter, Girlie, days before the shooting incident, her father received death threats from the NPAs for being an active peace and development advocate.

In behalf of the Philippine Army, 30th Infantry Battalion Commander Lt. Allen Raymund Tomas extended his deepest condolences to the bereaved family.

“Datu Tiambong was the voice of the Mamanwa tribe during the 3-days IP Summit in Davao on January 30 to February 1, 2018, where President Rodrigo Roa Duterte met them,” Tomas said.

On his part, Philippine Army Brigade Commander BGen. Franco Nemesio M. Gacal condemned the terrorist CPP-NPA for such unlawful act of murder.

“This is again a clear violation of the human rights. With their crime committed, full force of the law will be utilized to bring justice to the victim," said Gacal.

Red tide alert still up in SurSur

TANDAG CITY, Surigao del Sur, Feb. 14 (PIA)– Only after coming out with three consecutive lab test with negative results can the Bureau of Fisheries and Aquatic Resources (BFAR) officially and safely declare Lianga Bay in Surigao del Sur clear again of red tide toxin, according to Bernesita Rojas, chief of the Provincial Fisheries and Aquatic Resources Office (PFARO) here.

Although the PFAR Officer is optimistic that good news will soon get its way, gathering of “all types of shellfish and Acetes sp. or Alamang” from the area will have to remain banned as per Shellfish Bulletin Nos. 03, 04, and 05 issued in early 2018.  Hence, “to avoid Paralytic Shellfish Poisoning (PSP),” Rojas took again the advice of BFAR to the public “to refrain from harvesting, marketing and consumption” of the said species.

On the other hand, quoting what was stated in the official communication received from BFAR Caraga Regional Director Dr. Juan Alabaladejo dated February 2, 2018, the PFAR chief mentioned that “fish, squids, shrimps and crabs are safe for human consumption provided that they are fresh and washed thoroughly, and internal organs such as gills and intestines were removed before cooking.”

DSWD-Caraga sends P2.8M relief aid to LGUs affected by TS Basyang

BUTUAN CITY, Feb. 17 – The Department of Social Welfare and Development (DSWD)-Caraga provided augmentation support to the local government units (LGUs) of the municipalities of Sison, Gigaquit, Mainit, and Carrascal, which were seriously hit by tropical storm Basyang on February 12 to 13, 2018.

With the huge number of affected families, the LGU of the said municipalities requested the agency’s augmentation support to assist the families who are still staying at the evacuation centers, as of reporting time.

The regional office mobilized its field staff stationed at the affected towns to assist the local social welfare and development offices (LSWDOs) in providing relief goods, both food and non-food items amounting to P2,809,139.18 in total.

In Mainit, DSWD-Caraga provided 1,000 family food packs, malongs, blankets, and plastic mats. There were also 1,150 dignity kits given.

In Carrascal, the agency augmented 1,500 family food packs, and 500 dignity kits, malongs, blankets, mosquito nets, and plastic mats.

For the municipality of Sison, the field office gave 1,364 family food packs, 70 dignity kits, 2,000 1-liter water, and 500 malong, mosquito nets, and plastic mats.

In the town of Gigaquit, 1,350 family packs, 300 dignity kits, and 990 malongs and plastic mats were given.

As of reporting time, respective Provincial/City/Municipal Disaster Risk Reduction and Management Committees (P/C/MDRRMCs) across the region are still on active status and the Social Welfare and Development (SWAD) Team, and Provincial/City/Municipal Action Team (P/C/MAT) are constantly monitoring in coordination with the LSWDOs and LDRRMOs for data generation and reporting.

Per latest report received by the Quick Response Team (QRT) of DSWD-Caraga, TD Basyang has affected four provinces with 33 municipalities and 1 city in the region.

A total of 776 families or 3,496 persons are inside the 15 existing evacuation centers (EC) while a total of 56 families with 187 persons served outside ECs.

From the start of the disaster operation in Caraga Region, 154 ECs were activated evacuation centers.

DSWD Caraga OIC Regional Director Mita Chuchi Gupana-Lim, together with the whole workforce of DSWD-Caraga, extends her sympathy to the families of the eight (8) lost lives due to the landslides and floods caused by TD Basyang.

“Our prayers go to the families who have lost their loved ones because of Basyang,” expressed Lim.

The regional director also assured those affected families and individuals that the DSWD-Caraga is on active standby and in close coordination with the LGUs monitoring the status and needs in this time of calamity.

“As to those who are still staying at the evacuation camps, we at the regional office are trying our very best to assist the LGUs. Kalahi-CIDSS Caraga holds suppliers’ conference solar-powered projects

BUTUAN CITY, Feb. 17– In response to the need for supplementary energy provision through renewable energy technology, the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KaIahi-CIDSS) hosted a forum dubbed 'Suppliers Conference for Solar-Powered Sub-Projects' held at Prince Hotel Convention Center, this city.

The conference aimed to establish a common understanding and interpretation among key stakeholders on the technical aspects of the program implementation, especially with solar street light projects.

In attendance were KaIahi-CIDSS workers, Engr. Jovenal L. Bernat, Regional Community Infrastructure Specialist, Engr. Esphar Lamela, Regional Procurement Officer, and representatives from different suppliers marketing solar power materials.

The activity was a good venue especially that stakeholders were able to discuss enhancements on the designs and specifications whatever to the applicability of the new technology approach.

The conference was also an opportune time to discuss about the technicalities and details of the program implementation. Specifically, they tackled on the clarification of contracts between suppliers and DSWD-Kalahi CIDSS, bidding and signing of contract and breach of contract. It was made clear during the forum that the Regional Director will be the authorized person to discontinue any breached contracts depending on the level of violation.

Department of Social Welfare and Development (DSWD) Caraga OIC-Regional Director Mita Chuchi G. Lim specifically instructed the engineering unit of the program to ensure that future engagements with the suppliers and the community should be well-planned and in accordance to the set guidelines. In more than a decade of the program’s implementation, issues with contracts and procurement have caused delays in the completion of the program implementation causing problems to the communities who are recipients of the sub-projects.

DSWD Field Office X conducts field visit in Kalahi-CIDSS Caraga champion town

TANDAG CITY, Surigao del Sur, Feb. 17 – Around 130 Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) workers from Department of Social Welfare and Development (DSWD) Field Office 10 conducted a cross-learning visit in Field Office Caraga. The team was able to visit the evacuation center-community sub-project in the municipality of Hinatuan, this province.

Successfully implemented in 2017, the Kalahi-CIDSS sub-project in Barangay Bitoon was considered as the biggest evacuation center nationwide.  The P14-million worth community sub-project became the subject for the visit since DSWD Caraga was the only Kalahi-CIDSS implementing region that was able to complete such infrastructure with a tight budget. This was because of the combined efforts of the different partner-stakeholders, led by community volunteers from different barangays in the municipality.

“Diri gayud nako nasulayan sa Kalahi-CIDSS kung unsa ka-importante ang transparency sa pagpadagan sa usa ka-proyekto. Bisan pa adunay mga pagsulay ang niagi sa amuang organisasyon, nagpabilin kami nga madasigon; tungod niini, naangkon namo ang proyekto nga dugay na namong gihandom. (It is only through Kalahi-CIDSS that I have experienced how important transparency in implementing a project was. Even though our organization faced trials, we remained courageous; because of this, we achieved the project that we have long been dreaming of),” Cris Tarona, the Barangay Sub-Project Management Committee Chairperson said during the focus group discussion (FGD).

The FGD was facilitated by the Area Coordinating Team (ACT), the Municipal Local Government Unit of Hinatuan, and the Sub/Regional Program Management Office.

The visitors commended the empowered volunteers as they narrated their stories of challenges, strategies, and best practices implementing the Community-Driven Development (CDD) Program. The said community sub-project was a great challenge for the stakeholders to complete. But with its completion, it has greatly impacted the communities in Hinatuan.

DTI gears up to upgrade LGUs' competitiveness index

SURIGAO CITY, Feb. 19 (PIA) – In order to be at par with the standards instated by the United States Agency for International Development (USAID) and the National Competitiveness Council (NCC), the Department of Trade and Industry (DTI) has stepped up to the challenge of improving the Cities and Municipalities Competitive Index (CMCI) with the conduct of a province-wide roadshow on March 13, 2018.

Surigao del Norte Gov. Sol Matugas suggested the conduct of seminar workshops in every municipality so they can submit expeditiously all the reportorial qualifications and inputs.

The target for the roadshow is 100 percent local government units (LGUs) participation and 100 percent data generation.

In so doing, all the concerned LGUs can come up with innovative strategies to improve their showing and entice more foreign investors to do business.

Competitiveness is the ability of locality to produce and provide goods and services efficiently. Local competitiveness is how a city or municipality knows its resources and how it uses these to improve its standard of living.

Scores will be determined by the values of the actual data, as well as the completeness of the submitted data. The higher the score of a municipality, the more competitive it is.

Surigao del Norte currently ranks third in the Northeastern Mindanao Region. It scored 34.19 just a notch below Agusan del Norte which is 35.17.

Overall, the most competitive is Quezon City, followed by Manila and Davao.

DTI said that "the problem with some municipalities is the fact that they were not able to furnish them a faithful copy of their reports, pertinent data and other attached documents that is why the score earned by the province may not reflect what is happening on the ground."

One case in point is General Luna, which is a booming municipality due to the influx of foreign tourists and beach resorts, but because it has not forwarded to DTI the germane data on investment, there was no way to rectify the scorecard.

Siargao launches food security project

SURIGAO CITY, Feb. 19 (PIA) – To ensure that Siargao Island will be self-sustainable in terms of its food and fishery supplies, despite the growing number of consuming public, the innovative social enterprise AGREA and United States conservation group RARE worked together with the local government unit through Surigao del Norte 1st district representative Francisco Jose 'Bingo' Matugas II with the launching of Siargao Food Sustenance and Security Project and an organizational meeting held on February 8-9, 2018 at Kapitolyo nan Siargao in Dapa, Surigao del Norte.

Surigao del Norte Gov. Sol Matugas, municipal mayors and agriculturists, agricultural technologists, the peasant community and fisherfolks attended the events.

"This representation seeks to develop the human capital of Siargao in line with the agri-aquaculture aspect of the HEALS PLUS Development Roadmap of the provincial government," said Matugas.

AGREA is an agro-social enterprise that aims to eradicate poverty among farming and fishing families in order to alleviate the effects of climate change and espouse food sufficiency in the Philippines, while RARE is an international conservation group which promotes sustainable fishing through a program called Fish Forever. 

It focuses primarily on a two-pronged approach, designating managed access areas and protecting marine sanctuaries of "no-take zones."

AGREA's chief executive officer Cherrie Atilano and RARE Dir. Adonis Sucalit presented and discussed the details of the collaboration with local leaders in the fields of agriculture and aquaculture.

Also tackled were the issues and challenges facing the agriculture sector, farming community, fishing industry and coastal resource management.

SurSur Athletes of two schools divisions wrap up training for 2018 CRAM

TANDAG CITY, Surigao del Sur, Feb. 19 (PIA) – After completing a four-day in-house training in Hinatuan National High School on February 15 to 18, athletes coming from the Department of Education (DepEd) Division Office of Surigao del Sur would now proceed to their billeting quarters at Libertad National High School in Agusan del Norte to take some more time to acclimatize themselves at the playing venue in Butuan City between February 19 to 24, according to Antonio Salazar, physical education supervisor (PES) here.

"With 625 athletes in tow, the entire delegation headed by Schools Division Superintendent Dr. Marilou Dedumo would total to up to 800 individuals to include coaches and chaperons," he said. 

Meanwhile, DepEd Tandag City Delegation has still two days to go to conclude their five-day in-house training  before getting into another set of a three-day camp training in Agusan del Norte. Estelito Orozco, DepEd Tandag City Sports Coordinator, explained that the purpose of which would be to get used to the playing field in Butuan City, the host for the 2018 Caraga Regional Athletic Meet (CRAM). 

Also, the sports coordinator, confirmed that they would be billeted at Agusan del Norte National High School. 

With 423-strong delegation of athletes and officials, Tandag City Division Office is headed by Schools Division Superintendent Dr. Gregoria Su.  However, it was made clear that players would only tot up to 350 all in all, some 130 for elementary and 220 for secondary.

TESDA chief to attend NISP forum in Butuan

BUTUAN CITY, Feb. 19 – Secretary Guiling “Gene” A. Mamondiong of the Technical Education and Skills Development Authority (TESDA) will attend today, Feb. 19, the National Integration Scholarship Program (NISP) in this city.

In an interview with the local tri-media here, Mamondiong emphasized that as per Directive of President Rodrigo Duterte, there is a need to give opportunity to the marginalized sectors like the indigenous peoples (IPs) in support to the flagship program of the present administration.

Mamondiong added that though TESDA have already made significant contribution in empowering the IPs in the previous years, this program will continue so that peace and development will be achieved throughout the country.

The forum is anchored on the theme: "Pagpagahum sa Tribuhanong Katilingban pinaagi sa Lahiusahan alang sa Kalinawan ug Kalambuan,” (Empowering Tribal Community through Unity for Peace and Development), and is participated by 136 chieftains of the Northern Mindanao Region and the Caraga Administrative Region. TESDA Sec. vows more skills training for IPs, rebel returnees

BUTUAN CITY, Feb. 19 – Technical Education and Skills Development Authority (TESDA) Secretary Guiling “Gene” A. Mamondiong said that the agency will provide more skills training for indigenous peoples (IPs).

Speaking before the IP chieftains in Northern Mindanao and the Caraga Region during the National Integration Scholarship Program Forum held here on Feb. 19, Mamondiong said this is the directive of President Rodrigo Roa Duterte.

The official added that rebel returnees are also included in this program. “TESDA will be coordinating with concerned government agencies for the realization of the program such as the Department of Trade and Industry (DTI), Land Bank of the Philippines (LPB), Department of Agriculture (DA), and the Department of Agrarian Reform (DAR),” he said.

After the skills training, Mamondiong said the successful trainees will be provided with livelihood opportunities. “Through the convergence of different government agencies, peace and development will be achieved,” he added.

When asked how to avail the program, the TESDA chief said this can be realized through the scholarship programs of TESDA. “For details regarding this, just keep in touch with TESDA Provincial Offices in your respective areas,” Mamondiong said.

10 pairs to marry in mass wedding in Tandag City

TANDAG CITY, Surigao del Sur, Feb. 21 (PIA)– Ten pairs of brides and grooms are set to tie the knot at 9:00 a.m. today, Feb. 21 in a mass wedding ceremony arranged by the Civil Registrar’s Office in Tandag City. 

Dubbed as “Kasalan ng Bayan,” Liza Auza, local civil registrar, said that the occasion would be officiated by Mayor Alexander Pimentel.

"It would take place at the lobby of the City Hall," she said.

Over a month ago, the City Civil Registrar’s Office called on and urged “couples” here who had been cohabiting for not less than five years to avail of the offer, saying it would be all for free.  In fact, a public service announcement in this regard had been sent to media outfits, citing thereat specific requirements to be accomplished.

AgNor supports move for P800B IRA back pay to LGUs

BUTUAN CITY, Feb. 22– The Sangguniang Panlalawigan of Agusan del Norte supported the move of Governor Hermilando I. Mandanas, et. al of Batangas province for the release of the local government units’ Internal Revenue Allotment (IRA) back pay from the P800 billion total estimated unreleased portion of the just share of LGUs from the National Internal Revenue Taxes since 1992 up to present.

Mandanas filed a petition before the Supreme Court for the national government to release the said LGUs’ IRA back pay collected by the Bureau of Customs due to the province, cities, municipalities and barangays from 1992 up to the present, but still awaited for the final resolution.

Provincial officials of Agusan del Norte believed that under Sections 284 and 286 of Republic Act 7160 and other existing rules and regulations, the national government should automatically release the just shares of the IRA for the LGUs from the national taxes to enable the LGUS to hasten the delivery of much needed services to their constituents.

In its Sanggunian Resolution No. 050-2018, authored by Vice Governor Ramon AG. Bungabong, it strongly supported the said petition asserting that the LGUs have a rightful share from the Bureau of Customs, being a collecting arm of the Bureau of Internal Revenue for the LGUs to provide better governance to their constituents and promote local autonomy which, in the long run, would fasttrack the implementation of the LGUs’ development projects and simulate the economy in the countryside. Agusan Norte LGU controls rice black bug infestation

BUTUAN CITY, Feb. 22 – The provincial government of Agusan del Norte is urging all rice-producing city and municipalities in the province to participate and adopt a synchronized light trapping activities and institute integrated approaches to control the infestation of rice black bugs (RBBs) in the province.

It was learned that the Provincial Agriculture’s Office has conducted plant diseases and pests surveillance due to the reported incidence of RBBs attach affects the rice farms in the province.

Based on the validated report from the surveillance team, the areas affected by the RBBs infestation were the municipalities of Kitcharao, Jabonga, Las Nieves and Buenavista. It was also reported that massive and intensive insecticide applications failed to control rice crop damages, but instead the process killed the natural enemies of RBBs like wasps, long-joined spiders, red ants, damsel bugs and other beneficial insects.

According to Provincial Agriculture’s Office, aside from water management and biological control, the use of light traps with high intensity of light rays is highly recommended to use because it can easily attract the black bugs that caused them from entrapping.

It was recommended that the light trapping be done three days before and three days after the full moon, since it is during this period that RBBS attack and they are trapped and collected and buried underground.

The call for urgency of the city and municipalities in the province to use the light trapping was to prevent the infestation of RBBs and save the rice farms from further damage. (ABSienes, LGU-Agusan del Norte/PIA-Agusan del Norte)


Culmination of skills training for Marawi victims set in Butuan

BUTUAN CITY, Feb. 22 – More than 100 internally-displaced persons (IDPs) who are victims of Marawi siege will finish the skills training program on February 22, 2018 and will be receiving toolkits at the Atrium Center of Robinsons Place-Butuan.

The program, dubbed as "DOLE Kabuhayan Program" is in convergence with the Technical Education and Skills Development Authority (TESDA)-Caraga by a virtue of a Memorandum of Agreement (MOA) signed between DOLE-Caraga Regional Director Chona Mantilla and TESDA-Caraga Regional Director Ashary A. Banto.

Accordingly, TESDA will conduct a training through a training-cum-production program with allowance to qualified trainees in masonry and carpentry. For food processing, TESDA will provide or facilitate the skills training.

Also, materials to be used during the duration of the training will be provided by the agency. A free assessment will be conducted and upon passing the assessment, a National Certificate (NC) will be issued to the trainees.

Meanwhile, DOLE-Caraga through the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) shall support the convergence arrangements by making available to the identified communities the number of interventions, subject to existing program guidelines.

Among the interventions is to provide working capital in the form of raw materials, equipment, tools and jigs, and other support services necessary in setting-up the business and/or enhancement of individual and group livelihood projects.

Further, DOLE will provide continuing technical assistance and business advisory services to ensure efficiency, productivity, and sustainability of the business/enterprise. The labor department also provides opportunities for showcasing successful projects, as well as to conduct and facilitate supervision, project assessment and monitoring visits.

Meanwhile, the National Commission on Muslim Filipinos (NCMF)-Caraga Region has identified the beneficiaries of this program.

The activity is in line with the trust of the current administration of generating decent and productive employment so that every Filipino can enjoy better and dignified quality of life.

It is also anchored on the two-pronged strategy of TESDA led by Director-General and Secretary Guiling “Gene” A. Mamondiong in poverty reduction, particularly those who are socially excluded and displaced such as informal workers, indigenous peoples, farmers, fisherfolks, drug dependents, rebel returnees, women victims of abuse and human trafficking, returning OFWs and persons with disabilities to be active participants in the development process.

SurSur gov takes on call for probe on TS Basyang’s onslaught

TANDAG CITY, Surigao del Sur, Feb. 22 (PIA) – Surigao del Sur Governor Vicente Pimentel, Jr. has joined Diocese of Tandag Bishop Nereo Odchimar’s call for a no nonsense probe on the root cause of “flooding in CARCANMADCARLAN” area.  

Carcanmadcarlan, a cluster of five northern towns in the province, were said to have been badly hit by Tropical Storm (TS) Basyang, particularly the two adjacent municipalities of Carrascal and Cantilan, on February 13, 2018. 

From then on, what happened became a controversy.

In what Pimentel has called a “pastoral letter,” the bishop threw out the question “Could the reason be due to massive mining operations that denuded the natural forested mountains and critical watersheds of Cantilan and Carrascal?” 

In his response, the chief executive of the province issued a well-crafted statement pitting his wits by bringing out “hard and indisputable facts, point-by-point” against the bishop’s themed “A Call for Responsibility."

In addition, he cited similar occurrences like Typhoon Uring in Ormoc, Leyte on November 5, 1991;  the Guinsaugon, Southern Leyte landslide on February 17, 2007; the Typhoon Sendong that hit Iligan and Cagayan de Oro on December 17, 2011; and Typhoon Pablo that wiped out three towns in Davao Oriental, including Barangay Palo Alto, this province, on December 4, 2012.  The governor said, the places mentioned had no mining activities.  

Contrary to some views, Pimentel noted that “premature and sweeping conclusions do not help.” 

“Nonetheless, I agree with the call of Bishop Nereo P. Odchimar for an immediate and independent investigation on the flooding in all the affected areas in order to ferret out the truth and determine if mining is really the cause of the flooding and landslides,” he said in his rejoinder titled “A Call for Sobriety."

Also, on the allegation that some of mining companies “are allegedly owned by the high ranking government officials of the province,” Pimentel vehemently denied such.

“I categorically state that I am not, in whole or in part, an owner of any mining company operating in our province or elsewhere.  Simply put, I am not a miner.  Just like any other ordinary businessman, my connection in the mining industry is limited to hauling business,” he emphasized.

Earlier, Pimentel likewise cleared “mining” in this regard.  “There is no truth to the claim that siltation ponds in some mining sites have collapsed.  All the siltation ponds area intact and solid to this day.  Drone videos that I have ordered taken right after the storm is proof of this.“ 

It can be recalled that on February 19, Provincial Administrator Efren Rivas has already shared his thoughts on the issue after watching the drone video taken from the so-called “ground zero.”

TANDAG CITY, Surigao del Sur, Feb. 23– Gov. Vicente Pimentel, Jr. was chosen as one of DSWD’s “Salamat Po” awardees in Caraga region.

Mira Chuchi Gupana-Lim, DSWD Caraga OIC Regional Director, had already sent an official invitation to the good governor seeking his presence on the occasion of its 67th anniversary celebration that would be held in Watergate Hotel in Butuan City at 9:00 a.m. on February 27, 2018.  

“We will be recognizing our partners for their exemplary contribution in helping DSWD carry out its mandate of improving lives and providing a better opportunity for the poor, disadvantaged, and vulnerable sectors of our society through the ‘Pagkilala sa Natatanging Kontribusyon sa Bayan (PaNata Ko sa Bayan)’ Awards,” the social welfare top official told Pimentel in her letter dated February 12, 2018.

With the theme “DSWD@67: Walang Puwang sa Katiwalian ang Paglilingkod nang Tapat sa Bayan,” Gupana-Lim said that this would be in line with the agency’s effort to “highlight the importance of building and promoting integrity among its officials and employees.”

SurSur IPs alarmed over foreigners’ visit in their turf

TANDAG CITY, Surigao del Sur, Feb. 23– The 36th Infantry (Valor) Battalion of the Philippine Army (PA) here reported that Lumad communities had voiced out concern over the “presence of foreign nationals” in San Miguel town, particularly in Sitio Hayon, Barangay Libas Sud.

In the company of 12 locals upon entering the “Lumad” community on February 20, 2018, the group spent overnight in the area, according to Cpt. Francisco Garello, Jr., battalion civil military operations (CMO) officer, in a press statement.  

The non-nationals were identified as Ms. Miracle Osman of Malawi, Africa; Ms. Jennifer Marie Abella of California, USA; and Prof. Boehringer Gill Hale from New South Wales, Australia. 

"However, it was only, the next day, February 21, when troops of the said battalion “intercepted” them at a routine checkpoint in Dreamland Patrol Base, Sitio Dreamland, Barangay Alba, Tago town," Garello noted. 

When asked for proper identification, one of the foreigners was said to have been lacking necessary papers.  Hence, for further “documentation and identification” they were invited to the municipal police station having jurisdiction of the area. After undergoing process, Garello said that the group was released later on “as witnessed by their legal counsel, Atty. Antonio Azarcon.”

But early on, citing Section 1 of the Municipal Ordinance No. 03 series of 2017 of San Miguel dated January 3, 2017 or Ordinance Regulating Entry of Migrants into Certificate of Ancestral Domain Title (CADT) Areas within this Municipality and Providing Penalty for any Violation thereof, Cpt. Garello said that entry to the municipality, let alone a Lumad territory without the necessary clearance from authorities meant a breach.  "These included even Peoples Organization and Non-Governmental Organization," he added.

The battalion CMO bared that during the group’s overnight stint, Datu Rico Maca, municipal tribal chieftain, went to see these people to advise them to leave because of violation of a municipal ordinance. Garello said that the same were told to have sought permission first from Municipal Tribal Office to be allowed entry in the ancestral land.

Such policy was to “protect” the Indigenous Peoples (IPs) from unidentified strangers with undetermined objective.

When asked about their purpose, Maca said that they were there to “interview” IPs for them to know the truth behind allegations of human rights violations.  But, the municipal tribal chieftain noted that IP sources seemed to be just being picked out.

Contrary to claim of having been given permission to go to the area, the military officer found out from Local Government Unit (LGU) of San Miguel, Barangay LGU of Libas Sud and from no less than Provincial Administrator Efren Rivas that no such thing was granted.

Rivas stood pat on what he said, when contacted by media. 

The provincial administrator, however, confirmed that he, acting on behalf of Governor Vicente Pimentel, Jr., had a meeting with the group at the Provincial Governor’s Office (PGO) Conference Room on February 19, 2018. 

The group claimed to be “members of the International Fact Finding and Solidarity Mission (ISM)” based on the report of the Surigao del Sur Police Provincial Office under Provincial Director PSSupt. Francisco Dungo, Jr.

Lt. Col. Xerxes Trinidad, 36IB Commanding Officer, said that “the group did not coordinate with the proper authority.  As foreign nationals, they could have coordinated with us for their safety and security.”

BUTUAN CITY, Feb. 26 – Two provincial associations were accredited by the Sangguniang Panlalawigan as a people's organization and a cooperative.

Through Sanggunian Resolution Nos. 028-2018 and 029-2018, authored by Provincial Board Member Virgilio R. Escasiñas, Jr., the Sangguniang Panlalawigan accredited the La Union Mangrove Fisherfolks Association Incorporated of Purok 6A, Barangay La Union, Cabadbaran City as a people’s organization.

The La Union Mangrove Fisherfolks Association Incorporated is a non-stock and non-profit association organized to help members improve their living conditions through sustainable income-generating projects in agri-business fishing and diversification of life as well as the development of coastal protection communities.

Also, the Sto. Niño Community Multi-purpose Cooperative of Barangay Sto. Niño, Magallanes, Agusan del Norte was accredited as a cooperative. It is organized to help its members to uplift their living conditions through income-generating projects on retailing essential and non-essential goods responsive to the needs of its members as well as to the community.

The accreditation will help the NGOs, POs and cooperatives become active partners for the implementation of socio-economic, agricultural and environmental laws in the province of Agusan del Norte.

Butuan’s senior citizens benefit Project LIPAD

BUTUAN CITY, Feb. 26 – Some 26 senior citizens of Barangay Taguibo joined the 2nd session of the city government's Financial Literacy for Alternative Learning System (ALS) under Project LIPAD or “Literacy Paglaum sa Asensadong Dakbayan."

During the session, the Business-Expense-Savings Training or BEST Game module with business simulation exercises to simplify the whole learning process was introduced by the Department of Trade and Industry-Agusan del Norte (DTI-AdN) and Negosyo Center-Butuan business counselors Ramabe Montilla, Efren Lascuna and Liezel Simogan.

According to Butuan City Sangguniang Panlungsod member Atty. Glen Carampatana, the Project LIPAD aims to spread financial literacy to senior citizens, out-of-school youth, women, and indigenous peoples in the remote barangays of the city.

"Also, the project will help ALS learners to become learner-graduates into entrepreneurs in the future," Carampatana said.

Magkiankang flower growers undergo training on quality production and marketing

PROSPERIDAD, Agusan del Sur, Feb. 26 – Twenty-one (21) cut flower growers of Barangay Magkiangkang, who are members of the Bayugan Federation of Cutflower and Ornamental Plant Growers (BAFEDCOPGRO) underwent a Skills Enhancement on Quality Cut Flower Production held in their barangay in Bayugan City.

Magkiangkang is known as one of the flower producing barangays in the city with anthurium as its pride.

The group's project is funded under the Bottom up Budgeting (BuB), a project implemented by the Department of Trade and Industry-Agusan del Sur (DTI-AdS) and the Local Government Unit (LGU) of Bayugan City. The project aims to help improve the production and  quality of cut flowers in the area.

Teresita Segundino and Joselito Boque – both technical staff of the City Agriculture Office (CAO) served as resource persons for the seminar. They provided inputs on the benefits of using organic fertilizers for anthurium and ways in managing ecological pests. 

Merlie Peñalver, another resource speaker shared marketing skills on the second day. She emphasized that high production is important to answer the demand and the quality of flowers as well as handling customers.

The Nature Farming Technology System (NFTS) was discussed thoroughly to ensure proper understanding of the system. The use of chemical free fertilizers aligning with the basic agriculture practices that follows Korean methods which purpose is to increase farm production with lesser expense. 

The methods introduced were the following:

IMO or Indigenous Microorganism – a method that helps revive soil nutrients, speeds plant growth, speed up composting works and helps prevents pests/ diseases;
FPJ or Fermented Plant Juice – a natural growth enhancer;
FFJ or Fermented Fruit Juice – a natural taste enhancer;
OHN or Oriental Herbal Nutrients – a natural immune booster and a natural pest repellant; and
FAA/KAA or Fish amino acid/ Kuhol Amino Acid, a natural amino acid. 
The trainees did actual production of OHN concoction which ingredients such as onion, garlic, ginger and vinegar.  The ingredients went through fermentation, then mixed with molasses.

Actual demo in applying organic fertilizer to anthurium was also done using rice hull and chicken dung.

National Oral Health Month Celebration turns out well in SurSur

TANDAG CITY, Surigao del Sur, Feb. 26 (PIA) – The Department of Education (DepEd) Division Office in Surigao del Sur has still managed to make everything work, including the successful conduct of the activities lined-up for the National Oral Health Month celebration this February despite the hectic schedule of closely monitoring and supervising the training of athletes for the 21st Caraga Regional Athletic Meet (CRAM) this February 25 to March 1, 2018.

According to Dr. Daniel Laurente, school dentist, the month-long observance was marked by various dental services rendered to school children with the support of his fellow dentists together with the nurses from the Provincial Health Office (PHO), DepEd, and Rural Health Units (RHUs) here.

Among the activities accomplished were the division-wide simultaneous tooth brushing in Daycare Centers for kindergarten and Grade I pupils; the conduct of pits and fissure sealant, varnish application, tooth extraction and health education.

Besides, the said Division Office under Schools Division Superintendent Dr. Marilou Dedumo, care of the Dental Health team, had likewise found time to be able to launch the anti-cavity campaign in four municipalities, namely Barobo, Cortes, Hinatuan and Bayabas.

Laurente added that such activity was sponsored by Colgate Palmolive Philippines, Inc. that brought with them product freebies.

With the theme “Ngiping Inaruga Mula sa Pagkabata Malusog na Ngiti Baon sa Pagtanda,” the objective of all the undertakings was not only to “arouse dental health consciousness” among residents province-wide but also “to decrease the prevalence of the dental caries,” the dentist stressed.

The kick-off program was held in the northern municipalities of Carrascal, Cantilan, Madrid, Carmen and Lanuza on February 5 to 9, 2018.  The following week, from February 12 to 16, they went on to the central towns of Cortes, San Miguel, Bayabas, and Tandag City as well, he told media.

Negosyo Center-Agusan del Sur partners with local senior high for students’ business immersion

PROSPERIDAD, Agusan del Sur, Feb. 26 – Some forty-one Grade 12 General Academic Strand students of Lucena National High School (LNHS), this municipality participated in an Entrepreneurial Mind setting and Values Formation conducted by Negosyo Center (NC)-Agusan del Sur.

The session, which also covered a briefing on Negosyo Center services and Business Expense Savings Training (BEST) Game Modules 1 and 2 was an off-site servicing done by the center to partner with LNHS’s business immersion requirement.

Dennis Patosa, LNHS Senior High School Coordinator in his message before the start of the activity encouraged the students to participate actively and be open to new learnings as these will help equip them in making business plans for their business simulation activity in March 2018.

The business simulation is expected to showcase the students’ creativity and innovativeness in handling real life situations.

Patosa said they preferred this setup of relevant inputs and business simulation rather than sending students to “intern” in business establishments because the latter may not be able to provide the needed business immersion lessons.

NC-AdS provincial Hub Counselors Rezel May Colongan Goloran and Lem Roboca facilitated the session.

Five other sessions on marketing, business model canvass, supply chain, accounting and financial management, operations management and visual merchandising will be conducted every Friday this February 2018.

Recent NC-academe partnership is just one of the many being handled by the #AdSNegosyoCenters to pursue one of its functions as provided in Republic Act 10644 or the Go Negosyo Act, which is to “coordinate with schools and organizations on the development of the youth entrepreneurship program.” (DTI-Agusan del Sur/PIA-Agusan del Sur)


DTI discusses Higaonon Coffee growers' needs in AgSur barangay

ESPERANZA, Agusan del Sur, Feb. 26 – "Balikan lang" or a return within the day of travel is not possible when your destination is Barangay Kalabuan, this municipality.

This is what two technical staff of the Department of Trade and Industry (DTI) Agusan del Sur (AdS) and a staff from the Municipal Agriculture Office (MAO) of this municipality prepared for when they recently visited the said barangay to check the presence of a thriving local coffee industry in the area. 

Kalabuan is a distant upland barangay located northwest of Esperanza, where majority of the population are members of the Higaonon tribe.

Reonel Aninon, a technical staff of DTI-AdS and Charlz Palen of Negosyo Center (NC)-Esperanza, together with Dionifil Carin of the MAO stayed overnight to assess the needs of the coffee growers in the area. 

Together with the coffee farmer-growers they identified the facilities required to improve the quality of their coffee beans. The intervention will help increase the income of the growers.

During the visit, the team witnessed how the Higaonon coffee producers processed their coffee beans using mortar and pestle to break open the fresh ripened coffee beans before exposing them to sunlight for drying purposes.

As observed, due to some unrefined preparation methods, quality of coffee are affected which resulted in their being bought at a lower price. 

Aninon, the Provincial Shared Service Facilitaty (SSF) and Industry Cluster Enhancement (ICE) Coordinator, said the provincial office will continue to engage closely with the group and work for the  provision of their coffee enterprise needs.

With the provision of appropriate post-harvest equipment and processing facilities in the area, Higaonon coffee producers hopefully will be able to produce good quality dried coffee beans, thus enabling them to increase their respective household incomes.

Esperanza town has been named pilot municipality for DTI's Project Entrep  and Strike Team for Indigenous Peoples. With or without follow through funding support from the national office, DTI AdS hopes to continue to give development interventions emphasizing on skills and entrepreneurial development through the now operational Negosyo Center-Esperanza. Negosyo Center-Bayugan City stakeholders' meeting focuses on 1st Quarter 2018 activities

BAYUGAN CITY, Agusan del Sur, Feb. 26 – Skills enhancement on cut flower production cum marketing, business planning seminar, simple record keeping, and skills training on guitar making – these are just some of the activities lined up by Negosyo Center (NC)-Bayugan City for the first quarter of 2018.

The meeting was presided by Department of Trade and Industry-Agusan del Sur (DTI-AdS) Supervising Trade and Industry Development Specialist Jose Baron. 

Officials/officers of LGU-Bayugan City, Bayugan City Chamber of Commerce and Industry, Department of Science and Technology (DOST), Department of Labor and Employment (DOLE), and other national government agencies attended said meeting. In attendance as well were some local producers and processors.

The skills enhancement on cut flower production cum marketing seminar was conducted in Barangay Magkiangkang as scheduled on January 30 to 31, 2018.

A similar training was also conducted for Barangay Mt. Olive on February 7 to 8. On February 15 to 16, the Business Planning Seminar was held and a Simple Record Keeping Seminar on February 22 to 23.

The skills training on guitar making arranged originally for last year will finally push through this March 2018.

PDEA warns public against bogus agents

BUTUAN CITY, Feb. 28 – The Philippine Drug Enforcement Agency (PDEA) is warning the public against unscrupulous individuals who introduced themselves as PDEA agents and commit criminal activities.

PDEA Director General Aaron N. Aquino reiterated the warning in light of the recent arrest of a suspect posing as a PDEA agent and his female companion during a shootout in Parañaque City.

Investigation disclosed that Jhay-R Repana y Linggo, 31 years old, alleged PDEA agent, a resident of Masville Compound, Barangay BF Homes, Parañaque City; and Rosemimi Facal y Fayo, 30, of Lizardo Compound, Bayanan, Taguig City, were involved in a shooting incident along Dr. A. Santos Avenue, Gate 2 of Loyola Memorial Park, Barangay BF Homes, Parañaque City on February 24, 2018.

According to a witness, the pair, who were onboard a Mitsubishi Lancer with plate number XHU-835, figured in a shootout with another vehicle that wounded Repana’s left leg.

During a follow-up operation, elements of Parañaque City Police Station discovered Repana and Facal’s vehicle parked near the Sta. Rosa Hospital, Laguna that led to their arrest.

When inspected by the Scene of the Crime Operatives (SOCO) Team of Police Regional Office 4A (PRO-4A), the vehicle yielded one caliber 38 revolver with pieces of ammunition, and one plastic sachet containing suspected methamphetamine hydrochloride, or shabu, one improvised tooter and lighter.

Repana identified himself as a PDEA operative displaying his identification card to the arresting authorities.

Repana and Facal will be facing charges for violation of Section 11 (Possession of Dangerous Drugs) and Section 12 (Possession of Drug Paraphernalia), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002. Additional charges for illegal possession of firearms and ammunition, usurpation of authority, alarm and scandal, will also be filed in court against them.

“It comes as no surprise that there are people who misrepresent themselves as PDEA agents or as members of other law enforcement units to perform their illegal activities,” Aquino said.

“Our agents have undergone rigorous training for months, imbibing in them the core values of the PDEA organization. We will not tolerate unscrupulous people who pretend to be our agents and tarnish the Agency’s integrity just like that,” he added.

Last February 4, 2018, persons wearing PDEA uniforms while tagging along alleged arrested drug personalities and rode aboard two vehicles was captured on closed-circuit television (CCTV) cameras in Barangay Ususan, Taguig City.

However, the same group managed to elude arrest after engaging the authorities in hot pursuit in the same barangay two weeks later.

Army, Surigao mining firm distribute relief packs to TS Bayang victims in Claver

SURIGAO CITY, Surigao del Norte, Mar. 1 (PIA) – Government troops of 36th Infantry Battalion (36IB), Philippine Army and the THPAL Nickel Corporation distributed relief packs to the victims of Tropical Storm Basyang that ravaged parts of Surigao del Norte.

Around 562 relief packs composed of rice, canned good, noodles, biscuits, coffee and sugar were distributed to the affected families of the barangays in Claver town.

More enrollment draw from National TVET Enrollment Day

BUTUAN CITY, Mar. 1 – More enrollment was noted on the first day of the National TVET Enrollment Day and Jobs Bridging Program in this city and the province of Agusan del Norte.

According to Irenea A. Dela Victoria, UTPRAS focal of TESDA-Agusan del Norte Provincial Office, this can be attributed to the partner Technical Vocational Education and Training (TVET) providers and Technical Vocational Institutions (TVIs) in the province who have sent their enrollment teams to assist in profiling and enrollment of the prospective trainees.

In the messages given during the launching activity of the program by TESDA-Caraga Regional Director Ashary A. Banto and DOLE-Caraga Assistant Regional Director Naomi Lyn Abellana, the officials underscored the importance of getting a skill and using it to earn a living. They reminded the aspiring and interested trainees on choosing a training for a skill that best suit their interest, a skill that is on-demand in the market and then aim for the mastery of that skill.

To date, data showed a total of 16 TVET providers assisted in the enrollment proceedings and a total of 596 were profiled and enrolled.

Top five programs with the most number of enrollees were: Events Management Services NC III, Computer System Servicing (CSS) NC II, English Language Skills Training Program, Food and Beverage Services (FBS) NC II, and Domestic Work NC II.

TESDA Caraga is inviting everyone to get skills trainings and to start earning a living. The National TVET Enrollment Day and Jobs Bridging Program will culminate today, Mar. 1. Negosyo Center-Sibagat holds pricing seminar, hosts roll-out of ‘NC CES’
  
SIBAGAT, Agusan del Sur, Mar. 1 – About 25 market vendors and stakeholders of the Negosyo Center (NC), this municipality learned the basics of computing prices on the items they are selling.

This is what they gained during their seminar on Product Pricing and Costing held here, and organized by the Department of Trade and Industry (DTI) thru NC Sibagat. 

The training is one of the modules that will equip the business sector in giving a fair price for businesses and for customers.

Merlie Peñalver, the resource person gave emphasis on identifying pricing constraints like demand on the product, the product and the brand, stages of product life cycle and the pricing strategy based on  product cost.

The participants were so amused as they shared their style in pricing. Accordingly, they don't consider their expenses; instead, they just determine the life span of the commodities, especially for perishable products and then set the price.

Jardynne Narvasa of the Consumer Protection Unit of DTI-Agusan del Sur also equipped the group on the rights and responsibilities of a consumer.

Wasian coconut farmers intensify value-adding activities, undergo entrepreneurial & gender sensitivity trainings

ROSARIO, Agusan del Sur, Mar. 1 – The Wasian coconut farmers are now intensifying the production of their value adding products aside from copra. They are now into virgin coconut oil (VCO) production, which are sold in the neighboring areas.

On February 13, 2018, twenty five members of the group attended the entrepreneurship and gender sensitivity orientation seminar organized by the Department of Trade and Industry (DTI) thru the Negosyo Center (NC) Bunawan.

It was noted, that even if they already get good returns from VCO, they still need to enhance the processing method to ensure quality product.

The group was encouraged to display their products in the NCs for wider exposure.

Agusan del Sur has already eight NCs that can help expand the reach of their product.

They were also advised to check on their strategies of giving incentives or commissions based on the members' output so they will be inspired to produce and consider it as a business.

These processors will soon undergo training that will help enhance their production and create more producers.

Talacogon Negosyo Center sets more active partnerships with stakeholders

TALACOGON, Agusan del Sur, Mar. 1 – In a recent meeting with Negosyo Center (NC)-Talacogon stakeholders, the Department of Trade and Industry (DTI) Agusan del Sur urged the group to take part in driving more economic activities in the municipality.

Jose T. Baron, now the Officer-in-Charge of DTI Agusan del Sur met the center's stakeholders and discussed the NC Talacogon's 2017 performance and come up with agreements for the provision of more services to target clients in 2018.

Baron in his presentation of the economic situationer of Agusan del Sur cited the fact that despite Talacogon's progressive economy in terms of productivity (reported gross sales/revenues of registered businesses) and new investments, still the municipality registered high incidence of poverty.

Among the initial partnership agreements reached included more tie-ups with the Alternative Learning System (ALS), the Municipal Social Welfare Development Office (MSWDO) and a local Pondo sa Pagbabago at Pag-unlad (P3) conduit Taytay sa Kauswagan, Inc. (TSKI).

MSWDO will do a subsequent meeting with the center to check on the modules needed for the projects under the Sustainable Livelihood Program (SLP).

In partnership with Taytay sa Kauswagan Inc., which provides livelihood skills training to their borrowers, and together with agriculture and agrarian reform offices, the NC will conduct financial literary seminar.

The stakeholders agreed to continue the discussion for more collaboration in the following days.

The meeting was also attended by the town's local councilors Rene Floren Committee Chairman on Trade and Industry and members, Elvin Maligsa and Melch Marion C. Demegillo;  Municipal Agriculturist Reuel Barraca;  Municipal Administrator Paul Salinas, Airon James Cebrian Monato, SLP coordinator, Corazon Alcular, Municipal Agrarian Reform Officer of Talacogon, other staff of the local government unit of Talacogon and representative of the People's Bank of Caraga.

TESDA reshuffle takes effect

TANDAG CITY, Surigao del Sur, Mar. 1 –“In the interest of service,” a  major shift in TESDA leadership in Caraga region is set to take effect today, March 1, 2018.   

TESDA Order No. 32 dated February 2, 2018 signed by no less than Director-General (DG) Guiling “Gene” Mamondiong is expected to cause movement between and among key officials in the agency’s hierarchy. 

Labeled “Reassignment of TESDA Key Officials,” the order stated that “the concerned officials are hereby directed to effect a smooth turnover of duties and responsibilities and clear themselves of work, property and financial accountabilities from their previous offices before assuming their new post.”

Named were two regional directors (RDs) and four provincial directors (PDs), to include Supervising TESD Specialist Allan Millan, OIC-PD of Surigao del Sur. 

Millan told media that he had to go back to his previous post in Surigao del Norte – a mere swap seats with PD Rey Cueva.  The latter is not new to Surigao del Sur being the former PD for a number of years.

Bunawan, Rosario BuB projects get push to increase production and boost from other stakeholders' support

PROSPERIDAD, Agusan del Sur, Mar. 1 – Two women associations in Bunawan and Rosario of this province, who are producers of pineapple marmalade, pineapple vinegar and daing were advised to increase production so they can expand their market and inspire their members to produce more.

This encouragement was expressed during the Bottom up Budgeting  (BuB) Consultative Meeting held in Bunawan, facilitated by the Department of Trade and Industry (DTI) thru Negosyo Center (NC)-Bunawan.

Susan Singson, President of San Andres Women's Association, producer of pineapple marmalade and pineapple vinegar reported to the group that their products got good sales in the OTOP Store in Butuan City only they can't deliver regularly.

She said they need to improve their production through the cooperation of their members.

Josefa Batulan, President of Kalingayan's Daing Women's Association, producer of daing also shared the capacity of the group to produce daing but that they need a presentable display center.

Representatives of Philsaga Mining Corporation (PMC) mentioned that they can assist said need next year. 

These two women producers were encouraged to display in all Negosyo Centers in the province and participate in trade fairs for further exposure.

More Agusanons avail services in TESDA’s Jobs Bridging Program

BUTUAN CITY, Mar. 1 – The nationwide launching of TESDA’s National TVET Enrollment Day and Jobs Bridging Program on February 27 here has not only amassed a number of interested individuals enrolling various TESDA training programs and/or qualifications but also attracted a number of TVET graduates looking for a job.

Employment agencies for jobs abroad and local companies with job vacancies were invited in the Jobs Bridging Program. A total of nine employers/agencies were present on the first day of the program, two of which came all the way from Cagayan de Oro City.

Based on the data provided by DOLE-Agusan del Norte Field Office, a total of 3,000 jobs abroad (part of the 9,000+ jobs previously announced) and 125 local job vacancies/postings were available on the first day.

Employment agencies that participated were as follows: Jenerick Int’l Manpower, Inc., Pisces Int’l Placement Corp., FVJ Overseas Placement and Placewell Int’l Services Corp.

Meanwhile, local companies present were the Bachelor Express, Inc., Equiparco Construction Company, Olin Dept of Engineering and Construction, Watergate, Hi Precision, and Vross Meat Shoppe.

The two-day activity, anchored on the theme “Magsanay. Magka-hanapbuhay. Magtagumpay,” is a directive of TESDA’s Director General Guiling “Gene” A. Mamondiong, created not only to make various TESDA programs and services more accessible to the public but more importantly to assist TESDA/TVET graduates in searching for work and/or employment.

It is also anchored on the two-pronged strategy of the Duterte Administration in expanding access to high quality and relevant TVET opportunities, addressing the disparities and increasing active linkages and mechanization of various sectors so that every Filipino can enjoy a better and dignified quality of life.

The jobs bridging program has been made possible through the support of LGU-Butuan, DOLE Regional Office and Agusan del Norte Field Office, Philippine Overseas Employment Administration (POEA) Caraga, Public Employment Service Office (PESO) and the Philippine Electronics and Communications Institute of Technology (PECIT) for the venue.

Court-annexed mediators hiring still on in SurSur

TANDAG CITY, Surigao del Sur, Mar. 5 (PIA) – The Office of the Clerk of Court under the Regional Trial Court (RTC) Branch 40 here is still accepting applicants for court-annexed mediators for Surigao del Sur.

As stated, applicants must possess a Bachelor’s Degree, at least 30 years of age, of good moral character, and willing to learn new skills and to render public service aside from being proficient in both oral and written communication in English and Filipino.

Daryl Oso, RTC Branch 40-Office of the Clerk of Court information officer, announced that the deadline for the submission of application was set on or before March 8, 2018, adding that interview would follow at the Hall of Justice (HOJ) at around 10:00 a.m. on the same day.  However, Oso stressed that orientation would first be conducted an hour before that.
 
In a separate but detailed announcement issued through the same court under Executive Judge Rufo Naragas, applicants were earlier advised to submit their application letter and other pertinent papers addressed to:  Atty. Brenda Jay Angeles-Mendoza, Chief of Office for PMC, Philippine Mediation Center Office, 5th Floor, SC-CA Multipurpose Building, Padre Faura Street, Ermita, City of Manila. 

It can be recalled that an “Orientation Conference with Stakeholders on Court-Annexed Mediation” led by Atty. Lilian Baribal-Co was held at Villa Maria Luisa (VML) Hotel in Tandag City on February 8, 2018.  The event was well attended according to Oso.


“Court-Annexed Mediation is a voluntary process conducted under the auspices of the court by referring the parties to the Philippine Mediation Center (PMC) Unit for the settlement of their dispute, assisted by a Mediator accredited by the Supreme Court,” it was learned. SurSur acquires new fleet of construction equipment

TANDAG CITY, Surigao del Sur, Mar. 6 (PIA) – The provincial government of Surigao del Sur recently bought a new fleet of construction equipment. Worth P138.975M, the large fleet is comprised of 25 units of various kinds to suit the needs of the construction capability of the province.

It was learned that the outright deployment of all units had already begun the day after the blessing was done at Surigao del Sur Sports Center on March 2, 2018.

Included among the newly purchased equipment were twelve (12) units of 10 wheeler dump trucks; three (3) units wheel loader; three (3) units motor grader; three (3) units single drum vibratory roller; one (1) unit bulldozer; one (1) unit truck aerial working platform; one (1) unit six-wheeler boom truck; and one (1) unit garbage compactor truck.

Governor Vicente Pimentel Jr. bared that the new fleet of equipment would be split into two – some would be assigned here in the First District and the others would be deployed for the Second District. 

"Repair and maintenance of farm-to-market roads (FMRs), would be the main task of these newly purchased ones," the governor disclosed.  However, he added that if needed, these could likewise be used for construction of new roads.

Pimentel also said that alongside the new units, the provincial government would at the same time shoulder the supply of crude oil of up to 7,000 to 10,000 liters per municipality or city depending on the size of the concerned LGU.

Also, the governor warned drivers and operators of the new equipment to exercise extra care or else they would be made accountable in case of negligence. 


With the arrival of new fleet of equipment, Engr. Asbert Evallar reported that his office now has a total of 125 units. DSWD-Caraga targets 109,543 poor households for UCT validation

BUTUAN CITY, Mar. 21 - Around 105,517 poor households from Listahanan 2 Database will undergo validation of the Department of Social Welfare and Development (DSWD)-Caraga through the National Household Targeting Unit or Listahanan.

This is in connection with the implementation of Republic Act 10963 or otherwise known as the Tax Reform for Acceleration and Inclusion (TRAIN). It is the first package of the Comprehensive Tax Reform Agenda (CTRP) envisioned by Duterte’s Administration, which seeks to correct a number of deficiencies in the tax system to make it simpler, fairer, and more efficient.

With this, the Congress mandated the department to implement the Unconditional Cash Transfer (UCT) program.

The UCT is a social mitigating measures to protect the disadvantaged, poor, and vulnerable sector who will not benefit from the lower income taxes but will adversely affected by the rising prices. The government will provide monthly cash grant of Php200 in CY 2018 and Php300 in CY 2019-2020 for the existing 4.4 million Pantawid Pamilyang Pilipino Program beneficiaries, 3 million existing Social Pension beneficiaries, and 2.6 million poor households from Listahanan. 

To ensure that the households that will benefit from the program belong to the poorest 10 million in the country, the NHTS-PR shall provide the results of the Listahanan 2 as UCT’s basis for determining 2.6 million potential beneficiaries.

But the poor households from Listahanan will undergo updating and validation to ensure that those who will benefit the UCT program belong to the 1st to 7th income deciles.

In line with this, the department hired 352 validators and 73 Administrative Aides who will take part in the region-wide UCT validation which will start initially on March this year. The additional workforce will be trained on the basic procedure in accomplishing the Household Validation Form (HVF) and protocols in updating and validating UCT beneficiaries.

The hired field workers will locate the identified potential beneficiaries, verify potential beneficiary information in the database, assess their current socioeconomic status, and recommend a final list of beneficiaries for the UCT program. 

Prior the deployment, the NHTU will conduct an orientation to LGUs. This will be attended by the Municipal Social Welfare and Development Officer (MSWDO) and Association of Barangay Councils (ABC) President for them to be informed of the purpose of UCT validation.

“We are asking the Local Government Units (LGUs) to support the validators and AAs who will be assigned in their respective areas. These field workers play a vital role in the validation process and the updated list are also important since they are the target beneficiaries for the UCT program,’’ says Assistant Regional Director for Administration and Listahanan Deputy Regional Program Manager Nerisa T. Murih.

Agusan Norte farmers train in organic fertilizer product development

KITCHARAO, Agusan del Norte, Mar. 21 - Members of the Jaliobong Masipag Farmers Organization Agrarian Reform Beneficiaries Cooperative (JAMAFO) from Jaliobong, Kitcharao, Agusan del Norte recently underwent a product development and enhancement training on organic fertilizer.

Organic fertilizer production and selling has become one of the steady income generating projects of JAMAFO, an ARB cooperative whose members are mostly vegetable and rice producers. Other than being the primary users of the fertilizer made from bio raw materials found in their farms, the coop also market their fertilizer to other farmers within the locality and to the Kitcharao Municipal Agriculturist Office.

Department of Trade and Industry (DTI) Agusan del Norte Comprehensive Agrarian Reform Program (CARP) senior staff Jocelyn Ordonia said the training will help the coop to enhance their product and align the same to the Philippine National Standard (PNS)-BAFPS 40:2008 among organic fertilizers which accordingly is a requirement if they plan to expand their market.

Tapped as resource person was Oscar S. Tuyor, Supervising Agriculturist of the Provincial Agriculture Office (PAO) of Agusan del Norte.

DTI-ADN CARP provided the following basic tools for fertilizer processing during the training that will serve as starter kit: 2 pcs. round point shovel; 1 pc. garden rake; 4 pcs. 4L plastic pail with handle; 4 pcs. plastic dipper; 2 pcs. bolo knife and jungle bolo; 5 pcs. rubber gloves, cotton with rubber; 2 pcs. rain boots, rubber black, size 6”; and 2 pcs. rain boots, rubber black, size 8”.

The initiative to assist this ARB cooperative came from the collective commitment of the Department of Agrarian Reform (DAR), DTI, and the Provincial Agriculturist Office (PAO) who earlier analyzed and discussed the needed intervention for the group which in this case is closing a perceived market gap.

The training resulted to the Provincial Agrarian Reform Office- Agusan del Norte (PARO-ADN) helping them in the establishment of their processing center thru DAR's village-level farm-focused enterprise development (VLFED) program.

DTI-Agusan del Norte CARP pledged to do the product development activity including the packaging and labeling, while PAO-ADN provided the technical know-how in processing fertilizer based on PNS-BAFPS 40:2008 requirement.

DTI Agusan Sur equips SLP beneficiaries, former OFWs on entrepreneurship
 
SAN FRANCISCO, Agusan del Sur, Mar. 21 - The Department of Trade and Industry here conducted recently a seminar on Entrepreneurship to the 17 Sustainable Livelihood Porgram (SLP) beneficiaries and former Overseas Filipino Workers (OFWs) in the town of San Francisco.

“I am so thankful that I was invited to this seminar as I know now what to do to make the business good,” Teresita Colarte, a participant, gave this impression during the seminar.

Aldrin Abapo, counselor of Negosyo Center (NC) San Francisco and facilitator of the seminar presented to the group the characteristics of a successful entrepreneur, the concept of entrepreneurship and the distinction between livelihood and enterprise.

DTI to focus intervention on coconut farmers of Anolingan to increase producers of geonet

PROSPERIDAD, Agusan del Sur, Mar. 21 - Twenty eight (28) coconut farmers of Barangay Anolingan of Esperanza, this province, are encouraged to regularly produce geonets and virgin coconut oil to earn additional income aside from whole nut and copra.

They are also advised to display these products at the Negosyo Centers (NC) in the province.

These farmers are members of Anolingan Coconut Farmers Organization (ACFO), a recipient of weaving and twining equipment facilities of the Philippine Coconut Authority (PCA).

Just recently, an orientation on Entrepreneurship and Gender Sensitivity was conducted. It was learned that the group has supplied geonets made of coconut fiber to Kaagap Development Multi-Purpose Cooperative (KaagapMuCO). ACFO produced geonet but they lack weavers and twiners to increase their production.

They are advised to make strategies to increase the number of processors in a form of commission based on the output of the members so they will be continually motivated.

Aside from geonet, the group also tried to produce virgin coconut oil (VCO) but needs further training to ensure quality output. The Department of Trade and Industry (DTI) Agusan del Sur will sit with the PCA to identify interventions for the group.

Bunawan bags undergo product enhancement to attract more buyers

BUNAWAN, Agusan del Sur, Mar. 22 - Eighteen (18) Indigenous Peoples (IPs) from the municipalities of Bunawan (15) and Loreto (3) have been trained to upgrade the quality of their handcrafted bags made of water hyacinth, romblon and rattan which are abundant in their respective localities.

In an earlier product mapping and site visit by Negosyo Center (NC) Bunawan staff, it was noted that the bags being produced needed further enhancement to attract more buyers and be promoted to other market outlets.

In partnership with the Panaghiusa Alang sa Kaugalingnan ug Kalingkawasan (PASAKK) Inc., the Department of Trade and Industry (DTI) Agusan del Sur (AdS) thru NC-Bunawan conducted recently the Product Development Clinic (PDC) held at the BMADMCI Heritage Center in Bunawan.

The PDC was actually a follow-up training of the water hyacinth basic weaving, bleaching, dyeing and leathering which was conducted in August last year.

The Cliniquing covered: 1) upgrading on weaving techniques, 2) execution of five (5) designs and 3) product pricing and costing.

Gina Bagasbas, a local designer, who hails from Bunawan was tapped as trainer together with Marivel Tura, a weaving expert in the province.

It was agreed that the three executed designs shall be showcased during the "Buy Caraga by Caraga" regional trade fair in Butuan City this May.

Teodoro Granada, the Public Employment Service Office (PESO) officer of Bunawan expressed their office' support saying they can provide assistance to the group but they need to be organized as a qualified beneficiary first.

Negosyo Center Bayugan equips PWDs on simple bookkeeping, record keeping

BAYUGAN CITY, Agusan del Sur, Mar. 22 - The Negosyo Center (NC) in Bayugan City has recently equipped the 45 members of Persons with Disability of Bayugan City Federation Incorporated (PeWDBaFI) on the basics of simple bookkeeping and record keeping.

PeWDBaFI is a proponent of a Shared Service Facility (SSF): Metal Craft and Furniture Shop thru the Bottom-up-Budgeting (BuB) project.

Merlie D. Peñalver, the resource person, shared with the group the basic records they should maintain, the preparation of income statement, the trial balance and balance sheet so financial status of the organization is in-place. Their learning was also applied through a workshop.

“We are very thankful of the new knowledge, even if I could not absorb all but at least we have in our group who can understand easily, which is very important in our organization,” shared Zaldy Claba, member of the organization.

More than 400 IPs to participate in IP Leaders Summit in Butuan

BUTUAN CITY, Mar. 23 (PIA) - More than 400 Indigenous Peoples (IPs) will converge for the Caraga-wide IP Leaders Summit dubbed “Lumadnong Panaglambigitay Alang sa Kalinaw og Kalambuan sa Caraga” happening on March 25-26, 2018 at the Oazis Hotel, this city.

The Regional Peace and Order Council (RPOC) chaired by Agusan del Norte Governor Ma. Angelica Rosedell Matba-Amante is spearheading said activity, with the collaboration of the different government agencies and local government units in the region.

According to Atty. Jose Dumagan Jr., Program Committee chair and National Commission on Indigenous Peoples (NCIP) regional director, NCIP chairperson Atty. Leonor Oralde-Quintayo is expected to attend and deliver his inspirational message to all the attendees.

Dir. Dumagan also said that during the Day-1 of the two-day summit, the NCIP will lead the discussion and open forum on IP issues and concerns with the presence of the heads of government agencies concerned, who will also give/present their corresponding responses.

The Higaonon tribe will offer and perform a ritual right before every start of the 2-day IP Summit. “During the second day of the IP Leaders Summit, guests and participants will also witness the cultural presentation by the Manobo, Mamanwa, Higaonon, Banwaon, and Limbay tribes,” added Dir. Dumagan.

Participating IPs will sign the pledge of commitment for the Indigenous Cultural Communities/Indigenous Peoples declaration and manifestation. It will then be turned-over to the President.

“Secretary Jesus Dureza of the Office of the Presidential Adviser on Peace Process (OPAPP) is the guest speaker in lieu of President Rodrigo Roa Duterte and will deliver his message in the second day of the summit,” Dumagan revealed.

Meanwhile, Department of the Interior and Local Government (DILG) Caraga regional director and RPOC head secretariat Lilibeth Famacion opined that the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) have already put in place their unified security efforts to ensure safety of the participants and guests, and to make the event peaceful and successful.

“Gov. Matba and Butuan City Mayor Ronnie Vicente Lagnada will also share their messages and guaranteed that the city and the provincial governments will always find way to address the concerns of the IPs and promote their welfare,” highlighted Famacion.  (JPG/PIA-Caraga)


DSWD Caraga joins Women’s month kick-off event
 
BUTUAN CITY, Mar. 23 - To commence the month-long celebration of Women's Month this year, 72 National Government Agencies (NGAs) and other stakeholders including the Department of Social Welfare and Development (DSWD) Field Office Caraga gathered recently to participate in the advocacy walk, #1BillionRising Dance and the opening program for the said celebration.

This annual celebration of the National Women's Month aims to give due recognition to the contributions of Filipino women in the society.

The observance has been using the theme “We Make Change Work For Women” since 2017 and will be used until CY 2022. Anchored on the commitment of "Malasakit at Pagbabago" or "True Compassion and Real Change", it highlights the empowerment of women as active contributors to and claimholders of development.

“Women should be active drivers in bringing about positive changes,” said Social Welfare Officer Jessie Catherine Aranas as she shares the briefer for the month-long celebration.

“Let’s support the advocacy of this celebration and use the official hashtags such as #WomenMakeChange, #RiseInSolidarity, #RiseResistUnite and #1BillionRising as we post on social media,” she added.

Further, this year's 1 Billion Rising Movement is also celebrated with the theme "Solidarity". This big mass action continues its advocacy in ending violence against women in human history.

20 AgSur IPs acquire skills on 'tinagak' making
 
BAYUGAN CITY, Agusan del Sur, Mar. 23 - Twenty (20) members of Tagpaliko Tribal Livelihood Association (TTLA) have recently acquired skill on how to produce "tinagak", a semi-processed abaca fiber which can be bought more than 100 percent higher than the all-in fiber called "laguras."

The skills training on tinagak making was recently organized in Sto. Niño, this city after the group was exposed to the abaca processing center - a DTI assisted project under the Shared Service Facility (SSF) program in San Martin, Prosperidad.

Evelina Musica, proprietor of Lyn'z Abaca Handicrafts introduced the proper way of making tinagak. Right after the training, she bought the 1 kg output of the trainees at P400.00.

"I am so happy, as I acquire skills through this training, this is a big help to us to earn additional income to support our family's needs," shared Maryjane Moñosco, TTLA member.

TTLA, a group of indigenous peoples (IP) which home place is 10 kilometers or two hours away by hiking from Sto. Nino, has been used of the P50.00 per kilo buying of the laguras they produced.

"If these trainees will continue (while harnessing their skills) to produce Tinagak, their finances and way of living would probably improve," Musica shared.

The group made an agreement to produce tinagak considering that they have the resources. 539 newly-promoted Caraga cops take oath

BUTUAN CITY, Mar. 23 -  Police Chief Superintendent Noli Romana, Regional Director of Police Regional Office 13 Caraga spearheaded the oath-taking ceremony and donning of ranks of 539 Philippine National Police (PNP)  held at PRO13 Grandstand Camp Col Rafael Rodriguez, here Monday.

Of the 539 promoted personnel, 58 were Police Commissioned Officers (PCOs) and 481 were Police Non-Commissioned Officers (PNCOs) assigned in different police units of Caraga.

PCSupt. Romana congratulated them and emphasized that their promotion does not only implies more authority; it means for greater responsibility that needs more responsive career development to adequately meet the demands of higher positions appropriate to their new ranks.

The promotion was a result of the merit system to give recognition to the PNP uniformed personnel and uplift the morale of the police force.

“Our promotion comes from God and we are answerable to Him for the services we give to the public. I am looking forward also that you will become good role models of competence, discipline, excellence and professionalism in the police force,” RD Romana added.

During the acceptance speeches, PSupt. Rommel Villamor and SPO4 Godfrey C Reyna thanked the Promotion Board and the whole PNP organization for the promotion given to them.

POPCOM Caraga trains ex-drug dependents as responsible men

BUTUAN CITY, Mar. 23 - Several Recovering Drug Dependents (RDD) in selected areas of the region successfully completed the ladderized seminar on Kalalakihang Tumutugon sa Responsibilidad at Obligasyon para sa Pamilya (KATROPA) of the Commission on Population (POPCOM) Caraga, held recently here.

The final phase of KATROPA Session which focused on Responsible Parenthood-Family Planning (RP-FP) was attended not only by the ex-drugdependents but also by their respective partners.

Ruth C. Cuizon, technical staff of the Drug Treatment and Rehabilitation Center advised the ex-drug dependents  to instill  in their hearts and minds the knowledge gained during the whole day activity as it will  enhance the marital relationship of couples especially in planning the timing and spacing of children.

During the said seminar, the facilitators emphasized the importance of knowing the fertility of a woman, and  one of the many benefits of family planning such as, the couple can save and invest more for the children’s and the family’s other welfare needs. Modern Natural Family Planning and Artificial methods were also discussed.

According to women’s health advocates, men play a big part in deciding when their pregnant partner get prenatal and postnatal care, where she will deliver, when and how they will space births, among other decisions, thus their  involvement in reproductive health and family planning,  can  make pregnancy and child birth a joyous moment for women as well as their male partners, instead of being in a  situation where women have to risks their lives from the risk of pregnancy and child birth.

AgSur cacao farmers get exposed to new ways in growing cacao trees

PROSPERIDAD, Agusan del Sur, Mar. 23 - Training for cacao growers on the new technologies and other techniques in cacao production has extended to Sibagat town, the 4th training area in the province with the biggest number of cacao trees.

Just recently in Brgy. Ilihan, Sibagat, some 35 growers were trained on how to manage cacao trees and acquire higher yields and better income.

The trainers, Abner Sumagang, Eduard Aldover and Jerry Sala of OFW para sa Magsasaka (OPM) introduced the proper way of planting cacao such as the 50x50cm standard size for holing, 3x3m planting distance, alleyway on their fields, the common pests and diseases and the proper harvesting to ensure quality fruits.

The participants were also oriented on the type of tools and equipment to be used to care cacao trees. They are encouraged to give importance of the cacao trees which may not be given proper attention to produce higher yields.

Agusan del Sur, one of the provinces in Caraga region suitable for cacao, is on-going in its campaign to plant and expand cacao production.

The provincial government of Agusan del Sur also included cacao commodity in its Upland Sustainable Agri-Forestry Development (USAD) Program.

SurSur guv hands over 36 units of farm tillers

TANDAG CITY, Surigao del Sur, March 23 - Governor Vicente “BB” Pimentel, Jr. led the turnover ceremony of equipment and other farm implements in Surigao del Sur recently.

According to Marcos Quico, provincial agriculturist, 36 units of “floating tillers” were distributed to various farmers’ organizations in the sectors of irrigators and multi-purpose cooperatives with one unit apiece.

The provincial chief agriculturist bared that more of the same would still be coming since the number of floating tillers given for free were just among the total of 80 units that Department Agriculture (DA) Secretary Emmanuel Piñol had vowed to give to the farmers here when he visited the province in December 2016.

In fact, Quico added that a check amounting to P30M was set to be released soon.  With this, he said that it would be up to the provincial government to do the procurement to finally seal the deal.

Also, he stressed that “farmers had nothing to worry about paying anything back!”

During the turnover rites, DA Caraga Regional Director Abel James Monteagudo was not able to come but his field office counterpart here in the person of Anthony Ouano acted on his behalf. 

In a separate interview, Regalado Torrefranca, president of Siawang, Poblacion, Cabtic (SIPOCAB) Irrigators’ Association, admitted to have been so glad being among the recipients of the floating tiller, saying in vernacular that he felt so overwhelmed and was already eager to present it to their Board of Directors (BOD). 

So thankful to President Rodrigo Duterte, Secretary Piñol, Governor Pimentel and Provincial Agriculturist Quico, the SIPOCAB leader likewise said that he can no longer wait to devise a schedule together with all his members in order not to deprive anyone in their association of its benefit. SurSur records lower dengue cases

TANDAG CITY, Surigao del Sur, March 23 - The province of Surigao del Sur is now in a better position after recording a lower number of dengue cases.

Based on the Disease Surveillance Report as of Morbidity Week 6th for the Period February 1 – February 10, 2018, Geographic Distribution under Dengue Fever Update stated that Surigao del Sur only got 45 number of cases from January 1 to February 10, 2018 while Surigao del Norte obtained the most number at 52.

Last year, 2017, Surigao del Sur had 134 cases for the same period.

It was learned from the same report that both cities in the province—Bislig and Tandag, had only three cases, down from 11 and 28 cases, respectively.

In the entire region, there are 11 different reporting units, comprising of five provinces and six cities.

All reporting units, which are arranged from having the highest to lowest, had a significant drop in the number of dengue cases recorded.

POPCOM, church alarm on rising spousal violence in Caraga

BUTUAN CITY, Mar. 23 - Preliminary Results of the 2017 National Demographic and Health Survey (NDHS) released by the Philippine Statistics Authority (PSA) revealed that Caraga has the highest percentage (15%) of ever-married women age 15-49 who ever experienced sexual violence committed by their husband/partner among other regions.

On the 2013 NDHS, Caraga Region was previously placed at number 3 with 7.6 percent.

In a short meeting with Fr. James Michael M. Abellanosa, Family and Life Apostolate of Butuan Arch Diocese, Commission on Population (POPCOM) Executive Director, Dr. Juan Antonio A. Perez III pointed out that the incidence of spousal violence continues to call for more vigorous and aggressive interventions to end all violence against women. Perez further stressed that gains in maternal health can be stalled if women continue to be vulnerable to all types of violence.

Regional Director Alexander A. Makinano of POPCOM Caraga reiterated that violence against women and children (VAWC) is one of the barriers to women empowerment and development. Makinano further stressed that there are various types of violence that are committed against women and children, most of which are perpetrated by men.

“It is critical for men to have an understanding of the nature of violence and how it affects the well-being not only of women and children but the entire family. Men play a key role in preventing and opposing violence. Men should work together with women to build a renewed society which is gender-sensitive, in which both men and women can enjoy equality in all things. Equality breeds respect and therefore significantly decrease the likelihood of violence in any relationship,” Makinano said.

On his part, Fr. Abellanosa will discuss the matter with Archbishop Antonio J. Ledesma, SJ, the Apostolic Administrator of the Diocese of Butuan, and may release a pastoral letter.

POPCOM hopes that everyone in the community shall actively support the various programs of the government. The Commission also believes that through concerted efforts of the various sectors in the society and when there is equality, Filipinos can build stronger, healthier families, strengthen communities, and create a safe environment for their children.

In line with the Women’s Month Celebration, POPCOM Caraga and the Regional Development Council-GAD Council will conduct Gender and Development (GAD) Planning and Budgeting Workshop this March following the Gender Responsive Population Strategies (GR PopS) as approved by the Philippine Commission on Women.

GAD Planning and Budgeting is one of the country’s strategic interventions mainstreamed by national and local governments and it is a mandatory mechanism to integrate and fund GAD-related programs, projects, and activities as stipulated in Republic Act 9710, Section 36.

POPCOM has initiatives that emphasize men’s responsibilities in family matters, namely: MR GAD (Men’s Responsibilities in Gender and Development), KATROPA (Kalalakihang Tumutugon sa Responsibilidad at Obligasyon sa Pamilya), and MOVE (Men Oppose to Violence against Women Everywhere).

These interventions further heighten the campaign on gender equality; responsible parenthood; violence in the family and violence against women and children; healthy living; relationship with one’s wife; ensuring the health of one’s pregnant wife; HIV, AIDS and other Sexually Transmitted Infections.

Teenage pregnancy in Caraga drops, survey shows

BUTUAN CITY, Mar. 23 - Percentage of women age 15-19 in Caraga, who have begun childbearing significantly decreased from 38 percent in 2013 to 8.2 percent in 2017 based on the preliminary results of the 2017 National Demographic and Health Survey (NDHS) released by the Philippine Statistics Authority (PSA).

However, the said survey also revealed that the Philippines still has the highest number of teenage pregnancy among other Asian countries.

The said latest survey results placed Caraga at number 8. Previously, the region ranked number 1.

“The 20 percent decrease of the region’s early pregnancy can be attributed to concerted efforts of various program partners, in both private and government sectors, at the local level – promoting responsible sexuality, reproductive rights and health education among Caraganon youth,” Commission on Population (POPCOM) - Caraga Director Alexander A. Makinano said.

Increasing births among adolescents is one critical emerging population issue, POPCOM revealed.

RD Makinano further underlined the importance of an inter-agency and inter-sectoral collaboration and support, from the national down to the regional or local level in the implementation of various Adolescent Health and Development key Strategies to address said issues.

As agreed during the 1st Quarter-Regional Implementation Team meeting, RIT has to formulate a Teenage Pregnancy Prevention Strategic Plan to strengthen the advocacy and further reduce teenage pregnancy rate in the region. The plan includes implementation of age-and development-appropriate education and counseling on sexuality and reproductive health throughout the region; to educate and engage parents and communities to initiate opportunities for positive youth development and involvement; intensify the ongoing awareness of teenage pregnancy prevention through various AHD activities; and continue to provide all Caraganon youth with access to reproductive healthcare and preventive services.

POPCOM emphasizes that youth should not be deprived of reproductive health services and comprehensive sexuality and education (CSE) for these would help them become healthy, happy and empowered adolescents.

CSE is an instructional method where young Filipinos gain knowledge, attitudes, skills and values to make appropriate and healthy choices in their sexual behaviors. POPCOM further elaborated that CSE can help prevent the young from unintended pregnancies, contracting sexually transmitted infections (STIs), including human immunodeficiency virus (HIV) and from domestic and sexual violence.

The agency is currently working with stakeholders in pushing for CSE implementation that can also help Filipino women better their lives, educationally and economically. CSE is also a salient feature of the Responsible Parenthood and Reproductive Health (RPRH) Law.

POPCOM, meanwhile, is addressing this teenage pregnancy issue through its various Adolescent Health and Development (AHD) key strategies that aim to significantly reduce and prevent early and unintended pregnancies among adolescents through responsible sexuality and effective life skills among young people.

Among POPCOM’s AHD initiatives, are the Sexually Healthy and Personally Effective (SHAPE) Adolescents Training; U4U, where young people can access information through social media; Interactive Voice Response System; and Teen Trail Events, where the youth are provided with responsible sexuality information; and the agency’s latest initiative is the AHD Film Dissemination, where the audiences watch, reflect, engage with bigger picture, and ultimately, take action to address reproductive health issues in their own lives and communities. AgNor to receive vet equipment from DA Caraga

BUTUAN CITY, Mar. 23 - The provincial government of Agusan del Norte is set to receive new veterinary equipment for its Provincial Artificial Breeding Center from the Department of Agriculture (DA) Caraga.

The equipment included one unit portable veterinary ultrasound and one unit binocular microscope for pregnancy diagnosis and semen evaluation of livestocks in the Provincial Artificial Breeding Center to be purchased by DA Caraga for the provincial government through the Provincial Veterinary Office, which handles the breeding center.

This is in line with the policy of the national government to conserve and preserve its meager livestock resources to pursue and achieve self-sufficiency and self-reliance.

The provincial government and the DA Caraga recognized the need for a comprehensive small and large ruminants’ Genetic Improvement Program to improve and develop productivity and efficiency of local livestocks as well as the need to hasten the production of good quality breeds of animals and improve genetic components of native livestocks.

To ensure the purchase of the veterinary equipment and proper implementation of the program, the Sangguniang Panlalawigan of Agusan del Norte authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign the Memorandum of Agreement (MOA) with DA Caraga.

Gov’t agencies reach out to Caraga IPs, respond to issues, concerns

BUTUAN CITY, Mar. 26 (PIA) - Various government agencies have responded to the issues and concerns of the Indigenous Peoples (IPs) coming from the different provinces of Caraga region, during the two-day IP Leaders Summit held on March 25-26, 2018 at Oazis Hotel, this city.

More than 400 IPs converged for the Caraga-wide IP Leaders Summit dubbed “Lumadnong Panaglambigitay Alang sa Kalinaw og Kalambuan sa Caraga.”

The Regional Peace and Order Council (RPOC) chaired by Agusan del Norte Governor Ma. Angelica Rosedell Matba-Amante spearheaded the said activity, in collaboration with the different government agencies and local government units in the region.

Gov. Matba emphasized the importance of the IPs in getting them involved in the government's programs for peace and development. She also acknowledged their presence by tribe and assured the IPs that they will benefit from the two-day IP Leaders summit, where heads of government agencies and local officials would see to it that issues and concerns would be given appropriate action.

Rico Maca, a Manobo and Indigenous Peoples Mandatory Representative (IPMR) in San Miguel, Surigao del Sur expressed that the summit is an avenue where the government agencies could present and discuss resolutions to the pressing issues and concerns of the IPs in their respective communities. He also commended the efforts of the government for continuously reaching out to their sector and for providing their needs.

National Commission on Indigenous Peoples (NCIP) Caraga regional director Atty. Jose Dumagan Jr. recalled that it was thru the Philippine Army's initiative/proposal to the RPOC to conduct an IP Leaders Summit in the region to tackle various issues and concerns of the IPs and allow the concerned government agencies to respond accordingly. He also stressed that Gov. Matba, together with the member agencies then immediately acted upon the proposal and planned for the said activity.

Atty. Dumagan, recalled that prior to this two-day IP Leaders Summit, there were already series of consultations with the IPs from the different provinces thru the coordination and efforts of various local government units and the Philippine Army that served as avenues for concerned parties to bring up issues and concerns that need to be addressed by the government.

It was learned that the issues and concerns of the IPs are grouped into ten thematic areas, to wit: 1) IPs Education; 2) Local Governance Concerns; 3) Welfare, Skills, and Livelihood; 4) Economic Concerns; 5) Issues on Land and Ancestral Domain; 6) Peace and Security; 7) IP Organization (IPO) Registration; 8) Health Services; 9) Infrastructure; and 10) Autonomy.

As mentioned during the summit on the protection of IPs, the Armed Forces of the Philippines, Philippine National Police, and NCIP have various options and strategies in ensuring their protection. Accordingly, the AFP has deployed their men in IP areas in Caraga establishing Patrol Bases in the vicinity of Ancestral Domains and employing regular soldiers and CAA personnel who are members of the IP tribes in the area.

“The protection of the IP leaders and their members are done through the security operations being undertaken by the 401st and 402nd Brigades, Philippine Army. The PNP has also been coordinating with the other law enforcement agencies to share their counterparts in addressing this concern,” relayed Dumagan.

Also cited is the concern on health services. One of which is the request for IP hospitals near their respective communities. With this, the DOH was asked to encourage existing hospitals to expand their services to IPs either through satellite centers or the allocation of hospital wings that will prioritize IP patients. As a long-term plan, the DOH has to refer this matter to its Regulatory and Licensing, Health Facility Enhancement Program (regional office) and to its Health Facility Development Bureau for further assessment. For short-term plan, through the JMC 2013-01 and the Regional Inter-Agency Committee for IP Health, the DOH will put up IP Help Desk in Health Facilities that are strategically located in IP areas and to be manned by an IP personnel.

As to the request of the IPs in Caraga region on the increase of quota of IP soldiers and Civilian Armed Forces Geographical Units (CAFGU), the AFP responded that in 2017, a special program led to the recruitment of a total of 300 members of the IP communities within the area of the 4th Infantry Division. Also, a number of IP members from the Banwaon and Higa-onon tribes are now enlisted in the Army, specifically with the 26IB.

The issues and concerns have been enumerated and each was provided actions from the concerned agencies and will be monitored by the RPOC Caraga if all recommendations are implemented.

Meanwhile, the Technical Education and Skills Development Authority (TESDA) Caraga headed by regional director Florencio Sunico, together with Gov. Matba, Agusan del Sur acting Governor Samuel Tortor, 401st Brigade commander Col. Andres Centino, 402nd Brigade commander Col. 213 Caraga students qualify as DOST scholars

BUTUAN CITY, Mar. 26 - The Department of Science and Technology (DOST) Caraga announced over the weekend a total of 213 passers from Caraga region composed of 168 scholars for its Republic Act (RA) 7687 Scholarship program and 45 in the Merit Scholarship.

DOST-Science Education Institute (SEI) also announced an increase in the monthly stipend of all scholars. Scholars will receive P7,000 every month starting School Year 2018-2019.

Thousands of aspiring scientists and engineers will enter college with the DOST-SEI scholarship stamp.

The country’s premier science scholarship program, back after a two-year hiatus due to the implementation of the K-12 Curriculum, announced 8,994 new qualifiers for its RA 7687 and Merit Scholarship programs.

Out of the total number of passers, 5,172 qualified as scholars under the RA 7687 Scholarship Program, scholarships for gifted students who belong to economically disadvantaged families; while 3,822 passed under the DOST-SEI Merit Scholarship Program.

It is a record-breaking year for DOST-SEI as the number of qualified students reached the highest mark since the scholarship program started in 1958, surpassing 2015’s 5,303 qualifiers by 69.60 percent. The 2018 DOST-SEI Scholarships Examination, which was held on October 15, 2017 in 216 test centers nationwide, recorded the highest number of examinees with 46,434 students.

Municipalities and congressional districts covered by the DOST-SEI Scholarship Program also increased from 1,568 in 2015 to 1,609 this year representing 97 percent of the country's total number of municipalities and congressional districts.

The scholars are also entitled to tuition fee subsidy; book allowance; MS/PE clothing allowance; one economy-class round-trip fare per year for those studying outside of their home province; and group accident insurance. (DOST/PIA-Caraga)


PNP tightens security measures in Caraga for Holy Week

BUTUAN CITY, Mar. 26 (PIA) - As part of the preparation for the Holy Week, Police Regional Office 13 (PRO13) regional director CSupt. Noli Romana has already placed all Philippine National Police (PNP) units in the region on full alert status to maintain public safety services and provide maximum security coverage during the observance of "Panaad 2018".
Chief Supt. Romana reminded all unit commanders to secure all vital installations, economic key points as well as places of convergence and to ensure a high state of operational readiness to deter criminal activities and thwart any hostile action that may be launched by terrorist groups.

PNP personnel will be deployed in all areas of convergence to provide police presence and other police safety services. They will conduct random checkpoints in various areas of Caraga to stop any possible threats and unpleasant doings of various groups who might be taking advantage of the situation to carry out their unlawful activities.

Also, PRO13 will intensify intelligence monitoring and still focus on law enforcement operations to ensure safe observance of the Holy Week.

“We are undertaking all the necessary steps for a solemn observance of the Lenten Season and a stress-free holiday break,” Romana said.

“Even with the round-the-clock security preparations of PNP Caraga, it is important for the residents and travelers to observe extra-precautionary measures for their personal security and safety especially if they opted to go for an out-of-town activity during the blessed week,” he added. Surigao City Negosyo Center among PH’s top 50 performing NCs

SURIGAO CITY, Surigao del Norte, Mar. 26 - Of the nine Negosyo Centers in Surigao del Norte, the Negosyo Center (NC) in Surigao City was among the country’s top 50 performing facilities, particularly in the number of clients served and micro, small and medium enterprises (MSMEs) assisted.

Report as of December 31, 2017 of the Negosyo Center Monitoring System (NCMS) of the Department of Trade and Industry (DTI) showed that Negosyo Center Surigao City ranked 48th, in terms of number of clients assisted with around 2,705 clients served.

The Negosyo Center Surigao City caters to all business-related concerns of existing and potential entrepreneurs.

Most of the assistance given to MSMEs was mainly attributed to the conduct of seminars and trainings, as well as business name and BMBE registration.

This year, DTI Surigao del Norte aims to open two more Negosyo Centers in the province.

Tired in the movement, former rebel returns to gov't fold

SURIGAO DEL SUR, Mar. 27 (PIA) - Known as “Anghel” or “Ian” to his comrades in the Communist Party of the Philippines - New People’s Army Terrorist (CNT) group, he left his group last April 2017 and went into hiding in order to save his life.

On March 25, 2018, he finally surrendered himself to the 36th Infantry Battalion Headquarters in Barangay Dayoan, Tago, Surigao del Sur around 10:00 o’clock in the evening.

The unjust policies, which he believed could help him alleviate his way of life and survive poverty as he entered the movement long before, were not true; instead he experienced additional burdens and hardships, a.k.a Anghel or Ian narrated.

Jed Tanog Quiñonez, his real name, revealed that “the promises made by the CPP-NPA to him that they will extend financial support to his family, provide free education, and help them resolve their land issues and concerns did not happen in reality, even just one of these promises. This slowly pushed him to realize, and heed himself to go back to the folds of the law.

With the help of Datu Jomar Sabas Bucales, a tribal leader of the municipality of Lianga this province and with the assistance of Major Jerson B. Igloria of the 4CMO Battalion, Anghel or Ian surrendered to Lt. Colonel Xerxes Trinidad, 36IB commanding officer, bringing along with him the following: three (3) firearms; one (1) M1 Garand Rifle (defaced), one (1) .38 Caliber Pistol (defaced), and one (1) improvised/homemade rifle.

The untiring combat operations implemented by the troops of the Philippine Army and the series of security awareness conducted with the help of the stakeholders in the province made the NPA rebels heed to surrender, according to an army official.

“The military’s relentless combat operations and security awareness campaign to all sectors of the society made the CNT members realize the futility of their armed struggle. We call once again to the remaining CPP-NPA terrorist, to follow suit and choose a peaceful path,” Lt. Col. Trinidad said in a press statement.

The government is very willing to accept those who wanted to go back to the folds of the law and give their share in achieving the long and lasting peace that will bring development in our community, Lt. Col. Trinidad concluded.

As of press time a.k.a. Anghel or Ian is now safe and will undergo the procedure as he returns to the government in order to avail of the government programs intended to former rebels.  (NGBT/PIA-Surigao del Sur)


PRO 13 culminates Women’s Month celebration; awards 7 policewomen
  
BUTUAN CITY, Mar. 27 (PIA) - The Police Regional Office (PRO)-13 culminated the celebration of Women’s Month here with the recognition of outstanding female police officers held Monday morning.

The highlights of the event were the formation of an all-female officers’ battalion and the giving of awards and recognition to seven deserving policewomen.

The awardees included PSupt Rowena A. Martinez and Gladdez C. Maquidato who received the ‘Medalya ng Kagalingan’; SPO4 Tejane Q. Zarzoso and PO2 Rochelle A. Gordo who were honored with the ‘Medalya ng Papuri’; while SPO1 Michelle E. Alcaide, PO3 Angeline B. Dollisen, and PO1 Vanesa M. Lad were awarded the ‘Medalya ng Kasanayan’ for their exemplary performance.

Agusan del Norte Governor and Regional Peace and Order Council chairperson Maria Angela Rosedell M. Amante-Matba graced the occasion and also spearheaded the giving of awards together with Chief Supt. Noli A. Romana, Caraga Police Director.

Gov. Matba emphasized in her speech that women can also do anything that men can do.

The month-long celebration, with the theme “We Make Change Work for Women”, was packed with activities participated in by various government agencies and other stakeholders.

NC Cabadbaran conducts "going green" seminar for local business sector

CABADBARAN CITY, Agusan del Norte, Mar. 27 (PIA) - Fifty business establishments of this city took part in a "Going Green Seminar Workshop" recently held here.

The activity was co-organized by the Department of Trade and Industry-Agusan del Norte/Butuan City (DTI-AdN/NC) through the Negosyo Center (NC) Cabadbaran and the Local Government Unit (LGU) of Cabadbaran City.

The going green campaign is part of DTI-AdN's continuing efforts to promote green economic development in the province.

DTI ADN Senior Trade and Industry Development Specialist (STIDS) and Promotion of Green Economic Development (ProGED) Account Officer Myra Luz Pasinio Arriola-Gavero and STIDS/NC-Cabadbaran Center Manager Gemma Tano Larong Clarin provided inputs on greening your businesses - why go green and climate smart and environment - friendly practices. They also facilitated the ensuing workshop.

On the part of the city, personnel from the City Environment Division Girlie Alfaro and Mariza Collado talked on the LGU's greening initiatives and solid waste management, respectively.

The one day activity was capped by the pinning of the participants' pledge of commitment written on green paper leaves. They did this by answering the question "what can you do for Mother Earth?"

PCOO chief to take “3-Pointer ng Bayan” in all 113 cities nationwide

TANDAG CITY, Surigao del Sur, March 27 -Presidential Communications Operations Office (PCOO) Secretary Martin Andanar has assured that the “3-Pointer ng Bayan” is going to see action in all 113 cities nationwide, saying that they have already started to get the ball rolling since its launch at Verdant Basketball court in Las Piñas City on Sunday.

He said that an “initial roll out” for the “competition” had also taken place even in Lala town, Lanao del Norte and in Iligan City as well.

The PCOO secretary swore to bring the 3-Pointer ng Bayan in Tandag City and in all cities of Caraga region after the Holy Week.

Upon learning that Surigao del Sur Governor Vicente “BB” Pimentel was set to hold the opening of the Governor’s Basketball Cup in early April this year, he said that he might as well coordinate their activity with the local government unit (LGU) here to have the same be part of the event in the province.

In keeping with the advocacy on war on illegal drugs, corruption, and criminality, Secretary Andanar stressed that 3-Pointer ng Bayan was organized by “Ready Set Go” movement by way of basketball for the youth.  He said that Go had been known to be a basketball fan and player himself and quite good at three-point play in court.

With this, the PCOO chief admitted that it was also their way of coaxing Special Assistant to the President (SAP) Christopher “Bong” Go to run for senator in 2019 midterm elections.

The special assistant to the president had what it takes to be a senator, Andanar said of Go, being brilliant, dedicated and experienced.

The PCOO chief bared that SAP Go had an extensive knowledge in both executive and legislative matters, citing the work experience with President Rodrigo Duterte, who had held the post as mayor, vice-mayor and congressman in the past.

Asked how would SAP Go do the rounds to be visible in the eyes of countrymen in case he would accept the challenge to run for public office since he had to be always by the side of the president, Sec. Andanar was quick to say that it was not that necessary.  He indicated that being with the president all the time could already be considered a good exposure.

And since SAP Go seemed to be still parrying questions on the issue, the PCOO chief explained that it would also depend on the Magic 12 senate race surveys.

Feature: Agusan del Norte’s youth code contributes to community’s development

AGUSAN DEL NORTE, Mar. 28 (PIA) - With the enactment of the Provincial Ordinance No. 459-2017 of the province of Agusan del Norte, programs and institutionalization of its youth programs are now expanded and will surely contribute to the development of the community.

The ordinance known as “The Agusan del Norte Youth Welfare, Development and Protection Code” which aims to enable the youth to attain the highest standard of health and well-being and to realize their full potential was enacted by the 17th Sangguniang Panlalawigan of Agusan del Norte during their 48th regular session.

The Code gives way to the involvement of the youth to nation-building that will benefit the community they belong.

Some of the Code’s mandates include the implementation of services and programs on youth development, and to ensure the full development of the youth under the law, Provincial Board Member Elizabeth Marie Calo, author of the said ordinance said.

Calo is with high hopes that through the Code, the youth in the province will not only be given the opportunity to be involved in the provincial activities but will also be encouraged to participate in the development of projects that will also benefit them in the future.

Calo also believed that the youth contribute the biggest chunk of the country’s population and that they play a very significant role in the nation’s development.

“The Code serves as the guiding principles in developing, enhancing, and promoting the welfare and protection of the youth,” said Calo.

The Purpose

It will create a concrete and viable avenue for the youth in the province to fully enjoy their rights, and attain their full development and protection in line with the national and international laws.

Also, the Code will benchmark any other youth development services and programs by institutions and parties within the jurisdiction of the province; and to avert many future problems such as school drop-outs, juvenile delinquency, high rate of teen-age pregnancy, drug abuse and crime, and social ills.

Priority Programs

The Code focuses on the province’s youth development, to include the following:

Education – It ensures a complete, proper, affordable, non-discriminating and accessible education programs for the youth from primary, elementary, secondary, tertiary, post-tertiary education and skills development;

Employment –  Decent and appropriate employment opportunities are ensured creating wide employment prospects to fit the individuals’ capacity and qualification;

Health – A complete, proper, affordable and accessible health care program will be available;

Environment – This ensures a sustainable, safe, secured, peaceful, enduring and habitable environment;

Drugs and Substance Abuse Prevention – A drug-free zone and drug-free youth are ensured. The Code also mandates comprehensive programs on anti-drug and anti-crime prevention in the province;

Juvenile Justice – A fair treatment of all youth in conflict with the law is ensured. Full legal assistance will be provided to those in need;

Leisure and Recreation – It ensures available, safe, accessible and worthwhile channels of leisure and recreation;

Women – A full and balance participation and protection of women in any development program including planning, reviewing and decision-making;

Teenage Pregnancy - This will adopt measures to reduce half the adolescent birth rate specifically from births among aged 15-19 years and achieve zero repeated pregnancies among minors;

Marriage and Family – This ensures the sanctity of marriage and promotes the foundation of a family as the source of values among the youth;

Participation – The provincial government ensures an active, open and harm-free participation in the public and civic activities including policy-making and freedom of expression;

Globalization – It ensures services and programs to prepare the youth for competitiveness and globalization brought by the demands of time and technology;

Peace and Human Rights – The rights of the youth are respected, preserved, honored and heard. The Code mandates for a genuine and enduring peace in the community; and

Moral and Intergenerational Issues – All youth in the province are morally upright and concerned with intergenerational issues to attain development.

The code provides every youth of the province the entitlement on their rights without distinction as to legitimacy, sex, gender preference, social status, religion, political antecedents, beliefs, ideologies, and other factors.

Other Programs and Services

Because of the Code, appropriations and full support to the youth activities and even making them involved in the different activities that make them develop personally are now being supported by the province through the creation of the Agusan del Norte Youth Welfare, Development, and Protection Council or the ADNYWDPC. The Council focuses on the formulation of plan, programs and activities for the youth.

Another program for the youth that is being included in the Code is the formulation and establishment of the Agusan del Norte Comprehensive and Coordinated Action Plan on Youth Development (ADNCCAPYD) or the “The Youth Plan” – the blueprint of all development programs, activities and services within the provincial government.

The institutionalization of the Moral Recovery Program and the provision of legal assistance and protection program for youth-related activities and transactions are also part of the Code.

Part of the Code is the annual conduct of convention dubbed as the Agusan del Norte Youth Policy and Program Development and Advocacy Congress or ADNPPDADCO to focus and involve research policy advisory formulation, provincial and local consultations, policy dialogue, constituency building and policy monitoring.

The Code also mandates the establishment and operation of the Agusan del Norte Youth Development Center or ADNYDC. The center is temporarily located at the Community Affairs Division of the provincial governor’s office.

Another program is the Foreign Internship and Exchange Development Program where access to institutionalized partners and linkages in the promotion and advocacy of the intercultural learning opportunities to help the youth develop the knowledge, skills, and understanding needed to create a just and peaceful world.

The Recreational and Cultural Facilities Program paves way for full and complete recreational and cultural facilities and programs at the barangay to the provincial level that help keep the youth away from illegal vices is also mandated in the Code.

Also, Program for Youth with Special Needs and Person with Disability; Responsible Parenting, Drug and Crime Education Program; Skills and Education Assistance and Enrichment Program; Youth Environmental Program; Good Citizenship Program; Entrepreneurship, Employment, Social and Sports; Qualified Youth Engagement Cash Assistance; Student Services, Facilities and Programs; Youth Organization Registration and Accreditation Program or YORAP; Trafficking in Person; Provision of Protection Services Program; Unwanted Participation to Any Organization; Anti-discrimination; Bilateral Relation are among the other programs and services included in the Code.

The Code also specifies the integral participation of the youth to disaster and risk reduction and management of the province, creation of the Agusan del Norte Youth Disaster and Risk Reduction Response Team that enables the youth to respond appropriately to any risk or disaster.(NCLM/PIA-Agusan del Norte)


AFP, PNP remain on alert for 49th NPA anniversary

TANDAG CITY, Surigao del Sur, March 28 (PIA) - Both the army (PA) and police in Surigao del Sur have voiced readiness for any eventuality with regard to possible atrocities that the New People’s Army (NPA) may have planned to highlight their 49th anniversary celebration on March 29.

Cpt. Francisco Garello, Jr., civil military operations (CMO) officer of the 36th Infantry (Valor) Battalion (36IB) under LTC Xerxes Trinidad, made the assurance that security measures had already been put in place.  The battalion CMO had even stressed about carrying out a tactical offensive

Earlier, the battalion headquarters issued a statement on getting reports of continued threat, hence “Martial law efforts” had been intensified, citing the conduct of a joint AFP-PNP checkpoints.

However, when asked whether an intelligence report had been received on rebels planning to hold an anniversary celebration, the CMO refused to comment.  He replied instead that doing so might undermine their action.

Prior to this, PNP Provincial Director (PD) PSSupt. Francisco Dungo, Jr. said that his command had already issued order to all lower units to implement security measures.  He pointed out that the same was already covered under the Operation Plan Summer Vacation (Oplan SumVac). Surigao del Norte solon to initialize giant facility on waste management

SURIGAO CITY, Surigao del Norte, March 28 (PIA) - Siargao District Congressman Francisco Jose ‘Bingo’ Matugas II revealed that he is going to open a centralized solid waste management facility worth P300 million.

During the February 24 episode of the radio program “Governor’s Weekend Report” that aired over three radio stations, the lawmaker said that ‘he is also planning to provide one dump truck per municipality for the effective collection of garbage and scrap.’

Cong. Matugas said the provincial government of Gyeongsangbuk-do in the Republic of Korea intends to install high-powered technology for the waste to energy conversion.

He said that the state-of-the-art equipment will accelerate proper segregation of biodegradable and non-biodegradable waste items.

“In this respect, the Integrated Sanitary Landfill and Materials Recovery Facility will make sure that there is zero paper, zero plastic left-over, and clean environment,”Matugas said.

In terms of the full implementation of programs aligned with communication awareness mapped toward taking action, the congressman also disclosed the ecobreak development initiative wherein synthetic and plastic are used to make hollow blocks.

This means that plastic junks can be transformed into concrete blocks which are used in building school-buildings, public toilets, huge buildings and other structures to boost tourism arrivals.

“We endeavor to regulate the use of cellophanes as per local ordinance and resolution crafted in every LGU concerned. We will initialize it in tranches, once a week, twice until such time that the people are amenable to make it daily,” said Cong. Matugas.

Matugas added that there is a need to be extra careful and sensitive to the feelings of the people, in order to avoid disruption and trouble respecting the daily operations of official business, as well as to avoid any unnecessary blow. (PGO-SDN/PIA-Surigao del Norte)


DTI Dinagat Islands conducts CMCI roll-out
  
SAN JOSE, Dinagat Islands, March 28 (PIA) - The Department of Trade and Industry (DTI) commenced its 2018 Cities and Municipalities Competitiveness Index (CMCI) Roll-out in Dinagat Islands spearheaded by the National Competitiveness Council (NCC) on March 22, 2018 held at San Jose Negosyo Center, Sta. Cruz, San Jose town.

The annual ranking of provinces, cities and municipalities through CMCI focuses on the LGU’s status and level of competitiveness in four major pillars: economic dynamism, government efficiency, infrastructure and resiliency.

During the activity, DTI-Caraga CMCI focal person Marson Jan S. Dolendo presented the LGU’s ranking and level of competitiveness.

Dolendo also proudly announced that out of five provinces in Caraga region, the province of Dinagat Islands is ranked fourth on the annual ranking level of competitiveness though it composed only of seven municipalities.

MGB-13, CREDO, CMCRI and CMSHC hold 1st quarterly Press Conference

SURIGAO CITY, Surigao del Norte, Mar. 28 (PIA) - The Mines and Geosciences Bureau (MGB) Regional Office No. 13, in cooperation with the Community Relations, Education and Development Officers Organization (CREDO Caraga), Inc., Chamber of Mines of Caraga Region Incorporated (CMCRI) and Caraga Mine Safety and Health Council (CMSHC), held a press conference on March 16, 2018 at the Philippine Gateway Hotel, this city.           

The activity aimed to heighten public awareness of the assistance and rescue efforts of the Caraga minerals industry after the onslaught of Tropical Storm Basyang that inflicted loss of life and property damage.

It also aimed to inform the public of the state of small-scale mining activities in Caraga Region. In addition, the activity sought to strengthen the participation of and dialogue between the media and the mining stakeholders in achieving their common goals of ethical mining, ecological sustainability and authentic development.

The Philippine Information Agency (PIA) Surigao del Norte Information Center, media reporters from different media outfits and Northern Mindanao Broadcasting System (NMBS) participated in the press conference.

Resident Mine Managers, Community Relations Officers and a good number of personnel from Caraga mining companies attended the activity.

Dalodado gave a comprehensive presentation on the assessment on the effects of Tropical Storm Basyang in the region; Mine Safety, Environment and Social Development Division chief Engr. Francis Glenn N. Suante presented the effects of Tropical Storm Basyang on Caraga Mining Companies while Engr. Lilibeth P. Gimoto, MGB Mine Management Division, gave a presentation on Small-Scale Mining Updates in Caraga Region.

Caraga army general cites gains in CSP implementation

TANDAG CITY, Surigao del Sur, Mar. 28 (PIA) – The fall of two top New Peoples’ Army (NPA) leaders in a matter of month coupled with the rising number of rebels coming down to heed the state call to return to the fold of the law has led the top AFP official in Caraga region to say that the Community Support Program (CSP) here has continued to yield good results.

Brigadier General Franco Nemesio Gacal, commander of the 402nd Infantry (Stingers) Brigade of the Philippine Army (PA), whose area of responsibility (AOR) covers the provinces of Agusan del Norte, Surigao del Norte, Dinagat Islands and the northern part of Surigao del Sur, said that a quantum leap in achievement had been noted since CSP was launched early this year.

CSP, an army-initiated endeavor, was simply defined by Gacal as a “convergence program” which had been “hitting rebels hard” thus the favorable chain of events.  He added that the presence of government had already started to be felt in insurgency-affected communities now keeping these areas become useful ones.

Among the telltale signs noticed that the half-century old insurgency problem had begun to dwindle in strength was the fall of both Leonida Padilla Guao and Pablo Campos aka “Batik” or “Ponsoy” in February, the Caraga army general bared.

Army reports tagged Guao, 64, as head of the Finance and Education Bureau of the Northeastern Mindanao Regional Committee (NMRC) of the Communist Party of the Philippines (CPP) while Campos, 43, as front secretary and political officer of Guerilla Front Committee (GFC) 21A.

BGen. Gacal indicated that the capture of both rebel leaders would lead to more triumphs.

On March 3, an NPA couple identified as Aladin and Luzviminda Apolinaria were reportedly nabbed by joint police and army operatives in Kitcharao, Agusan del Norte for violation of R.A. 10364 or the Expanded Anti-Trafficking in Persons Act of 2012 as well as R.A. 7610 or Anti-Child Abuse Law.

401st Army brigade chief: CSP to last for months

TANDAG CITY, Surigao del Sur, Mar. 28 (PIA) - Col. Andres Centino, brigade commander of the 401st Infantry (Unity) Brigade of the Philippine Army (PA), bared that the Community Support Program (CSP) they launched during the late part of February this year would last for a couple of months.

Purposely done for “immersion and interaction,” the brigade chief based in Prosperidad, Agusan del Sur disclosed that their presence would “only be in areas with security issues.”

So far, Col. Centino reported that CSP had started to gain ground, confident that this would not get in the way of the normal lives in the communities of Indigenous Peoples (IPs).  The area of responsibility (AOR) of the said brigade covers the province of Agusan del Sur and the southern part of Surigao del Sur.

However, he stressed that the brigade would always need the backings of stakeholders.

When asked to comment on whether CSP could be taken as reason by NPA rebels to egg on the IPs to again move out for the “taktikang bakwit,” Col. Centino thought otherwise.

The army-initiated endeavor aims “to transform insurgency-affected areas into thriving and sustainable ones by integrating programs that promote economic growth and address the fundamental issues affecting lasting peace and security,” it was learned.

Dinagat Islands joins Int’l Day of Forest celebration

SAN JOSE, Dinagat Islands, Mar. 28 (PIA) - The province of Dinagat Islands joined the world in the celebration of the International Day of Forest through a tree planting activity conducted on March 20, 2018 along Kabisig Highway connecting Mahayahay Junction to Capitol Site in San Jose town.

This year’s celebration of the International Day of Forest is anchored on the theme, “Forests for Sustainable Cities, Lets promote a greener, healthier and happier place to live in.”

The Provincial Environment and Natural Resources Office (PENRO) initiated the planting of 1,010 seedlings of Agoho tree most commonly known as “Pine Tree” and the simultaneous tree planting activity in the municipalities of Cagdianao, Dinagat, Libjo and Basilisa.

The activity was also part of the flagship program of Governor Glenda B. Ecleo’s Verde Dinagat Highway that aims to promote a green community from the municipality of Cagdianao to Loreto.

AgNor PHO, BRH partnership established

BUTUAN CITY, March 28 (PIA) - The Sangguniang Panlalawigan of Agusan del Norte recently approved the "Partnership and Referral System" between the Agusan del Norte Provincial Hospital and the Buenavista Rural Health Unit in the Municipality of Buenavista, Agusan del Norte.

This system will be developed to improve health care services for municipal patients, the rural health unit of the Buenavista and the Provincial Hospital where the hospital will become a referral hospital for diagnostic services of these patients such as chest x-ray, CBC with platelet, lipid profile and FBS.

The partnership is aimed to ensure the welfare of the people, by providing good health services for their well-being.

The costs of the services shall be charged under the Per Family Payment Rate (PFPR) of Philhealth.

For effective implementation, the Sangguniang Panlalawigan of Agusan del Norte authorized Provincial Governor Maria Angelica Rosedell Amante-Matba to sign the Memorandum of Agreement (MOA) between the PHO and BRHU through Sanggunian Resolution No. 046-2018 through the efforts of Provincial Board Member Elizabeth Marie R. News Feature: Lumads delight over OPAPP’s response on IP ancestral domain issues

SURIGAO DEL NORTE, April 2 (PIA) - Hundreds of indigenous peoples (IPs) from all over Caraga region rejoiced as they witnessed the outright response of Presidential Adviser on the Peace Process Secretary Jesus Dureza over the plight of lumads by urging the heads of government agencies concerned to look into and focus in taking actions on issues related to the Certificates of Ancestral Domain Titles (CADTs) within the region.

Upon hearing the pressing concerns of the IPs particularly in the identification and official delineation of their ancestral domains and lands and through submission of the resolutions crafted by the delegates of the IP Leaders Summit held in Butuan City on March 25-26, 2018, Sec. Dureza made certain that he won’t be leaving the plenary hall without winning the commitment of representatives from the Land Registration Administration (LRA), National Commission on Indigenous Peoples (NCIP), Department of Agrarian Reform (DAR), and the Department of Environment and Natural Resources (DENR) to pursue in providing technical assistance along the process of resolving CADT-related concerns.

During the summit, the IP leaders cheered as Agusan del Sur Gov. Adolph Edward Plaza immediately pledged to provide funds intended for IP programs and projects in the amount of P5 million apart from the P2 million fund offer of Butuan City Mayor Ronnie Vicente Lagnada, and P15 million from NCIP.

It was a time filled with joy when Dureza further announced that 200 slots are allotted for 2018 scholarships to be granted to indigenous peoples in Caraga region.

Also, Caraga Regional Peace and Order Council chairperson and Agusan del Norte governor Ma. Angelica Rosedell Amante-Matba committed to support whatever undertakings that would surely benefit the IPs.

Sec. Dureza underscored that President Rodrigo Roa Duterte wanted to ensure the welfare of the IPs through the programs of the government that would directly address their concerns.

“The President also aspires to preserve the indigenous peoples’ culture and individual identity and to protect IP rights. With the creation of Mindanao-wide task force, greater convergence of government line agencies will help in addressing IP-related issues and act appropriately on these as good governance practice,” the peace adviser said.

Dureza also advised the Lumads to keep a careful watch from deceptive promises of the rebel groups and be active agents of peace and development.

The Lumad participants were also urged by Dureza to be more action-driven and participative in realizing the proposed programs and projects to achieve lasting peace and sustainable development.

He told them that the administration is really keeping a friendly atmosphere among all IP communities in the country to come and work together in improving their way of living.

Meanwhile, Butuan City Mayor Ronnie Vicente Lagnada mentioned that the said IP Summit is one way of recognizing the presence of the IP communities in the region and he likewise expressed his respect to the Lumad brethrens who took their time to attend the event.

“We take note of all your issues and concerns and we will see to it that through our concerted efforts, we would be able to address these," he said.

Lagnada further said that the city government of Butuan is in constant support to the IPs in Caraga region. "It's high time that we do our concerted efforts for the progress of all tribes, resolve issues in the process, and help them in utilizing the resources for a more competitive, eco-smart and sustainable region," he stressed.

In her message, Asec. Isabelita Moncano-Somozo of the Office of the Cabinet Secretary said that this IP Summit needs to be replicated in other regions to hear the voices of the Lumads. She also emphasized how the government has given them much priority and this is one important undertaking that serves as a venue to address IP issues for them to enjoy the same development that the country is working into.

"President Duterte really wants to provide what is due for all IPs. The dream for a better and progressive Philippines is for all Filipinos and Lumads," she added.

Expressing his appreciation, Rico Maca, a Manobo and IPMR in San Miguel, Surigao del Sur said that it was a good avenue where the government agencies could present/discuss resolutions to the pressing issues and concerns of the IPs in their respective communities. He also commended the efforts of the government for continuously reaching out to them and for providing their needs.

As to the request of the IPs in Caraga region on the increase of quota of IP soldiers and CAFGU, the AFP responded that in 2017, a special program led to the recruitment of a total of 300 members of the IP communities within the area of the 4th Infantry Division. Also, a number of IP members from the Banwaon and Higa-onon tribes are now enlisted in the Army, specifically with the 26IB.

Concerns on health services were also raised. One of which is the request for IP hospitals near their respective communities. With this, the Department of Health (DOH) was asked to encourage existing hospitals to expand their services to IPs either through satellite centers or allocation of hospital wings that will prioritize IP patients. As a long term plan, the DOH has to refer this matter to its Regulatory and Licensing, Health Facility Enhancement Program (regional office) and to its Health Facility Development Bureau for further assessment. For short term plan, through the JMC 2013-01 and Regional Inter-Agency Committee for IP Health, the DOH will put up IP Help desk in Health Facilities that are strategically located in IP areas and to be manned by an IP personnel.

Atty. Jose Dumagan Jr., NCIP-Caraga regional director relayed that prior to the 2-day IP Leaders Summit there were already series of consultations with the IPs from different provinces through the coordination and efforts of various local government units and the Philippine Army that served as an avenue for concerned parties to bring up issues and concerns that need to be addressed by the government.

On the protection of IPs, the AFP, PNP, and NCIP have various options and strategies in ensuring their protection. Accordingly, the AFP has deployed their men in IP areas in Caraga establishing Patrol Bases in the vicinity of Ancestral Domains and employing regular soldiers and CAA personnel who are members of the IP tribes in the area. The protection of the IP leaders and their members are done through the security operations being undertaken by the 401st and 402nd Brigades, Phil. Army. The PNP has also been coordinating with the other law enforcement agencies to share their counterparts in addressing this concern.

Atty. Dumagan recalled that it was through the Philippine Army's initiative and proposal to the Regional Peace and Order Council (RPOC) to conduct an IP Leaders Summit in the region to tackle various issues and concerns of the IPs and allow the concerned government agencies to respond accordingly. He also stressed that RPOC chair and Agusan del Norte Gov. Ma. Angelica Rosedell Amante-Matba, together with the member agencies then immediately acted upon the proposal and planned for the said activity

Also, the TESDA Caraga headed by regional director Florencio Sunico, together with Gov. Matba, Agusan del Sur acting Governor Samuel Tortor, 401st Brigade commander Col. Andres Centino, 402nd Brigade commander Col. Franco Nemesio Gacal, and some heads of government agencies led the ceremonial awarding of TESDA scholarship to the IPs.

A Prayer for Peace concluded the IP Leaders Summit held at the Agusan del Norte Provincial Covered Court, where IPs from various provinces, representatives from the government agencies, academe, private sector and media partners attended to promote peace and development, condemn the violence and struggle brought by violent extremist groups such as the communist NPA terrorists, and  to stop the killings of Lumads and innocent civilians.

The peace rally was a joint effort by the 401st and 402nd Brigades, Phil. Army, NCIP, and Caraga Conference for Peace and Development (CCPD).

Police official condemns inhumane act of lawless armed group who shot a pilot in Tagbina town

TAGBINA, Surigao del Sur, April 2 (PIA) - Municipal police station chief of Tagbina Police Senior Inspector Armando Bebanco has condemned the inhumane act of the alleged lawless armed group who shot a pilot while conducting the “aerial spray” at the area of SUMIFRU-Philippines Banana Plantation based in Barangay Malixi, Tagbina town on March 18, 2018.

In a police report, Lynbert Laguda, a resident of Arujuville Subdivision in Butuan City operated the Agricultural Aircraft of DASNA FARMS Aviation Incorporation with body number RP-R8865 AG-CATG164A1300 when several gunshots fired against him. One of the bullets hit the victim’s abdomen, it was learned.

The pilot was still able to contact his co-workers and managed to maneuver his plane back to its hangar in Barangay Sta. Fe of the said town.

The pilot was immediately rushed to Butuan City for medical treatment but died while on their way to the hospital.

Based on the intelligence report, the said area where the private aircraft was fired with several gunshots was identified as secluded and a New People’s Army Terrorist-influenced area, with a distance of around 12 kilometers away from the Municipal Police Station.

“We urged the public specially in Tagbina to be extra vigilant at all times and report to the authorities immediately any suspicious personalities, activities of the lawless armed group to preempt them in doing unlawful acts so that this incident won’t happen again,” PSI Bebanco said. PSA to conduct 2017 ASPBI, SICT

BUTUAN CITY, April 2 - The Philippine Statistics Authority (PSA) gears up to conduct the 2017 Annual Survey on Philippine Business and Industry (ASPBI) and the 2017 Survey on Information and Communication Technology (SICT) in the different provinces of Caraga Region.

A simultaneous training will be conducted on April 3 to 5, 2018 in all the provincial offices for all staffs who will be involved in the project.

A Respondents' Forum will also be arranged in the provinces within the months of April and May 2018.

According to PSA Caraga regional director Dr. Rosalinda Apura, the 2017 ASPBI is a forerunner of the 2016 ASPBI, which aims to collect and generate information on the performance, levels, structure and trends of economic activities of the formal sector in the entire country for the year 2017.

Meanwhile, 2017 SICT is a rider survey to the 2017 ASPBI, which aims to collect and generate information on the availability, distribution and access/utilization of ICT among establishments in the country. It will also generate core, ICT indicators important for measuring the progress in information and communication technology.

The distribution of questionnaires to sample establishment will start on April 16, 2018 to May 11, 2018 and collection will begin on May 2, 2018 to July 13, 2018. NCIP Caraga orders 'personnel movement'

TANDAG CITY, Surigao del Sur, April 2 (PIA) - The Regional Director of the National Commission on Indigenous Peoples (NCIP) in Caraga region has ordered the reshuffle of its provincial officers and other concerned personnel effective March 16, 2018.

Citing the exigency of public service, Atty. Jose Dumagan, Jr. issued Memorandum Order No. 039 s. of 2018 to this effect.

Engr. Charlyn Binghoy, outgoing NCIP provincial officer of Surigao del Sur, told media that she had to go to her new station as directed on March 16, 2018.

Her case would just be a “swap seats” with the outgoing NCIP provincial officer of Surigao del Norte, Vicente Baldoza, Jr., meaning that the latter would assume office in Surigao del Sur.

The other NCIP provincial chiefs covered by the memo were Rosemarie Mordeno of Agusan Del Norte who would take over the top post in Agusan del Sur;  Dr. Randy Rosas, NCIP Acting Chief of Technical Management Services Division, would be the one to take Mordeno’s job.

Also, Atty. Leslie Mae Plaza, acting Provincial Officer of Agusan del Sur, was designated as the acting chief of the Technical Management Services Division, the post that would be vacated by Dr. Rosas.

RD Dumagan told all concerned that prior to assumption to their respective new official stations, they had to turnover first their function and clear themselves of any accountabilities.

Plane shot in SurSur, pilot died

TANDAG CITY, Surigao del Sur, April 2 (PIA) - A 65-year old pilot who sustained a gunshot wound while conducting an aerial spray over a banana plantation in Purok 7, Gruto, Barangay Maliksi, Tagbina, Surigao del Sur owned by SUMIFRO Philippines Corporation was still able to land safe and bring the plane to its hangar in Barangay Sta. Fe in the same town, but died along the way in Prosperidad, Agusan del Sur while being rushed to a hospital in Butuan City on Sunday, March 18, 2018.

The victim, who was identified as Lynbert Guiloreza Laguda, a resident of Arujuville Subdivision, Butuan City, was likewise able to contact a co-worker right after the incident, according to a report from PSInsp. Armando Bebanco, Officer-in-Charge (OIC) of Tagbina Municipal Police Station (MPS).

The “Spot Report on Plane Shooting Incident” sent to Surigao del Sur Police Provincial Office (SDSPPO) under Provincial Director (PD) PSSupt. Francisco Dungo, Jr., said that the shooting incident took place at around 8:40 a.m.

Based on initial investigation, the “Agricultural Aircraft” with body number RP-R8865 AG-CATG164A 1300 from DASNA FARMS aviation, Inc. also bore several bullet holes.

The intelligence operatives of the PNP immediately coordinated with army counterpart “to monitor the movements of the said armed group.”

Reports on the presence of armed group in the area nearby believed to be members of Guerilla Front Committee (GFC) 14 under the North Eastern Mindanao Regional Committee (NEMRC) under a certain Jorlan, particularly in Sitio Dagsa, Barangay Malixi had been received on March 15, 2018.

PSA conducts quarterly survey on PBI 2018

BUTUAN CITY, April 2 (PIA) - For 2018, the Philippine Statistics Authority (PSA) had started the distribution of questionnaires for the Quarterly Survey on Philippine Business and Industry (QSPBI) – 1st Quarter for a total of 105 sample establishments in all provinces of Caraga Region.

Collection will commence this coming April 2-27, 2018.

QSPBI is one of the designated statistical activities of PIA. It is one of the main sources of data in the compilation of the Quarterly Economic Indicators (QEI).

The survey provides quarterly data on employment, compensation, revenue/sales and inventories and capacity utilization are also collected for Mining and Quarrying, Manufacturing, Electricity, Gas Steam and Air Conditioning Supply, Water Supply, Sewerage, Waste Management and Remediation Activities Sector.

The 2nd Quarter will be conducted starting June 18 to July 27, 2018; 3rd Quarter on September 17-October 26, 2018 and 4th Quarter on December 17, 2018-January 26, 2019.

NC Las Nieves conducts financial literacy, simple bookkeeping for IPs

LAS NIEVES, Agusan del Norte, April 2 (PIA) - The Negosyo Center (NC) in Las Nieves, Agusan del Norte conducted a financial management cum simple bookkeeping seminar for Nagkahiusang Tribong Higaonon Mag-uuma sa Lawan-lawan (NTHML).

The session was attended by 30 members of the two organizations in the area - the Higaonon Pugpalaw Nauyonan (HPN) and Lawan-lawan Sustainable Livelihood Program Beneficiaries (LSLPB) and participants from the both indigenous peoples (IP) organizations.

Las Nieves Agricultural Technician Rosie Monta, who facilitated the group’s request with NC Las Nieves, said the event is a preparatory intervention for better management of present and future funding assistance from government and/or other organizations.

“The activity is important so that the IPs will know how to handle money and to better understand the importance of recording so there will be no questions among members of the group,” Monta said.

It will likewise prepare them should they be handling an income generating project, she added.

The participants welcomed the activity and during the reflection session, they appreciated the process of learning because it was fun and light and this allowed them to understand the big lessons.

Department of Trade and Industry (DTI) - Agusan del Norte (AdN) NC Provincial Coordinator Myra Luz Gavero has partnered with DTI and Senior T and I Specialist Gemma Clarin to facilitate the seminar using the Business-Expenses-Savings-Training or BEST Game tool. This tool used simulation and experiential learning methods.

Aside from financial literacy and recording, Gavero and Clarin also taught them that timely business planning/financial planning is essential for the business to achieve what it wants.

Clarin and Gavero were joined by over-all activity coordinator Niel John Dapat, NC Las Nieves Project Staff.

DTI Dinagat Islands intensifies campaign on the Expanded Senior Citizens Act
 
SAN JOSE, Dinagat Islands, April 2 (PIA) - The Department of Trade Industry (DTI), in cooperation with the Department of Agriculture (DA), has intensified its campaign on the consumers' rights of Senior Citizens through the conduct of re-orientation seminar on Senior Citizens Discount on March 20, 2018 held at San Jose Negosyo Center, San Jose, this province.

According to DTI Dinagat Islands Consumer Protection Division chief Lorijane D. Sacote, the re-orientation seminar aimed to empower the rights and privileges of Senior Citizens to avail the 5% discount for the basic commodities and necessities.

Sacote said the Senior Citizens needs to be enlightened about the guidelines on granting special discounts to Senior Citizens on the Purchase of Basic Necessities and Prime Commodities pursuant to Section 4, paragraphs (j) of R.A. 9994 or the Expanded Senior Citizens Act of 2010 by DTI and DA.

44th BCWD anniversary set

BUTUAN CITY, April 2 - This year 2018 marks the 44th Anniversary of the Butuan City Water District (BCWD) and is set to be celebrated together with the 17th Water Consciousness Week on April 2 - 7, 2018, adopting the theme of the World Water Day 2018 commemoration, “Nature for Water”.

In line with this, series of activities are set by the BCWD Anniversary committees. Some of these activities were already conducted especially those for the students.

Students from elementary and junior high schools coming from different institutions within Butuan City were given the chance to showcase their talents through BCWD’s Photo Contest last March 15, 2018, On-the-Spot Poster Making Contest last March 20, and Water Quiz Show last March 21. Announcing and awarding of winners followed right after each contest except for the Photo Contest, which was awarded together with the Water Quiz Show.

BCWD, in partnership with the Philippine National Red Cross (PNRC) Agusan Chapter, will also conduct a Bloodletting activity on April 5, 2018, 8:00am to 5:00pm at the BCWD Conference Room. Bloodletting t-shirts will be given to the first 50 blood donors.

Also, concessionaires are invited to join the bloodletting activity. Other social outreach programs will also be conducted such as Mass Feeding and Gift Giving in Barangay Babag on April 5, Visit to Por Cristo on April 3, and visit to the Balay Silonganan on April 4 in Barangay Pinamanculan.

As part of giving back to its concessionaries, BCWD will be giving away variety of grocery items on April 2-4, 2018. Concessionaires who will pay their water bills in full on the mentioned dates will receive the anniversary giveaways. Apart from the groceries, 44 anniversary t-shirts will also be given for the first 44 concessionaires who will be paying early on April 6, 2018. Grocery items and anniversary t-shirts will be claimed through BCWD’s Community Relations and External Affairs Division located at the 2nd floor of the BCWD Administration Building.

All the activities scheduled for the weeklong celebration is BCWD’s way of thanking the community of Butuan for the continuous support to BCWD.

Activities lined-up include: April 2, 2018 - Orientation for Bloodletting (9:30AM, After Prayer Fellowship; BCWD Training Hall); Distribution of Snacks for Concessionaires (8:00 AM- 5:00 PM, BCWD Lobby); and Anniversary Giveaways for concessionaires (8:00 AM- 5:00 PM, 2nd floor Lobby). TANDAG CITY, Surigao del Sur, Abril 2 (PIA) - Usa ka patay’ng lawas sa rebeldeng New People’s Army (NPA) nga namatay sa usa ka engkwentro tali sa pwersa sa mga kasundalohan sa 29 Infantry Battalion (29IB) niadtong Marso 26, 2018 didto sa Barangay Tagbongabong sakop sa lungsod sa RTR, Agusan del Norte ang nailhan na, sumala pa sa militar.

Sumala pa ni Captain Al Anthony Pueblas, ang Civil Military Operation Officer sa 402nd Brigade, nailhan ang patay’ng lawas sa ngalan nga Dominador Catape Jr., usa ka lumulupyo sa Sitio Poog, Barangay Maitom sakop sa dakbayan sa Tandag, Surigao del Sur.

Sa gipagawas nga taho sa military, si Catape naigo sa buhing bala diin maoy hinungdan sa iyahang hinanaling kamatayon nga gibiyaan ra usab sa iyahang mga kaubang rebeldeng NPA atol sa maong panagbayloay sa buhing bala sa nasangpit nga lugar.

Si Catape, sumala pa, ang team lider sa sentro de grabidad sa guerilla front 21 nga naglihok sa Agusan del Norte.

Nahibaloan nga human ang maong engkwentro, nakarekober ang pwersa sa mga kasundaluhan og usa ka AK47 rifle nga aduna pay sulod nga mga bala.

Kalabot niini, usa ka sibilyan ang nailhan nga si Rosalinda Latunan nga taga Barangay Mahaba, Cabadbaran City ang sumala pa nga nagpaluyo sa sekretong pagkuha sa patay nga lawas ni Catape niadtong Marso 28. Matud pa nga si Latunan maoy nagbayad sa kantidad nga P20,000.00 arun makuha ang patayng lawas sa NPA sa usa ka punerarya disto sa Cabadbaran City.

Tungod niini, ang mga otoridad nag imbestiga na kung unsa ang kalambigitan o koneksyon sa nahisgutan nga sibilyan ngadto sa mga teroristang NPA.

Sa gipagawas nga pamahayag, si BGen Franco Nemesio M. Gacal ang Brigade Commander sa 402nd Brigade nagkanayon nga ang maong engwentro nga miresulta sa kamatayun sa usa ka rebelde ug ang pagkailog sa usa ka AK47 rifle nagbatyag sa pagkamatinud-anon sa gobyerno sa pagpuo sa mga rebeldeng NPA.
