DICT to activate 78 free public wifi sites in Butuan City

BUTUAN CITY, July 17 (PIA) -- The Department of Information and Communications Technology (DICT) will be activating its 78 free public wifi sites through a launching ceremony on July 26, 2018 at Almont Hotel’s Inland Resort here.

Dir. Evamay Dela Rosa of DICT Mindanao Cluster 2 said the initiative is pursuant to Republic Act 10929, also known as the Free Internet Access in Public Places Act, where DICT will lead in the implementation of PipolKonek or the Free Public Wi-Fi Internet Access in Public Places Project.

In Butuan City, Dir. Dela Rosa said the 78 sites where the free public wifi internet access will be activated comprised the government agencies in the city.

“During the launching, city mayor Ronnie Vicente Lagnada will deliver his wecome message, while DICT assistant secretary Alan Silor will also share his message of support to the local government unit and national government agency beneficiaries,” said Dela Rosa.

PipolKonek is the first of its scale in South East Asia, providing free internet access across all municipalities and cities in the Philippines.

This project aims to raise digital literacy and citizen productivity in the country by providing easy access to government online services, information, and other online opportunities.

CSC Caraga to host fun run in Butuan City

BUTUAN CITY, July 17 (PIA) -- In line with the 118th Philippine Civil Service Anniversary celebration, the Civil Service Commission (CSC) Caraga regional office will be hosting a Fun Run activity here on September 2, 2018 at 4:30 a.m.

According to Annabelle Rosell, CSC Caraga regional director, the event is a duly approved fund raising activity by the Department of Social Welfare and Development (DSWD), which aims to raise funds for the CSC’s Pamanang Lingkod Bayani (PLBi) – a program that grants financial assistance to the bereaved family and scholarship to family members of government officials who died in line of duty via CSC’s partner educational institutions.

“Your active participation will go a long way in funding our PLBi, in spirit of ‘Malasakit’ and as token of our solidarity with our fellow public servants who have died while in the performance of duty,” said Dir. Rosell.

Dir. Rosell also bared that every male and female winner for every event will be given prizes. For the 10-kilometer Run, first prize winners will each receive PhP3,000.00 and medal; second prize – PhP2,000.00 and medal; and third prize – PhP1,000.00 and medal.

For the 5-kilometer Run, first prize – PhP2,000.00 and medal, second prize – PhP1,500.00 and medal, third prize – PhP1,000.00 and medal; while for the 3-kilometer Run, first prize – PhP1,500.00 and medal, second prize – PhP1,000.00 and medal, third prize – PhP500.00 and medal.

The lady director also clarified that registration for 10k run is PhP700.00, 5k run – PhP400.00, and 3k run – PhP300.00.

“Registration is on a first-come-first-served basis and singlet is good while supply lasts. The event is not limited to government employees; other fun run enthusiasts are also welcome,” she said.

It was also learned that for government agencies, they may grant half-day compensatory time-off to their participating employees pursuant to CSC Memorandum Circular No. 11, series 2002, regarding R.A.C.E. to Serve II Fun Run. (PIA-Caraga)

ARBGB members to participate in river basin summit, strat plan workshop

BUTUAN CITY, July 17 -- The Department of Environment and Natural Resources (DENR) Caraga, in collaboration with the Mindanao Development Authority (MinDA), provincial government of Agusan del Norte, city government of Butuan and the Agusan River Basin Governing Board (ARBGB), is spearheading the conduct of the Lower Agusan River Basin Summit on July 18, 2018, followed by a Strategic Planning Workshop on July 19-20, 2018 to be attended by the ARBGB members at Almont Hotel’s Inland Resort, this city.

Lawyer Felix Alicer, regional director of DENR Caraga said the results of the planning workshop will complete the ARB organization.

“The ARBGB under the chairmanship of the late Bishop Juan de Dios Pueblos was created during the ARB Summit on September 3-4, 2015, while the Upper and Middle Agusan River Sub-basin Summits were held on October 11, 2016 and May 23, 2017 creating the Upper and Middle Agusan River Basin Councils, respectively,” recalled Atty. Alicer. 

Alicer reiterated the importance of the ARB being one of the eight major river basins in Mindanao.

“It is the third largest river basin in the country covering a total area of 11,936 square kilometers," he said.

"It encompasses portions of Claveria and Bukidnon in Region 10, Compostella Valley and Davao Oriental in Region 11, and Agusan del Sur, Agusan del Norte and Surigao del Sur in Region 13 (Caraga region),” Alicer added.

Atty. Alicer also said the ARB is sub-divided into three sub-basins: Upper, Middle, and Lower ARB Basins.

The province of Agusan del Norte and Butuan City fall within the Lower ARB with a total area of 1,495.28 square kilometers comprising 13 percent of the total basin area. (PIA-Caraga)

AgNor prov'l gov't honors service awardees

BUTUAN CITY, July 17 -- In recognition of their cooperation, support and services provided to the people of Agusan del Norte, the Provincial Government recently gave recognition to the 30 employees of the provincial capitol and hospital held at the Provincial Training Center here.

Service awardees included employees who have rendered 30, 35 and 40 years of service. Awardees who have rendered 35 to 40 years of service received PhP5,000 each and a plaque while those who have reached 30 years in service received PhP4,000 and a plaque.

Among the awardees who have rendered 30 years in service were Ronaldo A. Bermejo of the Provincial Disaster Risk Reduction and Management Office; Pio C. Bagaloyos, Dioscora C. Fornolles, Olegario C. Galon, Edgar J. Decamotan, Fladelita B. Dela Pena, Emma D. Caniga, Ma. Dauden B. Ebarle, Anecito T. Gay, Luz A. Mendoza, Cecilia P. Patingan of the Provincial Health Office (PHO); Wilfreda T. Soria, Wilfreda L. Langit of the Provincial Assessors Office (PASSO); Alicia A. Baclaan of the Provincial Budget Office; Luisito P. Azura, Daisy M. Mejia of the Provincial General Services Office (PGSO); and Daisy O. Demavivas of the Provincial Social Welfare Population and Nutrition Services Office.

For those who have served for 35 years, these included Rhoda F. Avellana of Kitcharao District Hospital; Jocelyn M. Magdaraog of the Provincial Accountant Office; Cristina R. DAR AgNor launches Farm Business School for agrarian-farmers

TUBAY, Agusan del Norte, July 17 -- The Department of Agrarian Reform (DAR) of Agusan del Norte has intensified its effort to enhance the knowledge in agricultural productivity and promote economic activity under the recently launched Farm Business School (FBS) project for the two Agrarian Reform Beneficiary Organizations (ARBOs) here.

Provincial Agrarian Reform Program Officer II Andre B. Atega said the government is now providing enough support services to the ARBOs with the aim of developing the farmers to become agricultural entrepreneurs. 

He added that the FBS project develops farmers to make their farm profitable and can effectively respond to present day farming challenges.

The recipients of the training program are some 28 members of the Doña Rosario Certificate of Land Ownership Award (CLOA) Holders Vegetable Producers Association (DRCHVPA) and Kabayawa Sala Farmers Association.

Tubay Mayor Fidel G. Garcia, in his message, challenged the farmers to work hard and should learn lessons from the failures of several projects implemented.

DRCHVPA President Hector dela Cruz proudly accepted the project and promised to do their best to make it more profitable.

“Dako namong garbo na kami nakadawat niini nga hagit ug among ipasalig na kami maningkamot aron kini malamposon (We accepted the challenge and promised to make it a success, in support to the call of the government to make it sustainable)," he said.

PNP Caraga chief to focus on lowering traffic accident

BUTUAN CITY, July 17 -- Philippine National Police (PNP) Caraga regional director PCSupt. Noli A. Romana vowed to bring down incidents of physical injuries attributed to traffic incidents and help in finding a solution to the traffic problems in Caraga region. 

Romana said the crime rate in Caraga region rose to 17 percent from January 1 to June 2018 compared with the crime rate during the same period in 2017 due to Non-Index Crime that increased from 581 in 2017 to 750 in 2018.

“Traffic incident in our region is not only the concern of the police but it concerns other agencies. So, we will be coordinating with them,” Caraga’s top cop said.

Data also showed that a total of 4,612 crimes were reported in 2018, which is higher than 3,932 crime volume listed in 2017.

However, 3,968 or 80 percent of crimes were solved in 2018 among the 4,612 crimes compared with only 1,938 or 47 percent cases in 2017, Romana refers to the record from the Regional Investigation and Detective Management Division (RIDMD).

Crimes related to murder, homicide, rape, robbery and theft posted a significant slide to 5.98 percent with only 942 totaled crimes in 2018 compared with 971 crimes in 2017.

Romana noted that the downtrend of index crimes was the result of combined efforts of the PNP, other law enforcement agencies, local government units and the community.

“We will give our best to be able to help in the traffic problem and I am also appealing on the people in Caraga to continue working with our cops and partner agencies to sustain these substantial gains in bringing down crime incidents in the region,” Romana added. (PNP Caraga/PIA-Caraga)

69 Mamanua families receive houses

JABONGA, Agusan del Norte, July 17 -- Sixty-nine families of the Mamanua Tribe in this town finally received their own houses under the Jabonga Mamanua Tribal Village Project of the National Housing Authority (NHA) and the Local Government Unit (LGU).

Jabonga Mayor Jasmin F. Monton, in her message during the turnover ceremony on June 30, said that although the journey took longer - more than five years, she was happy that the project has finally materialized and will now be enjoyed by the Mamanuas.

Monton also said the NHA provided PhP10 million and about PhP5 million from the LGU for the said project.

Although the village is a recipient of a royalty share from the operations of a nearby mine - the Agatha Mining Ventures, Inc.,  the LGU of Jabonga has seen the need for the tribe to be given assistance and guidance in terms of sustainable livelihood and source of income.

Currently the families’ means of living are either farming, fishing and working in the mine.
In the pre-program huddle with Mayor Monton, Department of Trade and Industry (DTI) Agusan del Norte OIC-provincial director Brenda B. Corvera, Negosyo Center (NC) Jabonga project staff Mikie D. Villanueva and Evelyn P. Mordeno discussed about doing needs assessment first with a profiling of their skills and interest as a first step.

Agatha Mining representative Jecil Lad also expressed interest to help.

NC Jabonga will also be working closely with personnel from the National Commission on Indigenous Peoples (NCIP) Elsie Namuag who is assigned in the area and the tribe’s leader Datu Rogelio “Baludoy” Bebe. 

In the same activity, both LGU Jabonga and the Mamanua tribe recognized the pioneering efforts of Engr. Carlito Oraiz of Orgon Wood Industries in helping the tribe through their religious’ outreach programs.

Dinagat PDRRM launches arts, literary contest

SAN JOSE, Dinagat Islands, July 17 -- The Provincial Disaster Risk Reduction Management Office (PDRRMO) of Dinagat Islands spearheaded recently the DRR-Climate Change Adaptation (CCA) Arts and Literary contest at the Aurelio gym here.

PDRRMO officer Rosario Roxas-Alon said the activity aims to equip learners with skills and improve their understanding on DRR and CCA concepts focusing on emergency response, exposure and vulnerability to prevent losses and mitigate the impacts of disasters.

She said the students competed for the jingle making contest, essay writing, and poster making contest where the winners here will compete for the regional level.

The contest was participated in by high school and elementary students from the different secondary and elementary schools in the province.

This year's event is anchored on the theme, “Katatagan sa Kalamidad ay Makakamtan Kapag Sapat ang Kaalaman sa Kahandaan.” (SDR/PIO-Dinagat Islands/PIA-Dinagat Islands)

AgSur IP producers to join October Fair

AGUSAN DEL SUR, July 17 -- After its experience from Sikat Pinoy National Arts and Crafts Fair last June, the indigenous peoples (IPs) assisted by the Department of Trade and Industry (DTI) thru the Strike Team program will join in the next Sikat Pinoy Arts and Crafts Fair this coming October 26 to 28, 2018.

By this time these IPs will focus on selling their products.

It was learned that DTI Agusan del Sur recently sent its assisted IP producers to the 2018 Sikat Pinoy National Arts and Crafts Fair organized by the Bureau of Domestic Trade Promotion (BDTP) with the theme “Inobasyon Hango sa Tradisyon.” 

In her message during the opening ceremony, Director Rhodora Leaño of BDTP mentioned that this particular edition of Sikat Pinoy Fair had a special place in her heart because of its resounding success for the past several years.

"I am happy to see that we have now move beyond the market niche and are now reaching out other areas like creative industries,” Leaño said. 

"Who would have thought that our indigenous crafts and traditional products would find a market niche in the modern world,” said Senator Loren Legarda, the event guest of honor.

Sen. Legarda also encouraged DTI together with the other government agencies to continue to work and intensify promotion of IP products.

She further encouraged the convergence of the government agencies and bring all resources to help the micro small enterprises in the rural areas. 

The event was participated in by over 200 exhibitors all over the Philippines wherein Agusan del Sur had Virginia Indias of Manobo Dolls, Panagangan Women’s Association with their Tikog Hand-woven Mats, Panghiusa alang sa Kaugalingnan ug Kalingkawasan, Inc. - Romblon bags collection and San Francisco Agsam Weavers Handicrafts Assocationg - agsam gift, decors and home styles.

The exhibitors were just few of the beneficiaries assisted by the Negosyo Centers and specifically the program on Strike Team for Indigenous Peoples in the province.

The aim of the Strike Team for IPs to promote its crafts and traditional items has reached beyond expectation.

Feature: An automotive mechanic turns corn farmer

“Corn farming is our family tradition and this is our life” said Renato Frias, a 43-year-old resident of Purok 3, Barangay Basa, Trento, Agusan del Sur, who owns a three-hectare farm land. 
He said that he was nurtured in a farming environment, that is why despite his academic achievement as an automotive mechanic, his love in tilling the soil remains.

“My mother is a farmer who managed to send us to school through corn farming, so I am following her footsteps so I can send my own children to school, too,” Frias said.

Kagawad Renato, as he was fondly called since he was a former barangay councilor, said that aside from corn, he is also planting various vegetables.  

“Upon harvest of corn, I won’t sell everything right away, I will spare some for value adding so I can sell them on much higher price for additional income, I would sell these during flea market every Saturday together with my vegetables,” Frias said. 

He said that aside from selling corn kernel, Kagawad Renato also sells crack corn, corn grits and corn bran. 

Aside from family members who help him in the farm, he hired 10 persons mostly his neighbors especially during planting season, thereby contributing employment on his community. 

To be resilient on climate change, he patterned his planting schedule on weather conditions.

“In a year, we are planting corn twice, the third one will be rice, so we will be harvesting three times to maximize the time and the weather pattern,” he said.

He also revealed that he has applied the technology he learned during trainings particularly the Integrated Pest Management (IPM).

“I am so grateful to the Department of Agriculture and to the local government unit of Trento, because once, I was hailed as an outstanding young farmer and an outstanding 4-H of the year and I was given the opportunity to travel to Japan for an eight-month training with the help of the LGU and the Department of Agriculture,” he narrated. 

As fruit of his labor, Kagawad Renato was able to own a farm tractor, which is a great help in preparing his farm and which also serves his neighboring farms for a minimal fee.

Currently, Kagawad Renato is a cluster leader in three barangays - the Manat-Basa-Tudela or MABATU corn cluster in the said town.

AgNor PDRRMC to hold climate change, DRRM confab

BUTUAN CITY, July 19 (PIA)– In line with this year’s observance of the National Disaster Resilience Month (NDRM), the province of Agusan del Norte, through the Provincial Disaster Risk Reduction and Management Council (PDRRMC), will hold its 1st Provincial Climate Change (CC) and Disaster Risk Reduction and Management (DRRM) Convention on July 26-27 here. 

PDRRM Office chief Erma Suyo said the event aims to present science-based studies and initiatives that can be utilized for Climate Change Adaptation measures as basis for local planning.  

"This will also be the basis in order for the province to come up with programs and initiatives that are tailor-made for its needs that geared towards maximizing sectoral outputs in a sustainable manner," she said.

According to Merry Chris Cabonce of PDRRMO, some 200 participants are expected to attend the provincial convention. These include different DRRM council members of the province, emergency response teams, school coordinators, private partners, and other stakeholders.

Sessions include the Philippines commitment to Sendai framework on Climate Change, climate-resilient farming initiatives for the province of Agusan del Norte, climate-resilient aquaculture farming, downscaling climate information, concept of an effective early warning system, PhiLIDAR initiatives for Agusan River Basin, and importance of biodiversity of the Agusan watershed.

As part of the NDRM observance, Suyo also said that the PDRRMC through the PDRRMO will host the 1st Himig DRRM – a song writing composition and interpretation on July 21.

She said the event, which is open to all Agusanons, aims to spread DRRM and Climate Change Adaptation awareness through singing and creative interpretation. (NCLM/PIA-Agusan del Norte)

DA envisions rise of corn industry in Caraga Region

BUTUAN CITY, July 19 --  To keep up the momentum of the thriving corn industry in Caraga Region, the Department of Agriculture (DA) is looking for possible areas for the expansion of corn production.

In the recent 2nd Regional Corn Congress (RCC) held in Butuan City, Melchor Bautista, chief statistical specialist of the Philippine Statistics Authority (PSA) Caraga reported an increase in the volume of production, area harvested as well as its average yield per hectare based on the 2017 data and the 2018 1st quarter preliminary estimate. 

From January to March 2017, the volume of corn production in Caraga Region was 1,079 metric tons (MT) while in the current year for the same period, data showed 2,144 MT. Also, the area harvested in the 1st quarter of 2017 covered 424 hectares, while for this year on the same period, it reached 650 hectares.

Meanwhile, a total average yield of 2.54 MT per hectare was recorded for the 1st quarter of 2017 while 3.30 MT per hectare was recorded for the same period. 

Melody Guimary, DA Caraga’s regional corn program coordinator said the challenge that lies ahead is how to keep up the momentum until the end of 2018 and even beyond. 

“Though our yield and volume of production posted an increase we are not yet confident since the area planted has slightly declined over the past years due to some other reasons such as change of crop planted,” she said.

One of the strategies of the agriculture department in the region is to look for other areas potential for corn production.

“Currently, we are coordinating with our partners in the local government units (LGUs) to help us look for potential areas for corn production, so we can coordinate with the owners to venture into corn farming,” Guimary stressed.

In 2017, based on PSA data, Caraga Region posted a volume of corn production reaching 119,980 metric tons from an area spanning 34,034 hectares.

“What we are aiming now is to surpass our previous records through our massive interventions for the farmer, not just production support but technical and marketing support,” Guimary said.

DA Caraga Regional Executive Director Abel James Monteagudo posed a challenge to all the participants of the 2nd RCC, comprised of corn coordinators from various LGUs in the region as well as farmers, to work as a team to achieve the goal in an easier way.

“In sports just like basketball, you cannot win if you don’t know how to work as a team, same is true with an organizational goal such as in the agricultural sector, every member has to work in a team,” he explained.

DAR AgNor distributes P1.8-M worth of equipment to abaca farmers

BUTUAN CITY, July 19 -- A total of 2,172 Agrarian Reform Beneficiaries (ARBs), that included 427 Indigenous Peoples (IPs) stand to benefit from 12 units of mobile abaca stripping machines worth PhP1.8 million under the Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE), implemented by the Department of Agrarian Reform (DAR) of Agusan del Norte.

The abaca farmers are composed of 21 farmer-groups involving San Isidro Upland Farmers Multi-Purpose Cooperative (SIUFMULCO), as the lead proponent group of 20 participating farmer-groups in the four municipalities of Tubay, Jabonga, Kitcharao and Santiago (TUJAKITSAN) cluster.

DAR Provincial Agrarian Reform Program Officer II Andre B. Atega said the equipment will enhance the production and quality of abaca fiber to better meet market demands that significantly improve the lives of the agrarian reform beneficiaries and other abaca farmer-workers. 

The 12 units are just initial release for the farmer-organizations that are already yielding abaca fiber, while the next units to be delivered are for those that are in the process of expanding their plantation up to 200 hectares over a five-year period.

SIUFMULCO manager Leonora Mila said they are thankful to DAR through its ConVERGE project that brings positive impact on the way of life among the abaca famers in the cluster.

Based on the original target proposal of project ConVERGE, a total of 27 stripping machines are supposedly distributed to cater to the needs of the abaca-farmers in the cluster.

Project ConVERGE has several activities on the pipeline that include abaca production seminar, entrepreneurial skills training, abaca planting materials and production inputs, abaca-shed house, and a 10-wheeler truck.

The project intends to strengthen SIUFMULCO as the lead proponent group of 20 member-organization in TUJAKITSAN Cluster consisting Tubay, Jabonga, Kitcharao and Santiago to better meet market demands by improving production of high quality abaca fiber. (DAR-Agusan del Norte/PIA-Agusan del Norte)

Surigao del Norte guv urges gov't workers to speed up reforms

SURIGAO CITY, Surigao del Norte, July 19  -- Surigao del Norte Governor Sol Matugas encouraged the employees of the provincial office and representatives of the different line agencies to speed up development reforms during the Strategic Management Planning Workshop held in Dipolog City, Zamboanga del Norte from July 9 to 11, this year.

Gov. Matugas said that in consonance with the Health, Education and Environment, Agri-Aquaculture, Livelihood and Social Services, Security, Spirituality (HEALS) Plus "Byahe sa Kadaugan" (Ride to Victory) agenda, poverty must continue to decline with the following priority programs:

  1. Completion of the Cuban Health Care System, service delivery network
  2. Focus on public health to encourage preventive remedy than curative medication
  3. Hospital development as well as updating of facilities, equipped with state-of-the-art amenities and equipment
  4. Enhancement of the Rice Center project and swine production initiative
  5. Establishing more sanctuaries and initiate more market encounters
  6. Building of farm schools and move towards mechanized farming and expansion of irrigation systems
  7. Improvement of the economic competitiveness by looking into the investment side of the program
  8. Promoting adventure, heritage and farm tourism projects
  9. Proper waste management, eco-farms advocacy, and water treatment under the environmental conservation program
  10. Creating more programs for women and the youth, especially for children in conflict-affected areas
  11. Business ventures through Puhunan sa Pag-asenso (PSP) program

The lady governor also urged the Sangguniang Panlalawigan (SP) members to craft policies and legislations that would support programs in different departments, and to sustain the campaign of President Rodrigo Duterte against illegal narcotics and all forms of criminality.

"Patients must be treated equal as far as the hospitals are concerned. That is a challenge, and that hospitals must be the centers of survival. Basic life support facilities must be provided,” Matugas said.

She added that the long trip to Dipolog City was worth it for she felt the place is going to share much with the participants as they search for model services initiated by other local officials.

“The boulevard project, for example, is a product of creative mind and strong political will aimed at changing the people’s way of life. Indeed, we seek for holistic outcome,” said Matugas.

In addition, Matugas noted that the relocation sites have restored the confidence in people toward the leadership in Dipolog which she described as "so high".

“There is pride in their hearts. I commend the mayor for you could see how things go around their city hospital due to systematic management. There are quite a number of inclusive programs which include quality and affordable medicines,” said Matugas.

In a short period of time, Matugas said the entire meaningful endeavor has opened an array of training development approaches.

“We need to capture the priorities for 2019. Innovation - that’s the work of the Provincial Budget Office. All we need is a productive mind, coupled with imagining things and simplifying the burden of planning and budgeting. Prioritizing brings us to the essential change we need to happen,” she said.

According to Matugas, the programs should lead to reforms that will manifest social values of love and care and for people to be empowered and imbued with a passion for excellence.

Matugas likewise challenged the officials and heads of offices to look beyond their programs; revisit them and reach out to those in need.

53 SLP beneficiaries join entrep seminar in AgSur

PROSPERIDAD, Agusan del Sur, July 19 - Some 53 beneficiaries of the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) recently participated in the entrepreneurship seminar held at the barangay halls of San Vicente and Magsaysay, this municipality.

The seminar was organized to equip the future entrepreneurs and help them understand how to manage a business. They will soon start their trading business funded thru SLP.

"I am thankful for this seminar as I learned a lot about business," said Liela Dagaang, SLP beneficiary of San Vicente.

The participants were introduced to entrepreneurship thru workshop using Business Expense Savings Training (BEST) Game Module.

The BEST game is a comprehensive training instrument designed to stimulate positive intervention in developing small businesses.

It is a reality-based business game in which the participants had the opportunity to experience how to operate business in real life.

AgSur consumer groups to practice organic farming

SAN FRANCISCO, Agusan del Sur, July 19– The Department of Trade and Industry (DTI) Agusan del Sur (AdS), in partnership with the local government unit here thru the Municipal Agriculture Office (MAO), recently convened the members of the consumer organization - Pagpakabana sa Katungod sa Konsumador sa Agusan del Sur (PAKKADS) and convinced them to practice organically grown-farming in their respective areas.

Ailyn Aleman of MAO-San Francisco shared to the group the benefits in organic farming. Aleman said in planting vegetables, temperature and location shall be considered.

“In a cool and shady area, the best plants are those leafy vegetables locally known as "petsay (pechay), letsugas (lettuce), alugbati (Malabar spinach), sibuyas (onion), and luy-a (ginger)," while plants which can sustain from direct sunlight are "malunggay (moringa) and amargoso (bitter gourd)," said Aleman.

Aleman also advised the group, before cooking vegetables especially if sources were not determined and how it was grown, it shall be washed thoroughly specially sayote (chayote), carrots, eggplant and other leafy vegetables to remove possible pesticide residue, which is not good for human health.

In cleaning, Aleman clarified that it shall be dipped into the water-vinegar solution or rinsed it with the baking soda solution. She further mentioned that plants that were not much exposed to chemicals as they grow were "pako (young fern), dabong (bamboo shoot), saluyot (jute), kulitis (nettle) and moringa."

The group then agreed to adopt and practice this type of farming. In the coming months, they will start growing plants, which seedlings shall be provided by the MAO while monitoring will be conducted and rewards will be provided to the best grower. (JPG/DTI-Agusan del Sur/PIA-Agusan del Sur)

Feature: Claudy steps up for Brgy. Datu

Claudy Loraine Orejas, a mother of five, has given her time for volunteerism in their little community in Datu, Pilar, Surigao del Norte. She was able to manage her time despite having a day job working as a government employee, and volunteering – serving as Barangay Sub-Project Management Team Chairperson. She shared that volunteering was never an easy job for her.

Pagkahibayo nako na mud crab fattening ang proyekto, nasayangan ako ba na balibaran nako so, ako tag-ingganyo ang mga tao kay dli man lagi mu attend nan meeting, tag-ingganyo nako sila na mu-attend kay ang Kalahi-CIDSS kinahanglan 100 percent gajud ang attendance bisan ang isa ka bayay tag-isa ka representante. Sunod kon jaoy mga seminar support ra ako pirmi gajud na dapat muintra ang mga volunteers kay isa man jaon na dapat nila himuon para makuha ang mud crab na project (At the start, I did not want to engage with the implementation since I was busy.

But when I learned that the proposed project was mud crab fattening, I changed my mind and did not want to waste the opportunity, that is why I began encouraging the people to participate, because Kalahi-CIDSS demands 100% participation – at least one member per household. I also encouraged them to attend seminars because it was required),” she said.

Claudy was a bit shy during the interview – a typical characteristic for newbie volunteers of the program. But through their exposure with Kalahi-CIDSS, they have learned how to cope with their environment and use their voice to encourage and empower others. 

“Ang empowerment bagan jaon na strengthen kaw kay ako sab medyo may pagka-masipogon man sab ako jaon dili ako karajaw tig-storya. Pero mu try gajud ako bisan dli ako mahibayo mu try gihapon para dili sab sila muhaod magsipog-sipog (Before, I was shy and passive but because of Kalahi-CIDSS I was empowered and strengthened. Even though sometimes I doubt myself, I always try my best to participate so that other volunteers might also be encouraged to be active,” she said.

Community Driven-Development is one of the most effective community empowerment schemes recognized by World Bank. It enables the people to address local problems with the help of the government’s financial and technical support. DOLE releases livelihood grant to Surigao Norte coop

GIGAQUIT, Surigao del Norte, July 19 - The Department of Labor and Employment (DOLE) Surigao del Norte Provincial Office released recently a livelihood grant worth Php775,200 to the local government unit (LGU) of Gigaquit for the enhancement of chicken egg production of Cawayan Agra Farmers Cooperative (CAFACO).

Ronabeth Bermudez Cabañas, focal person of the DOLE's Integrated Livelihood and Emergency Employment Program (DILEEP), handed over the livelihood check for the project enhancement to the representative of Mayor Elvira A. Egay, Senior Private Secretary Carlos M. Egay, together with the officers and members of CAFACO and PESO Manager David Nueda.

CAFACO chairperson Teresita A. Natad expressed her gratitude for the additional funds provided by DOLE for their project.

“This enhancement assistance is a big help for the farmers to increase production of their products,” Natad said.

CAFACO is already operating for about 22 years with 71 members.

The first release for the project was in December 2012 amounting to Php490,149.82 which was spent for raising 600 chicken and for the construction of brooder house, poultry house and the stock room for the eggs.

The said project brought them the award as the Best Livelihood Project in the province of Surigao del Norte in which they became representative to the regional level this 2018.

After the search for the Best Livelihood Project last February, the officers and members of CAFACO submitted a proposal to DOLE for the enhancement of their project aiming to continually help the members and to provide indirect employment to the people of Gigaquit, and to supply the increasing demand of egg in the market.

NC-Talacogon trains more biz operators on financial literacy

TALACOGON, Agusan del Sur, July 19 -- Another 40 business operators of this municipality recently underwent a seminar on Financial Literacy.

This group, which is re engaged into food processing, fish retailing and sari-sari store, has already been facilitated to access financing for additional capital to their business.  

Remy Coquilla, a retired teacher turned into a businesswoman, thanked the organizers for the additional knowledge they gained on how to better manage their business.

"Pasalamat ako kay dunay dugang inputs akong nakuha mahitungod sa negosyo mihatag ni kanako ug dugang kahibalo mahitungod sa panginabuhian (I’m so thankful for the additional knowledge that I gained on how to better manage a business and this will help me with my livelihood)," Coquilla said.

She further encouraged her co-participants to save from their earnings, "that we need to change from what we were used to: we saved when all our expenses were paid which most of the time nothing was left."

"With this new learning, let us try to apply it. This is for our advantage, get a percentage from our income for our savings then the rest will be used for our daily requirements," Coquilla added.

Tandag City dad mulls privatization of local water distribution utility

TANDAG CITY, Surigao del Sur, July 20 (PIA)– Mayor Alexander “Ayek” Pimentel may go for the privatization of Tandag City Water District (TCWD). 

Faced with the growing demand for water vis-à-vis the worsening situation of water level going down, the management of TCWD had already wooed Mayor Pimentel to interpose for the use of fire truck of the Bureau of Fire Protection (BFP). 

The arrangement would be to fetch a load of water from the reservoir located in Barangay Awasian to be brought to some areas with water tanks that had to be filled up for distribution to customers later, according to Gerry Bernadas, chief of the TCWD technical department. 

Mayor Pimentel bared that the temporary use of the fire truck would be from 7:00 p.m. to 11:00 p.m. every other day. 

The issue on the scarcity of water source or resource for that matter is no new to the management of the local water utility here under General Manager (GM) Annie Ty, especially during long dry spell year in and year out. 

TCWD, which had been said to have close to 9,000 consumers and counting, claimed it could only do so much by investing on drilling operations even if it stumbled upon a rich source, like what it dug up in Barangay Pangi. Bernadas did boast that their drilling venture had paid off by coming across the missing piece of the solution that could produce enough water supply for Tandag with an estimated output of 50 liters per second (LPS).

However, its management admitted to be needing a huge sum of money, some Php18 million for the purchase of the required transmission pipes to make it viable. 

Tandag City Vice-Mayor Ruel Momo, in a separate interview, was in agreement that TCWD had to put up a water treatment plant and large storage facilities which would call for so much more financing to complement a good plan.   

However, he suggested that TCWD management might forge a deal with the National Irrigation Administration (NIA) whose construction of Sta. Filomena Dam project was said to be nearing completion. 

One of the submersible pumps of the local water utility can be found nearby, just some 800 meters away from the site of the dam project in Barangay Pandanon, it was learned.

The city dad said point-blank that TCWD could not afford a multi-million peso project unlike the private sector just to provide the best service possible. 

Also, the younger Pimentel recalled that Gov. Vicente “BB” Pimentel, Jr. had already floated the idea of privatization but alleged that the board of directors of the local water distribution utility that time shut it down.   

Citing Butuan City as an example, he added that a lot of local water distribution utilities nationwide had been taken over by private sector to keep customers service satisfactory.

When reached for comment, the governor said that he could tap a big investor to fund the putting up of good facilities to provide a much better customer service.

187 Caraga barangays declared as drug-cleared

BUTUAN CITY, July 20 - One hundred eighty seven barangays in Caraga have been declared as drug-free by the Regional Oversight Committee on Barangay Drug Clearing Program in June 2018.

Based on the report of the Philippine Drug Enforcement Agency (PDEA) Caraga, Surigao del Sur had the most number of drug-cleared barangays with 116 followed by Agusan del Sur with 57 and Surigao del Norte with 14.

Out of 187 drug-cleared barangays, 111 were previously considered as ‘slightly affected’ or those areas which have reported presence of drug users.

“A drug-affected barangay is subjected to drug clearing operations with PDEA as the lead agency. The area can be declared as drug-free pursuant to the parameters set forth by the Dangerous Drug Board,” said Police Regional Office 13 director Chief Supt. Noli Romana.

He also thanked the members of the anti-drug abuse councils, the communities and all stakeholders which render assistance to the law enforcement agencies in the drug clearing operations.

“There is no slowing down in our anti-drug operations to go after or eliminate those engaged in the illegal drug trade," said CSupt. Romana.

LUNGSOD NG BUTUAN, Hulyo 24 (PIA) - Ipagpapatuloy ng militar ang pagtugis sa mga miyembro ng Communist Party of the Philippines, the New People's Army, and the National Democratic Front (CPP-NPA-NDF) dito sa Caraga Region.

Ito ang mensaheng binigyang-diin ni Major General Ronald Villanueva sa kanyang pakikipanayam sa media kamakailan, kasabay sa ika-46 na selebrasyon sa anibersaryo ng 401st Brigade, Philippine Army sa Camp Datu Lipus Makapandong, New Leyte, Barangay Awa, Prosperidad, Agusan del Sur.

Ayon kay Villanueva, ang 4ID ay nakapokus sa kanilang development support and security plan – kapayapaan sa Armed Forces, kung saan ang 4ID ay may joint campaign plan kasama ang Police Regional Office sa Region 10 at 13. 

Nagsasagawa umano sila ng clearing operations sa Guerilla Zones at dismantling o pagkalas sa Guerilla Fronts sa probinsya ng Agusan del Sur at Surigao del Sur.

Dagdag pa ni Major General Villanueva, marami na umano napasukong NPA ang ibat-ibang batalyon ng 4ID at nakatanggap na rin ng tulong mula sa gobyerno.

Hinimok din niya ang mga local government units at local chief executives na tulungan at suportahan sila sa kampanyang ito at mas lalo pang paigtingin ang implementasyon ng kanilang mga programa at serbisyo at maiparating ito sa ibat-ibang komunidad ng rehiyon lalung-lalo na sa liblib na lugar kung saan ang karamihan sa mga naninirahan dito ay sinasamantala ng mga teroristang NPA na sumanib sa kanilang grupo.

DAR AgNor turns over P4.4-M hauling truck to abaca farmers

BUTUAN CITY, July 24 - The Department of Agrarian Reform (DAR) of Agusan del Norte, through the Project Convergence on Value-Chain Enhancement for Rural Growth and Empowerment (ConVERGE), recently turned over Php4.486 million worth 10-wheeler hauling truck to enhance the transport and handling of abaca fiber enterprise of San Isidro Upland Farmers Multi-Purpose Cooperative (SIUFMULCO) here.

In a ceremony held, DAR Caraga Regional Director Alejadro S. Otacan, together with Provincial Agrarian Reform Project Officer II (PARPO II) Andre Atega, led the turnover of hauling truck to the officials of SIUFMULCO represented by the Board of Director Chairman Papias G. Bernados and Manager Leonora B. Mila.

According to PARPO Atega, the hauling truck will give way to improve the delivery of abaca fiber to a large scale manner that would spur economic productivity for the rural workers as well as to the SIUFMULCO as the lead proponent group of 20 agrarian organizations in TUJAKITSAN Cluster comprises of four municipalities of Tubay, Jabonga, Kitcharao and Santiago. 

“It will improve inbound and outbound logistics of abaca fibers from the cluster of Agrarian Reform Beneficiaries Organization (ARBO) members through the marketing and selling into different distribution channels that include Davao, Leyte, Iligan and Albay,” Atega said. 

SIUFMULCO Manager Leonora Mila thanked the agrarian reform Project ConVERGE for the support that it benefitted to more than 2,000 abaca farmer-members and 454 indigenous peoples in TUJAKITSAN Cluster. 

“We are indeed thankful for the timely arrival of new hauling truck since we were struggling with our old truck prone to breakdown and does not last long, cannot load large volume, compared to the newly arrived which we can save thousands of pesos from commissioning some units from other transport services,” Mila said. 

According to Mila, the arrival of hauling truck brings more opportunity to supply more abaca fibers to different markets. As it continues to expand its operation, aside from local buyers, SIUFMULCO also plans to venture other big abaca pulping companies abroad.

Mila also said that the new 20-tonner hauling truck has been a decade-long dream. But now, through Project ConVERGE, it became a reality, even if it went a several processes and pathways along the way.

DOH records 483 HIV cases in Caraga

BUTUAN CITY, July 25 - A total of  483 human immunodeficiency virus (HIV) cases with 41 reported HIV-AIDS related deaths were recorded by in Caraga region by the Department of Health (DOH) from 1995 to February 2018.

Of the total cases, 95 percent or 459 were males while 24 cases  or 5 percent were females,  and most of these cases were from the 15-24 year age group.

In February 2018 alone, 12 new HIV antibody sero-positive individual were reported and all these cases were males. The reported cases for the said month are 50 percent higher compared to the same period last year.

Butuan City has the highest number of cases reaching 153, followed by Agusan del Sur with 94, and Surigao del Norte with 93 cases.

Sexual contact remains the main mode of transmission with 479 cases, 53.2 percent or 257 of which are through homosexual contact. 

HIV is the virus that causes Acquired Immune Deficiency Syndrome (AIDS). It is one of the most serious infections that people can acquire through sex.

With the rising cases of HIV in the region, the Commission on Population (PopCom)-Caraga and the DOH-Caraga, urge everyone especially the young people to be responsible of their sexual behavior or action; refrain from sexual activities that would lead to unwanted pregnancy, sexually transmitted infections (STIs) including HIV and AIDS.

PopCom and DOH, along with its program partners, are continuously intensifying their respective advocacies and programs for the young people through various activities to address the pressing issues concerning them; these interventions provide adolescents and youth with appropriate information, life skills, and services to enable them to cope with their sexual and full development into adulthood.

The Adolescent Health and Development (AHD) Program of the government aims to reduce the incidence of teenage pregnancies, early sexual involvement, early marriages, and other reproductive health problems such as sexually transmitted infections and HIV/AIDS, among other. (PopCom-Caraga/PIA-Caraga)

RH campaign for youth takes social media

BUTUAN, July 25 - The United States Agency for International Development-Mindanao Health, along with the Commission on Population (PopCom) - Caraga and other government offices, took the campaign for Adolescent Reproductive Health to next level through its recently launched newest project  "Caraga #SoMe4AYRH" Campaign.

Caraga #SoMe4AYRH or social media for adolescent and youth reproductive health project is an interactive learning tool that promotes, educates and provides youth and adolescents with correct information on life skills, responsible sexuality and reproductive health that can help protect them from poor decisions and abuse.

Arlys D. Demata, Mindanao Health Area Technical Team Leader for Caraga Region, admitted that young people nowadays use social media to express themselves, to belong in certain groups, and experiment with their personalities and identities.

According to the 2013 Young Adult Fertility and Sexuality Study (YAFS 4), Filipino youth of today embraces new media. About 78% have cellular phone, 59% use the internet and 53% have social networking account.

Being partner for said initiative, PopCom-Caraga developed a Facebook page devoted for interactive forum of adolescent sexuality and reproductive concerns. 

While communication in today’s world is an important factor for any institution, PopCom Caraga Regional Director Alexander A. Makinano recognized the advantage of technology, the internet and the social media in creating awareness and providing adolescents good access to news and health information.

However, PopCom-Caraga, in all its information dissemination activities, cautioned the young people to be responsible online and mindful when using an online educational platform or create digital content. Internet is a space where people can discover new things, but it is also a dangerous place if not use safely and responsibly, said Makinano.

With the concerted efforts of program partners and stakeholders, PopCom hopes that this intervention will help create positive environment that will enable all young people to maximize their potential, develop their capabilities to manage their future and become responsible individuals. AGUSAN DEL SUR, July 26 (PIA) - As the 401st Brigade, Philippine Army celebrates  its 46th anniversary, Brigadier General Andres Centino highlighted the solidarity and unity among their personnel through the years in the area of responsibility.

BGen. Centino said the past year was full of challenges, however, the brigade remained solid, united and have faced those challenges fearlessly. He also acknowledged the efforts of the operational control units and all the men and women of the brigade for their sincere dedication in accomplishing the brigade's mission.

“The brigade, including our battalions, combat support and service support units, did not fail the people of Agusan del Sur and Surigao del Sur in protecting them from threats, and will continue to keep them safe in their communities and facilitate the resolution of their issues and concerns with all the concerned agencies of government through their community support programs in the barangays,” said BGen. Centino. 

In putting substance to its mission, BGen. Centino also emphasized that the brigade does not only ensure the safety and security of the populace but also takes part in community peace building, reaching out to people in the grassroots and creates an atmosphere where all can work together in harmony towards economic and human development.

“For 46 years, the 401st Brigade, Phil. Army, has remained focused in its mission and will continue to uphold peace and security among civilians and stakeholders in its area of responsibility,” expressed BGen. Centino.

The commanding officer also bared that the brigade also gives emphasis in engaging the Indigenous Peoples (IPs) being the most vulnerable sector to CPP-NPA exploitation.

“The brigade initiated an IP Leaders Forum in Agusan del Sur and Surigao del Sur in order to facilitate the resolution of their issues and concerns. They also facilitated the attendance of IP Leaders in Davao City for a dialogue with President Rodrigo Duterte, and just last March 2018, the first Regional IP Leader’s Summit was held in Butuan City through the recommendation of 401st Brigade and was adopted by the Regional Peace and Order Council,” he recalled.

The 401st Brigade, Phil. Army, started its humble beginning in Jolo, Sulu. It was first activated as the 4th Infantry Brigade on December 1, 1972 pursuant to general order number 45, General Headquarters, Armed Forces of the Philippines. It was organized under 4th Infantry Division under the command of Col. Alfonso Alcoseba as its first commander. Under its operational control were 26th Infantry Battalion operating in Basilan province; the 11th Infantry Battalion operating in the coastal areas of Taglibi Patikul, Sulu; and the 1st Marine Battalion landing team (MBLT) operating in Sibalo Hills, Sulu. Catholic lay leaders to help teach FP

BUTUAN CITY, July 26 - Leaders of the Diocese of Butuan vowed to promote Responsible Parenthood and Natural Family Planning (RP-NFP) after attended the training-workshop organized by the Commission on Population-Caraga (PopCom) in Agusan del Sur and Agusan del Norte, respectively, in collaboration with Family and Life Apostolate.

As a strategy to engage different sectors and gather support for advocacy initiatives, PopCom-Caraga reached out to religious leaders to intensify its campaign on NFP program among church workers, volunteers and parishioners in order to address the needs of married couples who wanted to plan the size of their family and to space births by giving adequate information on fertility awareness and natural family planning methods.

With the latest National Demographic and Health Survey (NDHS), 33% of currently married women are using modern contraceptives, 16% are using traditional methods and less than one percent is adopting modern Natural Family Planning methods.

According to PopCom, the NDHS’s indication of less than one percent use of NFP methods could also be the cause of the government, as well as the Church’s, limited promotion of NFP program, aside from the fact that some couples considered NFP methods too difficult to adopt.

PopCom Caraga Regional Director Alexander A. Makinano admitted that promoting the family planning program to faith-based organizations particularly the Catholic Church is both a challenge and an opportunity to gain support for the said program.

To build on the gains of RP-NFP, PopCom Caraga continued its collaboration with non-government organizations (NGOs), faith-based organizations (FBOs), and religious organizations in the region by conducting RP-NFP training to enhance the capability of the Church’s workers and volunteers in teaching and monitoring the NFP methods of their acceptors and would-be acceptors in their respective communities.

PopCom emphasized that the training is designed to mainstream the NFP program, to strengthen the government and the Church partnership in the implementation of the program particularly in the region, and to promote the value formation that is integral to the Church’s moral guidelines and to enable the target couples to make an informed choice based on the formation of a right conscience.

Army awards deserving personnel in AgSur

PROSPERIDAD, Agusan del Sur, July 27 (PIA) --The 401st Infantry (UNITY) Brigade, Philippine Army, has awarded 10 deserving personnel from the different battalions.

The activity, held at Camp Datu Lipus Makapandong, New Leyte, Brgy. Awa, Prosperidad, this province, was in line with its 46th anniversary celebration.

MGen. Ronnie Villanueva, commander of the 4th Infantry Division, together with BGen. Andres Centino, commander of 401st Brigade led the pinning of awards to the deserving personnel who have contributed to the success of their combat operations.

The awardees include TSgt. Joseph Frago of 26th Infantry Battalion (26IB), SSgt. Joseph Hulibayan of 75IB, 2Lt. Begie de Jesus of 26IB, 1Lt. Bryan Villena of 9th Special Forces Company, 1Lt. Rogie Munos of 3rd Special Forces Battalion, Sgt. Joel Manalo of 26IB, Sgt. Rogelio Baroro of 26IB, Corporal Artemio Ubo of 26IB, SSgt. Ronie Dador of 75IB, and Sgt. Maurino Mohammad of 75IB.

Meanwhile, Col. Maurito Licudine, deputy brigade commander of 401st Brigade warmly welcomed all the guests and recalled how partner stakeholders joined them in the last year's celebration.

He further stressed that the occasion is very significant as they once again celebrate the success and accomplishments of the brigade.

“All this would not be possible if not because of the full support from the LGUs, government agencies and locals in the area of responsibility,” he said.

Also, BGen. Andres Centino congratulated the entire 401st Infantry (Unity) Brigade, its officers, men and women for another year of excellent performance.

He said the brigade, including their battalions, combat support and service support units did not fail the people of Agusan del Sur and Surigao del Sur in protecting them from threats, and will continue to keep them safe in their communities and facilitate the resolution of their issues and concerns with all the concerned agencies of government through their community support programs in the barangays.

As the honored guest and speaker, Brigadier General Rogelio Villanueva (RET), 9th commander of the brigade, shared how the 401st brigade personnel surpassed all the challenges and hardships through the years that have brought about significant changes in the lives of the people in its area of responsibility.

He also encouraged all the men and women of the 401st Brigade to continue working in unity with its partner stakeholders and locals of the areas covered and promote sustainable peace and development. (PIA-Agusan del Sur)

SurSur all set for 2018 rescuers summit, rescue group exercise

TANDAG CITY, Surigao del Sur, July 27 (PIA) -- The provincial government of Surigao del Sur, headed by Governor Vicente Pimentel Jr. thru the Provincial Disaster Risk Reduction and Management Office (PDRRMO), is all set for the 2018 Rescuers Summit and Rescue Group Exercise to be held in Cantilan, Surigao del Sur on July 28-30, 2018.

PDRRMO chief Abel de Guzman said the local government unit of Cantilan will host this year’s event.

On the first day of the event, De Guzman said Tandag City City Local Government Operations Officer Joseph Porgatorio will talk on the "Role of Rescuers in Climate Change Adaptation" and Gracia Espere will share volunteerism as a way of life. Meanwhile, TESDA Provincial Director Rey Cueva will discuss the competency assessment and certification of rescuers.

De Guzman also said that a mass casualty incident exercise will also be held during the opening day. On the evening, the host LGU will sponsor a welcome dinner party to all the participants, and to add colors and excitement, PDRRMO will sponsor a Chant and Pop Dance Contest.

On day two, the host LGU will lead the Zumba exercise from 5:00 a.m. to 6:00 a.m. Other activities include rescue group exercise-maritime incident, team building and basketball inter-cluster friendly game.

For the last day of the activity, a clean-up drive will be conducted to be followed by the Basketball Inter-Cluster Friendly Game Championship. The culmination program will then follow, which will highlight the awarding of prizes to the winners.

De Guzman said the activity is conducted yearly, in line with the National Disaster Resilience Month (NDRM) celebration, which aims to foster camaraderie, enhance the skills and build alliance and partnership among the members of the Search and Emergency Response Team of Surigao del Sur commonly known as SERTSS volunteers in the province. PopCom delivers RH services to communities

BUTUAN CITY, July 27 -- Nearly a thousand Caraganons were served with reproductive health information and services during the outreach mission in various communities regionwide.

The Commission on Population (PopCom)-Caraga, in close partnership with the Department of Health-Caraga and the local governments of Prosperidad, Agusan del Sur; Lianga, Surigao del Sur; and Placer, Surigao del Norte, provided women of reproductive age with free family planning information and services such as Progestin-Only Subdermal Implant (PSI) Insertion and Bilateral Tubal Ligation (BTL). PSI is a long-acting type of modern artificial family planning method, while BTL is permanent.

According to PopCom-Caraga, family planning does not refer to the pill or IUD or to any contraceptive methods alone; rather, it refers to the concept of proper spacing of children and having only the number of children that the couple can take care of.

As partners in women empowerment and gender equality, men attended the "Kalalakihang Tumutugon sa Responsibilidad at Obligasyon sa Pamilya" or KATROPA session.

“KATROPA session aims to equip men with necessary knowledge and skills on maternal and child health in order for them to become more personally effective in making decisions about their and their family’s health, personal development, and other related issues and concerns,” said PopCom Caraga Regional Director Alexander A. Makinano.

Aside from the session, KATROPA on Hardcourt also took place featuring the famous basketball players in the region as advocates for male involvement on reproductive health.

Since communication between parents and their growing children is crucial, adolescents of the said areas, together with their parents, participated in the simplified Parent-Teen Trail, an initiative that primarily deals with the importance of communication, parenting styles, perceptions and attitude on parent-child relationships, their level of involvement in their children’s activities, and their perception on the roles of parents in addressing the health and risks of adolescents.

In a separate venue, Sangguniang Bayan members, local program partners and punong barangays of the said municipalities were oriented about population and development integration; the conceptual framework of population, health, and environment; local migration and information system; and the resources for the awareness of population impacts on development (RAPID) model.

PopCom Caraga, in collaboration with relevant program partners and stakeholders, is continuously working and intensively implementing its programs and projects to champion the well-being of all Caraganons.

Makinano further disclosed that the activity is one communication strategy promoting and strengthening the implementation of the Philippine Population Management Program (PPMP) towards the realization of “Matatag, Maginhawa, at Planadong Pamilyang Pilipino.” (PopCom-Caraga/PIA-Caraga)

Butuan PNP bags top spot in BPAT skills competition

BUTUAN CITY, July 30 -- The Barangay Peacekeeping Action Team (BPAT) contingent of Butuan City Police Office (BCPO) won first place during the 1st Police Regional Office (PRO)-13’s BPAT Skills Competition, held Saturday here.

The competition was held in line with the observance of the 23rd Police Community Relations (PCR) Month participated in by the Police Provincial Offices and BCPO.

Six teams showcased their readiness and effectiveness in the arrest and handcuffing techniques, disaster response during earthquake and medical first aid.

“We recognize the role of our BPAT in our crime prevention and crime solving efforts, internal security operation and disaster management and control program,” PRO-13 Director Chief Supt. Noli Romana said.

The region’s top cop also added that apart from developing the capabilities and confidence of the BPAT in responding to the different scenarios, the activity also aimed at strengthening the partnership between the police and the force multipliers.

Also recognized as winners during the competition were the team from Agusan del Norte Police Provincial Office as 2nd place and the team from Surigao del Norte Police Provincial office which garnered third place.

BAYAN NG BUENAVISTA, Agusan del Norte, Hulyo 30 (PIA) -- Labing-anim na magsasaka sa bayan ng Buenavista, Agusan del Norte na may sinasakahang mahigit 17 ektarya ang binigyan ng suporta ng pamahalaang probinsyal ng Agusan del Norte sa pamamagitan ng Project kaPALAYapaan. Ang mga napiling magsasaka ay binigyan ng pinansyal at technical na assistance upang mapalago ang kani-kanilang sakahan at tumaas ang kanilang ani.

Sa ginanap na ceremonial rice planting sa barangay Guinabsan, sa bayan ng Buenavista, binigyang diin ni gobernador Maria Angelica Rosedell Amante-Matba ang kahalagahan ng pagkakaroon ng commitment galing sa mga magsasaka sapagkat malaki ang perang gagamitin para sa proyektong ito. 

Ayon kay Gob. Matba, hindi na kailangang ibalik pa ng mga magsasaka ang pinansyal na tulong ng probinsya ngunit kailangang tuparin din ng mga magsasaka ang kanilang tungkulin upang mapalago ito at makita ang paglago nga kanilang mga kabuhayan at hindi lang dapt umasa sa tulong ng gobyerno.

DSWD Caraga names 2018 'Huwarang Pantawid Pamilya'

BUTUAN CITY, July 30 -- After a series of desk and field validations within the region, the Department of Social Welfare and Development (DSWD)-Caraga officially named this year’s Huwarang Pantawid Pamilya.

Adoralin Miones, a solo parent along with her four children, won the regional search, besting four other families vying for the 2018 competition.

Her children, John Michael, Oliver, Adrian, and Aldea, live with her in the modest barangay of Camagong, Nasipit, Agusan del Norte.

In spite of experiencing a broken relationship with her husband, 44-year old Adoralin raised her children by being a single motor driver.

Pagbiya sa akong bana tuig 2009, nagsulay ko og drive sa motor nga kabilin sa akong tatay. Sa permiro, lisod gayud kay naay mga tawo nga tahado musakay. Pero nakalahutay ko tungod sa akong mga anak, sa ila ko nagkuha og hugot nga kusog (When my husband left in 2009, I tried driving the motorcycle which was my father’s heritage. At first, it was very hard since people are intimidated to ride. But I endured because of my children; they are my strength)," she shared.

Aside from being a female driver, she is also an active Pantawid Pamilya parent leader, secretary of various organizations in their barangay such as Camagong Farmers Multi-Purpose, Fisherfolks Cooperative, Sustainable Livelihood Association, consultant of Soam Phil-International Distributors Corporation, and alumni president of their batch at Camagong Elementary School.

Wala gayud namo sukad gikaulaw si Mama sa tanan, kay siya ang nagbuhi sa amoang pamilya bisag siya ra isa naningkamot (We have never looked down on our mother, because she raised our family on her own hardwork),” the third son, Adrian proudly said.

Adoralin’s involvement does not end there though, for she would always make sure to be with her children in every activity during their free time.

Meanwhile, Adrian and Aldea are also receiving recognitions for their achievements. As a family, they are also devoted to their faith and passionate in serving and helping others.

The field validation (regional search) was conducted last July 16-20, 2018 through the validating team composed of the Regional Training Specialist Anafe Lecciones, CSO/ESGP-PA Focal Mark June Torillo, IP Focal Anamie Echano, and three Information Officers from the Social Marketing Unit.

The objective of the activity is to recognize family-beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) who maintain strong family ties, demonstrate positive Filipino values, create positive impact in the community and empower children and family beneficiaries for an improved quality of life.

NNC’s CROWN Maintenance Award includes AgSur contenders

BUTUAN CITY, July 31 (PIA)– The municipality of San Francisco and the city of Bayugan, both in the province of Agusan del Sur are among the contenders of the Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Award of the National Nutrition Council (NNC).

Mayor Jenny De Asis of San Francisco, Agusan del Sur and Mayor Kim Lope Asis of Bayugan City will be attending the National Nutrition Award as the contenders from Caraga region for the First Year CROWN Maintenance Award category.

The awarding ceremony is slated on July 31, 2018 at the Philippine International Convention Center in Pasay City.

Other contenders of the said award include the municipality of Kalayaan, Laguna led by Mayor Teodoro A. Adao Jr.; municipality of Roxas, Oriental Mindoro led by Mayor Jackson C. Dy; municipality of Manolo Fortich, Bukidnon led by Mayor Clive D. Quiño; and City of Tagum, Davao del Norte led by Mayor Allan L. Rellon.

The First Year CROWN Maintenance Award is presented to local government units (LGUs) that are able to meet the minimum required score of 90 points for efficient and effective nutrition program management leading to sustained nutrition improvement among its populace.

The National Nutrition Awarding Ceremony is an annual event that the NNC spearheads to recognize outstanding LGUs and nutrition volunteer workers called Barangay Nutrition Scholars (BNSs) with effective and efficient implementation of nutrition programs resulting to improved nutrition situation especially among infants and young children. Abilities of PWDs underscored, Caraga gov’t agencies in joint force for NDPR Week

BUTUAN CITY, July 31 - There is ‘ability’ in the word ‘disability.’

This was the core principle of the celebration of the 40th National Disaster Prevention and Rehabilitation (NDPR) Week in the region on July 17-23, 2018, with the joint efforts and initiatives of member government agencies of the Regional Council for Disability Affairs (RCDA) led by the Department of Social Welfare and Development (DSWD)-Caraga.

Anchored on the theme, “Kakayahan at Kasanayan Para sa Kabuhayan Tungo sa Kaunlaran,” the activities of the celebration all aimed to recognize and cultivate the talents and skills of the members of the Persons with Disability (PWD) sector.

“Our PWDs do not really need to be pitied, they need to be provided with opportunities,” said Silver Joy Tejano, Provincial Social Welfare and Development Officer of Agusan del Norte.

Tejano, who is also a PWD, added that what the sector needs today is to be recognized and capacitated with enough trainings so that they may be able to improve in doing what they are best at and enrich themselves.

DSWD OIC Regional Director Mita Chuchi Gupana-Lim stressed the importance of supporting the PWDs and opening doors for them to identify their own sets of skills.

“What we can do now as government agencies is to continue on strengthening the programs for the PWD sector and provide them enough platforms to showcase these skills,” Lim said, adding that through the activities set for the NDPR Week, she hopes that the PWDs will soon learn “to break the shells of shame that this discriminating world has imposed on them.”

One of the highlights of the celebration was the Ability Olympics or Abilympics held July 19 at Butuan City where members of the PWD sectors from different cities and municipalities came to outdo each other in different competitions which included waste reuse, flower arrangement, pastel painting, outdoor photography, English text processing, webpage making, desktop publishing and E-games.

During the celebration, freelance animator Jethro Alvarico of Brgy. Bonbon, Butuan City was also awarded as the Regional Successful PWD TVET (Technical and Vocational Education and Training) Graduate.

Alvarico said in an interview that the skills he acquired through the Technical Education and Skills Development Authority (TESDA) has been a stepping stone for him to establish his livelihood as an animator.

Akong gigamit akong disability isip usa ka inspirasyon sa pagkat-on og animation. Natawo ko nga adunay disability pero ako nangita og pamaagi arun makita nako kung unsa akong abilidad (I considered my disability an inspiration in learning animation. I may have been born with a disability but I have found a way to discover my ability),” Alvarico stressed.

He also wanted to inspire other members of the PWD sector and said, “dapat maningkamot ‘ta luyo sa atong mga disability (let us all strive hard for life amidst our disabilities).”

Other activities of the NDPR Week included a training on cookery and cake decoration on July 18 as well as a skills demonstration on bread and pastries held July 20 at Cabadbaran City.

The NDPR Week is an annual celebration of the Philippine government, provided for by Presidential Proclamation No. 361, observed every third week of July, culminating on July 23, the birthdate of one of the country’s heroes and a PWD himself, Apolinario Mabini. (DSWD/PIA-Caraga)

Caraga sports officials to undergo coaching refresher course

TANDAG CITY, Surigao del Sur, Aug. 1 (PIA)– As part of the preparations for the upcoming 22nd Caraga Regional Athletic Meet (CRAM), some 4,000 sports officials from 12 different schools divisions under the Department of Education (DepEd) across Caraga region are set to undergo a refresher course in coaching.

Dr. Marilou Dedumo, schools division superintendent, this province, said that Surigao del Sur would be host to the three-day event to be held at Madrid National High School Gymnasium in Madrid town here on August 1 – 3, 2018.

With the theme “Nation-Building through Youth and Sports,” it was learned that Atty. Tonisito Umali, Undersecretary for Legislative Affairs, External Partnerships and School Sports, would be gracing the occasion.

However, according to Dedumo, instead of arriving for the opening program to give his “Inspirational Messages and Keynote Address,” Usec. Umali would be coming on the third and last day of the affair owing to a conflict of schedule.

DAR unveils farm biz school in Dinagat

SAN JOSE, Dinagat Islands, Aug. 3 (PIA) - The Department of Agrarian Reform (DAR) in Surigao del Norte recently launched the Farm Business School (FBS) special project in Barangay Wadas, municipality of Dinagat, this province.

A total of 34 farmers coming from the three participating agrarian reform beneficiaries’ organizations (ARBOs) have enrolled in this project to endure the 25 modules for over four months to be held in weekly sessions.

The said ARBOs are the Wadas Credit Cooperative of Brgy. Wadas, Magsaysay Farmers Agra Comsumers Cooperative of Brgy. Magsaysay, and Cayetano Consumers Cooperative of Brgy. Cayetano.

According to Concordia M. Dacoron of Brgy. Wadas, she has been planting vegetables for the longest time already and FBS comes just in time.

“This program is a big help for us farmers, not only that it will develop our skills in improving farm yields but also on how to make it profitable,” Dacoron said.

In his message, Alfredo E. Alvarez, chief agrarian reform program officer of DAR-SDN, emphasized to the participants that they are the privileged ones to be the recipients of the capacity building program and market access.

“I encouraged you to give your best efforts and diligently complete your course and eventually be successful farmer entrepreneurs in the near future,” Alvarez challenged the participants.

Sa switch-on rites na pinangunahan ni Toledo, DICT Asec. Alan Silor, DICT Mindanao cluster director Evamay Dela Rosa kasama ang ilang lokal na opisyal, napag-alaman na may limang public schools; isang state university, port, public library at ospital; dalawang lgus; 60 national government agencies kasali na ang Guingona Park at Lingkod Pinoy Center ang kasalukuyang activated na ang free public wi-fi internet access.

Masaya namang isiniwalat ni Asec. Silor na ang Butuan City ang may pinakamataas na bilang ng access points dahil na rin umano ito sa maayos na paghahatid ng serbisyo ng nakuhang kontraktor.

Anya, ang nasabing proyekto ay nabuo hindi para kakumpetinsyahin ang broadband companies kundi para mabigyan ang mga mahihirap na komunidad ng pantay na oportunidad na makasabay sa pagsulong ng teknolohiya at magkaroon ng libreng access sa impormasyon at komunikasyon sa pamamagitan ng libreng wi-fi internet.

Sinabi naman ni Dela Rosa na pakay ng proyektong Pikol Konek na iangat hindi lamang ang digital literacy kundi pati na rin ang citizen productivity gawa ng madaliang access sa government online services at iba pang online na oportunidad.

Samantala, laking pasasalamat naman ni Philippine Statistics Authority Caraga regional director Rosalinda Celeste Apura dahil napapakinabangan umano ng kanilang mga kliyente ang libreng public wi-fi internet lalo na ng mga estudyante na gumawa ng kanilang research habang naghihintay na mairelease ang kanilang dokumento.

Sa kasalukuyan ay masayang nagagamit ng publiko ang unlimited access nito na siyang nakakatulong umano na maisulong ang pagiging digitally empowered citizens ngunit hinimok naman ng DICT ang bawat isa na maging responsible sa paggamit nito. (VLG/PIA-Caraga)

KMME mentor shares 'STEPS' to become successful entrepreneur

BUTUAN CITY, Aug. 6 -- “Never give up, but rather give in to your passion"

This statement encapsulated what Module 1 was for Apolonia Foods owner Nenita Baybay who attended the first session of the Kapatid Mentor Micro Enterprises (KMME) program along with 24 other mentees who comprised the third batch of the program.

Handling the first module on “Entrepreneurial Mind-setting and Values Formation” for this run is Philippine Center for Entrepreneurship (PCE) accredited local mentor April Dabalos.

Dabalos said that among the highlights of her own entrepreneurial journey were a few “failures” from which she derived lessons from and these helped her become what she is today.

She currently owns and manages Tinkerville Playhouse and is now in the thick of preparations for an expansion. 

She shared with the mentees her so-called “STEPS” to become a successful entrepreneur, among others.

“S”, she said, stands for starting up. At this stage, she said one needs to be honest in answering questions such as: “Do you have what it takes?", "Are you good with duct tape (a euphemism for resourcefulness and innovation)?", "Do you have insatiable curiosity?", "Open-minded?", "Always looking for better?", "Do you like taking on risks and do not mind getting hit in the face (perseverance)?".

“T” is actually comprised of three elements: talent, time and treasure, Dabalos said. These elements mean knowing how to turn your passion into profit.

“E” requires you to know your environment to be able to seek out opportunities, while “P” stands for product such as what people want to buy and not want you only want to sell.

“S” is for service – quality, consistent – nothing less.

Dabalos also discussed the risks and rewards of entrepreneurship.

She added that Filipinos already have one leg up because of these favorable values: resilience, diligence, close family ties, debt of gratitude risk-taking, and good interpersonal relations (management and labor).

KMME is a targeted and focused assistance to a group of pre-selected micro, small and medium entrepreneurs (MSMEs) called mentees through weekly coaching and mentoring sessions by business owners and practitioners on the different functional areas of entrepreneurship. 

After the mentoring which will run for 10 weeks, the mentees are expected to become more confident, more knowledgeable and armed with their business improvement plan ready for implementation.

DA Caraga, LGU unite to boost livestock industry

BUTUAN CITY, Aug. 6 -" In unity, there is strength."

 This is the principle that holds government livestock expert in Caraga Region to unite and conduct "bayanihan" system in serving the livestock industry.

Dubbed as Joint Livestock Outreach Program held on July 23 to 27, 2018, the group serves the farmers in the Province of Dinagat Islands (PDI) particularly in the towns of Cagdianao, San Jose and Dinagat.

The group was comprised of pool of experts from the Department of Agriculture (DA) Caraga through its livestock section and the Regional Animal Disease Diagnostic Laboratory (RADDL), livestock technicians from local government units of Butuan City, Agusan del Sur, Surigao del Sur and PDI.

Farmers were able to access services such as heat synchronization and artificial insemination for ruminants, deworming, vitamin supplementation, blood sampling and surra disease treatment.

A total of 128 farmers were served with their various farm animals such as cattle, carabao, horse, goat, poultry and swine.

Carlos Ringga, 57, a resident of Purok 3, Sta. Rita, Cagdianao, PDI brought his two carabaos during the bayanihan to avail the services being offered.

“I am so thankful that the government is bringing this kind of services of us. It is a big help for my animals as they are my partner in tilling my farm planted with cassava and camote,” Ringga said.

Veterinarian Esther Cardeño,  who is the chief of RADDL, explained that it is important that animals should be physically checked for early detection of any disease or abnormalities.

“No amount of medical treatment is as effective as early detection. This is our first line of defense against any diseases,” Cardeño said.

DAR turns over farm tools to agrarian orgs in Agusan Norte

TUBAY, Agusan del Norte, Aug. 6 - The Department of Agrarian Reform (DAR) of Agusan del Norte recently turned over farm implements worth Php225,000 to two Agrarian Reform Beneficiaries Organizations (ARBOs) to boost their productivity.

The Partnership Against Hunger and Poverty (PAHP) program, which was launched on June 6, 2018,  adopts a convergence approach among DAR, Local Government Unit (LGU) of Tubay, and ARBOs to mitigate hunger and food self-sufficiency through Sustainable Livelihood Program (LSP) of the Department of Social Welfare and Development (DSWD). 

DAR Provincial Agrarian Reform Program Officer II Andre B. Atega said the tools, composed of a farm cultivator and Power Sprayer, are substantial support for ARBO’s Agri-Enterprise Development (AED) activities and improves their productivity and increase income.

 “The implements will be eventually turned over to the ARBOs as stipulated in the Memorandum of Agreement (MOA) between DAR and the ARBOs.  It is expected that these implements will always be in tip-top condition to sustain farmers livelihood,” Atega added. 

Atega further said that one of DAR’s responsibilities is to monitor the usage to ensure other neighboring farmers, ARB or non-ARB, can avail and make use of the tools.  

The equipment will benefit to at least 143 ARBs and non-ARB members of Dona Rosario Certificate of Land Ownership Certificate (CLOA) Holders and Vegetable Producers Association (DRCHVPA) as the lead proponent, ARBO chaired by Hector R. dela Cruz and Cabayawa Sala Farmers Association (CASAFA).

Army overruns NPA camp in Agusan del Norte

BUTUAN CITY, Aug. 6 -  The 29th Infantry Battalion, 402nd Brigade, Philippine Army overran another New People's Army (NPA) camp after the government forces encountered an undetermined number of Communist Party of the Philippines (CPP-NPA) Terrorists (CNTs) under Sangay sa Partido Pamproganda (SPP)16A, Guerilla Front Committee 16, Northeastern Mindanao Regional Committee in Sitio Cogon-Cogon, Brgy Tagmamarkay, Tubay, Agusan del Norte on July 26, 2018, at around 2:20 in the afternoon.

The firefight ensued, while the troops were conducting Focused Military Operations (FMO), as a response to the reports provided by the residents of the NPAs' presence extorting in their locality. The skirmish, which lasted for about 20 minutes, resulted to the capture of the terrorist's camp, the recovery of one high powered firearm AK-47 loaded with 30 rounds of live ammunitions, one improvised explosive device (landmine), 100 meters trip wire, one backpack and personal belongings. 

On the other hand, no casualty or loss was incurred by the government forces. But heavy blood stains were seen on the captured enemy camp indicating of the enemy's large casualties. Moreover, additional troops were sent to pursue the remaining NPA terrorists.

The successful combat operation was a result of the local community’s support to get rid of lawless elements from their community. BGen. Franco Nemesio Gacal, commander of the 402nd Brigade, lauded the troops for the successful conduct of this military operation.

"Our operations against the NPA terrorists will be relentless. We will pursue them right at the heart of their guerrilla bases," BGen. Gacal said.

AgNor SP approves creation of dangerous drugs admin board

RTR, Agusan del Norte, Aug. 6 - The Sangguniang Panlalawigan of Agusan del Norte recently approved the Municipal Ordinance No. 316-2018 creating the Dangerous Drugs Administrative Board (DDAB) in the Municipality of RTR, this province.

The DDAB is tasked to receive complaints for the abatement of drug-related nuisances and has the power to declare and abate a place or premises a drug nuisance.

The ordinance seeks to prevent drug addiction, maintenance of drug dens, drug pushing and such other activities which are inimical to the welfare and morals of the inhabitants of the municipality.

The municipal ordinance authored by Sangguniang Bayan Member Carlos E. Martinez, is in accordance with Republic Act 9165 otherwise known as The Comprehensive Dangerous Drug Act of 2002.

DAR scales up abaca enterprise in Agusan Norte

BUTUAN CITY, Aug. 7 - Some 427 abaca farmers in far-flung communities in Agusan del Norte are set to expand their abaca farms to boost local production of abaca fiber through the abaca value chain project under Project ConVERGE (Convergence on Value Chain Enhancement for Rural Growth and Empowerment), implemented by the Department of Agrarian Reform (DAR) of Agusan del Norte.

The project ConVERGE supports in scaling up the abaca value chain enterprise of San Isidro Upland Multipurpose Cooperative (SIUFMULCO) as the lead proponent group of 21 participating groups consisting of 2,035 members; of which 460 (24 percent) are Indigenous Peoples (IPs) living across the four municipalities of Tubay, Jabonga, Kitcharao and Santiago (TUJAKITSAN Cluster) in Agusan del Norte.

Provincial Agrarian Reform Program Officer (PAPRO) II Andre B. Atega urged the local farmers and Indigenous Peoples (IPs) engaged in abaca value chain to produce quality fiber in order to compete with the market standard that will result to increased household income.

Under the integrated enterprise enhancement for abaca value chain, the projects have released around PhP55.6-million since it was launched in 2016, which composed of capability enhancement trainings; 12 units stripping machines; one unit 10-wheeler hauling truck; and planting materials and inputs covering 383 hectares distributed to at least 10 farmer-groups comprising 427 beneficiaries.

Project ConVERGE Coordinator Annelyn Chan said that from the PhP55-million budget, 43 percent or PhP23.5-million is still in the pipeline to be implemented within 2018. This included the proposed Phase I, which entailed the 1.6667-km. farm-to-market road from NRJ Poblacion 2 to Sitio Cadahon-dahonan in Santiago. 

SIUFMULCO Manager Leonora Mila admitted that for several years, the cooperative had experienced downfall of abaca production, due to widespread diseases and lack of adequate skill on farm management.

"Presently, the demand of abaca has been increasing. We are now delivering an average production of 200 metric tons per month. We are projected to double into a compounded annual growth rate of around five percent in the next five years," Mila said.

"We are very grateful through the support of DAR under Project ConVERGE and complementation efforts of various stakeholders. The farmers could slowly fill the gap on the abaca fiber supply shortage in the province,” Mila further added. (DAR-Agusan del Norte/PIA-Agusan del Norte)

Surigao del Norte solon wants broadcast media to devote airtime for PSAs

SURIGAO CITY, Surigao del Norte, Aug. 7 (PIA)– Surigao del Norte Second District Representative Robert Ace Barbers wants broadcast media to devote 20 minutes of regular airtime a day for Public Service Announcements (PSAs) to inform the people of social issues such as drug abuse and prevention and emergency preparedness, which directly affect everyone.

In his House Bill 7981, Barbers said media should help in educating the public on welfare rights and benefits, environmental issues, education, suicide prevention, and voter and civic education.

The public should also be made aware of policies and laws, road and traffic rules, physical and mental health, government processes, disaster preparedness and public safety through PSAs.

“Public service announcements are effective ways to generate public awareness on critical issues and in the end, promote behavioral change,” said Barbers, chair of the House of Representatives’ committee on dangerous drugs.

“If done correctly, PSAs may foster an informed discourse among community members on societal problems,” he added.

Barbers said laws that grant broadcasting companies the franchise to construct, install, operate and maintain television and radio broadcasting stations in the country mandate them to allow sufficient time for public service.

“The problem is the franchise given to media companies doesn’t stipulate a preset number of hours, and the truth is, these companies seldom comply with their mandate,” Barbers said.

“To whom much is given, much is expected,” he stressed.

Under the measure, a 30-second PSA shall be aired before the primetime news of all television and radio stations.

DAR, LGU ink MOA for 'LinkSFarM' Project in AgSur

VERUELA, Agusan del Sur, Aug. 9– The Department of Agrarian Reform (DAR) Agusan del Sur, together with the local government unit of Veruela, and La Fortuna Multi-Purpose Cooperative (LAMUPCO) - a recipient Agrarian Reform Beneficiaries (ARB) Organization of LinkSFarM project, signed a two-year Memorandum of Agreement (MOA) on August 2, 2018 at the KALAHI Farmers Center in Veruela, this province.

LinkSFarM, a partnership project that links agrarian reform beneficiaries to better market connections, integrates the supply chain and utilizes the eight steps in agro-enterprise clustering approach to increase the production and income of ARBs and their household through agricultural extension, marketing assistance, and capacity building.

In her message, Veruela Municipal Mayor Myrna Mondejar, challenged the farmers to take care of the project because this will help them as they venture into another livelihood and generate more income as farmers.

“I am so thankful that DAR has eyed the needs of our farmers here in Veruela, which is to find the right market for our locally-produced goods,” she said. 

Sangguniang Bayan (SB) member Salimar Mondejar, SB member Adelo Micutuan, Municipal Agriculturist Susan Chavez, Provincial Agrarian Reform Program Officer II Leoncio Bautista Jr., Chief Agrarian Reform Program Officer Fe Mosquera, Municipal Agrarian Reform Program Officer Vilma Romero, Provincial LikSFarM Point Person Engr. It was learned that before the MOA signing proper, LinkSFarM Point Person Engr. Gudy Centina conducted an orientation about the project and highlighted the obligations of DAR in the project implementation and monitoring as well as the part of the LGU in assigning an Agro-Enterprise Facilitator (AEF) who will provide technical assistance to the partner ARBO/AE clusters and update to the LGU management on the progress of the project. Also discussed was the role of the ARB Organization or the LAMUPCO as partner farmers.

Likewise, former Mayor Salimar Mondejar, now member of the Sangguniang Bayan in Veruela promised to personally help the department in monitoring the project so that it will not go into waste.

“We are so privileged to have been given this opportunity. Together, we will not let this chance fail. We must put our heart into it because this will bring forth better opportunities in the future,” said Mondejar, as he challenged LAMUPCO.

On his response, LAMUPCO Chairperson Reynaldo Maido thanked DAR in helping banana farmers like them to have a better market of their produce.

Military widow receives rice vending livelihood assistance from DOLE

PROSPERIDAD, Agusan del Sur, Aug. 9 - The Department of Labor and Employment-Agusan del Sur Provincial Office (DOLE-ADS-PO) has recently released rice vending livelihood assistance worth PhP20,000.00 to the bereaved family of late Corporal (Cpl) Manser T. Morgadez.

It can be recalled that it was November last year (2017) when Josel D. Morgadez wrote a letter to the Office of the President requesting employment and livelihood assistance.

Josel Morgadez is the widow of late Cpl Manser T. Morgadez of the Philippine Army who died on October 22, 2017 due to cerebro-vascular disease hypertensive intracerebral hemorrhage after providing route security to Loreto Mayor Ligaya L. Otaza at Brgy. San Isidro, Loreto, Agusan del Sur.

In her letter, Morgadez stated that she could hardly meet the needs of her family after the death of her husband.

As part of DOLE’s commitment to assist the Killed-in-Action and Wounded in-Action (KIA/WIA) casualties and their beneficiaries, a livelihood assistance is given to qualified immediate family members of AFP and PNP KIA-WIA.

Ambulant vendors benefit from DOLE’s 'Negosyo Kariton' grants

PROSPERIDAD, Agusan del Sur, Aug. 9 - The Department of Labor and Employment-Agusan del Sur Provincial Office (DOLE-ADS-PO) has recently released PhP460,000.00 worth of "Negosyo sa Kariton" (Nego-Kart), including cart accessories to 23 ambulant vendors in the municipality of San Francisco, this province.

The livelihood project given to the beneficiaries is under the DOLE-Integrated Livelihood and Emergency Employment Program (DILEEP), which aims to help the informal sector workers in the entire region to generate income through this program from the department.

The project was implemented with the collaboration of DOLE, Philippine Employment Service Office (PESO), and the local government unit of San Francisco, Agusan del Sur.

SSS Butuan City intensifies advocacy campaign

BUTUAN CITY, Aug. 10 (PIA)– The Social Security System (SSS) in Butuan City is intensifying its advocacy campaign by reaching members and possible clients from the different municipalities of Agusan del Norte.

During their recent visits to the different Kiss FM stations located in the towns of Nasipit and Kitcharao, and Cabadbaran City in the province of Agusan del Norte, branch head Antonio Fabia reminded SSS members with multiple Social Security (SS) numbers to visit their office to avoid future problems especially during retirement, claiming of benefits and inquiries.

Fabia said, in case of multiple SS numbers, the member will submit a request for cancellation of multiple SS numbers in any SSS branch. Once confirmed, SSS will consolidate all the records, including contribution in one SS number.

In order to avoid discrepancy in SSS records, Fabia encouraged members to make sure that all records submitted to the agency are correct and are based on the Philippine Statistics Authority or Local Civil Registrar’s copies of birth certificate, baptismal certificate, passport and driver’s license.

Also, SSS Butuan Account Management Section team heads Jessejev Tenecio and Carlos ‘Paul’ Flaviano discussed what should an employee do if their SSS employer failed to remit their loan payments.

During the discussion, they advised members to report immediately to the SSS branch and issue an affidavit or "Sinumpaang Salaysay" for the formal filing of complaint against their employer. Based on Republic Act 8282, employers will pay PhP5,000 to PhP20,000 with six and ½ to 12 years of jail imprisonment if they fail to remit their employees’ contributions.

Meanwhile, Flaviano said that as of July 20, 2018, a total of 1,534 members/borrowers have availed of the Loan Restructuring Program (LRP) of the agency. Flaviano said that a total of PhP17,338,000 has been condoned because of the LRP. 

Flaviano further said that 428 members who availed the program have already paid their overdue loans in full.

"Around 466 members availed the one year installment program; 390 availed the two-year installment plan; 168 for the three year plan; 38 for four years; and 44 availed the five-year installment plan," he said.

Flaviano said they are targeting a total of PhP20,634,000 that will be collected from the member-borrowers who availed the program within the five-year period.

DA equips farmers to boost Caraga’s mango industry

BUTUAN CITY, Aug. 10 - To further capacitate the mango farmers of Caraga region on pest and disease management and in effect boost their production volume and quality, the Department of Agriculture (DA) Caraga through the High Value Crops Development Program (HVCDP) conducted the 1st Caraga Mango Technical Forum on August 7-8 in Butuan City.

Regional HVCDP Program Coordinator Marco Antonio C. Morido said that one of the problems confronting the mango industry is the prevalence of pests and diseases which affects the volume and quality of produce of the farmers. 

The activity aims to address this situation by providing the farmers with ample knowledge on mango pest and disease management. 

Resource Person Graciela L. Caballero of the Southern Philippines Agribusiness Marine and Aquatic School of Technology (SPAMAST) said that the Philippines is the world’s seventh-leading producer of mangoes and that fresh mango makes up for 59 percent of mango products in the market. 

According to Caballero, farmers’ practice is one factor that affects the volume and quality of their produce.

She also said that canopy management regulates microclimate within the canopy and removes habitat of pests and diseases.

Further, she said that canopy management is one of the most important factors in sustaining the yield and quality of fruits in mango.

Aside from discussions on mango pest and disease management and insecticide and fungicide resistance management, there was also a demonstration on mango tree pruning.

Ponciano Ramacula, the Chairman of the Caraga Mango Producers Cooperative (CARMAPCO) said they are thankful that the Department of Agriculture (DA) continues to support the mango growers in the region by providing them various interventions.

“It’s really a good thing that DA caters to the needs of the farmers like the conduct of this technical forum which we really requested for since we believe that we can learn a lot from the resource persons who are mango experts," he said.

On the other hand, DA Caraga Regional Executive Director Abel James I. Monteagudo said that there will always be pests and diseases in crops.

“They will always be around but we should not stop looking for means to counter them so that the mango industry in Caraga will not be affected but rather will continue to grow and improve,“ Monteagudo said.

DOLE to conduct Jobs Fair 2018 in Dinagat Islands

SAN JOSE, Dinagat Islands, Aug. 10 (PIA)– The Department of Labor and Employment (DOLE) here is set to conduct a jobs fair in the identified municipalities of the province in September this year.

The event will commence in the municipality of Loreto on September 6 to be held at the Loreto Municipal Gym, September 7 in the municipality of Libjo, September 20 at the Basilisa Municipal Gym in Basilisa, and September 21 at the Cagdianao Sports Center, Cagdianao town.

This is the first time that it will be conducted in the identified municipalities through the effort and sponsorship of the Philippine Councilors League (PCL) Dinagat Islands Chapter.

The jobs fair offers various services and job opportunities in which there are 15,227 job vacancies to be availed of for local and international placement, scholarship for children of OFW, pre-employment orientation, one-stop-shop postal I.D. services and other government services.

DOLE-Caraga grants P1.48M livelihood assistance to Dinagat rural workers

SURIGAO CITY, Aug. 14 -- The Department of Labor and Employment - Province of Dinagat Islands (DOLE-PDI), in partnership with the local government units of Basilisa and Tubajon, handed over PhP1.48 million worth of check to 90 beneficiaries of livelihood assistance on July 2 to 3, 2018 at the  Municipal Gymnasium of Tag-abaca and Sto. Niño in Basilisa and Sitio Babangnan in Tubajon, province of Dinagat Islands.

Provincial program focal person Arnaldo A. Anito reoriented the program beneficiaries on the guidelines of the DOLE Integrated Livelihood Program (DILP) to remind them of their responsibilities in sustaining the livelihood program.

Anito turned over three checks to the registered Rural Workers Associations in the Municipality of Basilisa, namely Tag-abaca Farmers Association with 30 beneficiaries for their post-harvest facilities and rental services; Sto. Niño Integrated United People Association with 36 beneficiaries for motor spare parts trading and repair shop amounting to PhP445,000 and PhP332,500, respectively; and Grupo ng mga Mangingisda sa Sitio Babangnan for fishing pump boats with net for Balo Fishing in the amount of PhP708,040 with 24 total beneficiaries.

The DILP aims to promote poverty reduction and provide protection to vulnerable and marginalized workers.

DOLE-PDI provides nego-karts, raw materials to Cagdianao mobile vendors association

SURIGAO CITY, Aug. 14 -- The Department of Labor and Employment - Province of Dinagat Islands (DOLE-PDI) satellite office awarded Nego-Kart and raw materials to nine members of Cagdianao Mobile Vendors Association on July 5, 2018 conducted at the Municipal Gymnasium, Poblacion, Cagdianao, province of Dinagat Islands. 

This livelihood project comprising of raw materials funded by the DOLE reached a total amount of PhP135,000.

Each vendor-beneficiary was provided with a vending cart and raw materials costing PhP14,568.

Nego-Kart or “Negosyo sa Kariton” is a project for mobile vendors in Cagdianao, Dinagat Islands.

The project will assist the vendors in making their existing livelihood undertakings grow into profitable and sustainable business and to determine the degree of results that fulfills the beneficiary’s needs and expectations.

Nego-Kart Project is one of the key answers in alleviating poverty to those who want to find an alternative in uplifting their means of living.

S&T programs, projects to highlight RST week in Caraga

BUTUAN CITY, Aug. 16 (PIA)– Various science and technology (S&T) programs and projects, technologies from several Research and Development Institutes (RDIs), and Research and Development outputs from State Universities and Colleges (SUCs) will highlight the celebration of the annual Regional Science and Technology Week (RSTW) in Caraga region on September 5 to 8 here.

According to Department of Science and Technology (DOST) Caraga regional director Dominga Mallonga, the four-day event will showcase the S&T initiatives implemented in the region and the available technologies and innovations of the various RDIs and other agencies of DOST to support the Regional Development Council’s thrust to become the “Fishery, Agro-Forestry, Mineral and Eco-tourism" (FAME) Center of the Philippines.

During the event, the signing of the memorandum of agreement with municipal mayors for Community Empowerment thru Science and Technology (CEST) Upgrading Program and the launching of the Food Establishment Inspection and Grading System (FEIGS) and DOST Caraga’s weekly radio program #TechnoAsenso will be conducted, said Mallonga.

Mallonga further said that the 2017 Best SETUP Adoptor and Graduated Small Enterprise Technology Upgrading Program (SETUP) clients will also be awarded during the event.

Various projects in the provinces of Agusan del Norte and Agusan del Norte will also be visited during the celebration, to include the Eel Farm in Cabadbaran City in Agusan del Norte, Hillsview and VPO Enterprises in the municipalities of Trento and Rosario in the province of Agusan del Sur. 

The forum on the Science and Technology Academic and Research-Based Openly Operated Kiosk Stations (STARBOOKS), Pursuing a Career in STI; Disaster Risk Reduction and Management (DRRM), and SETUP and testimonials will also be held during the four-day event.

Also, exhibits, film showing, video wall presentations, Balik Scientist program orientation, Science for Change Program (S4CP) workshop, and different S&T contests like logo making, extemporaneous speech for elementary and high school levels, and robotics demonstration and lego making contests form part of the four-day celebration.

TESDA partners with gov’t agencies to provide job opportunities

BUTUAN CITY, August 16– The Technical Education and Skills Development Authority (TESDA) has partnered with government agencies in order to provide job opportunities to technical-vocational (Tech-Voc) graduates through the conduct of the World Café of Opportunities (WCO) on August 25, 2018.

In a memorandum of agreement signed by the heads of the different government agencies in the country to include the Cooperative Development Authority, Department of Agriculture, Department of the Interior and Local Government, Department of Labor and Employment, Department of Public Works and Highways, Department of Science and Technology, Department of Tourism, Department of Trade and Industry, Development Bank of the Philippines, Land Bank of the Philippines, Office of the President – Office of the Cabinet Secretary, Overseas Workers Welfare Administration, Philippine Chamber of Commerce and Industry, Philippine Overseas Employment Administration, among others, agreed that there is a need for the collaboration of government agencies, industry associations, enterprises, and financial institutions to greater improve the social impact of projects which increase employment rate and lessen poverty incidence in the country.

The present administration of President Rodrigo Roa Duterte aims to provide more employment opportunities and promote entrepreneurship at the grassroots level thus, all concerned government agencies should join forces, resources and facilities in order to create more employment opportunities, establish livelihood projects, address job skills mismatch among job applicants and increase actual employment rate in the country.

The MOA highlighted that it is the policy of the government as expressed through the World Café of Opportunities through Job Linkaging and Networking Services (JoLiNS) to identify key employment generators (KEGs) that will create more job opportunities on various sectors including among others Agri-fishery, Automotive, General Infrastructure, Metals and Engineering, Semi-conductor and Electronics, Information and Communication Technology, Tourism, Land Transportation, Language and Culture, and Health, Social and Other Community Development Services sector. 

It can be recalled that on February 7, 2018, President Duterte signed Republic Act No. 10970 declaring August 25 every year as National Technical-Vocational (Tech-Voc) Day nationwide.

In Caraga Region, the activity will be conducted at Butuan Grand Palace Hotel, this city where some 1,000 tech-voc alumni are expected to grab the opportunity. AgNor SHS students learn to start a business

BUENAVISTA, Agusan del Norte, Aug. 16 -- Negosyo Center (NC) Buenavista conducted a briefing on “Negosyo Center Services & Operations cum How to Start a Business” to senior high students of Saint James High School (SJHS) last August 10 here.

A total of 113 students, mostly from the Accountancy and Business Management strand, attended the said briefing.

During the briefing, some students shared that they already have a business of their own.

Some are reportedly engaged in online selling and the e-loading business while others plan to have a business in the near future such as owning a bakery, piggery, and commercial stores. 

Apparently, some of the students were not aware that a Negosyo Center exists especially in Buenavista. They were thankful knowing that there is a government agency which is committed to support would-be entrepreneurs like them.

Caraga’s preparation for 2018 WCO underway

BUTUAN CITY, Aug. 16 -- The preparation for the conduct of the 2018 World Café of Opportunities (WCO) in Caraga is on its final phase,  said Technical Education and Skills Development Authority (TESDA)-Agusan del Norte Provincial Director Dr. Julius Sol O. Jamero.

The development came after the Executive Committee (ExeCom) meeting was held recently in one of the local hotels in the city attended by members of the different committees graced by TESDA-Caraga Provincial Directors and Regional Director Florencio F. Sunico, Jr.

The WCO primarily aims to help technical vocational education and training (TVET) graduates find jobs specifically in the construction and tourism sectors, TESDA and Overseas Workers Welfare Administration (OWWA) scholarships, and possible availment of loan packages through identified financial institutions during the World Café of Opportunities.

In Caraga Region, the activity will be conducted on August 25, 2018 at Butuan Grand Palace Hotel, this city and the registration for jobseekers starts at 7:00 a.m.

On August 26, the activity, which will be conducted at TESDA-Caraga Regional Office at G/F, Balibrea Building, Pili Drive, Butuan City, will start at 7:00 a.m.

According to Dir. Sunico, the World Café of Opportunities is a jobs fair that will be held simultaneously in 17 regions of TESDA nationwide during the celebration of the National Technical-Vocational (tech-voc) Day on August 25.

It can be recalled that on February 7, 2018, President Rodrigo Duterte signed Republic Act No. 10970 which declares August 25 of every year as National Technical-Vocational (Tech-Voc) Day nationwide.

Moreover, TESDA Director-General, Sec. Guiling “Gene” A. Mamondiong said the WCO will now be held twice a year on a regular basis or once in every semester in the respective regions or provinces in the coming years.
The TESDA Chief added, the training program aims to capacitate the officials and employees of the agency as well as its TESDA Technology Institutes in industry coordination to better prepare them for the implementation of this bi-annual event.

World Café of Opportunities in a sense, will open job opportunities and other employment support interventions which shall be offered and will be placed in various stations within the event area, where the jobseekers could roam around and pick the opportunity of their choice.

The twin benefit strategy is one of the twists, where jobseekers are not the sole beneficiaries but even the partner agencies/companies.

Its target beneficiaries are TVET graduates, entrepreneurs, companies/industries with job vacancies, and returning overseas Filipino workers (OFWs) and their qualified beneficiaries.

Among the services offered under World Cafe of Opportunities are job opportunities; basic/upgrading skills required for employment of TVET graduates and industry workers; technical assistance for TVET graduates/entrepreneurs so that they could avail of loan for their business; and training for OFW returnees and their qualified beneficiaries. DOLE-PDI conducts ‘Philippine Talent Map Initiative’ skills assessment

SURIGAO CITY, Surigao del Norte, Aug. 17 -- The Department of Labor and Employment (DOLE) Province of Dinagat Islands ( PDI) satellite office successfully conducted the assessment on the Philippine Talent Map Initiative (PTMI) to 63 participants from May 25 to June 26, 2018.

The activity aims to assess the competencies of the participants through standardized assessment and survey.

The 27 employees of Water Ups Multi-Purpose Cooperative, job order personnel and CLP-enumerator of DOLE-PDI, 31 unemployed individual and five trainees of Gaspar Rodriguez Educational and Training (GREAT) Center, Inc. were among those who underwent the assessment.

DOLE-PDI personnel worked together to easily attain the given target and to supplement the limited resources by applying good practices.

Participants were provided with relevant information and evaluated based on the 21st Century Skills Assessment, identifying the strengths and weaknesses of the learners, developing their desired career pathways and understanding the skills and competencies of the workforce. Resulting information provides relevant and current labor market information focus on what training the policy makers/ human resource developers will prepare for employees in the industry.

The result of the assessment will serve as a vehicle in addressing the job-skill mismatch and labor market information (LMI) gaps in a particular area and therefore increase the employability of workforce, creating more relevant programs to address workforce issues. (VLG/DOLE-Caraga/PIA-Caraga)

Dagdag pa ni Lawenko, marami rin umano ang nabigyan ng trabaho sa inisyatibong ito ng star 8 at sa tulong na rin ng Mindanao Development Authority (MinDA).

Binigyang-diin naman ni Rachael Aguaviva, Development Management Officer II ng MinDA, na ito ang kauna-unahang pure solar e-jeep na nailunsad sa Butuan City bilang suporta sa Public Utility Vehicle (PUV) Modernization Program ng pamahalaan.

Ayon sa kanya, ang Department of Transportation (DOTr), Land Transportation Franchising and Regulatory Board (LTFRB) at Department of Energy (DOE) ang mga ahensyang nangunguna sa implementasyon ng programang ito at parte naman sa programa ng MinDA ang pag-facilitate sa mga transport sector na mapabilis ang kanilang pag-avail sa nasabing pure solar e-jeep sa Caraga region.

Malaking tulong din daw ang e-jeep upang mabawasan ang polusyon mula sa usok ng sasakyan na nagdudulot ng masamang epekto sa kapaligiran at sa kalusugan ng tao.

Dagdag pa ni Aguaviva, may subsidy na ibibigay ang gobyerno na aabot sa P80,000.00 para sa bawat benepisyaryo ng e-jeep sa transport sector mula sa ibat-ibang kooperatiba ng rehiyon.

600 motorcycle riders, enthusiasts join clean riders launching

BUTUAN CITY, Aug. 20 - More than 600 motorcycle riders and enthusiasts participated in the launching of Philippine National Police’s (PNP) newest campaign plan “Clean Rider”at Police Regional Office (PRO) 13, Saturday, which aims to curb crimes perpetrated by motorcycle-riding suspects.

“This is a serious move by the PNP that aims mainly to underscore the total elimination of crimes committed by these motorcycle-riding suspects, eradicate road unworthy motorcycles, impound stolen motorcycles, and ensure the safety and security of the law-abiding motorcycle riders,” said Police Chief Superintendent Noli A. Romana PRO13 Regional Director.

Also present during the launching were ranking police officials of PRO13 led by Acting Deputy Regional Director for Operations PSSupt. Jimili L Macaraeg, who delivered the message of the regional director to 20 motorcycle clubs and enthusiasts, regional staff, Regional Highway Patrol Group, Crime Laboratory Office 13, media personalities and other PNP personnel of PRO13. 

A promotional video was presented that followed a signing of the Pledge of Commitment to encouraged riders to obtain a clean rider sticker by applying for one at the police stations in their localities.

Motorcycle-riders will only need to submit the official receipt and certificate of registration of his motorcycle, his driver’s license and other valid identification cards. Once a rider and a vehicle pass inspection, they would be given a sticker with security features.

PCSupt. Romana reminded that the clean rider sticker and serial number are non-transferrable.

DTI conducts techno training on 'ampao' making in SurSur

TANDAG CITY, Surigao del Sur, Aug. 20 - The Surigao del Sur Provincial Office of the Department of Trade and Industry (DTI), under its Comprehensive Agrarian Reform Program (CARP), conducted a techno-training on "ampao" (puffed rice) making to 21 members of Bayogo Agro-Forestry Multi-Purpose Cooperative (BAFMPC) in Bayogo, Madrid, Surigao del Sur on August 16, 2018.

Florida O. Madrona, a self-proclaimed pop rice queen from Tago, trained the participants on the intricacies of ampao making. Hers is an heirloom recipe whose production process is totally different from those Do-It-Yourself pop/puffed rice videos one finds on the net.

Her brand of ampao-making maybe a bit tedious because it involves cooking rice, sun drying, frying and popping, soaking it in sugar syrup, letting it cool on a flatbed before slicing and packing; but it has a distinct flavor that makes one reach for more. 

All five men and 16 women members of BAFMPC, an agrarian reform beneficiary organization (ARBO), had it easy as Madrona is a born comic who did an actual demo and allowed them to do hands-on.  Later, during the food-tasting, participants agreed that it was one yummy ampao they made.

Joselito B. Paler, CARP senior staff of DTI-SdS, did a lecture on costing and pricing as part of the training.  To ensure that participants can “monetize” immediately their newly-acquired skills, DTI-CARP gave a starter package that included one sack of rice, 24 kilos brown sugar, 18 kilos cooking oil, one kilo calamansi, one mesh oil strainer, mold, and one wooden ladle.

NC-Bayugan City invites more food, handicraft processors for product enhancement services, programs

BAYUGAN CITY, Agusan del Sur, Aug. 20 - The Negosyo Center (NC) here under the Department of Trade and Industry (DTI) continuously encourages handicraft and food producers in the city who need product enhancement assistance to visit the office and avail of the programs and services.

Bayugan City has many processed products that need proper labeling and packaging in order to enhance marketability.

In partnership with the local government unit (LGU) of Bayugan City, the center has been introducing various skills enhancement trainings to those who are interested to start business, facilitating trainings for the food and handicraft producers and promoting these products thru trade fairs and other marketing initiatives.

Recently, LGU-Bayugan City organized the 11th Charter Day Mega Jobs Fair 2018 thru Trabaho Negosyo Kabuhayan (TNK). The Local companies who joined the event to satisfy their requirements for additional staff are:  Hervic Commercial, Gaisano Marketplace, Ace Hardware, Taytay sa Kauswagan, Butuan Doctors Hospital, Saint Francis Xavier College, RMA Manpower Corporation. 

The participating overseas companies include I-Excel Manpower Corp., Starworl Int'l, Jenerick Int'l Manpower Inc., Placewell Int'l Manpower Services.

TNK facilitated a total of 188 applicants and hired on the spot 47 workers. The Agusan del Sur DTI Provincial Director, Jose T. Baron, encouraged job-seekers to be prepared when attending jobs fair and the employees to save money and invest it in business.

16 chiefs of police sacked over poor performance in Caraga

BUTUAN CITY, Aug. 20 -  Philippine National Police (PNP) Caraga regional director PCSupt Noli A Romana ordered the immediate relief of 16 chiefs of police in the region from their respective posts over their poor performance in the government's anti-illegal drug campaign.

PCSupt. Romana ratified the recommendation of the Oversight Committee on Illegal Drugs on the fast relief of the 16 Municipal Chiefs of Police (COP) who either had "no or low accomplishment" in the anti-illegal drug campaign in their area of responsibility.

The oversight committee headed by PSSupt. Jimili L Macaraeg, Acting Deputy Regional Director for Operations, decided to recommend to get rid of the police heads of the Municipal Police Station (MPS) of Santiago, Las Nieves, Kitcharao, and Magallanes of Agusan del Norte; Taganaan, Bacuag and San Francisco of Surigao del Norte; and Cantilan, Marihatag, Cagwait and Madrid of Surigao del Sur.

“The COPs failed to meet the requirements presented by the oversight committee on the number of accomplishment in their anti-illegal drugs operation,” PCSupt. Romana pointed out.

Meanwhile, the Provincial Director of Dinagat Islands Provincial Police Office already relieved five Chiefs of Police from their post.

Other low performers were warned to intensify their operations, otherwise will also be relieved of their posts.

“All Chiefs of Police in our region are reminded to maximize their efforts on anti-criminality operations especially on illegal drugs or they will face the same fate if they fail to meet the requirements set by the oversight committee,” Romana warned. (PNP-Caraga/PIA-Caraga)

Geotagging aids monitoring of DAR AgSur projects

SAN FRANCISCO, Agusan del Sur, Aug. 20 - To sustain the gains from the different Foreign-Assisted Projects (FAPs), the Department of Agrarian Reform (DAR) in Agusan del Sur has institutionalized a sustainability mechanism on operations and maintenance (O&M) of completed physical infrastructure sub-projects through an Applied Geotagging Training on August 14 to 16, 2018 at Mabe’s Savory Place, this province.

The activity was participated in by municipal coordinators whose task is to conduct sustainable monitoring and evaluation of these projects and provide proper recommendations to local government units (LGUs) and people's organizations (POs) in their respective area of coordination. 

“This initiative was part of the directives during the national assessment which is to conduct a regular sustainability monitoring for completed physical infrastructure sub-projects under completed and on-going FAPs,” Provincial Agrarian Reform Program Officer II Leoncio C. Bautista said.

“This was given emphasis to avoid any reversion of grants extended by the DAR to the LGUs into loans in cases where completed physical infrastructure sub project are not maintained,” added Bautista. 

Senior Economic Development Specialist of the National Economic and Development Authority (NEDA) Engr. Mitchell C. Castillon and ARPO II of DAR Regional Office Engr. Evangeline G. Hanginan served as the resource speakers. 

The three-day training started with a discussion and overview of applied geotagging technology in project monitoring, setting up the geotagging device and website application database.

The second day focused on actual field work for sample data gathering, processing of actual projects, data uploading and information management, data banking and archiving and creating the geotagging website, while the last day wasthe presentation of outputs per group.

Geotagging is the addition of geographical information, usually in the form of latitude and longitude coordinates through web sites, images, videos, smartphone transmissions, and various other data types and sources.

In DAR, this will help preserve and restore the system of completed subprojects to the designed or accepted configurations in order to offset the effects of weather, organic growth, traffic wear, damage or vandalism and to preclude deterioration of structures and appurtenant facilities over time. Tagalog News: National ID system ng gobyerno, umani ng suporta mula sa iba't ibang sektor sa lungsod ng Butuan

LUNGSOD NG BUTUAN, Agosto 20 (PIA) - Umani ng positibong reaksyon at suporta ang Philippine Identification System (Philsys) ng gobyerno sa lungsod ng Butuan mula nang malagdaan ni President Rodrigo Roa Duterte ang Republic Act 11055 kamakailan, na kung saan pangungunahan ng Philippine Statistics Authority (PSA) ang pag-gegenerate ng mga datus ng bawat Pilipino at resident aliens, at sila ay mabibigyan ng national ID na may nakalaang magkakaibang Philsys number. 

Ayon kay Nel Oliver Agudo, media practitioner ng isang radio station sa Butuan City, malaking tulong ang pagsasabatas ng Philsys at pagkakaroon ng iisang ID sa bawat pilipino dahil naka-streamline na ang impormasyon ng bawat indibidwal gamit ang kanyang ID number o CRN.

Hindi na rin daw kailangan pa ng ibang valid IDs sa kanilang transaksyon sa mga opisina, at mas madali pa ang pagverify ng identity. 

Sang-ayon din si William Mepieza, isang person with disability (PWD) na taga barangay Baobaoan, Butuan City sa Philippine ID System. Mas magaan daw ito sa kanila dahil iisang ID nalang ang gagamitin sa mga transaksyon sa gobyerno. 

Ibinahagi naman ni PSA Caraga regional director Rosalinda Celeste-Apura, na sa pamamagitan ng Philsys, ang bawat pilipino ay magkakaroon ng iisang ID na syang gagamitin nila sa kanilang business transactions sa mga ahensya ng gobyerno at magagamit din nila ito sa pag-aaply ng driver’s license, passport, tax-related transactions, voters’ registration, pag-apply sa mga paaralan, at maging sa kanilang transaksyon sa bangko.  

Ang national ID ang siyang gagamitin ng bawat Filipino at resident aliens sa kanilang transaksyon sa pamahalaan, at mas mapapabilis pa ang kanilang pag-avail ng mga benepisyo, programa at serbisyo ng gobyerno nang wala ng masyadong maraming dokumentong kailangang ipresenta. 

Ito na rin ang gagamitin nilang ID sa pagproseso ng kanilang benepisyo sa Government Service Insurance System (GSIS), Social Security System (SSS), Philippine Health (PhilHealth) Insurance Corporation, Home Development Mutual Fund (HDMF), maging sa local civil registry offices, Commission on Elections (COMELEC), Philippine Post at iba pang ahensya ng pamahalaan.

Dagdag pa ni Dir. Apura, bagamat isa ng batas ang Philsys, hinihintay pa nila ang paglabas ng implementing rules and regulations (IRR), kung saan nakasaad lahat dito ang alituntunin sa pagpapatupad ng nasabing batas. 

Ang mga marginalized sectors ng bansa din ang syang mauunang mabibigyan ng national ID, kabilang na dito ang mga indigenous peoples, senior citizens, at PWDs. (JPG/PIA-Caraga)

Tagalog News: 'Campaign plan clean rider' inilunsad ng PNP sa Surigao Sur

TANDAG CITY, Surigao del Sur, Agosto 20 (PIA)– Matiwasay na nilunsad ng kapulisan dito sa probinsya ng Surigao del Sur ang kanilang programang “Campaign Plan Clean Rider” nuong Sabado, Agosto 18, 2018 na isinasagawa sa Vicente L. Pimentel Sr. Boulevard nitong lungsod.

Ang nasabing okasyon ay pinangunahan ni Police Senior Supt. Francisco Dungo Jr., Provincial Director ng Police Provincial Office ng probinsya, kasama na din dito ang hepe ng Tandag Municipal Police Station kung saan dinaraos ang nasabing aktibidad.

Sa kanyang mensahe, sinabi ni PSSupt  Dungo, “layunin ng programa na mapaigting ang seguridad at kaligtasan ng bawat motorista sa kalsada.”

Dagdag pa ni PSSupt Dungo, sa pamamagitan nito “mapapabilis ang pagsisiyasat sa mga checkpoints na ilulunsad nang ating mga kapulisan at mapadali ang pagtukoy sa mga motoristang lumalabag sa batas trapiko at sa mga nasasangkot sa krimen.”

Sa kanyang mensahe, hinikayat din ng opisyal ang mga motorista sa nasabing lungsod at sa buong probinsiya ng Surigao del Sur na magparehistro sa mga estasyon ng mga kapulisan sa kani-kanilang bayan para na rin sa kanilang kaligtasan.

Ayon dito, ang isang motorista na magpaparehistro kinakailangan lamang na magpasa ng mga papeles sa estasyon ng Police upang mapabilang sa Clean Riders. Kabilang na isusumite ng isang motorista ay ang Official Receipt (OR), Certificate of Registration (CR), lisensya at valid identification. 

Ayon pa kay PSSupt Dungo, ang mga ito ay sisiyasatin ng mabuti kung tunay ang mga papeles o kaya ay lumalabag sa batas at nakaalarma sa vehicle Information Management System ng Highway Patrol Group.

Kalakip ang motor na sisiyasatin kung ito ay lumalabag sa batas ng RA 4136 o “An Act To Compile the Laws Relative to Land Transportation and Traffic Rules, to Create a Land Transportation Commission and for other purposes.”

Matapos dumaan sa masusing pagsisiyasat ng mga dokumento at motor, ito ay itatalaga ng pulis bilang clean rider sa system ng Campaign Plan Clean Rider, ayon pa kay Dungo.

Tatlong silyo ang ibibigay sa bawat motorista na pasado sa pagbeberika na may iisang serial number lamang. Ang mga ito ay ididikit sa motorsiklo, helmet na my ICC mark, at sa likod ng Driver's License ng motorista.

Samantala, ang nasabing paglulunsad ay dinaluhan ni Tandag City Mayor Alexander Pimentel bilang pangunahing bisitang pandangal at tagapasalita sa nasabing okasyon, na sumusuporta sa nasabing programa. Namigay din ito umano ng libreng gasolina sa mga motoristang dumalo at nagpamyembro sa Clean Rider sa araw ng nasabing okasyon. (PIA-Surigao del Sur)

47 Talacogon biz operators learn importance of business name registration

TALACOGON, Agusan del Sur, Aug. 22 - The Negosyo Center-Talacogon, Agusan del Sur and the barangay Del Monte recently capacitated some 47 business operators in the locality through a seminar on pricing and costing.  

Engr. Rowena Sotelo, an accredited Philippine Center for Entrepreneurship (PCE) mentor, facilitated the said seminar. Prior to this assistance, the participating business operators had no formal training on the basics of pricing and costing. 

They needed inputs to guide them in the determination of product cost, reasonable price, cost of business operation and income. 

The seminar included topic on green economic practices, some of which will have positive effect on business income and profitability.

The possible effects and contributions to climate change of a consumption behavior were also explained, as well as the business name registration, its importance and requirements were also discussed. (JPG/DTI-Agusan del Sur/PIA-Agusan del Sur)
