Army presents 121 newly enlisted privates

BUTUAN CITY, July 5 (PIA) - The 402nd Brigade, Philippine Army presented the 121 newly enlisted privates who will be assigned in the different units of Caraga region.
Forty-five of them are coming from the Indigenous Peoples (IP) community who underwent the rigid training and passed the Candidate Soldier Course (CSC) of the Philippine Army, just like the other regular quota soldiers.

For Private Bobong Pinao, a datu and tribal leader of the Mamanwa tribe in Jabonga, Agusan del Norte, who was once a member of the Militia ng Bayan and later surrendered to the government, his perspective in life has changed and he became appreciative of how the government works for the welfare of the people while undertaking as well the very essence of the training with the rest of the troops.

He added that he is now more confident and committed to serve the country by protecting the people from the harmful and abusive New People’s Army (NPA).

Also, Private Roel Galarosa from Misamis Oriental shared that it is a great opportunity and a challenge for him being an enlisted personnel of the Philippine Army, that he could do his duties and responsibilities as expected.

“To be part of the enlisted personnel in the Philippine Army is a great privilege. I would do my best to serve and protect the people,” said Galarosa.

During the ceremonial entrustment of firearms to the newly-enlisted privates held at Camp Bancasi, Butuan City, assistant regional director Donald Seronay of the Department of the Interior and Local Government (DILG) Caraga said that more programs and projects would be poured out to the communities in partnership with the Philippine Army.

Meanwhile, Col. Maurito Licudine, commander of 402nd Brigade, stressed that they will give due attention to some conflict-affected areas in their area of responsibility, and having these newly enlisted privates is of great help.

The official also hopes that these privates would maintain good-grooming, live a modest life, and become financially stable and be able to help their families. (JPG/PIA-Caraga)

Health care providers pinarangalan bilang DRRM heroes sa Agusan  Norte

LUNGSOD NG BUTUAN, Hulyo 5 (PIA)-- Binigyan ng pagkilala bilang DRRM heroes o unsung heroes ng probinsya ng Agusan del Norte ang mga lokal na health care providers ng probinsya.

Ito ay kasabay ng pagbubukas sa selebrasyon ng National Disaster Resilience Month o NDRM sa lalawigan na panangunahan ni gobernador Dale Corvera.

Ayon kay provincial DRRMO chief Erma Suyo, karapat-dapat lamang silang bigyan ng pagkilala dahil sila ang front liners sa panahon ng krisis, emergencies at mga  kalamidad.

Emosyonal na tinanggap ni Dr. Gertrudes Cembrano, hepe ng Nasipit District Hospital ang pagkilalang ito ng probinsya.

Anya ang pagkilalang kanilang natanggap ay isang inspirasyon upang mas mapabuti  pa nila ang kanilang mga serbisyo sa mga Agusanon.

Maliban sa pagkilala ng  DRRM heroes, nagkaroon din ng paligsahan sa DRRM chant at DRRM factor.

Itinanghal ang Philippine National Police Agusan del Norte police office bilang best in DRRM chant at best in DRRM factor habang nakuha ng Bureau of Fire Protection ang best in uniform.

Sa buong buwang selebrasyon ng NDRM sa probinsya ng Agusan del Norte ay magkakaroon din ng video clip making contest, DRRM contest gaya ng essay writing, quiz bee, at poster making. Gaganapin din and provincial DRR-CCA convention at ang  forecasting and weather observation and data interpretation of early warning signals training-workshop, at ang NDRM bae competition. PNP, Army nagsanib pwersa sa pagpapaigting ng kasanayan sa komunikasyon

LUNGSOD NG BUTUAN, Hulyo 5 (PIA) - Nagsanib pwersa ang Philippine National Police (PNP) at Philippine Army sa pagpapaigting pa ng kanilang kasanayan pagdating sa komunikasyon at pagbabahagi ng impormasyon.

Ito ay upang mas maging epektibo ang kanilang kampanya laban sa Communist Party of the Philippines – News People’s Army – National Democratic Front (CPP-NPA-NDF) sa region 10 at Caraga.

Sa isinagawang Basic Journalistic Writing lecture-workshop ng Philippine Information Agency sa lungsod ng Butuan, naging aktibo ang 86 na mga sundalo at pulis sa pagbahagi ng kanilang ginawang balita mula sa kanilang area of responsibility.

Ayon kay Major Regie Go, Public Affairs Officer ng 4th Infantry Division, Philippine Army, malaking tulong sa mga sundalo ang ganitong pagsasanay lalu na at mas pinapalawak pa nila ang kanilang Community Support Program (CSP) sa mga komunidad kasama ang PNP.

Isa rin itong hakbang sa pagpapatupad ng 'whole-of-nation' approach upang mas mapabuti pa ang kanilang patuloy na pagbibigay serbisyo, pagtugon sa mga pangangailangan ng publiko at paghahatid ng tamang impormasyon sa mga ginagawang peace and development efforts ng kanilang hanay.

Ibinahagi naman ni Capt. Ryan Layug, Civil Military Operations officer ng probinsya ng Bukidnon sa region 10, na mas dumadami na rin ang mga sibilyan partikular na sa conflict-affected areas na sumusuporta sa AFP at PNP sa pagpapanatili ng kaayusan at kapayapaan sa kanilang lugar. Ilan-ilan na rin ang nagdeklarang persona non-grata sa mga CPP-NPA-NDF.

Samantala, binigyang-diin naman ni Police Lt. Col. Christian Rafols II, chief PIO ng PRO13 na nararapat lang din na mas palawigin pa ng PNP kasama ng AFP ang kanilang kasanayan sa epektibong komunikasyon upang ma-counter ang mga propaganda at maling impormasyong ibinabahagi ng mga makakaliwang grupo sa komunidad. Geo-SAFER Mindanao magbigay-tulong teknikal sa iba't-ibang sektor ng Caraga

LUNGSOD NG BUTUAN, Hulyo 5 (PIA) - Handang magbigay tulong-teknikal ang mga personahe mula sa Geo-Informatics for the Systematic Assessment of Flood Effects and Risks toward a Resilient (SAFER) Mindanao program sa ibat-ibang sektor na may planong magtayo ng mga inprastraktura sa rehiyon, upang masigurong ligtas ang lokasyon nito sa posibleng pagbaha na dulot ng malakas na pag-ulan o bagyo.

Ito ang pagtitiyak ni Dr. Enrico Paringit, ang executive director ng Department of Science and Technology - Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD). Malaking tulong ito para hindi na gagasto pa ng malaki ang mga sektor para sa mga consultants mula sa ibang rehiyon.

“Andito naman ang Geo-SAFER Agusan thru the Caraga State University para mag-facilitate at magbigay tulong teknikal sa mga sector na mangangailangan ng consultation services sa mga proposed infra developments ng rehiyon,” sabi ni Dr. Paringit.

Dagdag pa ng opisyal, may gaganaping roll-out of technologies or showcasing of technologies sa hulyo nitong taon. ang mga teknolohiyang ito ay nabuo sa rehiyon at magagamit ng mga Caraganons. Kasabay nito, may gaganaping pagsasanay rin para sa mga local na pamahalaan upang mas mahasa sila sa pagamit ng flood hazard maps gamit ang makabagong teknolohiya.

Sinabi naman ni Engr. Meriam Santillan, ang dean ng College of Engineering and Information Technology ng CSU sa lungsod ng Butuan na nakaantabay lang sila at handang tumulong sa mga sektor.

Matatandaan na kamakailan lang ay natapos na ang kanilang pagawa ng detalyadong flood hazard map at opisyal nang tinurn-over sa mga lokal na pamahalaan ng Caraga region. Ito ay magsisilbing gabay sa kanilang pagawa ng mga proyektong infrastraktura at pangkaunlaran sa buong rehiyon ng Caraga na pinagplanohang maigi at siguradong hindi maaapektuhan ng pagbaha.(JPG/PIA-Caraga)

DA, PIA forge partnership for agri program info drive

BUTUAN CITY, July 8 (PIA)– With the aim to heighten community awareness on the programs of the Department of Agriculture (DA), a talakayan in partnership with the Philippine Information Agency (PIA) Caraga dubbed as Caraga INFOcus: Agri Hour was launched Monday.

Its pilot episode centered on Republic Act 11203 or Rice Tariffication Law, “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restriction of Rice, and for other purposes” with guests from the DA and Philippine Rice Research Institute (PhilRice) located in the municipality of  RTR in Agusan del Norte.

The talakayan's first episode focused on Rice Competitiveness Enhancement Program (RCEP) – Seed component. DA Caraga Assistant Regional Director Nestor Burgos expressed his gratitude to the organizers for coming up with the kind of Talakayan, an effective platform to bring the information to the community.

Burgos is positive that with this kind of talakayan, the programs of the agency such as the newly-enacted rice tarrification law will be fully disseminated to the intended beneficiaries.

“Rice tariffication law will help make our farmers become competitive and will help improve their quality of life,” Burgos said. It has different components, to include: the Mechanization, Seed, Extension and also Loan component, he said.

Meanwhile, Dr. Genevive Nemeño, Supervising Science Research Specialist of PhilRice, said the RCEP – Seed component will help increase the adoption of certified inbred rice seeds and its corresponding integrated crop management. It will also improve the quality, availability of and access to certified inbred rice seeds of our farmers, she said.

“The RCEP Seed component will also increase the utilization of certified inbred rice seeds in areas with high potential for increasing farmers’ competitiveness,“ said Nemeño.

Nemeño, further, said that farmers may avail of the fund, but they should be a member of an organization/group. Funding support/assistant to farmers will only be released if they are organized as a group.  “Nobody will be left out even if they only own a portion of farm lands. A 40kgs seed will be allotted to them per hectare," she assured.

Also, Marisa Garces, DA Caraga Rice Program Focal Person, said their agency will not just look on how they are going to assist the farmers but they will also make sure that all qualified farmers can avail of the services of the agency. (NCLM/PIA Caraga)

Coastal clean-up opens NDRM observance in Caraga

BUTUAN CITY, July 8 (PIA) -- Known as one of the areas identified to be prone to geologic and seismic hazards, Caraga region is further strengthening the awareness campaign on disaster preparedness, prevention, and resilience as a proactive action for this year’s observance of the National Disaster Resilience Month (NDRM).

Led by the Office of Civil Defense (OCD) Caraga and Regional Disaster Risk Reduction and Management Council (RDRRMC), government employees, responders and other stakeholders joined in a motorcade going to barangay Sto. Niño, Magallanes in Agusan del Norte for the coastal clean-up.

The pupils of the different schools in the municipality of Magallanes actively showed their support by waving white flaglets as a convoy of vehicles joining the motorcade passed through their school. Other pupils also conducted their own local parade.

These were just some of the obvious display of increased consciousness and giving value on disaster preparedness among the children and locals.

The event formed part of the series of activities lined up for the month-long NDRM observance in Caraga region.

According to OCD Caraga regional director Liza Mazo, the theme, “Kahandaan sa Sakuna’t Peligro Para sa Tunay na Pagbabago,” is suitable as it brings a message of owning up the responsibility to apply the right skills and knowledge in order to achieve a resilient and safe community in times of disasters.

“NDRM is an annual event and I’m grateful that our line agencies have institutionalized this activity that is why many are getting more involved,” said Mazo.

Meanwhile, Department of Science and Technology (DOST) - Caraga regional director and RDRRMC vice chairperson Dominga Mallonga cited the importance of knowing the correct information; to practice what has been learned; and to set a proper mindset in order to appropriately respond to any eventualities or prevent from becoming victims of disasters.

“It is vital to know the right information such as identifying the different hazards in the community. Practical applications of the principles of disaster response and emergency management could also be of great help,” said Mallonga.

Department of the Interior and Local Government (DILG) - Caraga assistant regional director Donald Seronay also urged the local government units to strengthen their respective DRRMC.

Meanwhile, at his very young age, JM Bustillo willingly spent his time cleaning up the coastal area. He said he has learned the impacts of litter on the environment and even in health.

Also joining the kick-off activity was National Economic Development Authority (NEDA) - Caraga regional director lawyer Bonifacio Uy together with his team. “As we pursue our quest to be more disaster resilient, may we be firm in our conviction that disaster risk reduction (DRR) and climate change adaptation (CCA) is everyone’s concern and responsibility, from the least to the most vulnerable individual in our community. Preparedness is indeed very critical. It implies whether we have zero, minimal, or numerous casualties,” Uy said. (VLG/ PIA-Caraga)

Student-volunteers urge other youths to try sailing as sport

BUTUAN CITY, July 9 (PIA) -- The Balangay Marina Sailing and Yacht Club (BMSYC) was formally launched in this city. The club comprised the boat owners and student-volunteers who aim to revive the lost sailing culture in the city, and be inspired by the hard work of the seafarers as they perform their duties.

The club has targeted some 20 oz-goose boats, ten of these are readily available and can be used by the students, and even the tourists. And these boats can be found at Saint Joseph Institute of Technology (SJIT) Maritime Academy in Barangay Cubi-cubi, Nasipit, Agusan del Norte.

According to Captain Gilbert Maturan, founder of said club, they are working closely with the academe sector as they opt to have this integrated in the educational system in the country, and incorporate in the curriculum of the schools’ maritime program, to allow students have a better understanding and appreciation of the country’s rich maritime history, culture and heritage, as well as enhance their skills especially for those who wanted to join sailing competitions here and abroad.

Herobill Jardio and Queen Valerie Daclan are among those students who wanted to become seafarers. And with the boats provided by the club, they are optimistic that they too will become more skilled and able to perform the tasks well applying useful techniques.

“I am encouraging my peers to be appreciative of what seafarers do and also try it as a sport. It brings a different kind of happiness as you will discover the beauty of the ocean as you sail,” said Daclan.

“I am delighted that we have this in our school, so my skills would be enhanced as we will learn more about sailing and the opportunities it has to offer to us, aspiring seafarers,” added Jardio.

The city of Butuan has been known as the land of the Balangay boats – the first ever watercraft discovered in the country.

Meanwhile, the local government unit of Nasipit, Agusan del Norte and other nearby municipalities in the region have also expressed their support to the club.

Geo-SAFER Mindanao to strengthen ties with partner stakeholders in Caraga for infra dev't

BUTUAN CITY, July 9 (PIA) - To better facilitate planning for any fitted infrastructure project in Caraga region, the Geo-Informatics for the Systematic Assessment of Flood Effects and Risks toward a Resilient (Geo-SAFER) Mindanao Program vowed to intensify their linkage to various stakeholders thru constant communication and consultations for infrastructure development.

Dr. Enrico Paringit, executive director of the Department of Science and Technology -Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) elaborated that the Geo-SAFER Agusan led by the Caraga State University (CSU) is geared towards achieving this endeavor.

“This initiative would be of great help and advantage to the Caraganon - stakeholders, especially the local government units for any plan of infra development, since they need not to go to other places outside the region for consultation services,” said Paringit.

The official added that there will be a roll-out of technologies or showcasing of technologies sometime in July 2019, of which most of these are created in Caraga and could be used by Caraganons.

The Geo-SAFER Mindanao will also conduct trainings for the local government units to equip them more on how to utilize the flood hazard maps using the new technology.

Meanwhile, Engr. Meriam Santillan, dean of College of Engineering and Information Technology of CSU in Butuan City said, they are very willing and ready to help the different sectors in its aim to transform the city and the region as a whole for sustainable development.

It can be recalled that the Geo-SAFER Mindanao has officially turned-over the detailed flood hazard maps to different LGUs in Caraga region. This would also serve as guide for the LGUs in their future infra developments. (JPG/PIA-Caraga)

PNP, Army enhance skills to effectively communicate to grassroots

BUTUAN CITY, July 11 (PIA) - Eighty-six personnel from the Philippine National Police (PNP) with the Philippine Army have jointly enhanced their writing skills thru the Basic Journalistic Writing lecture-workshop conducted by the Philippine Information Agency (PIA) Caraga held recently at the Police Regional Office (PRO) 13.

Said activity was aimed to update the civil relations units of the two agencies on several techniques and strategies to effectively communicate to the locals in various communities of the AFP and PNP’s area of responsibility in regions 10 and Caraga, and a way to intensify their advocacy efforts against the Communist Party of the Philippines – News People’s Army – National Democratic Front (CPP-NPA-NDF) and insurgency.

According to Major Regie Go, public affairs officer of 4th Infantry Division (4ID), Philippine Army, this skills enhancement is of great help for the army as they intensify the implementation of community support program with the PNP.

Go added that this too formed part of the implementation of the ‘whole of nation’ approach, which ensures continuous delivery of the basic services, needs, as well as in disseminating relevant accomplishments  on peace and development efforts of the law enforcement agencies to the public to make them well-informed citizens.

Capt. Ryan Layug, civil military operations officer of the 403rd Brigade in Bukidnon, region 10, also revealed that more civilians particularly those in conflict-affected areas are already expressing support to the AFP and help maintain peace and order.

Several communities have also declared the CPP-NPA-NDF as persona non-grata.

“Locals in various communities have warmly accepted the Army and the PNP’s CSP and their support and active participation is a big factor towards peace and development, and we hope to work with them in different community activities,” said Layug.

Meanwhile, Police Lt.Col. Christian Rafols II, chief public information officer of PRO13 emphasized the need for this skills enhancement to effectively counter the lies and propaganda circulated by the communist-terrorist groups or the CPP-NPA-NDF that had caused conflict and insurgency. 43 SurSur PWDUs finish skills training

TANDAG CITY, Surigao del Sur, July 11 (PIA)– A total of 43 Persons Who Use Drugs (PWUDs) in Surigao del Sur successfully graduated the five-day skills training program initiated by the Police Provincial Office (PPO) headed by Police Col. Francisco Dungo.

The implementation of the said program was in collaboration with the Technical Education and Skills Development Authority (TESDA), the provincial government, and the local government units concerned.

According to TESDA Specialist Lee Escobal, the program, dubbed as project “PAGLAUM,” which stands for “Pagbag-o Alang sa Lamdag Ug Malambuon Nga Kaugmaon” (Change for a Brighter and Progressive Future), kicked-off last June 24, 2019.

Escobal said the PWUDs undergo the Small Engine Repair/Motor Mechanic training at the PPO based in Camp Vicente L. Pimentel Sr. in Telaje, Tandag City.

Escobal added, that TESDA headed by Provincial Director Rey Cueva provided the technical support during the duration of the implementation of the said program.

The PWUD beneficiaries were all Surigaonons with ages ranging from 18-54 years old.

The participants were also provided with the toolkits during the closing ceremony for them to start for their livelihood, Escobal concluded. (PIA-Surigao del Sur)

DA Caraga empowers barangay officials as partners in agri-development

BUTUAN CITY, July 11 -- To promote agricultural development in the region, the Department of Agriculture (DA) Caraga continues to build a partnership with the local government units to support farming endeavors.

The Department recognized that barangays served as the primary unit of government where basic services are being delivered to constituents.

As such, DA highlights the need to empower barangay officials of its programs, projects, and services and inform them how to avail of the agri- interventions.

A total of 306 punong barangays and barangay kagawads handling Committee on Agriculture participated in the recently conducted Information Awareness Caravan dubbed agri-barangayan - a dialogue with barangay officials from Butuan City and Agusan del Norte.

“DA’s desire is to empower the barangay officials with information for them to become active partners in agricultural development in their respective areas of responsibility,” said Regional Information Officer Emmylou T. Presilda.

During the forum, topics on how to avail of DA services and interventions were thoroughly discussed. Information on training and E-Learning from the Agricultural Training Institute (ATI) was also shared while Philippine Crop Insurance Corporation gave inputs on Crop and Livestock Insurance. Philippine Coconut Authority also gave their share of topics to shed light on the programs for coconut farmers. 

From the information he acquired, Barangay Kagawad Mateo P. Diango is now interested to attend agri-related seminars.

“As a Kagawad handling Committee on Agriculture, it is important for me to be aware of the programs of the DA and its attached agencies so that I can guide the farmers in our barangay,” he said.

The Agri-Barangayan part of the campaign aims to bring the government closer to the people.

With the positive feedbacks gathered from the first leg, DA’s Agri-Barangayan will soon cover other provinces in the region. (PIA Agusan del Norte)

500 AgSur farmers to benefit from P5.5-M worth of FMEs

SAN FRANCISCO, Agusan del Sur, July 11– Four Agrarian Reform Beneficiary Organizations (ARBO) were hopeful about their future after the P5.5-million worth of Farm Machineries and Equipment (FME) which was formally turned-over in a ceremony held recently at the Department of Agrarian Reform (DAR) provincial office in San Francisco, this province.

The provision of farm equipment is expected to serve more than 500 hundred farmers in municipalities of Loreto, Bunawan and Bayugan City.

“These farm implements will help farming easier for our beneficiaries that will eventually improve farm productivity and increase household income in a sustainable manner,” said PARPO II Leoncio Bautista, Jr.

Bautista said that the equipment includes three units of farm tractor which were given to Katipunan Agricultural Farmers Association in Bayugan City, Hagnaya Agro Fishery Association in Bunawan and Johnson Farmers Consumers Cooperative in Loreto as well as one unit of a combine harvester which was given to Saguma ARBs Multi-Purpose Cooperative in Bayugan City.

Chief Agrarian Reform Program Officer Fe Mosquera said that the farm machines were given as grant which will be operated by the organization as business assets where corresponding fees from the users will be collected and utilized for the operation and maintenance of the farm equipment.

“This scheme will be beneficial to both the farmer-user and the organization. The user can avail the machine at much lesser cost than usual while the organizations grow by engaging into agri-business enterprises,” she said.

Assistant regional director for operations Cenon Original, lauded the DAR Agusan Sur employees for the hard work and dedication.

“This is an evidence of a dedicated service of DAR employees to our clienteles for the past 31 years of CARP implementation," he said.

The turnover ceremony started with a mass and blessing of FMEs, followed by the cutting of ribbons and turning over of certificates and keys to the recipient ARBOs.

Bostalino Pastor, chairperson of the JOFACCO said that he is grateful for DAR that the cooperative became one of the recipients of one 4WD farm tractor.

“Dako kaayo akong gibati nga kalipay atol sa 31st anniversary sa ahensya sa DAR tungod niining panahona naangkon namo ang among gihandum nga ekipo sa dugay na nga panahon (My big thanks to DAR in celebration of their 31st anniversary because this time, we received the equipment that we have been dreaming for such a long time),” he said.

Present during the turn-over were ARDO Cenon Original, PARPO II Leoncio C. Bautista Jr, PARPO I Allan N. Mundala, CARPO Fe H. Mosquera and the chairpersons of the four recipient ARBOs together with their respective MARPOs.

The distribution of these FMEs is under the Climate Resilient Farm Productivity Support Project of DAR, which is implemented in Agrarian Reform Areas (ARCs) and non-ARCs having identified to be vulnerable to climate change to enhance and sustain agricultural productivity being the primary means of livelihood as adaptation towards resiliency amid the impacts of the changes in climate. Manobo tribe imparts rich culture, tradition thru embroidery, beadwork

BUTUAN CITY, July 11 (PIA)– The Manobo tribe here has imparted their knowledge and skills on embroidery and beadwork during the recently held two-day lecture-demonstration with Bae Suyam as the resource person.

Several years have passed since Emiluz Espana who is known as “Bae Suyam” and her family moved into the urban city of Butuan from the province of Agusan del Sur.

However, they remain united and are still practicing their tribe’s tradition particularly in doing embroidery and beadwork to produce colorful necklace and bracelets with colorful beads that symbolize their rich culture and heritage – and these are colors red, white, black and yellow.
It has been a fruitful and meaningful experience for those who have tried doing the actual embroidery and beadwork during the said activity. The management of the Butuan National Museum provided for free all the materials.

According to Jessa Mahinay, one of the participants, she finds it difficult at her first try of the beadwork, but later enjoys and becomes more familiar with how to do it right.

“At first I really find it difficult, but was able to cope with the techniques to make my work easier and enjoyable,” said Mahinay.

Ging Abella, who is a teacher from a public senior high school in the city also enjoyed the embroidery, and find it as a good source of extra income.

“This is fun. I wanted to learn this more so I could also have this as my extra income,” Abella said.

Having seen the participants’ efforts in showing their creativity as they try to accomplish the task to finish a product out from the materials provided, Bae Suyam advised all to be more patient, persevere and diligent in doing the craft, as this will give them good result and good product, which they could be proud of.

“I am optimistic that they could finish and create their own craft after this training-workshop. I understand it would be difficult for them at their first try, but rest assured that they could use this skill in their livelihood and extra income,” said Bae Suyam.

Meanwhile, Lilita Mission-Concon, supervising administrative officer of Butuan National Museum stressed that such activity helps a lot in promoting the welfare and culture of the IP community, and this kind of event will continue not only in this city but in the whole of Caraga region. Caraganons nakiisa sa NDRM 2019, coastal clean-up isinagawa

 


Isang coastal clean-up ang isinagawa sa Brgy. Sto. Niño, Magallanes, Agusan del Norte bilang hudyat ng pagbubukas ng NDRM 2019 ngayong buwan ng Hulyo.

Sa opening program, masaya ring ibinida ng mga partisipante ang kanilang inihandang chant. 

Ayon kay OCD Caraga regional director Liza Mazo, napapanahon ang temang “Kahandaan sa Sakuna’t Peligro para sa Tunay na Pagbabago” dahil  ang kooperasyon ng bawat isa at pagkakaroon ng sapat na kakayahan at kaalaman sa kahandaan ay makakatulong para maiwasan ang pagkawala ng buhay at maramng ari arian.

Binigyang diin naman ni Department of Science and Technology Caraga regional director at RDRRMC vice chairperson Dominga Mallonga ang kahalagahan ng wastong impormasyon; at paggamit ng mga natutunan sa mga pagsasanay sa disaster preparedness, prevention at resilience.

Hinikayat naman ni Department of the Interior and Local Government Caraga assistant regional director Donald Seronay ang mga lokal na pamahalaan na palakasin pa lalo ang kani-kanilang DRRMC.

Ang batang si JM Bustillo, aktibong lumahok sa coastal clean-up.

Aniya, sa kabila ng kanyang murang edad nais niyang makatulong para matiyak na ligtas ang kanilng komunidad.

RDRRMC Caraga to locals: Be well-informed, proactive

BUTUAN CITY, July 12 (PIA)– In time with the press conference on the National Disaster Resilience Month (NDRM), the Regional Disaster Risk Reduction and Management Council (RDRRMC) chaired by Office of Civil Defense (OCD) Caraga regional director Liza Mazo, called on locals to be “well-informed and proactive citizens.”

Mazo stressed that all should take their part in the promotion of a disaster resilient region and nation as a whole.

“All should not be dependent on what the government could do to save them in times of disaster. Everyone should also be well-informed and be proactive at all times,” she said.

She further announced that the establishment of the state-of-the-art Caraga Regional Operations Center cum OCD Caraga Regional Office funded by the Department of Social Welfare and Development will soon be operational. “It will be a hub for multi-sectoral coordination as it is also situated in strategic location where there is already a warehouse for relief goods,” she said.

Regional director Dominga Mallonga of the Department of Science and Technology (DOST) Caraga cited that in order to properly monitor and provide accurate information especially during disasters, an assessment of the early warning signals and other installations has been conducted by the agency.

She also reiterated that the local government units could maximize the utilization of the detailed flood hazard maps for their guidance and incorporate it in the disaster preparedness plan.

Dr. Ernesto Pareja of the Department of Health Caraga said they have personnel and nurses assigned in different areas, so any incident where their assistance is needed are all properly reported and responded. Their personnel have constantly been coordinating with the LGUs in the provinces of Caraga. They also maintain a 24/7 hotline to provide immediate response in times of emergencies.


Bureau of Fire Protection Caraga regional director FSSupt. Romel Tradio announced that they will conduct a school-based fire safety, survival and emergency preparedness training targeting scouts in the region. Activities will be conducted to enhance their skills in emergency response and to prepare them when a disaster strikes.

Also, Police Major Marife Farol of the Philippine National Police Caraga said that their agency has been reaching out to the locals in different communities of the region thru the conduct of basic life support training, among others. She added that their recent activities include the provision of school bags and school supplies to the Indigenous Peoples’ children in different parts of the region.
LTC Jezreel Diagmel of the 401st Brigade, Philippine Army highlighted their readiness to extend assistance to the LGUs not only during calamities but in any eventuality. He said the Brigade has also intensified its efforts in increasing awareness on disaster preparedness, mitigation and resilience to the communities.

Meanwhile, Mazo thanked all the media partners for their continued support to the activities and endeavors of the council. She also recognized the media partners' contribution thru their advocacy in making people disaster resilient at all times.

Army conducts security awareness drive to students of Butuan City

BUTUAN CITY, July 12 -- The 402nd Infantry Brigade of the Philippine Army recently conducted a security awareness drive to selected senior high school students of Butuan City held at the 402nd Brigade Headquarters, Brgy. Bancasi, Butuan City.

In line with the Project S.U.R.O.Y. (Simple Unwinding and Recreational Outing for the Youth) spearheaded by Butuan City Police Office (BCPO), personnel of 402nd Brigade led by Civil Military Operations Officer Major Francisco P. Garello, Jr. conducted a security awareness drive to 35 senior high school students coming from Barangays San Mateo, Nong-Nong and Tungao, all of Butuan City.

“The army recognizes its duty to inform the youth about the nature of the Communist Party of the Philippines (CPP) – New People’s Army (NPA) Terrorists or CNTs and their deceptive and manipulative recruitment strategy. Our youth is one of the most vulnerable sector in our society and we must protect them from being used as pawns by the CPP-NPA-NDF against our government troops,” Garello said.

Likewise, the senior high school students were educated through a static display of the Infantry Brigade squad and a film showing highlighting the different facets of being a soldier.

They were also given lecture on how to join the Philippine Army and its recruitment process.

The baranagays of San Mateo, Nong-Nong and Tungao were identified as CNT-affected areas but have withdrawn their support through their declaration of the CNTs and its allied left-leaning groups as persona non grata in their respective barangays.

According to Col. Maurito L. Licudine, commander of 402nd Infantry Brigade, the youth is the hope of tomorrow and we are pleased that in partnership with the PNP we were able to reach out to this group of young people so that they will not be easily swayed by the sweet talking of the CNTs.

"The youth must be wary of those who exploit their youthful idealism, agitating them with the social problems of our country and dragging them into the armed struggle. It is right to take active part in looking for peaceful solutions but it is not right to bear arms to solve these problems,” he said.

Licudine is appealing to the CNTs to spare the children from their violent way of life. “Give them a chance to grow up; a chance to achieve their aspirations; and be successful in life.

"As for the CNTs, heed our call to surrender, avail the E-CLIP and live peacefully with your families and love ones,” urged Licudine. (402nd Infantry Brigade/PIA-Caraga)

Agusan Norte leaders converge in stakeholders’ security forum

BUTUAN CITY, July 12 --  Local leaders in the province of Agusan del Norte have converged for a Stakeholders Security Forum on July 5, 2019 held at the 402nd Infantry Brigade headquarters in Brgy Bancasi, this city.

The Stakeholders Security Forum was an initiative of Agusan del Norte 1st district representative Maria Angelica Rosedell Amante-Matba in partnership with the 402nd Brigade led by Brigade Commander Col. Maurito Licudine.

The forum intends to apprise the local chief executives (LCEs) and key decision makers on the nature, developments and impact of the insurgency situation vis-a-vis the government’s internal security operations and elicit support and commitment in achieving peace and inclusive development in their respective areas.

In response to the call to unite and support the Whole of Nation Approach embodied in the Executive Order 70, the local leaders of the province led by the newly-elected governor Dale Corvera, and the LCEs of the city and municipalities to include mayor Judy C. Amante of Cabadbaran City; Napoleon M. Montero of Jabonga; Aristotle E. Motante of Kitcharao; Richard P. Daquipil of Remedios T. Romualdez; Franklin D. Lim of Santiago; and Fidel E. Garcia, Jr. of Tubay together with the police and DILG officials attended the event.

The officials were informed regarding the security situation in the brigade’s area of responsibility stressing the issues and concerns affecting the political and security environment in the province.

The convergence has generated a unified voice among the local leaders to support and commit in addressing the security problem.

It also tackled the situations of the IP being the most vulnerable target of the exploitation and abuse by the CPP-NPA Terrorist.

Rebeldeng nais magbalik loob, handang kupkopin ng Agusan Norte

BUTUAN CITY, Hulyo 12 (PIA) -- Handang kupkopin ng probinsya ng Agusan del Norte ang mga rebelde na gustong magbalik loob sa gobyerno at mabuhay ng mapayapa kasama ang kanilang mga mahal sa buhay.

Sa katunayan, ipinapatayo na ang isang halfway house upang maging pansamantalang maging tahanan ng mga gustong magbalik sa gobyerno. Ito ay isang transition home at rehabilition center para sa mga former rebels at militia ng bayan.

Ayon kay Ali Kazim Marcaban, coordinator ng Enhanced Comprehensive Local Integration Program o E-CLIP Agusan del Norte, patuloy ang pagpapatupad ng e-clip sa probinsya kung saan ito ay nagbibigay ng psychosocial interventions, gumagawa ng individual case management sa bawat former rebels, pinafacilitate ang chosen livelihood project ng mga ito at tinutulongan silang ecapacitate ang kanilang reintegration sa kumonidad.

Maliban ito sa binibigay na financial assistance sa mga former rebels.

Nanawagan din si dating Ka Tina/Ka Jorge/Ka Yolly at political officer ni Sotero Llamas sa Bicol regional party committee na si Agnes Lopez Fernadez sa mga dati nyang kasamahan sa bundok na bumaba na at magkaroon ng normal na pamumuhay.

Ayon pa kay Fernandez, may magandang programa ang gobyerno para sa kanila at magkakaroon pa ng mapayapang buhay kapiling ang mga mahal sa buhay.

Bilang isang former rebel o FR, malaki ang pasalamat ni Fernadez sa probinsya ng Agusan del Norte sa mga ginagawang tulong lalo na ang pagbibigay ng pondo at mga programa para sa kapwa nya FRs.

Soldiers counter stress through health awareness

PROSPERIDAD, Agusan del Sur, July 15– The Ever Onward Troopers of the 26th Infantry Battalion (26IB), Philippine Army, have recently undergone lectures on health awareness held at the headquarters’ multipurpose hall, Talacogon, this province.

Dr. Rolly Dacera, head doctor of Talacogon District Hospital and medical retainer of 26IB, together with Janis Eryl Jandayan and Erwin Perez, facilitated the lectures particularly on lifestyle diseases and related health problems emphasizing on hypertension, its cause, complications and how to avoid it, in which the soldiers were eager to learn.

 “Hypertension or commonly known as high blood pressure is timely and common health problems nowadays especially for those individuals with undesirable lifestyle,” Dr. Dacera said.

He also conveyed that they will continue to provide health care support to the soldiers including their families.

They will also help the Philippine Army in giving health assistance to the community.

In his statement, Lt. Col. Romeo Jimenea, 26IB commander said, “Health is wealth, it must not be taken for granted especially for our troops.”

“Increasing the health awareness of our troops will equip them not only in performing their duties but also in combating diseases and countering stress. OWWA-NRCO Caraga awards livelihood starter kits to distressed undocumented OFWs

BUTUAN CITY, July 15 - The Overseas Workers Welfare Administration (OWWA) Regional Welfare Office – Caraga through its attached office, the National Reintegration Center for OFWs (NRCO), has recently awarded livelihood starter kits composed of two piglets, three sacks of feeds and vitamins to five distressed undocumented OFWs under the NRCO’s Livelihood Development Assistance Program (LDAP).

About three of these beneficiaries are from Del Carmen in Siargao Islands, one from Surigao City and one from Kitcharao, Agusan del Norte.

One of the beneficiaries, Georgette Vestil Pal from Barangay Songkoy, Kitcharao, Agusan del Norte, was personally visited in her residence by OWWA Caraga officer-in-charge Ma. Ireen Cambaling and NRCO support staff Berly Sain to award the starter kit and to relieve her from traveling to Surigao City, which would take her more or less than two hours.

Pal thanked OWWA-NRCO for the livelihood starter kits she had received and did not expect to receive two piglets instead of one, including feeds and vitamins, which made her even happier and that, she can now start her proposed business.

Meanwhile, the remaining starter kits were awarded at the DOLE – Surigao del Norte Field Office.

The LDAP is a livelihood grant intervention consists of livelihood start-up kit worth P10,000, small business management training and financial awareness seminar intended to bring about improved socio-economic well-being for returning and undocumented OFWs.

Eligible beneficiary under the program shall be any undocumented OFWs who have returned in the Philippines.

An undocumented OFW is defined as: those who acquired their passports through fraud or misrepresentation; those who possess expired visa or permits to stay; those who have no travel documents whatsoever; those who have valid but inappropriate visa; or those employment contracts which were not processed by the POEA or subsequently verified and registered on-site by POLO, if required by law or regulation.

EO 70 isusulong sa Caraga

LUNGSOD NG BUTUAN, Hulyo 15 (PIA)-- Sa pangunguna ng National Intelligence Coordinating Agency (NICA), nagtipon-tipon ang ibat-ibang ahensiya ng pamahalaan na bumubuo sa Regional Task Force - Ending Local Communist Armed Conflict (RTF-ELCAC), para talakayin ang mga gagawing hakbang upang mas mapalawak at mapaigting pa ang implementasyon ng Executive Order No. 70 o “whole of nation approach” sa pagsugpo ng insurgency sa Caraga region.

Ayon kay Director Manuel Orduña ng NICA, kailangang magkaisa ang mga ahensiya ng gobyerno sa pagtukoy sa mga pangunahing isyung kinakaharap ng bawat komunidad nang mabigyang solusyon ang mga ito at pagplanohang mabuti ang mga gagawing hakbang na makatutulong sa mga Caraganons sa pagkamit ng inaasam nitong kapayapaan at sustainable development.

Pagtitibayin pa ng task force ang mga lugar na kabilang sa Peace and Development Zones ng rehiyon, maging ang mga programa't serbisyo na binibigay sa mga residente nito. Bibigyan din ng tuon ang pagtugon sa mga pangangailangan ng mga Indigenous Peoples (IPs) na siyang direktang naaapektuhan ng mga kaguluhang dinudulot ng New People's Army.

Ibinahagi naman ni Capt. Aldim Viernes, Civil Military Operations officer ng 401st Brigade, Philippine Army, marami na rin silang engagements kasama ang IPs.

Magandang paraan din aniya ang pagsagawa ng Community Support Program upang maihatid ang mga programang naaayon sa mga residenteng nasa liblib na lugar, at maipaabot sa kinauukulang ahensiya ang mga problema't hinaing ng komunidad na kailangang matugunan agad.

Caraga stakeholders tackle strategies, mechanisms for EO 70 implementation

BUTUAN CITY, July 15 (PIA) -- Led by the National Intelligence Coordinating Agency (NICA), the member-agencies of the Regional Task Force – Ending Local Communist Armed Conflict or (RTF-ELCAC) convened and discussed the strategies and mechanisms to intensify the implementation of Executive Order No. 70 or the whole of nation approach to end insurgency in Caraga region.

According to Director Manuel Orduña of NICA, government agencies should work together in identifying the issues and concerns in the communities, as well as the root causes of armed conflict, and address all these. Planning on specific ways and means should also be determined in order to achieve peaceful resolutions and sustainable development.

He also said that the task force would strengthen the areas covered under the peace and development zones, where government’s programs and services will continuously be provided to them. The needs of the Indigenous Peoples (IPs) would also be given due attention as they are the ones directly affected by the conflict caused mainly by the new people's army.

Capt. Aldim Viernes, civil military operations officer of 401st Brigade, Philippine Army emphasized that they have constant engagement and development activities with the IPs.

Meanwhile, in the field of communication, Capt. Viernes highlighted that the army in Caraga would continue to enhance their skills on the responsible use of social media and other platforms in disseminating relevant information, including the accomplishments of the task force, so people would not be deceived by the false information and propaganda which the communist-terrorist groups circulate online. PopCom, partners to address RH, fertility concerns

BUTUAN CITY, July 15 (PIA)–- With the aim to address reproductive health and fertility concerns among the growing children – the adolescents of the region, the Commission on Population (PopCom) Caraga has partnered with different government agencies, civil society organizations and church.

PopCom Caraga Regional Director Alexander Makinano is hopeful that with the partnership, the adolescents will help the adolescents become responsible especially in saying no to early sexual activity to prevent teenage pregnancy.

According to Makinano, the partnership has a started a year ago and they are looking forward for a result a year from now with the hope that there will be no unplanned pregnancy among our teenagers in future.

“As of now, teenage pregnancy is increasing in both rural and urban areas as per Philippine Statistics Authority Demographic Survey Result,” Makinano said. However, urban areas are higher in cases compared to the rural due to unregulated accessibility pornographic materials including social media access of young people, he said.

“The higher the exposure among our growing children to pornographic materials, the higher the probability they would engage in sex,” Makinano added.

Makinano also said that there is a resolution by the Caraga Regional Development Council requesting government offices concerned to closely supervise, monitor and even restricts the minors especially during school hours from using the internet, and not allow owners to maintain closed cubicles in their internet cafes.

Moreover, Makinano said that parents still hold the responsibility to monitor their children’s activities.

Meanwhile, Department of Health Caraga regional director Jose Llacuna, Jr. said that giving the right health information is very important. He urges partner media, the press to disseminate the correct information on health especially on family planning.  2 NPA terrorists killed in Agusan del Sur


BISLIG CITY, Surigao del Sur, July 16 -- Two terrorists New People’s Army (NPA) were killed in clash with the government troops in Barangay Bunawan Brook, Agusan del Sur at 3:45 p.m. on Sunday, July 14, 2019, after the 75th Infantry Marauder Battalion (75IB) conducted security operations in the area due to the reports of the concerned citizens on the presence of armed men in Sitio Sta Monica, Bunawan Brook, collecting money and foodstuffs to the residents.

The 15-minute clash erupted after the NPA fired upon the patrolling soldiers while clearing the vicinity of the Sitio Sta. Monica, which resulted to the death of two terrorists and the recovery of one Norinco AK 47 rifle, one M16A1 rifle, one Cal. 45 pistol, one hand grenade, empty magazines of AK47 and M16, backpacks and personal items, while there was no reported casualty on the government side.

According to Lt. Colonel Jaime Datuin, commanding officer of 75IB,the encounter was the result of the joint efforts of 75IB and the concerned residents of So. Sta Monica.

“Without the efforts of the residents themselves in giving us timely and accurate information, we cannot pinpoint the exact location of these terrorists. And because of that, we were able to decisively engage them, stopping them on their extortion activities to the residents, and preventing them to conduct more atrocities in my Area of Operations,” he said.

Based on the report, the two terrorists killed belonged to the NPA’s Weakened Guerrilla Front 14 under Arnold Orlanes Conejar, alias Jorlan, operating in the boundary municipalities of Agusan del Sur and Surigao del Sur.    

“We will continue to intensify our security operations in the Brigade’s Area of Responsibility to neutralize the remaining members of this terrorist NPAs to boost the confidence of our local government units in facilitating the localized implementation of EO 70 in the province. We now have three neutralized NPAs and four high powered firearms recovered just this week, and I strongly believe, this will send a strong message to these terrorists,” Colonel Allan Hambala, commander of 401st Infantry Brigade, pointed out.

“Avail now of the government’s amnesty initiative or die later. You are free to choose,” Col. Hambala added.

Farmers’ group disowns CNTs

BUENAVISTA, Agusan del Norte, July 16– Members of Unyon ng Mag-uuma sa Agusan del Norte or UMAN, a known New Peoples Army (NPA) allied organization, recently disowned the Communist Party of the Philippines (CPP) New Peoples Army (NPA) Terrorists or CNT group and took their pledge of loyalty and allegiance to the government during a Peace Consultation Dialogue held in Barangay Bitan-agan, Butuan City.

In a dialogue initiated by the Barangay Council of Barangay Bitan-agan, in partnership with the local government unit of Butuan City and the 23rd Infantry (Masigasig) Battalion, more than 150 UMAN members, NPA supporters and residents of Barangay Bitan-agan, Butuan City have denounced their support to the CNTs.

The dialogue was aimed to address the issues raised by the residents and the former members of UMAN in the said area. Some of the issues discussed include he security of land tenure; livelihood and employment; youth recruitment; and peace and order, among others.

The UMAN is an organization used by the CPP-NPA Terrorists to recruit farmers as its source of manpower, finance and logistics. Members are being made to pay dues with a promise to give them the lands that they are tilling.

According to Joseph (not his real name), “Kung nakahibalo lang mi sa una na mao ang tomong sa UMAN, wala mi unta nag-apil. Nagpasalig sila na tagaan mig yuta. Kinsa bay dili ganahag yuta busa niapil mi nila. Pero, nabutang hinuon mi sa kasamok. Paningkamutan namo na mausab among kinabuhi pinaagi sa mga programa sa atong gobyerno (If we only knew the real intent of UMAN, we could not have joined them. They promised to give us land so we joined them, only to find ourselves lodged in turmoil. We’ll do our best to straighten up our lives through the programs of our government)."

After taking their pledge of loyalty and allegiance to the government, they took an oath to disown UMAN, end their support to the CPP-NPA-NDF, and not to succumb to any group who will organize and take advantage of them.

Meanwhile, Lola Agnes, a former rebel (FR) and the National President of People’s Advocacy for Collaborationand Empowerment (PEACE), which is an organization of FRs, explained the deception strategies and tactics of the CNTs in recruiting their members. 

“Hangga’t may armado sa lugar ninyo, hindi kayo uunlad. Hanggang kailan ba matatapos ang patayan na walang saysay? Moreover, Lt. Colonel Francisco Molina Jr, Commanding Officer, 23IB encouraged the former members of UMAN and CNT supporters to stop supporting the CNTs.

He said “Akong giawhag ang tanan na dili na mag-apil-apil sa grupong UMAN og magsuporta sa Teroristang CPP-NPA. Kung inyo ning ipadayon mabutang lang sa piligro ang inyong kinabuhi. Walay maayong mahatag ang Teroristang CPP-NPA kung dili kadautan og kagubot (I encourage everyone not to join UMAN anymore and support the CNTs. It will not give you good but only destroys and makes your lives miserable)," Molina added.

In his statement, Col. Maurito Licudine, 402nd Brigade Commander said "the trend of shift of support is the result of the convergence of effort being orchestrated and initiated by the local government leaders. The game changer in addressing the insurgency problem here in Caraga."

Lastly, Col. Licudine emphasized that with the Executive Order No. 70, the government shall prioritize and harmonize the delivery of basic services and social development in the conflict-affected areas and vulnerable communities facilitate social inclusivity and ensure participation of all sectors. Surigao Sur LGU intensifies organic farming

BUTUAN CITY, July 17 (PIA) - With the aim to help the agriculture sector in the province of Surigao del Sur, the provincial government has been stepping up its campaign and initiatives to fully implement the organic or the natural way of farming in all the municipalities of said province.

According to Vice Governor Librado Navarro, chair of the Committee on Agriculture, the provincial government wants to help the local farmers thru organic farming, which has great advantages and benefits not only to people, but also to the environment, as it helps preserve the fertility of the land.

Navarro added that it also prevents consumers from ingesting food with harmful chemicals that are linked to negative health effects.

It can be recalled that Navarro, a former mayor of Bislig City, led the establishment of the City Organic Agri-Fishery Complex with 27 hectare-facility for organic agriculture education, training and research.

Pantawid beneficiaries promote Nutrition Month through communal gardening

PROSPERIDAD, Agusan del Sur, July 17– In line with this year’s observance of Nutrition Month campaign, the Pantawid Pamilya beneficiaries of Barangay Mabuhay grew their own vegetable garden to promote a healthy lifestyle.

Susana Hipolito, parent leader, said that they put up the garden all by themselves with the knowledge they got during Family Development Sessions.

“Tungod sa FDS, nakakat-on kami nga importante gayud ang pag-atiman sa atong kalawasan. Ang among pagpananom nakatabang kanamo sa pisikal ug pinansyal nga bahin (Because of FDS, we learned the importance of taking care of our bodies. Our gardening has helped us physically and financially),” she said.

Their communal garden showcased variety of vegetables that they have planted. These are eggplants, okra (lady fingers), beans, cucumbers, peppers, and onions. Cacao plants and sugarcane are also available in their garden area.

Aside from earning by selling these vegetables, growing their own garden has helped them save since they will no longer buy in the market.

Last Monday, during the kick-off of the Nutrition Month Celebration headed by Dr. Jose Llacuna Jr., regional director of the Department of Health – Center for Health and Development Caraga, encouraged all the government agencies to support their undertakings in raising the awareness of Caraganons towards healthy living and nutrition concerns.

TESDA set to launch '911-TESDA'

BUTUAN CITY, July 17 – The Technical Education and Skills Development Authority (TESDA) is set to launch 911 TESDA,  said Deputy Director-General for Policies and Planning Rosanna A. Urdaneta.

During Monday’s national assembly of the TESDA Gender and Development Focal Point System held in one of the local convention centers here, Urdaneta informed those in attendance that TESDA Central Office is scheduled to launch the project dubbed as “911-TESDA”.

According to Urdaneta, the concept of 911 TESDA is like of that concept with the Grab and Uber where TESDA services can be availed where anybody can hire the services of TESDA graduates online.

She stressed that this will be available the soonest possible and will be pilot-run in Metro Manila.

Army commanders in Caraga discuss peace efforts with SurSur guv

TANDAG CITY, Surigao del Sur, July 18– The commanders of the 401st and 402nd Infantry Brigades of the Philippine Army covering the province of Surigao del Sur paid courtesy call to Governor Alexander Pimentel and discussed the current peace and order situation, and security and development efforts held recently at the provincial capitol, this city.

Colonel Allan Hambala and Colonel Maurito Licudine, Brigade Commanders of 401st and 402nd Brigade, respectively, together with the Battalion Commanders of 75th Infantry Battalion (IB), 36IB and 3rd Special Forces Battalion paid visit to the newly-installed chief executive of the province to formally introduce themselves and update the governor on the security and development efforts being undertaken by the Army units on the ground.

Surigao del Sur is one of the eight provinces covered by the Army’s 4th Infantry Diamond Division based in Camp Edilberto Evangelista, Patag, Cagayan de Oro City.

The two cities and 17 municipalities of the province are further geographically subdivided by three infantry battalions which confront the terrorist groups of the New People’s Army.

According to Colonel Hambala, the visit was just the start of a frequent engagement between the Provincial Government of Surigao del Sur and the 401st Brigade, as the unit covers Bislig City and the seven municipalities of Surigao del Sur.

“With the implementation of Executive Order 70 in the region, Surigao del Sur, which has 12 municipalities identified as the Peace and Development Zones (PDZ), must fully take advantage of the opportunities that will be brought by this initiative,” Hambala said.

“With a strong political will and continuous commitment of our new local chief executives in Sursur spearheaded by Governor Pimentel, I am very sure that the localized implementation of EO 70 will become effective and successful in the whole province,” Hambala added. (26IB/PIA-Agusan del Sur)

20 FRs, supporters surrender in SurSur town

CARMEN, Surigao del Sur, July 18 (PIA) - A total of 20 former rebels (FRs) and supporters of the New People's Army (NPA) Terrorist surrendered to the Community Support Program (CSP) team of Charlie Company, 36th Infantry Battalion (36IB), in close coordination with the local government unit (LGU) of Carmen on July 14, 2019 in Brgy. Hinapuyan, Carmen, Surigao del Sur, an army official confirmed.

Lt. Jonald Romorosa, Civil-Military Operations Officer of the 36IB, said the surrenderers were composed of eight regular members, one courier, two organizers, one medic, one collector, and seven contact members, all residents of Carmen town.

During the interrogation, the FRs and NPA supporters have pledged their sincere commitment to go back to the fold of the government and vowed to withdraw their support from the NPA terrorist.

"For the longest time, we thought that the NPA will help us. But, we were just deceived, we were made to believe that supporting the terrorist NPA will improve our lives. We thanked the Army CSP for opening our eyes on the deceptions and lies of the CPP-NPA-NDF organizations," said one of the surrenderers.

Mayor Plaza stressed that the people of Carmen are already awakened of the NPA's deception.

"The pledge of allegiance manifests the peace-loving Carmenanon’s withdrawal of support and rejection of the NPA terrorists from the communities," Mayor Plaza added.

LTFRB calls on LGUs to submit local public transpo route plan

BUTUAN CITY, July 19 (PIA) - To ensure the security of traveling passengers and smooth flow of traffic in Caraga region, the Land Transportation Franchising and Regulatory Board (LTFRB) emphasized to all the local government units of the region the importance of having a local public transportation route plan for the public utility vehicles.

With this, LTFRB-Caraga OIC-regional director Kristina Cassion called on local government units (LGUs) to comply and submit the required plan.

She said, their office has yet to receive it from different LGUs and should they need technical assistance, the LTFRB will guide them to complete the said plan.

Despite having a delay in the submission, Cassion is still hopeful that all LGUs would be able to submit it within the year.

Cassion added that if in case the LGUs still could not provide the route plan in spite of constant reminder and assistance, they will seek the assistance of the Department of the Interior and Local Government (DILG) as indicated in the joint circular of DILG and Department of Transportation (DOTr).

Meanwhile, the official stressed that the LTFRB intensifies its campaign and monitoring against ‘colorum’ vehicles illegally operating in the region. She emphasized that passengers should ensure their safety by riding only in registered Public Utility Vehicles (PUVs).

Cassion, further, lauded the active support of the transport sector in the implementation of the PUV Modernization Program of the government.

Under this program, several units of new vehicles will soon be launched in the two routes of Butuan City and three in Siargao islands.

Grupo ng mga magsasaka itinakwil ang teroristang CPP-NPA sa Agusan del Norte

BAYAN NG BUENAVISTA, Agusan del Norte, Hulyo 19 (PIA) -- Mahigit 100 miyembro ng Unyon ng Mag-uuma sa Agusan del Norte o UMAN ang nagkaisang itakwil ang CPP-NPA terrorists o CNT sa kanilang lugar. Ang UMAN ay isang grupo ng mga magsasaka na sumusuporta sa mga CPP-NPA kung saan ang pagrerecruit ng mga magsasaka ang pangunahing pinagkukuhaan ng kanilang lakas, pera at logistics at papangakuhang bibigyan ng lupang sasakahin.

Sa ginawang peace consultation dialogue ng 23rd Infantry Masigasig Battalion ng Philippine Army na pinangunahan ng commanding officer na si Lt. Col. Francisco Molina, nanumpa ang mga magsasaka na itakwil ang mga CPP-NPA at maging loyal sa gobyerno.

Ayon kay alias Joseph, kung alam lang nila ang totoong layunin ng UMAN, hindi na sana sila sasama sa kilusang ito.

Ang  mga magsasaka ay nangakong magbabago at gagawin ang lahat sa pamamagitan ng programang binigay sa kanila nga gobyerno.

Ipinaliwanag din ni Lola Agnes, isang dating rebelde, sa mga magsasaka ang mga ginawang panlilinlang at tactics ng mga teroristang grupo sa kanila.

"Hangga't may armado sa lugar ninyo, hindi kayo uunlad. Kung talagang para sa bayan pinaglalaban ng mga NPA, bakit nila sinisira ang mga tulay at gusali na itinayo ng gobyerno? LTFRB-Caraga binigyang-diin ang kahalagahan ng local public transportation route plan

LUNGSOD NG BUTUAN, Hulyo 19 (PIA)- Upang masiguro ang seguridad ng mga pasaherong bumabiyahe at ang maayos na trapiko sa Caraga region, binigyang-diin ng Land Transportation Franchising and Regulatory Board (LTFRB) ang kahalagahan ng pagkaroon ng Local Public Transportation Route Plan sa mga pampublikong sasakyan.

Dahil dito, hinimok ni LTFRB-Caraga OIC-regional director Kristina Cassion ang mga local government units (LGU) ng rehiyon na magsumite na ng route plan ng kani-kanilang lugar.

Matagal na nila itong hinihingi sa LGUs subalit marami pa rin ang hindi pa nakapag-comply. Handa naman ang kanilang ahensiya na magbigay ng teknikal na tulong upang mabuo ang nasabing plan.

Nilinaw ni Cassion na bagamat mabagal ang pagbuo ng mga ito, positibo naman ang LTFRB na maisusumite ito ngayong taon.

Dagdag pa ni Cassion, sakaling hindi pa rin makasunod ang  LGUs sa kabila ng mahabang panahong binigay sa kanila, mapipilitan na umano silang ipaabot ito sa Department of the Interior and Local Government (DILG) alinsunod na rin sa joint circular ng DILG at Department of Transportation (DOTr).

Samantala, iginiit ng opisyal ang ginagawang monitoring ng kanilang ahensiya laban sa mga kolorum na sasakyan.

“Mas maigi pa rin sumakay ang mga pasahero sa mga sasakyang pampubliko na rehistrado upang masiguro ang kanilang kaligtasan,” sabi ni Cassion.

Habang tinututukan ito ngayon ng ahensya, pinuri naman ni Cassion ang transport sector sa kanilang patuloy na pagsuporta sa implementasyon ng Public Utility Vehicles (PUV) Modernization Program ng gobyerno. May ilulunsad na mga bagong unit ng sasakyan sa dalawang rota sa lungsod ng Butuan, at sa Siargao Islands na may tatlong rota.

39 FRs complete TESDA training in Agusan Norte

BUENAVISTA, Agusan del Norte, July 22 -- The Technical Education and Skills Development Authority (TESDA) Caraga, in partnership with the 23rd Infantry (Masigasig) Battalion and 29th Infantry (Matatag) Battalion under the operational control of 402nd Infantry Brigade together with the Provincial Social Welfare and Development, awarded certificates of completion to 39 former rebels (FRs) for the Technical for Works Scholarship Program (TWSP) at the 29IB headquarters, Barangay Del Pilar, Cabadbaran City, Agusan del Norte on July 19, 2019.

The 39 FRs, considered as special clients, completed the training in Food Processing and Wellness Massage "Hilot" training.

This is part of the Enhanced-Comprehensive Local Integration Program (E-CLIP) of the government in capacitating the FRs in preparation for their reintegration to the mainstream society.
 
One of the FRs from 23IB alias Mars, expressed his gratitude to the government for the assistance they provided to them.

“Dako kayo ang akong pasalamat sa gobyerno tungod sa ilang tabang nako. Niadtong anaa pa ko sulod sa kalihukan, grabe nga kalisod ang akong natagamtaman mao nga nakahuna-huna ko nga mobalik na sa sabakan sa gobyerno kay wala gyod koy kaugmaon kung mopadayon ko sa NPA. Pagsurender nako, wala ko nagdahom nga hatagan kog importansya sa gobyerno ug gitabangan gyod ko aron sa pagbaton ug bag-ong kinabuhi ug mas hayag nga kaugmaon pinaagi sa ilang mga programa (I am so grateful to the government for helping me. When I was still in the underground movement, I experienced too much hardship until I decided to go back to the folds of the government. The time I surrendered, I didn’t expect that the government will give me an importance and encouraged me build a new life)," said alias Mars.


Meanwhile, Dr. Ashary Abanto, Regional Director of TESDA, stressed that “the TESDA together with other government agencies continuously conducts trainings for special clients FRs to help them have better lives as they go back to the mainstream society.”

Likewise, Rep. Ma. Angelica Rosedell Amante-Matba of Agusan del Norte as the guest of honor and speaker, said the government is always willing to help them "but we beg you to value everything we gave to you. Don’t waste it for nothing.”

Moreover, 23IB Commanding Officer Lt. Col. Francisco Molina Jr. expressed his extreme gratitude to the government and to the FRs.

Caraga farmer's associations benefit mechanical rice transplanters from DA

BUTUAN CITY, July 22 (PIA)– The farmers in Caraga are thankful to the assistance provided by the Department of Agriculture (DA).

Some 110 farmers associations in the region received the 110 rice transplanters from the DA worth P30.4-million.

According to Felisa Hambala, chairperson of Bayugan 3 Irrigators Association in Rosario, Agusan del Sur, the rice transplanters provided to them would help the sector minimize their expenses in farming.

“Through this machine, the labor cost in farming was minimized, thus, our profit increased,” said Hambala.

Roman Padilla, Jr., chairperson of Mambotua Farmers Association, incorporated in Magallanes, Agusan del Norte, is also thankful being one of the beneficiaries of the said program.

He said, the machine makes their work easier and help them increase productivity.

Apart from the transplanters given to the farmers, DA-Caraga also oriented the beneficiaries on how to use it well and take good care of it.

DA-Caraga regional technical director for operations Alberto Ocampo, Jr. said that aside from minimizing the expenses and time to consume in farming, the machines could also help the farmers increase their production and their profit.

With this development, DA-Caraga is determined to change the traditional way of farming in order to increase productivity and make farmers more competitive with the use of the mechanized farming technologies. (JPG/PIA-Caraga)


Women, children’s laws tackled in Pantawid 1st paralegal training

BUTUAN CITY, July 22–  The Department of Social Welfare and Development (DSWD)-Caraga through the Pantawid Pamilyang Pilipino Program (4Ps) equipped its selected case managers and field workers in handling women/children in especially difficult circumstances (W/CEDC) through the conduct of its first-ever paralegal training on women and children’s laws held recently in this city.

Crislea Celeste, 4Ps regional program coordinator, relayed the need of the Pantawid staff to improve better compliance to the Program in their respective areas based on Gender and Development (GAD) laws, legal protocols, and referral pathways.

“This is also important for promoting social justice in our national development. Since we are serving our clientele who has less in life, they should have more at least in law,” added Celeste.

Lawyer Josefe Sorrera-Ty, dean of Father Saturnino Urios University (FSUU)-College of Law, served as the subject matter expert in orienting the Pantawid staff on GAD laws that provide the legal framework for managing W/CEDC.

These laws include Republic Act 8552 (Adoption Law), 10165 (Foster Care Act), 9775 (Anti-Child Pornography Act), 7610 (Special Protection of Children against Abuse, Exploitation, and Discrimination Act), 8353 (Anti-Rape Law of 1997), 9262 (Anti-VAWC Law), 9208 (Anti-Trafficking in Persons Act of 2003), and 7877 (Anti-Sexual Harassment Law).

Although these laws are similarly constructed, Ty discussed the difference by providing situational scenarios to the participants. She stressed that all reported cases of violence, harassment, or sexual abuse should be depicted clearly by the witnesses or the social workers who are part in handling the case.

“The fruits of your burden will be the blessing of those who come after you,” saidTy after she narrated the adversities our Filipino lawyers have experienced in crafting the Revised Penal Code which was patterned from the Spanish Civil Code.

Moreover, she said that public employees should be granting their fellowmen, especially women and children, access to social justice at all costs, emphasizing that “Public office is a public trust,” as stated in the 1987 Philippine Constitution.

Celeste expressed the interest of the Regional Program Management Office (RPMO) to sit down with FSUU’s Urian Legal Assistance Program (ULAP) to possibly fortify partnership and present these laws on women and children during Family Development Sessions (FDS) and possible provision of legal assistance to those who are in need. DSWD and ULAP are still to finalize these plans, and will meet on another date for this breakthrough partnership.

On the third day, Jessie Catherine Aranas, DSWD-Caraga Protective Services division chief, discussed the procedures in filing gender-based violence (GBV) and other gender-related cases and grievances. These include filling-out the GBV intake sheet, crafting a social case study report, and filing a referral letter.

An action plan and evaluation was done to formally close the three-day training. At least 40 field workers have participated and a second batch is expected next week. (Social Marketing Section/DSWD Field Office Caraga/PIA-Caraga)

Gigaquit wins in search for outstanding coastal community

SURIGAO CITY, Surigao del Norte, July 22-- The Caraga region takes pride in the national scene once again when the municipality of Gigaquit in Surigao del Norte was awarded second runner-up in the third season of Malinis at Masaganang Karagatan (MMK) 2018: National Search for Outstanding Coastal Community held on July 19, 2019 in the island of Siquijor.

Out of the 14 national contenders for the outstanding coastal community, Macrohon in Southern Leyte was named grand winner, while Alaminos in Pangasinan bagged the first place award.

Macrohon will get 30 million worth of agri-fishery livelihood assistance, while Alaminos and Gigaquit will receive 18 million and 10 million, respectively.

The winners were assessed based on five criteria: no illegal fishing; observance of off-fishing season; declaration of marine protected areas; clean coastal waters without any garbage or industrial effluence flowing to the sea; and effective mangrove protection and rehabilitation program.

The MMK is an annual program by the Department of Agriculture (DA) through the Bureau of Fisheries and Aquatic Resources (BFAR), which gives recognition and incentives to outstanding coastal communities and their efforts in coastal resource management.

Agriculture Secretary Emmanuel Piñol, who attended the MMK awarding, is optimistic that the program would contribute to the food sufficiency efforts for every Filipino.

"It is not just about today, but an insurance that the next generation will survive with the sustainable use of the marine resources," he said.

BCPO, SMA to boost establishments' security in Butuan

BUTUAN CITY, July 22 - The Butuan City Police Office (BCPO) facilitated and organized the Security Managers Association (SMA) Election of officers held on July 15, 2019 at the Butuan City hall.

Police Col. Albert Magno, city director, expressed his warmest congratulations and support to the newly elected officers of SMA.

In his message, he emphasized the necessity of building a willing and cooperative organization that would aid the police force in maintaining and ensuring public safety.

“The idea of establishing the said association of business owners and managers of Butuan City materialized from the foreknowledge of BCPO about the fast rising economic state of the city,” cited Magno. 

He has also foreseen the influx of tourists, transients, consequent to the opening of SM mall and Vista mall, that would further led to the expanded population in the city.

“Business will boom, proportional to that is the higher crime volume,” he said.

With these facts, the city director asked the SMA newly elected officers to be cooperative to the police in preventing and solving crime e.g. expedite investigation by giving access to CCTV, and the like.

He also assured that BCPO look after the establishments’ safety as one of the unit’s top priorities.

“We were never hesitant to strike if needed so but in order to be effective and efficient with our safe keeping we need a fully functional and organized local organizations to act with us,” Magno said.

The city police director further expressed that this undeniable cooperation and provision coming from business sectors made the entire police force thankful.

Ayon kay PopCom Caraga Regional Director Alexander Makinano, upang mas mabigyang pansin ang reproductive health and fertility concerns ng mga kabataan at mabigyan ng solusyon ang patuloy na pagtaas ng teenage pregnancy sa rehiyon, kinakailangan ang tulong ng ibat’ibang ahensya - pampubliko man o pribado.

Naniniwala si Makinano na ang layuning ito ay makakatulong upang maging responsable ang mga kabataan pagdating sa ganitong bagay.
Positibo ang PopCom Caraga na ang hakbang na ito ay magbubunga ng magandang resulta at sa susunod na mga taon ay mabawasan ang unplanned teenage pregnancy.

Dagdag pa ni Makinano na base sa Philippine Statistics Authority National Demographic Survey result, mas mataas ang teenage pregnancy sa urban areas kaysa rural, marahil ito ay dahil sa unregulated na access ng mga kabataan sa mga pornographic materials at social media.
Dahil sa pagtaas ng teenage pregnancy nagkaroon din ng resolution ang Regional Development Council ng rehiyon upang masupervise at mamonitor ang mga aktibidad sa mga internet café sa rehiyon lalo ang pag access sa mga pornographic sites o materials at social media.

Dapat din daw na mabantayan ang mga kabataan sa oras na sila ay may klase.

Dagdag pa ni Makinano na mas mahalaga pa rin na mamonitor ng mga magulang ang mga gawain o aktibidad ng kanilang mga anak.

Ayon naman kay Department of Health Caraga Regional Director Dr. Jose Llacuna. Jr., mahalaga ang pagkakaroon ng tamang impormasyon kaya hinikayat nya ang mga partner media na magbiay ng tamanag impormasyon sa kalusugan lalo na sa family planning.

Kampanya laban CPP-NPA ng Army at PNP, pinaigting pa sa pamamagitan ng social media

LUNGSOD NG BUTUAN, Hulyo 22 (PIA)- Dahil sa kanilang determinasyon na mas mapaigting pa ang kampanya ng gobyerno laban kaguluhan at karagasan dulot ng Communist Party of the Philippines – New People’s Army (CPP-NPA) sa rehiyon ng Caraga, nagsasanay nang mabuti ang Philippine National Police (PNP) at Philippine Army (PA) sa pagbuo ng Information, Education and Communication (IEC) materials at pagbahagi nito sa social media.

Ito ay para maipaabot sa publiko ang mga tamang impormasyon at labanan ang mga kasinungalingan ng teroristang grupo.

Sa isinagawang Journalism Training ng Philippine Information Agency (PIA) Caraga sa mga kawani ng 402nd Brigade, PA at PNP Caraga regional office 13 sa lungsod ng Butuan, ipinamalas nila ang kanilang abilidad at pagiging malikhain sa pagbuo ng konsepto at mensahe para sa infographics at social media cards na kanilang ibabahagi sa netizens.

Para kay 1Lt. Wilfredo Quilang, commanding officer ng Bravo Company, 30th Infantry Battalion, PA na isa sa mga partisipante, mas lumawak ang kanyang kaalaman sa pagawa ng balita, feature news, infographics at social media cards bilang sandata sa online laban terorismo.

Ayon naman kay Police Corporal Laarni Mabilog ng Butuan City Police Office, tumaas ang kanilang morale sa isinagawang pagsasanay dahil marami siyang natuklasang bagong techniques sa pagawa ng IEC materials na magagamit ng kanilang ahensiya sa kanilang ibat-ibang programa at kampanya.

Pinuri naman ni 402nd Brigade Commander Col. Maurito Licudine ang lahat ng partisipante at hinimok na maging aktibo sa pagamit ng kanilang natutunan, at mas maging epektibo sa kanilang komunikasyon o pakikisalamuha at coordinasyon sa ibat-ibang sektor ng komunidad.

Samantala, binigyang-diin din ni PIA Caraga regional director Abner Caga na isa itong mabisang paraan upang ma-counter ang mga propaganda at panlilinlang ng teroristang CPP-NPA. RIACAT-VAWC Caraga sets activities for 2019 WDAT celebration

BUTUAN CITY, July 23 (PIA) – The Regional Inter-Agency Committee Against Trafficking – Violence Against Women and Children (RIACAT-VAWC) Caraga has once again lined-up activities for this year’s celebration of the World Day Against Trafficking (WDAT) on July 30, 2019 with the theme “Isang Bayan, Isang Paninindigan Laban sa Trafficking ng Mamamayan” (One Nation, One Affirmation Against Trafficking in Persons).

“The committee has agreed to conduct series of activities to show a unified approach of solidarity with the victim-survivors and awareness raising initiative to fight trafficking in person (TIP) in the entire Caraga region,” said Department of Social Welfare and Development (DSWD) Caraga regional director and RIACAT-VAWC chair Mita Chuchi Gupana-Lim.

Lim bared that members of the committee from various government agencies will convene on July 24-26, 2019 for the conduct of Multi-Disciplinary Training on handling/managing Trafficking in Persons (TIPs) and Victim Protection in San Agustin, Surigao del Sur.

On July 30, 2019, different sectors will also join the committee in the Advocacy Walk scheduled at 4:00 a.m. from the Agusan del Norte Provincial Capitol Ground going to Guingona Park, Butuan City, where the program will also be held. On this day also, the public could witness the launching of the Quiz Bowl for Barangay VAW Desk Officers.

“Aside from that, the committee will also recognize the focal persons and centers providing services for TIPs, and awarding of service providers/duty bearers. In the evening, an advocacy concert will also be held with various local performers,” said Lim.

The lady director also revealed that in time with the charter day of Butuan City on August 2, 2019, the members of RIACAT-VAWC will be visiting the Home for Boys and Gesu Eucharistic in Buenavista, Agusan del Norte for a Gift-Giving activity.

A total of 37 boys and girls will benefit from the activity.

Farmers’ association ng Caraga makikinabang sa mechanical rice transplanters mula sa DA

LUNGSOD NG BUTUAN, Hulyo 23 (PIA)-- Malaki ang pasasalamat ng mga magsasaka sa Caraga region dahil sa tulong na ibinigay ng Department of Agriculture (DA).

Isang daan at sampung rice transplanters ang ibinigay sa 110 farmer's association ng DA Caraga na nagkakahalaga ng 30.4 million pesos.

Ayon kay Felisa Hambala, chairperson ng Bayugan 3 Irrigators Association ng Rosario, Agusan del Sur, malaking tulong ang mga transplanters na ito para mabawasan ang kanilang gastos sa pagtatanim.

Ganoon din ang pasasalamat ni Roman Padilla, Jr. Ang chairperson ng Mambotua Farmers Association, Inc. ng Magallanes, Agusan del Norte dahil isa sila sa mga naging benepisyaryo ng programa.

Makakatulong daw ito para makabawas sa oras ng pagtatrabaho.

Maliban sa ibinigay na  transplanters sa mga magsasaka, tinuruan din sila ng DA kung papano ito gamitin at alagaan.

Ayon kay  DA regional technical director for operations Alberto Ocampo, Jr., maliban sa bawas ng oras sa sakahan, ang mga makinaryas ay makakatulong din upang dumami ang kanilang mga ani at mapataas ang kanilang kita.

Army, PNP intensify campaign vs CPP-NPA thru social media

BUTUAN CITY, July 24 (PIA) - With strong determination, the Philippine National Police (PNP) and the Philippine Army have joined forces thru the enhancement training to intensify the campaign of the government against the Communist Party of the Philippines – New People’s Army (CPP-NPA) terrorists in Caraga region.

Thru the creation of Information, Education and Communication (IEC) materials in social media, the two agencies wanted to keep the public abreast of and be armed with the right information and strategies in order to combat the CPP-NPA’s lies and propaganda against the government.

In the recently conducted Journalism Training by the Philippine Information Agency (PIA) Caraga to the personnel of the 402nd Brigade, Philippine Army and PNP Caraga regional office 13 in Butuan City, they have shown their abilities and creativity in coming up with the best concept and content for the infographics and social media cards that they would share to the netizens.

For 1Lt. Wilfredo Quilang, commanding officer of Bravo Company, 30th Infantry Battalion, Philippine Army, he has gained additional knowledge on how to better write a news story and feature news; and learned to produce effective infographics and social media messaging as their weapon online against terrorism.


“This would really help us in effectively reaching out to the public and communicate to them the truth and facts. We could not afford being fooled by the lies and propaganda of the CPP-NPA terrorists,” said Quilang.

Police Corporal Laarni Mabilog of Butuan City Police Office, expressed that with the said training, she became more confident and her morale is boosted along with her colleagues, as she discovered several techniques in the production of IEC materials, which their office could use in their different programs and advocacies. 

“We should only be disseminating accurate information to the public, as they have the right to know the truth, which was emphasized particularly in this training. I have gained additional knowledge on how I could effectively communicate to the grassroots, and developed my skills in the use of social media,” shared Mabilog.

Meanwhile, 402nd Brigade commander Col. Maurito Licudine, commended the efforts of all the participants and encourages them to use and apply their gained knowledge in their daily work, and become more effective communicators as they constantly coordinate in various communities. (JPG/PIA-Caraga)

Army partners with PIA Caraga for journalism training

BUTUAN CITY, July 24– The 402nd Infantry (Stingers) Brigade, Philippine Army has partnered with the Philippine Information Agency (PIA) Caraga for the conduct of the three-day journalism training to the personnel of the Philippine Army (PA) and Philippine National Police (PNP) held at the headquarters of 402nd Brigade in Barangay Bancasi, this city.

 A total of 21 Army personnel composed of four officers and 17 enlisted personnel coming from different line units under the 402nd Brigade, together with 10 PNP personnel from Butuan City Police Office, participated in the said training from July 17–19, 2019.

The training was aimed to equip the participants from the Army and PNP units on the basics of news writing and other necessary skills to become effective information officers and communicators.

In his opening message, Col. Cerilo Balaoro Jr, 402nd Deputy Brigade commander, underscored the significance of the training as the soldiers now need the writing skills for them to become more effective in communicating with various sectors of the society.

He emboldens all the participants to take advantage of the training and actively participate in order for them to acquire the necessary skills and knowledge.

 "With the advent of technology to influence perception, the TV, Radio, Print and Social Media have become the most potent medium in the information environment. Hence, we should take the initiative to dominate and become the forerunner on the information superiority especially in our efforts in countering insurgency,” Balaoro said.


Col. Maurito Licudine, 402nd Brigade commander, also said that it is essential that the Brigade continues to equip and enhance its soldiers’ skills not only in combat but in the aspect of news writing and the knowledge to convey the Army’s message effectively and appropriately to its intended audience.

“This will ensure that our soldiers can efficiently propagate and amplify the Army’s professionalism in performing their mandate to serve the people and secure the land in line with the Army’s Transformation Roadmap to become a world-class Army that is a source of national pride,” he said.

251 OSY undergo community-based training in SurSur town

TANDAG CITY, Surigao del Sur, July 24 (PIA)– A total of 251 Out of School Youths (OSYs) undergone the Community-Based Training (CBT) programs launched early this month in Madrid aimed to equip them with skills and basic knowledge that could help them land a job.

According to Lee Escobal of the Technical Education and Skills Development Authority (TESDA), the CBT programs included driving, basic household wiring and small Engine (Motor Mechanic). 

Of the 251 beneficiaries, 200 OSYs were enrolled in driving, 26 in basic house wiring and 25 in small engine (Motor Mechanic).

The said activity will run until July 26, 2019, added Escobal.

Rey Espinoza, one of the beneficiaries, thanked TESDA for the additional knowledge he gained from the training. 

“Because of the additional knowledge I learned, I can now compete with other applicants in applying for a job in big companies and I thanked the government for the opportunity,” Espinoza said.

Symbolic babies for 100M population turn 5

BUENAVISTA, Agusan del Norte, July 24 --  The babies who represent the impact of the increasing population size of the country will turn five on July 27 this year.

The regional office of the Commission on Population and Development (PopCom) continues to monitor the growth and development of the so-called 100Mth babies in Caraga Region as its indicator in the implementation of the country’s population policy and thrusts addressing the ballooning population size.

PopCom highlighted this year’s celebration with the theme “Sa Ika-limang taon ni baby, Pagtutulungan tungo sa Maunlad at Malusog na Kinabukasan.”

The birth of the symbolic 100Mth babies which was witnessed by PopCom, together with the Department of Health and Philippine Health Insurance Corporation reminded us that the country’s population already hit 100 million last July 27, 2014 at exactly 12:06 a.m.

The 7th symbolic babies namely Lyca Jane Geroy, Zhyraiah Orillaneda Tranquilan, Bella Christina Matugas Lincuna, Queen Genyvic Malate Juanillo, July Marie Aquino Dahug, James Mark Diano Montalban and Arhea Jabonillo Damasco were closely monitored by the Local Population Office as to their health status and development.

Based on the report as to their whereabouts, only Arhea Jabonillo Damasco together with her family had migrated to Region X.

During the event, the Department of Health through the Regional Nutrition Council will present the health and nutritional status of the symbolic babies based on the result of the status monitoring report hand-carried by the parents.

In recognition of the important role of the symbolic babies in the region, PopCom will hand in a birthday gift pack to the child during their 5th birthday. The gift packs contain various stuff based on the child’s developmental needs.

As part of the agency’s commitment to zero the unmet need for modern family planning, a brief orientation on Responsible Parenting and Family Planning to the parents of the symbolic babies will comprise the event.

Former rebels, supporters benefit livelihood programs from gov't

BUTUAN CITY, July 25 (PIA) -- With the aim to put a stop on the insurgency problem in the province of Surigao del Sur, the members of the poverty reduction, livelihood and employment cluster have launched the enterprise development and skills and livelihood programs for the former rebels and supporters of the rebel groups in Sitio Ibuan, Barangay Mampi, Lanuza, Surigao del Sur.

Along with it, beneficiaries also undergone the spiritual and values formation session.

According to Regional Director Ashary Banto of the Technical Education and Skills Development Authority (TESDA), with the said program, it brings the government closer to the people particularly to the target beneficiaries, to ease their difficulty in going to other places to get the services.

Col. Cerilo Balaoro, Jr., deputy commander of 402nd Brigade, Philippine Army said, the initiated program seeks to address the main problem in the area, to include poverty and unemployment.

Also, Thelma Salazar, an Indigenous Peoples (IP) is thankful to the different government agencies for providing them their programs and services in their barangay.

Meanwhile, Surigao del Sur Governor Alexander Pimentel encourages the local residents to report to his office should they know anyone who wants to surrender, as the local government unit offers appropriate support for the former rebels who desire to live a normal life in the mainstream society. Army, PNP enhance skills, complete journalism training in Butuan

BUTUAN CITY, July 25 – About 31 personnel coming from the Philippine Army (PA) and Philippine National Police (PNP) enhanced their skills as they completed the three-day Journalism Training held at the Headquarters of 402nd Infantry (Stingers) Brigade, Philippine Army in Barangay Bancasi, this city.

In partnership with the Philippine Information Agency (PIA) Caraga, the Basic Journalism Training participated by 21 personnel of the 402nd Brigade and 10 from Butuan City Police Office (BCPO) formally culminated in a closing ceremony on July 20, 2019.

“We are very grateful for including us in this training. It really helped us a lot in learning the skills in news writing and the proper way of conveying our messages to the people,” Police Corporal Laarni Mabilog of BCPO expressed.

During the training, participants underwent series of workshops and presentations. They were subjected to straightforward critiquing from the subject matter experts of PIA Caraga to evaluate and improve their individual outputs. 

1st Lieutenant Jayson Tulang from 36IB under the 402nd Brigade said, that his expectation on the training were surpassed. The skills he learned were exceptional considering the limited number of training days.

“Our skills were clearly enhanced. Not only did we learn about how to craft a news release but also using the info graphics to reinforce on how we convey our stories and to the intended audience. We are very thankful to PIA for painstakingly guiding us,” he added. 

In his speech, Col. Maurito Licudine, 402nd Brigade commander conveyed his heartfelt gratitude and appreciation to PIA Caraga for the overwhelming support to the training and lending their precious time in sharing their expertise and knowledge in the realm of news writing and information to Army and PNP personnel.

“I would like to congratulate the participants coming from different battalion and combat support units together with the PNP personnel of Butuan city for enduring the training. I am confident that the participants learned a lot as they go back to their respective units with the acquired learning and skills, they will be able to contribute to the information operation guided by the accomplishment of our mission in line with our campaign to end the local communist armed conflict,” said Licudine. Ayon sa kanya, nahirapan man siya sa laro, lubos naman ang kasiyahang naidulot nito sa kanya at sa iba pa niyang mga kasama.

“Masaya ang paglalaro namin. Akala ko di kami pwedeng sumali sa mga sports dahil sa kapansanan namin, pero pwede pala. Nakakatuwa,” sabi ni Narvasa.

Ito rin ang ipinakita ni Gabby Amodia, PWD Federated President ng Buenavista, Agusan del Norte na aktibong nakilahok sa larong bowling. Masaya siyang naipakita niya sa publiko ang kanyang abilidad sa kabila ng kanyang kapansanan.

Pinuri at ipinagmalaki naman ni Silver Joy Tejano, Provincial Social Welfare and Development (PSWD) officer sa Agusan del Norte ang lahat ng sumuporta at lumahok sa Paralympics. Umaasa siyang makilala sa buong bansa ang kakayahan at galing ng PWDs sa Caraga region at mapabilang rin sa Southeast Asian Games.

"Sana yung ibang PWDs sa ibat-ibang probinsya ng Caraga ay lumahok din sa ganitong aktibidad upang maipakita din sa iba ang kanilang kakayanan, maging ang kanilang mga talento. Handa naman ang gobyerno na tumulong sa kanila at nang maibigay ang kanilang kinakailangan," sabi ni Tejano.

MGB turns over school projects, launches ALS training facility in Surigao Norte HS

SURIGAO CITY, Surigao del Norte, July 29 (PIA)-- The Mines and Geosciences Bureau (MGB) in Caraga turned over recently several school projects and launched the Alternative Learning System-Education and Skills Training (ALS-EST) training facility and assessment center at the Gigaquit National School of Home Industries (GNSHI), Gigaquit town, this province.

The turned over school projects and donated materials include bread and pastry production national certificate II (BPP NC II) assessment center, unserviceable instructional and office equipment, as well as, two-unit vehicles.

As one of the Department of Education's (DepEd's) non-formal education programs, ALS-EST is a variant of the Alternative Learning System which is the DepEd’s primary vehicle for non-formal education.

It systematically integrates a skills training component into the standard academic ALS Curriculum.  ALS-EST offers out-of-school youth and adults the prospects of self-improvement and productive life. 

MGB 13 Division OIC Chief Engr. Carlos A. Cogolio, Jr, said that the agency will continue to promote education and support optimal learning and the holistic enrichment of human life. 

Meanwhile, DepEd Caraga Assistant Regional Director Dr. Fidela Rosas said that GNSHI is making a name for Gigaquit because it is the only high school piloting the ALS-EST in Caraga Region. 

She lauded the school principal, faculty, staff and learners for having complied with the requirements prescribed by the DepEd and envisioned that GNSHI will make a big leap in as far as academic, technical and total development of learners and the possible acknowledgment of teachers as model teachers in the promotion of program offerings.

She also conveyed the warmest congratulations of DepEd Regional Director Cesar Bringas to GNHSI for successfully implementing the ALS-EST which is the only one in Caraga Region.

Farmer's group receives P1M livelihood project in Surigao Norte

SURIGAO CITY, Surigao del Norte, July 29 (PIA)-- The Sabang Tayaga Poultry Livelihood Association (SATAPOLA) in Barangay Tayaga, Claver town received an egg production project worth P1 million from the mining company, Platinum Group Metals Corporation (PGMC).

The said livelihood project was replicated by PGMC after the success of a similar project with Punta Naga Sustainable Livelihood Association, a non-mining community in Barangay Cagdianao, Claver.

SATAPOLA President Ancelmo Olvez expressed his gratitude to PGMC for despite being a non-mining barangay, they were able to receive the said project. It was learned that this is the first-ever big-ticket livelihood project implemented by PGMC outside its host communities.

As part of the skills enhancement and empowerment, SATAPOLA members undergone series of training such as Philippines BizCamp and a one-month actual farm management training accredited by the Technical Education and Skills Development Authority in Adlay, Carrascal, Surigao del Sur.

Olvez assured PGMC that they will work hard for the success of the project.                 
                        
Meanwhile, Tayaga Punong Barangay Arnel P. Laurena also thanked PGMC for their concerns to the non-mining barangays.

ANDANAR SAYS OPEN DIALOGUES FURTHER IMPROVE GOV’T SERVICES


TACLOBAN CITY — The regional participatory governance dialogues will address remaining concerns in the government bureaucracy, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said.
“Today, we continue the telling of our country's story. Enjoining the people in participating in governance by bringing the President’s cabinet secretaries into your actual lives through this town hall meeting. To communicate, to clarify, and to converge,” Andanar said in his speech during the Dagyaw 2019: Open Government and Participatory Governance Regional Townhall Meeting here.
“The bureaucratic web of problems can expeditiously evaporate [through] dialogue, and derive resolutions,” Andanar added.
Dagyaw aims to be one of the main government campaigns that will provide avenues for productive, valuable, sincere, and visible engagement between the government and the people at the local level.
“Everyone has a story to tell. Our task is to gather your stories and take them to the desks where programs and decisions are made. But it is here in the town halls where questions are to be answered,” Andanar said.
Andanar highlighted the importance of Dagyaw in the participation of the people in governance, which reflects the Filipino concept of “bayanihan” — a Hiligaynon term where “Dagyaw” was coined.
It also seeks to communicate the reforms of the Duterte administration to the local level, entertain citizens’ concerns, establish a one-stop shop of frontline government services, and gather stakeholder inputs for the co-creation of the Philippine Open Government Partnership (PH-OGP) National Action Plan 2019-2021.
“Everyone is in this movement, and all together are carrying their desires, their ideas, and their dreams towards a national action plan for the rest of this year and beyond,” the PCOO chief said.
The Tacloban leg marks the 6th Dagyaw town hall meeting since July this year, following the Pampanga, Cebu, Davao, Koronadal City, and Pasay City caravans.

The PCOO, the Department of Budget and Management, and the Department of the Interior and Local Government will continue to bring open government dialogues to regions outside Metro Manila until September.

Moreover, Andanar urged the local government units as well as the stakeholders to lobby for the creation of the Freedom of Information (FOI) law.

“My challenge to all of you here in Tacloban city...to all of the mayors, to all of the NGAs (national government agencies), all of the stakeholders who are present today. If we really want to make the entire government transparent, write your congressmen. Write your senators. Tell them to pass the FOI bill. Make it a law,” he said.

Andanar said that President Rodrigo Roa Duterte has already done his part in initiating the FOI program through Executive Order No. 2 signed 25 days after he took his oath of office.

“The ball is now in the congress and the senate to pass this into law. Through this FOI, the work of government becomes properly accessible for scrutiny and relevant for informative needs. In this matter, government becomes as large and as important as a nation by acquiring a dimension that's profoundly and wonderfully of the people, by the people, and for the people,” Andanar closed.

ANDANAR: PCOO TO BUILD COMMUNICATIONS TRAINING CENTER FOR INFORMATION OFFICERS


TACLOBAN CITY—Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said that the government will establish a strategic communications training academy for national and local government information officers as early as next year following the approval of the Finance and Budget departments.

Information officers of various government agencies lauded Secretary Andanar’s plan, saying it will not only provide a strong, comprehensive and unified communications structure to combat disinformation, but will also breed excellent communications officers nationwide.

“The quality of information that we receive based on our present structure would depend on the capability of the government information office. There are so many bureaucratic organizations to look up to...such as the PNP, AFP, PIA, also DFA. Most of these organizations have highly qualified people. But it does not go across the entire government bureaucracy. Most barangays don’t even have information officers,” Andanar said during the oath-taking ceremony for the Association of Government Information Officers Region 8 at the Philippine Information Agency Tacloban City headquarters.

“One thing I noticed is the lack of uniformity in government communication paradigm. Each department on the national level has different ways to do media relations and public relations,” he added.

“I conceptualized an academy that perhaps can help us in our pursuit that can help us improve our communications paradigm. I thought that it is imperative that the government sets up its own government strategic communications training center,” Andanar said.

He said that the training center will have research facilities, television and radio stations, a digital newsroom, lodging, and attached agencies of the PCOO like the Philippine News Agency and Philippine Information Agency.

“It has all of the necessary information that we need. All information officers across the archipelago can learn the real way,” the PCOO chief said.

He said that he plans to build the strategic communications training center in Bukidnon where it not only has a temperate climate but is also a gateway to major cities in southern Philippines such as Davao City and Cagayan de Oro City as the government seeks to push development in regions outside Metro Manila.

Andanar said that the Department of Finance and the Department of Budget and Management has already approved in principle the planned training center to be included in the national budget when the PCOO presented its business proposal.

He said that he wants the training academy to start construction as early as next year, in time for the completion of the People's Television Network Mindanao Media Hub, as well as the commencement of the Visayas Media Hub’s construction by then.

Francis Rosaroso, an Information Officer from the Department of Agriculture said that the plan is a dream come true for government communicators.

“This is attuned to our vision of professionalizing and institutionalization of our ranks. Once we have that Govt StratCom Academy, anyone who undergo short or longterm courses in this training center will be honed according to a standard of excellence that the center will provide to aspiring information officers. A very nice move or idea from Sec. Andanar. With this high-end learning center in mind, I can say that Sec Andanar really knows what he is doing. A good legacy that he can leave to the next-gen of information practitioners,” he said.

AgNor PWDs join Paralympics

BUTUAN CITY, July 31 (PIA) - Despite their condition, the persons with disabilities (PWDs) in Agusan del Norte actively participated in the multi-sports during the paralympics held here recently.

The PWDs played volleyball tournament (men and women); basketball; bowling; and dart games.

Gina Narvasa, 46 years old from Carmen, Agusan del Norte, was one of the participants who did not hesitate to join the volleyball tournament with other women PWDs.

She said, playing the game was quite difficult for her condition, yet with perseverance, she finished the game with cheerfulness and great fulfillment along with other contenders.

“This is my first time to join and I enjoyed it. I thought I could never play this kind of sport (volleyball) because of my condition, but I just did and I’m so happy,” said Narvasa.

Gabby Amodia, the PWD federated president of Buenavista, Agusan del Norte who also joined in the bowling tournament, was thankful that he was able to show his skills and ability in performing the game despite his physical condition.

Meanwhile, Silver Joy Tejano, Provincial Social Welfare and Development (PSWD) officer of Agusan del Norte thanked all the PWDs who supported and took time in joining the paralympics this year.

She expressed her hopes that more PWDs in Caraga region will get involve and be known in the different sports, and be able to make it in the Southeast Asian Games.

Surigao Norte Agrarian orgs undergo climate change, DRR seminar-workshops

SURIGAO CITY, Surigao del Norte, July 31 (PIA) - Assisted agrarian reform beneficiaries’ organizations (ARBOs) of DAR Surigao del Norte (DAR-SDN) underwent recently a series of seminar-workshops on climate change awareness, and disaster risk reduction and management conducted by DAR-SDN’s Program Beneficiaries Development Division held in Brgy. Cabugao in the municipality of Bacuag, this province.

The seminar gave the participants additional knowledge on awareness-building and adaptation on climate change so organizations in the communities can better cope with the adverse impacts of climate change.

The three ARBOs that participated in the said seminar-workshop are the Cabugao First Farmers Agra Consumers Cooperative (CAFIFACOCO), Cabugo Multi-purpose Cooperative (CAMCO), and Pagao Farmers Association (PAFA).

PAFA President Sabina C. Honor hopes that what they have formulated in their climate change plan as an organization, they can apply it also in their own households and as concerned individuals of their barangay.

Meanwhile, CAFIFACOCO Chairperson Perla B. Raganas was thankful for the seminar because it opened their eyes that they need to plan ahead and be aware especially that their office and processing building is prone to flooding.

“We need to lay our measures to prevent the risk in dealing with natural calamities,” Raganas said.

Python troopers winner in Gawad KALASAG Award in Caraga

SURIGAO CITY, Surigao del Norte, July 31 (PIA) -- The Disaster Emergency Assistance and Rescue (DEAR) of the 30th Infantry (Python) Battalion (30IB), Philippine Army was once again declared as the regional winner for the Government Emergency Response Management Services (GEMS) during the 2019 National Disaster Resilience Month (NDRM) culmination program on July 26, 2019 held at the LMX Convention Center, Bancasi, Butuan City.

The Gawad Kalasag (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) search for excellence in Disaster Risk Reduction and Management (DRRM) and Humanitarian Assistance is an annual activity conducted every NDRM spearheaded by the Office of Civil Defense (OCD) to recognize its stakeholders.

It is one of the OCD’s mechanisms in obtaining sustained commitment and support by recognizing exceptional contributions of DRRM practitioners in strengthening the resilience and adaptive capacities of nations and communities to disaster risks.

The 30IB troopers won the award and hailed as grand slam champion for the year 2015, 2016, 2017 and 2018 for its best practices in implementing its DRRM programs aimed at protecting and shielding high-risk communities against hazards.

It can be recalled, that for the year 2018 during the Tropical Storm “Basyang” the DEAR platoon conducted Disaster Relief Operation and saved lives of 21,044 individuals in the area.

With all challenges posed by natural and man-made catastrophe to the population within its area of responsibility, the 30IB of the Army emphasized its Disaster Risk Reduction Operations on the organization of DEAR 30IB unit as the readily deployable rescue force during disaster and emergency situations.

Lt. Col. Jeffrey A Villarosa, commanding officer of 30IB, recognized the efforts and support of their counterparts from the local government units and local DRRMOs.


“This kind of recognition refills our energy and reinvigorates our spirit to serve our people. However, winner or no winner, may I once again reaffirm the Python trooper’s commitment and dedication to render our services to the wonderful and peace-loving people of Caraga, particularly the people in the area of operation of our unit,” Lt. POPCOM Caraga celebrates 100-millionth babies' 5th birthday

BUTUAN CITY, Aug. 1 (PIA) - Five children who were among the symbolic 100-millionth babies in the country were delighted to receive the gift from Commission on Population (PopCom) Caraga as they celebrated their 5th birthday here, with the presence of other concerned government agencies.

PopCom, together with the Department of Health (DOH) and Philippine Health Insurance Corporation (PhilHealth) Caraga, has been monitoring these children’s growth and health condition since they were born.

The said agencies also reminded the parents to ensure that their children's needs are met and a quality life and access to health, education and proper guidance are provided so they grow up responsible citizens.

Dir. Alexander Makinano of PopCom-13 also stressed that the government has intensified its efforts and campaign towards responsible parenthood and family planning program.

Meanwhile, parents of the five children also expressed their thanks to all working government agencies for continuously providing assistance and social welfare programs and services for their children.

“Thank you to all the government agencies that continue to provide our children with the assistance they need as they grow up. We will also do our best as parents,” said Cherilyn Aquino of Agusan del Sur.

“I am thankful especially to PhilHealth. We did not pay any centavo in the hospital bills when my daughter was admitted,” Ryan Tranquilan of Surigao del Sur said.

Produkto sa Caraga ibinida sa ASPIRE trade fair

LUNGSOD NG BUTUAN, Agosto 1 (PIA)- Mas mura ngunit dekalidad na mga produkto. Iyan ang ibinida ng local farmers at business sector, kasama ng ibat-ibang ahensiya ng gobyerno sa tatlong araw na Agribusiness Support for Promotion and Investment in Regional Enterprises (ASPIRE) Trade Fair dito sa lungsod.

Ayon kay Dir. Junibert De Sagun, deputy director ng Department of Agriculture - Agribusiness and Marketing Assistance Service (DA-AMAS), layun nitong mas mapaunlad pa ang sektor ng agrikultura  at pamumuhay ng local farmers sa pamamagitan ng trade fair, business matching at investment promotion.

“Ito ay nabuo noong 2017, nagkaroon ng formal agreement ang Department of Trade and Industry, Department of Agriculture at Philippine Chamber of Commerce and Industry, Incorporated. Layun nitong pagtagpuin sa isang lokasyon ang ibat-ibang sector nang maibida sa publiko ang kanilang produkto at mas makilala ito ng mga konsumante,” sabi ni De Sagun.
Binigyang-diin din ni Engr. Leandro Gazmin ng PCCI na nakatuon sila sa pagtukoy sa mga pangunahing bilihin ng rehiyon upang akma sa pangangailangan ng local farmers ang tulong na binibigay ng pamahalaan sa sektor.

“Para sa Caraga region, masaya ako na tuluy-tuloy pa yung suporta nila sa ASPIRE. At umaasa ako na magkaroon na ng mas malaking awareness ang publiko,” sabi ni Gazmin.

Ibinahagi naman ni Dir. Annray Rivera, focal person for TienDA South Metro ang kahalagahan ng TienDA malasakit store para sa mga local farmers.

“Sa TienDA po, ang ating mga farmers ay nate-training kung paano magtinda ng sarili nilang produkto. Nakakapag-command sila ng mas tamang presyo ng kanilang produkto at yung mga consumers naman ay nakakabili ng mas mura, mas sarili,” sabi ni Rivera.

Samantala, laking pasalamat naman ni Jhoanna Garcia sa tulong na ibinibigay ng pamahalaan sa local farmers at entreprenuers na kagaya niya.

“Nagpapasalamat ako sa mga nagsuporta sa akin sa government agencies, sa DA Caraga at LGU. Huwag po kayong magsawang tumulong sa katulad naming maliliit na farmers na nag-uumpisa pa lang sa entrepreneur nato at pagpalain po kayo ng panginoon sa pagtulong nyo sa amin,” pahayag ni Garcia. LGU-Butuan nanawagan na magkaisa sa pagpapanatili ng kalinisan sa Agusan River

BUTUAN CITY, Agosto 1 (PIA) - Maaga palang ay nagtipon-tipon na ang mga Butuanons at Agusanons, kasama ang mga opisyal ng lokal na pamahalaan at mga kawani ng ibat-ibang ahensiya ng gobyerno para sa Abayan Festival sa Agusan River dito sa lungsod.

Highlight dito ang fluvial procession bilang pagbigay halaga sa Agusan River at sa patron Santa Ana.

Sa kanyang mensahe, nanawagan si Butuan City Mayor Ronnie Vicente Lagnada sa mga Butuanons at Agusanons na patuloy na pahalagahan ang kagandahan at kalinisan sa Agusan River dahil isa ito sa nagbibigay sigla sa turismo ng butuan.

Hinimok din niya ang lahat na sundin ang tamang pag-segregate ng basura at iwasang magtapon ng mga plastic wastes sa nasabing ilog.

“Basura ang pangunahing kalaban ng ating Agusan River kaya panatilihin nating malinis ito. Huwag tayong magtapon ng mga plastic sa ilog dahil nakakasira ito sa kalikasan,” sabi ni Lagnada.

Maliban sa fluvial parade, isinagawa rin ang ‘baroto’ race ng mga kabataan at kababaihang mahilig sa sailing sports.

Isa si Reah Umpad, 40 taong gulang sa nakilahok sa ‘baroto’ race ng mga grupo ng mga kababaihan. Layun ng kanilang grupo na maipakita sa lahat na malinis ang Butuan at nagkakaisa ang lahat para maisulong ang mga proyektong makapagdudulot ng pag-unlad sa lungsod.

Ibinahagi rin ni Michael Jepson Oribia, grade 12 student at miyembro ng Dragon Boat Team sa lungsod ang kanilang adhikain na mas makilala pa ang butuan sa kalinisan at kagandahan ng Agusan River. PopCom Caraga ibinida ang ika-5 taong kaarawan ng mga batang kabilang sa 100-Millionth babies

LUNGSOD NG BUTUAN, Agosto 1 (PIA) - Bakas ang saya sa mukha ng mga batang nagdaos ng kanilang ika-limang taong kaarawan dito sa lungsod sa regalong handog sa kanila ng Commission on Population (PopCom) Caraga.

Ang limang batang ito ay kabilang sa simbolikong 100-millionth babies ng bansa.

Mula nang pinanganak sila ay sinubaybayan na ng PopCom ang kanilang paglaki, maging ang kanilang kalusugan.

Kasama ang Department of Health (DOH) at Philippine Health (PhilHealth) Caraga, sinuri ang kalagayan ng mga bata at pinaalalahanan ang mga magulang na gabayang mabuti ang kanilang mga anak nang lumaki silang maayos at responsable.

Ibinahagi rin ng ahensya ang kahalagahan ng pagpapatupad ng responsible parenthood o family program ng gobyerno.

Laking pasasalamat naman ng mga magulang sa patuloy na suporta na binibigay ng PopCom at iba pang ahensiya ng pamahalaan.

“Maraming salamat po sa ibat-ibang ahensiya ng pamahalaan na patuloy na tumutulong sa aming mga anak,” sabi ni Cherilyn Aquino ng Agusan del Sur.

“Salamat din sa PhilHealth dahil noong nagkasakit ang aking anak, wala po kaming binayaran sa hospital,” sabi naman ni Ryan Tranquilan ng Surigao del Sur.

RTF-ELCAC Caraga bumuo ng action plan para sa pagpapatupad ng EO 70

LUNGSOD NG BUTUAN, Agosto 1 (PIA)- Nagtipon-tipon ang ibat-ibang ahensiya ng gobyerno na siyang bumubuo sa 12 clusters sa ilalim ng Caraga Regional Task Force - Ending Local Communist Armed Conflict (RTF-ELCAC) dito sa lungsod para bumuo ng ibat-ibang action plan alinsunod sa Executive Order No. 70 o ang pagsugpo ng local armed conflict o insurgency sa rehiyon.

Ayon kay regional director Lilibeth Famacion ng Department of the Interior and Local Govrnment (DILG) Caraga at head secretariat ng Regional Peace and Order Council (RPOC), kailangan magtulungan ang mga ahensiya ng pamahalaan at ma-streamline ang mga gagawing hakbang sa kanilang pagtugon sa problema sa insurgency,para mas maging planado at organisado.

Ibinahagi ni Erica Gina Cariño ng National Intelligence Coordinating Agency (NICA)-central office ang mga mahahalagang papel ng bawat cluster at mga programa't serbisyo ng mga ito na dapat maibigay sa apektadong komunidad.

Binigyang-halaga rin ni regional director Manuel Orduña ng NICA regions 10 at Caraga ang ilang programa at kampanya ng administrasyong Duterte na nakatulong sa mga mamamayang pilipino lalu na ang mga programang  nakapagbigay oportunidad sa mga former rebels na makapagbagong buhay.

Umaasa naman si assistant regional director Roy Kantuna ng National Economic and Development Authority (NEDA) Caraga na sa mga nabuong action plans ng mga clusters ay mas mapaigting pa ang kampanya laban insurgency at mas matugunan ang mga pangunahing isyung kinakaharap sa mga conflict-affected areas ng rehiyon.

Ang RTF-ELCAC ay binubuo ng: 1) local government empowerment; 2) legal cooperation cluster; 3) basic services; 4) peace and law enforcement; 5) local peace engagement; 6) sectoral unification capacity building and empowerment; 7) livelihood and poverty alleviation; 8) strategic communication; 9) infrastructure and resource management; 10) situational awareness and knowledge management; 11) E-CLIP and amnesty; at 12) international engagement. Kampanya laban Dengue, mas pinaigting pa sa Caraga region

LUNGSOD NG BUTUAN, Agosto 1 (PIA)- Tumataas ang bilang ng nagkakasakit sa Dengue sa Caraga region.

Sa datos ng Department of Health-Center for Health Development (DOH-CHD) Caraga,  noong Hulyo 22, may mahigit 6,000 kaso ng dengue ang naitala sa rehiyon, mas mataas kumpara sa kaso noong nakaraang taon, subalit  nasa below alert level pa rin naman ang rehiyon.

Ayon kay DOH-CHD Caraga regional director Dr. Jose Llacuna Jr., kailangang mas paigtingin pa ng mga lokal na pamahalaan ang kampanya laban sa sakit na dengue upang hindi na madagdagan pa ang kaso nito sa rehiyon.

“Mayroon tayong 6,500 cases of dengue dito sa  Caraga. Mataas ito ngayon kumpara sa 2,300 noong nakaraang taon, pero yung level natin sa bago nating graph is below the alert level pa rin naman,” sabi ni Llacuna.

Pinaalalahanan din nang ahensiya ang lahat ng mga barangay na patuloy na sundin ang 4S campaign para maiwasan ang pagkalat ng dengue – ito ay ang search and destroy; self protection measures; seek early consultation; at say no to indiscriminate fogging.

Pinasalamatan naman ng health department ang mga lokal na pamahalaan ng rehiyon sa patuloy na pagpapatupad ng mga programa ng gobyerno para sa mga mamamayan.

Samantala, pinaigting rin ng DOH-CHD ang kampanya laban tigdas kasabay ng pagsasagawa ng school-based immunization sa ibat-ibang probinsya ng rehiyon.

Ayon pa kay Direktor Llacuna, may mataas na bilang ng kaso sa tigdas sa Caraga subalit hindi naman ito umabot sa alert level.
Patuloy din aniya ang kanilang koordinasyon kasama ang Department of Education para matiyak ang pagbigay bakuna sa lahat ng mga school-age children o mag-aaral sa darating na Setyembre. (JPG/PIA-Caraga)
