Butuan senior citizens seek additional free meds

BUTUAN CITY, Oct. 16 (PIA) -- Though provided with complete meals daily inside the Por Cristo, a center for the abandoned elderly, the senior citizens asked for free medicines for different types of medications including vitamin supplements.

Because of old age, they said they sought the love and care from people around them, especially those who were neglected by their family and has no one to turn to.

During the visit of the members of the Regional Inter-Agency Committee on Senior Citizens (RIAC-SC) Caraga at Por Cristo, the elderly men and women received personal hygiene kits and food packs. The department of health also conducted free blood sugar testing.
Lola Remedios Ambal, 69 years old from Gingoog City was one of the elderlies inside the Por Cristo who benefitted from the said activity.

She said she was delighted to have been visited by a group of individuals from various organizations and brought in-kind donations and food. However, she also wished that the government would provide them free medicines for hypertension, diabetes, and the like.

Ambal was emotional as she shared how she missed her family, who have not visited her for a long time. “We’re very happy to see you here visiting us. There were times when nobody visits us, and it really makes us sad and alone,” she said.

Free medicines were also the main request of lolo Alfredo Luna, as he also is suffering from arthritis. He said, Por Cristo could not sustain the provision of medicines due to budgetray constraints. Hence, he asked for long-term support of medicines by the government and other concerned organizations.

According to Susan Maestrado, home supervisor of Por Cristo, with the increasing number of senior citizens sheltered at the said center, they continue to give their best to provide the daily needs of the elderly.

She also hopes that the local government unit and other stakeholders would continue to reach out and give their donations.

“We are thankful to the city and provincial government for they are very supportive to Por Cristo. We hope that they would continue to extend assistance to sustain our services for the senior citizens here in the center,” said Susan Maestrado, home supervisor, Por Cristo.

Meanwhile, Ana Semacio, focal person for senior citizens of the Department of Social Welfare and Development (DSWD)-Caraga emphasized that children should never abandon their parents. They must love and take good care of them instead.
“Children should love and take good care of their parents until they get older. This is our way to pay them back from their hard work and for the incomparable love and care they show to us when we were still young,” said Semacio. (JPG/PIA-Caraga)

Agusan Norte creates task force to end communist armed conflict

BUTUAN CITY, Oct. 17 (PIA) -- To ensure coherence in the realization of Executive Order Number (EO) 70,  series 2018, or the whole-of-nation approach in attaining inclusive and sustainable peace, the province of Agusan del Norte has created the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and its Executive Committee during the recent joint Provincial Development Council (PDC) and Provincial Peace and Order Council (PPOC) meeting held in this city.

Agusan del Norte Governor Dale Corvera said the creation of the task force will help the province in solving insurgency because peace and development can only be obtained if  the insurgency problem in the area is solved.

“There can be no development without peace, and there can be no peace without development. United effort is needed to solve insurgency,” Corvera said.

The mayors of the different municipalities and city have expressed their hundred percent support in the implementation of the EO 70 in ending local communist armed conflict in their area of responsibilities. Most of the municipalities have already organized and others are on the process of creating their municipal team in implementing the EO70.

Also, as a support to the task force, Provincial Police Office of Agusan del Norte provincial director Police Col. Ramir Perlito Perlas said that a 24-hour PNP personnel-manned check points are operating in the different areas of the province to ensure and maintain peace and order situation in the area.

Deputy brigade commander of 402IB Philippine Army Colonel Cerilo Balaoro also said that from January to October 10, 2019, they were able to neutralize 898 CNTs (NPA-54; Militia ng Bayan-130; Underground Movement Organization (UGMO) Members-714) that include 896 who surrendered, one killed and one being captured.

First district representative Ma. Angelica Rosedell Amante-Matba is positive that with the concerted efforts of the Agusanons, the implementation of EO 70 will pave the way for a lasting peace where areas and vulnerable communities in the province will be accorded priority through the delivery of basic services, social development packages and infrastructure projects.

The Agusan del Norte task force was created through a Joint PDC-PPOC Resolution No. 2019-1.

It will be chaired by provincial governor Dale Corvera with the following members: Congressional representatives (1st district and 2nd district), all local chief executives, all department heads, provincial planning and development officer, SP member – chair of the peace and order committee, DILG provincial director, PNP provincial director, PDEA provincial director, 23rd and 29th IB Philippine Army battalion commanders, PSWD officer, provincial prosecutor, PIA provincial information officer, NBI director, DTI provincial director, DAR provincial agrarian reform officer, DENR PENRO, NCIP provincial director, DepEd schools division superintended, CHR regional director, PAO prosecutor, OPAPP area manager, TESDA provincial director, DPWH district engineer, Provincial health Officer, BFAR provincial  director, DOST provincial director, DOLE provincial director, CHED regional director, LTO provincial director, DA provincial officer, and civil society organization representatives.

Meanwhile, to ensure speedy action of the immediate concerns relative to the roles and responsibilities of the task force, an Executive Committee of the PTF-ELCAC was also created chaired by governor Corvera; vice chaired by vice governor Ramon A.G. Bungabong; DILG Agusan del Norte provincial director Ellen Vee Chua and Provincial Planning and Development Officer Rofel Cabaltera comprising the secretariat, with members from the 12 PTF-ELCAC cluster leads, indigenous peoples mandatory representatives (IPMRs), SP Peace and Order Committee chairperson, and League of Municipalities of the Philippines president. Modern PUV caravan goes to Tandag City

TANDAG CITY, Surigao del Sur, Oct. 17 -- Land Transportation Franchising and Regulatory Board (LTFRB) Caraga regional director Maria Kristina Cassion and her team organized and led the second leg of the Public Utility Vehicle (PUV) Modernization Caravan in the region at the Tandag City Gymnasium on Tuesday, October 15, 2019.

The event was attended by Surigao del Sur governor Alexander Pimentel and Tandag City mayor Roxanne Pimentel who rallied behind the program and delivered messages expressing strong support to the program.

Gov. Pimentel told cooperative members it would be hard to modernize their fleet individually with the current cost of modern vehicles, but through the cooperative, it would not be too much of a burden especially with the loan assistance and subsidy program of the national government.

Meanwhile, mayor Pimentel said the local government unit (LGU) fully supports this program of the Duterte’s Administration and assured cooperative members they will provide assistance to the affected operators.

A motorcade around the event area showcasing the various modern PUV-compliant units signaled the start of the program and was followed by a short program with presentations by key national government agency partners discussing the significant details of the PUV Modernization Program (MP) such as consolidation of franchises, fleet management, subsidy, and loans.

It was also announced that the Land Transportation Franchising and Regulatory Board (LTFRB) in the Region has already consolidated seven routes under various transport service cooperatives (TSC). 

The cooperative members, operators, and drivers also participated in the open forum to share and clarify their concerns on the PUVMP. Some 300 participants including the members of seven cooperatives from Surigao del Sur province have attended the event which was part of the information campaign and communication component of the PUVMP.

The activity was anchored on the theme, “Modern PUV Caravan: Arangkada ng Pagbabago Tungo sa Kaunlaran,” as it is part of the government’s efforts to engage stakeholders across the country to support the program that aims to modernize PUV in the country.

Representatives from key national government agency partners were also present such as the Office of Transportation Cooperatives (OTC), Technical Education and Skills Development Authority (TESDA), Landbank of the Philippines (LBP).

The PUV Modernization Program is the flagship non-infrastructure project of the administration of President Rodrigo Roa Duterte with the goal of providing a comfortable life for all Filipinos through a safe, reliable, convenient, affordable and environmentally-sustainable transportation system in the country. IP to Cullamat: Will genuine peace prevail or another scheme to play?

"Together, let us end insurgency and commit to peace." 

This is the call of the indigenous peoples (IP) community to representative Eufemia “Ka Femia” Campos Cullamat of Bayan Muna who invited the IP mandatory representative (MR), Philippine Army and Surigao del Sur provincial government in a peace dialogue on October 21 at Sitio Simuwao (Kilometer 9), Diatagon, Lianga, Surigao del Sur.

The last dialogue conducted with the militant group Malahutayong Pakigbisog Alang sa Sumusunod (MAPASU) was aimed at convincing Governor Alexander Pimentel to pull-out the community support teams (CSTs) of the 3rd Special Forces Battalion (3SFBn) citing the rehash false and malicious accusations against the Army personnel who religiously work to attain sustainable peace in the Km. 9 IP community.

They also threatened the governor to stage their usual scripted “Taktikang Bakwit” to hamper the whole-of-nation approach to end local communist armed conflict in the geographically isolated and disadvantaged areas (GIDAs) and conflict-affected areas (ConAAs) in Andap Valley Complex.

“We greatly hope that this dialogue will be about peace and reflect their sincere support to end local communist armed conflict in the area, not the other way around. It is our fervent prayer that they will not make any scene to trigger any conflict and chaos to discredit our peace and development efforts in the community because we are sincere in what we do for the community. It is also our hope that representative Cullamat will support our community support program or CSP; the aim of the President [Duterte]; and vocally stand firm in condemning the Communist NPA Terrorists," said Hawudon Jumar Bucales, IPMR of Lianga.

This is a test of Cullamat’s genuineness to end the local communist armed conflict. Despite being the sister of a communist NPA terrorist (CNT) leader, Pablito Sinzo Campos alias "Batik," front secretary of GF 21A who was captured by the 3SFBn last 2018 with his M4 rifle, a grenade and subversive documents, should prove and show to the people that being a government official, blood is not thicker than water because the rule of law must always prevail.

Another sister of Cullamat is Bae Gloria Campos Tumalon, chair of Katribo Mo, a non-government organization (NGO) that promotes communist principles as revealed in the statement of Major General Antonio Parlade, Jr., Armed Forces of the Philippines deputy chief-of-staff for civil-military operations.

Peace dialogues should make ends meet. It must promote reconciliation, synergy, convergence, and cooperation among the government and the community to harmoniously resolve basic social delivery services issues used by the CNTs to agitate, organize and mobilize the affected IP community to turn them into rebels.

“Let’s see what happens on October 21, if their peace dialogue invitation is aimed at supporting the peace initiatives of the government and the IP community or just a mere scenario to discredit the whole-of-nation approach to end the insurgency. If they create a scene to hamper the peace efforts of our government, then she is really not for peace. Her own actions and attitude on that event will define her. CNT leadership crumbles in Surigao Sur

TAGO, Surigao del Sur, Oct. 17 -- The Communist New People’s Army (NPA) Terrorist (CNT) leadership is crumbling down in Surigao del Sur as CNT leaders and supporters surrendered to Army’s 36th Infantry (Valor) Battalion (36IB) at the battalion headquarters in Barangay Dayoan, Tago of this province.

A former mess officer of Sentro de Grabidad (SDG) Platoon, Guerilla Front (GF) 30 alias Justine and his wife, a mass supporter, voluntarily surrendered to 36IB on October 2, 2019. They brought along with them one KG9, an empty magazine, and a hand grenade.

On October 3, 2019, another two NPA leaders identified as alias Julian/Ronnie, a commanding officer of Platoon 8, Weakened Guerilla Front 19 (WFG 19), North Eastern Mindanao Regional Committee (NEMRC) and Libra/Marquez, team leader Abe, Squad 2, Sub-Region Sentro de Grabidad (SRSDG) Platoon 2, Sub-Regional Committee (SRC) 1419, NEMRC, and a civilian from Carromata, San Miguel and an active Milisya ng Bayan (MB) member voluntarily surrendered to 36IB commander Lt. Col. Xerxes Trinidad.

Alias Julian/Ronnie brought along with him one M16 rifle and a magazine with 13 ammunition. He revealed that he decided to surrender due to distrust in their organization's leadership and integrity, and that most of them are already surrendering to the government.

He said they have experienced hardship inside the communist movement and the lost struggle of his fellow "tribu" who were deceived by the CPP-NPA and were fighting for a lost cause.

It can be recalled that alias Hasan, a former squad leader of Squad Uno, Platoon 8, GF 19 NEMRC also surrendered to this unit last January 1, 2019 and has already received the assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP) as the government’s intervention package for former rebels. The CNTs have learned the genuine offer of the government towards achieving peace in their communities.

Lt. Trinidad said that “the series of surrender among the communist terrorist group (CTG)  to the government is a clear manifestation that they are crumbling down and will soon become irrelevant to the peace-loving community of Surigao del Sur. The government’s thrust for genuine peace has awakened not just the community but also the regular members of the CNTs to include their ground leaders who were deceived by the CPP-NPA and were blinded by false ideologies."

DOH Caraga advises DepEd to lift deworming MDA in Surigao Norte

SURIGAO CITY, Surigao del Norte, Oct. 17 -- The Department of Health (DOH) Caraga finally recommends lifting of suspension of deworming activities in Surigao del Norte following the findings of the investigation and examination from the Philippine National Police (PNP) Crime Laboratory received on October 10, 2019 where results revealed that deworming drug did not cause an untoward demise.

It was on July 26, 2019 when DOH Caraga issued an advisory to the Department of Education (DepEd) Caraga to suspend all the deworming Mass Drug Administration (MDA) in Surigao del Norte due to the alleged death of a young girl in one of the schools in the province.

“The histopathological and toxicological examinations disclosed that the patient died of natural death. Additionally, the Food and Drug Administration – Davao Office also stated that the deworming drug samples sent to them were free of any contaminants and has passed the assessment. With these developments, we advise DepEd Caraga to continue deworming our students in Surigao del Norte,” said DOG Caraga regional director Jose Llacuna, Jr.
DOH Caraga through its Provincial DOH Office in Surigao del Norte has also provided feedback and assistance to the affected family while contracting their consent to release the results and findings following the child’s autopsy.

“We strongly reiterate to the public the agency’s nationwide drive to eliminate intestinal parasitism which is detrimental to our child’s growth and development. We urge parents and the community to let us help your children by providing necessary health services to combat the burden of the worms, and this is through deworming,” Lacuna said.

CNTs torch construction equipment in Surigao del Norte anew

SURIGAO CITY, Surigao del Norte, Oct. 17 -- The Communist Party of the Philippines-New People’s Army (CPP-NPA) Terrorists or CNTs start again its extortion-arson antics as they burned one backhoe loader and strafed the equipment of CTB Construction at its stock area at Barangay Campo, Bacuag, Surigao del Norte morning of October 14, 2019.

Around seven CNTs led by spouses Alberto Castañeda alias JD and his party wife alias Menchie of Sandatahang Yunit Pampropaganda (SYP) 16C2, Guerilla Front (GF) 16, North Eastern Mindanao Regional Committee (NEMRC), perpetrated said atrocity.

CTB Construction was conducting road widening works at Bacuag-Gigaquit road stretch in line with the Build, Build, Build Program of the national government.

After the incident, the CNTs withdrew towards the west direction. Troops of 30th Infantry "Python" Battalion (30IB) immediately proceeded to the crime scene that resulted in an encounter that lasted for about five minutes. No casualty was reported on the government side while undetermined from the enemy side.


Lieutenant Colonel Jeffrey A. Villarosa, the commanding officer of 30IB said the incident was a clear manifestation of the CNTs gross disregard for the safety of civilians and affront to development. He added that the equipment they burned are not military targets and are not in any way involved in any armed conflict.

Villarosa said that it was just fortunate that no construction workers and civilians from the nearby houses were hit by CNTs indiscriminate firing. This shows that they will sabotage and even murder and abduct innocent civilians in order to extort regardless of the damage they inflict to the community, added Villarosa.

"To our peace-loving Surigaonons, your AFP and PNP will always work to support our local government units and national line agencies as they provide their services especially in our Peace and Development Zone in SALASICAM (Brgy. Sapa of Claver and Barangays Lahi, Sico-sico and Camam-onan, all of Gigaquit, Surigao del Norte). Continue to extend your cooperation with us and finally end the destruction of the CNTs,” Villarosa said.

Meanwhile, BGen. Maurito L. Licudine, commander of 402nd Infantry Brigade, deplored the CNTs’ continuing atrocities that hamper the peace and development of the communities. "The CNTs use terror and threat as their way to control people. Let us not faint on these treacherous tactics and instead bring these terrorists to justice," said Licudine. 4ID chief directs new 36IB commander to clear CNTs in SurSur

TANDAG CITY, Surigao del Sur, Oct. 18 (PIA) -- MGen. Franco Nemesio Gacal, commanding general of the 4th Infantry Division (4ID), has directed the newly-assumed commander of 36th Infantry "Valorian" Battalion (36IB), Philippine Army, to clear the Communist New People’s Army Terrorists (CNTs) in his area of operation during the change of command ceremony held at the 36IB headquarters in Barangay Dayoan, Tago, Surigao del Sur. 

Lt. Col. Jezreel Diagmel assumed as the new commander of 36IB after Lt. Col. Xerxes Trinidad turned-over his responsibility last October 4, 2019. Lt. Col. Diagmel is the 29th commander to man the Valorian troopers.

“I am directing you (Lt. Col. Diagmel) to clear the CNTs within your area of operation,” said MGen Gacal.

He also said that he does not want that the CNT will celebrate its anniversary in the province. It can be recalled that the province has been the venue of the CNT in the previous anniversary celebrations.

“I do not want the communist terrorists to be able to celebrate any anniversary in your area of responsibility (AOR)… Do not allow them to disturb the peace of the people and conduct atrocities," said MGen. Gacal.

MGen. Gacal has also reminded the troopers to always uphold the rule of law.

Meanwhile, during the time of the then commander Lt. Col. Trinidad, the battalion participated in the conduct of 14 brigade initiated operations, 33 battalion-initiated operations, and 106 company initiated operations. Those initiatives led to 32 successful encounters against the CNT that  resulted in the four enemies killed and recovery of 52 firearms, 23 anti-personnel mines, and the discovery of 21 CNT hideouts.

Under the leadership of Lt. Col. Trinidad, 14 Community Support Programs (CSP) operations have already launched. There were also 14 CNT infested barangays that were cleared and validated. (PIA-Surigao del Sur)

DILG Caraga monitors 2nd semester barangay assemblies

BUTUAN CITY, Oct. 18 -- Tasked to monitor the conduct of the barangay assemblies, the Department of the Interior and Local Government (DILG) field officers across the region consolidated the schedules of barangay assemblies and ensured compliance to the semestral assembly as stipulated in the Local Government Code (RA 7160) as an avenue for transparency, accountability and participation.

As in previous runs, the DILG regional management took part in the monitoring by observing the conduct of the assembly in showcased barangays. This semester, the showcased barangay was Taglatawan in Bayugan City, Agusan del Sur.

DILG Caraga assistant regional director Donald Seronay who headed the regional monitoring team relayed the message of DILG Secretary Eduardo Año to the barangay officials and constituents. The message emphasized the importance of the assembly day, the fact that it recognizes the active cooperation and participation of the residents on various matters that affect them, directly or indirectly.

“Malaki ang tiwala ng Pangulong Rodrigo Duterte sa kakayahan ng mga barangay na maging kaagapay sa pagsasakatuparan ng ating mga mithiin para sa bayan. Sa katunayan, noong nakaraang SONA, malugod na ibinalita ng ating Pangulo ang ambag ng mga Barangay Anti-Drug Abuse Councils o BADAC sa tagumpay ng pamahalan sa kampanya laban sa iligal na droga. Kami sa DILG ay nagpapasalamat sa inyong masigasig na pagtulong sa kampanyang ito,” relayed Seronay.

Bayugan City mayor Kirk Asis also made the rounds to interact and deliver his message to the constituents. One lucky 93-year-old, the most senior among the crowd, amassed claps and cheers from the crowd when he was awarded by the mayor with P5,000 cash for making it to the barangay assembly.

Constituents in barangay Taglatawan were fortunate to hear more substantial messages from the key officials of the city such as the city health officer, city social welfare and development officer, local police, Philippine Army officers. They also listened to the Barangay Financial Status Report and the State of the Barangay Address (SOBA) of punong barangay Marianito V. De Chavez.

Consistent with the thrust of the government to promote peace and development, government efforts towards providing services that matter to the livelihood and well-being of the constituents were extensively discussed.

Two other barangays of Bayugan City, Saguma and Magkiangkiang, were also visited by other monitoring teams from the DILG regional office as these were two of the 80 priority barangays under the Duterte administration’s Executive Order 70 to end local communist armed conflict.

“Samantala, gusto rin nating palakasin ang Barangay Disaster Risk Reduction and Management Council na layuning siguruhin ang kaligtasan ng bawat pamayanansa mga sakuna. Hinihiling ko rin ang tulong at pakikiisa ng mga barangay sa ating adhikaing puksain na angmga mapanlinlang na teroristang komunistang grupo. Dapat malaman ng mamamayan na wala sa komunismo at pakikisali sa mga grupong ito ang progreso ng ating mga buhay at bayan. Hindi mahahanap sa kanila ang solusyon sa ating mga suliranin,” mentioned Seronay as he read the message of DILG Secretary Eduardo Año.

AgNor town forms MTF-ELCAC

BUENAVISTA, Agusan del Norte, Oct. 18 -- The local government unit of Las Nieves, Agusan del Norte together with different sectors, Philippine National Police and the 23rd Infantry Battalion (23IB), Philippine Army created a Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) on October 1, 2019 at the Mayor’s Conference Room, Municipal Hall, Las Nieves, Agusan del Norte.

The MTF-ELCAC was organized through a Joint Resolution between the Municipal Peace and Order Council (MPOC) and Municipal Development Council (MDC) of Las Nieves.

Chynthia Binondo, MLGOO, Las Nieves, presented and discussed the DILG Memorandum Circular No. 2019-125, the Guidelines for Local Government Units in Implementing Executive Order 70-Institutionalizing the Whole of Nation Approach in attaining inclusive and sustainable peace, the creation of MTF-ELCAC and the role of every sector during its implementation.

Meanwhile, Mayor Avelina S. Rosales said the creation of MTF-ELCAC will ensure that all sectors are sustainably taking the lead in peace building efforts to attain inclusive and sustainable peace in conflict-affected communities. "The creation of MTF-ELCAC is the bases and guide in crafting the BTF-ELCAC in the Barangay level. Through this, we will know the task, duties and function of very person who will handle it," Rosales added.

Moreover, Lt. Col. Francisco L. Molina, Jr., 23IB commanding officer, supported the creation of MTF-ELCAC to address the primary and secondary problems and issues of the identified conflict affected Barangays. “In the past 50 years, it is only the AFP who confronts insurgency. Good thing our President Rudrigo Roa Duterte passed the Executive Order 70-Institutionalizing Whole of Nation Approach in solving insurgency. The convergence effort of LGUs, the civilian sector and stakeholders is a big push in addressing and solving insurgency,” Lt. Col. Molina said. NPA surrenderers to receive E-CLIP benefits in Surigao Sur

TANDAG CITY, Surigao del Sur, Oct. 21 -- The Surigao del Sur provincial government led by Governor Alexander T. Pimentel has enrolled 36 former rebels to the Enhanced Comprehensive Local Integration Program (E-CLIP) to avail of the cash benefits and sustainable livelihood programs on October 10, 2019 at the 7th Special Forces “Spartans” Company (7SFC), 3rd Special Forces “Arrowhead” Battalion (3SFBn) headquarters in barangay Mararag, Marihatag, Surigao del Sur.

The rebels surrendered to the 7th Special Forces Company (7SFC) sometime in 2018 and 2019 and were validated through the Joint AFP and PNP Intelligence Committee.

Some of the programs of the E-CLIP include modified conditional cash assistance, sustainable livelihood programs, cash for work, assistance to individuals in a crisis and protective services for individuals and families.

Alias Arnel, one of the beneficiaries, called on the communist rebels to follow their path and abandon their armed struggle to end the local communist armed conflict.

“Surrender na tayo sa gobyerno. Wala tayong kinabukasan sa pagsama sa CPP-NPA-NDF. Sila ang matagal na nanloko at sumira sa buhay natin at pamilya. Tingnan ninyo kami ngayon, sana magsurrender narin kayo para maging maayos na ang inyong buhay at makasama ang inyong mga pamilya,” he said.

Another AgNor town declares NPA persona non-grata

CABADBARAN CITY, Agusan del Norte, Oct. 21 -- The municipality of Kitcharao in the province of Agusan del Norte heeded President Rodrigo Roa Duterte’s call to obtain a lasting peace by recently signing a resolution declaring Communist New Peoples Army Terrorists (CNTs) as persona non-grata (PNG) and created a task force that would End Local Communist Armed Conflict (ELCAC) held at the municipal hall, Kitcharao, Agusan del Norte.

The said municipality is one of the Conflict-Affected Areas (ConAAs) in the whole area of operation of the 29th Infantry “Matatag” Battalion.

The said event was graced by Municipal Mayor Aristotle E. Montante together with Vice Mayor Leo D. Galua and attended by other Sangguniang Bayan (SB) members and Barangay Captains of the said municipality. The highlight of the event was the reading and signing of the Joint Municipal Peace and Order Council (MPOC) and Municipal Development Council (MDC) Resolution No.1 for the creation of Municipal Task Force (MTF)-ELCAC and Resolution MG-036 Series of 2019 for the declaration of persona non-grata as duly adopted and attested by the whole members of the board of SB in the said municipality.

According to Vice Mayor Galua, the creation of the task force that would end local armed conflict and the declaration of PNG was anchored on the Executive Order (EO) 70 mandated by no less than President Duterte, an order which must be obeyed. "Just as a soldier who is obliged to follow orders without questions and hesitation, so we must do the same,” he said.

Mayor Aristotle E. Montante thanked his constituents for their support and courage, which they have shown during the recent declaration.

Mga senior citizen-PDL sa mga piitan ng Surigao City, sinurpresa

LUNGSOD NG BUTUAN, Oktubre 21 (PIA) - Dala ang mga regalo, sinurpresa ng mga miyembro ng Regional Inter-Agency Committee on Senior Citizens (RIAC-SC) Caraga ang Persons Deprived of Liberty (PDL) na  senior citizens sa Surigao City Jail at Surigao del Norte District Jail.

Kabilang sa kanilang mga natanggap ay personal hygiene kits, food packs, at maging blood sugar testing at flu vaccination mula sa Department of Health (DOH).

Lubos ang kanilang pasasalamat lalo na at ito ang unang pagkakataon na may organisasyong bumisita sa kanila at nagbigay ng mga regalo sa loob ng piitan.  

Ayon kay Jail Officer Lawrence Ortega, ang shift-in-charge ng Surigao City Jail, kabilang sa kanilang prayoridad ang masiguro na maayos at malusog ang mga PDL-senior citizens.

Umaasa din siyang magpatuloy pa ang ganitong aktibidad at marami pang mga organisasyong ang magbibigay tulong para sa mga senior citizens.

Dagdag pa ni Ortega, kinakailangan din aniya ng  PDL-senior citizens ang sapat na supply ng gamot at vitamin supplements para sa kanilang mga karamdaman.

“May mga gamot naman na regular na ibinibigay sa mga PDL, kaso sa dami din nila dito, kulang pa rin. Kaya nananawagan kami sa mga gustong tumulong na maaari rin silang magbigay donasyon,” pahayag ni Ortega.

Samantala, hiniling din ni Jail Chief Inspector Felix Resullar ng Surigao Del Norte District Jail sa gobyerno na tulungan ang mga PDL-senior citizens ng kanilang piitan sa pagpapabilis ng proseso ng kanilang mga kaso.

“Mas napapahaba ang kanilang pagpanatili sa piitan dahil sa mabagal nap ag-usad ng kanilang mga kaso sa korte,” sabi ni Resullar.

Nagkaroon din ng pagkakataong maipaabot ng mga PDL ang kanilang mga tanong o concerns tungkol sa mga programa at serbisyo ng mga ahensiya at nais din nilang makabenepisyo sa mga ito.

SurSur guv initiates IP dialogue in Lianga town

TANDAG CITY, Surigao del Sur, Oct. 22 (PIA) -- With the aim to resolve the issues and concerns raised by some Manobo tribal groups led by the Malahutayong Pakigbisug Alang sa Sumusunod (MAPASU) in the upper communities of Barangay Diatagon in Lianga town, Surigao del Sur governor Alexander Pimentel has initiated a peace dialogue on Monday, Oct. 21 held in Km. 9, Sitio Simuwao, Diatagon, Lianga, this province.           
                           
Two Bayan Muna Partylist representatives Carlos Isagani Zarate and Eufemia Cullamat, a council member of MAPASU, attended the activity and both shared their thoughts and sentiments to the members of the MAPASU organization.   
                      
Hawudon Mario Mangadlao, a tribal chieftain, suggested during the open forum that there is a need to reconcile first within their tribe through the Indigenous Political Structure (IPS) judicial system based on the customary laws that they have. The majority of the IP leaders headed by indigenous peoples mandatory representative (IPMR) Datu Jimmy Guinsod had agreed with the suggestion.

It was the second activity that the governor had initiated. During the first dialogue conducted on September 11, 2019, the leaders of the said organization, accordingly, told the governor that they would push to conduct the mass evacuation if the government could not find the solution to their demands.

In the recent dialogue, they demanded for the pullout of the military from their respective communities; to cease the recruitment for Citizen Armed Force Geographical Unit (CAFGU) from their tribe and the establishment of the patrol base/detachment; and to stop criticizing the Lumad schools such as the Tribal Filipino Program of Surigao del Sur (TRIFPSS) and Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV), which are both non-DepEd accredited schools, among others.

Pimentel, on the other hand, explained that the presence of the military in the area is part of their mandate coming from the higher up officials, and it is beyond his capacity as the governor to give them an order to withdraw. "The military personnel in the area are performing their duties and responsibilities to secure our land and the people," said Pimentel.
 
He further urged the people to support President Duterte’s call to institutionalize the Executive Order (EO) 70 or the whole-of-nation approach to end local communist armed conflict (ELCAC).

"As a support to the president's order to end local communist armed conflict, we are here and we will be coming back together with other government agencies to bring the services and programs directly to the people in order to solve the primary issue of insurgency which is poverty,” said Pimentel.

Pimentel added that the provincial government will support the livelihood programs in the area and the construction of school buildings provided that they comply with the requirements such as the accreditation with the Department of Education (DepEd). (NGBarcena/PIA-Surigao del Sur)

PDL-senior citizens receive gifts from gov't agencies

BUTUAN CITY, Oct. 22 (PIA) -- The members of the Regional Inter-Agency Committee on Senior Citizens (RIAC-SC) Caraga have brought their gifts for the elderly persons deprived of liberty (PDL) inside the Surigao City Jail and Surigao del Norte District Jail.

Each PDL-senior citizen received a personal hygiene kit and food pack, and availed of the free blood sugar testing and flu vaccination from the Department of Health (DOH).

The recipients were thankful to the concerned government agencies, as this was the first time that they experienced being visited by an organization with all the gifts handed to them in time with the elderly week celebration.

According to Jail Officer Lawrence Ortega, shift-in-charge of Surigao City Jail, one of their priorities is to ensure the health condition and overall wellness of the senior citizens inside the jail.

He also hoped that this kind of activity will continue and more organizations would generously extend help to the PDL-senior citizens.

Ortega added that the PDL-senior citizens also need a long-term supply of medicines and vitamin supplements. Hence, he asked the help of other stakeholders for support.

“The government continuously provide medicines for the PDLs, however, with the increasing number of PDLs here, the medicines and vitamin supplements are still not enough for all of them. We would welcome any help and donation of medicines from other organizations,” said Ortega.

Meanwhile, Jail Chief Inspector Felix Resullar of Surigao del Norte District Jail has also raised the concerns of the PDL.

“We hope that the government could help fast track the proceedings/ trials of the PDLs’ cases in court,” Resullar said.

BSP patuloy sa pagsagawa ng Piso Caravan sa Caraga

LUNGSOD NG BUTUAN, Oktubre 22 (PIA) -- Mas pinaigting pa ng Bangko Sentral ng Pilipinas (BSP) - Butuan City Branch ang pagsasagawa ng Piso Caravan sa ibat-ibang probinsya ng rehiyon.

Ito ay upang mas marami pa ang makapagpalit ng lumang pera at barya sa bago at malinis na banknotes at coins.

Ayon kay Glizriel Rose Quijada, bank officer II ng BSP Butuan City Branch, marami pa  ang hindi nakakaalam na may libreng serbisyo sa mga bangko kung saan pwede silang magpapalit ng kanilang lumang pera.

Kaya naman sila na rin mismo ang pumupunta sa mga probinsya upang mas madali para sa mga lokal na residente na magpapalit.

“Ito pong piso caravan ay one-time activity para malaman ng publiko na meron po tayong banking service na magpapalit po ng lumang pera at papalitan po siya ng bago. Kasi dapat po sa pang-araw-araw na financial transaction, yung gamitin natin is clean and fit, para madali po nating matukoy kung ano po yung genuine versus na-counterfeit na mga pera. At maiiwasan din natin ang pagkalat ng mga bacteria na dahilan na magkakaroon ng ng mga sakit,” pahayag ni Quijada.

Nagpasalamat naman ang iilang residente dahil mas napadali ang kanilang panahong iginugol sa pagpapapalit ng lumang mga pera sa bago, sa tulong ng BSP.

“Mas naging madali sa amin ang magpapalit ng bagong pera dahil sa tulong ng BSP. Gusto rin naming talagang mapalitan na ng bago ang napag-lumaan nang pera dahil hindi na ito tinatanggap ng mga malalaking tindahan,” sabi ni Helen Celana, may-ari ng isang karenderya.

Para naman kay John Michael Atenta na isang vendor, bawas perwesyo sa oras ang ginagawang Piso Caravan ng BSP dahil sila na mismo ang pumupunta at tumatanggap ng mga lumang pera at pinapalitan ito.


Binigyang-diin din ni Quijada ang kahalagahan ng maayos na pagamit na pera at sa pagpapanatili ng integridad nito.

“Ang kakulangan or challenge pa din for the banking community ay ang pagpapalaganap pa ng tamang impormasyon sa publiko at paghikayat sa kanila na ugaliing magpapalit ng mga bagong notes at coins. Kasi nakikita namin na yung publiko gusto talagang nilang makasali sa Piso Caravan kasi nga iniisip nila na wala ng ganitong service sa mga bangko, pero and hindi nila alam, regular po yung financial transaction ng bangko para sa publiko,” sabi ni Quijada.

Dagdag pa ni Quijada, may karampatang parusa  para sa mga mahuhuling may lalabag hinggil sa tamang pagamit ng pera.

AgNor PPOC strengthens strategies to end communist armed conflict

NASIPIT, Agusan del Norte, Oct. 24 (PIA) – The Provincial Peace and Order Council (PPOC) of the province of Agusan del Norte has strengthened its strategies to end local communist armed conflict by bringing different government services directly to the people in the identified far-flung barangays especially those rebel infested villages.

More than 2,000 residents of Barangays Camagong, Aclan and Jaguimitan have benefitted the free services from the government during the conduct of the PPOC immersion with the help of the different government offices in the province.

Nasipit Mayor Enrico Corvera said the conduct of the PPOC immersion in his municipality is of great help in bringing the services of the government to the different areas where insurgency is present. This will also a strategy in knowing what are the other needs of the residents.

Aside from the different services like medical and dental consultations, seedlings of fruit-bearing trees were also given.

Belmore Diamante, one of the beneficiaries during the PPOC immersion, was thankful for bringing the services to their area. He said because of this, he felt the presence of the government and availed what is being offered to them for free.

Also, Juanita Prejoles, one of the senior citizens of barangay Camagong, who received free reading glasses said this is the first time that she received such assistance from the government. 

Governor Dale Corvera believed that poverty and lack of services to the people are the reasons why other people still support the propaganda of the New Peoples Army (NPA).

He said the Provincial Peace and Order Council is working to bring the government services needed to the barangays especially those rebel-infested areas.

Also, Rep. Maria Angelica Rosedell Amante-Matba called on other NPA members to go back to the government. "There is no reason why you will go against the government, because we are doing everything to help you," she said.

120 youths from conflict-affected villages undergo leadership training

BUENAVISTA, Agusan del Norte, Oct. 24 – A total of 120 youths from the three conflict-affected barangays of Las Nieves, Agusan del Norte attended the three-day Barangay Youth Leadership Summit (YLS) on October 11-13, 2019 held at the Casiklan National High School, Brgy. Casiklan, Las Nieves, Agusan del Norte.

The local government unit of Las Nieves, Agusan del Norte in partnership with the 23rd Infantry "Masigasig" Battalion (IB), Philippine Army gathered the youth from the barangays of Ibuan, Casiklan and Durian (IBUCADUR) to nurture and develop them to become responsible citizens and a good leader in the near future.


The said summit with the theme “Kabatan-onan Hiusahon aron Kaugmaon ug Kahapsay Maangkon” (Unite the Youth for Brighter Future) included a series of lectures from different stakeholders, small group discussions, disaster preparedness orientation, cultural presentation, team-building activities, and spiritual enlightenment.

Punong Barangay  Edwin C. Pasquito of Brgy Casiklan extended his gratitude to the local government unit of Las Nieves and 23IB for conducting the YLS.

“Always remember that you are still young having juvenile mind and principles in life. Avoid being victimized by the NPAs for you to live having no fear of threat and atrocities. Let us support our government. We only have one government; who provides opportunities and services to its people. You are the hope of our nation, always take good care of your future and love the life you have,” said Pasquito.

Meanwhile, Las Nieves Mayor Avelina S. Rosales thanked the 23IB for their efforts in conducting Barangay YLS in her town. "This activity is our way of communicating with our Youth to show that the government is concerned of their welfare because we want them to be always in a peaceful situation. Also, I encourage the participants to be a good leader in the future,” she said.

Moreover, Lt. Col. Francisco L. Molina Jr, 23IB Commanding Officer, urged the youth not to be afraid to dream big, "Do not stop until you reach it. We will be so glad to see you soon as one of the great leaders who will stand for peace and development in your barangay. Also, always put in mind what you have learned here, and do not let the enemies ruin your lives. Agusan Norte LGUs sumailalim sa crisis management training

LUNGSOD NG BUTUAN, Oktubre 24 (PIA) -- Mahalaga na ang mga pinuno mismo ng lokal na pamahalaan ang may sapat na kaalaman sa pagtugon sa anumang krisis o sakuna.

Iyan ang binigyang diin sa tatlong araw na crisis management training sa lungsod ng Butuan na dinaluhan ng mga local chief executives mula sa iba’t ibang bayan ng Agusan del Norte.

Ayon kay Kitcharao mayor Aristotle Montante, napakahalaga ang nasabing pagsasanay lalo na at ang kanilang bayan ay isa sa may pinakamaraming barangay sa probinsya na apektado sa insurhensiya.

“Napakahalaga ang training na ito, dahil nadagdagan ang aming kaalaman kung paano ang tamang pagresponde sa panahon na may krisis ang aming bayan, lalo na’t sa mga kagagawan ng mga NPAs kung saan apektado ang maraming residente,' pahayag ni Montante.

 SurSur hosts 3rd Caraga RTF-ELCAC meeting

BUTUAN CITY, Oct. 25 (PIA) – The members of the Caraga Regional Task Force – Ending Local Communist Armed Conflict (RTF-ELCAC) convened for its 3rd quarter meeting held on Wednesday (Oct. 23) in Tandag City, Surigao del Sur to discuss with various stakeholders the pressing issues and concerns in the communities, as part of the continuing effort of the government in implementing the Executive Order No. 70 or the whole-of-nation approach to end the insurgency.

In the said meeting, the members of the Regional Development Council (RDC) and Regional Peace and Order Council (RPOC) Caraga also joined and actively participated in the discussion.

Among the issues and concerns raised include the needed equipment of the farmers which could help them till their lands easier and increase their yields; education of the Indigenous Peoples (IP) youths; security of the IP communities; farm to market road in remote areas; and aid for the former rebels, among others.

Updates on the non-Department of Education (DepEd) operated schools in Surigao del Sur were also tackled. In view of the complicated issues of the Tribal Filipino Program for Surigao del Sur (TRIFPSS, Inc.) and Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV, Inc.), Regional Development Council chairperson and Agusan del Norte Gov. Dale Corvera has suggested for the creation of a Technical Working Group to discuss the issues and present solutions and plans.

Cabinet Officer for Regional Development and Security (CORDS) and Caraga RTF-ELCAC chairperson Cabinet Secretary Karlo Alexi Nograles, who presided the meeting, stressed the strong directive of President Rodrigo Duterte in solving the local communist armed conflict in the region.

“Caraga is a top performer among other regions in the implementation of Executive Order No. 70. We have accomplished a lot but we know there's still a lot more to be done. That's why we need your full support and cooperation in this endeavor," Nograles said.

Meantime, more than 400 local residents of Barangay Maitum in Tandag City took advantage of the serbisyo caravan spearheaded by the RTF-ELCAC member agencies.


Sec. Nograles said the Caraga RTF-ELCAC serves as the bridge in bringing the government closer to the people through the services provided by concerned government agencies and local government units.

In his message, Surigao del Sur Governor Alexander Pimentel vowed to assist the farmers in Brgy. Maitum and assured that the provincial government will help them in their needed equipment that would improve their yields and income.

“The provincial government with all its local government units are continuously promoting the welfare of the locals in the barangays and addressing their issues and concerns. We believe that with constant dialogue with the different sectors, their concerns will be addressed with the help of the concerned government agencies,” Pimentel said.

It was also learned that another Serbisyo Caravan will be scheduled in Agusan del Sur, wherein government agencies will converge and bring basic services to the locals in the target barangays in the area. (JPG/PIA-Caraga)

Caraga beefs up security for Undas 2019

BUTUAN CITY, Oct. 31 (PIA) - The “Task Force Undas” led by the Philippine National Police and other government agencies has intensified security measures to ensure safe and secure observance of the All Saints Day and All Souls Day in Caraga region.

Based on the record of the Police Regional Office (PRO)-13, more than 200,000 individuals are expected to visit different cemeteries in Caraga region this All Saints Day.

According to Police Brigadier General Joselito Esquivel Jr., regional director of PRO-13, more than 4,000 PNP personnel were deployed to some 194 cemeteries, including airports, seaports, and bus terminals.

Public assistance desks are also in place, ready to help the locals.

Esquivel asked the public for their support and cooperation, and to follow the rule of the law in order to attain a peaceful observance of the All Saints Day and All Souls Day.

“Don’t bring sharp objects, firearm, sound system and other items that would disrupt the peaceful observance this All Saints Day in the cemeteries. Let us help maintain peace and order in our region,” said Esquivel.

The official also said that they have intensified their checkpoint operations, and have caught individuals violating several laws.

“We have additional checkpoints from the regular areas where checkpoints are conducted to ensure that no lawless elements could cause harm to other people, hence, keeping our locals safe and secure,” Esquivel added.

Meanwhile, the Philippine Coast Guard (PCG) Caraga also implements tighter security measures for passengers. According to PCG station commander Lawrence Roque, since October 26 of this year, they have been keen in inspecting the passengers and their belongings.

The PCG through its coast guard K9 also conducts regular random checks to ensure safe and comfy sea travel of passengers.

It also ensures that no boat or shipping vessel would carry passengers beyond limitation, to prevent any untoward incident. (JPG/PIA-Caraga)

PCOO chief launches 'radio rehab' in Butuan

BUTUAN CITY, Oct. 31 (PIA) - In time with his visit and media engagement here, Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO) has turned-over the new broadcast equipment to Radio Pilipinas (RP) Butuan as part of the “Radio Rehab” program.

These equipment were donated by the People’s Republic of China, with the aim to rehabilitate the government’s radio station in the different parts of the country.

The PCOO targets to enhance the quality of select government radio stations under the Philippine Broadcasting Service (PBS).

Secretary Andanar said there are 10 stations targeted to be rehabilitated in the country. “Apart from Butuan City, China has also donated radio broadcast equipment worth more than P100 million, which will be installed in the government’s radio stations in Cagayan de Oro City, Davao City, Cebu City, Tawi-Tawi, and Bataan,” he cited.

The secretary added that the Philippine government welcomes any donation from other countries that want to help the Philippines in strengthening its information dissemination capability with radio as a platform.  

“Whatever is donated to the Philippines, whether it’s from China, Japan or United States, United Kingdom, it is welcome. If the United States is willing to give also, then we welcome it with open arms,” said Andanar.

Meanwhile, Maria Lourdes Apego, station manager of dxBN-Radyo Pilipinas Butuan assured that with the newly installed equipment, their station would have better service and improved news delivery to the listening public.

BSP intensifies Piso Caravan in Caraga

BUTUAN CITY, Oct. 31 (PIA) - The Bangko Sentral ng Pilipinas (BSP)-Butuan City branch has intensified the conduct of Piso Caravan in the different provinces of Caraga region.

This is to give opportunity and convenience to the locals to exchange their old and mutilated banknotes and coins with new ones.

According to Glizriel Rose Quijada, bank officer II of BSP Butuan City branch, many of the Caraganons are still not aware that there is a regular free service in the bank wherein they could directly exchange their old banknotes and coins.

This is why the BSP also reaches out to the public in the different provinces to promote the integrity of Philippine money by using clean and fit notes and coins.

“This Piso Caravan is a one-time activity to inform the public that we have a regular banking service, wherein people could exchange their old banknotes and coins to a new one. In day to day financial transaction, we should use clean and fit notes and coins for easy identification of genuine versus counterfeited money. In this way, we could also prevent different diseases caused by bacteria from the money being circulated,” said Quijada.

Local residents were also delighted to have availed the services of BSP which make it more convenient for them to exchange notes.

“We’ve heard about the Piso Caravan, that’s why we immediately went to the venue to have our old notes exchanged with the new banknotes and coins. Stores no longer accept money that is old and mutilated,” said Helen Celana.

Quijada also stressed the importance of the responsible use of money and maintaining its integrity.

“There is really a need to increase public awareness that the banks provide regular service to the people in the day to day financial transactions, which include exchanging of old notes to new ones,” Quijada added.

Quijada added that there are corresponding penalties for those who will be caught violating the provision of the law on the right use of banknotes and coins.

President Duterte appoints Agusan Norte guv as new Caraga RDC chair

BUTUAN CITY, Oct. 31 (PIA) -- Governor Dale B. Corvera of the province of Agusan del Norte has been appointed by President Rodrigo Duterte as the Caraga Regional Development Council (RDC) Chairperson for the 2019-2022 term of office.

“Holding such a significant position in Agusan del Norte and in the Region has equipped our new Caraga RDC Chairperson with strong capacity in setting strategic directions in the areas of good governance, public accountability, program and project management, peace promotion and policy formulation, to name a few," said Atty. Bonifacio Uy, Regional Director of the National Economic and Development Authority (NEDA) Caraga and Vice Chairperson, RDC Caraga.

Corvera has vast experiences as a public service official in the province of Agusan del Norte and was a former RDC-Development Administration Committee (RDC-DAC) chairperson, Uy said.

Corvera expressed gratitude to President Duterte for the trust given to him. "Thank you so much President Rodrigo Roa Duterte for your trust and confidence in my capacity to lead in the development efforts of our Region," Corvera said.

Corvera succeeded former RDC chair and Surigao del Norte Governor Sol Matugas.

The RDC is the highest policy-making body in the region and serves as the counterpart of the NEDA Board at the subnational level, it is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region. It also serves as a forum where local efforts can be related and integrated with national development initiatives.

SurSur FRs surrender firearms; receive cash assistance from gov't

BUTUAN CITY, Oct. 31 (PIA) - More than 40 former rebels (FRs) from the New People’s Army (NPA) surrendered their firearms as part of their commitment to support the government towards sustainable peace and development.

This was in time with the conduct of the 3rd Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) held in Tandag City, which was witnessed by Cabinet Secretary Karlo Nograles, together with other officials.

These former rebels vowed to fully support the government and to live peacefully in their respective communities.

Each of them received financial assistance and firearms remuneration with a total amount of P1.6-million.

They all expressed their gratitude to the government for the assistance extended to them.

“I’m happy that they (government) still accepted us despite our mistakes for joining the NPAs with the wrong ideology. We also thanked them for giving us livelihood assistance,” a former rebel from Bislig City said.

“We chose to surrender to the government’s fold because we knew and realized that joining the NPA does nothing good for us,” added former rebel from Bunawan, Agusan del Sur.

CabSec. Nograles also thanked the FRs as they voluntarily surrendered. He stressed that the government is serious in implementing Executive Order 70 of President Rodrigo Duterte.

“This battle against the local communist armed conflict is a whole-of-nation approach. All sectors from the national down to the local levels are united in doing different strategies to solve the insurgency,” cited Nograles.

Meanwhile, Surigao del Sur Governor Alexander Pimentel also assured that the locals would continue to experience the services from various government agencies through the conduct of Serbisyo Caravan and immersion in the areas affected by insurgency.

36 Butuan SK chairpersons complete basic citizen’s military training

BUTUAN CITY, Oct. 31 (PIA) - Some 36 Sangguniang Kabataan (SK) chairpersons in this city are now among the enlisted army reservists after passing the Basic Citizens Military Training under the 15th Regional Community Defense Group, Army Reserve Command, which was also in time with the conduct of the three-day 1st SK Butuan City Leadership Development Training held recently in Brgy. Alubihid, Buenavista, Agusan del Norte.

The program was aimed to enhance the leadership and organizational skills of the youth particularly the SK chairpersons, as they have the potential to become future political leaders of the country.

This also forms part of the government's initiative to help the youth by keeping them involved in nation-building, as they play a vital role in curbing the insurgency problem in the region, and preventing them from being lured and recruited by the New People’s Army (NPA) rebels.

According to Engr. Wen Kok Chiang, SK Federation president of Butuan City, the SK officials are considered as duty-bearers, hence, they should serve as a good example of being a leader to other youths and should give their best in serving the people.

He also encouraged other youths to be vigilant not to be recruited and exploited by the communist NPA group. “Let us support the Duterte administration in its fight against criminality and insurgency. We, as youths have a big role to play in our society. Let’s be responsible citizens of this country,” he said.

Chiang further emphasized that the Philippine Army is always ready to protect the nation, and they deserve people’s trust and confidence.

Brigadier General Maurito Licudine, commander of 402nd Brigade, Philippine Army also underlined the value of capacitating the youth with the leadership skills and enhancing their capabilities. Over 400 youths join Junior Police Boot Camp in Butuan City

BUTUAN CITY, Oct. 31 (PIA) -- As part of the Philippine National Police’s (PNP) effort in promoting the whole-of-nation approach in solving local communist armed conflict, the agency has gathered more than 400 youths from 31 national high schools in this city and involved them in the three-day Junior Police Boot Camp 2019 from October 23-25, 2019 held at Taligaman National High School.

The PNP personnel inculcated in the minds of the youths the importance of being disciplined and responsible and keeping the spirit of volunteerism.

With the conduct of such activity, the PNP and Philippine Army believe that the young people would not be easily deceived and recruited by the communist terrorist groups.

Ivan Pepito was delighted to be among the participating individuals and considered it a great opportunity of learning a lot from the resource persons and facilitators. He stressed that causing fear and chaos to the communities would not help any country to progress.

“We should be able to take this activity as part of our training, for us to become better citizens and proactive youths in our respective communities,” said Pepito.

Wenna Joy Culibra also reminded her peers not to support and join the terrorist NPA group, as it would only cause them harm and destroy their lives.

She said the youths should give an account of the sacrifices of their parents in raising them well and providing their needs.

“We should never allow ourselves to be fooled by the programs and ideology of the NPAs because all of these are not real,” added Culibra.

According to Police Colonel Albert Magno, city director of Butuan City Police Office (BCPO), the Junior Police Boot Camp is just one of the many significant initiatives of their office in curbing the insurgency problem.

The official added that this forms part of the implementation of the Executive Order 70 of President Rodrigo Duterte, with the aim to achieve lasting peace and development in the country.

“This would help the youths become responsible especially in their decisions and plans in life. The PNP would continue to mold them so they become agents of change in the society,” Magno said.

ARBs grateful to TESDA for obtaining National Certificates

BUTUAN CITY, Oct. 30 -- Agrarian Reform Beneficiaries (ARBs) are grateful to Technical Education and Skills Development Authority (TESDA) for the free trainings they have availed and eventually, obtained National Certificates (NCs).

The development came after those ARBs who have passed the assessment in the different qualifications from Caraga Region were invited during the Regional Orientation-cum-Workshop of the Department of Agrarian Reform (DAR)-TESDA Convergence on Skills Training for ARBs/ARB Households Project held recently in one of the local convention centers here.

Amy Rabina of Brgy. Los Angeles, this city is a member of the Butuan-Agusan Farmer’s Multipurpose Cooperative (BAFMPC). She admitted that since she is an undergraduate in College taking up Bachelor in Secondary Education, at first, she is hesitant to undergo training in Bookkeeping NC III considering that she has no background in Accounting.

However, she said because of the commitment and dedication of her trainer from Le’ Ophir Learning School, Inc. here, she was able to comprehend all the theories that were taught to them. “That’s the reason why I passed the assessment and now, I am already an NC III holder of Bookkeeping,” said teary-eyed Rabina.

Rabina added that with her national certificate in Bookkeeping, she is optimistic that she will be hired as the bookkeeper of BAFMPC.

Meanwhile, Welnard Arabis of Purok 17, Sta. Irene, Agusan del Sur expressed his sincere thanks and appreciation to TESDA for the opportunity given to him as one of the scholars of Training for Work Scholarship Program (TWSP). He took up Shielded Metal Arc Welding (SMAW) NC II and passed the assessment.

“I am very much grateful for the opportunity given to me by TESDA… The knowledge that I have obtained from my training would be beneficial to me and my family since right now, I am absorbed by SM Corporation… I am a welder at SM City Butuan where the construction is on-going… After the mall will be constructed sometime by February next year, we were already informed that they will still hire our services because there will be construction of SM malls in other parts of the country by next year,” he said.

He added that the SM Construction is giving priority to those skilled workers who are already certified by TESDA… “Iba talaga pag NC holder ka, angat ka talaga sa lahat,” Rabina said.

With the success that these TESDA graduates have achieved, this is again another proof that indeed, TESDA has already transformed their lives and become productive citizens of the country… Talagang sa TESDA, Abot ang Lahat!

DTI continues to help MSMEs in Caraga

BUTUAN CITY, Oct. 31 (PIA) - The Department of Trade and Industry (DTI) continues to help the micro, small and medium entrepreneurs (MSMEs) in their businesses, especially those who have just started to venture.

This is through the DTI’s Kapatid Mentor Me (KMME) program, wherein the department hopes that trainees would use this as a tool for them to excel in their business endeavor.

Jessica Odvina is among the first batch of trainees under the KMME program, who is also already known as the “Guyabano Queen,” not only in Butuan City, but also in other parts of the region.

“When I started in KMME, I realized that I would have better opportunities because I met new people and friends from the business sector. I was inspired to do better and with perseverance, I continue to enhance my product and make the business grow,” Odvina said.

As an entrepreneur, Odvina stressed the importance of possessing good character, positive outlook in life and being honest to the customers to increase patronage and ensure business growth and marketability.

She added, that the KMME trainees should have determination and to love their chosen business, considering that this is a big opportunity for them to become a successful entrepreneurs.

According to DTI-Agusan del Norte provincial director Brenda Corvera, the KMME program aims to help the MSMEs to step-up their businesses by providing them free lectures and mentoring/coaching sessions to be discussed by business owners/ local kapatid mentors on different functional areas of entrepreneurship.

“We’re hoping that from all their learnings, they could scale up their businesses. So, if they scale up, they’ll be able to employ other people and they’ll be able to invest more so in a way, we will grow the MSME sector,” bared Corvera.

TESDA Agusan Norte conducts training induction programs

BUTUAN CITY, Oct. 31 -- In its effort to inform the trainees on the background of the agency as well as their duties and responsibilities as scholars, the provincial office of the Technical Education and Skills Development Authority (TESDA) in Agusan del Norte recently conducted series of Training Induction Programs (TIPs).

Recently, the Training Induction Program (TIP) for Tsuper Scholars in Brgy. Bayanihan here was conducted. TESDA-Agusan del Norte former Provincial Director Dr. Julius Sol O. Jamero pointed out that under the "Tsuper Scholarship Program," drivers affected by the PUV Modernization Program of the national government will be trained by TESDA to develop their skills.

The 2nd Batch which is composed of drivers in different municipalities of the province will be trained in Driving NC II at the Northern Mindanao School of Fisheries (NMSF) for 15 days.

Also, a total of 25 scholars under the Training for Work Scholarship Program (TWSP) recently attended the Training Induction Program (TIP) of Visual Graphics Design (VGD) NC III at Father Urios Institute of Technology (FrUIT) in Brgy. Ampayon, this city.

In his message, Dir. Jamero underscored the importance of training. He reminded the scholars to take the training seriously so that they will pass the mandatory assessment and receive the National Certificate.

Further, the provincial office recently conducted a Training Induction Program (TIP) at EM Nature Farms in Barangay Dulag here under the Training for Work Scholarship Program (TWSP) for 2019 in the Produce Organic Vegetables Leading to Organic Agriculture Production NC II. Under the program, a total of 20 slots are being allocated.

Furthermore, some 25 female inmates or Persons Deprived of Liberty (PDL) of the Bureau of Jail Management and Penology (BJMP)-Butuan City recently attended the Training Induction Program (TIP).

TESD Specialist II and Scholarship Focal Sherly B. Ceniza presented the profile of TESDA to let the inmates know the basic information of the agency. They were also informed on the benefits that they can avail after finishing the training in Shielded Metal Arc Welding (SMAW) NC I as well as the different Scholarship Programs that TESDA is offering.

Meanwhile, Buenafe G. Enaya, Supervising TESD Specialist of TESDA Agusan del Norte inspires the participants of the CBTP (Drug Surrenderees) of Cluster Camagong, Aclan, Amontay and Sta. Ana on TESDA's scholarship program during their session held recently at Brgy. Sta. Ana, Nasipit, Agusan del Norte.

In a related development, TESDA-Agusan del Norte, in partnership with Philippine Army's 23rd and 29th Infantry Battalions and the Provincial Social Welfare and Development (PSWD) Office of Agusan del Norte conduct and Opening Program today, October 28, 2019 for recipients of Special Training for Employment (STEP) Scholarship for Special Clients at the 23rd IB Camp, Brgy. Alubihid, Buenavista, Agusan del Norte. A total of 25 former rebels (FRs) will undergo the TESDA Skills Training Program on Automotive Servicing NC I that will run for 23 days. The training will start on Sunday, November 3, 2019.

SurSur farmers to start raising native chicken for business

TANDAG CITY, Surigao del Sur, Oct. 31 -- Raising native chicken is considered by the farmers in Barangay Cancavan, Carmen Surigao del Sur a feasible enterprise to augment their monthly income.

“The income that we earn from planting crops and fishing is not enough to supply our daily needs. We need to have an alternative source of income to support our families,” said Rosalie Birador, member of Barangay Cancavan Corn Growers Association.

Rosalie has five children, she works at the Barangay as a Kagawad where she takes home 4,500 a month. Her husband, a fisherman also earns 1,800 2,400 a month. All of her children and four grandchildren are still dependent on them.

For a family earning below 7,000 a month, daily living is a struggle.

According to the Philippine Statistics Authority 2015 data, a family of five needs 9,064 every month to meet both basic food and nonfood needs.

To provide an additional good source of income to Rosalie and his fellow members, the Department of Agriculture-Caraga (DA-Caraga) through the Special Area for Agricultural Development (SAAD) Program recently turned-over the native chicken production project to the association with a total worth of 380,362.

As a start, the 29-member association underwent training on native chicken production to ensure readiness and equip them in managing the intervention properly.

After they completed the training, they received one unit of poultry house, 90 heads of native chicken, and feed support for two production cycles.

“DA-SAAD Caraga supports the farmers, particularly to families with limited resources. The participants are pre-identified by the Area Coordinators assigned in the municipality,” said DA-SAAD Caraga Deputy Program Coordinator Roberto Hipolao, Jr.

The purpose of raising native chickens is to provide the group an additional income at the same time a good source for protein for each household. Chicken raising is a feasible livelihood for them because of the small investment and short time to income, Hipolao added.

“We are now excited to make our time more productive through the intervention we have received from DA-SAAD Caraga. We will do our share for the sustainability of this project,” said Rosalie Birador.

Mga negosyante, hinimok na maging porsegido sa kanilang negosyo

LUNGSOD NG BUTUAN, Oktubre 31 (PIA) -- Patuloy ang pagtulong ng Department of Trade And Industry (DTI) sa mga kababayang may negosyo o nais magnegosyo.

Ito ay sa pamamagitan ng kanilang Kapatid Mentor Me (KMME) program kung saan umaasa ang DTI na magagamit ng trainees ang kanilang pagsasanay para sa kani-kanilang mga negosyo.

Isa si Jessica Odvina sa unang batch ng KMME program na ngayon ay kilala na bilang “Guyabano Queen” hindi lang sa Butuan City, kundi pati na sa ibang probinsiya dahil tagumpay na narating ng kanyang produkto.

“Marami akong natutunan at naisip ko na malawak pala ang mundo na dadayuhin ko kasama ng aking mga produkto,” pahayag ni Odvina.

Bilang isang entreprenuer, binigyang-diin ni Odvina ang pagiging tapat sa mga kleyente o customers upang patuloy na tangkilikin sa binibentang produkto at para mas lalo pa itong makilala sa ibang lugar.

Dagdag pa niya, kailangang maging determinado at porsigido ang trainees ng KMME sa kanilang mga negosyo lalo na at malaking oportunidad ito para makamit ang inaasam na tagumpay.

“Ang dami ko ring pinagdaanan. Sa katunayan, naglalako lang ako sa daan at walang nakakapagkilala sa akin pero sa tagal ng panahon, nagkaroon ako ng trade mark bilang Guyabano Queen ng Caraga. At na-inspired naman ako na magpatuloy sa buhay at tangkilikin at bigyan ng inspirasyon yung mga nagsisimula palang na huwag mawalan ng pagasa kasi habang may buhay as long na nagsisikap ka, may tiyaga ka magtatagumpay ka,” sabi ni Odvina.

Ayon kay DTI-Agusan del Norte provincial director Brenda Corvera, layon ng KMME program na matulungan ang mga micro, small and medium entrepreneurs na paunlarin ang kanilang negosyo sa pamamagitan ng coaching and mentoring  na isinasagawa sa negosyo centers sa buong rehiyon ng bansa.

“Umaasa kami na sa lahat ng kanilang natutunan ay magamit nila ito sa pagpapalago ng kani-kanilang mga negosyo. Kasi pag lumago yung negosyo nila, mas marami din silang mabibigyan ng trabaho at marami na ding mag-iinvest,” dagdag ni Corvera.

Hinikayat din ni Corvera ang iba pa na huwag magdalawang isip na komunsulta at humingi ng tulong sa pinakamalapit na Negosyo Center ng DTI sa kanilang lugar upang maibigay din ang serbisyo sa kanila. (JPG/PIA-Caraga)

Mga drivers sa Butuan City, boluntaryong sumailalim sa drug test

LUNGSOD NG BUTUAN, Oktubre 31 (PIA) -- Ala-sais palang ng umaga nitong Lunes, handa na ang mga tauhan ng Philippine Drug Enforcement Agency (PDEA) Caraga sa Langihan Bus Terminal para isailalim sa drug test ang mga drayber at konduktor.

Buo naman ang kooperasyon ng mga ito maging ang mga pasahero lalo na at layon nitong tiyakin na ligtas at maayos ang mga biyahe para sa Undas.

“Sang-ayon po kami sa isinasagawa ng PDEA upang malaman at matukoy talaga kung sino sa mga drivers ang nagbibisyo at gumagamit ng illegal na droga,” sabi ni Arnold Cucharo, bus driver.

“Alam naman po naming na maganda po ang intension ng PDEA sa pagsagawa ng surprise drug test at ito’y para mas masigurong ligtas ang mga pasaherong bumabiyahe,” sabi ni Sostenes Lomayog, bus driver.

Bagamat nagmamadali sa biyahe, sumuporta naman ang mga pasahero sa mga draybers at konduktor na sumailalim sa drug test. “Mas mabuti na rin yan nang malaman natin sinu-sino yung mga draybers na lumalabag sa batas,” sabi ni Gilmarie Sedon.

Ayon kay Dindo Abellanosa, regional information officer ng PDEA-Caraga, may isang drayber at isang konduktor ang nag-positibo sa initial test.

Bagamat isasailalim pa sa confirmatory test, dadaan pa rin ito sa counseling at rehabilitation.

Naka-hold na rin ang lisensya nito sa Land Transportation Office (LTO) para hindi muna makapagmaneho.

“Layon ng ahensiya na matulungan ang mga draybers na sangkot sa illegal na droga na sila’y ma-counsel at ma-rehabilitate. At masigurong ligtas ang mga pasahero sa pagbiyahe,” pahayag ni Abellanosa.

Binigyang-diin din niya na magpapatuloy ang pagsasagawa ng Oplan Harabas o surprise drug test.

Sinabi pa ni Abellanosa na hawak ng mga drayber ang kaligtasan ng kanilang mga pasahero kaya't mainam na matiyak na wala ang mga ito sa impluwensya ng iligal na droga at nasa maayos na kondisyon habang nagmamaneho. (JPG/PIA-Caraga)

Mahigit 400 kabataan nakilahok sa Junior Police Boot Camp 2019 sa Butuan

LUNGSOD NG BUTUAN, Oktubre 31 (PIA) - Mahigit 400 kabataan mula sa 31 national high schools dito sa lungsod ang lumahok sa ginanap na tatlong araw na Junior Police Boot Camp 2019.

Dito ay tinuruan sila na maging responsable at disiplinadong kabataan na may kredibilidad at laging handang tumulong sa mga nangangailangan.

Sa pamamagitan nito, naniniwala ang pambansang pulisya at militar na hindi madaling mahikayat ang mga kabataan na sumanib sa makakaliwang grupo.

Masaya si Ivan Pepito dahil kabilang siya sa mga estudyante na nabigyan ng oportunidad na makalahok sa nasabing aktibidad. Mahalaga ito upang matauhan ang mga kabataan na hindi solusyon ang terrorismo upang umunlad ang ating bansa.

“Sana ay isapuso at isagawa ng mga kapwa ko kabataan ang aming natutunan sa aktibidad na ito. Makatutulong ito upang kami’y mas lalo pang maging responsable at kapaki-pakinabang sa komunidad,” pahayag ni Pepito.

Pinaalalahanan naman ni Wenna Joy Culibra ang kapwa niya mga mag-aaral na huwag silang magpadala, magpalinlang at sumanib sa mga teroristang grupo. Alalahanin din sana ng mga kabataan ang pagsisikap at pagmamahal sa kanila ng kanilang mga magulang.

“Huwag po tayong magpalinlang sa mga NPA dahil ang kanilang mga programa at ideyolihiya ay mali at walang katotohanan,” sabi ni Culibra.

Ayon naman kay Police Colonel Albert Magno, ang city director ng Butuan City Police Office, bahagi ang aktibidad na ito sa kanilang mga inisyatibo upang masolusyonan ang problema sa insurhensya.

Malaking parte ito sa implementasyon ng Executive Order 70 ni Pangulong Rodrigo Duterte upang makamtan ang pang-matagalang kapayapaan sa bansa.

Task Force Undas, mas pinaigting ang seguridad sa Caraga

LUNGOD NG BUTUAN, Oktubre 31 (PIA)- Mas pinaigting pa ng “Task Force Undas” sa pangunguna ng Philippine National Police (PNP) Caraga at iba pang ahensta ng gobyerno ang hakbang para tiyaking ligtas ang paggunita ng publiko sa undas.

Batay sa tala ng Police Regional Office-13, mahigit 2,000 katao ang inaasahang dadagsa sa mga sementeryo sa rehiyon ngayong undas.

Ayon kay Police Brigadier General Joselito Esquivel Jr., regional director ng PNP Caraga, may mahigit 4,000 na pulis na ang idineploy sa isang 194 na sementeryo, maging sa airports, seaports, at mga terminal ng bus.

May itinalaga rin na Public Assistance Desks sa mga sementeryo na handang magbigay serbisyo.

Pakiusap naman ni Esquivel sa publiko, sumunod sa mga patakaran upang maging payapa at tahimik ang pagunita ng undas.

“Huwag magdala ng mga matutulis na bagay, baril, sound system at iba pang ipinagbabawal sa inyong pagpunta sa mga sementeryo ngayong undas. Umaasa kami sa inyong suporta at kooperasyon upang maging maayos at ligtas ang lahat,” pahayag ni Esquivel.

Sinabi rin ng opisyal na mas pinaigting rin ang PNP checkpoints, kung saan may ilan na ring indibidwal ang nahuli dahil sa paglabag sa batas.

Nagpapatupad rin ang Philippine Coast Guard (PCG) Caraga ng istriktong seguridad para sa undas. Ayon kay PCG station commander Lawrence Roque, simula nuong Oktubre 26, 2019 ay puspusan na ang kanilang inspeksyon sa mga pasahero at kanilang mga bagahe.

Gumagawa din ng regular random checks ang coast guard K9 para sa maayos, ligtas at komportableng biyahe sa karagatan.

Tinitiyak ng PCG na walang mga sasakyang pandagat ang mag-o-overload o sosobra sa pasahero para maiwasan ang ano mang sakuna.

Mahigpit ding iniinspeksyon ng mga tauhan ng coast guard ang mga dokumento ng bawat sasakyang pandagat at kung sumusunod ang mga ito sa safety standards ng Maritime Industry Authority. (JPG/SDR, PIA-Caraga)

Mga lolo’t lola, nagpakitang gilas sa 'Senior Idol' 2019

LUNGSOD NG BUTUAN, Oktubre 31 (PIA) -- Nagpakitang gilas ang mga lolo at lola sa lungsod ng Butuan sa taunang Senior Idol 2019 Competition.

Kabilang sa mga ibinida nilang talento ay pagkanta, pagsayaw at sa pagsasadula ng harana, na nagpasaya at nagpakilig sa mga manonood.

Isa si lola Precila Balaquit, 63 taong gulang at residente sa Barangay Holy Redeemer, sa mga lumahok sa singing contest at ipinakita ang kanyang istilo at sariling bersyon ng isang kanta.

Hinikayat din niya ang ibang senior citizens na ibahagi ang kanilang mga talento sa kabila ng kanilang edad.

“Inspirasyon ko ang aking pamilya, ang aking anak at apo. Para sa aking mga kasamang senior citizens, patuloy nating ipakita an gating kakayanan at lumahok sa mga ganitong aktibidad upang Makita ng iba an gating mga talento,” sabi ni Balaquit.
Lubos naman ang tuwa at suportang ibinigay ng mga manonood sa kasama nilang mga senior citizens na lumahok sa ibat-ibang nasabing kompetisyon.

“Andito kami para suportahan ang aming mga kasamang senior citizens sa kompetisyong kanilang sinalihan. Isa na ring itong paraan para kami’y magkita-kita at mag-usap-usap,” pahayag ni Pablita Saga, 73 taong gulang.

“Nagkakasiyahan kami dito at sana magpatuloy pa ang ganitong aktibidad,” sabi ni Lolita Cembrano, 62 taong gulang.

Samantala, kasabay ng kompetisyon ay nagbigay ng bulaklak ang mga batang mag-aaral mula sa ibat-ibang day care centers  sa mga lolo't lola.

Ito'y isang paraan ng mga kabataan para  maiparamdam sa mga lolo at lola ang kanilang  pagmamahal  at pagbibigay halaga sa mga sakripisyo at pagsisikap nila para sa pamilya.

36 SK chairpersons sa Butuan City ganap ng reservists

LUNGSOD NG BUTUAN, Oktubre 31 (PIA) - Ganap ng enlisted army reservist ang 36 na Sangguniang Kabataan (SK) chairpersons sa Butuan City matapos grumaduate sa Basic Citizens Military Training sa ilalim ng 15th Regional Community Defense Group, Army Reserve Command kasabay sa isinagawang Three-day 1st SK Butuan City Leadership Development Training sa Barangay Alubihid, Buenavista, Agusan del Norte.

Layunin ng programa na mai-angat ang leadership at organizational skills ng mga kabataan lalo na ng mga SK chairpersons. Isa rin itong paraan para makatulong sila sa problema ng insurgency sa ating bansa at mailayo ang mga kabataan mula sa panlilinlang ng makakaliwang grupo.

“Marami kaming natutunan sa mga lectures, lalu na kung papaano maging mabuting leader at kung ano pa ang pwede naming gawin bilang kabataan na makatutulong sa pag-unlad hindi lang ng aming barangay kundi ng buong bansa,” Josa Mae Obedencia, SK chairperson ng Brgy. Tandang Sora.

Ayon kay Engr. Wen Kok Chiang, SK Federation president ng Butuan City, kabilang ang SK officials sa mga nasa front line sa pagseserbisyo sa mga kabataan kaya nararapat lang na sila ay maging magandang ehemplo at mabuting leader.

“Sa mga kabataan, hindi po tayo dapat magpaloko o magpalinlang sa mga makakaliwang grupo kasi wala namang magandang naidulot yung pakikibaka at mga programa nila. Marami na pong namatay at ayaw po nating dagdagan ang bilang ng mga kabataang Pilipinong namamatay. Meron po tayong military, meron po tayong pangulo na nagmamahal sa atin at handa tayong ipaglaban,” pahayag ni Chiang.

Dagdag pa ni Chiang, ang inisyatibong ito ng lokal na pamahalaan ng Butuan kasama ang 402 Brigade Philippine Army ang kauna-unahan sa buong bansa. Tugon din nila ito sa panawagan ni Pangulong Rodrigo Duterte na labanan ang insurhensiya at bahagi na rin ng Executive Order No. 70 o whole-of-nation approach ng gobyerno.

PDLs donate to Mindanao quake victims

SURIGAO CITY, Surigao del Norte, Nov. 3 (PIA) -- Confined and denied a variety of freedoms under the authority, the persons deprived of liberty (PDLs) at the Surigao City Jail were not afraid of taking the liberty to exercise benevolence and kindness by donating 30 sacks of rice to the quake victims in Davao and Cotabato.

Other than the outpour of donations from several humanitarian and relief organizations, these more than 600 PDLs have also voluntarily contributed for a meaningful cause, slicing a portion of their food ration.

According to JSInsp. Diovin C. Auza, city jail warden, the value of said donation is P37,500 which is almost equivalent to a day of meal allowance.

"It's like they skip three meals for an entire day for the purpose of helping our fellowmen who were badly affected by the successive quakes that struck here in Mindanao," said Auza.

Auza admitted that the sincere gesture of the PDLs to help the victims of the devastating earthquake was totally unexpected and is the first to ever happen in Caraga region.

“I was indeed surprised when they informed me of their unanimous determination, in which I believe that their selfless act of giving assistance in their own little way could truly make a difference. Our heavenly Master used them, the PDLs, to do extraordinary things,” said Auza.


He said that for some, it’s nothing out of the ordinary. But considerably worth a sacrifice for the PDLs who genuinely promote and bring advantage to others, even if it means depletion on their part, Auza added.

Alias Eric, a 47-year-old detention cell leader, said they willingly did it to help alleviate the sufferings of the surviving individuals in the calamity-stricken areas.

Also known as “Bantop” in the detention center, confessed how he felt his sympathetic instinct and thought of being fortunate to have been spared and away from such catastrophe.


While alias “Chris,” 50-year-old, also said that despite of them being incapable to shell out a certain amount of money they were still able to come up with an idea and opted to slash off the allotted budget for their meals.

Meanwhile, Bureau of Jail Management and Penology (BJMP) regional director JSSupt. Revelina A. Sindol hopes that this also will inspire others, especially those who have more in life to share and will motivate them to pitch in with no expectation of receiving anything in return.

DA provides livestock interventions to SurSur farmers

BISLIG CITY, Surigao del Sur, Nov. 4 -- Poverty reduction and sustainable development rely mostly on empowering people. One of the avenues to empower them is through interventions for sustainable livelihoods.

The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program provided livelihood support to each of the four farmer groups in Surigao del Sur with a total cost worth 2.5 Million.

Each association from Barangay San Roque, Bislig City, and Barangay Panaosawan in the Municipality of Bayabas received a one-unit goat house and one packet (11 heads) of goat.

Hilario Rosel, a member of the Riverside Panaosawan Farmers Association (RIPAFA), a seasonal laborer admits that he has no definite monthly income to support the basic needs of his family. He is called to work only during harvest season and his medical condition affects him to get other jobs.

"As one of the members of RIPAFA, I am very grateful for the project because this will be a great help to add my income," said Rosel.

The same intervention was also given to the P-7 Panaosawon Farmers' Association.

According to Dr. Roche Rey Barrios, the City Veterinarian of Bislig, goat rearing has distinct economic and managerial advantages over other livestock because of its less initial investment, low input requirement, higher prolificacy, early sexual maturity, and ease in marketing.

They play a big role in supporting the livelihood system of the men and women in the rural areas, he added.

On the other hand, two newly-formed associations the Goat Raisers Association of Sitio Sanyata (GRASS) and Goat Raisers Association of Mabog (GRAM) from Barangay San Roque, Bislig City were now also practicing their potentials as livestock keepers.

Fifty-six-year-old, Marietta Añasco, a member of GRASS shared that the intervention is timely as they need to have another source to augment their income because they are affected by the low buying price of copra.

"Aside from the extra income that we can get from goat raising, our favorite bonding –tsismis (gossip) with our neighbors will now lessen because our time will be spent now on managing our new source of income," said Añasco.

DA-SAAD Caraga Deputy Program Coordinator Roberto Hipolao, Jr. said that the Department will continually assist the beneficiaries and monitor the intervention to ensure the proper implementation and execution of the operation to achieve the project objectives.

NPA surrenderee pinpoints high-powered firearm’s location in SurSur

TANDAG CITY, Surigao del Sur, Nov 4 -- A squad leader of the Weakened Guerilla Front 30 (WGF30), Northeastern Mindanao Regional Committee (NEMRC) identified as alias Kakar surrendered to 7th Special Forces “Spartans” Company (7SFC), 3rd Special Forces “Arrowhead” Battalion (3SFBn) on Nov. 1 and pinpointed the location of one 5.56mm M4 Carbine Bushmaster Rifle at the hinterland of Purok Bombels, Awisan, this city. The said surrenderee is currently at the 7SFC headquarters in Mararag, Marihatag, Surigao del Sur for proper custodial debriefing.
                                                           
According to Alias Kakar, 34 years old, he was recruited by a certain Otillo Galagate, a Militia ng Bayan member in barangay Tina, San Miguel, Surigao del Sur two to three years ago.

“Walay kaugmaon tungod sa korapsyon ng mga kumander (There is no future because of the corrupt commanders),” said Kakar.

He said that to be with the Communist NPA Terrorist is to live in a miserable life.

“Hindi na baling mahirap ang buhay basta kasama ko ang aking pamilya, ang anak at asawa ko,” he added.

The provincial government of Surigao del Sur’s all-out support to the Whole-of-Nation Approach to End Local Communist Armed Conflict has gained tremendous results and positive feedbacks all over the Caraga region. Recently, Surigao del Sur Governor Alexander Pimentel was appointed as the Regional Peace and Order Council Committee Chairman for his steadfast commitment in initiating various peace and development efforts in the province.

Alias Kakar along with other new surrenderees will be enrolled in the Enhanced Local Integration Program (E-CLIP) to receive benefits for choosing the path to peace. Army saves wounded NPA youth in AgNor encounter

CABADBARAN CITY, Agusan del Norte, Nov. 4– Troops of 29th Infantry “Matatag” Battalion (29IB), Philippine Army saved a young New People’s Army (NPA) combatant who was wounded in an encounter that took place on Saturday, Nov. 2, 2019 in Barangay San Isidro, Santiago town in Agusan del Norte.

The wounded NPA youth, identified as alias Kent, was immediately provided first aid by the 29IB operating troops and wasted no time in bringing him to the nearest hospital for further medication to save his life. 

According to Lt. Col. Isagani O. Criste, the Commanding Officer of the 29IB, alias Kent was only 17 when he joined the communist movement and stayed with the group for more than two years.

Lt. Col. Criste was also deeply sad seeing as young as alias Kent already engaging in an armed struggle. "Deceived and fooled by the NPAs' lies and propaganda. This youth had almost lost his precious life like his comrade who died in the encounter earlier," he said.

"I know most of the youths who have been recruited just like alias Kent do not truly desire what they're doing. They have just been misguided, influenced and worst they have just been used for a lost cause by the NPA terrorist. Some of them were threatened and molested especially the young female recruits," Lt. Col. Criste added.

Lt. Col. Criste then called on other NPA members who are still in the mountains to come home and return to the folds of the law.

"Your families are waiting for you. We will gladly assist you back to mainstream society and live peacefully. 13 more SurSur villages condemn NPAs

SAN AGUSTIN, Surigao del Sur, Nov. 4 -- All 13 barangays of the municipality of San Agustin, Surigao del Sur declared the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA) persona non-grata through resolutions citing the collection of revolutionary taxes, hostage-takings, harassments and killings of innocent and defenseless civilians as primary reasons for their decision to condemn the NPAs. The declaration was officially made public by the 3rd Special Forces “Arrowhead” Battalion (3SFBn) official recently.        
Lt. Colonel Joey Baybayan, 3SFBn Commanding Officer, expressed his gratitude to the local government unit (LGU) of San Agustin under the leadership of Mayor Libertad Alameda for their courageous stand against the NPAs.

“The San Agustin LGU's declaration is a courageous move and a concrete manifestation of their all-out support to the country’s Whole-Of-Nation Approach to End Local Communist Armed Conflict. Not all local leaders have the guts to do this in some parts of the country,” Lt. Col. Baybayan said.

The 3SFBn warns the public to be more vigilant because the remaining NPAs have no other means to gain support but to intimidate and terrorize the indigenous people's communities, local leaders, investors and residents from far-flung areas, liquidation of personnel and destruction of government properties such as burning construction equipment to delay the government’s developmental projects just to show that they still exist.

“These terrorists are desperate now because they have nothing left but their deception-based propaganda, their failed and useless ideology, their firearms, and explosives intended to sow fear to the defenseless. Help us locate them through all forms of communication," LTC Baybayan added.

Meanwhile, an unarmed and off-duty CAA Pablo Omblero was executed by the alleged NPAs last October 27 in Valencia City, Bukidnon, a concrete proof of International Humanitarian Law (IHL) violation and another clear reason for all Filipinos and the international community to condemn the CNTs. 1 killed, 1 injured in Agusan Norte clash

CABADBARAN CITY, Agusan del Norte, Nov. 4 -- Following the mandate of President Rodrigo Roa Duterte to end the insurgency, the troops of 29th Infantry “Matatag” Battalion (29IB), Philippine Army conducted an intensified combat operations in Agusan Norte areas. As a result, one member of the New People’s Army (NPA) died and another one wounded with two high powered firearms captured during the encounter in an uninhabited and forested area in Brgy. San Isidro, Santiago, Agusan del Norte on Saturday, Nov. 2, 2019.

The troops were conducting combat operations as a response to the report received by the unit from concerned civilians. The prompt and swift action of the troops resulted in an encounter with undetermined numbers of NPA, believed to be members of Sentro De Grabidad (SDG) 16A, Guerilla Front Committee (GFC) 16 of North Eastern Mindanao Regional Command (NEMRC) under the leadership of alias Kadong.

The firefight lasted for about 15 minutes after which the rest of the NPAs scampered and withdrew towards East direction leaving behind their dead and wounded cohorts with one M4 rifle with sniper scope and another one M4 rifle with two magazines fully loaded with ammunition, two bandoliers, one anti-personnel mines, medicine kit, one UHF handheld radio, one backpack containing other personal belongings of the NPAs and subversive documents. Bloodstains were also seen in the withdrawal routes indicating that the NPAs suffered numerous casualties.

Lt. Col. Isagani O. Criste, 29IB Commanding Officer, said that they will continue the offensive operations to make the NPAs come out from their hiding place.

"To the NPA members who are still in doubt with the government, I encourage you to come down and lay down your weapons while you still have your chance. Don’t wait for the time that we will meet each other in the mountains because if that happens, we will make sure that you will pay the just consequences of your actions,” Lt. Col. Criste said. Army troops seize another NPA lair in SurSur

TANDAG CITY, Surigao del Sur, Nov. 4 -- Elements of the 36th Infantry Battalion, Philippine Army under the 402nd Infantry "Stingers" Brigade seized recently another CPP-NPA Terrorist (CNT) lair at Sitio Suba, Brgy. Mabuhay, this city.

The CNT lair has an estimated area of about 50x100 square meters that can accommodate around 50 CNT members. It was believed to be abandoned days ago. After a careful search on the lair, the troops seized two anti-personnel mines (pipe type) with 50 meters wire, ½ sack of rice and CNT personal belongings.   

The 402nd Brigade has intensified its operation against the CNTs in the outskirts barangays and the hinterlands due to the persistent appeal of the people to ensure safety and security so that peace and development efforts in their communities continue.

Since January 2019, the Stingers Brigade has already seized 57 lairs during armed encounters and routine security patrols. For the last quarter alone, a total of 14 CNT hideouts were seized wherein most of them were tipped off from the civilian residents. (402nd Bde-CMO/PIA-Surigao del Sur)

Mahigit 100 NPA, supporters sa Agusan Norte nagbalik loob sa gobyerno

Sa isinagawang community immersion sa barangay Mahaba sa lungsod ng Cabadbaran, may 137 regular na miyembro ng New Peoples Army (NPA), militia ng bayan (MB) at underground mass organization (UGMO) members ang sumuko sa 29th Infantry Batallion, Philippine Army.

Kabilang sa mga sumuko ay si alias "Bem-Bem" na dating medic sa Guerilla Front Committee 21C (GFC 21C), na nanilbihan bilang isang medic sa loob ng 14 na taon.

Ayonn pa sa kanya, ang buhay niya sa bundok ay hindi naging madali kaya malaking tulong ang kanyang pagbabalik-loob sa gobyerno upang mamuhay nang tahimik at higit sa lahat ay makapagpatuloy na sa pag-aaral ang kanyang mga anak.

Ayon naman kay alias "Ondong," isang high ranking official at dating political infrastructure officer ng 21C, na nanilbihan ng sampung taon sa NPA, ang pagnanais niyang mamuhay ng mapayapa kasama ang pamilya, ang unang dahilan ng kanyang pagsuko.

LUNGSOD NG BUTUAN, Nobyembre 4 (PIA) -- Nakibahagi ang iba't ibang sektor sa rehiyon ng Caraga sa taunang ‘Lakbay Palay’ ng Philippine Rice Research Institute o PhilRice Agusan na ginanap sa PhilRice Agusan Experiment Station, Remedos T. Romualdez, Agusan del Norte.

Maliban sa mga magsasaka lumahok rin dito ang mga estudyante at iba pang stakeholders.

Kabilang sa aktibidad nito ang field tour sa palayan upang personal na makita ang kalidad ng binhi at field demonstration ng top five high performing varieties na siyang ipamamahagi sa ilalim ng rice competitiveness enhancement program (RCEF) para sa seed component nito.

Itinampok din ang mga makinarya gaya ng combine harvester, transplanter, drumseeder, reversible flatbed dryer at iba pa na nakakatulong na mabawasan gastos sa produksiyon ng mga magsasaka.

Ayon kay PhilRice agusan branch manager Joventino Tado, patuloy ang kanilang ahensiya sa pagtulong sa sektor ng agrikultura para mapabuti at mapataas pa ang ani ng mga magsasaka.

“Ang mga farmer group sa bawat recipient province ng RCEF gaya ng Agusan del Norte ay pwede na nilang irequest ang mechanical dryer para dun patuyuin ang kanilang aning palay. Kapaki-pakinabang ito sa kanila, na nakakatulong na ma-empower pang maging competitive, resilient at sustainable,” sabi ni Tado.

Isinagawa rin ang information clinic kung saan itinuturo kung paano maging mekanisado at maging maalam sa bagong pamamaraan ng pagtatanim gaya ng minus one element o MOE technique, alternate wetting at drying, at white stem borer management.

“Mahalaga itong okasyon na ito dahil malalaman namin kung ano ang nararapat gawin sa aming sakahan. Marami kaming matututunan sa kaganapan dito,” sabi ni Gilbert Maturan, farmer-leader ng Dacutan Farmers Multi-purpose Cooperative (DAFAMCO).

Maliban sa pagtuturo ng mga kaalaman patungkol sa pagsasaka ay namahagi rin ang PhilRice ng libreng certified seeds, rodenticides at fertilizers. Nariyan din ang mga booth kung saan itinampok ang rice research and development products at services o knowledge products.

“Magandang oportunidad ito para sa aming kabataan lalung-lalo na sa akin na agricrop production student. Magsasaka rin ang aking mga magulang kaya makakatulong ito na mapabuti ang aming pagsasaka at maging pamilyar sa mga technique,” sabi ni Angelo Diego, mag-aaral sa Batangbalang National High School, Agusa del Norte.

Army to AgNor town officials, residents: Reject communist terrorist group

CABADBARAN CITY, Agusan del Norte, Nov. 6 --  The Army Commander in Caraga urged local leaders and its residents to reject the Communist Terrorist Group (CTG) during the Municipal Development Council (MDC) and Municipal Peace and Order Council (MPOC) launching of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of the Municipality of Jabonga on October 27 at the Multi-Purpose Gym, Barangay Baleguian, Jabonga.

In his speech during the launching of MTF ELCAC in Jabonga town, Col. Maurito Licudine, Commander of the 402nd Infantry (Stingers) Brigade, challenged the local leaders and residents to reject outright the CTG and its allied left-leaning organizations in order to move forward in one direction particularly in ending the local communist armed conflict and attain a long and lasting peace in the said town.

The launching, as a manifestation of rejection of CTG and support to the EO 70, was also highlighted with the Jabonga MTF ELCAC’s 1st resolution declaring the CPP-NPA-NDF and its allies as persona-non grata in Barangays A. Beltran, Maraiging, Bangonay, Libas and Baleguian of same town.

Present during the joint MDC-MPOC resolution signing of Jabonga which officially created and launched the town's MTF ELCAC were Agusan del Norte Governor Dale Corvera, Agusan del Norte Rep. Ma. Angelica Rosedell Amante-Matba, and other guests from different agencies and stakeholders.

Col. Licudine said the local residents must resist the CTG and reject them from their communities. "Your Army will side by side stand in unity with the local leaders and its people to demonstrate that the CPP-NPA Terrorist (CNTs) and its left-leaning legal organizations have no place in our peace-loving communities," he said.

Caraga police top index crime for 3rd quarter of 2019

BUTUAN CITY, Nov. 6 -- The Police Regional Office (PRO) 13 topped among the 17 police regional offices nationwide in index crime solved during the 3rd quarter of 2019.

PRO13 had the highest index crimes solved at 63.33% followed by the National Capital Region Police Office with 62.53% as second and PRO3 with 58.13% as third.

PRO13 Director Police BGen. Joselito Esquivel, Jr. said that based on the data gathered by the office of Regional Investigative Detective Management Division (RIDMD13), 418 cases of murder, homicide, physical injuries, rape, robbery, theft, motorcycle theft, and cattle rustling were reported and recorded from July to September 2019.

Of the 418 reported crimes regionwide, 260 cases have been solved while 324 crimes have been cleared.

Police Provincial Office (PPO) of Dinagat Islands topped among other PPOs and Butuan City Police Office of PRO13 on index crime solved with 16 cases cleared and 16 cases solved out of the 17 reported crimes for the same period.

“This is a result of collaborative efforts of the Philippine National Police, other law enforcement agencies and all stakeholders with the active support of the community,” said Esquivel, Jr.

“Rest assured that the fight against criminality and threats will be strengthened. We will continue our anti-criminality campaign as well as our crime-solving efforts to improve the peace and order and ensure the safety and security of all Caraganons,” he added. (PRO13/PIA-Caraga)

Army launches offensive operation to thwart CNT extortion in SurSur

TANDAG CITY, Surigao del Sur, Nov 6 -- The army’s 36th Infantry (Valor) Battalion, Philippine Army launched an intensified offensive operation to thwart the Communist Party of the Philippines - New People’s Army Terrorist's (CNT's) extortion activity in the province of Surigao del Sur.

The intensified offensive operation is a response to the reports from the concerned citizens that the CNTs are conducting extortion activities in the province.

Lt. Col. Jezreel Diagmel, Commanding Officer of 36IB, launched a series of intensified military operations to trace the hideouts of the CNTs.

Based on the report, an estimated amount of P6 million a month was being extorted by the CNTs from the politicians, businessmen, mining and construction companies and even ordinary citizens in the area of 36IB alone covering the municipalities of Carrascal, Cantilan, Lanuza, Carmen, Madrid, Cortes, San Miguel, Tago and Tandag City excluding Permit to Campaign (PTC) and Permit to Win (PTW) during election period.

Lt. Col. Diagmel revealed that the army is gearing towards eradicating extortion activities to the peace-loving people of Surigao del Sur.

“The intensified offensive operation in the area of operation will thwart and preempt the NPA extortion activities. We will cut their resources for them to surrender and return to the folds of the law,” Lt. Col. Diagmel said.

He also added that the success in combat operation will be a big leap for the victims of extortion activities of the CNTs.

Nursery plant to rise in Zapanta Valley

CABADBARAN CITY, Agusan del Norte, Nov. 6 -- The Department of Agrarian Reform (DAR) together with the Philippine Fiber Development Authority (PhilFIDA) and the 29th Infantry (Matatag) Battalion, Philippine Army recently conducted a three-day Nursery Establishment and Management Training to the Zapanta Valley Bisaya Organization (ZAVBIOR) at So. Zapanta Valley, Brgy. Bangayan, Kitcharao, Agusan del Norte.

The said training was initiated by DAR Project Converge and was composed of a series of lectures on the first day about abaca seed production by personnel from PhilFIDA followed by the actual planting and bagging of abaca seedlings on the second day and construction of abaca plants nursery on the third day.

ZAVBIOR was organized and registered with the Department of Labor and Employment (DOLE) by the Community Support Team (CST) of Alpha Company headed by 1Lt. Edmar C. Colagong last June 2018. This organization is composed of more than 50 members who belong to what is called the Internally Displaced Persons (IDPs) of Zapanta Valley and is part of the priority areas of the Peace and Development Zone (PDZ).

Zapanta Valley was also part of the Conflict-Affected Areas (ConAAs) under 29IB and considered before as base guerilla of the Communist-NPA- Terrorists (CNTs) where there are no government projects and developments present in the area.

Now, through Executive Order 70 or Whole of Nation approach, Zapanta Valley and its community were able to receive training and support from DAR and PhilFIDA who distributed various nursery materials to be used by the ZAVBIOR as another source of income and additional support to the said organization. The said materials included abaca seeds and seedlings, black plastic bags, fertilizers, insecticides/pesticides, nets and additional materials for the construction of the nursery.

Brando Fernandez, Chairman of ZAVBIOR expressed his gratitude in his statement, “Daku nakung kalipay ug pasalamat nga nahatagan mi ug higayon sa atong gobyerno nga matukuran mi ug nursery isip laing paagi sa panginabuhian para sa among organisasyon ug unta dili malugda ang mga ahensya sa atong gobyerno susama sa DAR, PhilFIDA, Army ug ang uban pa sa pagtabang kanamo. (I am very happy and grateful that we have been given such an opportunity by our government to have a nursery which will provide additional support for our organization. I hope that they, like the DAR, PhilFIDA, Army and some other agencies of the government, will never get tired of helping us.)”

According to Annalyn Chan, the government is doing its part to help its people, this is now evident in the support which was given to their organization. "What the government is just asking from all of you is your time, effort and most importantly, your dedication to continuing on this project,” said Chan.

“ZAVBIOR is like a small fishing boat, the organization is the boat itself and the outrigger or ‘katig’ are its members. Without its outrigger which balances the boat, it would surely not survive, just as your organization without the help and cooperation of its members will never improve and prosper,” added Chan.

Legislative support necessary for organic agri sector growth

BUTUAN CITY, Nov. 6 -- The enactment of the Republic Act 100068 or the Organic Agriculture Act of 2010 strengthened the organic movement in the country.

This creates awareness among consumers on the benefits of consuming organic products.

In Caraga, the advocacy of the Department of Agriculture  (DA) through the Organic Agriculture Program started only with a hundred organic farming practitioners in early 2000. Today, almost 5,000 farmers equivalent to 100 farmer associations are now involved in the organic way of achieving the principles of health, ecology, fairness, and care. Close to 100,000 hectares are also undergoing conversion from conventional farming to organic farming.

However, the increasing adaptors for sustainable agriculture are still facing various challenges. One of these is the high-cost third party certification with the tag price ranging from P42,000 to P150,000 per scope, valid for only one year.

This is one of the issues raised during the 5th Regional Organic Agriculture Congress (ROAC), an annual gathering of Caraga's organic practitioners and stakeholders held recently in Butuan City.

"Legislative support is needed in organic agriculture to help our small organic farmers attain the organic certification they need to compete for their products in local and global markets. Farmers must not worry since Senator Cynthia Villar, chairperson of the Committee on Agriculture supports the amendments of RA100068," said DA-Caraga regional executive director Abel James I. Monteagudo.

House Bill No. 8314 seeks to address the problem on third party accreditations in the Philippines by institutionalizing the Participatory Guarantee System (PGS) that offers a complimentary and low-cost system of quality assurance, with a heavy emphasis on social control and knowledge building.

In the region, there are only two organic products certified by the Organic Certification Center of the Philippines (OCCP)  and Negros Island Certification (NICERT).  These are the CRV Rice Mill from Alegria, Surigao del Norte for organic rice and the organic fertilizer of the Caraga Agricultural Business Corporation in Butuan City.

"With no third-party certification, it is prohibited by the law to label our products with the term organic. But we are still hopeful that with the support of our legislators the law will be amended. This is essential for the continued growth of the organic agriculture sector," said Nilo B. Acupinpin, chairperson of the Sta. Josefa Integrated Organic Farmers Association from Sta. Josefa, Agusan del Sur.

The amendment of the Organic Law would have a big impact on organic practitioners in the region considering that numerous groups are already certified under the PGS such as in the province of Surigao del Norte, Agusan del Sur, and Butuan City through the help of the private sector like the Agro-Eco Philippines.

According to DA Secretary William D. Dar, legislative support is one of the keys to level up Philippine agriculture. “The country's agriculture sector needs the help of both the Senate and the House of Representatives for policy and structural reforms that need to be legislated and institutionalized,” Dar said.

With a responsive policy reform, more farmers will adopt organic agriculture standards and methods.  Likewise, this will motivate farmers to self-organize, which will further help in accessing markets in the local and global arena benefitting the sector as a whole. (DA Caraga/PIA Caraga)

Gov’t welcomes 137 surrenderees in AgNor town

BUTUAN CITY, Nov. 7 (PIA) - Another 137 regular members of the New People's Army (NPAs), Militia ng Bayan (MB) and underground mass organization members have surrendered to the 29th Infantry Battalion (29IB), Philippine Army led by Lt. Colonel Isagani Criste.

This was in time with the conduct of community immersion in Barangay Mahaba, Cabadbaran City, wherein government agencies provided the locals with the basic social services.

Since the start of the implementation of Executive Order 70 or the whole-of-nation approach to end local communist armed conflict of President Rodrigo Duterte, a significant number of surenderees in the province have been recorded by the authorities.

Alias “Bem-bem,” a former medic of guerilla front committee 21c was among the surenderees, who got tired of his task in the organization after 14 years of service.

He said, his life hiding in the mountainous areas was not that easy. Hence, he realized that returning to the folds of the government would give him the opportunity to live peacefully with his family. His children could now go to school and study.

Also, alias “Ondong,” a former high ranking official and political infrastructure officer of 21c said, has worked in the organization for 10 years. And longing for the love and care of his family was the main reason for his surrender.

In the said community immersion, Mayor Judy Amante of Cabadbaran City also urged the remaining members of the NPA to surrender.

Being the head of the city, she felt the need to ensure the safety and security of the locals from the harmful NPAs and wanted to show to the people that the government would never leave anyone behind.

During the conduct of Consumers’ Congress held in Surigao City, the DTI intensifies effort in taking care of the natural resources.

According to Stela Aro, a member of the Pagpakabana sa Konsumador sa Agusan del Sur (PAKKADS), she learned different means and ways on how to lessen the solid wastes.

“I learned from the orientation that we should be helping the government in its effort towards solving the problem on garbage disposal. As consumers, it is our responsibility to help sustain a clean environment,” said Aro.

With the theme “Sustainable Consumption:  Understanding the Impact of Consumers’ Choices in a Shared Environment,” Atty. Ann Claire Cabochan, assistant secretary on Consumer Protection Group of DTI gave emphasis on the right and appropriate decision of consumers in choosing their food and even the things they bring to their houses.

“We wanted all Filipino people to better understand that we need to preserve or restore our environment because all of us are consumers,” said Cabochan.

Asec. Cabochan stressed to all Caraganon-consumers to avoid buying substandard items or those that would not last for a year.

The DTI also increases public awareness on the 17 Sustainable Development Goals, wherein all are united towards achieving advancement in all the sectors of the country, and ensures the preservation of natural resources.

Meanwhile, DTI-Caraga Regional Director Brielgo Pagaran also bared that the department is continuously monitoring the prohibition of plastic use, which causes harm to sea life and natural resources.

“The locals are continuously urged to avoid using plastic in their daily consumption. This helps the nation lesson the problem on too much bulk of solid wastes,” Pagaran cited. (JPG/PIA-Caraga)

Caraga LGUs receive 2018 Seal of Child-Friendly Local Governance Award

BUTUAN CITY, Nov. 7 (PIA) - In time with the 27th National Children’s Month celebration this November, the Department of Social Welfare and Development (DSWD) and Department of the Interior and Local Government (DILG)-Caraga awarded various local government units (LGUs) of the region that constantly implement programs and services focusing on the survival, development, protection and participation rights of the children and youth.

This was based on the criteria or implementing guidelines for the Seal of Child-Friendly Local Governance (CFLG), which the LGUs have passed for the year 2018.

Out of 73 LGUs, 70 of which have passed the audit conducted by the concerned government agencies in-charged of the said award.

The municipality of San Francisco in the province of Agusan del Sur was one of the awardees for consistently passing the criteria and standards set for CFLG Audit.

Mayor Solomon Rufila of San Francisco, Agusan del Sur emphasized that every LGU should have concrete plans and programs that address the concerns of the children, and promote their well-being.

“The government should conduct different useful activities that would help the children and youth to be prevented from illegal drug use and other illegal activities.

 The government should also continue to provide quality education to give children better opportunities in life,” said Rufila.

The LGU-Butuan City also thanked the DILG and DSWD as they were among the Top 4 LGUs for the regional winners. According to city councilor Atty. Rema Burdeos, the LGU would continue to level up their efforts in ensuring the delivery of basic programs and services that promote the welfare of the children.

“Every child should be prepared and be given a good world to live in. However, we should remember that we should prepare a good child for the world,” Burdeos said.

Annabel Yamson, chief of local government ability development division of DILG-Caraga emphasized that criteria for this year were scaled up, hence, LGUs should also work harder to be included again in the next year’s awardees.

Mga iligal na troso, nasabat ng DENR-13

LUNGSOD NG BUTUAN, Nobyembre 7 (PIA) - Nasabat ang may 151 o 25.69 cubic meters ng iligal na troso sa probinsya ng Agusan del Sur.

Ito ay matapos ang isinagawang operasyon ng Community Environment And Natural Resources Offices (CENRO) ng Bunawan, Agusan del Sur at Bislig City, Surigao del Sur, kasama ang 1303rd Manuever Company ng Philippine National Police (PNP) at 75th Infantry Battalion sa Sitio Tanke, Barangay Tudela, Trento, Agusan del Sur.

Dahil na rin sa puspusang kampanya ng ahensya laban illegal logging, agad na natuntun ang mga illegal logs at ang mga responsable.

Ito ay base na rin sa mahigpit na direktiba ni regional director Atty. Felix Alicer ng Department of Environment and Natural Resources (DENR) Caraga sa kanyang mga tauhan, sa pakikipagtulungan ng iba pang law enforcement agencies na bantayang mabuti ang mga lugar kung saan may hinihinalang illegal logging activity.

Kasabay nito, ilan-ilang personahe na rin sa rehiyon ang nahuli dahil sa paglabag sa batas.

Kamakailan lang ay nahuli rin ng 2nd Company ng Surigao del Sur Provincial Mobile Force ang mga suspect na sangkot sa shipment ng endangered species sa isang checkpoint sa Barangay Buenavista, Tandag City.

Maliban dito, nasabat din kamakailan sa isang checkpoint sa may national highway sa Barangay Albay, Carrascal, Surigao del Sur ang iilang lumber at furniture na nagkakahalagang mahigit P3 milyon.

Natatanging LGUs sa Caraga region, pinarangalan ng 2018 CFLG award

LUNGSOD NG BUTUAN, Nobyembre 7 (PIA) -- Kasabay sa selebrasyon ng National Children's Month ngayong buwan, pinarangalan ng Department of Social Welfare and Development (DSWD) at Department of the Interior and Local Government (DILG) ang mga natatanging local government units (LGUs) sa Caraga region na mahigpit na nagpapatupad ng  mga programang tumutugon sa survival, development, protection at participation rights ng mga bata.

Ito ay batay na rin sa pinasang criteria o implementating guidelines para sa Seal Of Child-Friendly Local Governance.

Sa 73 LGUs ng rehiyon, 70 nito ay pumasa sa audit na isinagawa ng mga kinauukulang ahensiya para sa nasabing parangal.

Isa ang bayan ng San Francisco sa probinsya ng Agusan del Sur sa mga pinarangalan, dahil na rin sa patuloy nilang pagpapatupad ng mga programang nagbibigay halaga sa mga pangangailangan at karapatan ng mga bata.

Binigyang-diin ni San Francisco municipal Mayor Solomon Rufila na kailangang pagtuonan ng pansin ng gobyerno ang pagbibigay ng tama at dekalidad na edukasyon sa mga kabataan at pagsasagawa ng mga programa at aktibidad na makatutulong sa pagsiguro nang maayos at malusog na mga bata.

“Kailangang bigyang-pansin ng gobyerno ang pagbigay ng dekalidad na edukasyon sa mga bata at pagsagawa ng mga aktibidad na makatutulong sap ag-unlad nito at upang sila’y mapalayo sa illegal na droga,” pahayag ni Rufila.

Laking pasalamat din ng LGU-Butuan City na kabilang sa apat na nag-top na LGUs sa regional winners. Ayon kay city councilor Atty. Rema Burdeos, mas paiigtingin pa ng lokal na pamahalaan ang kanilang mga programa at serbisyo para sa kapakanan ng mga bata.

“Patuloy ang local na pamahalaan sa pagbibigay ng akmang programa at serbisyo sa mga bata upang masiguro ang kanilang kapakanan at pamumuhay sa ating lipunan,” sabi ni Burdeos.

Ayon naman kay Annabel Yamson, ang chief ng local government ability development division ng DILG-Caraga, bagamat patuloy na nag-cocomply at tumatanggap ng parangal ang ibat-ibang lokal na pamahalaan kada taon, mas mataas ngayong taon ang itinakdang criteria at standards na inaasahang mapasa ng LGUs para naman sa awarding ceremony sa susunod na taon.

Samantala, hinimok din ni Raffy Vigil, technical staff ng DSWD at focal person ng Regional Committee on the Welfare of Children (RCWC) Caraga ang lahat ng LGUs na mas doblehin pa nito ang ginagawang hakbang sa implementasyon ng kanilang mga programa para sa mga bata at magpokus sa pagbigay solusyon sa kahinaan ng kanilang LGU upang mapabilang ulit sa susunod na taon. Tandag residents avail services from Serbisyo Caravan

BUTUAN CITY, Nov. 8 (PIA) - As government agencies take serious steps in reaching out to the locals to improve their quality of living, particularly those in conflict-affected areas in Caraga region, another Serbisyo Caravan was conducted, wherein issues and concerns of various communities were raised and discussed.

Cabinet Secretary Karlo Nograles, who serves as the cabinet officer for the Regional Development and Security (CORDS) personally attended the said caravan and answered all the queries and concerns of the residents.

CabSec. Nograles also revealed various projects and other development plans for the affected areas that would uplift their livelihood.

Benefitting residents from the serbisyo caravan were delighted to have learned that among the priority projects include the construction of access roads or farm to market roads.

According to Samuel Plasa Cedron, punong barangay of Maitum, it is a dream come true that their sentiments and concerns were addressed and resolved.

“This is an opportune time for us to raise our issues and concerns to the concerned agencies, so they could also help us address each and work together towards peace and development,” Cedron bared.

Tandag City Mayor Roxanne Pimentel emphasized that the local government is giving due attention to the needs of the residents and is regularly conducting consultations among different sectors in the city.

“We will continue reaching out to the grassroots and know what they need so they could live comfortably and peacefully in their area, especially those in the remotest areas,” said Pimentel.

During the caravan, beneficiaries have availed of the free medical and legal consultations, and a lot more of services from the concerned government agencies.

30 cops undergo reformation seminar in Butuan

BUTUAN CITY, Nov. 8 - A total of 30 cops attended the seven-day Focused Reformation/Reorientation and Moral Enhancement (FORM Police) seminar that started on Thursday, November 5 at the headquarters of Police Regional Office (PRO) 13, this city.

Police Regional Office (PRO) 13 Director BGen. Joselito T. Esquivel, Jr. emphasized that the seminar is in line with the Philippine National Police’s (PNP's) internal cleansing efforts and shall instill discipline and reform among the participants who committed misdemeanors. 

Colonel Jason D. Ortizo, acting director of the PNP Chaplain Service, attended the occasion and served as facilitator of the activity.

“The FORM POLICE is not a punishment, but rather a restorative approach through a continuing re-training program that personnel must undergo to make them more service-oriented members of the organization,” bared BGen. Esquivel.

AgNor IPs benefit from community immersion

BUTUAN CITY, Nov. 8 (PIA) -- As the conduct of community immersions were intensified reaching the grassroots in Caraga region, various government agencies constantly ensure that vulnerable sectors also receive the basic social services they need.

This also forms part of the implementation of Executive Order No. 70 of President Rodrigo Duterte, to stop the local communist armed conflict in the country. And the conduct of community immersion is just one of the initiatives of the government.

Maricel Maayo, a Mamanwa from Barangay Puting Bato, Cabadbaran City was one of the IPs who was delighted to receive the services provided to them by the government stakeholders.

She said the free medicines she received would help her children in treating them from minor sickness. She further emphasized that they have difficulty in buying medicines and other basic commodities considering that they are living in a remote area.

“Thank you to all government agencies for giving us medicines. It is such a great help,” said Maayo.

Teresita Subay, another Mamanwa, also stressed that they recognized the effort of the government particularly in implementing programs that help uplift their lives such as the Pantawid Pamilyang Pilipino Program (4Ps), wherein his son was a beneficiary, and is now a soldier.

“I have my trust and confidence to the government, and I will never support the NPA especially that my son is now a government soldier,” Subay said.

Ernesto Gaan, a sectoral datu also called on other IP tribes not to allow themselves to be deceived and fooled by the communist terrorist groups, as it would only cause harm to the IP communities.

He added that he is pleased to see the presence of the military in their community as it hinders any attempt of exploitation and abuse by the NPAs to them.

Meanwhile, Agusan del Norte Governor Dale Corvera urged residents in the barangays of Mahaba, Putting Bato, Conception, Bay-ang and Bayabas not to give any form of support to the NPAs in order to put a stop on insurgency and be able to live peacefully in their respective communities. Bilang ng sumukong rebeldeng NPA, nadagdagan pa sa Surigao

LUNGSOD NG BUTUAN, Nobyembre 8 (PIA) - Mahigit 40 dating miyembro ng New People's Army (NPA) ang nagsuko ng kanilang baril bilang bahagi ng kanilang pagbabalik-loob sa gobyerno.

Ito ay sa isinagawang 3rd Caraga Regional Task Force - Ending Local Communist Armed Conflict (RTF-ELCAC) sa Tandag City na nasaksihan mismo ni Cabinet Secretary Karlo Nograles, kasama ng iba pang opisyal.

Nangako ang mga ito na susuportahan ang pamahalaan at mamumuhay nang maayos at payapa sa kani-kanilang komunidad.

Tumanggap sila ng financial assistance at firearms remuneration na aabot sa kabuuang P1.6-milyon.

Lubos naman ang kanilang pasasalamat sa tulong na ibinigay sa kanila ng gobyerno.

Pinasalamatan din ni CabSec. Nograles ang mga dating rebelde sa kanilang pagsuko, at binigyang-diin na seryoso ang gobyerno sa pagpapatupad ng Executive Order 70 ni President Rodrigo Duterte.

Samantala, pagtitiyak naman ni Surigao del Sur Governor Alexander Pimentel, na patuloy ang pagsasagawa ng Serbisyo Caravan at immersion sa mga lugar ng probinsya na apektado ng insurhensiya.

Programang 'Radio Rehab' ng PCOO, inilunsad sa Butuan City

LUNGSOD NG BUTUAN, Nobyembre 8 (PIA) - Kasabay sa kanyang pagbisita sa lungsod, iprinisenta ni Presidential Communications Operations Office (PCOO) Secretary Martin Andanar ang mga bagong equipment na makatutulong upang mas maging maganda, maayos at dekalidad ang mga radio station ng gobyerno.

Ang mga kagamitang ay  donasyon ng People’s Republic of China para sa rehabilitasyon ng  government radio stations sa bansa, at kabilang na dito ang Radyo Pilipinas (RP) Butuan.

Target ng PCOO na ma-rehabilitate at maiangat ang estado ng mga estasyon sa ilalim ng Philippine Broadcasting Service (PBS).

Ayon sa kalihim, sampung estasyon ang target na isasailalim sa rehabilitasyon. Maliban sa Butuan City, nagbigay rin ang China ng mahigit P100-milyong halaga ng radio broadcast equipment para sa mga estasyon sa Cagayan de Oro City, Davao City, Cebu City, Tawi-Tawi At Bataan.

Dagdag pa ng kalihim, bukas ang pamahalaan sa mga bansang nais tumulong sa pagpapalakas ng pagbibigay impormasyon gamit ang radyo bilang platform.

DA promotes value-adding for higher income to farmers

BUTUAN CITY, Nov. 11 - Beyond production, farmers should also go into value-adding, the new direction in agriculture.

This was highlighted during the Farmers’ Field Day at the Department of Agriculture (DA) – Caraga’s Trento Research Experiment Station (RES) in Agusan del Sur, which focused on Mushroom production. Farmers were also urged to go beyond just increasing production.

Trento RES Center Chief Dr. Escolastico Cagatin, said that farmers should also engage in value-adding of their produce so that they will have a higher income.

“It is better if you go into value-adding because you can double your income compared to selling directly your produce,” Dr. Cagatin said.

Hoberto Roño, a mushroom grower and processor from Rosario, Agusan del Sur bared that he sells unprocessed or fresh mushroom for P200 per kilo while his mushroom chicharon sells for P50 for a 50-gram pack and his mushroom bagoong sells for P85 for an 80-gram bottle.

“I really earn more from my processed products compared to just selling fresh mushrooms. Aside from that, the fresh mushrooms that are not sold do not go to waste because I process them into other products such as bagoong,” Roño added.

Cagatin further revealed that there are trainings on mushroom processing conducted by the DA and even other government agencies. He said that this is part of DA’s support to the farmers along with other assistance such as various inputs and promotion of technologies for them to adopt.

Various kinds of mushrooms were showcased at the station. Part of the activity was a cooking demonstration of mushroom recipes to give the participants a sample value-adding activity for mushrooms that they can pursue.

Farmers, Agricultural Extension Workers, mushroom growers, and processors, and representatives from the academe actively participated in the event.. DSWD holds consultation dialogue for its statutory programs


BUTUAN CITY, Nov. 11 -- To ensure that the statutory programs of the Department of Social Welfare and Development (DSWD) Field Office Caraga, the department has recently conducted its annual Consultation Dialogue with Regional Trial Court Judges, Clerks of Courts, and Integrated Bar of the Philippines representatives held at Almont Hotel’s Inland Resort, this city.

The objective of the said activity is to ensure common knowledge, understanding and to resolve issues, concerns, of the provisions under Republic Act (RA) 9523 (An act requiring the certification of the Department of Social Welfare and Development (DSWD) to declare a “Child Legally Available for Adoption Proceedings”..), and other related issuances among service providers of alternative family care (Adoption/Foster Care).

Several updates were presented to ensure that the agency and the participants are on the same page on the statutory programs of DSWD. Irish Opeña, OIC-Division Chief of Program Management Bureau (PMB) - ARRD from the DSWD Central Office presented updates on RA 11222 or Simulated Birth Rectification Act, while Maria Charisma Cid, Social Welfare Officer III from the PMB-ARRD, discussed about Child Care and Placement.

Additional topics about the updates on Inter-Country Adoption was also discussed by Atty. Bernadette Abejo, executive director of Inter-Country Adoption Board (ICAB).

She elaborated on the pros and cons of inter-country or even inter-city adoption, especially on relative adoption.

The participants, both from the agency and those from the courts were given an opportunity to discuss and tackle unique or controversial Inter-Country Adoption cases, to provide a venue for discussion. Wilma Naviamos, director of the Program Management Bureau from the DSWD Central Office, responded on the queries of the participants and gave suggestions and clarifications on certain issues raised by the participants.

DAR launches ARB housing project, distributes farm equipment

BUTUAN CITY, Nov. 11– The Department of Agrarian Reform (DAR) has set into motion the climate-resilient housing program for agrarian reform beneficiaries (ARBs) in the Caraga region.

Undersecretary for Support Services, Emily O. Padilla said this is the government’s way of returning the favor to the small farmers, the backbone of the country’s food security program.

Padilla reiterated one of the six-point agenda of President Rodrigo Roa Duterte: make a farmer’s family the focal point of the Comprehensive Agrarian Reform Program (CARP).

“The last three years of my administration will be focused on the agricultural sector. Tutulungan natin ang ating mga magsasaka (we will help our farmers),” she quoted the President as saying, which drew big applause from various groups of farmers from the province of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur.


The President’s call, Padilla said, is loud and clear: “Give what is due to our farmers,” she said.

Later in the afternoon, Padilla, assisted by Undersecretary for Policy, Research and Planning, Virginia Orogo, distributed to the agrarian reform beneficiaries’ organizations various common service facilities, such as hand tractors, knapsack sprayers, grasscutters, rice threshers, mud boats and power sprays with engines.

Padilla told the farmers that President Duterte had instructed the Land Bank of the Philippines (LBP) to extend financial assistance to the farmers and give two tractors, fertilizer and pesticide to each farmers’ organization, drawing anew a big applause from the crowd. (DAR-13/PIA-Caraga)

104 NPAs, supporters surrender in AgNor

CABADBARAN CITY, Agusan del Norte, Nov. 11 - A total of 104 New Peoples Army (NPA) regulars and supporters surrendered to the government's fold on October 25, 2019 in Purok-7, Barangay Lower Olave, Buenavista, this province.
1Lt. Roel T. Maglalang, Civil-Military Operations officer of the 23rd Infantry Battalion (23IB), said the surrenderers are composed of nine regular NPA members, nine Militia ng Bayan (MB) and 86 Underground Movement Organization (UGMO) members.

The surrenderees denounced their support and the took their pledge of loyalty and allegiance to the government to disown Union ng Mag-uuma sa Agusan del Norte (UMAN), end their support to the communist terrorist group, and not to succumb to any group who will organize and take advantage of them.

To show their full support to the government, they burned the NPA Flag, which also signified that they will no longer be deceived by the terrorist group.


Felix Balansag, municipal assessor of the municipality of Buenavista expressed his gratitude to the brave members of the NPAs, MBs and UGMOs, who voluntarily surrendered to the government. "We recognized your sincerity in going back to the folds of the law, and we hope that this will be the start of a new life for you and your family, living peacefully in your respective community," he said.

Meanwhile, Lt. Col. Francisco Molina Jr., commanding officer of 23IB, acknowledged the effort of the barangay officials led by Jerry Escobella, and the locals for taking part in the successful surrender of the former rebels.

"I am very grateful to the Punong Barangay who was very courageous to make the mass surrender here in his village, possible and successful. We also thank the locals for being vigilant and for your cooperation. Let us continue our partnership to finally end local communist armed conflict in our area and create a peaceful environment. We will never get tired of pursuing the enemies," Molina said.

Lt. Col. Molina further called on other remaining members of the terrorist groups to surrender and be a catalyst of change towards inclusive peace and development. "Now is the right time to go back to the folds of the law. Don’t waste your life being victimized by their false ideologies. Stand for what is right and open your eyes for the truth, and contribute in maintaining peace in our area," he said.

The implementation of Executive Order No. 70 or the whole-of-nation approach to end local communist armed conflict under the directive of President Rodrigo Duterte has continuously contributed to the influx of NPA surrenderers in Caraga region. DILG AgNor to hold constitutional reform roadshow

BUTUAN CITY, Nov. 12 (PIA)– With the creation of the Constitutional Reform Inter-Agency Task Force through Memorandum Circular No. 52, the Department of the Interior and Local Government (DILG) has been tasked to be the lead agency to handle the advocacy campaign.

In the province of Agusan del Norte, the DILG in coordination with the Center for Federalism and Constitutional Reforms – Project Management Office (CFCR-PMO) and Regional Project Management Team (RPMT) will conduct a Constitutional Reform Provincial Roadshow called as “BALANGAYAN: Sabay-Sabay na Pagsagwan Tungo sa Maunlad Na Bayan” on November 19-20 in one of the convention centers, here.

According to DILG Agusan del Norte Provincial Director Ellen Vee P. Chua, the event aims to inform and educate the people on the profits of constitutional reform, as opposed to the present constitution.

“The event will create an interface dialogue between the government and the constituents on how to address pressing issues peculiar in our area,” said Director Chua.
Chua added that the roadshow will also become the platform for citizen’s participation and deliberation in constitutional reform.

On the first day of the roadshow (Nov. 19), a media briefing and townhall meeting to be participated by media partners will be held in the morning with DILG Usec. Jonathan Malaya to provide up-to-date information on the reform tract of this administration. (NCLM/PIA Agusan del Norte)

BUTUAN CITY, Nov. 12 - The Department of Social Welfare and Development (DSWD) through the Adoption Resource and Referral Unit (ARRU), has recently conducted its Program Implementation Review for its Adoption and Foster Care Program, which was attended by social workers from the different provinces, cities/municipalities, family courts, and the regional residential care facilities held at Amontay Beach Resort, Nasipit, Agusan del Norte.

The activity was conducted to equip social workers who handle adoption and foster care cases on the laws and guidelines of the program and improve their skills and competencies in handling Alternative Parental Care (APC) cases, by identifying the gaps and gains in the implementation of APC, in its 2019 implementation.

The program handlers and the participants discussed the performance of DSWD-Caraga field office to further assess factors affecting the program’s implementation. This way, stakeholders will have a venue to express their thoughts, share their experiences, revisit the accomplishments, and come up with plans to improve implementation in the following years.

Social workers from the Local Social Welfare and Development Offices (provincial, cities, and municipalities) of the region, different family courts, and from the centers, were able to share their experiences during the PIR.

Through the different discussions and sessions, the participants were able to assess, both the internal and external factors that contribute to the present situation/practices in the program’s implementation.

Thesa Joy Musa, head of ARRU responded to the concerns and queries of the social workers by presenting the Regional Situation on Adoption and Foster Care to give the participants a better understanding and appreciation of the program’s implementation.

Representatives from the Department of the Interior and Local Government (DILG) and Philippine Statistics Authority (PSA) were also on hand to provide additional information in the program’s implementation.

Jeffrey Ramo, LGOO V from DILG, discussed the Republic Act 10165 or Foster Care Act and the roles of LGU in foster care and adoption cases. Ms. Miriam Mapatac of PSA also shared the latest guidelines on birth certificate issuance, correction, and other related issues associated to the implementation of adoption and foster care.

The social workers were also subjected to a capacity building activity as part of the initiatives in enhancing the skills and knowledge of the participants.  Facilitators treated the participants to Personality Tests and Personality Typing, which came in handy, especially in making the participants identify their characters and highlight their strengths and weaknesses.

Lectures and activities were also conducted emphasizing the importance of maintaining the well-being of the workers through stress reduction and mental health promotion.

The social workers, being in the front lines in providing social welfare and protection, need to be emotionally and mentally stable since they are personally handling distressed persons, and people in need.

The PIR and the capability building activities are just ways for the DSWD to ensure that the programs and services of the agency are being handled by capable workers to ensure that the welfare of its clients and stakeholders are taken care of. (DSWD-13/PIA-Caraga)

SurSur town forms task force to end insurgency

TANDAG CITY, Surigao del Sur, Nov. 12 - The local government unit (LGU) of Carmen created recently the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) held at the municipal hall, Carmen, this province.

Mayor Jane Plaza, the chairperson of the Municipal Peace and Order Council (MPOC) and Municipal Development Council (MDC), said the activity aims to formally organize its members for the full implementation of the said task force to combat insurgency in the municipality.

The meeting discussed the clustering of the duties and responsibilities of the MTF-ELCAC following the implementation of the Executive Order No. 70 that the government shall prioritize and harmonize the delivery of basic services and social development packages in conflict-affected areas and vulnerable communities. 

Mayor Plaza said the creation of the task force will help the town in solving insurgency because peace and development can only be attained if the insurgency problem in the area is solved.

“There can be no development without peace, and there can be no peace without development. The convergence of all efforts and resources is needed to solve insurgency,” Mayor Plaza said.

MTF-ELCAC Carmen plans to implement the said EO down to the barangay level. 

According to reports, Carmen town has been considered as an insurgency-affected municipality, four of its barangays were categorized as rebel-influenced including the sitios.

It can be recalled that a major encounter happened in the municipality, which resulted in four rebels killed and captured six high powered firearms and various war materials just recently this year.

Meanwhile, Lt. Col. Jezreel Diagmel, Commander of 36IB, lauded the members of the MPOC and MDC of Carmen for their bold move to end the local communist armed conflict in their municipality.

"The action of the Municipality of Carmen to end insurgency will pave the way for lasting peace in their communities. The delivery of basic services and social development packages of the government will be a priority to achieve a conflict resilient and an insurgency free community," he said.

"I'm calling the local chief executives in the province of Surigao del Sur to emulate the same act of courage to eradicate the menace that destroys our economy and abuse our democracy. AgNor holds 1st senior citizens' summit

BUTUAN CITY, Nov. 13 (PIA) -- Considered as one of the vulnerable sectors in the communities, more than 300 elderly men and women were gathered for the first-ever Senior Citizens’ Summit spearheaded by the provincial government of Agusan del Norte thru the Provincial Social Welfare and Development Office (PSWDO).

According to Silver Joy Tejano, PSWD officer, the summit aims to learn the issues and concerns of the sector from various municipalities of Agusan del Norte.

Tejano said, this would help the provincial government stakeholders to come up with concrete programs that would directly address the concerns of the senior citizens.

“We wanted our senior citizens to get involved in different activities in the community that promote their well-being. We wanted them also to feel and experience the programs of the government for them, and help in the development of our society,” said Tejano.

Board member Elizabeth Calo, Sangguniang Panlalawigan committee chair for social services explained that apart from the established programs, which are specifically intended for the senior citizens, the provincial government also wants to create policies that would strengthen the existing programs and services for the sector.

“We should not make their age a reason for us not to get them involve and expose in different ways and means where they could express themselves and be happy,” bared Calo.

Benjamin Medina, Office of the Senior Citizens Affairs (OSCA) national president also expressed his gratitude to the government’s initiatives that continuously promote the welfare of the elderly men and women.

“This activity helps the senior citizens like us to be more active in community activities and we hope to inspire more people,” Medina said.

Meanwhile, Precioso Maravilles, federation president of Senior Citizens Association of the Philippines – Agusan del Norte, bared that of the more than 27,000 senior citizens in the province, the elected officials of different federations have attended the summit, as they are the ones expected to disseminate relevant information and agreements from the said event down to their members. 107 ARBOs undergo assessment

SURIGAO CITY, Surigao del Norte, Nov. 13 (PIA) -- A total of 107 agrarian reform beneficiaries organizations (ARBOs) in the provinces of Surigao del Norte and Dinagat Islands underwent the Information Technology-enabled Maturity Assessment (ITeMA) conducted by the four provincial lead enumerators (PLEs) of the provincial office of the Department of Agrarian Reform (DAR) in Surigao del Norte.

The PLEs were tasked to spearhead the said assessment to the ARBOs, of which 67 were from the province Surigao del Norte and 40 from the province of Dinagat Islands who started their data gathering in mid-August and concluded early October this year.

 The ARBOs were assessed under five major indicators which are organizational management, resource management, social enterprise/business operations, financial performance, and alliance building and social and environmental responsibility.

On her impression, Chairperson of San Pedro Rural Workers Association of Barangay San Pedro, municipality of Alegria in Surigao del Norte Dionesia M. Gonzales said the ITEMA has opened their eyes that they do not operate solely for their organizational goals but they also need to include activities that promote social and environmental aspects like climate change mitigation and disaster risk reduction.

On the other hand, Elpedia S. Lancin of Brgy. Rizal Farmers Marketing Cooperative in Surigao City was happy that their coop was able to undergo the assessment.

“The ITEMA made us open our eyes that there are still lots of work to be done. The ITEMA has given us tips on how to become a good performing organization in the next years to come," Mrs. Lancin said after the conduct.

The ITeMA for ARBOs seeks to come up with comprehensive and realistic results of assessing the levels of maturity of the DAR-assisted ARBOs, to bring forth the development gaps or the interventions yet to be provided, and to create a database of assisted ARBOs from which updated and comprehensive ARBO profiles can be readily generated.

ARBOs with maturity level of 5 are considered ready to graduate from DAR’s interventions or could be tapped as DAR’s partner in providing assistance for the development of other ARBOs.

LGU Surigao Norte HEALS team visits Davao

SURIGAO CITY, Surigao del Norte, Nov. 13 (PIA) -- The provincial government of Surigao del Norte recently conducted a two-day HEALS-CBMS educational tour in Davao City.

No less than Davao City Mayor Sara Duterte-Carpio welcomed the HEALS-CBMS (Health, Education, Agri-Aquaculture, Livelihood and Social Services-Community Based Monitoring System) team of the province at Davao City Hall during a courtesy call.

The delegation was led by Provincial Administrator Atty. Zander J. Plaza and Chairperson of the Sangguniang Panlalawigan Committee on Disaster Risk Reduction and Climate Change Adaptation Board Member Cayetano L. Recabo together with the team leaders and members of the different sub-teams.

The team had an on-site reference setting cum educational tour on three facilities of Davao City that include Public Safety and Security Command Center; Central Communications and Emergency Response Center commonly known as Central 911; and Peace 911.

The undertaking is just the beginning of the journey towards the establishment of a HEALS-CBMS Center similar to that of Davao City's Central 911.

However, the province’s edifice will not only cater to emergency response but will also comprehensively include the delivery of basic services to Surigaonons in relation to the HEALS Agenda of the administration.

The project was initiated with the vision of Governor Atty. Francisco T. Matugas to have a local hotline in order to ensure that basic government services are made available and just within the reach of the Surigaonons.

Data gathering and field validation efforts have already gone full swing since October this year, which is considered as the primary step of the project.

With the fruitful educational tour in Davao City and with all the insights gained in the onsite reference setting, the team hopes to complete the project proposal before the year ends.

Tribal story wins POPCOM regional film fest

ABILAN, Buenavista, Nov. 13 -- Trento National High School, this year’s Adolescent Health and Development (AHD) best documentary film awardee, underscored the life of the Manobo tribe Agusan Marsh, Agusan del Sur in a film titled ‘Bugsay’ or paddle in English.

Bugsay narrates the story of the Manobo tribe, who despite being in a remote situation, thrives in floating houses. Among the challenges highlighted in the video include the access to education primary among grade-schoolers. Access to quality education remains a challenge in the country, especially in far-flung areas where the means of transportation is through boats.

The documentary follows the routine of Manobo children paddling from their respective floating homes to the floating school. The pupils maneuver their own boats, making their lives at risk not only to capsizing but also to crocodiles roaming underwater. It was from the same vast wetland of swamp forest where Lolong, the largest crocodile recorded in the world, was discovered.

The brains behind the winning film were King Symond Ragosta, James Angelo Diango, Kenneth John Medino, Cindy Anno, and Ronel Abella, who served as coach.

‘Paglaum’ from Caraga Regional Science High School came second followed by Bayugan National Comprehensive High School’s ‘Hipos’.

DILG-Caraga to gather CSOs for constitutional reform advocacy

BUTUAN CITY, Nov. 13 -- As part of the campaign pushing for amendments to the Constitution, the Department of the Interior and Local Government (DILG) Caraga, in coordination with the Center for Federalism and Constitutional Reform Project Management Office (CFCR-PMO), will hold here a Civil Society Organizations’ Coalition Building on November 15, 2019.

The activity seeks for the cooperation and involvement of the civil society organizations (CSOs) in the region; to ensure that the information campaign activities are conducted by legitimate and competent organizations; and to properly educate this sector on the concept of Federalism and Constitutional reform.

It also aims to unify all CSOs in the region in pushing for constitutional reform by structuring them into a coalition to uphold one common goal.

“For a better Philippines, it is imperative to work together in pursuit of a common goal for constitutional reform,” said DILG Caraga regional director Lilibeth Famacion.

MSWDOs trained on child protection during disasters

BUTUAN CITY, Nov. 13 - Municipal Social Welfare and Development Officers (MSWDOs) from the different municipalities in Caraga region participated in the roll-out trainings on Comprehensive Emergency Program for Children (CEPC), conducted by the Department of Social Welfare and Development (DSWD) held recently at Balanghai Hotel, this city.

The training, which was spearheaded by the Disaster Response Management Division (DRMD), emphasized on the importance of Child Protection during disasters and other emergency situations, where children are among the most vulnerable. Many issues affecting children requires a comprehensive and inclusive approach to child-centered disaster risk reduction and management and emergency response.

According to CARE--a non-profit organization focusing on alleviating poverty and social injustice, at least one out of three children aged below 18 years, is lost during disasters. Physical, psychological and social vulnerabilities are just some of the reasons why children are the worst affected sector during disasters.

The CEPC, which was finalized and launched last May 16, 2018, the program framework towards achieving the intent and purpose of RA 10821 (An act mandating the provision of emergency relief and protection for children before, during, and after disasters and other emergency situations). It is the country’s primary guiding document in handling disaster and emergency situations brought about by natural and human-induced elements.


Among the several topics discussed during the training include the child protection and needs in emergencies, child protection strategies, and mainstreaming child protection. This provided pertinent information and capacitated the participants on the proper knowledge on the provisions and features of CEPC, and served as their basis in their provision of technical assistance to their local government unit-counterparts.

It was learned that one way to minimize disaster risks for children is to build a safety net to keep them protected and help them cope during disaster situations. Thus, it is significant to develop a child-centered emergency plan by the Barangay local government unit, the school, and the community. ‘Anak’ rendition wins POPCOM regional singing competition

ABILAN, Buenavista, Nov. 13 - Sweet Leah Penaso, a freshman social work student of Caraga State University (CSU), sang a powerful rendition of Freddie Aguilar’s Anak, which earned her the title as Adolescent Health and Development (AHD) Inter-Collegiate Singing Competition champion.

The singing competition held recently in Butuan City was participated by seven select colleges and universities in Butuan and Agusan del Norte.

Edil Mary S. Pal of Northwestern Agusan Colleges who rendered an original composition titled ‘Kaya ni Nato’ came second. The original song encourages the youth to stay away from temptation and be mindful of their decisions. The lad from Agusan Colleges, Jonathan Jovellar, placed third.

The inter-collegiate singing competition was an initiative of the Commission on Population and Development (POPCOM)-Caraga, which is in line with the agency’s Adolescent Health and Development (AHD) program.

Open to adolescents aged 15-19, the program aimed to convey adolescent health-related messages through singing, which, in turn, would facilitate a healthy lifestyle and responsible sexuality. Moreover, the song selection was strictly Original Pinoy Music (OPM) that tackle the various issues concerning the youth such as teenage pregnancy, drug addiction, and HIV/AIDS transmission, among others.

The singing competition was among the highlights of the AHD Festival 2019 organized by POPCOM-Caraga. Simultaneously, student leaders, youth organizations in Caraga, and the AHD best documentary filmmaking winners were awarded and recognized on the same day. (POPCOM-13/PIA-Caraga)

SK, LNB orientation kicks off constitutional reform campaign in Caraga

BUTUAN CITY, Nov. 13 (PIA) -- The Department of the Interior and Local Government (DILG) Caraga, in coordination with the Center for Federalism and Constitutional Reform Project Management Office (CFCR-PMO), is set to hold a Constitutional Reform advocacy campaign for Sangguniang Kabataan (SK) officers and Liga ng mga Barangay (League of Barangays) presidents of Caraga region on November 14, 2019, this city.

The activity aims to establish a strong linkage with the barangay officials in the region and ensure that the information campaign activities to be conducted by the partner civil society organizations (CSOs) are in proper coordination with the officials.

“In doing so, we would be able to strengthen stakeholders’ relationship and convergence among our partner institutions in the pursuit of constitutional reform,” said DILG Caraga regional director Lilibeth Famacion.

It also seeks to brief the barangay officials on the reasons to effectuate reform on the existing constitution and update them on the Federal track of the administration.

Alfredo S. Sureta, Jr., Political Science professor of the University of the East, Manila and a member of the Inter-Agency Task Force Study Group will be the resource speaker to 73 SK Federation presidents and 73 Liga ng mga Barangay presidents.

“The DILG Caraga Regional Project Management Team (RPMT) hopes for the successful conduct of the activity. This will signal the start of the many constitutional reform advocacy campaign activities to be conducted in the region for the purpose of spreading awareness about changing the 1987 Constitution,” said Famacion. DSWD, partner agencies surprise elderly persons with gifts

BUTUAN CITY, Nov. 13 (PIA) - To intensify its advocacy in promoting older persons' rights and welfare, the Department of Social Welfare and Development (DSWD) Caraga, together with other partner government agencies have converged their efforts and hand-in gifts for the identified sector.

Along with various activities set for this year’s Elderly Filipino Week celebration, gifts were also given to the elderly men and women.

Senior citizens actively participated in the Elderlympics, wherein they joined different fun activities such as the Zumba session, parlor games, board games, ball/sports games, and karaoke singing contest.

The members of the Regional Inter-Agency Committee on Senior Citizens (RIAC-SC) Caraga also took the elderly persons to a free massage, haircut, manicure and pedicure.
The Department of Health (DOH) has also conducted free blood sugar tests and blood pressure test to senior citizens.

“We are here because we appreciate our lolo and lola, not just through the services and interventions of DSWD, but also through the policies and guidelines made by our legislators," said Jessie Catherine Aranas, OIC-chief of DSWD Caraga Protective Services Division.

“If you can recall, it is stated in Republic Act 9994, the Expanded Senior Citizens Act of 2010, that we have to give attention and priority to our lolo and lola," Aranas added.

The RIAC-SC also visited the abandoned senior citizens in Por Cristo Foundation in Buenavista, Agusan del Norte, where Por Cristo residents were given food, grocery packs, hygiene kits and blankets.

One of the residents said they are very much thankful for the presents, saying that it’s not everyday that people visit them in the said place.

The RIAC-SC also reached out to the elderly inmates inside Surigao City Jail and Surigao del Norte Provincial Jail. The visit was conducted to remind the inmates that they are also part of the celebration.

“We are here today because every first week of October of every year, we celebrate the Elderly Filipino Week. We are here because we have a gift for you. We hope that these presents would be a help to you," said Ana Semacio, DSWD Caraga Sectoral head.

Food, grocery packs, hygiene kits and blankets were distributed to the elderly inmates. Surigao del Norte Provincial Jail warden Felix Resullar said they are delighted that the RIAC-SC visited their facility.


“Our tatays, maybe you have felt the love of our government towards you because these agencies are putting all their resources and efforts together to give you their services," Resullar told the elderly inmates.

The DSWD led the RIAC-SC, with other government agencies such as the DOH, Philippine Health (Philhealth) Insurance Corporation, Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Bureau of Internal Revenue (BIR), Department of Trade and Industry (DTI), Philippine Information Agency (PIA), Office of the Senior Citizens Affairs (OSCA), and the City Government of Butuan.

Youth for peace movement intensifies in AgSur, SurSur

MARIHATAG, Surigao del Sur, Nov. 13 -- In just a month, an increasing number of youth participants joined the campaign to end local communist armed conflict to become advocates of positive activism through the Youth Leadership Summits (YLS) held in Bayugan City and Prosperidad, Agusan del Sur; and Marihatag and Bayabas in Surigao del Sur. In October alone, around 500 youths graduated from YLS.  The most recent was held on Sunday in the municipality of Tago.       
       
YLS is a three-day, live-in inter-agency activity organized by the local government units, the Philippine Army and the national line agencies aimed at providing an avenue for the youth to enhance their leadership skills, good citizenship and patriotism, cooperation and participation through various peace-building activities.

It is a tool for providing the youth a balanced perspective towards approaching social issues affecting the society and equips them to think critically and get rid of radicalized youth groups which could poison their minds. 

YLS exemplifies a Whole-of-Nation approach to end the deceptive recruitment strategies of the Communist Party of the Philippines (CPP) and Communist NPA Terrorists (CNTs). The nationwide outbursts of parents whose children became victims of the recruitment of Kabataan Partylist, Anakpawis and other alleged CPP affiliated militant youth groups exposed the alleged links to the NPAs.

President Rodrigo Roa Duterte and the Filipino Nation called on the CNTs to have a bit of remorse and conscience to end the communist armed conflict and stop deceiving the youth.

LUNGSOD NG BUTUAN, Nobyembre 13 (PIA) -- Isang sugatang kabataan na miyembro ng New People's Army ang sinagip ng militar sa nangyaring bakbakan sa barangay San isidro, Santiago, Agusan del Norte, kamakailan lang.

Siya ay si alyas kent, na narecruit ng NPA noong siya'y labing anim na taong gulang pa lamang at halos dalawang taon nang nagsisilbi sa NPA.

Ayon sa military, iniwan lang si Kent ng kanyang mga kasamahan dahil sa mga natamong sugat habang ang isa pa niyang kasama ay napatay.

Malaki naman ang pasasalamat nito sa tropa ng gobyerno dahil hindi niya inakalang ang itinuring nilang kalaban ang siyang sasagip sa kanya sa oras ng kagipitan.

Ayon pa sa kanya, puro kasinungalingan ang itinuro sa kanila sa loob ng samahan dahilan upang sila ay matakot at magalit sa tropa ng pamahalaan.

Nanawagan naman si Kent sa kanyang mga kasamahang kabataan na gumising na sa katotohanan at huwag nang magpalinlang pa sa mga NPAs.

Hirap sa buhay lang aniya ang maidudulot nito at puro kasinungalingan ang mga tinuturo, walang katuturan at walang patutungohan ang pakikipaglaban sa gobyerno kundi kasamaan lang.

Sa ngayon ay nagpapagaling si Kent sa isang pampublikong ospital sa pangangalaga na rin ng militar.

Nonette Banggad, ang civil military operations officer ng 29th Infantry Batallion, Philippine Army sa mga magulang na bantayan ang mga ginagawa ng mga anak upang hindi malinlang ng mga NPAs. Nanawagan din sya sa mga NPAs na huwag gamitin ang mga kabataan at itigil na ang pagrerecruit nito. Agusan Norte launches dev’t agenda

BUTUAN CITY, Nov. 14 (PIA)– “There is nothing that can stop us, Agusan del Norte is now up.” This was the statement of Agusan del Norte Governor Dale Corvera during the launching of the Agusan Up, the eight-point development agenda of the province of Agusan del Norte.

Agusan Up stands for Agricultural and Processing Productivity Optimization; Genuine Concern for the Welfare of the Poor and the Marginalized, Youth and Children,  Differently Able Persons, Elderly and the Indigenous Peoples; Utilizing, maximizing Government Assets for Revenue Raising; Sustaining the Gains of the previous administration and strengthening cooperation by working closely with the National Government Agencies; Advance the cause of Peace and the Rule of Law and Order; Natural greening of the environment and Resiliency to Disasters; Unity of Vision, complementarity of Mission and close coordination in the implementation of programs and projects among all Government Functionaries in the province; and People's participation.

With Agusan up, many opportunities are now available for the residents of the province, with Governor Dale Corvera taking the lead in realizing its development vision for the province.

“With Agusan Up!, we are embarking on a development vision of rising as an Agri-Forest Province and Economic Processing Zone of Caraga by year 2027 and deliver for us caring communities where opportunities abound for us to nurture better lives,” Corvera said.

Prior to its launching on November 8, various activities as a pre-launch were made by the local government units. The city and municipal mayors, together with their constituents expressed their support to the development agenda of the province – the Agusan Up.

Also, with her full support to the program, 2nd congressional district representative Ma. Angelica Rosedell M. Amante-Matba congratulated the initiatives of the province. “The development of the province does not have boundaries anymore,” she said.

Agusan Up has four component flagship programs, namely: Agus 3Ps or the Plant and Process for Prosperity Program for agenda falling under economic development services; Amumang Agusanon for social development services; Lunhaw’ng Agusan for environmental development services; and Hiniusang Lihuk Agusan for development governance concerns.

With Agusan Up, governor Corvera said that the province would initiate efforts for it to stand as reliable partner of the municipalities in their efforts to take on the following roles: Buenavista would stand as the center of coconut and agri-forest cluster and recreation and leisure tourism; Carmen would serve as center for mango cluster and the secondary center for eco-tourism; Jabonga would serve as the center for tourism, agri-aqua and hydro power development; Kitcharao would likewise serve as the center for tourism and agri-aqua but would also take on the role as center for ago-forestry; Santiago would be the center for agri-industrial and eco-tourism; Tubay center for agri-processing and eco-tourism development; Las Nieves would stand as center for coffee, rubber, high-value crops and the regional dairy stock farm development; RTR would be the center for rice, eco-tourism and agri-forest development; Magallanes would be the aqua farming capital of the province, the historical tourism and the forest cluster development center; Nasipit would not just be the agri-industrial center with the full development of the Nasipit Agusan del Norte industrial Estate (NANIE) but also host to a highly developed international port; and Cabadbaran City would not just serve as the center of banana and abaca clusters but also stand as the administrative, commercial and educational center of the province.

Two female NPA minors surrender to Army

BUENAVISTA, Agusan del Norte, Nov. 14 -- Another two female members of the New People’s Army (NPA) who are minors voluntarily surrendered to the 23rd Infantry (Masigasig) Battalion (23IB) in the months of September to October 2019.

The two surrenderees were identified as alias "Gethel" (Political Guide), 17 years old and alias "Christine" (Medic), 17 years old. They were recruited by alias "Ron-ron," a member of Sub-Regional Command (SRC) 3, SAGAY, North Central Mindanao Regional Committee (NCMRC) through black propaganda regarding the present situation of the country. They were deceived and promised to be given a brighter future including their families once they join in their group.

Prior to the recruitment, these two surrenderees were studying, but they were not able to finish their studies because of the exploitation, deception and manipulation of the NPAs.

They were not clearly informed that they will be joining the armed movement. Contradictory to their promises, they only suffered from loneliness, exhaustion and starvation until they find an opportunity to escape from the said group.

Meanwhile, Gethel expressed her resentment against the Communist Party of the Philippines-New People’s Army Terrorists (CNTs). “I was a student by the time I was recruited by the CNTs. Due to the hardship and hunger I experienced inside the movement, I decided to go back to the folds of the law. I am also afraid to lose my dreams, future and precious life because of the continuous military operation. At first, I was afraid because our leader told us that there’s a big possibility that the military will torture and kill me upon knowing that I am an NPA member, but I stand firm with my decision. I am so glad that the soldiers of 23IB never fail to help me and they assisted me to start a new life," she said.

Moreover, Christine also revealed the struggle she encountered inside the armed movement. “I didn’t know that I am going to be a member of CPP-NPA. My parents also do not know that I became a member of the NPA. We were not allowed to visit our parents and even prohibited us to contact them. Later, I knew that my family received a death threat telling them that once they will report to the authorities regarding my situation, they will be killed. They were also forced to leave our home and stay away from our barangay," she recalled.

Lieutenant Colonel Francisco Molina, Jr., commanding officer of 23IB continuously reminds the youth to be vigilant to the alarming NPA recruitment. "Some of the leaders of the NPA have already surrendered to the folds of the law, but it was so alarming that even the female youths are also fighting against the government troops just like what happened to Gethel and Christine. They were recruiting the young ones to be victims of their false ideology and these innocent youths will be suffering their entire life being enslaved by the CNT leaders. The recruitment of the youth is a big violation to the International Humanitarian Law (IHL) and Republic Act 7610 (Special Protection of Children against Abuse Exploitation and Discrimination Act)," he said.

Gov’t troopers conduct feeding program to school kid in Mainit town

SURIGAO CITY, Surigao del Norte, Nov. 14 (PIA) -- The soldiers from the Community Support Program (CSP) of Alpha Company under the 30th Infantry Battalion (30IB), Philippine Army generously conducted feeding program to day-care pupils in Barangay Tolingon, Mainit, this province.

Acting commanding officer Lt. Jonel G. Castillo said the activity aims to give hope and happiness to the children in their area of operation, provide assistance, and uplift the morale of the students who are inspiration to their families.

He said securing the future of the student is very important for them and seeing smiles on every face of these children gives them the inspiration to perform their duties well to achieve lasting peace and development.

Lt. Castillo said that the feeding program assisted by the military is a great opportunity for them to help children in rural areas that need a complete meal in a day.

“The army serves as a volunteer and teacher at the same time. They not only perform duties on the battlefield but serve the needy children through a collaborative effort, cooperation and involvement of various stakeholders,” Lt. Castillo added. (Susil D. 402nd Brigade welcomes little brigade commander

BUTUAN CITY, Nov. 14 -- In line with the celebration of the 27th National Children’s Month, the 402nd Infantry (Stingers) Brigade, Philippine Army welcomed the arrival of the little brigade commander at its camp on November 11, 2019 in Brgy. Bancasi, this city.

Officers and other personnel of the 402nd Brigade warmly greeted Nina Mae Pugtol, from Manila De Bugabos National High School, in a reception line led by Col. Cerilo C. Baloro, Jr., deputy brigade commander, that was followed by a meet and greet session to start the day of being the little commander. 

The city government of Butuan through the Council for the Welfare of Children chaired by City Councilor Rema A. Burdeos has partnered with the 402nd Brigade and other government agencies to allow the children to enjoy a day of experiencing the role of being a local official.

It aims to inculcate to the young minds the principle of public service and trigger their interest to join the government service and become a public servant.

Pugtol currently led the Supreme Student Government (SSG) of their school as the president. She was given the opportunity to preside a military-style command conference with unit information briefing presentation held with the presence of all brigade staff officers and attached units of the camp.

“Hadlok man diay mag-preside sa conference kay daghan kag need nga mandoan kung unsa ang angay buhaton arun ma-keep ang peace. The more hinoon na mas na-inspire ko nga mag military.  Gusto jud nako mag military kay aside sa taas sweldo kay maka serve pako sa katawhan (I was a bit petrified when presiding because I had to decide and delegate the things that need to be done to enforce peace and security. The more I am inspired and convinced to join the military service, not only for the high salary that I will be earning but more importantly to be able to serve the people and the country),” Pugtol said.

Also, Pugtol was given a brief orientation on the different individual and crew-served weapons. As the little commander, she visited and inspected different tenant units attached to the brigade and toured around the camp to see the different aspects of soldiery. To conclude her duty, Pugtol was treated with a lunch at the officers’ mess hall.

“Ms. Pugtol was overjoyed upon serving as our little brigade commander and we cannot help but be proud and honored that she was inspired and wanted to be one of us," said Col. Balaoro.

"That only justifies that the Armed Forces of the Philippines (AFP) is on the right track in its pursuit for peace and development.  Sometimes, we need the innocent minds of the children to somehow understand the military profession and recognize the sacrifices and dedicated service that the soldiers had been doing to the people and this country,” he added.

Meanwhile, Brigade Commander Col. Maurito L. Licudine vowed full commitment in upholding the children’s rights. “We are always committed to supporting the children. This is in recognition of the importance of the children in nation-building and as part of our mandate to protect the welfare of the children against those who violate their rights under the provisions of International Humanitarian Law and the fundamental laws of the land,” he said. Manobo tribe to NPAs: Stop killing IP leaders

BAYUGAN CITY, Agusan del Sur, Nov. 14 -- As indigenous peoples (IPs) in Caraga region become more empowered and determined to halt the atrocities of the New People’s Army (NPAs’), the Lianga Tribal Council of Elders has pushed the issuance of Resolution No.1, series of 2019 condemning the NPA’s killing of certain members of the Manobo tribe.

This was signed by the Lianga municipal chieftain, Datu Constancio Duhac, and adopted by the local government unit of Lianga led by mayor Novelita M. Sarmen.

The indigenous peoples mandatory representative (IPMR), with the tribal chieftains representing the whole Manobo tribe of Lianga, Surigao del Sur (SDS) called on the communist NPA terrorists (CNTs) to stop supplanting legitimate IP leaders citing that this causes divisiveness and the disintegration of their customs and traditions in Barangay Diatagon, Lianga, SDS.

“Our customary laws and traditions were disrespected as the NPAs forcefully supplant legitimate tribal leaders with communist-influenced IP leaders in the far-flung sitios so they can control and advance their armed and political struggle. “Stop exploiting us,“ said Hawudon Jumar Bucales, IPMR of Lianga.

The tribal council leaders also urged the Malahutayong Pakigbisog alang sa Sumusunod (MAPASU) to honor and respect the legitimate IP leadership to exercise the traditional tribal governance system based on the customary laws of the tribe and the authority of the National Commission on Indigenous Peoples (NCIP).

“You (MAPASU) must not dictate the tribal council. You must adhere to our legitimate IP leadership. You are not supreme over the tribal council of elders and you must abide by our traditional governance system. You talk about fighting for self-determination and self-governance but your group is the first to violate our customary laws by defying the tribal council elders,” Datu Duhac said.

The MAPASU has resorted to lobby the support of Bayan Muna partylist representative Eufemia Campos Cullamat, the sister of Pablito Sinzo Campos (alias Batik), the communist NPA top propagandist and root cause of terror in Agusan and Surigao provinces who was nabbed by the 3rd Special Forces Battalion and the PNP in February 2018.

The tribal council of elders has steadfastly and repeatedly stated that not even Cullamat could dictate them because she is not the legitimate IP representative, citing that being a political leader does not necessarily equate to legitimate IP traditional leader.

The council further urged Cullamat to focus on crafting laws that will benefit the IPs instead of using her authority and privilege as a member of the Congress to discredit the government and the military in the IP communities during her privilege speeches.

The IP council urged the IP communities not to join or attend any CPP/NPA-oriented activities such as “bakwit” and any violent tactical offensives targeting government troops and defenseless civilians just to highlight the CPP’s founding anniversary on December 26. (CMO, 3SFBn/PIA-Caraga)

Higaonon sa Agusan del Sur suportado ang EO 70, CTG kinundina

LUNGSOD NG BUTUAN, Nobyembre 14 (PIA) -- Nagtipon-tipon ang mga lider at miyembro ng tribung Higaunon sa isinagawang “Dumalongdong” sa barangay Sinakungan, Esperanza, Agusan del Sur para talakayin ang usaping pangkapayapaan, at iba’t ibang hamong kinakaharap ng indigenous peoples (IP) community.

Dinaluhan rin ito ng mga opisyal ng National Task Force to End Local Communist Armed Conflict o NTF-ELCAC, Office of the Presidential Adviser on the Peace Process (OPAPP), National Intelligence Coordinating Agency (NICA), Department of the Interior and Local Government (DILG), Philippine Army, Philippine Information Agency (PIA), obispo ng Diocese of Butuan, at iba pang government stakeholders.

Layon nitong tugunan ang mga pangangailangan ng nasabing tribu at ipaabot ang suporta ng goberyerno sa pamamagitan ng pagbibigay ng basic services sa kanilang lugar.

“Ngayon na meron nang NTF-ELCAC, mas lalo pang mabibigyan ng pansin at atensyon hindi lamang ang tribu (Higaonon) ninyo kundi lahat ng tribu sa buong Mindanao at Pilipinas,” sabi ni Leouel Santos, director for operations ng NTF-ELCAC.

Ayon naman kay Atty. Leuben Lingating, chairperson ng Indigenous Peoples’ Peace Panel ng OPAPP, nais nitong palakasin at tugunan ang panawagan ng bawat katutubo na maipatupad ang Indigenous Peoples' Rights Act (IPRA) of 1997 upang sa gayun ay tuluyan nang makamit ang minimithing kapayapaan at kaunlaran.

Nakiisa rin sa Higaunon ang mga tribu ng Banwaon, Omayamnon at Polangiyon galing sa probinsiya ng Agusan del Norte, Misamis Oriental at Bukidnon para suportahan ang Executive Order 70 ni Pangulong Rodrigo Duterte. 

Kinondena rin nila ang communist terrorist group o CTG na kanilang itinuturing na kalaban at hadlang sa kaunlaran lalung-lalo na ang pakikialam nito sa kanilang katutubong lupa at paglabag sa kanilang karapatang pantao.

Sinabi naman ni Inday Lindahog, isang Higaonon sa Agusan del Sur, na isinagawa nila ang Dumalongdong upang mapag-usapan at masolusyonan ang mga propaganda ng CTG.

“May karapatan kami na ipaglaban an aming tradisyon, kultura at lupain dahil dito kami namumuhay at minana pa namin ito sa aming mga ninuno,” sabi ni Lindahog.

Tiniyak din ng DILG-Caraga at NICA na tutukan ang kahilingan ng nasabing tribu.

“Ang aming opisina ay bukas ano mang oras sa kung sino man sa inyo na gustong komunsulta hinggil sa mga isyu. Nariyan din an gating mga lokal na pamahallan na lagging handang tumulong s ainyo. Kaya huwag kayong mag-atubiling lumapit sa amin, sa ating pamahalaan. Kaagapay ninyo kami at sama-sama nating itaguyod ang kapayapaan upang matamasa ang kaunlaran,” sabi ni DILG-Caraga Assistant Regional Director Donald Seronay.

Ipinaabot din ni Jun Bringas ng NICA na “ang NTF ay mananatiling kasama ng iba’t ibang tribu sa kanilang pangayaw laban sa NPA.”

Samantala, nagbigay ang NTF-ELCAC ng tulong pinansyal sa nasabing tribu. 

Matatandaan na ang barangay Sinakungan ay inatake ng mahigit kumulang isang daang rebeldeng NPA taong 2018 sa araw mismo ng eleksyon ng barangay kung saan nagdulot ng pananakit sa ilang Higaonon. (VLG/PIA-Caraga)

2019 SGLG passers in Caraga increased

BUTUAN CITY, Nov. 15 -- Cheers and jubilation abound as the official list of the 2019 Seal of Good Local Governance (SGLG) passers was recently posted on the official website.

This year, the region is fortunate to have seen about the two-fold increase, as 19 local government units (LGUs) including two cities and 17 municipalities were listed as passers from only 10 LGUs in 2018.

These cities and municipalities that were conferred with the 2019 SGLG Awards are in Metro Manila are Surigao City; Tandag City; the municipalities of Carmen and Las Nieves in the province of Agusan del Norte; municipalities of Esperanza, Prosperidad and Trento in the province of Agusan del Sur; municipality of Dinagat in the province of Dinagat Islands; municipalities of Burgos, Gigaquit, Mainit, Malimono, Sison, Sta. Monica and Tubod in the province of Surigao del Norte; and the municipalities of Cagwait, Carrascal, Cortes and Hinatuan in the province of Surigao del Sur.

With the recent institutionalization of the SGLG Awards through Republic Act 11292, it is expected that the local government units will be more proactive in promoting good governance especially on practicing transparency and accountability in the use of public funds, in facing the challenge of disaster preparedness and response; providing sensible response to the needs of the vulnerable and marginalized sectors of society; implementation of health programs; investment and employment promotion, among others. Agusan Norte TVET administrators urged to strengthen dual training system

BUTUAN CITY, Nov. 15 -- School administrators of the Technical Vocational Education and Training (TVET) in the province of Agusan del Norte were encouraged to strengthen the implementation of Dual Training System.

During today’s Provincial TVET Stakeholders’ Forum held in one of the local convention centers here, 25 administrators attended the forum for which discussion on the implementation mechanics of DTS was made by former TESDA-Agusan del Norte Provincial Director Julius Sol O. Jamero.

In his discussion, Dir. Jamero underscored the importance of venturing into dual training system to level-up the learnings of the trainees in the different qualifications, thus, urging the TVET providers to strengthen the implementation.

“Through DTS, we were able to expose our trainees into the actual world of skills training as they will be trained in industries where their qualifications are fitted,” Dir. Jamero said.

Dir. Jamero pointed out that through DTS, both parties will benefit from it. “For the trainees, they will have an actual experience of working in the industry where their qualifications are fit, and for the industry, they can save inasmuch as hiring manpower is concerned because all they have to do is to let the trainees do the skilled works and they will just give them 75% of the minimum daily wage for their allowance,” he added.

The former provincial director of the province stressed that under Republic Act 7686 or the “Dual Training System Act of 1994,” the basic training to be delivered by Technical Vocational Institutions (TVIs) is 40% while the partner companies will give the advance training that comprises 60% of the system. “The 60% is composed of the following elements: Training Plan, Training Station, In-Plant Trainer, Training Agreement, and Industrial Coordinator,” he said.

During the Open Forum, Cris Lindo, School Administrator of GML Agri-Ventures Farm made clarification on the support that TVIs can get from TESDA through this program. Dir. Jamero said through the scholarship programs, TVIs who are offering DTS will be given slots in accordance with the requirements.

The DTS, as its name suggests, is a training modality that combines theoretical and practical training. It is called dual training because learning takes place alternately in two venues: the school or training center and the company or workshop.

In DTS, the school and workplace share the responsibility of providing trainees with well-coordinated learning experiences and opportunities.

This close cooperation between the school and the company ensures that the trainees are fully equipped with employable skills, work knowledge, and attitudes at the end of the training.

The general and occupation-related theoretical instruction provided by the school is complemented by on-the-job training in the workplace. Trainees under the DTS spend at least 40 percent of the training/learning time in school and 60 percent for practical training in the company. (TESDA Agusan del Norte/PIA Agusan del Norte)

SurSur mayor urges parents to have children vaccinated vs polio

BAYABAS, Surigao del Sur, Nov. 15 (PIA) -- To prevent the spread of poliovirus in the municipality, Bayabas Municipal Mayor Maria Clarita Garcia-Limbaro on Monday is urging parents to have their children vaccinated against the viral disease.

Parents can have their children immunized for free with the Oral Polio Vaccine (OPV) in barangay health centers in the said municipality, which will commence on Nov. 25 until Dec. 7, 2019.

"Mga Nanay ug Tatay, ato iseguro nga luwas sa polio ang ato mga anak edad sa 0 to 5 years old. Adunay pagahimoon nga libreng Oral Polio Vaccination (Patak kontra Polio) matag barangay (To the mothers and fathers, let's make sure that our children from zero to five years old are safe from poliovirus)," the mayor said in her Facebook post.
Limbaro said that everyone should cooperate since the Poliovirus is already an epidemic in the country, and can pose health risks to children.

The final schedule of the patak stations in every barangay will be announced later by the local government unit.

Last September 29, the poliovirus reemerges in the Philippines, 19 years after the country declared free in 2000.

LUNGSOD NG BUTUAN, Nobyembre 15 (PIA) - Isang Short Film Competition ang inilunsad sa Caraga region na layong ituro sa publiko partikular sa mga kabataan ang pagiging responsableng consumer.

Nilahukan ito ng mga mag-aaral mula sa iba't ibang paaralan sa rehiyon kung saan ang tema ay “Sustainable Consumption: Understanding the Impact of Consumer’s Choices in a Shared Environment.”

Ang mga istoryang kalahok umiikot sa mga tinatawag na digital commerce at vulnerable groups tulad ng senior citizen, persons with disability at mga bata.

Isa si Adrian Raye Tan, grade 11 student ng Surigao del Norte National High School sa mga lumahok. Hindi niya akalain na mananalo ang kanilang short film sa kabila ng maikling panahon ng produksyon.

“Hindi talaga namin inasahan na mananalo din kami. Kaunti lang kasi yung oras na ibinigay sa amin para matapos naming kaagad ang video. Nagpapasalamat pa rin kami lalu na sa aming coach na puspusan ang paggabay sa amin sa pagawa ng aming entry,” sabi ni Tan.

Masaya rin ang estudyanteng si Jerson Paul Malupa, grade 11 sa Bayugan National Comprehensive High School sa Agusan del Sur, na nanalo ang kanilang entry na may temang sustainable consumption.

Hinimok din niya ang kanyang kapwa kabataan na maging malikhain at masinop sa pagbuo ng mga konseptong makatutulong sa kampanya ng gobyerno.

“Magpatuloy lang sa pagsasanay sap ag-edit ng videos at pagbuo ng mga makabuluhang storya na makatutulong sa ating komunidad,” pahayag naman ni Malupa.
Kabilang din ang Don Ruben Ecleo Sr. Memorial National High School sa Dinagat Islands sa tatlong regional winners.

Ang mga nagwagi sa  kompetisyon ay tumanggap ng plake at cash prize mula sa Department of Trade and Industry (DTI)-Caraga.

AgNor inilunsad ang 8-point development agenda

LUNGSOD NG BUTUAN, Nobyembre 15 (PIA) -- Iba’t ibang aktibidades ang sabay-sabay na idinaos sa iba’t ibang bayan ng Agusan del Norte upang ilunsad ang Agusan Up o ang 8-point development agenda ng probinsya. Sa pangunguna ni Gobernador Dale Corvera at mga opisyales ng Agusan del norte, binuksan nito ang mga oportunidad  sa mga residente ng probinsya upang mas maiangat pa ang kanilang kabuhayan.

Kabilang sa flagship programs ng Agusan Up ay ang Agus 3Ps o ang plant and process for prosperity program, upang mas maiangat ang economiya; ang Amumang Agusanon para sa maayos na serbisyo; Lunhawng Agusanon upang mapanatili ang pagkakaroon ng maganda at ligtas na kapaligiran; at ang Hiniusang Lihok Agusan para sa maunland at maayos na gobyerno.

Napakahalaga ng Agusan Up na siyang basehan ng ating mga development agenda ayon kay Gob. Corvera, dahil ito ay magbibigay ng malaking pagbabago sa probinsya lalong-lalo na sa mga residente nito. 

Nangako din ang mga local chief executives na pagtulong-tulongan upang ang mga adhikain ng nasabing development agenda ay maisagawa at maisakatuparan ng walang halong politika.

Sa pangunguna ni municipal mayor Norbert Pagaspas, buong pwersa ang bayan ng Buenavista na tutulong at susuporta upang maisakatuparan ang lahat ng plano ng Agusan Up.

Organic farming sa lungsod sa Santiago hugot nga ipatuman

SANTIAGO, Agusan del Norte, Nobyembre 15 -- Hugot nga ipatuman ang Organic Farming sa lungsod sa Santiago ning probinsya human nagpalabang og duha ka ordinansa ang Sangguniang Bayan sa maong lungsod.

Human sa pagtuon ug pagtimbangtibang sa Committee on Agriculture and Agrarian Reform, gi-aprobahan sa Sangguniang Panlalawigan ang duha ka ordinansa sa nasangpit nga lungsod ang Municipal Ordinance NO. 120-2019, “An Ordinance Requiring All Local Farmers within the Municipality of Santiago, Agusan del Norte the Practice of Organic Farming, Providing Penalty for Violation thereof” ug ang Municipal Ordinance No.121-2019, “An Ordinance Institutionalizing the Application Promotion and Implementation Of Organic Farming in the Municipality Of Santiago, Appropriating Funds thereof," ug sa uban pang katuyoan niini.

Ang tinguha sa maong mga ordinansa, nga magdasig sa tanan nga lokal nga mag-uuma ug uban pang mga hingtungdan, nga magpraktis alang sa standard nga teknolohiya sa organikong pamaagi, para sa maayong kalidad ug epektibo nga pagpanguma. Sa dili pagsunod sa nahisgutan nga ordinansa adunay ipataw nga silot ug multa.

Kini nga lakang alang sa kinatibuk-ang kaayohan sa munisipyo ilalum sa Republic Act No. 10068, “An Act providing for the Development and Promotion of Organic Agriculture in the Philippines and Other Purposes.”

Gihimo usab kini sa pagsunod sa Article V (Agricultural Resource Management and Development) of the Environment Code of the Province of Agusan del Norte. Ingon usab ang nasangpit nga ordinansa sa munisipyo nahisubay sa Provincial Ordinance No. 292-2012, An Ordinance Institutionalizing the Promotion and Implementation of Organic Farming in the Province of Agusan del Norte, Appropriating Funds therefore and for other purposes.

Ang ordinansa sa munisipyo nahisubay sa CSC Resolution No. 1701077-2017 Rule in Administrative Cases in the Civil Service.

DAKBAYAN SA CABADBARAN, Agusan del Norte, Nobyembre 15 -- Shuttle service para sa persons with disability  o PWDs ug senior citizens sa syudad sa Cabadbaran i-implementar na, human gideklara sa SP nga balido ang City Ordinance No. 2019-010, nga nagmugna sa Persons with Disability and Senior Citizens Shuttle Service nga programa sa nasangpit nga syudad, ning lalawigan.

Ang katuyoan sa ordinansa ang paghatag og usa ka mahigalaon, komportable nga serbisyo sa transportasyon sa publiko nga eksklusibo alang sa PWDs ug senior citizens sa syudad sa Cabadbaran ug aron matubag ang ilang panginahanglan, pinaagi sa Shuttle service ug maghatag usab og espesyal nga agianan sa bisan unsang mga dalan sa sulod sa syudad alang niani nga mga sektor.

Ang City Ordinance No. 2019-010 balido nga nahisubay sa Article 2, Section 10 sa Philippines Constitution nga nagmando nga “that the state must give preferential attention to the welfare of the less fortunate, the poor, uneducated, underprivileged and disabled constituents of the society.”

Nahisubay usab kini ubos sa R.A. 7277, "An act providing for the rehabilitation, self reliance of disabled person and their integration into the mainstream of society,” ingon man sa R.A. 7432, “An act to maximize the contribution of senior citizens to nation, building grand benefit and special privileges and other purposes.”

Mga lolo’t lola sa Agusan del Norte nagtipon-tipon

LUNGSOD NG BUTUAN, Nobyembre 15 (PIA) -- Mahigit tatlong daang opisyales ng mga senior citizens ang nagtipon-tipon sa ginawang 1st Senior Citizens Summit sa probinsya ng Agusan Norte. Ayon kay Provincial Social Welfare and Development officer Silver Joy Tejano, layunin ng nasabing summit ang marinig ang kailang mga ideya at makapagsolicit ng mga impormasyon hinggil sa mga katayoan at mga hinaing ng mga senior citizens sa iba’t ibang lugar ng probinsya.

Ayon pa kay Tejano, sa pamamagitan ng pagtipon-tipon ng kani-kanilang mga opisyales mula sa iba’t ibang barangay, munisipyo at  pag-uusapan nito ang mga karapat dapat na hakbang upang mas mabigyan pa ng pansin ang kanilang mga hinaing sa tulong na rin ng pamahalaang probinsyal.

Paliwanag ni board member Elizabeth Calo, ang Sanguniang Panlalawigan committee chairperson ng social services, maliban sa pagpaplano ng mga posibleng programa para sa kanila, layunin din nito na makuha ang mga suggestions at tulong upang magkaroon ng legistaliba lalo na ang pagbibigay tulong at benepisyong para sa kanila.

Laking tuwa din ang nadarama ng office of the senior citizens affairs national president na si Benjamin Medina dahil isa itong venue kung saan nakita nila ang kanilang kahalagahan kahit sila ay matatanda na.

Ayon din kay Precioso Maravilles, ang Federation of Senior Citizens Association of the Philippines Agusan del Norte, ang probinsya ay may mahigit 27,000 senior citizens ngunit ang summit na ito ay dinaluhan lamang ng mga opisyales at responsibilidad din nila ang maipaabot sa kanilang mga myembro kung ano ang napag-upsapan dito. PPA gears up renovation of facilities in Caraga region

BUTUAN CITY, Nov. 19 (PIA) -- With the implementation of the government’s modernization program, the Philippine Ports Authority (PPA) has also geared up the renovation of its activity centers and other facilities in Caraga region. This is aimed to give better services and convenience to travelers, and faster cargo services in various shipping vessels.

During the visit of Secretary Arthur Tugade of the Department of Transportation (DOTr) in Butuan City, together with PPA general manager Jay Daniel Santiago and other officials from the department’s attached agencies, the team presented the newly-renovated activity centers inside the PPA building, including ports of Masao and Nasipit, Agusan del Norte.

Santiago emphasized that there has been a huge improvement with how the Butuan City and Nasipit ports look like when he last visited the city in July 2018.

“We are continuously modernizing our seaports for people to experience more convenient and safer travel,” cited Santiago.

He added, that the RORO ramp and coast way at the Masao port were enhanced from 1.2 hectares to 1.5 hectares wide. It could already handle  abigger vessel.

Secretary Tugade also highlighted that more developmental infrastructures will be put in place as part of the modernization program of President Rodrigo Duterte.

Tugade added that a post for the personnel of the Philippine Coast Guard will be established at the Masao port to ensure the safety and security of the passengers and cargoes moving in and out of the said port.

Meanwhile, Secretary Tugade and other officials inspected the vessel of the Philippine Coast Guard and assessed their condition and needs. (JPG/PIA-Caraga)

Caraga students produce short films on responsible consumerism

BUTUAN CITY, Nov. 18 (PIA) -- A short film competition was recently launched in Caraga region which aims to motivate the people particularly the youth to practice responsible consumerism.

This was participated by students from various schools in the region with the theme “Sustainable Consumption: Understanding the Impact of Consumer’s Choices in a Shared Environment.”

The entries for the said competition highlighted the advantages of digital commerce and how it affects the vulnerable groups such as the senior citizens, persons with disability and children.

Adrian Raye Tan, grade 11 student from Surigao Del Norte National High School and one of the participating students, said his groupmates were not expecting to win the competition, as they had only limited time to produce the film.

“With the short span of time given to us to produce the material, we were not really expecting much that we would be among the regional winners. We are very thankful that our work was recognized,” Tan said.

Jerson Paul Malupa, grade 11 from Bayugan National Comprehensive High School in Agusan del Sur, was also surprised that his group was among the winners. Their entry focused on sustainable consumption.

He also encouraged his peers to be creative and resourceful in crafting the concept and idea of their films, as their way to help the government in its advocacy.

“Continue enhancing your skills in documentation and editing. We could help the government as well in their advocacy, through our films,” said Malupa.

The Don Ruben Ecleo Sr. Memorial National High School in Dinagat Islands was also one of the three regional winners.

All the winners have received their plaque and cash prize from the Department of Trade and Industry (DTI)-Caraga.

Meanwhile, DTI-Caraga Regional Director Brielgo Pagaran also emphasized that as consumers, people should be keen in their choices and should care for the environment. (JPG/PIA-Caraga)

Tandag City supports regional integrated students activities 

TANDAG CITY, Surigao del Sur, Nov. 19 (PIA) -- The city government of Tandag is in full support to the conduct of the Regional Integrated Students Activities (RISA) spearheaded by the Department of Education (DepEd) in Caraga from Nov. 18-21, 2019 in the city, a city official said on Monday.

City Mayor Roxanne Pimentel said the support does not only cover financial matters but also in supervising the billeting quarters of the participants. Pimentel also said that they have already conducted five coordination meetings prior to the opening ceremonies.

Meanwhile, DepEd Tandag City Division Superintendent Dr. Imelda Sabordino said that all the RISA working committees composed of three major competitions - the Regional School Press Conference (RSPC-Journalism); Regional Festival of Talents (RFOT); and Regional Science Fair (RSF) are all doing their part.

Dr. Sabordino, who was formerly assigned at the Bayugan City Division, was installed last October 29, 2019, as the new Schools Division Superintendent of Tandag City Division, replacing Dr. Gregoria Su, who was assigned at the Bislig City Division. Tandag City Division has 743 teaching and non-teaching personnel with 17,638 learners.

"We have done the necessary preparations in coordination with other agencies,” said Dr. Sabordino.


Dr. Sabordino also thanked the provincial government of Surigao del Sur through Governor Alexander Pimentel for extending support in the activity.

Per the initial assessment from the host during the first day, Dr. Sabordino rated the division's readiness with only 95% due to the low water supply provided by the city's water district. "The water pressure is low during the day to no water, but during night time, the water supply is good," she said. Dr. Sabordino, however, said that they have already provided 100 water containers to the 12 billeting quarters.

Around 7,000 delegates from the 12 DepEd Divisions of Caraga, namely: Agusan del Sur Division; Agusan del Norte Division; Bayugan City Division; Bislig City Division; Butuan City Division; Cabadbaran City Division; Dinagat Islands Division; Siargao Division; Surigao City Division; Surigao del Norte Division; Surigao del Sur Division; and Tandag City Division participated in the three events.
