3,252 Caraga frontline health workers receive Sinovac
BUTUAN CITY, Mar. 16 -- The coronavirus disease 2019 (COVID-19) Vaccination Roll out in Caraga has already started on March 7, 2021 in Caraga Regional Hospital. As of Mar. 12, 2021, DOH Caraga and 15 other implementing hospitals have already vaccinated a total of 3, 252 frontline health care workers with the CoronaVac or popularly known as Sinovac COVID-19 vaccine.
DOH Caraga together with the partner hospitals is strictly monitoring the status of vaccine recipients. As of this time, the record showed a cumulative figure of 314 deferrals or individuals not qualified to be vaccinated during screening following a medical assessment. An example of this is due to high blood pressure during actual vital signs check. These individuals will receive the vaccine once medically cleared.
From the Regional Epidemiology and Surveillance Unit (RESU), a total of 29 Adverse Events Following Immunization (AEFI) cases have been recorded in the last six days. This is 0.9% compared to the total number of vaccinated individuals. Complaints vary per patient. Out of the 29 AEFIs, 14 complained of body rash or itchiness and headache. Cases were managed accordingly with four admissions wherein three already went home and one who is currently stable and for further workup and management. All discharged AEFI cases reported have recovered.
“We are grateful to all frontline health workers who cooperated with us and participated in this global phenomenon to combat COVID-19. As the priority eligible group and the highest risk in terms of exposure, we must protect you and we thank you for your participation. The range of side effects we are seeing now is the common side effects of the vaccine. All vaccines issued with Emergency Use Authorization or EUA and being deployed in the country are continuously monitored and evaluated to ensure product safety,” DOH Caraga Regional Director Jose R. Llacuna, Jr. said.
DOH Caraga reiterated to all LGUs, implementing units and health facilities to thoroughly monitor their vaccine recipients and firmly follow the standard operating procedures in line with the guidelines set, and this includes medical screening and prompt management of any AEFIs. Likewise, the health agency also recommends to all health care workers who were vaccinated to refer health concerns to their respective health facilities for timely and appropriate action.
“The COVID-19 vaccines strongly complement the minimum health standard protocols in combating the pandemic crisis. Let us all be vigilant and continue to follow the health protocols,” Dir. Llacuna said.(DOH Caraga/PIA Caraga)
RCSP immersion conducted in Surigao del Norte

SURIGAO CITY, Surigao del Norte, Mar. 16 -- The provincial government of Surigao del Norte through the local government unit (LGU) of Malimono, in partnership with the 29th Infantry (Matatag Fighters) Battalion (29IB), Philippine Army under the 901st Infantry (Fight'em) Brigade and other agencies, collaborated and led the conduct of Retooled Community Support Program (RCSP) Immersion held in Brgy. San Isidro, Malimono on Tuesday, March 9, 2021.
More than 200 beneficiaries have availed of the various services such as free haircut by the Philippine Army and the information awareness drive about the Communist NPA Terrorists (CNTs) recruitment schemes and Enhanced Comprehensive Local Integration Program (E-CLIP) process.
Free medical checkups, medicines, and hygiene kits were also provided by the Department of Health (DOH). Free circumcision (Tuli) was also offered and assisted by the Philippine Army.
There were free consultation and information drive by the Technical Education and Skills Development Agency (TESDA) regarding free skills training and seminars; the Department of Social Welfare and Development (DSWD) for the assistance to the rebels who desires to surrender; the Department of Labor and Employment (DOLE) and Department of Trade and Industry (DTI) for those individuals who wanted to put up a business; the Department of Agriculture (DA) which provided free seedlings and tips on agriculture; and the Philippine National Police (PNP) on the laws and regulations of peace and security.
Sangguniang Bayan (SB) member of Malimono, Danilo Abraham said, “Magapasalamat kita kay naa sila magserbisyo sa katawhan sa Malimono. Mao dili kita mag away-away kay igsoon ra kitang tanan (We should be thankful that they are here to serve the people of Malimono. That is why we should not contend because we are all brothers and sisters).”
Meanwhile, SB member Wallace Sinaca explained that the said RCSP activity has been made available in the area to make the people in Malimono feel that the government has always been prioritizing the people. "Aside from that, loving one another is the true essence of peace," he said.
According to Surigao del Norte assistant provincial administrator Ramon Gotinga, “Swerte kaayo ang Malimono kay gusto sa atong gobernador nga magpabilin nga mahapsay ug malinawon ang Malimono, Surigao del Norte. Ang 180 million nga kwarta nga proyekto sa nasyunal ihatag sa barangay ug sa luyo sa inyong barangay aron mubalik na sa sabakan sa gobyerno ang kaigsoonan ta aron sila magpuyo na ug malinawon (Malimono is so fortunate because our governor wants that Malimono, Surigao del Norte would remain orderly and peacefully. The 180 million worth of peso for the national project will be given to the barangay, and other far-flung areas of the barangay, so that our fellows might as well return to the folds of the government and live peacefully)."
Provincial director of the Department of the Interior and Local Government John Reyl Mosquito also emphasized by saying, “Ini kami para ipaabot ang mensahe sa atong Presidente. Nga tanan kita mutabang sa katunhay sa kahapsay ug kalinaw sa atong nasod. Mutabang kita sa matag usa kanato kay para ini sa karadyawan kanato tanan, kinsa pama’y magtinabangan kon kita ra (We are here to convey the message of our President. That all of us must help in maintaining peace and order in our country. Let us help each other, for this is for the good of everyone. Who else would help each other, but only us).”
“I hope you were all seeing how serious the government is in ending this insurgency and in helping the people. That despite such pandemic, it doesn’t stop the government from delivering its services to the community. And rest assured, that your Army will never get tired of doing so because this is what the whole-of-nation approach is all about," said Lt. Col. Aristotle F. Antonio, commanding officer of 29IB.

Agnor PPOC provides free services to IP community

BUENAVISTA, Agusan del Norte, Mar. 16 -- Thousands of Indigenous Peoples (IPs) belonging to the Higaonon tribe under Certificate of Ancestral Domain Title (CADT) 118 and 252 in Las Nieves, Agusan del Norte received free social services during the conduct of the two-day Provincial Peace and Order Council (PPOC) Immersion activity held at Sitio Bokbokon, Barangay Lawan-lawan on March 9-10, 2021.
During the activity, the PPOC conducted a free “Kasalan ng Bayan,” medical mission and outreach program. The mass graduation of IPs who completed the skills training conducted by the Technical Education and Skills Development Authority (TESDA) was also facilitated during the activity. After completing the training, the IPs were also granted sustainable livelihood programs from the government.
Through the outreach program, the members of the Higaonon tribe also received toilet bowls, food packs, used clothing, free medicines, and vitamins, while the children were also provided with free circumcision and haircut. The IPs also benefited from the free medical consultation conducted during the activity while the other IP farmers were also provided with Kabir chickens, tilapia fingerlings, vegetable seeds and fruit-bearing seedlings.
Top military and police officials in the province, including Brig. Gen. Maurito L. Licudine, the commander of the 402nd Infantry Brigade (402Bde), Lt. Col. Julius Cesar C. Paulo, the commander of the 23rd Infantry Battalion (23IB), and Agusan del Norte Police Provincial Office (ADNPPO) Director Col. Martin Gamba were also present during the activity.
Government line agencies that provided support to the activity includes the Technical Education and Skills Development Authority (TESDA), Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), the Department of Health (DOH) and the Department of Agriculture (DA).
Datu Ronald S. Manhumosay, the IPMR of CADT118 thanked the government for the free services their community has received through the PPOC activity.

We, the tribe promise to help the government in solving the insurgency problem in our area to obtain peace and development for us and to the next generation)," said Datu Manhumosay.
In his message during the activity, Gov. Corvera assured the Higaonon tribe of the continued support of the government to their members and communities.
"Before, the Communist New People’s Army Terrorists (CNTs) exploited the vulnerabilities of the Higaonons and we can see no development in this community. But now, this community has become very progressive because of the cooperation that the residents showed to the government. The insurgency can no longer stand in this sitio because their tribe no longer supports the CNTs. And with that, we are so glad especially to the tribal leaders who convinced their members to cut their ties from insurgents because it is the stepping stone for a united community,” Corvera added.
Meanwhile, Mayor Rosales also emphasized the importance of the implementation of Executive Order Number 70 (EO 70) in the town that provided the much-needed help especially in far-flung communities that are vulnerable to the CNT.
“Because of the implementation of the EO 70 or the Whole-of-Nation Approach, we can easily address the problems of the constituents. We want to help you in any possible way especially in legalizing the registration of your families for the benefit of your children. We hope to help you solve part of your primary issues and concerns,” Rosales said.
Lt. Col. Paulo, in his message, thanked the residents of CADT 118 community for their participation in the said activity.
“Everyone of us, regardless if you are a government employee or a civilian resident, plays a vital role in maintaining peace in our communities. Our government is always here to back you up in solving your problems, but of course, you also need to exert effort to solve it. The efforts of government forces coupled with the support of other government agencies will result in great accomplishments most especially if the constituents will fully support the peace initiatives of the government. We hope that you will continue to support us to end insurgency because, without insurgency, progress, unity, peace and development will be achieved,” Paulo said.
For his part, Brig. Gen. Licudine expressed gladness over the willingness of the residents of Sitio Bokbokon to support the initiatives of the government that will bring peace and development in their communities.
He also recognized the success of the collaboration of the PPOC, the LGU of Las Nieves, the 23IB, PNP, the members of the barangay council of Lawan-lawan and the leaders of the Higaonon tribe.
“Your active participation in this activity manifested your true intention of freeing and saving the far-flung communities from the influence of the CNTs,” Licudine said.
The 402Bde commander also asked the villagers of Sitio Bokbokon to completely cut their ties with the CNT and work with the government to address the peace and security concerns in their community.
“The absence of cooperation and unity among us has worsened the problem of insurgency. Let us work together to support all government initiatives and facilitate the delivery of programs, projects, and services in your communities. Help us by simply providing timely and accurate information on the CNT presence so that we can protect you against their threats. Winning the war against insurgency can only be achieved through combined efforts of the barangay residents and the line agencies of the government,” Licudine said. DAKBAYAN SA BUTUAN, Marso 16 (PIA) -- Para masiguro nga adunay saktong pagpangandam sa panahon nga adunay kalamidad, ming-apil ang mga local Disaster Risk Reduction Management (DRRM) officers lakip na usab ang training, planning og research personnel gikan sa nagkalain-laing local government units sa Caraga region sa gipahigayon nga online o blended training sa pagmugna sa standardized Local DRRM Plan (LDRRMP).
Kabahin sa mandato sa mga lokal na panggamhanan ang paghimo sa local DRRM plan base sa Republic Act 10121 o Disaster Risk Reduction and Management Act of 2010.
Bisan paman sa panahon sa pandemya, gisiguro sa Office of Civil Defense (OCD) - Caraga nga mahatagan ug igong pagtagad ang pag capacitate sa mga partisipante nga mitambong sa gipahigayong training.
“After this training, we expect the LGUs, ‘yung hindi pa naa-update yung plan, inaasahan natin na ma-update nila ito using the standard template and following the same process. And also we expect them to prioritize talaga ‘yung DRRM,” sulti ni April Rose Anne Sanchez, hepe sa Policy Development and Planning Section og information officer sa OCD-Caraga.

“It’s very vital for every LGU to come up with this kind of plan. Unang una, based on R.A. 10121, every LGU needs to have the plan as their guide in the implementation of DRRM. Second, as the law mandates and provides, they cannot utilize their local DRRM fund without having an approved and adopted local drrm plan. That is why they are mandated to have this kind of plan,” dugang pa niini ni Sanchez.

DAKBAYAN SA BUTUAN, Marso 16 -- Gisugdan na pagpahiluna ang Waste-to-Energy Power Plant Project sa Magallanes, usa sa 12 Core Processing Projects nga iplastar ubos sa Process! Process! Process! Project sa AGUSAN UP!, ang kampanya sa pagpalambo sa administrasyon ni Gobernador Dale B. Corvera kaabag ang buhatan ni Kongresista Angel Amante-Matba.
Gihimo kini pinaagi sa usa ka konperensya sa mga representante sa Local Government Unit (LGU) sa Magallanes, sa provincial government sa Agusan del Norte ug sa Philippine Energy Solutions Corporation (PRESCORP), signatories sa usa ka Memorandum of Understanding (MOU) nga gihimo aron matutokan ang pagpahiluna sa maong proyekto.
Ang Waste-to-Energy Power Plant project usa ka Php6 billion project nga nakitang pamaagi alang sa sustenidong hapsay nga paghipos sa basura sa probinsya, pagpataas sa suplay sa kuryente ug isip ekonomikanhong proyekto nga makamugna og trabaho ug bahandi pagpaangat sa kita sa mga lumulupyo dili lang sa Magallanes kon dili sa tibuok probinsya.
Gilantaw nga sa maong pasilidad na unya dalhon ang mga basura sa mga lungsod ug syudad sa Agusan del Norte.
Ipahiluna ang proyekto pinaagi sa Public Private Partnership (PPP) diin ang PRESCORP maoy magsilbing private partner sa probinsya ug sa lungsod sa Magallanes.
Sa maong tigum, gipresenta ni Alfredo Pontillo, ang power plant projects facilitator sa PRESCORP sa Mindanao, ang mga teknikalidad sa paggama og kuryente gikan sa basura, ang mga lakang pagpatuman sa proyekto ug ang mga terms of partnership.
Nagkauyon ang tulo sa parties sa MOU sa parpusige sa maong proyekto. Sa iyang mensahe, gipadayag ni Mayor Cesar Cumba sa Magallanes ang importansya sa maong proyekto pagsulbad sa problema pagpahiluna sa basura ingon man ang mahimong tampo niini aron madugangan ang suplay sa kuryente probinsya ug sa nasud.
Human sa konperensya, gihimo ang ocular visit sa gi-propose sa LGU-Magallanes nga site sa planta ug sa kinatibuk-an nakita sa PRESCORP nga pwede na kini ug gihangyo niini ang munisipyo ug probinsya nga motabang pagproseso aron makakuha og mga permits aron matugotan nga magamit kini alang sa power plant.
Gikan sa Magallanes, mibisita usab ang mga representante sa PRESCORP ug sa Munisipyo sa Magallanes sa buhatan ni Gob. Dale Corvera sa kapitolyo, dinhi, gipadayag sa gobernador ang iyang suporta sa proyekto ug himoon sa probinsya ang mga kaakuhan niini isip partner.

DSWD Caraga celebrates 70th anniv with partners, friends who made 2020 successful
BUTUAN CITY, Mar. 19 -- The Department of Social Welfare and Development (DSWD) Field Office Caraga acknowledged its partners and staff who have significantly contributed to the successful implementation of the programs and services of the department, especially during the coronavirus disease-2019 (COVID-19) pandemic.
The Praise Awards were also given out during the celebration to DSWD workers who have shown excellence, especially in delivering their different functions, ensuring the achievement of the field offices goals and targets.
DSWD Undersecretary Luviminda Ilagan, Undersecretary for Policy and Plans and Department Legislative Liaison Officer, served as the keynote speaker for the said celebration. She thanked all the awardees for delivering their part in ensuring the welfare of the poor, vulnerable, and disadvantaged individuals, families, and communities.
Usec. Ilagan also discussed what she calls the "Big Change" which would affect DSWD and its partners from the LGUs with the execution of the Mandanas Doctrine. The Mandanas Doctrine/Ruling conveys the transfer of national government functions to the LGUs, with fund allocations coursed through the Internal Revenue Allotment (IRA).
With this, DSWD will now be preparing for the changes by providing technical assistance to the LGUs for the said shift.
With the threats of the pandemic, the celebration was uniquely conducted with a limited number of participants joining personally (face-to-face), while the rest joining virtually (through ZOOM). A fresh start for a former rebel
Life in hiding, especially when it constantly puts your life at maximum risk, is very hard to live.
Hence, when a door leading to a new and peaceful life opened for “Alfie” and other former rebels, they boldly decided to renounce the principles they once embraced.
Alfie (not his real name), is one of the former rebels from Agusan del Sur who surrendered to the government. Despite the perils brought by his decision to return to the government, Alfie fearlessly took the risk with the desire of achieving a safer and peaceful life for himself and his family.
As part of the measures crafted by the National Government to help former rebels (FRs) rebuild their lives, each FR, once deemed to be eligible, is given the opportunity to receive the Livelihood Settlement Grant (LSG) amounting to PHP20,000. LSG is a special program by the Department of Social Welfare and Development’s (DSWD) Sustainable Livelihood Program – the Agency’s arm in implementing livelihood interventions for poor, vulnerable, and disadvantaged sectors.
Through this special program, Alfie was able to receive such an amount on September 22, 2020, and started a hog-raising business. He was able to buy six piglets, sacks of feeds, and construction materials that were needed to build a pigpen.
As he started his small business, Alfie and his whole family were very excited and overwhelmed.
Sadly, in November 2020, Alfie had to sell five of his pigs for Php20,000 as some of the pigs became ill and he did not have enough budget for the feeds anymore.
But this did not stop Alfie from recovering from his losses. With the income he acquired from the five pigs he sold, he bought another eight piglets. In January 2021, he was able to sell eight heads of pigs for Php26,500.00 sales from his second harvest helped him buy food for his family and finance his daughter’s job application documents. In addition, he was also able to buy another batch of piglets.
With all the benefits they received, Alfie and his family are very grateful to the National Government, particularly to the DSWD-SLP. He said that with all the help they got, he realized that he appreciated more this kind of life – a better and quieter life. His former life, the life in hiding, was nothing compared to his disposition today.
“Kauban sa akong pamilya, dako akong pasalamat sa gobyerno, labi na sa DSWD-SLP sa pagtabang kanako sa paghatag og livelihood project ug sa paghatag kalinaw sa akong huna-huna (Together with my family, I am hugely indebted to our government, especially to the DSWD-SLP for helping me start anew by granting me a livelihood project and giving us a peaceful mind),” Alfie said.
Indeed, it has really been a fresh start for Alfie and his family. He hopes that in this new life, he will be able to inspire his former comrades who are still championing his old ideologies, to also choose the new path he has taken. (DSWD-Caraga/PIA-Agusan del Sur)

Andanar: More vaccination hubs underway to ensure inclusive, accessible COVID-19 jabs
LORETO, Dinagat Islands, March 22 - More medical facilities will be used as vaccination hubs to ensure that the rollout of the nationwide COVID-19 vaccination program will be more inclusive and accessible to all Filipinos, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar assured on Monday afternoon.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar was in the town of Loreto in Dinagat Islands on Monday, March 22, 2021 for the information drive on the national COVID-19 vaccination roadmap of the national government.
In his message during the information drive dubbed as the Pagdu-aw sa Dinagat Islands, Secretary Andanar provided updates on the program, which already commenced with healthcare workers as the first recipients of the jabs.
“Tungod sa national vaccination program nan ato gobyerno, nabakunahan na at least 336,656 medical frontliners na importante gajud sa aton pag-recover. Sa pagkakuman, jaon nay 1,623 vaccination sites, ug nagkadaghan an mga gihimo na vaccination sites para mas accessible an bakuna sa ato mga kaigsoonang Pinoy, [Because of the national vaccination program of the government, we have already vaccinated at least 336,656 medical frontliners, who are vital in our road to recovery. Now, we have set up 1,623 vaccination sites, and continue to increase the number of these sites, to make our vaccination drive more inclusive and accessible to each and every Filipino],” he said.
The national government aims to procure 161 million vaccine doses this year to inoculate 70 to 80 millions of Filipinos against the virus. With this, the PCOO chief encouraged the public to take part in the vaccination program.
As of March 20, 2021 report, the country has received 1,125,600 doses of vaccine. Of the total number of vaccinated individuals, 190,645 were given the first dose of Sinovac’s Coronavac, and 146,011 for AstraZeneca.

PCOO chief assures Dinagatnons that more vaccines will arrive for target sectors

BUTUAN CITY, Mar. 23 (PIA) -- During the Pagdu-aw (visit) event held on Monday in the municipality of Loreto, Province of Dinagat Islands, Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO) inspired the people in the said province to strive more as the country continues to fight the spread of the coronavirus disease 2019 (COVID-19).
“We might have faced a lot of challenges in the year 2020 since the onset of the COVID-19, yet we are full of hope that this year 2021 would give us the opportunity to get back to our normal lives we used to before. Through the effort of President Rodrigo Roa Duterte’s administration, resources were made available in order to procure the 161-million of vaccine doses this year intended to provide to 70-80 million Filipinos,” he said.
Andanar also announced that because of the national vaccination program of the government, at least 249,297 medical frontliners will be inoculated. “For now, we have already established some 956 vaccination sites and more are still to be put in place for an easier and more convenient vaccination of the Filipino people. We encourage everyone to join us and support the government in this endeavor for us to achieve herd immunity by ensuring that target sectors are vaccinated to protect you and your family,” he said.
Meanwhile, for those who have already been vaccinated since the arrival of the vaccines in the country, Andanar urged them to continue to observe the health protocols. “We ask everyone to continue to strictly observe the minimum health standards protocols given by the Department of Health, particularly the wearing of face masks and shields, safe physical distancing, frequent handwashing, and proper hygiene, even those who have already been vaccinated from the virus, to ensure our continued safety and recovery from COVID-19,” he emphasized. BUTUAN CITY, Mar. 23 (PIA) -- The Presidential Communications Operations Office (PCOO) led by Secretary Martin Andanar, together with its attached agencies has geared up efforts in disseminating timely, accurate, and relevant information to the public on the different communications campaign of the government which includes information and updates on coronavirus disease 2019 (COVID-19) and vaccination program, among others thru various platforms.
“As the lead communications arm of the government, the PCOO will continue to implement the Laging Handa Information and Communications Campaign to provide the general public timely, accurate, and relevant information on the Duterte Administration’s efforts and initiatives to combat the spread of the deadly virus,” bared Andanar, in time with the conduct of Pagdu-aw (visit) in Loreto, Dinagat Islands.
He added that the PCOO and its attached agencies including the Philippine Information Agency (PIA) will also continue to provide public advisories on the health protocols or precautionary measures, how to counter the proliferation of fake news, and ways to prepare for the vaccination with the use of the different platforms such as the Laging Handa Public Briefing, Network Briefing News, Cabinet Report, Laging Handa Dokyu, Virtual Presser, and other communications campaign of PCOO.
Apart from solving the health crisis on COVID-19, Sec. Andanar emphasized that the government also continues to address the problem on communist insurgency, which is also a contributing factor that makes people’s lives more difficult in facing daily challenges during this time of the pandemic.
“With the National Task Force to End Local Communists Armed Conflict (NTF-ELCAC), we in the government continue to assist the former rebels through giving them the necessary and appropriate reintegration programs including agricultural and livelihood opportunities,” highlighted Andanar.

Gov’t to widen immunization drive as more COVID-19 vaccines arrive
The government is considering a parallel vaccination strategy that will include senior citizens and service workers in addition to the mass inoculation being done to the nation’s healthcare workers, vaccine czar Secretary Carlito Galvez Jr. said on Monday.

In his report to President Rodrigo Roa Duterte during a meeting on government’s coronavirus disease (COVID-19) intervention, Galvez said they are building the Vaccine Deployment Scenario with the help of the private sector, particularly the Ayala Group and the Custom Consulting Group. In this scenario, various groups will be designated to handle the vaccination of different sectors.
“So ito po ‘yong way forward po natin, Mr. President, na nakita po natin para po talaga mapabilis ang ating --- to comply with your your guidance na magkaroon po na tayo ng general public na vaccination,” Galvez said.
Inoculating a portion of the country’s general public alongside frontline medical workers could potentially offer the nation better protection from the deadly coronavirus disease compared to the initial plan of vaccinating solely healthcare workers only, he explained.
Galvez, who is also the chief implementer of the National Task Force Against COVID-19, also reported to President Duterte that other countries like the United States, Israel, and Indonesia have adopted such strategy by vaccinating the next “segments” even if previous segments are not yet fully immunized.
For instance, the US vaccinated 11 percent of its healthcare workers on the first month of vaccination drive before proceeding to inoculate essential workers, the elderly, and those with existing medical conditions.
Israel, on the other hand, first vaccinated 91 percent of its senior healthcare workers before inoculating 50 percent of the residents aged 55 and above; 40 years old and above; 35 years old and above; and 16 years old and above.
Likewise, Indonesia inoculated 98 percent of its healthcare workers before proceeding to vaccinate four percent of the elderly population; 15 percent of its public service workers; and essential workers.
In the Philippines, a total of 1,105,500 vaccine doses have been deployed, inoculating 369,049 or 21.71 percent of the country’s healthcare workers, said Galvez.
With a steady supply of vaccines, Galvez said the government can also implement simultaneous vaccination campaign, targeting to inoculate 500,000 to 1 million people per week in April or May.
The country expects to receive 2,379,200 vaccine doses of Sinovac and AstraZeneca in the first quarter of this year, he said, noting that by year-end Philippines will have received more than 140 million COVID-19 vaccine doses excluding the donations through the World Health Organization-led COVAX facility.
The Philippine government is negotiating the procurement of COVID-19 vaccines from pharmaceutical companies Sinovac Biotech, AstraZeneca, Moderna, Novavax, Johnson & Johnson, the Gamaleya National Center of Epidemiology and Microbiology, and Pfizer, he noted.
The Department of Health (DOH) has logged 8,019 new COVID-19 cases on March 22, bringing the country’s total number of infections to 671,792 with 577,850 recoveries and 12,972 deaths. PND

PNP ordered to regionalize processing of death benefits

In a televised weekly public address, President Duterte reiterated the implementation of his previous order to make the processing of death benefits easier for the family members of deceased police personnel.
President Duterte said the PNP should designate personnel who will handle death claims and should require the widows or other dependents to process their claims at the PNP’s regional offices to prevent corruption and abuse.
“I want to have that regionalized, [the] processing. And do not call the heirs or the widow hanggang hindi na… ‘yung araw na ‘yun, pagbigay sa kanya, diretso na,” he said.
The dependents of police officers shell out additional money just going to Metro Manila to process their claims and sometimes fall prey to corrupt and unscrupulous members of the PNP, according to the President.
“Ewan ko if this is still being practiced now. If it is still the practice, I am ordering you to cut it now,” he said.
“I am ordering you now to cut this goddamn. It takes about two months, three months… Maawa kayo sa mga biyuda… Dapat magmalasakit kayo sa kapwa niyo,”
Also, President Duterte named several police officers dismissed from the service for committing wrongdoings.
Those dismissed from the service were Patrolman Ralph Rigor Ramos, Police Corporal Dimaciding Ali S. Succor Jr., and Police Staff Sergeant Mary Jean C. Rillera. They were accused of committing grave misconduct and other offenses.
Dennis Lomboy, an Attorney V from the National Police Commission (Napolcom), was also removed from service for committing extortion. PND

Gov’t critics politicizing vaccine rollout, procurement – President Duterte
Government critics are using the COVID-19 pandemic to score political points especially as the country gears towards the general election next year, President Rodrigo Roa Duterte said on Monday.

“That’s what you would call the classic case of if you want to appear white, you paint the other guy black para ang labas mo puting-puti ka,” President Duterte said during his weekly public address on government response on COVID-19 pandemic.
“Si Mr. Clean, parang ganoon. Ganoon ‘yan eh, style bulok.”
Presidential spokesperson Harry Roque, who virtually joined the meeting with the President, said administration critics have intensified their attacks as the country moves towards the election next year by using the pandemic as an issue.
Roque said if those detractors still have conscience, they should just help the administration find a solution to the country’s present predicament instead of using the pandemic for their selfish political gains.
Responding to government critics, President Duterte said the money intended for vaccine procurement is still with the lending banks and not with the government.
The government would only make the payment once the vaccine manufacturers delivered the jabs, he said.
“Iyan po ay papel lang. And you know, if you are afraid of corruption, let your mind go easy because these things are not susceptible to anything,” he said.
“The money is in the hands of the bank and they collect ‘yong nagpabili sa atin ng bakuna from the bank.”
The government has allocated P82.5-billion total financing for vaccine procurement, logistics and other supplies including waste disposal, Finance Secretary Carlos Dominguez III said.
The country’s vaccination rollout is funded by P2.5 billion from the Department of Health budget, P10 billion from the Bayanihan 2 as well as other fund sources, the finance chief said.
The government has secured financing from the World Bank with P24.3 billion; Asian Development Bank, P19.5 billion; and Asian Infrastructure Investment Bank, P14.6 billion, Dominguez explained, adding government savings and official development assistance (ODA) will also fund the vaccine procurement.
“Now, P82.5 billion will buy us enough doses to inoculate 100 percent of our adult population,” Dominguez said.
“So ang total population natin is around 110 million. Ang below 18 is 40 million so 70 million lang to vaccinate. So that money, the 82 billion plus the private sector and another 10 billion from the LGUs will be able to vaccinate all the adults in the Philippines this year.” PND

Gov’t officials, personnel warned anew on corruption
President Rodrigo Roa Duterte has made renewed warning Wednesday to government officials and personnel saying he is serious in ridding the government of graft and corruption.

“If you are not yet convinced that I’m dead serious, then that would be your undoing,” President Duterte said in televised public address, as he disclosed the names of Philippine Drug Enforcement Agency (PDEA) and National Police Commission (NAPOLCOM) personnel who were dismissed from service.
Those removed from service were PDEA Intelligence Officers Angelito Aragona, Allan Alfred Wee Sit, and Marvin Pabalate. They were dismissed for grave misconduct and after testing positive for drug use.
Also dismissed were Henry Saclao, Security Guard II, and Cirilio Dangay, Accounting Clerk II in the NAPOLCOM. They were charged with grave misconduct for demanding and receiving money from police recruits in exchange for facilitating their passing.
The chief executive then warned aspiring police applicants not to transact with unscrupulous individuals, and instead call his attention through a government hotline.
“Also, iyong gustong magpulis, huwag kayong magbigay. Sabi ko sa inyo kung may maghingi para pasa --- ipapasa kayo o pahirapan kayo, 8888, sabihin mo kung sino ‘yong tao,” said the President.
President Duterte, who vowed to tackle graft and corruption in the remaining days of his administration, has said previously that corrupt individuals have no place in government service. PND

During a public address Wednesday, President Duterte ordered Health Secretary Francisco Duque III to investigate the incident in Paranaque City and submit a report to the Office of the Ombudsman.
“Kayo na ang bahala mag-imbestiga nito. Then kung matapos na ito, let the --- your legal office handle the… Or idiretso mo na lang sa --- make a report out of that incident and idiretso mo na lang sa Ombudsman. Mas mabuti, mas madali,” the President told Duque.
The President noted that local officials and influential people jumping the priority line have dismayed health workers who were supposed to be the first to get the jab.
He stressed that the government should strictly follow the priority list given by the World Health Organization (WHO) and failure to do so might endanger the supply of COVID-19 vaccines especially those donated by the WHO-led COVAX facility.
“But apparently this was not complied strictly. Eh ang mahirap nito ang nagbigay ang WHO, ‘yong COVAX, eh donated ‘yan. So tinanggap natin knowing fully well that we have to honor the conditions attached thereto,” he said.
“Sinabi na sa atin ng country representative ng WHO, if you do not follow the list of priority, you might lose the assistance of the WHO. It was made clear to us na ganoon ang pagkasabi.”
Duque said hospital heads and city health officers are responsible for controlling the vaccines and may be held accountable.
President Duterte named a number of local chief executives that were given show-cause orders by the Department of the Interior and Local Government (DILG) for getting the COVID-19 shot despite not being in the priority list.
The local officials were Tacloban City Mayor Alfred Romualdez, Legazpi City Mayor Noel Rosal, Bataraza, Palawan Mayor Abraham Ibba, and South Cotabato Mayors Dibu Tuan and Sulpicio Villalobos.
Minglanilla, Cebu Mayor Elanito Peña, Alicia Mayor Victoriano Torres, San Miguel Mayor Virgilio Mendez, and Lila Mayor Arturo Piollo II.
The President noted, however, that the excuse of those officials who argued that they get the shot to alleviate the fear of their constituents should be studied thoroughly.
“Medyo gray area ‘yan na dapat talaga ang una ‘yong mga… Whether or not if they jumped the COVID-19 line of vaccination would require a certain amount of a legal study,” he said.
The country’s 1.7 million frontline healthcare workers are on the top of WHO’s priority list, followed by senior citizens and persons with comorbidities, frontline personnel in essential sectors, uniformed personnel, and working sectors identified by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).
Also on the list are indigent population, teachers, social workers, government workers and other essential workers, high-risk socio-demographic groups, and indigenous people. PND

Livelihood programs continuing to provide income, battle pandemic
The Duterte government continues to carry out programs that provide people with source of income, prop up the economy and at the same time produce products helpful to the country’s fight against the COVID-19 pandemic.

In his report to President Rodrigo Roa Duterte on Wednesday, Trade Secretary Ramon Lopez said the trade department is working to produce 47 million masks for the poor based on the President’s instruction.
Some 13 million masks were produced and the government has so far delivered more than 12 million masks to poor communities, Lopez said.
Among the participating agencies include the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Office of the President, Department of Trade and Industry (DTI), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), Department of Science and Technology (DOST), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM).
Aside from producing non-medical masks, the government has spearheaded the production of medical-grade, internationally certified face coverings as well as personal protective equipment (PPE).
The country has been producing 2.4 million pieces of N95 masks per month and 56 million pieces each month of N88 masks.
“’Yung coveralls, ‘yong pinapatong sa ating katawan, 3.2 million pieces per month ang capacity, dati zero. At iba pa pong mga ano diyan: ventilators dati zero, ngayon 6,000 units per month; iyong meltblown or filter for face mask, ito ‘yong nasa loob ng face mask, 20 tons per month, dati po zero capacity,” Lopez said.
Around six local companies are also in talks with the Board of Investments (BOI) for local vaccine manufacturing, Lopez said, noting the initiative will be helpful to the country’s drive for COVID-19 vaccine self-sufficiency.
“So ang amin lang pong request dito, siyempre ito po ay nagke-create ng local jobs and local manufacturing, pera ng bayan, sana para sa trabaho sa bayan. So we have to buy local. Ito po ‘yong ating pinu-push kasi ‘pag nag-buy local, madali hong makaka-recover ang ating ekonomiya kasi mare-restimulate ang economy,” the trade chief said.
And even during the pandemic, the government continues to give livelihood kits, entrepreneurship seminars, mentoring clinic, and various livelihood opportunities nationwide, Lopez reported.
So far, 56,281 micro- small and medium enterprises (MSMEs) received government assistance and 26,240 individuals were given livelihood kits.
Livelihood programs amidst the pandemic are also ongoing, Lopez said noting the DTI has already visited Luzon, Visayas and Mindanao to assist communities with the help of Sen. Christopher Lawrence “Bong” Go, Department of Agriculture, National Housing Authority, DTI and DSWD.
Former rebels also received assistance, according to Lopez. “Iyong sa project po natin sa NTF-ELCAC. Ito po ‘yong mga natutulungan, nabibigyan ng pangkabuhayan package. Nationwide, mga 829 former rebels po ang naabot natin dito.”
Returning OFWs were also given opportunities through different livelihood programs, he said, noting the government has recorded total approved loans of P3 billion, which benefited 24,581 individuals. PND

Dinagat Islands LGU backs gov’t info drive for COVID-19 vaccination

BUTUAN CITY, Mar. 26 (PIA) -- With their commitment to uphold the health and welfare of Dinagatnons, the provincial government of Dinagat Islands joins the national government in campaigning for the vaccination of every Filipino from the coronavirus disease 2019 (COVID-19), which has claimed millions of lives across the world since its outbreak.
Since the beginning of the year, the Philippine Information Agency (PIA), together with the Presidential Communications Operations Office (PCOO) conducted a series of engagements with local government units across the nation dubbed as the “Pagdalaw/Pagdu-aw” (visit) to engage with local officials and members of concerned sectors on the on-going vaccination program launched by the national government.
On its fifth leg in Caraga region, the municipality of Loreto in Dinagat Islands was visited, where PIA Director-General Ramon Cualoping III and PCOO Sec. Martin Andanar discussed among municipal officials down to the barangay level, the youth, and officials of the provincial government on Monday, March 22, the current developments of the national vaccination program and the future endeavors of the national government concerning vaccination.
To achieve this, the agency launched the “#ExplainExplainExplain” campaign, in addition to the many communication efforts launched by the PCOO, to intensify information dissemination at the time when the public needs it most. Living up to its name, the campaign was named to explain to the public the actions taken by the government in its vaccination efforts in particular, in addition to informing.
“Why are we here? It is because we, as government communicators, eagerly continue to communicate President Rodrigo Duterte’s directives – to provide safe, effective, and free vaccines to the Filipino people,” said PIA chief Usec. Ramon Cualoping III.
“This is our avenue. This is one of the ways of bringing information to the people and making them understand what really is happening, what is the vaccine roadmap, when will the people get vaccinated, are they really effective, and so on,” he added.
The extensiveness of these efforts was lauded by participating officials. Provincial Governor Arlene Bag-ao thanked the presence of the agency chiefs and for extending their initiatives down to the grassroots level. She then cited the strong coordination among local government units in the province to respond better to the needs of Dinagatnons.
“Kalahating taon na ang lumipas na wala tayong COVID-19 cases habang patuloy na nagtutulungan ang provincial at municipal governments sa pagsisigurong buhay ang lokal na ekonomiya,” the governor added.
Loreto Municipal Mayor Doandre Bill Ladaga echoed the same words of gratitude for the national government, stating that their responsiveness is key for local government units to materialize their plans and projects for the development of their respective areas.
Meanwhile, during the engagement, Usec. Cualoping elaborated the importance of all the efforts the government has been exerting since the issue on availing vaccines was discussed, which is to achieve a “Healthy Pilipinas.” This, he said, can be attained by achieving herd immunity, which requires getting at least 70% of the country’s entire population vaccinated from the disease.
“As of March 15, 2021, about 96% or 1,125,600 total doses we have were already distributed in 929 vaccination sites nationwide, with 39% of the said figures were administered for the first dose.”
Vaccine from other brands will be arriving soon, he added, both the donated and the procured.
Despite the availability of vaccines, the government official urged residents of the province to continue to abide by health protocols and, as much as possible, submit themselves for inoculation. (DMNR/PIA-Caraga)
Surigao Norte LGU to boost fishery to foster recovery from pandemic

BUTUAN CITY, Mar. 26 (PIA) -- With various sectors in the economy now striving to bounce back from the effects of the coronavirus disease 2019 (COVID-19) pandemic, the local government unit of the municipality of San Benito in Siargao Islands in the province of Surigao del Norte plans on embarking on sardine production in an effort to boost local fishery.
While known for its rich seaweed farming, Municipal Mayor Gina Menil said seaweed production has been low since the onset of the pandemic.The town’s seaweed farm, located at Sitio Campingganon in Brgy. Maribojoc, can produce seaweeds year-round. But farmers are now faced with shortage of needed materials which in turn affected their local business.
This pushed Mayor Menil to opt for other business prospects, with sardine production in mind.
Located on the northwest side of Siargao Island, the town also occupies a portion of the Pacific Ocean which provides them the advantage of catching some of the finest fish in the sea. San Benito prides itself in being one of the top producers of yellow fin tuna, a tuna species commonly used for fish dishes served in high-end restaurants.
“Ito ay binebenta ng mga mangingisda sa iba’t-ibang bahagi ng probinsya. Kung sila ay malaking pump boat, dinadala po ito sa Surigao City. Yung iba naman na maliit ang pump boat, dinadala lamang sa mga magkalapit na bayan sa Siargao,” she said in an interview for the Network Briefing News episode on Tuesday with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar.
“Kaya ako po ay nangangarap para sa aking mga kababayan sa San Benito, gusto ko po sana since marami po ang nahuhuli na ganung klaseng isda dito, ay [magtatag] ng sardine production. Alam kong mas maraming matutulungan na mga kababayan natin dito sa San Benito.”
Meanwhile, the mayor appealed to the national government for assistance to aid their seaweed farming.
“Sana po, meron pong makatulog sa amin. Malaki ang production niyan. Umaabot ang pagbebenta ng mga tao sa Cebu City,” she added.
PCOO Sec. Andanar assured the local chief that these concerns will be voiced to the Department of Agriculture.

Infra projects boosted in Surigao Norte town amid pandemic

BUTUAN CITY, Mar. 26 (PIA) -- Several infrastructure projects in the municipality of San Benito in Siargao Islands are currently in the works despite the coronavirus disease 2019 (COVID-19) pandemic.
Town Mayor Gina Menil reports the on-going construction of the P67-million municipal multi-purpose building in Brgy. Nuevo Campo. Phase 1 of the building construction is currently being completed since its groundbreaking ceremony on February 25, 2021.
“Aside from that, we have also a municipal gymnasium na ngayon ay ginagawa na,” the mayor added during an interview on Tuesday for the Network Briefing News hosted by Presidential Communications Operations Office (PCOO) Sec. Martin Andanar.
The construction of the building is still in its early phases. Mayor Menil said the project is costs about P47 million in total.
The mayor also cited the continuous assistance she receives from the national and the provincial governments for the success of her projects, particularly those mentioned above.

Locals in Surigao Norte town upbeat on COVID-19 vaccination

BUTUAN CITY, Mar. 26 (PIA) -- The locals of San Benito town in Siargao Island in the Surigao del Norte province are now willing to undergo vaccination for the deadly coronavirus disease 2019 (COVID-19) after months of hesitation, town mayor Gina Menil said.
In an interview with the Presidential Communications Operations Office (PCOO) Sec. Martin Andanar for the Network Briefing Episode, the town chief said the acceptance rate among residents have ballooned since they launched an information drive for the government’s vaccination program.
“Nung una, medyo nahirapan kaming mag convince sa kanila. At first, nung humingi ako ng listahan from punong barangays but then wala munang nagbigay ng listahan. It’s because natakot sila,” the mayor said.
Thus, the local government unit strived to promote awareness on the COVID-19 vaccines and the vaccination process in collaboration with the municipal health office. And in no time, public confidence increased and fear of the vaccines was gradually eradicated.
“After a week na nagconduct sila ng information drive, very productive or positive ang [feedback] na nakuha sa katawhan sa San Benito and they are willing to [be] vaccinate[d]. Inexplain ng maigi na sila muna ang maunang mabigyan ng bakuna – mga doctors, nurses, at mga opsiyales.”
This, Mayor Menil said, was what convinced the people to receive jabs for COVID-19.
As of March 24, 2021, a total of 10,711 health care workers in Caraga region have already received the COVID-19 vaccines, with 91.32% inoculated with the Sinovac vaccines while 44.8% with AstraZeneca. Loreto SKs assist students in accessing internet connection

BUTUAN CITY, Mar. 27 (PIA) -- The Sangguniang Kabataan (SK) officials in the municipality of San Benito in the Province of Dinagat Islands had shown concern for the students studying at home during this time of the coronavirus disease-2019 (COVID-19) pandemic, and assisted them in the access of internet connection.
Plandano added that they continue to reach out to the out-of-school youths in their municipality and provide them technical vocational education training/s and even computer literacy.
“This will help them explore online opportunities and even use it as a platform to promote their livelihood which could eventually improve their quality of life,” she added.
The SK official also highlighted that they give attention to mental health care for the youths. “During this time of the pandemic, mental health care is very important. To address this, we continue to reach out to the youths and increase their awareness so they would never engage in activities that could destroy their lives, instead, lead them to participate in different activities that make them more productive,” she said.
It can be recalled that there had been reports of suicide incidents among youths who easily got depressed when they were not able to accomplish their homework and modules due to lack of internet connection and other requirements which they had difficulty in complying with. (JPG/PIA-Caraga)
Cabadbaran LGU prioritizes farmers even during pandemic

BUTUAN CITY, Mar. 27 (PIA) -- Farmers in the city of Cabadbaran in the province of Agusan del Norte were given importance by the city government especially during the COVID-19 pandemic. During the Network Briefing News on Friday, hosted by PCOO Secretary Martin Andanar, Mayor Judy Amante said that the government are helping their farmers to uplift their living conditions by providing them assistance.
"That is why in order to help them and have enough supply of rice and to support farmers in the area, the LGU offered loans to farmers cooperatives especially in palay seeds. We also extend help to a group of farmers by providing then capital in order to put up their own cooperatives payable up to 5 years," added Mayor Amante.
Just recently, the LGU has assisted a farmers’ cooperative in the area by lending them P5 Million that includes putting up a rice mill, building and facilities. "In return, the cooperative also gives two hectares of land to the LGU to use as an agricultural training center for farmers that will surely improve the living condition of the farmers in the area," Mayor Amante said.
Also, the LGU of Cabadbaran is also providing assistance and facilitating the lying-in hatchery for the blue swimming crabs project in the city. The project is funded by the Bureau of Fisheries and Aquatic Resources (BFAR) and aside from the hatchery, a shellfish processing and a solar dryer also funded by BFAR is also present in the city to increase the production of fish and other aquatic food resources in the city's local waters.

LUNGSOD NG BUTUAN, Marso 27 -- Patuloy pa ring isinasagawa ang pagbabakuna sa iba’t-ibang probinsya ng Caraga region sa pangunguna ng Department of Health (DOH).
Nitong Marso 23, may kabuuang 1,759 vaccination sites na sa Caraga ang nagsasagawa ng COVID-19 vaccination para sa mga health care workers at frontliners.
Tinatayang nasa 57,364 katao na kabilang sa Priority A1 ang eligible o pumasa at nasa master list.
Ang 6,045 ay sa Butuan City; 6,270 sa Agusan del Norte; 13,647 sa Agusan del Sur; 11,130 sa Surigao del Norte; 17,638 sa Surigao del Sur; at 2,634 naman sa Province of Dinagat Islands.
Nasa kabuuang 10,711 ang nabakunahan na sa rehiyon sa first dose at may 496 naman ang napagpaliban muna na mabakunahan dahil sa kanilang medical and health concerns.
Ayon kay Dr. Ernesto Pareja, chief local health support ng DOH-Caraga, as of March 24, nasa 91.32 percent na ang nabakunahan ng Sinovac at 44.80 percent sa Astra Zeneca vaccines sa buong rehiyon.

Tourism boost eyed by Dinagat Islands LGU as local economy recovers from pandemic

BUTUAN CITY, Mar. 28 (PIA) -- While it was able to control concerns on public health and maintain low confirmed cases of the coronavirus disease 2019 (COVID-19), the local government unit of Loreto town in the Province of Dinagat Islands is still confronted by the impact of the pandemic.
“Kami po ay hindi naman masasabing totally affected considering ang dinagat ay kung sa kaso ay mababa naman yung naging kaso ng Dinagat [Islands] pero ang pinaghahandaan po talaga naming ay yung pagbangon. Ang ekonomiya, ang economic side natin, kung paano yung mga tao na muling makabangon , kumita. At alam kong sa pamamagitan ng tourism, malaki-laki po itong maitulong,” said Town Mayor Doandre Bill Ladaga during his interview with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar on Wednesday, March 24, for the Network Briefing News.
The town is known for its robust ecotourism and houses the famous Mount Redondo Natural Bonsai Forest as well as the historic Campintac Black Beach No. 2, where the American liberation troops during the World War II landed on October 17, 1944.
While travel restrictions are still being implemented, the mayor said local tourists continue to flock to their tourist attractions and even observed an influx of tourist arrivals. To better accommodate them, the local government is eyeing on providing better and accessible accommodation, with investors joining the project.
“Meron na po tayong ginagawa na mga buildings o mga villa houses sa [Sitio] Campintac. Nagplano pa kami na maglalagay ulit ng mga facilities at yung mga investors din natin, yung mga lokal na mga negosynate, natutuwa naman kami na dumadami na yung nagtatayo ng mga lodging houses.”
Local laws on environmental protection also come into play in their efforts to improve tourism, as they continue to strictly implement regulations on mining activities and disallowed mining to take place in certain areas.
“Kami po ay nag e-encourage ng mga investors na sana po meron ng magkakalakas ng loob para iupgrade natin yung transportation natin para sa ganun ay mas lalong maattract yung mga turista na pumunta sa lugar,” Mayor Ladaga said.
He also called on the national and provincial governments to help address this problem and also grant the municipal government projects to improve their access roads leading to local tourist sites.
Meanwhile, travelers coming from outside the province are still prohibited from entering the province. Both the provincial government and the League of Municipal Mayors of Dinagat Islands agreed to have at least a month for local chief executives to observe their area while COVID-19 cases continue to fluctuate in Caraga region. Bislig kicks off vaccination drive with Sinovac shot
BISLIG CITY, Surigao del Sur, Mar. 28 (PIA) -- The coronavirus disease 2019 (COVID-19) vaccination drive in the city kicked off recently with a staff nurse of Bislig District Hospital (BDH) and a medical doctor of Andres Soriano Memorial Hospital Cooperative (ASMHC) receiving the first dose administered.

Gracing the ceremonial vaccination were the officials from the Department of Health (DOH) Caraga Region led by Assistant Regional Director Dr. Sadaila Raki-in, and witnessed by Provincial Health Office chief Dr. Eric Montesclaros, and officials from the ASMHC, and Bislig District Hospital.
A total of 300 doses of Sinovac vaccine arrived in the city last March 9, 2021, from the DOH Caraga in Butuan City, which was then transported by its personnel, escorted by men in uniform bound for BDH and ASMHC. Each hospital received 150 vials, face shields, face masks, safety collector boxes, and vaccine carriers in preparation for the COVID-19 vaccination rollout for the healthcare workers.
Before the arrival of the vaccines, the city government under Mayor Florencio Garay, in collaboration with the BDH and ASMHC, conducted a simulation exercise to ensure the smooth flow of the administration of the first dose of the vaccine. The simulation exercise had its designated venue in one place for the smooth flow of the process, which included: pre-vaccination screening, waiting area, registration, screening, health education, vaccine administration, and observation. Authorities arrest Top Most Wanted NPA member in Caraga
TANDAG CITY, Surigao del Norte, Mar. 28 (PIA) -- Authorities arrested the "Top Most Wanted" New People's Army (NPA) member in the Regional Priority Target in Brgy. Lapasan, Cagayan de Oro City in a joint police-army operation conducted around 5:30 AM, on March 21, 2021.
By virtue of the warrant of arrest for murder under Criminal Case No. 2020-85 without bail bond, and multiple attempted murder under Criminal Case No. 2020-116 with bail bond fixed at Php120,000.00, Renalyn G. Tejero a.k.a. "Tiray/Teray/Lyn", 25 years old, and resident Brgy. Diatagon, Lianga, Surigao del Sur was captured by the authorities.
Based on the report, Tejero was one of the primary suspects of the killing of former rebels, Zaldy Acidillo Ybañez and Datu Bernandino Astudillo, in Sitio Inadan, Barangay Magroyong, San Miguel, of this province on March 19, 2020.
The intelligence report also bared that the arrested personality was the Secretary of Kabataang Makabayan, an underground Sectoral Youth Organization of the NPA; member of the Executive Committee, Regional United Front, Regional White Area Committee, Northeastern Mindanao Regional Committee (NEMRC); and a full-time member of Sub-Regional Sentro De Grabidad Southland, NEMRC.
Accordingly, Tejero was involved in organizing the youth/student to become NPA members in the guise of front organizations, actively participated in the underground movement of the NPA, and was implicated in numerous NPA-initiated atrocities.
In a statement, Police Brigadier General Romeo M. Caramat, Jr, Police Regional Office (PRO) 13 Director, affirmed that her apprehension was based on the strength of a warrant of arrest issued by the local court. "With the help of the community, AFP, and all stakeholders, I believe that the days are numbered against those NPA members with warrants of arrest," he said.

Bislig City starts AstraZeneca vaccination
BISLIG CITY, Surigao del Sur, Mar. 28 -- Frontline workers, uniformed personnel and barangay health workers in the city received their first dose of AstraZeneca vaccine last Mar. 23 at the Bislig City Cultural Sports Center (BCCSC).
Based on the report, the city government received the 45 vials of coronavirus disease 2019 (COVID-19) AstraZenica vaccine with a total of 450 doses coming from the Department of Health (DOH).
Criselda C. Gallego, Nurse III of the City Health Office, received the first shot of AstraZenica vaccine. “No pain at all, normal rajud akong gibati. Akong gi-awhag ang mga Bisliganon nga magpa bakuna na kita ug dili mahadlok kay kini mohatag kanato ug proteksyon ug makaluwas sa kamatayon (I feel normal. I urge the Bisliganons to get vaccinated and not to be afraid because it will give us protection)," she said.
The second dose of Astrazenica vaccines will take place after four weeks, it was learned.

MADRID, Surigao del Sur, Mar. 28 -- A total of 47 beneficiaries from Barangay Tigabong and Barangay Buntalid all of Cantilan, Surigao del Sur completed their training on Tailoring National Certificate (NC) II facilitated by the Philippine Army's 36th Infantry “Valor” Battalion (36th IB), held in Barangay Tigabong, Cantilan town on March 12, 2021.
The graduates are composed of seven former rebels, five mass supporters, and 35 residents who received their respective NC II after completing the training and passing the Competency Assessment required by the Technical Education and Skills Development Authority (TESDA).
The activity is in line with the efforts of the Community Support Program (CSP) of 36th IB in collaboration with the Lorenz International Skills Training Academy, Inc., TESDA-Caraga Region, and the Local Government Unit of Barangay Tigabong.
During the activity, Lt. Col. Jezreel Diagmel, Commander of 36th IB, congratulated the new graduates and expressed his confidence that those who gained the knowledge and skills in tailoring will become more productive in this time of the pandemic. He added that the activity is another manifestation that the government is very sincere in helping the community to uplift the economic condition of the people in Cantilan.
He further added that the government has offered much training which will serve as a means to have better earnings and livelihood opportunities particularly to the former rebels, mass supporters, and their families. The graduates, who are now well-equipped with skills in tailoring, have now the ability to address the basic needs of their families. “This training will greatly help individual graduates to have other sources of income as they applied their new sets of skills to earn a living," Lt. Col. Diagmel said.
A certain alias "Kem," a former rebel, lauded the government for this project intervention. "Ako isip usa ka kanhing myembro sa New People`s Army, gitagaan usab og higayun sa gobyerno nga mabuhing normal og higayon nga maka kuhag programa nga akong magamit arun makatabang sa paglambo kauban ang akong pamilya (As a former member of the New People`s Army, I was also given a chance by the government to live a normal life and a chance to avail of a program that I could use to help grow with my family)," he said.
As one of the short courses offered by TESDA, the Tailoring NC II trains the individual in cutting and sewing textiles into presentable and casual attires. Army joins PRLEC in development program launching for IP community in Agusan Norte

BUENAVISTA, Agusan del Norte, Mar. 29 -- The 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army joined the members of the Provincial Task Force-End Local Communist Armed Conflict (PTF-ELCAC) and the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of Agusan del Norte during the conduct of the mass graduation and the launching of the Barangay Development Program (BDP) in Sitio Bokbokon, Barangay Lawan-lawan in Las Nieves town.
The mass graduation and the launching of the BDP, led by the Technical Education and Skills Development Authority of Agusan del Norte (TESDA-ADN) under the leadership of Provincial Director Rey M. Cueva was also in time with the conduct of the two-day immersion activity of the Provincial Peace and Order Council (PPOC) of the province.
A total of 104 Indigenous Peoples (IPs) belonging to the Higaonon tribe received their Certificates of Training during the activity. Of the 104 IPs who graduated from the TESDA-ADN training, 50 have completed their Land Preparation for Organic Crop Production Training, 25 completed the Fishpond Preparation Training while 29 completed the Basic House Wiring Training.
During the graduation ceremony, Dir. Cueva urged the new graduates to apply what they have learned during the sets of training to help them improve their lives.
“We are now doubling our efforts to reach more communities in geographically isolated and disadvantaged areas to ensure and promote sustainable livelihood for the people. May they use the skills taught to them in order for them to pull themselves out from poverty,” Cueva said.
Meanwhile, Lt. Col. Julius Cesar C. Paulo, the commanding officer of 23IB, also witnessed the graduation of the IPs and expressed gladness over the milestone they achieved in their lives.
“Through the implementation of the Executive Order No. 70 (EO 70) institutionalizing the Whole-of-Nation Approach, the PTF-ELCAC and PRLEC in Agusan del Norte have provided different opportunities and the prioritization of the IP communities, especially those that need assistance and help them become productive citizens,” Paulo said.
He added that through the services and projects implemented by the government, residents, especially in remote areas, will have a chance to be given different sustainable livelihood programs to support their daily needs.
“These programs and services are implemented with the aim to end the insurgency. The Communist New People’s Army (NPA) Terrorists (CNTs) are using poverty issues in their propaganda to deceive people,” Paulo said.

DA 13 conducts Cultural Sensitivity Training in Surigao City
SURIGAO CITY, Surigao del Norte, Mar. 29 --The Department of Agriculture (DA) - Caraga conducted recently a three-day Cultural Sensitivity Training and Technical Orientation for DA 4Ks Program Implementation in Surigao City.
The Kabuhayan at Kaunlaran ng Kababayang Katutubo or 4Ks is a new special program of the DA in partnership with the National Commission on Indigenous People (NCIP).
The program provides assistance to the Indigenous Cultural Communities / Indigenous Peoples (ICCs / IPS) in the form of agricultural and fisheries-related livelihood opportunities, investments, and various support services through targeted Community Needs Assessments (NCA).
According to DA 4Ks Focal Person Edelmira R. Luminarias, it is important to know the culture and rights of the ICCs / IPs to have a better understanding of their needs and identify appropriate interventions for a sound program implementation.

President Duterte approves in-kind aid to ECQ-affected communities
President Rodrigo Roa Duterte approved Monday night the Supplemental Amelioration Program giving P1,000 worth of food and non-food assistance per individual in areas under enhanced community quarantine (ECQ), utilizing P23 billion government funds.
In his report to President Duterte during a meeting on government’s coronavirus disease (COVID-19) interventions, Budget Secretary Wendel Avisado said the government assistance would be given to ECQ-affected individuals and families through the local government units (LGUs).
The aid, to be extended in-kind to ECQ-affected communities, will be worth P1,000 for every person and will not exceed P4,000 for every family.
“So wala po tayong cash po dito po. We will leave it to the local government units dahil sila naman talaga ang first line of pinupuntahan ng mga tao na sila po ang mag-allocate nito base po doon sa approval ninyo na at least 1,000 pesos per person,” said Avisado.
According to the budget chief, the assistance will cover 80 percent of the total affected population with an estimated 11.2 million people in Metro Manila, 3 million in Bulacan, 3.4 million in Cavite, 2.7 million in Laguna, and 2.6 million in Rizal.
The balance from certified sources of the Bureau of Treasury (BTr) will be utilized in the Supplemental Amelioration Program, Avisado explained, saying that the Department of Budget and Management (DBM) and other involved agencies will fast-track the processes to ensure speedy distribution of funds to the local government units (LGUs).
Before distributing the government aid, LGUs are required to submit the list of beneficiaries. After completing the distribution, LGUs are then required to submit to the Commission on Audit (COA) a report of disbursements and utilization detailing how the funds were spent.
“Ang mga LGUs talaga po ang kailangan kumilos dito at siguruhin nila na maibibigay nila. Kung hindi, mananagot po talaga sila, ang mga mayors natin lalo pa dahil sa kanila po nakasalalay ang madaliang pagbibigay ng ayuda sa kanilang mga nasasakupan,” he explained.
President Duterte placed areas in the National Capital Region Plus bubble, which includes Metro Manila, Bulacan, Cavite, Laguna and Rizal, under enhanced community quarantine from March 29 to April 4 to curb the spike of COVID-19 infections.
The Department of Health (DOH) has recorded 10, 016 new COVID-19 cases on Monday, bringing the total number of infections in the country to 731,894 as of March 29 with 603,213 recoveries and 13,186 deaths. PND

Quirino province, Santiago City placed under MECQ starting April 1
Quirino province and Santiago City in Isabela will be under modified enhanced community quarantine (MECQ) to contain the spread on COVID-19, President Rodrigo Roa Duterte announced Monday.

In a televised public address, President Duterte said the MECQ in Quirino province would last from April 1 to 15 while the restriction in Santiago City will be from April 1 to 30.
Meanwhile, areas that will be under general community quarantine (GCQ) beginning April 1 until April 30 include the Cordillera Administrative Region, Cagayan, Isabela, Nueva Vizcaya, Batangas, Tacloban City, Iligan City, Davao City, and Lanao del Sur.
“Aside from those places that I have mentioned, iyon ‘yong mga strikto, itong the rest of the Philippines modified general community quarantine lang,” President Duterte said.
The President has previously approved the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) to place National Capital Region, Bulacan, Cavite, Laguna, and Rizal under enhanced community quarantine (ECQ) from March 29 until April 4.
“For de-escalation of the quarantine the --- it will be loosened or stricter depending on the result of the surveys,” the President said of the lockdowns.
The IATF-EID has recommended a stricter quarantine measure anew following the spike in the number of coronavirus cases in Metro Manila and its adjacent provinces.
As of Monday, the Department of Health (DOH) put the total number of COVID-19 cases in the Philippines at 731,894 after reaching a record-high of 10,016 new cases in one day. Active cases are now at 115,495, while there are 603,213 recoveries and 13,186 deaths. PND
