DPWH-13 fast-tracks bridge construction to sustain economy 

SURIGAO CITY, Surigao del Norte, Apr. 18 -- As the gateway to Mindanao, the Department of Public Works and Highways (DPWH) Region 13 heightens road improvement of national highways along Daang Maharlika to achieve the region’s objective to become the Fishery, Agro-Forestry, Eco-tourism and Mining (FAME) hub of the country.

In Surigao del Norte province, the DPWH - Surigao del Norte Second District Engineering Office is fast-tracking the implementation of Alimpatayan bridge replacement in Brgy. San Juan, Alegria, which aimed at reducing traffic congestion and flooding in this part of the Daang Maharlika (Surigao – Agusan Section) to save time in the exchange of trade and industry from Luzon and Visayas to Mindanao.

The project involves the replacement of a bridge from 22.00m to 26.00m in length and from 6.70m to 13.40m in width with 106.00-meter long concrete pavement shouldering.

It also includes the installation of grouted riprap and metal guardrails to protect travelers from any untoward accidents. The bridge is projected to be finished in September 2021.

According to former Brgy. Kagawad Ramon Basil, water brought by heavy rains overflowed the old weak Alimpatayan Bridge, flooded nearby residences, and hampered economic activity crucial to local sustainability.

“Maayo na ning gi-construct karon nga bag-o kay nakatabang ni siya sa komunidad ug nakatabang isab sa komuter sa tibuok Province sa Surigao del Norte. Watercraft owners avail of one-stop-shop registration in Surigao City

SURIGAO CITY, Surigao del Norte, Apr. 18 -- Another joint effort of the Coast Guard Station - Surigao del Norte, Philippine National Police (PNP) Maritime Unit XIII, local government unit (LGU) of Surigao City, and Bureau of Fisheries and Aquatic Resources (BFAR) yielded to a successful one-stop-shop registration of watercrafts particularly below three gross tonnage held on April 15 in Brgy. Bitaugan, this city.

The activity was spearheaded by the city government of Surigao through the City Agriculture Office purposely to assist the public in a convenient way of processing the pertinent documents of their respective boats as well as to ensure their compliance to the maritime safety requirements and to lessen their processing expenses.

Per record, Coast Guard Station Surigao del Norte had registered a total of 42 motorbancas in the Safety, Security and Environmental Numbering (SSEN) System from the one-stop-shop registration activity. (Phil. Coast Guard- Surigao del Norte/PIA-Surigao del Norte)

PCG-Surigao del Norte gears up for typhoon ‘Bising’

SURIGAO CITY, Surigao del Norte, Apr. 18 -- The Coast Guard Station (PCG) - Surigao del Norte headed by station commander Elaine R. Pangilinan is on standby for any deployment for possible effects of Typhoon #BisingPH with international name ‘Surigae’ which presently hoisted Tropical Cyclone Wind Signal #1 in its area of responsibility (AOR) yesterday, 17 April 2021.

All sub-station units in the province of Surigao del Norte were immediately placed under full alert status and activated the deployable response groups (DRGs) as part of the preparation for the weather disturbance.

Upon hoisting of the Tropical Cyclone Wind Signal #1, the Coast Guard Station - Surigao del Norte immediately issued a ‘Notice to Mariners’ for all vessels/watercrafts plying in the area of responsibility of the station to temporarily suspend the respective voyages in relation to the published Severe Weather Bulletin Number 3 issued by Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), which is in accordance to the HPCG Memorandum Circular 02-13 entitled Guidelines of the Movement of Vessels during Heavy Weather dated 05 June 2013.

Moreover, an information dissemination of the ‘No Sail Policy’ was conducted by providing a copy to the respective shipowners of vessels, concerned agencies, local government units (LGU) and other maritime stakeholders in the AOR.

Meanwhile, the personnel of the Philippine Coast Guard in the province of Surigao del Norte conducted simultaneous foot and seaborne patrol operations to the coastal barangays in order to ensure the compliance of the public to the 'No Sail Policy' for the safety of life and property at sea.

Further, the Coast Guard Station - Surigao del Norte already made coordination to City Disaster Risk Reduction and Management Office (CDRRMO) for any deployment in response to the effects of Typhoon #BisingPH such as landslides, flashfloods and other unusual incidents.

Coast Guard Northeastern Mindanao nakahanda na para sa bagyong 'Bising'

LUNGSOD NG BUTUAN, Abril 18 -- Naka-full alert status na ang Coast Guard District Northeastern Mindanao (CGDNEM) bilang paghahanda sa posibleng pinsala na maidudulot ng Bagyong #BisingPH.

Agarang bumuo ng Quick Response Team (QRT) ang mga tauhan ng CGDNEM, sa pangunguna ni Commodore Luisito S. Sibayan, na inaasahang naka-antabay bente-kwatro oras upang tumugon sa anumang insidente na maaaring matanggap sa mga susunod na oras.

Nakahanda na rin ang mga mobility at floating assets sa lahat ng Coast Guard Stations at Sub-stations sa buong rehiyon ng Caraga.

Patuloy din ang koordinasyon sa mga lokal na pamahalaan at iba pang sangay ng ahensya para sa anumang karagdagang impormasyon at aksyon upang mapagsikapan ang seguridad ng mga residente na posibleng lubhang maapektuhan ng paparating na bagyo.

Samantala, binibigyang babala naman ang mga mangingisda lalo na ang mga maliliit na bangka na ipagpaliban muna ang paglaot dahil sa inaasahang paglakas ng bagyo.

88 FRs receive E-CLIP incentives, benefit packages

BUTUAN CITY, Apr. 19 (PIA) -- A total of 88 Former Rebels (FRs) operating in the province of Agusan del Norte (86) and Butuan City (2) have received their Enhanced Comprehensive Local Integration Program (E-CLIP) incentives and benefit packages during the recently held Demilitarization of Surrendered Firearms and ECLIP Awarding held at Camp Rafael Rodriguez, Philippine National Police (PNP) grounds here.

Department of the Interior and Local Government (DILG) Agusan del Norte provincial director and Provincial Peace and Order Council (PPOC) head secretariat Ellen Vee Chua has successfully coordinated the awarding of the FRs. She said, each FR received P15,000.00 immediate assistance and P50,000.00 livelihood assistance from the DILG; and P10,000.00 cash assistance from the Department of Social Welfare and Development.

Aside from the financial assistance, the FRs were also given hygiene kits, first aid kits/medicines, and jerry cans from the Department of Health; vegetable seeds from the Department of Agriculture; and food packs from Jaime V. Ongpin Foundation, Inc. through the PNP.

Maria Angelica Rosedell Amante-Matba, representative of the second district of Agusan del Norte, encouraged the FRs to use wisely what they have received to become a productive and to live in harmony with other Filipinos, with peace of mind.

Meanwhile, 220 surrendered firearms were also destroyed using a metal chainsaw during the event.

According to Agusan del Norte Governor Dale B. Corvera, PPOC chairperson, the demilitarization is a symbol of the weakening of the NPAs.

The demilitarized firearms included 29 pieces of M16 rifles; 14 pieces of M14 rifles; 27 pieces of AK47 rifles; 15 pieces of Garand rifles; 50 pieces of Shotgun; eight pieces of calibre 22 rifles; seven crew-serve weapons; 49 short firearms; and six sub-machine guns.

11-ft long saltwater croc found in Bislig City

BISLIG CITY, Surigao del Sur, Apr. 19 (PIA) -- An 11-feet long saltwater crocodile was caught in one of the fishponds on April 12, 2021, by the residents in Barangay Pamanlian, this city.

Bislig City Administrator Romulo Gray revealed that there was already a sighting of a crocodile in one of the piers in Bislig City almost two years ago.

The report said the captured saltwater crocodile was the first to happen in the city.

Meanwhile, the Department of Environment and Natural Resources (DENR)-CENRO-Bislig bared that the said crocodile weighs approximately 250-300 kilograms.

The huge reptile was under the custody of Barangay Pamanlian headed by Barangay Captain Jennifer Magno before it was handed over to the Pag-asa Farms Wildlife Resource Center in Kapalong, Davao del Norte on Wednesday, April 14, 2021.

It was transported and assisted by the local government unit of Bislig City-Environment and Natural Resources Office (City-ENRO) under the administration of Mayor Florencio Garay, DENR-CENRO Bislig, and the barangay Council of Pamanlian, it was learned. AgSur 47 FRs receive financial assistance from DSWD-Caraga

TALACOGON, Agusan del Sur, Apr. 19 -- As intended beneficiaries of the Executive Order 70 (EO70), a total of 47 former rebels (FRs) from the Province of Agusan del Sur received financial assistance amounting to PhP10,000.00 each from the Department of Social Welfare and Development (DSWD)-Caraga held on April 15, 2021 at the Naliyagan Cultural Center in Barangay Patin-ay, Prosperidad, this province.

The EO70 is a government policy on "Institutionalizing the Whole-of-Nation Approach to End Local Communists Armed Conflict" (ELCAC) in attaining inclusive and sustainable peace in our country which aims to address the root causes of insurgency to end local armed conflict in the countryside.

The said FRs are previous members of the New People's Army (NPA) who voluntarily surrendered to the Philippine Army (PA) and Philippine National Police (PNP) units operating in the province through the enormous support and collaboration of the Provincial Task Force-ELCAC of AgSur headed by Governor Santiago B. Cane Jr., with the different concerned line agencies.

"The government will always be there to assist our former rebels in terms of financial and livelihood assistance for their reintegration in mainstream society. With that, we believe that they can contribute as good citizens for the prosperity and progress of the whole province of AgSur," Cane said.

Also, said FRs already received benefits during the Enhanced Comprehensive Local Integration Program (E-CLIP) Awarding last December 28, 2020. E-CLIP is a government program intended for the re-integration of all members of the CPP-NPA-NDF who will support the peace negotiation program of the government and ultimately lay down their arms to the fold of law.

The COVID-19 health protocols were strictly observed during the said awarding. They also received hygiene kits and other basic household materials.

Meanwhile, Brigadier General Allan D. Hambala, commander of 401st Infantry (Unity) Brigade, Philippine Army, expressed his appreciation to partner agencies for their unending and generous support for the FRs. "As our peace partners, we appreciate your efforts for working hand in hand with us in the security sector in serving various initiatives to help sustain the needs of the former rebels for them to be reintegrated back to the community, be with their families, and start over with their new lives especially in this pandemic crisis," he said.

DSWD, RCWC Caraga launch 'MaCaragaBata' stream channel

BUTUAN CITY, Apr. 19 -- The Regional Committee for the Welfare of Children (RCWC) Caraga, chaired by the Department of Social Welfare and Development (DSWD), launched the first episode of its monthly live streaming platform dubbed as MaCaragaBata, recently.

The MaCaragaBata aims to discuss, evaluate, and analyze the current status and rights of Filipino Children, particularly in Caraga Region. The launching of the monthly streaming platform was intentionally inaugurated in March to better address the issues and concerns faced by children, especially girls since March is considered as Women’s Month.

On its first episode, the Regional Committee on Disability Affairs (RCDA) and DSWD FO Caraga highlighted this year’s Girl-Child Week Celebration with its local theme “Isulong: Tamang Pagkalinga sa mga Batang Babae sa Panahon ng Pandemya.” With the government’s effort to address the issues of equality and opportunities of girl children, while embodying the 1995-2025 Philippine Plan for Gender-Responsive Development, the government issued Proclamation No. 759, signed by former President Fidel V. Ramos, declaring the fourth week of March as the Girl-Child Week.

The MaCaragaBata stream channel was hosted by the RCWC-Caraga Secretariat, Raffy Vigil, together with Cristal Urot, Social Welfare Assistant (SWA). Distinguished guests from different sectors were invited to better help the audience understand the rights of every girl child, these were Cheryl Jen Pahal, SWO II of the Home for Girls (HFG) Caraga, Sis. Marilou Besere, Center Head of the Gesu Eucaristico Children’s Incorporated and Ma. Erlinda Aguila, Policy and Planning Division Officer-in-Charge of the Council for the Welfare of Children.

The stream channel also served as an avenue for the HFG-Caraga and Gesu Eucaristico Children’s Incorporated to reach for individuals who are willing to give assistance, for the benefit of the children in the centers.

Aguila of CWC, also discussed the Socio-Ecological Model for Physical Abuse and Sexual Abuse in the Home and Community of the Philippines. To address these situations, she also shared the Key Strategies for Effective Discipline/Parenting that of help for the parents and/or guardians.

TESDA provides interventions to address socio-economic condition in Agusan del Norte PDZ

BUTUAN CITY, Apr. 19– In support to the implementation of Executive Order 70 institutionalizing the whole-of-nation approach, the Agusan del Norte Provincial Office of the Technical Education and Skills Development Authority (TESDA) has provided interventions to address the socio-economic condition in Brgy. Camagong, Nasipit town, one of the Peace and Development Zones (PDZs) in the province.

During the orientation made by Provincial Director Rey M. Cueva to TESDA Sec. Isidro S. Lapeña during his visit to Sitio Minbahandi on Tuesday to grace the event, he said that different training qualifications were provided to the three sitios of the said barangay, namely: Prepare Land, Prepare Organic Concoction, Tilapia Culture in Pond, Operate Fish Nursery, Food Processing, Small Engine Repair and Maintenance, Prepare Bakery Products, and Basic Solar Power Installation.

A total of 161 residents from Sitio Hinandayan availed the trainings and received Certificate of Training Completion from Sec. Lapeña. There are 277 local residents of Sitio Minbahandi also received the same certificates while 143 graduates from Sitio Salaysayon were able to finish the trainings.

In his message, Sec. Lapeña enjoined those who are still in the fold of the insurgents to withdraw their support and experience the benefits of what the government has offered to transform their lives and live it to the fullest.

Sec. Lapeña was in Sitio Minbahandi to inaugurate the Busilak Enterprise Village and graced the graduation of 581 TESDA trainees who are residents of Sitios Hinandayan, Minbahandi and Salaysayon, all of Brgy. Camagong, Nasipit, Agusan del Norte.

Also gracing the events are TESDA Deputy Director-General for TESD Operations Lina C. Sarmiento, and TESDA Executive Director for Administrative Services Juliet O. Orozco.
 
TESDA-Caraga Regional Director Tarhata S. Mapandi, who leads at the regional level in the implementation of Priority Barangay Development Program through Sustainable Enterprise Development focusing on Agriculture and its added value chain interventions under EO 70 Framework was also there to witness this another milestone of TESDA-Caraga.

Farmer orgs receive 7.4-M farm machinery

BUTUAN CITY, Apr. 19 -- Department of Agriculture (DA)-Caraga Regional Executive Director Abel James I. Monteagudo turned over to Farmer Organizations in Rosario, Agusan del Sur the farm machinery worth 7.4 million under the Rice Competitiveness Enhancement Fund (RCEF).

RCEF Mechanization Component is implemented by the DA-Philippine Center for Postharvest Development and Mechanization (PhilMech) in partnership with DA regional office.

Dir. Monteagudo encouraged the farmer-beneficiaries to be responsible and make use of the interventions that they receive from the DA.

Among the beneficiaries were Bayugan 3 Muyong Unity Farmers Assoc., Bayugan 3 Irrigators Association Inc., and Wasian-Luay Farmers Irrigators Association Inc. each received a four-wheel-drive farm tractor while the Limbatangan Farmers Irrigators Association Inc. received one unit of four-wheel drive tractor and one unit of rice combine harvester. Sa samang okasyon gipaneguro usab ni Mayor Rico Corvera sa Nasipit nga pakusgon pa gyod niya ang serbisyo sa lungsod ubos sa Renewed and Intensified Commuity Outreach (RICO) niyang programa.   

Sa kinatibuk-an, 675 ka lumulupyo sa maong mga komunidad ang naabot sa nagkalain-laing serbisyo sa maong duha ka adlaw nga pakiglambigit sa mga personahe sa gobyerno sa pagpanguna ni Gob. Close to 14M vaccines expected to arrive in Q2 - Galvez

MANILA, (APRIL 19, 2020) -- The government is working hard to ensure that the country is able to secure almost 14 million vaccine doses from four vaccine manufacturers within the second quarter, according to Secretary Carlito G. Galvez, Jr, the Chief Implementer of National Task Force Against COVID-19, and Vaccine Czar.

“The global supply is limited but the government is doing its best to ensure that the country will have a fair share of the vaccines. The instruction of President Rodrigo Duterte is for Filipinos to be vaccinated and save more lives as we collectively suremount the challenges brought about by the pandemic,” Galvez said.

In his report to the President on Monday, the vaccine czar said the delivery of 1.5 million doses of Sinovac’s Coronavac are expected to be completed within the month of April.

The government is expecting another 500,000 doses to be delivered on April 22, and another 500,000 doses on April 29.

Sinovac had shipped out 500, 000 doses last April 11. These are on top of the 2 million doses that the Chinese vaccine maker had delivered to the country last February and March.

An initial 20,000 doses of the Russian-made Sputnik V are also expected to arrive this week. The second tranche of 480,000 doses will be delivered before the end of April.

According to Galvez, the government is also expecting the shipment of 195,000 Pfizer vaccine doses by the end of April or early May.

He said there is also a possibility that AstraZeneca vaccines coming from the COVAX facility will also arrive within the month.

For the month of May, Galvez said the government expects at least 2 million doses of Sinovac vaccines to be delivered to the country, along with 1 to 2 million of Sputnik V doses, and 194,000 Moderna doses.

He said the government is also working with WHO, GAVI and UNICEF for the possible delivery of Pfizer and AstraZeneca vaccines under the COVAX facility.

Galvez said the government expects to receive 7 to 8 million vaccine doses in June. These include 4.5 million doses of Sinovac, 2 million doses of Sputnik V, and 1.3 million doses of AsrtraZeneca.

“With the arrival of these vaccines, we will continue our aggressive vaccine roll-out in the county to protect the Filipino from COVID-19,” Galvez said.

As of April 18, a total of 1,477,757 vaccine doses have been administered in the country. Currently, only medical fronliners, senior citizens, and persons with comorbidities are being inoculated.

Starting mid May or June, the government will allow the inoculation of other essential workers.

The Philippines ranks third among countries in ASEAN in the number of citizens that have been vaccinated, while the country has placed 41st out of 173 countries worldwide in the same category and 14th from 47 Asian nations.

At present, the government has signed contracts with five vaccine manufacturers, which include Sinovac, Astrazeneca, Moderna, Novovax and Gamaleya. Contracts with Johnson & Johnson and Pfizer are being finalized.

“May anim na tayong vaccine na merong EAU at ang natitira nalang po ang Moderna at Novovax,” Galvez told the President.

Galvez said the country expects a steady supply of about 10 million to 15 million vaccine doses per month in the third and fourth quarters of this year. 

In response, President Duterte lauded the government’s vaccination roll-out, saying it is “more than an acceptable performance in the matter of the fight against COVID as far as the Philippines is concerned.”

“Maganda ang record natin despite unfounded criticism...The Philippines was able to get the upper berth of the countries that are inoculated. Maganda ang record na ‘yan and to think people were almost in a quandary where to get the next vaccination,” the President said.

“Nakita mo naman hindi pala tayo ang pinakamahina at mataas yung ang atin and it goes to show that we are really working very hard especially Sec. Galvez to get the vaccines here in the Philippines on time,” he added.

The global vaccine supply has remained limited, with the situation being compounded by the inequitable distribution of vaccines.

Galvez said the government is closely working with other nations through diplomatic channels for the country to get a steady and secure supply of vaccine to realize its target of inoculating 50 to 70 million adult Filipinos and enable the nation to achieve herd immunity by year end.

Meanwhile, Galvez also announced that the National Task Force Against Covid-19 is preparing for the “long haul” to ensure the sustainability of its anti-COVID efforts.

He said the NTF is focusing on improving the country’s PDITR strategy, which stands for Prevent, Find, Trace, Test, Isolate, Treat and Recover.

Galvez said part of the plan is to provide greater protection to the public, while scaling up the nation’s anti-COVID vaccine program.

These measures include the rolling-out of the Medicine Package, Telemedicine, Home Service following the Peru and India models, and the establishment of mega vaccination sites that will give NCR Plus areas the capability to inoculate at least 120,000 individuals a day by June.

Galvez said the government will continue to build more ICU rooms, provide additional hospital beds for severe and moderate COVID-19 cases, construct more temporary treatment and monitoring facilities, and ramp up its human resources support for healthcare facilties.

Galvez said the government will continue to implement the “Hammer and Dance” strategy as a strategy to contain and mitigate the surge in cases.

This approach, he said, aims to save lives while reviving the nation’s economy by enforcing granular lockdowns and strictly implementing health protocols in public and private establishments. ###

Pre-SONA roadshow well received by Caraganons

BUTUAN CITY, Apr. 20 (PIA) -- The first leg of the Pre-SONA (State of the Nation Address) yielded success in its launch in Caraga region, where it was well-received by participating members from various sectors.

Launched by the Office of the Cabinet Secretary, Presidential Communications Operations Office (PCOO), and the Office of the Executive Secretary, the “Kasama sa Pamana: Regional Pre- SONA Series” aims to share updates and insights on the policies, programs, and accomplishments of the Administration in the past six years, as well as its responses and updates in mitigating the impact of COVID-19 pandemic in the country.  

“Minabuti po naming umikot sa lahat ng regions para ipagbigay-alam sa lahat ng ating mga kababayan kung ano yung partikular na accomplishments at achievements ng Pangulong Duterte sa bawat region para makakakuha din tayo ng feedback kung ano yung kailangan nating gawin sa remaining term ni Pangulong Duterte,” said Cabinet Secretary Karlo Nograles during the launching of the first leg of the roadshow in Butuan City on Thursday, April 15.

Through the unwavering efforts of concerned government agencies, organizations, and implementing partners, Caraga region was able to top in particular hunger and poverty initiatives launched by the current administration under its Task Force on Zero Hunger, chaired by the cabinet secretary.

In 2020, 24 farmer organizations recognized by the Department of Agriculture (DA) topped the earnings for farming and marketing activities in the country, with over P81 million earned. This success was made possible in part to the agency’s continuous support to farmers and fisher-folks, where 594,300 were paid over P3.5 billion by the Philippine Crop Insurance Corporation (PCIC).

The Department of Science and Technology – Food and Nutrition Institute (DOST-FNRI) continues to tackle food security in the region by implementing its knowledge transfer programs through webinars. The Department of Trade and Industry (DTI) was also able to establish 169 Shared Service Facilities for the said concern, 71 of which were turned over to co-operators. Business facilities will also be set up.

To tackle malnutrition, the Department of Health (DOH) Caraga leads the implementation of advocacy activities and provision of training and capacity building for local government units (LGUs) in the region and released the interim guidelines for the delivery of nutrition services during the pandemic. The Operation Timbang Plus Monitoring and Rapid Coverage Assessment was also launched.

Participating members from the barangay councils, Sangguniang Kabataan (SK) Federation, civil society organizations, and employees from government agencies viewed the initiative as ‘timely’, especially with the current demand for wider access to information as the whole nation faces a great crisis.

“Information is power and information empowers. The power of information, as of this time in our situation with the pandemic, is necessary and very vital that will reach to our constituents, to the Filipinos, para makita nila na may ginagawa talaga ang ating gobyerno,” said Zandro Etic, who serves as the information officer for the Philippine Health Insurance Corp. (PhilHealth) in Caraga.

Youth participants also saw the roadshow as an appropriate avenue for reminding the public of the efforts of the government in the past years.

“Okay po tung ganitong activity kasi po nabibigyan po ng information yung mga tao regarding sa mga projects ng gobyerno natin. Nograles turns over VCO, face shield to LGU-Butuan

BUTUAN CITY, Apr. 20 (PIA) -- In time with the recent conduct of the first leg of the Kasama sa Pamana: Regional Pre-SONA Series in Caraga region, Cabinet Secretary Karlo Alexei B. Nograles, Cabinet Officer for Regional Development and Security (CORDS), turned over 72 liters of virgin coconut oil (VCO), 2,000 pieces of face shield, and one huge box of medicine that helps lower cholesterol in the blood to the city government of Butuan. 

These were generously provided by the Malacañang official out from a private fund to benefit those who need it.

Nograles, who also co-chairs the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases, demonstrated earlier his advocacy on exploring all sorts of safe and possible treatments for COVID-19. He, however, clarified that such pursuit was on his own volition and not in any way officially relates to the IATF undertakings.

Prior to the turn over of said supplies to the local government of Butuan, the Palace official has also personally led the distribution of a number of VCO bottles to two NCR Level 1 hospitals - SDS Medical Center and Novaliches General Hospital in Quezon City, and in Caloocan City Medical Center, San Lorenzo Ruiz Women’s Hospital, and Ospital ng Malabon.

According to Nograles, study results have already been released by the Department of Science and Technology’s Food and Nutrition Institute (DOST-FNRI) on VCO as adjunct supplement among COVID-19 probable and suspect cases, in which patients manifested diminishing signs and symptoms.

“Of course, with the series of clinical trials and with little or no risks involved, these possible treatments that are backed up by science could be worth a try,” he said.

Nograles, manifesting his innate giving spirit, said that in these times of crisis and ongoing pandemic every Filipino should support one another, display kindness, and take concrete actions in order to triumph in the bout against COVID-19 and other pressing challenges. (VLG/PIA-Caraga)

President Duterte elated with country’s ‘good’ vaccination record

President Rodrigo Roa Duterte on Monday, April 19, expressed satisfaction with the country’s mass vaccination initiatives noting the Philippines is at par with its Asian neighbors.

“Maganda ang record natin despite of unfounded criticisms. But the Philippines was able to get the upper berth, I said, of the countries that are inoculated,” President Duterte said during his weekly public address.

“Maganda ang record niyan and to think that people were almost in a quandary where to get the next vaccination.”

The chief executive noted that he is happy that the country was able to complete the vaccination plan for its frontliners, especially healthcare workers.

He then commended vaccine czar Secretary Carlito Galvez Jr. for his efforts in negotiating and securing contracts for COVID-19 jabs as fast as possible.

“Hindi pala tayo ‘yong pinakamahina at mataas nga ‘yong atin,” President Duterte said. “It goes to show that we are really working very hard, especially Secretary Galvez, to get the vaccines here in the Philippines on time.”

Galvez, who is also the chief implementer of the National Task Force Against COVID-19, reported that the Philippines has improved its ranking from eighth to third place among countries in the Association of Southeast Asian Nations (ASEAN) with most number of vaccinated individuals.

Some ASEAN countries started inoculating their population as early December 30 and January until February, with only two countries — Vietnam and Brunei, starting vaccinations much later, Galvez said.

Galvez also underscored that from No. 100, the Philippines now ranks 41st out of 173 countries in terms of vaccinations and currently ranks at No. 14 out of over 47 Asian countries.

So, far, the government has recorded 1.2 million Filipinos already vaccinated against COVID-19.

There are 965,960 healthcare workers who got the first dose of COVID-19 shot. Some 132,948 senior citizens and 180,315 persons with comorbidities also received the jab, Galvez reported.  PND

Tariff on imported pork, just temporary anti-inflationary measure, says President Duterte

The tariff imposed on imported pork is just a temporary measure to bring down prices and could be easily revoked, President Rodrigo Roa Duterte said on Monday.

“Kung medyo malakas na ‘yong domestic market and there is a movement, madali lang naman eh we can always withdraw the EO that I signed,” President Duterte said in his address to the nation.

“Madali lang man ‘yan. It’s just a temporary measure really to bring down the prices, but the senators see it in a different light.”

Fearing a flood of imported pork that could kill the local hog industry, lawmakers urged President Duterte to withdraw Executive Order 128, which lowers tariff on imported pork.

The senators’ concern is legitimate, the President said, noting, however, that his economic managers favored reducing tariff on imported pork as a counter inflationary measure.

“I can understand from where the senators come from. There is also the domestic supply which they intend to protect and they are vehement about it because I think that --- I think that they think that they are right,” he said. “The problem is my --- ‘yong mga managers ko, mga finance.”

The President said government economic managers implement certain measures that would redound to the benefit of the people overall.

In his report to the President, Agriculture Secretary William Dar said the imposition of the import tariff is not without basis, stressing that during a February Cabinet discussion, it was projected that pork shortage would be around 388,000 metric tons.

“At ang demand po natin this year based doon sa 15 kilos na per capita consumption ay 1.6 million metric tons po ang demand. So kung titingnan natin ‘yong supply ay nasa 1.2 million metric tons so talagang may pagkukulang po tayo ng supply dito sa taon na ito gawa naman nag-shrink, bumaba ‘yong local food production ng 25 percent,” Dar told the President.

“We are not killing the local hog industry. Ang inaangkat lang po natin po mahal na Pangulo ay ‘yong kakulangan lang natin nitong taon. So iyong mga measures na pinapatupad po natin through your approval ay mapababa natin ‘yong inflation kasi bababa talaga ‘yong presyo sa merkado dito sa mga imported pork.”

EO 128 was a result of painstaking process, Dar said, noting that lowering the tariff on imported pork will also cut pork prices in the market. PND

DPWH highlights major infra accomplishments under Build, Build, Build program

The Department of Public Works and Highways (DPWH) said Monday, April 19, that it has completed several infrastructure projects nationwide despite restrictions brought about by the COVID-19 pandemic.

“Makikita po ‘yong kung gaano kalaki po ang difference sa project accomplishments since the start of your term, Mr. President. Halos times three po ‘yong project accomplishments under the Build, Build, Build and under your vision,” Public Works and Highways Secretary Mark Villar told President Rodrigo Roa Duterte during a meeting.

From July 2016 to December 2020, Villar said the DPWH has completed the construction, rehabilitation, and improvement of 26,494 kilometers of roads, 5,555 bridges, and 10,376 flood control structures that improved travel time and ensured the safety of motorists.

Also, the DPWH has facilitated the completion of 144,925 classrooms, 2,036 school workshop buildings, and other school facilities. It also completed 187 evacuation centers throughout the country and expected to complete 130 additional facilities.

Villar also gave some updates on recently completed and ongoing major projects: P2.2 billion Urdaneta City By-pass Road, Bulacan Pulilan-Baliuag Diversion Road, TPLEX-Luzon Spine Expressway Network, NLEX Harbor Link and extension, Metro Manila Skyway Stage 3, San Fernando By-pass Road, Bulacan Arterial Road, Sariaya By-pass Road, and Sorsogon City Coastal By-Pass Road.

Meanwhile, Villar said the BGC-Ortigas Center Link Roads connecting Taguig, Makati and Pasig City, will be opened for public use by June this year. The project could improve traffic condition in EDSA’s Guadalupe section.

The Binondo-Intramuros Bridge is already 60 percent, Villar reported, noting around 30,000 vehicles would benefit from the infrastructure. The project will be completed by the end of the year.

Another China-funded project, the Estrella-Pantaleon Bridge connecting the cities of Mandaluyong and Makati, may be ready for public use by the second quarter of this year.

The Alabang-Sucat Extension, South Link, and Cavite-Laguna Expressway may also be opened this year, Villar said.

Flood risk projects in Cavite and Cagayan de Oro City are also expected to be finished this year, Villar said, adding the construction of the Davao City Coastal Road, and 11-kilometer Samar Pacific Coastal Road are also ongoing.

Villar also told the President that the DPWH has finished a P1-billion project for the rehabilitation of Marawi City and its surrounding areas.

“Ito po ay grant na galing sa Japan. Natapos na po ‘yong mga contract packages including for the road sections with the total length of 18 kilometers. So tapos na po ito at ready na po --- anytime we can --- puwede pong i-inaugurate,” he said.

The DPWH is a major stakeholder in the government’s fight against the coronavirus. Villar said the department aims to build 816 quarantine facilities next month for infected individuals, which will add 27,262 new beds.

A total of 187 evacuation centers built by the DPWH throughout the country are also being used as quarantine centers.

To address the shortage of health facilities for COVID-19 patients, the DPWH targets to build next month 24 additional modular hospitals with 547 bed capacities. PND

Phl seen to receive bulk of COVID-19 vaccine deliveries starting June this year

The government expects to receive the bulk of COVID-19 vaccine deliveries from June to August, which could speed up its mass vaccination campaign, the country’s vaccine czar said on Monday.

“Aabot po ng 10 to 15 million na po ang darating mga by August na po ‘yon. So ‘yon ang prediction natin,” Secretary Carlito Galvez Jr. said in his report to President Rodrigo Roa Duterte during a meeting in Malacañang.

Galvez told the President that he has secured five contracts with different drugmakers and currently ironing out the financing schemes.

These include Sinovac, AstraZeneca, Moderna, Novavax and Gamaleya Institute, he said, adding Johnson & Johnson already received an emergency use authorization (EUA) with its Janssen COVID-19 vaccine from the Food and Drug Administration (FDA).

“‘Yong Sinovac, ito ang pinaka-steady supply natin at saka po ‘yong Gamaleya. Pagka nagkaroon na tayo ng initial delivery, magiging steady na,” he said, adding he expects Moderna and AstraZeneca to also make their vaccine deliveries soon.

For this quarter, the government is eyeing to receive two million doses of COVID-19 jabs.  These include 500,000 vaccine doses from Sinovac, 20,000 doses from Gamaleya and 195,000 doses from Pfizer through the COVAX facility.

The 20,000 doses of Gamaleya Institute’s Sputnik V is a mini rollout as the Russian pharmaceutical company conducts testing in the Philippines.

Galvez also reported that once the bilateral agreements are completed, Pfizer could make an early delivery of 2.4 million doses in the second quarter.

“And then sa May mayroon tayong ini-expect na four million; two million po sa Sinovac. Ito nabayaran na po ‘to natin, mahal na President, ‘yong 3.5 million na 1.5 million sa April at saka two million sa May,” he told the President,

The Philippine government expects to sign a contract Tuesday with Gamaleya after ordering more or less one to two million doses from the Russian drug manufacturer.

Galvez added that he is also looking at 194,000 doses from Moderna.

The Philippines has recorded 1.2 million Filipinos already vaccinated against COVID-19.

President Duterte calls for abolition of Kafala system

President Rodrigo Roa Duterte on Monday called for the abolition of the Kafala system in the Middle East, which he said resulted in violation of basic human rights and fundamental freedoms of migrant workers.

Speaking during his participation to the Migrant Labor Governance and the Global Compact for Safe, Orderly and Regular Migration, President Duterte said the Philippines recognizes the sovereign right of each state to adopt its own migration policy stressing, however, that universal liberties and moral standards must be observed at all times.

“This is why the Philippine government strongly calls for the complete abolition of the Kafala system – sooner rather than later,” he said.
 
“The Kafala system is unjust and exploitative. It places thousands of migrant workers, particularly household workers, in the most vulnerable situation – unseen, unheard, and unable to defend their dignity as a human being.”
 
The Kafala system has resulted in grave abuses – from inhumane working conditions to non-payment of wages; from restriction of movements to denial of healthcare; and from sexual exploitation to outright murder, according to the President.
 
Exacerbating the situation, he said the COVID-19 pandemic has pushed migrant workers, especially those under the Kafala system, to an even more precarious position.
 
As the world went into lockdowns, the President said migrant workers were driven into destitution without source of income, social safety nets, and money to send back home.
 
Structural inequalities pushing migrant workers to this appalling situation must be addressed, he said, noting the pandemic responses must be inclusive and non-discriminatory.

Kafala is an employment framework in the Gulf States that requires sponsorship from a national for migrant workers to be employed and reside in the country. Under the system, the sponsor, either an individual or a company, possesses substantial control over the worker. 

President Duterte welcomed the reform initiatives of Saudi Arabia, Oman, Qatar and Bahrain aimed at improving the labor conditions of migrant workers.

He expressed optimism over Saudi Arabia’s Labor Reform Initiative, which he said will significantly improve the working conditions of migrant workers in the Kingdom, including 800,000 Filipinos.
 
“Certainly, the Philippine government assumes its part of the responsibility in ensuring that our people live in safety and dignity, wherever they may be,” he said. 
 
“As I have said before, the Filipino is not a slave to anyone, anywhere. I dream of the day when working abroad becomes a choice and not a need for my countrymen.”
 
The Philippine government remains committed to its long-term vision of providing a stable, comfortable, and secure life for all Filipinos in their own land, he added.

The Global Compact for Safe, Orderly and Regular Migration (GCM) is a United Nations-backed intergovernmentally negotiated agreement covering all dimensions of international migration. 

It was endorsed by the United Nations General Assembly in December 2018.  PND

BDP launched in AgNor IP community

BUENAVISTA, Agusan del Norte, Apr. 21– The 23rd Infantry (Masigasig) Battalion, Philippine Army in partnership with the Provincial Task Force Task Force-End Local Communist Armed Conflict (PTF-ELCAC) in Agusan del Norte, the National task Force-ELCAC and the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) in the province of Agusan del Norte launched the Barangay Development Program (BDP) in Sitio Minbahandi, Barangay Camagong, Nasipit town on April 13, 2021.

The launching of the BDP, dubbed as “Busilak Enterprise Village”, was conducted in time with the conduct of the two-day Provincial Peace and Order Council (PPOC) immersion held in the same sitio last April 12 to 13. During the activity, the “CADT OG-KAAGPAS” or CADT Express was also launched within the BUSILAK Enterprise Village.

Minbahandi is an Indigenous People (IP) community inhabited by the Higaonon tribe. The sitio is situated within the Certificate of Ancestral Domain Title (CADT) No. 252. Sitio MInbahandi is also considered a priority area in Nasipit as the place is a soft target of the Communist New People’s Army (NPA) Terrorist (CNT) and the IP residents in the area have suffered from armed conflicts in the last five (5) decades.

The launching of the BDP in Minbahandi was started with a Bigula Ritual conducted by the tribal leaders of Higaonon tribe. It was then followed by the cutting of the ribbon led by Secretary Isidro S. Lapeña of the Technical Education and Skills Development Authority (TESDA) who also chairs the PRLEC at the national level.

Sec. Lapeña was joined during the activity by Agusan del Norte Gov. Dale B. Corvera, Nasipit Mayor Enrico R. Corvera, TESDA Agusan del Norte Director Rey M. Cueva, TESDA Caraga Regional Director Tarhata S. Mapandi, Brig. Gen. Maurito L. Licudine, the Commander, 402nd Infantry Brigade, Agusan del Norte Police Provincial Office (ADNPPO) director Col. Martin M. Gamba, and 23IB Commanding Officer Lt. Col. Julius Cesar C. Paulo.

The activity was also graced by the tribal leaders in Agusan del Norte and the other line agencies of the government.

The establishment of the Busilak Enterprise Village aims to provide concrete and sustainable jobs and enterprise opportunities for the IPs in the three (3) priority sitios in Barangay Camagong, identified as Sitios Hinandayan, Minbahandi, and Salaysayon.

During the activity, Datu Talagsaon Jimbo Mansiguinda, the tribal leader of Sitio Minbahandi thanked the government for addressing the socio-economic condition of the Higaonon communities in the area.

Dir. Cueva encouraged the residents of Sitio Minbahandi to do their best to improve their livelihood.

"We have properly chosen the programs that are suitable in your community. You are now equipped with skills that can possibly change your lives forever. Make use of it and utilize it for the improvement of your livelihood. This is a great opportunity given to you by our government because a person can be employed and can build their own business even without undergoing or graduating in the formal education as long as they were equipped with the skills that are in-demand," Dir. Cueva said.

Sec. Lapeña urged the residents to cooperate and use the skills they acquired through the different skills training provided by TESDA.

“We in TESDA initiated programs that will be benefited by the people especially the IPs living in hinter areas to improve their livelihood. We will deliver free skills training and provide great opportunities to the less fortunate individuals to help them get away from poverty. I hope that you will use the skills you have acquired and manage the Busilak Enterprise Village properly in order for you to have a sustainable livelihood,” Sec Lapeña said.

Lt. Col. Paulo expressed optimism the insurgency will end very soon as the residents of Sitio Minbahandi already felt the presence of the government.

“We've been facing insurgency for over fifty-two (52) years and the government has discovered the root causes and has provided a solution to it. It is only when all the families in the hinter areas have something to eat at their tables daily that the insurgency will end. The CNTs can no longer use poverty issues and absence of government services in their propagandas because all the government agencies are now doing their part to help the less fortunate ones,” Paulo said.

He also hoped that residents in Sitio Minbahandi and the nearby IP communities will no longer be deceived and recruited by the CNTs.

“Let us reject the CNT and their false ideology so that from now on, this community and the residents will live peacefully,” Paulo said. (CMO Officer, 23IB PA)

KITCHARAO, Agusan del Norte, Apr. 21 -- The National Commission on Indigenous Peoples (NCIP) Caraga Regional Director Atty. Marlon Bosantog in partnership with the 29th Infantry "Matatag Fighters" Battalion (29IB), Philippine Army visited Monte de Oro Elementary School, Sitio Casagayan in the municipality of Santiago, Agusan del Norte to distribute food, boots, goods, bags, and medicine to its Indigenous People (IP) residents particularly to the children of the said sitio.

Located in Brgy. Pangaylan, Santiago, Agusan del Norte, Sitio Casagayan is so steep, rocky, and is a two-hour ride from the main road of Brgy. Pangaylan. Previously, the said sitio was considered as one of the critical areas where Communist Terrorist Groups (CTGs) roamed for a long time. Despite how difficult and challenging the travel is, the NCIP chief crossed over rivers and brought guts to reach the place.

According to Jessa Mae Bando, chief of staff from the Office of the NCIP Regional Director, they chose Sitio Casagayan as the beneficiary because most of its residents particularly the students of Monte de Oro Elem. School are IPs. "We are giving these gifts under the program, Handog sa mga Estudyanteng Tribu, to cater to the basic needs of the students and their parents," she said.

Eddie Jusay, former sector leader, also revealed that several leftist groups previously visited the area. "Kaniadto mga maam ug sir, naa gyud diri mga taga pikas pero inig naa mi makita ireport man dayon namo sa kasundaluhan dayon birahan namo. Mangisog gyud mi alang-alang sa among lugar mao nga nagapasalamat gayud kami diri kay ania mo bisan layo kaayo ug lisod kaayo ang dalan (Back in the days, maam and sir, there are leftist groups who are nesting here but if we got the chance to see them we immediately report them to the military and we will take care of it. We show our bravery because this is our place and we are extending our utmost gratitude because you are here even if it is too far and the road is too difficult," he said.

According to Lt.Col. Aristotle Antonio, Acting Commanding Officer of 29IB, the army also wanted to help the community. "We want to help, we want to make you realize the effort of our government. You are the heritage of our nation. You hold the bloodline of the original Filipino's that was never blended with any foreign blood. We want to help you, to have a secure and safe surrounding away from exploitation and influence of the CTGs. These blessings will come one after the other if you will help us in fighting these terrorist groups."

NAPC lauds efforts of community pantries amid the pandemic

BUTUAN CITY, Apr. 21 -- The National Anti-Poverty Commission (NAPC) lauded the efforts of community pantries in different parts of the country to help provide food for the needy amid the pandemic, a move that complements the agency’s ‘Kaisa ng Sambayanan Laban sa Kahirapan’ (Ka-sambayanihan) Volunteers Program which undertakes similar efforts at the barangay level.

Speaking before the NAPC’s second virtual general assembly for April, Secretary Noel Felongco cited the community pantries as an exemplary example of the Bayanihan spirit of the Filipinos as he underscored the importance of working together to overcome the numerous challenges that the nation is currently facing.

“Nais kong ibahagi sa lahat ang mga balitang nakakapagpataba ng puso na ating natutunghayan online, kung saan napakarami ng komunidad ang nahimok ng Maginahawa Community Pantry at nagtatag ng kani-kanilang mga community pantries hindi lamang dito sa NCR kung hindi maging sa iba’t ibang mga probinsya sa Pilipinas para sa mga higit na nangangailangan ngayong panahon ng pandemya,” he said.

“Tunay nga na sa mga ganitong hamon at pagsubok, ang pagkakaisa at pagtutulungan ng bawat isa ang higit na kailangan upang ang mga ito ay mapagtagumpayan,” Felongco added as he expressed desire to partner with the community pantries to help meet the government’s goal of ending poverty.

The community pantries share processed and packed goods as well as rice and fresh produce to anyone who needs them free of charge.  The food items are provided by the organizers and individuals who want to do their part in easing hunger and in caring for those who have less in life.

The mushrooming community pantries is also the essence of ‘Kasambayanihan’ (https://www.facebook.com/groups/2606369266349150/about) where volunteers even formed barangay command centers to help other residents by gathering and distributing relief goods during the height of the community quarantine.

Kasambayanihan is tasked with implementing the programs of Sambayanihan Serbisyong Sambayanan, the NAPC’s five-year poverty alleviation development plan.  One of the plan’s primary goals is to enhance food security by enabling local agricultural production to satisfy local food demand and prioritize local food requirements.

This will allow community members who are usually financially strapped, to buy their own produce. It upholds their right to consistent access to safe, nutritious, and culturally acceptable food. (NAPC/PIA-Caraga)

DAR to Door: Agrarian beneficiaries get their land titles

SAN JOSE, Dinagat Islands, Apr. 21 (PIA) -- Some ten agrarian reform beneficiaries (ARBs) of Cagdianao town in Dinagat Islands are now finally owners of the land they are tilling after receiving their Certificates of Land Ownership Award (CLOAs) from the Department of Agrarian Reform in Dinagat Islands (DAR-PDI).

In an initiative appropriately called “DAR to Door,” personnel from DAR-PDI delivered the CLOAs right at the doorsteps of the agrarian beneficiaries’ homes.

A total of 10.8129 hectares of agricultural land were distributed during the said activity conducted recently.

“It was a joy to watch the grateful and happy faces of our agrarian beneficiaries when they received their land titles,” said Dante C. Manlimos, Senior Agrarian Reform Program Officer of DAR-PDI.

“This is a memorable day for me because for the longest time I have been waiting for the CLOA of my land and finally I have now the title that I have been waiting for,” said an overjoyed ARB Alejandro L. Garrido of Brgy. Cabungaan, Cagdianao town.

On the other hand, Felipe Requina, the OIC-Municipal Agrarian Reform Program Officer of the entire Dinagat Islands added that the DAR to Door program is DAR’s way of extending the office services to our ARBs and their families amidst the global emergency health crisis brought by the coronavirus disease 2019 (COVID-19) pandemic.

Atornic L. Ecle of Brgy. Maatas in Cagdianao could not contain his excitement when he was handed with the CLOA. He thanked DAR for making it happen that he is now the owner of the land he has been tilling for years.

Also during the distribution, the ARB recipients were oriented on their roles, rights, and responsibilities as agrarian beneficiaries. After which, the ARBS expressed their commitments to make their awarded lands productive and become a member of a DAR-assisted agrarian reform beneficiaries’ organization nearest to their area.

Meanwhile, Maria Elizabeth L. De Guzman, Provincial Agrarian Reform Program Officer of DAR Surigao del Norte underscored that the CLOA distribution is a manifestation that the DAR stayed true to its mandate to implement equitable distribution and ownership of land and at the same time support the ARBs to make their land productive through capacity and capability building.

New secondary school building soon to rise in Claver town

SURIGAO CITY, Surigao del Norte, Apr. 21 (PIA) -- A new secondary school building will soon rise in Barangay Cagdianao, Claver town, this province.


MGB-13 Regional Director Engr. Glenn Marcelo C. Noble together with Department of Education (DepEd) Surigao del Norte Division Superintendent Ma. Teresa M. Real;  DepEd District Supervisor Dr. Joselito P. Manongas; Claver Mayor Georgia D. Gokiangkee; Cagdianao Barangay Captain Luz U. Marianito and THPAL Community Relations Manager Genevieve P. Chua led the groundbreaking ceremony for the new school building of the Cagdianao National High School.


The activity started with the signing of the Memorandum of Agreement (MOA) between the local government unit of Claver and Taganito HPAL Nickel Corporation (THPALNC).


Right after the ceremonial groundbreaking, a tree planting at the proposed site was also conducted.


Dir. Noble said the project will be funded under the Annual Social Development and Management Program (SDMP) of the THPALNC considering that Barangay Cagdianao is one of its host and neighboring communities.

1000 CEBU FAMILIES RECEIVE FREE GOV'T HOUSING – NOGRALES

Cabinet Secretary Karlo Nograles, together with National Housing Authority (NHA) and LGU officials, led the turnover of Yolanda housing units in Santa Fe, Cebu on April 20, 2021 as part of the Duterte administration's commitment to complete and distribute all promised housing units to beneficiaries in affected areas.

The virtual turnover of 1,000 houses was for the Sto. Niño Home, Barangay Maricaban, Santa Fe, Cebu location under the Yolanda Permanent Housing Project in Central Visayas.

Since assuming the chairmanship of the Inter-agency Task Force for the Unified Implementation and Monitoring of Rehabilitation and Recovery Projects and Programs in Yolanda-affected Areas, Nograles has turned over 4,164 units to different cities and municipalities in Cebu province.

Housing recipients include the following areas: Tabuelan (220 units), Daanbantayan (1,863 units), Bantayan (450 units) and Medellin (631 units), plus the latest one in Santa Fe (1,000 units).

Nograles praised the NHA leadership and local government officials for their dedication in ensuring the project's timely completion and turn over despite the various logistical and scheduling challenges brought by the ongoing Covid-19 pandemic.

"We give special thanks to NHA General Manager Marcelino Escalada Jr., Regional Manager Engr. Jude Juntilo, Engr. Jeef Arranguez, Engr. Mary Ann Quimado and other officials and staff of NHA Region 7 whose dedication made this turnover possible," the Cab Sec remarked.

The Malacañang official likewise made mention of the crucial support from Presidential Assistant for the Visayas Secretary Michael Diño, Governor Gwendolyn Garcia, Mayor Ithamar Espinosa, Vice Mayor Naomi Espinosa, members of the Sangguniang Bayan and employees of the Santa Fe LGU.

Nograles, who chairs the administration's Task Force Zero Hunger, noted that "through our partnership with Pilpinas Kontra Gutom which is composed of various private corporations, we will create community gardens from idle lands so that the people of Santa Fe can grow nutritious food for consumption and commerce.“

This effort, the Cab Sec stated, was in line with his advocacy to combat hunger and poverty, especially in Yolanda-affected areas, further stressing that "kailangan natin magtulungan, we need to cooperate and coordinate with stakeholders in this important battle against hunger and malnutrition, particularly among our children."

Mayor Espinosa, for his part, spoke on behalf of the LGU and thanked the President, Nograles and the NHA for "inspiring us and giving assurance that the government will address our needs here in Santa Fe. We are forever grateful for this gift of housing. We will do everything we can to deserve this generous benefit.”

President Duterte wants strict enforcement of health protocols for returning OFWs

President Rodrigo Roa Duterte on Wednesday, April 21, said he wants to maintain strict enforcement of health protocols for returning overseas Filipino workers (OFWs) despite calls to loosen up the existing health guidelines.

“There is no compromise here. I am not ready for a compromise about --- lalo na ngayon. Iyong ibang sakit siguro, puwede pa ‘yong mga rabies-rabies diyan,” he said in a public address on government response on the coronavirus pandemic.

“Pero ito, eh talagang as I have said, it’s a ‘dapo dito, dapo doon.’ And then we have the exponential problem now of how to take care of the Philippines.”

President Duterte presided over a meeting with Cabinet secretaries and the Department of Health Technical Advisory Group (DOH TAG) on COVID-19 after OFWs appealed for a more relaxed guidelines on mandatory quarantine particularly for those who tested negative for COVID-19, noting its emotional and financial burden.

The President said Labor Secretary Silvestre Bello III is “raising the alarm,” and stressed that the long mandatory quarantine period for returning OFWs in hotels has put too much strain on government funds allocated for them.

“So nakikita niya na lumiliit na ‘yong ano pera. He’s raising the alarm, actually. He’s raising the alarm of the possibility of having no more funds to take care of this kind of situation that we are in now,” said the President.

Apart from economic burden, the labor chief said spending almost two weeks in isolation was causing emotional stress on OFWs who were eager to be with their families and loved ones after years of working overseas.

Citing data from the Inter-Agency Task Force for the Management of Infectious Diseases (IATF-EID), National Task Force Against COVID-19 and coronavirus testing centers, Bello said the positivity rate of returning OFWs was only 2.07 percent in 2020 and 1.5 percent in 2021 and may justify tweaking the current guidelines.

“Kaya po kami nakikiusap sana, Mr. President, na kung maaari we go back to the original protocol noon na pagdating nung ano nung ating mga OFWs, swab agad sila. Then, they are quarantined for five days while waiting for the result of the PCR test. Eh kapag negative sila, then they can be transported to their final destination,” he said.

Meanwhile, experts from the Technical Advisory Group on COVID-19 said enforcing strict quarantine protocols on returning OFWs is crucial not just in preventing new infections, but also on safeguarding the country’s borders to keep new and more infectious COVID-19 variants from entering the country.

Dr. Edsel Maurice Salvaña, one of the health experts, said enforcing a 14-day mandatory quarantine in facilities proved effective in preventing new infections, noting that the Philippines didn’t notice a surge of coronavirus cases during holiday season because strict quarantine guidelines were in place.

In February this year, the DOH shifted to imposing a five-day facility quarantine with RT-PCR testing on the fifth day, and allowed OFWs to complete 14 days quarantine at home or in local government unit (LGU) facilities.

According to Salvaña, this new protocol is disadvantageous in cases where individuals who possibly got infected during the flight may only test positive for the virus on the seventh day. The risk of infection is high if home quarantine set-up is not supervised by LGUs, he said.

Salvaña said the TAG is proposing two options. The first option would be for returning OFWs to complete a strict 10-day isolation in quarantine facilities. Once they have completed the 10-day quarantine, they may be released, provided they are asymptomatic. Testing on the seventh day is optional.

For the second option, if there is not enough funds for quarantine facilities, individuals may complete isolation period in home quarantine set-ups or in temporary treatment and monitoring facilities, with selective testing on the seventh day.

“So our proposed solution po kasi is that the testing, even on the 5th day, will still not pick up everyone. So it is either we test on the seventh day or we completely do away with the testing but make sure that we quarantine everybody until the 10th day,” he explained.

“And this can be done in facility, but again it is very expensive or we can do this at home as long as the LGUs can supervise strictly.”

He underscored, however, that quarantine protocols and isolation periods have to be taken seriously considering the high risk of transmission even from a single infected individual.

The DOH has recorded 9,227 new coronavirus infections on April 21, bringing the country’s total number of cases to 962,307 with 829, 608 recoveries and 16,265 deaths. PND

DOH detects 11 cases of COVID-19 variants in Caraga

BUTUAN CITY, Apr. 22 -- As of April 22, 2021, the Department of Health - Center for Health Development (DOH-CHD) in Caraga reports detection of additional coronavirus diseases 2019 (COVID-19) variants in the region based on the results received from the University of the Philippines-Philippine Genome Center. Of the 68 samples, 11 were positive for COVID-19 variants, one B.1.1.7, first detected in United Kingdom; two B.1.351, first detected in South Africa; and eight P.3, first detected in the Philippines.

The confirmed case of B.1.1.7 variant is a resident of Buenavista, Agusan del Norte while the rest of the cases are residents of Butuan City. Upon initial investigation, these cases are Locally Stranded Individuals (LSIs), Returning Overseas Filipinos (ROFs), and close contacts of LSIs with no travel history outside Caraga.

All cases are asymptomatic. They have already completed their prescribed quarantine period and discharged from their respective quarantine facilities. Monitoring and tracing of their close contacts are being conducted by the concerned LGUs.

The department is closely monitoring and coordinating with the health authorities of the local government units concerned for the implementation of appropriate actions and national protocols as stipulated in Department Memorandum No. 2021-0218 or the Interim Guidelines on Routine Biosurveillance for SARS-CoV-2 and Management of Cases with Identified Variants to contain the spread of these COVID variants in the region.

“With the recent report of COVID-19 variants in the region, we are appealing to all Caraganons to strictly adhere to the health protocols in all settings, correct and consistent wearing of masks and face shields, frequent handwashing, maintaining social distancing, and listening to verified sources of information," said DOH-CHD Caraga Regional Director Dr. Cesar Cassion.

"We call upon the priority eligible groups such as frontliners, senior citizens and those with comorbidities to coordinate with your respective health units for enlistment to our ongoing vaccination program against COVID-19, to get additional layer of protection,” RD Cassion added. Army, AgNor town execs meet village officials for BDP implementation

BUENAVISTA, Agusan del Norte, Apr. 22 -- The local government unit (LGU) of Buenavista in partnership with the 23rd Infantry (Masigasig) Battalion (23IB) conducted a town hall meeting with the members of the barangay councils of Macalang, Guinabsan, Sangay, Lower Olave and Simbalan all of Buenavista town held recently in Poblacion 6, here.

The gathering of the barangay council members was aimed to discuss and revisit the issues and concerns of the implementation of the Retooled Community Support Program (RCSP) in the said barangays. The meeting also finalized plans for the implementation of priority programs and projects that will be funded under the Barangay Development Program (BDP). During the meeting, the barangay captains of said barangays presented their Barangay Development Plans, including their proposed livelihood skills training programs that will help enhance the knowledge and skills of the residents.

The barangay captains thanked the 23IB for the continued support the unit provided to the said barangays. They also conveyed their support and expressed readiness to work in the implementation of peace and development initiatives of the government.

The five barangays involved in the meeting are considered Geographically-Isolated and Disadvantaged Areas (GIDAs) of Buenavista town and identified as influenced-barangays of the Communist New People’s Army (NPA) Terrorist (CNT) but were all cleared through the implementation of the CSP program in 2019.

Buenavista Municipal Administrator Elmer Maboloc, during the meeting, commended the barangay council members and the 23IB for the unified efforts to end the local communist armed conflicts in the area.

“Let us help one another to thwart the CNT activities and stop their violence.  Every one of us plays a vital role in protecting our communities against terroristic activities and threats,” Maboloc said.

He also emphasized the importance of building a strong and meaningful partnership with the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) and become vigilant and alert against the terroristic activities of the CNTs in the areas.

Lt. Col. Julius Cesar C. Paulo, the commander of 23IB, appreciated the participation of the barangay captains and their all-out support to the peace and development initiatives of the government.

“We will work with you in your communities not only to address the security and peace concerns but also to assist and facilitate the delivery of government services. Insurgency is not only the concern and responsibility of the Army and PNP but it is also your responsibility and concern. Winning the war against insurgency can only be achieved through combined efforts of all sectors and peace partner concern,” Paulo said.

1st regional pre-SONA series in Caraga highlights gov’t interventions

President Rodrigo Roa Duterte does not lose control of the ball since he assumed power in 2016 as evidenced by the major accomplishments of the present administration presented during the first leg of the “Kasama sa Pamana: Regional Pre-SONA (State of the Nation Address) Series” held on April 15 at the Agusan del Norte covered court, this city.

Some 200 participants comprising of the local chief executives, national government agency heads, punong barangays, Sangguniang Kabataan (SK) officials, civil society organization representatives, and media practitioners have attended the event.

The report, which was presented through an audio-visual material, includes the key accomplishments of the Economic and Development Cluster (EDC) and Infrastructure Cluster (IC); Human Development and Poverty Reduction Cluster (HDPRC) and Participatory Governance Cluster (PGC); Security, Justice and Peace Cluster (SJPC) and Climate Change, Adaptation, Mitigation and Disaster Risk Reduction Cluster (CCAM-DRRC), and the President Rodrigo Roa Duterte’s Legacy.

"This activity will cover all regions in the country for the people to have a clearer picture of where our country is today. It is important for everyone to know the notable accomplishments that constitute the legacy of the Duterte administration," said Cabinet Secretary Karlo Nograles, Cabinet Officer for Regional Development and Security (CORDS) of Caraga, as he continued his speech by comprehensively citing the significant milestones of the government.

The goal for zero hunger, food security

Nograles made mention about the whole-of-government approach in attaining zero hunger. “That is why the inter-agency task force (IATF) crafted the National Food Policy which outlines the national priorities based on a comprehensive understanding of the problem of hunger and provides a road map in achieving zero hunger in the country,” he said.

The cabinet secretary said that the partner agencies of the Task Force on Zero Hunger in the Caraga continue to ensure sustainable food systems, resiliency, and food security.

This is done, he said, by identifying the priority legislation for zero hunger such as urban agriculture and farming; food rescue programs; expansion of the National Feeding Programs; and promotion of breastfeeding.

To ensure available and affordable food in Caraga, the Enhanced Partnership Against Hunger and Poverty (EPAHP) engaged 24 farmer organizations and reported the highest sales across all regions amounting P81,487,872 worth of sales.

“Caraga has the largest production area of ‘adlai’ rice,” Nograles said.

Securing nutrition adequacy

Even while the country is facing the pandemic, Nograles said that Caraga continues to implement advocacy and capacity-building activities and provision of trainings for local government units in the region.

“At the national level, the Department of Health (DOH) released the interim guidelines for the delivery of nutrition services during the pandemic. And Caraga was able to implement the ‘Operation Timbang Plus Monitoring and Rapid Coverage Assessment,” said Nograles.

He added that the IATF-Zero Hunger has released program guidelines for key nutrition and feeding programs during the pandemic.

Food accessibility and safety

According to Nograles, the Department of Science and Technology - Food and Nutrition Research Institute (DOST-FNRI) continues to implement its knowledge transfer program on food safety.

“Caraga conducted several webinars and virtual demo to include the squash recipes and a lecture on food costing attended by SMEs and housewives from Dinagat Islands and Butuan City,” he said.

As of 2020, DTI Caraga has also established 169 shared service facilities (SSFs) of which 71 have been turned over to cooperators. It will also set up business facilities across the region.

“It aims to improve micro, small and medium enterprises (MSMEs) competitiveness by providing machinery, equipment, tools, accessories, and other auxiliary items. Kasali na dito ang ibinigay na assistance para sa virgin coconut oil (VCO) at cacao processing at ‘tablea’ production,” Nograles said.

Ensuring sustainable food systems

For Caraga, the Department of Social Welfare and Development (DSWD) provided family food packs as part of the support for augmentation and prepositioning of goods to the local government units (LGUs).

Also, the Department of Agriculture (DA) continuously and aggressively implements its programs and projects. DA-Caraga has registered close to 97,000 farmers and fisherfolk in the Registry System for Basic Sectors in Agriculture (RSBSA), as of 22 March 2021, and now fast-tracking the registration of the remaining farmers and fisherfolk.

Nograles also cited that the Department of Agriculture-Philippine Crop Insurance Corporation paid 594,300 farmers and fisherfolk nationwide over P3.5 billion.

Ensuring IEC and people participation vs. hunger

To ensure information, education, awareness, and people participation, Nograles relayed that Caraga has actively participated in the ‘Kasapatanat Ugnayanpara sa Akmang Pagkainat Nutrisyon’ (KUMAIN) public consultations on the National Food Policy.

Another initiative is the Pilipinas Kontra Gutom (PKG) which is the private sector's response to the government's call for a whole-of-nation approach in ending hunger in the country.

"Among the interventions of the PKG is the distribution of hot meals to frontliners and families affected by typhoons," said Nograles.

Meanwhile, DILG-Caraga regional director Lilibeth Famacion served as the moderator during the open forum wherein several queries were answered by the Cabinet Secretary together with Agusan del Norte Governor Dale Corvera and Butuan City Mayor Ronnie Vicente Lagnada.

Nograles said the pre-Sona series in Caraga region also aims to get feedbacks from the local chief executives and the people in order for the present administration to know on what else to do in the remaining term of President Rodrigo Duterte.

"This is a great venue to tackle the vaccination efforts and other accomplishments in Caraga region. So, we hope to hear more of your issues and concerns so that the government can act on any possible solutions," Nograles said.

On the fight vs. COVID-19

Part also of the pre-SONA series here in the Caraga was the discussion on the significant efforts against COVID-19.

Dr. Diohara Aparri of the Department of Health (DOH) Caraga presented the COVID-19 Situationer in the region. She emphasized that the cases are increasing, hence, there is a need to intensify the implementation of health protocols in every LGU.

She added that the conduct of contact tracing is also intensified to track down those people who have been in close contact with those infected with the virus.

Dr. Aparri said that several out-of-the-box strategies are being integrated by the task force to fight COVID-19. These include the creation of the COVID-19 Cyber Advocacy Strike and Support Team (COVID-CASST), an internet advocacy team to correct misinformation on COVID-19 and DOH protocols.

She said that bandillo/recorrida is also done to create more awareness among the residents especially in critical areas and with local transmission.

“An extensive information drive to halt the spread of COVID-19 in the region is being done with the help of the Philippine Information Agency Caraga, public information officers, and local media partners,” said Dr. Aparri.

She also encouraged the public and netizens to help in the fight against fake news by checking the facts before sharing any data/information about COVID-19.

Furthermore, Dr. Aparri said that stricter border control is implemented such as the activation of checkpoints and requiring of negative COVID-19 test results.

"There's also an improved testing capacity with daily reporting of results, the opening of more laboratories and usage of RAT," she said.

Meanwhile, Jasmin Sarce of the Department of Health (DOH) Caraga presented the Regional Vaccination Operation Center - Vaccination Report in Caraga region. She bared that the DOH has established priority groups through a master list composed of vulnerable sectors who will be inoculated in the first and second doses.

In his closing message, PCOO Sec. Martin Andanar relayed virtually his sincere appreciation to the Caraganons for the continued trust and cooperation with the government. He likewise encouraged his fellow public servants to uphold the kind of genuine service that all citizens deserve just the same with President Duterte who continues to uplift the lives of every Filipino.

"On the sixth and final State of the Nation Address (SONA) on July 26, we shall listen to the embodiment of how people's aspirations have been achieved. At its center lies the realization that every Filipino has, indeed, been touched by the President’s words, actions, and his leadership," Andanar said.

PIA gears up promotion of gender equality, women empowerment during COVID-19 pandemic

BUTUAN CITY, Apr. 24 (PIA)– As the government’s communication arm, the Philippine Information Agency (PIA) has geared up efforts and initiatives in promoting women empowerment, gender equality, making its workers fully-aware of their rights and continue practicing gender-fair language.

During the virtual Orientation on Magna Carta of Women (MCW) and Gender Fair Language for PIA employees on Friday, Director-General Ramon Cualoping III emphasized that said orientation is relevant as it promotes gender equality, awareness, and development for all.

"Our role in the PIA is very crucial, very critical, and very relevant as we move forward into a more progressive and equal society for all of us," he added.

Cualoping said that President Rodrigo Roa Duterte and his administration had established many GAD-related programs and projects that contributed a great impact to the lives of the Filipino people. “The past many years we’ve seen the development, the progress that our communities have undertaken in order to ensure that the rights of everyone are respected and guaranteed. And in the past five years under the presidency of Rodrigo Roa Durterte, we’ve embarked on many projects to make sure that everyone is able to give and live his or her own great life,” he bared.

The official further revealed that the PIA continues to communicate relevant information to the communities making them empowered even during this time of the pandemic. “In the PIA, our role is to communicate, to inform, to #ExplainExplainExplain thus we do our best in order for us to enable what is most progressive in all of us in terms of our communities, our families, and the society as a whole,” said Cualoping.

Meanwhile, as the resource speaker, Atty. Judie Rose Tugado-Dimayuga of the Philippine Commission on Women's National Gender and Development Resource Pool discussed thoroughly the salient information stipulated in the Republic Act 9710 or the Magna Carta of Women and shared tips on how to be gender fair in language to make PIA employees more effective and efficient in performing their daily functions.

“The PIA under the Presidential Communications Operations Office has been an active agency in promoting gender equality mainstreaming and in the conduct of advocacy. We hope to strengthen your efforts for this endeavor in all the regions,” cited Dimayuga.

As she presented the Gender Fair Media Guidebook, Dimayuga highlighted that the PIA and the media should be able to practice gender-fair language in all its contents and in whatever platforms they use to disseminate the information.

Along with the discussion, the participants also learned about the legal basis of several GAD activities implemented in the national government agencies, government-owned and controlled corporations, state universities and colleges, and local government units.

TESDA distributes STEP toolkits to EO70 priority villages of AgNor town

BUTUAN CITY, Apr. 26 -- On its fourth wave of Special Training for Employment Program (STEP) Scholars Toolkits Distribution, the Technical Education and Skills Development Authority Agusan del Norte (TESDA AgNor) goes up to Barangay Casiklan, Las Nieves on April 22, 2021.

A total of 251 scholars delightfully received their starter toolkits which were made possible by the initiative of Rep. Lawrence Lemuel “Law” H. Fortun of the first district of Agusan del Norte. Scholars were comprised from the different barangays in the municipality of Las Nieves, such as Casiklan, Durian, Mat-I, Lingayao, Maningalao, Ambacon, and Tinucoran.

The Number of Starter Toolkits distributed are as follows:
• Produced Organic Fertilizer Leading Organic Agriculture Production NC II – 75 sets;
• Raised Organic Hogs Leading Organic Agriculture Production NC II – 125 sets;
• Carpentry NC II – 19 sets;
• Bread Making Leading to Bread and Pastry Production NC II – 32 sets.

The activity was spearheaded by TESDA Agusan del Norte, headed by Dir. Rey M. Cueva. It was graced by Rep. Fortun's Municipal Coordinator Nilo Pagente, together with Agusan del Norte Gov. Dale B. Corvera, represented by Provincial Administrator Gerry Joey Laurito, Municipal Mayor of Las Nieves, Hon. Avelina S. BFAR Caraga joins consultation on regulation of catching lobsters

SURIGAO CITY, Surigao del Norte, Apr. 26 -- A consultative conference to discuss concerns on catching of puerulus lobster and its related governing laws and regulations was held on April 22, 2021, in San Agustin, Surigao del Sur.

For the past seven years, the municipal local government unit (MLGU) of San Agustin in Surigao del Sur has visibly observed the existence of puerulus lobster in its municipal waters, a commodity which demand and market pricing are quite attractive and profitable.

However, the method by which this specie is caught raised a concern for the LGU, despite the enacted Republic Act 10654 and its corresponding Fishery Administrative Order.

Dir. Nilo S. Katada, officer-in-charge of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) in Caraga, together with the chief of the Fishery Inspection and Quarantine Service Hanawi B. Alauya and the Provincial Fisheries Office of Surigao del Sur personnel, attended the meeting and provided significant insights and clarifications for the regulation of catching puerulus lobsters. San Agustin Mayor Libertad O. Alameda and Municipal Agriculturist Genalyn Campos also attended the said consultation.

It was participated by the barangay and municipal Fisheries and Aquatic Resource Management Councils (FARMCs) and the buyer-consolidators of the said commodity.

As an impression, the MFARMC members were pleased by the presence of director Katada who delivered his viewpoints on lobster industry. They were also satisfied by the outcome that they were able to understand and agree not only on lobster issues but even the use and zoning of municipal waters.

AgSur eyes 7 towns to become cradle of eco-tourism

AGUSAN DEL SUR, Apr. 26 -- Seven towns in this province are seen potential to be developed for eco-tourism. These are the municipalities of Talacogon, San Francisco, Rosario, Bunawan, Loreto, La Paz and Veruela, where the Agusan marsh is also located.

The House of Representatives Committee on Tourism and Committee on Appropriation has forwarded House Bill No. 8956 to the Senate after it was approved during the third reading on March 25, 2021, and received by the Senate on April 12, 2021.

House Bill (HB) No. 8956 replaces HB 3667 which was filed on February 3, 2020, by Agusan del Sur Second District Rep. Adolph Edward Plaza and was approved on the second reading only on March 16 and finally approved on the third reading after nine days.

During a virtual “zoom’ meeting in August last year, former Department of Tourism (DOT) Caraga Regional Director Maria Anna Nuguid laid down her manifestation to House Committee on Tourism Chairperson Sol Aragones saying the passage of the Bills filed by Rep. Plaza will help institutionalize more intervention for the protection and sustainable tourism development of the area and will give due recognition to Agusan del Sur to take its rightful place in history, not only of the Philippines but of the world for it to be placed in the international tourism map. The Bills will also strengthen community-based tourism initiatives for the indigenous people communities in the area and will create more livelihood opportunities.

In the same zoom meeting, former DENR Caraga Regional Director Hadja Didaw Piang-Ibrahim called H.B. 3667 (now HB 8956) a very important Bill because it will support the efforts of the protected area management board in protecting Agusan Marsh having been declared a protected area pursuant to Republic Act 11038 under the National Integrated Protected Area System (NIPAS) Act.  Agusan Marsh is also declared as ASEAN Heritage Park.

Meanwhile, in his explanatory note, Rep. Plaza said that the Agusan Marsh Ecotourism Development and Management Plan shall ensure the preservation of the area and shall dwell on the carrying capacity of the Agusan Marsh Ecotourism Zone and its endemic and migratory birds species, specific site assessment, identification of strategic priorities, product development plans for local income generation, capacity building for the local community, strategies to promote the formulation of local production groups and networks, including the marketing and pricing of products and, marketing strategies that uphold natural, social and environmental integrity of the eco-tourism zone and its local residents. DA-13 provides livelihood projects as intervention for peace

 

BUTUAN CITY, Apr. 26 -- In support of the government’s effort to end local communist armed conflict, the Department of Agriculture (DA) - Caraga recently turned over livelihood projects to three associations held at the San Toribio Gymnasium in Esperanza, Agusan del Sur.

The Anolingan Farmers Association (AFS) with 41 members received six sacks of feeds for hog raising, while the San Toribio Farmers Association with 17 members received two piglets and four sacks of feeds.

DA-Bureau of Fisheries and Aquatic Resouces (DA-BFAR) also distributed 2,000 fingerlings and four sacks of feed to the Cebulan Farmers Association (CEBFARM) with 16 members.

Among the recipients were surrenderers from said barangays and were organized by the security sector to help them to be productive members of the community.

The turn-over ceremony which was attended by Regional Technical Director for Operations Rebecca Reyes Atega of DA-Caraga; Jekem Sanchez, livestock program coordinator; Catherine Juyno, chief of Del Monte Lowland Rainfed Research Station (DMLRRS) of Talacogon, Agusan del Sur; and Assistant Regional Director Edgardo P. Balambao of DA-BFAR Caraga.

DA-Caraga hosts 2021 food security confab

BUTUAN CITY, Apr. 26 - The Department of Agriculture (DA) - Caraga conducted on Apr. 21 the 2021 Regional Food Security Summit in Butuan spearheaded by the Planning, Monitoring, and Evaluation Division aimed at addressing the issues hounding the agriculture industry and formulate solutions.

In his message, DA Secretary William D. Dar urged the stakeholders to actively participate in the discussions and contribute their inputs to come up with actions and strategies that will change the challenges into opportunities and steer the agriculture industry towards development.

On the other hand, DA-Caraga Regional Executive Director Abel James I. Monteagudo shared that despite the challenges posed by the pandemic, agriculture performance has been good.

In fact, he said that rice production in the country for the year 2020 reached an all time high at 19.4 millon metric tons.

The Philippine Statistics Authority (PSA) also estimates a production 4.57 million metric tons for January-March, a 7.2 increase from the previous quarter.

For corn, the PSA estimates a 2.50 million metric tons volume of production, which is a 9.0% increase from the previous quarter.

For vegetables, Monteagudo said prices have gone down and has been stable while for the fishing sector, he said, since it is now open season so it is expected that there will be more supply of fish and other fishery products. (DA-RFO XIII, RAFIS/PIA-Caraga)

BFAR, UNDP-GEF hold workshop for ‘Octopus Management Framework Plan’

SURIGAO CITY, Surigao del Norte, April 26 -- The Bureau of Fisheries and Aquatic Resources (BFAR) through the United Nations Development Program (UNDP)-Global Environment Facility (GEF) rconducted a Mindanao-Cluster Stakeholders Consultation Workshop for Octopus Commodity on April 13-14, 2021.

The activity was attended by participants from Regions 9, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) via online platform.

The workshop was aimed at developing a National Management Framework Plan as part of implementing the Global Sustainable Supply Chains for Marine Commodities Project.

It sought to contribute to the sustainability of marine commodities, specifically octopus and blue swimming crab for the Philippines' component by strengthening platforms in managing these fisheries and implementing fishery improvement projects in the value chain.

National consultant Dr. Asuncion De Guzman served as resource speaker and facilitated the ‘root cause analysis’ on the Philippine octopus commodity.

The workshop included the identification of management issues in the Philippine octopus fisheries and suggested management measures for sustainable octopus fisheries.

The output of the virtual workshop will be consolidated with that of the Luzon and Visayas clusters for the coming up of a holistic National Management Framework Plan for Octopus including its action plan following the concept of Ecosystem Approach to Fisheries Management.

The participants of the said workshop were the octopus gatherers, consolidators, processors together with the local government units that have octopus fishery, local non-government organizations, academe, and BFAR personnel from the Regional Fisheries Inspection and Quarantine Service and from the National Stock Assessment Program.

Online seminar features onion armyworm management strategies

SURIGAO CITY, Surigao del Norte, Apr. 26 -- Research results on the management of onion armyworm (OAW) were the highlight during the monthly online seminar of the Department of Agriculture-Bureau of Agricultural Research (DA-BAR) on Mar. 9, 2021 via Facebook Livestream.

Scientist Mario Navasero of the National Crop Protection Center of the University of the Philippines Los Baños shared relevant information regarding the pest’s migration and infestation patterns, as well as potential strategies for its control.

“This is a ‘transboundary plant pest’ which means that it has the ability to migrate between islands and even countries,” Navasero revealed.

OAW feeds on the leaves of an array of vegetables and crops including onion, corn, rice, ampalaya, eggplant, tomato, hot pepper, legumes, and kamote, among others, which makes it an economically important pest.

Some of the strategies discussed include traps, some natural enemies of OAW, and chemical pesticides.

One of the traps mentioned was the synthetic sex pheromones used to lure the pest’s male adults. Based on studies abroad, it was recommended to have 20 lures for a hectare or one lure per 50 square meters.

Another option was the use of white UV lights which attract both male and female adults, but with the use of electricity.

Two natural enemies were also identified such as the parasitoid wasps braconid and Telenomus sp. which lay eggs on the worms and eggs of OAW, respectively, at the cost of the pest’s life.

Two microbes were also seen to potentially control OAW. One is the fungus Metarhizium rileyi which grows and encloses the pest in its spores. The other is the Spodoptera exigua Multi Nucleopolyhedrosis virus which causes the pest to disintegrate.

As for the use of pesticides, Navasero advised to use them properly and to utilize ones that belong to different groups of known modes of action.

The online seminar was participated in by 483 individuals nationwide and viewed by more than 5,000 people around the world on the said platform. (DA-BAR/PIA-Surigao del Norte)

Caraga stakeholders join virtual Pre-SONA Forum on Economic and Development Clusters

BUTUAN CITY, Apr. 27 (PIA) -- Various stakeholders in Caraga region had joined in the pre-State of the Nation Address (SONA) Forum of the Economic Development and Infrastructure Clusters hosted by the Department of Finance (DoF) via an online platform with cabinet secretaries from the different government agencies concerned as the resource speakers who presented the updates and developments since they assumed the post in 2016.


Secretary Carlos Dominguez of the Department of Finance (DoF) bared that the Duterte administration cleaned up the domestic cigarette business.

“It caught a domestic manufacturer for tax evasion in 2017, resulting in the largest tax settlement in Philippine history amounting to P30-billion. After shutting down the cigarette company, collection on cigarette excise taxes increased by an average of P2.5-billion per month,” cited Dominguez.

He added that under President Duterte's watch, the infrastructure spending dramatically rose to an average of five percent of Gross Domestic Product (GDP), more than double the investments of the past four administrations. "The Duterte administration also aggressively pushed for the full digitalization of the Bureau of Internal Revenue and Bureau of Customs," he said.

The official further elaborated that despite of the global health crisis, the administration moved quickly to protect the lives of Filipinos. "The game-changing reforms we had institutionalized over the last five years cemented our overall microeconomic stability and allowed us to respond decisively to this health crisis," he said.

“As of December 31, 2020, the Duterte administration allocated some P2.76-trillion (USD 55.69 Billion) or 15.4 percent of GDP in the fulfillment of the Four-Pillar Socioeconomic Strategy Against COVID-19, namely: Pillar 1 – Emergency support for vulnerable groups; Pillar 2 – Marshalling resources to fight COVID-19; Pillar 3 – Monetary actions to keep the economy afloat; and Pillar 4 – An economic recovery program to create jobs and sustain growth,” Dominguez disclosed.

On food security, Secretary William Dar of the Department of Agriculture (DA) underscored that second to public health concerns, the food security of the people during this pandemic has been a paramount goal of the government. “COVID-19 has magnified the weaknesses of the agricultural sector and compelled us to confront the challenges in the sector. The food security imperative revolves around increasing our farm productivity to guarantee adequate food supply. However, the availability of food at affordable prices to our consumers, particularly the poor, completes the equation,” he said.

Meanwhile, Cabinet Secretary Karlo Nograles, Cabinet Officer for Regional Development and Security (CORDS) for Caraga region, emphasized that the Duterte administration acknowledges the important role that the general public and different citizen groups play in policy-making.

“Sulong Pilipinas is one of the initiatives of the government to increase stakeholders’ participation and provides a venue to discuss issues and concerns that are important to the people. The needs, interests, and views of the people are foremost consideration in every policy decision of the President and the Cabinet,” bared Nograles.

During the whole day session, Acting Secretary Karl Kendrick Chua of the National Economic and Development Authority (NEDA) shared the updates on the Zero-to-Ten Point Socioeconomic Agenda and Priorities for 2021-2022; Governor Benjamin Diokno of the Bangko Sentral ng Pilipinas discussed the Monetary, External, and Financial Sector Development; Secretary Wendel Avisado of the Department of Budget and Management on the Fiscal Performance, Strategy, Reforms and Outlook; Secretary Mark Villar of the Department of Public Works and Highways on the updates of the Build, Build, Build Infrastructure Program; Secretary Vivencio Dizon on updates of the New Clark City; Secretary Arthur Tagude of the Department of Transportation on updates of the Transportation sector; Secretary Gregorio Honasan of the Department of Information and Communications Technology on the development in Information and Communications Technology; Secretary Ramon Lopez of the Department of Trade and Industry (DTI) on the updates of Digitalization Efforts; and Secretary Carlito Galvez, chief implementer of the Philippines’ Declared National Policy Against COVID-19. Caraga hosts first leg of Regional Pre-SONA Series

BUTUAN CITY, April 27 (PIA) -- Local government officials, civil society organizations, and members of the media convened to witness the first leg of “Kasama sa Pamana: Regional Pre-SONA Series” on Thursday, April 15, in the Agusan del Norte Capitol Covered Court, Butuan City.

The roadshow aimed to inform the public of the major accomplishments of President Rodrigo Roa Duterte’s Administration from 2016 as well as the plans for the remainder of his term. Cabinet Secretary Karlo Nograles, who also serves as Caraga’s Cabinet Officer for Regional Development and Security, graced the event along with Agusan del Norte Governor Dale Corvera and Butuan City Mayor Ronnie Vicente Lagnada.

In his message, CabSec Nograles shared that the Pre-SONA (State of the Nation Address) activity serves as a comprehensive prequel for the President’s sixth and final SONA on July 26, 2021. 

The keystone accomplishments of the present administration in the areas of economic and development; infrastructure; human development and poverty reduction; participatory governance; security, justice and peace; and climate change adaptation, mitigation and disaster risk reduction were presented in the form of an audio-visual presentation.

The most notable accomplishments of the government in Caraga region were also highlighted which includes the Masao Port improvement project, land tenure security program, agrarian justice delivery program, agrarian reform beneficiaries’ development and sustainability program, and the implementation of the COVID-19 adjustment measures program.

Dr. Dioharra Appari of DOH Caraga presented the COVID-19 situation in the region where the number of COVID-19 cases is rising. However, contact tracing has also been intensified in several areas and traces as far as second-generation of close contacts. 

DILG Caraga Regional Director Lilibeth A. Famacion served as the moderator for the presentation of accomplishments and question-and-answer portion. As the Technical Working Group Chairperson and Head Secretariat of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC), Director Famacion thanked the national government for the unwavering support and guidance in all of the efforts of the regional government which made Caraga rise from its humble roots.

Secretary Martin Andanar of the Presidential Communications Operations Office closed the event with a virtual message by guaranteeing the public that the President is always working for what is best for the country.

Higaonons’ yes pushes green coffee bean facility construction

The smell of fresh coffee beans is in the air in Caraga as the construction of the Green Coffee Bean Processing Facility in Casiklan, Las Nieves, Agusan del Norte is bound to start. All thanks to the approval of the Higaonon tribe during the Free and Prior Informed Consent (FCIP) meeting facilitated by the National Commission on Indigenous Peoples (NCIP) on April 21.

Represented by three Indigenous Peoples, namely: Melinda P. Masiste, Beniales B. Dominador, and Antonio T. Manlipayan Jr., the signed MOA signified a green light to issue the Certificate of Precondition, a document certifying the building of a facility to be issued by the Provincial Government Unit. This will be given to the Casiklan Wheels Farmers Association Inc. (CAWFAI), the intended beneficiary of the project funded by the Department of Agriculture-Philippine Rural Development Project. 

“The DA and the government are here to build a coffee processing plant that will soon be turned over to CAWFAI. Let’s set our mind that this will benefit not only the CAWFAI but also the IPs here in Casiklan,” assured Atty. Siegfried A. Auza, NCIP Provincial Legal Officer.

Since a portion of the ancestral domain will be used for the infrastructure, a documented consent is needed from the affected party through a signed MOA. 

“The process that we are doing is part of the agreement. This will allow or nullify the construction of the facility based on your decision,” emphasized Andrew M. Salas, NCIP Bueneascar, Acting Community Development Officer. 

The IPs agreed to the provisions stating the acceptance and approval of building a processing center worth P19 million. This will further boost the barangay’s coffee enterprise and increase farmers’ income. Moreover, the MOA stipulates that three signatories will represent the Higaonons in Casiklan, making them responsible for the agreement.

However, it was made clear that the rights given to the signatories are limited only to the present agreement. Another FPIC meeting will commence before the operation kicks off to tackle the terms and conditions of the enterprise and royalty of the Higaonon. The signed MOA will be forwarded to the province then to the region for the issuance of the Pre-Condition Certificate.

Higaonon voices heard

Furthermore, the FCIP served as an avenue to hear the voices of the IPs and clarify their concerns. 

Tribal leader Datu Beniales B. Duminda encouraged his constituents to unify their answer and say yes to the building facility. He believes the project will benefit all the residents of Casiklan including the IPs since the majority are coffee farmers.

"This will surely pour overflowing opportunities to the tribe and will inspire those who quitted coffee farming to get back to business,” Datu Duminda exulted.

According to the 10-year coffee farmer, the 100x100m production area sums to P3000 input only. This earns them P7000 per harvest, which lasts for six months. With the processing center, Datu Duminda believes both coffee production and income will increase.  
Additionally, some IPs expressed their gratitude for including them in the whole process.

“We are pleased that they made sure to consult us for the construction of this project. We feel that our tribe has been significant to its realization,” Bae Thelma C. Makaundag expressed.

DA’s continuing support to CAWFAI

In 2020 CAWFAI received a Multi-Purpose Drying Pavement, Multi-Commodity Solar Tunnel Dryer, coffee roaster, grinder, sprayer, hand tractor, grass cutter, and pole pruner from the DA High-Value Commercial Crops Program. This encouraged residents in Casiklan to venture into coffee farming and join the association making it grow from 15 members to 293. Road rehab in SurSur's conflict-affected area nears completion

TANDAG CITY, Surigao del Sur, Apr. 27 -- The Surigao del Sur Provincial Task Force to End Local Communist Armed Conflict (LTF-ELCAC) has set another developmental footprint as it revealed an ongoing farm-to-market road rehabilitation from Sitio Simowao (Kilometer 9) to Sitio Han-ayan (Kilometer 16) in barangay Diatagon, Lianga, Surigao del Sur in an ocular inspection on Monday. The project is part of the implementation of the National Task Force ELCAC’s Barangay Development Program (BDP).

These sitios were formerly the haven of the Communist Terrorist Groups (CTGs). Barangay Diatagon of Lianga was then a home for the Communist NPA Terrorist (CNT) alleged front schools, Tribal Filipino Program of Surigao del Sur (TRIFPSS), and Alternative Learning Center for Agriculture and Livelihood Development (ALCADEV) which were exposed by former rebels and ordered to stop its operations by the Lianga Indigenous People (IP) Council by virtue of resolutions and ordinances adopted by the Local Government Unit and backed by the Caraga Regional Task Force to End Local Communist Armed Conflict.

Currently, Surigao del Sur Governor and Regional Peace and Order Council Chairman, Alexander T. Pimentel, has supported the rehabilitation of the farm-to-market road by providing fuel and equipment as the 544th Engineer Battalion and the 3rd Special Forces “Arrowhead” Battalion provided the manpower and security to finish the development projects.

The road rehabilitation was instrumental as it opened the gateway for government services. The NTF-ELCAC’s orchestration of government efforts to address the root causes of NPA terrorism has resulted in the establishment of DepEd-accredited IP Schools of Living Tradition (DepEd-SLTs), the provision of livelihood settlement grants, the delivery of various social and basic services to the IP communities was realized and sustained.

The IP communities in Surigao del Sur, Lianga tribal chieftain Datu Constancio Duhac, and IP Mandatory Representative (IPMR), Alexander S. Bucales along with San Miguel IPMR, Rico Maca said that NTF-ELCAC’s thrust has freed them from the bonds of CPP-NPA exploitation and opened the gateway for IP communities towards sustainable development.

“Ang mga senador na gustong tanggalan ng budget ang NTF-ELCAC at BDP ay hindi nakakaintindi sa kalagayan at kahirapan ng tribo hindi lamang sa Surigao del Sur kundi sa buong Pilipinas. Pag tinanggalan mo ng budget ang NTF-ELCAC BDP, hindi matutuloy ang mga project na para sa aming mga conflict-affected barangays at dadami nanaman ang rebelde dahil sa kahirapan,” Datu Rico Maca said.

“Ang NTF-ELCAC ang aming pag-asa sa pag-unlad ng aming tribo. Kapag nagawa na ang mga kalsada mas mabilis nanaming maibababa ang mga produkto naming at mawawala na ng tuluyan ang mga NPA dahil wala na silang mapagtataguan,” Datu Constancio Duhac added.

1,035 beneficiaries receive salaries from DOLE's TUPAD in SurSur

TANDAG CITY, Surigao del Sur, Apr. 28 (PIA) -- Some 1,035 beneficiaries of Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers (TUPAD) have received their salaries from the Department of Labor and Employment (DOLE) in Surigao del Sur on Friday, Apr. 23, 2021. A total of P4,968,000.00 TUPAD salaries were released to the beneficiary-workers in the informal sector.

The said beneficiaries were coming from the local government units (LGUs) of Barobo, Tagbina, Bislig City, and Tandag City, the first batch to finish their short-term work engagement that involved cleaning of public facilities and community gardening.

According to the DOLE Surigao del Sur Provincial Office, of the 1,035 beneficiaries, 200 of whom are from the LGU of Barobo, 666 from LGU-Tagbina, 78 from Bislig City, and 91 from Tandag City.

Based on the report, each beneficiary received P4,800.00 for the 15-day work (4 hours a day only); following the prevailing minimum daily wage in the Region which is P320.00/day. Minimum health protocols were observed during the duration of the activity.

The TUPAD Program is a safety net program that provides temporary wage employment to the workers in the informal sector particularly the unpaid family workers and self-employed workers with elementary occupations who were displaced or whose earnings were affected due to the COVID-19 pandemic, it was learned.(with a report from DOLE/PIA-Surigao del Sur)

DSWD-Caraga continues to provide aid to AgSur FRs in 2021

BUTUAN CITY, Apr. 28 -- Fifty-two (52) Former Rebels (FRs) receive cash aid worth P520,000.00, as well as family food packs, hygiene kits, and sleeping kits under the National Government’s Enhanced Comprehensive Local Integration Program (E-CLIP), last April 15, 2021, at the Naliyagan Cultural Center, Patin-Ay, Prosperidad, Agusan del Sur.

The Department of Social Welfare and Development (DSWD) Field Office Caraga led by the OIC-Regional Director, Ramel Jamen, personally handed the assistance to the recipients. Each of the 52 beneficiaries received cash worth P10,000.00, plus family food packs, hygiene kits, and sleeping kits as part of DSWD’s part of the E-CLIP implementation.

“Personally, dili ko gusto nga former rebels ang itawag sa inyo, gusto nako nga tawagon kamo’ng bag-ong katawhan, aron dali nato’ng malimtan ang gidisisyonan nga mga papel sa niagi’ng mga katuigan isip NPA (I would like to refrain from calling you Former Rebels, instead, I wanted to call you as New Persons, so that your previous leaning towards the left-wing disciplines and practices can easily be forgotten),” Jamen said.

The E-CLIP is one of the peace-building initiatives of the government to meet the priorities for the Philippine Development Plan 2017-2022. Its implementation is further intensified by the issuance of the Executive Order No. 70 (EO 70) s. 2018 which seeks to institutionalize the Whole-of-Nation Approach to facilitate and pursue the country’s peace agenda.

With the government’s calling for full participation of the national government agencies and local government units in the program, DSWD, being one of the members of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), affirms the implementation of the program through the provision of social welfare and protection program/services towards beneficiaries.

Other members of the NTF-ELCAC also participated in handling the assistance to the beneficiaries. These members were Edgar Ostos Ga, Municipal Barangay and Community Development Head, Major Ariel Pabria, Executive Officer of 26 IB, and Brigadier General Allan Hambala, Commanding Officer of the 401st Brigade, Philippine Army.

“Usa kini ka activity karon pagpamatuod kung unsa ka sensero ang atong gobyerno alang niadtong atong mga kaigsuonan nga nahisalaag, mga dating NPA nga karon nibalik na sa sabakan sa gobyerno. (This event is a solid evidence of our government’s sincerity to help our Former Rebels who abandoned the armed struggle and opted to become productive members of society),“ said Agusan del Sur Governor Santiago ‘Santi’ Cane Jr., live via Zoom.

Protective Services Division (PSD) Chief, Jessie Catherine Aranas, emphasized that this assistance will surely help the FRs start anew. Sarrah Rose Salingay, Crisis Intervention Section (CIS) Head, also added that the assistance will serve as instrument for the Former Rebels to feel accepted in their reintegration to society.

On behalf of fellow FRs, alias Datu, 64-years-old, expressed gratitude to the government for the renewed hope and for giving them another chance to recover from the lost opportunities. Datu already has his own start-up poultry business. Datu also added that the assistance given by DSWD FO Caraga will never be put into waste since he will use it in expanding his farm. Govt’ to hold mayors, barangay captains accountable for violations of health protocols

President Rodrigo Roa Duterte on Wednesday, April 28, warned local government officials, particularly mayors and barangay captains, that he will hold them responsible for violations of health guidelines in their jurisdictions causing spikes in COVID-19 infections.

President Duterte made the warning after hearing reports of mass gathering during a religious event in Malolos, Bulacan, noting several minimum health protocols were violated.

“Under the police power of the state, ang mayor, ang barangay captain because they are persons of authority, they are the ones who should be responsible for the enforcement of the law,” President Duterte said during his weekly public address on COVID-19 interventions.

“Ang guidance binibigay lang sa police because the supervision belongs to the mayor. Ang barangay captain is also a person in authority like a teacher is a person in authority.”

Local officials such as mayors and barangay captains could be penalized under the law for not enforcing the health protocols during the pandemic, according to the President.

“So ang gawin ko ganito, I will hold responsible under the law, may batas eh, maraming batas --- there are about five provisions in a different statutes na ang barangay captain siya ‘yong mag-enforce sa law,” he said.

“At kung hindi, ‘yong mayor or concurrently the mayor and the barangay captain are responsible for the enforcement of the law, especially if it is a penal law, ‘yong may corresponding, well, preso o ano.”

The President said he would direct Interior and Local Government Secretary Eduardo Año to hold the mayors responsible whenever there are violations in government health guidelines in their jurisdictions.

Not enforcing the law constitutes dereliction of duty and local officials will be punished under the Revised Penal Code, he said.

Not knowing what is happening in their areas is not an excuse, the President said, noting the DILG could charge them administratively and criminally.

“‘Pag may nangyari pang pistahan o sayawan diyan, ang tawagin ng DILG ang mayor pati ang barangay captain, and then he will proceed to enforce the law,” he said.

“Since he is my alter ego dito nga sa sinabi ko DILG nandito eh, it’s a civilian department, and he can exercise that power. So siya na.”

Meanwhile, the Department of the Interior and Local Government (DILG) announced approved guidelines for community pantries in the country. Secretary Año enumerated the “standards” to be followed by organizers in initiating a community pantry:

· Basic health protocols or minimum health standards should be followed and observed;

· No illegal and harmful items, including alcoholic beverages and cigarettes;

· Both the local government unit and the community pantry organizer could not ask for any kind of fee;

· No permit needed but must coordinate thoroughly with the local government unit to ensure compliance with law and ordinances;

· Coordination with the local government unit is vital for the following reasons:

· The LGU will decide on the venue of the community pantry and to ensure the venue is in the area of those who are really in need;

· The LGU will provide a link between organizers and local producers for the supply needed for the community pantry;

· The LGU will enforce security and maintain peace and order through the PNP, barangay tanod, barangay officials, and volunteers;

· The LGU will provide a system that will help reach the community pantry to senior citizens and persons with comorbidities that cannot leave their homes.

Año noted that one of the visions for the community pantry is to ensure that it is localized, and only the constituents of a certain barangay could join to prevent mass gatherings.

“Katulad po noong naganap dito sa Barangay Holy Spirit na in-announce ito sa Facebook kung saan nagdagsaan ang maraming tao at halos sobra pa sa sampung libo ang dumating na mga tao at hindi na na-control at hindi na naipatupad ang minimum health standard,” he said.

The DILG will not allow political personalities to politicize community pantries by displaying banners containing their names, Año said, adding everybody’s rights should be respected in organizing community pantries.  PND

President Duterte extends NCR Plus MECQ until May 14

President Rodrigo Roa Duterte has approved Wednesday the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) placing Metro Manila and its adjacent provinces or the so-called NCR Plus under modified enhanced community quarantine (MECQ) until May 14.

Heeding the advice of health experts to give breathing space to the struggling hospitals, the President put Metro Manila, Rizal, Bulacan, Cavite and Laguna under MECQ.

Santiago City in Quirino province and Abra province will also be under MECQ starting May 1, President Duterte said in a public address.

Apayao, Baguio City, Benguet, Ifugao, Kalinga, Mountain Province, Cagayan, Isabela, Nueva Vizcaya, Batangas, Quezon, Tacloban, Iligan City, Davao City, and Lanao del Sur will be under general community quarantine (GCQ) while the rest of the Philippines will be under modified general community quarantine (MGCQ).

During his address, the President apologized for the two-week extension of the MECQ in the NCR Plus, stressing the move is necessary to address the spiking number of COVID-19 cases and hospital congestion.

“So mga kababayan ko, naghihingi lang ako sa inyo ng paumanhin. I’m sorry that I have to impose a longer --- itong modified enhanced community kasi kailangan. Nag-spike ang --- may spike ang ano, tumaas ‘yong infections at ‘yong hospital natin puno,” President Duterte said.

The chief executive appealed to the public to follow government-mandated health protocols to prevent more people from being infected and to help the country recover from the pandemic.

“So sumunod na lang muna kayo tutal para man ito sa lahat. Ako ‘yong pinakahuling tao na mag-istorbo sa buhay ninyo. Sabi ko nga eh, I want the people to be comfortable. So sometimes you have to interdict or intervene because it is of national interest. But --- ibig sabihin para sa --- for the good of all ‘yan eh --- tawag nito? Iyong health hazard,” he said.

The President said he will hold local officials especially mayors and barangay captains accountable for not enforcing the law and allowing people to congregate that in the end result to the increase in COVID-19 infection.

The Department of Health (DOH) has recorded 6,895 new COVID-19 cases on Wednesday, putting the country’s total infection figure to 1,020, 495 since the start of the pandemic. Of the 67,769 active cases, 27,891 came from the NCR.

There were 935,695 total recoveries and 17,031 fatalities.  PND

General population may start receiving COVID-19 shot by August, says vaccine czar

The government targets to start inoculating the nation’s general population in August as it expects to secure steady supply of COVID-19 vaccines from multiple producers, the country’s vaccine czar said on Wednesday.

“And then sa August po, we are targeting na pagka dumagsa na po ang ating mga vaccine, puwede na po tayong magkaroon po ng target ng population ng general public na po. Vaccination na po tayo by August kasi mayroon na po tayong eksaktong mga bakuna,” Secretary Carlito Galvez Jr. said in a report to President Duterte.

He told the President that they hope to have more vaccine deliveries in June that will enable the government to start vaccinating the country’s economic frontliners.

“At darating na rin po ‘yong --- ‘yong mga binili po ng Go Negosyo, at dadating na rin po ‘yong binili po ng ICTSI nila Mr. Razon at Ayala, lahat ng mga conglomerates darating na rin po ng June so magsasabay-sabay na po tayo,” he said.

Galvez, who is also the chief implementer of the National Task Force Against COVID-19, said they agreed to hold a symbolic mass vaccination of laborers this May 1, Labor Day.

“Humiling po si Secretary Bello na magbakuna tayo ng 5,000 na talagang mga frontliners, mga laborers, kasi Labor Day po,” he said.

“So ang gagawin po natin magbabakuna po tayo ng mga laborers. And we thank Secretary Duque for approving collectively --- ‘yong lahat po na ano po natin, at marami pong salamat sa IATF.”

In March this year, the government started immunizing healthcare workers, senior citizens, and persons with comorbidities and eyes to conclude it by July.

The government has so far vaccinated one million healthcare workers, with 700,000 still unvaccinated, according to Galvez.

“At ‘yong iba po kasi ‘yong iba talagang mayroong 27 percent po na ayaw magpabakuna at saka mayroon pong naghihintay ng Pfizer at saka mga Moderna, ‘yong mga vaccine na nasa Western,” he said.

A total of 250,000 healthcare workers already received the second dose of COVID-19 vaccine, Galvez reported.  Some 240,000 senior citizens and 256,000 persons with comorbidities also received the shot.

Galvez said they target to vaccinate two million to three million every week once there’s enough vaccine inventory in the country.

“Meaning ang ating per day is 500,000 to 1 million ang ano po natin makakaya po natin kasi po mayroon po tayong 5,000 na vaccination site. Iyong isang vaccination site po kaya po ‘yong 100. So 500,000 po kayang-kaya po in one day,” he said.

The government expects the bulk of vaccine deliveries by June, as supplies from Moderna, Sinovac, Gamaleya, AstraZeneca, and from the World Health Organization-led COVAX facility come in.

It also sees more supply in the third quarter as wealthy Western nations complete immunizing 60 to 70 percent of their populations. PND
