DSWD orients ushers, escorts of DRMD guidelines

BUTUAN CITY, May 25 - The Department of Social Welfare and Development (DSWD) Field Office Caraga through its Disaster Response and Management Division (DRMD) has conducted the one-day Orientation for the Identified Ushers and Escorts of DRMD on the Decorum and Guidelines for the Facilitation of Delivery of the Humanitarian Cargoes to local government units held at Grand Palace Hotel, this city.

On top of the agency’s objective on ensuring the availability, accessibility, and readiness of resources, as well as administrative support necessary before and during disaster operations, the orientation also underscored the importance of focusing the facilitation of technical assistance to the staff who are identified to usher and escort the food and in-kind items being requested by the LGUs.

One of the resource speakers, Mr. Angel Bert Casimilio, SWO-II, highlighted that their task does not only start and end on simply accompanying the humanitarian cargoes but it also entails a lot of responsibilities such as ensuring the safety and the completeness of cargoes throughout the travel and until its delivery.

“We have to take all the necessary procedures/processes to make sure that all is handled well and these cargoes are properly stored and/or delivered,” cited Casimillio.

Local SK highlights COVID-19 interventions, info drive vs fake news

BUTUAN CITY, May 26 (PIA) -- Combating fake news has been one of the primary agenda of the current administration and in the frontlines are the nation’s youth. In the Province of Dinagat Islands, the Sangguniang Kabataan (SK) of Brgy. Aurelio in the municipality of San Jose continues to be a massive advocate for ending the proliferation of disinformation and promoting the importance of giving and receiving verified information.

And for SK Chairperson Mark Antony Bacara, this campaign could not have been more relevant especially as controversies on the coronavirus disease 2019 (COVID-19) vaccines and the vaccination rollout are still out in the open.

 “The SK council has a big contribution in the fight against fake news. And with the ongoing vaccination rollout, we will conduct an information drive in the community against fake news about the vaccine,” he said during his guesting at the Network Briefing News on Wednesday, May 26, with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar.

This is currently one of the main agenda of the barangay youth council as views on the COVID-19 jabs are still divided among the youth.

“Some youth are willing to be vaccinated because they are afraid of COVID-19. Some are afraid of the vaccine because of what might happen to them if they got vaccinated.”

Meanwhile, during the show, the barangay SK leader mapped out their COVID-19 response. For this year, they plan on providing basic COVID-19-related medical articles to residents and helping the education sector, which faces great challenges in continuing the delivery of education amid the health crisis.

“This year we have planned programs like distribution of hygiene kits, sanitary kits, face shields, and face masks to the youth and residents of the barangay. We also plan to provide support to the education sector during the blended modular learning through the provision of bond papers and other school supplies,” SK Chair Bacara elaborated.

Since the pandemic, the SK of Brgy. Aurelio has actively provided support for the local government’s COVID-19 response. These include providing assistance in the distribution of food packs to community members and manned the checkpoints during heightened community quarantine implementation. They also assisted in the establishment of the barangay containment and care center and even carried out the burial of non-COVID-19 patients.

With more interventions set to eradicate the effects of the pandemic, the youth leader called out fellow SK leaders to launch initiatives that will address the needs of the youth. He also urged the youth to continue abiding minimum health standards such as wearing of face masks and face shields and observing physical distancing. (DMNR/PIA-Caraga)

Dinagat Islands LGU eyes closing border amid rise of COVID-19 cases

BUTUAN CITY, May 26 (PIA) -- In response to the rise of coronavirus disease 2019 (COVID-19) cases in the municipality, Municipal Mayor of San Jose in the Province of Dinagat Islands Yngwie Hero Ecleo said Wednesday the local government unit might re-implement closed borders policy.

This, he said during his guesting at the Network Briefing News with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar.

As of May 24, 2021, the town of San Jose has a total of 234 confirmed cases, with 109 active cases, 122 recoveries, and three deaths.

Six residents of San Jose town have also tested positive for the South African variant of COVID-19. In a Facebook post made by the LGU, one confirmed case had a travel history in Metro Manila while the rest contracted the new variant locally. All cases have been declared clinically recovered after undergoing 10-day isolation at the Provincial Care and Containment Center and the Dinagat District Hospital (DDH).

While new measures are still being formulated to regulate the transmission of the new variant, Mayor Ecleo said they continue to implement granular lockdown in affected barangays to contain the spread of the virus. Despite the lack of needed health facilities, the LGU remained proactive in its COVID-19 responses. The municipal gymnasium and three schools were utilized as isolation facilities for mild COVID-19 cases. COVID-19 helplines were also established across the municipality and are on-call 24/7.

Stricter monitoring of the residents’ movement will also be enforced, the mayor added.

Mayor Ecleo emphasized the need for locals to actively partake in putting an end to the pandemic which they can show primarily by religiously abiding health protocols.

“We need to unite because what else can we do if we do not follow protocols? This is for your own good. We are thankful to those who do their part and listen to the authorities. And for those who still refuse to follow, we will not stop making you understand the seriousness of this crisis,” he furthered. (DMNR/PIA-Caraga)

AgSur media personalities receive golden heron media awards

BUTUAN CITY, May 26 (PIA)– Different media personalities were recognized for their exemplary performance in their respective fields in the industry, particularly in upholding righteous and accurate information to the general public thru the recently concluded first Agusan del Sur Police Provincial Office (ADSPPO) Philippine National Police (PNP) Press Corps Golden Heron Media Awards.

Of the media practitioners in the province, the Best of them were chosen for the following categories: Best Newscaster Male/Female Category (TV and Radio); Best News and Public Affairs Program; Best Field Reporter; Best TV Reporter; Best Station ID; and Social Media Award for News and Public Affairs.

According to Richard Grande, president of the PNP Press Corps, it is high-time that the media practitioners could be given recognition and awards for their sincere commitment and dedication in performing their duties and responsibilities.

“This is the first time that we conduct this prestigious event in the province amid the pandemic. We want our media peers to know that their efforts are recognized and not put to waste. We want our good working relationship along with other stakeholders to continue as we continue also the services we provide to the public,” cited Grande.

For Alexis Cabardo, who was awarded Best in Newscaster Male Category, this award was meaningful and one-of-a-kind prestige. He said this will serve as inspiration for him to work better and be a good example to others who are also in the same field.

Biocon effective alternative for crop pest management

BUTUAN CITY, May 26 -- Farmers’ struggle against pests and diseases is real. The devastating effects of the outbreaks of insect pests and diseases add to a farmer's distress and probable losses.

According to the Food and Agriculture Organization of the United Nations, pests and diseases have historically affected food production either directly or indirectly through losses in food crop yield. These losses are worsening by the changing climate, and its increasing volatility, threatening food security and rural livelihoods across the globe.

With this the Department of Agriculture (DA)-Caraga Regional Agriculture and Fishery Information Section (RAFIS) together with the Crop Pest Management – Regional Technical Working Group conducted the Information Caravan on the Prevention and Control of Emerging Pest and Diseases on Rice and Corn in the Municipalities of Las Nieves, Jabonga, Kitcharao, Buenavista, and Nasipit, Agusan del Norte on May 11, 18, and 20.

The campaign aimed to capacitate and strengthen farmer's decision-making ability and pests and disease management practices through the use of Integrated Pest Management (IPM). DA also emphasized the use of Biological Control Agents (BCA or Biocon) in optimizing the production of the region's major commodities.

According to Science Research Specialist II Maricel Jabao-Didal of the Regional Crop Pest Management Center (RCPMC), BCA is a friendly organism that is used to manage different pests. It is considered the best alternative to pesticides, efficient and safe for humans and also the environment.

"Farmers should know that there are effective environment-friendly alternatives to pest management such as the use of Biocon. RCPMC provides these services for free from technical assistance to the distribution of biological control agents such as parasitoids like Trichogramma sp., pathogen like Metarhizium anisopliae, Trichoderma sp, Beauveria bassiana, Nuclear Polyedrosis, and predators such as Chilocorus nigrita, earwig, green lacewing, and assassin bug which are beneficial in managing pest," said Didal.

Most farmers rely heavily on inorganic fertilizers and pesticides without knowing the environmental pollution caused by the excessive and indiscriminate use of agrochemicals. This leads to the decline of the area’s biodiversity such as the natural enemies and microorganisms in the field.

“The RCPMC is into mass production of these useful Biocon agents to be a reliable partner of the farmers for crop pest management,” Didal added.

This year, RCPMC targets to distribute a total of 6,000 packs of Metarhizium anisopliae, 6,000 packs of Trichoderma sp., 10,000 trichocards of Trichogramma, and 50,000 adults of earwig.

Thus, the regionwide information caravan reinforces the knowledge of the farmers about pest management.

For Narcie B. Rosales, a rice farmer from Barangay Poblacion, Jabonga, Agusan del Norte, knowing how to deal with pests and diseases in her area is a big help.

"The identification of beneficial and harmful insects on rice is very important because this will help me to decide which appropriate prevention and management control measures in the field I should use. I have now a better option knowing the benefits of BCA," said Rosales.

Aside from imparting awareness to farmers, DA believes that interpersonal communication, even amid the pandemic, is vital in changing the mindset of the farmers on chemical use and rather use the biological control agents in managing pests and diseases. (DA-Caraga RAFIS/PIA Agusan del Norte)

New MGB-13 chief assumes post 

SURIGAO CITY, Surigao del Norte, May 26 -- In a simple turnover ceremony held recently at the Department of Environment and Natural Resources (DENR) Caraga Regional Office in Butuan City, DENR Undersecretary for Enforcement, Mining and Muslim Affairs Jim O. Sampulna officiated the turnover of leadership for the Mines and Geosciences Bureau (MGB) Regional Office 13 between outgoing Regional Director Glenn Marcelo C. Noble and incoming OIC-Regional Director Larry M. Heradez.

The said ceremony was held in compliance with MGB Special Order No. 2021-055 dated April 15, 2021 issued by MGB Director Wilfredo G. Moncano and DENR Special Order No. 2021-238 dated May 7, 2021 issued by DENR Secretary Roy A. Cimatu reassigning RD Noble to MGB MIMAROPA and designating Engr. Heradez as the OIC-RD of MGB Regional Office 13.

DENR Caraga Regional Executive Director Nonito Tamayo said the installation of MGB’s directorship is contained under DENR Administrative Order No. 2018-18 which is the establishment of a Centralized Management and Coordinative Mechanism at the Regional Offices of DENR, MGB and EMB and Designation of the DENR Regional Director as the Regional Executive Director providing the overall command of Regional Operations for the efficient implementation of programs and rules and regulations pertaining to the environment. 

“I count on your cooperation and in return you can count on our support including our PENROs and CENROs just as we are counting on you in the implementation of rules and regulations pertaining to mining laws.  Together with the more than 1,000 men and women of DENR Caraga, We welcome you! We are always there to provide you help,” said Director Tamayo.

On his part, Dir. Moncano delivered words of gratitude and encouragement for the two officials.  “Assuming the position of Regional Director is a very important experience for any official of the MGB or DENR for that matter. My congratulations to the incoming OIC-Regional Director, Engr. Larry Heradez!  I would also like to thank Engr. Glenn Noble for taking care of MGB Regional Office No. XIII for almost 3 years. RD Noble has made a lot of improvements in organizational matters and has managed all the pressures well. And my expectation is that incoming OIC-Regional Director Larry Heradez will also do the same," said Dir. Moncano

"Being the Regional Director of any Regional Office comes with responsibility, authority and accountability. And these are the standards that the Regional Directors are measured.  And for those who will be doing well, of course, there will be promotions or recognition but all of us officers in government are measured on these three parameters,” he added.

He also said that there are high expectations for the mining sector as it might be one of the saviors of the battered Philippine economy according to Finance Secretary Carlos Dominguez III.  With that in mind, he mentioned that MGB has prepared the projects classified as priority projects phase 1, phase 2 and phase 3 on the line in order for the sector to contribute to the recovery of the economy.   

Furthermore, Director Moncano expressed his hope that MGB Regional Office 13 will expedite the processing of mining applications as the mining capital of the country. 

He encouraged the personnel to apply and comply with the Ease of Doing Business Law and that he has high expectations for the MGB Regional Office 13 to be the lead region in terms of contribution to the mining economy. (MGB-13/PIA-Surigao del Norte)

DA 13 reviews additional sub-projects in Placer, Cantilan

SURIGAO CITY, Surigao del Norte, May 26 -- A thorough document review was done by the Department of Agriculture-Philippine Rural Development Project Caraga (DA-PRDP) for the additional three subprojects of the I-BUILD or Infrastructure component.

The proposed subprojects under the additional financing of PRDP will be presented during the prioritization run on May 28, which will secure them a budget spot.

The PRDP Regional Project Coordination Office (RPCO) sat together with the local government officials of Placer town in Surigao del Norte and Cantilan town in Surigao del Sur in a joint Technical Review to help iron out the documents needed.

The proposed establishment of the 30 tons ice plant with ice storage of Placer, and improvement of Tigabong Portable Water System Level II and construction of the 3 units watch Tower for Cantilan have to undergo every component of PRDP to check if it has passed the set parameters.

According to the I-BUILD focal person Rhidge Berdera, the I-PLAN has to initially evaluate the documents so it can proceed to Geomapping and Governance Unit that will check its location.

This will be endorsed to the Social Environmental Safeguard that will then review the project's environmental feasibility and safety. The Economics will then examine its practicality and if all the parameters of each component are met.

Then, I-BUILD will endorse the documents to the prioritization run, if not, it will automatically dismiss the proposal.

Compliance with the documents is still ongoing. Moreover, this will be included in the Regional Program Advisory Board (RPAB) on May 27. The RPAB approval is also a requirement for the prioritization run. (DA-13/PIA-Surigao del Norte)

P25-M livelihood aid given to internally displaced families

BUTUAN CITY, May 26 - A total of Php25,000,000 livelihood grants have been distributed to some 1,259 internally displaced families in the Caraga region by the Department of Social Welfare and Development (DSWD) Field Office Caraga through the agency’s Sustainable Livelihood Program.

The livelihood assistance, amounting to Php20,000 per family, serves as start-up capital to rehabilitate the families’ existing small businesses or finance a new livelihood project. Through this intervention, the DSWD-SLP aims to help the families have a stable income and get back on their feet after being displaced due to various reasons such as fire and earthquake incidents, road widening activities, and typhoons.

Fund-releasing for these beneficiaries began on February 2, 2021, while the most recent payout was conducted on April 23, 2021.

DSWD-SLP has already released the funds in the cities/municipalities of Butuan City, Buenavista, Nasipit, Remedios T. Romualdez, Cabadbaran City, and Magallanes (Agusan del Norte); and the municipalities of Trento, Bunawan, Rosario, San Francisco, Prosperidad, Talacogon, La Paz, Sibagat, Esperanza, and the city of Bayugan (Agusan del Sur).

In Surigao del Sur, eligible beneficiaries from Bislig City, Barobo, Lianga, San Agustin, San Miguel, Tago have also been served with the said assistance. The same assistance has also been received by fire victims in San Jose, Dinagat Islands.

A province-wide payout was also administered in the province of Surigao del Norte, covering the areas of Alegria, Gigaquit, San Francisco (Anao-aon), Sison, Surigao City, Tagana-an, and Tubod.

After receiving the monetary assistance, these program beneficiaries are monitored by the DSWD-SLP field staff to be certain that the recipients were able to use the aid in establishing their livelihoods. These beneficiaries are also instructed to submit the receipts of their purchases needed in putting up their livelihoods such as raw materials to the DSWD-SLP Provincial Offices.

Through the provision of livelihood assistance, the DSWD-SLP hopes that it will allow the affected families to improve their socio-economic conditions, sustain their livelihood, and become financially independent.

As stipulated in the DSWD Memorandum Circular No. 11, Series of 2018, the DSWD Sustainable Livelihood Program is delegated to provide seed capital fund to internally displaced persons or persons displaced by disaster due to armed conflicts, or any forms of disaster, may it be natural or man-made. DSWD personnel join community organizing training in Butuan

BUTUAN CITY, May 26 -– The technical staff of the Disaster Response and Management Division (DRMD) of the Department of Social Welfare and Development (DSWD) Field Office Caraga actively participated in the Three-day Community Organizing Training on May 18-20, 2021 at the Grand Convention of Prince Hotel, this city.

This said training was aimed to holistically equip the staff in their competence on community facilitation and organizing in view of the agency’s objective to leg up in building more self-reliant and empowered communities especially in the implementation of the Climate Change Adaptation and Mitigation (CCAM) interventions.

“This training is really helpful to our personnel especially in their continued coordination with the people in the communities regionwide. This would also make their work more convenient and accessible as they now know how to handle the implementation of the CCAM interventions,” bared DSWD-Caraga regional director Ramel Jamen.

The resource speakers include Ms. Ester V. Villamor, PDO V, and Ms. Melanie G. Juan, DRRS Head. They highlighted the significance of Community Organizing; its goals, objectives, and principles are emphasized.

The participating technical staff are underway on upgrading their skills on Community Facilitation for Community Development; including the leveling off of the roles and responsibilities of the Project Stakeholders.  On the last day of the training, the CCAM Team Planning was also undertaken by the same group. PHILIPPINE RED CROSS RECEIVES FOOD TRUCK DONATION FROM THE KOREAN GOVERNMENT

The government of South Korea donated on Wednesday a food truck to the Philippine Red Cross (PRC) for its “Hot Meals on Wheels” program that provides aid to the most vulnerable in times of disasters, conflicts and pandemic.

PRC held a ceremonial turn-over of the mobile kitchen led by PRC Chairman & Chief Executive Officer (CEO) Senator Richard J. Gordon, PRC Secretary-General Elizabeth Zavalla and Korean Ambassador to the Philippines Kim Inchul at the PRC National Headquarters in Mandaluyong City.

The donated food truck was equipped with an industrial-size rice cooker, warmers, ovens, and burners where meals can be cooked and served right away to provide humanitarian assistance to the affected people in times of need.

The government of South Korea and the PRC has been active partners in providing aid in response to disasters and emergencies.

"Bayanihan is at the heart of Korea's assistance for the Filipino people, in particular for those affected by natural disasters or in predicament. Korea is glad to partner with you even with the Philippine Red Cross in implementing its various humanitarian assistance efforts in the Philippines, " Ambassador Inchul Kim said.

In 2019, the Republic of South Korea supported families displaced by Mayon Volcano’s eruption and donated USD 200,000, equivalent to 10 million pesos, which helped the PRC reach thousands of individuals in Albay.

In that same year, the Korean government also donated an ambulance and a water tanker that will aid the most vulnerable communities needing immediate assistance.

PRC currently has 15 food trucks nationwide ready to serve the most vulnerable.

"We thank the Korean Embassy for its continuous humanitarian assistance and trust provided to PRC and we will make sure that those most in need are directly benefitted," Senator Gordon said.

President Duterte could help address vaccine hesitancy, says vaccine czar

Vaccine czar Secretary Carlito Galvez Jr. said he believes President Rodrigo Duterte could encourage people especially senior citizens to take COVID-19 vaccine at a time that the government is struggling to convince Filipinos to have the shot.

During a meeting with President Duterte on Wednesday, Galvez said they are encouraging the Department of the Interior and Local Government (DILG) and local government units (LGUs) to work double time to increase people’s vaccine confidence as well as public uptake.

“At malaki po ang magiging ano po kung talaga pong ia-announce po natin, Mr. President, na ‘yong mga senior citizens dapat po talaga magkaroon po talaga ng vaccine kasi sa ngayon po 11 percent pa lang po ang nagpapa-vaccine na mga senior citizens,” he said, adding more than 60 percent of the casualty figure belongs to older population.

“So kami po nag-aano po kami ni Secretary Duque na kasi po kayo po ang pinakikinggan ng ating mga ano po na kayo po nakapagbakuna na po ng --- sa para maging protektado po tayo,” he noted.

“At ‘yon po tinitingnan po namin na talagang dapat po mahikayat po natin ‘yong ating  mga senior citizens at saka mga people with comorbidities na magkaroon po talaga ng lakas na magkaroon talaga ng bakuna.”

Some LGUs are having a hard time convincing people to get the shot, particularly those from D and E economic groups, Galvez reported.  There is higher vaccine uptake, however, for groups A, B and C.

“Sa mga kalooblooban ng mga congested area doon po tayo nahihirapan ng mga tinatawag natin na ‘yong more or less 40 percent or sa 40 percent parang ayaw pong magpabakuna,” he said.

To address vaccine hesitancy, Galvez said they are conducting town hall meetings with Department of Health (DOH) with the help of the private sector.

Meanwhile, the vaccine czar reported new schedule of deliveries for the second quarter.

He told the President that vaccines that are supposed to be delivered this May would arrive next month.

These include jabs from Russia’s Gamaleya Research Institute, which is expected to deliver 1.3 million doses. The Russian vaccine manufacturer will send smaller volume, just 300,000 doses, Galvez said.

The shipment from Pfizer was also moved from May to June 7 to 11, according to Galvez.

The government will likely receive vaccines from AstraZeneca both from the global COVAX program as well as the 1.3 million doses ordered by the private sector.

“Moderna po more or less mga May --- June 21 po darating. At ang Sinovac ay more or less mga June 6 darating ang 1 million, pero mayroon po tayong inaasahan na 4.5 million doses for June, with a total of 12,250,000 na doses for June,” Galvez reported.

Barangay captains remiss of their duties on public health guidelines will face arrest, President Duterte warns

Fed up by reports of mass gatherings amid government efforts to contain the coronavirus disease (COVID-19), President Rodrigo Roa Duterte warned barangay captains anew saying they may face arrest if they fail to prevent public gatherings that could be considered “super spreaders.”

Failing to enforce the law, particularly community quarantine restrictions, is considered dereliction of duty and punishable under the Revised Penal Code, President Duterte said Wednesday night in a meeting on government’s COVID-19 interventions. 

“Talagang ang unang ipakulong ko ‘yong barangay captain having committed a crime of dereliction of duty under the Revised Penal Code,” he said. “Kasi magpa-barangay captain kayo, persons in authority tapos wala kayong gawin, hindi kayo tumulong sa national government, you are not doing anything, then I will order your arrest.”

“Iyong barangay captain, if you are really worth your status there, kung ayaw ninyo, umalis kayo... I’m ordering the police to arrest the barangay captain and bring him to the station, investigate him for being a derelict, of dereliction of duty having failed to enforce the law,” he added.

Duterte said barangay captains must personally see to it that large gatherings such as fiestas, cockfighting, and other public events remain strictly prohibited in their jurisdictions.

Multiple infections can result from a single public gathering, the President said, underscoring the dangers posed by social events on public health.

“Pasaway eh. Iyan ang problema. Much as we would like to reduce the COVID cases, eh kung ganoon ang ginagawa ninyo, walang katapusan na ito  kasi lahat kayo naghahawaan na naman and you know the danger of congregating or getting together so close to each other, nagsasayawan pa, nagpipiyesta pa,” he said. “‘Di ba sinabi na sa inyo na delikado ‘yan?”

Interior and Local Government Secretary Eduardo Año, who was also present during the meeting, said the Department of Interior and Local Government (DILG) for its part, will release a memo circular indicating barangay captains’ additional responsibilities in enforcing minimum public health standards to mitigate coronavirus infections.

Año said the memo circular will mandate barangay captains to form their own barangay COVID-19 operation center as well as a barangay tanod health patrol that would conduct regular health patrols in their barangays including public places especially on weekends and public holidays.

The memo also mandates barangay captains to ensure that the public refrain from congregating in social activities. These include drinking of alcoholic beverages, cockfighting, fiestas, parades, processions, and other public events, said Año.

Meanwhile, President Duterte admonished local government units (LGUs) which reportedly expressed preferences for COVID-19 vaccine particularly for US brand Pfizer, noting that being selective is not feasible in light of the global supply shortage.

According to the President, equality must be followed in the country’s vaccine distribution. Allowing some localities to administer a single brand of vaccine to their constituents would agitate other LGUs and make similar demand, he explained.

“I cannot administer exclusive Pfizer sa isang lugar to the exclusion of other Filipinos. Kaya hindi puwede ho ‘yang ano --- eh kailangan talaga i-mix ‘yan at saka ‘yong blind ang tao sa anong binibigay. Basta may bakuna,” he said.

Pfizer is just one brand among many that the Philippines is procuring from COVID-19 vaccine manufacturers, the President said, noting vaccine brands do not vary in efficacy.

“Vaccine is vaccine, walang pilian ‘yan. And the best bakuna is really the one that’s available for you,” he said.

The Philippines is presently negotiating for the supply of COVID-19 vaccines from World Health Organization-led COVAX facility and pharmaceutical companies Pfizer, AstraZeneca, Gamaleya Research Institute, Novavax, Moderna, Sinovac, Sinopharm, and Johnson & Johnson, among others. 

Last week, the Philippines’s aggressive vaccination efforts put it at 36th place out of 196 countries with average daily vaccination rate, and ranked 4th among Association of Southeast Asian Nations (ASEAN) member countries.  PND

Long-term programs needed to fight COVID-19, future scourge, says health chief

Long-term actions are needed to prepare the country for possible future surges of COVID-19 and other pandemics in addition to the current initiatives being implemented by the government, the country’s health chief said.

In his report to President Rodrigo Roa Duterte, Health Secretary Francisco Duque III spelled out several measures aimed at fortifying the country’s defenses against COVID-19 and future pandemics.

These measures include improving the local surveillance capacity by providing sufficient human resource and modern information system, enhancing the referral systems and strengthening financing mechanisms through PhilHealth and the General Appropriations Act (GAA) to provide Filipinos with affordable health services.

Duque also suggested the need for the country to build vaccine self-reliance.

He also reported the current COVID-19 situation in the country. Based on the present data, he said there is a notable drop in COVID-19 transmissions in the National Capital Region (NCR) and in the whole country.

Although there is a decreasing number of cases in Luzon, infections are spiking in the Visayas and Mindanao, the health chief said, as he warned the public against complacency.

Following government-mandated health protocols is so important, he said, noting non-adherence to health guidelines usually results in surge in cases and imposition of enhanced community quarantine (ECQ), which is devastating for the economy.

“Kaya naman po aming paulit-ulit na hinihingi ang kooperasyon ng publiko sa pagsunod sa tamang pagsuot ng mask, face shield, distansya ng isang metro o mahigit, palagiang paghuhugas ng kamay, at pag-iiwas sa matataong lugar upang mapigilan ang pagkalat ng COVID-19,” Duque said.

“Kaugnay nito, hinihingi rin namin ang tulong ng mga ibang sektor partikular na ang ating transportation sector, trade, and tourism sector, among others, upang siguraduhin po na ligtas at protektado ang ating mga mamamayan.”

The country has recorded 46,037 active cases as of Wednesday, May 26, with 1,127,770 recoveries and 20,169 deaths.

12th eco-sports festivities postponed due to spike in COVID-19 cases in Tandag

Based on the Advisory No. 63 released by the city government of Tandag, a number of activities are postponed until further notice due to the unexpected rising of COVID-19 cases in Caraga Region, which included the province of Surigao del Sur.


Though the 1st Barkada Siklista MTB Challenge and the 1st Tandag Enduro Trail Competition have already started last May 22, other activities such as its formal opening, kite flying contest, and neo-ethnic dance contest scheduled on Saturday, May 29, 2021, and fireball dance contest, and culmination program scheduled on May 30 are postponed.


However, the city government of Tandag clarified that the scheduled Coastal Clean-up on May 28 in Barangay San Agustin Sur Coastal Area and a two-day Surf Clinic on May 29-30, 2021 held at Avila Resort will proceed accordingly.

BUENAVISTA, Agusan del Norte, May 27 -- The Commission on Population and Development (POPCOM) Caraga strengthened its program's campaign by working with civil society organizations (CSOs) to provide quality information and services to couples and individuals about Responsible Parenthood – Family Planning and to young people about Adolescent Health and Development at the community level.


POPCOM Caraga entered into a Memorandum of Understanding (MOU) with Sibog Katawhan alang sa Paglambo Inc., Friendship Goals Society Caraga, and Hope Radio Philippines Butuan early this year to conduct a massive demand generation activities to various communities in the region.


Sibog Katawhan Alang Sa Paglambo (SIKAP), Inc. was born in 2006 out of the genuine aspiration of its founding partners for transformative and genuinely sustainable community development work. The professed aspiration was borne out of founding partners’ first-hand knowledge of and actual experiences working with vulnerable communities as the latter demonstrated their desire for respectable and improved quality of living.


Hope Radio Philippines is a religious network of the Seventh-day Adventist Church in the Philippines. DICT Caraga gets GECS-MOVE project

BUTUAN CITY, May 28 (PIA)– The Department of Information and Communications Technology (DICT) spearheaded on Friday the Regional Handover Ceremony of the Government Emergency Communications System (GECS) Project - Mobile Operations Vehicle for Emergency (MOVE) to its regional office here held at The Pavilion of Watergate, with the presence of various stakeholders in Caraga region.

With the said project, the DICT opted to engage stakeholders and disseminate information regarding the project's objectives, role, and capabilities when responding to communication demands during disasters.

It is also aimed to achieve the following: 1) Handover of the GECS MOVE sets to the DICT Regional Offices; 2) Highlight the technical capabilities of GECS MOVE in responding to disaster; 3) Establish linkage with local stakeholders in view of emergency communications; 4) Showcase the specially-engineered vehicles for appreciation of the local responding agencies; and 5) Establish the national significance of resilient government emergency communications in view of public service continuity.

Dir. Sittie Rahma Alawi, OIC-Regional Director of DICT-Mindanao Cluster 2, emphasized the importance of being equipped with high-end and useful equipment to be utilized during disasters and emergencies particularly in the field of communication so as not to hamper the delivery of relevant information and updates to the public.

On behalf of Agusan del Norte Governor Dale Corvera, SB Board Member Elizabeth Calo shared his message to all the participants/guests of the said event and expressed that the provincial government fully supports this endeavor of the DICT for innovating new technology to better strengthen the communications operations, particularly during disasters and emergencies.

Calo further highlighted that with the GECS MOVE Project, it provides pre-positioned assets for immediate deployment of the MOVE that incorporates integrated communications equipment in defined areas being devastated by natural calamities, which will warrant immediate information transfer, thus providing prompt and critical decision-making.

DICT Usec. Alan Silor, who served as the keynote speaker of the event, highlighted the advantages of the equipment, especially during disasters/emergencies.

"The MOVE is the government's state-of-the-art reform in information and communications technology. With the absence of communication during a disaster, we would not be able to know the status and condition of the people in the area affected by a disaster, hence, this initiative and innovation are indeed very helpful in disaster risk reduction and management. This is fast and reliable when we talk of connectivity," said Silor.

Also, Mats Persson, deputy country director of World Food Programme (WFP) bared the organization's support to DICT especially in the operation of the GECS-MOVE in Caraga region. "With the technology that is being placed here, the national and local governments could understand better what is happening on the ground during disasters. We know that communication is extremely important," he underscored.

Meanwhile, Director Liza Mazo of the Office of Civil Defense (OCD) and chair of the Regional Disaster Risk Reduction and Management Council (RDRRMC) Caraga elaborated how communication is important during disasters.

"We had experienced major natural disasters in the past and we know that without the advent of communications technology our response operation is greatly affected. An integrated communication system is really relevant in DRRM," she cited. (JPG/PIA-Caraga)

Fundraiser for vulnerable sectors launched by local SK

During her guesting at the Network Briefing News on Tuesday, May 18, with Presidential Communications Operations Office (PCOO) Asec. JV Arcena, SK Federation Pres. Cynth Zephanee Nietes elaborated the projects of the youth to aid citizens in need when the coronavirus disease 2019 (COVID-19) pandemic struck.

“Basically since last year, we had our resources realigned for COVID-19 responses so what we did was finding some network to support us financially kaya maraming naging partner namin from NGOs, CSOs, youth volunteers,” she said.

In April, they launched the Share-A-Cup, a donation drive for vulnerable sectors greatly affected by the pandemic during the heightened community quarantine such as homeless persons, street children, public utility vehicle (PUV)/padyak/tricycle drivers, and students as well as frontline workers. Food packs containing rice, canned goods, instant milk drink, poultry products such as chicken and egg, crackers, and face masks were given to chosen beneficiaries.

One of such partnerships included that with Tudlo BXU, a non-profit, youth-led initiative that aims to help increase underprivileged students’ access to online learning. In July, they teamed up with the said youth group in four of its programs: Hataget; Tudlo BXU Fundraiser; and Scratch4ED and distributed school supplies such as printers and reams of bond papers to select schools in the city.

Even with the gradual adoption of the new normal, the local SK Federation continues to launch activities to cultivate youth engagement in the comfort of their own homes. A three-day online discourse entitled “An Hour with YOUth” was launched from May 17-19, 2021, to showcase Butuanon youths who have made significant contributions to the community in various ways.

For the first session, they featured Butuanon youth who excelled by pursuing their passion in sports, arts, and in their careers. Youth leaders whose advocacies are tied strongly to building peace and development in their community were featured in the second session and in the last session, youth advocates of philanthropy discussed their projects in response to the current crisis.

With the upcoming elections, Nietes said they are now actively encouraging the youth to actively participate in shaping the political climate of the country and have themselves register as voters.

“Kami kasi yung dapat nasa frontlines. Dapat hindi kami indifferent at nangingialam dapat kami sa nangyayari sa bayan,” she added.

This participation, the youth leader went on, can best be shown by religiously abiding health protocols. The local youth official called on fellow youth to listen to the authorities and abide by important advisories, especially those that will help curb the transmission of the disease. Butuan City SK launches mental health campaign amid pandemic

BUTUAN CITY, May 28 (PIA) -- In addition to accessing basic necessities, maintaining mental health had also become even more challenging during the coronavirus disease 2019 (COVID-19) pandemic. This urged a group of public youth servants in this city to intervene and promote the importance of having a sound mental health, especially during an ongoing health crisis.

Dubbed as #MindfulMonday, the city’s Sangguniang Kabataan (SK) Federation launched the campaign earlier this year on March 22, 2021 to address the deteriorating mental health not only of the Butuanon youth but of the other residents in the city.

“We came up with #MindfulMonday where we post something to encourage people to live on,” said SK Federation President Cynth Zephanee Nietes during her guesting at the Network Briefing News on Tuesday, May 18, with Presidential Communications Operations Office (PCOO) Asec. JV Arcena.

Motivational quotes and mantras are posted every Monday on their official Facebook page, the SK Pederasyon ng Butuan City, to remind local netizens to take a few moments to be mindful in order to start their day right and maintain a good mood throughout the day.

The youth group also partnered with the Department of Health (DOH) Caraga to encourage more residents to reach out to the department’s hotline for psychological support.

“Residents can also reach out when they feel overwhelmed at the moment and may need someone to talk to about what’s bothering them,” Nietes added.

The challenges of flexible learning modality

We are, as we all know, in the grip of the coronavirus disease 2019 (COVID-19) scourge. It has been more than a year since this unwelcome occurrence. It has had an impact on several societal components such as the economics, social structure and more, including governmental institutions such as school closures.

As a result, face-to-face schooling was terminated. A multiplicity of problems have arisen as a result of the new teaching approaches, which include the online class and the modular class affecting the students’ performance, as well as the parents’ and the teachers.

Starting with the concept of online learning. There are several aspects to consider while using this sort of learning method. Being still a developing country, we recognize that not everyone has access to this sort of education.

This form of learning is only available to the fortunate few who have access to sufficient materials to make it practicable. Despite the fact that several studies have demonstrated that remote learning may be as excellent as or better than in-person learning for students who choose it, we cannot ignore the screams of the many.

Regardless of the fact that there has been a lot of favorable feedback regarding the notion of online learning, there have also been a lot of studies that show the opposite. Experts predict that when distance learning becomes more prevalent in the long run, the mental, emotional, and academic consequences will be difficult.

According to Amy Bintliff, a developmental psychologist and professor in the Department of Education Studies at the University of California, San Diego, mismatches between anticipation and reality can be problematic for adolescents. Part of this is due to the fact that essential features, such as commencement, cannot take place as planned. The youth may be most affected by the loss of personal perceptions.

Diving into the notion of modular classes, as much as online learning concerns both teachers and students, it has also resulted in an excessive amount of adjustment.

Although it is unavoidable not to adjust, especially given our current circumstance, it is upsetting to observe such difficulties. In comparison to what was given and done during face-to-face sessions, the situation has quadrupled both the instructors' and students' workloads.

Several causes have led to the pupils' unintentional procrastination. Because of the abrupt modifications, the greatest result of both parties cannot be guaranteed 100 percent since everyone understands that there will be flaws on both sides -shortcomings that cannot be wholly placed on any one party.

Of course, there are advantages to this new learning mode, such as students' responsibility for controlling their schedule, but various objections have arisen criticizing students' lack of enthusiasm to learn as a result of self-studying.

Although many people understand it, there is not much that can be done. Everyone is concerned about how this will assist them in order to get the necessary information for future purposes such as the struggles of graduating students right now.

Everyone has suffered greatly as a result of the pandemic. That is indisputably true. For the time being, all we can do is pray and hope that this distressing phenomenon would disappear as soon as possible.

Education: A beacon of optimism for the future of the world

Education is a complex process in which a person learns about numerous elements of life, comprehends other views, and attempts to apply what they have learned in their everyday lives.

Indeed, it is critical for children, people, and society as a whole. People gain knowledge of the world around them through education, which transforms it into something better. It enables individuals acquire a view on the world, as well as thoughts and points of view on a variety of topics or issues that we get to encounter everyday.

Education comes in many forms, and we don't even realize it. Starting with forming our own personal beliefs on many subjects and progressing to revising them as we observe and sympathize with others' perspectives.

Even the simplest of tasks, such as cooking, can be challenging. We wouldn't be able to develop an excellent product with just about everything if we weren't given the incentive to und erstand. A simple piece of advice from a friend or family member is also a type of education.

Exploring more about the topic, education is also one way of boosting a person's confidence and nurturing his or her self-esteem by making him or her aware of his or her surroundings. It also aids an individual's ability to speak and express himself/herself more effectively.

Proper education and training help to mature the intellect. An individual can determine what is righteous and immoral. Education makes a person self-sufficient and enables him to follow the laws of the nation. Education raises people's level of living.

It also assists people in understanding their requirements and provides a means for them to get them. Education lays the groundwork for a respectable living. If one is educated, he or she can work in industry or another professional service.

In an era where modernization abounds, of course, we all are aware for the fact that education takes a huge toll of this so-called advancement. Starting with current advancements such as automobiles, which are always developing as a result of study. Newly built buildings and residences, modern technology that this generation uses on a daily basis for job, education, etc.

Education is responsible for the growth of everything through time. It is an important component of our everyday life. It is a part of our history, our present, as well as our foreseeable future.

This civilization will strive to advance as new skills are developed. More research will be performed, which will result in new discoveries such as medications and other commodities that will be critical to the lives of millions of people.

As a prolific individual and engaging citizen of the world, and to be able to garner respect from the international community, one should always be learning new things and learning new stuff in school.

From lucrative professions to farming by choice

Owing to production challenges, such as unstable prices and climate-related stresses, many farmers might have been contemplating on leaving rice farming. But for Leo Franco L. Ebardo of Bayugan City and Terencio R. Oquendo, Jr. of Esperanza, both in Agusan del Sur, their choice is to join this bumpy ride of producing more rice.

Truth to tell, they have joined the Esperanza Seed Growers-Farmers’ Association (ESEGFA), which was born in 2018 through DA-PhilRice’s Rice Business Innovations System (RiceBIS) Community Program that aims to transform farmers into agripreneurs.

Ready, set, plant!

RiceBIS Agusan started to take root in 2017 with the Dacutan Farmers’ Multi-purpose Cooperative (DAFAMCO). Project lead Sharen T. Rivas explained DAFAMCO was chosen as beneficiary because its business capabilities could still be improved despite its existence for many years.

“The cooperative had unutilized assets like the rice milling machine provided by the government. Capitalizing on this, we introduced the milled rice business to the cooperative. While we are not yet able to fully realize this owing to various circumstances, some clusters are already engaged in it,” Rivas narrated.

Looking at this business still from a distance, RiceBIS Agusan introduced another agroenterprise, the rice seed production and marketing. They trained capable farmers and invited even non-cooperative members who were interested. In 2018, Leo and Terencio were separately invited to the training on seed production. That was the first time Terencio came to know about RiceBIS.

“I remember that because if not for RiceBIS, I would have continued sailing overseas. I wouldn’t be a seed grower now,” Terencio opened up.

Terencio, 34, was a seafarer for eight years. Providentially, his first venture in seed production paid off and though he did not entirely plan to abandon the seas, rice seeds became his means to be with his family for good. His manning agency kept on calling him to go back overseas but he chose to continue his newfound job.

“As a seafarer, homesickness is inevitable. You just can’t help wishing you were with your family. That’s why I decided to stay with them for good and be a full-time rice farmer instead,” Terencio shared.

Leo, 29, is a graduate of Bachelor of Science in Computer Engineering and learned rice farming at an early age from his farmer-father. When his father had a heart attack in 2013, Leo and his younger brother took over their farm. While he did not get to practice his degree, what he learned from school came in handy in his farm management and record-keeping chores.

Leo admitted that he and his family had been wanting to become seed growers and RiceBIS helped make it happen.

“We asked the local agriculture office and we were instructed to join an association and wait for the next update. Eventually, we were informed about the training on seed production by RiceBIS,” Leo recalled.

After the training, Leo and Terencio, together with the participants who decided to become seed producers, deemed it necessary to create their own cooperative solely for seed production and marketing, thus ESEGFA was established with Terencio as the chairperson. Now, the association has 27 members and is set to be registered as a cooperative this year.

Becoming competitive

Terencio became more competitive as he engaged in various agroenterprises, such as seed growing and machine servicing.

Terencio participates in RiceBIS activities because he wants to keep himself updated on the current trends in the rice industry. He learned to value-add and beat the low-palay-price fear.

“In RiceBIS, we are presented with opportunities for additional income. Effective marketing and future market prices are also forecasted like the effects of the Rice Tariffication Law enabling us to find ways to ease its impact,” Terencio disclosed.

Terencio also provides combine harvester services. He estimated that his income from machine servicing and growing and marketing rice seeds from his 11-hectare farm now ranges P150,000 - P183,000 per month compared with P70,000 - P80,000 when he was still a seafarer.

Leo, on the other hand, confided that his net income goes as high as P400,000 per cropping season from his 5-hectare farm.

During its first business cycle in the 2019 dry season, ESEGFA sold 521 bags of seeds at 40kg/bag amounting to P755,450. In the second and third cycles, it partnered with the Butuan Seed Producers Multi-Purpose Cooperative to supply seeds to the Rice Competitiveness Enhancement Fund (RCEF)-Seed Program, which provides free seeds to farmers.

At 20kg/bag as required by RCEF, 9,742 bags were sold for the 2020DS and 9,775 bags for 2020WS seed distribution. This time, the association’s gross income reached P7,403,920 and P7,429,000, respectively.

Aside from market linkage, ESEGFA members also enjoy easier access to government programs and services. The Philippine Center for Postharvest Development and Mechanization (PhilMech), through RiceBIS, is set to grant the association with machines such as the combined harvester, rotovator, and mudboat. With this, ESEGFA plans on engaging in other enterprises to include the use of machines for custom hiring, financing, and provision of farm inputs subsidy to its members.

To enhance business efficiency, RiceBIS also established a Farm Business School (FBS) for its farmer-cooperators in the first quarter of 2019.

“I learned how to integrate better business practices in rice production after attending the FBS. Before joining RiceBIS, I only sold fresh harvests. Now, I process them and fatten my profit. Aside from that, RiceBIS encouraged us to engage in other sources of income like vegetable production. For this, I allotted 0.75ha of my farm,” Leo shared.

Though the process required more work, Leo said the modern farming practices taught in the association, such as the use of high-quality seeds, right timing of fertilizer application, and proper diagnosis of diseases, gave him a 20% yield increase and 40% income increment.

“I became more competitive,” the computer engineer turned farmer exclaimed.

Despite the many challenges, Leo and Terencio were grateful they had ever started their new journey with RiceBIS as seed producers. Though initially uncertain, for them, they never regret abandoning their would-have-been lucrative careers. (DA-PhilRice/PIA-Caraga)

KALAHI-CIDSS Caraga launches subproject locator mobile app

BUTUAN CITY, May 28 -- To answer the growing demand for digitalization, the Regional Program Management Office (RPMO) of KALAHI-CIDSS launched on Monday, May 24, 2021, its new mobile application that allows users to track and access information of any sub-projects implemented by the program in Caraga region.

On Monday's virtual convocation and launching of the app, Department of Social Welfare and Development (DSWD) Caraga OIC-Regional Director Ramel F. Jamen and KALAHI-CIDSS Deputy National Program Manager Ma. Consuelo Acosta representing Director Janet Armas, commended the Field Office especially the RPMO for the said innovation.

"It is with gladness that I commend the efforts of DSWD Caraga for developing a way to digitalize our efforts to deliver uncompromised solutions. The KALAHI-CIDSS Program Resource Online/Offline Locator Mobile App is among our solutions to tackle the challenges ahead of us. Not that it only provides creative solutions to our logistical challenges but it is also a smart answer to the growing demand of digitalization,” said Acosta.

"In an era of digitalization, this free and innovative tool offers an efficient and smart solution to challenges that come our way. Currently, the RPMO's team who developed the mobile app is working double-time to add features that allow users to upload photos of the subproject as well as fix issues to ensure smooth usability of the app.

KALAHI-CIDSS or the Kapit-Bisig Laban sa Kahirapan - Comprehensive and Integrated Delivery of Social Services is one of the poverty alleviation programs of the government being implemented by the DSWD.

The KC Caraga PRO (Program Resource Online/Offline) Locator Mobile App is built to help users search and navigate subprojects, whether online or offline, with the use of mapping technology.

Users can search and filter by province, municipality, barangay, or even year a subproject was implemented.

NPA’s team leader succumbs to government

SURIGAO CITY, Surigao del Norte, May 28 (PIA) -- A team leader of the New People’s Army (NPA) terrorist group surrendered to Police Provincial Office (PPO) of Surigao del Norte and availed the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) on May 23, 2021 in Barangay Pautao, Bacuag town, this province.

Police Provincial Director Colonel Noel C. Espinoza identified the surrenderee as AKA JR, 28 years old, a resident of Bacuag town and (Alpha) Team Leader of Dragon Platoon, Sentro de Grabidad, Guerilla Front 16 Northeastern Mindanao Regional Committee and listed in the periodic status report.

Intelligence report disclosed that JR joined the NPA on September 2014 and revealed that on 2019, he secluded firearms in a cave on the mountainous parts of Sitio Palilihan, Barangay Mahanub, Gigaquit town.

Joint elements of Surigao del Norte Provincial Intelligence Unit, 1st and 2nd SDN Provincial Mobile Force Company, Gigaquit Municipal Police Station together with Palilihan Patrol Base Delta Coy, 30th Infantry Battalion, Philippine Army retrieved the said firearms on May 24, 2021.

Among the recovered weapons were one AK47 Rifle, one Stoeger Shotgun (PNP property) with serial number 018466 (which was forcibly taken by the NPA during the attack in Alegria Municipal Police Station on July 10, 2014), eight K47 Magazines without ammunition and two black bandoliers.

The former rebel is now under the custody of the PPO and being coordinated and evaluated for subsequent enrollment to E-CLIP.

In his message, PCol. Espinoza lauded the troops for this intervention. “I also encourage the rest of these groups to avail the E-CLIP to access government assistance and services,” PCol. Espinoza said. (PPO-SDN/PIA-Surigao del Norte)

DTI launches 2nd SSF project in Dinagat Islands

SAN JOSE, Dinagat Islands, May 28 -- The provincial office of the Department of Trade and Industry (DTI) has launched recently the Shared Service Facility (SSF) Project on Cacao Processing in Barangay Plaridel, Libjo town, this province.

The DTI SSF Project on Cacao Processing worth P1,340,000.00 aims to help the Dinagat Islands Pure Organic Farmers Association (DIPOFA) in the production of tablea.

The DIPOFA association, which currently produces tablea, is composed of 350 members and registered with the Department of Labor and Employment in March 2018 and has already planted cacao trees on 82 hectares of land where 20,000 cacao trees have already started to bear fruits.

In his message, DTI Caraga Regional Director Edwin O. Banquerigo praised the group for maintaining the passion founded years ago.

"Cacao industry is close to my heart. Five years ago, I've met people from Dinagat Islands during the Cacao conference who would like to plant cacao in the island. Now, it's nice to know that after five years, I'm here launching the SSF on Cacao that aims to help the same group of people I met years ago. You could see the development of the industry here," Dir. Banquerigo said.

Meanwhile, Elmer M. Natad, OIC-Provincial Director of DTI Dinagat Islands, hopes to see the result of the program using the machinery.

"SSF is a flagship program of DTI which turn our manual jobs into mechanized work and eventually improves our business and economic situation. That is our aim in DTI," said Natad.

SSF project is meant to improve MSME competitiveness by providing machinery, equipment, tools, systems, accessories, and other auxiliary items, skills, and knowledge under a shared system.

LUNGSOD NG BUTUAN, Mayo 28 (PIA) - Sa kabila ng kinakaharap ngayon sa COVID-19 pandemic, hindi pa rin tumitigil ang lokal na pamahalaan sa pagbibigay ng programa at serbisyo para sa mga apektadong mamamayan.

Ang health and wellness ang isa sa mga tinututukan ngayon ng local na pamahalaan ng Rosario sa probinsya ng Agusan del Sur para mapanatiling nasa maayos na kondisyon sa pangangatawan ng mga lokal na residente.

Aktibo ang mga kabataan sa mga larong tulad ng darts, mobile legends, billiard, badminton, table tennis, chess, scrabble at word factory. Para naman sa mahilig magbisekleta, may fun ride at mountain bike competition rin na tinawag nilang “Sikad Tu Rosario.”

Ayon kay Alberto Picot, Jr., Sangguniang Kabataan (SK) chair ng Brgy. Poblacion, Rosario, Agusan del Sur, nais nilang ipakita sa mga kapwa kabataan maging sa mga may edad na ang kahalagahan ng malusog na pangangatawan at pagiging aktibo sa sports.

“Isang malaking hamon para sa mga kabataan na maging aktibo pa rin kahit pa man may COVID-19 pandemic. Kailangan nating magkaisa at magtulungan na malampasan ang krisis na ating kinakaharap. Tulungan natin ang ating mga sarili na makagawa pa rin ng mga makabuluhang aktibidad,” ani ni Picot.

Ayon naman kay Joel Bantilan, punong barangay ng Poblacion, suportado nila ang ginagawang Palarong Pambarangay – SK Summer League sa new normal ngayong buwan ng Mayo.

“Ang BLGU-Poblacion ay sumusuporta sa mga aktibidad ng Sk at mga kabataan dito para sa kanilang ikabubuti at ikauunlad,” banggit ni Bantilan.

Sa mga palarong ito, kaagapay din ang iba’t-ibang ahensiya sa pagpapanatili din ng kaayusan at pagpapatupad ng health protocol upang maiwasan pa rin ang pagkalat ng COVID-19.

TANDAG CITY, Surigao del Sur, Mayo 27 -- Mitala sa pinakaunang higayon ang Adela Serra Ty Memorial Medical Center (ASTMMC ) og walo (8) ka mortality tungod sa coronavirus disease 2019 (COVID-19) sulod lang sa usa ka adlaw.

Learners receive health wellness kits from DepEd-Butuan, BSP

BUTUAN CITY, May 31 (PIA) -- Even with the prohibition of face-to-face classes in the Caraga region, the Department of Education (DepEd) - Butuan City Division continues to advance a holistic societal development of the learners through its Youth Formation Program.

In partnership with the Bangko Sentral ng Pilipinas - Butuan City, A hundred kindergarten and grade school students from the schools in barangays Masao and Agusan Pequeño in this city became recipients of the health wellness kits that were distributed.

The simple turnover program was attended by Margie Marte, deputy director of the Banko Sentral ng Pilipinas-Butuan, schools division superintendent Marilou Dedumo, together with Evangeline Razon, youth information program focal officer. The school heads, district supervisors, teachers, and barangay officials were also present and gladly accept the kits intended for the learners.

The health wellness kits, comprising of face masks, face shield, alcohol and soap, were then immediately handed over to the student beneficiaries.

“Thank you Bangko Sentral ng Pilipinas - Butuan for extending your support  DepEd-Butuan. We know that these kits are essential for the health and safety of our learners especially during this time of the pandemic. We are hoping and praying that we could strengthen our partnership so we can sustain all our programs for the young Butuanons as we uphold our mantra - One Butuan, We  Love as One,” said Dr. Mariolou B. Dedumo, schools division superintendent of the DepEd – Division of Butuan City.

The student recipients conveyed their gratitude for the assistance in a form of a health wellness kit that they received.

“Maraming salamat po sa inyong pagbibigay halaga sa aming kalusugan at kaligtasan,” said Kezia Mae Pagsiat, president of the Supreme Pupil Government (SPG) of Masao Elementary School.

A smile also radiated from the innocent face of Sheila Mae Uba, a kindergarten pupil. “Thank you so much. Masayang-masaya po ako sa aking natanggap,” she said.

According to Marte, it may not be as grand as it is, however, it is important to stay healthy and safe especially with the worsening situation due to the pandemic.

“These kits are essential for their daily hygiene routine to get rid of the virus,” said Marte.

She likewise reminded the learners to continue practicing the health standards such as the regular washing of hands, wearing of face mask and face shields, social distancing, and staying at home.

“Sana ay marami pang mga mag-aaral ang mabiyayaan ng nasabing health wellness kits para kahit papaano ay makakapagbigay tulong tayo sa kanila kahit sa ganitong paraan. Salamat din sa ating masipag na Youth Information Program focal person na si Ms. Evangeline B. Razon sa kanyang assistance at pagsisikap para maisulong ang programang pangkabataan,” said Tammy Tara Moldes, SPG adviser of Masao Elementary School.

Pinakaunang search, rescue base sa bansa pinasinayaan ng PCG

SIARGAO ISLAND, Surigao del Norte, Mayo 28 (PIA) -- Pinasinayaan ng Philippine Coast Guard ang kauna-unahang search and rescue base sa bansa na itinatag sa tinaguriang world-class tourist destination ng Pilipinas sa General Luna, Siargao Island.

Ang 600 square meters at four-storey building ng Coast Guard base sa Siargao ay itinayo sa 5,000-square meter lot na idinonate ng lokal na pamahalaan ng Surigao del Norte sa pamumuno ni Gobernador Francisco “Lalo” Matugas.

Maliban sa watch tower, helipad, at elevated base defense zone, ito ay equipped rin ng automatic identification system o AIS monitoring equipment upang masiguro ang maritime safety.

Ayon kay admiral George Ursabia, Jr., commandant ng Philippine Coast Guard, magandang oportunidad anya ito para sa mga skilled na residente na maging bagong recruit at miyembro ng PCG at makapagbigay serbisyo sa publiko.

Dagdag pa ni admiral Ursabia, dalawa o tatlong units ng fast patrol boats ang itatalaga sa PCS Base Siargao para palakasin pa lalo ang maritime law enforcement at disaster management.

Ang nasabing bagong imprastaktura ay magsilbi ring radar station upang mapangalagaan ang isla at vicinity waters nito laban sa iligal, unreported, at unregulated fishing.

“We are so much thankful mainly because with this new search and rescue base we could effectively discharge our mandates; deliver quality service; have effective command control; and most especially we could timely respond to maritime incidents and when in height of natural disasters and calamities,” Wenceslao John M. Wenceslao, station commander of the Coast Guard Station Siargao

“With this new search and rescue base, we could now probably say that with the Coast Guard in the frontline, we could promote a safe and secure Siargao Island,” Wenceslao furthered.

LUNGSOD NG BUTUAN, May 31 (PIA) -- Bagama’t may pagbabawal o limitado pa rin ang face-to-face classes sa Caraga region, siniguro pa rin ng Department of Education (DepEd) - Butuan City Division na ipagpatuloy ang kanilang youth formation program.

Sa pakikipagtulungan ng Bangko Sentral ng Pilipinas - Butuan City, nabiyayaan ng health welness kit ang daan-daang kindergarten at grade school na mga mag-aaral ng pampublikong paaralan sa barangay Masao at Agusan Pequeño sa lungsod ng Butuan.

President Duterte places NCR Plus, other areas under GCQ in June

President Rodrigo Roa Duterte has extended the general community quarantine (GCQ) “with heightened restrictions” enforced in National Capital Region (NCR) Plus from June 1 to 15 to curb the spread of the coronavirus disease (COVID-19).

The NCR Plus is composed of Metro Manila, Bulacan, Cavite, Laguna, and Rizal.

President Duterte approved the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) during a meeting with pandemic task force officials on Monday, May 31, at the Malacañang Golf Clubhouse.

In his weekly public address, the President also placed 13 areas under GCQ for the whole month of June. These are Baguio City, Kalinga, Mountain Province, Abra, Isabela, Nueva Vizcaya, Quirino, Batangas, Quezon, Iligan City, Davao City, Lanao del Sur, and Cotabato City.

Meanwhile, 12 areas will be under the stricter modified enhanced community quarantine (MECQ) from June 1 to 15 due to higher number of COVID-19 infections.

These areas are the City of Santiago in Isabela, Apayao, Benguet, Ifugao, Puerto Princesa City, Iloilo City, Zamboanga City, Zamboanga Sibugay, Zamboanga del Sur, Zamboanga del Norte, Cagayan de Oro City, Butuan City, and Agusan del Sur.

The rest of the country is under the least strict quarantine classification, modified GCQ (MGCQ) for the entire month of June.

As of May 31, the Philippines has logged 6,684 new COVID-19 cases, putting the number of active cases to 54,290, according to the Department of Health (DOH). The country has recorded a total of 1,155,045 recoveries and 20,966 deaths.  PND

Individuals selling vaccination slots will be held accountable, says President Duterte

President Rodrigo Roa Duterte on Monday, May 31, cautioned people selling vaccination slots, noting they may face criminal charges if they continue their illegal activity.

“It has come to the knowledge of everybody sa Task Force that there are an alleged illegal sale of COVID-19 vaccination slots in Mandaluyong City,” the President said in his weekly public address on COVID-19 interventions.

“It is good that Chairman Benhur Abalos ng MMDA and Mandaluyong Mayor Menchie Abalos have acted on this quickly.”

President Duterte reiterated that the vaccines should be given to people for free, adding that they only need to go to local vaccination centers for the jabs.

“We will not allow… All vaccines of our people are given for free, libre ‘yan. Huwag kayong magbayad. Wala kayong gastusin niyan,” he said. “Selling vaccination slot goes against the principle of equitable vaccine distribution.”

People could be charged with theft if they engaged in the sale of slots, while government officials could be charged with violation of the anti-graft and corrupt practices law.

The chief executive then said that he is directing the Department of Justice (DOJ) to determine which specific charges can be use against violators.

Interior and Local Government Secretary Eduardo Año noted that people engaged in such activity could be charged with unauthorized sale of unregistered product since COVID-19 vaccines are being used under emergency use authorization (EUA), and therefore cannot be commercialized.

“Mayroon po kaming nakita po ‘yong violation ng Section 11 ng FDA law or FDA Act, ito po ‘yong unauthorized sale po ng unregistered product dahil po ‘yong ating vaccine ay under EUA, hindi po ito puwedeng ibenta o ipagbili,” Año said.  PND

Agusan del Norte raises Code Blue status due to TS Dante

BUTUAN CITY, June 1 (PIA) -- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of the province of Agusan del Norte has raised a blue alert status as the entire province and the rest of Caraga Region experience heavy rains due to Tropical Storm Dante (Choi-wan).

This, as confirmed at 11:30am of Tuesday, June 1, 2021, by PDRRMO Research and Planning Development Chief Merry Chris Cabonce during an interview with PIA Caraga. 

Residents of Barangays Panaytayon and Humilog in the municipality of Remedios T. Romualdes (RTR) are now evacuating as well as over 60 families in Barangay Bayabas in Cabadbaran City due to flash floods.  Fifteen others were reportedly also affected in Brgy. La Fraternidad in Tubay but the Municipal DRRMO is yet to verify.

“On-going pa kasi ang response actions na ginagawa ng mga municipal DRRM offices. We’re constantly coordinating with them ngayon for further updates on the said status,” Cabonce said.

Water levels have also declined in the national highway passing the municipality of Tubay in Brgy. Tagmamarkay, which was reportedly impassable as of 9:00am on Tuesday.

Close monitoring is still being made by local DRRMOs in affected areas.

Heavy rains have started pouring on the evening of Monday, May 31, prompting the operation centers of all 11 local government units in the province to activate by then and have begun their monitoring. Resources and relief goods have already been prepositioned in case of emergency.

On Tuesday, field monitoring on river tributaries is now being made with rising water levels being observed. Other LGUs that were not affected by heavy rainfall are also monitoring their area, especially those near the coast.

The emergency operations center (EOC) is also convened virtually for continuous monitoring in light of the restrictions in mobility.

Cabonce said the PDRRMO has also prepositioned its resources to augment LGUs in need. Respective EOCs of all LGUs are on standby and can be contacted 24/7.

Despite all the preparations made by local authorities, the disaster response officer emphasized the need for the public to be vigilant and listen to local authorities.

“Magsubaybay sa mga paligid. Also, adhere to warnings coming from our local government officials. Kung mayroong mga preemptive evacuation, magparticipate po tayo. Regularly monitor updates from our social media accounts and those provided by radio stations kasi kahit hindi tayo directly affected ng bagyong ito, kailangang magmasid pa rin at maghanda para sa mga emergencies,” she said.

Surigao Norte LGU, NHA ink MOA for Mamanwa housing project

SURIGAO CITY, Surigao del Norte, June 2 (PIA) -- The local government unit (LGU) of San Francisco and the National Housing Authority (NHA) have recently signed a Memorandum of Agreement (MOA) for the construction of the Mamanwa tribal village.

According to Mayor Val P. Pinat, the LGU has bought a 1. 5-hectare land to be developed as a housing project for the Mamanwa tribal community.

He bared that around 86 Mamanwa families will benefit from the said housing project that will be given to them for free by the government.

Mayor Pinat said the Mamanwa tribe comprises 10 percent of the total population of San Francisco town and they are the most vulnerable group among the constituents, "that is why we prioritized them."

“We have already worked out with the National Housing Authority on the said housing project. We have also processed the needed requirements so that the money will soon be downloaded to the LGU and then we can proceed immediately with the construction,” Mayor Pinat said.

He said that aside from the Mamanwa tribal village, the LGU has also donated space to different national line agencies such as the Bureau of Fire Protection for its Camp Saro office, the provincial office of the Philippine Drug Enforcement Agency, 1st Company of the PNP-Provincial Mobile Force, and the Police Regional Maritime Office.

“Our LGU is a 5th class municipality with an almost one-manned office. We really need the help of the national offices. If the provincial or regional offices are located near or much better within the municipal jurisdiction, so the response or assistance will be quick and easy. Caraga agri-fishery sector joins in peace, dev’t conference

BUTUAN CITY, June 2 -- In achieving peace and sustainable development through a holistic approach, representatives of the six sectors under the Sectoral Unification, Capacity-Building Empowerment and Mobilization Cluster (SUCBEM) of the Caraga Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) convened on May 31-June 1 for the Regional Conference on Peace and Development.

The SUCBEM is one of the 12 clusters of the RTF-ELCAC which include the identified sectors such as the farmer-fisherfolk, indigenous peoples, labor, peasant, youth, and women.

In support of the event, the Department of Agriculture (DA) – Caraga, together with the farmers and fisherfolk representatives, take part in the discussion of the issues and concerns that needs action and may serve as the basis for the priority plans and programs of the government.

DA-Caraga Regional Executive Director Abel James I. Monteagudo explains the importance of the event taking into consideration that the region has a high insurgency rate, wherein 191 barangays are identified as geographically isolated, disadvantaged, and conflict-affected areas (GIDCAs).

“It is significant to organize a platform for advocacy and concerns of the farmer-fisherfolk sector to effectively address gaps in governance that may provide policy recommendations and viable interventions,” said Monteagudo.

The conference is organized by the National Anti-Poverty Commission (NAPC) in coordination with the DA and other government agencies such as the Department of Agrarian Reform, Department of Labor and Employment, National Commission for Indigenous Peoples, Department of Social Welfare and Development, National Youth Commission, and the Department of Interior and Local Government as the lead agency in the whole-of-nation approach for peace and development. Surigao del Norte PPO implements ‘barangayanihan’ program

SURIGAO CITY, Surigao del Norte, Jun. 3 (PIA) -- With the impacts of coronavirus disease 2019 (COVID-19) that keep devastating the lives and livelihood globally, the Surigao del Norte Provincial Police Office (SDN-PPO) is advancing the ‘Barangayanihan Help’ or ‘Bayanihan’ in barangays and food bank.

It aims to help the communities especially now that heightened restrictions are imposed with the implementation of the modified enhanced community quarantine (MECQ) in Surigao City and other municipalities within Surigao del Norte province.

Recipients can avail of the food and non-food items such as rice, coffee, milk, sugar, vegetables, eggs, canned goods, noodles, soaps, and other essential goods that could help in supporting the daily needs of a family.

“Barangayanihan is part of the police community program that would enhance the bayanihan spirit of helping one another especially this time of COVID-19. Ang hangarin ng proyektong ito ay paigtingin ng inyong kapulisan ang iba’t ibang paraan ng pagbibigay ng tulong sa ating community,” said PCol. Noel C. Espinoza, provincial director of the Surigao del Norte PPO.

According to Espinoza, the said program also aims to encourage other stakeholders to voluntarily take part in giving assistance to fellow citizens.

“Sa ngayon, mayroon na po tayong naitalang 176 na barangayaihin actvities na ginawa ng iba’t ibang police station na nassakupan ng Suriao del Norte PPO sa buwan lamang po ng Mayo at mayroon naring 3,036 na natulongan ng programa,” said PCol. Espinoza.

The police troops also distributed leaflets on anti-terrorism and vaccination against COVID-19 to provide additional knowledge to the public.

The Barangayanihan covers all police community relations support activities and underscores the Philippine National Police (PNP) motto which is “to serve and protect.”

“Nagpapasalamat po kami dahil sa gitna ng kahirapang tinatamasa naming ngayon dulot ng pandemya  ay nabigyan pa rin kami tulong. Salamat karajaw!” said Luzviminda Anario, resident of barangay Punta Bilar, Surigao City.

Meanwhile, Surigao del  Norte PPO appeals to the Surigaonons to continue helping the police authorities; follow the health protocols; and to stay at home to prevent the spread of the virus.

“Umasa po kayo na ang inyong kapulisan sa buong Surigao del Norte ay laging handa at patuloy na tatangkilikin ang mga programa para matulungan ang ating mga kababayan lalo na ngayong apektado ang lahat sa pandemya. LUNGSOD NG SURIGAO, Hunyo 3 (PIA) -- Dahil sa nararanasang krisis dulot ng pandemya, isinusulong ng Surigao del Norte Provincial Police Office (PPO) ang programang ‘Barangayanihan Help’ o ‘Bayanihan’ sa barangay at food bank.

Layunin nitong makatulong sa mamamayan lalung-lalo na sa panahon ngayon na limitado ang galaw dahil sa ipinapatupad na modified enhanced community quarantine (MECQ) sa lungsod ng Surigao at ilang mga munisipyo sa lalawigan ng Surigao del Norte.

Libreng makukuha sa nasabing food bank ng kapulisan ang food at non-food items kagaya ng bigas, kape, gatas, asukal, gulay, itlog, canned goods, noodles, sabon, at iba pang essential goods na makakatulong upang masuportahan ang pang araw-araw na pangangailangan ng pamilya.

“Barangayanihan is part of the police community program that would enhance the bayanihan spirit of helping one another specially this time of COVID-19. Ang hangarin ng proyektong ito ay paigtingin ng inyong kapulisan ang iba’t ibang paraan ng pagbibigay ng tulong sa ating community,” sabi ni PCol. Noel C. Typhoon Auring-affected residents in Butuan City, AgNor continue to receive aid 

BUTUAN CITY, Jun. 4 -- Senator Christopher “Bong” Go continued to help communities that were affected by Typhoon Auring that hit the country in February as he sent relief to hundreds of typhoon victims in Butuan City and the province of Agusan del Norte.

Go’s personnel handed out meals, food packs, masks, face shields, and vitamins to each beneficiary. There were selected recipients who received new pairs of shoes and bicycles that will serve as an alternative for commuters amid limited transportation options. Others received computer tablets that will help their children engage better during classes under the blended learning system.

To ensure the well-being of the 718 beneficiaries while adhering to the coronavirus disease 2019 (COVID-19) safety and health protocols, his team conducted two simultaneous distribution activities in different venues. Around 502 recipients were in attendance at the Los Angeles Covered Court, while there were around 216 beneficiaries at Agusan Pequeño Covered Court. “Pakiusap lang, magtulungan lang tayo. Sino ba naman ang magtutulungan, kung ‘di tayo lang ding kapwa natin Pilipino. Mayroon pang tinamaan ng baha dahil sa bagyo noong nakaraan buwan na tinamaan ng bagyo. Magtulungan lang tayo at malalampasan din natin itong kinakaharap na krisis ngayon basta magtulungan lang tayo,” Go expressed in his video message.

Several government agencies were also present as they gave additional help to the beneficiaries. The Department of Social Welfare and Development gave financial assistance through their Assistance to Individuals in Crisis Situation program. The Department of Trade and Industry will do an assessment where qualified recipients can be part of their livelihood program. Furthermore, the Technical Education and Skills Development Authority will evaluate beneficiaries for their scholarship program.

The Senator, then, encouraged the beneficiaries with medical conditions to seek medical assistance at the Malasakit Center located inside the Butuan Medical Center in Butuan City.

Go primarily authored and sponsored Republic Act No. 11463, known as the Malasakit Centers Act of 2019. It aims to reduce to the lowest amount possible the balance of the hospital bills of those who seek its assistance by covering patient services and expenses, such as laboratories, medicines, surgeries, and operations.

The center is a one-stop-shop where Filipinos, particularly poor and indigent patients, can efficiently access medical assistance from agencies, such as DSWD, Department of Health, Philippine Charity Sweepstakes Office, and PhilHealth.

“Salamat sa inyong tulong, mga kababayan, at mayroon rin tayong Malasakit Center dyan sa Butuan Medical center in Butuan City. Ang Malasakit center ay one-stop shop. Lapitan niyo lamang na handang tumulong sa poor and indigent patients,” Go said.

As he continued to extend his efforts to improve access to health care assistance, Senator Go also filed Senate Bill No. 1226, or the proposed DOH Hospital Bed Capacity and Service Rationalization Act of 2019, which aims to authorize the DOH to increase the bed capacity and capabilities of DOH-run hospitals for a more efficient and systematic approach in dealing with health crises.

“Magtiwala lang kayo sa ating gobyerno, mga kababayan ko. Ang importante ay maabot o ma-attain natin ang herd immunity sa community para unti-unti na tayong makabalik sa normal nating pamumuhay,” said Go.

He, then, mentioned several projects he supported, such as the construction of the road connecting NRJ Masao Port Road-NRJ Butuan City-Agusan del Norte Logistical Highway, construction of Levee Road, concreting the road in Barangay Purok K-4 to Purok K-7 Tagabaca Farm-to-Market Road, and many others.

Go expressed his gratitude towards Agusan del Norte Governor Dale Corvera, Butuan City Mayor Ronnie Lagnada, Butuan City Vice Mayor Jose Aquino II, and other local government officials who remain to serve their constituents amid crisis due to COVID-19.

“Kaunting tiis lang po at magtiwala po tayo sa ating gobyerno.  Basta kami ni Presidente Duterte, sa abot ng aming makakaya, handa kaming magserbisyo sa inyong lahat,” Go ended.

World Bank meets AgSur town's banana coop

BUTUAN CITY, Jun. 4 -- The World Bank that primarily funds the Department of Agriculture (DA)-Philippine Rural Development Project (PRDP) virtually conversed with the Kinabugawan Farmers Producers Cooperative (KIFAPCO) of Veruela, Agusan del Sur, the proponent group (PG) of the PRDP Caraga I-REAP or Enterprise Component.

KIFAPCO Chairperson, Zaldy Gabato shared how their micro-enterprise on Banana Production and Trading Marketing rapidly improved with the help of PRDP.

Apart from the increase in income, Gabato stressed that beneficiaries became more active in planting bananas making their coop expand from a two-hectare planting area to five hectares.

World Bank Consultant, Agnes Deshormes asked KIFAPCO how do the coop foresees growth and its plan to achieve it.

Gabato responded that they envision to strengthen KIFAPCO's marketing strategies which will also improve the lives of the banana farmers. "In our business marketing, we encourage the members to sell their bananas to us so that our income will increase. In every purchase, P0.25 goes to our coop, this little amount will go a long way," he said.

"Someday we can use the coop's income to increase the buying price of our farmers' bananas. This is our way to further develop the coop and help our farmers," added Gabato.

KIFAPCO also narrated that despite the harm brought by the pandemic, the lockdown also served to their advantage.

"Our LGU was very strict during the pandemic. Residents cannot go out even in our barangay. Because of this, residents concentrated in farming specifically banana since it is the notable commodity here. Most untilled lands were now planted and this increased our banana production," Gabato disclosed.

In the end, KIFAPCO and other PGs from Visayas and Mindanao were lauded by the World Bank consultants including Eli Weiss, Maria Theresa Quinones, Tim Hancock, and Agnes Deshormes for their hard work despite the calamities and crisis they have encountered along the way. POPCOM joins UN body calling for women, girls’ rights

BUENAVISTA, Agusan del Norte, Jun. 4 -- The Commission on Population and Development (POPCOM) launched online the State of the World Population Report in the country managing the global challenge of protecting the rights of women and girls to bodily autonomy by providing quality information and on Family Planning.

According to Dr. Leila Joudane, Philippines’ representative to United Nations Population Fund, the Philippines has 47 births annually per 1000 women aged 15-19 years, higher than the average adolescent birth rate of 44 globally and 33.5 in the ASEAN region.

Dr. Joudane highlighted that in every five girls, one is already a mother by age 19, which triggers the need for education regarding teenage pregnancy and sexuality to adolescents.

Meanwhile, POPCOM Executive Director Dr. Juan Antonio A. Perez III said that unplanned and unintended pregnancy is also considered a global pandemic labeling adolescent pregnancy as a national health emergency.

He underscored the Commission's effort, local government units, and the Department of Education in capacitating adolescents to their full potential by educating them through the right path and disclosing the negative impact of early sex that concludes unwanted pregnancy.

Dir. Perez also urged its regional offices to support the needs of the local government units to family planning services and quality information for the concrete implementation of the Philippine Population Management Program to the grassroots level.

Despite registering encouraging numbers in the level of Filipino women's decision-making on healthcare, as well as their sexual and reproductive health and rights or SRHR, the country's 20 million-plus young people continue to struggle in implementing their gender rights, which still account for the high prevalence of child marriages and intimate partner violence associated with adolescent pregnancies.

OIE endorses program to control dog-mediated rabies

BUTUAN CITY, Jun. 4 -- The endorsement of the Philippines' Dog-Mediated Rabies Program by the World Organisation for Animal Health (OIE) on May 27, 2021 certifies that the country’s protocol is in line with international standards.

This is a significant achievement of the Philippines in its continuous efforts to eradicate rabies from the local dog and cat population by 2030.

“We therefore invite the general public and pet owners to support the government's program on the control of this deadly but preventable viral disease. Let us keep in mind to ensure our pets are properly vaccinated against rabies,” said Bureau of Animal Industry (BAI), an attached agency of the Department of Agriculture.

BAI said the certification was an outcome of the joint efforts of the DA, Department of Health, Department of Education, Department of the Interior and Local Government, local government units, non-government organizations, the academe and private sector to fight rabies. (DA-BAI/PIA-Caraga)

Father takes brand-new steps amidst lower limb amputation

Norevic Nunez will never forget the traumatizing incident her husband had back in March 6, 2021.

It was around five in the afternoon when Christopher, Norevic’s husband, was on his way home after a long days work. While staring blankly at the distance, Christopher thought that their life has never been easy having no stable income being a farmer. Most of the time, they prefer to buy corn rice and could only afford for better quality, once their 4Ps (Pantawid Pamilyang Pilipino Program) allowance becomes available.

Christopher and Norevic, together with their four beautiful children have been beneficiaries of the 4Ps of the Department of Social Welfare and Development (DSWD) for almost six years.

Christopher freed a deep sigh pondering that they might have “Ginamos” again for supper. “Ginamos” a supposed side dish for other Filipino families is the main course for most of the meals for the Nunez family.

On his way home, Christopher was called upon by his brother and his friend to join him for some drink.  With hopes that a sip of alcohol might mend a little of his worries, he decided to stop by and somehow spent time with them.

At around seven in the evening, Christopher and his younger brother decided to go home.

Being completely sane, Christopher peered on the other side of the road and saw his neighbor who was completely drunk holding a bolo. Christopher remained at ease and continued walking. Never did he thought that this neighbor, whom he considered as his good friend, would do them harm. Without hesitation, his neighbor ran towards them and attacked Christopher and his brother with the wooden handle of the bolo. Both Christopher and his brother scrambled along the road to escape the deranged drunk, but due to having been hit hard on his back, Christopher wasn’t able to get up at once. His brother was dexterous enough to run and ask for help. Meanwhile, Christopher was ceaselessly hacked by his neighbor with a bolo.

Norevic was crying while telling the story to one of the staff of DSWD. “Kung wala nabali ang sundang, iya pa daw unta gulgolon ang liog sa ako bana. Mao na ingon sa iyang manghud atubangan sa mga pulis ug sa mga tanod (If the bolo had not been broken, he would have slashed my husband’s neck. That’s what his brother told the police and the Civilian Volunteer Organization (CVO),” she recalled while her tears continue to shed.

Christopher’s left elbow and right knee were severely injured leaving him no choice but to undergo amputation. A week after the surgery, Christopher was discharged and was strictly recommended to take his home medications. Since Christopher belongs to the indigent member of the community, he was given the No Balance Billing (NBB).

Norevic was worried thinking that her husband might be in deep sorrow after all he’s been through. Surprisingly, when they came back to their house, Christopher was all smiles.  Seeing his children made him beam with delight – he was beaming with new hope.

Amid all these challenges, Norevic remains grateful for her husband’s second life. “Ako karon nagkuha og kusog ug pagsalig sa Ginoo. Kabalo ko nga dili me Niya pasagdan (God is the source of my strength and I trust him, I know that he will never forsake us),” she said.

Because of the gruesome incident, Christopher, the sole provider of the family, can no longer work leading a more serious financial situation to the Nunez family. With this, Norevic has to play the role of being a provider in the family. Along these lines, she accepts any kind of job that would help her feed her family. But being in the most difficult time of their life, Norevic can barely afford to purchase all the medicines that her husband has to take.

Soon enough, she sought the medical assistance of the DSWD through the Assistance to Individuals in Crisis Situations (AICS). Fortunately, all the medicines in the prescription amounting to Php 3,532.00 was covered. The social worker who accommodated Norevic recommended her to avail the Php 5,000.00 cash assistance and a family food pack.

Furthermore, in coordination with the Regional Committee on Disability Affairs (RCDA) of DSWD, Norevic was provided with the list of requirements from which she can avail an assistive device for her husband for easier mobility. Eventually, Norevic and Christopher opted to have a wheelchair.

Now, Christopher is still recovering physically and emotionally. In spite of all that, Christopher remains grateful and hopeful. Having a wheelchair enabled Christopher to take brand-new steps. Despite his current boundaries, he aspires that these brand-new steps he is about to take will lead a fuller life amid the challenges he is in.

DSWD understands that losing a limb or two is undeniably a major emotional and physical burden not only for the family but for the victim as well. By means of assistive devices, the Department shows its efforts to ensure that even those with problems of mobility, just like Christopher, will still be able to freely and fully function within their limitations. Get COVID-19 booster shot, President Duterte tells Filipinos

President Rodrigo Roa Duterte on Monday appealed to those who had the first dose of COVID-19 vaccine to return for the booster shot to make them fully immunized from the virus.

In his weekly public address on government response to the pandemic, President Duterte said he wants authorities to convince people to get the second dose of the coronavirus vaccine to ensure protection.

“Mahirapan talaga akong magkumbinse sa Pilipino, lalo na ‘yong matigas ang ulo. Kindly follow instruction. Hindi naman mahirap ‘yan eh. You find time at your convenience na bumalik doon pumila at magpabakuna ng tinatawag nilang second booster. Iyon ang magbigay sa inyo ng more or less a good protection,” he said.

“I want the authorities and the LGUs to find out why this is happening and to take steps to return to their --- maimbiyerna sila na madala ng mga barangay captain pati mayors. Kindly help us ferret out the persons who have not received the second booster until now.”

The President told people to get the full dose, saying although it took some time for the country to get its share of the jabs, vaccine shipments now come in as western countries wrap up their vaccination drive and after they expressed willingness to share their inventories.

COVID-19, he said “is a very toxic thing” and it can contaminate people again, therefore a complete regimen is needed. Despite getting the shot, he advised the public to continue adhering to government-mandated protocols such as wearing of mask, frequent handwashing, and observing physical distancing.

“Matatapos rin ito, especially with your cooperation, matatapos ito mas madali,” he stressed.

On Sunday, the Philippines received another one million doses of CoronaVac manufactured by Chinese pharmaceutical company Sinovac Biotech.

The shipment is part of the 10 million doses that the government expect to receive this month, according to vaccine coordinator Secretary Carlito Galvez Jr.

Other deliveries expected this June will come from drugmakers Pfizer, AstraZeneca, Gamaleya Research Institute and Moderna. PND

Phl breaches 6 million mark of administered COVID-19 vaccine doses — vaccine czar

The Philippines has breached the six million mark of administered COVID-19 vaccine doses as a result of the government’s aggressive vaccination strategy against the coronavirus, the country’s vaccine czar said.

In his report to President Rodrigo Roa Duterte on Monday, Secretary Carlito Galvez Jr. said among those inoculated were 1.3 million healthcare workers, 1.5 million senior citizens, 1.4 million individuals with comorbidities, and over 12,200 economic frontliners.

More than 1.5 million are now fully protected, having received two doses of COVID-19 jab, he noted.

Galvez, who is also the National Task Force Against COVID-19 chief implementer, said that at present, the Philippines is administering more than 200,000 vaccine doses daily.

While the rest of the country’s adult population are being inoculated, Galvez said pediatric vaccination may not be far from sight, citing ongoing studies or approvals of vaccine brands Sinovac, Pfizer, and Moderna aimed at inoculating ages 3 to 17, 12 to 15, and 12 to 17 years old, respectively.

Eleven other vaccine brands have ongoing clinical trials for pediatric use as well, he noted.

According to Galvez, immunizing the country’s younger population, which is around 29 million, will pave the way for the reopening of face-to-face classes.

Meanwhile, the government’s massive vaccination will continue unhampered with expected vaccine deliveries in the coming months, the vaccine czar said, noting the country expects to receive one million doses of COVID-19 vaccines from China’s Sinovac on June 10, one million doses on June 17, and 2.5 million doses by the end of the month.

The country is also negotiating with Russia’s Gamaleya National Research Center of Epidemiology and Microbiology to ensure the delivery of 100,000 doses of the Sputnik-V vaccine on June 9, Galvez noted.

The World Health Organization-led COVAX facility, on the other hand, will donate two million doses of Pfizer vaccine on June 10, 250,000 doses of Moderna jabs on June 21, and two million doses of AstraZeneca on the third week of June.

There will be a steady supply of vaccines throughout July, Galvez said, with the expected delivery of 4.5 million doses from Sinovac, additional one million from Moderna, one million doses from AstraZeneca, and another 4.5 million doses from Sinovac to be delivered on July 21.

Once negotiations with vaccine manufacturers and the COVAX facility are successful, Galvez said he is optimistic that Philippines will receive around 17 million doses of COVID-19 vaccines this August and an unhampered supply in the next quarter.   PND

President Duterte condemns recent NPA attack in Quezon

President Rodrigo Roa Duterte on Monday, June 7, condemned the recent attack of the members of the New People’s Army (NPA) on government security forces on an aid mission in Quezon province, describing the atrocity as “sheer brutality".

“Itong mga ano wala na ito, they do not have the ideology. Wala na ‘yang silang prinsipyo sa ulo nila makipag-away. They are there to plunder and to just for the sheer brutality of it all, they want to kill our soldiers,” the President said during his televised address Talked to the Nation.

“The police and soldiers across the country have been distributing food aid and other needs. At despite the sacrifice of the men and women of the Armed Forces of the Philippines and the police, still they are the object of itong depredations, attack,” he added.

The attack happened over the weekend as local policemen, soldiers and Citizen Armed Forces Geographical Unit (CAFGU) personnel distribute food aid to the Indigenous Peoples in Barangay Del Rosario, Buenavista, Quezon.

A member of government security forces died after sustaining bullet wounds while two others were injured but are now in stable condition.

In issuing his strong condemnation, the chief executive said no peace talks could ever succeed between the rebels and any national leadership if the insurgents continue to attack government forces and installations.

President Duterte also mentioned the vulnerability of village chiefs from harassments by the rebels, saying barangay captains are favorite targets.

“Iyong mga barangay captain is one sector na maraming pinatay ang NPA sa ngayon. Sila ang favorite target, especially itong mga barangay captains na proactive in favor of government. They are always the object of assassination,” he said.

“Sige lang tutal ang sundalo may mahuli isa, dalawa, magpipiyait (squeal) naman ‘yan kung ano, then we would know what to do with you. What you can do, I can do better ten times over. Ang kaya ninyo, kaya kong gawin. So I would know how to deal with you,” he warned.

On behalf of the nation, the President expressed his gratitude to the families of those who perished, assuring them that the fallen heroes would attain justice.

“But I’d like the soldiers to know and the families of the fallen heroes that the nation is very grateful to you and we would know also how to reciprocate their bravery. Itong lahat na ito, tutal identified man ‘yan sila, baka hindi matago eh. Justice will be served sa kanila in the end,” he said.
