Gov’t prioritizes infra, agri development in Butuan: Bong Go


BUTUAN CITY, October 12, 2018 — Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go today assured the Butuanons that the Duterte administration prioritizes the infrastructure and agricultural development of the city.

“May planong gawin na ang Mindanao Railway Project na kokonekta sa Butuan at Tagum at sa buong Mindanao, isa ito sa ating prayoridad sa gobyerno ni Presidente Duterte," said Go in an ambush interview.

"Pangalawa, itong free wifi sa Butuan na para sa 127 areas,” Go added. 

(We are planning to build the Mindanao Railways that connects Butuan and Tagum to the rest of Mindanao, as this is one of the priorities of the Duterte administration. Second, the free wifi project in Butuan that targets 127 areas.)

“(Meron din) pautang sa mga farmers at fishermen na tinatawag nating Production Loan Easy Access. At maraming  pa ang (mga projects) na nasa ilalim ng Build, Build, Build program,” he added.

(This loan for the farmers, for the fishermen, which we call Production Loan Easy Access [is also one of the projects]. There are more projects lined up under the Build, Build, Build program.)

Go launched the 13th Malasakit Center in the city to give easier access to financial and medical assistance, in line with President Rodrigo Roa Duterte’s commitment to provide quality health services to all Filipinos.

“Gusto namin na sa lalong madaling panahon ay magiging libre na ang mga serbisyong pang-medikal para sa lahat. Kaya pinupursige naming maiparating sa inyo, lalong-lalo na sa mahihirap, matatanda at mga persons with disabilities, ang Malasakit Center,” Go said in his speech.

(We want the free medical services for all to be accessible right away. That’s why we are extending, especially to the poor, senior citizens, and persons with disabilities, the Malasakit Center.)

After delivering his speech, Go headed to the hospital wards and gave immediate assistance to the patients. 

He also emphasized the role of Malasakit Centers in helping the community in addressing the medical needs of the Filipinos.

The Malasakit Center is a one-stop shop program of President Duterte to hasten the delivery of medical services and give poor patients access to free medicines. A fast lane prioritizing the senior citizens and persons with disabilities (PWDs) is also available.

Under the program, patients are assisted in availing services and financial assistance provided by the Philippine Charity Sweepstakes Office (PCSO), the Philippine Amusement and Games Corporation (PAGCOR), Department of Health (DoH), and the Department of Social Welfare and Development (DSWD).
Pooled together, the assistance can push the patient's medical bill, including medicines, to the lowest possible amount. 

Go is scheduled to launch two additional Malasakit Centers this weekend in Zamboanga and Legazpi.

PNP leads outreach program for peace in Tandag

TANDAG CITY, Surigao del Sur, Oct 16 (PIA) -- The Police Regional Office (PRO)-13, in partnership with the Army's 36th Infantry Batallion (36IB), Provincial Government of Surigao del Sur, and City Government of Tandag, spearheaded a convergence Community Outreach Program for Peace to the indigenous people's (IP) community of Barangay Maitom here on October 11, 2018.

Around 300 IP families benefited from the basic services offered during the one-day event, such as: medical and dental consultation and tooth extraction; distribution of medicines; bloodletting; distribution of GMA Kapuso foundation backpacks with complete set of school supplies to IP pupils; gift packs with goodies; distribution of reading eyeglasses; free haircut, porridge feeding, distribution of used clothing; and distribution of slippers and dental kits to elementary pupils.

In his message, PRO-13 Regional Director PCSupt Gilbert Cruz stressed that the said activity is a joint convergence aimed at bringing the government closer to the people.

Meanwhile, Lt. Col. Xerxes Trinidad, 36IB commanding officer, emphasized that the Program for Peace was initiated purposely for the benefit of the IP brothers and sisters who are vulnerable from exploitation and manipulation by the CPP-NPA Terrorist (CNT).

“Our intent is to give hope and make them feel that the government and other stakeholders are looking after them and committed to pursue peace and development efforts in their community,” Lt. Col. Trinidad said.

“The PNP has been always been a partner of the Philippine Army in the fight against insurgency. With this program, we have manifested a convergence of efforts that could address the problem which brought a span of a lifetime of suffering and injustices," said Police Provincial Office Director PSSupt. Francisco Dungo Jr.

“It’s high time that we stand side by side and unite our efforts to implement programs and sustain the delivery of basic services to the people,” Dungo added.

During the event, the beneficiaries were also entertained with the mascots of President Rodrigo Duterte and former Special Assistant to the President Bong Go, and the live band with the talented performers from the PNP and 36IB.

Barangay Maitom, according to the military, is being identified as one of the rebel-infested areas in Surigao del Sur.

The activity is also in collaboration with the Technical Education and Skills Development Authority; Land Transportation Office; Philippine Red Cross - Surigao del Sur Chapter; Alpha Phi Omega (APO) Alumni Association; Tandag Linungao Eagles Club; Free and Accepted Mason, APO Fraternity and Sorority; Philippine Information Agency and media partners such as Tandag Network Television-6 (TNTV-6), and Sure FM Station. Caraga region is rich in tuna

Commercial fishing of tuna and processing is one of the potential investment opportunities in Caraga Region.

Visa Tan-Dimerin, the new Regional Director of the Bureau of Fisheries and Aquatic Resources (BFAR) Caraga, said that the region is rich in high-value fish such as tuna.

“We have an abundance of tuna in Caraga Region but the bulk of our catch goes to other places in Mindanao where post-harvest and processing centers are located such as in General Santos City,” the director said.

Dimerin said that Surigao del Sur is one of the sources of fresh tuna for the tuna processing industry in General Santos.

“Caraga is blessed with various tuna species such as skipjack or commonly called Tulingan, Yellowfin, Bluefin, Albacore and other,” Dimerin said.

Currently, there are small-scale processors of tuna in the region for bottled tuna products and semi-processed.

“We are promoting our region to investors to consider Caraga Region particularly in the fish processing industry so our local catch would be processed here since we have an abundance of fish,” she said.

The director revealed that Caraga Region posted an 88 percent sufficiency level of fish, however, that part of Caraga’s catch has been accounted in another region.

“Based on statistics parameters, accounting for fish is based on landing or where it is being unloaded. So in the case of fresh catch from Caraga Region being unloaded outside the region, the data will be credited to the said area,” Dimerin explained.

Dimerin disclosed that 90 percent of tuna catch in Surigao del Sur particularly from Bislig area are bound for General Santos tuna processing.

Yellowfin, in particular, has been exported to other countries such as Japan and China, hence, the cold storage facility is necessary to maintain its quality and such big facility are located in other regions.

To boost the fishing industry in the region, BFAR has been conducting training for the fisher folks, provision of fishing paraphernalia and facility for fish processing, and stringent implementation of fishery laws.

Mamanwa folks upgrade skills in handicraft making

SURIGAO CITY, Surigao del Norte, Oct. 16 (PIA) - Some 16 members of the Mamanwa tribe in Brgy. Cantugas, Mainit, this province were trained on handicraft making through the One Town One Product Next Generation (OTOP Next GEN) program of the Department of Trade and Industry (DTI) conducted on October 1-5, 2018.

The indigenous people (IPs) were trained to produce mats, bags, baskets, and other handcrafted products using indigenous materials which are growing prominently in the area.

The materials include palm strips, nito, malawlaw and golden sika (sayabay).

Gina Bagasbas, a member of the pool of regional designers of the DTI Caraga, served as the consultant who supervised the week-long activity.

To help the Mamanwas  meet their assignment, starter kits and tools were given for their processing activities.

OTOP Next GEN is DTI’s program to capacitate of the micro, small and medium enterprises (MSMEs) through product development initiatives, training, referral, and other capacity building activities with the goal of leveling up the products in the areas of design, quality, volume, among others.

The outputs of this activity will be market-matched in the local and regional market and will also be showcased in the Sikat Pinoy National Arts and Crafts Fair October Edition SM Megamall, Mandaluyong City. (DTI-Surigao del Norte/PIA-Surigao del Norte)

Tagalog News: DOE nagsagawa ng focus inspection sa Caraga

LUNGSOD NG BUTUAN, Oktubre 17 (PIA) -- Sa isinagawang joint focus inspection ng Department of Energy (DOE), kasama ang ibat-ibang ahensya ng gobyerno, pinaalalahanan nito ang mga gasoline stations na sumunod sa mga patakaran at regulasyon at regular na pagsagawa ng calibration process upang masiguradong functional at walang under delivery sa mga konsumante.

Bunsod ng pagtaas ng presyo ng langis at mga bilihin dulot na rin ng inflation sa bansa, mas pinaigting pa ng DOE ang kanilang pagsagawa ng focus inspection at pagkuha ng sampling ng liquid petroleum products sa mga gasoline stations at retail outlets at masigurong sumusunod ito sa Philippine National Standards for fuels.

Ayon kay Alex Rayos, supervising science research specialist – LPG section ng DOE central office, may ilan-ilan din silang nakitang paglabag ng mga gasolinahan sa kanilang isinagawang focus inspection sa Probinsya ng Agusan del Norte at Surigao del Norte.

Nananawagan din ang DOE sa publiko na ireport sa kanilang opisina o sa Department of Trade and Industry (DTI) sakaling may mapansin silang paglabag ng mga gasoline stations sa kanilang lugar at agad naman itong aaksyunan ng nasabing ahensiya.

AgNor LGU approves financial assistance to rice farmers

BUTUAN CITY, Oct. 22 -- The Sangguniang Panlalawigan of Agusan del Norte recently approved the establishment of an assistance program to marginalized rice farmers in the province as embodied in Provincial Ordinance No. 494-2018.

Under the ordinance authored by Provincial Board Member Virgilio R. Escasinas, Jr., the provincial government shall provide financial assistance to farmers’ associations, which amount shall be based on the approved project proposal not exceeding Php3,000,000.00, which in turn, will be utilized for re-lending to the members in the form of farm inputs amounting to Php35,000.00 per hectare cost in one cropping period.

The value of farm inputs to be provided to the farmer-recipients is under the “Grant-Recovery-Roll Over Scheme,” where the association shall undertake the collection of payment after harvest and same will be deposited to the association’s bank account for the procurement of farm inputs for the next cropping season.

The farmer association may impose a service fee and other charges to defray the administrative cost in managing the fund.

The ordinance aims to grant financial assistance to the small rice farmers in the province in order to provide them the needed funds and inputs to ensure agricultural productivity.

The overall goal is to increase productivity and production of quality rice as well as improve the farmers’ income and quality of life.

The assistance covers the small or marginalized rice farmers enrolled under the Kapalayapaan Program and other small farmers in the province.

Kapalayapaan Program is a program for the farmer sector which means “There is peace in rice farming,” a convergence project with the 402nd Brigade, Philippine Army gearing for increase farm production, promoting organic farming and introduction of new farming techniques.

As an added eligibility, farmers enrolled under the Kapalayapaan Program shall be endorsed by the Philippine Army.

There is a need for a Memorandum of Agreement (MOA) signed and entered into by and between the province of Agusan del Norte represented by Provincial Governor Ma. Angelica Rosedell M. Agusan Norte orders resting chairs inside establishments

BUTUAN CITY, Oct. 22 -- The provincial government of Agusan del Norte strictly required all business establishments in the province to provide resting chairs for their employees.

This was embodied under Provincial Ordinance No. 499-2018 authored by Provincial Board Member Salutario B. Cuasito.

Cuasito pushed for the approval of the ordinance considering the need for such move.

Accordingly, a number of medical researches and social studies conducted within the country and abroad disclose that individuals spending most of the day on their feet every working day are likely to be at greater risks of experiencing health problems such as but not limited to varicose veins, frequent contusions and swelling of the legs and feet, rheumatism, and other foot problems.

The affirmative vote of the lawmakers was also anchored under Section 7, Rule 1 of the Omnibus Rules Implementing the Labor Code (Book III) that states that each employer will provide his employees with a reasonable rest for one hour for regular meals.

Popcom holds AHD Caravan in Butuan

BUENAVISTA, Agusan del Norte, Oct. 23 -- Hundreds of participants attended the Adolescent Health and Development (AHD) caravan conducted recently by the Commission on Population (Popcom) - Caraga, in close partnership with the City Population Office of Butuan.

The event was held in one of the major private schools here.

The activities during the caravan, which were backed-up by the Timber City Academy Board of Trustees, include AHD Film Dissemination, U4U Teen Trail, New Sexually Healthy and Personally Effective (SHAPE) Module session, Parent-Teen Trail, and the Learning Package on Parent Education on AHD (LPPEAHD) session.

Prior to the simultaneous activities was the signing of AHD-Information and Service Delivery Network (ISDN) Memorandum of Agreement and Executive Order, followed by the soft launching of the school’s teen center where the various sports equipment and musical instruments stationed for students’ recreational activities.

These undertakings were witnessed by LGU officials, school board of trustee, teachers, ABC president, SK Federation President, heads and representatives from concerned regional line agencies, students and other guests.

Butuan City Councilor  lawyer Rema E. Burdeos, Committee Chairperson on Social Welfare, Family, Women and Children, emphasized the need and importance of the initiative  as it will discourage adolescents to engage in non-sexual and sexual risky behaviors as well as educate them to maximize their potentials for development.

Popcom Caraga Director Alexander A. Makinano also highlighted the important role of the parents and teachers on the lives of the young people in guiding them and become effective partners with adolescents in dealing with their sexual and reproductive health concerns.

On his part, Director Jose R. Llacuna, Jr. of the Department of Health-Caraga, vowed to support the initiative in line of his agency program of Adolescent Sexual and Reproductive Health as he asked the students to submit themselves voluntary HIV testing.

Earlier, the Sangguniang Panglungsod of Butuan passed SP Resolution No. 405-2018 authorizing Hon. City Mayor Ronnie Vicente C. Lagnada to enter into a MOA with POPCOM and other partner agencies on AHD-ISDN.

To further hone the skills, potentials and the total well-being of the adolescents in other areas, POPCOM Caraga had also given various sports equipment and musical instruments to different secondary schools in cities of Butuan, Tandag, Surigao and in the provinces of Agusan del Norte, Dinagat Islands and Surigao del Sur.

Pre-requisite of the giving of said equipment is the establishment of teen center whether in community or in school.

ISDN will also be mobilized for the operation of the teen center to ensure harmonized and well-collaborated planning, coordination, funding, implementation, and monitoring of AHD-related and outcome-based interventions across levels. (Popcom Caraga/PIA-Caraga)

350 new police recruits take oath in Caraga

BUTUAN CITY, Oct. 23 - A total of 350 new police recruits of Police Regional Office (PRO) 13 took their oath here recently before the PRO13 director, Chief Supt Gilberto DC Cruz.

The new recruits, comprised of 251 male and 99 female, surpassed the thorough examination and screening for the 2018 Police Officer 1 (PO1) Regular Recruitment Program.

They will each receive a basic monthly salary of Php29,668 aside from other allowances.

“Remember that an oath of office is the mortar that binds us to the foundations of our government. Since you entered the realm of law enforcement, you have opted to follow a higher standard of integrity and conduct,” Cruz said.

The region’s police chief also reminded them to build their foundation on integrity and credibility, and never to engage in illegal activities.

As new cops, they will be brought to the Regional Training Center 13 in Surigao City to undergo the six months mandatory training.

During the ceremony, members of the Regional Screening Committee were accorded with plaques of appreciation for their efforts in efficiently supervising the selection process, while families, relatives, and friends witnessed the oath taking of the new police officers. (PRO-13/PIA-Caraga)

SEC. ANDANAR CONTINUES TO LEAD GOV’T COMMS PENDING REVIVAL OF OPS

SECRETARY Martin Andanar remains on top of the government’s communication operations awaiting the official reversion of the Presidential Communications Operations Office (PCOO) to the Office of the Press Secretary (OPS).

In a recent phonepatch interview with Clyde Hikilan of Hope Radio-Butuan City, Sec. Andanar affirmed that he is still in charge of PCOO as the Executive Order (EO), which will combine his Office and the Office of the Presidential Spokesperson into one OPS, has not yet been signed by President Rodrigo Roa Duterte. 

He explained, “Tuloy pa rin ang ating trabaho kay Presidente sa PCOO hanggang hindi pa nao-operationalize itong EO for the revival of OPS. Tapos alam naman nating hindi tinanggap nina Sec. Harry Roque at Sec. Salvador Panelo ‘yung posisyon as Press Secretary.”

However, the PCOO Chief assured that everything within his Office has already been set in order to make the transition to OPS as seamless as possible. He also expressed confidence on the judgement of whoever will be the next Press Secretary to consider what will be best for government communications.

“Depende na sa susunod na Press Secretary kung anong gusto n’yang ipagpatuloy na programa. S’yempre bawat Press Secretary mayroong kani-kaniyang priority. For me, I focused on infrastructure because I believe that this is really for the improvement of the government communications services lalo na in this age of technology,” he noted.

Sec. Andanar meanwhile clarified that he has not yet received an offer to be the next Presidential Political Adviser. He said, “Hindi pa malinaw. Depende na lang ‘yan kay Presidente kung saan niya ako ilalagay.”

He added that he’s ready to accept any position that the President deems fit to give him as long as he can be competent for the job. “Kung ilagay niya ako sa ganoong posisyon, walang problema as long as I feel that I can manage the agency. I will If I can capably do it. We need to be realistic. Mahirap namang magtrabaho kung hindi mo alam kung paano mag-manage.

Army promotes 108 enlisted personnel

BISLIG CITY, Surigao del Sur, Oct. 26 (PIA)– A total of 108 enlisted personnel under the 75th Infantry “Marauder” Battalion, Philippine Army were promoted to next rank during the donning of rank held recently at the Camp Jaime Ferrer here.

Out of the 108 promoted enlisted personnel, two are ranked Captains, one is Major, and 106 are Private First Class. Due to the call of duty, only 62 personnel attended the ceremonial event with Second District Rep. Johnny Pimentel, 401st Brigade Commander BGen. Andres Centino, and 75IB Commanding Officer Lt. Col. Jaime Datuin as guests.

“It is truly a great pleasure seeing you stepping forward and continuously progressing into more developed, highly trained professional army troopers who are capable and reliably effective in various tasks and mission. Your remarkable performance have shown your dedication and eagerness in putting yourself in a position far beyond your call of duties,” said Lt. Col. Datuin.

Lt. Col. Datuin also acknowledged the determination and the loyalty of the newly-promoted personnel as they assumed their new task. "May this promotion would serve as a motivation and continue to keenly serve the people to win our mission," he said.

“Be an inspiration to your juniors, batch mates, and even to your senior enlisted personnel and officers. You received this kind of promotion because of the cooperation with your co- enlisted personnel,” Lt. Col. Datuin added.

Meanwhile, Rep. Pimentel also extended his warmest and sincerest congratulations to the newly promoted personnel for their well-deserved promotion. He also stressed that the provincial government is very much thankful for the efforts made by the Philippine Army in eradicating insurgency in the province.

P34-M FMR expands agri commodities

ESPERANZA, Agusan del Sur, Nov. 9 - The Department of Agriculture-Philippine Rural Development Project (DA-PRDP) has recently turned-over the P34-million farm-to-market road (FMR) to Esperanza, Agusan del Sur.

The 2.9-kilometer Lumbia-Mabao FMR directly benefits 3,036 individuals or 885 farming households. This intervention from the government is built to support the Rubber industry in the province and the farmers planting high-value crops in the locality.

“All of us have worked so hard for the realization of this project. We will make sure that this road will be preserved up to 100 years so that many generations can benefit,” said Esperanza Mayor Leonida Manpatilan.

Manpatilan said that the LGU is working hard to develop not just the corn industry but also the high-value crops that many farmers are also planting. “This road creates a good reason and zeal to produce more,” said Manpatilan.

DA Caraga Regional Director Abel James Monteagudo shared that the government is working hard to support the farmers with not just road for easy transportation of agricultural produce, but also to equip the farmers and farmers’ associations with the necessary tools and equipment to increase production.

Sitios Lumbia and Mabao are the areas in Barangay Dakutan where some farmers also plant rubber trees other than just growing corn. “The seemingly isolated area before is now a place of production with many farmers planting corn, high-value crops and rubber trees,” said Barangay Captain Rolando Jaum.

The turn-over activity was participated by the DA-PRDP team in the region, Provincial Project Management Implementing Unit (PPMIU) of Agusan del Sur headed by Deanna Fudalan, LGU-Esperanza officials headed by Mayor Manpatilan, Barangay Dakutan officials and the farmers in the area.

DA-PRDP’s Infrastructure Component helps the producers, traders and the rural population through constructing FMRs, bridges, irrigation and potable water systems that are identified in the value chains of the products or commodities of the province or region. (DA-13/PIA-Agusan del Sur)

90 residents participate in DSWD-Caraga’s KAP survey

PROSPERIDAD, Agusan del Sur, Nov. 9 - A total of 90 residents of Barangay Patin-ay of this municipality had recently participated in the Knowledge, Attitude, and Practice (KAP) Survey conducted by the Department of Social Welfare and Development (DSWD)-Caraga through the Social Marketing Section (SMS).

KAP Survey is a form of communication research that enables social marketers to determine the strengths and weaknesses of the communication tactics employed by the Department directly from the stakeholders.

The survey, which was given to 45 4Ps beneficiaries and 45 non-4Ps beneficiaries, aimed to determine the awareness of the stakeholders on DSWD’s core programs (Pantawid Pamilyang Pilipino Program or 4Ps, Sustainable Livelihood Program, and Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services or Kalahi-CIDSS), and the basic services such as Assistance to Individuals in Crisis Situation (AICS) and Supplementary Feeding Program (SFP), among others.

Seventy (equal number of 4Ps and non-4Ps respondents) answered a five-page questionnaire with the help of the SMS staff who served as data collectors.

The questionnaire focused on stakeholders’ knowledge on DSWD programs and services and described their attitude towards DSWD’s performance in delivering programs and services to the community.

The other 20 participants participated in the Focus Group Discussion (FGD) later in the afternoon where the SMS staff listened to a more in-depth discussion with the respondents.

Social Marketing Service-Communication Development and Research Divisions (SMS-CDRD) shall consolidate the accomplished survey forms and perform analysis on the data gathered.

The result of the survey and FGD will serve as basis for the SMS in enhancing its communication strategy ang in making it more effective and efficient to the community.

Responsible for undertaking advocacy, social marketing, and networking activities, the SMS conducts the KAP survey annually to ensure that messages embodied in the vision, mission, and goal of the Department are effectively communicated to the general public. AgSur NC II holders receive SMAW project starter kits

PROSPERIDAD, Agusan del Sur, Nov. 9 - The Department of Labor and Employment (DOLE) Agusan del Sur Provincial Office has recently released P1-million worth of Shielded Metal Arc Welding (SMAW) Project Starter Kits including welding machine and accessories to 75 unemployed youth National Certificate (NC)-II holders.

Maliban doon ay tumanggap din sila ng mga makinarya at equipment na ibinahagi sa kanila mula sa DAR Caraga sa ilalim ng Agrarian Reform Community Economic Support Services at Climate Resilient Farm Productivity Support Project, sa tulong na rin ni President Rodrigo Roa Duterte.

Nasa 575 Agrarian Reform Beneficiaries (ARBS) ang nakatanggap ng CLOA sa probinsya ng Surigao del Norte; 796 sa Agusan del Sur; 263 sa Surigao del Sur; 242 sa Dinagat Islands; at 221 sa Agusan del Norte. May kabuuang 2,310 na CLOA sa 2,097 na ARBs ang naibigay sa Caraga region.

AgNor LGU to give gratuity pay to qualified retirees

MAGALLANES, Agusan del Norte, Nov. 12 - The Sangguniang Panlalawigan of Agusan del Norte approved and declared valid the Municipal Ordinance No. 009-2018, from the municipality of Magallanes, this province entitled “An Ordinance Granting Gratuity Pay to the Qualified retiree as Government Officials and Employees who Render Exemplary Service During His/Her Employment in the Local Government Unit of Magallanes, Agusan del Norte and Providing Funds Thereof.”

Through the said ordinance, authored by Sangguniang Bayan Member Victor A. Cain, the local government of the municipality of Magallanes will give gratuity pay to the qualified retiree as government officials and employees who rendered exemplary services during their employment in the local government.

The gratuity pay is as follows: For those employees/retirees who rendered 30 years in service and above will receive Php15,000.00; Those retirees who incurred 20 years to 29 years in service will also receive Php12,000.00; Those retirees who served 15 years to 19 years in service will receive Php10,000.00; Retirees who rendered 14 years and below shall be through pro-rated computation based upon service record and to be determined together with the fiscal officers and the SB Committee on Finance, Budget and Appropriations.

For those municipal officials who have finished three consecutive terms of office (9 years) will also receive a gratuity pay in the amount of Php10,000.

The measure aims to promote the good attributes of public officers and employees and serve as motivation to every official and employee to render exemplary service to its office and constituents during their term of employment as mandated in Republic Act 6713, Code of Ethical Standards of Government officials and Employees.

AgNor contenders champ in reg'l. consumer quiz bowl

BUTUAN CITY, Nov. 12 - Contestants from the province of Agusan del Norte dominated this year's Consumer Quiz Bowl.

Rodrigo J. Arriba, Jr. of Carmen National High School who earlier topped the Agusan del Norte Division-Level Quiz, was hailed Regional 1st place winner.

This is a back-to-back win of Arriba and his coach Mindalita S. Sodicta having gotten the top spot in last year's contest, as well.

Meanwhile, Jeanalyn T. Tiempo of Calamba National High School from the Cabadbaran City Division got 3rd place. She was coached by Jehainie S. Ponce.

As top three winners both Arriba and Tiempo received medals, certificates, tokens and cash prices of Php 5,000.00 and Php 3,000.00, respectively.

Butuan City Division Quiz winner Nicell Mae G. Socorro of Butuan City School of Arts and Trades also joined the regional tilt and placed 7th out of 12 contestants. She was coached by Myra H. Trazares.

The division level quiz bowls were held last October 12 (Butuan City Division), October 16 (Cabadbaran City Division), and October 17 (Agusan del Norte Division).

The regional contest, on the other hand, was done October 30 at the Atrium of Robinsons Place Butuan.

DTI launches 10th Negosyo Center in Surigao Norte

SURIGAO CITY, Surigao del Norte, Nov. 12 (PIA)– There are now 10 Negosyo Centers across the province of Surigao del Norte where micro, small and medium enterprises (MSMEs) can visit to avail business development programs and services.

The Department of Trade and Industry (DTI) recently launched its 10th Negosyo Center (NC) in Surigao del Norte in the Municipality of Placer on October 29, 2018. This is also the 39th Negosyo Center in the region.

The establishment of the Negosyo Centers was aimed to promote ease of doing business and facilitating access to services for MSMEs.

Negosyo Centers are currently present in Surigao City, Bacuag, Claver, Dapa, Del Carmen, Mainit, Placer, San Francisco and Socorro.

In her message during the Negosyo Center launching, DTI Caraga Assistant Regional Director Gay A. Tidalgo urged the MSMEs present to take advantage of the services of the negosyo centers especially in the areas of access to finance, market access and product development.

Further, she said that DTI services are now more accessible because of the presence of the NCs in the municipalities.

Placer Vice-Mayor Reynaldo R. Seeto thanked the DTI Surigao del Norte for setting up a Negosyo Center in the municipality as he believes it will boost Placer’s local economy.

Philippine Chamber of Commerce and Industry Regional Governor and Provincial Micro, Small and Medium Enterprises Development Council Chair Concepcion R. Paqueo also encouraged the micro enterprises present during the launching to constantly produce their products because the chamber will help them in the market access.

Republic Act 10644 or the Go Negosyo Act mandates the creation of Negosyo Centers in every municipality, city and province throughout the country to help grow the micro, small and medium enterprise (MSME) sector which accounts for around 99 percent of registered businesses in the Philippines.

NC-Bayugan conducts BMBE briefing to biz operators

BAYUGAN CITY, Agusan del Sur, Nov. 13 - Some 43 business operators here were oriented through the Negosyo Cnter (NC) on the benefits of having their business registered as Barangay Micro Business Enterprise (BMBE).

The BMBE or Republic Act 9178 is one of the government's initiatives that aims and promotes the creation and expansion of small businesses by providing benefits and incentives that will help BMBE enterprises to grow and succeed.

BMBE qualifiers are those enterprises with a total asset of not more than P3-million excluding land.

Charlott Pingol, NC staff presented the incentives for a qualified enterprise to include (1) Income tax exemption from income arising from the operations of the enterprise; (2) Exemption from the coverage of the Minimum Wage Law provided that the employees will still be covered with social security and health care benefits; (3) Priority to a special credit window set up specifically for financing requirements; (4) Technology transfer, production and management training, and marketing assistance programs.

To avail of the exemptions, Jinalyn Nonog, Revenue Officer 1 of the Bureau of Internal Revenue (BIR), enumerated the requirements that include the following: (1) Copy of BMBE Certificate of Authority issued by DTI, (2) Sworn Statement of the values of assets owned, (3) Certified list of branches, certified list of affiliates, (4) Latest audited financial statement.

She added that those practicing their profession and the partnerships or corporations engaged in consultancy, advisory and other similar services where the performance of business are essentially carried out through licensed professionals, are not qualified.

It was also learned that BMBE certificate covers the following: (1) the business transfers its place to another locality, (2) when assets value exceeds P3-M, (3) when Certificate of Authority is voluntarily surrendered to DTI, (4) in case of death of the registered individual owner of the BMBE if sole proprietorship, (5) in case of violation or non-compliance with the provisions of the Act, (6) in case of merger or consolidation with an entity which is not eligible to be BMBE, (7) in case of sale or transfer of the Business, (8) submission of fake documents, (9) in case of retirement from business, or cessation/ suspension of operations for one year and making false or omitting required declarations or statements.

Rhea Xina Arjona, a business operator of Bayugan City was thankful of the new information she acquired.

"Thank you DTI, resource persons and facilitators for this opportunity, this is a new learning important to us," she added.

New guidelines on educ. aid program OK’d in AgNor

NASIPIT, Agusan del Norte, Nov. 13 - New guidelines will now be implemented by the local government unit of Nasipit, this province, on the two education assistance programs of the municipality after the Sangguniang Panlalawigan of Agusan del Norte declared valid the two municipal ordinances embodying such new policies.

Under Municipal Ordinance No.004, authored by Sangguniang Bayan (SB) Member Virgilio F. Baja, the provision for the College Educational Assistance Fund Program (CEAFP) on the number of scholars who can avail of the scholarship was made from 35 scholars as maximum to 35 scholars as minimum every year and the maximum shall be determined by the scholarship committee.

The funds for the scholarship program in the amount of Php280,000 yearly can now be increased by the local government depending on the availability of funds to implement the CEAFP.

Other new guidelines changed were under Municipal Ordinance No.005, pushed by SB Member Baja, on the provisions of the Municipal Educational Assistance Fund Program (MEAFP) where the scholar is required to render service at their respective school under the Brigada Eskwela every opening of the school year until the scholar completed the secondary program.

For the renewal of the scholarship, the scholar must submit Brigada Eskwela Certificate of Participation duly signed by the School Principal or Head Teacher.

The financial assistance per year to each scholar in public schools was also increased from Php750 to Php1,000.

Another 7 NPA terrorists surrender to gov't. in Agusan Sur

PROSPERIDAD, Agusan del Sur, Nov. 13– Seven members of the New People’s Army (NPA) under Guerilla Front 14 have voluntarily surrendered to the 75th Infantry "Marauder" Battalion (75IB), Philippine Army along with their firearms at Sitio Cosep, Barangay Bayugan 3, Rosario, Agusan del Sur recently.

The surrenderers were identified as alias ‘Nina’, alias ‘Pitong’, alias ‘Bal’, alias ‘Cisar’, alias ‘Barako’, alias ‘Renny’ and alias ‘Kamandag’, and all are residents of Sitio Cosep, Brgy. Bayugan 3, Rosario, Agusan del Sur.

They brought along with them one caliber 38 Pistol and one improvised shotgun and three improvised caliber 22 rifles.

It was learned that the said surrenderers will be processed for them to avail the Enhanced Comprehensive Local Integration Program (E-CLIP) which includes the following benefits: Php15,000.00 for immediate cash assistance; Php50,000.00 for livelihood assistance; and Php90,000.00 - Php95,000.00 for firearms (depending on the type of firearm) and access to other government assistance.

“The successive numbers of surrenderers in our battalion are all assisted with the benefits they destined to receive from the support of the government leaders for their livelihood assistance,” said Lt. Col. Jaime Datuin, 75th IB Commanding Officer.

Government agencies extend assistance to 96 former rebels in SurSur

TANDAG CITY, Surigao del Sur, Nov. 13 (PIA) - Different heads and representatives of government agencies, together with the heads of the security sector in Eastern Mindanao, gathered on Saturday, November 10, 2018, at the Villa Maria Luisa Hotel here to formally welcome to the folds of the law the 96 Former Rebels (FR) and awarded them different transformation intervention packages during the Joint Regional and Provincial Peace and Order Council Meeting.

In a formal presentation ceremony, Secretary Eduardo M. Año of the Department of Interior and Local Government (DILG) received the 36 high-powered firearms from the FRs .

The FRs were formally presented by BGen. Andres Centino and BGen. Franco Nemesio Gacal of the 401st and 402nd Infantry Brigades of the 4th Infantry Division, Philippine Army, who received and facilitated their surrender.

Prior to their formal presentation, the Enhanced Comprehensive Local Integration Program (E-CLIP) Committee of Surigao del Sur and the DILG Provincial Office subjected the FRs in a validation and processing for their enrollment and award of benefits of the E-CLIP being implemented through Inter-Agency Task Force Balik Loob headed by USec Reynaldo Mapagu of the Department of National Defense.

Aside from the cash assistance that they will receive, the FRs will be receiving other assistance and interventions under the program depending on the needs assessment survey report to be conducted by TF Balik Loob.

These may include skills training under the Technical Education and Skills Development Authority, housing under the National Housing Authority, and other socio-economic interventions.

The 96 FRs are part of the 831 who surrendered from November 2017 to November 10, 2018.

During the press briefing after the ceremony, Eastern Mindanao Command Commanding General Lt. Gen. Benjamin Madrigal, Jr. emphasized the cooperation of every sector and agency not only in the intervention to bring the rebels to the mainstream but also in ending insurgency.

"Insurgency is a multi-dimensional problem, which requires a multi-sectoral solution. Not only the government but also the community, the business sector, media, and other sectors," Gen Madrigal Jr. said.

LUNGSOD NG TANDAG, Surigao del Sur, Nob. 13 (PIA)– Matapos ang ilang araw na paghahanda para sa pagpapatupad ng suggested retail price (SRP) sa bigas, matiwasay na sinimulan ang pagpapatupad nito noong Nobyembre 9, 2018 na idinaos sa pamamagitan ng simpleng seremonya sa Tandag City Public Market.

Sinabi ni NFA Provincial Manager May Sarah Atomar Sabarre, na sinimulan na ang malawakang pagpapatupad ng SRP sa bigas noong Biyernes sa buong probinsya kasama nito ang ahensiya ng Department of Trade and Industry (DTI), Departmen of Agriculture (DA), at Office of the Provincial Agriculturist (OPAg).

Kasabay nito, ipapatupad din ang labeling sa bigas at paglalagay ng tamang presyo nito.

Napag-alaman na ang labeling ayon sa inaprubahan na alituntunin ng NFA Council kamakailan ay ang mga sumusunod: Regular Milled Rice-(lokal) – P39/kilo; Well-Milled Rice (lokal) – P44/kilo; Premium Rice (local) - P47/kilo; Well-Milled Rice (imported)- P39/kilo; at Premium Rice (imported)- P43/kilo. Samantalang wala namang itinalaga na presyo para sa special rice.

Dagdag pa ni Manager Sabarre, ang opisina ng NFA ang mamumuno sa pagpapatupad ng SRP at labeling ng bigas. Kaagapay nito ang DTI at Philippine National Police (PNP).

Higaonon coffee growers learn new techniques, skills in producing quality beans

ESPERANZA, Agusan del Sur, Nov. 14 - Kalabuan Higaonon Farmers Organization (KAHIPO), a group of Indigenous Peoples (IPs) in Esperanza of this province have recently attended the two-day Skills Training on Coffee Harvesting and Green Coffee Beans Quality Improvement in the remote barangay of Kalabuan.

The resource person, Mark Anthony Balahay (Coffee Quality Grader and Coffee Farm Consultant) said that coffee has promising opportunities in the market but farmers need to be extra careful in the production because coffee can be attacked by insects and fungi.

He gave tips on what type of pesticide to use and the proper way of growing coffee.

Reonel Aninon, Trade and Industry Development Specialist and Provincial Coordinator of the DTI's Shared Service Facility (SSF) program in Agusan del Sur updated the group about the status of the proposed "Monitored type Tunnel Dryer” which is designed to fast-track the production of coffee beans.

KAHIPO has been growing coffee for quite some time as one of their sources of income. Their produce is sold in the locality and outside the province.

PCOO chief recognized for ‘outstanding’ work in gov’t

MANILA, Nov. 19
Presidential Communications Operations Office (PCOO) Secretary Martin Andanar was awarded the ‘Most Outstanding Public Servant’ during the 2nd Diamond Golden Awards held Saturday at Marco Polo Hotel Ortigas in Pasig City.


Aside from Andanar, other public servants including Senator Cynthia Villar, Quezon City second district congressman Alfred Vargas and Interior and Local Government Assistant Secretary Marjorie Jalosjos and other individuals from the media and entertainment industry have also been given awards.
Baby Go, a businesswoman and an indie film producer, formed the Diamond Golden Awards to recognize individuals who support the PC Good Heart Foundation.
The foundation provides medical assistance and scholarships to less fortunate Filipinos.
PCOO Assistant Secretary Ramon Cualoping III received the award on behalf of Andanar who is part of President Rodrigo Duterte’s delegation attending the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting in Papua New Guinea.
Last month, Andanar received recognition from the National Press Club (NPC) for his ‘unstinting’ support to press freedom and welfare of the Philippine media community.
The NPC commended Andanar for the central role he played in the issuance of landmark Executive Order No. 02 and Administrative Order No. 01.
President Rodrigo Duterte signed EO 02 on July 23, 2016, otherwise known as Freedom of Information (FOI), mandating full public disclosure of all offices under the executive branch.
On the other hand, Duterte dedicated his first administrative order for the creation of the Presidential Task Force on Media Security (PTFoMS) mandated to protect the life, liberty and security of media workers and their families. AO No. 1 was signed on Oct. 11, 2016.

Loreto commemorates 74th anniversary of historic landing

LORETO, Dinagat Islands, Nov. 16 (PIA)– The local government unit (LGU) of Loreto recently commemorated the 74th anniversary of the historic Loreto landing at the Black Beach No. 2, Sitio Campintac, Barangay Panamaon, Loreto town.

The local government here commemorates every year the historic landing of the American forces in Sitio Campintac, the very isolated place where the first landing of the American liberation troops took place on October 17, 1944.

The event started with the raising of the flags of Japan, Australia, United States of America and the Philippines and this was followed by a wreath-laying ceremony at the monumental marker.

In his message, Loreto Vice Mayor Erwin Hazel Ompod San Juan lauded the efforts of all stakeholders who made the commemoration successful and extended his snappiest salute to the fallen heroes of the historic landing 74 years ago.

Napag-alaman din mula kay De Guzman na ang 103 pamilya na lumikas ay nagmula pa sa Isla ng Arangasa, Barangay Aras-asan sa Cagwait na temporaryong nakikisilong sa Barangay Aras-asan Gymnasium.

Sa bayan ng Carrascal, 54 pamilya ang inilikas mula sa Barangay Babuyan, 34 mula sa Barangay Bacolod, 23 pamilya mula sa Barangay Tag-anito, at 18 mula sa Barangay Gamuton. Ang mga nasabing lugar ay mapanganib sa landslide at baha, ayon pa kay De Guzman.

Samantala, ideneklara na rin ng lokal na pamahalaan sa araw na ito na walang pasok sa lahat ng antas sa syudad ng Tandag, munisipyo ng Carrascal, Tagbina, San Miguel, Lanuza at Lianga.

Sa bayan naman ng Cantilan, Cagwait, at Bayabas idineklara naman na walang pasok ang mga estudyante mula preschool hanggang elementarya. Samantala, otomatiko namang pinatutupad ang walang pasok sa preschool sa Bislig City at bayan ng Hinatuan matapos sumailalim ang probinsya sa Tropical Cyclone Warning # 1 kahapon.

Pumping stations to reduce flooding in Butuan completed

BUTUAN CITY, Nov. 21 - The Department of Public Works and Highways (DPWH) Region 13, through the Regional Project Management Office (RPMO), has completed the construction of the Lower Agusan Development Project (LADP) Flood Control Component (FCC) Stage I, Phase I and II, Urban Drainage System Construction of Relief Pumping Station at Collector Drain (CD) 1 and 2.

The construction of the relief pumping stations is designed to discharge a combined (CD 1 & 2) 70 cubic meter per minute of flood water impounded along the commercial districts of Butuan City and released into the Agusan River in the event that level of water rises due to continuous rain and other weather disturbances, usually occurring in the last and first months of the year, thereby reducing occurrence of flooding.

For decades, flooding has been a looming danger in the highly urbanized city of Butuan that is geographically situated below sea level where agriculture, property and even lives are at constant risk of being under water or swept away gravely in the recent years due to the effects of climate change.

Construction of CD 1 and 2 began on June 29, 2017 and was completed on August 22, 2018 with a total cost of P96,499,611.33.

These pumping stations are located in the West Bank of the Agusan River – where CD 1 is upstream at Brgy. Silongan and CD 2 is 300 meters away, downstream at Brgy. Urduja.

DPWH conducted a trial run on October 26, 2018, and although CD 1 is working well, the flood wall along CD 2 needs to be dug up/opened to provide easier access for the flood water to enter the inlet to sump pit.

Once the final inspection and certificate of completion are done, these projects will be turned over to the City Government of Butuan for operation and maintenance with the supervision under DPWH.

When history had it on record about Butuan’s harrowing flooding experience, the DPWH had it in priority as a solution and to lessen its devastating effects by conceptualizing and implementing flood mitigation projects around this low-lying city. (DPWH-13/PIA-Caraga)

Over 400 Lumads in SurSur town benefit free basic services

SAN MIGUEL, Surigao del Sur, Nov. 23 (PIA)– More than 400 Lumads from the upper communities of San Miguel, Surigao del Sur have benefitted from the free basic services offered by the different stakeholders during the conduct of the Peace Caravan spearheaded by the Local Government Unit of San Miguel in partnership with the 36 Infantry “Valor” Battalion (36IB) held on Nov. 19, 2018 in Barangay Bitaugan.

The local folks who joined the event availed free medical, and dental services with free medicines, vegetable seeds and Falcata seedlings.

They also received food packs and benefited Porridge Feeding, and free haircut during the event.

With the theme “Panaghiusa Para sa Kalinaw Ipatigbabaw” (Uphold unity for peace), Civil Military Operation (CMO) Officer Captain Francisco Garello Jr. said the Peace Caravan was derived from the concept of bringing the message of peace and the government closer to the people.

“It anchors on the principle of peace by presenting the government interventions through the delivery of basic services to include information education campaign, and the community dialogues to address peace and security issues,” said Capt. Garello.

Also, Lt. Colonel Xerxes Trinidad, commanding officer of the 36IB, said the activity conducted was a response to address peace and security concerns in the area. (PIA-Surigao del Sur)

Agusan Norte to create PESO

BUTUAN CITY, Nov. 23 - The Sangguniang Panlalawigan (SP) of Agusan del Norte created the Public Employment Service Office (PESO) in the province of Agusan del Norte through Provincial Ordinance No. 502-2018  in a regular session held on October 23, 2018.

This is one of the priority legislative measures of the SP as part of the Legislative Agenda, resulting from discussions during a consultative meeting conducted by the Committee on Human Resource Development, Labor and Employment, chaired by Provincial Board Member Virgilio R. Escasiñas, Jr.

Based on the study conducted by the committee, it was known that the establishment of a labor market information infrastructure in the province of Agusan del Norte can be more efficient and effective in providing employment services to facilitate the meeting of demand and supply for skills and reduce the transaction cost of information on available skills and jobs.

Provincial Board Member Escasiñas said that the PESO shall ensure prompt, timely and efficient delivery of employment services to the constituents of the province.

This is also in line with Republic Act No. 10691, otherwise known as the PESO Act of 1999, mandating the establishment of PESO in all provinces, cities and municipalities that will serve as an extension arm of the Department of Labor and Employment (DOLE) in all its labor and employment assistance programs and activities.

PESO will focus on labor and market information, referral and job placement, counseling to job seekers on the current labor market situation, conduct job fairs and other programs and services to put in place the employment services in the province.

DICT urged to upgrade internet services in AgNor

BUTUAN CITY, Nov. 23 - The Sangguniang Panlalawigan of Agusan del Norte recently requested the Department of Information and Communications Technology (DICT) to facilitate the immediate upgrading of the internet services in the province for easy access and prompt access of the constituents.

This move was pushed by Provincial Board Member Lorito Q. Maragañas, chairperson of the Committee on Energy, Transportation, Communication and Information, considering it as one of the priority measures of the committee under the Legislative Agenda of the SP.

During the committee consultation, it was known that the country has internet providers that have speeds of at least 100 Mbps in the likes of PLDT, Globe, Smart Telecommunications, Converge ICT, Sky Cable, Planet Cable, PT&T, Eastern Communications and Rise.

In comparison, in Japan, a Japanese internet service provider has begun offering broadband plans with 2Gbps downloads and 1Gbps uploads to residents in Tokyo and six surrounding districts that makes the service provider the world's fastest for commercial internet.

However, in the province of Agusan del Norte, the most common internet providers have a slow internet connection.

Provincial Board Member Maragañas said one of the mandates of DICT is to establish a free internet service that can be accessed in government offices and public areas using the most cost-effective telecommunications technology, through a partnership with private service providers as may be necessary.

He added that to improve the economic, social and educational opportunities in the province and provide efficient and effective internet infrastructure and information systems to the public, there is a need to maintain sustainability and viability of the faster wifi internet access service.

As to Countryside Development, the DICT is also required to assist, guide and support ICT-related activities and initiatives for countryside economic development; and promote and assist LGUs and local stakeholders in developing specialized ICT-enabled investments areas by providing technical and industry-calibrated assistance in the use of ICT for the enhancement of key public services, development and promotion of local arts and culture, tourism, digital literacy, and talent development.

Sa ginanap na ceremonial harvest, napatunayan ni Pilipine Geldore, 68 gulang at isa sa 16 na magsasakang naniwala sa KaPALAYapaan at nabigyan ng tulong teknikal at financial, ayon kay Pilipine, ang KaPALAYapaan ay nagdulot ng malaking financial relief sa kanilang mga magsasaka.

Dagdag pa ni Pilipine, ito ay napatunayan dahil kahit naranasan ang El Nino phenomenon o kakulangan ng tubig sa kanilang mga pananim hindi masyadong apektado ang ani nito.

Malaki ang pasalamat ni Pilipine kay governor Angel Amante-Matba sa financial na tulong ng probisya, sa Philippine Army sa walang sawang gabay mula sa pagtanim hanghang ito ay anihin  at kay Dodong Lauzon na siyang nagpakilala ng teknolohiya sa kanila at nakarating ito sa kanilang barangay.

Matatandaaan na ang Guinabsan farmers ay ang unang grupo ng mga magsasaka upang mabigyan ng katuparan ang KaPALAYapaan sa probinsya.

Ayon din kay governor Matba, malaki ang tulong ng teknolohiya, kaya’t hinikayat niya ang mga magsasaka na gamitin ito upang maiangat ang kanilang mga buhay at magkaroon ng masaganang ani dulot ng KaPALAYapaan.

6th Children’s Congress idinaos sa Tandag

LUNGSOD NG TANDAG, Surigao del Sur, Nobyembre 28 (PIA)– Matagumpay na idinaos ang 6th Children’s Congress ng lokal na pamahalaan ng Tandag sa pangunguna nga City Social Welfare and Development (CSWD) Office at pakikipagtulungan ng local Council for the Protection of Children (LCPC) kamakailan sa Tandag City Gymnasium.

Dinaluhan ito ng mga estudyanteng kabataan mula sa iba’t ibang paaralan ng nasabing syudad na umabot halos sa isang libo ang dumalo, ayon pa kay Tessie Buniel, ang hepe ng CSWD office dito.

Nakinabang naman ang mga dumalong kabataan ng libreng konsulta partikular na ang wastong pamamaraan sa pag-aalaga ng mata at bitamina na pinamahagi ng City Health Office (CHO).

Bukod pa dito, namigay din ng libreng “ice-cream, cold choco at pop corn" sa mga kabataan mula sa iba’t ibang sektor na sumuporta sa nasabing aktibidad.

Ang okasyon ay idinaos kasabay ng pagdiriwang ng 26th National Children’s Month nitong buwan ng Nobyembre na may tema na, “Isulong: Tamang Pag-aaruga Para sa Lahat ng Bata,” kung saan ibinahagi ni Mayor Alexander Pimentel ang kanyang “State of the Children Address” sa pamamagitan ng pagbibigay ng mga mahahalgang bagay na naiambag ng lokal na pamahalaan para sa mga kabataan.

Ibinihagi din ni Mayor Pimentel ang nakamit na tagumpay bilang nag iisang “city awardee” ng Seal of Good Local Governance (SGLG) ng DILG kamakailan sa pangatlong magkakasunod na taon.

Dahil sa nakamit na tagumpay, naging bahagi nito ayun pa sa opisyal ang mga programa at suporta nito para sa sector ng kabataan.

Dinagat PIO conducts training for webpage managers

SAN JOSE, Dinagat Islands, Dec. 5 (PIA)– The office of the Provincial Information here conducted a two-day follow through and Enhancement Training for Webpage Managers held recently at the News MPC Function Hall, San Jose, this province.

Provincial Information Officer Millard P. Tawakal said the training aims to provide pedagogical information, response to the governments’ requirements and to serve as an effective, organized online information environment to gender-related issues and concerns in an online environment.

He said webpage managers must ensure that the content of a website is well-structured and easy to find and that it meets the needs of its readers by covering all necessary topics and being up to date and accurate.

“The internet has become an extremely useful tool for travelers and tourists. It provides a wealth of information on destinations, resources for planning trips, and reviews from previous visitors,” Tawakal said.

“Through the website, the implemented programs of Provincial Government per office will be shown. With this, the creation of a website can stimulate tourism which opens more windows of opportunities to the constituents of the province,” he added.

During the training, TESDA Specialist Roland B. Hoyle explained thoroughly the elements of the website and its flow charts for the enlightenment of webpage managers.

Hoyle also gave some tips on how to make the clients and visitors easily access the website.

Tagalog News: YLS dinaluhan ng mahigit 100 kabataan sa Cantilan

LUNGSOD NG TANDAG, Dis. 5 (PIA)– Umabot sa 107 kabataan ang lumahok sa “1st Cantilan Youth Leadership Summit” (YLS) na matagumpay na ginanap sa Libtong Cove, sakop ng Barangay General Island, Cantilan, Surigao del Sur noong Nobyembre 22-25, 2018, ayon sa opisyal ng military.

Napag-alaman mula kay Captain Francisco Garello Jr., na nagmula pa sa 17 barangay na sakop ng bayan sa Cantilan ang mga kabataang lumahok sa nasabing aktibidad.

Dagdag pa ni Garello, layunin nito na mapanatili sa kaisipan at sa puso ng bawat kabataan ang adbokasiyang boluntaryo para sa kapayapaan, maging responsible, at produktibong myembro ng lipunan na may mahusay o tamang na kaalaman.

Isa sa mga lumahok ang nagpaabot ng kanyang ekspektasyon patungkol sa kanyang nais na makamtan o malaman sa nasabing pagtitipon. Sinabi ni Evelyn Angeles na, “dumalo ako para malaman ang tamang gawi ng isang lider, at upang magiging magandang halimbawa sa mga kabataang katribu ng aming barangay.”

Samantala, dumalo din si Mayor Philip Pichay bilang pangunahing pandangal at tagapagsalita, kung saan ibinahagi niya ang ang salitang “hanap-buhay” na may kahulugan na “maghanap ng paraan para mabuhay” bilang pagbigay inspirasyon sa mga kabataang dumalo. Binigyang diin pa ng opisyal na kung nakatuon dito ang mga kabataan, siguradong maganda ang maging kinabukasan ng mga ito, dahil mailalayo ito sa mga aktibidad na maaring makakasira ng kanilang kinabukasan.

Binigyang diin din ni Lt. Colonel Xerxes Trinidad, commanding officer ng 36IB na kabilang sa kanilang mandato ang pagsilbihan at proteksyunan ang mamayang Pilipino at binigyang diin nito na mapahalagahan ang isa sa mga sector ng lipunan, ang mga kabataan.

“With this summit, as part of our security awareness campaign, our hope is to save the youth from being exploited and recruited by the CPP-NPA Terrorist and other lawless elements,” sabi pa ni Trinidad.

P13.4M road turned-over to AgSur farmers

PROSPERIDAD, Agusan del Sur, Dec. 12 - The most awaited road that is expected to lessen the mobility cost of goods and services and provide easy access to market for farmers was recently turned-over to farmers during the Project ConVERGE’ Midterm Review Mission held recently at Barangay Concepcion Covered Court, Sta. Josefa, Agusan del Sur.

Jerry Pacturan, Country Programme Officer of the International Fund for Agricultural Development (IFAD), led the ceremonial ribbon-cutting of the rehabilitation/concreting of the 4.139-km farm-to-market road (Phase 1) that will connect the Barangays Poblacion-Concepcion-Sayon. With him were other members of the Mission team - International Fund for Agricultural Development (IFAD) Management Consultant Gomer Tumbali, IFAD USA Carmina Marquez, IFAD Rural Infrastructure Consultant Ike Payumo, National Economic Development Authority (NEDA) Officer Mark Gatdula, together with Sta. Josefa Vice Mayor Richard Plaza.

The total project cost of PhP13,496,000.00 million with an LGU equity of PhP1,619,520 million is set to benefit more than 2,000 farmer beneficiaries including IPs.

Pacturan congratulated the recipients of the project and urged them to properly make use of the project.

“You are privileged to have given this opportunity so you must put your heart into it because this will bring forth better opportunities in the future,” he said.

In his response, Sta. Josefa Vice Mayor Plaza told the recipient farmers to cooperate in maintaining the road so that it will continuously uplift their well-being.

The road concreting is under the Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (Project ConVERGE) which is implemented by the Department of Agrarian Reform (DAR) and funded by the IFAD and the Government of the Philippines (GOP).

Prior to the turn-over, the mission team participated in the scheduled dialogue with the Provincial Project Management Officers where PARPO II Leoncio Bautista presented the accomplishment and challenges encountered for the past three years and the possible interventions that would be helpful for the remaining years of the implementation process. Tagalog News: IPs sa Agusan Norte kinondena ang mga NPA; nanawagan sa gobyerno na palawigin pa ang Martial Law

LUNGSOD NG BUTUAN, Dis. 12 (PIA) - Kasabay ng selebrasyon ng ika-70 anibersaryo ng Universal Declaration of Human Rights (UDHR) dito sa lungsod, mariing kinondena ng mga Indigenous Peoples (IPs) sa Agusan del Norte ang pang-aabuso ng New Peoples Army (NPA) sa kanila at sila ay nanawagan sa pamahalaan na palawigin pa ang pagpapatud ng Martial Law sa Mindanao.

Ayon kay Datu Bawang Eddie Ampiyawan, IPMR ng Agusan del Norte, isang peace rally ang kanilang isinagawa dahil gusto nilang isiwalat ang kasamaan, kasinungalingan at pang-aabuso ng NPA sa mga katutubo.

“Sila (NPA) ang totoong umaabuso. Dahil sila ay pumapatay o pumatay sila sa mga katutubo na wala man lang kadahilanan lalu na sa mga lider namin. Gusto naming ipanawagan sa ating Pangulong Duterte na sana tuldukan na niya o tapusin na niya ang CPP-NPA-NDF. Hanggat may NPA pa lalu na dito sa ancestral domain sa tribu walang katahimikan, walang kapayapaan lalu na walang mangyayaring magandang kinabukasan sa mga katutubo,” pahayag ni Datu Ampiyawan.

Nakiusap din si Datu Ampiyawan sa pamahalaan na palakasin ang pagpapatupad ng seguridad dahil na rin sa patuloy na banta ng terorismo sa Mindanao.

Samantala, binigyang-diin ni Julieto “Tatay Boom” Canoy, na dating naging miyembro ng NPA, layon din ng aktibidad na ialerto ang publiko para makaiwas  malinlang sa panloloko ng mga ito.

“Para sa amin na nanggaling sa CPP-NPA-NDF, alam namin na ang pag-martsa sa December 10 ng mga teroristang komunista ay paglinlang lamang sa masa, pero itong martsa/rally na ginagawa namin ngayon ay hindi paglinlang sa masa kundi isang recovery sa mga dati ng nalinlang at sumama sa grupo,” sabi ni Tatay Boom.

Tagalog News: Mga kabataan sa Caraga region, nagbahagi ng kanilang ibat-ibang kultura at karanasan

LUNGSOD NG BUTUAN, Dis. 12 (PIA) - Masayang ibinahagi ng mga kabataang Muslim, kristiyano at lumad ang kani-kanilang kultura at karanasan sa isinagawang Youth Peace Forum dito sa lungsod kamakailan.

Ang nasabing Youth Peace Forum ay parte sa selebrasyon ng Mindanao Week of Peace ngayong taon na nilahokan ng mga partisipante mula sa ibat-ibang probinsya ng Caraga region at kalapit na rehiyon sa Mindanao.

Ayon kay Fr. Mart James Presillas ng Commission on Youth and Religious Organizations - Diocese of Butuan, ang nasabing forum ay naka-pokus sa pagtataguyod ng isang matiwasay at mapayapang pag-uusap o dayalogo ng mga kabataan sa kanilang paniniwala at kultura.

Umaasa rin si Fr. Presillas na maibabahagi rin ng mga partisipante ang kanilang natutunan doon sa kanilang lugar.

Sinabi naman ni Jana Jean Dacobor, regional coordinator ng Bishops-Ulama Conference Youth Desk - Mindanaw Tripartite Youth Core, na malaki ang ginagampanang tungkulin ng mga kabataan sa pagpapalaganap ng kapayapaan at maayos na komunidad sa kanilang henerasyon.

Samantala, ibinahagi naman ni Kier Kilo-kilo, 17 taong gulang at isang kristiyano mula sa bayan ng Sibagat, Agusan del Sur ang kanyang interes sa pagdalo sa nasabing youth peace forum nang mas maintindihan ang kultura ng iba pang kabataan.

“Sumali po ako sa forum na ito upang mas may malaman ako about sa mga Manobo o lumad kasi wala akong masyadong alam sa mga kagaya nila at upang mas maintindihan ko ang mga kultura nila, ang mga kaibahan at kaparehas ng lumad at muslim,” sabi ni Kilo-kilo.

Tagalog News: RIACAT-VAWC Caraga nagsagawa ng 'Buntis Congress' sa Bislig City

LUNGSOD NG BISLIG, Dis. 12 (PIA) - Sa layuning mas matugonan at mapabuti pa ang kalagayan ng mga nagbubuntis, hanggang sa kanilang panganganak, at nang mabawasan ang child mortality rate sa rehiyon, nagsagawa ng Buntis Congress ang Regional Inter-Agency Committee Against Trafficking – Violence Against Women and Children (RIACAT-VAWC) kasama ang ibat-ibang ahensya ng pamahalaan dito sa lungsod.

Ayon kay Jessie Catherine Aranas, Protective Services Division Chief ng Department of Social Welfare and Development (DSWD) Caraga at focal person sa RIACAT-VAWC, layunin ng naturang congress na mabawasan ang mga kababaihang nabibiktima ng anumang karahasan at madagdagan ang kanilang kaalaman kung paano nila maipaglaban ang kanilang karapatan.

Dagdag pa ni Aranas, bagamat may pagtaas ng reported VAWC cases kompara sa nakaraang taon, nagpapahiwatig naman umano ito na nagiging mas alerto na at porsigido sa pakikipaglaban sa kanilang karapatan ang mga kababaihang nabibiktima ng mga pang-aabuso.

Sinabi naman ni Joan Ingente, Social Worker II ng CSWD-Bislig City na binibigyang halaga nila ang implementasyon ng mga programa para sa mga kababaihan. Base sa kanilang datus, nangunguna ang physical abuse sa mga kababaihan, pangalawa ang economic abuse.

“Mayroong 24 barangays ang Bislig City, at lahat ng naitalang biktima ng VAWC ay nabigyan ng akmang tulong na kinakailangan nila,” sabi ni Ingente.

Ibinahagi naman ni Teresa Lumocso, siyam na buwang buntis, ang kanyang pasasalamat sa RIACAT-VAWC.

“Nagpapasalamat ako dahil marami akong natutunan sa congress na ito,” sabi niya.

Samantala, masayang tinanggap ng mga partisipante ang buntis kits mula sa RIACAT-VAWC at gift packs mula sa lokal na pamahalaan ng Bislig.

Napag-alaman na ang susunod na Buntis Congress ay gagawin naman sa Surigao del Norte at Dinagat Island.

Tagalog News: Dayalogo ng ibat-ibang sektor, nakitang epektibong paraan sa pagpapanatili ng maayos, mapayapang pamumuhay

LUNGSOD NG BUTUAN, Dis. 12 (PIA) - Naging makulay at makabuluhan ang pagtitipon-tipon ng ibat-ibang sektor sa Caraga region sa pagbubukas kamakailan sa selebrasyon ng Mindanao Week of Peace (MWOP) ngayong taon dito sa lungsod na alinsunod sa temang “Peace through Dialogue: Our Destiny.”

Ayon kay Rev. Fr. Carlito Clase ng Diocese of Butuan at executive director ng Caraga Conference for Peace and Development, epektibong paraan pa rin ang pagsasagawa ng dayalogo o pakikipag-uusap sa ibat-ibang sektor ng lipunan sa pagresolba ng anumang hindi pagkakasundo.

Dagdag pa ni Fr. Clase, mas lumalalim ang magandang samahan at pakikitungo ng bawat sektor at mas naging madali at magaan ang pagtipon sa kanila para sa usaping pangkapayapaan at sa pagsagawa ng ibat-ibang aktibidad na magdudulot ng kabutihan sa lahat ng sektor.

Pakiusap naman ni Datu Kailingan Cesar Asapon, Higaonon tribal leader mula Misamis Oriental, na sana ay patuloy ang gabay at tulong ng mga ahensya ng pamahalaan sa ip community.

“Kung ano man yung dapat sa katutubo na makatulong sa pamumuhay ng katutubo hindi lang sa peace and order, sana mapaabot natin sa mga ahensya at tutulong sila sa mga katutubo,” sabi ni Datu Asapon.

Ipinahayag din ni Atty. Nadjma Ameril Naga, regional director ng National Commission on Muslim Filipinos (NCMF) Caraga, na nagiging aktibo na ang Muslim community sa rehiyon sa peace and development efforts ng pamahalaan, maging sa mga aktibidad kasama ang iba pang sektor. Umaasa din siya na mas mapalakas pa ang koneksyon ng mga sektor.

Samantala, binigyang-diin naman ni Brigadier General Franco Nemesio Gacal, commander ng 402nd brigade, na mahalaga ang peace and development initiatives sa local level at pagtugon sa ibat-ibang isyung nagdudulot ng insurgency o kaguluhan sa rehiyon.

May pagkakaiba man sa kultura, nagkakaisa naman sa hangaring patuloy na madama sa bawat isa ang tinatamasang kapayapaan at kaunlaran sa buong Mindanao. (JPG/PIA-Caraga)

Tagalog News: GAD resource pool assembly isinagawa sa Butuan; PCW kinilala ang mga na-certify na resource pool mula sa Caraga region

LUNGSOD NG BUTUAN, Dis. 12 (PIA)– Nagtitipon-tipon kamakailan ang mga miyembro ng Gender and Development (GAD) resource pool mula sa ibat-ibang rehiyon ng bansa sa isinagawang tatlong araw na GAD Resource Pool Assembly dito sa lungsod.

Ayon kay Nharleen Santos-Millar, chief GAD specialist ng Philippine Commission on Women (PCW), ang una at pangalawang GAD resource pool assembly ay noong 2016 at sinundan noong 2017 na isinagawa sa Manila, habang ang pangatlo ngayong taon ay dito naman sa lungsod ng Butuan.

Dagdag pa ni Millar, ang GAD resource pool assembly ay pagtitipon ng lahat ng certified GAD trainers, practitioners, o experts sa bansa na siyang magsisilbing technical assistance providers sa mga ahensya ng pamahalaan at local government units nang mahasa ang kanilang kaalaman at kanilang kakayahang mapalaganap pa ang gender and development mainstreaming sa kani-kanilang lugar.

Sa Caraga region, ang tatlong na-certify ng PCW sa national GAD resource pool ay nagmula sa DSWD, Department of Budget and Management (DBM) at Commission on Civil Service (CSC). Kinilala din ng PCW ang walong na-certify ng Regional Gender and Development Committee (RGADC) Caraga mula sa ahensiya ng Commission on Human Rights (CHR), Department of Environment and Natural Resources (DENR), DSWD, Department of Tourism (DOT), LGU-Butuan, Department of Agriculture (DA), Department of Education (DepEd) at DBM. Ang mga ito ay tinatawag na Caraga Technical Advisers on GAD.

Ibinahagi naman ni Oliver Salino, ang regional GAD officer sa Pantawid Pamilyang Pilipino Program ng DSWD at kabilang sa tatlong na-certify ng PCW sa national GAD resource pool ang kahalagahan ng gender and development sa rehiyon.

Ayon sa kanya, ang pagpapatupad ng GAD ay mandato ng gobyerno na mapalaganap ang gender equality at women empowerment at matugunan ang nakasaad sa Philippine Development Goals.

Isa rin anya itong moral at legal obligation ng mga nasa gobyerno na mabigay at mapatupad ang isang inclusive development sa lahat ng sector.

Samantala, nananawagan din si Millar sa lahat ng Caraganon na sumuporta sa gaganaping 18-day campaign to end violence against women na may ibat-ibang aktibidad sa rehiyon mula Novermber 25 hanggang December 12. (JPG/PIA-Caraga)

Tagalog News: PWDs sa Caraga region isinusulong ang PDAO

LUNGSOD NG BUTUAN, Dis. 11 (PIA) - Kasabay sa isinagawang Trainers’ Training for Speakers’ Bureau on Disability Rights Promotion sa lungsod kamakailan, pinapaabot din ng mga persons with disability (PWDs) sa pamahalaan ang pagpapatupad ng permanenteng posisyon para sa Persons with Disability Affairs Office (PDAO) at pinakiusapan ang Civil Service Commission (CSC) na babaan ang kwalipikasyon para sa nasabing posisyon.

Ayon kay Ramita Castro, ang PDAO-designate sa Dinagat Island, nangunguna sa kanilang issues and concerns ang implementasyon ng PDAO sa ibat-ibang lugar sa rehiyon.

Ganun din ang pangunahing issue na nakita ni Hernane Dublin Jr, PWD Federation President sa Bayugan City, Agusan del Sur.

Pagkakaroon ng office sa PDAO naman ang ninanais ni Pablo Manding, regional PWD president mula Surigao del Sur.

“Kailangan namin yung office para may lugar kami kung para sa gagawing meetings. Mas mabuti nariyan lang ang office at may mai-designate na tao,” sabi ni Manding.

Ibinahagi rin ni Rizalio Sanchez, information, education and communication division chief ng National Council on Disability Affairs (NCDA) ang kanyang opinyon tungkol sa isyung ito at pinakiusapan ang CSC at Department of the Interior and Local Government (DILG) na bigyang atensyon ang panawagan ng PWDs at matugunan ang kanilang pangangailangan.

Samantala, binigyang-diin naman ni Minerva BC Newman, former regional director ng Philippine Information Agency (PIA) Region 7, ang kahalagahan ng partisipasyon ng mga PWDs at kontribusyon nito sa peace and development efforts ng pamahalaan.

Dagdag pa niya, malaking tulong para sa sector na ito ang isinagawang pagsasanay ng kanilang kakayanan sa pagiging effective communicators upang mas lalo pa umanong mapaabot sa publiko at sa mismong sektor ang mga karapatan nito.

Matapos ang nasabing pagsasanay ay mas naging kampante at nadagdagan pa ang tiwala nila sa sarili. (JPG/PIA-Caraga)
