Manpower development center para sa mga dating rebelde itatayo sa Butuan

LUNGSOD NG BUTUAN, Disyembre 14 (PIA) - Pormal nang sisimulan ang pagpapagawa ng manpower development center – halfway house matapos ang isinagawang groundbreaking ceremony sa 402nd Brigade, Philippine Army dito sa lungsod.

Ang nasabing center ay proyekto ng provincial government ng Agusan del Norte at ng Department of the Interior and Local Government (DILG) sa ilalim ng enhanced comprehensive local integration program o E-CLIP ng pamahalaan na layong matulungang magsimula muli ang mga dating miyembro ng New People’s Army (NPA) na nagbalik loob sa gobyerno.

Ayon kay BGen. Franco Nemesio Gacal, Brigade Commander ng 402nd Brigade, Philippine Army, bibigyan din ng kabuhayan ang mga dating rebelde para may mapagkakitaan sa kanilang pagbabagong buhay.

Dagdag pa ni BGen. Gacal na magpapatayo din ng isa pang halfway house ang planong itayo ng local government unit ng Butuan bilang tugon na rin sa kagustuhan ng gobyerno na maging aktibo ang lokal na pamahalaan sa pagtulong sa re-integration program ng former rebels.

Umaasa ang gobyerno na sa pamamagitan ng programang ito mas dadami pa ang mahihikayat na miyembro ng NPA na magbalik loob at matugunan ang kanilang mga pangangailangan.

Naniniwala naman si Agusan del Norte Grovincial Governor Ma. Angelica Rosedell Amante-Matba na sa pagsisikap at pagtutulungan ng gobyerno ay matatapos din ang matagal ng problema ng pamahalan sa mga rebeldeng grupo. (VLG/PIA-Caraga)

Tagalog News: Caraganons ginunita ang ika-70 anibersaryo ng UDHR

LUNGSOD NG BUTUAN, Disyembre 14 (PIA) - Sa pagunita ng ika-70 anibersaryo ng Universal Declaration of Human Rights (UDHR) sa bansa, binigyang diin ng Commission on Human Rights (CHR) Caraga ang kahalagahan ng pagrespeto sa dignidad at karapatan ng bawat Pilipino, at pagbigay atensyon sa mga pangunahing isyung kinakaharap ng bawat komunidad.

Sa pahayag ni Atty. Euvic Ferrer, Attorney IV ng CHR-Caraga, ang UDHR ay nagpapa-alala sa mga Pilipino at sa buong mundo na ang bawat isa ay may karapatan kabilang na dito ang mamuhay ng maayos, walang diskriminasyon at malayo sa anumang kapahamakan.

Matatandaan na ang nasabing deklarasyon ay naproklama ng United Nations General Assembly sa Paris noong December 10, 1948. Ito ay isa sa mahalagang dokumentong naglalahad ng mga karapatang pantao ng bawat indibidwal na may kaugnayan sa bawat aspekto ng buhay ng tao.

Samantala, nagkaisa rin ang ibat-ibang sektor sa isinagawang anniversary walk at candle lighting ceremony sa Butuan City hall grounds bilang simbolo na ang mga Caraganons ay matatag at nagkakaisa sa pagpapalaganap ng mga karapatang pantao.

Sa nasabing okasyon, ipinahayag din ni Nancy Cullano, advocacy and training officer ng People Power Volunteers for Reform (PPVR) – isang civil society organization ang kanilang suporta sa UDHR. (JPG/PIA-Caraga)

PNP Caraga initiates wedding ceremony of former rebels


BUTUAN CITY, Dec. 20 -- The Philippine National Police (PNP) in Caraga initiated the wedding ceremony of former New Peoples Army (NPA) rebels at the St. Ignatius de Loyola Chapel of PNP Caraga headquarters early morning Sunday, Dec. 15.

The couple tied the knot in a ceremony officiated by the Regional Pastoral Officer, PCInsp. Mark Virgil J. Ibardolaza in the presence of PNP Caraga Regional Director PCSupt. Gilberto DC Cruz, members of the regional staff and other police personnel.

The newlywed were former members of the Guerilla Front 21, Northeastern Mindanao Regional Committee and surrendered to Regional Intelligence Division last July 27, 2018.

All expenses including the bridal gowns and accessories, ‘barong’ of the groom, floral decoration, wedding rings, cakes, and reception were sponsored by PNP Caraga in support of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

The region’s top cop congratulated the couple who have been blessed with two children.

“We appeal to the active members of the NPA and Militia ng Bayan to give up their arms and avail the E-CLIP. Our government is sincere in giving them programs if they would choose the right path for peace,” RD Cruz added. (PRO-13/PIA-Caraga)

PDEA declares Agusan Norte town drug-cleared

CARMEN, Agusan del Norte, Dec. 20– The Philippine Drug Enforcement Agency (PDEA) Caraga region declared the Municipality of Carmen as the first drug-cleared municipality in the province of Agusan del Norte.

PDEA Caraga Regional Director Aileen T. Lovitos awarded the Certificate to Carmen Municipal Mayor Ramon M. Calo during the convocation following the flag ceremony at the municipal grounds, Monday.

The eight barangays of the municipality have completed the three phases on the conduct of Barangay Drug-Clearing Operations which involve several relevant activities, documentary preparations, and actual implementation of drug supply and demand reduction strategies in priority drug-affected barangays. The barangays have satisfied the parameters for declaring “Drug-Cleared” status of drug-affected barangays.

The government’s unrelenting campaign against illegal drugs mandate the active roles of the Municipal Anti-Drug Abuse Council (MADAC) and the Barangay Anti-Drug Abuse Council (BADAC) in drug clearing operations. They are to work directly with the Philippine National Police (PNP), together with BADAC as the first line of defense against the proliferation of prohibited drugs in the community.

Among those who also attended and witnessed the awarding were municipal officials and employees; PDEA officials; Municipal and Provincial National Government Agencies’ officials; Punong Barangays of the eight barangays of Carmen with members of the Sangguniang Barangays and Barangay Secretaries; and other local functionaries. VAW desk officers sa ibat-ibang barangay sa Caraga tinalakay ang madalas na kinakaharap na pang-aabuso sa mga kababaihan

LUNGSOD SA BUTUAN, Disyembre 20 (PIA) - Paiigtingin pa ang kampanya ng pamahalaan laban sa pang-aabuso ng mga kababaihan.

Ito ang binigyang diin sa sa pagsasama-sama ng Violence Against Women (VAW) desk officers mula sa ibat-ibang barangay ng Caraga region sa isinagawang summit kamakailan dito sa lungsod.

Ayon kay Rosalina Sayawan, isang kagawad sa barangay Mangagoy, Bislig City, Surigao del Sur, nangunguna ang physical abuse sa kanilang barangay maging sa ibang barangay na sakop ng lungsod.

Agad nila umanong binibigyang atensyon at akmang aksyon ang anumang reklamo na kanilang matatanggap mula sa mga biktima.

Dagdag pa ni Sayawan, may mga pagkakataon na ang misis ay nagrereklamo dahil sa binubogbog umano ito ng mister tuwing nalalasing. Ang iba naman ay dahil sa hindi pagkakaintindihan.

“Kapag may nagreklamo, mayroon kaming area or room para sa pag-handle ng mga VAW cases at doon namin kinakausap ang biktima,” sabi ni Sayawan.

Ayon naman kay Jessie Catherine Aranas, isang social welfare officer ng Department of Social Welfare and Development (DSWD) Caraga at focal person ng Regional Inter-Agency Committee Against Trafficking – Violence Against Women and Children (RIACAT-VAWC), mahalaga ang patuloy na pagpapalakas sa barangay VAW desk officers at nang madagdagan pa ang kanilang kaalaman sa mga batas na magtitiyak sa proteksyon ng mga kababaihang biktima ng mga pang-aabuso at karahasan.

Dagdag pa ni Aranas, mas nagiging aktibo na ang VAW desk officers sa pagganap sa kanilang tungkulin at dumadami na rin umano ang mga kababaihan na nagkakaroon ng lakas na loob na mag-report sa otoridad. (JPG/PIA-Caraga)

Former rebels get Christmas gifts in SurSur

TANDAG CITY, Surigao del Sur, Dec. 27 (PIA) -- A total of 40 former rebels (FRs) received early Christmas gifts from the 36th Infantry Battalion, Philippine Army in an activity dubbed as “Pamaskong Handog para sa mga former rebels” held at the battalion headquarters in Barangay Dayoan, Tago, Surigao del Sur.

Captain Francisco Garello Jr, Civil-Military Operations Officer, said the activity is in collaboration with the Linungao Tandag City Eagle’s Club, and Tago Pacific Eagles Club.

Garello added the gift pack contains assorted goodies for the Noche Buena of former rebels currently undergoing the process of reintegrating to the mainstream society.

The beneficiaries are enrolled under the Task Force Balik Loob Enhanced-Comprehensive Local Integration Program (E-CLIP).

“Thru this program, each enrollee has an individual integration plan that would assess and evaluate the essential needs and concern that will serve as the instrument to ensure a peaceful and productive life ahead,” said Capt. Garello.

In a statement, Lt. Col. Xerxes A. Trinidad, Commanding Officer of the 36th IB, said, “the gift packs are minimal compared to what you all essentially need but what matters here is the heartfelt giving and commitment to support the FRs."

"You have seen the futility of the armed struggle and now cherishing the fruit of your decision to surrender and go back to the folds of the law,” he said.

PCW holds Cine Juana film screening, VAW forum in Surigao City

SURIGAO CITY, Surigao del Norte, Dec. 27 (PIA) – The Philippine Commission on Women (PCW) in partnership with the provincial government of Surigao del Norte spearheaded a film screening and forum on gender-based violence against women and girls dubbed as “Cine Juana Film screening and Forum on VAW” held recently at the Surigao City Gymnasium.

The event featureed the independent film “Bagahe," which is a story of an overseas Filipino worker (OFW) who happens to be a rape victim.

Part of the activity is a forum involving national and local government service providers that tackled the legal remedy and other recourse a VAW survivor may undertake.

“Bagahe” line producer Jed Medrano and production designer Alfred Santos are likewise served as resource speakers during the forum.

PCW Corporate Affairs and Information Resource Management Division Chief Honey M. Castro said that using film as a springboard for discussion, the “Cine Juana Film screening, and Forum on VAW" shall provide a venue for the participants to understand VAW and the difficult experiences of VAW victim-survivors.

More than 300 participants from the academe, government agencies, non-government organizations civil society organizations, and other stakeholders joined the said event.

The activity was part of this year’s observance of the 18-Day Campaign To End VAW that anchored on the theme, “VAW-free community starts with me.”

PSA to conduct occupational wages survey, ISLE machine processing in Caraga

BUTUAN CITY, Dec. 27 -- The Philippine Statistics Authority (PSA) will conduct the 2018 Occupational Wages Survey (OWS) and 2017/2018 Integrated Survey on Labor and Employment (ISLE) Machine Processing that will cover around 141 establishments in the region.

A total of 16,506 sample establishments employing at least 20 workers have already been visited across industries nationwide.

The OWS and ISLE are regular establishment-based surveys simultaneously conducted every two years by the PSA.

Tthe 2018 OWS aims to generate statistics on wage rates and allowances of full-time workers in selected occupations.

The 2017/2018 ISLE, on the other hand, intends to generate an integrated data sets on employment, conditions of work and industrial relations practices in establishments.

The conduct of the 2018 Occupational Wages Survey (OWS) and 2017/2018 Integrated Survey on Labor and Employment (ISLE) Data Processing System is the first time wherein data entry will be decentralized.

The Provincial Offices will use the newly developed CSPro Data Entry Programs to encode and validate the data from the accomplished OWS and ISLE questionnaires.

The second level training on machine processing will be conducted on December 27-28, 2018 in Butuan City.

The training aims to orient the participants in the data encoding, data validation, encoding of updates, and generation of completeness and consistency checks.

In line with this, all information collected from sample establishment shall be kept strictly confidential and shall not be used for purposes of taxation, investigation or regulation as provided under Article 55 of Republic Act 10625. (PSA-Caraga/PIA-Caraga)

Dinagat Islands holds 1st provincial rural based org summit

SAN JOSE, Dinagat Islands, Dec. 27 -- The provincial government of Dinagat Islands thru the Provincial Agriculture Office recently conducted the 1st Dinagat Islands Provincial Rural Based Organization (RBO’s) Summit at the Provincial Guest Center, Capitol Compound, here.

With the theme, “No Farmers. No Food. No Future," around 100 members from the different fisherfolk associations, rural improvement clubs, and Magsasakang Siyentipiko from the municipalities of Loreto, Tubajon, Libjo, Cagdianao, Basilisa, Dinagat, and San Jose participated in the said summit.

Agricultural Training Institute Caraga Center Director Samuel Calonzo explained the RBOs' role in the sustainable development of agriculture and fisheries in the province.

He said the island has a big potential and opportunity in farming. He also inspired the participants on how to attract tourists through the resources within a farm.

He then imparted some of his knowledge on making alternatives to earn during the non-cropping season.

Meanwhile, Provincial Agriculturist Oswaldo T. Borja emphasized that the increase in the agricultural output and income of the farmers and fisherfolks throughout the province have greatly contributed to the economic progress of the province. (PIO-Dinagat Islands/PIA-Dinagat Islands)

Outstanding LGUs on population program cited

BUTUAN CITY, Dec. 27 -- The Commission on Population (POPCOM)-Caraga honored the local government units (LGUs) on their outstanding contributions in achieving the primary thrusts of the country’s population program during the Awards and Fellowship Night held recently here.

Dinagat Islands bagged the 1st place for this year’s achievers for the Best Population Management Program Implementer Award (provincial category); followed by Surigao del Norte as 2nd Place; and Agusan del Sur, 3rd Place. However, for city category, only Butuan emerged as awardee having the score of more than 50 percent as per criteria set by POPCOM Caraga.

Said structures were among those who really topped in the implementation and promotion of the population program to their respective areas after a thorough assessment and validation done by POPCOM Caraga.

The criteria for evaluation are: Core Function – 10%; Responsible Parenthood and Family Planning – 40%; Adolescent Health and Development – 25%; Population and Development Integration – 20%; and Submission on Entry – 5%.

As the winning LGUs, Butuan City received one unit motorcycle while the province of Dinagat Islands received one unit Starex van from POPCOM-Caraga.

“It is very important to recognize the vital contributions and tireless effort of the population program workers in the implementation of the population program at the local level. Publicly recognizing the institutions which embodied the POPCOM’s core values is the key to their serving as great examples and inspiring others,” said POPCOM Caraga regional director Alexander A. Makinano.

Makinano also hoped that these performing local implementers should never cease in giving their best to help every individual to have a better quality of life by providing them necessary reproductive health information and services they need.

As continuously advocated by POPCOM, the PPMP seeks to position itself as a key strategy for human and economic development to support inclusive growth through well-managed and well-planned Filipino families.

It specifically aims to contribute to the creation of an enabling environment for couples and individuals to manage their fertility goals effectively in the context of responsible parenthood, and to promote maternal and child health, thereby enabling them to achieve their well-being and development. LUNGSOD NG BUTUAN, Disyembre  27 (PIA) - Bilang pagkilala sa ipinakitang katapangan at kagitingan, pinarangalan ang isang daan at apatnapu’t walong tauhan ng Bureau of Fire Protection (BFP) - Caraga at pribadong indibidwal o fire brigade volunteers sa ginanap na 45th Fire Service Recognition Day dito sa lungsod ng Butuan.

Isa na rito si FO1 Barry James Aurea ng Butuan City Central Fire Station - Special Rescue Unit.  Aniya hindi lang sa sunog natatapos ang serbisyo ng isang bombero. Kaakibat din nito ang responsibilidad na tugunan  ang mga aksidente sa lansangan at rescue operations sa oras ng kalamidad o sakuna tulad ng lindol, baha o landslide.

Dagdag pa ni Aurea walang pinipiling oras ang kanilang operasyon dahil prayoridad nilang maisalba hindi lang ang buhay ng tao kundi pati na rin ang mga ari-arian.

Samantala, kasabay ring ginanap ang graduation ceremony ng 110 fire trainees na sumailalim sa puspusang pagsasanay sa pagresponde sa sunog at pagbibigay ng pangunahing lunas sa mga biktima.

Bilang mga bagong bombero inaasahan ni SSupt Romel Tradio, regional director ng BFP-Caraga, ang kanilang  tapat na paglilingkod.

Bukod sa mga dagdag na mga tauhan ng BFP-Caraga, nanumpa naman sa kanilang tungkulin ang mga newly promoted non-commissioned officers, patunay lamang ng kanilang kasipagan at maayos na pagganap sa tungkulin.

New Year’s gift of fortitude: Help protect the environment

In 2018, we started banning single-use plastic in the Philippine Information Agency. This is our institutional response to critical conditions of our environment where the main culprit is man’s irresponsibility and inability to care for the environment due to limited information.

On a planned New Year’s Eve event in Manila to obtain a Guinness world record on the largest balloon drop, which private entities Cove Manila and Okada Manila eventually cancelled due to public outcry, around 130,000 latex balloons were prepared to be released. Balloon drop is a practice of many businesses, not only in the Philippines but in many parts of the United States and several other countries, as part of company milestones and/or public celebrations. While organizers claim that the event was designed not to hurt the environment, this is a manifestation and indication of the inability to see what is beneficial and what is not for the environment. There are several balloons falsely advertised as “biodegradable latex” and regardless of all claims, they end up polluting places where they end up and are usually mistaken by animals as food causing their death. Such acts can be seen as irresponsible and may send the message that entertainment and sales take precedence over the welfare of the environment. Unfortunately, a single uninformed decision on these matters may compromise attempts to protect the environment by governments and non-profit organizations.

Our commitment this year is to not only talk about environmental advocacies within our organization but to continue to support, in terms of publicity and promotion, the National Environmental Health Action Plan (NEHAP) 2017-2022. Our goal is to increase the number of people and communities who understand this plan and we continue to work closely with the Environmental Management Bureau and relevant government and private entities to push for these advocacies. Secondly, our support to promote the Sustainable Development Goals (#SDGs) shall continue and, in particular, to use public information and communication strategies to promote urgent action against climate change and its impact. Our work plans this year would see an increased public engagement through forums, consultations, and multi-sector interactions and include environment as an important point of discussion, in addition to several other relevant issues.

At the same time, we call on every citizen to take important steps to be part of this advocacy. It is a must for everyone to fully understand the Ecological Solid Waste Management Law in the Philippines and for people to fully embrace it. Just recently, a senate bill has been filed— the Single-Use Plastics Regulation and Management Act of 2018, which aims to regulate the manufacturing, importation, and use of single-use plastic products. While we await creation and enforcement of new laws, we must do our share to avoid or eliminate the volume and toxicity of waste. Gone are the days where man is unable to understand the connection between waste management and a sustainable world. The ability to decipher what is wrong or right for the environment is a decision one has to urgently make. Most, if not all, would choose to live in a better world— let us choose to extend it a bit longer so that it would not only benefit ours and our children’s family lines but several more future generations.

Whether they are government or private sector-led, companies, organizations, and communities must consider the environment in its decisions and in the conduct of celebrations, occasions, and even down to its day-to-day activities including printing of documents and ordering food.

Since 2019 is an election year, Filipinos must be able to identify with and support leaders who can present a doable plan of action to protect the environment. As a Filipino citizen and a government official, I demand for political agenda that is focused on environmental protection and immediate action on climate change, among other equally important societal concerns and issues.

It is never too late. We cannot keep repeating the same mistakes and we must decide to make it right this time. Let us continue to be the responsible citizens that we are now and become watchdogs ourselves to ensure we contribute to making this world truly better and sustainable for our children and our children’s children and for many more generations to come.


It is not going to be very easy but we must endure all difficulty and begin this new year with fortitude by showing altruistic motivation to help protect our environment.

Top NPA commander captured in AgNor

BUENAVISTA, Agusan del Norte, Jan. 3– Authorities nabbed Agusan del Norte’s top 1 most wanted New People’s Army (NPA) terrorist on Sunday morning, Dec. 30, 2018.

The top most wanted NPA terrorist was identified as Juoquin A. Madriñan Jr. alias Alto/Jun-Jun.

Madriñan was also listed as the top 2 in the list of criminals in the province.

He was caught in Barangay Tagcatong in Carmen town by the joint elements of 23rd Infantry Battalion under the operational control of the 402nd Infantry Brigade, Provincial Police Office of Agusan del Norte, 1st Agusan del Norte Provincial Mobile Force Company and the Criminal Investigation and Detection Group-13.

He was allegedly an intelligence officer of Sub-Regional Committee WANAS of the North Central Mindanao Regional Committee and the current commanding officer of Special Partisan Armed Revolutionary Unit (SPARU) of NPA in CARAGA region.

During the arrest, confiscated in his possession are one-unit caliber 45 pistol with one magazine and 22 rounds of live ammunition for caliber 45, one hand grenade; and one piece sling bag.

The suspect was arrested by virtue of a warrant of arrest for several murder cases and arson.

The captured NPA criminal is responsible for numerous crimes and atrocities and has warrants of arrest for several murder cases and arson.

Meanwhile, 23IB Commanding Officer Lt. Col. Francisco Molina Jr. thanked the concerned citizens who bravely provided positive and timely information to the authorities about the activities and whereabouts of the captured commander.

“We extend our gratitude to the residents of the Municipality of Carmen for providing the information that led to the arrest of the top most wanted NPA criminal who is sowing fear amongst the ordinary people,” Lt. Col. Molina said.

Molina assured the public that the 23IB troopers will continue to perform their mandate of serving and protecting the people.

DA chief leads turnover of Solar-Powered Irrigation Project in Agusan Sur

PROSPERIDAD, Agusan del Sur, Jan. 3 - Just in time for the start of the planting season in Caraga region, Department of Agriculture (DA) Secretary Emmanuel F. Piñol spent his last day of work for the year 2018 by providing the rice farmers’ long-dreamed irrigation project.

Piñol leads the turnover of the first of the five Solar-Powered Irrigation Project (SPIS) established in Caraga region located in Brgy. Sinobong, Veruela, Agusan del Sur. This was received by Chairman Angelo Jalucon of the Cautan Sinobong Farmers Association (CASFA), a 58-member association.

The Php6-Million worth SPIS with a 25 Horsepower Irrigation Pump can irrigate up to 60 hectares, and more if additional pipes are added to reach farther areas.

SPIS is a project introduced by Piñol as part of his 10-Priority Agenda in lifting the state of rice farming in the country.

It aims to increase rice production by providing the water needed by farmers to irrigate their farms and enable them to plant and harvest at least twice a year thereby increasing productivity.

“Compared to the big NIA Irrigation systems that are costly and require millions of pesos for its construction, the SPIS is cheaper and can be built within three months,” said Piñol.

With the establishment of more SPIS, Piñol hopes to introduce later another technology called Fertigation. As the name implies, fertigation is a process in which fertilizer is applied with the irrigation water.

“Through this technology, fertilization becomes more accurate and uniform for every rice area,” Piñol added.

The DA's SPIS Project goes in tandem with the Easy Access Credit Loan Program called Production Loan Easy Access (PLEA) that gives farmers the access to a loan of only six percent interest rate without collateral payable in two years for rice farmers.

The DA hopes that through this two flagship program under the Duterte Administration, farmers will finally graduate from the cycle of lending from loan sharks which hits them twice to poverty.

In 2019, a budget of Php3.4 Billion has been allocated for easy access credit financing under the Agricultural Credit and Policy Council (ACPC).

During the turnover ceremony and open forum with farmers, Piñol commits to allocating Php5 million under the PLEA Program of the Agricultural Credit Policy Council as initial fund for the farmers in Veruela.

According to Secretary Piñol, each farmer can avail the loan provided that they undergo the orientation, financial literacy program, and register under the Farmers Registration System.

In addition, Piñol directed DA-Caraga Regional Executive Director Abel James I. Monteagudo to conduct a Rice Derby in Veruela to determine the most suitable variety of rice for the locality.

LGU shall identify the five-hectare area for the said project, preferably those that benefit from the solar irrigation system.

Rice Derby is a technology demonstration initiative of the DA where Rice Seed Companies will be given a one-hectare area to showcase the yield capacity and performance of their product.

The farmers will then choose the best variety through the result of the demonstration.

Piñol also committed to providing the municipality a 1.5-kilometer Farm-to-Market Road (FMR) after seeing for himself the lack of good road network from the SPIS Service area to the barangay center.

“I would like to provide you a 1.5-kilometer FMR project but this would be included in the year 2020 since our budget for 2019 is already done. I would also instruct Director Monteagudo to establish a Multiplier farm for Native Pigs and native Chicken in this municipality. I am also instructing the Rice Focal Person of the Region to provide one rice seeds each to the 58 farmer-recipients of the SPIS,” Pinol said.

ALIVE implementers urged to embrace inclusive education

BUTUAN CITY, Jan. 7 - Department of Education (DepEd) Caraga Assistant Regional Director Fidela M. Rosas challenged the education leaders participating in the Regional Training on Arabic Emergent Reading and Culture Awareness (AERC) – Basic Level to fully embrace inclusive education.

The five-day training held recently in the city aimed to equip participants with basic knowledge on Arabic language and culture for instructional supervision and for the promotion of respect and understanding of Muslim culture, focusing on appropriate pedagogies for handling classes under the Arabic Language and Islamic Values Education (ALIVE) Program and on the conduct of monitoring, evaluation, and technical assistance to implementers across all levels.

Rosas, in her opening message, also emphasized that the participants must continue to learn the Arabic language and culture even after the training.

Composed of division ALIVE coordinators (DACs) and school principals, the 36 participants were ALIVE program implementers from 11 Schools Divisions of Caraga. Only Dinagat Islands Division has no ALIVE Program due to the absence of Muslim communities in the area.

According to Rhea Y. Yparaguirre, regional ALIVE coordinator and training manager, the regional trainers for the basic level training were certified “Asatidz” or Muslim teachers namely, Rakisa P. Sultan (Siargao), Kathleen Marjory J. Julius (Tandag), Omaya A. Mamao (Cabadbaran), Haniah A. Abdullah (Tandag), and Mosrifah G. Mangandog (Surigao del Sur), and Noroden A. Elian (Tandag).

The same participants also underwent the intermediate level of said training facilitated by a different team of Asatidz composed of Aliman B. Tunday (Agusan del Norte), Saldomar B. Tominaman (Butuan), Sadam D. Acob (Tandag), Abdul Gani M. Sidic (Bislig), and Woodrow Wilson I. Jumadia (Tandag).

PROSPERIDAD, Agusan del Sur, Enero 4 (PIA) - Isang buong unit ng Communist Party of the Philippines – New People’s army (CPP-NPA) Guerilla Front 3, Southern Mindanao Regional Committee ang sumuko sa 75th Infantry Battalion at 26th Infantry Battalion kamakailan sa ilalim ng 401st Brigade, Philippine Army sa Agusan del Sur.

Ayon kay Major Rodulfo Cordero, civil military operations officer ng 401st Brigade, may 19 na miyembro ng grupo sa Loreto, Agusan del Sur ang sumurender, noong pasko, bisperas ng anibersaryo ng NPA.

Ang nasabing NPA unit ay pinangunahan ni Mark alias ‘Boss’, ang kumander ng Guerilla Front 3, dala ang kanyang sub-unit leader na nakilalang si alias ‘SK’ na siyang commander ng Platoon Basil, kasama rin si alias ‘Sniper’ ang commander ng Platoon Andoy.

Labing-apat na firearms ang dala-dala ng surrenderees kabilang dito ang siyam na high-powered at limang low-powered firearms. Sinurender din nila ang may ilan-ilang magazines, tatlong commercial icom radios at mahigit 1,300 ammunitions.

Ibinahagi naman ni Brigadier General Andres Centino, commander ng 401st Brigade na sinabi mismo ng mga ito na may korapsyon na nangyayari sa loob ng organisasyon mula sa kanilang ginagawang extortion activities subalit walang naibibigay na benepisyo para sa kanila. Nahihirapan na umano ang kanilang mga pamilya dahil sa kawalan ng suportang pinansyal na siyang dahilan sa pagtiwalag nila sa teroristang grupo.

Kasalukuyang nasa kustudiya ng 401st Brigade ang mga surenderees para na rin sa kanilang proteksyon. Tumanggap na rin ang mga ito ng tulong mula sa provincial government ng Agusan del Sur. Meron din na makukuha ang mga ito na tulong sa ilalim ng Enhanced Comprehensive Localized Integration Program (E-CLIP) ng pamahalaan.

Binigyang-diin ni Brigadier General Centino, na ito ang pinakaunang pagkakataon na halos buong unit ng npa ang sumurender, at nagkataon pa na sa anibersaryo ng NPA. Ito ay matapos ang pagsuko kamakailan ng isang buong yunit ng NPA sa Loreto, Agusan del Sur sa 26th Infantry Battalion at 75th Infantry Battalion, Philippine Army.

Napaiyak sa tuwa si alias ‘Joan’, 19 na taong gulang, dating medic ng NPA, nang muli niyang makita at mayakap ang dalawang taong gulang na anak na si Ryan, matapos ang kanilang pagkikita sa Prosperidad, Agusan del Sur sa tulong ng militar.

Paliwanag ni Lieutenant Colonel Romeo Jimenea, commander ng 26th Infantry Battalion, si alias ‘Joan’ ay nahuli noong Pebrero ng nakaraang taon matapos ang sunod-sunod na operasyon ng tropa sa Sta. Emilia, Veruela, Agusan del Sur laban sa naturang yunit ng NPA.

Tatlo silang menor de edad na basta na lamang iniwan ng kanilang mga kasamahan sa gitna ng putukan para iligtas ang kani-kanilang sarili.

Fireworks-related injuries down in Caraga

BUTUAN CITY, Jan. 8 (PIA)– The Department of Health – Center for Health Development (DOH-CHD) Caraga region has recorded a significant decrease of fireworks-related injuries (FRI) during its Aksyon Paputok Injury Reduction (APIR) Campaign from December 21, 2018 to January 5, 2019.

According to DOH-CHD Caraga Regional Director Jose R. Llacuna, Jr., the region only recorded three FRI during the period.

“We believe that our campaign has reached our people well, it was re-echoed by our local government units in the effort to minimize if not put a stop to the FRI in our region," said Llacuna.

According to Llacuna, the cases recorded came from various reporting units in the region. All the three cases were males who were involved in active use of firecrackers in their respective homes.

Two of the cases came from Surigao del Norte while one came from Agusan del Sur and all cases were not under the influence of alcohol during the incident and were sent home after treatment, Llacuna added.

Also, in this year’s APIR campaign, Llacuna said there are no Piccolo-related injuries reported. The three cases were reported on January 1, 2019 – New Year’s Day. The two cases were due to the use of Triangle while one was due to sparkle, he said.

Last year, there were 13 FRI recorded while three for this year, having a very significant decrease of 76.92 percent.

“Although we have not achieved zero case of FRI, we are still thankful to our stakeholders, national line agencies, and most especially our local government units,” Llacuna said.

NPA's supply cache found in SurSur town

SAN MIGUEL, Surigao del Sur, Jan. 8 (PIA)– A cache of ammunitions and several materials of the Communist New People’s Army Terrorists (CNTs) were discovered by the Army’s 36th Infantry (Valor) Battalion in Sitio Kiskis, Barangay Siagao, San Miguel town.

Civil-Military Operations (CMO) Officer Captain Francisco Garello Jr. said the troops captured the following materials used by the CNTs: four IED switches, one digital tester, one roll scotch tape, one piece Talk N Text Simpack,  10 pieces Icom commercial radio, two pieces Extra Battery Pack for commercial radio,  two pieces CP charger,  two pieces Nokia cellphone battery, 10 pieces HH Icom antenna, 40 pieces assorted transistors, one piece comb, 56 rounds of 76.2 ball ammo of M14, two M14 empty magazines (Unserviceable); three pouches (Small Size), 11 pcs ballpen; one topographic map, nine pieces notebooks/primers/leaflets, one piece bandolier, four pairs combat boots, one round 60mm mortar (Unserviceable), and one scissor.

According to Capt. Garello, the supply cache owned by the CNTs was kept hidden in the said area, as per information from the concerned citizens in Barangay Siagao.

Lt. Col Xerxes Trinidad, Commanding Officer of the 36IB, said “the successful capture of said supplies is a result of the yearning of the residents to achieve peace and in support to the Army’s commitment to bring normalcy even in the far-flung areas previously influenced by the CPP-NPA Terrorist.” (PIA-Surigao del Sur)

PSA Caraga to hold FIES 2018 Visit 2

BUTUAN CITY, Jan. 9 (PIA) - The Philippine Statistics Authority (PSA) – Regional Statistical Services Office Caraga will conduct the 2018 Family Income and Expenditure Survey (FIES 2018) Visit 2, with around 7,920 eligible sample households, deemed sufficient to provide provincial level estimates. Data collection for FIES Visit 2 will start on January 9, 2019.

About 313 Statistical Researchers and Field Personnel will be involved in the conduct of the FIES 2018 Visit 2 in the region.

According to PSA Caraga Regional Director Rosalinda Celeste-Apura, the FIES 2018 will be conducted twice. The first visit was conducted last July 2018 with the first semester, January to June 2018 as the reference period. The second visit will be conducted in January 2019 with the second semester, July to December 2018 as the reference period. “The same set of questions is asked to the eligible sample households for both visits,” she said.

Apura relayed that the FIES is a nationwide survey of households undertaken every three years. “It is the main source of data on family income and expenditure, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind,” she explained.

The lady director added that the results of FIES provide information on the levels of living and disparities in income of Filipino families, as well as their spending patterns; provide benchmark information to update the weights used in the estimation of Consumer Price Index (CPI); and to provide inputs in the estimation of the country’s poverty threshold and incidence.

4 rebels surrender in SurSur

TANDAG CITY, Surigao del Sur, Jan. 11 (PIA) - Four members of the Communist Party of the Philippines-New People’s Army-Terrorist (CNT) have surrendered to government forces, said an official from the 36th Infantry Battalion (36IB).

Civil Military Operations Officer Lt. Jonald Romorosa of the 36IB bared that one CNT member from Platoon 8, Guerilla Front 19, Northeastern Mindanao Regional Party Committee voluntarily surrendered without firearms to 36IB Commanding Officer Lt. Colonel Xerxes Trinidad on Jan. 1.

The surrenderee was a resident of Barangay Libertad, Butuan City.

The other three gave themselves up to the 36th IB Advance Command Post based in Barangay Magroyong, San Miguel town last Wednesday, Jan. 9. The surrenderers reportedly brought along with them the two homemade shotgun.

The military did not disclose the identities of the returnees for security reasons, adding that one of the returnees held a high position in the NPA.

LTC Trinidad, quoting one of the surrenderers, said the former rebels could no longer stomach the extortion activities that they were forced to do against their fellow impoverished countrymen and the promises that were never fulfilled by the organization.

“We call on to the remaining CPP-NPA terrorist leaders to surrender and return to the folds of the law. Lay down your arms and surrender, not just for your own sake, but rather, for your own family and loved ones. Abandon your maligned armed struggle and help the government bring development and long and lasting peace in our community,” he said.

As surrenderees, the four would be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) of the national government. Under the E-Clip, an NPA surrenderee can immediately receive P15,000 cash assistance and P50,000 livelihood assistance.

They can also avail of firearms remuneration and housing, livelihood, and legal assistance among other forms of help from the government. (PIA-Surigao del Sur)

Caraganon youth, IPs join Regional Youth Leadership Summit

BUTUAN CITY, Jan. 15 (PIA) - Some 160 youths and Indigenous Peoples gathered recently for this year's Regional Youth Leadership Summit held at the Caraga State University (CSU) Gymnasium, this city.

Said activity served as an avenue for the youth leaders to increase their knowledge on how to develop their leadership skills as they will tackle various topics and issues and concerns in their respective community and come up with a plan on how they could contribute in solving pressing issues.

“These trained youths from the different provinces of Caraga region could greatly help in bringing the government closer to the people,” said Roberto Laurente Jr., President of Propelling Our Inherited Nation Through Our Youth (Pointy) Incorporated

On behalf of Dr. Anthony Penaso, president of Caraga State University (CSU), vice president for academic affairs Dr. Rolando Paluga shared to the participants some tips and important skills, which could help the youths become more responsible and productive in their fields.

He emphasized that having the right character in any circumstance and knowing how to communicate well will allow them to overcome challenges.

Also, Brigadier General Franco Nemesio Gacal, commander of 402nd Brigade emphasized that the youths continue to play a vital role in promoting peace and development initiatives not only in the region, but also in the country in general.

“In this summit, the youths will draft their action plan that will respond to the issues and concerns on peace and order, illegal drugs, environment, and other social concerns. We are preparing these youths to become the future leaders of our country,” BGen. Gacal said.

The representatives of Mindanao Indigenous Peoples Youth Organization (MIPYO) from the five regions of Mindanao also joined in the said event, where the 13 members were warmly welcomed by all other participating stakeholders.

Over 1K individuals join call for safe, peaceful midterm polls

BUTUAN CITY, Jan. 15 -- Over 1,000 individuals from the different sectors participated in the unity walk, interfaith prayer rally, and peace covenant signing in the city, Sunday morning at about 6:00 a.m.

Police Deputy Director General Archie Francisco Gamboa, the Deputy Philippine National Police (PNP) Chief for Operations and the National Task Force Commander SAFE 2019, attended the event together with the Caraga Commission on Elections officials headed by lawyer Francisco Pobe, Philippine Army, other National Government Agencies, and political candidates who are running for local election.

According to Chief Supt Gilberto Cruz, PNP Caraga Director, the activity called for collaborative efforts among the voters, candidates running for local elective posts, and the community to ensure safe and peaceful election on May 2019 in Caraga Region.

DOH nagbabala sa tumataas na bilang ng kaso ng dengue sa Caraga region

LUNGSOD NG BUTUAN, Enero 15 (PIA) -- Muling nagbabala si Department of Health (DOH) Caraga regional director Dr. Jose Llacuna, Jr. sa Caraganons na panatilihing malinis ang kapaligiran lalo na at tumaas ang bilang ng kaso ng dengue sa ilang lugar sa rehiyon.

Batay sa datos ng DOH Caraga, tumaas ng 186 porsyento ang bilang ng kaso ng dengue sa taong 2018 na may umabot sa 7,529 kumpara sa 2,631 cases noong 2017.

Sa tala na inilabas  ng DOH  nitong Enero 10, 2019, mayroon ng 153 dengue patients ang nakaconfine sa mga ospital ng lungsod ng Butuan at Agusan del Norte, kung saan ang pinakamarami ay nasa Butuan Medical Center na nasa 66.

RYLS dinaluhan ng mga kabataan sa Mindanao

LUNGSOD NG BUTUAN, Enero 15 (PIA) - Isa si Chiary Balinan, 28 taong gulang mula sa Ata – Manobo Tribe sa Davao City at nagsisilbing sekretarya ng Mindanao Indigenous Peoples Youth Organization (MIPYO), ang dumalo sa isinagawang Regional Youth Leadership Summit sa lungsod ng Butuan kamakailan, at aktibong ibinahagi ang kanilang adbokasiya sa mga kabataan upang mapalayo sa impluwensya ng teroristang grupong New Peoples Army at makilahok ang mga ito sa mga aktibidad ng kani-kanilang komunidad.

Ayon kay Balinan, masaya siyang naibabahagi sa kapwa kabataan maging sa ibang sektor ang kanyang mga natututunan mula sa ibat-ibang seminars at trainings na kanyang nadadaluhan sa ibat-ibang rehiyon ng bansa sa tulong na rin ng ibat-ibang ahensiya ng pamahalaan.

Mahalaga umano ang partisipasyon ng mga kabataan sa pagresolba ng ibat-ibang isyung kinakaharap hindi lamang sa rehiyon kundi pati na ng bansa.

“Binuo namin ang organisasyong ito upang magsilbi kaming boses ng mga kabataan  dahil kailangan ma-educate din sila, kagaya ng mga kasamahan naming former rebels na bumalik na sa gobyerno at sila’y mga youth. So isa ito sa gusto naming ipaabot sa lahat na walang maidudulot na maganda sa mga kabataan ang pagsali sa makakaliwang grupo,” sabi ni balinan.

Dagdag pa ni Balinan, malaking tulong ang naibigay ng philippine army kasama ng iba pang ahensiya ng pamahalaan sa mga IP youths sa patuloy na pagbibigay programa at serbisyo nito para sa kanilang sektor.

Sinabi naman ni Roberto Laurente Jr., presidente ng Propelling Our Inherited Nation Through Our Youth (POINTY) Incorporated, na ang summit ay isang paraan upang matipon ang mga kabataan at mahasa ang kagalingan sa ibat-ibang aspekto ng buhay.

Samantala, binigyang-diin naman ni Brigadier General Franco Nemesio Gacal, kumander ng 402nd Brigade, na maraming magagawa ang mga kabataan sa pagpapalaganap ng kapayapaan at kaunlaran sa rehiyon.

“Parte ng aktibidad na ito ay ang pagsasagawa nila ng kanilang action plan hindi lamang para sa kani-kanilang probinsya, pati na rin sa Caraga region. Dito pag-usapan nila ang problema ng insurgency, problema ng drugs, problema ng environment at iba-ibang problema sa social issues. LUNGSOD NG BUTUAN, Enero 15 (PIA) - Sa isinagawang Regional Youth Leadership Summit kamakailan dito sa lungsod, boluntaryong ibinahagi ni Roel Hayahay Gano o Datu Igtudan na tawag sa kanyang mga kasama sa Manobo Tribe na nakabase sa Agusan del Sur, ang kanyang kasalukuyang pamumuhay sa tribu taliwas noong nasa kilusan pa siya ng New Peoples Army (NPA).

Isa si Datu Igtudan sa 13 miyembro ng Mindanao Indigenous Peoples Youth Organization (MIPYO) na umiikot sa ibat-ibang rehiyon ng bansa para maipalaganap ang kanilang adbokasiya.

Ngayong nagbalik-loob na siya sa gobyerno, malaya na niyang nakakasama ang iba pa niyang mga ka-tribu sa mga dinadaluhang okasyon sa rehiyon at nakakapaglahok sa mga imbitasyon mula sa national government.

“Sa totoo lang, naging maayos na ang aking pamumuhay nang nagbalik-loob ako sa gobyerno. Nakakasama ko na ang aking mga ka-tribu sa mga meeting para may matutunan din sila. May malaking kaibahan talaga ang buhay ko noon sa bukid at buhay ko ngayon sa MIPYO,” sabi ni Datu Igtudan.

Ayon sa kanya, matagal na daw ginagamit ng NPA ang tribu upang masakop nila ang komunidad nito at magamit ang tribu sa pangingikil ng NPA sa kalapit na lugar, pagpatay ng mga inosenteng indibidwal at maging sa walang saysay na pagra-rally sa kalsada.

Sariwa pa umano sa kanyang alaala ang pang-aabusong ginagawa ng teroristang grupong NPA, maging ang pagkitil ng buhay ng NPA sa ilan niyang mga kamag-anak.

Magsilbing leksyon daw sa ibang kabataan ang kanyang masaklap na karanasan kasama ang mga NPA. May panawagan din siya sa lahat ng kabataan.

“Sa tingin ko, ang maitutulong ng grupo namin ay ang pagkumbinsi sa ibang tribu, yung nakapasok na sa NPA na magbalik-loob sa gobyerno at para naman sa hindi pa nakasama sa NPA ay dapat na mamuhay nang maayos,” dagdag ni Datu Igtudan.

DOH Caraga chief calls for community effort to combat dengue

BUTUAN CITY, Jan. 16 (PIA)– With the significant increase of dengue cases in Caraga region, Department of Health (DOH) Caraga regional director Dr. Jose R. Llacuna, Jr. urges the communities especially barangay councils to help combat dengue.

As per data from DOH Caraga as of January 10, 2019, 11:00 a.m., a total of 153 patients with suspected dengue have been confined in the different hospitals of Butuan City and Agusan del Norte, majority of which are admitted at the Butuan Medical Center in Butuan City.

In a statement from Dr. Llacuna, during a press conference held recently in Butuan City, he is asking the community to lead an intensified 4S campaign.

The 4S campaign, he said, includes Search and Destroy, Use of Self Protection Measures, Seek Early Consultation and Saying No to indiscriminate fogging campaign in their barangays.

Llacuna also said that in the case of the increasing dengue cases in the region, the DOH Center for Health has extended the Code White Alert from January 4 up to February 14 in an effort to decrease the number of dengue cases.

“Dengue fast lanes have been implemented in all different hospitals in the region to give chance for those who are being suspected of dengue especially the referral cases from the rural health units to be given priority in the DOH and other health facilities,” Llacuna said.

For the year 2018, a total of 7,529 suspected cases have been reported to the Regional Epidemiology and Surveillance Unit, this is 186.2 percent higher compared to the 2,631 total cases in the year 2017.

Among the provinces and cities, majority of the cases came from Surigao del Sur with 2,197 and Bislig City with 539. Hot spot barangays identified in the region include: Taglatawan and Poblacion of Bayugan City, Agusan del Sur; Doongan, Ambago, Barangay 21 of Poblacion, Mahogany and Libertad in Butuan City; Doyos of Carrascal, Surigao del Sur; Tagasaka, La Casa Poblacion and Roxas of Hinatuan and Sabang of Lingig in Surigao del Sur; and Rizal in Surigao City, Surigao del Norte.
 
“In times like these, responsibility towards protecting the community falls on the shoulders of every member of the community. Collective effort and unity are needed to combat dengue disease," Lacuna said.

AgSur town declares NPA terrorist persona non grata

SIBAGAT, Agusan del Sur, Jan. 16– The local government unit of Sibagat of this province has declared the Communist Party of the Philippines-New Peoples Army (CPP-NPA) terrorist as persona non grata through a Municipal Resolution Number 137-18 dated Dec. 21, 2018.

Municipal Mayor Maria Liza L. Evangelista and all the members of the legislative council signed the resolution.

The declaration was due to the raid of the NPA terrorist of the New Tubigon Patrol Base at dawn of Dec. 19, 2018, where they abducted the 12 CAFGU Active Auxiliaries (CAAs) and two soldiers, aside from carting away several firearms from the soldiers and CAAs.

The abducted soldiers and CAAs were, later on, used as hostages by the CPP-NPAs while demanding ceasefire from the government.

The resolution stated that “the incident made the families of the hostages in chaos leaving them psychologically and mentally disturbed."

Moreover, the local officials as representatives of the people condemned the atrocious acts as they cited on the resolution that “the kidnapping and abduction perpetrated by the NPAs is a manifestation of betrayal of achieving peace, thus disrupting the peace and security of the community.”

The LGU also sighted the demands of the families of abducted CAAs and soldiers for the unconditional release of their loved ones.

Reached for comment about the resolution, BGen. Andres Centino, Commander of 401st Brigade said that “we welcome the declaration of the LGU of Sibagat with the CPP-NPA as 'persona non grata.' This shows that the CPP-NPA already lost their support from the people. PNP Caraga tops nationwide crime solution efficiency

BUTUAN CITY, Jan. 16 --The Police Regional Office (PRO) 13 topped, among the 17 police regional offices in the country, in the Crime Solution Efficiency (CSE) for the 4th quarter of 2018.

According to Senior Supt. James T Goforth, Chief of the Regional Investigation and Detective Management Division, PRO13 garnered a rating of 86.19 percent followed by the National Capital Region Police Office with 86.07 percent as second and Police Regional Office4A with 79.32 percent as third.

In the last three months of 2018, the total crime volume in the region reached 2,259 comprised of 406 index crimes and 1,853 non-index crimes.

Out of 2,259 crime volume, 1,947 crime incidents were solved by the police units.

Chief Supt Gilberto DC Cruz, PNP Caraga Director, thanked the community, other law enforcement agencies and all stakeholders that contributed in the crime solving efforts of the police force.

OFFICIAL STATEMENT OF DOST-PAGASA ON THE HEAVY RAINFALL EVENT ASSOCIATED WITH TROPICAL DEPRESSION USMAN
16 January 2019

This is to clarify claims of “wrong forecasts and late warnings” on the heavy rainfall event associated with Tropical Depression (TD) Usman as alleged by the following:


1. Dr. Mahar Lagmay on his Facebook account dated 04 January 2019 entitled, “Simpleng analysis kung bakit maraming namatay sa Bicol dahilsa #UsmanPH”, further quoted by different media sources, as follows:

"Ang forecast noong December 28-29, 2018 ay moderate (light blue) to heavy (dark blue) rainfall sa Bicol (Rappler 2018). Ang totoong nangyari ay intense (yellow) to torrential (red) ang pinakamalalakas na ulan. Malaki ang diperensiya nito, lalung-lalo na dahilang sukat ng moderate (2.5-7.5 mm/hr), heavy (7.5-15 mm/hour), intense (15-30 mm/hour) at torrential (>30 mm/hour) ay kada oras. Tumagal ng ilang mga oras ang intense at torrential rainfall sa Bicol.”

In response, although his above-stated definition is correct in terms of PAGASA’s hourly rainfall intensity classification as per PAGASA Memorandum dated 20 June 2012, PAGASA defines moderate and heavy rainfall in its Severe Weather Bulletins (SWBs) as 24-hour (daily) accumulated rainfall of 60 to 180 mm and more than 180 mm, respectively. The forecasts for 28 – 29 December 2018 indicated the “forecast 24-hour accumulated rainfall” of moderate to heavy, which would trigger flooding, and landslides. Verification of the observed 24-hour accumulated rainfall values for Bicol area showed that the amount falls within the moderate to heavy categories, as forecasted.

2. For the segment “Weather Forecast” of the TV show “Failon Ngayon” aired on 12 January 2019, as follows:

“Nang aming balikan ang mga forecast ng PAGASA, tanging Quezon at Visayas lamang ang binigyan ng Heavy Rainfall Warning nung gabi bago tumama ang bagyong Usman at Southern Quezon lamang ang may Yellow Heavy Rainfall Warning kinabukasan. Ang tanging Heavy Rainfall Warning at General Flood Advisory naapektado ang Bicol Area ay inilabas alas sais na ng gabi.” – Ted Failon

In response, supplemental to the issuance of SWBs, the Southern Luzon PAGASA Regional Services Division (SLPRSD) at Legazpi City, Albay also issued separate color-coded Heavy Rainfall Warnings (HRWs) that covered hourly and 3-hourly rainfall forecast over Bicol Area. The first Heavy Rainfall Warning issued for TD Usman by SLPRSD was a Yellow Warning for Sorsogon at 2PM on 28 December 2018. Albay, where disastrous landslides occurred, was placed under Yellow Warning at 7PM on 28 December 2018. This was further elevated into an Orange Warning at 8PM and later a Red Warning at 11PM of the same day. These warnings, especially those of higher levels, are indicative of the need for “emergency” actions.

Based on available meteorological data at that time, TD Usman has weakened into a Low Pressure Area at landfall, which led to the lifting of Tropical Cyclone Warning Signal #1. However, this does not imply that weather will rapidly improve and the threat of flooding and landslides are immediately reduced. In the Final SWB issued at 8AM on 29 December 2018, PAGASA stated that moderate to heavy rains will continue over Bicol Region in the next 24 hours. This was reiterated in the Weather Advisory for LPA and Tail-end of Cold Front issued at 11AM of the same day.

Tropical Cyclone Warning Signal System, which has been in effect since 1930s, is based solely on expected winds and its impacts over a locality, and has no relation with the accompanying rainfall of such tropical cyclone (TC). However, PAGASA has always emphasized the threat of heavy rains and other hydrometeorological hazards and its impacts associated with each TC in it's HRWs and SWB.

PAGASA had ensured that warnings and pertinent information were disseminated to disaster managers at the national and local levels.

In addition to the regular issuances of SWBs and HRWs, among other warnings and information, during the Pre-Disaster Risk Assessment (PDRA) at the national and local level, PAGASA warned the DRRMOs/NDRRMC of prolonged heavy rainfall over areas to be affected by TD Usman, which could trigger flooding and landslides. It was also emphasized that rainfall over the past week made the soil very saturated, and even light to moderate rains could still trigger landslides in mountainous areas. Mines and Geoscience Bureau (MGB)had provided a list of areas with very high-high risk of floods and landslides during the PDRA.

The Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) has debunked the claim of Dr. Mahar Lagmay, UP NOAH Executive Director, that the agency allegedly issued "wrong forecasts and late warnings" during the passage of Tropical Depression Usman.

Dr. Lagmay alleged in his Facebook Account post the wrong forecasts on TD Usman has caused a number of deaths due to landslides and floods particularly in the Bicol Region. He said that PAGASA issued a moderate to heavy rainfall forecast in Bicol on December 28 and 29 2018 instead of intense and torrential rainfall.

On this, PAGASA Administrator Vicente Malano countered such claim and clarified that the agency defines moderate to heavy rainfall in its Severe Weather Bulletins (SWBs) as 24-hour daily accumulated rainfall of 60 to 180 mm and more than 180, respectively. In this premise, the December 28 to 29 PAGASA forecasters had sufficiently warned that the 24-hour accumulated rainfall of moderate to heavy would trigger massive flooding and landslides.

Moreover, Dr. Malano emphasized that PAGASA provides localized rainfall and thunderstorm warning in near-real time through its PAGASA Regional Services Division (PRSD). In the case of TD "USMAN," the Southern Luzon PRSD based in Legazpi City issued a separate color-coded Heavy Rainfall Warnings as supplemental to the HRWs stressed that there was an immediate threat of floods and landslides indicative of emergency actions.

He also explained that although PAGASA downgraded TD Usman into a Low Pressure Area (LPA) upon landfall, PAGASA Central Office and the SLPRSD reiterated their warnings of flooding and landslides as moderate to heavy rainfall would still persist.

Dr. Malano appealed to some concerned sectors to be more careful in the issuance of sweeping statements that may damage the credibility of PAGASA as a warning agency.

P34-M FMR expands agri commodities

ESPERANZA, Agusan del Sur, Nov. 9 - The Department of Agriculture-Philippine Rural Development Project (DA-PRDP) has recently turned-over the P34-million farm-to-market road (FMR) to Esperanza, Agusan del Sur.

The 2.9-kilometer Lumbia-Mabao FMR directly benefits 3,036 individuals or 885 farming households. This intervention from the government is built to support the Rubber industry in the province and the farmers planting high-value crops in the locality.

“All of us have worked so hard for the realization of this project. We will make sure that this road will be preserved up to 100 years so that many generations can benefit,” said Esperanza Mayor Leonida Manpatilan.

Manpatilan said that the LGU is working hard to develop not just the corn industry but also the high-value crops that many farmers are also planting. “This road creates a good reason and zeal to produce more,” said Manpatilan.

DA Caraga Regional Director Abel James Monteagudo shared that the government is working hard to support the farmers with not just road for easy transportation of agricultural produce, but also to equip the farmers and farmers’ associations with the necessary tools and equipment to increase production.

Sitios Lumbia and Mabao are the areas in Barangay Dakutan where some farmers also plant rubber trees other than just growing corn. “The seemingly isolated area before is now a place of production with many farmers planting corn, high-value crops and rubber trees,” said Barangay Captain Rolando Jaum.

The turn-over activity was participated by the DA-PRDP team in the region, Provincial Project Management Implementing Unit (PPMIU) of Agusan del Sur headed by Deanna Fudalan, LGU-Esperanza officials headed by Mayor Manpatilan, Barangay Dakutan officials and the farmers in the area.

90 residents participate in DSWD-Caraga’s KAP survey

PROSPERIDAD, Agusan del Sur, Nov. 9 - A total of 90 residents of Barangay Patin-ay of this municipality had recently participated in the Knowledge, Attitude, and Practice (KAP) Survey conducted by the Department of Social Welfare and Development (DSWD)-Caraga through the Social Marketing Section (SMS).

KAP Survey is a form of communication research that enables social marketers to determine the strengths and weaknesses of the communication tactics employed by the Department directly from the stakeholders.

The survey, which was given to 45 4Ps beneficiaries and 45 non-4Ps beneficiaries, aimed to determine the awareness of the stakeholders on DSWD’s core programs (Pantawid Pamilyang Pilipino Program or 4Ps, Sustainable Livelihood Program, and Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services or Kalahi-CIDSS), and the basic services such as Assistance to Individuals in Crisis Situation (AICS) and Supplementary Feeding Program (SFP), among others.

Seventy (equal number of 4Ps and non-4Ps respondents) answered a five-page questionnaire with the help of the SMS staff who served as data collectors.

The questionnaire focused on stakeholders’ knowledge on DSWD programs and services and described their attitude towards DSWD’s performance in delivering programs and services to the community.

The other 20 participants participated in the Focus Group Discussion (FGD) later in the afternoon where the SMS staff listened to a more in-depth discussion with the respondents.

Social Marketing Service-Communication Development and Research Divisions (SMS-CDRD) shall consolidate the accomplished survey forms and perform analysis on the data gathered.

The result of the survey and FGD will serve as basis for the SMS in enhancing its communication strategy ang in making it more effective and efficient to the community.

Responsible for undertaking advocacy, social marketing, and networking activities, the SMS conducts the KAP survey annually to ensure that messages embodied in the vision, mission, and goal of the Department are effectively communicated to the general public. AgSur NC II holders receive SMAW project starter kits

PROSPERIDAD, Agusan del Sur, Nov. 9 - The Department of Labor and Employment (DOLE) Agusan del Sur Provincial Office has recently released P1-million worth of Shielded Metal Arc Welding (SMAW) Project Starter Kits including welding machine and accessories to 75 unemployed youth National Certificate (NC)-II holders.

The project was conceptualized through the collaboration of the DOLE, Technical Education and Skills Development Authority (TESDA) and the Provincial Public Employment Service Office of Agusan del Sur.

“Dako kaayo among pasalamat isip mga un-employed youth nga na hatagan og prebelihiyo nga makadawat ani nga project. Dako kaayo ning tabang para maka tukod kami og gamay nga negosyo nga welding shop. Isip graduate sa TESDA og Shielded Metal Arc Welding magamit jud namo among abilidad sa pag welding para maka income kami og maka tabang sa among mga pamilya. Isa pud ni nga rason nga dili na kami mo langyaw pa og laing nasod para manarbaho as welder kay naa naman me kaugalingon nga machine nga magamit para sa among etukod nga welding shop (As unemployed youth, we are very much grateful to be recipients of this project. This project will be very helpful for us to establish our own small business which is a welding shop. Now, we can make profit from what we have learned as a Shielded Metal Arc welding graduates of TESDA. We do not have to work abroad because we now have our own welding shop),” Valent E. Nasa 575 Agrarian Reform Beneficiaries (ARBS) ang nakatanggap ng CLOA sa probinsya ng Surigao del Norte; 796 sa Agusan del Sur; 263 sa Surigao del Sur; 242 sa Dinagat Islands; at 221 sa Agusan del Norte. May kabuuang 2,310 na CLOA sa 2,097 na ARBs ang naibigay sa Caraga region.

Ibat-ibang kooperatiba sa rehiyon ang tumanggap ng tig-iisang unit ng 4WD tractor na makatutulong sa kanilang pagsasaka at nang mapalago pa ang kanilang livelihood sa pang-araw-araw.

Kabilang dito ang Jamafo Agrarian Reform Beneficiaries Cooperative sa Kitcharao, Agusan del Norte; Oil Palm Growers Multi-Purpose Cooperative sa Butuan City; Magaud Agrarian Reform Beneficiaries Cooperative sa Loreto at Gamao Multi-Purpose Cooperative ng Bayugan City, Agusan sel Sur; Cantapoy Agrarian Reform Beneficiaries Cooperative sa Malimono at Ima Agrarian Reform Beneficiaries Association ng Sison, Surigao del Norte; Balilaycar Farmers Marketing Association ng Tago at Bayabas Agrarian Reform Beneficiaries Association ng Bayabas, Surigao del Sur.

Maliban sa forward tractor, ilan-ilang kooperatiba rin ang tumanggap ng tig-iisang unit ng combined harvester at mechanical rice transplanter. ANG Alipao Multi-Purpose Cooperative (Almuco) Sa Alegria, Surigao Del Norte; San Isidro Multi-Purpose Cooperative (Simpuco) Sa Gigaquit; Maging Ang Rural Improvement Club Producers Cooperative (Riproco) Sa Surigao City. KASALI RIN ANG Southern Agusan Seed Producers Cooperative (SASEPCO) sa Trento, Agusan del Sur.

Ayon kay DAR Secretary Atty. John Castriciones, nais ng Pangulong Duterte na maiangat ang pamumuhay ng mga farmers, at mabawasan umano ang mga magsasakang nabibiktima at naiinganyo ng mga teroristang npa na sumanib sa kanilang grupo dahil ginagawa nilang dahilan ang kawalan ng maayos na programa at serbisyo para sa magsasaka.

Laking pasasalamat naman ni Daniel Viscaya, isang farmer sa Trento, Agusan del Sur kay Pangulong Duterte sa pagbibigay halaga nito sa mga farmers.

AgNor honors stakeholders in ANGELL awards

BUTUAN CITY, Jan. 18 (PIA) - The provincial government of Agusan del Norte recognizes several local government units (LGUs), schools, personalities and offices that have greatly contributed to the fulfillment of the directive of President Rodrigo Duterte’s administration towards honest, transparent and good governance.

During the recently held Accelerating New Dimensions on Good Governance and Excellence in Local Leadership (ANGELL) awards here, where former Special Assistant to the President (SAP) Bong Go served as the guest of honor and speaker, the local government unit of Las Nieves received the award as Disaster-Resilient LGU for the year 2017 and 2018.

According to Jover Manliguez, Municipal Disaster Risk Reduction and Management Officer, aside from what has stipulated in the Philippine Disaster Reduction and Management Act, their LGU has also allocated a budget for the conduct of Community-Based DRR Trainings in the barangays. This is to intensify capacity-building efforts for the local residents. Such activity is done every year, along with the conduct of the localized search for disaster-resilient barangays.

Also, the Cabadbaran South Central Elementary School (CSCES) in Cabadbaran City bagged the award as Best Ecological Solid Waste Management implementer for the year 2018.

Christina Abecia, CSCES ecological solid waste management coordinator, said proper waste segregation and recycling of solid wastes are just some of the many ways that they do in their school.

Abecia added that through the ANGELL awards, they have become motivated to do more and enhance their program on solid waste.

Meanwhile, former SAP Bong Go also congratulated all the worthy awardees and recognized their dedication and sincerity in providing services to the people in their respective community. (JPG/PIA-Caraga)

'Cold Chain, Food Loss Summit' to be conducted in Butuan City

BUTUAN CITY, Jan. 17 (PIA) -- Winrock International and United States Department of Agriculture (USDA) are set to conduct the "Cold Chain and Food Loss Summit + Expo" on January 24-26, 2019 here.
This three-day event will use mix channels which include plenary discussion, open forum, talk show, theater performances, information and education campaign, individual and group contests and booth exhibits.
The event aims to bring together different value chain actors in food production industry, policy-makers and consumers alike in the discourse of giving value of food through improved techniques and cold chain technology.
It also has the objectives to raise awareness and understanding on how food loss and waste is linked to national level issues on food security, climate change and food safety; to introduce cold chain technology innovations, costs involved and benefits, and possible financing options for improved post-harvest handling and storage and food safety and quality; and to provide the platform to coordinate planning and policy development to facilitate regional level cold chain system improvements.

Caraganon debaters qualify in 4th PDA HS parliamentary debate

BUTUAN CITY, Jan. 18 -- A team of debaters from Timber City Academy (TCA) - Debate Society here will fly to Japan on January 17 to compete at the 4th PDA High School Parliamentary Debate World Congress 2019 in Japan on January 18 to 20, 2019.

The team composed of Senior High School debaters: Adonis Joshua A. Po (Grade 11), Aleister S. Busico (Grade 12), and Lemuel D. Ang (Grade 12), under the tutelage of Kim Christian Tutor Matildo, qualified to the said international debate congress and competition after they won at the 11th Visayas - Mindanao Debate Championship on August 24-26, 2018 held in Butuan City.

They will represent not only Caraga but the entire Philippines as well.

Meanwhile, Ang is Department of Education Caraga's representative to the 2019 Festival of Talents - PopDev Debate in Dagupan, Pangasinan on January 28 to February 1, 2019.

'Best practices' ng Agusan del Norte kinilala sa ANGELL awards

LUNGSOD NG BUTUAN, Enero 16 (PIA) -- Sa ginanap na awarding ceremony ng probinsya ng Agusan del Norte sa pamamagitan ng ANGELL awards o Accelerating New Dimensions on Good Hovernance and Excellence in Local Leadershp, kinilala ng probinsya ang mga local government units (LGUs), eskwelahan, personalidad at mga opisina na nakatulong upang maisulong ang maayos na gobyerno at pamamalakad nito.

Sa taong 2017 at 2018, isa ang LGU ng Las Nieves kung saan ay kinilala sa kanilang pagiging disaster-resilient LGU. Ayon kay Jover Manliguez, municipal disaster risk reduction and management officer, maliban sa nakasaad sa Republic Act 10121 o ang Philippine Disaster Risk Reduction and Management (DRRM) Act, ang LGU ay naglaan din ng budget para sa mga community-based DRR trainings sa mga barangays upang magkaroon ng kapasidad ang mga taong nakatira dito at taon-taon gumagawa din sila ng localized search for disaster-resilient barangays.

Ayon din kay Felisa Curaza, punong barangay ng Poblacion sa bayan ng Carmen kung saan nakatanggap bilang best performing anti-drug abused council, iba’t ibang mga aktibidades at paraan ang kanilang ginagawa upang mabigyang pansin ang kanilang mga nasasakupan lalo na ang mga kabataan.

Matatandaang ang bayan ng Carmen ay ang kauna-unahang bayan na naideklara ng PDEA at PNP na drug-free community sa probinsya.

Ang Cabadbaran South Central Elementary School ng Cabadbaran City ay natanggap naman ang best ecological solid waste management implementer para sa taong 2018. Ayon kay Christina  Abecia, ecological solid waste man
agement coordinator, pagkakaroon ng proper waste seggregation at pagrerecycle ang ilan lamang sa kanilang mga ginagawa sa paaralan. Ayon pa sa kanya, dahil sa ANGELL awards, namotivate din sila upang mas maging maayos pa ang kanilang programa sa solid waste.

Ilan din sa nga awards na ibinigay ay ang most child-friendly LGU, best barangay peace and order council, best performing barangay, best herbal garden, outstanding lupon tagapamayapa, barangay nutrition scholars, most functional nutrition council, best performing municIpal assessors office, at local legislative award.

Ang awarding ceremony ay dinaluhan ni dating SAP Bong Go na nagbigay mensahe at hinamon ang mga LGU officials na lalo pang ayusin ang kanilang mga pamamalakad upang mapaayos ang buhay ng kanilang mga nasasakupan.

Ang ANGELL awards ay isang award-giving body ng probinsya sa pamumuno ni governor Ma. Angelica Rosedell M. Amante-Matba at upang mas lalo pang mapaayos ang mga serbisyo at programa ng gobyerno sa probinsya. Soil Mapping Tool for Agricultural Development

BUTUAN CITY, Jan. 18 -- A map is essential in planning for agricultural development.

Thus, Agriculture Secretary Emmanuel Piñol directed the Bureau of Soils and Water Management (BSWM) to conduct a nationwide soil mapping for soil fertility and suitability.

In Caraga Region, BSWM has already come-up with soul suitability map for rice in five provinces and initially includes other commodities.

Senior Agriculturist Efren Fabula of BSWM and Soil and Water Area coordinator Marcelo Dayo presented to DA Caraga Regional Executive Director Abel James I. Monteagudo the result of soil mapping for the Province of Dinagat Islands (PDI) recently.

The map which was eventually turned-over to PDI contains soil suitability on ten various commodities such as coconut, fruit trees, banana, coffee, cacao, pineapple, root crops, corn, vegetables, and rice.

Monteagudo lauded BSWM for coming up with the map as it is a great help for the LGU development planners and farmers as well.

“We owe BSWM for this very valuable document since it could serve as a basis to ascertain what are the interventions needed in a particular area to develop agriculture,” he said.

Through the map, farmers would know what particular commodity is suitable in their specific area and the needs for fertilization.

“I hope that the respective LGU will maximize the use of the said map as it is so important especially in guiding the farmers,” the director said.

Farmers can access the said map through their respective LGU and or through BSWM website.

Under the administration of President Rodrigo Duterte, ten basic foundations of sound agriculture and fisheries programs were identified wherein a national color-coded agricultural guide map is on top of the list.

Other priorities include national food consumption quantification study; institutional restructuring and paradigm resetting for the Department of Agriculture and its officials and employees; intensive technology updating and sharing, modernization and mechanization program; and easy access financing program for farmers, fishermen and agriculture and fisheries stakeholders, or known as production loan easy access (PLEA).

DA also implements strategic and effective post-harvest, storage and processing facility; government-initiated and supported aggressive marketing campaign especially for high-value crop; national livestock, dairy and poultry program; relentless campaign for the enforcement of agricultural and fisheries laws, especially on land conversion and illegal fishing; and re-introduction of basic agriculture in the primary and elementary grades of the Philippine schools system. 579 pamilya, apektado ng bagyong “Amang” sa Caraga

LUNGSOD NG SURIGAO, Surigao del Norte, Enero 21 (PIA) -- Biyernes pa lang nitong nakaraang linggo ay agad-agad na isinagawa ng core team ng Caraga Regional Disaster Risk Reduction and Management Council o RDRRMC na pinangunahan ni Office of Civil Defense Caraga regional director at RDRRMC chairperson Liza Mazo ang Emergency Response Preparedness Meeting bilang paghahanda sa tropical depression “Amang” na posibleng magdulot ng pagbaha at landslide sa ibat-ibang lugar ng rehiyon.

Sa isinagawang preemptive evacuation, may limang daan at pitumpu’t siyam na pamilya o 2,859 na indibidwal ang nagsilikas sa probinsya ng Agusan del Norte, Dinagat Islands, Surigao del Norte, Surigao del Sur at pati na rin lungsod ng Butuan na pawang nasa designated evacuation centers sa kasalukuyan.

Base naman sa pinakahuling datus na nakalap galing sa Philippine Ports Authority ng Surigao City, ang stranded na pasahero ay umabot naman sa isang daan at apatnapu’t walo at tatlumpu’t walong rolling cargoes ang naantala sa Lipata Port.

Limampu’t siyam na indibidwal at may 22 rolling cargoes naman sa Surigao City Base Port ang stranded.

Mayroong 84 na stranded na pasahero din sa pantalan ng Nasipit, Agusan del Norte na kinabibilangan ng 10 senior citizens, 10 minors at 94 na adults.

Namigay naman ng pagkain ang port management office sa mga nastranded na pasahero.

Bagaman lifted na ang ipinapatupad na “no sail” policy ng Nasipit Port, may 1,187 na mga pasaherong stranded na nasa loob pa ng barko na hinihintay pa rin ang nakatalagang schedule ng paglalayag.

Dahilan ng pagtaas ng tropical cyclone warning signal number 1 na nagdulot ng malakas na pag ulan kung saan ay binaha ang ilang parte ng rehiyon,  nagsuspinde na rin ng klase ang mga lokal na pamahalaan ng Caraga region mula preschool hanggang senior high school sa pampubliko at pampribadong  paaralan.

Samantala, napag-alaman din na ang ilang munisipyo sa Surigao del Sur ay nakakaranas ng power interruption at naibalik naman kahapon ng hapon ang power supply sa lugar ng Lianga hanggang Cortes.

May mga kinansila ding round trip flights ng cebu pacific airlines patungong siargao galing Maynila.

Wala pa namang naiulat na impassable roads sa buong rehiyon ngayon.

Tumama sa kalupaan ng Siargao ang naturang kauna-unahang bagyo sa taong ito bandang 8:00 ng gabi sa Siargao Island, Surigao del Norte noong Linggo, Enero 20, 2019.

“Patuloy ang pakikipag-ugnayan natin sa mga lokal na DRRMC at response clusters para sa updates at upang matugunan ang ano pamang tulong na kinakailangan ng publiko. Siniguro natin ang kahandaan at inaasahan pa rin natin ang kooperasyon at pang-unawa sa ginagawang proactive measures para sa kaligtasan ng bawat isa,” sabi ni Mazo. (VLG/PIA-Surigao del Norte)

Byahe ng mga barko sa Caraga, balik na sa normal

LUNGSOD NG SURIGAO, Surigao del Norte, Enero 22 (PIA) -- Nakabalik na sa normal ang biyahe ng lahat ng sasakyang pandagat sa mga pantalan ng Caraga region matapos ang pananalasa ng tropical depression “Amang" sa rehiyon nitong weekend.

Ayon sa ulat ng Provincial Disaster Risk Reduction and Management Council (PDRRMC) ng Agusan del Norte, umaga pa ng Lunes ay nagbigay na ng go signal ng Philippine Coast Guard para makabiyahe ang mga barko sa nasipit port matapos na-lift ang typhoon signal warning sa probinsya.

Samantala,  hapon naman ng payagan rin ng  Coast Guard na makabiyahe ang mga sasakyang pandagat sa mga pantalan ng Surigao City at probinsya ng Dinagat Islands.

Base sa pinakahuling datus na nakalap sa Philippine Ports Authority, mayroong 84 na stranded na pasahero sa pantalan ng Nasipit, Agusan del Norte.

Sa Lipata  Ferry Terminal, ang stranded na pasahero ay umabot naman sa 148 rolling cargoes ang naantala.

Umabot naman sa 59 na indibidwal naman sa Surigao City Base Port ang stranded at may 22 rolling cargoes.

Inaasahang balik normal na rin ang klase sa lahat ng antas ng pampubliko at pribadong eskwelahan sa buong rehiyon ngayong Martes.

Base sa tala ng RDRRMC ng Caraga may 579 na pamilya o 2,859 na indibdwal ang nagsilikas sa probinsya ng Agusan del Norte, Dinagat Islands, Surigao del Norte, Surigao del Sur at pati na rin lungsod ng Butuan.

LUNGSOD NG BUTUAN, Enero 22 (PIA) -- Bagaman may pag-ulan, hindi ito naging hadlang sa mga Butuanon na maagang nagpunta sa Guingona Park para makiisa sa pagunita ng ika-120 anibersaryo ng pormal at opisyal na pagtaas at pagwagayway ng watawat ng Pilipinas sa Mindanao.

Matapos ang pagsagawa ng ‘entrance of flag’ na pinangunahan ng Butuan City Police Office, ang pagtunog ng sirena ang naging hudyat ng pagsisimula ng Flag Raising Ceremony kasama ang mga lokal na opisyal, empleyado ng ibat-ibang ahensya ng pamahalaan, pribadong sektor at mag-aaral, at sabay-sabay na kinanta ang pambansang awit.

Isinadula rin ng Balangay Repertory of Kulture Revival Events Core ang kasaysayan ng mahalagang okasyon na ito.

Ayon kay Gregorio Hontiveros, presidente ng Butuan City Heritage Society, may mga dokumento na nagpapatunay na dito sa lungsod nga nangyari ang makasaysyang selebrasyon.

Ayon naman kay Butuan City vice mayor Jose Aquino II, ang pagunita ng nasabing selebrasyon ay isang pag-alala rin sa mga bayani ng bansa na siyang dahilan ng tinatamasang kalayaan at demokrasya ng mga Pilipino.

Binigyang-diin din ni Rev. Fr. Joesilo Amalla, parish priest ng San Vicente Ferrer Parish na hindi lang ang first mass ang kini-claim ng Butuan City kundi pati na ang iba pang historical events.

AgNor agrarian farmers receive hauling trucks

BUTUAN CITY, Jan. 22 -- Two Agrarian Reform Beneficiary Organizations (ARBOs) in Agusan del Norte have expressed its appreciation to the Department
of Agrarian Reform (DAR) for the successful turnover of two units of hauling trucks under the Agrarian Reform Community Connectivity and Economic Support Services Program (ARCCESS) held recently here.

During the ceremony, DAR Caraga handed over six units of hauling trucks worth P21.2 million to six different ARBOs all over Caraga region, two of which are from Agusan del Norte to include Palmavera Small Coconut Farmer Beneficiaries Coop (PASCOFBEC) of Las Nieves and Baleguian Organic Farmers Irrigators Association (BOFIA) of Jabonga.

The ceremony was led by Undersecretary lawyer Emily Padilla and Usec. lawyer Karlo S. Bello of DAR Central Office and assisted by Caraga Regional Director Leomides Villareal.

In her message, Usec. Padilla stressed how the hauling trucks could help the farmers.

“Ang hauling truck ay tulong upang maiahon ang magsasaka sa kahirapan upang magkakaroon ng rural industrialization and social justice,” she said. (The hauling truck helps the farmers out of poverty through its rural industrialization and social justice).

In the same occasion, the DAR Provincial Agrarian Reform Officer Andre B. Atega also pointed out that the hauling truck mainly geared towards farmers’ growth and rural development

In response, BOFIA Chair Winefredo Maldo expressed his gratitude and said that this has been a long-awaited project because the equipment will lower transport cost and raise farmers’ productivity and income.

This also goes true to PASCOFBEC Chairman Rodrigo C. Patente who said their business enterprise successfully involved of scaling-up copra trading.

Present also during the turn over ceremonies were Asst. Regional Director Naylinda Narisma, Asst. Reg. Dir. For operations Cenon Original and representatives of the local government units where the recipient ARBOs are located.

Army brigade chief: CPP-NPA violates IHL, CARHRIHL

PROSPERIDAD, Agusan del Sur, Jan. 23 -- “The Communist Party of the Philippines – New People’s Army (CPP-NPA) committed a blatant violation of the International Humanitarian Law (IHL) and the Comprehensive Agreement on Respect for Human Rights and IHL (CARHRIHL).”

This was the statement of Brigadier General Andres Centino, commander of the 401st Brigade, as he cited groundless demand of the said terrorist group in exchange of the two soldiers and 14 Cafgu Active Auxiliaries (CAAs) who were abducted in Sibagat, Agusan del Sur last December 19, 2018.

BGen. Centino said the statement of the North Eastern Mindanao Regional Committee (NEMRC) which demands for a ceasefire before they will release the victims is proof enough that they are using the soldiers and CAAs as hostages in order to demand for the stoppage of military operations in the area.

“The 14 Cafgu Active Auxiliaries and two soldiers are used as human shields by this local terrorists up to this date,” said Centino.

Centino reiterated that based on the provisions of the CARHRIHL, “persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed 'hors de combat' by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely, without any adverse distinction founded on race, color, religion or faith, sex, birth or wealth, or any other similar criteria.”

“It also stated that persons who do not participate anymore in hostilities shall not be used as hostages by any party. Likewise, CARHRIHL also protects the victims against 'violence to life and person, in particular murder of all kinds, mutilation, cruel treatment, and torture,” he added.

It can be recalled that on January 18, the CPP-NPAs terrorist released a statement to the media blaming the AFP for the non-release of the soldiers and CAAs.

“If they truly care, the CPP-NPA can release their hostages at any time without calling for any ceasefire. They do not need a ceremony, they just need to let their victims walk away, I’m sure the soldiers and CAAs know where to go when released,” said Centino.

It was learned that the family of the victims last December 2018 have filed a human rights complaint with the Commission on Human Rights (CHR) Caraga Regional Office for the CPP-NPA’s violations of the victim’s rights particularly on the right to be visited by their loved ones or to have communications with them.

 DA turns over P9.6-M FMR in Butuan City

BUTUAN CITY, Jan. 23 - The Department of Agriculture (DA) turns over the Farm-to-Market Road (FMR) of Purok 7 to Purok 4 Pigdaulan Road Section worth P9.6-million to the city government of Butuan last January 17, 2019.

The concrete road from the Department's FMR Development Program covers 423 hectares of the service area and would benefit 445 farmers in the locality.

Per record from DA’s regional validation team, there are 327 hectares of rice, 50 hectares of coconut and 46 hectares of banana in the area.

“Our barangay is mostly an agricultural area. An intervention like this encourages the residents here especially the farmers to be more productive,” said Barangay Captain Dindo Hidalgo.

Hidalgo said the farm areas of Pigdaulan before was less utilized and some areas were just filled with grass.

“Residents have started to utilize their areas, they’re now planting different high-value crops since most of our roads are already concreted and it’s now easy to bring our products to the market,” Hidalgo added.

Field Operations Chief Rebecca Atega stressed that the Department has been finding ways on how to support the production of farmers and farmers’ associations.

“We’re glad that Brgy. Pigdaulan together with the city government of Butuan really worked out for the realization of this project. The Department can finance projects from those LGUs who submit proposals,” Atega said.

Butuan City is among the highly urbanized cities who desire that all of its road sections will be concreted.

“It’s the LGU’s desire that in the near future, all of our farm roads will be concreted,” said Congressman Lawrence Fortun.

Republic Act 8435 or the Agriculture and Fisheries Act of 1997 mandates the DA to be on top of FMR projects.

Carmen town bans liquor during calamities

CARMEN, Agusan del Norte, Jan. 23 - The local government of Carmen, Agusan del Norte will now strictly ban the buying and selling of intoxicating liquors during emergencies and disasters to ensure public safety and security within the municipality.

It will be implemented under Municipal Ordinance No. 14-2018, authored by Sangguniang Bayan Member Wilfredo T. Taglucop.

Local officials believe that alcohol intoxication limits the physical capacity of the individual thereby putting them more at risk to potential danger, especially in times of emergencies where their alertness is required.

Under the said ordinance, there will be imposed a sanction on the person who violates the local ordinance with Php500.00 fine for the first offense, Php1,000.00 for the second offense and the third and succeeding offense a fine of Php1,500.00.

PNP Caraga may panawagan sa mga kandidato para sa 2019 Midterm Elections

LUNGSOD NG BUTUAN, Enero 23 (PIA) - Kasabay sa isinagawang command conference at pag-reactivate ng Regional Joint Security Control Center (RJSCC) kamakailan dito sa lungsod, nanawagan si Philippine National Police (PNP) Caraga Regional Director Police Chief Superintendent Gilberto DC Cruz, sa lahat ng kandidato para sa 2019 Midterm Elections na huwag tatangkilin ang Permit to Campaign at Permit to Win ng teroristang grupong New Peoples Army (NPA).

Dagdag pa ni RD Cruz na sinumang kandidato na hinaharass ng teroristang grupo sa permit to campaign at permit to win scheme ay dapat na makipag-ugnayan sa PNP o sa Armed Forces of the Philippines (AFP).

Ayon naman kay Commission on Elections (COMELEC) Caraga Regional Director Atty. Francisco Pobe, maliban sa security personnel ng mga kandidato, naka-alerto naman ang pulisya at militar sa kanilang area of responsibility para maseguro ang kaligtasan hindi lamang ng mga kandidato kundi maging ang publiko.

Samantala, handang-handa na rin ang PNP, kasama ang AFP, COMELEC, Department of the Interior and Local Government (DILG) at iba pang ahensya ng pamahalaan para sa gaganaping eleksyon sa buwan ng Mayo ngayong taon.

Sa ngayon ay pinaghahandaan din nila ang anumang glitches o aberya na posibleng mangyari hinggil sa nalalapit na eleksyon.

Ayon pa ni PNP director Cruz, bagaman naging generally peaceful ang mga nagdaang eleksyon sa rehiyon, mas paiigtingin pa rin ang security measures ng mga kinauukulang ahensya para mapanatiling maayos, ligtas, at makabuluhan ang gaganaping eleksyon.

Patuloy din ang kanilang isinasagawang checkpoints sa mga designated areas, maging ang implementasyon ng Election Gun Ban. Magdadagdag din aniya ng checkpoints sa ibang lugar na sa tingin ng pnp ay posibleng may mangyaring election-related incidents.

Joint Security Control Center reactivated for midterm polls

BUTUAN CITY, Jan. 24 -- The Regional Joint Security Control Center (RJSCC) in Caraga has officially been reactivated as part of the security preparations and ensure peaceful conduct of the May 13, 2019 elections.

Police Regional Office 13  Director Chief Supt. Gilberto Cruz, Commission on Elections (COMELEC) Caraga Regional Election Director lawyer Francisco Pobe, troops from the Philippine Army led by Col. Philip Lapinid and heads from the different government agencies attended the reactivation which was followed by a closed-door conference.

With the activation of the RJSCC, all government agencies are hopeful to pull off another peaceful,transparent and credible election in Caraga region.

“The Philippine National Police, as deputized agency of the Comelec, will exhaust all its best efforts and needed resources for the 2019 Midterm Polls,” CSupt. Cruz said.
