DAR's hauling trucks to lessen farmer's overhead expense

BUTUAN CITY, Jan. 25 (PIA) -- Years after enduring the challenge of transporting their farm produce, the agrarian reform beneficiaries (ARBs) in Caraga region now enjoy a lower overhead expense as the Department of Agrarian Reform (DAR) distributed to them six hauling trucks amounting to P21.2 million.

The blessing and formal turn-over of the six-wheeler hauling trucks were led by Agrarian Reform Undersecretary for Support Services Emily Padilla, Field Operations Office Undersecretary Karlo Bello and DAR-Caraga Regional Director Leomides Villareal.

According to Usec. Padilla, the provision of these equipment forms part of their agency’s support service delivery mechanism that is much needed after the lands have been awarded to the farmers to sustain productivity.

“We are strengthening our efforts in the implementation of our agency’s programs especially that President Duterte is sincere in his support to the farmers by enhancing farm productivity and promoting well-being of farmers,” said Padilla.

Apart from tractor, harvester, transplanter, and other farm machineries, the 97 hauling trucks are already scheduled for distribution to farmers in the different regions of the country.

DAR is also fast-tracking the distribution of the remaining 561,000 hectares acquired lands to the agrarian reform beneficiaries.

Usec. Padilla also said the remaining P142 million earmarked for farm equipment in 2018 will be added to the P300 million appropriation under the Climate Resilient Farm Productivity Project, making a total of P442 million set to be downloaded to DAR regional offices this year.

Wenefredo Maldo, chairperson of one of the recipient ARB organizations, said it will greatly benefit other farmer-members because it will help cut down the expense for trucking services rental.

“We appreciate so much the granting of this facility. We promise to keep it functional through proper vehicle maintenance and that it will be utilized as intended for its purpose,” said Maldo.

Meanwhile, Villareal assured that their agency is geared at pursuing full mechanization to increase household income, improve productivity, and enhance the competitiveness of agrarian reform communities.

Among the ARBOs who received the hauling tucks, which were provided to the farmers through the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS), were Palmavera Small Coconut Farmer Beneficiaries Cooperative (PASCOFBEC) of Las Nieves; Beleguian Organic Farmers Irrigators Association (BOFIA) of Jabonga; Cebolin Multi-Purpose Cooperative (CEMPCO) of Trento; La Fortuna Multi-Purpose Cooperative (LAMUPCO) of Veruela; Esperanza Farmers Credit Cooperative (ESFARCRECO) of Del Carmen; and San Isidro Multi-Purpose Cooperative (SIMPUCO) of Gigaquit. Mahigit 100K board feet na kahoy nasabat sa Surigao del Sur

LUNGSOD NG BUTUAN, Enero 25 (PIA) -- Nasabat ang dalawang mini-sawmill plants sa Barangay Linintian sa bayan ng Cantilan, Surigao del Sur dahil sa pinagsanib pwersa ng National Bureau Investigation (NBI), Department of Environment and Natural Resources (DENR) Caraga Anti-Illegal Logging Task Force at Philippine National Police.

May ilan-ilan ding nakuhang illegal lumber products na siyang ginagamit sa pagawa ng mga kasangkapan. Aabot ang mga ito sa mahigit 100,000 board feet. Kinumpiska rin ang iba pang mga aparato at sinira ang mga sawmill.

Limang indibidwal ang hinuli ng NBI agents, kabilang na dito ang dalawang nagmamay-ari ng nasabing mini-sawmill plants.

Ang mga ito ay nakilalang sina Susana Miranda, Susan Rada, Joseph Guimari, Francisco Espenido, at Brian Rozano na pawang mga residente ng nabanggit na barangay.

Ayon kay DENR Caraga regional executive director Atty. Felix Alicer, ang isinagawang raid sa nasabing ilegal na sawmill plants ay patunay na seryoso ang pamahalaan sa pagtugis sa loggers na ilegal na pumuputol ng mga puno at masugpo ang pagnanakaw ng mga ganitong uri ng kahoy.

Binigyang-diin ng opisyal na mula nang masimulan ang implementasyon ng National Greening Program ng pamahalaan, nararapat lang din na sumuporta ang publiko dito dahil sa magandang maidudulot nito sa kalikasan.

Sasailalim sa masusing imbestigasyon ang mga suspetsado at nahaharap ang mga ito sa patong-patong na kaso bunsod ng kanilang pagsira sa kalikasan.

Samantala, ayon naman kay CENRO Ruel Efren, ang mga nakompiskang lumber products ay dumaan na scaling process ng kanyang mga tauhan. (DENR/PIA-Caraga)

PNP Caraga top cop leads blessing, turn-over of new police station

BUTUAN CITY, Jan. 25 -- Police Chief Supt. Gilberto DC Cruz, Regional Director of Police Regional Office (PRO) 13, led the blessing and turn-over of newly constructed police station building in Marihatag, Surigao del Sur today, January 23.

After the ribbon cutting and unveiling of the marker, Chief Inspector Mark Virgil J. Ibardolaza, Regional Pastoral Officer, officiated the blessing with the presence of Mayor Raul T. Cubil, Vice-Mayor Rebecca S. Polinar, municipal councilors, barangay captains, and department heads of the local government unit of Marihatag.

In his message,  Cruz thanked the municipal officials for their untiring support to the local police force by donating a lot and providing assistance for the construction of new PNP building.

He also urged the PNP personnel to improve the delivery of services.

“This new building shall be coupled with better police services to our clients. It shall boost not only the image of the PNP but also the confidence of the general public to the police,” the region’s police chief said.

OWWA Caraga vows to produce more scholars

BUTUAN CITY, Jan. 25 - The Overseas Workers Welfare Administration (OWWA) has been implementing programs and services for the Overseas Filipino Workers (OFWs) and their beneficiaries and vows to continue to produce successful scholars.
Among this program are the Education and Training where OWWA offers scholarship programs like Education and Development Scholarship Program (EDSP), OFW Dependents Scholarship Program (OFWDSP), Education and Livelihood Assistance Program (ELAP) – Education Component with more than 100 college recipients who are sons, daughters or siblings of OFWs.

Some of these scholars have come a long way and now they are licensed engineers, teachers, doctors, CPAs, among others, it was learned.

All of whom expressed their gratitude for being one of the OWWA scholars.

With this, OWWA Caraga is likewise proud and honored for what they have become and these scholars will serve as an inspiration to others who are still in the process of achieving their dreams and aspirations.

“Don’t promise, just prove,” said OWWA Caraga Officer-in-Charge Ma. Ireen C. Cambaling as she challenges the scholars.

She wants them to realize that every human being aspires to be successful, but only those with high aims, will power and optimum strategies succeed in real life. They will have to do a lot of hard work in order to become big someday in the future.

3 NPAs killed in AgNor

CABADBARAN CITY, Jan. 28 -- Three New People's Army (NPA) terrorists died in an encounter with the 29th Infantry (MATATAG) Battalion (291B) at Sitio Patagon, Barangay Anticala, Butuan City on Sunday, Jan. 27.

Through the continuous effort of Post Community Support Program (CSP), government troops of 291B received information from concerned civilian that NPA terrorists are conducting extortion and threat in the area.

The 29IB immediately conducted security patrol that resulted to an encounter with an undetermined number of NPA Terrorists under Toto Anub alias Dongkoy/Makoy at the hinterlands of Brgy. Anticala, Butuan City.

The three dead bodies of the NPAs Sandatahang Yunit Propaganda 21, Guerilla Front 21 of the North Eastern Mindanao Regional Committee (NEMRC) are yet to be identified. One AK47, one M16, and one M16 with M203 were among those recovered firearms in the encounter site. Bloodstains in the withdrawal routes of the terrorist NPAs are still being tracked in the meantime.

"We strongly condemn the NPAs' action and this is an indication that we have the support of the people and it shows that the people are getting desperate of the NPAs presence in their community. We will continue to protect the communities and their right to live peacefully," said Lt. Col. Warren Munda, 291B Commanding Officer.

"We extend our sincerest condolence to the family of the NPAs. It is clear that NPA terrorists are not mindful of their comrades, leaving their dead bodies during clashes with our troops," he added.

LTC Munda also said that the 291B under 402 Infantry Brigade and PNP counterparts will ensure that the dead bodies will be identified and delivered to their respective families, even though the government considers the NPA as a terrorist group.

"This is a gesture to show that Philippine Army respects Human Rights and International Humanitarian Law. Nevertheless, the 29IB will continue its thrust to promote peace and development in the area," LTC Munda said. (CMO Officer 29IB, PA/PIA Agusan del Norte)

Immersion program for AgNor school approved

LAS NIEVES, Agusan del Norte, Jan. 28 -- The local government unit of Agusan del Norte is ready for work immersion program for the Lingayao National High School of the municipality of Las Nieves, this province, which is one of the requirements for senior high school students before they graduate.

Based on the committee meeting of the Committee on Education and Culture, chaired by Provincial Board Member Aquino W. Gambe, it was found that the Lingayao National High School was interested to partner with the local government of Agusan del Norte concerning their senior high school students to do the work immersion program under the management of the province.

Under the said program, the work immersion program is one of the requirements of the Senior High School wherein qualified students will undergo training exposures prior to graduation in order to be adequately familiar with actual work, to enhance their technical knowledge and skills thereby obtaining work experience and actual training.

The provincial government agreed to accept students from Lingayao National High School and to provide the students with necessary guidance, technical assistance and relevant work exposures aligned with their fields of specialization.

Based on the recommendation of the said committee, the Sangguniang Panlalawigan of Agusan del Norte authorized the Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign the Memorandum of Agreement (MOA) between the provincial government and the Lingayao National High School for smooth and proper implementation of the said program. DOH-Caraga recognizes best performing LGUs

SURIGAO CITY, Surigao del Norte, Jan. 29 (PIA) - The Department of Health-Center for Health Development (DOH-CHD) Caraga awarded local government units (LGUs) in Caraga region that shared and worked hard in the delivery of basic health services and implementation of health programs.

The province of Surigao del Norte was recognized as the best performing province in the region and received a plaque, a monetary reward worth P100,000 and a mobile tablet.

The province of Agusan del Sur came in second, Agusan del Norte was third while the province of Surigao del Sur came in fourth, followed by Dinagat Islands where all received a certificate of recognition.

Meanwhile, Tubod in Surigao del Norte emerged as the best performing municipality enabling them to get a plaque and a check worth P50,000. Cabadbaran City was also declared as the best performing city obtaining a plaque and P75,000 check reward.

DOH-CHD Caraga regional director Jose Llacuna, Jr. lauded and appreciated these LGUs for their genuine commitment in the performance of duties in the communities and for forging strategies for local health systems.

“We sincerely thank you for your efforts and we exhort you to continue doing the same function as health implementers. We can assure that we will journey together with the DOH in the attainment of the objective of making quality health services possible,” said Llacuna.

Llacuna added that the awards and recognition are given in order to leverage LGU participation in achieving universal health care.

Dr. Arlene Felizarta, provincial health officer and assistant provincial administrator for health services and hospital concerns of Surigao del Norte said that the advocacy and health care initiatives shall continue in their province so that more people will benefit from it.

“We will unceasingly work and continue with what has been started and will really consider the integral components of this LGU scorecard as our basis and guide for whatever improvements we intend to make,” Felizarta said. (VLG/JPG/PIA-Surigao del Norte)

PDEA-Caraga declares Dinagat Islands as drug-free province

SURIGAO CITY, Surigao del Norte, Jan. 29 (PIA) - After the conduct of thorough assessment and validation by members of the provincial oversight committee on barangay drug-clearing program, the Philippine Drug Enforcement Agency (PDEA) - Caraga has declared the Dinagat Islands as the first drug-free province in Caraga region.

According to PDEA-Caraga regional director Aileen Lovitos, the province, consisting of seven municipalities and 100 barangays was found to be compliant with the parameters set forth in declaring a drug-free area.

Lovitos clarified that based on the parameters set by the dangerous drug board, the barangays can be declared as drug-free for the non-availability of drug supply; absence of a drug den, pusher and user; and absence of clandestine drug laboratory and chemical warehouse or marijuana cultivation site.

Lovitos further said that the local government units must have an existing anti-drug campaign programs; community-based rehabilitation center; and education awareness program as part of the requisite to be recognized as a drug-free community.

“The declaration of a certain area as drug-cleared does not mean that we have to stop from there. The monitoring and campaign against illegal drugs should continue because if there is resurgence, if there are those who would be into illegal drugs again, and if there is non-compliance to the drug-clearing protocols, then these will be the determining factors of drug infestation recurrence in the barangay,” Lovitos added.

In 2018, the town of Tubod in Surigao del Norte has been declared as drug-cleared municipality while the ceremonial declaration is also set this year for the province of Surigao del Sur as the second drug-free province in Caraga.

PDEA-Caraga is continuously monitoring and validating the personalities included in the watch list. And if confirmed to have been involved in the illegal drug activities, an anti-illegal drug operation will be done to apprehend them.

At present, PDEA-Caraga is intensifying its campaign against illegal drugs and even increasing the manpower resource with its ongoing recruitment of drug enforcement officers.

Lovitos gladly announced also during the recent conduct of 4th Regional Inter-Agency Committee on Anti-Illegal Drugs Coordinating Group (RICG) Meeting that PDEA-Caraga, with the support of its partner stakeholders, has topped in the entire country in terms of barangay drug clearing program implementation wherein over 600 barangays have already been declared as drug-cleared. Dinagat Islands idineklarang drug-free ng PDEA-Caraga

LUNGSOD NG SURIGAO, Surigao del Norte, Enero 30 (PIA) - Matapos maisagawa ang mahigpit na assessment at validation ng mga miyembro ng Provincial Oversight Committee on Barangay Drug-Clearing Program sa mga kinakailangang dokumento na isinumite ng iba’t ibang barangay, idineklara ng Philippine Drug Enforcement Agency o PDEA - Caraga ang Dinagat Islands bilang kauna-unahang drug-free na probinsya sa rehiyon ng Caraga.

Ayon kay PDEA-Caraga regional director Aileen Lovitos, ito’y kinabibilangan ng isang daang barangay kung saan pumasa ang mga ito sa naitakdang parameters para maideklara ang isang lugar na drug-free.

Paglilinaw ni Lovitos, ilan sa pamantayan para maging drug-free ang isang komunidad ay kung wala itong supply ng iligal na droga, walang tulak o gumagamit ng droga, at walang lihim na laboratoryo o marijuana plantation site.

Dapat din anya na mayroon ng aktibong anti-drug campaign programs ang mga lokal na pamahalaan, community-based rehabilitation o treatment center, education awareness program at pagkakaroon ng lokal na ordinansa laban sa iligal na droga.

“Hindi ibig sabihin na sa pagdedeklara ng mga drug-cleared na lugar ay hihinto na rin tayo sa ating kampanya laban sa iligal na droga, kundi magpapatuloy tayo sa pagmomonitor sa mga ito, dahil kapag may aktibidad na naman hinggil sa iligal na droga ay muling mapapabilang na naman ito sa listahan ng mga barangay na apekdo,” sabi ni Lovitos.

Nauna na ring naideklara ang munisipyo ng Tubod sa Surigao del Norte bilang drug-cleared na munisipyo habang nakatakda naman ang seremonyal na deklarasyon ng Surigao del Sur bilang pangalawang drug-free na probinsya sa Caraga.

Sa katatapos lang na Regional Inter-Agency Committee on Anti-Illegal Drugs Coordinating Group Meeting, ibinalita din ni Lovitos na nangunguna sa buong Pilipinas ang PDEA-Caraga sa tulong ng mga partner stakeholder sa pagpapatupad ng barangay drug clearing program o BDCP kung saan may humigit anim na raang barangay na ang naideklarang drug-cleared.

Sinabi pa ni Lovitos na patuloy ang kanilang monitoring at validation sa mga personalidad na napabilang sa watchlist at kung makumpirmang may kinalaman sila sa operasyon ng iligal na droga ay isasagawa ang anti-illegal drug operation para mahuli ang mga ito at mahinto ang masamang gawain.

Sa ngayon ay mas pinalawak pa ng pdea-caraga ang kanilang manpower resource at hinikayat ang sinumang kwalipikado na mag-apply dahil ongoing ang kanilang recruitment ng drug enforcement officers. (VLG/PIA-Surigao del Norte)

2 rebels killed in Surigao Sur clash

SAN AGUSTIN, Surigao del Sur, Jan. 31 (PIA) - Two communist terrorists died in an encounter with the government troops in San Agustin town, Surigao del Sur last January 24, 2019.

The operating troops under 401st Brigade were conducting security operations in the hinterlands of Sitio Kabulohan, Barangay Buhisan in San Agustin town when more or less 10 NPA terrorists fired at them prompting them to return fire.

The firefight lasted for about five minutes, after which the armed group scampered in different directions.

The 10 New Peoples Army (NPA) terrorists were believed to be members of Sub-Region Committee Southland, North Eastern Mindanao Regional Committee led by Felizardo Valdez also known as “Ado.”

The troops also seized an M14 rifle, anti-personnel mines and ammunition, subversive documents and other war materials.

According to Brigadier General Andres Centino, the security operations against the CPP-NPA Terrorists (CNTs) in the boundary of Agusan del Sur and Surigao del Sur started since December 2018 after they abducted the Cafgu Active Auxiliaries (CAA) and two soldiers in Barangay New Tubigon in Sibagat, Agusan del Sur.

The NPAs took the CAAs and soldiers and used them as human shields until now. The security operations accordingly, intend to go after the armed groups responsible for the abduction.

Centino said the two cadavers are still in the area as of this time.

“The operating troops were not able to immediately extricate them due to bad weather,” he said.

“The soldiers will exert their best efforts to extricate them as soon as possible and turn-over them to the Philippine National Police and Barangay Officials for identification and proper disposition. 'Juan Effect' launched in Siargao

SURIGAO CITY, Surigao del Norte, Feb. 1 (PIA)– Philippine carrier Cebu Pacific Air in partnership with the Department of Tourism (DOT) has launched its "Juan Effect" Program on January 11, 2019, in General Luna, Siargao Island.

Juan Effect Program aims to mitigate the impact of tourist arrivals on the environment.

It also aims to engage travelers and local stakeholders in raising awareness among Filipinos about their responsibilities as tourists and encourages them to make a difference by changing one daily habit.

The launching was led by DOT Secretary Bernadette Romulo Puyat, Cebu Pacific Passenger Sales and Distribution Director Arlene Tena, Surigao del Norte 1st Congressional District Representative Francisco Bingo Matugas, DENR Undersecretary Benny Antiporda, DOT Assistant Secretary Howard Lance Uyking, and other government officials.

According to Tena, the Juan Effect program is a call for all stakeholders to come together, collaborate and cooperate to ensure that the tourism industry progresses sustainably.

She said that since the launching of Juan Effect in August 2018, they have been working with the local government units in the island and the whole province to spur concerted action to properly manage the ever-increasing visitor numbers, ease the negative impact of tourism on the island, and balance the social and environmental concerns with its economic benefits.

“Colorful murals and signs made of used surfboards have been put up prior to the peak surfing season to help educate tourists and local residents,” Tena said.

DOT Sec. Berna Puyat, in her remarks, said the pilot module of Juan Effect project will be the models and yardsticks for sustainable tourism practices and action plans of the DOT.

She said that the DOT’s mandate is centered on creating a culture of sustainable tourism, a unique mandate to both sell and preserve, to ensure that the beauty of our country remains, while people get to enjoy a unique Philippine travel experience.

Puyat also said no business ventures can flourish on profit alone if it is not sustainable in itself, then, it cannot make any significant contribution to its industry.

“Let us start the year 2019 right by committing ourselves to our driving principle of sustainability. Instilling this culture of tourism would entail a paradigm shift among all of us in the public and private sectors alike, to change how we think business, to care more about our environment, our natural gems and our tourist attractions,” said Puyat.

On his part, Rep. Matugas encouraged everyone to keep Siargao clean and treat the natural environment with love and respect because the failure of the system would ultimately threaten the subsistence of human beings.

He said everyone can contribute if each of us can be more conscious to save the environment and willing to take some simple steps to care and preserved the natural beauty of the island for sustainable tourism.

Meanwhile, DENR undersecretary Benny Antiporda has pledged to assist and provide technical assistance to the solid waste management plans of the islands.

“We are committed to help local government units in the preparation and implementation of their solid waste management plans which is very important in ensuring that there will be an efficient management solid waste in each municipality of Siargao,” Antiporda said.

DAR turns over organic fertilizer processing center to AgNor farmers

KITCHARAO, Agusan del Norte, Feb. 1 - The Department of Agrarian Reform (DAR) of Agusan del Norte, in partnership with the Local Government of Kitcharao, formally handed over the Organic Fertilizer Processing Center funded under DAR’s Village Level Farm Focused Enterprise Development (VLFED) project held at Barangay Jaliobong, Kitcharao, Agusan del Norte on January 25, 2019.

The recipient, Jaliobong Masipag Farmers Farmers Organization Agrarian Reform Beneficiaries Cooperative (JAMAFO ARB Coop), is one of the DAR’s assisted Agrarian Reform Beneficiary Organizations (ARBOs) in the province.

Provincial Agrarian Reform Program Officer (PARPO II) Andre B. Atega, CESO V, said the agency allocated Php300,000.00 for the construction of the organic fertilizer processing center.

Atega encouraged the group to work hard and ensure positive gains of the project to reinforce the current agribusiness to become one of the organic fertilizer producers in the province.

“Niining inyong ka aktibo ug panaghiusa, maoy timailhan nga adunay kahayag aron moasenso ang inyong kapunungan (It is understandable that your active part and unity is a sign that there is light leading to improve your organization)," he said.

“It is nice to see that along with your unity and cooperation, despite the limited budgetary resources allocated, you met your project possible,” he added.

The Kitcharao local government headed by Mayor Aristotle E. Montante provided in-kind 105 cubic meter embankment equivalent of Php90,000.00 for the said project.

The JAMAFO ARB Coop, meanwhile, shared location site equivalent to Php30,000.00 and Labor Equity amounted to Php110,000.00 as counterpart.

Punong Barangay Edwin Montante and Chair of JAMAFO Mr. Regor Vidal expressed commendation to DAR for the support as it will benefit the organization in raising agricultural productivity as well as to its members and the community.

TESDA chief visits Agusan provinces

BUTUAN CITY, Feb. 1– Secretary Isidro S. Lapeña of the Technical Education and Skills Development Authority (TESDA) on Wednesday visited the two Agusan provinces as part of its commitment to visit and see for himself the act
ual situation in the regional offices of the agency.

From the Bancasi Airport where he arrived at 6:00 a.m., he immediately proceeded to the Northern Mindanao School of Fisheries (NMSF) where he made site visitations of the fishponds, fish incubation and hatchery centers.

During the interaction with the NMSF employees, the official emphasized that his visit is a venue for the employees to express their opinions whenever there are certain issues and concerns that they want to bring to the top management.

“Ngayon, ako na po ang lumalapit sa inyo upang malaman ko kung ano ang mga issues and concerns na kailangan n’yong ipaabot sa management. (Now, I am getting near to you for me to know the issues and concerns you want to tell the management),” Sec. Lapeña said.

From NMSF, the TESDA chief heeded towards the Agusan del Norte Provincial Office and the Regional Office in downtown here to meet and interact with the employees.

The official enjoined the employees to be at their best to better serve the Caraganons.

“Gawin natin ang ating mga trabaho upang mapag-serbisyuhan ng mabuti an gating mga kapwang nangangailangan ng ating tulong. (We have to do our work so that we can serve well our fellow countrymen who need our help)," the Secretary said.

After the interaction with the employees, the party went to Agusan del Sur School of Arts and Trades (ASSAT) in Patin-ay, Agusan del Sur to inaugurate the newly-constructed Php 3.8-million Administration Building of the TESDA administered school.

The building is a product of the training-cum-production scheme of ASSAT and TESDA-Agusan del Sur Provincial Office.

After the inauguration, Lapeña attended a luncheon meeting with the TESDA-Agusan del Sur stakeholders.

The meeting served as a venue for the stakeholders to raise issues and concerns pertaining to the implementation of Technical Vocational Education and Training (TVET) not only in the province of Agusan del Sur but as well as the whole Caraga Region.

Last stop of the Secretary’s visit is the Mass Graduation Ceremony of TESDA Skills Training Programs held in Datu Lipus Macapandong Cultural Center in Patin-ay, Agusan del Sur with a total of 477 graduates composed of trainees from the Philippine National Police (PNP), Substance Use Recovery and Enlightenment (SURE), Former Rebels, Regional Rehabilitation Center for Youth (RRCY), Philippine Army, Alternative Learning System (ALS), Indigenous Peoples, and Informal Workers and Unemployed.

Lapeña vows to support TTIs in Caraga

BUTUAN CITY, Feb. 1– Following the historic visit of Technical Education and Skills Development Authority (TESDA) Secretary Isidro S. Lapeña on Wednesday in the two Agusan Provinces, the official vowed to support the TESDA Technology Institutions (TTIs) in Caraga.

The development came after visiting the two TTIs in the region, meeting and interacting with the faculty and staff, and saw the situation in as far as upgrading of facilities is concerned.

Lapeña said "like in other regions where he has visited already, the TTIs have potential to help the Filipino people develop their skills."

“You have made a significant contribution in honi
ng the skills of the trainees in your region and I have seen potential in the delivery of instructions, as well as the geographical setting you have… So, during my stint as your Secretary, I will support you in as far as improving the facilities that you have nowhere in your school,” he said.


Meanwhile, during the interaction with the employees of the Northern Mindanao School of Fisheries (NMSF), TESDA-Agusan del Norte Provincial Office, TESDA-Caraga Regional Office, and Agusan del Sur School of Arts and Trades (ASSAT), the Secretary said he is also pushing for policies that promote the welfare of the employees of TESDA.

“You, the employees, are the backbone of the agency.  It is but fitting that you will also enjoy the welfare that are due for you.  I will discuss matters pertaining to employees’ welfare to your Union – the TESDA Association of Concerned Employees (ACE),” he added.

DG Lapeña inaugurates ASSAT Admin Office

BUTUAN CITY, Feb. 1– Director General, Sec. Isidro S. Lapeña of the Technical Education and Skills Development Authority (TESDA) on Wednesday inaugurated the Php3.8 million Administration Building of the Agusan del Sur School of Arts and Trades (ASSAT).

TESDA Provincial Director Braulio P. Dela Peña, Jr. said the newly-constructed building is a product of the training-cum-production scheme of the trainees in the Masonry and Carpentry NC II. “This building is one of the products of the training-cum-production of the trainees of the school,” he said.

Lapeña lauded the leadership of Dir. Florencio F. Sunico, Jr. for coming up with a project that gave benefit not only for the school but more importantly to the trainees because they will be given a venue to apply what they have learned in the hours of training.

“The training-cum-production both give an advantage to the school and much more to the trainees because they will be exposed to the actual work in construction, thus, we have to continue with this scheme,” he said.

Prior to the inauguration, the Secretary visited the Northern Mindanao School of Fisheries (NMSF), TESDA-Agusan del Norte Provincial Office, and TESDA-Caraga Regional Office in this city and have the opportunity to talk and discuss with the employees on the issues and concerns that need to be addressed.

Gov’t agencies express support to TESDA-Caraga

BUTUAN CITY, Feb. 4– Government agencies in Caraga region have expressed their continuous support to the programs of the Technical Education and Skills Development Authority (TESDA).

During the graduation ceremony of the 477 trainees of the TESDA Skills Training Program held Wednesday in Agusan del Sur, key officials of the different government agencies gave their support to the agency in the presence on TESDA Secretary Isidro S. Lapeña.

Donald Seronay, assistant regional director of the Department of the Interior and Local Government (DILG)-Caraga said that since the inception of TESDA in the region, DILG has been regularly supporting the programs of the agency.

“This is because we have seen the impact of the trainings to the Caraganons, giving them the opportunity to develop their skills and be productive society,” Seronay said.

PCInsp Venus Cale of the Philippine National Police underscored that TESDA has been their regular partner in the conduct of Community Operations for Peace and Development (COPD).

“With the partnership that PNP and TESDA has, we were able to conduct COPD to conflict-affected areas in the region,” she said.

Meanwhile, Agusan del Sur Board Member Santiago Cane said that for as long as TESDA will continue to create programs for his constituents, the provincial government thru Gov. Eddiebong Plaza will always support the agency.

“While TESDA-Caraga through the leadership of regional director Florencio F. Sunico, Jr. is implementing programs to equip Agusanons with skills, we at the provincial government are always here to back TESDA up,” he said.

P33.9M irrigation project boosts rice production in Agusan Norte

NASIPIT, Agusan del Norte, Feb. 4 - The Department of Agriculture-Philippine Rural Development Project (DA-PRDP) led by Deputy Project Director Jodel Tabada turned over the Php33.9 Million completed rehabilitation of Culit Communal Irrigation System (CIS) in Nasipit, Agusan del Norte to the Culit-Kinabjangan Irrigators Association on January 30.

The improved and expanded CIS covers an influence area of at least 100 hectares mostly planted with rice benefits 140 farming households.

“The members of the association are grateful since all of the rice areas they have can now be watered,” said Pausto Empanado, Jr., President of Irrigators’ Association.

Empanado shared that the service area before can only reach up to 20 hectares since they were just relying on earth canal.

The potential service area was less utilized and farmers were just growing grass and plants to feed their goats, pigs, and cows.

“Now that the irrigation is completed, we want to utilize the potential service area of the project. We will prohibit the animals to stay and lay down in the irrigation canals. This is also our way of preserving the project,” said Empanado.

The municipality hopes that rice farmers’ production will be increased from 3 metric tons to 4.5 metric tons per hectare through the irrigation project.

Lydia Apatan, Municipal Project Management and Implementation Unit Head, said that the project can now provide a steady supply of water per cropping season so the farmers can maximize cropping intensity.

“The better production of rice farmers also means an increase in income which they can use for their farms and expenses for the family,” said Apatan.
Mayor Enrico Corvera said that the counterpart of the local government will surely reap better returns.

“This project required us a big amount as a counterpart, but the local government is confident that this will result in an increase in local revenue,” said Corvera.

DA-PRDP requires a 10 percent counterpart from the provincial or municipal local government where the infrastructure project is implemented.

The 80 percent of the total budget is coming from the World Bank and the other 10 percent is from the government of the Philippines.

The project has been partnering with the local government unit of Nasipit and the Irrigators’ Association in building the CIS infrastructure and facilities to raise the income, productivity, and competitiveness of the farmers in the countryside. (DA Caraga/PIA Agusan del Norte)

TESDA chief tells AgSur graduates to spread good news

BUTUAN CITY, Feb. 4 - Secretary Isidro S. Lapeña of the Technical Education and Skills Development (TESDA) on Wednesday told graduates of skills training in Agusan del Sur to spread the good news to their relatives, friends and townsmen on the achievements they have.

Speaking before the 477 graduates of the different skills training programs in the province of Agusan del Sur, the official enjoined the graduates to inform the public that they are now one-step closer in reaching their dreams.

Lapeña emphasized that good things happened during the conduct of the different trainings must be shared so that those who will hear it will be encouraged to take and enroll TESDA courses for free.

“May mga scholarship programs naman po tayong ini-offer. May scholarship program pa like the Private Education Students Financial Assistance (PESFA) na may allowance na ipinamimigay (There are scholarship programs that we offer. We have a scholarship program like the Private Education Students Financial Assistance (PESFA) where allowance is given),” he said.

Lapeña added that after finishing the training, the graduates will be given an opportunity to find a job that may extract their family from poverty.

The TESDA chief also informed the graduates that they may also come to TESDA to ask for help on where they can find a job that suits the skills they acquired.

“Hindi lang natatapos ang misyon namin sa TESDA sa pagbibigay ng training, tutulong din kami na makapaghanap kayo ng trabaho na akma sa inyong skills. Caraga cops deployed for BOL plebiscite in Lanao del Norte

BUTUAN CITY, Feb. 6 - Police Regional Office 13 (PRO13) deployed 384 strong Philippine National Police (PNP) personnel in Lanao del Norte to secure the 2nd Bangsamoro Organic Law (BOL) Plebiscite held today.

The police personnel comes from the Mobile Forces of PRO13 composed of 12 Police Commissioned Officers and 372 Police Non-Commissioned Officers who are deployed in different parts of Lanao del Norte, said PRO13 Regional Director PCSupt Gilberto DC Cruz..

Most of the troops will secure polling centers, some will be on standby as quick reaction teamsand others will form as personnel at Command Post of PRO13.

447 AgSur trainees graduate from TESDA's skills training

PROPERIDAD, Agusan del Sur, Feb. 6 (PIA) - Director-General Isidro Lapeña of the Technical Education and Skills Development Authority (TESDA) witnessed the recently-held graduation ceremony of some 447 trainees who are now graduates of the skills training they have availed under the various scholarship programs of the agency.

In his message, Lapeña emphasized that there is a need to increase people’s awareness on the existing skills training and scholarship programs of TESDA, so more people could also benefit from it and could have the chance to experience a better life with their family.

He said this is one way of inspiring other people to visit and approach TESDA and avail of any skills training and enhance their own skills.

Lapeña clarified that anyone could apply for any training offered by the government. He also advised the graduates to visit their local TESDA offices to assist them in their job hunting opportunities here and abroad.

Meanwhile, in time with the graduation ceremony of the trainees, DG Lapeña also led the inauguration of the newly-built administration building of the Agusan del Sur School of Arts and Trades (ASSAT) in Patin-ay, Prosperidad, Agusan del Sur worth P3.8-million.

AgNor guv to ink MOA with DILG for halfway house project

BUTUAN CITY, Feb. 6 -  The Sangguniang Panlalawigan of Agusan del Norte recently approved the availment of  a financial assistance in the amount of Php5-million from the Department of the Interior and Local Government (DILG) Regional Office XIII for the construction of a halfway house (livelihood center) for former rebels and Militia ng Bayan Members.

Provincial Governor Ma. Angelica Rosedell M. Amante-Matba was authorized to sign the Memorandum of Agreement with the DILG for the immediate implementation of the program.

This was approved through Sanggunian Resolution No. 418-2018, authored by Vice Governor Ramon AG. Bungabong during their 113th regular session.

The program is under the Enhanced Comprehensive Local Integration Program (E-CLIP), which is a national government’s peace and development framework, implemented by DILG.

The DILG was tasked to oversee the said program designed to respond and strengthen the needs of the rebel returnees and Militia ng Bayan Members.

This is also in line with Executive Order No. 3, series 2001 that calls for a comprehensive, integrated and holistic peace process to address the internal armed conflict and ensure the safety of former rebels, as well as providing for a community-based assistance in response to their social and psychological rehabilitation needs.

The program aims to improve the socio-economic conditions through focused delivery of services; enhancing capacities of national government agencies and local governments for pursuing conflict-sensitive, peace-promoting and gender-sensitive approach to development; and empowering communities and strengthening their capacities to address issues of conflict and peace through activities that promote peace and social involvement towards community development.

SP AgNor approves solo parent ordinance

BUTUAN CITY, Feb. 6 - The Sangguniang Panlalawigan of Agusan del Norte recently approved Provincial Ordinance No. 515-2019 that establishes programs for the implementation of Republic Act 8972, otherwise known as the The SOLO PARENTS' Welfare Act of 2000, in the province of Agusan del Norte and for other purposes.

Under the ordinance, authored by Provincial Board Member Elizabeth Marie R. Calo, benefits and privileges of solo parents were itemized.

The provincial government now has a Comprehensive Package of Programs, Services and Benefits for solo parents and their families to include: livelihood development services which include free trainings on livelihood skills, basic business management, value orientation and the provision of job placement; provision of seed capital/financial assistance for starting up a small-scale business in the amount of not less than Php10,000.00; and counseling services which include individual, peer group or family counseling that will focus on the resolution of personal relationship and role conflicts.

It also includes the parent effectiveness services which cover the provision and expansion of knowledge and skills of the solo parent on early childhood development, behavior management, health care, rights and duties of parents and children; critical incidence stress debriefing which includes preventive stress management strategy designed to assist solo parents in coping with crisis situations and cases of abuse; special projects for individuals in need of protection which include temporary shelter, counseling, legal assistance, medical care, self-concept or ego-building, crisis management and spiritual enrichment.

Under the ordinance, the employer shall provide for a flexible working schedule for solo parents who are working, provided, that the same shall not affect individual and company productivity, and provided, further, that any employer may request exemption from the above requirements from the DOLE on certain meritorious grounds; and non-discrimination by employer against any solo parent employee with respect to terms and conditions of employment on account of his/her status.

In addition to leave privileges under existing laws, parental leave of not more than seven working days every year shall be granted to any solo parent employee who has rendered service of at least one year; and can be availed of either in consecutive or non-consecutive days which shall not be convertible to cash.

The province shall provide the following educational benefits such as scholarship programs for qualified solo parents and their children in institutions of basic, tertiary and technical/skills education; and non-formal education programs appropriate for solo parents and their children.

Solo parents shall be given allocation in housing projects and shall be provided with liberal terms of payment on said government low-cost housing projects in accordance with housing law provisions prioritizing applicants below the poverty line as declared by the NEDA; a comprehensive health care program for solo parents and their children; and provision of medical assistance for hospitalization and medicine.

Authorities recover anti-tank IED in SurSur town

MARIHATAG, Surigao del Sur, Feb 6 (PIA)– The authorities safely recovered an anti-tank Improvised Explosive Device (IED) along the national highway of Brgy. Amontay, Marihatag, Surigao del Sur on February 1, 2019.

The IED has a dimension of 8 inches diameter and 1 foot height with wiring and blasting cap and weigh up to seven kilos.

Police Provincial Office (PPO) Director PSSupt. Francisco Dungo Jr. said that the information was given by a former rebel (FR) who returned to the fold of the law last January.

After knowing the report, Police Regional Office 13 Regional Director PCSupt. Gilberto Cruz immediately requested the Department of Public Works and Highways (DPWH) to excavate the area considering the risk to the motorists in case of accidental detonation.

Based on the report, the excavation started on January 28, 2019 by the PNP explosive ordnance disposal (EOD) unit/K9 group in cooperation with the DPWH and the Philippine Army.

Caraganons to join simultaneous river clean-up drive

BUTUAN CITY, Feb. 7 (PIA) - Local communities, government employees, students and volunteers from all over Caraga will spur a ‘riverlution’ for cleaner bodies of water through a simultaneous River Clean-Up activity on February 8, 2019.

The massive clean-up drive, spearheaded by the Department of Environment and Natural Resources (DENR) - Caraga, is part of the ensuing activities after the launching of the Rivers for Life Advocacy campaign of the agency that calls for action to mobilize and promote citizen participation in its effort to revitalize rivers, noting that pollutants from agricultural, domestic and industrial activities end up contaminating rivers.

“As stewards of the environment, everyone is encouraged to join said activity. We should be passionate in taking initiatives that will ensure cleanliness of our water resources. And we can simply start from making it free from trash and other pollutants,” said DENR-Caraga regional director lawyer Felix Alicer.

Several sites were identified where the activity will be conducted.

In Butuan City, it will be at Ambangan and Montilla Boulevard Creeks.

“This water resource is tied to this city’s rich history and also plays a major role in managing and regulating flood waters in the city, being a tributary to Masao River,” Alicer said.

Other sites include Cabadbaran River in Cabadbaran City and Minabang Creek, San Francisco in the province of Agusan del Norte.

For Agusan del Sur province, it will be at the Taglatawan River in Bayugan City, Co-o Creek in Bunawan, Malihaw Creek in Del Monte, Talacogon, and Bacay River in Veruela.

Dinagatnons and Surigaonons are also encouraged to proceed with the clean-up activity at the Navarro River, Tubajon, province of Dinagat Islands; Kinabutan and Sabang Dos Rivers in Surigao del Norte province; and at the Cantilan, Lianga and Tabon Rivers in Surigao del Sur province.

Participants may wear comfortable clothes and footwear appropriate for the activity.

It is suggested for the participants to bring a garbage bag/rice sack, face mask, hand gloves, rake, shovel, bolo, long stick with nails (1x2x8), drinking water and personal reusable containers. (VLG/DENR-13/PIA-Caraga)

River cleanup sa SurSur, dinagsa ng mga volunteers

LUNGSOD NG TANDAG, Surigao del Sur, Pebrero 8 (PIA) -- Dinagsa ng mga volunteers ang isinagawang simultaneous river cleanup ng Department of Environment and Natural Resources (DENR) dito sa probinsya ng Surigao del Sur.

Napag-alaman mula sa tanggapan ng Provincial Environment and Natural Resources Office (PENRO) na pinamumunuan ni Jose Flavio Concha na tatlong ilog sa probinsya ang nilinis ng mga volunteers.

Ang PENRO-Surigao del Sur at CENRO-Cantilan ang nanguna sa isinasagawang paglilinis sa ilog ng Cantilan na may habang isang kilometro sa hilagang bahagi ng probinsya. Nilahokan ito ng mahigit 700 estudyante mula sa Surigao del Sur State University-Cantilan Campus, pamahalaang lokal ng Cantilan, at iba't-ibang ahensya ng gobyerno at iba pang mga stakeholders.

Sa katimogang bahagi naman ng probinsya, ang aktibidad ay pinangungunahan ng CENRO Bislig sa pamumuno ni Victor Sabornido kung saan nilinis nila ang mahigit dalawang kilometrong haba ng Tabon at Mangagoy Rivers sa lungsod ng Bislig. Dumagsa naman ang mga sumuporta sa nasabing aktibidad na nakilahok mula sa: Bislig City Local Government Unit, Mangagoy at Tabon Barangay Council, Department of Public Works and Highways (DPWH), 75th Infantry Battalion, Bureau of Fire Protection, Bureau of Jail Management Penology (BJMP), Tabon Maximino Estrella National High School (TMENHS), REACT Kamayo Group and iba pang stakeholders.

Ang CENRO-Lianga naman na pinamumunuan ni Cliff Abrahan ang nanguna sa pagpatutupad ng nasabing aktibidad sa bayan ng Lianga na isinasagawa sa Ban-as River na sinusuportahan naman ng lokal na pamahalaan ng Lianga, iba’t-ibang ahensya ng gobyerno, non-government organizations at mga stakeholders sa nasabing lugar.

Samantala, hindi lang sa araw na ito isinasagawa ang paglilinis ng ilog sa probinsya. Noong Enero 29 ng taong kasalukuyan, inilunsad ang parehong aktibidad ng CENRO-Cantilan kung saan nilinis nila ang Manlico River sa bayan ng Cortes. Umani naman ito ng suporta mula sa lokal na pamahalan ng Cortes, Barangay ng Manlico at residente ng nasabing barangay. (PIA-Surigao del Sur)

4,087 volunteers join advocacy on healthy environment in Bislig City

BISLIG CITY, Surigao del Sur, Feb. 14 (PIA)– A total of 4,087 volunteers  joined in the simultaneous river cleanup activity recently held here, according to Eddie Duhaylungsod of the Department of Environment and Natural Resources (DENR).

Prior to the cleanup drive,  the volunteers from the national line agencies, city government offices, students, academe, and non-government organizations participated in the Zumba dance and Solidarity Walk.

The 75th Infantry Battalion and other volunteers have rendered their time and effort in cleaning the assigned area designated to them from Post 1 Bridge to Dampingan, and Caramcam in Mangagoy, Bislig City in response to the advocacy for a healthy environment.

Lt. Col. Jaime Datuin of the 75IB has appreciated the effort of the DENR-CENRO personnel who facilitated the realization of such kind of activity.

“I am very grateful for the DENR for facilitating this activity and inviting us to this advocacy campaign calling for action to revitalize rivers,” Datuin said.

“I am thankful for this opportunity, that we give our concern to our environment, and I encourage everyone to be responsible in throwing their garbage for the development and cleanliness of our community in general,” he added. (PIA Surigao del Sur)

Cabadbaran City forms TWG for street food park construction

CABADBARAN CITY, Agusan del Norte, Feb. 14 -The City Council of Cabadbaran created a Technical Working Group for the construction of Street Food Park or a common selling area for street food vendors in the city in order to accelerate the economic efforts here.

This was created through City Ordinance No. 2018-047, authored by the Sangguniang Panlungsod Member Joan A. Monding.

The Committee learned that the city of Cabadbaran has a rising number of street or sidewalk food vendors illegally operating their small business within the city that often perceived as nuisances causing obstruction or vehicular and human traffic, and pollution along sidewalks and thoroughfares, despite its prohibition under Municipal Ordinance No. 11-1993.

The move has been approved recently by the Sangguniang Panlalawigan through the efforts of Provincial Board Member Aquino W. Gambe, by virtue of Sanggunian Resolution No. 001-2019 that created the Technical Working Group (TWG) in Cabadbaran City. (LGU Agusan del Norte/PIA Agusan del Norte)

DSWD expands program for indigent senior citizens

BUTUAN CITY, Feb. 14 - The number of indigent senior citizens who received their social pension in the calendar year 2018 has increased by 1.81 percent, serving a total of 130,796 beneficiaries as compared to 128,466 in 2017.

A total of Php784,776, 000 has been disbursed by the Department of Social Welfare and Development (DSWD) – Caraga through the Social Pension Program to the member elderly persons in the five provinces of the region.

DSWD Caraga OIC Regional Director Mita Chuchi Gupana – Lim said that this increase in the number of target beneficiaries served only highlights the Department’s dedication in accommodating more "poor and vulnerable” senior citizens to the program.

"Senior citizens are an important engine in the society and should not be seen as a dependent burden to anyone else,” Lim said, adding that DSWD, as the lead agency in social protection and poverty alleviation, lingers to reinforce its commitment towards promoting the welfare of senior citizens.

Lim also stressed that from 9,375 beneficiaries when the program started in the region in 2011, it can be seen that the social pension program for “abandoned, neglected, frail, sickly, and poor” elderly persons continues to expand and give them comfort and advantage.

“Social Pension program aims to reinforce the goal of the Department to protect and promote the rights of the vulnerable senior citizens in attaining a more decent and quality life,” shesaid.

Sarah Rose Salingay, focal person for social pension, said that in ensuring the delivery of quality service to the 130, 796 beneficiaries, a clearly defined mode of payment, validation strategy, grievance mechanism and data banking are installed; all for safeguarding a government resource.

Salingay also shared that one recurring issue in the implementation of the program is the concern of having a master list of SSS pensioners for the implementers’ reference in determining the eligibility status of the senior citizens.

“Validation activities both by the local government and units and the DSWD field office could not be perfectly done without the said document, hence inclusion and exclusion errors exist. However, efforts do not stop there, instead, the grievance mechanism was intensified to address the increasing complaints of individuals and other concern citizens,” she clarified.

Both Lim and Salingay said that the DSWD wanted to ascertain that the benefits delivered are given to the deserving social pensioners.

With this, the DSWD-Caraga officially informed all LGUs to have a revalidation of all existing beneficiaries based on the eligibility criteria and had it notarized to ensure the veracity and authenticity of information reflected in the validation report.

“The said strategy is helpful in ensuring that the beneficiaries endorsed by the LGU are really eligible to avail the program as a number of senior citizens were non-eligible and were recommended for delisting due to having pensions from SSS and are financially stable,” Salingay said, adding that replacements of beneficiaries have already been made considering those who are on the waiting list.

Republic Act 9994 states that the beneficiaries for the social pension must be: (1) frail, sickly or with disability; (2) receive no pension from GSIS, SSS, AFPMBAI and other insurance companies; and (3) do not have permanent source of income or regular support from relatives.

One of the highlights for the social pension program in the previous calendar year is the institutionalization of regional standing agreement with LGUS that if beneficiaries failed to claim their stipend for two consecutive quarters despite the door to door delivery, said beneficiaries will be delisted.

However, Salingay clarified that they will be reactivated in the list once the LGU notifies the field office.

Lim attributes the success of the implementation of the program in the region to the responsive LGU partners and stakeholders and the proactive staff in crafting the Monitoring and Evaluation tool as basis for determining the eligibility status of the beneficiaries.

“The continuous commitment of DSWD to protect the rights of the poor and vulnerable sector in the region provided an opportunity to set in place the necessary and responsive programs and services for the said sector,” she stressed. (DSWD-Caraga/PIA-Caraga)

Gov’t support propels rise of Caraga’s corn industry

BUTUAN CITY, Feb. 14 - Strong government support and favorable weather condition have paved the way for the rise of the corn industry in Caraga Region during last year’s cropping season.

Based on 2018 corn performance data, Caraga Region posted a positive increase compared to the 2017 data in terms of area harvested, production and yield.

As per Philippine Statistics Authority (PSA) record, in 2017 the area harvested for the corn in the region was 34,034 hectares with a total production of 119,980 metric tons (MT) and an average yield of 3.53 MT per hectare.

Last years’ performance exceeded the 2017 record, with 36,699 hectares area harvested and produced 135,627 MT with an average yield of 3.70 MT per hectare.

In comparison, the area harvested from 2017 to 2018 posted an increase of 8 percent while production posted an increase of 13 percent and a yield increase of 5 percent.

Melody Guimary, DA-Caraga regional corn program coordinator, said that last year’s increase was due to favorable weather condition for corn production and the support extended by DA Caraga to the farmers.

“Our support to corn farmers had led the way for an increase of Caraga’s performance in corn industry in 2018,” she said.

DA-Caraga had distributed around P60 million-worth of agricultural equipment for farm mechanization and post-harvest facilities in 2018 such as farm tractors, corn picker, combine harvester, compact corn mill, vertical dryer, and other facilities.

Aside from mechanization support, DA also extended technical support through training, provision of corn seeds and ameliorant, and market support.

"This year, 2019, we are hopeful that the momentum will continue for better production and looking forward to more vibrant corn industry in the region,” Guimary said.
She added that for 2019, the DA-Caraga corn program is targetting to increase corn production with an additional 3,000 hectares of corn area.

“Though our projection is not that easy, we are closely working with the local government units (LGUs) in identifying new areas for corn production that would eventually contribute to the increase of our production for the current year,” Guimary explained.

With an open mind of the farmers to embrace right farming technology and favorable weather condition, Guimary is optimistic that 2019 would be another great year for the corn industry in the region. (DA Caraga/PIA Caraga)

Senior citizens, veterans at retiradong sundalo nakinabang sa medical/dental mission sa AgSur

SAN FRANCISCO, Agusan del Sur, Peb. 14 (PIA) - Bilang handog ngayong buwan ng mga puso sa mga beterano, retiradong sundalo at senior citizens sa Caraga region, isang free medical/dental mission ang isinagawa ng PHIVIDEC Industrial Authority sa bayan ng San Francisco sa Agusan del Sur.

Nasa mahigit-kumulang 1,000 ang nakabenepisyo sa nasabing medical at dental mission.  Nabigyan ang mga ito ng libreng gamot, check-up at ang ilan ay nabigyan din ng libreng eyeglasses.

Ilan-ilang benepisyaryo rin ang nagpahayag ng kanilang pasasalamat kasama ang lokal na pamahalaan ng San Francisco. Isa na dito si Ginoong Alberto Laranjo, 63 years old na isang retired army sa nasabing probinsya. Ayon sa kanya, noong taong 2000 sya tumigil sa serbisyo subalit hanggang ngayon ay nananatili pa rin ang kanyang interest at pagmamahal sa Philippine Army.

Maliban sa benepisyong kanyang natanggap mula sa medical mission, nagsilbing reunion din ang pagkakataon nang makita niyang muli ang ilan niyang mga katropa noon.

Sinabi naman ni retired Col. Alexander Noble, isa sa mga board of directors ng PHIVIDEC, na parte ng kanilang layunin ang pagbigay tugon sa mga pangangailangan ng mga veterans at AFP retirees na makatutulong din sa kanilang patuloy na pagiging aktibo sa mga gawain sa kani-kanilang komunidad.

Ang PHIVIDEC ay nagsimula noong 1974 sa bisa ng presidential decree no. 538 bilang isang industrial estate developer at may ilan-ilan na rin programa at proyektong naisagawa sa ibat-ibang bahagi ng bansa.

Ilan sa mga kalahok at estudyante ng Surigao State College of Technology (SSCT) ang nagbahagi ng positibong reaksyon hinggil sa benepisyong hatid ng mabilis at transparent na pagkuha ng mga impormasyon mula sa mga kinauukulang ahensya ng gobyerno.

32 Agrarian-farmers complete Farm Business School training

TUBAY, Agusan del Norte, Feb. 15– Thirty-two Agrarian Reform Beneficiaries (ARBs) of Department of Agrarian Reform (DAR) Agusan del Norte graduated from the Farmer Business School (FBS) in partnership with the local government unit of Tubay, Agusan del Norte.

The beneficiaries successfully completed the on-site entrepreneurial trainings consisting of 25-sessions for a period of six months. The following sessions took place at Tubay Training Center of Barangay Dona Rosario in Tubay.

The students were Agrarian Reform Beneficiaries (ARBs) of the two ARBOs, namely: Doña Rosario Certificate of Land Ownership Award (CLOA) Holders Vegetable Producers Association (DRCHVPA) and Cabayawa Sala Farmers Association (CASAFA).

DAR Provincial Agrarian Reform Program Officer II (PARPO II) Andre B. Atega said that FBS is an avenue for the farmers to transform themselves from mere farmers to farm businessmen adopting entrepreneurial skills and learning simple accounting and bookkeeping for their vegetable production business.

“The farmers learned a 'learning by doing' approach focused on entrepreneurial skills to improve productivity and family income,” PARPO II Atega added.

Marlon Nemeno, CASAFA member, said he learned from FBS effective farm management and  how farm produce are brought to the market. “With FBS, we learned new vegetable farming technology and great business opportunities,” Nemeno added.

Another farmer student of FBS,  Narcesa Vargas, also said,  “with the continued support, from farm tools to entrepreneurial trainings,  I am so very thankful to DAR, Tubay local government, several line agencies, and private-sector.”

According to Tubay Mayor Fidel E. Garcia Jr., this project enables vegetable farmers to benefit economic productivity that would facilitate further development.

DAR Tubay Municipal Agrarian Reform Program Officer (MARPO) Luigi Rodriguez emphasized that the convergence of the national and local government, ARBOs benefitted a lot from the project. Mga Caraganon nakilahok sa simultaneous river cleanup

LUNGSOD NG BUTUAN, Pebrero 18 (PIA) - Sa pangunguna ng Department of Environment and Natural Resources o DENR Caraga ay nagsama-sama ang mga Caraganon para sa simultaneous ‘River Clean-Up’ sa buong rehiyon.

Madaling araw pa ay dumagsa na ang mga volunteers mula sa pribadong sektor, iba't-ibang ahensya ng gobyerno at pati na rin mga estudyante at sabay-sabay na nagtungo sa clean-up sites sa pamamagitan ng solidarity walk at pagkatapos ay sinimulan ang puspusang paglilinis ng mga estero at ilog.

Ang nasabing aktibidad ay isinagawa sa mga lugar kung saan nagmistulang tambakan ng mga basura dahil sa hindi tamang pagtatapon ng iilang mga residente.

Ayon kay Atty. Felix Alicer, regional director ng DENR-Caraga, ang gawain na ito ay alinsunod na rin ng direktiba ng environment secretary Roy Cimatu matapos makita ang magandang resulta sa isinagawang rehabilitasyon ng Boracay at ngayon ng Manila Bay.

“Alam naman natin na hind ito ang agarang solusyon sa problema ng solid waste sa rehiyon at ng bansa ngunit ibig natin na iparating ang mensahe na hindi lang responsibilidad ng mga lokal na pamahalaan, DENR at iba pang ahensya ng gobyerno ang solid waste management kundi ng bawat isa,” sabi ni Alicer.

May ilan-ilan ding mga volunteers ang nakilahok sa simultaneous clean-up.

“Kami po sa Karancho Inc. ay nakikiisa sa activity na ito sa paglinis sa mga estero at mga ilog. Ito ay buong puso naming isinasagawa para sa ating kapaligiran at bayan,” sabi ni Job Marfa, liaison officer ng Karancho, Inc.

Ayon naman kay Edy-Ann Arorong, mag-aaral ng Saint Joseph Institute of Technology, ikinatuwa niya at ng kanyang mga kaklase na naging parte sa nasabing aktibidad.

“Masaya kami na may naiambag para linisan ang mga estero upang maiwasan ang problema ng pagbaha kapag aapaw ito tuwing uulan,” sabi ni Arorong.

Malaki rin ang naitulong ng mga pulis at sundalo.

“Masaya kaming nakilahok sa napakagandang adbokasiya ng DENR. Hinihikayat namin ang lahat ng mamamayan na makilahok sa ganitong proyekto ng gobyerno para malinis na estero at ilog ang madadatnan ng mga kabataan sa susunod pang mga henerasyon.”ayon kay 2Lt. Mary Rose Dela Cruz,

Samantala, ayon naman kay DENR-Caraga regional director Atty. Felix Alicer, ang gawain na ito ay alinsunod na rin ng direktiba ng environment Secretary Roy Cimatu matapos makita ang magandang resulta sa isinagawang rehabilitasyon ng Boracay at ngayon ng Manila Bay.

“Ang kahalagahan ng aktibidad ay ang mensaheng dala nito kung saan nais nating iparating sa mga residenteng nakatira malapit sa mga estero at ilog na responsibilidad din nila ang tamang pangangasiwa ng mga basura. Kinakailangan ang kooperasyon ng buong komunidad,” dagdag pa ni Alicer.

Caraganons join in a massive river cleanup

BUTUAN CITY, Feb. 19 (PIA) - Volunteers from private and government sectors, including the students from the entire region, flocked at the identified sites through a solidarity walk to join the region-wide simultaneous River Clean-Up activity spearheaded by the Department of Envi­ronment and Natural Resources-Caraga.

There, they started collecting piles of trash and overflowing man-made marine debris.

These have made some of the creeks and rivers in Caraga region appeared to be a garbage dumpsite due to improper practice of waste disposal among the locals.

“My group is glad to be part of this noteworthy undertaking. We are doing this wholeheartedly for our environment and the people because we believe that a healthy environment starts with a clean surroundings,” said Job Marfa of the Karancho, Inc.

DENR Caraga regional director lawyer Felix Alicer said the activity is in compliance with the directive of Environment Secretary Roy Cimatu after seeing an outstanding outcome of the rehabilitation done in Boracay, and currently, in Manila Bay.

“The value of this ex­ercise is the message that it carries that we wanted to emphas­ize to the residents living close to the creeks and rivers, that it is also their responsibility to manage the solid wa­ste. It is not only the responsibility of the DENR, local government units (LGUs) and government agencies but it would take the whole community to address the problem on solid waste,” Alicer said.

Alicer added that they will do an assessment and determine the pollution sources within the community in order to implement specific course of action to address the problem.

AgNor PDRRMC holds camp management training

BUTUAN CITY, Feb. 20 (PIA) - The Disaster Response Committee of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) of the province of Agusan del Norte will hold a three-day Training of Trainers (ToT) on Camp Coordination and Camp Management (CCCM) on April 8 to 10, 2019 here.

According to Silver Joy Tejano, vice chairperson of the Response Committee and Provincial Social Welfare and Development Office, the activity will help the council and concerned personnel on CCCM.

The activity also aims to provide life preservation and meet the basic subsistence needs of affected population in the province of Agusan del Norte based on acceptable standards during and immediately after a disaster.

PDRRMO chief Erma Suyo also said that the training will help concerned personnel and officials develop and implement standard operating procedures on response levels.

The training is an avenue for skills development, capability-building and establish an institutional mechanism for disaster response operation to its committee members, Suyo added.

DOH-CHD Caraga intensifies immunization drive against measles

BUTUAN CITY, Feb. 20 (PIA) - Aside from the parental care and protection given by the parents to their children, the government and the Department of Health - Center for Heath Development (DOH-CHD) Caraga still want to ensure that they will not acquire measles and suffer from its complications.

Latest data from the DOH-CHD Caraga showed that from January 1 to February 14 this year, there are 159 cases of measles recorded in the entire region, of which Surigao City has the higest number of 52 cases; 32 in the province of Agusan del Sur; 29 in Surigao del Norte; 24 in Surigao del Sur; seven in Dinagat Islands; six in Agusan del Norte; and other nine cases in different cities.

Since DOH-CHD Caraga noted an upward trend in the number of individuals affected with measles, it has intensified its campaign in the region to curb increasing cases of this communicable disease.               

“Our local health offices have already conducted a house to house visit for immunizing six to 59 months children as our targets individuals for immunization,” said Dr. Jose Llacuna, Jr., DOH-CHD Caraga regional director.

Llacuna said that measles is a highly contagious virus and can spread to others through coughing and sneezing.

Common signs and symptoms for suspected measles typically include fever, runny nose, cough, red eyes and sore throat, followed by a rash that spread all over the body.

“It may be a self limiting disease but what we fear most is the complication that sets in, and notably these are pneumonia, encephalitis and diarrhea which can cause dehydration,” Llacuna said.

He, however, admitted that there is a certain decline in the immunization rate last year particularly in the areas where many measles cases were reported, the reason why the DOH-CHD Caraga is appealing to the parents to have their children vaccinated.

According to Llacuna, immunization remains the most effective means of prevention of infectious diseases such as measles.

“So, I am calling all the parents to go to the regional health units (RHUs) to have their children vaccinated. We can assure you of accessible supplies and adequate vaccines,” he added.

Measles fast lanes were also activated in hospitals intended for patients with suspected cases of measles.

Also, the DOH-CDH and Department of Education (DepEd) Caraga are set to conduct a selective immunization, targeting Grade I to Grade VI pupils.

BISLIG CITY, Surigao del Sur, Feb. 20 (PIA) - The 75th Infantry “Marauder” Battalion, in partnership with the city government of Bislig through the City Health Office (CHO), has accumulated 100 bags of blood during the conduct of the bloodletting activity held at the Gaisano Capital, Mangagoy, Bislig City on February 15, 2019.

Anchored on the theme “Dugong Handog Para sa Kapayapaan,” the activity aims to motivate and create awareness among the people on the importance of blood donation.

The spirit of volunteerism also exuded from the good-hearted individuals who joined the activity.

Government employees, stakeholders, reservist and representatives from civic organizations such as Philippine National Police (PNP), Fraternal Eagle’s Club, Tau Gamma Fraternity, Gaisano Capital-Bislig City, City Health Office, BIslig District Hospital (BDH), University of Southeastern Philippines (USP), Southern Technological Institute of the Philippines (STIP), Traffic Management Group (TMG) participated in the event.

PCOO Chief nanawagan para sa ‘clean and honest election’

NANAWAGAN si Presidential Communications Operations Office (PCOO) Secretary Martin Andanar sa mga miyembro ng Alpha Kappa Rho International Fraternity and Sorority (AKRHO) na ipagpatuloy ang kanilang adbokasiya na “clean and honest election”. Ginawa niya ang panawagan sa kanyang pakikipagpulong sa mga opisyal at miyembro ng AKRHO Caraga Region Supreme Council nitong Pebrero 24, 2019 sa Surigao City.

Ang AKRHO ay isang fraternity group na itinatag sa Pilipinas noong 1973 at binubuo ng mga kalalakihan at kababaihan mula sa iba’t ibang unibersidad. Layunin nito na isulong sa bawat kasapi ang kahalagahan ng katapatan, pagkakaisa at dangal.

Sa ngayon ay nakatala ito bilang isang International Humanitarian Service Fraternity na humihikayat sa mga kasapi nito na makilahok sa mga makataong proyekto at serbisyo para sa lahat ng mamamayan. Miyembro ng nasabing fraternity ang kalihim ng PCOO.

“So, iyan, puwede nating ituloy ang ating adbokasiya noong 2016 for clean and honest election... walang dayaan. Malapit na ang election, local and senatorial, sa May 13, at mas lalo nating mapapalakas ‘yung ating organisasyon kung meron tayong mga ganitong klaseng advocacy. Tinutulungan natin ang ating inang bayan,” pahayag ni Andanar.

Ang mga miyembro ng AKRHO ay nagbantay sa mga presinto noong 2016 elections.

Tandaganon fishermen recover bricks of cocaine off Surigao Sur

TANDAG CITY, Surigao del Sur, Feb 26 (PIA)– Two fishermen found 34 bricks of suspected cocaine with the same packaging and markings as the ones found on the shore of Dinagat Island in the Caraga region last week.

During the inventory conducted on February 24, 2019 in Barangay Bongtud this city, the bricks weighed around 43.62 kilograms and worth P231 million in the street market.

Police Regional Office-13 Regional Director Police Brigadier General Gilberto Cruz and Philippine Drug Enforcement Agency (PDEA) personnel conducted the inventory with the presence of Police Provincial Office chief Police Colonel Francisco Dungo Jr. and Tandag City Mayor Alexander Pimentel.

Based on the PNP report, the two fishermen who found the contraband were residents of Barangay Bongtud were identified as Ryan Buday Apelo, 23 yrs old; and Ronnie Arpilleda Navales, 49 yrs old.

According to Tandag City Police chief Police Major Ray Sorreda, the two fishermen who found the contraband received the reward from the PRO-13 chief Pol/BGen Cruz and Mayor Pimentel.

2019 CAA-RSC naging kaabang-abang para sa mga kalahok

LUNGSOD NG BUTUAN, Peb. 26 (PIA) - Naging kaabang-abang ang pagbubukas ng Caraga Athletic Association – Regional Sports Competition ngayong taon na isinagawa sa Provincial Sports Complex sa lungsod ng Surigao.

Sa entrance of colors at saludo performance, kung saan suot ang kanilang makukulay na sports uniform na kumakatawan ng kani-kanilang delegasyon, pinakita ng mga kalahok ang kanilang tibay ng loob at determinasyon na manalo sa ibat-ibang palaro sa gagawing regional sports competition mula February 24 hanggang March 1.

Napuno ng hiwayan at palakpakan ng supporters ang buong sports complex nang isa-isa nang tinawag ang delegasyon mula sa ibat-ibang lungsod at probinsya ng rehiyon na nagpamalas pa ng kanilang galing sa pagsasayaw.

Ayon kay Department of Education (DepEd) Caraga Regional Director Francis Cesar Bringas, layon ng palaro na hasain ang interes at kagalingan ng mga estudyante sa ibat-ibang sports o laro na magdadala rin sa kanila sa tagumpay na kanilang inaasam.

Inspirasyon din daw ito sa ibang kabataan na makilahok sa taunang kompetisyon at nang malayo rin sila sa ibat-ibang bisyo nga makakasama sa kanilang sarili at pag-aaral.

Ibinahagi naman ni Maricris Espadero, 17 taong gulang at nasa Grade 11 mula sa Dapa National High School sa Siargao Islands, na isa rin sa mga kalahok ng rythmic gymnastics ang kanyang pasasalamat sa kanyang pamilya sa buong suporta na ibinibigay nito sa kanya, maging ang kanyang pananabik na maipakita sa lahat ang kanyang galing.

Kampanya kontra tigdas mas pinaigting sa rehiyon ng Caraga

LUNGSOD NG BUTUAN, Pebrero 26 (PIA) - Gaano man kaalaga ang mga magulang sa kanilang mga anak, nais pa rin tiyakin ng pamahalaan at ng Department of Health Center for Health Development (DOH CHD) Caraga na ligtas ang mga ito sa tigdas at sa kumplikasyong dulot nito.

Base sa datos ng DOH CHD-Caraga, mula Enero a-uno hanggang Pebrero katorse ngayong taon ay pumalo na sa 159 na kaso ng tigdas ang naitala sa buong rehiyon kung saan may pinakamataas na 52 na kasong tigdas sa lungsod ng Surigao; 32 sa probinsiya ng Agusan del Sur; 29 sa Surigao del Norte; 24 sa Surigao de Sur; ito sa Dinagat Islands; anim sa Agusan del Norte; at may siyam pa sa magkakaibang lungsod.

Ngunit ayon kay Dr. Dioharra Aparri ng DOH CHD-Caraga, nadagdagan ito ng sampung kaso makalipas lamang ang isang linggo. Kaya umabot na sa 208 na kaso ang meron sa rehiyon sa kasalukuyan.

Kaya bilang tugon sa pagdami ng kaso ng tigdas, pinaigting pa ng DOH CHD-Caraga, sa tulong ng mga lokal na pamahalaan at health office ang kampanya kontra tigdas sa pamamagitan ng pagsasagawa ng libreng pagbabakuna sa iba’t ibang lugar ng rehiyon.

“Ang lokal na health offices natin ay nagsagawa na ng pagbisita sa mga kabahayan para bakunahan ang mga batang may edad anim hanggang 59 na buwan,” sabi ni Dr. Jose Llacuna, Jr., DOH CHD-Caraga regional director.

Ayon Llacuna, ang tigdas o measles ay isang viral disease na nakakahawa at maaring maipasa sa pamamagitan ng pag-ubo, pagbahing at simpleng pakikipag-usap sa may sakit na tigdas.

Kabilang sa mga sintomas nito ay ang pagkakaroon ng lagnat, sipon at ubo, pamumula at pagmumuta g nga mata, kakaibang rashes sa buong katawan.

“Ang ikinababahala natin ay ang mga komplikasyon nito gaya ng pneumonia, encephalitis at diarrhea na maaring dahilan ng dehydration,” sabi ni Llacuna

Bagamat aminado naman ang DOH CHD-Caraga na bumaba ang immunization rate noong nakaraang taon lalo na sa mga nasabing lugar na may maraming kaso ng tigdas, patuloy ang puspusang paghimok ng doh na bigyan ng sapat na proteksiyon ang kanilang anak sa pamamagitan ng pagpapabakuna.

“Ang pagbabakuna ay pinakaepektibo pa ring pamamaraan ng pagpigil ng nakakahawang sakit gaya ng tigdas. Sana po lahat ng mga magulang ay magpunta na sa regional health units (RHU) at iba pang health office para mapabakunahan ang kani-kanilang anak. Nakatitiyak naman ang ahensya na mayroon tayong sapat na suplay ng vaccines,” sabi ni Llacuna.

Sa ngayon ay nagtalaga na ang mga ospital ng measles fast lane para bigyang prayoridad ang mga pasyenteng may tigdas.

Magsasawaga rin ang DOH CHD at Deped Caraga ng selective immunization sa mga grades one to six na mag-aaral, kaya hinihikayat ang mamamayan na magpabakuna na para iwas tigdas. (VLG/PIA-Caraga)

22nd CAA-Regional Sports Competition commences in Surigao City

SURIGAO CITY, Surigao del Norte, Feb. 27 - Following the eucharistic mass and grand opening parade, the 22nd Caraga Athletic Association - Regional Sports Competition (CAA-RSC) has officially commenced on Sunday and was declared open by Department of Education (DepEd) Caraga Regional Director Francis Cesar Bringas.

This year's event centers on achieving excellence in sports with the fervent hope of selecting the best athletes, coaches, and trainees who can best represent DepEd Caraga in the Palarong Pambansa 2019, which will be held in Davao City in April.

Surigao del Norte Gov. Sol Matugas, Surigao City Mayor Ernesto Matugas and  Representative of 1st Legislative District Francisco Jose F. Matugas II had all expressed their welcome greetings to all the participants and emphasized the importance of sports in developing responsible citizenry whose social awareness transcends to ensuring that communities are united.

Mayor Matugas said that what matters most is the experience the participants would acquire and friendship that the participants would build.

Gov. Matugas underscored the need to build bridges to address divisiveness and that sports play a vital role in making our communities drug-free.

"To make Caraga region one of the most progressive regions in the country, let us be one with the leadership of President Rodrigo Duterte in making sure that our communities are free from illegal drugs,” said Gov. Matugas.

Meanwhile, Presidential Communications Operations Office Secretary Martin Andanar underscored the aspiration to be the best.

"You are trained to be the best. You are not here just to compete but to win. The discipline of sports event must educate the heart - internal education, which is the center of passion. Aim to achieve excellence in life!" said Andanar.

In her keynote address, DepEd Undersecretary for Curriculum and Instruction Lorna Dig-Dino said the characters that the delegates must possess include obedience, discipline, grit and determination, happiness, and continuous learning.

Dig-Dino emphasized that it is important for the participants to adhere to the rules of the game.

She also highlighted the importance of discipline in order to advance to the Palarong Pambansa, while grit and determination would allow the participants to become better at what they do.

According to Dig-Dino, happiness is likewise imperative in everything that people do in order to achieve success.

"We cannot pursue anything in life by not being happy with the things that we do. There is no point in doing something we are not happy about,” said Dig-Dino.

She concluded her speech on a positive note telling the participants to strive to be lifelong learners.

"Learn your craft and sports. With all these principles, you'll succeed both in sports and in life,” Dig-Dino said.

The 2019 CAA-RSC aims to provide a venue for the athletes to further inculcate the values of sportsmanship, teamwork, nationalism and patriotism.

The grand opening of the biggest sports competition in the region was attended by DepEd officials, key officers of different government agencies, and local government officials from all the provinces in Caraga region.

The dramatic hoisting of banners, the eccentric way of lighting the friendship torch, and the entertaining dance number of the Bureau of Fire (BFP)-Caraga mascots with the special participation of the boy and girl scouts of the Philippines added a mood of excitement during the occasion.

The opening program ended with a very high positive energy when students from Surigao City and Surigao del Norte conquered the grandstand with their jovial field dance demonstration.

The night skies were also filled with bright fireworks that painted beautiful sceneries surrounding up above the sports complex.

Approximately 10,000 participants from the 12 Schools Divisions will be competing in 27 sports events.

TESDA-Caraga launches ‘empleyado kabuhayan program'

SURIGAO CITY, Surigao del Norte, Feb. 27 (PIA)–The Technical Education and Skills Development Authority (TESDA) - Caraga and the provincial government of Surigao del Norte collaborated for the launch of the ‘empleyado kabuhayan program’ that aims to coach the capitol employees through skills demonstration and development training.

“For a mere employee, finding an extra source of income remains apparent despite receiving their salary to address not only the basic needs but to enjoy living a comfortable life, thus, the program is the first being implemented in the Caraga region to help the employees,” said TESDA Caraga regional director Florencio Sunico, Jr.

Sunico added that TESDA is tasked to provide technical support in terms of curriculum and trainers who will train the employees.

“We are offering basic skills training like driving, housekeeping, bread and pastry production, barista for the employees of the provincial government using the Provincial Community Training Center. So, this is one of its kind in the province,” said Sunico.

Meanwhile, Surigao del Norte Gov. Sol Matugas thanked the TESDA for granting the province more or less P1.5 million for the skills training.

“That is a value added to employment. With the meager amount of salary that they are receiving, workers should have other sources of income to sustain the needs of their family,” said Matugas.

The launching was also attended by Presidential Communications Operations Office (PCOO) Secretary Martin Andanar.

“President Rodrigo Duterte himself reminded the cabinet especially the TESDA chief to focus on additional capacity-building. Individual skills should be honed since businesses are proliferating,” Andanar said.

Kaso ng dengue sa Caraga region, bumaba na

LUNGSOD NG BUTUAN, Peb. 27 (PIA) - Habang patuloy pa rin ang kampanya ng pamahalaan laban sa sakit na dengue, bumaba na rin ang bilang ng kaso nito sa rehiyon ng Caraga.

Ayon kay Department of Health – Center for Health Development Caraga (DOH-CHD) regional director Dr. Jose Llacuna, Jr., malaking tulong ang pagkakaisa ng bawat sektor lalo na ng mga lokal na pamahalaan sa rehiyon kung saan sinsero ang kanilang pagsasagawa ng mga preventive measures upang matugunan ang pagtaas ng kaso ng dengue.

Dagdag ng opisyal, ang lungsod ng Butuan bilang isa sa mga hotspot areas ng dengue, ay bumaba na ang bilang. Base sa kanilang Morbidity Week 7 ay may tatlo hanggang apat na kaso na lamang ng dengue ang naitala.

Matatandaan na noong nakaraang buwan ng Enero ay umabot sa mahigit 1,000 dengue cases ang naitala sa rehiyon.

Pinasalamatan ni Dr. Llacuna ang mga local government units sa patuloy na pagganap ng kanilang tungkulin at sa pagpapaigting pa ng kampanya kontra dengue sa pamamagitan ng environmental sanitation, misting at fumigating measures.

Bagamat may pagbaba na sa kaso ng dengue sa rehiyon, pinaaalalahanan pa rin ni Dr. Llacuna ang lahat na panatilihing malinis ang kapaligiran at ipagpatuloy ang mga magandang gawaing nasimulan na sa mga barangay.

LUNGSOD NG SURIGAO, Surigao del Norte, Pebrero 27 (PIA) - Sa pakikipagtulungan ng Technical Education and Skills Development Authority  (TESDA)-Caraga at ng lokal na pamahalaan ng Surigao del Norte inilunsad ang "empleyado kabuhayan program" na layon na maturuan ang mga kawani ng kapitolyo sa pamamagitan ng skills demonstration at development training.

“Hindi maipagkakaila na sa kabila ng sapat na kita ng isang regular na manggagawa, Kinakailangan pa rin ng iba pang mapagkakakitaan upang matugunan hindi lamang ang kanilang mga pangunahing pangangailangan kundi para matamasa ang inaasam na komportableng pamumuhay,” sabi ni TESDA-Caraga regional director Florencio Sunico, Jr.

Ayon kay Sunico, ang nasabing programa ay kauna-unahan sa rehiyon ng Caraga.

“Inaalok namin sa TESDA ang basic skills training gaya ng driving, housekeeping, bread at pastry production, at barista para sa mga kawani ng provincial government ng Surigao del Norte at isasagawa natin ang mga ito sa Provincial Community Training Center. Kaya ito ay kakaiba dito sa probinsya,” ayon pa sa kanya.

Aniya, tungkulin ng TESDA na magbigay ng technical support ukol sa curriculum at trainers na siyang magsasanay sa mga empleyado.

“Dapat may kabuhayan ang empleyado, maliit lang ang kanilang sahod ngunit kung may ibang pinagmumulan ng kita gaya ng pagnenegosyo, may dagdag pangkabuhayan,” sabi ni Matugas.

Dinaluhan din ni Presidential Communications Operations Office Secretary Martin Andanar ang okasyon.

“Pinapaaalahan mismo ni Presidente Duterte ang kabinite laung-lalo na ang TESDA na kailangan ang dagdag na capacity-building. Dumadami ang negosyo so kailangan ang mga manggagawa at kailanagng mahasa ang kanilang skills,” sabi ni Andanar.

LUNGSOD NG BUTUAN, Pebrero 27 (PIA) - Sa pinalawig na kampanya ng Presidential Communications Operations Office (PCOO) sa Freedom of Information at Press Freedom, ibat-ibang sektor sa lungsod ng Butuan ang nakilahok at nabigyang-linaw sa mga isyung may kinalaman dito.

Ayon kay PCOO Secretary Martin Andanar, parte sa kampanya ng Press Freedom ang pakikipagtulungan at koordinasyon sa mga miyembro ng media sa pagbabahagi ng mahahalagang impormasyon sa publiko partikular na ang mga proyekto at serbisyo ng mga nasa ahensiya ng pamahalaan para sa publiko.

"Mahalaga ang media dahil nakatutulong ito para sa katulad nating nasa gobyerno na mapalaganap ang ating mga programa't serbisyo sa publiko," paliwanag ni Andanar.

Siargao hosts ‘More Love for Women Farmers’ conference

SURIGAO CITY, Surigao del Norte, Feb. 27– ‘More Love for Women Farmers’ conference brought a powerhouse of multi-awarded women farmer entrepreneurs to Siargao on Saturday, 23 February 2019, held at the Del Carmen Convention Center, Del Carmen, Siargao, Surigao del Norte.

AGREA, together with the Office of the 1st District Representative of Surigao del Norte, the province of Surigao del Norte, and the local government of Del Carmen, brought this local iteration of the Leaders and Entrepreneurs in Agriculture Forum (LEAF).

LEAF is a community of champions across all sectors uniting as advocates for better agriculture.

The More Love for Women Farmers, a conference free for all, aimed to inspire Siargaonons to reinvigorate local agriculture with a special emphasis on empowering the island’s women.

It was attended by farmer leaders, women farmers, agricultural officers, teachers, students, and other individuals from surrounding areas in Surigao del Norte.

Speakers during the event were women farmer entrepreneurs Edita Dacuycuy also known as ‘Dragonfruit Queen’; Daisy Duran, the ‘Seedling Queen,’ and Cherrie Atilano, a multi-awarded ‘Agriculture Change Maker.’

"Siargao will be the first women-led agriculture island in the Philippines. This is part of AGREA’s vision of building island economies in the Philippines that are zero hunger, zero waste and zero insufficiency,” said Atilano.

PDEA-13 conducts greyhound operation in Cabadbaran City district jail

BUTUAN CITY, Feb. 28 (PIA) - The combined operatives of Philippine Drug Enforcement Agency (PDEA) Caraga, Philippine National Police (PNP) and Bureau of Jail Management and Penology (BJMP) Cabadbaran District Jail conducted a greyhound operation at the premises of Cabadbaran City District Jail.

The said jail facility has five dormitories accommodating a total of 268 persons deprived of liberty (PDLs).

In time with the greyhound operation, 13 BJMP personnel also underwent a drug test, wherein all yielded a negative result.

No illegal drugs and paraphernalia were also found during the surprise inspection.

Per BJMP-Caraga record, out of 12 jail facilities in the region nine have already been declared as drug-free by the oversight committee as of December 2018.

In view of the memorandum of agreement (MOA) between the PDEA and BJMP-Caraga, the intensified crackdown on illegal drugs and contrabands in jails continues in the region in order to maintain a drug-free jail facility. (VLG/PIA-Caraga)

Negosyo Center biz counselors monitor SSF projects in AgNor

BUTUAN CITY, Mar. 1 (PIA)– With the aim to ensure that all the Shared Service Facility (SSF) projects of the province are still operational, different Negosyo Centers (NC) of the province of Agusan del Norte conducted a series of monitoring.

The NCs of Butuan City, Buenavista, Nasipit and Magallanes recently conducted a monthly monitoring to the different SSF projects in their area.

The NC Business Counselors of the said areas visited different SSF projects with the aim to provide them with the help they needed and to make sure that the projects are still operational.

According to the Department of Trade and Industry Agusan del Norte Provincial Director Brenda Corvera, the SSF is a project of the agency that primarily aims to improve the competitiveness of Micro, Small and Medium Enterprises or MSMEs by providing them with the machinery, equipment, tools, systems, skills and knowledge under a shared system.

The SSF monitoring is a monthly activity designed to keep-track of the co-operators’ performance, the number of jobs generated, and to check if the equipment, machinery, facilities are still operational up to the present, Corvera said.

PNP’s 'Oplan-Katok' nets 328 firearms

BUTUAN CITY, March 1 - Since the start of campaign period and implementation of COMELEC gun ban last January 13, 2019, a total of 328 gun-owners, who are holding expired licenses for their guns, responded to the 'Oplan Katok' of the Philippine National Police (PNP) as of February 27, 2019.

Oplan Katok is a PNP program wherein authorities go house-to-house visit to firearm holders who have not renewed their firearms license yet, to get them renew their firearm permits, or have these guns stored in police vaults for safekeeping.

Of the 328 firearms now kept safe in police vaults, 45 of which were surrendered by political aspirants.

Police Brigadier General Gilberto DC Cruz, PNP 13 Regional Director, had repeatedly issued a warning to gun owners to turn in their firearms to nearest Police Stations pending the application of License to Own and Possess Firearm (LTOPF) at Regional Civil Security Unit (RCSU).

Pursuant to Section 19 of Republic Act (RA) 10591, otherwise known as the Comprehensive Firearms and Ammunition Regulation Act: “All types of licenses to possess a firearm shall be renewed every two years. Failure to renew the license on or before the date of its expiration shall cause the revocation of the license and the registration of the firearm/s under said licensee."

The registration of the firearm shall be renewed every four years. Failure to renew the registration of the firearm on or before the date of expiration shall cause the revocation of the license of the firearm. The said firearm shall be confiscated or forfeited in favor of the government after due process.

Under RA 10591, the failure to renew a license or registration within the periods stated above on two occasions shall cause the holder of the firearm to be perpetually disqualified from applying for any firearm license. The application for the renewal of the license or registration may be submitted to the Firearms and Explosives Office of the PNP, within six months before the date of the expiration of such license or registration.

“We want to ensure a safe, peaceful and orderly conduct of 2019 mid-term elections. These 328 surrendered firearms mean 328 less firearms in the street which might be illicitly used in the commission of a crime,” saidCruz.

 “If gun owners will not surrender their firearms, the PNP will apply for a search warrant against the registered gun owner and file appropriate charges in court,” Cruz warned. (PNP Caraga/PIA-Caraga)

PCDO orients Dinagat coops on tax incentives, credit info system act

SURIGAO CITY, Surigao del Norte, March 1 (PIA) - The office of Provincial Cooperative and Development Office (PCDO) of Dinagat Islands conducted an orientation-workshop on the preparation of Annual Mandatory Reports for Cooperatives and Orientation on Republic Act (RA) 10708 or also known as Tax Incentives Management and Transparency Act, and RA 9570 or the Credit Information System Act on February 22, 2019 at the Provincial Guest Center, Cuarinta, San Jose, this province.

The activity aims to ensure a safe and sound operation of cooperatives, and cope up with the challenging mandates for the improvement and enhancement of a cooperative.

During the activity, PCDO officer Alvin Dela Cruz urged the participants to be open-minded throughout the workshop and register on Philippine Government Electronic Procurements System (PhilGEPS) to avail benefits from the government intended for cooperative sectors.

Dela Cruz explained that PhilGEPS is the single, centralized electronic portal that serves as the primary and definitive source of information on government procurement.

“Transparency in government procurement is enhanced through the use of PhilGEPS, all government agencies, as well as suppliers, contractors, manufacturers, distributors and consultants, are mandated to register and use the system in the conduct of procurement of goods, civil works and consulting services,” he said.

Surigao Norte barangays declared drug-cleared

SURIGAO CITY, Surigao del Norte, March 1 (PIA)– The provincial government of Surigao del Norte in partnership with the Department of the Interior and Local Government has officially declared several barangays of the province as drug cleared.

Among the barangays honored as drug-cleared are barangay Payapag in Bacuag town, Poblacion 2 in Burgos town, Monserrat in Dapa town, Antipolo and San Fernando in Del Carmen town.

In Gigaquit town the following barangays were recognized: San Antonio, San Isidro, Villaflor, Anibogan, Mahanub, Poniente, Villafranca, Alambique, and Ipil.

In Mainit town: barangays Magpayang, Cantugas, Paco, Tagbuyawan, San Francisco, Roxas, San Isidro, Marayag, Siana, Tapi-an, Tolingon, Magsaysay, Dayanao, Quezon, Mabini, San Jose, Bobonaon, Binga, Matin-ao, Mansayao and Silop.

In Malimono town the following barangays are Can-aga, Masgad, San Isidro, Cantapoy, Cayawan, Binocaran, Bunyasan, Cagtina-e, Hinagdong, Tinago, Cansayong, Villa Riza, Pili, and Karihatag.

Barangays Mayag, Gacepan, Tinogpahan and Tagbayani in Sison town were also proclaimed. Meanwhile, in Socorro town, only two barangays qualified namely, Pamosaingan and San Roque.

In Sta. Monica town, the following barangays championed the war against illegal drugs: Libertad, Alegria, Mabini, Tangbo, Mabuhay, Rizal, T. Arlan, Garcia, Abad Santos and Magsaysay.

Two barangays were declared in Tagana-an town: Sampaguita and Aurora.

In Tubod town the declared barangays are Capayahan, Cawilan, Del Rosario, Marga, Motorpool, Poblacion, San Isidro, San Pablo and Timamana.

In the recent Barangay Development Forum attended by DILG Assistant Secretary Jonathan Malaya as the event's guest speaker, Barangay Bagacay in Claver town earned the title as the Best Barangay Peace and Order Council. (PIO-SDN/PIA-Surigao del Norte)
