Fisherfolks receive agri-fishery inputs from Surigao del Norte LGU

SURIGAO CITY, Surigao del Norte, Mar. 4 (PIA) - The members of the 18 fisherfolk associations received gill nets from the local government unit (LGU) of Surigao del Norte through the Provincial Agriculture Office which aims to improve the fishery sector in the locality.

The gillnets, which are worth a total of P378,203, will be used by the fisherfolks to promote sustainable and environment-friendly fishing practices.

Apart from gillnets, the San Isidro Fishpond Owners and Workers Association (SIFOWA) of San Isidro, Gigaquit also received P77,500 worth of intervention for the Mudcrab Culture in Mangrove Project.

Also included in the agri-fishery inputs is the more than P800,000 worth of assistance given to the beneficiaries of the Hybrid Rice Production Project in the municipality of  Bacuag and San Isidro, Siargao.

Surigao del Norte Governor Sol Matugas cited the importance of providing support to the livelihood of fisherfolks and farmers for them to be able to sustain their basic needs, and likewise meet the demand of which the Filipino nation relies for food.

Meanwhile, the beneficiaries were grateful for the assistance and attention accorded to them by the local government as these would help increase their production.

“We deliver projects and results to the people. We work through results enjoyed by everyone,” Matugas said.

All these responsive actions of the LGU-Surigao del Norte to the needs of the people are products of good governance that made the province as top one in the local tax collection efficiency based on the 2017 Bureau of Local Government Finance (BLGF) target collection for total local revenues; an awardee of Seal of Good Financial Housekeeping 2018; and Best Performing Province in Caraga Region based on the LGU health score card.

Matugas attributed the success of the province to her dedicated and hardworking colleagues whose passion for service has inspired everyone to do more than usual no matter how limited the resources have been.

“Keep a good attitude towards challenges. No society has ever developed tough men during times of peace. The better our attitude, the more likely we will overcome difficulties. Let’s grow and move forward. Every challenge has an opportunity and every opportunity has a challenge. We should be tough and continue to journey to excellence,” said Matugas. SP approves P23.8M supplemental budget for employees’ salary hike

BUTUAN CITY, Mar. 4 - A total of Php23,833,989.00 under the General Fund and Php558,690.00 under the Special Account Fund of the province of Agusan del Norte covering the Supplemental Budget No. 1 has been approved by the Sangguniang Panlalawigan on February 18.

Said amount will be supplemented for the implementation of the salary increase of the provincial officials and employees of Agusan del Norte.

This is the last tranche in the salary increase based on the Local Budget Circular 118, dated January 15, 2019.

The funds under the General Fund were shared by 21 offices and hospitals and the Special Account Fund was for the PEEDMO.

The salary increase of government workers started in 2016 and every year thereafter the salaries were increased.

Based on Executive Order No. 201, s. 2016, signed by former President Benigno Aquino III, the compensation adjustment strategy was to ensure that the compensation structure of government personnel is comparable with the prevailing rates in the private sector thereby attracting and retaining competent and committed civil servants, and the existing Compensation and Position Classification System (CPCS) was revised or updated to conform with the following:

a) Raise the minimum salary for Salary Grade 1 from the current rate of Nine Thousand Pesos (Php9,000) to Eleven Thousand Sixty Eight Pesos (Php11,068) to make it even more competitive with the market rates;

b) Bring the compensation of government personnel closer to their private counterparts to at least 70% of the median of the market for all salary grades;

c) Eliminate overlaps in between salary grade allocations of government personnel to recognize differences in duties and responsibilities of the positions;

d) Maximize the net take home pay of government personnel through the inclusion of additional benefits; and

e) Strengthen the performance-based incentive system in recognition of government personnel who play a greater role and carry a heavier responsibility in attaining performance targets and delivering results.

For the military and uniformed personnel (MUP), the compensation adjustment strategy shall be aligned with the objective of mitigating the fiscal crisis building up in their pension system and pursuing the pension reform.

The modified Salary Schedule shall apply to all civilian personnel in the Executive, Legislative and Judicial Branches, Constitutional Commissions and other Constitutional Offices, Government-Owned or Controlled Corporations (GOCCs) not covered by RA No. 10149, and local government units (LGUs); regardless of appointment status, whether regular, contractual or casual; appointive or elective; and on full-time or part-time basis.

The increase is effective January 1 and the provincial officials and employees will receive salary differential for the months of January and February.

Mga mangingisda sa Surigao del Norte, nakatanggap ng mga lambat

LUNGSOD NG SURIGAO, Surigao del Norte, Marso 4 (PIA) -- Nakatanggap ng gillnets o lambat ang mga miyembro ng 18 fisherfolk associations mula sa lokal na pamahalaan ng Surigao del Norte sa pamamagitan ng Provincial Agriculture Office na layong mapaunlad ang sektor ng pangingisda sa kani-kanilang lugar.

Umabot sa mahigit P300,000 ang halaga ng gillnets na mapapakinabangan ng mga mangingisda mula sa iba’t ibang munisipyo ng Surigao del Norte.

Maliban sa gill nets, tumanggap din ang San Isidro Fishpond Owners and Workers Association ng San Isidro, Gigaquit ng mahigit P707,000 na halaga para sa “Mudcrab Culture in Mangrove Project.”

Kabilang din sa agri-fishery inputs ang mahigit P800,000 piso na ipinagkaloob sa mga benepisyaryo ng “Hybrid Rice Production Project” sa munisipyo ng Bacuag at san Isidro, Siargao.

Ayon kay Surigao del Norte Governor Sol Matugas, dapat lang na paunlarin ang kabuhayan ng mga mangingisda at magsasaka upang matustusan ang kanilang pangunahing pangangailangan pati na rin ang pagtugon sa demand kung saan umaasa nang malaki ang bansa para sa pagkain.

Labis na ikinatuwa naman ng mga nakatanggap ang ayuda na ipinagkaloob sa kanila ng lokal na pamahalaan ng surigao del norte dahil ito’y napakainam para magamit upang tumaas ang kanilang produksyon.

“Pakay ng lokal na pamahalaaan ng Surigao del Norte na maihatid sa mga Surigaonons ang mga programa at proyekto na magdudulot ng magandang resulta lalo na para sa kaginhawaan ng pamumuhay,” pahayag ni Matugas.

14 cops get promoted under Special Attrition Quota

BUTUAN CITY, Mar. 4 - Police Brig. General Gilberto DC Cruz of Police Regional Office (PRO) 13 spearheaded on Friday the oathtaking and pinning of ranks of 14 police officers who got their promotion under the special attrition quota.

After holding their ranks for more than 10 years, four cops were finally promoted to Senior Police Officer 1 while 10 took their oath as Police Officer II.

The activity was also witnessed by Atty. Maximo T. Lasaca I, National Police Commission (NAPOLCOM) Caraga director.

The promotion was intended exclusively for police officers who passed the special promotional examination of the NAPOLCOM on August 7, 2016, July 30, 2017 and May 27, 2018.

The special examination was administered to give the police officers subject for attrition due to non-promotion the chance to be promoted by acquiring the appropriate eligibility.

“As you take one step upward to the ladder of your rank, remember that this entails greater responsibility which the organization and the people are expecting from you," Cruz said in his message as he congratulated the newly promoted personnel.

RTWPB to hold minimum wage adjustment consultation in SurSur

TANDAG CITY, Surigao del Sur, Mar. 6 (PIA) - The Regional Tripartite Wages and Productivity Board (RTWPB) Caraga is set to conduct a public consultation on minimum wage adjustment for the private sector in Surigao del Sur this month.

Based on the information released by the Department of Labor and Employment (DOLE) Surigao del Sur Provincial office, the activity will be conducted in two separate events with the first activity to be held on March 12, 2019 at the Paper Country Inn, Mangagoy, Bislig City to be followed by a consulation in Tandag City on March 13, 2019.

The activity aims to determine whether or not an issuance of new wage order in Caraga region is deemed necessary at this present time.

All establishments owners or representatives as well as the workers, labor groups representatives are invited to join the said forum.

Opinions, positions, suggestions and recommendations regarding wages shall be solicited so that the board will be able to come-up with reasonable decision in fixing the minimum wages in the region. (With a report from DOLE/PIA Surigao del Sur)

PCOO intensifies campaign on gender-fair media in Caraga region

BUTUAN CITY, March 7 (PIA) - The Presidential Communications Operations Office (PCOO) has intensified its campaign on gender-fair media in the Caraga region.

During the conduct of PCOO caravan in the city, Assistant Secretary Ana Marie Rafael elaborated the significant and vital role of the media in promoting gender equality as well as women empowerment.

She emphasized that being gender-fair simply means recognizing that both women and men have stories to tell, and that impartiality also covers producing content that does not subject women to injustice.

Rafael further stressed that every person has the right to be treated with dignity.

“Men and women need to be portrayed as equal in the media, as they are in reality,” she said.

The official also gave several tips on how media could better present or describe individuals being involved in their stories to prevent them from committing discriminatory statements, which include in the advertisements.

She also presented to the participants especially those in the media industry, the Philippine Revised Gender-Fair Media Guidebook, to increase their knowledge and enhance their way of reporting.

She further expressed her hopes that the media could utilize well the said handbook, as they perform their daily job. (JPG/PIA-Caraga)

RGADC-13 intensifies info drive vs cancer to Caraga women

BUTUAN CITY, March 7 (PIA) - In time with the kick-off celebration of this year’s women’s month here, the Regional Gender and Development Committee (RGADC) Caraga intensifies the information awareness campaign against cancer disease which threatens women's health especially those aged 35 years old and above.

According to Commission on Human Rights (CHR) Caraga Regional Director lawyer Jerefe Tubigon-Bacang, RGADC chairperson, the recently conducted learning session on women’s health is a way to remind women to be sensitive and mindful of their health, in order to prevent them from acquiring diseases such as breast and cervical cancer.

“This is a very important step for women to be self-aware of their own body so that we can maintain our wellness, our health, otherwise we can also take steps in order to improve our health. Self-care is very important that’s why we begin our women’s month with women in health,” said Bacang.

Dr. Esther Tandog, a professor from one of the universities in Cabadbaran City, Agusan del Norte, who is also a cancer survivor, shared her positive outlook in life despite having breast cancer for the past four years, and she now continues to be an active advocate and an inspiration to all the women.

“I was diagnosed to have breast cancer but I would like to thank God for I had survived. The Lord has been good in my life in spite of the problems and pain that I had to go through. I came out victorious because I have God with me,” shared Tandog.

Also, Jail Senior Inspector Melba Balmori, GAD Focal Person of the Bureau of Jail Management and Penology (BJMP) Caraga, expressed strong support to holding this kind of activity, which could also help those women who are in jail or persons deprived of liberty.

Meanwhile, Bacang calls on to Caraganon women to maintain a positive disposition in life and believe in their capacities and competencies.

“We should be able to believe in ourselves that we can. Do not doubt your capacities and your competencies. Women can, so we make change work for women,” Bacang said. (JPG/PIA-Caraga)

BFAR-Caraga conducts fisheries management workshop

SURIGAO CITY, Surigao del Norte, March 7 -- The Bureau of Fisheries and Aquatic Resources (BFAR) - Caraga gathered the resource speakers and representatives from the local government units (LGUs) of coastal municipalities around Lake Mainit for the Ecosystem Approach to Fisheries Management (EAFM) Orientation and Planning Workshop held in Sta. Monica, Siargao Island.

Senior agriculturist Antonio Perral from the Surigao del Norte Provincial Agriculture Office and professor Reynald Gimena of Mindanao State University (MSU)-Marawi talked about the ecosystem and its approach in fisheries management.

Highlight during day one of the EAFM workshop was the illustration of the past and present condition of the fishery resources in Lake Mainit, as presented by representatives from the LGUs of the said municipalities.

The 3-day workshop, which ended on March 7, 2019, is in line with the bureau’s program to promote fisheries management, protection and conservation of marine and aquatic resources in Lake Mainit, which is the deepest and fourth largest lake in the Philippines. DA Caraga braces for El Niño

BUTUAN CITY, March 7 -- To ease the effects of the El Niño phenomenon in the region, the Department of Agriculture (DA) in Caraga has allocated buffer stocks to assist farmers who will be affected by the weather phenomenon.

For crop damage, various inputs have been prepared including 14,732 bags of rice certified seeds worth Php22,392,640.

Also available are 4,756 bags of corn seeds worth Php6,964,000, and 785 kilograms of assorted vegetables worth Php7,800,000.

On the other hand, drugs and biologics will also be available for the livestock sector.

Replacement animals are also on hand at the animal production centers in the region.

Climate outlook for the region expects a near to below normal rainfall condition in the first planting season of Caraga.

LGU-Esperanza, DOLE grant P450K livelihood assistance to beneficiaries

BUTUAN CITY, March 7 -- The local government unit (LGU) of Esperanza, Agusan del Sur, in partnership with the Department of Labor and Employment (DOLE) -Agusan del Sur Provincial Office, has recently released a P451,400 worth of livelihood assistance to Langcuasan Rural Improvement Club Association for the bakery business.

“Isang malaking tulong na naman ang livelihood assistance na ito para sa ating mga beneficiaries. Maraming salamat sa DOLE sa walang sawang suporta sa mga group of organization ng LGU-Esperanza. Sana’y alagaan at palaguin ito ng asosasyon dahil bihira lamang ang mabigyan ng ganitong pagkakataon” she mentioned. (This is another great big help to the beneficiaries. I thanked DOLE for the continued support to the local groups. I also hoped for your association to best utilize the amount for its intended purpose and make it grow),” said Esperanza municipal mayor Leonida P. Manpatilan.

Genalyn Genita, the association president, expressed her gratitude in behalf of the other members of the group , during the turnover of check at the LGU-Esperanza Mayor’s Office, for the opportunity given to them that paved the way of achieving their dream of benefitting such livelihood assistance.

“Hindi lamang sa pagsasaka iikot ang aming mga buhay dahil magagamit na rin namin ang mga training na aming nasalihan sa DTI lalong-lalo na sa pagluluto at pagbe-bake. Kami nangangako na alagaan at palalakihin namin ang bakery para makapag employ rin kami at magbigay ng trabaho. (Our lives now will not only revolve in farming because we can now apply the skills in cooking and baking that we learned from the trainings by Department of Trade (DTI). We promise to make our business grow so we can also help others by getting employed in our bakery),” Genita said.

She added that it would not be realized without the help of DOLE-Ausan del Sur, from crafting the proposal to completing the requirements.

With the partnership of LGU-Esperanza and DOLE-Agusan del Norte, the association can already take a big step towards its mission for rural improvement. RGADC Caraga pinaalalahanan ang mga kababaihan laban sa sakit na cancer

LUNGSOD NG BUTUAN, Marso 7 (PIA) - Kasabay sa pagbubukas ng selebrasyon ng buwan ng mga kababaihan sa lungsod ng Butuan, pinalawig din ng Regional Gender and Development Committee (RGADC) sa rehiyon ang kaalaman sa sakit na cancer na kadalasan ay banta sa mga kababaihan lalo na sa mga nasa edad 35 taon pataas.

Ayon kay Commission on Human Rights (CHR) Caraga Regional Director Atty. Jerefe Tubigon-Bacang, chairperson ng RGADC Caraga, ang isinagawang learning session on women’s health ay isang hakbang upang maging mas sensitibo ang mga kababaihan sa estado ng kanilang kalusugan para maiwasan ang mga sakit na tulad ng breast at cervical cancer.

Dagdag pa ni Bacang, mahalagang malaman ng mga kababaihan ang sanhi at sintomas ng breast at cervical cancer upang maiwasan o mabigyang-lunas agad ito.

Si Dr. Esther Tandog, professor ng isang unibersidad sa lungsod ng Cabadbaran, Agusan del Norte na isa ring cancer survivor, ay nagbahagi ng kanyang positibong pananaw sa buhay bagamat apat na taon din niyang hinarap ang sakit na breast cancer, at ngayon ay patuloy na nagbibigay inspirasyon sa lahat ng kababaihan.

Nagbahagi rin ng suporta si Jail Senior Inspector Melba Balmori, GAD Focal Person ng Bureau of Jail Management and Penology (BJMP) Caraga, sa kanyang suporta sa adbokasiyang ito at makatutulong din anya ang ganitong aktibidad lalo na sa mga kababaihang nasa loob ng piitan. (JPG/PIA-Caraga)

All set for 6th Women’s Congress in Tandag City

TANDAG CITY, Surigao del Sur, March 11 (PIA) - The city government of Tandag thru the City Social Welfare and Development Office (CSWDO) and Local Council for Women (LCW) is all set for the 6th Women’s Congress on March 15, 2019 with the theme “We Make Change Work For Women” at the city gymnasium here.

According to CSWDO chief Tessie Buniel, the activity is one of the highlights of this year's women's month celebration in the city.

During the event, Buniel said the new set of LCW officers will also take their oath.

"This is an indication that women are active contributors and partners for the development of the community," she added.

The congress also features several services, which will be offered to the participating women such as free live birth registration; legal advice; dental and medical consultation and check-up; beauty tips, free massage, haircut, manicure and pedicure from the Technical Education and Skills Development Authority.

The City Health Office will also offer free pap smear from March 25 to 29 at the City Health Office.

Other activities for this month include Women’s Forum on March  16 to 22 and the Search for Misis ng Tandag City 2019 on March 29. (PIA Surigao del Sur)

TESDA to conduct skills enhancement training to former rebels

BUTUAN CITY, March 11 - In response to the call of the national government to help and empower the former rebels (FRs), the provincial office of the Technical Education and Skills Development Authority (TESDA) in Surigao del Sur is set to conduct a skills enhancement training.

In an interview with the local media here, TESDA-Surigao del Sur Provincial Director Rey M. Cueva said around 45 FRs who are under the area of responsibility of 36th Infantry “Valor” Battalion will undergo skills training program.

As a take-off point of TESDA’s intervention program, Dir. Cueva said that last February 21, 2019, an educational tour was conducted in different Technical Vocational Education and Training (TVET) institutions in the province participated by the said FRs to “primarily to expose them to the different training programs that TESDA is conducting,” Cueva said.

He also pointed out that during that time, two farm schools and one training center offering Heavy Equipment Operation were identified to be the site of the tour.

“This was conducted so that they will have a birds-eye view on what TESDA has been doing to transform the workforce by means of skills training,” he said.

During the tour, Cueva said, owners of the farm schools convinced the participants to undergo trainings pertaining to agriculture, noting that “that there is money in agriculture."

On March 8, Cueva stressed that a forum will be conducted with the 45 FRs to finalize the skills training that they want to take up and will be given scholarship slots and the forum will serve as a venue for TESDA and other partners and stakeholders both in the private and public sectors to solicit issues and concerns of FRs, as well as, look for strategies that will address the said issues and concerns.

Meanwhile, while waiting for the scholarship slots to take effect, he said they encouraged the FRs to undergo training on small engine operation so that they will not remain idle.

Aside from the training, the official said the trainees will be provided with an initial supplies, tools and other equipment for them to start a mini-spare parts store.

Further, training in basic welding will also be conducted.

“In this way, the group will have income,” Dir. Cueva said.

TESDA Caraga partners with construction sector for 'Build, Build, Build' program

BUTUAN CITY, March 11– Heeding the call of President Rodrigo Duterte to implement the “Build, Build, Build” program, the regional office of the Technical Education and Skills Development Authority (TESDA) in Caraga has partnered with the construction sector, both private and public.

In today’s regular meeting of the Regional Technical Education and Skills Development Committee (RTESDC) held in one of the local hotels here, TESDA-Caraga Regional Director Florencio F. Sunico, Jr. said the Department of Public Works and Highways (DPWH)-Caraga Region through the leadership of Regional Director Pol M. Delos Santos and some contractors in Caraga Region have convened to discuss issues and concerns pertaining to the implementation of the “Build, Build, Build” program of the Duterte administration.

Sunico also said this undertaking is in accordance with the directives of TESDA Director-General Isidro S. Lapeña to give focus on strategizing the implementation of the said program in every region in the country.

The official said one way of doing this is to increase the infrastructure – trainers, assessors, program for construction.

“What we are doing now is to get the analysis the demand and supply related to construction, determine the gaps, and identify what are the strategies to be made,” Sunico said.

He also said that because of the developments, the RTESDC in Caraga has invited the construction sector in the region – the DPWH-Caraga with the agency’s District Engineers and Department of Labor and Employment (DOLE)-Caraga representing the public sector, and some private contractors in different provinces and cities of the region.

Sunico is hoping that the conduct of the activity will lead to a very good strategy to address some of the needs in construction specifically in the issues of manpower shortage, responding to the demands of human resources to finish the “Build, Build, Build” project of the government.

The official further elaborated that action plans will be made between DPWH, DOLE, Contractors, and TESDA to address the gaps in terms of skills that we can employ in the program particularly graduates and job requirements.

"If there are requirements that were not addressed now, we can come up with strategies, " Sunico said stressing that the directive of Secretary Lapeña is to increase the capacity of trainings, assessors and programs.

To address the lack of manpower in the construction sector nationwide,  Lapeña and DPWH Sec. Marc Villar will meet to discuss what needs to be done what needs to be improved, he said.

It can be recalled that last month, Pres. Duterte lamented that lack of Filipino skilled workers in the construction sector may compromise the “Build, Build, Build” program of the national government because more skilled workers have preferred to work abroad than working here in the country. Effects of El Niño felt by Caraganons

BUTUAN CITY, March 12 (PIA) -- With the reduced amount of rainfall over most areas in Caraga region, adverse effects of the El Niño phenomenon are now gradually felt by Caraganons.

Daryl Luminarias, a farm administrator from barangay Mahay in this city, is worried about how this climate pattern could cause damage to more than twenty hectares of land that his family cultivated for rice and crop production.

According to him, there is a certain decline in their rice harvest due to insufficient supply of water.

Luminarias is calling for help from the government, particularly to the National Irrigation Administration or NIA Caraga, for the installation of an irrigation system in their vicinity.

“I hope the NIA could help the farmers here in our locality because the government’s irrigation project has not yet reached in our farms at present,” he said.

Meanwhile, the government agencies concerned have already taken measures and set preparations that they would have to implement to counter the adverse effects of El Niño especially to the farmers.

Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has initially warned of drought and dry spell conditions in four Caraga provinces from march to may as normal rainfall level is expected to reduce by 60 percent.

Melody Guimary, agricultural center chief of the Department of Agriculture (DA) Caraga, said the agency is ready address the concern of farmers who will be affected by the El Niño.

He said, their agricultural program coordinating offices are also currently verifying the reports about the droughts and dry spell being experienced in several locations in the region.

“We are always preparing ‘agrivisory’ that is to inform the local government units (LGUs) and also the farmers relative to the impact of El Niño. For this year, we are preparing about P58 million as our budget for calamities, and that includes our interventions for unfavorable results of El Nino,” said Guimary.

According to Surigao del Sur provincial agriculturist Marcos Quico, that though there is no direct effect yet of El Niño in their province, they are bracing themselves and have carried out preparations.

Ruth Maisog, assistant city agriculturist of Butuan City, also said that with the help of DA-Caraga, a water pump and engine set were provided to the Sto. Niño farmers association in barangay Banza after they sought assistance to save their rice fields.

Caraga women sector proposes agenda for winning candidates of 2019 polls

BUTUAN CITY, March 12 (PIA) -- The participating women sector convened recently during the Women’s Forum and discussed political agenda that they wanted the officials and legislators, especially the winning candidates of this year’s Midterm Elections, to give priority and due attention in order to address the issues and concerns of the women sector in the region.

Lawyer Jerefe Tubigon-Bacang, Commission on Human Rights (CHR)-13 regional director and Regional Gender and Development Committee (RGADC) Caraga chairperson, led the Women's Forum dubbed "Panawagan sa Halalan: Agenda ng mga Kababaihan" held in Butuan City.

She said the activity enables the women sector to lobby their concerns and bring up political agenda that could address the welfare of the sector.

“All of these will be consolidated and will be submitted to CHR, as well as to running candidates so they will be informed and would include in their platform of government so as to address the issues and concerns of the women in the society,” said Bacang.

The participants have come up with several political agenda that they wanted the 2019 candidates to give attention and these include the following: 1) establishment of Crisis Center for Women; 2) medico legal assistance to assist abused women; 3) additional spacious custodial facility to better address women deprived of liberty at the city/provincial jails; 4) easy procedure for annulment; and 5) Health insurance for women; 6) enhance facility for women victims of illegal drugs; 7) technical job opportunities for women; 8) additional 40-min lactation time for women and a room for them in the offices; and 9) extensive livelihood for the women, among others.

Meanwhile, Sharlene Cueva, tourism operations officer of the Department of Tourism (DOT), elaborated the significance of joining the Women’s Forum as an avenue where women could discuss different societal issues and provide recommendations on how these could be addressed by the officials and legislators.

“Women contribute a lot to nation-building, thus, their voices should also be heard especially when they only want what is due for the sector. 172 SurSur farmers receive CLOA from DAR

TANDAG CITY, Surigao del Sur, March 12 (PIA)– A total of 172 agrarian reform beneficiaries (ARBs) received on Thursday the certificate of land ownership award (CLOA) from the Department of Agrarian Reform (DAR) held at the Surigao del Sur State University Gymnasium in Barangay Rosario, this city.

DAR Undersecretary lawyer Karlo Bello and Undersecretary Emily Padilla led the distribution of 291.401 hectares of land to the beneficiaries.

According to Myra Yu, Provincial Agrarian Reform Office Information Officer, the recipients are coming from the province's eight municipalities and one city.

Of the 291.401 hectares distributed, seven ARBs from Marihatag are recipients of 6.7111 hectares; 19 Barobo ARBs with 35.3884 hectares; nine Lianga ARBs with 18.1902 hectares; 38 Hinatuan ARBs with 76.4180 hectares; 35 San Miguel ARBs with 45.6971 hectares; 22 Tagbina ARBs with 40.8775 hectares; six Cagwait ARBs  with 9.96320 hectares; 31 Tago ARBs with 56.8505 hectares; and five ARBs from Tandag City were awarded with a total of 1.3805 hectares. Sektor ng kababaihan may mga hiling para sa mga kandidato ngayong halalan

LUNGSOD NG BUTUAN, Marso 12 (PIA) - Hiniling ng sektor ng kababaihan sa Caraga region na pagtuunan pansin din ng mga mananalong kandidato ngayong eleksyon ang kapakanan ng mga kababaihan.

Inihayag ito sa isinagawang Women’s Forum dito sa lungsod ng Butuan.

Ayon kay Sharlene Cueva, tourism operations officer ng Department of Tourism (DOT) Caraga, isa mga kababaihang kalahok sa nasabing forum, sana isama ng mga kandidato sa kanilang mga isinusulong ang pagtatatag ng Crisis Center para sa mga kababaihan; pagbibigay tulong-mediko legal para sa mga naabusong kababaihan; maluwag na custodial facility para sa mga kababaihang nasa piitan; mas madaling pagproseso ng annulment; pagtatatag ng health insurance para sa sektor; pagtatayo ng pasilidad na makatutulong sa mga kababaihang biktima ng ilegal na droga; magandang trabaho at pangkabuhayan; at maging ang pagbigay ng dagdag na oras sa break time para sa mga lactating mothers na nagtratrabaho sa opisina.

Ayon naman kay Regional Gender and Development Committee (RGADC) chairperson at Commision on Human Rights (CHR) Caraga regional director Atty. Jerefe Tubigon-Bacang, mas nagiging aktibo na ang mga kababaihan sa ibat-ibang usapin ng rehiyon partikular na sa politika.

Malaking tulong din ang pagsasagawa ng forum tulad nito para marinig ang boses ng mga kababaihan at bigyan ng pagkakataong maihayag ang kanilang mga suhestiyon kung papaano mas mapaunlad pa ang sektor.

Dagdag pa ni Bacang, tutulong ang RGADC sa paglobby o pagpresenta ng mga napag-usapang adyenda ng mga kababaihan sa mga tumatakbong kandidato upang maisali rin sa kanilang plataporma.

Epekto ng El Niño unti-unti ng nararanasan ng mga Caraganon

LUNGSOD NG BUTUAN, Marso12 (PIA) - Dahil sa paminsan-minsang na lamang na pag-ulan sa ibat-ibang parte ng Caraga region, unti-unti ng naranasan ng mga Caraganon ang epekto ng El Niño.

Isa na ang pamilya ni Daryl Luminarias, isang magsasaka sa Barangay Mahay, Butuan City sa mga umaaray sa epekto ng El Niño sa kanilang lugar.

Ayon sa kanya, apektado na ang nasa mahigit 20 ektaryang sakahan ng kanilang pamilya.

Dagdag pa niya, bumaba na ang produksyon ng palay ngayon  dahil sa kakulangan ng tubig.

Dahil dito nananawagan sya sa National Irrigation Administration (NIA) Caraga na sila ay tulungan.

“Sana matulungan din kami ng NIA dito sa aming lugar, dahil sa ngayon ay hindi pa umaabot dito ang proyektong patubig ng NIA para sa aming sakahan,” pahayag ni Luminarias.

Nakahanda namang tugunan ng mga ahensya ng pamahalaan dito sa rehiyon ng Caraga ang anumang epektong dulot ng El Niño partikular na sa mga magsasaka.

Una nang nagpalabas ng abiso ang PAGASA na kabilang ang Caraga sa mga rehiyon ng Mindanao na may 60 porsyento ng pagbaba ng tiyansa ng pag-ulan mula Marso hanggang sa Abril bunsod na rin ng El Niño.

Binigyang-diin ni Melody Guimary, agricultural center chief ng Department of Agriculture (DA) Caraga, na handa ang kanilang ahensiya na tumugon sa anumang pangangailangan ng mga magsasakang maaapektuhan ng tagtuyot.

May report na rin silang natanggap mula sa ilang magsasaka ng ibat-ibang bayan na nakararanas ng pagkatuyo ng kanilang sakahan.

Kasalukuyang sinusuri na ito ng kanilang mga tauhan mula sa agricultural program coordinating offices ng kanilang ahensya.

Nakikita rin nila ang posibilidad na maapektuhan din ang malalaking ektarya ng sakahan sa probinsya ng Agusan del Sur at Surigao del Sur.

Ayon kay Surigao del Sur provincial agriculturist Marcos Quico, bagamat wala pang direktang epekto sa ngayon ang El Niño sa kanilang probinsya ay ipinaghahandaan na nila ang posibleng dulot nito.

Sinabi naman ni Ruth Maisog, assistant city agriculturist sa lungsod ng Butuan, na sa tulong ng DA Caraga, agad din nilang nabigyan ng isang unit ng water pump at engine set ang Sto. Niño Farmers Association sa Barangay Banza matapos itong humingi ng tulong upang magamit ito sa patubig at maisalba ang kanilang sakahang palay.

Hinimok din ng opisyal ang mga maaapektuhang magsasaka na ihanda ang mga kinakailangang dokumento upang mapabilis ang pagproseso ng anumang tulong para sa kanilang sektor mula sa gobyerno. (JPG/PIA-Caraga)

TESDA-Surigao del Norte holds TVET conference

SURIGAO CITY, Surigao del Norte, Mar. 13 -- The Technical Education and Skills Development Authority (TESDA) Surigao del Norte Provincial Office, in partnership with Surigao del Norte Association of TVET Institutions, Inc. (SATVII), organized a Provincial Technical Vocational Education and Training (TVET) Conference on March 5, 2018 held at the Livelihood Training and Productivity Center (LTPC), this city.

The participants were from TESDA schools in the province of Surigao del Norte including the assessment center managers, processing officers, and competency assessors of the different qualifications.

Allan S. Millan, OIC-provincial director of TESDA-Surigao del Norte welcomed the participants and emphasized in his message the agency’s “TESDA Abot Lahat” slogan where it is geared at expanding and strengthening its mandates, programs and services.

Also, supervising TESD specialist Buenafe G. Enaya presented the rationale of the activity to guide and make the participants aware about the content of the conference. She relayed the status of the implementation of the Universal Access to Quality Tertiary Education Act (UAQTEA).

Meanwhile, senior TESD specialist Joselito C. Ecoben talks about the TVET situation in Surigao del Norte. He enumerated the current registered programs in the province and the requirements for those who are planning to register new programs.

The financial status for the scholarship in the province and the funds utilization rate were also relayed by administrative officer Maureen Luannce C. Litang.

Moreover, TESDA specialist James A. Tabada talked about the competency assessment and certification. He discussed the competency assessment procedures to refresh the understanding of the assessors.

The participating assessors recited anew the ‘Assessors Credo’ as a sign of commitment to continue the quality of service they will be giving to the clients.

Meanwhile, TESDA Caraga regional director Florencio F. Sunico, Jr. also explained the concept of ‘Industry 4.0’ and its effect to the TVET situation in the Philippines. He elaborated the mission, vision and mandates of TESDA as a leading partner in the development of the Filipino workforce.

Sunico also led the distribution of the PQF Level 5: Diploma Programs to the Higher Education Institutions that have complied with the requirements to offer three-year programs of TESDA.

TESDA Caraga launches skills, livelihood programs for FRs

BUTUAN CITY, March 13 – Following the pronouncement made by Technical Education and Skills Development Authority (TESDA)-Surigao del Sur Provincial Director Rey M. Cueva on the agency’s intervention program for former rebels (FRs), the agency on Friday launched the skills training and livelihood programs in Brgy. Tina, San Miguel, Surigao del Sur.

According to TESDA-Caraga Regional Director Florencio F. Sunico, Jr., the activity primarily aimed to empower FRs through skills training and livelihood.

“After the training, they will now have an access to employment since they have already acquired specific skills which is needed in skilled works,” Sunico said.

Sunico also pointed out that the activity is aimed at reintegrating and mainstreaming of FRs where they will be provided with livelihood opportunities because after the training, some of them will be receiving toolkits enough to start a small business.

Participated in by 58 FRs from the municipalities of San Miguel and Lanuza in Surigao del Sur, the program is initiated by the 36th Infantry Battalion, Provincial Government Office of Surigao del Sur, Congressional Office - 1st District, TESDA with partner agencies such as the Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), and Local Government Unit of San Miguel.

The training of FRs is part of the program of Sec. Lapeña to provide intervention to FRs and provide post training and livelihood facilitation to all graduates, including those from the marginalized sector.

PUV modernization program roadshow set in Butuan City

BUTUAN CITY, Mar. 14 (PIA) - To further inform the public about the Public Utility Vehicle Modernization Program’s (PUVMP’s) effects and benefits, the Land Transportation Franchising and Regulatory Board (LTFRB) – Caraga is set to conduct here a PUVMP Roadshow on March 16, 2019 at the Agusan del Norte Capitol Covered Court, Capitol Compound.

This event will gather transport operators and drivers from different areas in the region to keep them aware of the PUVMP policies and the various trainings and social support programs that will be available for them.

Representatives from the Development Bank of the Philippines (DBP) and Landbank were invited to talk about the government’s financial assistance under the PUVMP.

The manufacturers and dealers of modern vehicles and the required safety and security gadgets will also showcase their products.

The PUVMP is a a large-scale transformational plan and flagship program under the Duterte administration that envisions a restructured, modern, well-managed and environmentally sustainable transport sector where drivers and operators have stable, sufficient and dignified livelihoods while commuters get to their destinations quickly, safely and comfortably. RGADC recognizes outstanding women during Int'l Women's Day celebration

BUTUAN CITY, Mar. 14 (PIA) -- In time with the International Women's Day celebration, the Regional Gender and Development Committee (RGADC) Caraga recognized outstanding women from various government agencies in the region, held recently at the Grand Palace Hotel, this city.

Wearing their purple shirts to show support to this year's Women's Month celebration, the women and men from government agencies, private sector, civil society organizations and non-government organizations convened and filled the whole convention hall as they witnessed and listened to the guests speakers of said activity, as well as the awarding of outstanding women of different fields in the region.

The Department of Trade and Industry (DTI) Caraga awarded five successful women entrepreneurs, namely Luxmi Auxilio, general manager of Baug CARP Beneficiaries Multipurpose Cooperative in Magalanes, Agusan del Norte; Ervian Ramoso Sotis, proprietor of Ermies Food Products in Loreto, Agusan del Sur; Rosanna Jose-Lisbos, proprietor of Lisbos Merchandise in Bacuag, Surigao del Norte; Hazel Pasok, proprietor who manages three different business in Tandag, Surigao del Sur; and Carmelita Rubia, proprietor of Nova Turmeric in San Jose, Dinagat Islands.

Lilibeth Arce of Surigao City was also recognized as outstanding rural woman 2018 by the Department of Agriculture (DA) Caraga, along with Dir. Dominga Mallonga, regional director of the Department of Science and Technology (DOST) and Nena Importanante of Home Development and Mutual Fund (HDMF) as outstanding performing women.

The women GAD focal retirees were also recognized and received their plaques, namely Isabelita Ocampo of DA; Dr. Iglesia Toldo of the Department of Education (DepEd); Sally Joy Bungabong of the Cooperative Development Authority (CDA); and Josephine Magdula of the Department of Health (DOH).

In her message, lawyer Jerefe Tubigon-Bacang, CHR-13 regional director and RGADC chairperson, congratulated all the awardees and encouraged them to inspire more women to excel in their chosen fields and be able to contribute to women empowerment efforts of the government.

Bacang also emphasized the promotion of gender equality in all aspects of life. She also lauded the participating men who have become very supportive to the welfare of the women sector, and active advocates on the campaign against any form of violence against women.

She further reiterated the significance of self-care among women in order to prevent different common diseases such as breast and cervical cancer.
Meanwhile, Concepcion Asis, vice chairperson RGADC, said the country celebrates Women's Month every year because people believe in what women do in the society and in nation-building. She stressed that women continue to do harder and better, as they continue to inspire others.

Pag-IBIG Fund releases P47B in MP loans; 2.3M members assisted

BUTUAN CITY, March 19 - Pag-IBIG Fund released P46.96 billion in multi-purpose loans (MPL) last year, the highest ever released in a single year, and posting a growth of P1.58 billion or four percent higher than the amount released in 2017.

The amount assisted 2,268,715 members with their immediate financial needs, which is 11 percent higher than in 2017.

“Pag-IBIG Fund’s performance in 2018 is outstanding. One of our record-breaking feats is the amount we disbursed as multi-purpose loans which many of our members rely on.

The amount of cash loans and the number of borrowers have been steadily increasing since 2016 because more and more members are turning to Pag-IBIG Fund for their financial needs. And we intend to help more members in 2019 as we continue to heed the call of President Rodrigo Roa Duterte to provide social services to more Filipinos,” said Secretary Eduardo D. del Rosario, who heads both the Housing and Urban Development Coordinating Council (HUDCC) and the Pag-IBIG Fund Board of Trustees.

Pag-IBIG Fund also released P2.28 million in calamity loans (CL) to 160,203 members for them to recover from the effects of calamities in their area.

In total, the Pag-IBIG Fund released P49.23 billion under the MPL and CL programs that benefitted the 2,428,918 borrowers in 2018.

“In Pag-IBIG Fund, we always find ways to serve our members better. So in 2018, despite our transition to a new system, our MPL program was able to assist nearly 2.3 million members with their immediate financial needs. This year, we expect to process loans faster with this new system. AgNor PPOC immersion set

BUTUAN CITY, March 19 (PIA)– To fully serve communities in insurgency-influenced barangays in the province of Agusan del Norte, the Provincial Peace and Order Council Oversight and Advisory Committee (ADNOAC) of Agusan del Norte is set to conduct a one-day PPOC Immersion on March 28, 2019 in Barangay Tagmamarkay, Tubay, Agusan del Norte.


The event will bring services from different government agencies and private groups to the residents of the four barangays of Tubay, to include residents of barangays Tagmamarkay, Sta. Ana, Doña Telesfora, and Doña Rosario.

Residents of the four barangays including the Indigenous Peoples, Persons With Disabilities, pregnant women and children will benefit services from the Department of Health, Department of Agriculture-Provincial Agriculturist Office, Technical Education and Skills Development Authority, Provincial Health Office, Department of Agrarian Reform-Provincial Agrarian Reform Office, Department of Environment and Natural Resources-Provincial Environment and Natural Resources Office, National Commission on Indigenous Peoples, Provincial Social Welfare and Development, Philippine Red Cross, Department of Labor and Employment, Provincial Disaster Risk Reduction and Management Council, and Department of Justice-Public Attorney’s Office.

Other offices that will also give their services are the Armed Forces of the Philippines, Philippine National Police, Department of Education, Philippine health Insurance Corporation, Philippine Statistics Authority, Land Transportation Office and other private groups.

Expected services during activity will include free medical and dental, vaccination, massage, haircut, legal counseling and many others.

Also, food packs will be given to the indigenous people and other residents. Contraceptives will be provided to couples; buntis kits to pregnant women; seedlings to farmers; and fingerlings to fishermen.

A skills training and demo and lectures on illegal recruitment and trafficking will also take part of the event.

PRO13 tops nationwide crime solution efficiency

BUTUAN CITY, March 19 - Police Regional Office (PRO) 13 has maintained its number one spot in the Crime Solution Efficiency (CSE) for the month of January and February 2019.

According to Senior Supt. James Goforth, Chief of the Regional Investigation and Detective Management Division, PRO13 packed a rating of 89.32% followed by the National Capital Region Police Office with 88.32% as second and Police Regional Office II with 86.99% as third.

In the first two months of 2019, the total crime volume in the region reached 1,359 comprised of 236 index crimes and 1,034 non-index crimes.

Out of 1,359 crime volume, 1,187 crime incidents were solved by the police units.

Chief Supt. Gilberto DC Cruz, PRO13 Director, thanked the community, other law enforcement agencies and all stakeholders that contributed in the crime solving efforts of the police force.

Caraga transport operators, drivers nagbigay suporta sa modernization program ng gobyerno

LUNGSOD NG BUTUAN, Marso 20 (PIA) - Maagang nagsidatingan ang mga transport operators at drivers ng pampublikong sasakyan mula sa ibat-ibang probinsya ng Caraga region bilang suporta sa isinagawang Public Utility Vehicle Modernization Program (PUVMP) Roadshow sa pangunguna ng Land Transportation Franchising and Regulatory Board (LTFRB) sa ilalim ng Department of Transportation (DoTr) Caraga dito sa lungsod ng Butuan.

Isa si Jose Evagelous Lawenko, chairman ng Diamond Transport Service Cooperative (DATSCO), sa mga nagbahagi ng kanilang positibong reaksyon at suporta sa inisyatibong ito ng pamahalaan ayon na rin sa mandato ni President Rodrigo Duterte.

“Noon ayaw namin pero ngayon na-realize ko may 105 na ako na unit na coming at saka nakita ko na thousands yung maibigay namin na trabaho kaya ito pala yung plano ng government talagang the best para sa akin. Ngayon may 45 units na kami sa Siargao, dito naman 60 units tapos marami na kaming aplikante, maraming matutulungan. At saka wala namang kahit pisong involved yung sa modernization kasi yung bank naman ang gagasto – yung LandBank, DBP kaya walang involved na pera. Kaya bakit aayaw tayo sa modernization? Bibigyan ang isang cooperative ng business na multi-million na capital, kaya sobra talaga, masaya kami sa modernization,” sabi ni Lawenko.

Binigyang-diin naman ni Kristina Cassion, regional spokesperson ng DoTr Caraga, na mahalagang mas maintindihang mabuti ng mga transport operators at cooperatives ang magandang benepisyong maibibigay ng modernization program ng pamahalaan sa kanilang sektor.

“Gusto kasi natin na sabay-sabay tayo towards to modernization. Hindi yung may mapag-iwanan na individual operators, hindi sila nakasali sa mga cooperatives, hindi nila alam kung paano mag-modernize kaya naisipan natin na maglunsad ng ganitong aktibidad para magkaroon sila ng malalim na kaalaman kung ano ba itong modernization program ng national government,” paliwanag ni Cassion.

RGADC Caraga kinilala ang mga nangungunang kababaihan sa ibat-ibang larangan

LUNGSOD NG BUTUAN, Marso 20 (PIA) - Bilang pagkilala sa galing ng mga kababaihan sa ibat-ibang larangan, kinilala ng Regional Gender and Development Committee (RGADC) Caraga ang mga kababaihang nangunguna sa kanilang paganap sa ibat-ibang tungkulin.

Kasabay ito ng selebrasyon ng International Women’s Day, kung saan nagtipon-tipon ang mga empleyado ng ibat-ibang ahensya ng pamahalaan, representante mula sa civil society organizations, non-government organizations at media sa lungsod ng Butuan.

Pinarangalan din ng RGADC Caraga ang ilang women retirees na aktibong GAD advocates. Kabilang dito si Sally Joy Bungabong na mag-15 taon na sa government service at kasalukuyang empleyado ng Cooperative Development Authority (CDA) Caraga, at mula pa noon ay aktibo nang nakikilahok sa mga aktibidad ng RGADC sa kampanya at mga adbokasiya ng kababaihan.

Binigyang diin naman ni RGADC chair at Commission on Human Rights (CHR) Caraga regional director Atty. Jerefe Tubigon-Bacang na mahalaga ang ginagampanang tungkulin ng mga kababaihan sa lipunan at nararapat lang din na kilalanin ang kanilang mga nagawa at naabot nito sa ibat-ibang larangan. Patuloy silang maging inspirasyon sa ibang mga babae na magpursige at umunlad.

Pinasalamatan din ni Bacang ang mga kalalakihan na sumusuporta sa ibat-ibang aktibidad at adbokasiya ng mga kababaihan na makauunlad sa sektor.

AgNor PDRRMC conducts trainings for disaster preparedness, response

BUTUAN CITY, March 21 (PIA)– With the aim to prepare and assist Agusanons before and during disasters that might strike the province, series of trainings on disaster preparedness and response have been set by the provincial government of Agusan del Norte for the month of April this year.

According to Erma Suyo, Provincial Disaster Risk Reduction and Management (PDRRM) officer, the PDRRM office in partnership with the Office of Civil Defense Caraga will hold a three-day Emergency Operations Center (EOC) training on April 3 to 6. 

Suyo said EOC is one of the disaster response tools that coordinate the actions of different groups by blending their complex organizational structures, its staff to manage information, and mobilize resources in anticipation of and/or to support incident operations.

Also, on April 8 to 10 a three-day Training of Trainers (ToT) on Camp Coordination and Camp Management (CCCM) will be conducted.

The CCCM is aimed to provide life preservation and meet the basic subsistence needs of affected population in the province of Agusan del Norte based on acceptable standards during or immediately after a disaster, she said.

Cantilan all set for 6th Nat’l Surfing Competition

CANTILAN, Surigao del Sur, March 21 (PIA)– The local government unit of Cantilan this province is all set for the 6th Cantilan National Surfing Competition on March 22-24, 2019 in Cantilan town.
 
The second-class municipality headed by Mayor Philip Pichay will host the event supported by Governor Manuel Alameda Sr.

The activity aims to make Cantilan as one of the best surf sites in the province as well as in the Philippines.

The registration for each participant is Php500.00, with the following inclusion: event shirt, welcome dinner and victory party dinner.
The event has two open categories to compete: the Short-board; and the Long-board with a grand prize of Php10,000.00 and Php7,000.00, respectively.

Online registration will be accepted via email at cantilansurf@gmail.com.

The participants are requested to state the complete name and category they wanted to belong to in the competition and wait for the reply from the organizers for the details of the payment.

The organizers also encourage all participants to bring their own tents or hammocks, including their own tumblers.

DOST Caraga chief to scholars: We need you for industry 4.0

BUTUAN CITY, March 21 - “We need to strengthen our human resource in science and technology now that we are moving towards the 4th industrial revolution,” Department of Science and Technology- Caraga Regional Director Dominga Mallonga said.

Mallonga spoke with pride before the 16 new Junior Level Science Scholarship program (JLSS) 2018 qualifiers with their parents from Agusan del Norte during the Orientation and Scholarship Signing at Watergate Hotel, Butuan City on February 28 . 

“We need more engineers and researchers, especially in agroforestry and mining industry. We need your help in government initiative to promote manufacturing and digital convergence among academe, industry, businesses and other processes,” she said.

She highlighted that the Science Education Institute (DOST-SEI) is in full support to talented and deserving students who would like to pursue Science and Technology courses and careers.

Mallonga is hoping to expand the reach of DOST scholarship programs in the region.

“We also have the DOST S4CP or Science for Change Program which can help regions in capacity-building and industry competitiveness,” she added.

S4CP is a DOST effort in accelerating Science, Technology, and Innovation in the country thru massive investment in human resource development and R&D.

Jerome T. Remadar, a new JLSS scholar and third year BS in Geodetic Engineering student from Caraga State University (CSU), said that he felt the need for more scientists and engineers in the region.

“I like working with hazard maps. I even want to work with Geo-safer Mindanao after graduation. In that way, I could also help with disaster preparedness in communities. The scholarship is a big help for me to reach that dream,” said Remadar in an interview.

Geo-safer Mindanao is a DOST-funded project in CSU for geo-informatics.

In Caraga region, a total of 43 out of 90 applicants who took the exam last October, 2018 qualified for JLSS.

Aside from the qualifiers from Agusan del Norte, there are 15 qualifiers from Agusan del Sur, eight from Surigao del Norte and four from Surigao del Sur who signed the Scholarship Agreement with their parents and were also oriented with the scholarship policies.

Scholars will avail privileges such as book allowance, transportation, graduation clothing, monthly living allowance, group health and accident insurance, and fund for other school fees.

Stakeholders commit to improve Butuan creek

BUTUAN CITY, March 25 (PIA)– In celebration of the World Water Day (WWD), employees from different government and private sectors and volunteers have participated this year’s celebration through a clean-up drive and beautification of the Ambangan Creek at Barangay Libertad, here facilitated by the Environmental Management Bureau (EMB) with the Department of Environment and Natural Resources (DENR) Caraga region.

Prior to the clean-up activity, the EMB Caraga with DENR Caraga led the Memorandum of Agreement (MOA) signing of the Multi-Stakeholders Adoption of Ambangan Creek held at FSUU Morelos Campus gym.

In addition to the existing partnership of EMB Caraga with Equiparco under the Adopt-an-Estero/Water Body Program (AEWBP), five stakeholders , namely Phil. National Police- Regional Police Office, Father Saturnino Urios University, Libertad National High School, Brgy. Libertad and Brgy. Ambago, committed to improve the situation of Ambangan Creek.

According to Engr. Renato C. Tacubao, chief of the Environmental Monitoring Enforcement Division of EMB Caraga, 51 water bodies (73 kms.) all over the region are being adopted for the clean-up and improvement activity. The stakeholders are committed to maintain the cleanliness and improvement of the water bodies.

The five stakeholders will not only clean the creek but monitor the activities, maintain its cleanliness and improve the present situation, said Tacubao.

The WWD is an environmental event done every year to educate the public about the importance of water with this year’s national theme, “Hawak-Kamay, Tubig-Kaagapay” with a hashtag #SATUBIGWALANGIWANAN and #WORLDWATERDAYPH2019. 58 FRs avail skills training in SurSur

Meanwhile, Surigao del Sur Governor Manuel Alameda said that the provincial government has always been a partner of the Philippine Army in the fight against insurgency.

“With this program, we have manifested a convergence effort from the national down to the local government units. The government is serious in its efforts in ending the insurgency,” he said.

Lt. Colonel Xerxes Trinidad, Commanding Officer of the 36th Infantry Battalion, noted that the government gives an opportunity to uplift the lives of the FRs.

Meanwhile, the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE) have extended their commitment of support to the FRs. DepEd holds SHS ExSPO in Tandag

TANDAG CITY, Surigao del Sur, March 25 (PIA)– The Department of Education, Surigao del Sur Division held its 1st Senior High School ExSPO - "Exhibit of Students’ Performance and Outputs" held at the Prospero B. Pichay Sr. Gymnasium Surigao del Sur State University-Main Campus on Friday, March 21, 2019 with the theme of "Surigao del Sur Senior High School at its best in paving way for college, employment and entrepreneurship opportunities."

All 88 DepEd Schools and 14 Non-DepEd Schools under the said division that offered two tracks in Senior High School – the Academic and the Technical Vocational Livelihood (TVL) participated in, according to Edna Trinidad, Education Program Supervisor (EPS)/Division Senior High School Coordinator.

In the Academic track, each learner has the solid plan to proceed to college depending on the strand: Accountancy, Business and Management (ABM) Strand; Humanities and Social Sciences Strand (HUMSS); Science, Technology, Engineering and Mathematics (STEM) Strand; and General Academic Strand.

While for TVL, Trinidad said this track is divided into four strands that would cater to those who want to work immediately after Senior High School: Home Economics Strand; Information and Communication Technology Strand; Agri-Fisheries Strand; and Industrial Arts Strand.

During the event, the performance and outputs of the Senior High School Students were also showcased in the exhibit.

“We are so very happy, so excited, and so overwhelmed of the performance of the Senior High School students,” said Schools Division Superintendent Marilou Dedumo, in her message.

BFAR-Caraga urges fisherfolks to strengthen fishery council

SURIGAO CITY, Surigao del Norte, March 25 - Concerned about the progress of the agriculture and fisheries in every community, the Bureau of Fisheries and Aquatic Resources (BFAR) – Caraga promotes the strengthening of Agriculture and Fisheries Council in various municipalities and provinces in the region.

Anna Melissa Talavera, officer-in-charge of Regional Fisheries Training and Fisherfolk Coordination Division (RFTFCD), encouraged the fisherfolk representatives and directors to take initiatives, pursue more accomplishments,  and to activate all Fisheries and Aquatic Resources Management Council (FARMC) units.

This, she relayed, during the election of Caraga regional fisherfolk director (RFD) facilitated by BFAR-Caraga held March 11, 2019 at the Provincial Fisheries Office (PFO) in Surigao City, wherein Robustiano S. Patayon, Jr. of Loreto, province of Dinagat Islands accepted his responsibilities as the new RFD in Caraga.

Patayon, the current Municipal Agricultural and Fishery Council (MAFC) chairman in Loreto and a former security guard, expressed his gratitude for being chosen as the RFD. He likewise asked for the support and cooperation of his fellows in the formulation of plans and future activities that they have to undertake.

Also, Ruben Timogan from Nasipit, Agusan del Norte will represent Caraga region in the election for national fisherfolk director (NFD) for the year 2019, which will happen on March 21 in Tagaytay City.

Timogan is the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) chairman of Nasipit, a deputy fish warden and an entrepreneur.

Renito Mindaña was also elected as the regional fisherfolk representative (RFR), while Perfecto Lisondra as RFR Alternate.

Adopt-an-estero program reaps support from Caraga stakeholders

BUTUAN CITY, March 27 (PIA) -- The Environmental Management Bureau (EMB) - Caraga led the signing of memorandum of agreement for new partners of adopt-an-estero or water body program, one of the flagship programs of Department of Environment and Natural Resources (DENR) which aims to promote collaborative efforts among stakeholders in the care of ‘esteros’ and waterways.

Six new donor-partners committed to adopt and sustain environmental improvement of a particular portion of the Ambangan creek.

These include the EMB-Caraga Credit Corporation, Philippine National Police Regional Office 13, Father Saturnino Urios University, Libertad National High School and barangays Ambago and Libertad in Butuan City.

According to Engr. Renato Tacubao, environmental monitoring enforcement division chief of EMB-Caraga, the parties agree to develop a comprehensive program intended to reduce pollution and to improve the present condition such as information and education campaign; community mobilization; solid waste management training; and greening activities.

“As a proactive action, we do this activity to prevent the worst case scenario from happening. So, part of the plan is to plant appropriate ornamental plants along the banks of Ambangan Creek aside from dredging and prohibiting the illegal dump
ing of waste,” said Tacubao.

Meanwhile, DENR-Caraga regional director atty. Felix Alicer also encouraged the barangay officials to keep their materials recycling facility operational.

“This is the very same area that we cleaned up before, but we still obviously see a heap of garbage being thrown into this creek. This clean-up activity is not a solution to the problem, however, we want to show to the residents how important it is for them to perform the good practice of solid waste management,” said Alicer.

After the commitment signing, the donor-partners and volunteers proceeded to the site for the clean-up activity.

For a boy scout and a grade eight student of the Libertad National High School, Jay Angao expressed how eager he was to join the activity as a way of contribution to his community.

“I believe that with a clean creek and environment, we can do away with health hazards and illnesses,” said Angao.

Fidel Samson of the Department of Public Works and Highways (DPWH) – Caraga, along with his teammates, also participated as part of their advocacy. Caraga farmers vow to increase palm oil production

During the 11th National Palm Oil Congress  here, participants heard straight from the invited guest speakers who are experts in the field their best practices, as well as tips on how the sector could improve their plantation.

Coming from the five provinces of the region, farmers also expressed their positive outlook on the efforts of the government during the conduct of the said congress.

Narciso Samblasinio, chairperson of JCA Agrarian Reform Beneficiaries Multi-Purpose Cooperative in Bayugan City, Agusan del Sur is one of those who thanked the government for continuously addressing the needs of the sector to develop more their livelihood and gain higher income.

“In behalf of the coop, we are very thankful to DTI, DA, and DAR for giving us a chance to participate or to have this plantation because they are always very helpful to the farmers like us,” said Samblasinio.

However, despite farmers’ determination to expand their palm oil plantation in order to address its high market demand, they also urged the government to address their other concerns.

Rafael Rabaya, vice president of Oil Palm Growers Association (OPGAS) in Surigao del Sur is also delighted on the government’s initiative to provide them free seedlings.

Agrarian Farmers beef up financial literacy training

BUTUAN CITY, March 27 -- At least 131 small-scale farm holders comprised of Agrarian Reform Beneficiaries (ARBs) and non-ARBs attended a series of workshops on Basic Financial Literacy to provide the needed financial management skills held recently here.

Provincial Agrarian Reform Program Officer Andre B. Atega said the training is significantly beneficial to the clustered farmers, who are currently engaged in clustering approach to agro-enterprise development under the Linking Small Farm-Holder to Market (LinkSFarM) project through learning-by-doing collective marketing.

The training was participated in by at least 23 clusters comprised of 10 to 15 members who are committed to establish a market-linked agro-enterprise within Butuan City.

Over 1,600 PNP personnel get promotion

BUTUAN CITY, March 27 (PIA) -- A total of 1,610 police personnel in Caraga were promoted to the next higher rank.

The simultaneous mass oath-taking and donning of rank insignia was held at the headquarters of Police Regional Office (PRO) 13 Monday morning, March 25.

Some 1,524 police non-commissioned officers and 22 commissioned officers took their oath under the regular promotion program while 64 cops were promoted to police inspectors via the PNP Lateral Entry Program for Line Officers.

Police Senior Supt. Jimili Macaraeg, deputy regional dir
ector for operations, represented the Regional Director and spearheaded the ceremony which was attended by the families, friends, and relatives of the promotees.

Promoted were
two new Police Superintendents; three Police Chief Inspectors; five Police Senior Inspectors; 76 Police Inspectors (regular promotion program and lateral entry); 10 SPO4; 102 SPO3; 38 SPO2; 129 SPO1; 693 PO3; and 552 PO2.

As the third man in the PRO13 hierarchy, Macaraeg urged the newly promoted uniformed personnel to remain steadfast in the conduct of focused police operations on the ground and to prove that they are worthy of their new ranks.

Meanwhile, Chief Supt. Gilberto DC Cruz, PRO13 director stressed out that under his watch, all police officers are going to keep that level of service going and try to find ways to improve on it.

LUNGSOD NG BUTUAN, Marso 27 (PIA) - Mahigit 400 partisipante mula sa ibat-ibang sektor kabilang na ang mga grupo ng magsasaka sa Caraga region ang nakibahagi sa 11th National Palm Oil Congress dito sa lungsod. Dito ay nalaman nila mismo sa mga eksperto kung papaano mas mapapalago pa ang industriya ng palm oil sa Mindanao.

Mula sa limang probinsya ng rehiyon, nagpahayag ng positibong pananaw ang mga magsasakang kalahok sa nasabing pagtitipon.

Isa na rito si Narciso Samblasinio, chairperson ng JCA Agrarian Reform Beneficiaries Multi-Purpose Cooperative sa Bayugan City, Agusan del Sur na nagpasasalamat sa pagtugon ng gobyerno sa pangangailangan ng kanilang sektor para mas mapabuti ang kanilang pamumuhay at mapalago ang kanilang mga pananim na palm oil trees.

“Malaking tulong ang naibigay sa aming koop ang DAR, DA, at DTI partikular na sa plantasyon ng palm oil sa aming lugar,” sabi ni Samblasinio.

Bagamat pursigido ang kanilang kooperatiba sa pagpapalawak ng kanilang pananim nang matugunan din ang mataas na demand ng palm oil sa pamilihan, pakiusap din niya sa pamahalaan na mabigyang-tugon ang farm-to-market road na kailangan sa kanilang lugar.

Laking pasasalamat naman ni Rafael Rabaya, vice president ng Oil Palm Growers Association (OPGAS) sa Surigao del Sur sa naibigay na libreng seedlings ng gobyerno.

Samantala, ayon kay Erwin Garcia, chairperson ng Philippine Palm Oil Development Council, Inc., layon ng pamahalaan na madagdagan din ang ektarya ng lupain na pagtataniman ng palm oil trees sa Mindanao.

TESDA Caraga launches onsite skills training, assessment under 'Build, Build, Build' program

BUTUAN CITY, March 28– Responding to the call of President Rodrigo Duterte to implement the “Build, Build, Build” program and under the mandate of TESDA Director General, Secretary Isidro S. La Peña, the Technical Education and Skills Development Authority (TESDA) in Caraga launches the Onsite Skills Training and Assessment spearheaded by the TESDA Agusan del Norte Provincial Office in partnership with the Department of Public Works and Highways – Caraga and Local Contractors Association in Caraga.

A total of 371 Candidates for Assessment will undergo training under the various qualifications under the Construction Sector.

The training for those who will undergo assessment will be held in the industry sites so as not to disrupt their work schedule.

The qualifications that TESDA-Caraga will focus on the following qualifications with the number of participants for each qualification identified: HEO (Backhoe Operator) – 48 participants, Rigid Highway Dump Truck–45, Bulldozer Operator – 14,Driving NC III (Articulated) – 33, Wheel loader /Pay loader – 5, Grader Operator – 6, Crane Operator – 20, Welder – 50, Carpenter – 80, Mason with 70 participants.

This is a five-day skills upgrading to be conducted by the trainers of TESDA Caraga in the different venues in Butuan City, and then Assessment for each qualification will follow.

The participating contractors are Adfil Construction, NNAHARO Builders, CZARLES Construction, Fountain Head Construction among the many others that TESDA and DPWH will tap for this program.

In today’s launching attended
by various officials of TESDA and DPWH, TESDA Caraga Director Florencio F. Sunico, Jr. was overjoyed as this was the largest gathering of the construction sector in Caraga in time for the silver year of TESDA as an agency.

Mahigit 60 miyembro ng CPP-NPA boluntaryong sumuko sa Surigao del Sur

LUNGSOD NG BUTUAN, Marso 28 (PIA) - Sumuko ang 64 na mga miyembro ng Communist Party of the Philippines – New People’s Army (CPP-NPA) at mga tagasuporta nito mula sa Sitio Ibuan, Barangay Mampi, Lanuza, Surigao del Sur sa 36th Infantry Battalion, Philippine Army.

Ito ay sa harap ng puspusang kampanya ng pamahalaan kontra terorismo at pagtulong sa surrenderers. 

Ayon kay Thelma Salazar, kagawad ng Barangay Mampi at isa sa mga surenderees, dati na siyang tagasuporta ng teroristang NPA sa kanilang lugar at nagsilbing kalihim ng makakaliwang grupo.

Paliwanag ni Salazar na wala siyang intensyon na lumaban sa gobyerno at pumatay ng mga inosenteng tao. Dahil sa kalayuan ng kanilang barangay at kakulangan ng sapat at tamang impormasyon ay madali silang nakumbinse ng NPA na sumanib sa kanilang grupo. 

Laking pasasalamat din niya sa inisyatibo ng pamahalaan na silay masagip mula sa masasamang gawain ng NPA at mabigyan sila ng panibagong buhay.

May panawagan din sya sa iba pa nilang kasamahan na nasa bundok kasama ang NPA kabilang na ang kanyang anak na si Ivy at asawa nitong si Paquito Delicona. “Nananawagan ako na sana magkasama na tayong pamilya. Sana umuwi na kayo at magbalik loob sa gobyerno. Sana makonsensya kayo dahil kung nag-seserbisyo kayo sa taong bayan, mas lalong kailangan kayo ng inyong mga anak,” sabi niya.

Kasabay ng kanilang pagsuko ay nagkaisa rin sila kasama ng mga residente sa pagdeklara ng persona non-grata sa CPP-NPA-NDF sa kanilang lugar, sa tulong na rin ng barangay officials at tribal leaders sa pagbuo ng resolusyon ukol dito.

Napag-alaman na sa nakalipas na taon, may mga engkwentro na rin ang naitala sa pagitan ng militar at teroristang grupong NPA sa lugar.

Ang Barangay Mampi ay kauna-unahan din sa bayan ng Lanuza, Surigao del Sur na buo ang loob sa pagdeklara ng persona non-grata sa CPP-NPA-NDF.

Ipinahayag naman ni Lieutenant Colonel Xerxes Trinidad, commanding officer ng 36IB, Philippine Army na suportado nila ang inisyatibong ito ng Barangay Mampi.

Ito daw ay isang indikasyon na humihina na ang pwersa ng NPA at wala na silang kontrol sa mga residente na namulat na sa katotohanang walang maidudulot na maganda sa kanilang buhay ang pagsanib sa NPA. (NGB/JPG, PIA-Caraga)

DILG Caraga joins celebration of World Water Day 2019

BUTUAN CITY, March 28 - A total of 300 seedlings of Mangrove Tree were planted on March 22, 2019 in Brgy. Lumbocan, this city, as the Department of the Interior and Local Government (DILG) Caraga joined in the celebration of World Water Day 2019.

As pronounced by the United Nations, the World Water Day is an annual celebration that commemorates the vitality of water to human life and strengthens the advocacy for the sustainable management and conservation of water. This year’s advocates shared the local theme, “Hawak Kamay, Tubig Kaagapay.”

 Some 150 individuals composed of DILG Caraga Regional Office and DILG Butuan City personnel, members of the RHub composed of Bayugan Water District and Propegemus Foundation, Inc. personnel, Department of Environment and Natural Resources - Nasipit personnel, Barangay Lumbocan officials, students of Lumbocan National High School, and residents of the area participated in the Mangrove Tree Planting activity.

The participants gathered at 6:00 a.m. at the grounds of Lumbocan right before riding a Bangka or boat to get to the islet across the mainland where the seedlings would be planted.

In his talk, Winston Salvador, Deputy Director for Operations of Propegemus Foundation, Inc., a member of the RHub enjoined the participants, especially the students, to relentlessly advocate for the conservation of water given the current overpopulation and climate change the world is in dilemma with.

Other government offices and Civil Society Organizations also showed their support to this initiative, namely, Butuan City Disaster Risk Reduction and Management Office, CENRO Butuan City, CENRO Nasipit, DILG Employees Multipurpose Cooperative, and the Barangay Council of Lumbocan who gave their wholehearted support to the conduct of the activity from start to end. DepEd-Caraga holds 2nd education leaders assembly

SURIGAO CITY, Surigao del Norte, April 1– To discuss ways to further improve the delivery of quality basic education in the region, around 600 education leaders convened for the 2nd Caraga Education Leaders Assembly (CELA) on March 19 at the Surigao del Norte Provincial Gymnasium.

In her keynote speech, Department of Education (DepEd) Secretary Leonor Magtolis Briones highlighted the agency’s efforts in ensuring the realization of its programs and projects, which are all geared toward the betterment of the educational system in the country.

Briones further called on the education leaders: “I hope that we will all be challenged to continually do what we can to bring and create innovative and daring methods of teaching so that we can bring education to all our learners.”

She also acknowledged the contributions and the honor brought to the Department by teachers and educators who were recognized in various awards, both locally and internationally.

“Most of our teachers have already been creating, innovating, and thinking of ways of reaching out to all Filipinos learners who need to have the basics of education. Some of them were even recognized in various awards in and outside the country,” she said.

To conclude the gathering, Briones was donned the tribal attire of the Mamanwa, indigenous peoples in Surigao del Norte and other parts of Caraga.

LTFRB warns public vs. franchise

BUTUAN CITY, April 1- The Land Transportation Franchising and Regulatory Board (LTFRB) has recently issued an advisory emphasizing that it is only their agency that is authorized by law to issue franchises for the operation of public land transportation service.

This developed after the Department of Transportation (DOTr)-Caraga Anti-Colorum Task Force apprehended a Nissan Van loaded with 12 paying passengers at the national highway in Barangay Ampayon, this city last March 13, 2019.

In the course of the apprehension, a certain Jobert Frias, the driver of the apprehended van, was asked to present the franchise document. However, instead of submitting a Certificate of Public Convenience (CPC) issued by the LTFRB, Frias presented an IP Resolution and IP Franchise from the Lumad Kinatas-as Kahugpongan sa mga Kadatuan (KKK) issued on September 17, 2018.

The said IP Franchise purportedly authorized Jose Emmy Rosales Tiongko or Datu Tubay of the “tribong Cebuano” to operate his commuter van within Caraga Region.

“Since he was not able to show a valid franchise issued by the LTFRB, and per interview with the passengers they said that they paid P170.00 per head from Surigao City to Butuan City, we issued an Inspection Report Summons (IRS) and Motor Vehicle Impounding Receipt (MVIR) for Colorum Violation,” Maria Kristina Cassion, the team leader of the Task Force said, adding that the entire apprehension process was recorded through their body cameras.

The LTFRB Advisory, which was issued last March 19, 2019, went on to state that any franchise for the operation of public land transportation service issued by any entity other than the LTFRB is null and void.

The LTFRB also warned that any motorized vehicle using (the) said null and void franchise shall be apprehended and impounded with the proper penalties to be imposed.

Under Executive Order No. 2020, series of 1987, among the powers and functions of the LTFRB is to “issue, amend, revise, suspend or cancel Certificates of Public Convenience or permits authorizing the operation of public land transportation services provided by motorized vehicles, and to prescribe the appropriate terms and conditions therefor.”

“Per DOTC Joint Administrative Order No. 2014-01, the penalty for colorum operation is P200,000.00 if a van is being used. There is also a minimum impounding period of 3 months,” Cassion said.

Cassion called on the Caraganons not to be swindled by any groups presenting themselves to have the authority to issue franchise to motor vehicles.

The Task Force Team Leader disclosed that in the course of their investigation, it was revealed in several interviews with operators that a payment of P18,000.00 was allegedly being required by the Lumad KKK from the applicants if they intend to operate within the region only, and P200,000.00 if they want to operate nationwide.  

“We certainly hope that with the issuance of the LTFRB Advisory no one will be victimized anymore,” Cassion said.

Mga kabataan, kababaihan nakilahok sa pagsasanay sa DRRM

LUNGSOD NG BUTUAN, Abril 2 (PIA)- Abala ang Office of Civil Defense (OCD) Caraga, sa pakikipagtulungan ng Department of the Interior and Local Government (DILG), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Mines and Geosciences Bureau (MGB), Philippine Institute of Volcanology and Seismology (PHIVOLCS) and Philippine national Police (PNP), sa pagpapaigting sa paghahanda ng mga kabataan sa Dinagat Islands mula sa anumang sakuna at kalamidad.

Ayon kay OCD-Caraga regional director Liza Mazo, malaki ang papel ng mga kabataan pagdating sa paghahanda sa mga kalamidad.

Para naman sa mga kabataan, nais nila na sana sa umpisa pa lang ay maisali na sila sa pagpaplano para maibahagi rin nila ang kanilang mga opinyon.

“Bilang young earthquake drill evaluator ng aming probinsiya sa San Jose, Dinagat Islands, marami akong natutunan simula noong nasa elementarya pa lang ako hanggang ngayon sa mga DRRM orientation and training na aking nasalihan. Naibababahagi ko rin ito sa aking mga kaklase, kaibigan, guro, pamilya at aming komunidad,” sabi ni Shanniah Vega, studyante ng Don Ruben Edera Ecleo Sr. Memorial National High School.

Isinagawa rin ng OCD-Caraga ang nasabing DRRM orientation sa mga purok opisyal na kababaihan sa probinsya ng Surigao del Norte kung saan layon na ma-empower at maging resilient ang mga ito sa kalamidad.

Ayon kay Diana Lim, head ng capacity building and training services ng OCD-Caraga, ilan lamang ang mga ito sa nakahelera pang mga DRRM orientation ng kanilang ahensiya para sa basic society sectors upang mas maintindihan pa nila lalo ang mga hydrometeorological, geological at human-induced hazard at praktikal na hakbang sa pagpapalaganap ng DRRM.

Samantala, ayon kay Rosario Roxas-Alon, provincial DRRM officer ng Dinagat Islands, paraan ito na ang kanilang mga partisipante ay magiging katuwang sa sectoral capacity development ng kanilang lugar.

“The awareness has been heightened dahil sa pamamagitan ng aming community-based DRRM naiintindihan nila kung gaano kahalaga ang may kamalayan sa mga panganib at kung paano ito harapin o respondehan. Sa suporta rin ng mga ahensiya ng pamahalaan na ma-enhance ang kakayahan ng mamamayan, we can assure that sustainable and resilient development will be seen at the community level,” sabi ni Alon. Tandag City joins river clean-up drive

TANDAG CITY, Surigao del Sur, April 3 (PIA)– The city government of Tandag thru the City Environment and Natural Resources Office (City-ENRO) led the river clean-up drive in time with the World Water Day celebration on March 22, 2019, in this city.

City ENRO chief Edwin Ajos said the river clean-up operation is a community-based activity, under the River Care and Protection (RCP) program.

"The activity is geared towards maintaining the cleanliness of Tandag City River, and enhances the community awareness and responsibility to manage the river," he added.

Ajos said they have involved six urban barangays as hosts and these are Bontud, Dagocdoc, Telaje, San Agustin Sur, Bag-ong Lunsod, and Mabua. 

The residents of the host barangays actively joined the activity along with the representatives from the national line government agencies, local government employees, students, institutions, and different groups.

"We could draw inspiration from Iloilo City. How they successfully revived their main river and built a beautiful esplanade - the first of its kind in the country with their key guiding principles of unity, strategic planning, and the political will,” he said.

Earlier, Mayor Alexander Pimentel appealed to all Tandaganons, government agencies, groups, and institutions to go out from their homes and support the said endeavor.

“I believe that this endeavor would sow to each one of us, the seed of environmental responsiveness that would somehow lead us to the right path towards achieving our goal, that is, the genuine and sustainable development of the city of Tandag,” Pimentel noted.

Accordingly, Tandag River has an estimated 26,806.68 linear meters long stretch from Sitio Ibuan, Lanuza, and traversing through the area of Tandag by passing through the barangays of Maitum, Pandanon, Quezon, Bioto, Telaje, San Agustin Sur, Dagocdoc, and Bongtud. (PIA-Surigao del Sur)

Mga IPs nakinabang sa serbisyong hatid ng AgNor PPOC

TUBAY, Agusan del Norte, Abril 3 (PIA) - Mahigit 4,000 mga residente kabilang ang mga indigenous peoples (IPs), persons with disabilities (PWDs) at mga buntis ang nakinabang sa serbisyong hatid ng mga ahensya sa gobyerno sa ginanap na Provincial Peace and Order Council (PPOC)  immersion sa barangay Tagmamarkay sa nitong bayan.

Sa ginanap na immersion at bilang pagdiriwang na din sa buwan ng mga kababaihan, binigyang kahalagahan ang kalusugan at kahandaan ng mga buntis.

Malaki ang pasalamat ni Regine Bandigan, isang buntis ng barangay Telesfora na binigyang pansin ang tulad nya na matulungan upang mapaghandaan ang kanyang panganganak at masigurado ang kanyang kalusugan. Si Regine ay nakatangagap ng buntis kit, mosquito net at family pack.

Ayon kay Department of the Interior ang Local Government provincial director Ellen Vee P. Chua, ang barangay Tagmamarkay ay pang-apat na barangay na binisita nga PPOC kung saan ito rin ay naitala bilang isa sa mga barangay na apektado ng insurhensya at kasama ang barangay Telesfora na may naitalang mahigit na 500 indigenous peoples households.

Malaki din ang pasalamat ng punong barangay ng Tagmamarkay na si jJay Mark Graven sa pagkakaroon ng proramang gaya nito upang maramdaman ng mga indigenous peoples sa lugar ang kanilang kahalagahan at sila ay binigyang pansin ng ating gobyerno.


Nakinabang din ang mahigit pitompong kabataan sa libreng tuli na hatid ng mga sundalo.

Maliban sa libreng serbisyong medical at dental, nakinabang din ang mga residente ng Tagmamarkay, Doña telesfora, Doña Rosario at Sta. Ana ng legal assistance, consultasyon, serbisyong galing sa Land Transportaiton Office, Philhelath, Philippine Statistics Authority, libreng gupit, at marami pang iba.

Advocacy campaign fires up youth’s interest in agriculture

BUTUAN CITY, April 3 - Around 1,000 junior and senior high school students from various schools all over the region responded to the Department of Agriculture’s (DA's) call to convene for an Information Caravan dubbed as “Kabataan sa Agrikultura, Para sa Bayang Masagana" last March 21 here.

The activity aims to create awareness among the youth regarding agriculture and its importance.

 It also aims to encourage the younger generation to engage in agriculture and agri-related enterprise.

This is to address recent studies which show that the average age of farmers in the country is 57 and that there is a decline in interest towards agriculture among the younger generation.

A report from the Commission of Higher Education (CHED) that enrollment in various institutions that offer agricultural courses all over the country fell from 127,287 for the school year 2016-2017 to 100,922 for 2017-2018.

During the whole-day activity, resource speakers discussed DA programs, projects, and new technologies especially on rice production and mechanization to let the youth know that agriculture has already evolved and is now modernized and that farming could now be done using mechanized types of equipment. Employment and business opportunities in the agricultural sector were also presented.

DA – Caraga Regional Executive Director Abel James Monteagudo emphasized in his message the significance of agriculture. “Without farmers, there will be no food. There is no future without agriculture,” he said.

Jerome Taniola, a student of Mararag National High School in Marihatag, Surigao del Sur said that he learned so much from the info drive.

“This activity enhanced my knowledge about agriculture and because of this I want to be part of the agriculture sector someday to be able to help feed the world and contribute to the improvement of the economy,” he added.

On the other hand, Kervin Baltazar of Agusan National High School in Butuan City said the activity opened his eyes to the window of opportunities in the agriculture sector.

“I am thankful to the Department of Agriculture for conducting this activity and enlightening us, the youth, on the various aspects of agriculture,” Baltazar said.

DA Caraga forges ties with information partners to boost agri info drive

BUTUAN CITY, April 3 - Heeding to the call of Agriculture Secretary Emmanuel Piñol to strengthen the dissemination of government projects, Department of Agriculture (DA) Caraga, through its Information Section, conducted a series of training for information partners.

Members of the DA Caraga Information Network once again converged in Butuan City for a Radio Messaging Harmonization Workshop recently.

Attended by DA attached bureaus and national line agencies, each participant packaged various radio spots to be used for massive information dissemination, where a total of 22 radio spots were produced.

Said radio spots covering from production to marketing of crops, livestock and fisheries will be aired in various radio stations particularly during DA-funded radio programs and spot placements all over Caraga.

Meanwhile, DA Information Section in partnership with the Provincial Agriculture Office-Information Section conducted also a news writing and radio reporting seminar workshop in Tandag City, Surigao del Sur.

LGU agri-based information officers were taught on basics on writing for radio and radio reporting to make them more effective in conveying messages through the use of radio broadcast.

The participants who were agriculturists but designated also as information officers were honed to make their reports palatable for radio listeners.

DA Caraga has been partnering DA attached bureaus and agencies, and local government units through funding radio programs and spot placements all over Caraga for wider information dissemination.

For transparency and wider appreciation of government projects and programs, Piñol ordered all DA attached agencies and bureaus as well as DA regional offices to strengthen information dissemination through radio and other information media. (DA Caraga/PIA Caraga)

NGO turns over ice plant, cold storage facility to Dinagat LGU

SAN JOSE, Dinagat Islands, April 10 (PIA) -- Winrock International turned-over recently the Ice Plant and Cold Storage Facility located in Barangay Don Ruben, San Jose town, this province.

Winrock International Representative Abelardo Yandug led the turn-over to the local government unit of Dinagat Islands witnessed by Senior Board Member Nilo P. Demerey, Jr., A&M Chairperson Cesar L. Pueran, Department of Trade and Industry (DTI) personnel and provincial employees.

The said facility, which is of great help to vendors and fisherfolks, is composed of two ice makers that can hold a capacity of 54 blocks of ice or a weight of 18 kilograms and can be sold in the amount of P50 per block.

DTI Assistant Regional Director Gay Tidalgo urged the Dinagatnons to maximize the facility.

“For this year, we really have to make miracles and do everything to make things happen in Caraga because our region is so blessed with natural resources. We can do much out of these. Butuan MSMEs, scholars pair up for DICT’s e-commerce training

BUTUAN CITY, April 11 -- Twenty-five micro, small, medium enterprises (MSMEs) this city now have their own web pages to jump-start their e-commerce activities.

These MSMEs were matched with scholars/trainees who helped them develop and launch their websites as part of the outputs of the 14-day Digital Marketing Development Training that started last February 12, 2019.

The training is under the Rural Impact Sourcing (RIS) Program of the Department of Information and Communications Technology (DICT) and was made possible by the partnership between DICT, the City Government of Butuan and the Department of Trade and Industry (DTI) - Agusan del Norte.

The RIS is a program of DICT that provides digital opportunities and creates meaningful ICT-enabled jobs and business options for successful trainees.

The digital marketing course was helpful for a group of MSMEs that were assisted in their engagement in online marketing/e-commerce through the web pages that were developed for them by the trainees for free.

For the MSMEs involved, the training enabled them to translate and bring up their traditional marketing strategies to a whole new level by making their products/services available online where a wider audience can participate and be informed.

DTI Agusan del Norte through Negosyo Center (NC) Butuan identified and matched the 25 MSMEs to the scholars of DICT.

The scholars underwent the training led by Ruben Licera, a digital marketing mentor, coach and entrepreneur.

Last March 13, 2019, the scholars started their 21-day campaign and launched the websites that they developed. For 21 days, the activities and engagements of the websites where consumers can now virtually interact and shop will continue to be monitored closely.

NPA leader surrenders to Army in SurSur

TAGO, Surigao del Sur, April 12 (PIA)– A Communist Party of the Philippines (CPP)-New People’s Army (NPA) Terrorist (CNT) leader identified as Jomar Martinez Mapando voluntarily surrendered to 36th Infantry “Valor” Battalion Headquarters based in Barangay Dayoan, Tago around 5:00 PM, April 6, 2019, 36IB Civil Military Operations (CMO) officer said.

Lt. Jonald Romorosa, CMO officer of 36IB, said that Mapando also known as “Peter” is a resident of Sitio San Isidro, Barangay Anilong, Rosario, Agusan del Sur. He brought with him a homemade shotgun, and a .357 pistol with ammunition and other documents with high intelligence value.

Based on the report, Mapando joined the terrorist organization when he was 17 years old out of his curiosity, aggressiveness, and adventurism. Mapando further said that he joined the NPA because of promises for monetary support and alleviation from poverty.
But when he reached 25 years old, Mapando has decided to surrender because the promise he longed for never happened.

According to Romorosa, Mapando is currently under the custody of the 36IB while he is undergoing the process of enrolling the Enhanced-Comprehensive Local Integration Program (E-CLIP), the government intervention package intended for former rebels who decided to return to the government folds.

Since January 2019 up to present, a total of 75 CNT active members and supporters including Mapando have voluntarily surrendered to 36IB, it was learned. (PIA-Surigao del Sur)

DOH, ibang ahensiya magbibigay tulong sa mga drug dependents ng Caraga

AGUSAN DEL SUR, Abril 12 (PIA) - Tututukan ng Department of Health – Center for Health Development (DOH-CHD) Caraga kasama ng ibat-ibang ahensiya ng pamahalaan ang pagbibigay ng tulong sa mga drug dependents sa oras na  matapos na sa kanilang pagpapagaling sa loob ng Drug Treatment at Rehabilitation Center.

Ito ang sinigurado ni DOH-CHD Caraga regional director Dr. Jose Llacuna Jr., kasabay sa isinagawang turn-over ceremony ng nasabing rehab center sa Barangay Alegria, San Francisco, Agusan del Sur.

Ayon sa opisyal, patuloy din ang koordinasyon ng DOH at lokal na pamahalaan ng Agusan del Sur, kasama ng TESDA sa pagpapatupad ng mga naaayon at nararapat na programang ibibigay para sa drug dependents. Tulad na lamang ng pagbibigay ng libreng trainings para mahasa ang kani-kanilang at makapagtrabaho at magkaroon ng pangkabuhayan.

Tutulungan din ng lokal na pamahalaan at mga kinauukulang ahensiya ang mga gustong bumalik sa pag-aaral.

Suportado naman eto ni Usec. Roger Tong-an ng administration and finance management ng DOH.

Dagdag pa ng opisyal, may koordinasyon din sila sa mga state universities ng rehiyon kung saan maaaring mag-aral at maturuan ang drug surenderers sa larangan ng fisheries, agriculture, at maging sa pagnenegosyo. Magbibigay din ang pamahalaan ng subsidized fund para dito. (JPG/PIA-Agusan del Sur)
