Caraga IPs join gov't in solving insurgency problem

BUTUAN CITY, Jan. 3 (PIA) - The Indigenous Peoples (IPs) in Caraga region are getting more participative in their involvement to government’s activities, particularly in solving the problem on insurgency. This is their way of support to the implementation of Executive Order 70 (EO70) of President Rodrigo Duterte to end local communist armed conflict.

The National Commission on Indigenous Peoples (NCIP) Caraga has intensified the conduct of capability building to IP leaders in the region to equip and give them the opportunity to contribute in finding solutions on the different issues and concerns, as well as the challenges that every community are facing today.

According to Director for Operations Leouel Santos of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the IP sector is voluntarily getting involved in the activities that form part to the efforts and initiative of the government to address the concerns particularly in the conflict-affected areas.

“We continue conducting dialogue with the IP sector to know their issues and concerns and to assess what instrumentalities that the government has in order to address these concerns and help the sector excel in what they do in their respective communities,” bared Santos.

For Bae Bebeth Enriquez, a Mamanwa from Barangay Mahaba, Cabadbaran City, Agusan del Norte, the New People’s Army (NPA) has been causing too much chaos and distress to the IP communities, which hinders development among the tribes. Hence, she hoped for the defeat of the NPA terrorists in order to ensure bright future of the next generation.

“We could no longer take what the NPAs are doing to our communities. They have been abusive to the IP tribes and they are the main reason why we do not progress. We really hope and pray that with the government’s effort to put a stop on the armed conflict, the IP tribes would also experience a peaceful and developed life,” underlined Enriquez.

Meanwhile, NCIP-Caraga Regional Director Ferdausi Saniel Cerna encouraged all IPs to continue to have perseverance in all their undertakings and to remain strong along with the government in the fight against the NPAs in Caraga region.

“The President has always been very supportive to the IP sector and I believe it was among his inspiration in coming up with the implementation of EO70,” Cerna cited. (JPG/PIA-Caraga)

Army belies alleged ceasefire violation in AgSur

BUTUAN CITY, Jan. 3 -- The Philippine Army in Caraga was quick to address the allegation against them by the Communist NPA Terrorist (CNT) groups operating in Agusan del Sur regarding the violation of the ceasefire last December 23, 2019.

The 26th Infantry Battalion (26IB) allegedly staged attacks against the New People’s Army (NPA) near the village of San Vicente, Esperanza in Agusan del Sur despite the declaration of the Christmas truce, according to a certain Nicolas Marino of the Central Mindanao Regional Committee (NCMRC) of the NPA.

Lt. Col. Romeo C. Jimenea, 26IB Commanding Officer,  clarified that such statements are fabricated and that no such attack transpired and no personnel of his battalion were involved.

“Such statement is to further their ploy to redeem themselves in the eyes of the public, especially after the cruelty they displayed in the killings made in the different areas in Visayas,” the Army official said.

The killings that were referred to are the encounters in Labo, Camarines Norte and Tubungan, Iloilo that resulted to the death of one soldier while over eight more were injured.

The act of perpetuating lies by the CNT groups for the purpose of tarnishing the reputation of the Philippine Army is not a recent phenomenon, as clarified by Brigadier General Maurito L. Licudine of the 402nd Infantry Brigade, Philippine Army. BGen. Licudine expressed his support to the 26IB should they choose to resort to such countermeasure especially when circumstances require it.

“Your soldiers are disciplined, responsible and professional. We support whatever the Commander-In-Chief declares as long as it is within the bounds of our constitutional mandate,” he added. (DMRosales/402nd Brigade/PIA-Caraga)

Caraga LGUs intensify protection, preservation of Agusan Marsh

BUTUAN CITY, Jan. 3 (PIA) - To further ensure protection and preservation of the Agusan River, being the largest wetlands in Caraga region, various government agencies led by Department of Environment and Natural Resources (DENR) and private sector convened recently and planned for ways and means on how to prevent it from possible deterioration.

The Agusan Marsh Wildlife Sanctuary forms part of the Agusan River, which was declared as protected area by former President Fidel V. Ramos. The marshland acts like a sponge, as it nestled in the midwaters of the Agusan River drainage basin.

It also helps Agusanons to be spared from floodings during rainy season or typhoon.

According to Agusan del Sur Governor Santiago Cane, Jr., the government sternly implements the Environment Code for the Agusan Marsh.

He also urged the Caraganons to take responsibility and help preserve the naturally grown trees within the wetlands, as it gives life to the Agusan Marsh.

For a grade 12 student like Eugene Taw-on from Bayugan National Comprehensive High School, the youths play a vital role in the fulfillment of the ongoing research of the government and private institutions, as well as in maintaining the beauty and usefulness of the wetlands in the region.

“We are working closely with the local government units in the province and we are glad that they are recognizing us in whatever contribution that we could give especially in the field of research to ensure the protection and preservation of the Agusan River and the Agusan Marsh,” bared Taw-on.  

Meanwhile, DENR-Caraga regional director, Atty. Felix Alicer emphasized the importance of the Agusan River and the benefits it provide to the Caraganons. This, he said, is known to be one of the tourist attractions in the region.

The Agusan Marsh covers the municipalities of San Francisco, Rosario, Bunawan, Veruela, Loreto, Talacogon and La Paz in the province of Agusan del Sur. It was declared as a Ramsar Wetland Site in 1999. Ramsar Convention is a multilateral agreement aimed at protecting wetlands globally. (JPG/PIA-Caraga)

Caraga LGUs receive awards from DOH-NNC

BUTUAN CITY, Jan. 3 (PIA) - The Department of Health – National Nutrition Council (DOH-NNC) has recognized the local government units (LGUs) in Caraga region that consistently implement quality programs and services that promote the welfare of the children particularly in ensuring that they get proper nutrition.

According to Dr. Gerna Manatad, OIC-administrative officer of DOH-Caraga, this is a yearly activity as their way of thanking and acknowledging the efforts and initiatives of the LGUs for their dedication and sincerity in providing the people with the right programs that address malnutrition in the region.

“In this annual event, the DOH-NNC recognizes the local government units and other partner stakeholders who are consistent in providing the programs and services that ensure good nutrition of the children,” cited Dr. Manatad.

Solidad Garcia of Barangay Baan, Butuan City was one of the awardees for this year. She was recognized for being the Regional Outstanding Barangay Nutrition Scholar. She also shared their best practices towards achieving community development by providing locals with the basic social services they need.

“We do various activities in our barangay. We allow the local residents to actively participate in community activities which would benefit especially the children. We also provide seedlings for the families so they could have backyard garden and eat nutritional food in their respective homes,” said Garcia.

Different sectors learn good saving techniques, planning of family expenses

BUTUAN CITY, Jan. 3 (PIA) - Different sectors in Caraga region have learned the effective ways and tips on how to save money, as well as financial planning for their family.

The Financial Literacy Forum held in Butuan City was made possible through the help of the National Economic and Development Authority (NEDA) Caraga, together with Bangko Sentral ng Pilipinas (BSP) and other financial institutions.

According to Michelle Palacay-Dela Calzada, chief economic development specialist of NEDA-Caraga, the government aims to teach Caraganons to be responsible enough in budgeting their hard-earned money in their daily expenses, and the importance of saving a portion of their earnings which they can use in times of emergency.

This also forms part of the government’s advocacy towards achieving the Millennium Development Goals (MDGs).

“The NEDA-Caraga, together with other financial institutions in the region have converged efforts to help Caraganons become financial literate in a way of capacitating them on how they could better save money for their family and plan on the future of their children. This is also one way of making Caraganons get rid of debts and suffer poverty,” bared Dela Calzada.

Clyde Hikilan, a media practitioner in Butuan also shared his positive views on the said forum. “This is very useful. I learned the advantage of investing money to business especially that Caraga has a growing economy,” he said.

Meanwhile, for Marko Davey Reyes, an employee of the DSWD-Caraga, this kind of forum is a great help particularly to the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

“This forum really helps especially for us in DSWD because we have programs for our beneficiaries and through this, we could also help them make use of the government’s funds provided to them be used responsibly. We will be imparting this kind of information to them so they could plan better on how to spend their money well,” said Reyes. (JPG/PIA-Caraga)

Mga IP sa Caraga region, aktibong nakikilahok sa implementasyon ng EO70

LUNGSOD NG BUTUAN, Enero 3 (PIA) - Dumarami pa ang mga Indigenous Peoples (IP) sa Caraga region na  aktibong nakilahok sa mga aktibidad ng gobyerno tungo sa epektibong implementasyon ng Executive Order 70 (EO70) ni Pangulong Rodrigo Duterte o ang whole-of-nation approach na layong sugpuin ang insurhensiya sa bansa.

Sa pangunguna ng National Commission on Indigenous Peoples (NCIP) Caraga, puspusan ang pagsagawa ng capability building ng ahensiya kasama ang mga IP leaders ng rehiyon upang sila ay mahasa at makatulong rin sa pagbibigay solusyon sa mga kinakaharap na hamon ng bawat komunidad.

Ayon kay Director for Operations Leouel Santos ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), boluntaryong nakikilahok ang mga IP leaders ng Caraga at nakikibahagi sa diskusyon ng gobyerno sa pagtugon sa mga isyu at concern ng lipunan lalu na sa mga conflict-affected areas.

“Patuloy ang gobyerno sa pagsagawa ng dayalogo sa ating mga kababayang IPs upang sa ganun ay makuha natin mula sa kanila ang kanilang mga isyu at concern at malaman natin kung anong mga instrumento meron ang gobyerno na maaaring makatulong sa sektor. Mas nagiging aktibo na sila ngayon lalu na sa pagresolba ng insurgency sa rehiyon,” sabi ni Santos.  

Para naman kay Bae Bebeth Enriquez, isang mamanwa sa Barangay Mahaba, Buenavista, Agusan del Norte, sobra-sobra na ang pasakit na idinudulot ng New Peoples Army (NPA) sa kanilang tribu dahilan kung bakit mabagal ang pag-usbong ng kanilang mga tribu. Kaya nais na nilang mawakasan ito para na rin sa magandang kinabukasan ng susunod pang henerasyon.

“Hindi namin lubusang maranasan ang kaunlaran sa aming komunidad dahil pa rin sa presensya ng mga NPA. Sana ay mawakasan na ang kanilang pang-aabuso sa aming mga tribu at tuluyan na kaming mamuhay nang matiwasay at makaranas ng maginhawang buhay sa tulong na rin ng gobyerno,” ani ni Enriquez.

Samantala, nanawagan naman si NCIP-Caraga Regional Director Ferdausi Saniel Cerna sa lahat ng IPs na patuloy na maging matatag at matapang sa pagharap ng hamong ito at patuloy rin sa pakikipagtulungan sa gobyerno sa pagsugpo sa mga karahasan at pang-aabuso ng NPA sa buong rehiyon. (JPG/PIA-Caraga)

NPA na namatay sa Luzon, naiuwi na sa Agusan

LUNGSOD NG BUTUAN, Enero 23 (PIA)-- Labis ang pagdadalamhati ni Erlinda Cabachete, ina ng rebeldeng si Bertoldo Cabachete, Jr. o kilala sa mga kamag-anak na si Junjun at alias LJ sa mga NPA na namatay dahil sa pneumonia habang siya ay myembro pa ng New Peoples Army (NPA) sa kabundukan ng Carranglan, Nueva Ecija.

Mula Luzon, dinala ng mga military ang labi ni alias LJ o Junjun at dumating sa kanilang tahanan sa bayan sa Nasipit, Agusan del Norte noong Disyembre 29 ng hapon.
Isinisi ni Erlinda ang pagkamatay ng kanyang anak sa grupong NPA. Ayon kay Erlinda, ang NPA ang nagdala sa kanyang anak sa kamatayan kaya't nanawagan siya ng hustisya para sa kanyang anak.

Ayon din sa kapatid ni Junjun na si Roberto, noong taong 2018 magkasama pa sila sa Maynila. Nagpaalam daw sa kanya si Junjun na pupuntang Nueva Ecija upang doon magtrabaho, ngunit hindi na ito bumalik pa. Hindi nila inakalang isa na pala siyang miyembro ng NPA.

Dahil sa tulong ng isang dating rebelde na kasama ni Junjun sa Nueva Ecija, nalaman ng pamilya ang mga nangyari kay Junjun gayundin ang mga gawain ng mga NPA.

Sa kwento nito, pinabayaan ng mga NPA si Junjun dahil siya ay nagkasakit ng pneumonia at wala ng silbi sa kanila hanggang ito ay mamatay. Itinuro din niya sa mga militar kung saan siya inilibing kaya’t nagkaroon sila ng panahon na hukayin ang kanyang mga labi at ihatid sa kanyang pamilya sa Nasipit, Agusan del Norte.

Dahil sa nangyari, nananawagan si Mayor Enrico Corvera ng Nasipit sa mga kabataan na maging aktibo at huwag magpalinlang sa mga NPA. Ayon sa alkalde, patuloy ang pinaigting na paglaban ng local government unit at militar sa pagrerecruit ng mga NPA sa kanilang lugar.

Ibat-ibang sektor tinuruan ng mga techniques sa pag-iipon at tamang pagplano sa gastusin

LUNGSOD NG BUTUAN, Enero 3 (PIA)– Iba’t-ibang sektor sa Caraga region ang tinuruan ng mga epektibong paraan para makapag-ipon, maging sa tamang pagplano ng pera para sa mga gastosin ng pamilya sa pang-araw araw.
Ito ay sa tulong na rin ng National Economic and Development Authority (NEDA), kasama ang Bangko Sentral ng Pilipinas (BSP) at iba pang financial institutions sa isinagawang Financial Literacy Forum sa lungsod ng Butuan.

Ayon kay Michelle Palacay-Dela Calzada, chief economic development specialist ng NEDA-Caraga, layon ng pamahalaan na ituro sa ating mga kababayan ang kanilang responsableng pagasta ng pera at ang kahalagahan ng pag-iipon o pagkakaroon ng savings para matustusan ang mga pangangailangan ng pamilya.

Ang hakbang na ito ay parte rin sa isinusulong ng gobyerno na Millennium Development Goals (MDGs).

“Nais ng gobyerno na matulungan ang ating mga kababayan at isa lamang ito sa mga hakbang para matugunan ang mga isyu ng mamamayan lalu na ang tamang pagasta ng pera ng bawat pamilya upang maging maginhawa ang kanilang buhay at matutung mag-ipon,” pahayag ni Dela Calzada.

Ibinahagi naman ni Clyde Hikilan, isang media practitioner ang kanyang natutunan sa nasabing forum. “Marami akong natutunan sa forum. Isa na rito ang kagandahan ng pag-iinvest sa negosyo para lumago pa ang perang inilaan dito lalu na’t patuloy na umuusbong ang ekonomiya ng Caraga region,” banggit niya.

Para naman kay Marko Davey Reyes na isang government employee ng Department of Social Welfare and Development (DSWD) Caraga, malaking tulong ang ganitong forum lalu na sa mga benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps).

“Malaking tulong talaga ang ganitong forum lalu na sa amin sa DSWD dahil mayroon kaming mga benepisyaryo sa mga programang ipinapatupad ng ahensiya at isa na rito ang 4Ps. Sa pamamagitan ng forum na ito, maibabahagi rin naming sa kanila kung papaano maging epektibo sa pagplano ng gastosin sa pamilya sa pang-araw-araw at nang makapag-ipon din sila. Mahalaga na maging responsible sila sa pagamit ng pera na mula sa gobyerno,” sabi ni Reyes. (JPG/PIA-Caraga)

With or without martial law, Army to intensify security measures in Caraga

BUTUAN CITY, Jan. 6 (PIA) - The Philippine Army assures the public that they are heightening security measures in the Caraga region despite the lifting of the martial law in Mindanao.

This was reiterated by Brigadier General Maurito Licudine, commander of 402nd Infantry Brigade, Philippine Army, as he stressed the directive of President Rodrigo Dutere on the implementation of the Executive Order 70 or the whole-of-nation approach to end local communist armed conflict.

He said, there has been a significant number of former rebels who brought along their high-powered firearms as they voluntarily surrendered to the authorities. These former rebels have chosen to live a normal and peaceful life with their families and availed of the assistance from the government for a decent livelihood.

“With or without Martial Law, we can manage. We are intensifying our security measures to preempt any lawless elements from causing any danger to the populace,” cited Licudine.

The official added that Caraga, as well as other regions in Mindanao would become more progressive if peace and order is sustained, and the safety and security of the local populace are ensured. More investments would also come in for Caraganons.

Col. Allan Hambala, commander of 401st Infantry Brigade, also revealed that former rebels have already availed and benefitted from the different programs and services of various government agencies, aside from the financial assistance that they would receive by the time of their surrender through the Enhanced – Comprehensive Livelihood Integration Program (E-CLIP).

Hambala further bared that a half-way house was built in Agusan del Sur for the former rebels to start a new life.

The troops also continue to pursue the other members of the New People’s Army who are causing violence and abuses to various sectors particularly the indigenous peoples.

Meanwhile, it can be recalled that Butuan Bishop Most Reverend Cosme Damian Almedilla has also expressed his support to the implementation of the Martial Law in Mindanao. PNP Caraga to intensify operations despite lifting of martial law

BUTUAN CITY, Jan. 6 -- The Philippine National Police (PNP) Caraga vows to strengthen police operations even after the lifting of the martial law in Mindanao last December 31, 2019.

This will be made effective through the directive of Police Brigadier General Joselito Esquivel, Jr., Police Regional Office 13 Director, to lower units to step-up conduct of Special Police Operation such as checkpoint in different areas of the region, the conduct of which is part of crime prevention activities of PNP Caraga.

Data from the Regional Investigation and Detection Management Division (RIDMD) 13 shows that PNP Caraga recorded a crime volume of 14,331 for 2015; 10,029 for 2016 and 3,491 for January 1 to May 22, 2017, having a total of 27, 851. While for the period May 23, 2017, to December 31, 2017 crime volume recorded was 5,650; 9,348 for 2018 and 9,555 for 2019 yielding a total of 24,553.

“PNP Caraga will continue to improve our crime prevention activities to suppress all forms of lawless violence despite the expiration of martial law. Caraganons will live in a peaceful region where progress continues through the help and active support of the community,” said Esquivel.

Lianga Bay in SurSur positive for shellfish poisoning; other areas in Caraga remain red-tide free

BUTUAN CITY, Jan. 6 (PIA) -- The Bureau of Fisheries and Aquatic Resources (BFAR) has identified Lianga Bay in Surigao del Sur, as one of the seven areas all over the country, positive for paralytic shellfish poison that exceeded their regulatory limit.

This was after the death of a couple on November 27 who consumed uncooked shellfish, which was a popular dish in the Lianga Bay.

A sample collected from the area resulted to a 130.34-417.32 μgSTXeq/100g (microgram of saxitoxin equivalent per 100 grams) of shellfish meat which exceeds the regulatory limit of 60 μgSTXeq/100g of shellfish meat.

The other six areas positive for paralytic shellfish poison the BFAR has identified are: Bataan coastal waters (Mariveles, Limay, Orion, Pilar, Balanga, Hermosa, Orani, Abucay, and Samal); Puerto Princesa Bay in Puerto Princesa City, Palawan; Dauis and Tagbilaran City coastal waters; Western Samar – Irong-irong, San Pedro and Silanga Bays; Eastern Samar – Matarinao Bay; Leyte – Cancabo Bay, Tacloban City.

Meanwhile, Hinatuan and Bislig Bays in the province of Surigao del Sur continue to be free from the toxic red tides as well as the following areas: Coastal waters of Cavite, Las Piñas, Parañaque, Navotas, and Bulacan in Manila Bay; Bolinao, Anda, Alaminos, Sual and Wawa, Bani in Pangasinan; Pampanga; Milagros, Mandaon, and Placer in Masbate; Inner Malampaya Sound, Taytay in Palawan; Gigantes Islands in Iloilo; Pilar, Panay, President Roxas, and Roxas City in Capiz; E.B. Magalona, Talisay City Silay City, Bacolod City, Hinigaran, and Victorias City in Negros Occidental; Daram Island, Cambatutay, Maqueda, and Villareal Bays in Western Samar; Leyte, Calubian, Carigara, and San Pedro Bays in Leyte; Biliran Province; Santa Maria in Davao Occidental; Juag Lagoon, Matnog and Sorsogon Bay in Sorsogon; Honda Bay in Puerto Princesa City; Sapian Bay (Ivisan and Sapian in Capiz; Mambuquiao and Camanci, Batan in Aklan); Altavas, Batan and New Washington in Batan Bay, Aklan; Tambobo and Siit Bays, Siaton and Bais Bay, Bais City in Negros Oriental; Dumaquillas Bay in Zamboanga del Sur; Taguines Lagoon, Benoni, Mahinog in Camiguin Island; Balite and Pujada Bays, Mati in Davao Oriental.

According to the data released by the agency on December 27, 2019, all types of shellfish and species related to the Acetes sp., local name “alamang”, are declared not safe for human consumption. Toxins present in the said species cannot be removed as the organisms releasing the toxins are heat-stable and cannot be disintegrated by any means, even when subjected to cryogenic temperatures.

However, fish, squids, and crabs are considered safe provided that they are fresh and washed thoroughly, with the internal organs removed prior to cooking.

Paralytic Shellfish Poisoning (PSP) is one of the most common shellfish poisoning syndromes in the country caused by the high concentration of algae in bodies of water known as red tide. This gives discoloration to the shellfish, ranging from yellow, brown, green, blue, or milky, depending on the organisms present.

Symptoms of shellfish poisoning are tingling sensation in the lips and tongue, which typically spreads to the face, neck, fingertips, and toes within 30 minutes, proceeded by headache, dizziness, and nausea.


Severe cases include muscular paralysis and respiratory difficulty within five to 12 hours. Deaths caused by respiratory paralysis from the poisoning have also been reported. (BFAR/PIA-Caraga)

CNT member surrenders to Caraga PNP on New Year

BUTUAN CITY, Jan. 6 -- Another active member of the Communist Party of the Philippines – New People’s Army terrorist (CNT) group has withdrawn from terrorism by surrendering to the Philippine National Police (PNP) Caraga on January 1.

Jose Capilitan Rivero, Jr, a 20-year-old resident of Purok-2, Barangay Upper Patag, Sison, Surigao del Norte, was a member of Sentro de Grabidad (SDG), Guerilla Front Committee (GFC) 16, North Eastern Mindanao Regional Committee (NEMRC) known with aliases “Ka Diesel” and “Ka Ichigo” surrendered and turned-over a hand-grenade to the Sison Municipal Police Station (MPS) in Surigao del Norte Police Provincial Office after three years of being an active member of the CNT group.

Police Brigadier General Joselito TEsquivel, Jr., Police Regional Office (PRO) 13 Director, further disclosed that a former member of the CNT group, a certain Discoro Tumboc, Jr. alias “Ka Judy” who surrendered to Sison MPS last September 29, 2019, convinced him to surrender to the government and start anew as a law-abiding civilian.

Upon further investigation, it was discovered that Rivero, Jr. became a CNT member when he was just 17 years old after having been convinced with their propaganda and false promises. As it bore no substantial changes to his life, he decided to change paths and renounce terrorism.

Young NPA vice leader surrenders to AgSur police

BUTUAN CITY, Jan. 6 -- The vice squad leader of the Sandatahang Yunit Pangpropaganda of the Guerilla Front 19, Northeastern Mindanao Regional Committee of the New People’s Army (NPA) surrendered recently to the Agusan del Sur Police in their provincial office in Patin-ay, Prosperidad, Agusan del Sur.

The 20-year-old squad leader, identified as alias “BL” from Brgy. Los Arcos, Prosperidad, has now vowed to renounce terrorism as he yields his Norinco caliber .45 pistol and disclosed some of the personal details of his three-year service to the NPA.

He cited the hardships he has encountered in the armed struggle along with the persistent counterinsurgency drive of both the military and police forces in the region as his motivators to act on his decision to surrender.

The Philippine National Police (PNP) Caraga was in full support of his decision and promised to assist him in creating a new life as a law-abiding civilian. As such, he will be granted access to livelihood programs such as the Enhanced Local Integration Program (E-CLIP), firearm remuneration, and immediate cash assistance.

Brigadier General Joselito T. Esquivel, Jr., Police Regional Office (PRO) 13 Regional Director, commended the now-former rebel's decision and assured him that he had made the right decision. AgNor town leads indignation rally vs CPP-NPA-NDF

MAGALLANES, Agusan del Norte, Jan. 6 -- The local government unit (LGU) of Magallanes, Agusan del Norte joined recently the Philippine National Police (PNP) in spearheading the simultaneous nationwide conduct of indignation rally in condemning the atrocities and illegal activities of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CNN).

“There’s no place for terrorism and communism in Magallanes. Sama-sama nating labanan ang terorismo sa pamamagitan nang pakikipagtulungan sa awtoridad at Gobyerno,” said PLt. Tejanne Q. Zarzoso, OIC Chief of Police of the Magallanes Municipal Police Station (MMPS) during the indignation rally conducted at the People’s Park, on the same day the Communist Party of the Philippines celebrated its 51st founding anniversary.

“We, the people of Magallanes have spoken. We want peace as we believe there can only be development if there is peace,” said Mayor Cesar “Bubu” Cumba, Jr., in his message of support for the Whole Of Nation Approach as he condemned the evil ways of the CNN which hampered the development of the town from decades ago.

In a statement, the Department of the Interior and Local Government said the activity was part of the Duterte administration’s effort to end the decades-old insurgency problem in the country by 2020 and to attain sustainable peace and development through multi-stakeholders' active participation. SILG Eduardo M. Año issued a Memorandum Circular which encouraged other members of the society, including the private sector and members of the community, to support peace and development building initiatives of the government. Joining the rail y were at least 300 individuals from the municipal government, barangay units and barangay peacekeeping teams, other national agencies, and private sectors, civil society organizations and transport organizations.

Among the activities during the indignation rally include the following:

- Motorcade / Caravan during the Indignation Rally while showcasing Placards/Tarpaulins re: NO TO CPP/NPA/NDF;

- Messages on expression of support and indignation by the local officials, national agencies, former rebel, and barangay officials;

-  Reading of the Municipal Resolution Declaring the CNN and all its legal fronts as Persona Non-Grata in the Municipality of Magallanes by Sangguniang Bayan Member James dela Fuerta, as based on the consolidated Barangay Resolutions of all barangays of Magallanes approved during the barangay assemblies;

-  Video presentations depicting the lies and evils of the CNN; and

-  Burning of Joma Sison Effigies/NPA Flag during CPP/NPA/NDF Indignation Rally Leaflets distribution re: NO TO CPP/NPA/NDF during CPP/NPA/NDF indignation rally.

Cpl Jovanne Elleso, of the 29IB Philippine Army, said that the CNN continues to thrive on three kinds of support from the people: (1) financial; (2) material; (3) moral. He further explained that in order for the terrorists to cease to exist, this support must be stopped, for the government cannot end the communist insurgency problem alone without the active participation of its partners from the different sectors.

The said rally is a nationwide protest against violence, terrorism, and all forms of atrocities. Caraganons closely observe the promulgation of judgment on Maguindanao massacre case

BUTUAN CITY, Jan. 6 (PIA) - The Caraganons fixed their attention in witnessing the promulgation of judgment on the Maguindanao massacre case via live telecast.

Alexander Lopez, bureau chief of the Philippine News Agency based in Caraga region and formerly assigned in Cotabato was one of those who closely monitored the verdict against the accused.

He said, despite the hard wait for the decision of the jury, he still feels happy that the court has finally released the judgment against the accused individuals who are responsible for the detestable crime that they committed.

Lopez further revealed that one of the victims was his former colleague and he was disappointed with his untimely death especially that the victim was just doing his job as a media practitioner.

“I feel relieved that finally the verdict against the suspects was released, though we waited for a long time, yet I’m happy that justice was served to the victims,” cited Lopez.

Ramil Bangues, president of the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) Agusan del Norte-Butuan City Chapter, also expressed his joy on the verdict specified by the Regional Trial Court against the responsible individuals, particularly the influential family of the Ampatuan.

“This only shows that the justice system in the country is working and justice for our co-journalists who were killed were served to them,” bared Bangues.


Meanwhile, Dina Torrepalma, a resident of Barangay Doongan, Butuan City, conveyed her hope that the other suspects of the Maguindanao massacre who are still at large would now surrender and face the consequences of the crime they committed.

LUNGSOD NG BUTUAN, Enero 6 (PIA)-- Libo-libong Caraganons ang nakikinabang ngayon sa free wifi sites na hatid ng Free Wifi For All Project ng Department of Information and Communications Technology o DICT sa Caraga region.

Ayon pa sa DICT, sa taong 2019, may 105 free wifi sites na ang na-install nila at patuloy pa itong dadami dahil patuloy pa rin ang kanilang proyektong mabigyan ng libreng connection ang publiko.

Nasa 84 na sites na ang ang na-installan ng libreng wifi sa lungsod ng Butuanat iba pang mga bayan ng Agusan del Norte; apat sa Agusan del Sur; 13 sa Surigao del Norte; at apat din sa Surigao del Sur.

Bilang isa sa mga nakinabang ng proyekto, malaki ang pasasalamat ni Mayor Judy Amante ng Cabadbaran City, Agusan del Norte dahil mas mapapadali na ang komunikasyon, trabaho at magkakaroon pa ng koneksyon kahit saang lugar sa mundo sa pamamagitan nito.

Masaya din si Abril Romano, isang Cabadaranon at miyembro ng Agusan del Norte Emergency Response Team sa libreng wifi ng gobyerno dahil malaki ang tulong nito sa kanila, lalo na sa pagbibigay ng impormasyon sa panahon ng kalamidad.

Ayon naman kay Direktor Evamay Dela Rosa ng DICT Mindanao Cluster 2, sa kabuoang target ng ahensya, ang Agusan del Norte ay magkakaroon ng 212 free wifi services.

Ayon naman kay  Engr. Lawrence Salang ang provincial officer ng DICT Agusan del Norte tinututukan rin nila sa pagkakabit ng wifi services ang Siargao island at Dinagat islands sa taong ito.

LUNGSOD NG BUTUAN, Enero 6 (PIA) - Seryusong sinubaybayan sa telebisyon ng mga Caraganon ang pagbaba ng hatol sa mga sangkot ng Maguindanao massacre case. Isa na dito si Alexander Lopez, bureau chief ng Philippine News Agency – Caraga region, na dating nakadestino sa Cotabato.

Ayon kay Lopez, mabagal man ang naging takbo ng hustisya, ngunit masaya siya at mananagot na ang mga akusado sa nangyaring karumal-dumal na krimen.

Kwento pa niya, ang isa sa mga media practitioners na nadamay sa insidente ay dati niyang kasamahan at lubos nilang ikinalungkot ang sinapit nito lalot ginagawa lamang niya ang kanyang tungkulin bilang isang mamamahayag.

“Bagamat matagala na panahon din an gating hinintay, sa wakas ay nailabas na rin ang hatol para sa mga suspek at nakamit din ang hustisya ng mga biktima. Nakakalungkot man balikan ang mga pangyayari, subalit masaya ako at naibigay na rin ang hustisya sa kanila,” banggit ni Lopez.

Lubos naman ang  galak ni Ramil Bangues, presidente ng Kapisanan ng mga Brodkaster sa Pilipinas (KBP) Agusan del Note-Butuan City Chapter sa naging hatol ng Regional Trial Court lalu na sa maimpluwensyang pamilya ng mga Ampatuan.

“Nagpapatunay ito na gumugulong talaga ang hustisya sa Pilipinas. Nakamit na rin ng ating mga kasamang journalists na napatay ang hustisya para sa kanila,” sabi ni Bangues.

Samantala, umaasa rin si Dina Torrepalma ng Barangay Doongan, na mahuhuli na rin ang iba pang suspek na hanggang sa ngayon ay at large pa rin at makasuhan na rin ng korte.

Andanar lauds China’s innovations in media sector

MANILA -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar has hailed China’s initiatives to introduce reforms in its media and communications industry.

In a letter sent to China Media Group (CMG) president Shen Haixiong, Andanar highlighted Beijing’s capability to provide its international audience an “in-depth understanding” of its rich history and existing policies, according to a January 3 report by China Plus.

“In a letter, Martin Andanar, who is the secretary of the Presidential Communications Operations Office of the Philippines, congratulated Shen Haixiong, the president of China Media Group (CMG), for the organization’s coverage of major events in China,” China Plus, overseas all-in-one English-language media brand of Beijing’s state media China Radio International (CRI), said.

“He (Andanar) said it provides opportunities for people around the world to gain an in-depth understanding of China’s history, its principles, and its ideals,” it added.

Shen, in a New Year’s message to China’s global audience, ensured that Beijing is exhausting all efforts to transform its government-run broadcast firms into “world-class” mainstream media organizations.

Shen added that the CMG would continue to have exchanges with international media in a bid to “remove misunderstandings and prejudice, and turn more people into friends.”

CMG is a state media conglomerate merging state-owned China Central Television, China National Radio, CRI, and China Global Television Network.

In November last year, Andanar said the Philippines and China have agreed to have stronger ties in the media sector.

To date, the PCOO has multiple bilateral media communications deals with China, which covers commitments to pursue personnel exchanges, workshops, seminars, information exchanges, rebroadcasts, joint production, and mutual visits.

Andanar, as quoted by China Plus, praised CMG’s implemented programs, including the launch of multiple cutting-edge media platforms such as the 5G video application Yangshipin.

The Communications chief was hopeful that China would further improve the services of its state media firms.

Various sectors discuss ways to curb harmful effects of Climate Change

BUTUAN CITY, Jan. 8 (PIA) -- Different sectors in Caraga region were oriented about the harmful impacts of Climate Change, which are caused mainly by the increased levels of atmospheric carbon dioxide produced by the use of fossil fuels. And this has brought more risks to people’s health conditions.

With this initiative posed by the Commission on Human Rights (CHR) Caraga, the Forum on Climate Justice held in Butuan City has enlightened the sectoral groups to take responsibility and promote the rights of every individual to live in a pollution-free environment, and to hold corporations accountable for contributing to these effects.

Atty. Zeldania Soriano, who heads the Community Legal Help Project, cited that petitioners against fossil fuel-producing companies have found the significance of “climate justice” as these companies have been held liable by the united nations framework convention on climate change for contributing much to the climate change’ impacts.

CHR-Caraga regional director Atty. Jerefe Tubigon-Bacang underlined the corporate responsibility and important role of every sector to curb the harmful effects of climate change brought about by the use of fossil fuel that causes danger to people’s health condition.

“Every Filipino, not only the scientists, academicians should know about Climate Change and its effects to the country. We should take an active part in contributing to the efforts of the government in minimizing the emission that really caused pollution,” said Bacang.

Various sectors have expressed their full support and cooperation to the resolutions initiated by the government that will also benefit the next generation. 

Atty. Marjorie Llamo, representative from the Urios Legal Assistance Program (ULAP) of the Father Saturnino Urios University (FSUU) in Butuan City, also shared that every individual should have a better understanding on Climate Change and its effects to the communities and in the country in general.


“Let’s take this issue seriously and make a move even on our own little ways to lessen the impact of Climate Change. Let us work together with the government stakeholders and support them, as they strive to address this concern,” Llamo added. (JPG/PIA-Caraga)

AgNor guv ensures more projects for 2020

BUTUAN CITY, Jan. 8 (PIA) -- The year 2020 is expected to be busier for Agusan del Norte employees as projects under AGUSAN UP! will require better work performance from personnel who work for the betterment of Agusan del Norte.

During the Monday Convocation Program on January 6 at the capitol grounds, Governor Dale B. Corvera said the projects laid out for the current year will require higher performance ratings from the employees of the provincial capitol to further the progress envisioned by the eight-point development agenda.

A meeting among the office heads is scheduled this January 14 to evaluate the relevance of the projects they have prepared for the current year to the objectives of AGUSAN UP!, he said.

The AGUSAN UP! is comprised of four flagship programs: Agus 3Ps or the Plant and Process for Prosperity that targets economic development; Amumamang Agusanon which focuses on social progress; Lunhaw’ng Agusan which promotes environmental conservation and protection; and Hiniusang Lihuk Agusan which aims to develop an organized system to guarantee efficiency.

Through the mentioned programs, the vision of making Agusan del Norte an agri-forest processing center and economic zone in Caraga in the year 2027 will be made possible which is foreseen to mitigate the poverty rate in the province, from a whopping 34% down to 15%. LUNGSOD NG BUTUAN, Enero 8 (PIA)-- Dahil sa tumitinding epekto ng Climate Change, isang forum ang isinagawa sa Caraga region na layong ituro sa ibat ibang sektro ang papel ng bawat isa para mapigilan ang paglala nito.

Ito ay sa tulong na rin ng Commission on Human Rights (CHR) na siyang nanguna sa isinagawang Forum on Climate Justice, kung saan isinusulong ang karapatan ng bawat indibidwal na mamuhay nang malayo sa polusyon at mapanagot ang mga korporasyong lumalabag dito.

Ibinahagi ni Atty. Zeldania Soriano, head ng Community Legal Help Project, ang naging hatol ng United Nations Framework Convention on Climate Change sa mga inireklamo ng mga petitioners mula sa ibat-ibang panig ng bansa laban sa mga fossil fuel companies na may malaking kontribusyon sa climate change.

Binigyang-diin naman ni CHR-Caraga regional director Atty. Jerefe Tubigon-Bacang ang malaking responsibilidad ng bawat sektor upang matugunan at masugpo ang lumalalang epekto ng Climate Change sa mundo.

“Bawat Pilipino, hindi lang dapat yung mga scientist o akademisyans ang makaalam nito, lalu na an gating komitment bilang isang bansa na makabigay kontribusyon sa pagbaba ng emisyon,” sabi ni Bacang.

Buo naman ang suporta ng iba’t-ibang sektor sa inisyatibong ito ng pamahalaan lalo pa at para ito sa susunod na henerasyon.

“Mahalagang mas maintindihan natin kung ano ang naidudulot sa atin ng epekto ng Climate Change at nang maisagawa natin ang mga nararapat na hakbang upang ito’y masolusyunan at hindi na makasira sa ano man ang meron tayo ngayon,” pahayag ni Atty. May martial law o wala, mas paiigtingin pa ng militar ang seguridad sa Caraga

LUNGSOD NG BUTUAN, Enero 8 (PIA) - Tiniyak ng militar ang patuloy na pagpapatupad ng mahigpit na seguridad kahit hindi na pinalawig pa ang batas militar sa Mindanao.

Ayon kay  Brigadier General Maurito Licudine, commander ng 402nd Brigade, Philippine Army, magpapatuloy ang kanilang regular na operasyon at mas paiigtingin pa ang seguridad ng bawat komunidad lalo pa at pinapatupad din ang Executive Order 70 o ang whole-of-nation approach sa pagsugpo ng insurhensiya sa bansa.

Dagdag ng opisyal, marami na ring mga sumusukong miyembro ng New People's Army bitbit ang kani-kanilang high-powered firearms upang mamuhay ng normal at mapayapa kasama ang kanilang pamilya na may maayos na pangkabuhayan.

“May martial law o wala dito sa Mindanao, patuloy pa ring sisiguruhin ng Philippine Army ang seguridad at kaayusan sa rehiyon ng Caraga,” ani ni Licudine.

Dagdag pa ng opisyal, mas magiging maunlad ang rehiyon ng Caraga, maging ang ibang rehiyon sa Mindanao kung mapapanatiling payapa at ligtas ang mga mamamayan dito. Mas marami pang investors na papasok sa lugar.

Sinabi naman ni Col. Allan Hambala, commander ng 401st Brigade na marami ng programa't serbisyo mula sa gobyerno ang pinapakinabangan ngayon ng mga dating rebelde, maliban pa sa ayuda na kanilang matatanggap sa kanilang pagsuko.

Isa na dito ang ipinatayong half-way house sa Agusan del Sur para sa pagbabagong buhay ng mga sumukong rebelde.

Patuloy din nilang tutugisin ang iba pang miyembro ng Communist Party of the Philippines – New People’s Army (CPP-NPA) at masugpo ang kanilang idinudulot na karahasan at pang-aabuso sa mga sektor lalu na sa mga Indigenous Peoples.

“Naka-alerto pa rin ang ating kapulisan at Army at mananatiling nakatutok sa pagsiguro ng proteksyon at seguridad ng mamamayan,” sabi ni Hambala.

Matatandaan din na nagpahayag ng kanyang suporta si Butuan Bishop Most Reverend Cosme Damian Almedilla sa pagpapatupad ng Martial Law sa Mindanao.

PRRD signs law increasing salary of gov't employees

MANILA, Jan. 9 -- President Rodrigo Roa Duterte signed a new law on Wednesday evening, January 8 which seeks to give civilian government employees, including nurses and teachers in the public sector, their fifth round of salary increases.

The enrolled Senate Bill (SB) No. 1219, also referred to as the Salary Standardization Law 5, was one of the priority bills of Senator Christopher Lawrence “Bong” Go, in addition to the Malasakit Center Act of 2019 and a bill postponing barangay and Sangguniang Kabataan (SK) elections, both of which have also been passed into law.

In previous interviews, Go said that SB 1219 satisfies the President's wish to ensure a complete and holistic approach to salary increase for government employees.

“The President wants nothing less than a complete and holistic approach to the salary increase. Meaning, he wants all government employees to receive an increase,” Go said. The Senator filed in his first week of duty as a Senator SB 200 which served as one of the bases of SB 1219.

With the signing of the measure, “the minimum basic salary of a first-level (Salary Grade 1) government employee will now be increased from P11,068 to P13,000 (after all tranches, in 2023) due to the SSL 5,” Go explained.

Under the newly signed law, the increase in the salaries will be divided into four tranches, starting 2020 until 2023. A total of P34 billion was allocated in the 2020 national budget for the salary increases for the current year.

He added that “around 1.4 million civilian personnel in the national government” are set to benefit from the law.

Duterte and Go have been staunch supporters of salary increase for government workers, with the President even urging the Congress to pass the new SSL during his State of the Nation Address in 2019.

The President then certified the bill as urgent in December last year, allowing the Senate to proceed to the third and final reading of the bill right after the second reading, bypassing the rule that requires three days to pass between the second and third readings.
“In recognition of their invaluable contributions, our civil servants, the people who dedicate their everyday lives to the service of the Filipino people, must be given an opportunity to pursue a career in the service that would allow them to enjoy competitive wages, enough to address their personal needs and that of their families,” Go said in his previous statements.

“Lastly, allow me to thank each and every employee, from the highest posts to the lowest ranks, who has dedicated himself each and every day to the service of the country and the Filipino people,” he added.
Go also expressed his gratitude to his colleagues in the Senate and the Lower House of Congress for their support and their efforts in making sure that the measure was passed on time.

DSWD-Caraga reiterates correct process for adoption, foster care

BUTUAN CITY, Jan. 9 (PIA) - Several couples who do not have kids yet have applied for adoption and foster care of children under the custody of the Department of Social Welfare and Development (DSWD) Caraga.

The said agency has stressed to all interested couples the importance of following the right and legal process of adoption.

According to Thesa Joy Musa, head of the adoption resource and referral unit of DSWD-Caraga, Republic Act 10165 states that DSWD shall issue a foster family care license based on the home study report submitted by the agency to determine the motivations, capacities, and potentials for development of the applicants.

“So far, we haven’t experienced any problem with the adoptive parents or couples because they knew their roles and responsibilities to their adopting children. We hope this will continue, as we want to ensure the safety, security, and welfare of the children within their custody,” shared Musa.

The license is renewable every three years unless revoked by DSWD. A DSWD social worker will be assigned to conduct the home study report which will be forwarded to the department.

She cited that there are two types of adoption, namely, the permanent adoption and temporary or foster care in which foster parents are authorized to provide shelter, food, parental supervision, and sometimes even educational assistance to children who are not related to them.

The appropriate process still has to be followed to ensure their readiness in emotional, mental and financial aspects as they pursue the adoption. The DSWD also conducts counseling for applicants, including children to be adopted.

Meanwhile, Musa reminded all applicants to be responsible being the second parent of the children to be adopted and to give them a bright future. (JPG/PIA-Caraga)

Gov’t agencies assess VAWC cases in Caraga

BUTUAN CITY, Jan. 9 (PIA) -- The Regional Gender and Development Committee (RGADC) in the Caraga region has constantly been monitoring the recorded cases of violence against women and children in the region.

With the launching of the gender-based violence observatory hub project, the RGADC aims to gather data from the case handlers or Violence Against Women (VAW) desk officers in different municipalities. This effort was also reiterated during the recently held Summit on Gender-Based Violence in Butuan City.

According to Commission on Human Rights (CHR)-Caraga regional director and RGADC chair, Atty. Jerefe Tubigon-Bacang, the government has geared up its advocacy campaign at the grassroots and ensures implementation of laws that protect the rights and promote the welfare of women and children, as well as prevent any forms of violence or abuse against them.

She further highlighted that data gathering on gender-based violence and VAWC cases are regularly being conducted in the Caraga region.

This will serve as bases for the government in the creation of new policies, plan and activities for the women and children sectors.

“We need to have data as our evidence and basis for the programs, actions of the Commission on Human Rights, as well as to make these data work,” cited Bacang.

VAW desk officer Terresita Aya revealed that most of the cases she has handled are marital problems which resulted in domestic violence. She encouraged the couples to talk about their marital issues and resolve them peacefully to avoid ending up in a resentful situation.

Atty. Khalil Lamigo of the Philippine Ports Authority - Port Management Office of Agusan, stressed the significant role of the VAW desk officers in the barangays, as well as concerned government agencies so that people would become more empowered and engaging in preventing cases of gender-based violence.

“For us government workers, we should have a welcoming atmosphere in such a way that we don’t easily judge those victims of violence. It is the reason why they are usually hesitant to report their experiences of abuse because they are sometimes prejudged,” Lamigo said.

Meanwhile, the Philippine National Police (PNP) also called on the public to be alert and help the authorities in solving related cases, by way of reporting to them any untoward incident or domestic violence that they have seen and observed in their respective barangays, so the PNP could respond and provide appropriate action.

“Locals should never be afraid to report any VAWC-related incident they know in their barangay because it is in that way that they could help and save one’s life from any abuse or violence,” said Police Major Marife Farol, chief, Family Juvenile Gender And Development of Police Regional Office-13.

Lands intended for 'Plant! Plant! Plant!' project inspected

BUTUAN CITY, Jan. 9 -- The 'Plant! Plant! Plant!' Project of the AGUSAN UP! under the provincial government of Agusan del Norte is now gradually being implemented as several hectares of land in the municipality of Buenavista in Agusan del Norte allotted for the planting of the high-value crops were subjected to an ocular inspection on January 8.

A total of 253 hectares were covered on the first day of the conduct of the said inspection and will be continued in the specified areas in the said municipality. The lands in the city of Cabadbaran are set to be inspected next.

The said inspection was conducted in order to determine the exact area of land and other necessities of the groups and individuals who are tasked with the implementation of the project.

It can be recalled that a total of 8,000 hectares of land were committed by the initial batch of farmers' groups during the consultation conducted on December 11, 2019.

The said land was to make effective the vision of the AGUSAN UP!, an eight-point development agenda of the province, wherein Agusan del Norte will be considered an agri-forest processing center and economic zone of the Caraga region.

LUNGSOD NG BUTUAN, Enero 9 (PIA) - Ilang mag-asawa na wala pang anak ang nag-apply para sa adoption and foster care o ang pag-aampon at pansamantalang pag-aruga ng mga bata na nasa pangangalaga ng Department of Social Welfare and Development (DSWD) Caraga.

Binigyang-diin ng ahensiya sa mga mag-asawa ang kahalagahan ng tamang proseso at legal na paraan ng pag-aampon.

Ayon kay Thesa Joy Musa, head ng Adoption Resource And Referral Unit ng DSWD-Caraga, nakasaad sa Republic Act 10165 na ang DSWD ang inatasang ahensiya na siyang mag-issue ng foster family care license sa kwalipikadong aplikante base na rin sa home study report na isusumete ng social worker. Ini-re-renew ang nasabing lisensya kada tatlong taon.

“Wala namang naging problema doon sa mga magulang o mag-asawang aplikante dahil alam naman nila ang kanilang tungkulin at kung hanggang saan ang kanilang responsibilidad sa kanilang inampon na bata,” ani ni Musa.

Dagdag ni Musa, may dalawang klase ng adoption, una dito ang permanent at isa naman ang temporary o pansamantalang pag-alaga at pagbigay sa pangunahing pangangailangan ng bata habang nasa poder nila ito.

Dumadaan din ito sa proseso gaya ng pagtitiyak na handa ang emotional, mental at financial aspect ng lahat ng may kaugnayan sa adoption. Nagsasagawa rin ng counselling ang DSWD para rito.

Mga kaso ng VAWC sa Caraga tinalakay ng mga ahensiya

LUNGSOD NG BUTUAN, Enero 9 (PIA) -- Tinutukan ngayon ng Regional Gender and Development Committee (RGADC) ng Caraga region ang pagtaas ng kaso ng violence against women and children (VAWC) sa rehiyon.

Ito ay sa tulong na rin ng paglulunsad ng Gender-Based Violence Observatory Hub Project sa Caraga at sa harap ng pagdaraos ng Summit Against Gender-Based Violence sa lungsod ng Butuan.

Ayon kay Commission on Human Rights (CHR)-Caraga regional director at RGADC chair Atty. Jerefe Tubigon-Bacang, layon ng gobyerno na mas mapaigting pa ang pagpapatupad ng mga batas na layong protektahan ang karapatan ng mga kababaihan at bata laban sa anumang uri ng karahasan at pang-aabuso.

Regular na ang pagkakalap ng datos na may kinalaman sa gender-based violence lalo na sa VAWC. At magiging basehan ito sa mga gagawing hakbang ng gobyerno, maging ang mga plano at aktibidad para sa ikabubuti ng nasabing sektor.

“Kailangan natin ng mga datos para maging ebidensiya at basehan ng Commission on Human Rights sa pagbuo ng mga programa at aksyon, at para maging makabuluhan ang pagamit ng mga datus na ito,” banggit ni Bacang.

Ayon naman kay VAW desk officer Teresita Aya, isa sa mga kaso na madalas na kanilang nireresolba ay ang problema ng mga mag-asawa na humahantong sa domestic violence.
Ayon naman kay Atty. Khalil Lamigo ng Philippine Ports Authority - Port Management Office of Agusan, mahalaga ang papel ng VAW desk officers sa mga barangay, maging ng mga kinauukulang ahensiya upang mahimok na magreport ang mga biktima ng gender-based violence para sila ay matulungan din.

“Para sa ating mga empleyado ng gobyerno, dapat ay maging sensitibo tayo sa pagtanggap ng report sa VAWC at hindi dapat natin hinuhusgahan agad ang mga biktima dahil sa sitwasyon nila. Dapat ay maging patas tayo upang hindi sila magdalawang isip na ireport ang kanilang mapait na karanasan,” ani ni Lamigo.

Samantala, nanawagan naman ang Philippine National Police (PNP) sa publiko na maging alerto at tumulong sa otoridad na maipaabot sa kanila ang anumang insidente o reklamong may kinalaman sa gender-based violence at vawc upang maaksyunan agad nila ito.

“Kinakailangan po ang kooperasyon ng bawat mamamayan lalu na po sa pagreport ng mga kaso ng VAWC upang marespondehan po ito ng otoridad at mabigyang-tugon ng mga kinauukulang ahensiya. Huwag po tayong matakot dahil handa pong tumulong ang kapulisan sa mga biktima ng anumang pang-aabuso,” pahayag ni Police Major Marife Farol, hepe ng Family Juvenile Gender and Development ng Police Regional Office (PRO)-13.

Andanar urges Filipinos in Iraq to coordinate with PH embassy

MANILA -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Wednesday called on Filipinos residing and working in Baghdad to closely coordinate with the Philippine Embassy in Iraq to ensure their security and safety.

"We would like to inform that a mandatory evacuation has been imposed for all Filipinos living, working, and staying in Iraq. This comes after the Department of Foreign Affairs (DFA) has raised the Alert Level to Level 4 due to security threats as a result of the rising tensions in the Middle East," Andanar said in a statement. "We are urging everyone to coordinate with the Philippine Embassy in Iraq for their subsequent repatriation."

The Philippine Embassy in Iraq announced earlier Wednesday that President Rodrigo Duterte has ordered all Filipinos living and working in Iraq to return to the Philippines.
Some 4,000 Filipinos are living and working in Iraq, DFA data showed.

The order to repatriate Filipinos in Iraq came after the highest threat alert was raised in Baghdad amid the escalating tensions between the US and Iraq.

Alert Level 4, which calls for mandatory repatriation and forced evacuation, is issued “when there is a large-scale internal conflict or full-blown external account,” according to the DFA's website.

Iran's top military commander, Qassem Soleimani, was assassinated in a US airstrike conducted in Baghdad, Iraq last week, a move that prompted Iran to pledge retaliation against the US.

Andanar said the Duterte government would continue monitoring the situation of the Filipino residents and workers in Iraq.

"As there is still no advisory for Filipinos staying in neighboring countries in the Middle East, we will continue to monitor and coordinate with the DFA for the recommended course of action, should there be any," he said. "The Duterte administration will continue to ensure the protection and safety of all of our overseas Filipino workers in the Middle East from this security crisis."

In a press conference held earlier Wednesday, Budget Assistant Secretary Rolando Toledo said about PHP1.8 billion in government funds can be tapped for the repatriation of Filipinos in the Middle East.

Toledo said PHP1.29 billion of the total PHP1.8 billion fund allocated for the OFWs’ repatriation would be taken from the DFA allocation.

The other PHP100 million will come from the Overseas Workers Welfare Administration while the remaining PHP500 million is a “free fund,” he said. (PNA)

2 young NPAs surrender in Surigao Sur

TANDAG CITY, Surigao del Sur, Jan. 13 -- It's a new life for the new year for the two young New People’s Army (NPAs) who are included in the army’s watchlist and chose to surrender on January 9, 2020 to 7th Special Forces “Spartans” (SF) Company under 3rd Special Forces “Arrowhead” Battalion (3SFBn) in Barangay Mararag, Marihatag town this province. They brought along with them one 5.56 M16A1 rifle, one M653 rifle, two long magazines with 86 rounds of ammunition.

Based on the report, both surrenderees are members of the communist NPA terrorists, CNTs’ Weakened Guerilla Front 19 (WGF19), Northeastern Mindanao Regional Committee (NEMRC).


Alias John who was only 17-year-old then and alias Dave, who requested anonymity for security reasons, were buddies and both are residents of Barangay Mahaba in Marihatag town.

Alias Julian recruited them in the vicinity of Baliad in Diatagon, Lianga, Surigao del Sur. As curious young individuals, they explored and joined the terrorist group but regretted their decision in the end because of miserable experiences. Starvation, exhaustion and the irrelevance of their existence as a terrorist group were factors for their surrender.

They had a chance to quit from the group when they were tasked to plead for food in the far-flung communities outside their guerrilla base. Both became squad leaders and stayed in the group from April to October 2019 and they formally surrendered this year.

“Gutom, pagod at takot sa aming buhay lang ang inabot namin. Mali talaga ang desisyon namin sa pagsali. Kaya nang inutusan kaming kumuha ng pagkain, tumakas nakami at ayaw na naming bumalik,” John said.

It can be recalled that last December 2019, the Marihatag Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) hosted a peace dialogue in barangay Mahaba spearheaded by the Technical Education and Skills Development Authority (TESDA) Surigao del Sur as the lead agency for Poverty Reduction, Employment and Livelihood Cluster. The Enhanced Local Comprehensive Integration Program (E-CLIP) for NPA surrenderees was discussed and disseminated in the community through leaflets distribution and the Community Support Program teams that were immersed in the barangay last year.

Colonel Allan D. Hambala, 401st ”Unite and Fight” Infantry Brigade commander, urged the members of the task force to be more active in delivering the basic services in the conflict-affected areas because the government’s visibility will surely create an impact to disprove the CNT’s promises and will weaken the CNTs’ will to fight which can induce for more surrenders in the future. Revenue collection ng LTO Caraga tumaas ng mahigit dalawamput-tatlong milliong pesos sa taong 2019

LUNGSOD NG BUTUAN, Enero 13 (PIA) -- Dahil sa pusposang kampanya ng Department of Transportation (DOTr) Caraga sa iba’t ibang probinsya at bayan sa rehiyon, tumaas ang kanilang revenue collection ng mahigit P23 milyon mula buwan ng Enero hanggang Nobyembre sa taong 2019.

Ayon kay DOTr director Nordy Plaza, mula sa mahigit P376 milyon noong 2018, umabot sa P399 milyon ang kanilang collection sa taong 2019.

Dagdag pa ni Plaza, sa taong 2019 nakapagregister din sila ng 286,580 motor vehicles; at nakapag issue ng 190,695 licenses.   

Naniniwala din si Urbano Maglines Jr, ang LTO Caraga focal person for road safety, na nakatulong sa nasabing pagtaas ng collection ang kanilang law enforcement operations na umabot sa 7,411, mas mataas kompara sa 5,884 operations noong taong 2018.

Kompyansa si Plaza na mas tataas pa ang kanilang collection dahil sa patuloy na kampanya at law enforcement operations nito kung kaya’t pinaalalahanan din ng opisyal  ang mga vehicle owners at mga drivers na magrenew ng kanilang expired registrations at licenses. (NCLM/PIA Caraga)

Army troopers seize NPA cache in SurSur

TANDAG CITY, Surigao del Sur, Jan. 14 (PIA) -- Government forces seized a New People’s Army (NPA) arms cache in Mount Gacob, Sitio Magkahunaw, Barangay Buhisan in San Agustin town, this province on January 10, 2020.

Based on the report received from Lt. Krisjuper Andreo Punsalan, Civil-Military Operations Officer of the 3rd Special Forces Battalion (3SFBn), the joint elements of the 9th Special Forces “Hounds” Company and the Regional Mobile Force Battalion (RMFB) of Police Regional Office 13 (PRO 13) recovered two caliber 30 Garand rifles, and assorted ammunition, and explosives.

“The recovery is a result of the follow-up interviews of the two rebel surrenderees (alias John and alias Dave) who revealed the location of the arms cache," Punsalan said.

Alias John and Alias Dave surrendered to the army last January 9, 2020, it was learned.
Meanwhile, Lt. Col. Joey Baybayan, 3SFBn Commanding Officer, emphasized that the effort and support of the local government particularly the provincial government thru the declaration of persona non-grata against the members of the Communist NPA Terrorists (CNTs) play a vital role on the influx of rebel surrenderees in the entire province.

“The declaration of persona non-grata to the members of the Communist NPA Terrorists (CNTs) by Surigao del Sur province and the institutionalization of the Local Task Forces to End Local Communist Armed Conflict (LTF-ELCAC) of the province down to its municipalities play a role on the influx of rebel surrenderees in Surigao Sur" Lt. Col. Baybayan said.

Also, Col. Allan Hambala, 401st (Unite and Fight) Infantry Brigade Commander, has lauded the provincial government of Surigao del Sur for its steadfast support to end insurgency through the plans and programs under Executive Order No. 70 of President Rodrigo Roa Duterte.

“In the whole region of CARAGA, the province of Surigao del Sur was the first to declare CNTs unwelcome,” Col. Hambala said.

 DTI grants biz certificate to Mamanwa’s handicraft

SURIGAO CITY, Surigao del Norte, Jan. 14  (PIA) -- The Department of Trade and Industry (DTI)  Surigao del Norte has recently granted a business certificate to Emely Maquilan, a mamanwa from Tagbasingan Mamanwa Community of Barangay Mat-i, this city.

Maquilan was granted a business certificate for finally pursuing her business, which is the Mamanwa's Handicrafts Manufacturing.

Maquilan is one of the recipients of DTI's Strike Team Program for Indigenous People (IP), a program giving entrepreneurial trainings and product development and linking them to financial institutions, among others; and OTOP NEXT GEN.

OTOP NEXT GEN is a package of assistance from DTI to capacitate MSMEs (micro, small and medium enterprises) primarily on product development with the goal of leveling up the products in the areas of design, quality, volume, among others.

The Mamanwa's Handicraft Manufacturing produces eco-friendly bags and baskets made of rattan, nito and wild romblon.

Anak ng pinatay na IP leader sa Agusan Sur, humihingi ng hustisya

LUNGSOD NG BUTUAN, Enero 14 (PIA) - Sa pagpasok ng bagong taon, isang masamang balita ang natanggap ng pamilya ni Datu Bontula Tinaghao Mansinugdan, Indigenous Peoples-leader sa isang barangay sa bayan ng Esperanza, Agusan del Sur.

Siya ay walang awang pinatay ng teroristang grupong Communist Party of the Philippines – New People’s Army (CPP-NPA) nitong  January 1  sa Kinabanglohan Creek, Barangay Kinamaybay, Esperanza, Agusan del Sur. 

Sa kanyang murang edad, naglakas-loob ang 11-taong gulang na anak ng datu na si Gali’ (hindi niya totoong pangalan) na dumulog sa National Commission on Indigenous Peoples (NCIP) Caraga, kasama ng kanilang punong barangay at nanawagan sa gobyerno na tulungan silang mabigyang hustisya ang pagkamatay ng kanyang ama.

Sa kwento ni Gali, hindi niya matanggap at maintindihan hanggang sa ngayon kung bakit pinatay ang kanyang ama. Kasama siya ng kanyang ama noong December 31 nang pwersahang ginapos at dinukut ito ng mga NPA.

Ang nakakalungkot pa dito, isa sa mga NPA ay bayaw ng kanyang ama na sumali na sa  grupo.

Habang ibinabahagi niya sa media ang nangyaring pagpatay sa kanyang ama at kanyang pagtakas, sinabi niyang hinding-hindi niya ito malilimutan hanggang sa paglaki niya.

Si Gali ay pang-limang anak ni Datu Bontula na nais na maging sundalo paglaki upang maprotektahan ang kanyang tribu.

Ayon naman kay NCIP Caraga regional director Ferdausi Saniel Cerna, magbibigay ng karampatang tulong ang komisyon maging ang iba pang kinauukulang ahensiya sa mga naulilang anak ni Datu Bontulan.

“Unang-una sa lahat, kinokondina ng komisyon ang insidenteng ito kung saan pinaslang ang ating IP leader sa Esperanza, Agusan del Sur. Magbibigay ng tulong ang komisyon kasama ng iba pang ahensiya para sa naulilang pamilya ni Datu Bontula,” ani ni Cerna.

Samantala, umaasa rin si Datu Manligonan “Larry” Mansinugdan na matugunan ng gobyerno ang pangangailangang seguridad ng mga IPs sa kanilang komunidad at tuluyan nang mawakasan ang insurgency.

Andanar backs Duterte’s stance vs. deployment ban to Kuwait

MANILA -- Presidential Communications Operations Office Secretary Martin Andanar on Saturday expressed support for President Rodrigo Duterte’s decision not to stop Filipinos from seeking jobs in Kuwait despite the killing of Filipino domestic worker Jeanelyn Padernal Villavende.

“Despite the tragedy involving the killing of one of our overseas Filipino workers (OFWs), Jeanelyn Villavende, we support President Duterte’s pronouncement that there will be no deployment ban for OFWs bound for Kuwait,” Andanar said in a statement.

“This comes after the proactive and just response made by the Kuwaiti Government on the said case as compared to the case of Joanna Demafelis back in 2018,” he added.

In an exclusive interview with ABS-CBN aired on Friday night, the President said he has no plan to order the repatriation of Filipinos working in Kuwait because he was satisfied with the Kuwaiti government’s swift response to Villavende’s case.

Duterte also said he appreciates Kuwait’s efforts to serve justice for Villavende who was killed by her employer’s wife.

Villavende’s employers have been arrested and are currently detained by Kuwaiti authorities.

Andanar lauded the Arab country for implementing its existing labor pact with the Philippines.

“The government of Kuwait has carried out what our administration sought for when we signed an agreement with them to provide better protection for Filipino migrant workers in 2018,” he said.

On May 11, 2018, the Philippines inked a memorandum of agreement with Kuwait to ensure the protection of OFWs in the Arab nation, following the series of cases of maltreatment and death of Filipino workers, including Joana Demafelis who body was discovered in her employer's freezer.

The Department of Labor and Employment has imposed a partial deployment ban of OFWs to Kuwait following Villavende's death. However, skilled workers and professionals are exempted from the partial deployment ban.

On Friday, Labor Secretary Silvestre Bello III said the government’s possible declaration of a total ban on the deployment of OFWs to Kuwait relies on the results of the autopsy results on Villavende.

Results of the examination conducted by the National Bureau of Investigation on the remains of Villavende showed signs of sexual abuse on the victim, Justice Secretary Menardo Guevarra revealed earlier Sunday.

Guevarra added that there were also “old healed wounds” which indicate that the slain OFW had been battered weeks prior to her killing.

While the Chief Executive has no intent to prohibit Filipinos from working in the Gulf State, his administration would do its best to ensure the safety and protection of an estimated 2.5 million OFWs worldwide, Andanar said.

PRRD, Bong Go give aid to Taal volcano evacuees; pushes for building better evacuation centers nationwide


PASAY CITY, Jan. 15--President Rodrigo Duterte and Senator Christopher Lawrence “Bong” Go visited and checked the situation of more than 1,214 families affected by the eruption of Taal Volcano who are taking refuge in Batangas City on January 14, Tuesday.

Together with other key officials, the President led the discussion on how to address and mitigate issues that the country is currently facing, especially with the possibility of Taal Volcano erupting again anytime soon. The Senator, whom President Duterte mentioned in his short message as someone who “hails from Batangas”, also participated in the relief operations and in the situational briefing.

During their visit, the President led the ceremonial distribution of calamity aid that consisted of food packs and cash assistance for every family from the Department of Social Welfare and Development (DSWD), hygiene kits from the Department of Health (DOH), and food items from the Philippine Charity Sweepstakes Office (PCSO).

In addition to these, livelihood and financial assistance from the government were also turned over by the Department of Agriculture (DA) for the benefit of affected farmers and fisherfolk.

During the briefing, the President ordered a simultaneous construction of “strong” evacuation centers and hopes that the construction will be finished before his term ends.

“I hope that you can finish it before my term ends… I want projects that are doable and can be finished doing my term,” the President added.

Go, on his end, expressed support towards President Duterte’s statement during the situational briefing on building permanent evacuation centers, especially in areas vulnerable to natural disasters.

Seeking to address the vulnerability of the country to the impacts of climate change and natural as well as human-made disasters, Go filed recently a bill providing for mandatory evacuation centers in all cities, provinces and municipalities nationwide.

Known as “An Act Establishing a Mandatory Evacuation Center in all Cities, Provinces and Municipalities, Appropriating Funds Therefor”, Senate Bill (SB) No. 1228 provides for the establishment of an evacuation center in every city, province and municipality throughout the country.


Go said that it is only necessary to build permanent evacuation centers nationwide to ensure the safety of Filipinos in times of natural calamities and other disasters given the geographic location of the country.

“The Philippines is highly vulnerable to natural hazards, attributed primarily to the country’s location. The country is positioned along the so-called ‘Pacific Ring of Fire,’ an area where earthquakes and volcanic activities are more frequent than in any other part of the world,” Go stated in the explanatory note of the proposed measure.

“Hence, it is high time that the State establish evacuation centers in all cities, provinces, and municipalities which will cater to the basic needs of the victims of these disasters and provide them temporary shelters that will guarantee their safety, promote their social wellbeing, and guard their welfare while they recover and rebuild their homes and their lives,” he added.

Hazardous events include typhoons, floods, fires, storm surges, weather disturbances and outbreaks of illness or disease that may cause imminent danger to human life and property.

The bill also provides for the minimum requirements for every evacuation center, such as its location, amenities and accessibility, operation and management, among others.

Under the measure, the National Disaster Risk Reduction and Management Council (NDRRMC), or its successor, will act as the primary lead agency to oversee the implementation of the act should it be passed into a law.

As for its appropriation, the construction and maintenance of evacuation centers under the measure will be sourced from a portion of the general appropriations for the Department of Public Works and Highways (DPWH).

The bill also states that “Every year thereafter, the amounts necessary for the construction and maintenance of evacuation centers shall be included in the list of programs as part of annual budget in the General Appropriations Act.”

In previous interviews, Go—who often goes around the country to aid victims of natural and human-induced disasters—lamented that the victims are often temporarily relocated in barangay centers, plazas, gymnasiums, or basketball courts, which are not ideal for evacuation or shelter. Worse, some Filipinos do not have evacuation available for them at all, according to the senator.

“Kailangang magpatayo tayo ng mga safe, permanent and dedicated evacuation centers na merong sapat na mga emergency packs, katulad ng blankets, tubig, gamot, flashlight, at ready na relief goods,” he said.

“Obligasyon ng gobyerno na palaging maging handa na tumulong sa oras ng sakuna,” he added.

The senator also said that President Rodrigo Duterte is supportive of the proposed measure, saying “Kagaya ng gusto ni Pangulong Duterte, kailangan nating magpatayo ng safe, permanent at dedicated na evacuation (center) na kumpleto po sa mga kagamitan.”

The senator has also constantly advocated and urged colleagues in the Senate and House of Representatives for the establishment of the Department of Disaster Resilience (DDR) through his filed bill, Senate Bill (SB) 205. The bill provides for the creation of a sole department that will deal with the mitigation and operations regarding the effects of disasters and natural calamities.

Go added that the DDR will be “an empowered, highly specialized department with clear unity of command and primarily responsible in ensuring safe, adaptive and disaster-resilient communities.”

The DDR will also have funds that will finance its operations in disaster risk reduction, disaster preparedness, response, recovery, rehabilitation and building forward better programs, projects and activities. One of these programs will be the construction of evacuation centers to provide comfortable facilities to those distressed Filipinos affected by such incidents.

During the situational briefing in Batangas City, the President also gave directives to the Department of Public Works and Highways (DPWH) to assist in road clearing operations due to ash fall. The labor department is also tasked by the President to assist in identifying alternative livelihoods for affected individuals.

The Department of Budget and Management (DBM) was also ordered by the President to facilitate quick and responsive release of funds, implying that any unnecessary delay is unacceptable. (OSBG)

Crusade for peace: a hope for Higaonon tribe to thrive 

In a mountainous and most remote village of Sinakungan, Esperanza, Agusan del Sur in the island of Mindanao dwells the Higaonon, a peace-loving indigenous tribe, also called “people of the wilderness.”     

Over the years, they are a staunch defender of their ancestral homelands; keen in preserving their rich culture, beliefs, and traditions; and are determined to retain their ancient way of conflict resolution that works well in keeping a peaceful community.

Higaonon’s confronts challenges

These days, it is unfortunate that the enormous diversity among communities of indigenous peoples (IPs) is facing challenges. These created an impact which is detrimental to the enjoyment of a harmonious life.

The most recent incident that tested the resiliency and strong ties within the circle of Higaonon community was the brutal killing of defenseless Datu Bontola Tinaghao Mansinugdan, a respected community leader in Kinamaybay, Esperanza, Agusan del Sur, by the savagely cruel New People’s Army (NPA) terrorists.

Alias “Gali,” the fifth among the six siblings who were left orphaned, recalled in detail his traumatic experience about the unfavorable death of their father, Datu Bontola, in the hands of the rebels.

It was midday of December 31, 2019, until the early morning of January 1, 2020, that the adversity of event transpired.

The 11-year-old Gali narrated that he went along with his father in going to the Upper Agsabo, in the hinterlands of Kinamaybay, to inspect the traps they set up for wild boars.

He said they stumbled upon more or less 30 fully armed NPA terrorists. There was one who approached them and called his father “bayaw” or brother-in-law. “They were talking and then tied my father’s hands,” described Gali.


They were brought near Kinabonglohan Creek and stayed there during the course of a night.

“We were not given with food until it’s morning. I was very afraid and after a while, I heard a gunshot a few steps away from where my father was executed by the ruthless NPA,” said Gali.

He cried her heart out upon seeing the lifeless body of his father lying on the ground. “I swiftly ran back to our village in fear that they would do the same to me,” he said.

The Higaonon tribe had long been threatened by the hostile actions and human rights atrocities brought about by the NPA in retribution to their decisiveness to dissociate from the communist-terrorist group (CTG).

Pursuing conflict resolution


About 45 kilometers away from the city proper of Butuan City, the officials of the National task Force to End Local Communist Armed Conflict (NTF-ELCAC) and representatives from the local clusters, Office of the Presidential Adviser on the Peace Process (OPAPP), National Commission on Indigenous Peoples (NCIP), National Intelligence Coordinating Agency (NICA), Department of the Interior and Local Government (DILG), Philippine Army, Philippine Information Agency (PIA), Bishop of the Diocese of Butuan, and other government stakeholders managed to traverse the mountains just to reach the neck of the woods where a community of Higaonon resides in barangay Sinakungan, Esperanza, Agusan del Sur.

It can be recalled that said barangay was attacked by roughly a hundred of NPA rebels in 2018 during the local election that harmed some members of the Higaonon, one previous account of the persistent intimidation of the revolutionary movement of the leftists.

Amidst the tireless struggle of the Higaonon people to achieve peace and independence as a tribe, the leaders and members of the tribe converged in a ‘Dumalongdong,’ the highest form of ritual, in order to discuss the major concerns, resolve issues and conflicts.

The ceremony began with a special introductory performance called ‘Pamada,’ the Higaonon’s way of greeting and showing hospitality to the guests.

The ritual followed in which the ‘Ininay’ and ‘Inamay,’ or mother and father of their entire lineage prayed and blessed all the food at the ‘Bangkaso,’ the most sacred space where only the tribal leaders and individuals with significant accomplishments who were recognized by the influential parents of the tribe were given the privilege to come near it.

Prior the conduct of Dumalongdong, the Higaonon leaders from the provinces of Bukidnon represented by Datu Agolio Nanulan; Misamis Oriental by Datu Kailingan Asapon; Agusan del Norte by Datu Revise Mandahinog; and Agusan del Sur by Datu Malumabyong Lidanhog reported their efforts in peace and order, community livelihood, leadership achievement, and other important undertakings.

They all came together to give honor, seek guidance, and express faith to the Magbabaya (Supreme Creator).

The gathering also aimed to determine and address the indigenous peoples' plight and to close the gap by bringing the basic services of the government right at their doorsteps.

Pledge of support to EO 70

In time with the Dumalongdong, the tribes of Banwaon, Omayamnon and Polangiyon from the provinces of Agusan del Norte, Misamis Oriental, and Bukidnon, together with the Higaonon tribe, had also expressed their solid stand to support the Executive Order 70 of President Rodrigo Duterte.

They likewise condemned the communist terrorist group whom they declared as an enemy force for orchestrating atrocities; for stealing peace and development in their community; radicalizing the IP youths; and for the gross violations of human rights by the CTG.

“Even before the issuance of Executive Order 70, we, the Higaonon tribe, had already agreed to cut ties with the NPA rebels as they only violently attempt to disrupt the peacefulness in our community,” said Inday Lindahog, Basbasunon nga Babaidan of the Higaonon tribe in Sinakungan, Esperanza, Agusan del Sur.

She cited how their ancestral lands became a battleground for killing innocent tribal members during encounters and snatching the life of tribal leaders who opposed to the demands of the NPA.

Lindahog said they want to quell violence as practiced by the NPA terrorists.

“They encroach in our individual liberty to enjoy the riches and resources of our very own ancestral domains. We have the right to defend our living traditions, culture, and our dwelling place which we inherited from our line of descent,” she added.

They have continued to live in the forested mountains. Traditional farming has been their source of livelihood. They grow organics, consume native rice and root crops. Their practice of protecting and conserving the natural environment manifests the abundance of their harvest.

They had to offer a thanksgiving to the “Magbabaya,” the ruler of all, in a ritual performance called “Pamamahandi.”

“Now that the NTF-ELCAC is established, this begins the giving of attention not only to the needs and clamor of the Higaonon in Caraga but of all the tribes in the whole of Mindanao,” said Leouel Santos, director for operations of NTF-ELCAC who was present during the Dumalongdong.

Atty. Leuben Lingating, chairman of the indigenous people’s peace panel of OPAPP also emphasized the call to strengthen the implementation of the “The Indigenous Peoples' Rights Act of 1997” (IPRA) law.

“The government aims to further empower the IP communities. The IPRA law had opened greater opportunities and measures to protect the rights of IPs were implemented in the respective communities in order to achieve the dream for genuine peace and development,” Lingating said.

The DILG and NICA also assured to prioritize the needs of the indigenous peoples.

“Our office is open at all times to those who want to consult about certain issues and concerns. We are ready to help you so do not hesitate to approach us. Let’s work together in solving the problems in your community,” assured Donald Seronay, assistant regional director of the DILG Caraga, adding that peace and order is also their Department’s prime concern.

Seronay also said the DILG supports the indigenous peoples' mandatory representative (IPMR) program in which more local government units (LGUs) were already accepting the involvement of IPMRs.

“Seeing all of you today, I can affirm the strength of your tribal structure. I look forward to your continued support to our government and participate in any work-for-peace undertakings,” said Seronay.

Meanwhile, Jun Bringas of NICA relayed to the Higaonon that the IPs themselves are the reason for the establishment of NTF-ELCAC.

“President Duterte knew the NPA rebels are preying on you and because of this, the government is taking bold steps to rescue you from such oppression. Duterte would not allow them to shatter your tribe by their cruel, unreasonable acts,” Bringas said.

Philippine Information Agency (PIA) officer-in-charge, director-general Abner Caga was also grateful to have joined them in the Dumalongdong. He took the privilege to discuss to them the thrusts of the Agency.

“The CPP-NPA is relaying the wrong information to the public in a context that would discredit the government. Be discerning enough about what they say or post on social media. PIA is on track in fighting the spread of variety of fake news. That is why we increased our efforts in communicating down to the grassroots. I’ve learned your stories and will certainly disseminate these for other appropriate interventions to come through,” said Caga.

As for any religious faith and social diversity, the Higaonon remains a solid tribe who takes pride in the mountain range where they inherited from their aborigines.

Most Reverend Cosme Damian Almedilla, Bishop of the Diocese of Butuan, has truly heard from the horses’ mouth, the tribal leaders, about how they defended their lands from infiltration of the NPA terrorists.    

“I’m in awe of how you advocate in protecting our common home, our motherland, your ancestral domain. Your place is holy because it is where you get your foods and medicines. Continue aligning your efforts with the government’s strategic plans for IP communities in order to achieve the target goals for lasting peace and development,” said Almedilla.

Meanwhile, the visiting team through the NTF-ELCAC officials handed over an initial cash assistance to the Higaonon community inhabiting the site in Sinakungan, Agusan del Sur.

Call for peace

For decades, the Higaonon people are able to maintain their cultural integrity and function as intermediaries to solve internal conflicts, imploring the wisdom of counsel of the leaders of the tribe.


“We have high respect for our leaders. We may have varied opinions but heed and adhere to what the leaders would decide. Our tribe always considers peaceful means of solving a problem,” said Lindahog.

She mentioned that their elders and members are glad for the attention given and for the programs and projects offered by the government to the IPs, citing the scholarship grants from the NCIP, awarding of the Certificate of Ancestral Domain Titles (CADTs), serbisyo caravans, and livelihood trainings, among others.

However, they also seek justice for the harassment and killings of the innocent tribal leaders. They also hope that the lies and deceit of the NPA through continuous recruitment and propaganda, including the urge to overthrow the government and staging of the "bakwit" tactic will be over.

Known for their nature of peaceful approaches and behaviors, the Higaonon community not only seeks for their guardian spirits but for everyone to help out in solving the problem on insurgency.

Bridging the future: Groundbreaking of P6.2M warehouse under Project ConVERGE

“As we mark the beginning of this construction, we affirm the ideals of which this building will stand. We are living up to our commitment in helping our farmer-beneficiaries in any way we can.”

This was the statement of Provincial Agrarian Reform Program Officer (PARPO) II, Jamil P. Amatonding Jr. of the Department of Agrarian Reform (DAR) Agusan del Sur, during the ceremonial groundbreaking of the P6.2-M Warehouse/ Multi-Purpose Building which provided space for the Multi-Pass Rice Mill and Recirculating Mechanical Dryer on January 14, 2020.

Said building is part of component 2 (I-SHARED) of the Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (Project ConVERGE) of which the recipient ARBOs are given the provision of different infrastructures to support the goal of the project which is to help them increase their income by 30 percent.

Project ConVERGE in Agusan del Sur, which operates in VETREBUNS ARC Cluster focuses on rice value chain particularly on rice production, processing, and marketing wherein the Southern Agusan Seed Producers Cooperative (SASEPCO) is the lead ARBO.

In his message, Municipal Mayor William E. Calvez urged the ARBO to value the project. “We are so privileged that DAR has eyed the needs of our rice farmers here in VETREBUNS. We must put our hearts into this because this will bring forth better opportunities in the future,” he said.

Upon completion of the construction in five months, huge changes in the income of rice farmers are expected to follow.

Conflict-affected IPs in SurSur form women's org 

TANDAG CITY, Surigao del Sur, Jan. 15 (PIA) --  Aimed to prepare the community for the implementation of several government livelihood programs of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) in Surigao del Sur, the conflict-affected Indigenous Peoples (IP) Community formed a women’s organization named, Km9 Simuwao Kabudangan Association (KSKA) on January 12, 2020, an army official confirmed.                       
    
According to 3rd Special Forces Battalion (3SFBn) Civil-Military Operations Officer Lt. Krisjuper Andreo Punsalan, 40 women of Sitio Simuwao (Kilometer 9) in Barangay Diatagon, Lianga, Surigao del Sur have joined the women’s organization.

“This is one of the IP community’s steps to become a resilient and empowered to any conflict,” said Lt. Punsalan.

Based on the report, the Community Support Program (CSP) teams composed of the 9th Special Forces Company, 3SFBn, 41st Civil-Military Operations Company, Lianga Police Community Relations, IP Tribal Council of Lianga and the Barangay Local Government Unit of barangay Diatagon facilitated the drafting of their constitution and by-laws. Their next activities will include leadership and livelihood training.

In the previous years, Kilometer 9 IPs were exploited by the alleged Communist NPA Terrorist (CNTs) linked anti-government and militant groups through the conduct of “Taktikang Bakwit," a military report said.

However, according to Lt. Punsalan, through the local government unit (LGU)-led effort to win the peace through the Task Force ELCAC and CSP, an environment of genuine peace and reconciliation between the government to include the military and the IP Community was fostered.

On the previous dialogue conducted, some of the IPs were still doubtful, but with tangible results of sustainable development and people empowerment by the government such as the rehabilitation of farm to market roads, installation of electricity lines, and the delivery of various government basic services, the IPs found a real ally against the CNTs who exploited them.

“We now realized that the only way to attain the tribe’s preservation and development is to make ourselves resilient. We don’t need to rely always on the government. Instead, we have to strive to have a better life,” said alias “Inday," a mother from KM9.

The Bayan Muna and Malahutayong Pakigbisog alang sa mga Sumusunod (MAPASU) attempted to stop the government’s implementation of Executive Order No. 70 and demanded to pull-out the military from the community but the provincial government and the IP community remained steadfast to their commitment to end insurgency and turned down their demand immediately.     
               
Meanwhile, the IP council mulled for the establishment of a detachment that will serve as an inter-agency facility to address criminality, insurgency and environment exploitation in Kilometer 9 to further boost their quest to have a resilient community. No deployment ban backed

Presidential Communications Secretary Martin Andanar said that they support President Rodrigo Duterte’s pronouncement that there will be no deployment ban for OFWs bound for Kuwait despite the tragedy involving the killing of one of our overseas Filipino workers (OFW), Jeanelyn Villavende.

Andanar said this comes after the proactive and just response made by the Kuwaiti Government on the said case as compared to the case of Joanna Demafelis back in 2018.

“The government of Kuwait has carried out what our administration sought for when we signed an agreement with them to provide better protection for Filipino migrant workers in 2018,” Andanar said in a statement.

“The Duterte Administration will continue to seek out agreements with all governments to ensure the safety and protection of our OFW all over the world,” he added.

President Duterte previously said that he is not keen on ordering a total deployment ban in Kuwait following the death of another Filipina worker there.

The President made the remark when asked during a television interview his thoughts on the death of Villavende, allegedly in the hands of her female employer who is now in the custody of Kuwaiti authorities.

According to the Chief Executive, the situation is quite different compared to before as Kuwaiti authorities acted swiftly on the case and able to immediately arrest the perpetrators.

“You know the situation is quite different. We do not see apathy there and the police authorities in Kuwait acted swiftly and they have arrested the spouses,” President Duterte said.

“As you can see, there were arrests made and there is an investigation going on and apparently justice is being done. I’m not really keen on moving people out,” he added.

Chief presidential Legal Counsel and spokesman Salvador Panelo earlier said that it will depend on Department of Labor and Employment Secretary Silvestre Bello III if it will recommend a total deployment ban of OFW in Kuwait following the death of Padernal.

“Well, as we said earlier, the President is outraged by that, it is a violation of the agreement between these two countries and the incident is under investigation,” Panelo told reporters in a press briefing in Malacañang.

“The Secretary of Labor as you said has already executed a partial deployment. Let’s see if it becomes full deployment of the ban,” he added.

Bello previously announced that the government will partially be banning the deployment of overseas household service workers in Kuwait.

The partial ban, he said, was recommended by Labor Attache Nasser Mustafa and is subject to the approval of the governing board of the Philippine Overseas Employment Administration. The ban will be covering the first-time workers who will serve as household service workers to Kuwait. (TribunePH)

Dropped communication vs. Duterte ‘sucker punch’ to ICC: Andanar

MANILA -- The International Criminal Court (ICC) got a “sucker punch” when lawyer Jude Sabio dropped the communication he lodged against President Rodrigo Duterte, a Palace official said on Wednesday.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said he anticipated Sabio to drop the communication since they were “baseless and unfounded.”

“This revelation is a sucker punch to the ICC and all the human rights groups that have been deceived by the perpetrators of unreliable, fabricated, and tainted information,” Andanar said in a statement.

Andanar explained that Sabio’s move only revealed that it was “nothing more than political propaganda of oppositionists against the administration.”

He condemned the opposition anew for undermining the President and this administration’s effective crackdown on illegal drugs.

The PCOO chief also insisted that the administration’s anti-illegal drugs campaign has always respected due process and the rule of law.

He also assured that the administration never condoned extrajudicial killings perpetrated by rogue cops and paid vigilantes.

The government, he said, continues to cleanse its law enforcement agencies.

“Despite malicious muckraking, this government will continue President Duterte’s programs and campaigns against criminality and illegal drugs as part of this administration’s legacy of peace and order and public safety,” Andanar said. “Let’s all keep in mind that truth will continue to prevail.”

In a separate statement, Presidential Spokesperson Salvador Panelo said it appeared that Sabio was merely tapped by former Senator Antonio Trillanes IV to file the complaint against the President.

"The professional tie between the two has since turned sour owing to Trillanes’ alleged failure to pay Sabio’s professional fees leading to the latter’s withdrawal of his complaint before the ICC,” he said.

“Trillanes must be squirming in his disgraced retirement by Sabio’s turnabout,” he added.

Panelo said the ICC should be awakened to the fact that Duterte’s enemies want to fulfill the “impossible dream” to topple the current administration.

“The ICC has to wake up from its stupor if not ignorance,” Panelo said.

In its report on “preliminary examination activities” for 2019, the ICC sought the conclusion of its initial review of Duterte’s drug war by 2020 to determine the possible conduct of a full-blown investigation into the Philippines’ campaign against the narcotics trade.

The Philippines was officially out of the ICC on Mar. 17, 2019, but the international body still proceeded with its preliminary examination of the anti-narcotics campaign initiated by Duterte despite the country’s exit.

In February 2018, the ICC launched a preliminary examination of Duterte's crackdown on illegal drugs based on Sabio's communication that accuses the President of committing crimes against humanity for the killings of thousands of drug offenders from July 1, 2016 to Mar. 31, 2017.

NGO conducts immersion activities in Dinagat Islands

SAN JOSE, Dinagat Islands, Jan. 20 (PIA) -- The Ateneo Human Rights Center (AHRC) is in Dinagat Islands for the immersion of their interns and to do groundworking activities for the Access to Justice program of the Provincial Legal Office (PLO).

The interns will live with host families in the different municipalities of Dinagat Islands to raise their awareness on the issues surrounding the people, in line with the Atenean value of being "persons for others."

AHRC personnel will also regularly check on their interns while conducting groundworking activities at the grassroots level together with the Provincial Government and other local government unit partners for the flagship program of the PLO funded by the Canadian Embassy which is the Access to Justice program.

The Access to Justice program seeks to ensure that Dinagatnons are empowered as citizens with knowledge about their rights and legal processes.

The program includes seminars on the law, as well as legal aid missions with volunteer lawyers.

Governor Arlene Kaka Bag-ao says the practice of alternative law involves empowering marginalized sectors such as farmers, fisherfolk, workers, women, indigenous peoples, etc. through knowledge of the law.

“This would enable them to have the capacity to protect their own rights. Alternative law also includes identifying gaps and flaws in existing policies, as well as proposals to change or amend them in order to truly work for the people, especially the marginalized,” Bag-ao says.

DSWD Caraga surpasses target for Pantawid Pamilya SWDI assessment


To quote a saying from Albert Einstein, a great physicist, he once said, “Only a life lived for others is a life worthwhile.”

This saying has been proven true by the 632-strong Pantawid Pamilyang Pilipino Program (4Ps) staff from the Department of Social Welfare and Development (DSWD) Field Office Caraga. Over the years, they have, time and again, offered their steadfast commitment and untiring service to almost 180,000 Pantawid Pamilya beneficiaries in the region.

Abiding the service brand SERVE1st, condensed by the Regional Program Management Office (RPMO), the Pantawid staff have become the Program’s front liners in the field, especially in the administration of the Social Welfare and Development assessment using the SWD Indicator (SWDI) tool. The enhanced SWDI tool is used to determine and monitor the progress of the beneficiaries’ well-being and facilitate grassroots case management. The results will also serve as the baseline data of the beneficiaries in the program’s implementation.

“I can honestly say that my eyes have seen both beautiful and heart-breaking conditions of our beneficiaries during the administration of the SWDI. There are times that I get stressed and drained from work, but the thought of my family is the source of strength, happiness, and inspiration. They keep me going,” Maricel Asidella, Municipal Link (ML) assigned in Dapa, Surigao del Norte, shared.

In 2019, the field offices were given the task to conduct a SWDI re-assessment for the 4.4 million Pantawid beneficiaries in the country. According to Jean Paul Parajes, DSWD FO Caraga Promotive Services Division Chief, it is appropriate for the Program to conduct the administration of SWDI to have an “updated data of target households, analyzed and visualized for the consumption of case managers, policy makers, and other stakeholders.”


As public servants, it was both a challenge and a blessing for the staff to serve, giving their best efforts in delivering quality service, even in far-flung and isolated areas like Barangay Roma in Basilisa, Dinagat Islands.

According to Heide Madelene Ebueza, Municipal Link assigned in Basilisa, PDI, it is a privilege to render her time in serving the poor and vulnerable sectors in the community and that it is very fulfilling to listen to praises spoken about how the government has addressed their struggles.

As of December 31, 2019, Field Office Caraga has been able to administer the SWDI assessment to 89.93% of the total beneficiaries of the program in the region. This is higher than the required target of 70% by the Central Office. The RPMO is targeting to hit the 100% by the end of the first quarter this year. This goes to show that when work is paired with enthusiasm and genuine service, it produces good results.
“I know that this is an additional responsibility added to our shoulders, but I am hoping that we do our best to deliver this service efficiently,” Parajes added.

DTI urges stakeholders to invest in mariculture

BUTUAN CITY, Jan. 20 -- With the rise of park zones allotted for mariculture in Caraga, the Department of Trade and Industry (DTI)  is encouraging stakeholders to engage in aquamarine industry by building fish cages within its identified four mariculture parks.

The said park zones are in Surigao City and in the municipalities of Nasipit, Dapa and Barobo which currently hold more than 400 existing fish cages.

DTI Caraga Regional Director Brielgo O. Pagaran aspires to invite investors in the aquamarine industry to maximize the region’s potential productivity in the fisheries sector.

“We need to make use of our existing park zones so that people may be provided with jobs and our target gross regional domestic product is reached within a few years,” he added.

Trade and Industry Development Specialist Dennis Solis said that DTI-Caraga is now providing technical assistance to investors who are interested in engaging with building Norwegian fish cages which are mobile circular cages made of high-density polyethylene.

Solis said that initial investment for fish farming using the Norwegian fish cage would reach P3 million inclusive of the fish cage, fingerlings, and aqua feeds, as well as technical training on its operation.

He added that more than 50 units of Norwegian fish cages are already installed in the region where bangus (milk fish) fingerlings as prime commodity are bred.

An estimated four tons of bangus are harvested at least twice a year in each fish cage unit which is equivalent to almost P500,000 income per harvest.

As it is a lucrative business, aquaculture is considered a priority industry cluster in Caraga. Furthermore, the said project promotes environmental, economic and social sustainability thereby creating a sustainable aquaculture in the region. (DTI Caraga/PIA-Caraga)
