Caraga IPs receive threat from CPP-NPA

BUTUAN CITY, Jan. 21 (PIA) - The Indigenous Peoples (IPs) in Caraga region have received a threat through a message sent by the Communist Party of the Philippines - New People’s Army (CPP-NPA), after Datu Bontula Tinaghao Mansinugdan, a Higaonon tribal leader in Barangay Kinamaybay, Esperanza, Agusan del Sur was inhumanely killed in the said area.

The terrorist CPP-NPA has warned the IPs to stop hindering them from their operations; in reporting to the authorities; and even tipped off to halt in following their trail in the communities or locations where they passed by.

Despite this warning, the IPs were not threatened as they are firm with their stand to fight for what is right for the welfare of the IP community.

According to Datu Manligonan “Larry” Mansinugdan, punong barangay of Kinamaybay, Esperanza, Agusan del Sur, the CPP-NPA are the ones who should feel troubled and embarrassed as they are ones who are merely causing violence and abuses to the IPs.

Datu Manligonan stressed that the NPAs violate the agreement on ceasefire in the country. They take this as an opportunity to penetrate and move from one community to another, just to cause conflict.

“I’m not scared because we are on the government’s side. The NPAs are the ones who should fear the government because they always violate the rule of the law,” cited Datu Manligonan.

He further elaborated that with the implementation of Executive Order 70 of the Duterte administration, the CPP-NPAs have difficulty in doing their illegal operations in the barangays.

Datu Manligonan also called on the NPA members to stick to the agreement on ceasefire, since they were the ones who asked for it to the government. (JPG/PIA-Caraga)

3 NPA rebels, 4 mass supporters surrender to Army in AgNor

CABADBARAN CITY, Agusan del Norte, Jan. 21 -- Through the relentless efforts of the Community Support Teams (CSTs) deployed in the area of operations of the 29th Infantry (MATATAG) Battalion under the leadership of Lt. Col. Isagani O. Criste, three NPA rebels together with four other mass supporters surrendered to the troops on January 16, 2020, in Brgy. San Antonio, Remedios Trinidad Romualdez (RTR), Agusan del Norte.

The said NPA rebels and mass supporters who voluntarily surrendered belong to one clan. They were identified as alias YENI, 39 years old; alias VIC, 43 years old; and alias RINA, 40 years old - all armed members of Squad “BOBEE– 3”, Sandatahang Yunit Pangpropaganda (SYP) 21C, Weakened Guerilla Front (GFC) 21 of North Eastern Mindanao Regional Command under the leadership of alias ABDUL. The four who were mass supporters and couriers of the Communist NPA Terrorists (CNTs) with ages ranging from 12 to 33 years old are the sons and daughters of these rebels. Said surrenderers brought along with them one M-16 rifle, one magazine, ammunition, and medical supplies.


Alias Vic and alias Rina emotionally said that at first, they thought that the NPA would help their family because "that's what they promised us. Our children were even used to support them. We trusted them to help our family, but everyday no help was offered and our situation just worsened."

"We realized that as parents we are supposed to be protecting and leading our children to what is right, but it seems we're the ones dragging them to danger. So, we decided to find ways to surrender in order to save our family. We are so grateful that the Army is present and never gets tired of encouraging those who lost their way to surrender and return," they said.

Likewise, according to alias Yeni, they could no longer stand the extreme fatigue, hunger and hardships that they experienced in the mountains. "We are already tired of fighting for an ideology full of lies. It was fortunate that we listened to a radio program that discussed how the government would help those who are willing to surrender. That gave us hope and strengthened our desire to finally surrender," said Yeni.

Lt. Col. Isagani O. Criste, Commanding officer of 29IB said that he was glad that these NPA rebels were enlightened and decided to surrender and return to the folds of law where they can be given the opportunity to avail of the Enhanced Comprehensive Local Integration Program of the government. "With this, they can start a new life and can look forward to a better future with their families," he said.

DA’s diversion dam provides stable irrigation system to SurSur farmers

TANDAG CITY, Surigao del Sur, Jan. 21 -- Rice farmers in the Municipality of Cortes, Surigao del Sur can now irrigate their farmland as the Igang-Caman-onan and Kagbaye Diversion Dams start to operate this year in Barangay Burgos, Cortes, this province.
                
Two diversion dams formally turned over recently by Department of Agriculture (DA) Regional Technical Director Nicandro M. Navia, Jr. worth 6.38 Million projects to Cagbaye Farmers Irrigators Association (CFIA-SWISA) and Camam-onan Farmers Samahang Walang Iwanan sa Agrikultura (CFSWISA) all of Cortes town.

"We are more than willing to partner with the local government units to make idle lands productive that the farmers can benefit," Director Navia said.

The newly constructed diversion dams are part of the small-scale irrigation project under the DA Rice Program in partnership with the Bureau of Soils and Water Management (BSWM) and coordination with the Local Government Units. A total of 60 farmers will be provided with a stable irrigation system for rice production.

"We were the only ones doing the sand-bagging to build a makeshift irrigation canal. However, the improvised canal was no use during the rainy season for it is not strong enough to control the water," CFSWISA President Restituto Olbes recalled.

Most farmers in the barangay have been dependent on rainwater to irrigate their farms, he added.

But with the establishment of the irrigation system, this rekindles hope among rice farmers who wanted to increase their income and maximized rice yields.

"Our struggle ended in 2019 when the diversion dam is completed. This is a big help for us to effectively and efficiently use the water for quality production," Olbes said.

The Camam-onan Diversion Dam reuses water from Camam-onan Creek that traverses Sitio Egang to irrigate 17 hectares of rice lands. Three to four kilometers away Kagbaye Diversion Dam also reuses water from Cagbaye Creek that passes Sitio Hilamon to irrigate 30 hectares of farmlands.

For the year 2019, a total of 12 diversion dams were constructed and rehabilitated and additional three irrigation systems are on-going for rehabilitation and improvement located at Loreto, Agusan del Sur, Tubod and Tagana-an, Surigao del Norte.

Mga IPs sa Caraga region hindi nagpatinag sa pananakot ng CPP-NPA

LUNGSOD NG BUTUAN, Enero 21 (PIA) - Matapos mapabalitang pinatay ng mga miyembro ng Communist Party of the Philippines - New People’s Army (CPP-NPA) si Datu Bontula Tinaghao Mansinugdan, isang Higaonon leader sa Barangay Kinamaybay, Esperanza, Agusan del Sur, kumalat din ang  mensahe sa pamamagitan ng isang sulat ng teroristang grupo para sa mga Indigenous Peoples (IPs).

Dito ay nagbabala ang grupo na huwag harangin ang kanilang mga gawain, magsumbong sa otoridad at huwag sundan ang kanilang trail o mga dinadaanang lugar sa komunidad.

Hindi naman natinag ang IPs dito dahil alam nilang mas may karapatan sila sa kanilang lugar.

Ayon kay Datu Manligonan “Larry” Mansinugdan, punong barangay ng nasabing lugar, ang mga miyembro ng CPP-NPA ang dapat na mahiya at matakot dahil sila ang lumalabag sa batas, at siyang nagdudulot ng kapahamakan, karahasan at pang-aabuso sa mga IPs.

“Hindi naman ako takot dahil nasa panig ng gobyerno naman tayo. Ang mga makakaliwang grupo ang dapat na matakot dahil sila ang parating lumalabag sa batas at nagdudulot ng karahasan sa lipunan,” ani ni Datu Manligonan.

Binigyang-diin din ni Datu Manligonan na sinamantala ng NPA ang ceasefire o tigil-putukan sa bansa. Opurtunidad nila ito na mas makalakbay sa mga komunidad at maghasik ng lagim.

Subalit, dahil din sa pinapatupad ngayon na Executive Order 70 ng administrasyong Duterte, napipigilan ang teroristang grupo sa kanilang operasyon.

Nanawagan din siya sa mga NPA na sundin nang maayos ang mga kasunduan tulad ng ceasefire, dahil ang mga NPA din naman ang unang humiling nito sa gobyerno. (JPG/PIA-Caraga)

Luna alang sa proyektong ubos sa AGUSAN UP mukabat na sa 3,358

DAKBAYAN SA BUTUAN, Enero 21 -- Mokabat na sa 3,358 ektaryas ang na-cover sa ocular inspection sa mga luna nga gikometer nga tamnan ubos sa Plant! Plant! Plant! Project sa AGUSAN UP!, ang development program sa Agusan del Norte ubos sa administrasyon ni Gob. Dale B. Corvera.

Ang nahisgutang mga luna kabahin sa 8,000 ektaryas nga inisyal nga gikometer sa grupo sa mga mag-uuma sa unang konsultasyon kalabot sa AGUSAN UP! sa milabay’ng Disyembre. Padayon ang ocular inspection sa mga luna nga gisugdan duha ka semana na ang milabay sa mosunod nga mga adlaw.

Gihimo ang ocular inspection aron matino asa ang lokasyon niiini nga mga luna ug unsa ang ilang mga panginahanglan sama sa kalsada ug ubang suporta sa mga mag-uuma sa pagsugod sa pagpananum nga gipunting sa tungang bahin niining tuiga.


Sa 3,358, ang 2,735 ektaryas ang bag-ong nadugang sa miaging semana. Ang laing 823 una nang nataho sa unang semana sa Enero.

Ang nadugang nga 2,735 ektaryas gilangkoban sa mosunod: Nasipit, 500 ektaryas; Carmen, 850 ektaryas; Kithcarao, 510 ektaryas; Jabonga, 160 ektaryas, ug; Santiago, 715 ektaryas.

DOH Caraga to strengthen measures vs polio

BUTUAN CITY, Jan. 22 (PIA) -- With the recent launching of the second round of the "Sabayang Patak Kontra Polio" on January 20, the Department of Health (DOH) Caraga vowed to reach the 95 percent target coverage in the region through its intensified measures.

Apart from the house-to-house vaccination, the agency has situated health workers in strategic checkpoints all over Caraga to vaccinate children below five years old. The health agency has also encouraged the cooperation of more medical practitioners, especially pediatricians, to provide vaccination to their clients belonging to target age group.

According to DOH Caraga Assistant Regional Director Dr. Rodolfo M. Alboronz, it is important for the health agency in the country to achieve the given target coverage to ensure prevention and control of future cases of polio.

“The goal here is to leave no child unvaccinated,” he affirmed.

Previous accomplishment of DOH Caraga shows that the region has attained a 94 percent coverage. Among the provinces, Agusan del Norte has achieved the highest number of vaccinated children with over 99 percent covered. Meanwhile, Tandang City in Surigao del Sur has achieved a whopping 100 percent while the rest of the cities in Caraga completed the 95 percent target coverage. (PIA-Caraga)

Slain IP leader's son cries for justice

BUTUAN CITY, Jan. 22 (PIA) - The family of Datu Bontula Tinaghao Mansinugdan, an Indigenous People (IP) leader in a village in Esperanza, Agusan del Sur, welcomed the new year with grief as they learned the killing of their family member by the Communist Party of the Philippines - New People’s Army (CPP-NPA).

Datu Bontula was found dead near the Kinabonglohan Creek, Barangay Kinamaybay, Esperanza, Agusan del Sur on January 1 after he was shot dead by the terrorist CPP-NPA.

At his young age, Gali – not his real name, an 11-year old son of Datu Bontula, accompanied by their punong barangay asked for help from the National Commission on Indigenous Peoples (NCIP) and the national government and pleaded for justice to be served for the untimely death of his father.

Gali could not accept and understand until this time as to why the CPP-NPA inhumanely killed his father. He was with Datu Bontula on December 31, 2019, when the terrorist group had forcibly tied his father and abducted them.

He was also saddened to recall that one of the NPA members who called his father "bayaw" or brother-in-law did not help them.

While Gali was recounting the details to the media, he also stressed that he would never forget how his father suffered from the hands of the NPA, and he would fulfill his dream to become a soldier when he grows up, so he could protect his tribe.

Meanwhile, NCIP Caraga Regional Director Ferdausi Saniel Cerna said that the Commission and other concerned agencies will give the needed assistance to the bereaved family of Datu Bontula.

“We will be giving assistance to the family of Datu Bontula and we will help their adoptive family so they could cope with life,” cited Dir. Cerna.

Datu Manligonan “Larry” Mansinugdan, punong barangay of Kinamaybay also asked for government’s intervention particularly in addressing the security needs of the IPs in their respective communities, with the hope to curb the insurgency problem in the region.

Slain IP leaders in Caraga reached 15

BUTUAN CITY, Jan. 22 (PIA) - Due to the relentless violence and abuses of the Communist Party of the Philippines - New People’s Army (CPP-NPA) in the Caraga region, the National Commission on Indigenous Peoples (NCIP) bared that some 15 Indigenous People leaders were already killed and left their families in grief.

According to NCIP Caraga Regional Director Ferdausi Saniel Cerna, the Commission has condemned at the highest level the ruthless acts of the terrorist CPP-NPA and the killing of IPs and their tribal leaders in the region.

He stressed that the withdrawal of support and the cutting of ties with the terrorist CPP-NPA by the IPs have caused the surge of attack and killing of the tribal leaders.

“In Caraga alone, I think more or less 15 tribal leaders were slain by the terrorist group because the IPs no longer give any form of support to the group,” cited Cerna.

Since the start of the implementation of Executive Order 70 of President Rodrigo Duterte, the IPs have shown higher trust and confidence to the government and have become more active in participating in the efforts towards addressing the insurgency problem.

The official added that the IPs are naturally peace-loving people, who just want to live a harmonious life in their respective communities.

With the help of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the NCIP director hopes that a patrol base or army detachment will be established in every IP community that is affected by the insurgency, in order to protect them from the violence and abuses caused by the CPP-NPA.

“For me, I believe establishing a patrol base or army detachment in the area would really aid in securing the safety IP community,” added Cerna.

Datu Jumar Bucales, Municipal Indigenous Peoples Mandatory Representative (IPMR) of Lianga, Surigao del Sur, who was once ambushed by the terrorist group and survived from the incident, also asked the government for protection. He expressed with high hope for more IPs to avail and benefit from the programs and services of the government.

"We asked the government to continue to help the IPs, especially in their safety and security. We also hope that whatever would be beneficial to the community would really be given to them,” said Bucales. (JPG/PIA-Caraga)

DA to provide livelihood to CAFGUs in SurSur



BISLIG CITY, Surigao del Sur, Jan. 22 (PIA) -- Aimed to uplift the lives of the Citizen Armed Force Geographical Unit (CAFGU)- Active Auxiliary (CAA) members, the Department of Agriculture (DA) Caraga Region in partnership with the 75th Infantry Battalion (75IB), Philippine Army has strengthen its support to the Indigenous Peoples (IPs) and CAAs by providing livelihood assistance.

According to Captain Edwin Leo Francisco, 75IB Civil-Military Operations (CMO) officer, the livelihood program is under the Kabuhayan at Kaunlaran ng Kababayang Katutubo (4Ks) implemented by the DA. This program is funded by the DA’s Special Area for Agricultural Development (SAAD) as part of the government’s effort of empowering the IPs to alleviate their lives from poverty.

The 4Ks project implementation is one of the directives of President Duterte’s administration through the provision of assistance in the form of agriculture and fisheries-related livelihood opportunities intended for IPs, it was learned.

“This is another milestone for the 75th IB since the CAAs of the unit will be first to avail of the 4Ks program throughout the 4th Infantry “Diamond” Division,” said Captain Francisco.

This project will certainly elevate the lives of the CAAs who only received subsistence allowance which is not enough to sustain the needs of their respective families, Captain Francisco added.

Meanwhile, 75IB Commanding Officer Lt. Col. Warren Munda expressed his gratitude to the DA-Caraga for the opportunity that could benefit the 554 CAA members under his command.

“This project will have a great impact on the welfare and progress of our CAAs under the 75IB. This simply shows that the government is indeed pushing forward their services to make it closer to our CAAs,” Lt. Col. Munda said.  (PIA-Surigao del Sur)

POPCOM partners with pharma for FP service delivery

BUENAVISTA, Agusan del Norte, Jan. 22 -- The Commission on Population and Development (POPCOM) Caraga in partnership with DKT Philippines is set to conduct three Family Planning (FP) service delivery activities in select health facilities in the region this month, providing free bilateral tubal ligation (BTL), non-scalpel vasectomy (NSV), and progestin subdermal implant (PSI) for qualified individuals.

The three-round service delivery starts at Cabadbaran District Hospital (Cabadbaran City) on January 20; followed by Surigao del Norte Provincial Hospital (Placer, Surigao del Norte) on January 21; and Bunawan District Hospital (Bunawan, Agusan del Sur) on January 23.

Both BTL and NSV are permanent modern family planning methods. BTL (for women) is a surgical procedure in which the fallopian tubes are permanently blocked or removed while NSV (for men) involves cutting and tying the vas deferens to prevent the sperm from entering the urethra, thereby preventing fertilization. PSI, on the other hand, is a long-acting method that uses a matchstick-sized rod that contains the hormone progestin inserted in the left arm of women to prevent impregnation up to three years.

POPCOM and DKT will grant material and financial support to the successful clients of the said FP services.

POPCOM encourages all qualified individuals to avail of the free service, especially those who are situated near the aforementioned facilities. Interested individuals may visit their local health units and signify their interest to the family planning (FP) coordinator. The FP coordinators will administer the pre-counseling and the consent form before finally referring the client to the procedure.

These activities form part of the intensified implementation of the National Program on Population and Family Planning (NPPFP), as one of the strategies in attaining and sustaining zero unmet need for modern family planning. (POPCOM Caraga/PIA Caraga)

SurSur IP reveals CNTs’ plan to harass military, civilians

TANDAG CITY, Surigao del Sur, Jan 22 -- A concerned Indigenous People (IP) member in Diatagon, Lianga, revealed on January 21, the plans of the Communist New People’s Army (NPA) terrorists (CNTs) to harass the Community Support Teams of the 9th Special Forces “Hounds” Company and the IP community in Sitio Simuwao (Kilometer 9), Diatagon, Lianga, Surigao del Sur.

Alias Uway (who requested anonymity for security reasons) said that before the lifting of ceasefire from January 3 to 6, the leaders, and members of the Weakened Guerilla Front 19 (WGF19) and Malahutayong Pakigbisog Alang sa mga Sumusunod (MAPASU), a militant and an alleged CNT-affiliated group conducted a meeting in Sitio Panukmuan, a far-flung sitio of Diatagon. Accordingly, they plan to harass the government troops in Kilometer 9 despite the presence of innocent civilians. Alia Uway said, he overheard the meeting since he was invited by a friend, who was also a MAPASU member.

“Nagplano ang MAPASU na irequest sa armado nga harason ang komunidad sa Kilometer 9 para magbakwit ang mga tao (MAPASU plans to request the armed group to harass the community of Kilometer 9 so that the people will evacuate). Nireport ko agad kasi may pamilya ako sa Kilometer 9,” Alias Uway said.

The 3rd Special Forces “Arrowhead” Battalion (3SFBn), on the other hand, is still validating the veracity of the information and this will not be taken lightly as this involves innocent civilians who are now working hard to attain lasting peace in the sitio through the various government programs and delivery of basic services.

Lt. Colonel Joey Baybayan, 3SFBn Commanding Officer, said that this might be the desperate move of the CNTs to hamper the development in the area and once again trigger IPs’ displacement, then falsely accuse and demonize the military on the harassment.

“They are trying to preempt the peace in the sitio because they are now on the losing end. Survival mode na sila at hirap na sila makagalaw dahil sa Whole-Of-Nation Approach to End Local Communist Armed Conflict. Gusto nila guluhin ang sitio para matakot uli ang mga tao, then, magbakwit nanaman para magkaroon ng rason to remove military presence in the community,” LTC Baybayan said.

"Whatever happens, we will not leave the area as ordered by our Commander-in-Chief and until the objectives of the Surigao del Sur Task Force to end Insurgency are attained,” he added.

The 3SFBn official, further, said that in fairness to the group, they will continue to reach out to the MAPASU leadership for dialogues and hear their side since this is, by far, still an allegation and they cannot just accuse anyone.

“If there will be no harassments, well and good. If the allegation will materialize, then we already have a lead and suspects and this would only mean that the report against the alleged meeting and plot of MAPASU and the Communist NPA Terrorists to harass the Community Support Teams and the community is true and criminal charges will be filed against them as we have a witness,” said Colonel Allan Hambala, 401st Brigade Commander.

“If they will harass the community, mas magagalit ang mga tao sa kanila because the terroristic act will definitely be condemned by the peace-loving IPs in the sitio,” Colonel Hambala added. (3SFBn/PIA-Surigao del Sur)

Army offensive vs NPA resumes in AgNor

CABADBARAN CITY, Agusan del Norte, Jan. 22 -- Troops of the 29th Infantry (MATATAG) Battalion resumed their offensive against the Communist New People's Army terrorists (CNTs) as they clashed with them again on January 16, 2020, in an uninhabited area of Maribuhok, Brgy. Bangayan, Kitcharao, Agusan del Norte.

While on a combat operation, the 29IB troopers encountered more or less 10 CNTs believed to be members of Sentro De Grabidad (SDG) 16, Guerilla Front Committee (GFC) 16 of North Eastern Mindanao Regional Command (NEMRC) under alias Weng.
The firefight lasted for about 15 minutes; the troops continued to pursue the enemy but they hastily scampered in different directions leaving some of their valuable war materials such as one anti-personnel mine, two 40mm ammunition for M203 Grenade Launcher, 10 ponchos (raincoats), food supplies, other personal belongings, and subversive documents.

There was no casualty among the troops while there was an undetermined number of casualties on the side of the terrorists as indicated by bloodstains along their routes of withdrawal.

Such a positive encounter is a result of the civilians' cooperation with the Army to end the conflict in their area. It can also be recalled that Brgy. Bangayan of Kitcharao is one with the government in ending insurgency as they have declared CNTs as Persona Non-Grata (PNG) in their community through resolution No. 08 dated May 7, 2019, as well as the creation of their Barangay Task Force- ELCAC through resolution no. 01 on October 27, 2019.

Lt. Col. Isagani O. Criste, Commanding Officer of 29IB, was grateful for the information provided by the residents about the whereabouts of the CNTs. "This only proves that the residents are now ready to embrace change and peace in their area. This is evidence that you are now willing to 'walk the talk' which you have made as you signed the resolutions on PNG and BTF-ELCAC," he said.

"I know that the peace which we are all longing for is near at hand; we just need to believe so and do all we can to achieve it. Your Matatag troopers are always here to support and help you achieve the peace and development which you are all hoping for. We just need your continuous support and trust. DPWH Caraga puspusan ang road projects para sa mabilis na byahe

LUNGSOD NG BUTUAN, Enero 22 (PIA) -- Patuloy ang ginagawang road construction project ng Department of Public Works and Highways (DPWH) Caraga para sa mga kalsadang makakatulong para mapabilis ang biyahe sa iba’t ibang lugar ng Caraga region gayundin sa ibang lugar ng Mindanao.

Kabilang dito ang construction ng Agusan-Malaybalay road na nagkakahalaga ng P1.1 at nasa 77.62 percent sa buwan ng Disyembre noong nakaraang taon.

Sinimulan ang construction nito taong 2015 at inaasahang makakatulong ng maraming mamamayan.

Malaki ang pasasalamat ng mga residente ng Esperanza, Agusan del Sur sa ginagawang Agusan-Malaybalay road. Anila, bagamat hindi pa ito tuluyang natatapos, nakatulong na ito para mapadali ang pagdadala nila ng kanilang mga produkto sa merkado.

Naging emosyunal naman si Rosie Echinique habang nagpapasalamat sa gobyerno partikular na sa  DPWH dahil sa halos 30 taon na siya ay nakatira sa lugar, ngayon lang niya naranasan ang magkaroon ng magandang daan.

Ayon kay DPWH Caraga Regional Director Pol delos Santos, kabilang din ang Buenavista-Lawan lawan-boundary Bukidnon road sa mga inaasahang malapit ng matapos.

Samantala, dahil sa sunod-sunod na naranasang lindol sa iba’t ibang parte ng Mindanao, binigyang diin din ni director delos Santos ang patuloy na pag-iinspeksyon ng ahensya sa mga imprastraktura ng rehiyon at kabilang na ang Magsaysay bridge ng Butuan City na binuksan sa publiko noong Mayo 19, 1953. Pinaslang na IP leaders sa Caraga umabot na sa 15

LUNGSOD NG BUTUAN, Enero 22 (PIA) - Nasa mahigit kumulang 15 Indigenous People-leaders na ang binawian ng buhay dahil sa karahasang dulot ng Communist Party of the Philippines - New People’s Army (CPP-NPA) sa rehiyon ng Caraga.

Ayon kay Direktor Ferdausi Saniel Cerna ng National Commission on Indigenous Peoples (NCIP) Caraga, lubos na kinokondena ng komisyon ang pagpatay ng rebeldeng grupo sa mga IPs at tribal leaders.

Napag-alaman na ito ay sa kadahilang ayaw nang magbigay suporta ng IPs kaya sila ay inaatake at pinapatay ng grupo.

“Sa Caraga, siguro nasa mahigit-kumulang 15 na yata ang napatay, puro IP leaders. Sa kadahilanan na ayaw na ng mga IPs na sumapi doon sa kabila na kilosan. Kaya po sila tinaguriang demonyo ng kabila kaya po sila pinatay,” ani ni Cerna.

Sinabi din ni Dir. Cerna na magmula nang masimulan ang implementasyon ng Executive Order 70 ni Pangulong Rodrigo Duterte, ay mas lumakas pa ang tiwala at mas naging aktibo pa ang mga ips sa ginagawang hakbang ng gobyerno upang labanan ang insurgency.

Dagdag pa ng opisyal, ang mga IPs ay likas na mapagmahal at ayaw ng gulo dahil nais lamang nilang mamuhay nang matiwasay sa kanilang komunidad.

Hiling ng opisyal na sa tulong na rin ng National Task Force To End Local Communist Armed Conflict (NTF-ELCAC) ay malagyan ng patrol base o army detachment sa mga IP communities na apektado ng insurgency. Ito ay upang mas maprotektahan ang mga IPs mula sa karahasan at pang-aabusong dulot ng CPP-NPA.

“Mas maganda po talaga na magkaroon po ng patrol base o detachment at nang sa ganun po ay meron silang matatakbuhan sa oras na kakailangin nila ng tulong at maprotektahan ang mga buhay nila. Kasi nga nasa malayo po yung mga IPs natin,” sabi ni Cerna.

Sang-ayon din dito si Datu Jumar Bucales, Municipal Indigenous Peoples Mandatory Representative (IPMR) sa Lianga, Surigao del Sur, na minsang na ring na-ambush at nakaligtas sa karahasan ng CPP-NPA. Hiniling din niya ang proteksyon at mapagpatuloy pa ang programa at serbisyo ng pamahalaan sa mga komunidad ng rehiyon.

DOH Caraga papaigtingin ang kampanya kontra polio

LUNGSOD NG BUTUAN, Enero 22 (PIA) -- Sa paglunsad ng pangalawang round ng Sabayang Patak Kontra Polio noong Enero 20, mas papaigtingan pa ng Department of Health (DOH) Caraga ang pagpapabakuna kontra polio upang makamit ang 95 porsyento target coverage.

Bukod sa house-to-house na pagbabakuna, nagdestino din ang ahensya ng mga health workers sa mga checkpoints sa iba’t-ibang lugar sa rehiyon upang bakuhahan ang mga batang may edad limang anyos pababa. Nakipag-ugnayan din ang ahensya sa mga health practitioners, lalo na sa mga pediatricians, upang hikayatin ang kanilang mga pasyenteng kabilang sa target age group na magpabakuna.

Binigyang-diin ng Assistant Regional Director ng DOH Caraga na si Dr. Rodolfo M. Alboronz ang kahalagahan ng pagkamit ng nasabing target coverage kung saan magiging mas madali nang maagapan ang pagkalap ng polio sa bansa.

“Ang pangunahing layunin ng ahensya ay ang mapabakunahan ang bawat bata sa bansa,” dagdag niya.

Ayon sa datos ng ahensya sa naunang round ng pagbabakuna, nakamit ng rehiyon ang 94 porsyento na coverage. Sa lahat ng probinsya sa Caraga, nakamit ng Agusan del Norte ang pinakamataas na coverage na 99 porsyento samantalang nakamit naman ng lungsod ng Tandag sa Surigao del Sur ang 100 porsyento na coverage habang ang natitirang lungsod sa Caraga ay nakamit ang 95 porsyento na coverage. Caraga RTF-ELCAC reaches out to Bayugan villagers during Peace Caravan

BAYUGAN CITY, Agusan del Sur, Jan. 24 (PIA) -- Thousands of villagers in Mt. Carmel, this city have availed and benefited from the free basic social services from various government agencies during the Peace Caravan conducted by the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Caraga.

With the presence of Cabinet Secretary Karlo Alexie Nograles, Cabinet Officer for Regional Development and Security (CORDS) Caraga, the provincial government of Agsuan del Sur led by Governor Santiago Cane, Jr., and local officials in Bayugan City headed by Mayor Kirk Asis, have converged their efforts to meet the objectives for the conduct of Peace Caravan, as well as the host for the scheduled 4th RTF-ELCAC Meeting at the city gymnasium.

Diosdado Cabilogan, 55 years old and a resident in the said barangay, came early morning at the barangay gymnasium of Mt. Carmel to avail of the free medical checkup and medicines from concerned government stakeholders. He expressed his gratitude to the officials of the city government and all the regional and national line agencies for visiting their place and for bringing to them the services they need.


“Despite living in a remote area, away from the metropolis life, the government took extra miles to reach us and bring to us the services we need for free. I’m very thankful that our mayor and barangay officials are really working hard in ensuring our welfare,” said Cabilogan.

Imerald Narra, together with Junde Faith Tacio, and Charlie Verra, all in Grade 8 of Mt. Carmel National High School also participated in the orientation and lectures on the ill effects of illegal drugs, recruitment of the New People’s Army, including the programs and services of the government for the children and youth sectors.

“I’m happy that we’re able to join in this event here in our barangay. We were given seedlings for our backyard gardening and even for our school. My peers have also availed of the free haircut and beauty care services from the government agencies. This is really a fun experience for us,” cited Narra. 

Eager to go home after availing the free consultation/check-up and free vitamins  from the Department of Health (DOH), Dionisa Lariosa, four months pregnant, also received a buntis kit, which she could soon use for her baby.


“This is really a blessing for me and for all of us here in Mt. Carmel. We always feel that the government really cares for us. I hope this kind of activity will continue and even reach other remote areas like us,” shared Lariosa.

Merla Ajan, punong barangay of Mt. Carmel also appreciated the government’s effort and initiative for continuously providing the necessary services in their community.

30 FRs undergo ALS skills training

BUTUAN CITY, Jan. 24 -- Thirty former rebels (FRs) undergone 10 months Alternative Learning System (ALS) skills training at the headquarters of the 23rd Infantry (Masigasig) Battalion (23IB), Jamboree Site, P-6 Barangay Alubihid in Buenavista, Agusan del Norte.

The activity was made possible through the convergence effort of the Department of Education (DepEd) of Agusan del Norte headed by Dr. Romeo Aprovechar, Schools Division Superintendent of Agusan del Norte and the 23IB headed by Lt. Col. Francisco L. Molina, Jr., Commanding Officer.

In his message, Dr. Aprovechar inspires the FRs by citing his experiences in life that bring him to what he is now. He shares that it takes a lot of effort and hard work in order to reach their dreams as long as they do not lose hope, they will surely succeed in life.

Further, he said that education teaches the ability to read and write. It is extremely important for employment and an opportunity to make a decent living. This is due to the skills of a high paying job that Education provides. "Uneducated people are probably at a huge disadvantage when it comes to jobs. It seems that many poor people improve their lives with the help of Education," Aprovechar added.

Meanwhile, Lt. Col. Molina encouraged the participants to take advantage of the program to be enlightened and equipped for their future. The ALS provides an opportunity for the FRs to develop their knowledge and skills in communication and teaches them the value of education in applying what they've learned when they become reintegrated in mainstream society. P600-B GRDP for Caraga possible in 10 years, says DTI regional chief

BUTUAN CITY, Jan. 24 -- The Department of Trade and Industry (DTI) revealed that Caraga region will reach a targeted P600-billion gross regional domestic product (GRDP) within 10 years if potential productivity of agriculture, forestry, and fishery sectors is maximized.

DTI-Caraga Regional Director Brielgo O. Pagaran said that from its creation, the region started with only P29-billion GRDP in 1994 and reached P100-billion in 2019.

“If we dream of prosperity for all, we should set a target; if you cannot quantify, you cannot target,” Pagaran said.

He also pointed out that with a total land area of more than 2-million hectares, Caraga will yield great productivity potentials through quantifying a macro-development plan.
Pagaran further explained that for agro-industry alone, the 600-thousand hectare agricultural land can generate P60-billion, summing up the P50,000 annual productivity per hectare and the value added pegged at 100 percent.

The region’s top DTI official also sees that the potential of the forestry industry will earn Caraga an estimated P540-billion productivity. This was after considering the region’s capacity to produce bamboo and bay-ang for chopsticks, wood for biomass, and plywood, among others.

An additional P800-million is also expected from the fisheries industry especially through the utilization of mariculture park zones.

Pagaran is hopeful that with the programs of DTI and support from the local government units and regional line agencies, the 28 percent poverty incidence in the region will drop.

In fact, to provide a holistic approach toward agro-agri productivity, DTI Caraga conceptualized and initiated Palm Oil and Agricultural Land Management for Economic Re-integration and Sustainability (PALMERS) which is a development model and framework to develop, expand, rehabilitate and replant palm oil areas.

PALMERS will be the implementing mechanism to the Palm Oil Roadmap for the palm oil industry.

“Palm oil industry is one of the eight national priority industry clusters and it will generate more income and employment opportunities in Caraga,” said Jorge P. Silaga, national palm oil cluster focal person.

Silaga, who is also PALMERS project coordinator, shared that an executive order supported by the Board of Investment Governor Napoleon Concepcion and endorsed by the office of Representative Maria Angelica Matba has been drafted to create the regulatory body for palm oil.

“The said executive order known as the Philippine Palm Oil Development Authority (PPODA) is now at the office of Executive Secretary Salvador Medialdea for review and comments from involved national agencies,” Silaga added.

Silaga further said that the palm oil industry will help reduce the poverty incidence in the region and in the country basing on the low poverty incidence of Malaysia, Indonesia and Thailand which have palm oil as a common denominator of economic development. (DTI-Caraga/PIA-Caraga)

DSWD-Caraga hits Social Pension 2019 target


BUTUAN CITY, Jan. 24 - The Department of Social Welfare and Development (DSWD) Field Office Caraga ended 2019 with flying colors as it was able to surpass expectations, especially in hitting its targets for its programs and services for the year.

One of its programs, the Social Pension Program for Indigent Senior Citizens (SocPen) was able to serve 140,000 senior citizens for 2019 – the set target for the Field Office for the year.

The field office has worked tirelessly to disburse the P840-million allocated budget for the program to the beneficiaries of the said program in 73 local government units in the region. A series of payouts were conducted so that beneficiaries could claim their P3,000 stipend every semester.

A total 29,176 beneficiaries were served in Agusan del Norte province; 35,324 in Agusan del Sur; 10,715 in Dinagat Islands; 30,468 in Surigao del Norte; and 38,091 in Surigao del Sur.

The Social Pension program provides a monthly stipend amounting to P500 to augment the daily subsistence and other medical needs of indigent senior citizens. This is in line with the fulfillment of the government’s obligation to the most vulnerable sector through social protection, and for the full implementation of Republic Act 9994 or the Expanded Senior Citizens Act of 2010.

“Nagpasalamat ko sa Ginoo nga naay pension para sa mga senior. Makatabang gyud sa kawad-on. Gamiton ko ning akong nadawat para ipalit bugas ug tambal (I thank God that there is such pension for the senior citizens. Indeed, it’s a great help. I will use the pension to buy rice and medicine),” beneficiary Rosenda Mabilog, 76, said after she received her pension in San Jose, Dinagat Islands last year.

Another beneficiary, Fernando Bauso, 74, a resident of San Francisco, Agusan del Sur, was more than thankful to the program. “Nagpasalamat kog dako sa DSWD sa akong nadawat…nga di pud ko magsalig sa akong mga anak kay naa napud silay mga pamilya (I’m thankful to DSWD for the pension I got. I will no longer rely on my children as they already have their own families),” Bauso said.

Eligible for the program are senior citizens who are 60 years old and above; frail, sickly or with disability; no pension from government agencies or any other insurance company; no permanent source of income; and no regular support from their family for their basic needs.

Based on the 2015 Census of Population, there are over 7.5 million senior citizens in the country. The number is expected to hit 9.5 million by 2020. DSWD will be ready to cater to their needs, through the different programs and services. (DSWD-13/PIA-Caraga)

AgSur FRs receive cash assistance as part of reintegration program

TALACOGON, Agusan del Sur, Jan. 24– Two former rebels (FRs) have received cash assistance amounting to P5,000.00 each from the Provincial Social Welfare and Development (PSWD) of Prosperidad, Agusan del Sur on Monday afternoon, January 20, 2020.

The said FRs were identified as Jovelyn L. Tahudan and Robert H. Lipanda, both residents of San Luis, Agusan del Sur. Prior to the said aid, they also received an immediate cash assistance amounting to P25,000.00 each from the local government of San Luis few days after their surrender last October 25, 2019.

The two were just few among the enlightened individuals who finally went back to the mainstream society after being deceived by the terrorist Communist Party of the Philippines - New People’s Army (CPP-NPA) propaganda and are currently undergoing reintegration program as part of the Enhanced - Comprehensive Local Integration Program (E-CLIP) from  the national government.

They were happy and overjoyed upon receiving the cash benefit. “Dako kaayo akong pasalamat kay tinood gayud ang gisaad kanamu nga kami pagatabangan sa goberno alang sa among pagsugod sa bag-ong kinabuhi nga gawasnon kauban ang among pamilya (I’m thankful because the government has fulfilled its promise to help the former rebels like us, that we could start a new life with our family),” Tahudan said.


The 26th Infantry (Ever Onward) Battalion (26IB), Philippine Army led by its commanding officer Lt. Col. Romeo C. Jimenea, in collaboration with the PSWD officer Razel Montemor, assisted the enrollment of the FRs to the E-CLIP, which will cover their reintegration, livelihood, educational and  housing benefits.

“We are committed to help and assist to the needs of our brothers and sisters who finally returned to the folds of the law and chose to live in harmony together with their families,” Montemor said.

Meanwhile, Lt. Col. Jimenea congratulated the two FRs after receiving the said benefits. "Said cash assistance is just an initial prize for your surrender. There will be more benefits that will be given to you to help you all in starting anew through E-CLIP," he said.

The official also called on the remaining members of the NPA to stop causing conflicts in the communities, and surrender to the government. "Our door remains open in accepting you all back to the folds of the law. CabSec Nograles to Caraganons: We are here for your needs

BUTUAN CITY, Jan. 27 (PIA) -- In the recent conduct of a Peace Caravan in Barangay Mt. Carmel, Bayugan, Agusan del Sur spearheaded by the members of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Caraga, Cabinet Secretary Karlo Alexei B. Nograles, Cabinet Officer for Regional Development and Security (CORDS) Caraga, assured those who participated in the activity that the government is working their best to address their varying needs and concerns.

During the short program, the Cabinet Secretary reiterated the significance of the activity which is to provide solutions to existing concerns in the community by means of rendering basic services and identifying other issues in order for the local government to provide relevant interventions efficiently.

The Peace Caravan, he said, is not the end of our service to the people but rather the beginning of the many services that the government is willing to provide.

Merla P. Ahad, barangay captain of Mt. Carmel, was given the chance to present the main issues faced by their community, putting emphasis on the need for a construction of a local access road from their area and even in neighboring communities to the highway.

“Through the provision of such infrastructure, not only will it provide convenience to the daily routine of our people but will also drastically improve their livelihood as it will firstly help lessen the costs for transportation of goods to the city proper,” she said.


In response, he promised to take action on the matter within the year or the following year. However, he reminded the residents of Mt. Carmel that the government follows a certain process and asked to extend their patience.

“The government will never deprive you of chances to maximize your growth. The Caraganons have been craving for sustainable progress for a long time and now is the perfect opportunity to give them what they truly deserve,” CabSec Nograles added.

He also underscored the activity’s correlation to the whole mandate of the Executive Order No. 70 or the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which served as a bridge between the government and its people. Through the people’s continuous support and cooperation of the said directive of President Rodrigo Duterte, sustainable progress will be made possible.

The Peace Caravan conducted was able to render various basic services to over 1,500 residents in Mt. Carmel and in neighboring communities such as free health consultation accompanied by free medicines, dental services, grooming services such as haircut, and services specifically made for senior citizens and pregnant women. Bayugan City officials boost locals’ trust, confidence

BUTUAN CITY, Jan. 27 (PIA) -- In time with the conduct of Peace Caravan in Barangay Mt. Carmel, Bayugan City, various government agencies that are members of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Caraga have capacitated the local residents through the different programs and services and left them as well-informed citizens with high trust and confidence to the government.

Around 1,500 local residents in Mt. Carmel, including those in nearby barangays have greatly benefited from the Peace Caravan of the Task Force and Bayugan On-Wheels by the city government.

Living in a remote yet peaceful community, Angeline Bada, 23 years old from the Manobo tribe of Mt. Carmel, brought her kids in the Peace Caravan and maximized the availment of the free services from various government agencies. She said, every time they are informed on the government’s visit in their place for such activity, they always prepare for it and convene early in the venue.

“We believe that the government wants our lives to improve and lets us experience a peaceful life in our respective community. Our tribe has higher trust and confidence to the government, as they never cease to help us in any means and secure our safety from possible harm,” shared Bada.


Bayugan City Mayor Kirk Asis, emphasized that the government continues to address varying issues and concerns of the locals to uplift their living conditions.

“We are doing our best to serve the people of Bayugan which is why we made sure that the line agencies and even the members of the three branches of the government were present during the Serbisyo Caravan in order to address their varying concerns,” said Asis.

Provincial Governor Santiago Cane, Jr., also urged all the local chief executives to work more and do better as public servants. “We, the personnel working for the government of Agusan del Sur, will always stand by the principle that those who have less in life shall have more in public service,” he said.   


Meanwhile, being the cabinet officer for regional development and security (CORDS) Caraga, Cabinet Secretary Karlo Alexie Nograles, reiterated that with the intensified efforts of the government in reaching out to the people in all barangays, the terrorist New People’s Army will no longer have a place in the communities.

“This kind of effort we are extending serves as a reminder that contrary to the beliefs instilled by the CNTs on the government’s abandonment of its responsibilities to the Filipinos, the government does care for its people and that it is making sure that your welfare is being taken care of,” underscored Nograles. CabSec Nograles leads Peace Caravan in Bayugan


BUTUAN CITY, Jan. 27 -- In line with the campaign for an inclusive and sustainable peace in the region, the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) held a Peace Caravan in Mt Carmel, Bayugan City on January 23.

The caravan, which was a prelude to the 4th Caraga RTF-ELCAC Meeting, was led by Cabinet Officer for Regional Development and Security (CORDS) Cabinet Secretary Karlo Alexei B. Nograles together with Surigao del Sur Governor and Regional Peace and Order Council (RPOC) Chairperson Alexander T. Pimentel, Agusan del Sur Governor Santiago B. Cane, Jr., Bayugan City Mayor Kirk A. Asis and other members of the task force.

The Peace Caravan is a government initiative that aims to bring public services closer to the people residing in geographically-isolated and conflict-affected areas. The Caravan is under the “access” phase of the Retooled Community Support Program, a convergence strategy in employing the whole of nation approach in ending insurgency in which government gaps and needed development interventions are identified in the priority barangays.

A similar caravan was previously conducted in Brgy. Maitom, Tandag City, Surigao del Sur prior to the 3rd RTF-ELCAC Mmeting held in the same city.

The activity also provided an opportunity for the residents to voice out their concerns. During the opening program, Punong Barangay Merla P. Ajan was able to raise the urgent need for a local access road in their barangay which will allow connectivity to the neighboring communities.

In response, CabSec Nograles asurred the barangay of the full support of President Duterte in their predicament.

“Rest assured that the President and the members of the Cabinet will deliver our promise to better your lives by addressing the issues presented. If not this year, then up until the end of President Duterte’s term.”

Agri-related training for IP CAFGUs launched in SurSur

TANDAG CITY, Surigao del Sur, Jan. 27 (PIA) -- The Department of Agriculture (DA) Caraga in partnership with the Technical Education and Skills Development Authority (TESDA), and Philippine Army will conduct an Agri-related training for the troops of the 401st Infantry Brigade and 402nd Infantry Brigade in Surigao del Sur.

The proposed program is in line with the “TESDA Abot Lahat” platform of TESDA, and the DA’s "Kabuhayan at Kaunlaran ng Kababayang Katutubo" (4Ks) funded by the DA’s Special Area for Agricultural Development (SAAD). Both programs are part of the government’s effort of empowering the Indigenous People (IP) to alleviate their lives from poverty.

According to TESDA Surigao del Sur Information Officer Lee Escobal, their office will facilitate the three-day agriculture-related TESDA training in Native Chicken and Vegetable Production this coming February.

The DA, on the other hand, will take their part under the 4Ks - the provision of assistance in the form of agriculture and fisheries-related livelihood opportunities.

The said training aims to capacitate the troops of the Philippine Army, specifically the Citizen Armed Forces Geographical Unit (CAFGU) Active Auxiliary (CAA) members - the target beneficiaries of the program under the two brigades, Escobal said.

The beneficiaries, accordingly, will acquire and/or enhance agri-related skills and to put up related livelihood projects/enterprises, thus augmenting their sources of income, Escobal added. (PIA-Surigao del Sur)

DENR Dinagat partners with LGU in the management of Sambunotan watershed

SAN JOSE, Dinagat Islands, Jan. 27 -- The Department of Environment and Natural Resorces (DENR) through the Provincial Environment and Natural Resources Office (PENRO) and the Municipal Government of Loreto and Tubajon in the province of Dinagat Islands have agreed to jointly manage the 2,820.99 hectare-Sambunotan Watershed ending an old political feud and saved the mountain landmark from environmental deterioration.

"It was a wise decision for both local leaders to agree in partnership with each other with the DENR –PENRO in their midst in the management of the Sambunotan Watershed to save and protect its natural resources," said DENR 13 Regional Executive Director Atty. Felix S. Alicer.

RED Alicer and Dinagat Islands Governor Arlene Bag-ao have both stood witness while Municipal Mayor of Loreto Doandre Bill A. Ladaga and the municipal mayor of Tubajon Simplicia P. Pedrablanca and PENRO Agapito T. Patubo were signing the Memorandum of Understanding ( MOU) that highlighted the 7th Foundation Anniversary of PENRO Dinagat.

RED Alicer and Governor Bag-ao have, likewise, witnessed the ceremonial signing of Memorandum of Agreement (MOA) by PENRO Patubo with the Mayor of Tubajon and the Barangay Chairperson of Mabini in that town Radito L. Bagacay over the establishment of the DENR-PENRO Dinagat Islands Satellite Office.

"We have a commitment to the people to reach and serve them according to the mandate given us by the DENR Secretary,” PENRO Patubo said.

He said Barangay Mabini is a strategic place for the satellite office so that the government can effectively service the people in the towns of Loreto, Tobajon and Libjo.
Sambunotan watershed is considered a critical watershed that provide potable waters in the six barangays of Mabini, Diaz, Roxas, San Roque, Sta. Cruz and Sta. Vicente in Tubajon.

Both Loreto and Tubajon towns benefit from the waters it provide for irrigation and drinking water purposes.

POPCOM-Caraga accomplishments in 2019 assessed

BUTUAN CITY, Jan. 27 -- The validating team of the Commission on Population and Development (POPCOM) headed by the Deputy Executive Director Lolito R. Tacardon expressed satisfaction on the performance as contributions of POPCOM Caraga in carrying out the strategic thrusts of the Philippine Population Management Program (PPMP).

POPCOM Caraga once again overwhelmed with the positive upshots of the validation for its program accomplishments in 2019, as conducted on Thursday, January 23, by the team from POPCOM Central Office composed of eight select POPCOM senior officials, headed by DED Tacardon.

Tacardon and his team recognized the initiatives and intensive efforts of POPCOM Caraga headed by Director Alexander A. Makinano, along with its regional and local program partners that has tremendously strengthened the implementation of the PPMP, as well as the Responsible Parenthood and Reproductive Health (RPRH) Law in the different communities in the region, after having validated the agency’s outputs of its Organization Performance Commitment and Review (OPCR) targets in 2019 for the four major program components of the PPMP, namely: Responsible Parenthood and Family Planning (RPFP), Adolescent Health and Development (AHD), Population and Development (POPDEV) Integration, and Special Population Group (SPG).

The team was tasked to validate all reported accomplishments of regional offices and divisions of POPCOM.

On their part, Dir. Makinano echoed gratitude to all its program partners from the local government units, regional line agencies, particularly the Regional Development Council (RDC) through the National Economic and Development Authority (NEDA) and the Department of Health (DOH).

The media, academe, faith-based organizations and stakeholders from various sectors in the community worked as well with the agency in accomplishing all its targets, as pointed-out by Director Makinano.

Nothing wrong with ‘flaunting’ gov’t accomplishments: Andanar

MANILA -- President Rodrigo Duterte’s administration is reporting its achievements in just three years in office because Filipinos deserve to know that all state departments are working harder to improve their lives, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said Tuesday.

Andanar, who led the launch of the “Duterte Legacy” campaign in Pasay City last Friday, said there was a need to promote public awareness about the accomplishments of state departments halfway through the President’s six-year term.

Mandate naman natin sa PCOO ang i-disseminate ang impormasyon na nanggagaling sa Ehekutibo at iyong mga accomplishments (It is the PCOO’s mandate to disseminate information about the executive branch and its accomplishments). Now, why are we doing this?” he said in an interview with dzRH.

“It’s very important for us to do this because meron naman talagang dapat ipagmayabang, ipagbuhat ng bangko (this administration has the right to flaunt its achievements and praise itself),” the PCOO chief added.

Andanar’s statement came after Senator Panfilo Lacson on Saturday said it was “too early” to present Duterte’s legacy since the President has only been in office for three years.

Despite Lacson’s claim, the Communications chief said it is important to tell the public that many of Duterte’s promises cited in his previous State of the Nation Address (SONA) have already been delivered.

“You know, people may have their opinion, their own opinion kung ito ba ay (if it’s) early or not too early,” Andanar said.

“Ang mahalaga dito ay ating naipapaalam sa publiko na iyong mga nabanggit ni Presidente sa kanyang plataporma nung 2016 at iyong mga nababanggit niya pa sa mga SONA ay meron ng case studies na talagang andito na (What’s important is we’re able to let the public know that the President’s platforms mentioned in 2016 and in his previous SONAs are already here), signed, sealed, delivered,” he added.

The “Duterte Legacy” is a communication campaign that highlights the current administration’s landmark policies and programs.

The campaign launch trumpeted the Duterte government’s legacies on education, infrastructure, health, labor, freedom of information, press freedom and media protection, peace and order, and environmental protection.

The campaign focuses on the administration’s progress in three key pillars, namely peace and order, infrastructure development, and poverty alleviation.

On Saturday, Presidential Spokesperson Salvador Panelo said the accomplishments of the Duterte administration during his three years in office are “far better” than his predecessors’.

No credit-grabbing

Denying that the government is grabbing credit for its feats, Andanar admitted that some of the projects that are being implemented under Duterte’s watch were initiated by the past administration.

He said the government has no plan of wasting the taxpayers’ money by abandoning the unfinished projects of Duterte’s predecessor.

Thus, the current administration will continue what was left undone by the previous administration of former President Benigno Aquino III, Andanar said.

“Nag-allocate ka na ng pondo, eh sayang naman iyong taxpayers’ money, hindi mo tatapusin (You allocated funds so it’s a waste of taxpayers’ money if you do not finish it),” he said.

“Marami pong mga dapat ituloy talaga (There are many projects that really need to be continued). I believe that governance is about continuity. Hindi puwede iyong project noong nakaraang administrasyon hindi natapos, hindi mo tatapusin (It’s not acceptable to ignore the unfinished projects of the past administration),” he added.

Duterte Legacy’ campaign in other provinces

To further promote the flagship projects and programs of the Duterte government, Andanar noted that there will be a series of the launching of “Duterte Legacy” campaign in Cebu, Davao, and Cagayan de Oro provinces.

He said other government departments that are not part of the first launch of the communications campaign, like the Transportation and Trade departments will be given the chance to present their accomplishments.

“Hindi naman lahat ng departamento nakapagsalita doon (Not all departments were able to report their achievements),” Andanar said. (PNA)

PRRD’s excellent rating means ‘real change’ felt: Andanar

MANILA -- The new record-high “excellent” public satisfaction with President Rodrigo Duterte’s performance only proves that Filipinos are impressed with his “legacy of real change,” Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said on Wednesday.

Andanar issued the statement, as he welcomed the results of the Social Weather Stations’ December 13 to 16 poll, which showed that Duterte earned a net satisfaction score of “excellent” +72 in the last quarter of 2019.

“The President has consistently enjoyed a high satisfaction rating, even reaching a record-high after the midterm period unlike past administrations,” Andanar said in a press statement.

“This means that the President has the support of the people, for which he is very thankful. But more than that, the people support him because they feel his legacy of real change,” he added.

According to the SWS survey, around 82 percent of adult Filipinos expressed satisfaction with Duterte’s performance, while only 10 percent were dissatisfied and the remaining 8 percent were ambivalent on the matter.

The poll results yielded an “excellent” +72 net satisfaction rating, higher than seven points from September 2019’s “very good” +65.

The PCOO chief was elated that there was also an increase in satisfaction with the President's performance across all geographic areas, as well as among all age groups, both men and women, and in urban and rural areas.

Andanar assured the public that Duterte, with the help of his administration, would continue to take initiatives aimed at improving the lives of all Filipinos.

“President Duterte has been reliable and as good as his word in responding to the needs of Filipinos, with his service and concern being felt by all,” he said.

“With clear vision and goals, this administration continues to undertake necessary reforms and implement programs that benefit the country and every Filipino,” Andanar added.

Andanar also welcomed the SWS survey results which revealed that 52 percent of adult Filipinos are expecting the President to fulfill “all or nearly all/most of his promises.”

On Friday, the PCOO launched the “Duterte Legacy” campaign, which showcases the three key pillars of the President’s legacy -- peace and order, infrastructure and development, and poverty alleviation.

The government’s efforts lifted around 5.9 million out of poverty, according to the PCOO infographic.

Andanar guaranteed that the current administration’s programs and policies on poverty would still be pursued to address the basic and immediate needs of the people.

He also said that Duterte’s “no compromise stance” on the alleged onerous deals with water concessionaires Manila Water and Maynilad stays.

He added that the anti-illegal drugs campaign launched by Duterte since he assumed the presidency in 2016 would remain relentless.

Such reforms, he said, are meant to fulfill the President’s vow to give Filipinos a “comfortable life.”

“It is with steadfast commitment that this administration will continue to undertake the necessary programs and services in order to provide a comfortable life for all, as a fulfillment of his promises, as a testament to the ‘Duterte Legacy,’” Andanar said. (PNA)

New sin tax law to give Pinoys comfortable life: Andanar

MANILA -- The signing of Republic Act (RA) 11467, which raises excise taxes on vape, heated tobacco and liquor products, will help President Rodrigo Duterte fulfill his promise of a “dignified and comfortable” life for Filipinos, Presidential Communications Operations Office Secretary Martin Andanar said on Friday.

In a statement, Andanar said the new law would pave the way for the effective and prompt delivery of basic services.

“We laud President Duterte for signing the bill that will impose additional excise taxes on alcoholic beverages and e-cigarettes,” Andanar said.

“The signing of RA 11467 is indeed a triumph for every Filipino as it will allow the government to continue to provide social services and programs that will achieve the vision of President Duterte of providing a dignified and comfortable life for all,” he added.

RA 11467, signed by the President on Jan. 22, seeks to increase the excise tax rates on alcohol, heated tobacco, and vape products to generate funds for the government’s universal health care (UHC) program.

Earlier, the Department of Finance estimated that the higher taxes on vape, tobacco, and liquor would generate PHP47.9 billion for the UHC program in 2020, and a total of PHP356.9 billion for the program over the next five years.

Andanar said RA 11467 would enable Filipinos to enjoy equitable access to quality and affordable health care services.

“This new law will generate revenue which the government can use in the implementation of the Universal Health Care (UHC) program and the enhancement of its health facilities, in order to deliver quality healthcare to all,” he said.

The new law imposes a 22-percent ad valorem tax on of the PHP42 per proof liter for distilled spirits in 2020. This will increase to PHP47, PHP52, PHP59, and PHP66 per proof liter from 2021 to 2024.

For wine products, the excise tax is PHP50 per liter in 2020 and will increase by six percent every year starting 2021.

Excise tax rates on beer products and other fermented liquors are PHP35, PHP37, PHP39, PHP41, and PHP43 per liter in 2020, 2021, 2022, 2023, and 2024, respectively.
RA 11467 exempts tuba, basi, tapuy, and similar fermented liquors from higher excise taxes.
Meanwhile, every pack of heated tobacco products with 20 units or more are levied with an excise tax of PHP25 in 2020, PHP27.50 in 2021, PHP30 in 2022, and PHP32 in 2023.

Salt nicotine products will be slapped with an excise tax of PHP37 in 2020, PHP42 in 2021, PHP47 in 2022, and PHP52 in 2023.

For “freebase” or “classic” nicotine products, excise tax rate increases to PHP45 per pack in 2020, PHP50 per pack in 2021, PHP55 per pack in 2022, and PHP60 per pack in 2023.

The new law also exempts the sale or importation of medicines for diabetes, high cholesterol and hypertension from value-added tax (VAT) beginning January 2020.

It also exempts from VAT medicines for cancer, mental illness, tuberculosis, and kidney diseases starting January 2023. (PNA)

Agusan-Malaybalay road now 77% complete

BUTUAN CITY, Jan. 29 (PIA) - The Department of Public Works and Highways (DPWH) Caraga is undergoing road construction projects, which will contribute to a faster and more convenient travel and delivery of local products in the different parts of the region and in Mindanao.

Among these projects include the Agusan-Malaybalay Road worth 1.1-billion pesos which is already 77.62 percent complete as of December 2019.

The construction has started in the year 2015 and is expected to be completed this year 2020.

With this development, the locals in Esperanza, Agusan del Sur were delighted and eager to benefit more from the Agusan-Malaybalay Road. It helps them deliver their products easily to the market.

Rosie Echinique, a resident from Esperanza, was emotional in expressing her appreciation to the government. She hoped that this kind of project would benefit more locals and improve their way of living. She also stressed that for almost three decades living in the area, it was only this administration that she experienced to have well-constructed roads.  

“We have seen and felt the concern of the government for us and we have high hopes that more Mindanaoans would be able to benefit and experience an improved quality of life,” said Echinique.

Meanwhile, DPWH-Caraga regional director Pol Delos Santos bared that due to the recent earthquakes recorded in some parts of Mindanao, the department has been continuously conducting inspection to various infrastructures in the region, which include the Magsaysay Bridge in Butuan City that was opened to public since May 19, 1953.

CLOA beneficiaries in SurSur up in 2019

BUTUAN CITY, Jan. 29 (PIA) - The Department of Agrarian Reform (DAR) in Surigao del Sur has accomplished beyond the 100 percent target of their land tenure services in the year 2019.

According to provincial agrarian reform officer (PARO) Leoncio Bautista, they have reached the 130 percent accomplishment in its program, and 120 percent in program beneficiaries development, which was also beyond their target of 100 percent in 2019.

Based on the data from the agency’s Land Tenure Improvement Division, they have released and distributed some 227 certificates of land ownership award (CLOA) to the farmers of Surigao del Sur in 2019 which has 277.54 hectares of land or 214 percent from their targeted 98 CLOAs with 176.21 area in the whole province.

Apart from this, they have also complied with the survey of new lands that reached to 308.23 hectares or 136 percent, higher from their target of 226.82 hectares.

LUNGSOD NG BUTUAN, Enero 29 (PIA) - Nagtipon-tipon ang non-government organizations (NGOs) kasama ang ibat-ibang ahensiya ng pamahalaan upang talakayin ang mga kinakaharap na isyu at concern ng lipunan at makabuo ng mga naaayon na paraan upang matugunan ang mga ito.

Bahagi pa rin ang hakbang na ito ng pagpapatupad ng Executive Order 70 o ang whole-of-nation approach sa pagtugon sa mga isyu at concerns, maging ang local communist armed conflict sa rehiyon ng Caraga.

Sa nasabing pagpupulong, naging pangunahing isyu ang terorismo at violent extremism.
Ayon kay Joel Dizon, program manager ng NGO na Equal Access International, mahalaga ang pagkakaroon ng Messaging Hub sa rehiyon dahil magsisilbi itong platform para sa lahat ng sektor na sa pamamagitan ng information sharing online, radio programs, publications at iba pang aktibidad, ay maipaabot sa kanila ang mga impormasyon na dapat nilang malaman partikular na ang mga solusyon sa pagsugpo ng terorismo at violent extremism.

“Sa pamamagitan ng Media Hub, magtutulungan ang bawat sektor para sa pagpapalaganap ng tamang impormasyon at mga paraan o hakbang para sa pagtugon ng problema sa rehiyon patungkol sa insurgency at violent extremism,” ani ni Dizon.

Ayon kay Raxiey Adolfo, executive director, Surigao Youth Convergence, malaki rin ang papel ng mga kabataan sa hakbang na ito. “Hangad ng mga kabataan na makalahok sa ganitong inisyatibo ng pamahalaan kasama ang iba pang sektor upang matugunan ang magkakaibang isyu at concern sa mga barangay,” banggit niya.

Drop in corruption index motivation for PH to improve: PCOO

MANILA -- Communications Secretary Martin Andanar on Tuesday said the Philippines' lower ranking in the Corruption Perceptions Index (CPI) last year will serve as a motivation for the government to “improve” in its efforts to curb corruption.

Andanar made this comment after the Philippines fell by 14 notches in the 2019 CPI, ranking 113th out of 180 countries from 99th in 2018.

The Philippines got a score of 34 on a scale of zero to 100, where zero is "highly corrupt" and 100 is "very clean".

“We may have hit a roadblock on our anti-corruption drive, as the dealing with these offenses become tougher and require bolder actions…However, we will use this as a motivation for us to further improve the initiatives in our fight against corruption,” Andanar said in a statement.

Andanar also dismissed a Jan. 24 article published by American business magazine Forbes which claims the Philippines is now “more corrupt” under the Duterte administration as “malicious, poorly-researched, and distorted”.

He further said the article was meant to discredit and undermine the efforts and initiatives of the Duterte administration in curbing corruption.

The Forbes’ article titled “The Philippines is getting a more corrupt and less democratic state under President Rodrigo Duterte” cited the Philippine ranking in the CPI.

It claimed that corruption and political oppression in the Philippines stay “intact,” supposedly preventing the country from “developing modern infrastructure, attracting foreign capital, lowering unemployment, sustain(ing) economic growth, and escap(ing) poverty.”

Contrary to the report, Andanar said the Duterte administration has placed several mechanisms and initiatives to curb corruption, including the creation of bodies such as the Freedom of Information (FOI) Office, Anti-Red Tape Authority, and Presidential Anti-Corruption Commission, among others.

He said Duterte has also ordered investigations and suspensions of government personnel linked to anomalous acts, and bureaucratic reshuffle and abolishment if needed.

Citing other rankings, Andanar said the Philippines has improved and placed 95th in the World Bank 2020 Ease of Doing Business and 3rd in CEO World 2019 Countries Best to Invest and Do Business.

He also pointed out that the country achieved a 4.5 percent unemployment rate in December 2019, the lowest on record since 2005 and lifted 5.9 million Filipinos out of poverty, as it dropped to a 14-year low in October.

The PCOO chief, meanwhile, reiterated that weeding out corruption remains one of the Duterte administration’s utmost priorities since it is also the root cause of the proliferation of illegal drugs and extreme poverty.

On Sunday, Presidential Anti-Corruption Commission (PACC) chair Dante Jimenez also belied the Forbes article saying that contrary to the report, the President’s anti-corruption campaign has come to fruition.

Jimenez also said that in just three years since Duterte assumed office in 2016, the fight against corruption has become “very successful.”

Presidential Spokesperson Salvador Panelo, for his part, admitted that there is a “struggle” to fight corruption because due process made the firing of crooked officials much more difficult.

Before firing corrupt officials, Panelo said there had to be enough evidence before charges are filed against them.

He also belied critics’ allegations that the administration’s fight against corruption is a failure. (PNA)

DICT provides more free wifi sites in Caraga

BUTUAN CITY, Jan. 30 (PIA) -- Thousands of Caraganons are benefiting of the free WiFi access under the Free Wifi For All Project of the Department of Information and Communications Technology (DICT) in Caraga region.

Based on the data of DICT, in 2019, there are some 105 free WiFi sites already installed and this will be increased, as the installation is ongoing to ensure free wifi connection in public places.

For Butuan City, there are 84 sites installed with free WiFi connection, including other parts of Agusan del Norte. Four sites in Agusan del Sur, 13 in Surigao del Norte and four in Surigao del Sur.

As one of the recipients of the said project, Mayor Judy Amante of Cabadbaran City was grateful as government employees were given the best opportunity for internet connectivity to communicate with stakeholders and for faster and improved services through online transactions.

“This is really a good project of the government, and this is what I really wanted to see that people are enjoying the free WiFi access and they’re able to connect with their family or even for students in their researches, and workers in their daily reports,” cited Amante.

Abril Romano, a Cabadbaranon also expressed her gratitude to the government for providing them the free WiFi internet connection.

“I’m thankful that sending reports in our office is made easier because of the aid of this free WiFi access. We are also on track of the different issues and news that we are able to see online,” said Romano.

According to Director Evamay Dela Rosa of DICT Mindanao Cluster 2, the province of Agusan del Norte will have more than 200 free WiFi services.

Engr. Lawrence Salang, provincial officer of DICT-Agusan del Norte also stressed that the agency was giving due attention to the installation of free WiFi for the provinces of Siargao Island and Dinagat Islands.

Meanwhile, Agusan del Norte Governor Dale Corvera reminded all the end-users to use the free WiFi responsibly and to maximize its use in a more appropriate manner.

BFP, NGO conduct annual int’l training to Caraga firefighters

SURIGAO CITY, Surigao del Norte, Jan. 31 (PIA) -- In line with their mission to improve the disaster response in the region, the Bureau of Fire Protection (BFP) Caraga conducted a five-day international training camp beginning on January 20 at the Cabadbaran City Hall in Cabadbaran City, Agusan del Norte.

The said training is in partnership with the Firefighters for Christ (FFC) International, a non-profit organization that promotes better fire service by nurturing the personnel’s spiritual growth.

The 170 participants from the different provinces and disaster response agencies in the region were trained in forest firefighting, vehicle extrication, and swift water rescue by the thirteen FFC personnel with international-level training and experience.


Apart from the training, the organization will be donating equipment to the involved disaster response agencies.

“Our primary objective here is to help the fire service personnel in the Philippines improve the quality of service they give to the public whilst sharing the word of God,” said Joel Lindaman, head of the FFC Training Team.

For BFP Caraga Regional Director FSSupt. Romel Tradio, the participants will greatly benefit from the activity for not only will it broaden their knowledge in fire response, the training will also help them cope with their duties as fire service personnel by strengthening their faith.


“With the many stressors faced by our fire service personnel, maintaining one’s faith especially during operations is deemed as an effective way to not only muddle through their obligations but also better their service to the public,” he added.

The FFC International has been in partnership with the fire response agencies since 2013, after Typhoon Yolanda struck Tacloban City in Leyte. Butuanon awarded as DSWD national best volunteer

BUTUAN CITY, Jan. 31 -- The Department of Social Welfare and Development (DSWD) awarded Lea Rebuta of Butuan City with the National Best Volunteer Award during the Pagkilala sa Natatanging Kontribusyon sa Bayan (PaNata Ko sa Bayan) Awards at the DSWD Central Offcie, Batasan Complex, Quezon City.

Lea Rebuta, a resident of Taguibo, Butuan City, is a 4Ps parent leader-volunteer who dedicated nine years serving the 32 Pantawid members in her barangay. As inscribed in the program’s operation manual, a parent-leader is a point person, program beneficiary, and volunteer leader in a group of 25-30 household grantees.

“Pasalamat kaayo ko sa DSWD sa opurtunidad nga gihatag sa ako. Nahimo og wide scope ang akong pagserbisyo sa katawhan ug dili ko mahimong awardee kung wala ang Ahensya nagsuporta nako (I am elated and thankful for the opportunity that DSWD has given me. I was able to serve the community in a wider scope and I would not be an awardee if not for the support of the agency),” Rebuta said.

The PaNata Ko sa Bayan Awards is a spin-off from the Memorandum Circular No. 1 series of 2000 or the Gawad Paglilingkod sa Sambayanan (GAPAS).

Various awards are presented to the stakeholders who have contributed to the realization of the shared vision of empowering individuals, families, and communities.
One of the awards is the Salamat Po Award, a commendation of volunteers who have provided assistance in the Department’s delivery of services.

Rebuta was accompanied by her husband, Antonio, and Field Office Caraga Pantawid Pamilya Regional Program coordinator Crislea Celeste.

P200M Siargao sports complex gym, dorm now completed

SURIGAO CITY, Surigao del Norte, Jan. 31 -- In time for a major sporting event to be hosted in Siargao Island this year, the sports complex gymnasium as well as the two-unit dorm constructed by the Department of Public Works and Highways (DPWH) - Surigao del Norte 1st District Engineering Office (DEO) in Siargao Island are now complete and ready for public use.

The sports complex includes two courts, one for basketball event, equipped with a basketball backboard made of fiberglass, the other for badminton and volleyball with rubberized flooring. The entire building is fully air-conditioned with a unique ventilating system for the more than 300 spectators.

The construction of the sports complex gymnasium amounted to P150 million while the dorm amounted to P50 million.

The facilities are also useful in hosting sports events such as the Regional Meet in their island.

This is expected to boost tourism in the area, in addition to the island being the regular host of other international sports events such as surfing competitions and the annual International Game Fishing Tournament. (DPWH-Caraga/PIA-Caraga)

DPWH SurSur completes Consuelo seawall

BUTUAN CITY, Jan. 31 -- To provide protection to the people and properties along the seashores of Consuelo, Surigao del Sur, the Department of Public Works and Highways (DPWH) - Surigao del Sur 1st District Engineering Office (1st DEO) has constructed a Consuelo seawall located in Brgy. Consuelo, Surigao del Sur.

The seawall which has a total length of 302.4 lineal meters will now prevent flooding, storm surge, and strong water current from causing destruction in the said barangay with more than 1,000 residents.

“With the community always facing the threat of flooding and possible tsunami, the seawall is a welcoming relief of protection for the residents,” said DPWH Caraga Regional Director Pol. M. Delos Santos.

TESDA Caraga, stakeholders extend disaster relief for Taal evacuees

BUTUAN CITY, Jan. 31 -- With the recent Taal volcano eruption, the Technical Education and Skills Development Authority (TESDA) Caraga has extended their assistance to the victims, as well as other regional offices in the different parts of the country.

TESDA Secretary Isidro Lapeña has issued directives for regional and provincial offices and other operating units to provide necessities such as face masks, water, canned food, and other items that the agency can donate.

TESDA Region V (Bicol Region) immediately launched the ‘Operation Tabang’ with the help of the Technical Vocational Education and Training (TVET) scholars and professionals, and other TESDA Technology Institutions (TTIs).

As such, TESDA Caraga was able to donate one box of face masks and 11 boxes of food products from various training centers in the region.

Other agencies were able to donate other goods through the training-cum-production scheme implemented by the TTIs. The trainees of dressmaking and food production were able to produce face masks and perishable goods in large quantities.

TESDA Region II (Cagayan Valley), TESDA Bicol Region (Region V), and even the local government unit (LGU), Juban Training Center had a mass-produced biscuits, cookies, and face masks which were then transported to the regional offices of TESDA located in areas that cater evacuees of the said calamity.

In addition, TESDA Region III (Central Luzon) relayed 7.5 sacks of rice and other goods to TESDA Region IV-A (CALABARZON) of which were distributed in Cavite.

Donations from the Central Office were forwarded to the provincial offices in TESDA Batangas and Cavite. TESDA National Capital Region has also prepared clothes donations, boxes of facial masks, hygiene kits, water bottles and canned goods for the Taal evacuees.

Apart from goods, other regional offices offered to provide financial assistance. TESDA Caraga Regional Office and its province offices in Dinagat Islands and Surigao del Sur, TESDA Region IV-B (MIMAROPA), Region X (Northern Mindanao), and Region XII (SOCCSKSARGEN) pooled such donations as relief efforts.

DSWD Caraga commended for 2019 social pension achievement

SURIGAO CITY, Surigao del Norte, Jan. 31 -- The Department of Social Welfare and Development (DSWD) Central Office commended DSWD Field Office (FO) Caraga for being the only field office in the country to serve 100 percent of its target beneficiaries for Social Pension Program for Indigent Senior Citizens in 2019.

DSWD FO Caraga received the commendation on January 17, 2020 during the consultation dialogue for the Supplementary Feeding Program and Social Pension Program at the DSWD Central Office in Quezon City.

Social Pension Program focal person Juvy P. Echavaria received the commendation on behalf of the FO personnel. Echavaria shared that she is very much elated with the commendation, saying that such achievement is a result of the untiring commitment of the management and staff, specifically the Social Pension Program Management Office, in serving indigent senior citizens in the region.

Echavaria added that the commendation is a motivation for the team to work even harder to reach its 170,000 target beneficiaries in 2020.

For 2019, DSWD Caraga was able to serve 143,774 Social Pension beneficiaries amounting to P840 million in all 73 local government units in the region.

A total of 29,176 beneficiaries were served in Agusan del Norte province; 35,324 in Agusan del Sur; 10,715 in Dinagat Islands; 30,468 in Surigao del Norte; and 38,091 in Surigao del Sur.

A series of payouts were conducted so that beneficiaries could claim their P3,000 stipend semesterly grants. A total of P6,000 was enjoyed by the beneficiaries for 2019.
The Social Pension program provides P500 grant to qualified indigent senior citizens as augmentation for their daily subsistence and other medical needs.

This is in line with the fulfillment of the government’s obligation to the most vulnerable sector through social protection, and for the full implementation of Republic Act 9994 or the Expanded Senior Citizens Act of 2010.

Eligible for the program are senior citizens who are 60 years old and above; frail, sickly or with disability; no pension from government agencies or any other insurance company; no permanent source of income; and no regular support from their family for their basic needs. Gang members avail of free ‘gangnam’ skills training

BUTUAN CITY, 31 Jan. (PIA) -- More than 40 individuals who are former members of street gangs have benefitted from the free training courses granted by the Technical Education and Skills Development Authority (TESDA) Caraga under the project “Gangnam” (NagkahiusAMi) or “gang na mabuti” of the Butuan City Police Station (BCPO).

Twenty-four of them who were previously involved in an all-out brawl and riots have already completed the training and were issued with the Shielded Metal Arc Welding (SMAC) National Certificate (NC) I at II after passing the assessment for the first batch.
Another group of 21 adolescents who composed the second batch are also currently capacitating themselves with the skills in an ongoing TESDA training.

Some have also availed of the automotive servicing and driving courses as additional skills and option in seeking a job.


According to Colonel Canilo Fuentes, city director of the BCPO, the project Gangnam was penned to address the problems on criminality and gang violence in the communities.

“This is one of the best practices of the BCPO in solving the problem on gangsterism. We invited and talked to the gang leaders and members and offered the opportunities to save them from being hooked to gang-related activities. They were honed with the skills in welding for free through a memorandum of agreement (MOA) between our office, the BCPO, and TESDA,” said Col. Fuentes.

Jason Cabal, who started to join the gang in his 20’s, was filled with gratitude for the significant intervention of the BCPO that has helped a lot in his lifestyle transformation.
“I’m very glad and thankful for this initiative of the PNP, especially the BCPO, because it has truly awakened me to quit from involving in gang culture. Now, I am more determined to do my job well to support my family,” emphasized Cabal.

Aside from receiving a regular net pay as an inventory clerk after undergoing the free trainings, Hanney Lou Quiamjot is now also earning an extra income from doing welding works.

“Through the project Gangnam, I was guided to change my life for good. Now, I will work hard to achieve my dreams and to convince all other gang members to leave their group and start a more meaningful life,” said Quiamjot.

Col. Fuentes said the project Gangnam is a proactive approach undertaken by their office and partner stakeholders to keep the gang members away from commission of crimes and to provide them guidance in their endeavor of transforming into law-abiding citizens.

Per record of the BCPO, there are 22 gangs and more or less 262 profiled members which means that there are hundreds more that have yet to be profiled on the basis that these profiles were gathered through the members being detained and arrested.

Accordingly, the members are composed of out-of-school youth, hardened law offenders, and the most alarming are the minor members who were involved in the commission of crimes.

It can be recalled that the project Gangnam was a brainchild of then city director PSSupt Albert G. Magno in which a Gangnam core group was created and conducted an immersion activity to engage with the gang members.

CTF-ELCAC launched in Surigao City village

SURIGAO CITY, Surigao del Norte, Jan. 31 (PIA) -- After the fall of Guerilla Front (GF) 16B due to the mass surrender of key leaders and supporters, the city government of Surigao launched the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) on January 22, 2020 at Sitio Brazil, Barangay Mat-i, this city.

Sitio Brazil was formerly known as the Communist New People's Army Terrorist (CNT) stronghold.

It can be recalled that GF16B, which is led by Pablo Alcansar Logatiman aka Lukas, a native of Sitio Tugunan, Mabini, Surigao City, celebrated the CPP anniversary in the said area on December 2016.

The relentless efforts of Team Surigao del Note led by the provincial government, municipal and barangay level local government units, regional line agencies, civil society organizations, 30th Infantry (Python) Battalion and the whole police force in the province led by the Provincial Police Office, key leaders of GF16B like Commander RD and Commander NO NAME, and their Political Officer alias Wella, surrendered last year.

Their surrender further led to the surrender of other NPA regulars as well as members of the underground mass organizations of GF16B.

To sustain these gains, Team Surigao del Norte further institutionalized its whole-of-nation convergence through the launching of the Task Force ELCAC of Surigao City at Sitio Brazil, Mat-i.

This simple but very symbolic event was led by City Mayor Ernesto "Estong" Matugas Jr, together with the Surigao City Council, Barangay Local Government of Mat-I, national line agencies, Surigao City Police Office, and the 30th IB.

The activity was highlighted with the ceremonial turn-over of livelihood assistance (Cattle Dispersal) to five beneficiaries, distribution of hygiene kits to 120 households from Surigao Metropolitan Water District-Prime Waters and distribution of seedlings.
After the launching program, a “Serbisyo Caravan” immediately commenced providing basic services to the residents.

Said services included dental and medical services, free haircut, supplemental feeding, distribution of slippers and "Lice Alis" packs to the pupils of Lope R. Ruiz Memorial Elementary School, vaccination and deworming, issuance of appointment schedules for the filing of NBI clearance, and the extension of free legal consultation/services.

In his message, Mayor Matugas expressed his utmost gratitude to the partner stakeholders who supported the CTF-ELCAC launching.
“Everyone desires for peace, let us support the EO 70 or Whole-of-Nation Approach of our beloved President Rodrigo Roa Duterte for his action to End Local Communist Armed Conflict in Surigao City,” Mayor Matugas said.

Meanwhile, 30IB Commanding Officer Lt. Col. Jeffrey A. Villarosa congratulated the Team Surigao City for bringing government services to Sitio Brazil, a Conflict-Affected Area (ConAA).

He said the Python Troopers will always be an active partner of Team Surigao City, Team Surigao del Norte, and the peace-loving residents of Sitio Brazil, the most important member of the team.

Villarosa enjoined the residents to be active participants towards their efforts to attain peace and development to their community and insulate their children, their families and their community from the deception and lies of the NPAs.

San Luis – Binicalan road rehab, now 79% completed

AGUSAN DEL SUR, Jan. 31 -- Despite the challenges brought by unfavorable weather conditions, the Department of Public Works and Highways (DPWH) has now accomplished 79 percent of the 8.24-kilometer San Luis-Binicalan Road in Agusan del Sur rehabilitation project.

The P147.75 million worth of project which is currently on its 4th phase of implementation is under the Payapa at Masaganang Pamayanan (PAMANA) Program which aims to provide ease of access for conflict-stricken communities in Caraga.

Funded under the CY 2018, the project started in October 2018 and is expected to be completed on March 2020.

“The constructed road traversing the area leading to Barangay Binicalan has already brought so many advantages for the locals. We are glad that they will soon utilize a wider and improved access road,” said DPWH Caraga Regional Director Pol M. Delos Santos.

He also assured that projects under the supervision of the regional office strictly conform to the standards and policies of the Department for quality and on-schedule delivery.

The road rehabilitation of San Luis-Binicalan Road is one of the five ongoing projects under CY 2018 PAMANA projects identified by the Office of the Presidential Adviser on the Peace Process (OPAPP) and implemented in various parts of the Caraga Region, particularly in remote areas of Agusan del Sur and Surigao del Sur. Troops seize war materials after clash with CNTs in Tandag City

TANDAG CITY, Surigao del Sur, Jan. 31 -- Military troopers seized firearms and ammunition after they engaged in a firefight with the members of the Communist New Peoples Army Terrorists (CNTs) on Thursday, January 30, 2020.

According to 36IB Civil-Military Operations Officer Lt. Jonald Romorosa, the incident happened around 12:30pm in Kapatagan, Palo 8, part of Barangay Buenavista in Tandag City when the troops of Charlie Company under 36th Infantry Battalion were conducting combat operation in response to the reports they received regarding the presence of CNT. As a result, the operating troops encountered about 15 fully armed CNTs.

The firefight lasted for 15 minutes. The CNTs then scampered to different directions, leaving some war materials and firearms. No casualties were reported on the government side while bloodstains were found at the escape route of the rebels.

Authorities recovered from the site one M16 rifle, one Garand rifle, live ammunition, landmines components and personal belongings.

According to 36IB Commander Lt. Col Jezreel Diagmel, the support they gain from the communities under their area of responsibility continues to grow in ending the local communist armed conflict.  The official also expressed the army’s commitment to Surigaonons.

“It is my commitment to respond to the call of the peace-loving people of Surigao del Sur to preserve the peace and security in the province. We will never stop until communities and populace will experience the peace and progress that they are longing for,” Lt. Colonel Diagmel said.

Lt. Diagmel also called on the remaining CNT members to lay down their arms and return to the folds of the law, and avail the Enhance Comprehensive and Local Integration Program (E-CLIP) of the government.

Various sectors tackle appropriate measures to curb insurgency in Caraga

BUTUAN CITY, Jan. 31 (PIA) - The regional and national government agencies, together with various sectors in the Caraga region and non-government organizations (NGOs), have convened recently in a forum and discussed the issues and concerns confronting the region, as well as the means and ways to address it.

This activity formed part of the implementation of Executive Order No. 70 or the whole-of-nation approach in resolving the different pressing issues in the communities, including the local communist armed conflict.

Terrorism and violent extremism were the two main issues identified by the group during the forum.

According to Joel Dizon, program manager of a non-government organization known as Equal Access International, there is a need to establish a messaging hub in the region, as this will serve as a platform for all the partner stakeholders in information sharing online; during radio programs and publications; and all other useful activities that will help increase the level of awareness of the people on various issues and concerns, particularly in curbing terrorism and violent extremism.

“We believe that the Messaging Hub would serve as a platform for all the involved stakeholders, where they could gather, raise, and discuss the issues and concerns, and be able to contribute in making solutions,” said Dizon.

The youth also plays a vital role in this effort to solve the insurgency problem in the region. Raxiey Adolfo, executive director of Surigao Youth Convergence underlined that the active involvement and participation of the youth in the government’s initiatives would have great impact to the development of the youth sector and the communities they live in.  

Meanwhile, Erwin Mascariñas, a journalist and Caraga correspondent of Philippine Daily Inquirer and Union of Catholic Asian News, emphasized the roles and responsibilities of the media practitioners as influencers and active agents of change.

P23M increase recorded in LTO-Caraga’s revenue collection

BUTUAN CITY, Jan. 31 (PIA) -- With the strengthened effort and campaign of the Department of Transportation (DOTr) Caraga in the different municipalities and provinces of the region, its revenue collection from January to November 2019 has increased to more than P23-million.

According to Director Nordy Plaza, from the collection revenue of more than P376-million in 2018, it has increased to P399 million in 2019.

Plaza added that in 2019, there is a total registration of 286,580 in motor vehicles and have issued 190,695 licenses.

Urbano Maglines, Jr., the Land Transportation Office (LTO)-Caraga focal person for road safety believed that the law enforcement operations of the agency have greatly contributed to the increase of collection reaching to 7,411, which was higher compared to 5,884 operations in year 2018.

"We continue to intensify our programs and advocacy to ensure the welfare and safety of our motorists," cited Maglines.

Meanwhile, Director Plaza is optimistic that this figure would still increase considering that the agency is continuing its effort to further establish its law enforcement operations and sternly reminding all vehicle owners and drivers to renew their expired registrations and licenses. COMELEC holds PWD voting simulation

BUTUAN CITY, Jan. 31 (PIA) -- With the aim to create an electoral structure that is responsive to the needs and situation of the most vulnerable in our community - the persons with disability (PWDs), the Commission on Elections (COMELEC) through the offices of the Provincial Election Supervisor of Agusan del Norte and City Election Officer of Butuan City conducted voting simulation for PWDs at Libertad National High School, here.

“This is part of agency’s interventions to help our PWDs during elections,” said COMELEC Caraga regional director Atty. Francisco Pobe. It is one of the actions of the agency to teach them how to vote and also to get their sentiments to further improve our election system, Pobe added.

Among those who joined the voting simulation is Steven Arcinal, he was thankful for teaching them how to vote properly and correctly during elections.


Arcinal is also hopeful that the government will also help them (PWDs) on their other needs and that they can also get a job despite their physical conditions.

Also, COMELEC Commissioner Atty. Al Parreño said it is one way to assess the situation of PWDs, the election process, the system and the equipment used in voting. Based on the observations, the COMELEC will then facilitate a voting system that will suit to their needs.

Meanwhile, during the voting simulation held at the Libertad National High School in Butuan City, the COMELEC office also caters registration of voters for PWDs and youths who were not yet registered.

CTF-ELCAC launched in Surigao City village

SURIGAO CITY, Surigao del Norte, Jan. 31 (PIA) -- After the fall of Guerilla Front (GF) 16B due to the mass surrender of key leaders and supporters, the city government of Surigao launched the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) on January 22, 2020 at Sitio Brazil, Barangay Mat-i, this city.

Sitio Brazil was formerly known as the Communist New People's Army Terrorist (CNT) stronghold.

It can be recalled that GF16B, which is led by Pablo Alcansar Logatiman aka Lukas, a native of Sitio Tugunan, Mabini, Surigao City, celebrated the CPP anniversary in the said area on December 2016.

The relentless efforts of Team Surigao del Note led by the provincial government, municipal and barangay level local government units, regional line agencies, civil society organizations, 30th Infantry (Python) Battalion and the whole police force in the province led by the Provincial Police Office, key leaders of GF16B like Commander RD and Commander NO NAME, and their Political Officer alias Wella, surrendered last year.

Their surrender further led to the surrender of other NPA regulars as well as members of the underground mass organizations of GF16B.

To sustain these gains, Team Surigao del Norte further institutionalized its whole-of-nation convergence through the launching of the Task Force ELCAC of Surigao City at Sitio Brazil, Mat-i.

This simple but very symbolic event was led by City Mayor Ernesto "Estong" Matugas Jr, together with the Surigao City Council, Barangay Local Government of Mat-I, national line agencies, Surigao City Police Office, and the 30th IB.

The activity was highlighted with the ceremonial turn-over of livelihood assistance (Cattle Dispersal) to five beneficiaries, distribution of hygiene kits to 120 households from Surigao Metropolitan Water District-Prime Waters and distribution of seedlings.
After the launching program, a “Serbisyo Caravan” immediately commenced providing basic services to the residents.

Said services included dental and medical services, free haircut, supplemental feeding, distribution of slippers and "Lice Alis" packs to the pupils of Lope R. Ruiz Memorial Elementary School, vaccination and deworming, issuance of appointment schedules for the filing of NBI clearance, and the extension of free legal consultation/services.

In his message, Mayor Matugas expressed his utmost gratitude to the partner stakeholders who supported the CTF-ELCAC launching.
“Everyone desires for peace, let us support the EO 70 or Whole-of-Nation Approach of our beloved President Rodrigo Roa Duterte for his action to End Local Communist Armed Conflict in Surigao City,” Mayor Matugas said.

Meanwhile, 30IB Commanding Officer Lt. Col. Jeffrey A. Villarosa congratulated the Team Surigao City for bringing government services to Sitio Brazil, a Conflict-Affected Area (ConAA).

He said the Python Troopers will always be an active partner of Team Surigao City, Team Surigao del Norte, and the peace-loving residents of Sitio Brazil, the most important member of the team.

Villarosa enjoined the residents to be active participants towards their efforts to attain peace and development to their community and insulate their children, their families and their community from the deception and lies of the NPAs.

BCPO, TESDA magkatuwang sa pagtulong sa mga dating miyembro ng gang

LUNGSOD NG BUTUAN, Enero 31 (PIA) -- Sa ilalim ng proyektong “Gangnam” ng Butuan City Police Station (BCPO), mahigit 40 indibidwal na dating miyembro ng street gang ang nakinabang sa mga kursong hatid ng Technical Education and Skills Development Authority (TESDA).

Dalawampu’t apat na mga tinaguriang “tambay” at “riot” boys sa lungsod ang nabigyan ng pagkakataon na sumasailalim sa libreng pagsasanay para sa kursong Shielded Metal Arc Welding (SMAC) National Certificate (NC) I at II para sa unang batch.

Ito ay sinundan naman ng 21 benepisyaryo para sa second batch. Patuloy naman ang pag-angat ng antas ng kasanayan nila habang kasalukuyang nakinabang sa iba pang kurso ng TESDA gaya ng pagmemekaniko at pagmamaneho.

Ayon kay Colonel Canilo A. Fuentes, direktor ng BCPO, ang programang Gangnam na kanilang isinusulong ay isang pamamaraan upang tuluyang masugpo ang gang violence na problema sa komunidad.

“Ito yung isa sa mga best practices ng BCPO para matugonan ang problema sa gangsterism. Itong mga gang leader ay iniimbitahan natin at kinakausap ng maayos. Pinapatrain natin sila sa pagiging welder. Nakikipag MOA and BCPO sa TESDA para sa programang ito,” sabi ni Col. Fuentes.

Lubos naman ang pasasalamat ni Eugene Cabal, 40 taong gulang na ngayon na na nagsimulang sumali sa gang noong 20 anyos pa siya, sa pinagsamang serbisyo sa pagkakaloob sa kanila ng libreng kaalaman at kasanayan.

“Ako’y nagagalak at nagpapasalamat dahil sa inisyatibo ng PNP lalung-lalo na sa BCPO dahil natulungan ako na mamulat upang ayusin ang aking buhay. Ngayon ay nais kong pagbutihin pa ang paghahanapbuhay para sa aking pamilya,” sabi ni Cabal.

Tumatanggap na rin ng regular sa sahod sa pagiging inventory clerk si Hanney Lou Quiamjot maliban sa kanyang kita sa pagwewelding.

“Malaking tulong sa akin ang programang Gangnam ng BCPO dahil nagabayan nila ako ng maayos upang baguhin at isaayos ang aking buhay. Ngayon ay patuloy ang aking pagpupursige upang isakatuparan ang aking mga pangarap sa buhay,” sabi ni Quiamjot.

COMELEC nagsagawa ng voting simulation para sa mga PWDs sa Butuan

LUNGSOD NG BUTUAN, Enero 31 (PIA) -- Isang voting simulation para sa  persons with disability o PWDs ang isinagawa ng Commission on Elections o COMELEC dito sa lungsod.

Bahagi ito sa interventions ng ahensya para matulungan ang mga kababayang PWDs tuwing eleksyon.

Ayon kay COMELEC Caraga regional director Atty. Francisco Pobe, isa itong paraan upang turuan ang mga PWDs sa totoong botohan. Ito rin ay paraan upang makuha ang mga sintemyento ng mga PWDs at mas mapaayos pa ang pagsasagawa ng botohan.

Kabilang sa mga nakibahagi rito ay si Steven Arcinal. Ayon pa niya, nagpapasalamat siya sa pagbibigay panahon ng COMELEC para maturuan sila ng wastong paraan sa pagboto.
Dagdag pa ni Arcinal  sana ay matulongan pa sila ng gobyerno hindi lang sa pagboto kundi sa kanila pang ibat-ibang pangangailan at magkaroon din ng maayos na trabaho kahit sa kanilang kalagayan.

Umaasa din si COMELEC commissioner Atty. Al Parreño na sa ganitong paraan mas ma-assess pa ang proseso at ang mga equipment na gagamitin sa pagboto para mas maging maayos ang pagdaraos ng halalan sa bansa.

Dagdag pa ni Parreño ito rin ay paraan upang mafacilitate ang ating mga kababayang PWDs sa systema ng pagboto  batay sa kanilang mga pangangailan.
Samantala, sa ginawang simulation sa Libertad National High School sa Butuan, nagsagawa rin ang COMELEC ng voter's registration  sa mga PWDs at mga kabataan na hindi pa nakapagrehistro at nakaboto.

Claver fisherfolk beneficiaries receive 15 motorized FRP boats

SURIGAO CITY, Surigao del Norte, Feb. 1 -- It was a great way to start the year when about 15 fisherfolk beneficiaries from the municipality of Claver in Surigao del Norte formally received on January 10, 2020, a total of 15 fiberglass-reinforced plastic (FRP) boats from the Bureau of Fisheries and Aquatic Resources (BFAR) - Caraga.

The distribution was headed by BFAR-Caraga Regional Director Visa Tan-Dimerin together with Mayor Georgia Gokiangkee of Claver.

The turnover ceremony was also attended by the members of the Sangguniang Bayan, Barangay Urbiztondo local officials, and BFAR-Caraga F/B Pagbabago focal person Restituto Bautista.

Aside from the 22-footer FRP boats, the recipients also received 7.5 horsepower diesel marine engines each. 

In her message, Gokiangkee expressed how they direly needed these programs for the fisherfolk's livelihood.


"To the beneficiaries, unta magmalampuson kamo sa inyo panginabuhi. Awhaga ang inyong kaubang mangingisda nga gamiton ang baroto sa legal nga pamaagi lamang (To the beneficiaries, I hope that you will be more successful in your livelihood. Encouraged your fellows to use the boats properly and legally as intended for their purpose)," said Gokiangkee.

On the other hand, Dimerin challenged the beneficiaries not to sell their boats and accessories because the 'Banka Ko, Gawa Ko' program is implemented for livelihood and to increase the food production or harvest, and to increase the income, as emphasized also by Department of Agriculture Secretary William Dar in his concept on the ‘new thinking’ for agriculture.

Dimerin also assured the participants that BFAR-Caraga will continue to support the municipality of Claver through various training and provide the beneficiaries with fishing nets for better catch and income.

Bautista, the F/B Pagbabago focal person, conducted a six-day hands-on training on the construction of FRP boats in Claver from November 26 to December 1, 2019.

KWF nakatakdang ilunsad ang ‘Estilong Filipino’ sa Pebrero

LUNGSOD NG BUTUAN, Pebrero 1 -- Ilulunsad ng Komisyon sa Wikang Filipino (KWF) ang pinakabagong Estilong Filipino, ang magiging opisyal na gabay sa peryodismong pangkampus sa Filipino sa buong bansa katuwang ang DepEd National Schools Press Conference (NSPC).

Bilang bahagi ng mandato ng KWF na pangalagaan ang mga wika sa bansa, magbibigay din ng libreng seminar ang KWF para sa paggamit ng naturang Estilong Filipino.

Inaanyayahan ang mga national finalist na mga gurong tagapayo ng mga peryodikong pangkampus na dumalo sa naturang seminar na gaganapin sa 18 Pebrero 2020, mula ika-9:00 ng umaga hanggang ika-5:00 ng hapon sa St. Paul University, Tuguegarao Cagayan.

Bukod sa libreng seminar, pararangalan din ng KWF ang mga magwawagi sa KWF Pambansang Gawad Wenceslao Q. Vinzons sa Peryodismong Pangkampus 2020.

Butuan fire victims receive aid from gov’t

BUTUAN CITY, Feb. 4 (PIA) - Different government agencies in Caraga region took part in mobilization efforts by promptly responding to the needs of the fire victims in Barangay Mahogany, this city.

The Department of Social Welfare and Development (DSWD), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI), Philippine Charity Sweepstakes Office (PCSO) and National Housing Authority (NHA) in the region have extended financial assistance and other basic needs to some 62 families or 212 individuals affected by the recent fire incident in the area.  

Edita Porras, who lost everything after a fire had engulfed her house emotionally shed tears as she expressed gratitude to the government for its urgent response and concern through the provision of their daily necessities after the incident.

“Despite this tragic experience, we never lose our hope. We are glad that the government immediately responded to us and gave us the things we need to survive this,” cited Porras.

According to Caroline Catalan, social welfare officer of the disaster response management division of DSWD-Caraga bared that the department has distributed food packs, family kit, hygiene kit, sleeping kit and cash assistance to all the recorded victims of the fire incident.

She added that concerned agencies are continuously monitoring the condition of the affected residents and extending aid to them.

Punong Barangay Jesus Rodriguez of Mahogany also appealed to the local government to provide a proper relocation site for the fire victims.

Hearing the sentiments of the affected residents, Butuan City Mayor Ronnie Vicente Lagnada gave the assurance that the local government unit is ready to relocate them in a safer place and would provide a sustainable livelihood for them.

Meanwhile, Senator Bong Go also visited the said barangay and personally assessed the situation and condition of the fire victims and handed in financial assistance to all the families affected. He likewise guaranteed to shell out an amount intended for the uniform expense of the students.

Senator Go further stressed that the Malasakit Centers of the government in the different areas nationwide are all ready and prepared to help the Filipino people who require medical assistance. (JPG/PIA-Caraga)

PPOC immersion benefits over 1,200 Agusanons

BUTUAN CITY, Feb. 4 (PIA) -- In line with the counter-insurgency measures implemented in Caraga, the Provincial Peace and Order Committee (PPOC) of the province of Agusan del Norte conducted its community immersion in Barangay Rojales, Carmen, Agusan del Norte on January 24.

Over 1,200 residents in the said barangay and the neighboring communities gathered at the barangay’s covered court to avail of the different services offered by various government agencies such as health and grooming services. Special services were also accessed by children, pregnant women, and senior citizens.

In addition, the activity also paved the way for additional economic opportunities for the residents such as small-scale business start-up ideas and assistance from the Department of Trade and Industry (DTI) and scholarship programs offered by the Technical Education and Skills Development Authority (TESDA).

Lea Mae Lauro, a resident of the barangay who is currently completing her undergraduate studies, was able to enroll under TESDA’s tailoring course. She expressed her gratitude to PPOC for providing the residents various opportunities to improve their lives.

“Through this scholarship, I can now maximize my knowledge in tailoring and even make a living out of it,” she affirmed.

For Juanilio Salazar, a senior citizen who was able to avail the services such as medical check-up, medicines, and even livelihood assistance, the immersion is one of the most effective projects of the government since services are delivered and accessed right away.

Agusan del Norte governor Dale B. Corvera emphasized that the activity is to provide Agusanons opportunities to avail the services of the government, especially for those who live in far-flung communities.

“This activity serves as evidence that the Philippine government is not abandoning its people and in fact is doing their best to serve them,” Corvera added.

Moreover, the event will serve as a reminder for the people that the government is doing their best to deliver the promise of a better life for every Filipino which is contradictory to the false perception propagated by communist terrorist group (CTG).

Agusan del Norte 2nd district representative Ma. Angelica Amante-Matba called for the continued support of the people to the government’s projects, viewing it as a major contributor to end insurgency in the region.

“The problem is that people rely on the government for solving the many problems faced by our nation. The government cannot do the work alone. Army welcomes daycare pupils to military camp in Bislig City

BISLIG CITY, Surigao del Sur, Feb. 4 (PIA) -- The 75th Infantry “Marauder” Battalion (75IB), Philippine Army welcomes a group of daycare pupils of Barangay Tabon, this city during its tour conducted at 75IB Headquarters on January 27, 2020.

The said activity was conducted to impart awareness to the pupils and parents guardians about the Philippine Army contributions and functions in nation-building and to somehow help the children envision of what they want to become in the future, a military official said.

Captain Leo Francisco, 75IB civil-military operations (CMO) officer, revealed that the tour started with an orientation to the pupils and parents facilitated by Sergeant Michel Diamos, public affairs non-commissioned officer. They observed the demonstration on basic assembling and disassembling of various firearms used by the Philippine Army.

A lady officer, assistant CMO Lt. Jezreel Bajar, extended gratitude to the parents who accompanied their children during the tour as she imparted impressions on what and who the soldiers are.

Meanwhile, 75IB commanding officer Lt. Colonel Warren Munda also expressed his appreciation to the pupils, teachers, and the parents/guardians for visiting the camp, and emphasized the services they rendered for the nation.

“Instill it to the mind of your children that the soldiers are the modern heroes and could serve as an inspiration to others,” Lt. Col Munda said.

POPCOM Caraga, LGUs target livelihood programs for women, children

BUTUAN CITY, Feb. 4 -- Per directive of the Commission on Population and Development (POPCOM), population officers and workers of the provinces, cities, and municipalities in Caraga region are to concentrate all their efforts and resources on bettering the lives of women, children, and adolescents.

The major transition is expected to contribute to POPCOM’s Philippine Population Management Program (PPMP) targets that involve enabling couples and individuals to plan their number of children in the context of responsible parenthood; preventing early and repeated pregnancy among adolescents; and enabling sectors, regional and local government agencies to integrate population factors and dynamics in development interventions.

Carrying over the programs under Responsible Parenthood and Family Planning (RP-FP), Adolescent Health and Development (AHD), and Population and Development (POPDEV), the integration entails that local population offices in the region will administer programs and activities with POPCOM regional office providing supervisory and monetary assistance.

In addition, the agency continues to work on operationalizing its major program thrusts at the grassroots by mobilizing local government units (LGUs) through the provision of technical and logistical support to the public, especially to women with unmet needs on modern family planning from poor households and communities.

Mga miyembro ng RTF-ELCAC nagpaabot ng tulong sa mga residente sa Bayugan City

LUNGSOD NG BUTUAN, Pebrero 4 (PIA) -- Bagamat malayo at hindi pa sementado ang daan patungo sa Barangay Mt. Carmel, Bayugan City, biniyahe  ito ng mga kawani ng gobyerno para magsagawa ng Peace Caravan sa tulong ng Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC), lokal na pamahalaan ng Bayugan, at ang Regional Development Council (RDC) at Regional Peace and Order Council (RPOC).  

Aabot sa 1,500 indibidwal ang nakinabang sa libreng serbisyong hatid ng RTF-ELCAC sa Barangay Mt. Carmel at kalapit-barangay nito. Kabilang sa mga bumisita rito ay si  Cabinet Secretary Karlo Nograles, ang cabinet officer for Regional Development and Security (CORDS) sa rehiyon.

Isa si Diosdado Cabilogan, 55 taong gulang, sa mga natulungan ng libreng medical at dental check-up at mga gamot.

Lubos ang kaniyang pasasalamat sa patuloy na pagtulong ng gobyerno sa mga residenteng tulad niya na nakatira sa liblib na lugar.  

“Buo ang suporta namin sa lokal na pamahalaan at lalong-lalu na sa administrasyong Duterte. Alam kong hindi nila kami pababayaan,” sabi ni Cabilogan.

Hindi rin pinalampas ang pagkakataong ito nina Imerald, Junde Faith at Charlie, mula sa Mt. Carmel National High School na makakuha ng  libreng seedlings, haircut at beauty care services.

Gayun din ang apat na buwang buntis na si Dionisa Lariosa at Angeline Bada na isang Manobo, na dala-dala pa ang kaniyang mga anak.  

“Malaking tulong na rin itong buntis kit na aking natanggap mula sa Peace Caravan na ito. Maliban pa riyan, nakakuha rin ako ng vitamin supplements na malaking tulong rin sa aking pagbubuntis,” sabi ni Lariosa.

“Nagpapasalamat kami sa malasakit ng mga ahensiya sa aming barangay at sana’y magpatuloy pa ang ganitong aktibidad lalo na sa malalayong barangay,” ani ni Bada.
Ayon kay punong barangay Merla Ajan, mas lumakas pa ang tiwala ng mga residente sa pamahalaan dahil sa pagsisikap nito na maipaabot sa kanila ang mga kinakailangang serbisyo at programa.

Hiniling din niya na magkaroon na ng farm-to-market road sa kanilang lugar.

Pagtitiyak naman ni Mayor Kirk Asis na hindi titigil ang gobyerno sa pagtugon sa kanilang pangangailangan at sa pagawa ng inisyatibong makatutulong sa pagsugpo ng insurgency.

Mga nasunugang residente sa Butuan, tumanggap ng tulong mula sa gobyerno

LUNGSOD NG BUTUAN, Pebrero 4 (PIA) - Matapos masunugan ang mga residente sa Barangay Mahogany sa lungsod ng Butuan, agad  rumesponde ang mga kinauukulang ahensiya ng pamahalaan at nagbigay tulong sa mga biktima.

Nagkaisa ang Department of Social Welfare and Development (DSWD), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI), Philippine Charity Sweepstakes Office (PCSO) at National Housing Authority (NHA) sa Caraga region sa pagbibigay ng tulong pinansyal, maging sa kinakailangang gamit at pagkain ng nasa  62 pamilya o 212 indibidwal sa nasabing barangay.

Si Edita Porras, na walang naisalbang gamit mula sa nasunog na bahay napaiyak nang ibinahagi ang kanyang pasasalamat sa agarang aksyon ng gobyerno at sa tulong na kanilang natanggap.

“Nakakalungkot man ang nangyari dito sa aming barangay, hindi naman kami nawawalan ng pag-asa dahil ramdam namin ang malasakit ng gobyerno. Agad na rumesponde dito ang mga ahensiya at nagbigay ng tulong pinansyal at mga gamit na kailangan ng bawat pamilya,” ani ni Porras.

Ayon kay Caroline Catalan, social welfare officer ng disaster response management division ng DSWD-Caraga, nagpaabot sila ng food packs, family kit, hygiene kit, sleeping kit at cash assistance sa lahat ng naitalang biktima ng sunog.

Patuloy din aniya ang kanilang pag-momonitor sa  kondisyon ng mga pamilya, kasama ang iba pang ahensiya.

Hiling naman ni Jesus Rodriguez, punong barangay ng Mahogany sa lokal na pamahalaan, ay  mabigyan ng maayos na relocation site ang mga apektadong residente.
Pagtitityak naman ni Butuan City Mayor Ronnie Vicente Lagnada na nakahanda sila sa pagbibigay ng bagong matitirhan ng mga residente, maging ang pagkakaroon ng sapat na pangkabuhayan.

Samantala, binisita rin ni Senator Bong Go ang nasabing barangay at nagbigay tulong pinansyal sa bawat apektadong pamilya. Sinagot rin niya ang gastusin para sa unipormi ng mga mag-aaral.

Namugna kining maong ideya tungod sa mga nindot nga talan-awon nga maagian paingon sa mga uma sa syudad, sumala pa ni Maria Arcelle Soria, ang city agriculturist.

Partikular nga gipunting ni Soria ang gibansagang “Higanteng Bato” nga nahimutang sa kabukiran sa Sitio Pirada, Brgy. Del Pilar nga potensyal nga mahimong kabahin sa ‘hiking site.’ Nahimutang sa lugar ang daku kaayong bato. LUNGSOD NG BUTUAN, Pebrero 4 (PIA) -- Muling nireactivate ng Department of Health (DOH) Caraga ang Regional Emerging and Re-emerging Infectious Disease (EREID) Task Force upang mas matutukan ang pagbabantay ng 2019 novel coronavirus acute respiratory disease (nCoV ARD) sa rehiyon.
Matatandaang mayroong ginawang task force ang DOH Caraga upang makatulong sa panahong may mga problemang nakakaapekto sa kalusugan ng mga Caraganon.

Sa ginawang pagtatagpo ng mga miyembro ng nasabing task force, nagbigay ng kani-kanilang mga commitments at mga ginawang action hinggil sa nasabing virus at ang pagbibigay ng tamang impormasyon ang pinakamahalagang paraan upang magkaroon ng tamang pagresponde ang gobyerno.

Young learners visit Army camp

TALACOGON, Agusan del Sur, Feb. 5 - The 26th Infantry “Ever Onward” Battalion (26IB), Philippine Army warmly welcomed the kindergarten pupils of the National Development Center, together with their parents, as they entered the camp’s premises on Thursday morning, January 30, 2020. The said center is located at Barangay Del Monte, Talacogon, Agusan del Sur.

A total of 48 pupils from the said institution participated in the said visit. According to Eileen Jane C. Descaya, kindergarten teacher, the said activity was aimed to expose the children to the diverse community places and meet the public servants who worked in different departments and offices in the government.

Descaya further emphasized that the community tour was part of the kindergarten curriculum. “This activity will inspire our young learners on what they would like to be when they grow up and provide awareness and appreciation of the natural and physical environment of each office as they wore different attires of the different government offices including the Philippine Army,” she said.


Happiness was noticeable in the little faces of the pupils as they enjoyed the various exhibits, distribution of souvenirs and other activities such as pictorials, face painting and photo booth. “Dako among pasalamat sa 26IB nga ilang gihatagan ug pagtagad kining aktibidad alang sa mga bata. “As we continue our reform initiatives through the implementation of the Army Transformation Roadmap (ATR), we actively support, advocate and participate in different peacebuilding discourse in the country. These include consultations and dialogues from various sectors, in the fulfillment of its support role in the government's peace thrust,” said 26IB Commanding Officer Lt. Col. Romeo C. Jimenea.

“This educational tour creates a huge impact in the minds of young learners as we instill in them the concept of soldiers being modern heroes and friendly neighbors. LUNGSOD NG SURIGAO, Surigao del Norte, Pebrero 5 -- Inilunsad ang aklat na Prosesong Elektoral sa Filipinas (1846-1898): Ang Kaso ng Halalang Lokal sa Lalawigan ng Tayabas ni Dr. Gilbert E. Macarandang noong Enero 28, 2020, bilang paggunita sa ika-135 kaarawan ni Julian Cruz Balmaseda.

Unang kinilala ang pananaliksik na ito nang parangalan ito bilang pinakamahusay na disertasyon sa agham pampolitika noong Gawad Julian Cruz Balmaseda 2016.

Pangunahing tinalakay dito ang politikal na impluwensiya, ugnayan, at tunggalian ng estado, simbahan, at prinsipalya sa prosesong electoral sa pagpili ng gobernadorsilyo. Sa kabuoan, ang kaniyang disertasyon ay pag-aaral sa kasaysayan at kultura ng pagpili ng pinuno sa mga bayan ng Lalawigan ng Tayabas mula 1846 hanggang 1898.

Nagtapos si Dr. Gilbert E. Macarandang ng doktorado sa Araling Filiipinas (Philippine Studies) sa Pamantasang De La Salle-Manila. Sa kasalukuyan siyang nagtuturo ng kasaysayan sa Pamantasang De La Salle-Dasmariñas.

Pinagpupugayan ng KWF si Balmaseda bilang nangungunang makata, kritiko, at iskolar ng wika at kulturang Filipino. Naglingkod din siya bilang direktor ng Surian ng Wikang Pambansa na kilala bilang Komisyon ng Wikang Filipino (KWF) ngayon.

Ang paglalathala at pagsusulat ng mga saliksik na nagtatampok sa paggamit ng wikang Filipino ay repleksiyon ng mataas na pagkilala hindi lang kay Julian Cruz Balmaseda kundi sa wikang Filipino bilang wika ng karunungan.

POPCOM to heighten strategies for development

BUTUAN CITY, Feb. 6 -- Amidst the various issues that the country is currently facing, the Commission on Population and Development (POPCOM) is optimistic with new perspective and prospects of positive change and innovations this 2020 and beyond, as the agency reboots its work plans for population and development leaving behind limited population planning.

In his directive to all regional offices of POPCOM, Undersecretary for Population and Development and Executive Director of POPCOM, Dr. Juan Antonio A. Perez III said the agency shall focus intensely on population and development.

Under its strategic plan, POPCOM strengthens coordination and networking to lower birth rates in achieving the early gains from the demographic dividend in a comprehensive manner.

POPCOM is eyeing that the huge young population to become productive working men and women helping the attainment of the country’s inclusive growth and development.

“As the lead agency of the population and development, our entire organization must lead and sustain the initiative nationally and regionally to make sure member national agencies and their regional offices are fully on board on the National Program on Population and Family Planning (NPPFP).” Perez addressing all POPCOM Regional Directors.

In the intensified implementation of the NPPFP, POPCOM ensures essential allies, local governments and their population structures for the agency’s presence and strong support for their work and stand shoulder to shoulder with them in agreed priority areas and communities.

POPCOM disclosed that through NPPFP they must be able to build, strengthen, and mobilize institutional partnerships and networking with development partners, civil society, and private sector to fill in the gap when local efforts and resources are inadequate.

Usec. Perez directed all regional offices: “We continue to reach out to the marginalized population groups such as adolescents and teen mothers, workers, urban poor, farmers, fisher folks and those in the last frontier to ensure inclusive development and that no one is behind.”

As emphasized by the good undersecretary, POPCOM will strongly take the lead in mobilizing the private health sector and work with civil society and different health organizations and enterprises related to ensure universal access to family planning and reproductive health services for every Filipino family and individual.

Butuan City forms ASF task force

BUTUAN CITY, Feb. 7 (PIA) - Following the announcement of the entry of African Swine Fever (ASF) case in Mindanao particularly in Davao Occidental on January 31, the Butuan City ASF Task Force convened for an emergency meeting on Tuesday at the City Mayor’s Conference Room to discuss contingency plan for the prevention of the local swine population.

It can be recalled that the city has created an ASF task force through Executive Order No. 009, series of 2019 in October last year signed by mayor Ronnie Vicente Lagnada. The said task force is composed of four teams to focus on surveillance and monitoring; quarantine; information, education, and communication (IEC) campaign; and disease updates and policy review.


During the meeting presided by city administrator Reynante Desiata, action plans of each of the teams were presented to properly address and prevent the local swine from being infected by the ASF disease.

Desiata cited the important role of the ASF Task Force as it will help to properly monitor and address the impending threat of the ASF to the local swine population of the city. He said the local government through the City Veterinarian Office will coordinate with nearby local government units for contingency measures.

Also, City Veterinarian, Dr. Mancio Danilo Alegado and team will conduct monitoring and even help law enforcers especially those who were assigned in the checkpoints before entering the city proper identify or even check entry of swine, swine meat and other possible carriers of the ASF.


Part of the immediate actions of the task force to be taken by the surveillance and monitoring team are the inventory of backyard and commercial farms; conduct of surveillance and monitoring of piggeries of both backyard and commercial; conduct early detection of infection in collaboration with the Department of Agriculture 13; monitor animal health programs in all backyard and commercial farms; monitor meat and meat by-products sold in the market and food establishments; conduct of antemortem and post-mortem inspection in the slaughterhouse; and to conduct a continuous and stricter monitoring of all national Meat Inspection Service accredited Cold Storage Warehouse of the city.

The Quarantine Team also prepares to set-up checkpoints in all the strategic areas on both entry and exit points of the city; to hire personnel to man the quarantine areas/checkpoints; and implement a strict quarantine in all airports and seaports.


During the emergency meeting, the IEC campaign team also identified immediate actions to employ this month, like the conduct of the IEC campaign in all barangays targeting the semi-commercial and commercial swine raisers and barangay officials and its backyard swine raisers; distribute ASF campaign materials; and conduct of ASF-related IEC campaigns among local radio stations and different social media platforms.

The disease updates and policy review team also suggested the regulation of swill feeding especially in urban hotels and restaurants; enforcement of the quarantine measures; creation of quick response team; strict implementation of the zoning of 1-7-10 protocol during occurrence in the locality in managing, containing and controlling the suspected disease.

Because of the important role and functions of the task force, the group also agreed to possibly conduct a monthly meeting to appraise each member on the status of the ASF. (NCLM/PIA Caraga)

POPCOM eyes monitoring of migrants, inhabitants

BUTUAN CITY, Feb. 7 -- Regional Director Alexander Makinano of the Commission on Population and Development (POPCOM)-Caraga made public the rolling out of the Registry of Barangay Inhabitants and Migrants (RBIM) in 2020 to the participating barangay captains of the Liga ng mga Barangay Meeting - Butuan City Chapter on January 29, 2020.

Starting 2020, POPCOM-Caraga, through the City Population Office, will start orienting and implementing the RBIM in different barangays of Butuan City, registering all inhabitants and migrants in all barangays into a database. This database will be used for monitoring of residents mainly at the barangay and city level. RBIM will be useful in designing and developing plans, policies, and programs tailored to the needs of the populace.

As emphasized by Director Makinano, RBIM is among the initiatives under the Philippine Population Management Program (PPMP). Making sense of the population dynamics, which is the target of RBIM, is an important step to the country’s growth and development, touching on social, economic, and infrastructure development.   

As a component of the Philippine Population Management Program and the Responsible Parenthood and Reproductive Health Law of 2012, the implementation of RBIM is deemed “necessary and relevant.” Echoed by President Rodrigo Duterte in his last four State of the Nation Addresses (SONA) directing all concerned agencies on the full compliance and implementation of the RPRH Law, which is also a main component of the current administration’s 10-Point Socioeconomic Agenda.

PCOO intensifies gov't-media working relationship, effective communication in the regions

BUTUAN CITY, Feb. 10 (PIA) -- With the aim to strengthen the good working relationship between the government and media entities, and to develop its effective communication systems and processes, the Presidential Communications Operations Office (PCOO) has been regularly holding media engagements, where both could exchange valuable information and properly address any concern.

According to PCOO Secretary Martin Andanar, the media continues to play a vital role, particularly in countering the spread of fake news on cyber and mainstream media and other various platforms.

He said the media has greatly contributed to the fulfillment of making every Filipino become a well-informed citizen and fully-aware of how the government resolves pressing issues and concerns of the different sectors.

The secretary added that the Duterte administration continues to look into the needs of the government radio stations in the country by replacing the decades-old existing equipment with the brand new and upgraded broadcast equipment, in order to widen reach and better serve the listening public.

Gregorio Tataro, Jr., station manager of Radyo Pilipinas in Tandag City, thanked President Rodrigo Duterte through the PCOO, stressing that it is only in this current administration that their long overdue request to the national government was granted.
“We thanked Secretary Andanar for this development, this does not only boost our morale, but also shows his real concern for us in the Philippine Broadcasting Service. We are also grateful to President Rodrigo Duterte for continuously ensuring the people’s welfare and development,” cited Tataro.

“With the new radio equipment, we can now provide assurance that this will help improve the daily news dissemination services we are providing to the people of Tandag. Truly, we are grateful for this opportunity,” Tataro added.

Meanwhile, Secretary Andanar has recently gathered the media practitioners from Tandag City and Butuan City and shared with them the accomplishments and ongoing programs and projects under the Duterte Legacy.

“The Duterte Legacy is a communications campaign with the aim to inform the Filipino people on the accomplishments of President Rodrigo Duterte and ongoing programs and services, as well as the policies that were established that has uplifted the lives of the people,” said Andanar.

Soldiers undergo IP cultural sensitivity awareness

TALACOGON, Agusan del Sur, Feb. 10 - Prior to their deployment, the Community Support Program (CSP) Team of the Philippine Army has undergone series of lectures regarding the native’s customs and traditions in the area of operation, held recently at the 26th Infantry “Ever Onward” Battalion (26IB) Headquarters.

Carlos M. Otacan, alias Datu Balobagyo, the Indigenous Peoples Mandatory Representative (IPMR) of Esperanza, Agusan del Sur, together with other IP leaders actively joined in the said activity. Otacan discussed briefly the Indigenous People's Rights Act (IPRA) laws while the other tribal leaders discussed the different customs and traditions of their respective tribes namely Manobo, Higaonon, and Banwaon, among others.

“Respect begets respect. If you respect the natives' way of life and beliefs, surely you will earn their respect too,” Otacan said.

According to Lt. Col. Romeo C. Jimenea, the commanding officer of 26th IB, the said lecture was part of the retraining program for the CSP teams before their immersion in the community, to serve as their diplomatic weapon in dealing with the IP communities. He further said that the knowledge that they will acquire from the lectures is very necessary for winning the trust and confidence of the populace.

“Respect the IP members, be kind and set good examples because you will represent the government. If you learn to adapt their customs and traditions, you will win the hearts and minds of the IP community,” said Jimenea.

“We belie all issues of the leftist group that the CSP is part of militarization in the countryside. The objective of the CSP is to serve as a bridge between the community and concerned government agencies, to deliver basic services and address the community’s concerns. If we accomplish all of these, for sure, there will be no more victims of the Communist Party of the Philippines - New People’s Army (CPP-NPA’s) deception and propaganda,” Jimenea added. OWWA Caraga scholar graduates, now Licensed Professional Teachers

BUTUAN CITY, Feb. 10– Twelve graduate scholars under the Overseas Filipino Workers (OFW) Dependents Scholarship Program (ODSP) of the Overseas Workers Welfare Administration (OWWA) – Regional Welfare Office Caraga took their oath as Licensed Professional Teachers on February 2, 2020 at the Limketkai Center, Cagayan de Oro City. They were among the 83,152 passers of the September 2019 Licensure Examination for Teachers (LET).

The following scholars are: Dean Albert P. Manla (Surigao State College of Technology – Surigao City), Jenny E. Bacor (Surigao del Sur State University – Lianga campus), Jenny-Vi B. Logronio (Philippine Normal University Mindanao), Rojohn S. Logronio (Surigao del Sur State University – Cagwait campus), Ariane E. Liwat (Philippine Normal University Mindanao), Cris Queen N. The OFW Dependents Scholarship Program (ODSP) of OWWA provides Php10,000 financial assistance per semester to qualified legal dependents of an active OWWA member-OFWs with a monthly salary of US$ 600.00 or below, regardless of job category. The applicant must be an incoming 2nd year to 5th year college student, intending to enroll or currently enrolled in any 4-5 year baccalaureate degree of their choice in any CHED accredited State Colleges or State Universities.

15 NPA with 17 guns yielded in AgSur

MACO, Davao de Oro, Feb. 10 -- After around 15 days of focused military operations and dialogues, six regular New Peoples Army (NPA) members, and nine Militia ng Bayan (MB) members have surrendered on Monday, February 3, 2020 in La Paz town, Agusan del Sur.

The communist combatants submitted with them 17 high and low powered firearms, and other war materiels during their surrender to La Paz Mayor Michael Lim.

Also present during the surrender were 1001st Infantry Brigade Deputy Brigade Commander Colonel Glenn Jun Calambuhay, and 60th Infantry Battalion Commanding Officer Lieutenant Colonel Ronaldo Sarmiento.

According to reports, one of the surrenderers approached the municipal and army officials during the Pulong-pulong at Barangay Kasapa 2, La Paz town at around 9:00 a.m., tipping them that he and his comrades wanted to lay down their arms.

Around an hour later, some 15 men came and surrendered, bringing with them 10 garand and homemade rifles, one shotgun, six pistols, and assorted magazines.

With such action, Brigade Commander Colonel John Oberio of the 1001st Infantry Brigade stressed that the group will be processed and eventually, receive the cash benefits under Enhanced Comprehensive Local Integration Program (ECLIP).

He said that skills enhancement and livelihood programs from government agencies will also be provided to the surrenderers in the implementation of Executive Order No 70 or utilizing the whole of government and whole of nation approach to end local communist armed conflict (ELCAC).

During the interview, the surrenderers bared that they are among the surviving elements of the last encounter in the area on January 26, 2020.

The military operations in the province of Agusan del Sur was triggered by an information from a concerned citizen last December 2019.

The information said that around 100 armed men started to converge at the hillside of the province, probably to celebrate the anniversary of the Communist Party of the Philippines on December 26.

However, the army was curtailed to pursue the communist group back then due to ceasefire implemented by the Republic of the Philippines last December 23, 2019 to January 7, 2020. It was just on the middle of January 2020 that the military started a focused military operation.

Brigade Commander Colonel Oberio appreciated the the bold actions of the residents, which contributed to the significant development of peace and security in the municipality.

“This turn of events is a clear manifestation that the residents are already tired and exhausted of the intimidation and coercion conducted by the communist group,” Col. Oberio said.

He added that the army troops are still pursuing the remaining elements of the communist group on the ground.

“The 1001st brigade continues to execute its mandate to uplift the peace and security situation in our area while remain relentless in our efforts to crash down this communist terrorist group up to its last member,” he said. (1001st Infantry Brigade/mlu/PIA-Agusan del Sur)

Army troopers recover landmines in AgNor

CABADBARAN CITY, Agusan del Norte, Feb. 10 -- Troops of the 29th Infantry (MATATAG) Battalion (29IB), Philippine Army recovered three anti-personnel mines at Sitio Ancile in Brgy. Bangayan, Kitcharao, this province recently.

Based on the report, a concerned resident of the said area while going to his farm noticed a suspicious item on the ground which he verified to be a land mine. The said resident immediately went to the 29IB troopers stationed at Zapanta Patrol Base to report what he had discovered. The troops, after immediately validating the given information, proceeded to the area and found the said improvised anti-personnel mines with detonating cords weighing 33 pounds each which can inflict great casualties not only to the soldiers but also to civilians and properties near the area. The said recovered mines were brought to the 29IB headquarters in Brgy. Del Pilar, Cabadbaran City for safekeeping and proper disposition.

It can be recalled that last January 16, 2020, in the same barangay and municipality, the 29IB troopers encountered the Communist NPA Terrorists (CNTs) which resulted in the recovery of anti-personnel mines and other valuable war materials. 

A certain Datu Lando, a Mamanwa tribal leader, said that they were already tired with the series of conflicts in their area. “Gikapoy nami makadungog ug makakita’g gubat ug panagbangi sa among lugar. Ang gusto lang namo malinawong kinabuhi dinhing dapita, mao ng naglaum ko nga dili na mubalik ang teroristang NPA ug mugubot sa pa amo. Wala silay lugar dinhing dapita (We are tired already of hearing and seeing wars and conflicts in our area. What we only want is to have a peaceful life here, so I hope those CNTs never come back and trouble us anymore. They have no place here)," he said.

According to Lt. Col. Isagani O. Criste, Commanding Officer of 29IB, the CNTs proved by their actions that they truly do not have any respect for human rights. "They don’t care about who might be affected by their destructive landmines as long as they could do their wicked plans,” he said.

First TF-ELCAC facility in Caraga inaugurated in Bayugan City

BAYUGAN CITY, Agusan del Sur, Feb. 10– Department of the Interior and Local Government (DILG) Assistant Secretary for Security Operations Alexander L. Macario, together with Bayugan City Mayor Kirk A. Asis led the inauguration and blessing of the Kalinaw Building held on February 6, 2019 at the 3rd Special Forces “Arrowhead” Battalion headquarters in Barangay Noli, this city.

The Kalinaw Buidling is the first inter-agency facility to support the initiatives of the whole-of-nation approach to End Local Communist Armed Conflict (ELCAC), as it will house the conduct of deradicalization and reintegration programs for Former Rebels (FRs) in the Caraga region.

“Tama na, sobra na. (We had enough, this is too much.) We need to end insurgency, especially here in Bayugan City. Before the deployment of the 3rd Special “Arrowhead” Battalion in our city, we ranked 113th among the competitive cities in the Philippines.

 After the conduct of Bayanihan Team Activity (BTA) and Community Support Program (CSP) from 2016-2018 by the Special Forces, our ranking significantly increased making us number 12 as of this date. We are grateful for our partnership with the 3rd SF Battalion to bring the basic and social services to the farthest barangays, as we continue to address the root causes of insurgency. That is why, we supported and approved this project,” said Mayor Asis.

“This, I think, is the first of its kind, in the Philippines and I will bring this to the attention of the National Task Force-ELCAC so that they can challenge the local chief executives and local government units (LGUs) nationwide to do the same,“ underscored Asec. Macario.

“Kung gugustuhin ng LGU na tapusin ang insurgency, magagawa ito. Political will talaga and commitment ang kailangan para umunlad pa lalo ang bawat lugar sa Pilipinas. (Should the LGU wants to end the insurgency, it is possible and doable. With great political will and sincere commitment, every region in the country will progress). I commend the City of Bayugan for this peace and development project, which was borne out of the collective ideas of the members of the Bayugan City Peace and Order Council, the Sangguniang Bayan Members and the Mayor,” Macario added.

The Kalinaw Building is a fully furnished three-storey facility that also aims to promote inter-agency collaborations to produce developmental and synergistic ideas that can greatly contribute in building lasting and genuine peace not only in Bayugan City but in the whole Caraga region.  

This will also be an instrument of good governance as this will house the conduct of various stakeholders’ capability and capacity building through training and education such as the Retooled Community Support Program orientation to further implement the Executive Order (EO) 70 in the city.

LUNGSOD NG BUTUAN, Pebrero 10 (PIA) - Sa layong mas mapagtibay pa ang epektibong komunikasyon ng media practitioners at ng gobyerno, pinaigting ngayon ng Presidential Communications Operations Office (PCOO) ang dayalogo at palitan ng impormasyon ang dalawang sektor.

Ayon kay PCOO Secretary Martin Andanar, mahalaga ang tungkulin ng media lalo na sa pagsugpo ng pagkalat ng fake news sa ibat-ibang platforms.

“Malaki ang kontribusyon ng media sa pagpapaabot ng impormasyon ukol sa mga nangyayari sa lipunan sa bawat mamamayan at sa mga ginagawang hakbang ng gobyerno upang masolusyunan ang mga issue at concern ng mga sektor,” banggit ni Andanar.

Dagdag pa ng opisyal, patuloy din ang pagpapaunlad ng administrasyon Duterte sa mga government broadcast stations sa pamamagitan ng pagbigay ng mga makabagong kagamitan upang mas mapalawak pa nito ang paghahatid balita sa mga komunidad.

Importanteng malaman ito ng publiko dahil marami pa ang hindi nakakaalam sa mga naitatag na polisiya ng presidente,” sabi ni Andanar.

POPCOM 13 chief reveals priorities for Agusan del Norte

BUENAVISTA, Agusan del Norte, Feb. 11 --  The Commission on Population and Development (POPCOM) Caraga disclosed the Philippine Population Management (PPMP) Agenda and Thrusts for 2020-2022 during the Agusan del Norte Provincial Development Council-Development Administration Committee Conference, February 6.
Director Alexander A. Makinano of POPCOM Caraga cited the targets and priority local government units (LGUs) for Agusan del Norte in 2020-2022, this also includes Cabadabaran City.

This 2020, Cabadbaran City and the municipalities of Buenavista, Kitcharao, Magallanes and Santiago are the priority areas in the intensified local implementation of PPMP key strategies, the remaining municipalities shall be in 2021 -2022.

In his presentation, RD Makinano highlighted the importance of fertility and population growth as factors in social and economic development using the Resources for the Awareness of Population Impacts on Development (RAPID) study for the province.

On one hand, the good director emphasized that the efforts and strategies of the agency and its program partners gearing towards the attainment of sustainable development are in accordance with the Responsible Parenthood and Reproductive Health (RPRH) Law and anchored in the PPMP thrusts. Full implementation of the RPRH Law is one of the 10-point socioeconomic agenda of the Duterte Administration.

POPCOM maximizes RAPID to project the social and economic consequences of high fertility and rapid population growth for such sectors as labor, education, health, urbanization, and agriculture in a particular area.

On their part, Agusan del Norte Vice-Governor and Dev-Ad Committee Chair Ramon AG. Bungabong alongside Tomas O. Tener, Jr., Dev-Ad Sectoral Coordinator, settled to endorse the priorities of POPCOM-Caraga to the PDC full council meeting.

DSWD-Caraga ensures timely, appropriate assistance to clients in crisis situation

BUTUAN CITY, Feb. 11 - The Department of Social Welfare and Development (DSWD) Field Office Caraga was able to hit its target in providing assistance to individuals under distress or in crisis situation for 2019.

DSWD, through the Assistance to Individuals in Crisis Situation (AICS), a frontline service under the Crisis Intervention Unit (CIU) of the Protective Services Division (PSD), was able to hit its target of clients served.

For calendar year 2019, CIU has served a total of 54,555 clients. This shows that there is an increase of 125% from the 2018 accomplishment with 24,268 clients served. A total of Php 251,881,594.30 was granted to the clients for the year.

CIU is the lead unit in implementing Assistance to Individuals in Crisis Situation (AICS) and Assistance to Families and Communities in Need (AFCN). AICS and AFCN are considered the social safety net mechanism of the government to assist families who are confronted with crisis situations and financial deficiencies.

Through the AICS and AFCN, clients who are in a crisis situation are able to access funds for medical, burial, transportation, and education assistance. Clients applying for the said service are assessed by DSWD social workers, who review their case and determine the assistance appropriate for their needs.

CIU has been rated Very Satisfactory by its clients through the Satisfaction Survey provided by the field office.

The AICS and AFCN contribute to the attainment of one of the five Organizational Outcomes of DSWD, which is: Rights of the poor and the vulnerable sectors promoted and protected.

DSWD Caraga hopes to continue its excellent service in 2020, especially the programs and services under the Protective Services Division, especially that these programs and services are very critical in the survival of poor, marginalized, and disadvantaged individuals, families, and communities. Surigao tribes confer honorary Datu title to special forces chief

TANDAG CITY, Surigao del Sur, Feb. 11 -- The Lianga Municipal Tribal Council based in Lianga, Surigao del Sur conferred upon Brigadier General Lincoln Francisco Tagle, Regiment Commander of the Special Forces Regiment (Airborne), Philippine Army the honorary title of “Datu Sugoyan” (Protector of the mountains) on February 4 at the 9th Special Forces “Hounds” Company Headquarters in St. Christine, Lianga as a gesture of respect and appreciation to the 3rd Special Forces “Arrowhead” Battalion’s (3SFBn) peace and development initiatives in the conflict-affected area of Sitio Simuwao (KM9) in Diatagon, Lianga, this province.

With the Executive Order no. 70 (EO 70) of President Rodrigo Roa Duterte which institutionalized the Whole-of-Nation Approach to End Local Communist Armed Conflict, the Special Forces have been at the forefront to peacefully end conflict in Andap Valley Complex and address the root causes of insurgency by delivering basic and social services in the conflict-affected communities in partnership with the provincial government of Surigao del Sur, the local government unit of Lianga, and the Poverty Reduction, Livelihood & Employment Cluster led by the Technical Education and Skills Development Authority.

Significant developments in the area included the electrification of the sitio, the rehabilitation of the farm-to-market road, empowerment of the tribal community through livelihood and leadership training to the newly formed and government registered and recognized tribal women’s organization called. Km9 Simuwao Kabudangan Association (KSKA) which recently launched its “Bigasan ng Bayan” program, the conduct of medical, dental and civic action programs and the series of peace dialogues which promoted reconciliation between the government and the tribal community.


The tribal council and the community have expressed their sincerest gratitude and confidence towards the Special Forces for their commitment to peacefully resolve and eventually end the conflict by being a catalyst for positive change.

“We are extremely proud to have the Special Forces as our partner that is why we are adopting them as part of our Manobo Tribe. We are brothers who fight for a common goal, to end the local communist conflict and achieve lasting peace and development in the IP communities of Andap Valley Complex,” said Indigenous Peoples Mandatory Representative Hawudon Jumar S. Bucales.

“It is indeed an honor and privilege to be conferred as an honorary tribal leader of the Manobo Tribe. Rest assured that the Special Forces will continually perform its very best to uplift the esteem and the dignity not only of the Manobo Tribes but of all Indigenous Peoples in all regions of the country where the SF troopers are deployed,” BGen. DSWD-Caraga top management capacitated on ICS

BUTUAN CITY, Feb. 11 -- The Department of Social Welfare and Development (DSWD) Field Office Caraga conducted the Incident Command System (ICS) Executive Course for its heads of offices held recently at Grand Palace Hotel, this city.

The said course was aimed to impart knowledge, skills and develop a positive attitude in the application of the general concepts and principles of ICS from a manager’s/supervisor’s standpoint.

It can be recalled that on the 27th of May 2010, the Philippine government enacted Republic Act (RA) 10121, otherwise known as the Philippine Disaster Risk Reduction and Management (DRRM) Law.

It is a proactive approach to manage the disaster consequences and reduce disaster risks by institutionalizing several mechanisms. Among these is the Incident Command System (ICS).

The ICS is a standard, on-scene, all-hazard incident management concept introduced by the US Forest Service that can be used by all DRRM Councils, emergency management and response agencies. It is a disaster response tool that coordinates the actions of all response groups.


ICS has been proven effective in managing potential and actual disaster consequences. It has significantly enhanced the mechanisms for resource management, reporting and documentation, promotion of responder safety, and optimum achievement of response objectives as evident in past major disaster response operations to include management of planned high-density population gatherings.

The Disaster Response Management Division (DRMD) of DSWD collaborated with the Office of Civil Defense on the conduct of the said one-day training. This was specifically designed for office executives to understand and fully acknowledge the need to prepare an ICS even during planned events.

The identified participants for the training are the Regional Management Development Committee (RMDC) members of DSWD FO Caraga, composed of the Regional Director, Assistant Regional Director for Operations, Assistant Regional Director for Administration, Division Heads, Section/Unit Heads and other executive officers. Dul-an 7,000 ektaryas nga yuta sa mga lumad gikometer nga tamnan ubos sa Agusan Up

DAKBAYAN SA BUTUAN, Pebrero 11 -- Mokabat sa 6,711 ektaryas ang gikometer sa mga lumad sa konsultasyon nga gihimo bag-uhay pa lamang nga tamnan ubos sa Plant! Plant! Plant! Project sa AGUSAN UP!, ang kampanya sa kalambuan sa Agusan del Norte ubos sa administraston ni Gov. Dale B. Corvera.

Apil ang 7,787 ektaryas nga gikometer sa mga mag-uuma sa konsultasyon niadtong Disyembre, mosuma na karon sa 14,548 ektaryas ang gitakdang tamnan sa unang tuig sa kampanya diin 125,000 ektaryas ang gipunting hangtud 2027 sa siyam ka nag-unang commodities aron mahimong panukaran sa processing activities nga tutokan usab sa probinsya.

Sa kinatibuk-an, ang labing lapad nga gi-enroll sa mga lumad ug mag-uuma mao ang tamnan og cacao nga naay 4,868.5 ektaryas. Gisundan kini sa mosunod nga crops: abaca, 3,492 ektaryas; saging, 2,254; lubi, 2,109; kahoy, 738; kape, 610; bulanghoy, 386; mangga, 58, ug; rubber, 33.

Gipasabot ni Gob. Dale B. Corvera nga agrikultura ang nag-unang panginabuhian sa probinsya sa Agusan del Norte, butang nga mao ang angay palambuon sa mga Agusanon dungan ang pagproseso.

Andanar expects effective program implementation vs. insurgency

MANILA -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Friday expressed confidence that the government would be able to effectively implement policies and programs that aim to put an end to insurgency in the country.

During the launch of the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) in Cagayan de Oro City, Andanar was elated that local government offices in Northern Mindanao are ready to participate in the national government’s integrated approach to addressing insurgency in the region.

He said the Convergence Areas for Peace and Development (CAPDev), the enabling program to operationalize Executive Order (EO) 70, would help deliver the government’s promise to attain “inclusive and sustainable” peace in the country.

“It is my hope that we can effectively roll out and implement CAPDev in all the region’s focus areas, continue to work together for our expected results, and fulfill our shared agenda of inclusive and sustainable peace and development in Northern Mindanao,” said
Andanar, who also leads the National Task Force (NTF) ELCAC’s communications team.

Signed by President Rodrigo Duterte on Dec. 4, 2018, EO 70 creates the NTF-ELCAC and orders local peace bodies to hold negotiations with communist insurgents in their respective localities.

The CAPDev, on the other hand, is a program that seeks to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats.

The CAPDev program also promotes the establishment of durable peace and development and empowers communities in priority areas through peace-building and reconciliation, good governance and institution building, and socio-economic transformation.

Andanar, who is also designated as Region 10 (Northern Mindanao) Cabinet Officer for Regional Development and Security, likewise lauded Cagayan de Oro City’s local government offices for its “whole-of-nation” approach to insurgency problems.

He noted that participants have a stake in building “peaceful and resilient” communities.

“Hence, I am congratulating the city government of Cagayan de Oro, led by Mayor Oca Moreno, and Barangay Tignapoloan, Barangay Mambu-aya, and Barangay Tuburan, for working together to make sustainable peace possible,” Andanar said.

During the event, about 32 adult learners who have recently completed the Department of Education’s 800-hour literacy program for former communist rebels and their families were also recognized.

The local government department’s Enhanced Comprehensive Local Integration Program (E-CLIP) also highlighted the distribution of checks to former rebels for firearms remuneration.

Benefits under the E-CLIP include cash assistance, education, livelihood training, housing, and employment assistance, as well as loan processing for business capital.

Andanar said the government is on the right track for peace and development in the country.

“I am grateful (for) the valuable support of our national government agencies, the security sector, the private sector, and other peace and development partners. Such unity of purpose gives us a sense of hope that we can finally do things right,” he said. (PNA)

Hog raisers warnedvs. ASF

BUTUAN CITY, Feb. 12 (PIA) -- The provincial government of Agusan del Norte has created a task force to address the African Swine Fever (ASF) epidemic, which constitutes a threat to hog raisers and pork industries.

According to Dr. Belen Aruelo, provincial veterinary officer, there are some 50,000 swine population recorded in the province.

“There is really a need for immediate reporting considering the threat of this African Swine Fever. Continuous monitoring should also be undertaken,” cited Aruelo.

With the overall risk of the African Swine Fever in the country, the official urges the hog raisers to report to proper authorities or call using the provincial veterinarian's office hotline number should they observe any unusual condition of their hogs, so appropriate action or measures will be undertaken.

Apart from the establishment of the said task force, Governor Dale Corvera has also issued an executive order for the inclusion of additional quarantine areas.

“We have established quarantine stations in the towns of RTR and Carmen as live pigs are said to be sourced out from these areas going to Central Visayas. And we have been doing measures to prevent the ASF,” underscored Corvera.

The order also directed a temporary prohibition of entry of hogs and meat products coming from the affected areas of ASF.

Meanwhile, the Department of Agriculture (DA) Caraga has also activated the Emerging and Re-Emerging Infectious Animal Disease Task Force to help address this concern.

39-km Buenavista-Lawan Lawan road in Agusan Norte, more than halfway complete 

BUTUAN CITY, Feb. 12 -- The Department of Public Works and Highways (DPWH) has now accomplished 64 percent of the 39-kilometer Buenavista - Lawan Lawan - Boundary Bukidnon Road project in Agusan del Norte.

The P3 billion project which aims to promote eco-tourism, agriculture, and domestic trade in Caraga involves opening and paving of road from Buenavista – Bunaguit Road to the boundary between Region 13 and Region 10.

The road project, with the provision of slope protection facilities and road safety devices, also includes the construction of two permanent bridges with a total length of 150 linear meters.

“The Buenavista - Lawan Lawan - Boundary Bukidnon road will serve as a direct link between Buenavista in Agusan del Norte to Impasug-ong in Bukidnon, reducing travel time by three to four hours,” said DPWH Caraga Regional Director Pol M. Delos Santos.

Delos Santos said that at present, the nearest route leading to Impasug-Ong, Bukidnon is via Butuan City – Cagayan de Oro – Iligan Road and Bukidnon – Davao road with a travel time of five to six hours. (DPWH Caraga/PIA Agusan del Norte)

Kahandaan laban sa ASF binigyang kahalagahan ng Agusan del Norte

LUNGSOD NG BUTUAN, Pebrero 12 (PIA) -- Bilang tugon ng probinsya ng Agusan del Norte sa problemang maaring idulot ng African swine fever (ASF) sa mga lokal na hog raisers, bumuo ito ng task force upang matutukan ang nasabing ASF.

May mahigit limampung libo ng swine population ang probinsya basi sa tala ng Provincial Veterinary Office ayon kay Dr. Belen Aruelo, provincial veterinary officer.

Hinikayat ni Aruelo ang mga lokal na hog raisers at mga may alagang baboy na magreport kaagad sa kanilang opisina o tumawag sa hotline number 0908 861 6024 kung sakaling may mapapansin silang hindi normal sa alagang baboy upang mabigyan ito ng kaukulang solusyon at aksyon.

Dahil sa maaring malaking problemang idudulot ng ASF kung sakaling makapasok man ito sa probinsya, ipinag-utos na rin ni governor Dale Corvera sa pamamagitan ng pag-issue ng executive order ang agarang pagbuo ng task force at ang pagkakaroon ng dagdag na mga quarantine areas sa lugar.

Kabilang din sa inilabas na executive order ay ang temporaryong hindi pagpapapasok ng mga alagang baboy, karne ng baboy, at mga produktong gawa ng baboy mula sa mga lugar na apektado ng ASF.

Nanawagan din governor Corvera na patuloy ang pagkakaroon ng proper hygiene at ang pagiging maingat.

Bilang pagtogon din sa problema ng ASF, inaktivate na ng Department of Agriculture Caraga ang emerging and re-emerging infectious animal disease o EREIAD task force upang tugonan ang problemang ito, bumuo na rin ng task force ang iba’t ibang local government units ng rehiyon at nagtutulongan na rin upang mas mapatupad ang quarantine ng mga papasok sa kani-kanilang mga lugar.  (NCLM/PIA Agusan del Norte)
