Andanar asks public to stop discrimination amid nCoV scare

MANILA – As the 2019 novel coronavirus (n2019-nCoV) has stoked fears worldwide, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar cautioned Saturday the public against actions that may discriminate people suspected of being infected by the virus.

In a press statement, Andanar appealed to the public to stay “calm, level-headed, and compassionate,” assuring them that there have already been global efforts to stop the 2019-nCoV epidemic.

“As the issue of a viral outbreak affects everyone, let us not engage in discriminatory behavior, nor act with any bias towards our fellowmen. The reality is everyone is susceptible to the virus,” the PCOO chief said.

“We should not let fear turn us against one another, especially if these fears are unfounded. We must not stigmatize people, especially when they are at their most vulnerable, but empathize with them instead,” he added.

Discrimination against Chinese tourists has been reported in several countries, amid public fears of acquiring the deadly infectious disease.

The new strain of the virus, which originated in Wuhan City, China, has spread to over a dozen countries, many of which are Southeast Asian nations, including the Philippines.

The death toll from the 2019-nCoV outbreak in China has already climbed to 259, the Chinese government announced on Saturday.

The number of people in China afflicted with new coronavirus has also surged to nearly 12,000.

Andanar ensured that the Duterte government is already coordinating with other countries and their government health agencies, as well as with international health organizations to contain the 2019-nCoV.

“Preventing the outbreak of the 2019-nCoV is not something we can do alone,” he said.
“Let us not resort to panic, sow fear-mongering or spread misinformation. Solidarity, empathy, and cooperation are what we need to successfully take actions that will overcome this health concern,” Andanar added.

He also advised the public not to hoard face masks and create an unnecessary scarcity that may prevent others, including health workers and sick people, from protecting themselves against the virus.

Gov't agencies ‘concerted effort’

The World Health Organization has declared the 2019-nCoV outbreak as a global health emergency.

So far, a 38-year-old Chinese tourist from China, the first 2019-nCoV patient in the Philippines, is undergoing proper medical treatment at San Lazaro Hospital in Sta. Cruz, Manila.

Andanar guaranteed that there is a “concerted effort” from government agencies to implement necessary precautionary measures to prevent the spread of China’s novel coronavirus to many parts of the Philippines.

“With the first case of 2019-nCoV confirmed yesterday and the World Health Organization having declared the virus as a public health emergency of international concern, we have intensified our preventive and control measures. It is a concerted effort being taken by our different agencies, to ensure that an outbreak is avoided,” he said.

Andanar noted that the Local Government department has already advised local government units (LGUs) to create their respective Coronavirus Task Force, which will ensure that local health authorities have the necessary equipment and are trained in the prevention, control, and containment of the 2019-nCoV.

The coronavirus task force is also tasked to make sure that those suspected of being infected with 2019-nCoV are referred and transported to the Department of Health (DOH)- designated-coronavirus referral center or hospitals, he said.

Andanar said LGUs are also mandated to promote public awareness on the 2019-nCoV threat, while the Education department continues to conduct information campaigns in schools and several communities.

Meanwhile, the Department of Transportation and its attached agencies have implemented safety protocols as early as January 23, and are in close coordination with the DOH and the Bureau of Quarantine to secure transport terminals and monitor arriving passengers, Andanar said.

Andanar said the Civil Aviation Authority of the Philippines has reactivated its communicable disease preparedness procedures on all airports, especially those with international flights.

The Civil Aviation Board, on the other hand, has immediately and indefinitely suspended all air services operations between Wuhan and any point in the Philippines, he said.

“Airport frontline personnel have been advised to follow precautionary measures, to exercise extreme vigilance in handling passenger arrivals, and to strictly monitor those who may be infected by the virus,” Andanar said.

To ensure safe public land transportation, Andanar said the Land Transportation Franchising and Regulatory Board (LTFRB) has asked franchise holders to ensure that all public utility vehicle drivers and conductors are wearing face masks “at all times.”

Andanar added that the LTFRB has asked terminal operators to ensure proper sanitation and provide face masks and disinfectants or sanitizer for “free” for passengers.

He also assured the public that ship owners and operators have already been advised by the Maritime Industry Authority (MARINA) to install necessary medical equipment and equip their personnel with full information about the virus to ensure effective monitoring of 2019-nCoV.

Andanar said the MARINA has already put in place monitoring procedures like body temperature tests for people entering its building, wearing of masks for its frontline personnel, the provision of alcohol dispensers at its entrances and comfort rooms, and the regular sanitation of its premises.

To keep the public informed, Andanar said the PCOO has also activated its “Laging Handa (Always Ready) communications team that will provide information and updates from government agencies with regard to the 2019-nCoV through all government media platforms.

“These measures are all being undertaken by various government agencies to contain the spread of the virus,” he said.

“We enjoin the public to be vigilant and conscientious, and to work with the authorities and follow their prescribed procedures and precautionary measures. Preventing the spread of the virus is a shared effort, which requires the cooperation of everyone,” Andanar added. (Ruth Abbey Gita-Carlos/PNA)

Andanar allays public’s fear of COVID-19

BUTUAN CITY, Feb. 13 (PIA) -- Amid the threat of coronavirus disease 2019 (COVID-19), Philippines’ top communications officer Secretary Martin Andanar appealed to the public not to panic and overreact but to remain calm, vigilant, and maintain taking preventive measures to protect oneself from the strain of the virus.

During his recent visit in Caraga region, Andanar also urged the Caraganons, especially the netizens and youths to be responsible sharers and users of information and to avoid spreading unverified information on COVID-19.

“The virus can affect anyone regardless of race, ethnicity, nationality, gender or age. Stop blaming anyone or any country for the spread of the virus. Think and discern everything that you have read or heard. Efforts were made by the PCOO to avert the proliferation of fake news and updates about the COVID-19,” said Andanar.

This he said, referring also to the PCOO’s effort of promoting the students’ involvement to curb the distribution of wrong information about the COVID-19 though the Youth for Truth program under the Dismiss Disinformation campaign of the government in which the PCOO has been working on at the same time.

“The youths are the perfect age group capable of fighting the fake news on COVID-19 because they are identified to be digital natives who are active and exposed to social media,” said Andanar.

Moreover, Andanar strongly discouraged everyone to engage in xenophobic behaviors and discrimination, saying that Filipinos should continue to be level-headed and compassionate.

“Rest assured that the government is doing its best to protect the health and welfare of the Filipinos. For now, Filipinos from China, Hongkong or Macao are given the chance to come back to our country, provided that they would strictly follow the imposed rules for quarantine. But those who wanted to go back to the countries affected by the virus are prohibited to travel until further notice,” Andanar said.

Meanwhile, the local government of Tandag, Butuan and Surigao cities, together with the Agusan del Norte and Surigao del Norte provinces in Caraga region, have already issued an executive order directing the creation of the response team and formulation of guidelines to monitor, contain, and prevent the spread of the COVID-19.

“The LGUs have prioritized the issuance of the executive order as a proactive action to strictly implement the protocols and to prevent the entry of the COVID-19 in our region. We also wanted to focus our attention and preparation for such situation,” said Agusan del Norte governor Dale Corvera.

By citing the necessary preparations, the Agusan del Norte Provincial Hospital and Butuan City Medical Center were prompt with their readiness to accommodate patients where COVID-19 infection is yet to be confirmed.

According to Dr. Odelio Ferrer, provincial health officer of Agusan del Norte, the government-run hospital has already designated a holding area and an isolation room intended for COVID-19 suspected cases, if there is any.

“It’s much better that we follow the universal precautionary measures such as the regular washing of hands and use of face mask. We are also ready to assist patients when needed to be referred to the Caraga Regional Hospital with Level II facility for COVID-19 cases,” said Ferrer.

With the earlier declaration of the nCoV, now called COVID-19, outbreak as a public health emergency of international concern, Andanar guaranteed that the PCOO and its attached agencies are intensifying their efforts in the delivery of timely, accurate and reliable information; public service reminders and news about the COVID-19 pandemic.

Army participates in clean-up drive, tree planting in AgSur

BISLIG CITY, Surigao del Sur, Feb. 12 - The Charlie (Cyborg) Company of 75th Infantry “Marauder” Battalion has actively participated in the Simultaneous River Clean-Up/River for Life Program and Tree Planting Activity held on February 7, 2020 in Barangay Consuelo, Bunawan, Agusan del Sur.

The activity started with a Zumba exercise, solidarity walk, and followed by the river clean-up and tree planting.

This was joined by the local government unit headed by municipal administrator Marvin B. Mique; Department of Environment and Natural Resources - City Environment and Natural Resources Office (DENR-CENRO) of Bunawan headed by forester Jerome H. Albia; Municipal Police Station headed by PCpt. Joburt Agpaoa; Alpha Phi Omega International (Philippines), Incorporated; Monalisa Fraternity and Sorority; PHILSAGA Mining Corporation; Agusan del Sur State College of Agriculture and Technology (ASSCAT); MENRO of Trento; MENRO of Sta. Josefa; MENRO of Bunawan; Barangay Council of Brgy. Consuelo; and personnel of Charlie Company, 75IB led by 1Lt. Begie P De Jesus, company commander and LTC Warren C Munda, commanding officer of 75IB.

The various participating agencies have willfully took their part in the commitment towards the preservation and environmental protection as the activity aims to fight against climate change; helping the community to protect and conserve the Coo creek, and all the natural resources within the area.

Moreover, they collected 74.7 kilos of assorted plastic garbage and planted 300 molave seedlings.

Start anew at any given moment

Sharon Tecson Tumbaga – a former Overseas Filipino Worker (OFW) for five years in Jeddah, mother to a charming daughter, and a loving wife to Felix B. Tumbaga, who was also a former OFW in the same country for nine years, was one of the ‘Balik Pinas! Balik Hanapbuhay!’ Program beneficiaries back in 2017.

Due to an unexpected ill-fated event in her workplace, working as a ward assistant in a hospital with her husband was both a blessing and a nightmare for the couple. When her contract got terminated, she could only wish to go back home as soon as possible; then later on, her husband followed suit. Few months later since her arrival in the Philippines, she was informed about the ‘Balik Pinas, Balik Hanapbuhay’ program of OWWA.

Having all the documentary requirements needed to qualify as a beneficiary, she decided to apply in the said program for an additional capital to continue the business operation of her Sari-Sari Store at their residential home in Bading, Butuan City, which has been existing since her childhood years. It was a sigh of relief when she finally got the cash assistance in the amount of P20,000 as a fund to start her store in full-packed operation once again.

Two years later, she ventured to a wholesale and retail business of beverage products with the support of her husband. The couple works hand in hand in managing their second venture. The success of her business venture relies on her firm policy when it comes to managing her Sari-Sari Store; the ‘Bawal ang utang’. She was firm of her policy and strictly implements it whenever a customer attempts to buy in credit at her store.


“Gamay ra baya atung ginansya aning tindahan. Kung magpa-utang ko sa tindahan wala nakoy makompra, dili nako ma-roll ang kita sa tindahan. Ma close gyud ang negosyo kung mauhon. (I only get a small portion of profit from selling goods through my store.

 If I tolerated the customers to buy in credit, I wouldn’t be able to purchase new goods to sell, rolling out the profit would be close to impossible. Thus, the business would lead to total closure),” Sharon stated in an interview.

Along with her skills in successfully managing her business undertakings, she is also grateful for the cash assistance that she received from OWWA under the ‘Balik Pinas, Balik Hanapbuhay’ program. Pangamba ng publiko kontra COVID-19 pinawi ni PCOO Sec. Andanar

LUNGSOD NG BUTUAN, Enero 13 (PIA) -- Sa gitna ng banta ng coronavirus disease 2019 (COVID-19), nagpaalala si Presidential Communications Operations Office (PCOO) Secretary Martin Andanar sa publiko na huwag mag panic ngunit patuloy na maging alerto at panatilihin ang malinis at malusog na pangangatawan. 

Sa kanyang pag-ikot sa mga probinsiya sa rehiyon ng Caraga, hinikayat rin niya ang Caraganons partikular ang netizens at kabataan na maging responsable sa pagpo-post sa social media ukol sa COVID-19.

“Ang virus ay walang pinipiling nationality. Kaya huwag tayong manisi kanino man at itigil ang pagkalat ng maling impormasyon. Para maiwasan ang fake news, kaakibat natin ang grupo ng Youth for Truth kung saan nagtuturo ng media literacy. Ang mga kabataan ay perfect na edad para labanan ang fake news dahil sila ay mga digital natives at aktibo sa social media,” sabi ni Andanar.

Nakiusap din si Andanar sa publiko na isantabi ang diskriminasyon. Sa halip ay laliman pa ang pang-unawa at mag bayanihan.

“Ito pong ginagawa ng ating gobyerno ay para sa kapakanan ng bawat Pilipino. Sa ngayon ay pinapayagan namang makapasok ang mga Pilipinong gustong umuwi sa Pilipinas galing China, Hogkong at Macao subalit yung gustong bumalik sa China ay ipinagbabawal ng gobyerno until further notice. Isasailalim sila sa quarantine procedure dahil kinakailangan nating i-contain and virus para hindi umakyat sa lebel na mitigation,” sabi ni Andanar.

Samantala, una ng nagpalabas ang mga lokal na pamahalaan ng lungsod ng Tandag, Butuan at Surigao at probinsya ng Agusan del Norte sa Caraga region ng kautusan na naglalayon bumuo ng COVID-19 response team at lumikha  ng guidelines para i-monitor, contain, kontrol at pigilan ang pagkalat ng COVID-19.

“Siniguro naming mag-isssue ng executive order bilang proactive measure upang striktong maipatupad ang protocol para maiwasan ang pagpasok ng virus sa rehiyon. Nais din natin na mapagtuonan pa lalo ng pansin at preparasyon ang sitwasyon,” sabi ni Agusan del Norte Gov. Dale Corvera.

Samantala, nakahanda na rin ang Agusan del Norte Provincial Hospital at Butuan City Medical Center para i-accommodate ang anumang kaso na may kinalaman sa COVID-19.

Ayon kay Dr. Odelio Ferrer, provincial health officer ng Agusan del Norte, inayos na nila ang pasilidad. May nakatalaga na rin anyang holding area at isolation room sa ospital na maaring kinakailanganin.

“Maging mahinahon lamang tayo at iwasang mag panic. Mas maigi na sundin natin ang universal precautionary measures gaya ng madalas na paghugas ng kamay; paggamit ng face mask; at pag-iwas sa mga mataong lugar. Nandiyan rin ang Caraga Regional Hospital na may level II facility para sa COVID-19 cases,” sabi ni Ferrer.

Ayon kay Andanar, sa pagdeklara sa COVID-19 o naunang kilala na 2019-nCoV na public health emergency, pinalakas pang lalo ng PCOO at  attached agencies ang pagbabahagi ng public service reminders, news at updates tungkol sa COVID-19.

Unod sa maong ordinansa mao ang pagmando sa Anti-truancy o kontra- bulakboleros diin kini sila ang mga estudyante sa elementarya ug sekondarya nga naka-enrol sa publiko ug pribado nga mga eskwelahan sa munisipyo sa RTR nga wala sa eskwelahan o bisan unsang kalihokan sa eskwelahan nga walay igong hinungdan.

Ang maong ordinansa gipangamahanan ni Sangguniang Bayan Member Nilo T. Fediles nga nagtumong sa pagpanalipod sa interes sa mga estudyante, tabangan ang mga estudyante nga mahimong mas responsable ug produktibo pinaagi sa pagtambong kanunay sa mga klase ug ug mga kalihokan sa eskwelahan pugngan sila nga mag standby gawas sa eskwelahan diin maoy hinungdan nga sila madala sa mga krimen sa kadalanan ug uban pang mga matang sa katalagman, ipaniguro sa mga ginikanan sa mga estudyante nga ang ilang mga anak luwas sa maong tulunghaan, pagkontrola ug pagpugong sa mga bata sa paghimo og daotan.

AgNor town to implement Domestic Workers Act

BUTUAN CITY, Feb. 14 -- The Sangguniang Panlalawigan of Agusan del Norte recently approved the Municipal Ordinance No. 20-2019 from the municipality of Carmen, “An Ordinance Implementing Rules and Regulations of Republic Act (RA) No. 10361, otherwise known as the Domestic Workers Act or Batas Kasambahay in the Municipality of Carmen, Agusan del Norte.”

The said ordinance, authored by Vice Mayor Ramon M. Calo, aims to respect, promote and protect the fundamental principles and rights of the individuals, especially the domestic helpers at work, including but not limited to, abolition, elimination of all forms of forced labor, discrimination in employment and occupation, and trafficking of person, especially women and children.

The Municipal Ordinance was anchored on RA 10361 or the "Domestic Workers Act" and also in accordance with Section 447 of the Local Government Code of 1991 which promotes domestic rights.

The Implementing Rules and Regulations (IRR) shall apply to all parties to an Employment contract for the services of the following kasambahay, whether on a live-in or live-out arrangement, such as but not limited to: General House helper; Yaya; Cook; Gardener; Laundry person; and any person who regularly performs domestic work in one household on an occupational basis.However, the following are not covered: Service providers; Family drivers; Children under foster family arrangement; and any other person who performs work occasionally or sporadically and not on an occupational basis.

The committee finds the measure meritorious as it recognizes the domestic workers as part of the society that should not be abused and harassed but will be given the opportunity to receive equal treatment by their employers.The measure was approved by the Sangguniang Panlalawigan through the efforts of Provincial Board Member James T. AgNor accredits new NGO, PO

BUTUAN CITY, Feb. 14 -- The Sangguniang Panlalawigan recently accredited two organizations as non-governmental organization (NGO) and People’s Organization (PO) in Agusan del Norte.

Through Sanggunian Resolution Nos. 241-2019 and 242-2019, authored by Provincial Board Member Francisco Y Chan, Jr., the Sangguniang Panlalawigan accredited the Father Saturnino Urios University Foundation Incorporated in Butuan City, an NGO-based and served as a service provider among people’s organizations and it was organized aimed at assisting its partner-clienteles uplift their living conditions through social entrepreneurship and livelihood projects on agri-aqua-business ventures responsive to the needs of their beneficiaries.

The second is the San Roque Punta Fisherfolks and Livelihood Association Incorporated (SANROFFLAI) in Nasipit, as PO, aimed at assisting its members uplift their living condition through income-generating and livelihood projects on aqua-ventures responsive to the needs of their members as well as to actively participate in community resource enhancement projects for the protection and maintenance of biological diversity of aquatic resources.

The accreditation recognizes the NGO and PO to become active partners for the implementation of socio-economic, agricultural and environmental laws in the province.
Under Section 34 of the Local Government Code of 1991, it is mandated to promote the establishment of POs, NGOs and private sector so that they will become active partners in the local government unit here in Agusan del Norte. (LGU Agusan del Norte/PIA Agusan del Norte)

31 kabataan sa Caraga, sumuko sa military

LUNGSOD NG BUTUAN, Pebrero 14 (PIA) - Tatlumput-isang (31) kabataan mula sa ibat-ibang probinsya sa Caraga region ang sumuko sa militar para  magbalik-loob sa gobyerno, at ngayon ay handa ng mamuhay ng normal kasama ang kanilang pamilya.

Sa isinagawang Coordination and Processing of Children Involved in Armed Conflict (CIAC) ng militar kasama ang pambansang pulisya, inalam ng  kabataang-former rebels ang kanilang matatanggap na tulong mula sa pamahalaan sa ilalim ng Enhanced - Comprehensive Local Integration Program (E-CIP).

Sa mga sumukong rebelde, dalawa dito ay menor de edad at ang iba ay ilang taon nang nagsilbi sa New People's Army (NPA).

Ayon kay Jason Ryan Lam ng Department of the Interior and Local Government (DILG)-Caraga, handa ang gobyerno na tumulong sa mga dating rebelde.

“Sa ilalim ng E-CLIP, sininugarado ng pamahalaan na mabibigyan ng tama at naaayon na tulong, assistance at iba pang interbensyon ang ating mga former rebels. Lahat ay makikinabang sa mga programa’t serbisyo ng gobyerno, walang maiiwan,” ani ni Lam.
Ayon naman kay 402nd Brigade Commander, Brigadier General Maurito Licudine, patuloy ang kanilang koordinasyon at pakikipagtulungan sa mga magulang at kapamilya ng mga sumukong kabataan.


Hinimok din niya ang mga ito na maging responsable at iwasan ang masasamang gawain.
“Huwag ninyong sayangin ang oportunidad na binigay sa inyo. Simula ngayon, ayusin ninyo ang inyong buhay at handa naman ang ating gobyerno para kayo ay tulungan at gabayan,” sabi ni Licudine.

Pagrespeto sa mga magulang at nakakatanda naman ang paalala ni regional director Police Brigadier General Joselito Esquivel, Jr. ng Philippine National Police (PNP), sa mga ito.

“Palaging magbigay respeto sa mga magulang at nakakatanda dahil iyan ang gawain ng mabubuting kabataan sa lipunan. Tandaan din na iisa lang ang gobyerno natin kaya magkaisa at magtulungan tayong lahat para sa ikauunlad ng bansa,” banggit ni Esquivel.
Samantala, binigyang-diin naman ni Regional Director Manuel Orduña ng National Intelligence Coordinating Agency (NICA) ang malaking papel ng mga kabataan sa pagkamit ng pangmatagalang kapayapaan at kaunlaran sa bansa.

SP AgNor commends Nasipitnon landing top 5 in Criminology Exam

BUTUAN CITY, Feb. 14 -- The Provincial Government of Agusan del Norte commended Mr. Bryl Pascua Ariola who landed in the top 5 ranking in the Board of Licensure Examination in Criminology held on November 29-December 1, 2019, in Cagayan de Oro City with a rating of 90.25%.

Ariola of Barangay Amontay, Nasipit, Agusan del Norte graduated with the degree of Bachelor of Science in Criminology from Saint Michael College of Caraga (SMCC) in the said town.

The 2019 Board Licensure Examination for Criminologist top 5 is the eldest son of Mr. Valentine Ariola, Jr. and Mrs. Teresa Ariola, both residents of the said municipality.
Provincial Board Member Erwin L. Dano, who initiated the move, said that Bryl P. Ariola deserves credit for his accomplishments and for his own dedication and hard work bringing great academic distinction to the municipality of Nasipit and the Province of Agusan del Norte and brought honor and pride to the Agusanons.

31 young FRs in Caraga surrender to Army

BUTUAN CITY, Feb. 17 (PIA) - Some 31 young former rebels have surrendered to the Philippine Army and are now ready to live a normal life back to their respective families.

During the coordination and processing of children involved in armed conflict by the Philippine Army and Philippine National Police (PNP), the young former rebels have learned about the benefits and assistance that they could avail from the government under the Enhanced - Comprehensive Local Integration Program (E-CLIP).

Of the 31 former rebels, two are minors while others have served the new people’s army for several years already.

According to Jason Ryan Lam of the Department of the Interior and Local Government (DILG)-Caraga, the government is ready to assist former rebels to return to normal, productive, and law-abiding way of life.

“Under the E-CLIP, the government ensures the provision of the needed services and programs for the former rebels. The issues and concerns are also being addressed, and with all these efforts of the government, no one will be left behind,” Lam said.

402nd brigade commander, Brigadier General Maurito Licudine bared that coordination with the parents and relatives of the surrenderees is ongoing, and necessary assistance for them is underway.

The official further urged the youths to be more responsible and prevent themselves from getting involved in illegal activities.

“Value this opportunity that is given to you as you return to your community and start a new life. The government is always here ready to help and assist you in your needs,” cited Licudine.


PNP-Caraga regional director Police Brigadier General Joselito Esquivel, Jr. also stressed to the surrenderees the value of respecting their parents and elders, and that they should serve as a role model to their peers.

“Always pay respect to your parents and elders, because that is very basic. Be nationalistic and always inculcate to your minds that there is only one government for all the Filipino people,” said Esquivel.

Meanwhile, regional director Manuel Orduña of the National Intelligence Coordinating Agency (NICA) Region 10 also reiterated the vital role of the youths towards attaining lasting peace and sustainable development in the country.

LGU-Butuan recognizes most child-friendly barangay for 2019

BUTUAN CITY, Feb. 17 (PIA) -- The local government unit here has been serious in its goal to establish a healthy and conducive learning environment for the children by capacitating the barangay officials and recognizing the Most Child-Friendly Barangay for the year 2019.    

In the said awarding ceremony, Barangay Baan Kilometer-3 was awarded as the “Hall of Famer," while Barangay Villa Kanangga was recognized as the grand winner for the Category B - Most Child-Friendly Barangay.

According to barangay chairman Venusto Clarito, Jr., the full support and cooperation of the local residents in the community activities, particularly those that promote the welfare of the children and youth, contributed much to the development of the barangay and its people.

“This award that we receive from the city government will serve as inspiration for us barangay officials to work better and do more for the benefit of our constituents, particularly the children and youth," said Clarito.


Golda Pocon, the City Social Welfare and Development (CSWD) officer bared that there have been significant changes of how the barangays create their programs and services that would better serve and benefit the children sector.

Also, city councilor Atty. Rema Burdeos emphasized that all sectors should work together to ensure protection of the children against any form of discrimination, violence and abuse.

“We all need to work together for our children and youth to have a better future and to ensure that they become responsible in life. In their young age, we should train them well,” said Burdeos.

Army seizes NPA hideout in Surigao Norte

SURIGAO CITY, Surigao del Norte, Feb. 17 (PIA) -- Troops of the 30th Infantry Battalion (30IB), Philippine Army recently overran another Communist Party of the Philippines-New People’s Army Terrorists (CNTs) hideout in the hinterlands of Sitio Puhagan, Barangay Mahanub, Gigaquit, Surigao del Norte.

The 30IB’s security operation has been conducted after receiving of reports from civilians that the CNTs were conducting extortion activities in the said area.

PMO Surigao inaugurates new access gate

SURIGAO CITY, Surigao del Norte, Feb. 17 (PIA) -- Instead of the usual flowers and chocolates, Surigaonons get some love in the form of vital infrastructure as the Port Management Office (PMO) of Surigao formally inaugurates its newly-refurbished access gate at the Port of Surigao on lover’s day here.

With a modern design inspired by ocean waves and paintwork dominated by light, airy pastel shades of blue and yellow, the new gate serves as the main access portal for vehicles traversing the picturesque city boulevard that matches the scenic ambience of the popular seaside promenade.

Philippine Ports Authority (PPA)-PMO Surigao acting port manager Froilan U. Caturla said the gate is primarily designated as the main entry and exit points for cargo trucks and as an exit route for disembarked passengers from ships docked at RORO Berth No. 1 and adjacent berths and the access facility has entry and exit gates each measuring six meters wide, more than enough to accommodate most cargo trucks and prime movers.

He said it is equipped with electronically controlled gate barriers for authenticated and safe vehicle access, closed-circuit television (CCTV) system with cameras installed at strategic points for 24/7 video surveillance monitoring complements a guardhouse for optimum security.

Caturla added that it is an improved version of the previous gate found to be prone to cause vehicle damage due to a limited turning path. The new facility is situated farther inside or around 18 meters from the access road and has a trailer turning radius of 22.9 meters which is more than adequate to safely maneuver an 18-wheeler tractor-trailer.

The Gate no. 1 improvement project is part of the initiatives of PPA general manager Jay Daniel R. Santiago to modernize port facilities and be at par with global standards.

RDC Caraga appoints new co-chair, takes oath in Malacañan

BUTUAN CITY, Feb. 17 -- The Caraga Regional Development Council (RDC) appoints Engr. Epimaco M. Galero, Jr. as the new co-chairperson for the term 2020-2022 and took an oath before President Rodrigo Roa Duterte at the Malacañan Palace in Manila on February 6.

Engr. Galero, who also co-chaired the Infrastructure Development Committee (IDC) of the council, served as a private sector representative (PSR).

Prior to his appointment, he held the same position from 2016 to 2019. He had previously served both as the IDC co-chairperson and PSR from 1998 to 2001, the latter of which he continued to serve since 2013.

His nomination for his current position was reopened during the council’s reorganizational meeting last August 23, 2019 in Butuan City.

Student lauds Caraga cop for good deed

BUTUAN CITY, Feb. 17 -- A Caraga female police officer was lauded after extending assistance to a student who suffered from an ankle injury on February 4, 2020.

Student-musician Kevin Wang, a junior in Holy Child Colleges Butuan, appreciated the help of Police Senior Master Sergeant Rhea N. Acas of the Philippine National Police (PNP) Caraga though a Facebook post that immediately went viral.

Wang recalled that PSMsg Acas not only helped him find the nearest medical facility to tend his injury, but she also generously offered to pay for his medical bills and waited for his parents to fetch him.

DPWH sanctions contractor with delayed project

SURIGAO CITY, Feb. 17 -- Public Works and Highways Secretary Mark A. Villar is reiterating warning against civil works contractors with delayed projects, following recent blacklisting of a contractor early this year.

May we once again remind all contractors of DPWH that we are pushing for the timely realization of our Build, Build, Build Program nationwide and we will not tolerate any unreasonable delay in our projects,” said Villar.

“This year, we have already barred St. Gerrard Construction General Contractor and Development Corporation from participating in all government projects for the period of one year due to a much-delayed school building project in Indang, Cavite,” said Villar.

Villar issued the blacklisting of St. Gerrard Construction General Contractor and Development Corporation through Department Order (DO) No. 20, series of 2020 signed last January 31, 2020 due to more than 15 percent negative slippage on the construction of a 4-storey school building project at Lumampong National High School – Indang Annex, Indang, Cavite.

Caraga police under intensified ‘one strike, no take’ policy

BUTUAN CITY, Feb. 17 -- Caraga police are now subjected to a stricter implementation of the “One Strike and No Take” policy, the campaign against illegal gambling across Caraga as per the directive of Philippine National Police (PNP) Caraga regional director Brigadier General Joselito T. Esquivel, Jr. 

The said campaign is in accordance with the command responsibility of every police unit commander in the region especially in working for the decrease in cases of illegal activities in their respective areas.

“Unit commanders are directed to strictly enforce the campaign against corruption and crimes opposing public morals, particularly illegal gambling. This shall become a determiner in their individual performance evaluation reflecting their competence to continue leading their respective units," BGen. Esquivel said.

Accordingly, the existence of any illegal gambling activity within their area of responsibility shall result in the relief of the chief of police from their posts.

BGen. Esquivel has in turn urged the public to cooperate and inform the police authority of any activities pertaining to illegal gambling.

LUNGSOD NG BUTUAN, Pebrero 17 (PIA) - Dahil sa patuloy na pagpapatupad ng mga programang tumutugon sa karapatan at kapakanan ng mga bata, kinilala ng lokal na pamahalaan ng Butuan ang most Child-Friendly Barangay sa taong 2019.

Sa nasabing awarding ceremony, pinarangalan ang Barangay Baan Kilometer-3 bilang “Hall of Famer,” habang ang Barangay Villa Kanangga naman ang grand winner sa Category B - Most Child Friendly Barangay.

Ayon kay Barangay Chairman Venusto Clarito, Jr., malaking bagay ang buong suporta at kooperasyon ng mga residente sa mga aktibidad nito sa barangay para sa mga bata.
“Itong parangal na natanggap ng aming barangay ngayon ay magsisilbing inspirasyon sa amin para mas pagbutihin pa namin ang aming pagbibigay serbisyo sa mamamayan, alung-lalo na sa pagsiguro sa kapakanan ng mga bata,” pahayag ni Clarito.

Ayon kay Golda Pocon, ang City Social Welfare and Development (CSWD) officer ng Butuan City, malaki na rin ang pinagbago ng mga barangay pagdating sa pagbuo at pagpapatupad ng kanilang serbisyo at programa para sa mga bata.

Binigyang-diin din ni City Councilor Atty. Rema Burdeos na kailangang magtulungan ang bawat sektor upang masiguro ang proteksyon ng mga bata laban sa diskriminasyon, karahasan at pang-aabuso.

Cancellation of major events not needed for COVID-19: Andanar

BUTUAN CITY, Feb. 18 (PIA) -- In his recent radio interview, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar was firm to soothe the panic brought about by the coronavirus disease 2019 (COVID-19) around the globe, so long as the health protocols set by the Department of Health (DOH) are strictly followed.

Sec. Andanar reiterated the major points tackled during the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF) meeting conducted on February 14 at the Presidential Guest House in the Malacañan Palace, wherein the Resolution No. 5 lifting the travel ban in Taiwan has been issued.

He disclosed that among the other special administrative regions (SARs) of China, Taiwan has zero cases documented for local human-to-human transmission of the disease and was able to establish a protocol for COVID-19 whereas Hong Kong and Macau failed to do so. In addition, among the said SARs, Taiwan holds the least number of cases and mortality, with over 20 confirmed cases and one mortality recorded.

The task force might also reconsider lifting the travel ban in Macau, as it awaits the Chinese region’s protocol countering COVID-19.

On the issue concerning local tourism, Sec. Andanar said that there is no need to cancel major festivities and events that will garner a huge crowd though he cautions to strictly observe proper hygiene and cough etiquette set by the Department of Health (DOH), such as practicing the proper handwashing technique and coughing at a distance away from the crowd to avoid contaminating others.

He also advises the public to be ‘honest with themselves’ and report to the nearest health authorities if one can observe symptoms of the disease and has a travel history in China.

“It is our civic duty to maintain proper hygiene and follow health protocol set by the national health agency. This is the best method to prevent the disease from spreading across the country,” he added.

He also reminded the public that the wearing of face mask should only be for front-line employees and health workers and for individuals with a respiratory illness or has diseases that can compromise the immune system.

At present, there are about 137 persons under investigation (PUIs) admitted in the country, around 387 have been discharged. From the three confirmed cases of infected Chinese nationals in the country, two patients have recovered while the death of the remaining patient has been reported.

High ranking NPA terrorist arrested

BUTUAN CITY, Feb. 18 -- Joint government forces of Police Regional Office (PRO) 13 and Philippine Army arrested a high ranking official of New People’s Army (NPA) who has ten standing warrants of arrest during an enhanced police-military checkpoint operation conducted along the national highway of Sitio Tagmalinao, Brgy. La Purisima, Cagwait, Surigao del Sur on February 15.

Police Brigadier General Joselito T. Esquivel, Jr, Philippine National Police (PNP)-Caraga regional director, identified the suspect as Renan Ayad Cantos, also known as Loki/Ronin/Sanjo, male, 30 years old, and a resident of Purok Pagbahanan 2, Brgy. Poblacion, Marihatag, Surigao del Sur.

Cantos is a former commanding officer of dismantled Guerilla Front 8, dismantled Guerilla Front 14 of the communist terrorist group (CTG) under North Eastern Mindanao Regional Committee (NEMRC).

Cantos was charged with multiple attempted homicide under Criminal Case No. 10091, frustrated murder under Criminal Case No. 10171, multiple attempted murder under Criminal Case No. 9870, multiple attempted murder under Criminal Case No. 4574, murder under Criminal Case No. 4575, kidnapping and serious illegal detention under Criminal Case No. 4611, robbery with violence and intimidation of person under Criminal Case No. 6526, kidnapping and serious illegal detention under Criminal Case No. 6527, kidnapping and serious illegal detention under Criminal Case No. 6525, and arson under Criminal Case No. 3279.

Arrested person was duly informed of his constitutional rights and was brought to Cagwait Municipal Police Station for documentation and proper disposition.

“The operation that led to his arrest is part of our aggressive and more intensified campaign against insurgency and wanted persons. I am encouraging all our brothers and sisters who are deceived by the Communist Party of the Philippines (CPP) – New People’s Army (NPA) terrorists to surrender and return to the folds of the law,” Esquivel said.

Esquivel also reminded all private individual to include politicians and local chief executives on the prohibitions of Republic Act 10168, otherwise known as the “Terrorism Financing Prevention and Suppression Act of 2012 and Section 3 of Executive Order No. 773 series of 2009, directing regional, provincial, municipal peace and order councils to apply moral suasion to and/or recommend sanctions against local chief executives who are giving material and political support to criminals and Communist Terrorist Groups.

These legal provisions are further reinforced by the pronouncement of President Rodrigo Roa Duterte that the local chief executives should not give ‘any aid’ to rebel, terrorist, and criminal groups as it would result to much distress, embarrassment, even losing power over the police.

Over 5K Caraga farmers benefit from DA’s expanded cash assistance

BUTUAN CITY, Feb. 18 -- To help the rice farmers regain their capacity to continue their production, various financial aids such as loan programs are available for the farmers.

The Department of Agriculture – Agricultural Credit Policy Council in partnership with the Landbank of the Philippines already released 84.9 Million cash assistance to the rice farmers from the four provinces in Caraga under the Expanded Survival and Recovery Assistance (SURE-Aid) Program.

Since last October, a total of 5,661 rice farmers from the provinces of Surigao del Sur, Surigao del Norte, Agusan del Sur and Agusan del Norte including Butuan City received a zero-interest loan of 15,000, payable in eight years.

DA-Caraga Regional Executive Director Abel James I. Monteagudo together with LBP Caraga North Lending Center Manager Linbert Fajunio and Municipal Mayor Richard Daquipil led the second batch of cash card distribution to the 150 rice farmers in the municipality of RTR, Agusan del Norte on February 14.

"The DA continues to support the farmers. I am hoping that the cash assistance that is given to the farmer-recipients must serve its purpose. This must be applied to each rice farm and must not be converted to other things,” Monteagudo said.

The DA together with its partner agencies and the local government unit will conduct monitoring afterward to ensure that the assistance has truly served its purpose.

Yolanda D. Lozano, 55 years old, a rice farmer from P-2 Tagbongabong, RTR, Agusan del Norte said that she is thankful for the government's support. She will use the amount to purchase fertilizers and pesticides for her area.

"I am very happy that I am one of the recipients of the SURE Aid Program. The financers in our area offer a 20% interest rate in a 1,000 that I borrow. But the program's zero percent interest rate and flexible paying terms is a big help for us to continue producing local rice, she said.

SURE Aid Program supports farmers affected by the low buying prices of palay as an initial impact of the RTL implementation.

DAR turns-over P17-M worth of farm machineries to AgSur farmers

SAN FRANCISCO, Agusan del Sur, Feb. 18 -- Just before Valentine’s day, the Department of Agrarian Reform (DAR) Agusan del Sur Provincial Office has shown love and warmth to the farmer-beneficiaries by giving them not the usual bouquet nor chocolates and teddy bears, but millions of peso worth of Farm Machineries and Equipment (FME) held at DAR Provincial Office in San Francisco, this province.

“Dako gyud among pasalamat sa DAR sa pagsuporta sa amoang mga mang-uuma pinaagi sa paghatag nila ug mga ekipo (We are thankful to DAR for supporting us through the provision of these farm machineries and equipment),” said Emilia Eribal, Chairman of Kahugpungan sa Malahutayong Mag-uuma Para sa Ekonomikanhong Kalambuan (KAMMPE).

KAMMPE along with nine other Agrarian Reform Beneficiaries Organizations (ARBOs) in five municipalities of Agusan del Sur, Veruela, Trento, Bunawan, Sta. Josefa and Loreto were among the recipient ARBOs of the said FMEs amounting to a total of P17-million, of which P3.3-million is under the Climate Resilient Farm Productivity Support Project (CRFPSP) and P13.7-million is under the Project Convergence on Value Chain for Rural Growth and Empowerment (Project ConVERGE).

Maximo Gegato, Manager of Southern Agusan Seed Producers Cooperative (SASEPCO) said that with the farm equipment they received, there will be efficient processing of rice which would mean an increase in their income.

The ceremonial cutting of ribbon, which signifies that the FMEs were formally turned- over was led by Undersecretary of Foreign Assisted and Special Project Office (FASPO) Bernie F. Cruz, Regional Director Leomides R. Villareal, Asst. Regional Director Daylinda Paz Narisma, Asst. Regional Director for Operations Agnes Dela Cerna, PARPO II Jamil P. Amatonding Jr. and PARPO II of Surigao del Sur Leoncio C. Bautista Jr.

“We always consider the welfare of our farmer-beneficiaries in consonance with President Duterte’s mandate to pursue a more aggressive and genuine agrarian reform program and ensure that you are provided with the needed support services to increase your household income,” Usec. Cruz said to the farmers.

He also added that with the cooperation of the ARBOs to take care of everything that the government had given is very vital for the improvement of their organizations.

In his message, Director Villareal emphasized that the department will always be there to help the farmers become self-sufficient and sustain the productivity of their awarded lands.

Meanwhile, PARPO Amatonding bared that with the provision of these equipment, more than 3,000 farmers are expected to benefit from it. “We are aiming to increase our reach in the years to come. We are also eyeing to resolve the problem of hunger in the province by linking our farmer’s produce to available institutional markets,” he added.

The signing of the Trust Agreement and Handing of the Certificate of Turn-over and Acceptance were also among the highlights of the day.

LGU, Army hold info campaign, medical check-up to 2 SurSur schools

TANDAG CITY, Surigao del Sur, Feb. 18– The local government unit (LGU) of San Miguel in partnership with the 36th Infantry (Valor) Battalion, Philippine Army conducted a convergence awareness campaign to around 400 students of Sagbayan National High School and Sagbayan Elementary School in San Miguel town, this province, on Feb. 13, 2020.

The said activity was a collaborative effort of the Community Support Program (CSP) team of the Army’s 36IB and the Local Municipal Nutrition Office and Division Health Team of LGU San Miguel, which aimed to intensify its information and education campaign to the students.

During the activity, Municipal Nutrition Action Officer (MNAO) Jessebel Esparagoza, gave a lecture about Healthy Lifestyle, while Health Coordinator Mary Jane Ongayo discussed and gave insights about teenage pregnancy and its consequence.
Meanwhile, the 36IB troopers conducted the film showing and gave a lecture about the Communist NPA Terrorists' (CNTs') deceptive tactics of recruitment to students and youth sector.

18 FRs receive E-CLIP assistance in SurSur

TAGO, Surigao del Sur, Feb. 18 -- A total of 18 former rebels (FRs) received government assistance through the Enhanced-Comprehensive Local Integration Program (E-CLIP) last week held at the Provincial Governor’s Office (PGO) in Tandag City, a military official said.

According to Capt. Jonald Romorosa, 36th Infantry Battalion (36IB) Civil Military Operations officer (CMO), the 18 FRs composed of 17 regular New People’s Army (NPA), and one Militia ng Bayan (MB) member were coming from Sitio Ibuan, Barangay Mampi, Lanuza, and Barangay Hinapuyan, Carmen, respectively.

Capt. Romorosa said 17 of them identified as regular NPA members received P70,000.00 each, which comprised of livelihood assistance (P65,000.00), and cash assistance from the provincial government (P5,000), while the lone MB member received a total of P20,000.00 (P15,000.00 as livelihood assistance, and P5,000.00 from the provincial government).
                                        
“The activity conducted was part of the reintegration program given by the government for them to start a new life as they return to the mainstream of society together with their loved ones,” said Romorosa.

Lt. Col. Jezreel Diagmel, 36IB Commanding Officer, said that the awarding of ECLIP assistance to the 18 former rebels is a manifestation that the government is sincere in its program to help the FRs to start and begin a new life together with their family.

The commander then called on the remaining Communist NPA Terrorists (CNTs) to surrender and return to the folds of the law to avail the E-CLIP of the government intended for them.

22-km road project to connect villages in Surigao Norte by 2022

SURIGAO CITY, Surigao del Norte, Feb. 18 -- The Department of Public Works and Highways (DPWH) is constructing the two-lane national road junction (NRJ) Rizal – Togbongon – Mat-I – Mabini – Trinidad road that will connect various barangays in Surigao del Norte.

The road project which comprises of 22-kilometer road including four bridges, namely Hubasan Bridge, Togonan Bridge, Sangay Bridge, and Anomar Bridge with a total length of 194 linear meters, is now 39 percent completed.

Citing a report from DPWH Caraga regional director Pol M. Delos Santos, the P815.9 million road project will connect Barangays Rizal, Togbongon, San Roque, Poctoy, Serna, Mat-I, Mabini, and Anomar in Surigao del Norte.

Caraga army welcomes new EastMinCom chief

BUTUAN CITY, Feb. 18 -- Officers and personnel of the 402nd Infantry “Stingers” Brigade, Philippine Army welcomed the newly designated commander of the Eastern Mindanao Command (EastMinCom), Armed Forces of the Philippines (AFP) Major General Jose Calingasan Faustino, Jr. for his visit in Barangay Bancasi, this city on February 8.

This was his first field visit to a Brigade in the EastMinCom area of responsibility (AOR) since his assumption as the 12th commander of the EastMinCom last January 25.

Prior to his designation, MGen. Faustino was the commander of the 10th Infantry (Agila) Division where he led various operations that resulted in the dismantling of different New People’s Army (NPA) units in Regions 11 and 12.  He also served as the former head of the 11th Intelligence Service Unit based in Davao City and led the 35th Infantry Battalion and 501st Infantry Brigade.

The Army officer was welcomed with a military arrival honors led by 402nd Brigade commander, Brigadier General Maurito L. Licudine, together with Police Brigadier General Joselito S. Esquivel, Jr., regional director of the Police Regional Office 13 and the commanding officers of the OPCON Battalions and commanders from tenant and attached units.

During his visit, MGen. Faustino lauded the accomplishments of the 402nd Brigade during the campaign updates provided by the unit from January to December 2019 wherein a total of 98 combat operations were conducted resulting in 80 encounters against the Communist Party of the Philippines – New People’s Army Terrorists (CNTs) in guerilla bases and engagement areas.

The traditional signing of guest book and a viewing of some of the captured, confiscated, surrendered and recovered (CCSR) firearms of the Brigade during the successful combat operations that neutralized CNTs in the region were also part of the highlights of the event.

A ceremonial tree planting activity was also conducted and led by MGen. Faustino together with PBGen. Esquivel.

In his message, MGen. Faustino stressed the importance of properly performing the tasks and emphasized the participation of the AFP units in the Task Force to End Local Communist Armed Conflict (TF-ELCAC) in view of the Executive Order No. 70 as a solution for the more than five decades of insurgency problem in the country.

“We are optimistic of the security situation in our country. We have gained significant headways but the challenge is how we can sustain our efforts. Hence, we need to perform our tasks 100 percent and contribute to our campaign in our own little ways. Our job is to protect the people and secure the land,” he said.  

Meanwhile, BGen. Licudine said that the visit of the top commander of the whole Eastern Mindanao Command is a big boost to the morale of the troops, particularly in the pursuit to end the insurgency problem in Caraga.

Medicine price cap makes PH prices at par with neighbors: PCOO

MANILA – The newly-signed Executive Order (EO) No. 104 which regulates the prices of drugs and medicine will now make prices in the Philippines “at par” with its Southeast Asian neighbors, a Palace official said on Tuesday.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar hailed the signing of the medicine price cap, saying it is a testament of President Rodrigo Duterte’s commitment to improve access to healthcare goods and services.

“We laud President Duterte for signing the Executive Order (EO) No. 104 which will regulate and set the maximum retail prices and/or maximum wholesale prices on certain priority drugs and medicines for Filipinos, particularly those for diseases that are the leading cause of morbidity and mortality,” Andanar said in a statement.

Andanar said the drugs and medicines in the Philippines are considered among the most expensive in the Association of Southeast Asian Nations (Asean).

In the Mercer Marsh Benefits 2019 Medical Trends Around the World report, medical inflation in the Philippines increased to 13.7 percent in 2019 from 13 percent in 2018.
The Philippines is behind Vietnam which has the highest medical costs in the region at 14.2 percent this year, lower than the 14.5 percent in 2018.

“As prices of medicines and drugs in the Philippines have been one of the steepest in the region, the E.O. will enable the Philippine Medicine and Drug Market’s prices to be at par with that of the prices of our neighboring countries,” Andanar said.

Since drugs and medications make up a large part of Filipinos health expenses, Andanar was grateful that the order was signed to provide access to quality and affordable drugs and medicines particularly for the poor.

He also assured that the Duterte administration will remain committed to prioritize the health and well-being of all Filipinos.

“We will continue to undertake measures and programs that will further expand everyone’s access to healthcare and further promote the health development of Filipinos, in order to realize President Duterte’s goal of providing a dignified and comfortable life for all,” he said.

On Monday (February 17), Duterte signed EO. 104 titled "Improving Access to Healthcare through the Regulation of Prices in the Retail of Drugs and Medicines” to impose price regulation through a maximum retail price (MRP), maximum wholesale price (MWP) on certain drugs and medicines.

The EO lists over 100 drugs and medicines registered under the Food and Drug Administration (FDA) and available in the market including antihypertensives, antidiabetic, anti-cancer, analgesics or painkillers, and anticoagulants or blood thinners among others with MRPs and/or MWPs.

It stated that the MRP of all drugs and medicines shall be imposed on all public and private retail outlets, including drugstores, hospitals and hospital pharmacies, health maintenance organizations, convenience stores and supermarkets, and the like.

On the other hand, the MWP of all drugs and medicines shall be imposed on all manufacturers, wholesalers, traders, distributors, and the like. No public or private entity shall be allowed to sell, reimburse or demand from the public or patients’ payment in an amount higher than the MRP or MWP, as the case may be.

The EO is expected to cut prices of over 100 drugs by around 56 percent from their prevailing market prices.

Based on the Ulat ng Bayan September report of Pulse Asia released by the Department of Health (DOH), 99 percent of Filipinos are not able to afford their prescription medicines because they are expensive.

Butuanons donate blood to ensure enough supply in hospitals

BUTUAN CITY, Feb. 19 (PIA) -- More than 300 Butuanons have donated their blood during a bloodletting activity held inside a mall here, in time with the Valentine's Day celebration on Friday with the Philippine Red Cross (PRC) Agusan del Norte-Butuan City Chapter.

Said activity was aimed to ensure that there is enough blood supply for those who would need it in any hospital in the city, including the office of Philippine Red Cross local chapter.

The number of individuals who donated their blood this year is higher compared to last year.

Ronalyn Nimez and Mary Grace Lava, both Criminology students, are among of those who came early at the venue and participated in the bloodletting activity.

They claimed that apart from their intention to help other individuals, donating blood also gives several health advantages to them, as it helps in improving cardiovascular health and reducing the risk of cancer, among others.

“I really wanted to help other people who are in need of blood for their medication. In this little way, I hope I could help them save their lives,” cited Nimez.

“Donating blood has a lot of advantages to our body, that’s why I don’t hesitate doing it regularly,” said Lava.

According to Israel Palero, station manager of 95.1 Love Radio in Butuan City, who also initiated and organized the said activity, they wanted to help Butuanons in need of blood and ensure that there is enough supply of it.

He further stressed that as concerned media partner, they do not only provide entertainment to the listening public, but also extend help to them.

“This has been our second year for the bloodletting activity and we are optimistic that more will be joining in this cause to help other people who are in need of blood. We do not only give joy to people through entertainment, but we also care and want to help them in any way possible,” Palero said.

Meanwhile, officer incharge-administrator Alger Boter of the PRC Agusan del Norte-Butuan City chapter called on the public to regularly donate their blood every three months. He also emphasized that whoever needs one could directly visit their office or in any hospital where their patient is to be confined.

“The conduct of bloodletting activity really contributes a lot in sustaining enough blood supply in the hospitals for the patients. I am calling on our co-Butuanons to continue to support such activity and encourage others to do the same. You can donate regularly every three months,” bared Boter. (JPG/PIA-Caraga)

AgNor OKs ordinance granting financial assistance to SK officials

BUTUAN CITY, Feb. 19 (PIA) -- An ordinance authored by honorable Keefe Blue R. Leonar, Sangguniang Kabataan (SK) Federation president, granting financial medical assistance to all SK officials in the province of Agusan del Norte, has been signed on Monday at the provincial capitol lobby, here.

The said signing was attended by Governor Dale Corvera and other provincial officials and witnessed by SK officials from the different municipalities and city of the province.
Governor Corvera, in his message, challenged the SK officials present to regularly conduct activities for the betterment of the youth in the province.

In his response, Leonar thanked the provincial government for supporting the SK officials and members. “The financial assistance adds motivation to the SK to perform more and be an active instrument for other youth to even do good,” he said.

In the Provincial Ordinance No. 544-2020, all SK officials (elective and appointive) in the province of Agusan del Norte may avail of the financial assistance in the maximum amount of P10,000 during their hospitalization. Also, the granting of such assistance shall be based on the billing in excess of PhilHealth deduction but not to exceed the P10,000.00 subject for evaluation by the Provincial Social Welfare and Development Office, and only be availed once by the SK officials.

31 former rebels receive E-CLIP benefits

CABADBARAN CITY, Agusan del Norte, Feb. 19 --  Thirty-one former rebels (FRs) who already have surrendered to the 29th Infantry (MATATAG) Battalion (29IB), Philippine Army recently received the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits at the headquarters of 29IB, Brgy. Del Pilar, this city.

The said benefits which have been given to the FRs included financial assistance, food packs and personal hygiene kits. Before being given the benefits, they were first subjected to some assessment and interview.

Sheryl Ann C. Disucatan, the Regional Social Welfare development Officer encouraged the FRs in her statement, “While there is life, there is hope. So, never lose hope and keep on believing that change and a better day for every one of you will surely come.

Remember that taking up arms against each other will never be a good solution to any of our problems. Yes, the government is willing to help, but the government will not be there all the time for you, you need also to help yourself. Because the change and help that you are all seeking will primarily start from YOU, and the rest will just follow."

Rosalind R. Sur, Provincial Social Welfare Development Officer reminded the FRs that these E-CLIP benefits are government programs to help them, "So, please plan and spend it well on things that will help and benefit yourself and your family. I hope there will be more training sessions and programs that other agencies will offer for your benefit," she said.


Lt. Col. Isagani O. Criste, Commanding Officer of 29IB, said he was grateful and happy to see how mindful the government is to its people especially in fulfilling its promise to help those former rebels who have once lost their way but have now found their way back. “And yes, the government is doing its best to help and support its people. But I hope you may realize also that not all the time will there be a government who will look after all of your needs, a government that could always provide you whatever you want in an instant. SurSur LGU bans pigs, pork products from areas affected by swine fever

BISLIG CITY Surigao del Sur, Feb. 19 (PIA) --  The local chief of executive of Hinatuan, Surigao del Sur has issued on Tuesday a temporary entry ban on live pigs and pork-by-products from Luzon and African Swine Fever (ASF) affected areas in Mindanao.

Based on the report, Hinatuan Mayor Shem Garay, through an Executive Order No. 08 series of 2020, temporarily banned all live pigs, pork, and pork-related products, and by-products whether fresh, frozen, processed or cooked from ASF affected areas to prevent the spread of the swine disease and further protect the local hog industry in the municipality.

Likewise, the backyard hog raisers were prohibited from practicing swill feeding (locally known as 'bahug' or 'lamaw') to prevent further spread of the deadly pig virus as food leftovers may contain contaminated pork meat.

Mayor Garay then urged the hog raisers, whether in small or commercial scale, to be vigilant and encouraged to immediately report sick pigs or incidence of pig mortality to the Municipal Agriculture Office.

“The local government unit of Hinatuan will be adopting stringent measures to prevent the invasion of the ASF in the municipality and protect the hog raisers and the swine industry,” said Mayor Garay, in a press statement.

Rotary, ACE to host golf tournament for a cause

BUTUAN CITY, Feb. 19 (PIA) -- The Rotary Club of Butuan (RCB) has partnered with the Association of Caraga Executives (ACE) and West Highlands Golf Club Inc. (WHGC) for the conduct of the three-day 12th Caraga Executives Open (CEO) Golf Tournament on May 15 to 17, 2020 at the West Highlands Golf Club in Brgy. Bon-bon, this city.

This is in line with the said organizations’ pledge to conduct at least one golf tournament with WHGC every year for 2020 to 2022.

Accordingly, tasking and designation of responsible personnel will be shared with the organizations involved. The host gold club will facilitate the registration before and during the tournament, including the scoring, and in tee-off times. In addition, WHGC will be designating the marshals for the duration of the event.

Partner organizations are tasked with assigning a rules committee that shall organize the rules of the play. Streamers and other advertising paraphernalia will likewise be produced, with the approval of WHGC Golf Operation Ben Ramos and Andy Bartolome.

The RCB and/or ACE are given the authority to determine the placement and distance of the pins, as well as the personnel who will serve as the hole-in-one witness during the tournament but with the supervision of the WHGC golf operation personnel.

WHGC has offered to produce other equipment needed for the tournament, such as fore caddies and hole markers, and ten units of golf carts, as well as two marshals and additional personnel for the participants’ accommodation and partner organizations are tasked to cover the expenses.

Digging at the roots for better program implementation

As the saying goes, to effectively solve problems, you have to dig at the roots.

Thus, the Department of Agriculture (DA) Undersecretary for High Value Crops Development Program (HVCDP) Evelyn G. Laviña conducted a ground-level monitoring and evaluation of HVCDP implemented projects in the Caraga Region on February 10.
Laviña said that their role at the central office is to craft policies and guidelines for the various programs and projects being implemented.

“We want to ensure that the policies we make at the top will really fit the needs of our stakeholders that is why we came here to personally interact with the farmers and see the real scenario at the regional level.  We also want to see how the interventions are being implemented and if the recipients are benefitting from it,” she said.

Moreover, Laviña said they want to solicit inputs from the stakeholders themselves on how the program can be improved further.

The group visited the Sitio Antipolo Farmers Association of Buenavista, Agusan del Norte, Inc. and the  Simbalan Rubber Farmers Association, Inc. in Agusan del Norte, the Agricultural Resource Center of the Office of the Provincial Agriculture in Agusan del Sur, the Magkiangkang Multi-Purpose Cooperative (MAMPC) in Bayugan. Agusan del Sur, the Farmers Alternative to Self-Reliance Multi-Purpose Cooperative (FASRMCO), and the Km. 7 Farmers Producers Cooperative in Butuan City.

Aside from discussing their projects, Usec. Laviña also discussed to the farmers about the Agricultural Competitiveness Enhancement Fund (ACEF), a lending program of the DA that aims to increase the productivity of farmers and fisherfolk by providing the necessary credit. Further, she shared about the Kapital Access for Young Agripreneurs (KAYA) a lending program for farming enthusiasts aged 18-30 years old which aims to bring back the interest of the young generation to farming.

The Undersecretary also emphasized to the farmers the importance of crop diversification for improved productivity and increased income.

On the other hand, Gerry Obsid, the Chairman of SAFABAI, a group of coffee growers from Buenavista, Agusan del Norte said he was thankful that Usec. Laviña was able to visit their place for them to see their situation.

SMILE project addresses off-grid islands’ power, dev’t needs

A Solar ComMunity-Based Island Tourism and Livelihood Energizer Platform (SMILE Project) was being piloted in four sites of this province which addresses the islands’ power and development needs.

The SMILE project, which is being funded by the European Union (EU), is aimed at enhancing their capacity and resiliency against the impacts of climate change by harnessing the power of technology, such as renewable solar energy that have low-to-zero GHG emissions and connected to a resilient and efficient power network to provide sustainable and adequate 24/7 electricity; provides environmentally sound livelihood interventions to attain longer term human and environmental resilience; and developing the islands’ eco-tourism potentials.

All these were made possible by the World Wide Fund for Nature-Philippines (WWF-Philippines), together with the University of the Philippines Asian Institute of Tourism (UPAIT), Association of Isolated Electric Cooperatives (AIEC) through its subsidiary, AIEC Missionary Green Energy Corporation (AIEC MGEC), Siargao Electric Cooperative (SIARELCO), Dinagat Island Electric Cooperative (DIELCO), the Municipality of Del Carmen, and Dinagat Province Tourism Council, in cooperation with the local government units of the Province of Surigao del Norte and Dinagat Islands.


Small-scale fishing communities often live a vulnerable existence. Physically, fishing is a demanding job. It also solely depends on what nature can offer at a particular time. And fishing is fraught with danger, even at the best of times.

In these days where the global community is facing a climate emergency, fishing resources, just like any other environmental resources that sustain households and communities are on a steady decline due to overexploitation in some parts that resulted to a diminishing supply. This put intense pressure on fishing families and communities to make ends meet.

A disruption in fishing is also a disruption in the community since fishing is not just a livelihood, especially in the islands, but a way of life. And this is more pronounced in the island-barangays of Anajawan, where 17 percent of residents aged 15 years old and over are dependent on fishing; Cab-ilan (22 percent); Halian (25 percent); and Kanihaan (17 percent).

Anajawan and Halian, located in the municipalities of General Luna and Del Carmen in Siargao, Surigao del Norte, respectively; and Cab-ilan and Kanihaan, in the municipalities of Dinagat and Libjo, both in the Province of Dinagat Islands; have huge eco-tourism potentials but their lack of 24/7 electricity services, isolation and climate vulnerabilities are hindering the economic opportunities such as livelihood and their development.

They are also very vulnerable to climate shocks. Identified climate change drivers of risks are sea-level rise (SLR), storm surge, tropical storm, increasing air and sea surface temperature and changing rainfall patterns. The risks also include loss of adaptive capacity and ecosystem services on which lives and livelihood of small island inhabitants depend.

Tourists are already visiting these islands to surf, dive or snorkel, among others, but due to lack of reliable 24-hour power and accommodation, there is hardly any development going on in the communities.

An essential part of sustainable eco-tourism is an eco-friendly accommodation that combines conservation with relaxation, whose operations integrate sustainability into its core. Eco-tourism is hailed as a more sustainable form of tourism since the tourists aim to reduce their impact on the environment while partaking in activities that immerse them in nature and promote the conservation of the natural environment they have come to enjoy.

Eco-tourism, according to the World Conservation Union, is an “environmentally responsible travel to natural areas, in order to enjoy and appreciate nature (and accompanying cultural features, both past and present) that promote conservation, have a low visitor impact and provide for beneficially active socio-economic involvement of local peoples.”


Integral to eco-tourism is the use of renewable energy in the project sites. In the case of the SMILE project, a solar powerhouse will be constructed on each site. Powering these powerhouses is an array of solar panels on the roofs of the micro hotels which will also be constructed in the four barangays to accommodate tourists.

With such power plant, the islands become self-sufficient in terms of energy and will no longer rely on GHG-emitting and noisy diesel-fueled generator sets that disturb locals, tourists and guests, and also the wildlife. Butuanons nagkaisa sa bloodletting activity sa Araw ng mga Puso

LUNGSOD NG BUTUAN, Pebrero 19 (PIA) -- Mahigit 300 Butuanons ang nag-donate sa isinagawang bloodletting activity sa lungsod ng Butuan kasabay ng selebrasyon ng Araw ng mga Puso noong biyernes, katuwang ang Philippine Red Cross Agusan del Norte-Butuan City Chapter.

Layon nitong masigurong may sapat na supply ng dugo para sa mga mangangailangan na  mga ospital, maging sa Philippine Red Cross.

Tumaas ang bilang ng donors ngayon kumpara noong nakaraang taon. Sina Ronalyn Nimez at Mary Grace Lava, na pawang Criminology students ay kabilang sa mga maagang nagpunta at nag-donate ng kanilang dugo.

Ayon sa dalawa, maliban sa nakakatulong na sila sa iba, may kabutihang naidudulot rin ito sa kanilang kalusugan.

“Gusto ko talagang makatulong sa kapwa. Sa maliit na bagay at sa paraang ito, alam kong marami ang makikinabang at buhay na masasagip,” ani ni Nimez.

“Mabuti naman ang naidudulot na epekto sa katawan ng pagdodonate ng dugo kaya hindi ako maghihinayang na tumulong sa kapwa ko,” pahayag ni Lava.

Ayon kay Israel Palero, manager ng Love Radio Butuan na siyang nag-organisa sa nasabing bloodletting, layun nilang makatulong din sa kapwa maliban sa pagbibigay kasihayan sa mga ito.


“Pangalawang taon na naming ginagawa ito kasama ang Philippine Red Cross at iba pang stakeholders at masaya kami dahil dumarami rin ang sumusuporta at gustong tumulong,” sabi ni Palero.

Hinimok naman ni officer-in-charge administrator Alger Boter ng Philippine Red Cross Agusan del Norte-Butuan City Chapter ang lahat na ugaliing magdonate ng dugo kada tatlong buwan.

“Ang pagsagawa ng bloodletting ay malaking tulong upang matugunan ang pangangailangan ng mga pasyente sa ospital. Ugaliing mag-donate ng dugo kada tatlong buwan dahil maliban sa nakakatulong na kayo sa ibang tao, may magandang naidudulot rin ito sa inyong katawan,” ani ni Boter. (JPG/PIA-Caraga)

PCOO chief calls for hog raisers’ cooperation against ASF

BUTUAN CITY, Feb. 20 (PIA) -- Presidential Communications Operations Office (PCOO) Sec. Martin Andanar calls for the cooperation of hog raisers in Mindanao to curb the spread the African swine fever (ASF) in the island.

With the ASF spreading over Davao provinces and the declaration of an outbreak in Davao Occidental, entry points for hog shipping in Mindanao have implemented stricter inspection, especially in areas near the said affected provinces.

In Caraga, the Department of Agriculture (DA) Caraga has activated the Emerging and Re-Emerging Infectious Animal Disease Task Force to create interventions and preventive measures for the issue regionwide.

In addition, the provincial government of Agusan del Norte has established a task force to counter the spread of ASF and has implemented additional quarantine measures by establishing quarantine stations in the municipalities of RTR and Carmen.

The local government in Hinatuan, Surigao del Sur has also prohibited backyard hog raisers from practicing swill feeding, or feeding hogs with a mixture of leftover food.

Andanar also emphasized that independent hog raisers make up a significant portion of the hog industry in the country but are usually left unmonitored. Their commitment to abide by the necessary protocol and procedures will greatly contribute to the eradication of ASF in the country. (DMNR/VLG/PIA-Caraga)

AgNor SK officials to benefit from new ordinance

BUTUAN CITY, Feb. 20 (PIA) - The Sangguniang Kabataan (SK) officials in the province of Agusan del Norte are grateful with the new ordinance to be implemented by the local government unit, which allows them to benefit from the financial assistance intended for their medical needs.

According to Kefee Blue Leonar, the SK Federation President of Agusan del Norte, the P10,000 budget as financial assistance to SK officials is really of great help, as they could use it for medication or hospital expense.

“Based on Republic Act 10742 which is the SK Reform Act of 2015, it does not mention that the SK members, secretaries and treasurers are to receive honorarium, so considering that the work or function of the SK is really not that easy, this would be one of the solutions to also recognize their effort,” bared Leonar.

With this new benefit, Governor Dale Corvera urged the SK officials to continue in improving their performance and come up with regular and useful activities for the local populace particularly the youths in the barangays and impart their knowledge on how they would be able to maintain peace and order in the community.  

“Do not focus your mind in infrastructure development or projects, leave that aspect to your punong barangays, to your mayors, to your governors. Instead, focus on your own development because that is the purpose why we have this SK. And as the governor, I will support you in all your activities,” Corvera underscored.

The said financial assistance is just one of the benefits being provided by the provincial government. Leonar is optimistic that there would be more plans and opportunities for the youth sector in the coming months.

Butuan City youths learn ways to curb proliferation of fake news

BUTUAN CITY, Feb. 20 (PIA) - Being equipped with the right information is vital to the development of the people in the communities. This was given emphasis during the Youth for Truth Caravan participated by students and youth leaders here.

According to Elimelech Mendoza V, the youths should be able to learn better ways to curb the spread of fake news, especially that they are exposed to various information they get to see in the social media and are prone to be deceived by the wrong information.

“The Youth for Truth caravan helped us understand better the importance of disseminating timely, accurate and relevant information to the public, and with the use of the social media, we could help curb the spread of fake news,” underscored Mendoza.

RM David Martinote was also grateful to have participated in the said caravan, having learned the danger of spreading fake news when shared unconsciously using different platforms.

“We are very fortunate to have heard all the information and for somehow training us on how we could help put a stop on the spread of fake news in social media,” Martinote said.

Butuan City SK Federation President Cynth Zephanee Nietes reminded her peers to be more responsible and meticulous in getting the information they see on social media.

Nietes further bared that the city government of Butuan has revived and strengthened the local youth development plan as a step towards producing a well-informed and responsible youth in the city.

She further urged all youths to first read and verify the content of an information they see online before sharing it on the different platforms.

The said caravan is one of the government programs through the Presidential Communications Operations Office (PCOO) that aims to equip the youth as a partner in countering the spread of fake news.

Pagbigay ng financial assistance sa mga SK officials ng AgNor, nilagdahan na

LUNGSOD NG BUTUAN, Pebrero 20 (PIA) -- Ikinalugod ng mga Sangguniang Kabataan o SK officials ng Agusan del Norte ang paglagda ng isang ordinansa na layong mabigyan sila ng tulong pinansyal sa panahon na sila ay magkasakit.

Ayon kay Kefee Blue Leonar, ang SK federation president ng Agusan del Norte, malaking tulong ang P10,000.00 na tulong sa mga kabataan sa panahon na sila ay magkasakit at ma-ospital. Ito ay isang motivation upang mas maengganyo pa ang mga ito na magtrabaho para sa kapakanan ng probinsya.

Maliban sa binigay ng benipisyo, hinikayat din ni Gobernador Dale Corvera ang mga SK officials na magkaroon ng regular na mga aktibidad ang mga ito upang mas magkaroon pa ng panahon na maibahagi ang kanilang mga kaalaman para sa kaayosan ng probinsya.

Ang pagpirma ng Provincial Ordinance No. 544-2020 sa pamamagitan ni Gob. Corvera ay dinaluhan at sinaksihan ng mga SK officials mula sa iba’t ibang munisipyo at lungsod ng probinsya.

PPA implements preventive measures vs. COVID-19

BUTUAN CITY, Feb. 21 (PIA) -- The Philippine Ports Authority (PPA) has strictly implemented the 14-day quarantine anchorage of a vessel in Nasipit, Agusan del Norte.

This is part of the preventive measures undertaken by the authorities against the coronavirus disease 2019 or COVID-19.

According to  Mildred Padilla, port manager of the Port Management Office of Agusan, the said vessel docked near the Nasipit Port has been anchored since February 7 and right after the 22 crew of the said ship were given clearance, they were then allowed to sail heading to their main destination in Tubay, Agusan del Norte.

“We observe the 14-day quarantine period, so when the boarding team headed primarily by the Bureau of Quarantine did not see any manifestation, they will then issue the clearance,” bared Padilla.

PPA is also constantly monitoring the passengers coming in and out of the Nasipit Port through the use of non-contact thermometers with the help and assistance of the Rural Health Unit of Nasipit.

Meanwhile, the Emerging And Re-Emerging Infectious Disease Task Force led by the Department of Health (DOH) Caraga was also strengthened to combat the spread of false information or fake news regarding the COVID-19.

Department of Health - Center for Health and Development (DOH-CHD) Caraga regional director Dr. Jose Llacuna, Jr. appealed to the public to only get updates on COVID-19 from their office, and assess carefully any information they see and read on social media before sharing it to others.

“I also urged all Caraganons to continuously listen to the health advisories of the Department of Health. The DOH will issue only official messages concerning COVID-19 for public order and safety,” said Dr. Llacuna.  

At present, the 14-day quarantine to a patient under investigation in the region has been complied with and showed a negative result of Coronavirus. Of the 36, 24 persons under monitoring have already undergone the 14-day monitoring period.

Dr. Llacuna thanked the local government units particularly the surveillance officers for ensuring that the monitoring of the persons under monitoring (PUMs) is strictly implemented.

NPA cadavers, firearms recovered in a joint operation in Agusan Sur

TALACOGON, Agusan del Sur, Feb. 21 - Two cadavers of the New People’s Army (NPA) members and firearms caches were recovered during the conduct of joint Armed Forces of the Philippines - Philippine National Police (AFP-PNP) operation in the hinterlands of Barangay San Vicente, Esperanza, Agusan del Sur on February 16, 2020.

The location was revealed after seven members of NPA voluntarily surrendered to the folds of the law through the efforts of 26th Infantry Battalion, Police Regional Office 11 and 13 and concerned local government units.

Guilty conscience and realization pushed a certain Jason Alawayon alias Tiger, one of the former rebels (FRs), to reveal the location of the buried arms caches and cadavers of his comrades who were wounded and eventually died during the armed engagement with the government troops way back in 2017.

“Gikapoy na mi sa among kahimtang sa sulod sa kalihukan, lahi ra gyud sa kahimtang adtong sa gawasnon pa mi ug nagpuyo nga malinawon. Unya nakonsyensya pud mi sa mga pamilya sa among mga kauban nga namatay nga walay tarong nga paglubong, ug nagpadayon ang ilang pamilya sa paghuwat kung kanus-a sila mopauli (Our situation inside the movement is really exhausting, which is far different from our situation when we were living peacefully. And we felt guilty towards the bereaved families of our comrades who died without decent burial. Their families are still waiting for the remains to be brought back to them),” Alawayon said.

The operation also led to the recovery of two high powered firearms, an M14 rifle and a Garand rifle, including anti-personnel mine and assorted ammunitions.

Meanwhile, the two cadavers were only identified by their former comrades as “Ka Al” from Quezon, Bukidnon and “Ka Dope” from Cagayan de Oro City. Their remains were turned over to Agusan del Sur Police Provincial Office for post mortem examination and future identification of their identities in order to inform their families and be given a decent burial.

On the other hand, Lieutenant Colonel Romeo Jimenea expressed his deepest sympathy to the families of the recovered NPA cadavers. “It is very regretful to think, that the life of our fellow citizens was wasted because of this deceiving propaganda of the terrorist NPA to join their false ideology in changing democracy into communism. This is not martyrdom as what CPP-NPA instills to the minds of their comrades and supporters. This is only a selfless pursuit of political ambition wherein their members and supporters are just sacrificial lambs,” he said.

“Hopefully, the outcome of this operation will serve as an eye-opener to all the remaining members, supporters and sympathizers of the CPP-NPA,” Jimenea added.

Likewise, Col. Allan D. Hambala, 401st Brigade commander, commended the efforts of the 26th IB and PNP in the success of the said operation. He further emphasized that the success was the result of a relentless intelligence operation and information drive with an effect of demoralizing the remaining members of the NPAs and later on decided to surrender.

“We have to strengthen our efforts in order to finally end this armed conflict. Remember that the local governments are already supporting us into the success of our goal through EO No. 70. Let’s all take advantage in making use of it against the communist-terrorists,” said Hambala.

“We are again appealing to all the remaining members of the NPAs to lay down their arms and be a law-abiding citizens once again. Your armed struggle had already brought numerous senseless deaths and miseries to the hundreds of thousands of Filipinos especially to the natives. US gov’t awards grants to Marawi’s displaced communities

SURIGAO CITY, Surigao del Norte, Feb. 21 -- The United States (US) awarded six micro-grants to community groups composed of Marawi’s displaced citizens and their host families. 

Mindanao Development Authority (MinDA) chairman Emmanuel Piñol joined U.S. Agency for International Development (USAID) Office of Economic Development and Governance chief Jeffrey Lehrer during  the recent handover ceremony in Iligan.

Each micro-grant is valued at P260,000 ($5,000) and will support community learning facilities, including training spaces and daycare centers.

The micro-grants are part of USAID’s three-year, P1.35 billion ($25 million) Marawi Response Project, which supports the economic recovery and social cohesion of displaced and host communities in Marawi, Lanao Del Sur, Lanao Del Norte, and Iligan. 

Launched in 2018, the project is a partnership between USAID and international non-governmental organization Plan International, with support from local organizations Ecosystems Work for Essential Benefits, Inc. and Maranao People Development Center, Inc.

“The US government, in partnership with the Philippine government, is committed to supporting Lanao communities in their journey to recovery,” said Lehrer in his message to grant recipients. 

Representatives of Task Force Bangon Marawi, Lanao Del Sur provincial government, and city governments of Marawi and Iligan joined the event.

Nikki Macaraub, a beneficiary of the Marawi Response Project, worked with others in her community to set up a learning center for livelihood opportunities. 

“Now that we have a facility for teaching sewing and dressmaking, we can help more displaced women like me in restarting businesses to support our families and to rebuild our lives,” said Macaraub.

Ito ay bahagi ng hakbang ng mga otoridad kontra coronavirus disease 2019 o COVID-19. Ayon kay PPA Port Management Office ng Agusan port manager Mildred Padilla, naka-ankla ang naturang barko sa malapit sa Nasipit port mula pa noong Pebrero 7 at pagkatapos mabigyan ng clearance ang 22 crew ng nasabing chinese vessel agad naman itong pinahintulutang bumiyahe sa kanilang distinasyon sa Tubay, Agusan del Norte.

Puspusan din ang kanilang pagmomonitor sa lahat ng mga pasahero sa Nasipit port sa  pamamagitan ng pagkuha ng temperature gamit ang non-contact thermometers sa tulong ng Rural Health Unit ng Nasipit.

Samantala, pinaigting rin ng Emerging and Re-emerging Infectuous Disease (EREID) task force sa pangunguna ng Department of Health o DOH sa rehiyon ng Caraga upang labanan ang pagkalat ng mga maling impormasyon hinggil sa COVID-19.

Panawagan ni DOH Caraga regional director Dr. Jose R. Llacuna, Jr sa publiko, kumuha lamang ng impormasyon hinggil sa COVID-19 mula sa kanilang ahensya at dapat suriing mabuti ang mga napapanood at nababasa sa social media.

Sa kasalukuyan, natapos na ang 14-day quarantine ng isang patient under investigation sa rehiyon at negatibo ito sa coronavirus.

Mula sa 36, nasa 24 na persons under monitoring o PUMs ang tapos na ng 14-day monitoring period.
Malaki naman ang pasalamat ni Dr. LLacuna sa  Local Government Units lalo na ang mga surveillance officers na tumulong upang maipatupad ang monitoring sa PUMs.

PCOO promotes PH gov’t gains in anti-drug campaign

THE HAGUE, Netherlands– The Presidential Communications Operations Office (PCOO) championed the accomplishments of President Rodrigo R. Duterte’s fight against illegal drugs in The Hague.

“The Duterte administration has constantly been undertaking numerous initiatives and programs to achieve its goal of drug-free and drug-resistant communities,” PCOO Secretary Andanar said during an engagement with the Filipino community here at the Philippine Embassy in the Netherlands on Feb. 20.

Citing data from the Philippine Drug Enforcement Agency, Andanar said the government has already seized P41.55-billion worth of illegal drugs; rescued 2,833 children from illegal drug-related activities; arrested 735 drug abusers who are government workers; dismantled 506 drug dens and laboratories; and cleared 17,816 barangays as of December 2019.

“These are triumphant achievements for both the government and the civil society, all thanks to President Rodrigo Roa Duterte’s strong political will, geared towards providing a comfortable and dignified life for all Filipinos,” he said, adding that the PCOO will remain persistent in presenting the real stories of the drug war despite pressure from domestic and foreign critics.

He lamented that despite these achievements, criticisms continue to be lobbed at the government’s fight against illegal drugs, especially from the opposition who refuse to look at the results thus far.

These are amplified, he added, through the proliferation of disinformation and fact twisting by naysayers whose agenda is to discredit the government.

“Despite these obstacles, the Duterte administration will remain firm in its mandate and obligation to realize a drug-free and corruption-free Philippines,” he said.

Andanar also turned over a copy of the PCOO-produced anti-illegal drug documentary film “Gramo” to the Philippine Embassy in The Hague, followed by a film-showing session attended by the members of the Filipino community, students, and Dutch officials.

“Thank you very much for these materials which we will be sharing with the Netherlands government, that we also now have the information from the Philippine government, particularly on the anti-illegal drug campaign,” Ledda said.

A copy of the Presidental Task Force on Media Security (PTFoMS) report on the state of media freedom in the Philippines was also given to the Philippine Embassy.

“This is very important. The Netherlands is an advocate for fundamental human rights, and one of the things we emphasize is the importance of press freedom, and I think it’s very important for us to show that press freedom is very much alive in the Philippines, and also the administration of justice is very much functioning, independent, and impartial. I think these are very important messages that we can convey to our partners here in Europe,” Ledda said.

Bianca Ruiz, a student from the Leiden University in the Netherlands, said, “The documentary was very informative. I do believe that drugs are a huge problem in the Philippines, and I understand it as a domestic policy of Duterte, and I believe in it. And I also appreciate that he’s also capitalizing also the rehabilitation centers.”

Meanwhile, columnist and former city councilor of The Hague, Anton Lutter, said he supports the programs of President Rodrigo Roa Duterte.

“I’m very supportive of the President, and because he’s a president who takes action, he takes care of his people. He is trying to breakdown the drug crimes, of course, this is something you can’t manage in four years, but basically he is the President who is actually doing something about it,” he said.

He said that is also what he hears from a lot of the Philippine diaspora who are very supportive of the President.

“But of course you won’t hear that in the western media. So that is always something to realize that it’s not only negative news about the Philippines,” he added.

Human rights in the Philippines, he added, is basically on a good level.

“You cannot say there is a dictatorship. There’s democracy, there’s a good sound judiciary stem, with an independent Supreme Court,” he said. (PCOO)

Press freedom ‘very much alive’ in PH: Andanar

MANILA — Media outlets in the Philippines currently enjoy press freedom under the watch of President Rodrigo Duterte, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said Tuesday.

During a media engagement at the United Nations (UN) in Geneva, Switzerland, Andanar stressed that press freedom is “very much alive” since Duterte became President in 2016.

Andanar noted that the Duterte government has created an “enabling media environment” and a “safe space for journalists.”

“The Philippines enjoys a long-standing history of press freedom. This should attest that press freedom is very much alive in the Philippines,” he said.

His statement came as critics slammed the current administration’s supposed attempts to curtail press freedom.

Some have claimed that the alleged effort to block the renewal of local broadcast firm ABS-CBN’s legislative franchise, which expires on March 30, is clearly an issue of press freedom.

Andanar said the narratives against Duterte and his administration are “written out of context, some without basis, and others, outright lies.”

“There are a lot of stories criticizing the government of President Rodrigo Duterte, including issues regarding media information… It is our job to challenge and to clarify these inaccurate stories, and to simply tell the truth,” he said.

Andanar denied that private media companies are under attack.

He said the existence of baseless and false reports to discredit Duterte merely proves that Philippine media can freely exercise the freedom of the press.

“The fact that such articles, reports, and accounts exist, indicates that there is a free press in the Philippines — no censorship, no persecution,” Andanar said.

There are around 2,501 private media outlets and 34 state media outlets, as of 2018, according to the data cited by Andanar.

Protection of media rights

Andanar assured the Duterte administration is exhausting all efforts to protect the rights of the media.

He said the government sought the passage of the proposed Media Workers’ Welfare Act that will give media workers equal protection, security, and benefits.

“At present, the Duterte administration is now pushing for the passage of the (proposed) Media Workers’ Welfare Act in Congress, a bill which seeks to address the vulnerabilities of the media by uplifting their economic welfare, benefits, and skills, thereby creating an environment that is conducive to an empowered, independent and free media,” Andanar said.

House Bill (HB) 2746 or the Proposed Media Workers’ Welfare Act filed in July 2019 seeks the granting of mandatory additional insurance benefits by the Social Security System and the Government Service Insurance System, including death and disability benefits, and reimbursement of medical expenses.

HB 2746 also creates a Commission on Press Freedom and Media Security that will serve as media workers’ safeguard from all forms of attacks and as a development center for journalism.

Communications Secretary Martin Andanar told foreign media organizations that there are no efforts by the government to censor or persecute the press, saying the government is open to criticisms.

In a roundtable with members of the media at the United Nations headquarters in Geneva, Switzerland, Andanar said stories that criticize President Duterte are proof of the vibrant press freedom in the country.

“The fact that such articles, reports, and accounts exist, indicates that there is a free press in the Philippines—no censorship, no persecution,” he said Wednesday.

“These narratives are something we expect. Our current administration is a game-changing one. But some of these narratives are written out of context, some without basis, and others, outright lies,” he added.

According to Andanar, the Philippines enjoys a long-standing history of press freedom, noting that there are at least 2,501 private media outlets compared to the 34 government media outlets as of 2018.

“This plurality of voices is vital in safeguarding our functioning democracy,” he said.

Andanar recognized that while President Duterte may openly criticize the press, he assured members of the media that the President will defend their right to criticize him.

“While the President can and will say what he wants, his actions speak much louder than his words,” he said.

The Palace official said that Duterte’s desire to protect the media prompted him to immediately issue the executive order on the freedom of information, and administrative order creating a task force on media security within the first three months of his presidency.

The former broadcaster added that the President likewise signed the law that expanded the coverage on the exemption of media practitioners from revealing sources of confidential information to include broadcast and online media.

Andanar also hailed the conviction of 43 individuals in the Ampatuan Massacre where 54 people, including 32 media workers, were killed.

He said the Duterte administration was also pushing for the passage of the Media Workers Welfare Act in Congress which seeks to address the vulnerabilities of the media by uplifting their economic welfare, benefits, and skills.

“This should all attest that press freedom is very much alive in the Philippines and that we have a fully functioning, impartial, and independent justice system,” he said.

Duterte admin has created ‘safe space for journalists’ – Sec. Andanar

The Presidential Communications and Operations Office (PCOO) stood firm on its belief press freedom still prevails in the country, contrary to some allegations.

In a media engagement at the United Nations (UN) Headquarters in Geneva, Switzerland, PCCO Secretary Martin Andanar said the spread of various accusations against the Duterte administration is clear of a free press at work in the country.

“While the President can and will say what he wants, his actions speak much louder than his words. The Duterte administration has created a transparent government, an enabling media environment, a safe space for journalists, and yet it remains open to criticisms,” Andanar said.

Andanar also pointed out the government is not attacking private media companies, amid the ABS-CBN franchise issue.


PH calls for prudence amid human rights allegations

MANILA -- Amid allegations of human rights violations in the Philippines, a Palace official on Wednesday urged top officials of the United Nations Human Rights Council (UNHRC) to be more cautious about claims made by critics and detractors of the Duterte administration, particularly those belonging to groups listed as terrorist organizations.

“We repeat the call for prudence in assessing claims particularly from sources who have enjoyed the hallowed status of human rights defenders while waging the longest insurgency in Asia and terrorizing communities in the Philippines,” Andanar said in a speech delivered before officials of the UNHRC.

He lamented that discussions on the human rights situation in the country have been swayed by “baseless allegations” and that the Council has “failed to exhaust mechanisms for constructive, reasonable, and fact-based discourse.”

“A credible Council cannot base its actions on such inscrutable claims. These claims do not hold their truth against the well-founded accountability mechanisms in the country, the tangible accomplishments of the anti-illegal drug campaign, the growing investors’ confidence in the Philippine economy, and the high level of public support for the leadership of President (Rodrigo) Duterte,” he said.

Counterinsurgency issues

Despite being tagged as a terrorist organization by several countries, he said the Communist Party of the Philippines-New People’s Army (CPP-NPA) has continued to criticize government’s legitimate anti-insurgency actions as red-tagging, curtailment of civic space, and weaponization of bureaucracy against their armed struggle.

“That actors who profess terrorism are able to exploit the mantle protecting human rights defenders is a failure of due diligence on the part of the UN system,” he said, though stressed that it is not too late to rectify this.

Andanar said the Philippine government remains convinced in the UNHRC’s contributions to the promotion of human rights in all parts of the world, however challenged the council to “preserve its credibility” and “uphold the highest standards of objectivity and integrity.”

“Institutionalizing more rigor in assessing information should help the Council successfully navigate a milieu under the strain of politicization, polarization and – outside these halls – skepticism in multilateralism,” he said.

He added that outside terror groups and organizations affiliated to it, the government respects all Philippine non-government organizations (NGOs) and civic leaders whose express support for lawful, free and empowered social activism.

In 2019, the UNHRC voted to adopt a resolution seeking to look into human rights violations in the country in relation to the administration’s anti-illegal drugs campaign.
Out of the UN body’s 47 members, 18 countries supported the proposal to look into the administration's drug war, 14 countries including the Philippines voted against it, while the remaining 15 abstained.

Press freedom a priority

Andanar, a former media practitioner himself, meanwhile rejected allegations that there were restrictions of press freedom in the Philippines, stressing that they were “false and self-serving.”

He said strengthening the space for a free and empowered media is a "priority" of the Duterte government.

Citing strides made to benefit media professionals, he said two of the first orders signed by Duterte after assuming office in 2016 involved media freedom namely Executive Order No. 2 on Freedom of Information and Administrative (FOI) and Executive Order No. 1 creating the Presidential Task Force on Media Security (PTFoMS).

The FOI requires disclosure of all government records involving public interest and upholds the constitutional right of people to information on matters of public concern, he said.

On the other hand, he said the PTFoMS is tasked to ensure the safety of media workers and address the distinction attached to the Philippines as one of the most dangerous places in the world for journalists.

He said his office is working with members of Congress on a Freedom of Information Act that will have a broader scope and a measure that would improve the working conditions and swages of journalists, towards enhancing the environment for a free, empowered, and productive Philippine media.

Moreover, he said gains made by the PTFoMS helped improve the Philippine ranking in the 2018 Global Impunity Index and delisted the Philippines from its Top 5 most dangerous countries in the world for journalists according to the 2018 Reporters Without Borders (RSF) report.

He also boasted of the conviction of the principal suspects in the Maguindanao massacre, dubbed as the world’s worst killings of journalists in history where at least 32 media workers were murdered.

“Allegations of restrictions of media space in the Philippines do not find anchor in such a landscape that is driven by a vision to address impunity, preserve press freedom, and promote the welfare of media workers,” he said.

Media institutions facing charges before the courts, he said, meant that they involved in criminal and constitutional violations. (PNA)

AgNor ELCAC Task Force intensifies campaign vs CNTs

BUTUAN CITY, Feb. 26 (PIA)– “The province of Agusan del Norte is now in full swing in the implementation of Executive Order NO. 70,” says Department of the Interior and Local Government (DILG) provincial director Ellen Vee P. Chua, in an interview, during the Provincial Peace and Order Council (PPOC) meeting held Wednesday, here.

A convergence of efforts has been done to realize the order of President Rodrigo Roa Duterte to end local communist armed conflict (ELCAC) in the country, Chua said. The members of the ELCAC Provincial Task Force headed by provincial governor Dale B. Corvera, national government agencies and local government units, military, policemen and even private sectors have joined hands to solve the insurgency problem of the province through the conduct of community immersions by providing different services, consultations, fora, and many more.


According to director Chua, 90 percent of the municipalities of the province and 97 percent of its barangays have already organized their local ELCAC task forces. "They are now conducting different activities especially those insurgent-affected areas," Chua added.  

Meanwhile, following the assessment through the series of campaigns made by the 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army headed by commanding officer Ltc. Francisco L. Molina, Jr. that the influence of the New People’s Army (NPA) has already reached inside campuses in both elementary and high school in the province. Ltc. Molina described the situation as alarming.

Because of this, the 23IB in coordination with the Department of Education (DepEd) Agusan del Norte and with the support of second district representative Ma. Angelica Rosedell M. Amante-Matba has conducted a series of information drive to the different schools to counter the NPAs propaganda and in their recruitment of the youth.

Value adding through chocolate making

BUTUAN CITY, Feb. 26 -- Start small but dream big! This was the message of Marinus Heemskerk, Resource Speaker during the Chocolate Making Training conducted by the Caraga Cacao Industry Council in coordination with the Department of Agriculture (DA)-Caraga, Philippine Coconut Authority (PCA), Mindanao Development Authority (MinDA), Department of Trade and Industry, Department of Science and Technology and DA-Agricultural Training Institute (ATI).

“Learn to crawl first before you start to run,” he told the participants who were mostly cacao growers and “tableya” processors.

Heemskerk is a food technologist and chocolate processor from the Netherlands. He discussed the process of chocolate making explaining the importance of each step.

The two-day training was held at the ATI Training Complex on February 21 and 22.

Caraga Cacao Industry Council Chairman Christopher Lindo said they organized the training to present cacao farmers another opportunity they can tap from their cacao production. He also said the training is also in line with the pursuit of the DA to encourage farmers to go into value-adding.

“Hopefully after this training, new chocolatiers will emerge in the region,” he said. 

On the other hand, another Resource Speaker, Mary Grace Belviz, facilitated the demo on actual chocolate making.

Belviz is a chocolatier from Davao City. She and her husband Emmanuel own Rosario’s Chocolate. She shared that they too started small but gradually, through hard work and perseverance, their chocolate making business is now growing.

“Chocolate making requires a lot of patience so you have to put your heart into it,” she said.

Further, Belviz emphasized that making good quality chocolates starts with using quality cacao beans. She encouraged the farmers to follow good farming practices to meet the demands of the market and command higher prices for their products.

On the other hand, Istanislao O. Basalo, a cacao grower and tableya processor from Tagbina, Surigao del Sur said he was thankful for the opportunity to attend the training because he gained new learnings that he hopes to make use of soon.

Bishop: Communist ideology not compatible with Christian faith

BAYUGAN CITY, Agusan del Sur, Feb. 26– “Espousing the communist ideology is not compatible with Christian faith.” 

This was the statement of Most Rev. Cosme Damian R. Almedilla, D.D., Bishop of Butuan, during a courtesy call of Brigadier General Lincoln Francisco T. Tagle, Armed Forces of the Philippines, Special Forces Regiment Commander, held recently at the Bishop’s House at St. Peter Seminary, Ampayon, Butuan City.

Bishop Almedilla bared that based on theology, communism is an atheistic ideology and in its sense, is anti-religious. He stressed that the communists in the country have been using religion or Christian faith's credibility not really for faith, but as a material and front to gain more sympathizers.

Meanwhile, BGen. Lincoln Francisco T. Tagle emphasized that the Church and other religious groups should also be protected from the deceptive tactics of the Communist NPA Terrorists (CNTs) who are taking undue advantage on the kind-heartedness of our religious leaders.

The 3rd Special Forces “Arrowhead” Battalion, the unit that covers the area of conflict-affected IP Communities of from Lianga to the Southern part of San Miguel, Surigao del Sur, sought an advice to the Bishop on the proper approaches to promote reconciliation to end insurgency.

“We really need to have a unified partnership with the religious sector because they are the subject matter experts in promoting reconciliation which can help induce more peaceful surrenders in the future,” said Lieutenant Colonel Joey B. Baybayan, 3SFBn commanding officer.

Moreover, the Army was alarmed through the revelations of former rebels that some religious groups in Lianga were the ones backing the alleged CNT-affiliated militant and anti-government group, the Malahutayong Pakigbisog alang sa mga Sumusunod (MAPASU) to request the Surigao Province to stop the Community Support Program and the implementation of Executive Order No. 70 to End Local Communist Armed Conflict in the area.

Bishop Almedilla reminded the diocesan and missionary religious groups on the teachings of the Lord on reconciliation to attain genuine peace and encouraged them to focus on ministering faith and not an ideology.

Caraga RTF-ELCAC to provide better access for legal services

BUTUAN CITY, Feb. 26 (PIA) -- In the recent 3rd Regular Meeting of the Legal Cooperation Cluster (LCC) of Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) held recently here, the said cluster vows to better the provision of legal services especially during service caravans, as agreed upon by its members.

LCC chairperson and regional prosecutor Atty. John S. Magdaraog called for the members of the cluster to discuss the programs and plans for the current year 2020.

One of the major discussions in the meeting is the creation of a more organized comprehensive database of incidents and criminal cases involving the communist terrorist groups (CTGs).

Atty. Magdaraog said that there is an observed incongruence of the data submitted by the Philippine National Police (PNP) Caraga with that possessed by the Prosecutors Office (PO).

In response, the National Commission on Indigenous Peoples (NCIP) Caraga regional director Ferdausi Cerna and PNP Caraga representative PCapt. Junalyn Suan agreed to collaborate to produce a more accurate data for the issue.

Cases involving CTGs

According to the data presented during the meeting, a total of 1,137 cases have been reported in the region, comprising of 300 cases filed from the province of Agusan del Sur; 348 cases in Agusan del Norte; 252 cases in Surigao del Sur and; 233 cases in Surigao del Norte yet only over 766 cases have been duly filed in the Prosecutors Office.

In Agusan del Norte, only 280 cases were officially documented, 155 of which were duly filed. Only about 91 cases were validated by the cluster’s Secretariat as of December 31, 2019. Over 10 of these complaints were withdrawn during the preliminary investigation (PI); one complaint was partially dismissed during PI. Eighty complaints were filed during the preliminary investigation.

Moreover, 53 complaints are awaiting trial, 23 have been archived and four were dismissed.

Among the total number of cases from the specified province, 131 complaints involved murder/homicide, both frustrated and attempted; seven complaints involved arson; one complaint involved kidnapping; two complaints involved robbery; one complaint involved trafficking in person (TIP) and; one complaint involved inciting in sedition.

With the improved comprehensive database, the cluster can handle cases against CTGs better, especially with the strengthened implementation of the Executive Order No. 70 in the country.

LCC 2020 plans and projects


Magdaraog also raised the issue concerning the lack of beneficiaries of their legal services, as observed during the recent 4th RTF-ELCAC Peace Caravan in Brgy. Mt. Carmel, Bayugan City, Agusan del Sur.

As such, the cluster has proposed of erecting a booth exclusive for legal services provided by LCC and intensified awareness campaign by distributing information, education and communication campaign (IEC) materials with the cooperation of the Philippine Information Agency (PIA) Caraga.

In addition, the airing of a Legal Hour radio program was also proposed, wherein line agencies are able to inform the public of the legalities of certain issues relating to their respective mandates. (DMNR/VLG/PIA-Caraga)

DSWD Caraga’s FMS is 2019 PRAISE Best Knowledge Management Initiative

BUTUAN CITY, Feb. 26 -- The Department of Social Welfare and Development (DSWD) Field Office Caraga is again on the spotlight for its innovative systems during the recently concluded DSWD 69th Anniversary held at the DSWD Central Office in Quezon City.

The Field Office bagged the Best Knowledge Management Initiative during the Program on Awards and Incentives for Service Excellence (PRAISE) Awards 2019 for its Integrated Financial Monitoring System (INFIMOS) and Text Query System, designed and developed by the Financial Management Division (FMD).

INFIMOS is a management tool used to monitor funds utilization. It is an advanced computerized system used by DSWD Caraga’s Accounting, Budget, and Cash Sections for the recording of details of the transactions of all funds, programs, and services.

DSWD Caraga is the only Field Office in the country that has this kind of automated financial system.

The INFIMOS, which was initially introduced in 2014, has been the workhorse of FMD Caraga since then.

Due to its benefits, the said system has been used by DSWD Caraga until the present. The nominated team/system developers have been continuously adding new features and functionality resulting to a more useful and powerful system that truly supports the implementation of various programs in its financial management and many more ways.

INFIMOS has stored 1,661,348 pages of digital images of 62,708 vouchers and supporting documents. These digitized file storage of INFIMOS resulted in savings on office supplies. The 1,661,348 pages of digital files amount to 3,322 reams of paper. The office had saved about P764,000.00 because of this.

Due to INFIMOS, it has become less daunting to account, analyze, report, manage the numerous accounts covering the P2.5-billion budget of DSWD Caraga for its 36 programs and projects, 45 responsibility centers, 11 bank accounts, and more than 1,000 employees.

Among the benefits of INFIMOS are accuracy of records and reports; reconciled records of Accounting, Budget, and Cash Sections; shorten processing time and reduce the burden of heavy workload on the staff; status and whereabouts of vouchers are tracked; and data and files are ensured from loss since they are digitized and backed up.

Moreover, another best initiative of DSWD Caraga is the Text Query System, which is a facility for use of staff, vendors, and service providers to get information, about the status of their claims and payment made, thru text message. The system is fully automated to provide information upon the request of staff, vendors, and service providers – 24/7.

It is a facility for FO Staff, Vendors and Service providers – makes use of tracking of claims and status of payment and whereabouts of Suppliers and Service Providers’ claim in the INFIMOS to autonomously respond to their queries.

With information on details of payment, vendors and suppliers can claim the payment as soon as check or ADA is made. Thereby, it hastens the payment and with OR issued, the transaction’s voucher can be submitted to COA early.

Ayon kay Department of the Interior and Local Government (DILG) Agusan del Norte provincial director Ellen Vee Chua, nasa 90 porsyento na ang mga munisipyo at 97 porsyento na rin ang mga barangays na may local task force, lahat na mga ito ay may mga aktibidad na ginagawa kagaya ng mga community immersion sa mga lugar na apektado ng insurhensiya.

PH calls for prudence amid allegations on human rights

Presidential Communications Secretary Martin Andanar delivered the Philippine dignitary statement at the 43rd Human Rights Council Session-High Level Segment, on February 26, 2020, at the Palais des Nations, in Geneva, Switzerland.
GENEVA, Switzerland, Feb. 27 -- The Philippines urged the United Nations Human Rights Council to reassess baseless claims made against the government on the alleged impunity and human rights violations, and exercise due diligence in dealing with terrorist groups masquerading as human rights defenders.

Presidential Communications Secretary Martin Andanar delivered the Philippine dignitary statement at the High-Level Segment of the 43rd Session of the Human Rights Council on Wednesday, February 26, highlighting the Duterte administration’s policy on media freedom and human rights.

“We repeat the call for prudence in assessing claims particularly from sources who have enjoyed the hallowed status of human rights defenders while waging the longest insurgency in Asia and terrorizing communities in the Philippines,” said Secretary Andanar, who is the first Philippine Communications Secretary to speak before the Human Rights Council.

Secretary Andanar stated that discussions on the human rights situation of the country have been influenced by the same organizations that have been labeled as terrorists by the EU, US, UK and Canada and that these groups claim legitimate anti-insurgency actions as red-tagging, curtailment of civic space, and weaponization of bureaucracy against their armed struggle.

“That actors who profess terrorism are able to exploit the mantle protecting human rights defenders is a failure of due diligence on the part of the UN system. This can be rectified,” he added.

Secretary Andanar said that while the Human Rights Council remains vital in promoting human rights across the globe, it had to be free of politicization to preserve its credibility and integrity.

“The Philippines speaks from experience as a victim of arbitrary action by the Council.

We regret that discussions on the human rights situation in the country have been swayed by baseless allegations, and that the Council has failed to exhaust mechanisms for constructive, reasonable, and fact-based discourse,” Secretary Andanar said.

Secretary Andanar noted, for instance, the unsubstantiated claims from civil society and non-government organizations that the Duterte administration has committed 30,000 extra-judicial killings related to the anti-illegal drug campaign, and said that the Council cannot base its actions on unfounded claims but to look instead to the tangible accomplishments of and the strong public support for the government

The Communications chief also highlighted the Duterte administration’s policy to expand and strengthen the space for a free and empowered media, evident in two of the first orders the President issued when he assumed office in June 2016.

He cited the creation of the landmark issuance of the Freedom of Information (FOI) program— now being pushed in Congress by the PCOO to have it widened and institutionalized— which discloses all government records of public interest; the establishment of the Presidential Task Force on Media Security (PTFoMS), which is mandated to protect the life, liberty, and security of media workers, considered to be the first of its kind in Asia; and the government’s push for the Media Workers’ Welfare Act, in order to improve the working conditions of media practitioners in the country.

Secretary Andanar also noted the verdict of a local Philippine court in December 2019, in favor of 32 media workers slain in the Ampatuan massacre, leading to the conviction of 43 individuals including police officers, local officials, and members of the Ampatuan political clan.

“The Philippines has always valued press freedom. We are deeply conscious that having a plurality of voices, including critical ones, is essential in the healthy functioning of our cherished democracy. Its relationship with other human rights is deep, intricate, and abiding,” Secretary Andanar said.

The Presidential Communications Secretary further said that being a former media practitioner he can reject criticisms that cases involving media personalities and outlets are attacks on press freedom and that said criticisms are false and self-serving because the cases involve criminal and constitutional violations.

“Thus, allegations of restrictions of media space in the Philippines do not find anchor in such a landscape that is driven by a vision to address impunity, preserve press freedom, and promote the welfare of media workers,” Secretary Andanar said.

Moreover, the PCOO Secretary lauded the tens of thousands of Filipino civic leaders and organizations whose works embody lawful, free, and empowered social activism, affirming the government's recognition of their indispensable role in nation-building.

“In conclusion, the accomplishments of the Philippine government under President Duterte stand solidly on an agenda of social inclusion, just and sustained peace, good governance, as well as a strong tradition of human rights and social justice, under a democratic system of government. Protecting freedom of the press and other fundamental freedoms will remain at the heart of this agenda,” Secretary Andanar said as he ended his speech. (PCOO)

Bong Go: Black propaganda should have no place in fair elections

PASAY CITY, Feb. 27 -- During an ambush interview, Senator Christopher Lawrence “Bong” Go on Wednesday, February 26, reiterated key points he raised in the Senate hearing last Monday on issues surrounding ABS-CBN’s franchise, particularly the network’s decision to air the anti-Duterte ads paid for by former senator Antonio Trillanes IV during the 2016 election campaign period.

Go emphasized that black propaganda does not promote or equate to fair elections.

“Pwede raw ‘yung ads? Bakit hindi pinayagan ng ibang network? Para sa kanila, hindi fair ang ads na iyon. It was pure black propaganda para dumihan ang isang kandidato,” Go reacted during the interview.

“‘Di ba ang Commission on Elections (COMELEC) dapat, fair elections? Kung paninira, hindi na fair iyon. Iyon ang tinatawag na unfair elections,” he added.

Go also called out the malicious motives of Trillanes for the ads, saying that he could have instead promoted himself as a candidate since he was then running for the vice presidency, instead of attacking another candidate.

“Bakit siya nagbayad ads para sa paninira? Bakit hindi na lang niya pinromote ang sarili n’ya? Bakit siya gumastos para siraan si then Mayor Duterte? ‘Yun talaga medyo madumi,” he said.

During the Senate hearing last Monday, February 24, Go explained that legislators should take this opportunity to ensure that the legislative franchises being granted are geared towards the protection of public interest, and are not used to mislead or misinform the public.

He used the airing of the anti-Duterte ad as an example, saying “Paano ito naging political ad? Are you promoting a candidate here or are you destroying a candidate? Gusto ko lang malaman, ano ba ang priority ng network? Kumikita ang network through the airing of political ads.”

Go stressed that in this case, airing the black propaganda video appeared to be more important than earning income from airing legitimate ads that have already been paid for. The non-airing of ads already paid for and the subsequent airing of ads for the purpose of maligning a person display an intent to oppose a particular candidate, according to Go.

“The RTC which granted the TRO even pointed out that the propaganda video shows minors being used in black propaganda. Thus, as pointed out by the court, the ad must be suppressed at once, as repeated broadcasting of the same will be irreparably inimical to the children's welfare and interest,” Go cited.

“Hindi mababaw ang rason ng Pangulo sa kanyang grievances against the network. Nasaktan ang Presidente. Nababoy ang Presidente. Hindi vindictive ang Pangulo, but it is clear that someone went overboard in trying to malign him,” he added during the hearing.

The Senator also cited provisions in the Fair Elections Act: "All members of media, television, radio or print shall scrupulously report and interpret the news, taking care not to suppress essential facts nor to distort the truth by omission or improper emphasis. They shall recognize the duty to air the other side and the duty to correct substantive errors promptly."

“Nawalan ng mahalagang oras sa kampanya ang isang kandidato dahil mas pinili ng ABS-CBN na i-ere ang black propaganda for a slot that could have been used by ads that have already been paid for,” Go also said explaining that it is unfair to allow a negative ad a week before the elections and then not approve legitimate ads for then presidential candidate Mayor Rodrigo Duterte.

“Media networks are supposed to be neutral and impartial. But if this is the case--if some media networks and some political elites and economic elites can get together and destroy the candidacy of one candidate--tama nga ang Pangulo na labanan ang mga elitista at oligarkiya na kasalukuyang naghahari sa ating bansa,” Go also said.

Meanwhile, he reacted to the news that opposition Senator Leila de Lima submitted to the US government a list of people who should be banned from the country for their involvement in her detention. “Sa tingin mo maniniwala sila doon? Kung saka-sakaling may maisubmit niya, maniwala lang ako kapag sinama niya pangalan niya dahil may kaso siya,” Go said.

“You think papayagan siya na magsubmit na mayroon siyang drug case?” he added.
Go further reiterated that de Lima’s detention was a result of prosecution, not persecution.

“Hindi nga ito persecution, prosecution nga ito upheld by the Supreme Court. Wala ba kayong tiwala sa ating judicial system?” he said.

“Kawawa naman tayo kung ganon. Kaya nga meron tayong Supreme Court, judges, prosecutors, magtiwala tayo. Sundin natin ang ating judicial process,” he added. (OSBG)

Siargao LGUs formulate disaster contingency plan

BUTUAN CITY, Feb. 27 (PIA) - Considered as a hazard-prone island in the province of Surigao del Norte, employees from the local government units of Siargao Island have actively participated in the four-day training on Contingency Planning held recently in this city.

The Disaster Risk Reduction and Management (DRRM) officers, medical doctors, municipal health officers, social workers and school principals of the said island took part in the creation of their contingency plan.

With the said training, participants gained a better understanding and in-depth knowledge on DRRM, as well as the importance of having a contingency plan particularly in times of disaster or any eventualities, as this would serve as a guide in responding to affected areas for the provision of appropriate intervention.

Dr. Marrietta Tagalo, principal of San Benito Central Elementary School in Siargao, was one of those who shared inputs for the contingency plan.

She expressed that she is determined to also relay the knowledge she gained from the training to other teachers, parents, and students, especially that schools usually serve as the immediate evacuation center during disasters.

“DepEd is also asking us a plan, and we are not able to provide because we are not that equipped on how to draft a concrete contingency plan, yet with the aid of this training, we have gained enough information and were trained so we could manage it well in times of disaster,” said Tagalo.

As the municipal health officer in the municipality of Burgos in Siargao, Dr. Alyssa Felsophie Silor learned the significant functions and responsibilities of the various sectors in the creation of a concrete contingency plan.


“From the planning, there is already a role for each agency such as the health sector that we can contribute there and from there, we could operationalize what the contingency plan contains,” Silor cited.

April Rose Ann Sanchez, head of the policy development and planning section and training course monitoring officer of the Office of Civil Defense (OCD)-Caraga, also bared that the contingency plan is a hazard-specific plan and is a mandatory and non-negotiable plan.

“The contingency plan would not be implemented only in the national, regional, provincial levels but also in the barangays, as this would help them particularly in their response actions to be undertaken during any disaster or calamity,” said Sanchez.

CNT member, Militia ng Bayan surrender in SurSur

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) -- A member of the Communist New People’s Army (NPA) Terrorist (CNT), and a Militia ng Bayan (MB) have voluntarily surrendered with their firearms to the headquarters of 36th Infantry Battalion (36IB), Philippine Army in Barangay Dayoan, Tago town on Sunday, a military official confirmed.

Capt. Jonald Romorosa, 36IB civil-military operations officer, identified the CNT member as alias “JR”, 32 years old, and a former member of Platoon 8, Guerilla Front 19 (GF 19), North Eastern Mindanao Regional Committee (NEMRC). He brought along with him one M16 rifle and short steel magazine eight rounds of live ammunition.

Accordingly, alias “JR” was a Manobo tribe member and a resident of Barangay Bagyang in San Miguel town.

Another personality who surrendered was identified as alias “Jay”, 33 years old, and a former MB Assistant Team Leader of GF 16, NEMRC. He brought with him one caliber 45 and two short magazines with four rounds of live ammunition. He was also a Manobo tribe member and a resident of Barangay Poblacion in San Miguel town.

Both surrenderees revealed that they wanted to live a normal life with their family. 

The successful surrender was made possible with the help of the Indigenous People (IP) leaders, former rebels and the intervention of the 36IB through its Community Support Program, it was learned.

Meanwhile, Lt. Col. Jezreel Diagmel, 36IB commanding officer, said that because of the relentless military operation of the 36IB troopers and the pursuit of localized peace with the terrorist group, other sectors of the society and the people themselves are becoming more and more active in supporting Executive Order Number 70.

“The CNT learned the genuine offer of the government towards achieving peace and development. They have made the worthy decision of laying down their arms and return to the folds of the law,” he said.

Lt. Col. Diagmel also called on the remaining CNT members to surrender and lay down their arms. “Return to the folds of the government and live a normal and productive life, and help the government to achieve a long and lasting peace that every peace-loving Surigaonons are longing for,” Lt. Col. Diagmel noted.

Also, Capt. Romorosa revealed that the surrenderees would undergo the validation process for them to avail in the enrollment to the Enhanced-Comprehensive Local Integration Program (E-CLIP), the government intervention package for the former rebels. (PIA-Surigao del Sur)

PCW, RGADC Caraga sign partnership agreement for 2020-2022

BUTUAN CITY, Feb. 27 (PIA) -- With the aim to further strengthen constant coordination and good working relationship between the Philippine Commission On Women (PCW) and the Regional Gender and Development Committee (RGADC) Caraga, the two parties have signed recently the partnership agreement that specifies their planned joint activities with various sectors for the year 2020 until 2022.

Four major activities were identified by PCW with the RGADC-Caraga. These are: 1) 2nd Caraga GAD Focal Point System Assembly; 2) Leveling session for RGADC Caraga members, regional line agencies and state universities and colleges in the region; 3) Leveling session for RGADC Caraga members, local government units in the region; and 4) Regional orientation on Men Opposed to Violence Against Women (VAW) Everywhere (MOVE).

According to Nharleen Santos-Millar, chief of the PCW-Technical Services And Regional Coordination Division, the Commission continues to advocate and promote women empowerment and gender equality and mainstreaming in all regions of the country. This she said, would help prevent the incidence of domestic violence, and other forms of abuse to women and children.

This is why the PCW has been very supportive to the different programs, activities, and campaigns of RGADC in the region.


With the upcoming Women’s Month Celebration, Millar bared that they are looking forward to the conduct of Women’s Summit with RGADC in Butuan City, wherein climate change and its effects on women and children will be thoroughly discussed to various participating sectors.

She also encouraged the Caraganons to support and join in the lined-up activities for the monthlong celebration.

“We are encouraging all the Caraganons to take an active part in the activities set by the RDC-RGADC in the region and be an advocate of women empowerment, gender mainstreaming, and anti-VAW,” said Millar.

Meanwhile, Commission on Human Rights (CHR)-Caraga regional director and RGADC chair Atty. Jerefe Tubigon-Bacang urged all the LGUs to reactivate their MOVE campaign being one of the strategies to allow men to actively participate in the anti-VAW campaign of the government. (JPG/PIA-Caraga)

LUNGSOD NG BUTUAN, Pebrero 27 (PIA) - Bilang isang hazard-prone island sa probinsya ng Surigao del Norte, nagsagawa ng apat na araw na "Training on Contingency Planning" sa isla ng Siargao.

Nakilahok dito ang nasa 40 indibidwal na binubuo ng Disaster Risk Reduction and Management (DRRM) officers, medical doctors, municipal health officers, social workers at principals ng isla.

Dahil dito mas naintindihan nila ang kahalagahan ng pagkakaroon ng Contingency Plan partikular nansa oras ng kalamidad o sakuna dahil magsisilbi itong gabay sa pagresponde sa mga apektadong lugar.  

Isa sa mga nakibahagi rito si Dr. Marrietta Tagalo, prinsipal ng San Benito Central Elementary School sa Siargao Island.

Ayon kay Tagalo, pursigido siyang maibahagi ang kanyang mga natutunan sa mga guro, mga magulang at mga estudyante sa kanilang lugar lalu na at ang mga paaralan ang kadalasang ginagawang evacuation center.

“Hinihingan din kami ng plano ng DepEd kaso hindi pa namin masyado kabisado kung papaano ang pagawa nito, kaya malaking tulong din talaga itong training dahil mas lumawak ang aming kaalaman sa DRRM at mas nahasa kami kung papaano ang pagawa ng isang Contingency Plan,” ani ni Tagalo.

Bilang isang municipal health officer sa bayan ng Burgos, nalaman ni Dr. Alyssa Felsophie Silor ang mahalagang tungkulin ng bawat sektor sa pagbuo ng isang contingency plan, at makapagbigay ng tamang pagtugon sa mga apektadong kumunidad.

“Sa simula palang ng pagpaplano, may mahalagang tungkulin na ang mga sektor tulad nalang sa amin sa health sector, malaki din ang maibahagi namin sa pagbuo ng contingency plan at sa pag-operationalize nito sa aming mga lugar,” pahayag ni Silor.

Binigyang-diin ni April Rose Ann Sanchez, head ng policy development and planning section at training course monitor ng Office of Civil Defense (OCD)-Caraga, na ang contingency plan ay isang hazard specific plan at ito ay mandatory at non-negotiable plan.

Basi sa pagduki-duki, ingon ni Soria, mokabat sa P2,500 ang gibana-bana nga presyo matag kilo sa civet coffee sa mga merkado nga gibansagan “kopi luwak” sa laing nasud kumpara sa regular nga kape nga naa lang sa P500.

Dugang ni Soria nga fermented sa natural nga paagi ang maong kape tungod kay mao kini ang ginakaon sa mga milo. Ang mamahimong ‘hugaw’ nga fermented coffee beans mao na ang kolektahon sa mga mag-uuma ug iproseso isip kape.

New Agusan del Norte-Agusan del Sur bypass road to open by December 2023 

BUTUAN CITY, Mar. 3 -- The Department of Public Works and Highways (DPWH) is now almost halfway with the construction of the national road junction Mayor Democrito D. Plaza II Avenue – Las Nieves – Sibagat Road that will connect Agusan del Sur to Agusan del Norte.

DPWH Region 13 Director Pol M. Delos Santos reported that the 46.03-kilometer road project starting at Mayor Democrito D. Plaza II Avenue in Butuan City up to Daang Maharlika in Agusan del Sur has an accomplishment of 49.8 percent to date.

The project, with a released budget of P2.28 billion involves road opening, concreting, and widening, along with the construction of bridges.

“Upon full completion, the road will serve as an alternate route of Daang Maharlika”, said Director Delos Santos.

During calamity, Barangay de Oro, Butuan City to Mahayahay, Agusan del Sur sections of Daang Maharlika are most prone to closure due to landslide.

The road project is also expected to reduce travel time and facilitate provincial interconnectivity between Agusan del Sur and Agusan del Norte. (DPWH Caraga/PIA Caraga)

BUTUAN CITY, March 4 (PIA) - Wearing their colorful shirts, the government employees, with the representatives from the private sector, academe, and women organizations brought along with them their information materials and convened early morning on Monday for the kick-off activity of this year’s Women’s Month celebration in Caraga region.

All have actively participated in the advocacy walk from the Capitol grounds going to the Guingona Park of Butuan City.

Said activity was aimed to level-up the awareness of every Caraganon on the rights of women and children and prevent them from being victims of any form of violence and abuse.

Men have also joined the event as an expression of their support to all women in the region and the world.

Carl Van Lucero, who joined and witnessed the camaraderie of women and men through the kick-off activities, recognized the valuable contribution of women in nation-building. He also emphasized that change should really work for women.

“We continue to support women and their rights, and their great contribution to the communities. I hope that we would also be able to help them and let change work for them,” cited Lucero.

Police Staff Sergeant Christine Taub also bared that the Philippine National Police (PNP) personnel in different communities are ready and taking measures to ensure the protection of the locals especially the women and children.

“The PNP personnel in the barangays are very willing to help especially women should there be any violation committed by perpetrators against them,” Taub said.

Meanwhile, Atty. Jerefe Tubigon-Bacang, regional director of the Commission on Human Rights (CHR)-Caraga and chairperson of the Regional Gender and Development Committee (RGADC), emphasized that said celebration is for everyone and not only for women.

“We celebrate Women’s Month because it is for everyone. We celebrate as women and men also celebrate with us for the progress and development of all women,” bared Bacang.

She further urged every family to apply shared responsibility such as doing household chores, instead of letting women at home do it themselves. She also elaborated that gender equality and mainstreaming should be observed and practiced everywhere. (JPG/PIA-Caraga)

PhilHealth urges Caraganons to avail benefits under UHC law

BUTUAN CITY, Mar. 4 (PIA) -- With the implementation of the Universal Health Care (UHC) Law in the country, the Philippine Health Insurance Company (PhilHealth) Caraga urged Caraganons to enroll in order to avail the benefits covered by the law.

In the recent media forum conducted by the agency in Watergate Boutique Hotel with the Philippine Sweepstakes Charity Office (PCSO) and the Department of Health (DOH) in Caraga, the benefits of the said law were discussed, such as the objective of the government to provide better financial assistance to Filipinos in accessing medical services.

According to Jane Santos of PhilHealth Caraga, around 1.2 million Caraganons, equivalent to almost 82 percent of the total population of Caraga, are set to be covered by the law's benefits. At present, over 9,500 members have already benefited from UHC law.

Kate Atenta, a Caraganon, is relieved that such a law has been created. It will greatly benefit people like her who are unable to provide finances to avail access to quality medical services.

“Such law will be of great assistance to people like me who are minimum wage earners. Such initiative is a testament of the government’s compassion for its people,” she added.

At present, PhilHealth Caraga is aiming to accommodate more members to avail the UHC law which is why for PhilHealth member Mariel Calo, who has also availed the Zero Balance Billing, information drive is crucial in the effective implementation of the law. For her, the mandate of the law holds great promises for the future of health care services in the country, especially for Filipinos who barely earn a decent income.

"The benefits of the program should be availed by every Filipino. Disseminating information should not only be through social media, but also through the TV and radio, and even through distributing flyers and placing posters in places with a huge crowd,” she suggested.

The Universal Health Care Law, or the Republic Act No. 11223, aims to improve the health care system in the country by extending financial assistance in medical care to all Filipinos, financially-able and otherwise. The said law took effect on February 20 on the previous year. (PIA-Caraga)

Religious leaders join interfaith dialogue to end local communist armed conflict

BAYUGAN CITY, Agusan del Sur, March 4– The religious leaders were united in an interfaith dialogue and discussed the role of the religious sector in the Whole of Nation Approach to End Local Communist Armed Conflict’s Sectoral Unification and Enhanced Comprehensive Local Integration Program (E-CLIP) Clusters held recently at the Kalinaw (Peace) Building, 3rd Special Forces “Arrowhead” Battalion in Barangay Noli, this city.

Lieutenant Col. Sahisa T. Adzramen (Chaplain Service), 4th Infantry “Diamond” Division post-Islamic Chaplain; 3rd Special Forces “Arrowhead” Battalion (3SFBn) Commanding Officer Lieutenant Col. Joey Baybayan INF (GSC) PA with religious leaders from the Catholic, Islam, United Church of Christ of the Philippines (UCCP), Seventh-day Adventist Church and Iglesia Independiente Filipina (IFI) attended the event.

First Lieutenant Krisjuper Andreo J. Punsalan, 3SFBn Civil-Military Operations Officer, oriented the participants in the Whole-Of-Nation Approach to End Local Communist Armed Conflict as a peaceful concept to end any armed conflict by focusing on peace and development interventions in conflict-affected areas to address root causes of conflict and in advocating the E-CLIP to induce peaceful surrenders.

Punsalan also encouraged the participation of the religious sector in Deradicalization program for former rebels through values formation, and strengthening of spiritual dimensions to denounce violence in resolving conflict, the promotion of Family and reconciliation, and the conduct of intensified information drives among youth ministries and their respective members to protect the religious and other faith-based organizations from communist and other terrorist groups’ infiltration which can destroy their credibility and corrupt their faith.


LTC Adzramen further emphasized that a true religious leader who believes in God leads his followers to the path of peace and the goodness of life.

“Ang tunay na alagad ng Panginoon ay hindi kumakanlong ng kasamaan at kaguluhan. Kung ang tao ay naging masama, tungkulin nating akayin sila pabalik sa kabutihan at ibalik sa tamang landas para hindi na ulit sila maligaw (The real follower of Christ are those who do not engage in wrong doings to cause conflicts. If an individual has become the person he/she shouldn’t be, it is then our responsibility to help them be at the right path and never let them do the same mistake again),” the chaplain said.

LTC Baybayan called on the participants to promote reconciliation to end conflict and prevent the unnecessary loss of lives. “We greatly hope that you could help us promote peace and reconciliation to induce more peaceful surrenders. The country has already suffered enough and as the President said, we cannot afford to pass this communist armed conflict to the next generations,“ he said.

Meanwhile, the Sectoral Unification, Capacity Building and Empowerment Cluster of Executive Order No. 70 shall engage, unify, capacitate, empower and mobilize all sectors (including the religious sector) of society to be free and resistant to Communist Terrorist Groups’ (CTG) mass base building operations and infiltration activities, to reinforce good governance, enduring peace and sustainable development. AgNor bags international award on RABMis

BUTUAN CITY, Mar. 4 -- The Province of Agusan del Norte coveted one of the highest awards on Rabies Management Information System (RABMis) during the 11th International Conference on Environmental and Rural Development held in Siem Reap, Cambodia held on February 28 - March 1, 2020.

Dr. Joseph P. Dargantes, Veterinarian IV of the Provincial Veterinary Office and the representative of the province, was awarded the Excellent Paper Award during the said international conference.

Dr. Dargantes presented his paper “Integration of Rabies Management Information System (RabMIS) through One-Health Approach into the Rabies Prevention and Control Program in the Province of Agusan del Norte, Philippines: An Evaluation.”

Attended by more than 100 researchers all over the world, the main objective of the conference was to discuss and develop sustainable and effective processes and strategies for sustainable rural development taking into account the agricultural and environmental aspects in developing countries.

The conference was organized by International Society of Environmental and Rural Development Royal University of Agriculture, Cambodia Institute of Environmental Rehabilitation and Conservation, Japan and co-organized by United Nations University, Institute for the Advanced Study of Sustainability collaborated with Tokyo University of Agriculture, Japan, Khon Kaen University, Thailand, Bohol Island State University, Philippines, Association of Environmental and Rural Development, Thailand.

The paper presented was the research study of Dr. Dargantes when he obtained and graduated his master’s degree at Kasetsart University, Bangkok, Thailand last June 2019. The research was funded by GREASE (Gestion des Risques Emergents en Asie du Sud-Est) and the French Agricultural Research Centre for International Development (CIRAD).

Rabies Management Information System (RabMIS) is a novel initiative by the Provincial Government of Agusan del Norte in its record-keeping of pertinent data of its rabies program. Selebrasyon sa Women’s Month, sinimulan sa Caraga

LUNGSOD NG BUTUAN, Marso 4 (PIA) - Suot ang kanilang makukulay na t-shirts at dala ang kani-kanilang information materials, maagang nagtipon ang mga kawani ng gobyerno kasama ang private sector, women organizations at academe para sa kick-off activity ng Women's Month sa Caraga region.

Sa isinagawang Advocacy Walk mula kapitolyo hanggang sa Guingona Park sa lungsod ng Butuan, target nitong mapalawak pa ang kaalaman ng bawat residente ng Caraga ukol sa karapatan ng kababaihan at mawakasan ang anumang uri ng karahasan at pang-aabuso sa sektor.

Lubos naman ang suporta ng mga kalalakihan sa taunang selebrasyon. Isa si Carl Van Lucero sa mga bumati sa mga kababaihan at kinilala ang malaking kontribusyon nito sa pag-unlad ng bawat komunidad.

“Patuloy kaming sumusuporta sa mga kababaihan at sa pagsulong ng kanilang mga karapatan. Kinikilala din namin ang kanilang malaking kontribusyon sa kaunlaran ng bansa,” ani ni Lucero.

Pagtitiyak naman ni Police Staff Sergeant Christine Taub na nakaantabay at nakahanda ang kapulisan sa bawat komunidad para masigurong ligtas ang lahat lalu na ang kababaihan at bata.

“Handa ang ating kapulisan na rumesponde sa ating mga kababaihan sakaling may mga report ng paglabag sa kanilang mga karapatan at seguridad,” pahayag ni Taub.

Binigyang-diin naman ni Atty. Jerefe Tubigon-Bacang, regional director ng Commission on Human Rights (CHR)-Caraga at chairperson ng Regional Gender And Development Committee (RGADC) na ang nasabing taunang selebrasyon ay para sa lahat at hindi lang para sa mga kababaihan.

“Pinagdaraos natin ang Women’s Month dahil para ito sa lahat. Ang mga kalalakihan naman ay sumusuporta sa lahat ng kababaihan at nakikiisa sa kaunlaran ng sektor,” sabi ni Bacang.

Caraganons, hinimok na mag-enrol para sa UHC law

LUNGSOD NG BUTUAN, Marso 4 (PIA) -- Kasabay ng puspusang pagpapapatupad ng Universal Health Care (UHC) Law sa bansa, hinimok ng Philippine Health Insurance Company (PhilHealth) Caraga ang mga Caraganon na mag enroll upang makinabang sa mga benepisyong handog nito.

Sa isinagawang media forum ng ahensya sa Watergate Boutique Hotel kasama ang kagawaran ng Philippine Sweepstakes Charity Office (PCSO) at nga Department of Health (DOH) sa Caraga, binigyang-diin ang mga serbisyo ng nasabing batas, lalo na sa pagbibigay ng tulong-pinansyal sa mga gastusin sa hospital.

Sa pag-uulat ni Jane Santos, kawani ng PhilHealth, nakahanda na ang 1.2 million na mga Caraganon o mahigit 82 porsyento ng populasyon sa rehiyon na makikinabang sa UHC. Sa taong 2019, nakapaglaan na ng tulong-pinansyal ang ahensya sa halos 9,500 nito na mga miyembro na handog ng batas.

Malaki ang pasasalamat ni Kate Atenta, isang Caraganon, sa tulong na maibibigay ng batas, lalo na sa mga Pilipinong tulad niya na may pamilya at hindi kaagad makakalaan ng pera pang gastos sa mga serbisyong medikal.

“Malaki ang maitutulong ng batas, lalo na sa mga tulad namin na mahihirap lamang. Patunay ito sa dedikasyon ng gobyerno na matulungan kami," aniya. 

Para naman sa miyembro ng PhilHealth na si Mariel Calo, isa sa mga nakinabang ng 'Zero Balance Billing,' mahalaga na maipaabot sa publiko ang impormasyon ukol sa UHC, lalo na’t mas maganda ang mga oportunidad na maibibigay nito sa mga mamamayang Pilipino.

“Iminumungkahi ko po na mas mabuti ay hindi lang sa social media nila ipaabot ang impormasyon ukol sa nasabing batas. Mas mainam na ipaabot din nila ito sa radio at sa TV, at magpaskil ng mga karatula at flyers sa mga matataong lugar," dagdag niya.

Isa din sa mga pangunahing layon ng ahensya na madagdagan pa ang makabenepisyo ng UHC, kung kaya’t nananawagan sila sa partisipasyon ng mga kawani ng media na ipaalam sa masa ang naturang batas.

Layon ng Universal Health Care Law, o Republic Act No. 11223, na maiangat ang health care system sa bansa sa pamamagitan ng pagpapaabot ng tulong pinansyal sa lahat ng Pilipino, may-kaya man o wala. Naipatupad ang nasabing batas noong Pebrero 20 ng nakaraang taon.  (PIA-Caraga)

520M rice fund empowers farmers in Caraga Region

BUTUAN CITY, Mar. 5 -- March 5, 2020, marks the first anniversary of the implementation of the Republic Act 11203 or the Rice Tarrification Law (RTL).

Over a year, the Department of Agriculture  (DA) – Caraga together with its implementing agencies took the challenge to pursue a more efficient implementation of the four component programs of the Rice Competitiveness Enhancement Fund (RCEF).

As a result, a total of 520 million agri support has been poured to the rice farmers in the region. This includes the provision of farm machinery, quality seeds, credit, and training and extension services.

Today, DA-Caraga Regional Executive Director Abel James I. Monteagudo together with Engr. Rene Q. Morales lead the turn-over of farm machinery to eligible farmer associations held at DA-Caraga ILD Grounds, Brgy. Taguibo, Butuan City.

"You are now receiving the fruit of the implementation of RTL. The rice tariff revenues are allocated to programs that will make Caraga rice farmers globally competitive. Rest assured that more interventions are coming and sooner will be realized. We just need your support and your cooperation," Monteagudo said.


In support of agricultural modernization, DA-Caraga distributed a total of 350 million worth of farm equipment. Around 280 farmer associations and cooperatives received their proposed farm equipment such as mechanical rice transplanters, four-wheel-drive tractors, rice combine harvesters, hand tractors, rice threshers, rice reapers, seed spreader, and pump and engine set.

Robert "Datu Bantiles" Tagalogon, tribal leader of Manobo Farmers Sectoral Tribal Council Inc. in La Paz, Agusan del Sur is very grateful from the five pump and engine set they received.

According to Datu Bantiles around 3,000, Manobo rice farmers will benefit easier access to the water supply.

"We are now ready for the next cropping season through the help of the pump and engine. We are looking forward to an abundant harvest," said Datu Bantiles.

On the other hand, the DA – Philippine Rice Research Institute (PhilRice) – Agusan distributed 65.5 million worth or an equivalent of 86,243 bags of inbred rice seeds to 34,258 farmers in Butuan City, Agusan del Norte, Agusan del Sur and Surigao del Sur for the November December 2019 planting season. This corresponds to an estimated planted area of 44,852 hectares.

Another round of seed distribution worth 72.96 million will be done this month for the wet cropping season that will benefit more than 40,000 farmers.

In addition to RCEF credit assistance, the DA together with the Agricultural Credit Policy Council, Landbank of the Philippines and Development Bank of the Philippines open more windows for financial aids such as loan programs intended to eligible beneficiaries.

Under the Expanded Survival and Recovery Assistance (SURE-Aid) Program, a total of 6,596 rice farmers from the provinces of Surigao del Sur, Surigao del Norte, Agusan del Sur, and Agusan del Norte including Butuan City received a 15,000-loan at zero interest payable in eight years.

Meanwhile, the release of cash grants to 1,210 qualified rice farmers under the Rice Farmer Financial Assistance (RFFA) Program provided unconditional 5,000 cash assistance to farmers with one-half to two hectares of rice land. Another 16,000 rice farmers will receive the said assistance not later this month.

For the training and extension component, DA-Agricultural Training Institute – Caraga together with the Technical Education and Skills Development Authority – Caraga is closely working to conduct more refresher courses, training, accreditation programs, and scholarships.

The department aims that on the next six years as a result of RCEF, it will effectively reduce the average production cost of palay by 4 kg, from the current 12 kg, increase the average yield by at least two tons per hectare from the current four metric tons per hectare, and double the income of rice farmers.
