40 IP families return home in SurSur

TANDAG CITY, Surigao del Sur, Mar. 6 -- “The tribe went home because the military assured their safety. If the Army will not be around, we will evacuate (again). We need the Army to protect us from the Communist NPA Terrorists (CNTs),” said Datu Constancio Duhac, Municipal Tribal Chieftain of Lianga, Surigao del Sur during the return of 40 families from the tribe in Sitio Simuwao, (Kilometer 9), Diatagon, Lianga, Surigao del Sur on March 5.

After the CNTs harassed the civilians last February 21, the indigenous peoples (IPs) at Kilometer 9 have requested the permanent presence of the military and the establishment of a patrol base in the sitio to drive away CNTs and to establish the DepEd schools for their children.

It can be recalled that the CNTs harassed the civilians, as stated in the affidavit of the wounded civilians, with the intent to execute their playbook, “Taktikang Bakwit,” which is usually organized by the Malahutayong Pakigbisog Alang sa Mga Sumusunod (MAPASU) to blame the military, request their pullout and delay government’s peace and development projects in the area.

As a result, their planned Taktikang Bakwit backfired on the CNTs and MAPASU. Instead of gaining sympathy to request the pullout of the Community Support Teams, their plan resulted to the demand of the IP to further request military presence in the area to protect them from the CNTs.

“The IP community is now enlightened. Dati pag nagbabakwit, ang apela nila ay paalisin ang military para bumalik sila sa community. Ngayon, nakita na nila ang katotohanan na ang mga teroristang NPA ang naghahasik ng lagim sa komunidad at hindi ang sundalo. Kaya ang gusto nila ngayon ay huwag ng umalis ang mga sundalo para maprotektahan sila laban sa exploitation ng mga teroristang NPAs at mga masterminds gaya ng MAPASU,” said LTC Joey Baybayan, 3rd Special Forces “Arrowhead” Battalion commander.

The IPs were assisted by the local government unit of Lianga and Surigao del Sur provincial government by providing transportation and food supplies for the whole duration of their temporary evacuation and their eventual return to their homes while the Army provided security.

 “This is a concrete example of the Whole-Of-Nation approach to end local communist armed conflict because the military, which belongs to the Peace, Law Enforcement and Development Support (PLEDS) Cluster and the LGUs under the DILG belonging to the Basic Services Cluster of EO 70 worked together to provide the needed services and assistance by the conflict-affected community during this critical time,” said Col. Allan Hambala,” 401st Infantry Brigade Commander.
Meanwhile, the IP leaders of Lianga said that this is no longer a tension between the Army and the CNTs alone. It is now a fight of the IPs, the government, and the whole Filipino people against the CNTs and their masterminds.

 “We cannot be neutral in the fight against CNTs. Our tribe chose to fight against the CNTs because we want to put an end to their abuses, exploitation and atrocities against the IPs. Our lives are in danger and we need the military to protect our home. Kung sino man ang dapat paalisin sa komunidad, ang mga NPA at MAPASU, hindi ang gobyerno. Army conducts info drive in different schools vs NPA recruitment

TALACOGON, Agusan Del Sur, March 6 -- The 26th Infantry Battalion has intensified its campaign against NPA recruitment in different secondary schools especially those from remote areas of the four municipalities of this province, which is under its area of responsibility. The unit conducts info drive and awareness to students who are the primary target of massive recruitment by the leftist group.

According to 1Lt. Percival Carido, the Civil-Military Operations Officer of 26IB, the said info drive is designed to counter the Communist Party of the Philippines - New People’s Army (CPP-NPA) youth exploitation particularly students, as well as to educate them and make them aware of the deceptive propaganda and false ideology of the Communist Terrorist Groups (CTGs).

“It is very alarming that we received reports and news from the local and national regarding youths who have been killed in an encounter between the NPA and military, only to find out that they are students from known universities who are members of different left leaning organizations. Since last year, we have been constant in the conduct of info drive in areas of Talacogon, San Luis, Esperanza and lately, at the La Paz National High School. We will continue to do it every school year to remind them,” Carido added.
Arceli L. Hapon, the School Principal of La Paz National High School, commended the efforts of the Philippine Army in securing the future of her students. “NPA recruitment in schools is a gross violation of children’s right under RA 7610. For that, we will continue to collaborate with the AFP and PNP in protecting our students from the communist ideology. We are very thankful to our counterpart in mentoring our students to become an essential member of the community especially in the pursuit of a long and lasting peace advocacy,” she said.


Likewise, Lt. Col. Romeo C. Jimenea, the commanding officer of 26IB also commended the consistent support of the faculty members in the schools for the said activity. “Teachers who are doing their best in providing education for their students deserve to be recognized. For this, we are hoping that they should not allow themselves to be used by the NPA for recruitment activities, agitation and propaganda against the government for it will affect the sacredness of the school’s main purpose, to educate children for the betterment of their future,” he said.
Jimenea also appealed to the Communist Terrorists to spare the children especially students, from their violent way of life and selfish political ambition. “Give our young generations a chance to grow up,  achieve their aspirations and be successful in life. Gov’t turns over water supply system in AgNor

CABADBARAN CITY, Agusan del Norte, Mar. 6 -- The provincial government of Agusan del Norte with the support of other partner stakeholders conducted recently the turn-over and oath-taking ceremony on the construction/rehabilitation of the water supply system level II at So. Cadahondahonan, Brgy. Poblacion 2, Santiago and So. Ancili Brgy. Puting Bato, this city.

The said water system projects were funded under the Office of the Presidential Adviser on the Peace Process- Payapa at Masaganang Pamayanan (OPAPP- PAMANA) Program. The said areas were those identified as Communist NPA Terrorists (CNTs) influenced or the Conflict-Affected Areas (ConAAs) where primary issues such as problems of water supply were being exploited by the CNTs to deceive and recruit the community.

Agusan del Norte Gov. Dale B. Corvera, and Agusan del Norte Rep. Maria Angelica Rosedell M. Amante-Matba led the turn-over and the oath-taking ceremony. 

Gov. Corvera said he was glad that despite the opposition of the enemies against peace and development, "the government is still willing to provide us with wonderful projects such as this. As Filipinos, we should recognize that we only have one government whom we need to respect and give support to because it’s only the true government who could help us and not the NPAs.”

Meanwhile, Rep. Matba assured the public that the government is doing its best to help them. "But my only appeal is that we all be united in helping our government because as leaders we cannot do it alone. We need your continuous help and support also,” she said.

Lt. Col. Isagani O. Criste, Commanding officer of 29IB, also urged the community to support the causes of the military.

"But just as they are pleading as leaders of AgNor, we too are asking and pleading for your support. How? Simple. Stop supporting the NPAs. Stop feeding them. PCW, RGADC nilagdaan ang partnership agreement sa taong 2020-2022

LUNGSOD NG BUTUAN, Marso 6 (PIA) -- Sa layung mas mapagtibay pa ang koordinasyon at magandang relasyon ng Philippine Commission on Women (PCW) at ng Regional Gender and Development Committee (RGADC) ng Caraga region, nilagdaan ng dalawang partido ang isang Partnership Agreement na naglalaman ng mga aktibidad kasama ang ibat-ibang sektor para sa taong 2020 hanggang 2022.

Apat na pangunahing aktibidad ang target ng PCW kasama ang RGADC. Ito ay ang mga sumusunod: 1) 2nd Caraga GAD Focal Point System Assembly; 2) Leveling session para sa mga RGADC Caraga members, regional line agencies at state universities at colleges sa rehiyon; 3) Leveling session para sa RGADC Caraga members, local government units ng rehiyon; at 4) Regional orientation on Men Opposed to Violence Against Women (VAW) Everywhere (MOVE).

Ayon kay Nharleen Santos-Millar, chief ng PCW-Technical Services and Regional Coordination Division, patuloy na isinusulong ng komisyon ang women empowerment at gender equality and mainstreaming sa lahat ng rehiyon, at nang maiwasan ang mga insidente ng domestic violence sa kababaihan at mga bata, maging ang iba pang uri ng pang-aabuso sa mga ito.

Kaya naman suportado ng PCW ang ibat-ibang kampanya at aktibidad ng RGADC sa patuloy na pagpapalaganap ng layuning ito.

“Suportado ng PCW ang lahat ng aktibidad ng RGADC lalu’t patuloy din itong tumutugon sa mga isyu ng mga kababaihan sa rehiyon at nagsasagawa ng inisyatibo para sa kapakanan ng sektor,” ani ni Millar.

Sa nalalapit na selebrasyon ng Women’s Month sa Marso, magkakaroon ng Women’s Summit ng RGADC sa Butuan City, kung saan pag-uusapan dito ang climate change at epekto nito sa kababaihan at mga bata.

Hinimok din niya ang lahat ng Caraganons na sumuporta at lumahok sa selebrasyong ito.

“Nananawagan po kami sa lahat ng Caraganons na maging aktibo sa ating kampanya laban karahasan at pang-aabuso sa mga kababaihan at sa mga aktibidad ngayong Women’s Month,” sabi ni MIllar.

Samantala, nanawagan naman si CHR-Caraga regional director at RGADC chair Atty. Jerefe Tubigon-Bacang sa lahat ng LGUs na i-reactivate ang kanilang MOVE o ang men oppose to VAW everywhere campaign.

Isa aniya itong magandang hakbang upang aktibo rin ang partisipasyon ng mga kalalakihan ukol sa anti-VAW campaign ng gobyerno. (JPG/PIA-Caraga)

Statement of Secretary Martin Andanar on the reported cases of COVID-19 in PH

We continue to enjoin the public to remain calm as the Department of Health (DOH) continues to attend to the new confirmed cases of the 2019-Novel Coronavirus (COVID-19) reported yesterday and today, and address the implications of the country's confirmed local transmissions.

The DOH continues to be proactive in addressing the confirmed cases and containing the spread of the virus. It is also in touch with the Office of the President in monitoring the developments.

With the confirmed local transmission, the Department of Health has raised its alert to Code Red Sub-Level 1 and has recommended for President Duterte to declare a Public Health Emergency in order to fast track needed concerted actions and logistics to address the outbreak.

The Office of the President has made note of DOH's suggestion and has agreed that the President will make the announcement after judiciously taking into consideration all the factors needed in deciding to declare an emergency.

The government is on top of the situation and will continue to undertake necessary actions in containing the spread of this virus. In line with this, we again continue to seek everyone’s participation and cooperation on this matter by continuing to be vigilant, heeding advisories, and by following the preventive measures of DOH of washing or sanitizing their hands, avoiding contact with people who are sick, and observing proper cough etiquette.#

AgSur locals condemn CNTs, affirm support to EO 70

TALACOGON, Agusan del Sur, March 9 -- Residents and former supporters of the Communist New People’s Army (NPA) Terrorists (CNTs) have finally condemned the deception and atrocities of the CNTs and eventually affirmed their support to Executive Order No. 70 during the conduct of “pulong-pulong” held on March 6, 2020, at Sitio Tambo, Barangay Binicalan, San Luis, this province.

Said pulong-pulong was part of the Community Support Program (CSP) of the Philippine Army’s activity with the purpose of informing the locals on the deceptive tactics and propaganda of the CNTs and at the same time bring the government closer to them. This activity also assists in informing the concerned agencies on the identified issues and concerns of the locals which are being exploited by the CNTs in order to agitate them and further join the armed movement.

One of the highlights of the said activity was the conduct of peace rally denouncing the CNTs and manifesting their support to Task Force ELCAC (End Local Communist Armed Conflict), empowering the passage of government programs and initiatives to attain an inclusive and sustainable development in the community. A total of 200 locals consist mostly from Banwaon tribe, attended the said activity which was spearheaded by Barangay Chairman Donie Dique, together with different concerned government agencies.


“Isip usa ka lumolupyo dri sa Sitio Tambo, ako mag-awhag sa tanan nga dili na kita magpailad pa sa mga NPA nga mag ingon nga sila ang sundalo sa kabos, kay kung tinoud man na, ngano bisan isa ka proyekto o programa wala gani sila nahimo ug hinoon sila pa’y mangguba ug magbabag sa mga proyekto nga gihatag sa atoa sa gobyerno diri sa atong kumonidad nga maoy makatabang unta sa atoa para sa atong panginabuhi, ug ngano nga ang mga NPA, makigbahin pa sa atoang gamay nga abot sa atong panginabohi, imbis nga sila ang muhatag sa atua kung tinood man gane nga sundalo sila sa kabos (As one of the residents here in Sitio Tambo, I am encouraging everyone not to be deceived by the NPA who keeps on telling us that they are the soldiers for the poor, because if that is true, why have they not established any project or program? They are even the ones who always hinder developmental projects from the government that are intended for our community, which would greatly help our livelihood. Why are the NPAs are taking advantage and forcing us to give them a share from our small but hard-earned income, instead of them helping us and giving us assistance if they really are the soldiers for the poor),” a certain Jaime said during the open forum.

Municipal Indigenous People Mandatory Representative (IPMR) Ederlina Precioso also condemned the CNTs exploitation of the locals particularly the natives who were the most vulnerable targets of black propaganda and false ideology of the communist against the government.

“Isip inyong IPMR sa lungsod sa San Luis, ginadasig ko kamu nga atong suportahan ang mga programa sa atong gobyerno tungod kay kita gihatagan ug katakos sa kumonidad alang sa pagpaabot sa atong mga tingog ngadto sa lokal ug national nga panggamhanan.

Ug gani naa tay opisina sa munisipyo para sa mga parehas sa ato nga nitibo nga atong masaligan aron mapaabot nato ang atong mga mulo ug panginahanglan sa labaw nga panggobyernohan. Kay wala’y laing makatabang sa atoa kundi ang gobyerno lamang, dili kanang mga NPA (As your IPMR in the town of San Luis, I am encouraging you to support the programs of our government because we are given the great opportunity in our community to have our voices be heard and raise our concerns to the local and national government. We even have our municipal office for Indigenous Peoples like us who we could trust and would help us bring our issues and concerns to the national level. Nobody else could help us but only the government and not the NPAs),” Precioso said.  

Meanwhile, Lt. Col. Romeo C. Jimenea, commanding officer of 26th IB, applauded the local populace of Sitio Tambo for realizing the true color and motives of the CNTs. He also commended the local government and other concerned local agencies for their undying support on EO 70 and to the Philippine Army. “The Army welcomes the creation of the task force ELCAC because it will greatly empower the organization through its collaboration with the different agencies in attaining an inclusive and sustainable peace and development. We are very grateful that all of us in the government are doing our best to address and to achieve our common goal,” he stated.

“Insurency is not the sole responsibility of the men in uniform. Rather, it is a collective effort of all government agencies to end it. Remember that the CNTs are using issues on agriculture, environment, labor and more, in order to agitate the populace. Bayabas Police Station tops in performance level monitoring system in SurSur

BAYABAS, Surigao del Sur, Mar. 9 (PIA) -- The Municipal Police Station (MPS) of Bayabas town was placed first among the 21 Police units in the province of Surigao del Sur for the month of February 2020.

Through the Performance Level Monitoring System of Strategy Partners (PLEMSTRAP), the Bayabas Municipal Police Station was rated 98.9 percent.

It was followed by Lingig Municipal Police Station with 97.60 percent and Tago Municipal Police Station with 90 percent.

PLEMSTRAP is an initiative by the Police Regional Office Caraga — as it directs to guarantee the functionality of the strategic partners in the implementation of the PNP P.A.T.R.O.L. Plan 2030 by monitoring and measuring the performance of the Technical Working Group, Police Strategy Management Unit, and Advisory Council.

This is the first time that the MPS of Bayabas topped the PLEMSTRAP rating in the province.

Gov't provides various services to former rebels in AgNor

CABADBARAN CITY, Agusan del Norte, Mar. 9 -- The troops of the 29th Infantry (MATATAG) Battalion (29IB), Philippine Army together with other local government agencies of Agusan del Norte recently provided various health services to the former rebels at the 29th headquarters, Brgy. Del Pilar, this city.

The provincial government of Agusan del Norte headed by Governor Dale B. Corvera through its program dubbed as “Sagip Kalusugan sa Barangay Medical Dental Outreach“ and the Provincial Social Welfare Development (PSWD) along with the Cabadbaran City Health Office and other dental and medical doctors provided various health services and distributed hygiene kits and food packs to the families of former rebels.

It can be recalled that on February 9, 2020, Agusan del Norte Rep. Ma. Angelica Rosedell Amante-Matba visited the former rebels where she asked what their concerns were. The latter raised issues regarding health, among others. She immediately coordinated with the concerned agencies and asked for the availability of the health services.

According to 29IB Commanding Officer Lt. Col. Isagani O. Criste, the government now truly has changed a lot. "Yes, they still fall short at times, but understand that they too aren’t perfect, they too are still in the process of changing the old ways. But I know, and I hope you too could feel that they’re doing their best to provide its people with the help and support they need. We just need to support our government, and never forget to help ourselves too, so we do not add to the burdens being carried by our government,” he said.

“Where could you see such government, whom after being betrayed by its people, because they’ve allowed themselves to be deceived by the enemy’s sweet lies, still has the compassion for its people and even give them chances and an opportunity to once again live a normal life? That is what a true government is, and not the ones which you once subscribed to which only destroys lives and shatters futures,” Criste ended. Gov’t intensifies security awareness drive in Agusan Norte

BUENAVISTA, Agusan del Norte, Mar. 10 --  The 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army led by its Commanding Officer Lt. Col. Francisco L. Molina Jr, together with Miss Agnes Lopez Reaño (Lola) national president of the former rebels (FR) organization People’s Advocacy for Collaboration and Empowerment, Inc (PeACE, Inc.), Representative Maria Angelica Rosedell M. Amante-Matba, Governor Dale Corvera and the Municipal Mayors of Agusan del Norte recently attended the 2nd Division Management Committee Conference of DepEd Agusan del Norte held in Butuan City.

The 2nd Division ManCom Conference with the theme “Achieving Peace through Synergy of Stakeholders: Together Towards Tomorrow” for the first time discussed the insurgency problem in this province. The discussion was geared towards the efforts of the national government in decreasing the problem which was capsulized by an Executive Order signed by President Rodrigo Roa Duterte institutionalizing the “Whole of Nation” approach. Lt. Col Molina as Chairman of Situational Awareness and Knowledge Management (SAKM) also rendered a report on the effort of the 23IB in encouraging the youth to continue and finish their studies, which was tagged as Information Education Campaign (IEC). IEC was conducted to Junior and Senior High School on the following municipalities: Las Nieves, Buenavista, Nasipit, Carmen, Agusan del Norte including Butuan City. ManCom was attended by 364 participants which included Supervisors, School Heads, Guidance Counselor of the DepEd Agusan del Norte.

Lola, in her talk, urged the teachers, being their second parents inside the school campuses, to protect the students. As second parents “You have the responsibility in protecting the students against the manipulations of the CNTs. I hope that you will not only teach academics but inculcate good moral values. Solidify the sacrifices of their parents, value the efforts of the government and encourage them to finish their studies," Lola added.

“To the teachers especially those who are members of ACT Partylist, please refrain from recruiting innocent children to join the armed group. Instead be a good role model to your students for their future depends on how you encourage them to reach their goals in life. If we fail to do so, we will never find a solution in ending the decade long insurgency problem of our country," she added.

Lt. Col. Molina encouraged the teachers to guide the students, to educate them on the workings of the government, to inform them that the government is working." He underscored that “the future of our children lies in our hand, always integrate in your subjects the efforts of our government in improving their lives. We also hope that you will support the Army’s effort in protecting the children, their future and their lives, and the effort of the national government in ending the conflict, which debilitates our country and destroys the future and lives of our youth and students.”

On the other hand, Gov. Corvera emphasized that “the 2nd ManCom Conference is a tremendous help for the province since it was the first time ever the ManCom conference will focus its discussion on the insurgency problem of Agusan del Norte. He added that the IEC spearheaded by the 23IB is a great help for the teachers since the students will be educated and taught on the manipulative recruitment strategy of the Communist Terrorist Group (CTG).”

Matba appealed to the attendees “let us perform our job properly, let’s walk our talk, be an exemplar of good governance. Let’s unite, and bond together to save our youth from the manipulative tactics of this armed group. Working together and aiming to have peace in our province will ensure that there will be no more wasted lives of children."

"If you will be able to save just a single life of a child, it is already a big contribution to Agusan del Norte. It is only through your commitment that we will be able to make sure that our students will understand the importance of family, because this is what the CTGs aimed to destroy, the smallest unit of the government which is the family, and the very fabric that makes our nation strong and great,” she added. Surigao Sur IPs, leaders welcome establishment of IPED schools

LIANGA, Surigao Del Sur, Mar. 10 -- The residents of Sitio Simuwao (Kilometer 9) and the Lianga Indigenous Peoples’ (IP) Council look forward to the establishment of the IP Education School in Kilometer 9 to provide quality education for IP children on June.

“As leaders of the IP council of Lianga, we have provided Free Prior and Informed Consent (FPIC) to the government to establish IP schools for the betterment of our tribe because this is what our tribesmen want,” said Datu Constancio Duhac, Lianga Tribal Chieftain.

Sitio Simuwao Chairman Jhunee Salinas expressed his enthusiasm for the planned development but also requested a military detachment to protect the residents and the project from Communist NPA Terrorists (CNTs) attacks. 

“We are happy that the government heeded our call to provide us schools but we also request for the presence of the military to protect us from CNTs’ attacks. They are against the establishment of the IP schools because they know that all TRIFPSS students will transfer eventually in the IPED government schools,” Salinas, said.

The Tribal Filipino Program of Surigao del Sur or TRIFPSS is a non-government organization run, non-DepEd accredited private school without a license or permit to operate, and an alleged CNT hub along with Alternative Learning Center for Agricultural Development (ALCADEV).

Lianga IPMR Hawudon Jumar S. Bucales, reacted on Tandag Bishop Raul Dael and Bishop Emeritus Nereo Odchimar’s contrary remarks on March 6 against their proposed IPED schools for their tribe saying that IPED government schools are no longer necessary.

“With due respect to Bishop Dael and Bishop Odchimar, the IP Council based on our IP Political Structure (IPS), was the one who spearheaded the request for IP schools. We hope you could also have a dialogue with the legitimate IP leadership not only with communist-linked MAPASU so that your perspectives would be balanced,” Bucales said.

The IP council also hit Lianga Councilor and Committee Chair on Education Samuel Dollano for allegedly delaying the approval and signing of the IP leaders’ resolution for the establishment of IPED schools and the closure of TRIFPSS and ALCADEV.

This is the reason why the IPs sought the help of the Regional Development Council (RDC) and the DepEd Caraga Region to craft and approve a resolution for the establishment of IPED schools under Executive Order No.70; s. 2019 and other legal provisions, it was learned.

DILG Caraga hosts localization activity for EO 70

BUTUAN CITY, Mar. 10 -- The Department of Interior and Local Government (DILG) Caraga hosted the conduct of Localization of EO (LEO) 70 Planning Workshop for Mindanao Cluster on March 5 and 6 in Almont Inland Resort, this city.

The activity was participated by the heads of DILG regional offices in Mindanao. DILG Undersecretary for Local Government Marivel C. Sacendoncillo was also present, together with personnel from the Local Government Academy.

The said workshop centered on identifying different strategies to be employed in the localized implementation of EO 70 such as creating services that will ensure the attainment of peace along with identifying and assessing risks upon attaining the said goal and identifying the set of indicators that will measure its success.

Usec. Sacendoncillo shed light on the reason behind the prevailing existence of insurgency, explicating that as long as socio-economic issues are not addressed, Communist Terrorist Groups (CTGs) will continue to exploit the economically-underprivileged and the cultural minorities in forwarding their own agenda.

In addition, she underscored the significance of the Retooled Community Support Program (RSCP) in which creating a dialogue with the community is deemed as one of the primary steps in formulating solutions to the communities’ problems.

“You can bring your ideas and adjust this according to the needs of your region. The vehicle will be different as we move through this journey from one place to another,” she added.

To cap off the activity, the participants had an on-site learning experience in a Payapa at Masaganang Pamayanan (PAMANA) project in Brgy. Puting Bato, Cabadbaran City where they saw firsthand the positive impacts of a community-consulted government intervention against insurgency.

Implementation of RCSP

The implementation of RCSP in the region paved the way for the completion of the Barangay Development Plans (BDPs) of the 80 priority barangays, enabling the conduct of community consultations and public validation of the identified priority projects during the Barangay Assembly to address the governance gaps of the concerned barangay.

This paved way for the construction of a farm-to-market road (FMR) in the geographically isolated, disadvantaged, and conflict-affected areas across the region and the facilitation of abaca weaving and handicraft making and provide access to credit (loan assistance) as much as Php 200,000. Army leads GAD seminar in SurSur

TANDAG CITY, Surigao del Sur, Mar. 12 (PIA) -- In time with the Women’s Month celebration, the 36th Infantry “Valor” Battalion (36IB), Philippine Army conducted a Gender and Development (GAD) Awareness Seminar to its personnel held at the 36IB headquarters in Barangay Dayoan, Tago town, this province on Friday, March 6, 2020, a military official confirmed.             
               
According to Captain Jonald Romorosa, 36IB Civil Military Operations Officer, the said activity was aimed to intensify the awareness on gender, culture, and religion among the soldiers.

Romorosa said they have included the topics on related laws for women, cultural sensitivity, and understanding Islam.

The rights of the Women's Indigenous Peoples (IPs) as part of the culture and tradition of the Manobo tribe were also shared by Michael Tawede, Tribal Affairs Assistant of the National Commission on Indigenous Peoples Provincial Office.

Meanwhile, 36IB Commanding Officer Lt. Colonel Jezreel Diagmel said that they will continue to promote equality among their ranks and maintain a high level of gender, culture, and religion.

MGB 13 holds re-orientation on new mining policy compliances

SURIGAO CITY, Surigao del Norte, Mar. 11 -- To ensure the full compliance of mining contractors/permittees with new mining policies, the Mines and Geosciences Bureau (MGB-13) conducted an re-orientation on the requirements of said issuances held recently at the Philippine Gateway Hotel, this city.

The requirements of MGB Memorandum Circular No. 2018-02, MGB Memorandum Order No. 20-001, together with Statistical Reports, Application of Ore Transport Permit and Mineral Ore Export Permit, Stocks Validation, and Shipment Verification/Monitoring were discussed at length by the MGB-13 technical personnel.

Key personnel of Caraga mining companies participated in the three-day activity which also aimed to strengthen further the Quality Management System of the agency.

MGB Caraga Regional Director Glenn Marcelo C. Noble, in his message, underscored the importance of collaboration in the compliance of all the standards.  In the same way, he encouraged the mining companies to be diligent and compliant in the implementation of their programs, projects and activities.

The participants’ knowledge of the following topics was enhanced further with presentations and discussions on issues and concerns encountered during monitoring using the Standardized Monitoring Checklist for Tenement; Exploration/Development/Operating Period; Proposed Mineral Processing/Industrial Sand and Gravel Permit Checklist Statistical Reports vis-à-vis Tenement Monitoring Checklist; Established Database vis-à-vis Tenement Monitoring Checklist; Annual Land-use; Issues and concerns encountered during monitoring using the Standardized Monitoring Checklist for Safety and Health.

And also, issues and concerns encountered during monitoring using the Standardized Monitoring Checklist for Social Development and Management; issues and concerns encountered during monitoring using the Standardized Monitoring Checklist for Environmental Management; MGB Memorandum Order No. 20-001; New Procedure for the Application of Ore Transport Permit and Mineral Ore Export Permit; Procedures for Shipment Verification/Monitoring including issues and concerns encountered during actual monitoring; Detailed Procedural Guidelines; Established Database; Reconciliation of Gross Sales for Royalty Payments; Procedures for and issues and concerns in the conduct of Stocks Validation (For Bulk Ore, For Gold/Silver Bullion, For Mixed Sulfides and Scandium Oxalate); and issuance of compliance certification.

Representatives from the Department of Health, Bureau of Customs and Philippine Ports Authority also took part in the discussions on the protocols for the handling of the COVID-19.

Caraga region remains ASF-free

BUTUAN CITY, March 13 (PIA) -- “Caraga region remains to be ASF-Free.”

This was the statement of regional director Abel Monteagudo of the Department of Agriculture (DA), following the ongoing threat on the African Swine Fever (ASF) in the region.

With this development, the task force led by DA has intensified the implementation of preventive measures and protocols to continuously ensure the safety of Caraganons from the ASF.

These efforts to stop the spread of the ASF, include the conduct of inspection and animal quarantine checkpoints in the boundaries of every province and distribution of spray and disinfectants to hog raisers.

Dir. Monteagudo stressed that the intensified information dissemination to the public has greatly contributed to this result.

The constant coordination of various concerned government agencies, as well as the support and cooperation of the general public in following the protocol, have also helped in making Caraga an ASF-Free region.

“We hope people would continue to cooperate as we are still doing everything that we could do to prevent the ASF in our region, at the same time that the government also do its best to prevent the spread of the coronavirus now called as COVID-19,” Monteagudo underscored.

DA-Caraga continues to provide assistance to hog raisers in the region.

For Nieza Balberan, who has been in the swine industry and selling “lechon” for 20 years, the ongoing threat on ASF has greatly affected their regular sales. She said, they usually earn around P100,000.00 a month but now, they could even hardly earn an amount of P10,000.00.

“The continuing concern on ASF really affected our business and income. However, we believe that this won’t last long as the government has been taking measures and soon, our regular operation will back into place,” said Balberan.

Meanwhile, Dir. Monteagudo called on the public particularly the drivers and operators of public utility vehicles to avoid bringing with them pork meat products that do not have the necessary permit.

Caraga remains COVID-19 free amid Code Red activation

BUTUAN CITY, Mar. 13 (PIA) -- Despite the declaration of the State of Public Health Emergency due to the additional confirmed cases on the Coronavirus Infectious Disease 2019 (COVID-19) in the country, the Department of Health (DOH) Caraga vows to intensify its preventive measures against the disease.

At present, three persons are currently being investigated, making the total tally for Persons Under Investigation (PUIs) of four. The first case tested negative for COVID-19.
Since the outbreak, a total of 58 persons under monitoring (PUMs) have been tallied, five of which are currently being monitored.

Despite the rise in the cases, Caraga region remains COVID-19 free.

DOH Caraga regional director Dr. Jose Llacuna, Jr. bared that they will continue implementing the health and control protocols set by the Inter-Agency Task Force on Emerging Infectious Disease against COVID-19 amid the activation of Code Red-Sublevel 2 of the country’s alert system.

“What I ask from the Caraganons is not to panic because we are in control of the situation. Instead lend your cooperation to strengthen the preventive measures imposed by the government,” Dr. Llacuna affirmed.

In addition, the public is advised to continue following the health protocol set by the said health agency such as washing hands frequently, following the cough etiquette, and avoiding going to crowded places.

He also discouraged panic buying of medical supplies and purchase instead when needed. He also reminded Caraganons to wear mask only when suffering from respiratory illnesses like cough.

For student Mel Agra, apart from religiously following the said health protocol, it is just as important to be updated with the status of the COVID-19 in the country and remaining educated about the disease. He believes that these are some of the best preventive measures that are feasible for the public.

“As what we have heard from the news, the disease is getting more unpredictable, which is why it is important to do research,” he said.

Food establishments are also doing their part in preventing the spread of the disease. Food establishment proprietor Robert Mendoza has stationed sanitizing products such as hand wash soaps and alcohol for customers to use. He also makes sure that his employees maintain a 1-meter distance between their customers as prescribed by DOH.
“Because it is in the nature of our business to interact with people, we made sure that we designate a handwashing area, especially for our customers. In addition, we always make sure to sanitize and wash our hands as often as we can especially after serving our customers,” he added.

Major events have also been canceled in response to the state of public health emergency declaration. The Department of Education (DepEd) Caraga pushed through the postponement of the Caraga Athletic Association – Regional Sports Competition 2020 (CAA-RSC 2020) Island Games, which was scheduled on March 13-18, 2020 at Siargao Island.

Meanwhile, the city government of Butuan issued a temporary postponement of all activities for this year’s celebration of Women’s Month.

Upon the confirmation of ten new cases of COVID-19 in the country, at least two of which indicates local transmission, President Rodrigo Duterte signed the Proclamation No. 922 on March 8, directing all government agencies and local government units to exhaust necessary means to combat the spread of the disease. (PIA-Caraga)

Caraga region nananatiling ASF-Free

LUNGSOD NG BUTUAN, Marso 13 (PIA) - Sa patuloy na hamon na dulot ng African Swine Fever (ASF), mas pinaigting pa ng Task Force ng Caraga region sa pangunguna ng Department of Agriculture (DA) ang pagpapatupad ng  preventive measures.

Partikular dito ang inspection at animal quarantine checkpoints sa mga boundaries ng kada probinsya; distribution ng spray at disinfectants sa mga hog raisers; at iba pa.

Ayon kay DA-Caraga regional director Abel Monteagudo, nananatiling ASF-Free ang rehiyon dahil na rin sa patuloy na information dissemination sa bawat komunidad.

Malaking bagay din ang pakikipagtulungan ng ibat-ibang ahensiya at kooperasyon ng publiko sa pinapatupad na protocol.

“Hinihiling namin ang patuloy na kooperasyon ng publiko sa ginagawang hakbang ng gobyerno upang hindi makapasok ang ASF sa rehiyon. Tayo ay magkaisa at magtulungan para sa ikabubuti ng lahat,” sabi ni Monteagudo.

Patuloy din ang tulong na ibinibigay ng DA sa hog raisers ng rehiyon.

Para kay Nieza Balberan, na 20 taon ng nagnenegosyo ng lechon sa Butuan City, naging matumal ang kanilang benta dahil sa ASF. Kung nuon ay kumikita sila ng P100,000.00 sa isang buwan, ngayon ay nasa P10,000.00 nalang.

“Bumaba talaga ang aming kita dahil sa isyu ng ASF sa rehiyon. Naiintindihan naman namin ang mahigpit na pagpapatupad ng gobyerno sa protocol upang masigurong ligtas ang mamamayan. Tiwala naman kaming hindi ito magtatagal at magbabalik din ang aming regular na operasyon at kita kada buwan,” ani ni Balberan.

Samantala, nanawagan naman si Dir. Monteagudo sa publiko lalo na sa  drivers at operators ng public utility vehicles na iwasang magdala ng pork meat products ng walang permit.

Authorities seize 236 'hot logs' in AgNor

CABADBARAN CITY, Agusan del Norte, March 16 -- Based on the information given by a concerned citizen on the presence of illegal forest products, the Department of Environment and Natural Resources (DENR) of CENRO Tubay together with the 29th Infantry (MATATAG) Battalion (29IB) and the 2nd Provincial Mobile Force Company of the Philippine National Police (PNP) conducted an anti-illegal logging operation along Sitio Lusong, Brgy. Putingbato, this city, on March 13, 2020.
Various species of undocumented and illegally cut lumber, which were left on the side of the road, covered with grass and soil were seized and apprehended during the government forces' joint operations. Illegal logging is penalized under the Revised Forestry Code of the Philippines, Section 68 of Presidential Decree 705.
The said illegally cut forest products included 236 pieces of assorted dimensions of the mixed dipterocarp lumber species of Dongon, Yakal and Lauan which has a total volume of 2,607.8 board feet and two pieces Lauan round logs with a total volume of 0.42 cubic meter and a total estimated market value of P158, 753.00.
Modesto U. Lagumbay, Jr., the officer-in-charge of CENRO-Tubay, said that their agency together with the PNP and Army will continue to do what they are mandated to do.
“I know people will tell us that they're doing it to earn a living for their family. We understand that your intention is good but you and I also know that it is against the law," he said.
"Not just because we want to comply with the duties assigned to us but because we believe that we can still save the environment before it is too late and we will be asked to recompense all that we've done with our mother earth," he added.
Lt. Col. Isagani O. Criste, Commanding Officer of 29IB, said that their goal is not just to end the insurgency but they are also extending assistance to everyone to stop whatever illegal activities in the area. "Peace is not just living in a place where there is no conflict or war but also living our lives in harmony with nature. AgNor town prohibits domestic passenger vessels to dock at the port

BUTUAN CITY, March 17 (PIA)– The Sangguniang Bayan (SB) of the municipality of Nasipit, Agusan del Norte issues a Municipal Resolution prohibiting all passenger vessels to dock at the Nasipit seaport due to Coronavirus disease or COVID-19.

As stated in the resolution, all vessels carrying passengers are not allowed to dock at the port effective March 14 until such time that the prohibition is lifted by the local government.

According to Mayor Enrico Corvera, the move is one of the precautionary measures against the local transmission of COVID-19 in the country.

Meanwhile, Mayor Corvera clarifies that the news circulating on social media that the municipality had imposed a community quarantine is absolutely false. Corvera assures every Nasipitnons that the local government unit is doing its best in coordination with the provincial government and the regional agencies to protect and safeguard its constituents. Eco-friendly human waste management isinusulong ng DOST Caraga

LUNGSOD NG BUTUAN, Marso 17 -- Isinusulong ng Department of Science and Technology (DOST) Caraga ang eco-friendly na alternatibo sa human waste management sa tulong ng eco-friendly septic tank system o Ecosep.

Kumpara sa karaniwang septic tank, ang Ecosep ay gumagamit ng Vigormin, isang organo mineral na nakakatulong para mabilis na mabulok ang bakteryang nasa human waste nang sa ganun ay maagapan ang kontaminasyon sa mga sewarage system.

Gawa ito ng Pilipinong imbentor na si Dr. Merlinda Palencia ng Adamson University. Una na rin itong ginamit sa boracay na nakatulong para mapabilis ang paglilinis at redevelopment sa isla noong 2018.

Giit ni DOST Caraga regional director Dominga Mallonga, maaaring magpatayo ang sinuman ng Ecosep dahil mabibili ang mga kagamitan at ang natuang organo mineral sa kanilang ahensya.

Matapos ang isinagawang pilot testing sa isla ng Siargao, layon ng ahensyang pang-agham ngayon na maipalawak pa ang paggamit ng Ecosep sa iba’t-ibang parte ng bansa lalo na sa mga matataong lugar katulad ng food establishments. Ayon kay DOST Secretary Fortunato Dela Peña, mainam din na ito ang gamitin ng mga naturang establisyamento upang matiyak ang kalinisan ng kanilang paligid.

Ang naturang proyekto ay isa sa mga Reseacrch and Development (R&D) project ng ahensya. Kabilang din ito sa pinaigting na inspeksyon sa kalinisan ng mga food establishments sa rehiyon sa pamamagitan ng Food Establishments Inspection and Grading System (FEIGS) ng DOST Caraga.

Agusan Norte placed under community quarantine

BUTUAN CITY, March 18 (PIA)–  Agusan del Norte Governor Dale Corvera has placed the entire province under community quarantine starting at 12 midnight, Wednesday until further notice due to the threat of coronavirus disease (COVID-19).

In his Executive Order 18 signed March 17, Governor Corvera enjoined the Agusanons to stay and/or confine at home and shall only be allowed to go out from their houses in accessing basic and essential needs such as but not limited to work, food provisions, water and medicines but it should be within the territorial jurisdiction of the province.

“To prevent the spread of the virus, there is a need to implement community quarantine and to impose tougher measures in accordance with the directive of the Department of Health (DOH) and other national line agencies,” said Agusan del Norte governor Dale B. Corvera.

However, Corvera clarified that in the case a person needs medical attention and in times of emergency, they are allowed to cross borders but with proper coordination and referral to the receiving province or city.

Strict observance on social distancing is also mandated in public places and inside offices, groceries, banks and other places where other people may also be present. In public transport, a one-meter social distancing is also strictly implemented, and in the case of a motorcycle, only the driver is allowed and no more back riders.

In cases where Agusanons coming from other provinces or cities decide to return to their respective abode within the effectivity of this order, they may be allowed entry provided they can show proof of residence and must be reported to the DOH and will be endorsed to their respective barangay health emergency response teams and commit themselves to undergo mandatory self-quarantine in they come from a place confirmed with local transmission.

Non-residents of Agusan del Norte whose workplace is within the jurisdiction of the province can enter provided that they can present a valid ID, certificate of employment or any proof of employment. Residents of the province are also not allowed to exit from the province except for essential travels.

Health workers; authorized government officials and employees; those traveling for medical and humanitarian reasons; Philippine National Police, Armed Forces of the Philippines, Bureau of Fire Protection, Philippine Coast Guard, Bureau of Jail Management and Penology, Bureau of Customs, Bureau of Immigration, Philippine Ports Authority, and other law enforcement personnel and other force multipliers (barangay officials and tanods) performing security services; emergency responders in line of performance of their duty; personnel carrying out existing government contracts and projects; and vehicles carrying basic necessities including construction and other supplies may enter and exit the province provided they can show documents/proofs/IDs.

Both foreign and domestic vessels are also prohibited from entering the territorial waters of the province except those carrying cargoes of basic commodities and those foreign vessels carrying ore from mine sites in the province provided that all quarantine protocols are strictly followed and no crew shall be allowed to disembark the vessels and no human physical contact is allowed between the crew and the ground personnel.

A penalty of not less than P20,000 but not more than P50,000 or an imprisonment of not less than one month or up to six months will also be imposed to those persons under monitoring who failed to undergo mandatory self-quarantine of 14 days upon their arrival in the province.

The community quarantine will be in full force starting 11:59PM of March 18, 2020 and will continue to be in full force and effect until revoked or lifted. (NCLM/PIA Agusan del Norte)

NPA leader surrenders in AgNor

CABADBARAN CITY, Agusan del Norte, March 18 -- A New People’s Army (NPA) leader, after realizing how much he loves and longs for his family, finally decided to surrender to the 29th Infantry “Matatag” Battalion (29IB), Philippine Army on March 11, 2020, in Barangay del Pilar, this city.

The surrenderee was identified as alias Jumong, 42 years old and a resident of Surigao del Norte. He was a former Platoon Leader of Platoon “KALAW,” Sentro de Grabedad (SDG) 16, Guerilla Front Committee (GFC) 16 of North Eastern Mindanao Regional Command (NEMRC).

He brought with him his M-653 issued rifle, one bandolier with five long magazines loaded with ammunition and subversive documents with high intelligence value.

The said surrenderee was formally presented to MGen. Franco Nemesio M. Gacal, Commander, 4th Infantry (DIAMOND) Division, during the latter's visit at the 29IB headquarters.

According to alias Jumong, life has not been easy for his family. As a father, all he wants is to give them a good life, but he did not know how, until the NPA came and enticed him to join them in exchange for helping his family.

"I trusted them for more than two years hoping they would keep their promise but I soon realized nothing they said was true. My family situation just worsened. I was far from my wife and children, when in fact I was supposed to be by their side supporting and looking after them but then I failed them," Jumong said.

"Many times, they tried to convince me to surrender, but I refused. I realized that I have failed to be a father to my children and husband to my wife and that I was not worthy of their love. I thought my life was already useless and of no purpose at all. But God is good because He enlightened my mind and made me take the path back to my family," he added.

Partial lockdown starts today in Tandag City

TANDAG CITY, Mar. 18 (PIA)– The city government of Tandag has ordered a partial lockdown on all entry and exit points that will start tonight (Mar. 18) from 7:00pm up to 5:00am.

Tandag City Mayor Roxanne Pimentel said the implementation is part of the aggressive precautionary measure against the coronavirus disease (COVID-19), in support of President Duterte’s Proclamation No. 922, placing the entire Philippines under State of Public Health Emergency.

Based on the Executive Order No. 08 series of 2020, no one is allowed to enter and exit the city, both private and public vehicles, within the specific time mentioned, during the implementation of the partial lockdown, as stipulated under Section 4.

A daily curfew will also be imposed from 8:00pm to 5:00am applicable to all constituents of Tandag City. Minors are not allowed to leave their residences unless for medical emergencies or for humanitarian reasons.

Mayor Pimentel clarified that the health workers, authorized government officials, those working businesses with a work schedule within the curfew hours, traveling for medical or humanitarian reasons, persons providing basic services and public utilities, persons delivering food and medicine, and the essential skeletal workforce of the city government of Tandag are exempted from the curfew hours.

The suspension of classes at all levels both private and public schools will also take effect today, until further notice. Pimentel said the city has still no confirmed COVID-19 case, as of this time. (PIA-Surigao del Sur)

Cabadbaran activates COVID-19 local task force checkpoint

CABADBARAN CITY, Agusan del Norte, March 18 -- In a bid to prevent the spread of Coronavirus disease (COVID-19) in the city, the COVID-19 Local Task Force of Cabadbaran City has set-up a checkpoint along Brgy. Sanghan and Comagascas this city on March 16, 2020.

The said task force is composed of the city government of Cabadbaran, 29th Infantry (MATATAG) Battalion (29IB), Philippine National Police (PNP) and the Bureau of Fire Protection (BFP). This task force was organized in support of the President's Proclamation 922 that declares a state of public health emergency due to the COVID-19 threat in the Philippines.

The said proclamation aims to capacitate government agencies and LGUs to immediately act to prevent loss of life, utilize appropriate resources to implement urgent and critical measures to contain or prevent the spread of COVID-19, mitigate its effects and impact to the community, and prevent serious disruption of the functioning of the government and the community.

The activated Task Force checkpoint of Cabadbaran City has required all passengers to get off from their vehicles, inform the Task Force of their whereabouts and have their temperature checked by authorized medical personnel using the infrared thermometer.

Lt. Col. Isagani O. Criste, Commanding officer of 29IB, in his message, vowed to support the government in the fight against the disease. “We know that you are fully aware that as your Army, we have a strict duty to fight the threat of insurgency. But I hope you also know, we are here to secure the land but also to serve the people as our solemn responsibility; and that is why we take part in this issue," he said.

"As our country continues to face this threat of COVID-19, we pledge to help and offer what we can, together with other front-liners who are tirelessly doing their best and continuously working for a better tomorrow for all of us. Forest products seized in AgNor

CABADBARAN CITY, Agusan del Norte, March 19 --  Despite the prevailing threats of insurgency and coronavirus disease (COVID-19) throughout the land, the Department of Environment and Natural Resources (DENR) - Community ENRO Tubay together with the 29th Infantry (MATATAG) Battalion, 2nd Provincial Mobile Force Company (PMFC) of Agusan del Norte and the Regional Mobile Force Battalion (RMFB) of the Philippine National Police continued to conduct its Anti-Illegal Logging Operation this March 17, 2020, at Sitio Zapanta Valley, Brgy. Bangayan, Kicharao, Agusan del Norte.

Based on the positive information provided by concerned citizens and because of the proactive action of the government agencies; various undocumented forest products, and Band saw paraphernalia have been seized and six illegally established mini sawmills have been dismantled.

The said illegally cut forest products included 1,980 pieces of assorted dimensions of the Mixed Dipterocarp and Miscellaneous lumber species of Lauan, Antipolo, Hindang, Bay-ang, and Bagras, which have a total volume of 5,000 board feet and a total estimated market value of P150,000.00. Also seized were six units of band saw machines which have an estimated total market value of P90,000.00, six pairs of ply wheels amounting to a total of P360,000.00, six pieces grinders worth a total of P30,000.00 and five pieces Bandsaw blades amounting to a total of P10,000.00.

As of this writing, the team was still conducting a comprehensive investigation to identify the owners and other persons involved in the said illegal activity for filing of the appropriate case. These persons once identified will be subjected to administrative adjudication proceedings and once found guilty will be penalized under the Revised Forestry Code of the Philippines, Section 77 of Presidential Decree 705 that prohibits cutting, gathering, and/or collecting timber or other forest products without a license as well as under Republic Act 460 for operating sawmills without a permit.

Modesto U. Lagumbay Jr, Officer-In-Charge of CENRO, said that despite the prevailing issues on insurgency and COVID-19 which have been confronting their peace partners, the PNP and the Army, "I am deeply grateful that they are unwavering in their undivided support and unrelenting in their efforts to assist our agency in this fight against illegal logging activities. Rest assured that as your partner agency, we will also do our part to support your peace endeavors.”

Lt. Col Isagani O. Criste, Commanding Officer of 29IB, said that the effort is not just about the protection and preservation of the environment but also a part of the President’s campaign to End Local Communist Armed Conflict (ELCAC). "How? Because these illegal logging activities have long been the means of the financial and logistical support systems of the Communist Terrorist Groups (CTGs). Yes, that is the truth behind these illegal logging activities," he said.

This truth was revealed by the former rebels who claim that these illegal loggers are helping CTGs to transport food supplies in the guerilla hinterlands. The former rebels also stated that CTGs collect money from these illegal chainsaw and sawmill operators in exchange for allowing them to operate in the hinterlands. Furthermore, the CTGs also charge these unlawful operators a certain amount of money for every board feet of forest products, or for whatever products they have obtained from the forest.

"As your Army, we will continue to carry on our work. We will continue to interrupt whatever illegal logging activities they are doing until we can make them realize the importance of preserving our natural environment and until they decide to stop providing support to the CTGs who have deceived people with their wicked plans. Uniformed service agencies form task force vs COVID-19 in Caraga

BUTUAN CITY, Mar. 19 -- Armed service agencies in Caraga unite to create a task force against the spread of Corona Virus Disease 2019 (COVID-19) in the region.

The Inter-Agency Task Force – Corona Virus (IATF-CV) Caraga Shield is comprised of the Philippine National Police (PNP) Caraga; 4th Infantry Division (4ID), Philippine Army; Philippine Coast Guard (PCG); and the Bureau of Fire and Protection (BFP).

During the coordination conference of the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) Caraga on March 17 at Camp Col. Rafael C. Rodriguez, Butuan City, it was agreed that the said task force was to oversee the peace and order in the region and enforce laws and support to other agencies in order to curb the transmission of the COVID-19.

An open forum to finalize the interoperability mechanism and implementation of the mandate of IATF-CV Caraga was conducted, with each agency vowing to provide manpower and logistical resources.

PNP Caraga Police Brigadier General Jose Esquivel Jr, with Brigadier General Maurito Licudine, Commander of the 402nd Brigade representing 4ID, PA; Lt. Junior Grade Jesmar Dasas, PCG Station Commander; and FSSUPT Rommel Tradio, Regional Director of BFP Caraga conducted the signing of the Joint AFP-PNP-PCG-BFP Implementation Plan to formally activate the IATF-CV Caraga Shield. PNP Caraga was appointed as the lead agency of the said task force.

Caraga authorities implement tight security, precautionary measures vs. COVID-19

BUTUAN CITY, March 20 (PIA) -- Amid the increasing number of coronavirus disease or COVID-19 patients in the country, the local government units in the Caraga region have leveled up the implementation of precautionary measures to prevent the spread of the virus.

In the province of Agusan del Sur, the authorities are strictly implementing the conduct of thermal scanning procedure in the designated checkpoints to check the body temperature of all the individuals and assess if they manifest symptoms of COVID-19.

According to Sanny Dale Cinco of the Provincial Correctional And Security Management Office, there are instances where individuals are found to have a high temperature during the screening, not because that they have a fever, but due to the hot weather condition in the area.

“We carefully check the temperature of the individuals coming in and out of the government center and once we find them to have beyond a temperature of 37.5, we would refer them to the nearest hospital for further medical checkup. This is part of the strict implementation of the precautionary measures to ensure prevention on the spread of COVID-19 disease,” said Cinco.

With this effort of the government, the locals have been cooperative and are following the health protocol imposed by the local government units.

Every office in the provincial government also offered free use of sanitizers or alcohol, and maintained a clean comfort room for clients and public use.

Meanwhile, Governor Santiago Cane, Jr., has released an executive order declaring the suspension of classes in all levels in all schools in the province starting March 16, and has canceled big events and gatherings this month.

Mga LGUs sa Caraga humingi ng tulong sa national gov't

LUNGSOD NG BUTUAN, Marso 20 (PIA) -- Sa harap ng banta ng coronavirus o COVID-19 disease sa bansa, nanawagan ang mga opisyal ng Agusan del Norte sa national government hinggil sa pagkakaroon ng sapat na testing kits sa rehiyon. Gayundin ang pangangailangan nito sa personal protective equipment para sa mga frontliners.

Ayon kay Governor Dale Corvera, bagamat COVID-free pa ang probinsya, umabot na sa mahigit 3,800 ang kanilang persons under monitoring (PUMs) habang 13 ang patients under investigation (PUIs).

“Mas madali sanang ma-check kung positibo o negatibo ang resulta ng labtests sa ating mga PUIs kung mayroon tayong mga testing kits dito sa rehiyon. Nais din sana nating mabigyan ng personal protective equipment and ating mga frontliners habang ginagawa nila ang kanilang tungkulin sa bayan,” ani ni Corvera.

Humiling rin ng assistance ang City Tourism Office ng Butuan City sa national government para sa mga stranded na turista dahil sa umiiral na enhanced community quarantine sa Luzon at localized community quarantine sa ibat-ibang rehiyon.

Ayon kay Butuan City Tourism Officer Evangeline Peña-Dominese, sana ay magkaroon ng espesyal na biyahe ang mga turista pabalik sa kani-kanilang lugar. Gayundin ang mga Butuanons o Caraganons na na-stranded din sa ibang lugar.

“Isa lang talaga ang hiling namin sa tourism sector, at iyon ay sana mabigyan ng special trips ang ating mga turista upang sila’y makabalik at makauwi na sa kanilang mga tahanan. Ganun din sana sa ating mga kababayan dito na nasa ibang lugar na makauwi na sila,” sabi ni Dominese.

Surigao Sur placed under preventive community quarantine

TANDAG CITY, Surigao del Sur, Mar. 20 (PIA) -- Governor Alexander T. Pimentel has placed the entire province of Surigao del Sur under preventive community quarantine to avert the local transmission of the fatal effects of coronavirus disease (COVID-19).

Based on the Executive Order No. 14 series of 2020, a provincial preventive quarantine will be enforced effective 8:00 pm, March 20, 2020, until revoked or lifted.

There were five entrance and exit points that were identified and recommended by the Police Provincial Office (PPO) chief Police Colonel James Goforth for the establishment of checkpoints: 1. Barangay Adlay, Carascal via Claver, Surigao del Norte; 2. Barangay Payasan, Lianga via Los Arcos, Prosperidad, Agusan del Sur; 3. Sitio Cutlog, Barangay Bahi, Barobo via San Francisco, Agusan del Sur; 4. Barangay San Jose, Bislig City via Trento, Agusan del Sur; & 5. Barangay Sabang, Lingig via Boston, Davao Oriental.

All entrance and exit points in the province will be manned 24/7 by a joint team from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the provincial and municipal health personnel.

The public utility vehicles (buses, vans, jeepneys, tricycles) within the province shall continue its operation, as stated on the EO, provided they have strictly observed social distancing for the passengers. For vehicles that are transporting goods and food products, they are allowed to enter the province, however, the drivers and helpers will be subjected to a temperature check. The drivers and helpers of supply chain vehicles/delivery vehicles are not allowed to leave their vehicles until the loading/unloading of the delivered goods is finished.

Earlier, the Bachelor Express Inc. has already suspended its operation in Surigao del Sur.

The curfew hours will also be imposed tonight from 8:00 pm to 5:00 pm.

All primary tourism-related establishments (TREs) such as travel and tour services, accommodation establishments, and resorts are suspended up to April 12 or until further notice. While secondary TREs such as malls, restaurants are advised to implement daily disinfection protocols.

Governor Pimentel has also ordered all the city and municipal mayors to activate their Local Price Coordinating Councils (LPCC) to monitor the price of local commodities. All prices of basic necessities sold within the province are declared frozen, under Section 6 of the Price Act of the Philippines (RA 7581) as amended, it was learned. (PIA-Surigao del Sur)

Bayugan City households receive quarantine pass

BUTUAN CITY, March 23 (PIA) -- As the entire province of Agusan del Sur implements the community quarantine as part of the provincial government’s precautionary measures to prevent the spread of the coronavirus disease (COVID-19), the city government of Bayugan has already distributed the quarantine pass to every household.

The city government wanted to limit the movement of the local residents for less exposure outside their homes and prevent the chance of spreading the disease.

It can be recalled that Bayugan City Mayor Kirk Asis has issued the Executive Order No. 65, series of 2020, wherein he declared the entire city under general community quarantine.

“While Bayugan City remains free of positive COVID-19 case, there are limited testing kits available and it takes weeks to get the results back, thus, an urgent need for a 'Mandatory Self-Isolation for All' because everyone is a suspect now carrying the coronavirus in this life-and-death situation,” bared Asis.

Just recently, Mayor Asis also announced that the LGU has issued a quarantine pass allowing individuals to go out of their houses to buy the basic commodities and other essentials, as well as, for those employees in public and private entities.

“Along with the pass, individuals should also present their ID for verification. Without the pass, anyone will not be allowed to go out from their homes and roam elsewhere without official business,” said Asis.

Mayor Asis added that the quarantine pass, which the city government will be providing to every household shall not be reproduced, otherwise, those who will be caught violating will be put to prison. He further bared that the pass shall only be produced by the City Social Welfare and Development (CSWD) office and City Planning Office. The pass is also non-transferable with other users.

Mayor Asis also urged the uniform personnel and quarantine officers, persons in authority and agents of persons in authority both in the city and barangay levels to be present at border points and also oversee the movement of the people in internet shops/cafes, basketball courts and other recreational areas.

He also urged the concerned personnel to monitor the prices in grocery stores, sari-sari stores, 24-hours convenience stores, supermarkets, fast food restaurants, pharmacies, and public markets, and other essential business establishments.

Local leaders urge public cooperation on localized community quarantine

BUTUAN CITY, Mar. 23 (PIA) -- Following reports that there are residents of Butuan City and Agusan del Norte who failed to follow measures and protocols set by the local leaders in the implementation of a community quarantine, Governor Dale B. Corvera of the province of Agusan del Norte reiterated his call to Agusanons to please stay at home and follow the measures to avoid the spread of coronavirus disease (COVID-19) in the province.

Governor Corvera said he acknowledged the very critical role of the front liners against the virus. He said, the strict implementation of Executive Order No. 18, its measures and protocols being set, is for the betterment of every Agusanon.

"The front liners are putting their lives at risk to protect the entry of the virus to our province, let us not make their sacrifices put into useless. We are asking for your cooperation and please stay at your home while the order is still being enforced,” he added.

Gov. Corvera said that if the situation will worsen, they are also forced to put the province into an enhanced community quarantine like what happened in Luzon, "so now that we can still control of the situation, avoid going out from your respective homes,” said Corvera.

Governor Corvera also urged the public to spare time to pray, because this is the most effective weapon to combat the virus.

Meanwhile, Butuan City Mayor Ronnie Vicente Lagnada also called on Butuanons to cooperate and be vigilant, he said that even if he is still in home quarantine, the government is still on top of the situation. The city task force with the help of both the public and private sectors is doing its best to contain the spread of the virus.

Violators on the measures and protocols set on the issued executive order will be penalized and be given appropriate actions, he said.

The local official also encouraged the public utility operators and drivers not to increase fare to help residents cope with the situation, especially that other companies have closed their establishments to protect their employees from the virus.

Earlier, the Butuan City law enforcement team apprehended two drivers who were not observing social distancing in their multicabs by exceeding eight passengers. The violators were escorted to the police station and the vehicles were sent to the local traffic and management office for processing of affidavit of undertaking.

AgSur appeals to media, locals to verify COVID-19 info before sharing

BUTUAN CITY, March 23 (PIA) -- As the need of timely, accurate and reliable information about the coronavirus (COVID-19) is vital in this crisis situation, the Provincial Public Information Office (PPIO) in Agusan del Sur has called on the public particularly the media from the different towns to only tell and share verified and validated information from legitimate sources.

Alfredo Plaza, Jr., PPIO chief, emphasized that this should be the primary concern of the media, so people remained well-informed despite the localized community quarantine implemented in the entire province.

“All should be responsible in making sure that the information they have gathered are verified and validated before sharing it with others in various platforms. This is to prevent people from confusion and make them panic over baseless information,” said Plaza.

Plaza further reminded all that any individual who will be caught creating fake news and sharing it online will be charged for violating the Anti-Cyber Crime Act, wherein responsible person/s shall be put to prison and shall pay the corresponding penalty.

“Remember, this is not about who gets the news first and be on the spotlight, but it’s about ensuring that everyone around us is able to get the right information and let them be aware of the things to do and what to avoid for them to be spared from the spread of the harmful COVID-19,” Plaza added.

Meanwhile, Plaza further bared that those media personalities, who are working within the province of Agusan del Sur and are gathering data in the different municipalities for their reports, are urged to have with them their ID and should undergo the screening process at the checkpoints, as the community quarantine is strictly implemented in the entire province.

AgNor local officials seek support from national gov’t

BUTUAN CITY, March 23 (PIA) - Amid the outbreak and health threat brought by the coronavirus or COVID-19 in the country, the local officials of Agusan del Norte brought up their concerns and asked the national government to provide testing kits for the Caraga region.

They also seek the support for the provision of personal protective equipment for the frontliners.

According to Governor Dale Corvera, despite being a COVID-free region, it has recorded more than 3,800 persons under monitoring (PUMs) while 13 are patients under investigation (PUIs).

“If only we have readily available testing kits in the region, we would easily know who are those affected and who are not based on the results. Our frontliners also need to have the personal protective equipment that they could use while they handle the PUIs in the health facility,” said Corvera.    

Meanwhile, the City Tourism of Butuan has also asked assistance from the national government to help in addressing the concern of the tourists who were stranded due to the ongoing implementation of the enhanced community quarantine in Luzon and localized community quarantine in the different regions.


Butuan City Tourism Officer Evangeline Peña-Dominese asked for special trips for the return of the tourists in their respective places, as well as those Butuanons and Caraganons who were stranded in other parts of the country.

“For now, we only have one concern in the tourism sector, and that is to ask for help from the national government that if possible they could provide a special trip/s for the tourists who were stranded and let them go back to their homes. Same with those Caraganons who were also stranded in other areas,” Dominese cited.

The government called on the public to obey and follow the health protocols imposed by the authorities in the designated checkpoints, including the curfew hours and other rules and regulations in order to continuously prevent the spread of the said virus.

AgSur guv urges public to cooperate with authorities in implementing precautionary measures

BUTUAN CITY, March 23 (PIA) -- With the ongoing implementation of the community quarantine in the entire province of Agusan del Sur, Governor Santiago Cane, Jr. called on the locals to obey and follow the rules and regulations imposed by the authorities from the Department of Health (DOH), Provincial/Municipal/City/Barangay Health Emergency Response Team (BHERT) in fighting against the spread of the coronavirus (COVID-19) disease.

"We should follow orders from the officials in the barangay/city/municipality/province, as well as the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) for us to ensure that nobody will be affected by the said virus," Gov. Cane, said.

The barangay officials are also making the move to properly inform their constituents on the things to do in order to continuously prevent the spread of the COVID-19 disease. Hotline and emergency numbers are posted in every barangay so people could immediately report any related incident.

The governor, who leads the Agusan del Sur Task Force COVID-19, is also visiting the designated checkpoint in the province to personally check and assess whether the health protocols are continuously followed/complied. This is to ensure the implementation of the precautionary measures to prevent the spread of the said virus while the province is under community quarantine.

Meanwhile, despite being a COVID-Free province and region, for now, Gov. Cane urged everyone not to be complacent, instead, always follow and apply the precautionary measures and health protocol, maintain proper hygiene, social distancing, and to stay at home, and to ensure that said disease would not affect more people and increase the number of persons under monitoring (PUMs) and patients under investigation (PUIs).

Joint task force to combat COVID-19 launched in SurSur

TANDAG CITY, Surigao del Sur, Mar. 23 -- Concerned law enforcement agencies have formally launched the Provincial Joint Task Force Corona Virus Surigao del Sur Shield (PJTF CV SDS Shield) on Saturday, March 21, 2020, held at the Surigao del Sur Police Provincial Office, Camp Vicente Pimentel Sr., Brgy. Telaje, this city.
       
The said task force was organized to oversee and support the implementation of the directives of the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-MEID). Its mission is to maintain the peace and order, and enforcement of laws to prevent and contain the spread of the coronavirus disease (COVID-19) by establishing quarantine control points to seal-off the five main entrance and exit points in the province of Surigao del Sur.

The event was spearheaded by Police Provincial Office chief PCol. James Goforth, as the designated commander of the task force, along with 36th Infantry Battalion (36IB) Commander Lt. Colonel Jezreel Diagmel, Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), and chiefs of police of the 17 municipalities, and two cities of the province.

The activity was highlighted by the signing of the PNP-AFP-PCG-BFP Joint implementing directive Nr. 1-2020 in support of IATF-MEID. 

In his statement, Lt. Col. Diagmel lauded the bold move of the PNP Surigao del Sur for activating and organizing the Joint Task Force in the province. 

“We in the Philippine Army, particularly the 36IB, will fully support the implementation of PJTF CV SDS Shield. Crime incidents in Caraga down by 19.85%

BUTUAN CITY, Mar. 24 -- Based on comparative crime volume 11 days before and after the implementation of localized community quarantine in different areas in Caraga, the number of crime incidents went down to 19.85 percent, according to Police Regional Office (PRO) 13 Regional Investigation and Detective Management Division.

PRO13 Director Brigadier General Joselito T. Esquivel, Jr. disclosed that from 277 crime incidents from March 1 to 11, 2020, the figure decreased to 222 from March 12 to 22, 2020.

In the same period, the peace and order index also decreased from 67.41 percent to 50.88 percent while the public safety index also went down from 90.47 percent to 79.24 percent.

Peace and order index is comprised of index crimes (murder, homicide, physical injuries, robbery, theft, carnapping of motorcycles, carnapping of motorized vehicles and rape which are known as seven-focused crimes and the special complex crimes) and non-index crimes (violation of special laws and the Revised Penal Code including those frustrated and attempted stages of seven-focused crimes) whereas the public safety index covers the vehicular incidents and other quasi-offenses.

“The reduction of crime incidents is attributed to the strict implementation of localized community quarantine and the enhanced security measures of the police force regionwide. The security and safety of the people are at the top of our priority amidst the crisis brought about by coronavirus disease 2019,” RD Esquivel, Jr. said.

He also appealed to Caraganons to cooperate in the implementation of community quarantine and to report to the nearest police station any information on crimes occurring in their communities. (PRO13/PIA-Caraga)

PNP Caraga top cop ensures welfare of all police personnel

BUTUAN CITY, Mar. 24 -- During the special meeting held here yesterday (March 23), Police Regional Office (PRO) 13 Director Brigadier General Joselito T. Esquivel, Jr. vowed to ensure the well-being of his troops especially those manning in the checkpoints.

PRO13 Regional Personnel and Records Management Division was eventually ordered to coordinate with the Regional Health Service (RHS) to monitor and submit daily health updates of every PNP personnel in the region.

“Citing that the war is against an invisible enemy, one way of knowing the enemy is for cops to be capacitated with essential information particularly on the symptoms of coronavirus disease 2019 (COVID-19) through the templates to be disseminated by the RHS to the lowest rank and file,” BGen. Esquivel, Jr. said.

On the other hand, PRO13 has accounted for a total of 197 police officers who were graduates of medical-related courses like registered nurses regionwide. In case the need arises, they will be placed as members of the Quick Response Team for possible additional deployment on the ground.

Being a member of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), the PNP has deployed more troops on the field to assist in the implementation of localized community quarantine.

SK leaders render service as Army reservists amid quarantine

BUTUAN CITY, Mar. 26 (PIA) -- Upon the implementation of the community quarantine in Butuan City, the Sangguniang Kabataan (SK) leaders in the city have partaken in the heightened inspection in the checkpoints alongside police and military forces.

Former SK Federation president Engr. Wen Kok Lim Chiang II reiterated that all SK leaders will automatically become reservists upon their appointment to the position. As such, they are to respond to the directives of the military, especially at dire times such as the COVID-19 pandemic.

“As we are only reservists, we may not be equipped with advance level training such as those of our police and military personnel but we are doing our best to help our local government and maximize our role as public servants," he added.

Much like the police and military personnel, the reservists are tasked to conduct thermal scanning and profiling of visitors in the city.

Engr. Chiang recounted some of the major problems faced by the military and police personnel during their shifts such as the failure of the residents and visitors alike to comply with the protocol imposed under community quarantine. Despite the mandatory stay-at-home policy, some still choose to go out and loiter in public. There would also be instances that those waiting in line in the checkpoints would mock and sometimes curse them.

The youth’s act of volunteerism has thus contributed significantly to improve the response of the local government unit (LGU) of Butuan in repressing the spread of the disease in the region.

At present, thirty-seven SK leaders are designated at the five entry and exit checkpoints in the city. In order to continue fulfilling their other duties as youth officials, they work by shifts. In terms of sanitation, the former SK president bared that they are also made to follow disinfection procedures to maintain hygiene and sanitation. (PIA-Caraga)

AgSur frontliners in checkpoints ask for more PPEs

BUTUAN CITY, March 27 (PIA) -- With the intensified implementation of precautionary measures in the province of Agusan del Sur against the coronavirus (COVID-19), the frontliners have asked for additional personal protective equipment (PPE) and other needs as they operate in the designated checkpoints.

During the inspection and assessment of the Agusan del Sur Task Force COVID19 in the checkpoints of the said province, Governor Santiago Cane, Jr., witnessed the actual situation of the frontliners comprising personnel from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Department of Health (DOH) and Barangay Health Emergency Response Teams who are operating on 24/7.

The identified needs of the checkpoints include tents to shed waiting motorists, thermal scanners and personal protective equipment to be used by the frontliners.

According to Governor Cane, the provincial government is doing its best and looks for appropriate means and ways to address the concerns of the frontliners, as well as measures to protect them from being afflicted with COVID-19.

The official also stressed the need for available testing kits, not only in the province of Agusan del Sur but also in all areas of the Caraga region. This is to fast track results of the swab samples of the patients under investigation (PUIs) and persons under monitoring (PUMs).

“For now, what we really need is available testing kits not only for the province of Agusan del Sur, but also in the whole of Caraga region, especially that we have PUIs and PUMs,” cited Gov. Cane.

Apart from looking after the needs of the frontliners, the provincial government also takes measures to ensure the safety and protection of the employees from the private and public sectors, hence, governor cane has allowed implementation of a flexible work arrangement or skeletal workforce.

Meanwhile, the local authorities continue to appeal to the public for their full support and cooperation especially in the conduct of checkpoints, as part of the precautionary measures to avert the spread of COVID-19.

LUNGSOD NG BUTUAN, Marso 27 (PIA) -- Sa gitna ng pinaigting na pagpapatupad ng mga hakbang sa probinsya ng Agusan del Sur kontra coronavirus o COVID-19, nanawagan ang ilang frontliners sa probinsya ng ilan pa sa kanilang mga pangangailangan partikular na sa pagsasagawa ng checkpoints.

Sa ginawang inspection at assessment ng Agusan del Sur Task Force COVID-19 sa mga checkpoints ng nasabing probinsya, nakita mismo ni Governor Santiago Cane, Jr., ang sitwasyon ng  mga kawani ng Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Department of Health (DOH), at Barangay Health Emergency Response Teams.

“Kailangan po talaga namin dito sa Agusan del Sur at ng buong Caraga region ang testing kits lalu na’t may mga PUIs at PUMs na naitala na kailangan ding tutukan,” banggit ni Gov. Cane.

Maliban sa frontliners, tinutugunan din ng lokal na pamahalaan ang proteksyon ng mga empleyado sa pribado at pampublikong ahensiya.. Kaya naman pinahintulan ng opisyal ang pagpapatupad ng flexible work arrangement o skeletal workforce.

Samantala, hiniling din mga otoridad sa publiko ang kanilang suporta at kooperasyon lalu na sa checkpoints upang masugpo ang pagkalat ng virus.

370 Caraga cops on standby vs COVID-19

BUTUAN CITY, Mar. 28 -- The Police Regional Office (PRO) 13 has prepared additional 370 policemen on standby in case an additional force is urgently needed on the ground in the fight against coronavirus disease 2019 (COVID-19).

"If there is a need for additional frontliners, we have 370 police personnel serving as Reactionary Standby Support Force (RSSF) for COVID-19. They will be mobilized for the strict implementation of guidelines on localized community quarantine as well as the protocol set by the Inter-agency Task Force for the Management of Infectious Disease," Brigadier General Joselito Esquivel, Jr., Regional Director of PRO13 said.

As of now, almost 2,000 personnel from PRO13, Philippine Army's 4th Infantry Division, Philippine Coast Guard District Northern Mindanao, Bureau of Fire Protection 13, Department of Health, and local government units were already deployed to the different Quarantine Control Points regionwide.

Caraga readies contingency plan for COVID-19 worst-case scenario

BUTUAN CITY, March 30 (PIA) -- With the exponential increase of coronavirus disease or COVID-19 cases in the Philippines, the Department of Health – Center for Health and Development Caraga has intensified its health emergency response action to combat the virus.

A contingency plan was devised and finalized during the 1st Quarter Full Council Meeting of the Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC). This is in preparation for the worst-case scenario especially that COVID-19 has already entered Mindanao. 

Part of it is the strengthened vigilance to prevent the spread of COVID-19, consolidation of resources, and plotting of response activities whenever the situation will aggravate.

“We do not know so much about this novel virus so we have to take aggressive steps of preparation. It is better to be ready because we can’t afford to be complacent about safety and security. Simply follow the guidelines imposed by the authorities until we beat this COVID-19,” said DOH-CHD Caraga regional director Jose Llacuna, Jr.


With Europe that has the fastest growing cases of COVID-19, Dr. Llacuna stressed that everyone has a role to play in reducing community spread. He said that based on the World Health Organization (WHO) assessment, the health risk is very high at the regional and global level.

"In Caraga region, we are currently under Code Red Alert (Sublevel 1). Health emergency response is being carried out," said Llacuna, adding that provision of timely advice on measures to protect people's health to prevent the spread of this outbreak is also undertaken.

Meanwhile, Office of Civil Defense Caraga regional director Liza Mazo emphasized the importance of cooperation among local DRRMC members and all other stakeholders. "We have to be on top in these uncertain times. We also encourage everyone to strictly follow the directives and protocols and be one with the government in the fight against COVID-19," she said.

The local government ensures a stricter implementation of the localized community quarantine even with the absence of confirmed cases in the region.

Some barangays have also started the repacking and house-to-house distribution of food packs.


“Our barangay has purchased a sizable number of canned goods, instant noodles, and sacks of rice for distribution to families or beneficiaries that were considered as indigent,” said Wilo Montero, punong barangay of Brgy. Bayanihan, this city.

In Surigao de Norte, the frontliners of the Caraga Regional Hospital have also received health at sanitary supplies such as alcohol, anti-bacterial soap and disinfectant aside from rice and other food items.

Meanwhile, the nurses who are deployed at the barangay health centers seek the assistance of the national government for the provision of additional face masks, gloves and disinfectant.


“We really lack the supply of face masks and gloves and other personal protective equipment. Thus, we appeal for the support from our government and other benevolent stakeholders to look into our needs as we continue to perform our duties in our field of work as frontliners,” said Louise Francia R. Centeno, registered nurse of the DOH-CHD Caraga who served at the Barangay Health Center under the national deployment project.

Caraga remains a COVID-19-free region, with 20 total remaining patients under investigation (PUIs) and more than six thousand nine hundred persons under monitoring (PUMs) wherein 4,300 of them were cleared and done with the isolation period, as of March 21, 2020. (VLG/PIA-Caraga)

Caraga FabLab produces face shields for COVID-19 frontliners

BUTUAN CITY, March 30 -- Seeing the need to help the communities be safe as the country is put into a state of calamity because of the Coronavirus disease 2019 (COVID-19) pandemic, Fabrication Laboratory (FabLab) Caraga is printing protective gears for the frontliners.

FabLab Caraga, one of the Shared Service Facility (SSF) projects of the Department of Trade and Industry (DTI), has started producing face shields last March 23 and continues to donate more to the different agencies in the region.

“This initiative is a collaborative effort of the FabLab community in the entire country as a means of support to the real heroes of this crisis, our frontliners,” said Engr. Isagani Roma, FabLab Caraga manager.

As of press time, the laboratory has already printed a total of 220 protective gears using three dimensional (3D) printing and aims to reach the production rate of 200 every day as they shift their production by utilizing a laser cutting machine.

The laboratory has already provided face shields for the Philippine Medical Association, city government of Butuan, DTI, Department of Science and Technology (DOST), Philippine Information Agency (PIA) and Caraga State University (CSU).

Roma said that they would willingly accept written requests from various agencies and organizations as well as financial and material donations.

“The laboratory is self-sustaining so we call for donations so we can replenish our materials and produce more,” Roma added.

DTI Caraga has already donated acrylic sheets, polyvinyl chloride (PVC) sheets, and industrial glue that are needed for the production of the face shields.

FabLab Caraga is a space for innovation by providing coaching, mentoring, and access to digital fabrication tools.

Through CSU, the laboratory seeks to develop pool of designers to assist micro, small, and medium enterprises (MSMEs) in product design and development.

In 2017, DTI Caraga provided assistance worth P12 million for the purchase of two units of 3D printers, laser cutter and engraver, wood milling machine, computer numerical control (CNC) machine for metal crafts, and large format printers.

Nationwide, SSF is a project of DTI that targets to give MSMEs access to better technology and sophisticated equipment to become more competitive in the field (DTI-Caraga/PIA-Caraga)

DOLE Caraga releases CAMP fund assistance to beneficiaries

BUTUAN CITY, March 31 -- The Department of Labor and Employment (DOLE) - Caraga Regional Office has recently announced the release of the first two batches of the coronavirus disease (COVID-19) Adjustment Measures Program (CAMP) fund assistance amounting to P5,607,340.00 benefiting 1,117 workers in the private sector. 

According to DOLE-Caraga Regional Director Chona Mantilla, the first batch of release was made on March 26, 2020, amounting to P2,063,220.00 which covered 411 workers in Agusan del Norte province.

“The regional office has also released P1,516,040.00 to 302 workers from Surigao del Norte; P1,450,780.00 to 289 workers from Surigao del Sur; and P577,300.00 to 115 workers in Agusan del Sur,” added Mantilla.

Director Mantilla further bared that the regional office is waiting for additional cash from the Central Office to fund the next batches of applicants.

Caraga, naglatag ng contingency plan vs. COVID-19

LUNGSOD NG BUTUAN, Marso 31 (PIA) -- Sa harap ng patuloy na pagtaas ng kaso ng coronavirus disease o COVID-19 sa bansa, puspusan ang health emergency response action laban sa naturang virus ng Department of Health – Center for Health and Development (DOH-CHD) Caraga.

Sa isinagawang 1st Quarter Full Council Meeting ng Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC), tinalakay ang contingency plan bilang paghahanda sa worst-case scenario lalo na at nakapasok na ang COVID-19 sa Mindanao. 

Kabilang rito ang  pinalakas na pagbabantay at pagtukoy sa resources at response activities kung sakaling lumala ang sitwasyon.

“Itong COVID-19 ay bagong uri ng virus kaya kailangan natin itong paghanda pa lalo.

Kailangan nating maniguro sa ating kaligtasan at seguridad. Kaya hangga’t maaari ay sundin natin ang mga guidelines na ipinapatupad ng pamahalaan upang masugpo ang COVID-19,” sabi ni DOH-CHD Caraga regional director Jose Llacuna, Jr.

Bagama’t wala pang naitalang nagpositibo na patients under investigation o PUIs, mas hinigpitan pa ng mga lokal na pamahalan ang pagpapatupad ng localized community quarantine.

Nagsimula na rin ang ilang barangay sa pag-repack at house-to-house distribution ng food packs .

“Ang aming barangay ay naghahanda na rin ng mga family food packs na naglalaman ng bigas, canned goods at instant noodles. Ibabahagi natin ito sa mga pamilyang mas nangangailangan ng tulong,” sabi ni Wilo Montero, punong barangay ng Brgy. Bayanihan, Butuan City.

Sa Surigao del Norte, nakatanggap din ang frontliners ng Caraga Regional Hospital ng health at sanitary supply gaya ng alcohol, anti-bacterial soap at disinfectant maliban sa bigas at iba pang food items.

Samantala, nanawagan naman ang mga nurse na nakadeploy sa barangay health centers na sana ay matugunan ang kanilang kakulangan ng supply ng face mask, gloves at disinfectant.

“Paubos na talaga ang stock namin ng face masks at gloves. Nangangailangan din kami ng face shield. Hiling sana namin ang support ng ating pamahalaan para maprotektahan din ang aming mga sarili habang isinasagawa ang aming mga tungkulin bilang frontliners,” sabi ni Louise Francia R. Centeno, registered nurse ng DOH-CHD Caraga na nagsisilbi sa Barangay Health Center sa ilalim ng national deployment project o NDP.

Sa ngayon ay nanatili pa ring negatibo sa COVID-19 ang Caraga. Ngunit may nananatiling 16 patients under investigation (PUIs) kung saan ang isa nito ay namatay na may pre-existing medical condition na chronic kidney disease. Meron ding 7,550 persons under monitoring (PUMs) kung 5,778 sa kanila ay cleared at tapos na sa isolation period sa ngayon. (VLG/PIA-Caraga)

Third set of Caraga COVID-19 samples tested negative

BUTUAN CITY, Apr. 1 -- Department of Health – Center for Health and Development (DOH-CHD) Caraga received the results of the third set of samples sent to the Southern Philippines Medical Center (SPMC). All five samples tested negative for COVID-19.

“Although results are favorable, this does not mean that we should be complacent. There is so much to do to halt the spread of this disease. I urge everyone to continue to stay at home, maintain physical distancing, regularly wash hands, observe proper cough etiquette and adapt healthy habits to strengthen your defenses against infection,” said DOHD-CHD Caraga regional director Jose R. Llacuna, Jr.

As of this time, there are still pending laboratory results. There are 13 remaining patients under investigation (PUIs) with one recorded death (with pre-exising medical condition). There are also 7,676 total persons under monitoring (PUMs) wherein 6,623 were cleared and done with the isolation period, as of March 31, 2020.

“We thank our partners from the local government units (LGUs), uniformed personnel, health workers, volunteers and other stakeholders for their strong will and determination to combat COVID-19. The extensive measures set by the LGUs should be followed. Remember that anyone can be infected. Let us not lower our guards but sustain our heightened efforts instead,” Dr. Llacuna said. PDI intensifies fishery law enforcement with patrol boats from BFAR

SURIGAO CITY, Surigao del Norte, Apr. 1 -- The Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga led by regional director Visa Tan-Dimerin and represented by assistant regional director Edgardo P. Balambao, recently turned-over two units of 30-footer fiberglass reinforced plastic (FRP) patrol boats, equipped with 16-horsepower twin gasoline marine engines and underwater fittings to the local government of the province of Dinagat Island (PDI) through Cong. Alan B. Ecleo, the vice chairperson on Aquaculture and Fisheries.

The initiative is under the FB Pagbabago Program, which is designed to provide modern and disaster-resilient fishing boats and resource-appropriate fishing gears.

The said program spearheaded by BFAR national director Eduardo B. Gongona also supports Department of Agriculture Secretary William D. Dar’s Masagang Ani at Mataas na Kita approach to uplift the economic status of both Filipino farmers and fisherfolk.

Also present in the activity were BFAR provincial fisheries officer Mansueto Cadelina and staff, OIC of the Regional Maritime Unit-13 Lt. Col. Hadji Ballangan and his team, and the beneficiaries from Barangays R. E. Ecleo Sr. and Mabini of the Municipality of Cagdianao, Dinagat Islands represented by punong barangays Zacarias Gumamera and Alexsander Eraya, respectively.

Cong. Ecleo thanked DA-BFAR for responding to their request and for the agency's constant support to the local government. He also promised the beneficiaries to provide the outrigger of the patrol boats.

In his message, Balambao assured the beneficiaries that DA-BFAR will continue to support the livelihood projects of Dinagat and its enforcement of fishery laws.

"Take good care of the patrol boats. These are of great help in your livelihood and in the implementation of fishery laws," Balambao said.

"We are thankful for the support of the Cong. Ecleo and of BFAR. We now have a boat to catch and stop illegal fishing activities," Punong Barangay Gumamera responded.

BFAR-13 holds training on preparation of unified fisheries ordinance

SURIGAO CITY, Surigao del Norte, Apr. 1 -- With an aim to formulate a unified fisheries ordinance in each municipality in Dinagat Islands and to strengthen partnership and coordination with local governments to address the occurrence of illegal, unreported, unregulated fishing (IUUF), a training was conducted recently by the Department of Agriculture - Bureau of Fisheries and Natural Resources (DA-BFAR) Caraga led by regional director Visa Tan- Dimerin and its Regional Fisheries Management Regulatory and Enforcement Division (FMRED), in coordination with the Provincial Government Office of Dinagat Islands held on March 4 to 6 at the Provincial Governor’s Conference Hall in San Jose, Province of Dinagat Islands.

It was attended by the local chief executives, vice mayors, Sangguniang Bayan chairperson on agriculture, municipal agriculturists, agricultural technologists for fisheries, municipal environment and natural resource officers together with representatives from the Provincial Agriculture Office and BFAR Provincial Fisheries Office.

Provincial Agriculturist Oswaldo T. Borja, in his message, reminded the  participants of the local government units' (LGUs') responsibility as cited in the Section 16 of the Philippine Fisheries Code as amended by RA 10654, which states that the municipal government shall have the jurisdiction over municipal waters. LGUs shall be responsible for the protection, for the conservation, for the management and utilization of all fishery and aquatic resources within municipal waters.

“Let us be united, let us continue working together, let us continue our battlecry - which is to deter and totally eliminate the illegal fishing activities in our province,” Borja said.

As one of the resource speakers, Atty. Asis G. Perez, former BFAR national director and currently the Senior Adviser of Tanggol Kalikasan, facilitated the identification of the activities in the respective municipal waters that the community wants to allow but has to be regulated as initial step in the formulation of their respective unified fisheries ordinances.

Perez emphasized that municipal fisheries ordinances, to be unified, should be consistent and complementary with each other.

“It is very important that you have this level of coordination so that the ordinances that you have are consistent with the others,” said Perez.

The status of the fisheries resource in Dinagat Islands with notes from Fisheries Management Area (FMA) 8 was also reported by Joyce Baclayo, DA-BFAR National Stock Assessment Program (NSAP) project leader, in order for the local government units to have an overview of their resource.

Meanwhile, chief aquaculturist Sandra Victoria R. Arcamo of DA-BFAR Central Office discussed the Ecosystem Approach to Fisheries Management wherein she emphasized that “conservation is finding a balance between ecological well-being and human well-being through good governance for future generations.”

Arcamo also said that at least 15 percent of the total municipal waters should be set aside for marine protected areas (MPAs).

The legal framework for the delineation and delimitation of municipal waters and the importance of delineation and its methods and activities were also presented.

“As of February 29, 2020, we have delineated some 928 coastal cities and municipalities in the Philippines but only 311 are certified,” said Engr. Mario A. Princer of the Maritime Affairs Division of the Department of Natural Resource and Environment – National Mapping and Resource Information Authority (DENR-NAMRIA), adding that part of the FOs should be the delineation of municipal waters as mandated by law.

Citing the crucial role of management plan in the establishment of MPAs, Rene Zaldy Porlaje BFAR’s Fisheries Resource Management Division said that MPA management plan provides a direction, reduces the risk of uncertainties, and reduces overlapping and wasteful action. “It also promotes innovative ideas, facilitates decision-making, and establishes standards for controlling,” Porlaje added.

The activities would be instrumental in the implementation of all fishery laws and regulations.

“Our efforts should not end in the enforcement alone. We need to look forward to the future of our aquatic resources, and that our direction should be to develop the fisheries industry in the province as our source of economic activities that will augment income and alleviate the quality of lives of our fisherfolk and communities,” said Gov. Arlene "Kaka" J. Bag-ao.

Gov. Bag-ao clarified that the unified FOs does not mean a single fisheries ordinance for the entire province. It means that they have seven ordinances with similar provisions, in terms of enforcement and regulation, and definition of illegal fishing. It should also reflect the unique features of their respective municipalities, as these will be the bases for the development ofthe Provincial Coastal Resource Management Plans and Programs.

“After this, the next challenge is how we are going to design our capital investments. We just want to lay down the foundation of what type of capital and business we are going to embark on depending on the nature of your fishery ordinances and to that of your partnership with the fisherfolk. You protect, you earn - that will be our theoretical framework in the province,” Gov. Bag-ao underscored.

Moreover, according to Deprtment of the iInterior and Local Government (DILG) provincial Director Domingo E. Bulabog the MC 2018-59 reiterates the existing national policy to ensure that LGUs must play an active role in coastal resource management (CRM), to hold them accountable to their action and inaction towards the monitoring and regulation of fisheries activities and serve as a reminder and ensure that the law is strictly enforced, followed and implemented.

DOST awards compliant food establishments in Siargao Island

SURIGAO CITY, Surigao del Norte, Apr. 1 -- After a series of food safety-related trainings and inspections of the food establishments in Siargao Island, the Department of Science and Technology (DOST) Caraga has recognized and awarded the restaurants, eateries and homestays that passed the food establishment inspection and grading system (FEIGS), the first food grading system implemented in the country.

Of the 53 food establishments that voluntarily went through the process of inspection, 27 have highly conformed with the food safety standards and received a grade “A” equivalent to an excellent rating and “B” for very satisfactory.

Seven restaurants and three eateries obtained a grade of A; and 10 restaurants, six eateries, and one homestay garnered a grade of B after the last inspection.

During the awarding ceremony, DOST Secretary Fortunato dela Peña emphasized the importance of food safety in public health and tourism industry, particularly in Siargao Island which is known to be one of the leading tourist destinations in the Philippines.

“By maintaining this kind of quality of facilities and services, the owners/operators will continue to get more clients and the tourists who came from all over the world can spread the word about which places are excellent to go. This grading system will really help them,” said Sec. Dela Peña.

Jose Rose Tekseth, owner of Pamomoan Beach Resort in Del Carmen, Siargao said it is really helpful and advantageous, as they were able to determine the aspects that need to be improved in order to meet the standards.

“I am very glad that we are recognized and rated excellent and that our efforts have borne fruit.  We are proud to deliver the best services to our customers,” said Tekseth.

Del Carmen Mayor Proserfina Coro also acknowledged the DOST for implementing measures for food safety and for ensuring the cleanliness of food establishments on the island.

"We thank the DOST for providing us the technical assistance such as trainings, consultancy and monitoring. The evaluation of food establishments really helped the business operators in improving their services, especially in the preparation and handling of foods," Coro said.

Evelyn Lao Singuan, owner of the King Crab restaurant, also noted a significant increase in their daily sales and said they got positive feedbacks from their customers. Her business got an ‘A’ rating for excellence in cleanliness and food hygiene.

According to DOST Caraga regional director Dominga Mallonga, the FEIGS helps to empower the local government units (LGUs) in establishing a mechanism that encourages food safety practices among food service establishments while providing informed choices to customers.

“This will also serve as a marketing leverage for them because more customers will patronize their business upon learning the kind of standard they maintained. It only proves the effectiveness of FEIGS project which bares the tagline, ‘clean places, safe food, happy customers.’ And so with happy customers, there are no complaints,” said Mallonga.

The implementation of which started in March 2018 has garnered more than 85 percent approval, as conducted in nine partner LGUs in Siargao Islands. There are 1,002 inspectors and food handlers who were trained on Food Safety.

After piloting the FEGS project in Siargao Island, Mallonga said that they are indeed in the process of implementing the same to the other areas in the region.

"We are optimistic that more LGUs here in Caraga will opt to apply the FEIGS project in their locality. As part of our expansion plan, we will also come up with a different checklist as a basis for the evaluation and monitoring intended for the ambulant vendors, especially those stalls selling street foods, because they also need to comply with the sanitation standards," said Mallonga.

Meanwhile, the locals were glad with the implementation of the FEIGS, as it will surely create an impact for ecotourism opportunities in the island.

“As a consumer, we only want to experience the satisfaction in the basis of food and service quality, physical environment, and hygiene and cleanliness. Food service sanitation is one of the important factors that we consider when we decide to eat in food establishments. With FEIGS, we are assured of consuming the clean and safe foods,” said Meryrose Macabodbod, student of Oguing Navarro Memorial National High School in Sayak, Del Carmen.

Food establishments sa Siargao na pumasa sa inspeksyon, kinilala

LUNGSOD NG SURIGAO, Surigao del Norte, Marso 31 (PIA) -- Matapos ang puspusang training at inspeksyon sa mga kainan sa Siargao Island, kinilala ng Department of Science and Technology (DOST) Caraga ang food establishments na pumasa sa Food Establishment Inspection at Grading System o FEIGS. Ito ang  kauna-unahang food grading system sa bansa.

Ang FEIGS ay isang research at development project at proactive measure na naglalayong tugunan ang problema sa food poisoning dahil sa maling food handling.

Sa awarding ceremony, binigyang diin ni  DOST Secretary Fortunato dela Peña ang kahalagahan ng food safety sa public health at tourism industry, lalung-lalo na sa Siargao Island na kabilang sa top tourist destinations ng bansa.

“Sa pagpapanatili ng ganitong klaseng kalidad ng serbisyo at pasilidad, siguradong dadami ang kliyente na galing pa sa ibang bansa ng mga pasadong food establishments at sila na rin mismo ang makakapagsabi sa iba kung saan ito mapupuntahan. Ang grading system na ito ay talagang makakatulong sa mga business owners,” sabi ni Sec. Dela Peña.

Sa 53 food establishments na boluntaryong sumailalim sa pagsusuri, 27 ang nagpakita ng husay pagdating sa sanitation standards.

Binigyan ng grade "A" ang mga nakakuha ng excellent rating at "B" para sa very satisfactory.

Ayon kay Jose Rose Tekseth, may-ari ng Pamomoan Beach Resort sa Del Carmen, Siargao, malaking pakinabang para sa kanila ang FEIGS dahil sa pamamagitan nito ay natugunan nila ang kung ano ang nararapat para pumasa sa standards.

“Sobrang saya namin dahil nagbunga na rin ang aming pagpupursige na pumasa sa criteria ng FEIGS. Proud din kami na maibigay ang malinis at mahusay na serbisyo sa aming mga customers,” sabi ni Tekseth.

Samantala, nagpapasalamat naman si Del Carmen Mayor Proserfina sa DOST sa pagpapatupad ng food safety measures upang masiguro ang kalinisan ng food establishments sa isla.

"Maraming salamat DOST sa technical assistance gaya ng trainings, consultancy and monitoring. Malaking tulong talaga ito sa mga business operator upang mapabuti ang pagproseso at paghahanda ng mga pagkain,” sabi ni Coro.

Napansin din anya ni Evelyn Lao Singuan, may-ari ng King Crab restaurant, na tumaas ang sales nila at nakatanggap ng positibong feedbacks galing sa kanilang mga customer. Ang kanyang negosyong kainan ay nakakuha ng ‘A’ rating dahil sa excellent ito sa cleanliness at food hygiene. 

Ayon kay DOST Caraga regional director Dominga Mallonga, makakatulong rin ang FEIGS para maging batayan ng  mga customer pagdating sa  pagkain at serbisyo.

“Magsisilbi ito bilang marketing leverage dahil mas maraming customers ang tumangkilik sa kanilang negosyo nang malaman ang uri ng standard na kanilang ipinakita. Patunay ito sa tagline ng FEIGS project na ‘clean places, safe food, happy customers.’ At kung masaya ang mga customer wala rin maririnig na reklamo ang mga may-ari,” sabi ni Mallonga.

Ang implementasyon ng FEIGS na nagsimula noong March 2018 ay nakakuha ng mahigit 85 percent approval. Ito ay isinagawa sa siyam na partner LGUs sa Siargao Island. Mayroon itong 1,002 inspectors at food handlers na sinanay sa Food Safety.

Ayon kay Mallonga ay panaghahandaan na rin ng kanilang ahensiya ang pagpapatupad ng FEIGS sa iba pang mga probinsiya at lungsod sa rehiyon.

“Positibo tayo na mas marami pang LGUs ang tutulong na isulong ang FEIGS sa kanilang lugar. Bahagi ng ating expansion plan ay ang paggawa ng ibang checklist na pagbabasehan sa evaluation na akma sa mga ambulant vendors gaya ng mga nagbebenta ng street foods dahil sila rin ay kailangang mag-comply sa sanitation standards,” sabi ni Mallonga.

Ikinasaya naman ng mga taga-Siargao ang tugon ng mga lokal na pamahalaan sa nasabing proyekto.

“Dahil sa FEIGS, nakakasiguro tayong mga customers na malinis at ligtas tayo sa ating kinakain,” sabi ni Meryrose Macabodbod, studyante ng Oguing Navarro Memorial National High School, Sayak, Del Carmen.

DOST-SEI announces 9,788 new S&T scholarship qualifiers


BUTUAN CITY, Apr. 1 -- A total of 9,788 graduating senior high school students will have a reason to celebrate as they clinch a slot in the country’s premier science scholarship programs – the Department of Science and Technology - Science Education Institute (DOST-SEI) Scholarship Programs. 

Out of the total number of passers, 5,917 qualified as scholars under the RA 7687 Scholarship Program, which provide for academically talented students who belong to economically disadvantaged families; while 3,871 qualified under the DOST-SEI Merit Scholarship Program.

The 2020 DOST-SEI Undergraduate Scholarship Examination, which was held on October 20, 2019 in 347 test centers nationwide, hit a record-breaking 102,526 examinees. 

Dr. Josette T. Biyo, DOST-SEI director, said the scholarships will provide greater opportunity to students especially to those who are hard up in life as they pursue a college science degree.

“This scholarship program is certainly a package of opportunities as qualifiers, especially those who are underprivileged, will get to continue their education in leading universities and colleges. We are hopeful that they, four or five years from now, will undertake productive efforts in the areas of research and development, industry and innovation, and S&T services.” Dr. Biyo said.

The new S&T scholars will receive a monthly stipend at P7,000; tuition fee subsidy up to P40,000 per academic year for those who are enrolled in private universities and colleges; book allowance; MS/PE clothing allowance (one-time only); one economy-class roundtrip fare per year for those studying outside of their home province; outright thesis allowance; and group accident insurance. 

The scholarship qualifiers must pursue a Bachelor of Science (BS) degree program in any of the priority fields of study at a state university or college or any private higher education institution that is recognized by Commission on Higher Education as Center of Excellence or Center of Development or with FAAP Level III accreditation for the BS program that he/she intend to enroll in. DOST-SEI scholars are required to render service in the country along their fields of specialization after graduation for a period equivalent to the number of years they enjoyed the scholarship as a return service. 

“We believe that through the different scholarship programs of DOST-SEI, we are helping infuse a new blood of talent and skills into our workforce as well as supply a fresh breed of responsible citizens who use science in their daily lives. Now more than ever, we need young people to serve as ambassadors of science as the issues we face in terms of natural disasters, health pandemics, and others rely on sound scientific information to make better decisions for the public good,” Biyo added. U.S. commits P139M assistance for COVID-19 response in PH

BUTUAN CITY, Apr. 1 -- The United States (U.S.) Embassy in the Philippines announced recently that the U.S. government has committed more than P139 million ($2.7 million) to support the Philippines’ Department of Health (DOH) in its response to COVID-19 in the country.

The U.S. government, through the U.S. Agency for International Development (USAID), will collaborate with Philippine government counterparts to establish and implement internationally-recognized infectious disease threat prevention and response strategies, and enhance infection control.

U.S. assistance will strengthen specimen transport systems and laboratory capacity to accurately and rapidly detect cases. The assistance will also help protect health workers and patients by ensuring that hygiene products, masks, waste management supplies, and other necessary commodities are available, delivered, and managed appropriately.

Balikatan 2020 exercise cancelled due to COVID-19 threat


BUTUAN CITY, Apr. 1 -- The United States (US) Indo-Pacific Command has cancelled the exercise “Balikatan 2020” which was initially set on May 4 to 15 in the Philippines to ensure the health and safety of the participating forces and the locals in the communities near the planned training areas.

The exercise cancellation is in accordance with the international travel restrictions implemented by the U.S. Department of Defense (DoD) as well as the Republic of the Philippines in response to the outbreak of COVID-19. 

“In light of the extraordinary circumstances surrounding COVID-19 pandemic and in the best interest of the health and safety of both countries’ forces, it is prudent to cancel Balikatan 2020,” said Adm. Phil Davidson, commander, U.S. Indo-Pacific Command.

“We remain deeply committed to our long-standing alliance and friendship,” he added.

Balikatan is an annual exercise between the Republic of the Philippines and the United States, and involves participation from Australia. The United States and the Philippines have shared values and enjoy a warm relationship deeply rooted in history, and the U.S. remains committed to the U.S.-Philippines Mutual Defense Treaty.

Curfew hours violators arrested in Siargao Island

SIARGAO ISLANDS, Surigao del Norte, Apr. 1 -- The Philippine National Police (PNP) in Caraga region remains strict in the implementation of curfew hours, social distancing, and suspension of mass gathering to prevent the spread of the coronavirus disease (COVID-19), yet another violators in the community were arrested by partying in General Luna, Siargao Islands.

PNP Caraga regional director Brigadier General Joselito T. Esquivel, Jr, said that the police officers responded immediately upon receiving a report that a group of individuals, some are foreigners, gathered in a resort and having a drinking spree despite social distancing rule is still in effect amid COVID-19 outbreak. There were seven of them who were apprehended.

“We urge the public to take seriously the curfew being implemented especially that we are under a community quarantine. Anyone who fails to observe this regulation requiring people to remain indoors will be dealt with accordingly,” Esquivel said.

Butuan Medical Center, mahigpit ang precautionary measures laban COVID-19

LUNGSOD NG BUTUAN, Abril 1 (PIA) -- Mas pinaigting pa ng Butuan Medical Center (BMC) and pagsagawa ng precautionary measures laban sa pagkalat ng coronavirus disease o COVID-19 upang paprotektahan ang mga pasyente nito, lalung-lalu na ang mga doktor at nurses.

Kaya naman malaking bagay din ito sa pagpapanatiling ligtas o negatibo sa kaso ng COVID-19 ang Caraga region. Ito ay matapos mag-negatibo sa COVID-19 ang siyam na swab samples sa pangalawang batch ng testing sa mga patients under investigation (PUIs) na sinuri sa Southern Philippines Medical Center sa Davao City.

Ayon kay Department of Health (DOH) Caraga regional director Dr. Jose Llacuna Jr., sa siyam na PUIs, anim nito ay naka-confined sa Caraga Regional Hospital sa Surigao City habang ang tatlo naman ay sa Adela Serra Ty Memorial Medical Center sa Surigao del Sur.

Patuloy naman ang paghihigpit habang ipinatutupad ang precautionary measures sa mga checkpoints, pamilihan at lalung-lalu na sa mga ospital.

Sa BMC, kung saan may 36 na mga doctor at 129 nurses ang patuloy na nagbibigay serbisyo at tumututok sa kondisyon ng mga pasyente, pinapatupad na nila ang “No visitors allowed” Policy at limitado sa isang watcher lang kada pasyente.

Ipinagbawal na ring pumasok ang mga outpatient at may nakatalaga na itong area sa labas ng nasabing pasilidad. Ito ay upang maiwasan ang close contact at pagkalat ng virus.

Dumadaan din sa thermal scanning at disinfection tent ang lahat ng indibidwal na pumapasok sa entrance ng ospital.

Ayon kay Paul Ritchie Pelos, head ng Quarantine Facility Unit sa Butuan Medical Center, may isang PUI na may mild case sa kanilang ospital at dalawa naman sa quarantine facility subalit bumubuti na ang kondisyon ng mga ito.

Dagdag pa ni Pelos, malaking bagay ang suporta at kooperasyon ng mga mamamayan sa mga barangay sa pagsunod sa mga health protocols at sa pagreport o pagkonsulta sa mga health workers at frontliners sa anumang impormasyon ukol sa COVID-19.

Pinaalalahanan din niya ang lahat para sa proper hygiene, regular na paghugas ng kamay, social distancing at manatili sa loob ng bahay.

“Panatilihin po nating ligtas ang ating mga sarili at pamilya laban sa COVID-19. Tayo po ay magkaisa na mawakasan na ang pagkalat ng nasabing virus. Manatili lang po kayo sa inyong mga tahanan habang ginagawa po naming mga frontliners ang aming tungkulin,” ani ni Pelos. (JPG/PIA-Caraga)
