Backyard gardening to secure every household’s food source

BUTUAN CITY, April 2 -- As the whole nation is battling a pandemic brought about by the coronavirus disease, ensuring food availability for every Filipino is among the top things that need to be secured.

With the said task at hand, the Department of Agriculture has been looking into ways to ensure that food production in the country continues.

In the region, one initiative taken by the Department of Agriculture – Caraga through the High Value Crops Program (HVCDP) is the distribution of vegetable seeds to walk-in clients who want to engage in vegetable gardening.

“Backyard gardening will help ensure that every household will have their own source of food in the coming days especially now that we are facing this COVID-19 threat,” Marco Antonio Morido, HVCDP Program Coordinator said.

In addition, growing your own food ensures it is safe and gardening can also be a form of exercise. Moreover, Morido said that now that the whole country is placed under quarantine, people are discouraged from going out so they really have time to plant and tend to a backyard garden and still be productive.

The HVCDP team has repacked their remaining available vegetable seeds so that more people can be given. They Department will also be procuring additional seeds to cater to more requests.

Morido also said that they are encouraging the Local Government Units (LGUs) who may still have available seeds to also do the same so that more people can plant and grow their own source of food.

This initiative is also in support to the DA’s Ahon Lahat, Pagkaing Sapat or ALPAS Covid-19 which is also called the Plant Plant Plant Program.

POPCOM Caraga continues service amid COVID-19 threat

BUENAVISTA, Agusan del Norte, April 3 -- The Commission on Population and Development (POPCOM)-Caraga continues its information and services for the population program amidst contagion, coronavirus disease 2019 or COVID-19.

Regional Director Alexander A. Makinano of POPCOM Caraga issued regional guidelines, including the adoption of a four-day workweek and work-from-home, to ensure the safety and health of the personnel without sacrificing the mandate of the agency, primarily the coordinating arm for the country’s population management program.

Under the special work arrangement, they are now enforcing, regular function of the agency will be done with adequate workforce to address the concerns of their program partners and stakeholders, particularly the local population workers and volunteers.

Noting the social distancing measures against COVID-19 and continuously working for the Philippine Population Management Program (PPMP), POPCOM Caraga is encouraging population officers, local government units, and program partners in the region to maximize the use of electronic media in coordinating, communicating, and sending reports.

Meanwhile, Dir. Makinano reminded everyone to continue to look after each other’s health and safety.

‘Border’ ng Caraga sarado na dahil sa COVID-19

LUNGSOD NG BUTUAN, Abril 4 (PIA) -- Upang mas tiyak na maprotektahan ang mga Caraganons sa banta na dala ng COVID-19 mula sa mga lugar kung saan nagpositibo ito, napagkasunduan ng regional task force on COVID-19 o One Caraga Shield  na ipasara na ang mga daanan at mga boundaries na papasok sa rehiyon. Ito ay basi sa ginawang  resolusyon na pinasa ng task force na pinamumunoan ni Gobernador Dale B. Corvera ng probinsya ng Agusan del Norte.

Ayon kay Gob. Corvera, sarado na ang lahat ng entry points sa rehiyon, maging  ang tubig (sea), himpapawid (air) at sa lupa (land) entry points na kung saan ay pwedeng makapasok ang galing sa ibang lugar.

Bumuo na din ng tatlong task force upang mas matutukan ang papasok sa rehiyon; ang task force land ay tututok sa barangay Tagcatong ng Carmen, Agusan del Norte; sitio Maitum, Langkilaan at barangay Sisimon ng Veruela ng Agusan del Sur; at ang barangay San Roque, Linging ng Surigao del Sur. Samantala, ang task force water ay tututokan din ang entry points ng Nasipit International Port ng Agusan del Norte; Eva M. Macapagal Passenger Terminal at Lipata Ferry Terminal ng Surigao City; Dapa Port ng Surigao del Norte; at Port of San Jose ng Dinagat Islands, habang ang task force air ay nakatutok din sa Bancasi Airport ng Butuan City; Surigao Airport ng Surigao City; Tandag City Airport ng Surigao del Sur at ang Sayak Airport ng del Carmen, Surigao del Norte.

Dagdag pa ni Gob. Corvera, ang nasabing measures ay isang paraan upang masiguro na walang makapasok sa rehiyon na hindi malalaman ng mga otoridad.

Sa ngayon ang buong rehiyon ay nagpapatupad ng community quarantine pero strikto ang pagpapatupad at pagmomonitor ng mga checkpoinst maging sa mga barangays.

Pabor naman si Nestor Betonio ng Butuan City sa ginawang pagsasara ng mga daang papasok ng Caraga upang mas segurong ligtas sa COVID-19 ang mga Caraganons. Gayundin si Junrie Curalde, isang tricycle driver dahil sa ganitong paraan tiyak daw ang kaligtasan ng lahat.

TESDA-AdN, TVIs show support to COVID-19 frontliners

BUTUAN CITY, April 4  – The provincial office of the Technical Education and Skills Development Authority (TESDA) in Agusan del Norte in partnership with Technical-Vocational Institutions (TVIs) have shown support to COVID-19 frontliners.

Dubbed as “Bayanihan Na! Talunin Natin ang COVID-19,” the Association of Technical and Vocational Schools of Butuan City and Agusan del Norte (ATSBAN) has partnered with TESDA-Agusan del Norte Provincial Office through the Northern Mindanao School of Fisheries (NMSF), and some medical professionals from Father Saturnino Urios University (FSUU) Diamond Batch 1992 who solicited materials and funds in making face shields and washable Personal Protective Equipment (PPE) for frontliners.

In a statement, ATSBAN President and AMA-Computer Learning Center-Butuan School Director Engr. Allan Atega said this development came after medical professionals who are alumni of FSUU Diamond Batch 1992 coordinated with ATSBAN and pledge to provide materials for the making of the PPEs.

ATSBAN coordinated with TESDA-Agusan del Norte Provincial Office and the Northern Mindanao School of Fisheries (NMSF) through School Administrator Romel M. Natad to utilize their trainers in Tailoring NC II to design and sew the PPE suits.

The TVI association organized solicitation program to collect and accept materials and funds to purchase materials needed for the PPEs; accepts cash and deposit donations; coordinate with TESDA and NMSF for the transport and production of PPEs; promotes solicitation over social media; and documents all activities and donations for transparency.

“This initiative is really a collaborative effort supporting the Public-Private Partnership (PPP) of President Rodrigo R. Duterte especially in these times of crisis, which is also in line with the Bayanihan Program: Heal our Land,” Atega said.

Meanwhile, TESDA-Agusan del Norte Acting Provincial Director Liza B. Budtan said that TESDA and the academe sector in the province and the city of Butuan are one in supporting the frontliners who have risked their lives just to serve the Agusanons and Butuanons. “In this little way, we could be able to show our support to our modern heroes,” she added.

Dir. Budtan likewise expressed her sincerest thanks and gratitude to ATSBAN, FSUU Diamond Batch of 1992, NMSF, ACLC-Butuan and those who have made the project noble and worthwhile.

Among the priority beneficiaries are medical frontliners in: Butuan City Medical Center (BMC) which is a COVID-Exclusive Hospital in the province; BMC (PUI Facilities); Agusan del Norte Provincial Hospital; private hospitals in Butuan City; public and private outside Butuan City, and frontliners in major checkpoints in the city.

To date, Atega said 300 faceshields were already distributed to major checkpoints (Butuan City’s entry points) like Bit-os, Bancasi, Sumilihon, Taligaman and Barangay Villa-Kananga. The facemasks have been donated to BMC while NMSF has initially produced eight, at four suits per day. “We hope to deliver at least 20 or more suits to BMC,” he added.

As of April 2, 2020, the Department of Health (DOH)-Caraga reported that there are no patients who are found positive of the COVID-19 in the five provinces and six cities in the region.

Caraganon families, SCs continue to receive assistance from DSWD amid COVID-19 pandemic

BUTUAN CITY, April 6 (PIA) -- Due to the ongoing crisis in the country brought about by the coronavirus disease 2019 (COVID-19) pandemic, the Department of Social Welfare and Development (DSWD) - Caraga has constantly been looking after the needs of the poor families and senior citizens in the region.

According to Marko Davey Reyes, regional information officer of DSWD-Caraga, the senior citizens benefit from the Social Pension Program, wherein an amount of P3,000 is allocated for the first semester of this year and is set to be distributed to them.

Apart from that, with the assistance of the local government units and other concerned agencies in the region, the food and non-food essentials are also set to be delivered to the said sector.

“We continue to provide the basic services through our assistance to individuals in crisis situations or AICS, wherein individuals who are in need of help could get the medical, burial assistance, and cash assistance. We have also transportation and food assistance for the most vulnerable sector,” said Reyes.

The senior citizens are glad with the kind of support that the government has provided them.

“The DSWD has greatly helped us by providing us the social pension benefit so I could buy the basic commodities which my family needs,” bared Victoria Nerpio, a senior citizen from Barangay Golden Ribbon, Butuan City.


Meanwhile, Reyes clarified that with the new guidelines, the local government units under the Enhanced Community Quarantine (ECQ) are the ones being prioritized by the department for the augmentation should they need it for their fellow residents.

He further stressed that the DSWD is ready and prepared to provide the needed augmentation to the LGUs, as the department has already allocated funds for this crisis situation and has prepositioned the food packs for the beneficiaries.

“We have already prepared 7,999 family food packs worth 6,530,183.70. These family food packs have been prepositioned to the different strategic areas within the region,” Reyes added.

DOH confirms first COVID-19 case in Caraga Region

BUTUAN CITY, Apr. 6 (PIA) -- The Department of Health (DOH) Caraga confirms the first positive case of the Coronavirus Disease 2019 (COVID-19) in the region.

DOH Caraga Regional Director Dr. Jose Llacuna, Jr. says the patient is a 68-year old Filipino male who has a pre-existing medical condition of chronic obstructive lung disease and diabetes.

The patient was also found to have traveled from the National Capital Region and arrived in Butuan City on March 12, three days before Pres. Rodrigo Duterte imposed a travel ban in Luzon.

Upon arrival, the patient was subjected to monitoring and had developed symptoms of the disease during home quarantine. He was admitted at the Caraga Regional Hospital in Surigao City on March 29 and is currently in stable condition.

The Regional Epidemiology and Surveillance Unit of DOH Caraga is currently conducting a contact tracing of persons who have interacted or was situated within close proximity of the patient and his flight details.

Dr. Llacuna, Jr. calls on the public to follow the health protocol of the authorities religiously, especially the stay at home policy.

“We must take this matter seriously. Our best weapon is to always practice social distancing, as the virus cannot thrive over the lack of hosts,” he says.

He also reminds everyone to verify local news pertaining COVID-19 and always confirm such information on the agency’s website and Facebook page, DOH – Center for Health and Development Caraga.

Meanwhile, the health agency is set to provide technical assistance to the city government of Butuan for the rapid testing for the patients under investigation (PUIs) admitted in the hospital annex or the designated PUI Centers in the city.

The samples for the said tests will be delivered to the Southern Philippine Medical Center for a confirmatory reverse transcription polymerase chain reaction (RT-PCR) test to detect the viral load in the samples.

Pangangailangan ng mga indigents, senior citizens sa hinaharap na krisis sa COVID-19, tinutugunan ng DSWD-13

LUNGSOD NG BUTUAN, Abril 6 (PIA) -- Sa gitna ng krisis ngyon sa bansa dulot ng coronavirus disease 2019 (COVID-19), patuloy na tinutugunan ng Department of Social Welfare and Development (DSWD) Caraga ang pangangailangan ng mga mahihirap na pamilya at senior citizens sa rehiyon.

Ayon kay Marko Davey Reyes, regional information officer ng DSWD-Caraga, isa sa mga programa para sa mga senior citizens ay ang Social Pension, kung saan makakatanggap sila ng P3,000 para sa 1st semester na budget.

Maliban riyan, sa tulong ng mga local government units at kinauukulang ahensiya sa rehiyon, patuloy rin ang pagbibigay ng food at non-food essentials sa kanilang sektor.

“Patuloy ang aming pagbibigay serbisyo sa pamamagitan AICS o ang assistance to individuals in crisis situations, kung saan tinutugunan ng ahensiya ang pangangailangang medical, pagpapalibing ng yumaong kapamilya at cash assistance. Nagbibigay rin ang DSWD ng pagkain at pamasahe ng mga mahihirap na mga mamamayan,” ani ni Reyes.

Magandang balita naman ito para sa senior citizens. “Malaking tulong sa tulad kong senior citizens ang ibinibigay na serbisyo ng DSWD, dahil nabibili ko rin ang kailangan kong gamot at maging sa iba pang pangangailangan ng aking pamilya,” pahayag ni Victoria Nerpio, isang social pensioner sa Butuan City.


Samantala, nilinaw din ni Reyes na sa bagong guidelines, ang mga lokal na pamahalaan na nasa ilalim ng Enhanced Community Quarantine ang kanilang prayoridad sa pagbibigay ng augmentation sakaling magrequest ang mga ito sa kanilang ahensiya.

Binigyang-diin din niyang handa naman ang DSWD na magbigay tulong sa mga LGUs dahil may nakalaan na silang budget para dito at may naka-prepositioned na rin na mga food packs.

“May 7,999 family food packs ang inihanda ng DSWD-Caraga na nagkakahalagang P6,530,183.70. Ang mga food packs na ito ay naka prepositioned na rin sa ibat-ibang strategic areas ng rehiyon,” dagdag ni Reyes.

Sa walk-in clients naman, sinabi ni Reyes na limitado sa 50 kliyente lamang sa isang araw ang kanilang tinatanggap dahil sa social distancing. (JPG/PIA-Caraga)

Hybrid rice model farm increases yield of Butuan farmers

BUTUAN CITY, April 7 -- Rice farmers in Barangay Lemon, this city begin to reap the benefits of planting hybrid rice.

Last year, 40 rice farmers in the city accepted the challenge to be farmer-cooperators of the Department of Agriculture (DA)-Caraga's Hybrid Rice Model Farm Project.

The 76-hectare model farm is a collaborative project with the local government unit of Butuan City and nine private seed companies. It stages the nine hybrid rice seeds such as M20-public hybrid, M51-Pioneer 79, M50-TH82, M78-Longping 937, M81-SL-19H, M46-Bigante Plus, Boiseeds 453, Syngenta NK5017, Ramgo-Kimbee 58.

The use of hybrid rice is an approach to improve the yield to more than 6-8 metric tons per hectare given that appropriate farming technologies and good agricultural practices are applied.

"The department has been exploring all strategies to see to it that we sustain food security especially now in the challenging time in our history. The model farm will encourage more farmers to try and plant hybrid rice seeds in the region," DA-Caraga, OIC-Regional Technical Director for Operations Rebecca R. Atega said.

The farmer cooperators were provided with free hybrid rice seeds and fertilizers. Aside from planting the nine varieties of hybrid rice, different planting methods were demonstrated and rice mechanization was integrated.

"The department is establishing technology demonstration (techno-demo) farms to give farmers the options to choose from with regard to the most suitable hybrid rice variety to use," Atega said.

Sammy Barneso, 32, a rice farmer for five years shared his on-farm experience planting hybrid rice for the first time.

He planted M46-Bigante Plus (hybrid) in one hectare and Rc300 (inbred) in another hectare.

Based on the recommendation he applied six bags of fertilizers for the hybrid rice while three bags for the inbred variety.

"I am grateful for the result because there is a big difference in the yield between the hybrid and inbred seeds. The result showed that I can maximize my production through the help of the high yielding variety," Barneso testified.

His testing has shown significant yield advantage of hybrid rice over the inbred rice. He harvested 90 bags or equivalent to 5.31 metric tons by using Rc300 while 134 bags equivalent to 7.77 metric tons using M46-Bigante Plus.

Based on the estimated production cost farmers need at least 25,000 for inbred while 35,000 for hybrid rice.

"With higher yield, hybrid rice production also translates to higher gross returns. My gross income for inbred rice production is 90,000 while I earned 116,000 for the hybrid rice production. Which has a difference of 26,000, this is a big help for us," Barneso said.

Through his experience, Sammy Barneso is one of those who are now convinced to use again the technology for the next cropping season.

Meanwhile, DA-Caraga Rice Program is now undergoing the data analysis and impact assessment of the said model farm.

The region has 74,580 hectares planted with rice for the dry cropping season (Sept. 2019 – March 2020) wherein 2,189 hectares were planted with hybrid rice.

The Department is now on its clustering approach in promoting hybrid rice and the city of Butuan has been one of the department's partners in implementing the program.

"Hybrid rice can grow best when there is appropriate water and fertilizer coupled with appropriate technologies. As part of our strategy identifying areas for this matter is necessary. We are encouraging other farmers, especially those areas who are good for hybrid rice production to adopt the technology," said Marisa Garces, Rice Program Focal Person.

For the continuous adoption of the technology this year, rice farmers in the region's five provinces will receive 6,648 bags of hybrid seeds worth 33 million and 18,000 bags of fertilizers worth 22 million, Garces added. (DA Caraga/PIA Caraga)

DAR-assisted coops extend assistance in SurSur

TAGBINA, Surigao del Sur, Apr. 7 -- Two of the DAR assisted cooperatives in Surigao del Sur, namely, Progressive Agrarian Reform Beneficiaries Multi-Purpose Cooperative (PARBMCO) and Ugoban Multi-purpose Cooperative (UMPC) have recently extended assistance to their members, as the coronovirus disease 2019 (COVID-19) pandemic continues to threaten the whole nation.
                              
PARBMCO distributed food packs to 281 members worth P600 of groceries while UMPC gave packs of rice, sugar, and salt to 332 members and non-members or 290 households. 

In an interview with UPMC Manager Maryjane Magamayo, she said that the officers of the cooperative decided through a resolution that instead of giving a donation, which is part of the cooperative's yearly community activity, "why not distribute food packs to the members and non-members?"

Meantime, Provincial Agrarian Reform Program Officer Leoncio Bautista expressed his commendation to the cooperatives for their assistance. 

“The spirit of cooperation was greatly appreciated and could be an inspiration to others. Small things mean a lot to those in need and helpless,” Bautista said. 

UMPC is a group of farmers/agrarian reform beneficiaries engaged in consumer store business, microfinance (money lending), hog raising and rice production. It was organized in the year 1991 duly registered with the Cooperative Development Authority (CDA).

Meanwhile, PARBMCO is also engaging in a consumer store business located in Poblacion Tagbina, Surigao del Sur. Organized in the year 2006 and registered with CDA. DOH Caraga, kinumpirma ang unang kaso ng COVID-19 sa rehiyon

LUNGSOD NG BUTUAN, Abril 7 (PIA) -- Kinumpirma ng Department of Health (DOH) Caraga ang unang kaso ng Coronavirus Disease 2019 o COVID-19 sa rehiyon.

Ayon kay DOH Caraga Regional Director Dr. Jose Llacuna, Jr., ang pasyente ay isang 69-year old na Pilipinong lalaki na may pre-existing medical conditions na chronic obstructive lung disease, hypertension at diabetes.

Napag alaman din na galing sa National Capital Region ang pasyente at dumating sa Butuan City noong Marso 12, tatlong araw bago nagdeklara ng travel ban si Pres. Rodrigo Duterte sa Luzon.

Nakaranas ng sintomas ang pasyente habang minomonitor ito. Agad siyang ipinadala sa Caraga Regional Hospital noong Marso 29 at kasalukuyang stable ang kalagayan.

Nagsasagawa ngayon ang Regional Epidemiology and Surveillance Unit ng DOH Caraga ng contact tracing sa mga taong nakasalamuha at nadestino malapit sa pasyente at ang kanyang flight details.

Panawagan ni Dr. Llacuna, Jr. sa publiko na sundin ang health protocol ng mga otoridad, lalo na ang pagpanatili sa bahay.

“Kailangan natin seryosohin ang naturang isyu. Ang pinakamaiging gawin ay ang pagpapanatili ng social distancing dahil hindi patuloy na mabubuhay ang naturang virus pag wala itong matitirahan,” sabi ni Dr. Llacuna.

Paalala din niya na na usisain ang mga lokal na balita patungkol sa COVID-19 at kumpirmahin ang mga impormasyon sa website ng ahensya o di kaya sa kanilang Facebook page, DOH – Center for Health and Development Caraga.

Samantala, nakatakda na din magbigay ng technical assistance sa lokal na pamahalaan ng lungsod ng Butuan para sa rapid testing na isasagawa sa mga patients under investigation (PUIs) na na admit sa mga ospital at PUI Centers ng lungsod.

Ang mga samples na makukuha ay ipapadala sa Southern Philippine Medical Center para sa pagsagawa ng confirmatory reverse transcription polymerase chain reaction (RT-PCR) test upang madetect ang viral load ng mga ito.

DBP offers payment holiday on salary loans

BUTUAN CITY, April 8 -- State-run Development Bank of the Philippines (DBP) is implementing a 60-day moratorium on the payment of amortizations under its EC Credit Salary Loan program to assist its borrowers in managing their expenses during the State of Public Health Emergency.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the payment holiday covers all salary loan amortizations with due dates covering March 15 to April 12, 2020.

“This moratorium on DBP’s EC Credit Salary Loan Program is the Bank’s firm response to the national government’s call to ease the burden of our countrymen during this period of the State of Public Health Emergency,” Herbosa said.

The EC Credit Salary Loan program is a credit program with government agencies including local government units for their respective employees. The program offers a maximum loanable amount of P1 million, with flexible payment terms of up to 48 months.

Under Republic Act No. 11469 or the Bayanihan to Heal As One Act, all banks, quasi-banks, financing and lending companies as well other financial institutions whether government or private are directed to implement a minimum 30-day grace period for the payment of all loans falling due within the Enhanced Community Quarantine period.

Herbosa said the moratorium would allow participating government agencies to defer amortization payments without incurring interest, penalties, fees and other charges.

He said the payment holiday will be automatically applied to all salary loan accounts while auto-debit arrangements will be put on hold and will resume after the moratorium period.

"For further details, agencies may coordinate with their respective servicing DBP branch," Herbosa added. (DBB/PIA-Caraga)

DA cash assistance reaches SurSur rice farmers

TANDAG CITY, Surigao del Sur, Apr. 8 (PIA) -- The Rice Farmers Financial Assistance (RFFA) Program of the Department of Agriculture (DA) continues to release cash assistance worth 975,000 to 195 rice farmers in Cagwait, Surigao del Sur.

Rice farmers who are tilling 0.5 hectares to two hectares of land and registered in the Registry System for Basic Sectors in Agriculture (RSBSA) are the priority of the program and will receive 5,000 cash aid. Farmers need not worry because the assistance is an unconditional cash transfer intended to help farmers affected by the implementation of the rice tarrification law.
                                          
It is a nationwide response of the national government to rice farmers particularly the marginal ones.

RFFA Program Regional Focal Person Hazel M. Colinares headed the releasing of the cash support in coordination with the local government unit of the municipality of Cagwait.

"For the province of Surigao del Sur, 426 rice farmers have received the cash aid. Amidst the threat of COVID-19 the Department will continue to reach more farmers for them to use the assistance for their daily subsistence," Colinares said.

In the region, a total of 1,405 have been served by the program with total cash released worth 7 Million. Another 18,375 eligible rice farmers for the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, and Surigao del Sur will receive the financial assistance not later this month, Colinares added. Over 5K Caraga workers receive financial aid from DOLE

BUTUAN CITY, April 9 (PIA) -- Some 321 establishments with more than 5,000 workers in Caraga region have applied and submitted the requirements for the coronavirus disease (COVID-19) Adjustment Measures Program (CAMP) under the Department of Labor and Employment (DOLE).

Said program provides cash assistance amounting to P5,000.00 for each of the qualified workers in the private sector, who have been affected by the temporary closure of the respective establishments where they work with, as a preventive measure against the harmful COVID-19.

This has started since the implementation of the Community Quarantine in most areas of the Caraga region and with the recent declaration of the Enhanced Community Quarantine, wherein the workers are among the vulnerable sectors affected by this crisis.

As part of the government efforts to help cushion the impact of the ECQ on Caraganons, different government agencies have also provided assistance that would ease workers from worries and peril in this trying time.

“This benefit for the workers in the formal sector are directly given to them in the amount of P5,000. We really need to unite and work together in providing the needed assistance to the vulnerable sector and help them cope with life while undergoing the community quarantine,” said Mantilla.  

The official added that though said program is open for all affected workers in the private sector, it follows the “first come, first serve” basis in the release of the cash assistance. All applications also are evaluated and validated by the DOLE-Caraga.

As one of the beneficiaries, Christian James Alfon thanked the DOLE for reaching out to them and upholding their rights and welfare. “We are thankful to DOLE because without this assistance, our family would suffer hunger while we are jobless,” he said.

“It’s been hard without a job for now, but I’m thankful knowing that the government does not leave us behind on this crisis situation,” bared Ervie Jane Cachuela, a co-worker.

Sean Christian Cabardo, who also worked at the same restaurant with the two others, also expressed his gratitude to his employer for taking the initiative and have them included in the first batch among the beneficiaries.

Director Mantilla also appreciated all the employers who expressed concern for their workers and immediately responded and coordinated with the department and complied with the necessary requirements for the cash assistance.

Meanwhile, Director Mantilla revealed that under the “Barangay Ko, Bahay Ko” (BKBK) Disinfection and Sanitation Project, there were 1,700 enlisted from the informal sector while 1,500 beneficiaries have already started working.

With this project, the qualified beneficiaries will receive the P3,000.00 cash assistance after they completed the 10-day work with 4-hours a day, through the supervision of their respective barangay officials. (JPG/PIA-Caraga)

GSIS grants 3-month moratorium on loan payments

BUTUAN CITY, April 9 -- President and General Manager Rolando Ledesma Macasaet announced yesterday that the Board of Trustees (BOT) of the Government Service Insurance System (GSIS) approved Resolution No. 42-2020 granting a moratorium on loan payments of GSIS members and pensioners, including housing loan amortization of borrowers.

“The GSIS Board of Trustees, in compliance with the “Bayanihan Heal as One” law, decided to grant a moratorium to our borrowers,” Macasaet said.

Section 4 (aa) of Republic Act 11469, otherwise known as the “Bayanihan Heal as One Law,” instructs all lending institutions to grant a 30-day grace period or extension on loan payments during the Enhanced Community Quarantine (ECQ) period without imposing interest or penalties on borrowers.

Under the said GSIS Board Resolution, collection of loan payments due for the months of March, April and May 2020 shall be deferred. GSIS will resume collection of loan payments on 01 June 2020 without penalty or additional interest. All loan terms, as a result of the moratorium, shall be effectively extended by three months.

“We hope that this 90-day grace period will give our members some financial relief in these trying times,” the GSIS chief stated.

Aside from regular government employees, pensioners with GSIS pension loans will also get a moratorium. “We are halting loan deductions in their next month’s pension (in May),” Macasaet said.

GSIS housing loan borrowers will likewise not be required to pay their monthly amortizations during the said 3-month period.

All GSIS borrowers are automatically covered by the moratorium, except those whose loan accounts are in default as of 29 February 2020. GSIS considers a loan in default when the account has incurred more than six (6) months of unpaid amortizations.

Macasaet said that GSIS already issued a memorandum circular (MC) instructing all heads of government agencies to stop loan deductions for the months of March, April and May 2020. He however emphasized that premium contributions of government employees will continue to be deducted and remitted to GSIS.

Mahigit 5,000 manggagawa sa Caraga, nagsimula nang makatanggap ng ayuda mula sa DOLE

LUNGSOD NG BUTUAN, Abril 9 (PIA) -- Matapos isailalim sa Enhanced Community Quarantine ang rehiyon ng Caraga, isa sa mga pinakaapektadong sektor ay ang mga manggagawa.

Kaya naman iba’t-ibang tulong ang ipinamamahagi ng gobyerno para sila ay matulungan.

Kabilang na dito ang coronavirus disease o COVID-19 Adjustment Measures Program (CAMP) ng Department of Labor and Employment (DOLE), kung saan makakatanggap ng P5,000.00 ang mga kwalipikadong manggagawa sa pribadong sektor.

Ayon kay DOLE-Caraga regional director Chona Mantilla, may 321 establishimento sa rehiyon na may mahigit 5,000 manggagawa ang nag-sumiti na ng requirements sa ilalim ng programang CAMP at may mga nakatanggap na rin ng ayuda.

“Ang benepisyong ito ay direktang ibibigay sa mga kwalipikadong manggagawa sa halagang 5,000.00 sa bawat isa sa kanila. Kailangan nating magtulungan dahil lahat ay apektado ng COVID-19,” ani ni Mantilla.

Dagdag pa ng opisyal, ito ay “First Come, First Serve” at lahat ay dumaan sa evaluation at validation ng dole.


“Nagpapasalamat kami sa DOLE dahil kung wala ang tulong na ito, magugutom rin ang aming mga pamilya,” sabi ni Christian James Alfon na empleyado ng isang restaurant.

“Malaking tulong na rin po ito para sa amin na ngayon ay walang trabaho dahil sa enhanced community quarantine kontra COVID-19,” dagdag ni Ervie Jane Cachuela na kasamahan rin sa trabaho.

“Salamat din sa aming employer dahil sa kanyang inisyatibo at kami ay naisali sa first batch ng mga benepisyaryo,” pahayag din ni Sean Christian Cabardo.

Pinasalamatan din ni Director Mantilla ang lahat ng employers na agad namang nakipag-ugnayan sa kanilang ahensiya at nag-sumite ng requirements para sa benepisyong direktang ipamamahagi sa kanilang mga manggagawa.

Samantala, sinabi rin ni Director Mantilla na sa ilalim ng “Barangay Ko, Bahay Ko” (BKBK) Disinfection and Sanitation Project, may 1,700 na ang na-enlist mula sa informal sector, habang 1,500 na nito ang nakapagsimula ng magtrabaho.

Ang mga kwalipikadong benepisyaryo ay maaring magtrabaho ng apat na oras kada araw sa loob ng sampung araw at tatanggap sila ng P3,000.00.

Entire Caraga region now placed under ECQ after confirming first COVID-19 case

BUTUAN CITY, Apr. 10 (PIA) - The Caraga Regional Task Force on COVID-19 or One Caraga Shield placed the entire Caraga region under Enhanced Community Quarantine (ECQ) on April 6 after the confirmation of its first case of the Corona Virus Disease 2019 (COVID-19).

According to the task force chairperson and Agusan del Norte provincial governor Hon. Dale Corvera, there will now be limitations to the movement of the different stakeholders in the region, particularly in disallowing the entry of non-residents of the different cities in the region.

Curbing the transmission of the disease is their priority hence their continued cooperation with the Department of Health (DOH) and the Philippine National Police (PNP) in order to come up with appropriate interventions on the issues surrounding ECQ.

“We view the implementation of ECQ as not only as necessary but the only appropriate measure to prevent the disease from being transmitted further,” he added.

This prompted the police force in the region to heighten its surveillance in the region. Apart from permitting entry to select individuals in the region, quarantine passes will now be given to each household.

In Butuan City, one quarantine pass shall be given to each family in the city. The city government has also issued a directive to suspend the operations of public utility vehicles.

Meanwhile, local authorities are ready to provide assistance to individuals who will be greatly affected with the implementation of ECQ, such as the indigent, the elderly, and those who became unemployed.

The local government urged Caraganons to avail the programs of the government that are intended to provide assistance such as the Social Amelioration Program of the Department of Social Welfare and Development (DSWD), COVID-19 Adjustment Measures Program (CAMP) and the Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers – Barangay Ko, Buhay Ko (TUPAD – BKBK) of the Department of Labor and Employment (DOLE).

PNP Caraga regional director PBGen. Joselito Esquivel, Jr. also bared that the delivery of primary commodities sourced within the region will continue. However, goods coming from areas outside Caraga will be subjected to closer inspection.

He also clarified that the guidelines that the police force in Caraga will be following are those issued by the Inter Agency Task Force on Emerging and Re-emerging Infectious Disease (IATF-EID) on the exercise of police force under ECQ.

In addition, he reminded the local police units that they do not allow abiding protocols that are not in line with the said guidelines.

They also warned against the spread of false information pertaining COVID-19 among the public. Those who will be found guilty shall face liabilities that may result in imprisonment. (PIA-Caraga)

Proteksyon laban sa COVID-19 mas binigyang pansin sa Caraga, libreng sakay para sa health workers inilunsad

LUNGSOD NG BUTUAN, Abril 10 (PIA) -- Upang mas lalo pang maprotektahan ang mga Caraganons laban sa COVID-19, naglagay ng mahigit 30 decontamination at sanitation tents at pati na rin gantry facilities ang Department of Public Works and Highways o DPWH Caraga sa iba’t ibang lugar ng rehiyon.

Ayon kay Engr. Pol M. Delos santos, regional director ng DPWH Caraga, ito ay isa lamang sa mga iniyatibo ng ahensya upang matulongan ang pamahalaang sugpuin ang paglaganap ng nasabing virus.

Maliban sa mga contamination at sanitation tents at gantry facilities nagtalaga din ang DPWH pati na rin ang Land Transportation Office o LTO ng mga libreng sasakyan para sa mga health workers upang makaabot sila sa kani-kanilang mga trabaho sa tamang oras ang makauwi din ng ligtas sa kanilang mga tahanan.

Laking pasasalamat ni Sarah Jing Varron, isang nursing attendant ng Butuan Medical Center, sa DPWH dahil hindi na siya mahirapan pang humanap ng kanyang masasakyan.

Ayon din kay LTO operations chief Urbano Maglines, Jr. bago paman idineklarang isailalim na ang buong rehiyon sa enhanced community quarantine, at bilang paghahanda kung sakaling kakailangin ng mga health workers ang mga sasakyan, naglunsad na rin ang LTO ng kanilang libreng sakayan upang mas matugonan ang pangangailan sa panahon na wala ng pampublikong sakayan.

Dagdag pa ni Maglines, nagpalabas na rin ng kautosan si LTO regional director Nordy Plaza sa mga district offices na bigyan ng kaukulang pansin ang mga pangangailan sa transportasyon ng kanilang mga sinasakupan. National Task Force on COVID-19 augments measures vs pandemic, activates local response unit

BUTUAN CITY, Apr. 11 (PIA) -- The National Task Force (NTF) on COVID-19 continues to formulate better interventions to the health crisis as the highly fatal virus continues to plague the country.

Chief implementer Sec. Carlito Galvez, Jr., stated during his interview on the Laging Handa Network Briefing with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar that the government is now focusing on creating better and efficient interventions as they anticipate a second wave of the attack of the Coronavirus Disease 2019 (COVID-19) in the country.

Over the observance of the Holy Week, the task force concentrated on furnishing their logistics and resource management. As hospitals are being capacitated by the Department of Health (DOH), they were able to conduct an assessment on the capabilities of the hospitals in Luzon to cater to the necessities for COVID-19.

The Philippine General Hospital in Manila and the Dr. Jose N. Rodriguez Memorial Hospital were observed to have excellent facilities and well-trained staff to handle patients of the disease while the Lung Center of the Philippines, East Avenue Medical Center, and the Quezon Institute, all located at Quezon City, is ready to render medical services.

Major stadiums and coliseums are also currently being refurbished to quarantine areas, such as the Rizal Memorial Coliseum, Ninoy Aquino Stadium, World Trade Center, and the Philippine International Convention Center (PICC).

The Rizal Memorial Coliseum is scheduled to take in patients on Monday.

The task force is also on the works in mass sourcing personal protective equipment (PPEs) from China. Sec. Galvez, Jr., bared that apart from suppliers in China, certain national government agencies are continuously looking for suppliers elsewhere. Albeit the shortage, private sectors continue to donate needed equipment for hospitals.

As the occurrence of the novel coronavirus creates a worldwide frenzy due to its understudied properties, several studies have concluded the possibility of a relapse on the disease, wherein a patient cured of COVID-19 may contract it again.

To prevent an even wider spread of the disease in the archipelago, Sec. Galvez Jr. urges local government units to heighten its surveillance on residents who has a travel history in Manila which is the virus epicenter in the country. He emphasized the need for a more ‘aggressive’ approach towards eliminating threats through conducting repeated tests.

“Once a person is observed to be a potential carrier of the disease, they should be tested and isolated right away,” he added.

The task force is currently looking for a model for efficient response to the current health crisis, particularly in preventing relapses on patients from occurring.

They aim to conduct approximately 10,000 tests a day to enable the much-demanded mass testing. Testing centers that are yet to improve their facilities to conduct the appropriate tests for SARS-CoV-2 are currently under the process of acquiring an accreditation.

Localizing the approach to the pandemic

The NTF’s organizations, particularly the strategic communication and response operations, are now being systematized in order to create a national action plan encompassing the regional and provincial levels hence the activation of the Local Incident Command.

But while provincial governments are requesting for additional assistance to continue their operations against COVID-19, Sec. Galvez, Jr. strongly recommends local governments to localize their problems concerning the pandemic.

He underscored that in addition to conscientiously following health protocols set by the national government, a harmonized approach among the regional and local government units to the issues arising from the health crisis enables a swift and efficient response.
“A localized response to this crisis is the most effective way to reap the success of our interventions,” he affirmed.

The Local Incident Command in Eastern Mindanao is supervised by MGen. Jose Faustino Jr. while Caraga region is being handled by MGen. Franco Nemencio M. Gacal of the 4th Infantry Division.

The Office of Civil Defense (OCD) is looking into the needs of the different local governments in Caraga. Sec. Galvez, Jr., further emphasized the role of the local government units (LGUs) in flattening the curve.

SurSur town ensures distribution of basic goods to all households despite limited resources

BUTUAN CITY, April 11 (PIA) -- With the recent declaration of Enhanced Community Quarantine in the Caraga region brought by coronavirus disease (COVID-19), a regional lockdown of entry and exit points was also implemented. Hence, people even from nearby municipalities and cities were discouraged to travel to any parts of the region unless necessary. Despite having limited establishments within the municipality to cater to the basic commodities of the affected local residents, the local government unit of Bayabas, Surigao del Sur has ensured the provision of basic needs to the households.

Bayabas Mayor Maria Clarita Limbaro bared that the local government unit is doing its best to ensure that rice is available for every household. She emphasized that the main concern of the municipality, just like in any other LGUs, is the distribution of food/basic commodities to the households affected by the situation.

"Livelihood assistance is underway for those who were unemployed due to this crisis," added Limbaro.

The lady mayor also revealed that they have realigned funds to be able to give families one sack of rice. This is to lessen the burden of every affected family.

“The additional assistance of P2-million from the provincial government of Surigao del Sur is a great help for our operations for COVID-19. This enabled the production of additional basic commodities and financial assistance to be given to the families of Bayabas,” said Limbaro.
She further asked the National Task Force COVID-19 through chief implementer Secretary Carlito Galvez for the provision of more personal protective equipment (PPEs) for the frontliners and testing kits to fast track results of the swab samples of the patients under investigation (PUIs).

Meanwhile, Undersecretary Jonathan Malaya of the Department of the Interior and Local Government (DILG) said that despite inconvenience for the locals in Caraga region under the Enhanced Community Quarantine, the people should still observe the preventive measures and stay at home policy to really contain the spread of COVID-19.

Malaya stressed that the subsidy from the national government was already downloaded to the LGUs for the distribution of assistance to affected households.

He also urged all the Filipino people to continue to cooperate with the government to flatten the curve against COVID-19 cases in the country and reiterated that the frontliners are doing their best to contain the disease, hence, they are recognized for their commitment and sacrifices. National Task Force COVID-19 assists LGUs in addressing issues, concerns in crisis situation

BUTUAN CITY, April 11 (PIA) -- With the recent crisis situation on the coronavirus disease (COVID-19) pandemic in the country, the National Task Force (NTF) COVID-19 also provides assistance to the different local government units not just in the Caraga region but all the regions in the country.

Knowing that the region has declared lockdown of all its entry and exit points to individuals from outside who wish to enter the region, Sec. Carlito Galvez, Jr., chief implementer of the National Task Force COVID-19, said that the NTF respects the decision of the One Caraga Shield as it only wanted to protect the lives of the people from the dreadful virus.

“We will respect that (lockdown in the region). What the President wants to reiterate is that we don’t discriminate those who are not from our places or regions. For OFWs coming in, we let them undergo proper sanitization and quarantine. Before they are being allowed to go back to their respective regions, we make sure that they have already undergone the necessary quarantine,” said Galvez.

The official added that the task force is closely coordinating with the concerned government agencies to continuously provide assistance to the stranded individuals in Luzon who are from Visayas and Mindanao.

When asked on how the national task force could help address the different concerns in the regions, Sec. Galvez bared that the NTF helps capacitate the personnel of the health facilities through the Department of Health (DOH) and helps them address their logistical needs.

“All the COVID-19 task forces at the regional level in the country are also intensifying their strategic communications and initiatives to address and execute appropriate actions and response to all pressing issues in the regions,” Galvez added.

For donations intended to address the crisis situation on COVID-19, Sec. Galvez emphasized that donors could coordinate with the Office of Civil Defense (OCD) offices in the different regions for proper accounting/recording and intended hospitals for their donations. The Armed Forces of the Philippines (AFP) could also help facilitate in delivering the goods and donations to the different regions.

“Let’s just trust our President and the government on whatever it is doing for our country. The government only wants to save our lives from the COVID-19 pandemic. Please continue to follow all the health protocols. We are here to help especially our local government units. Stay at home. Keep safe. SurSur guv urges locals to help curb COVID-19 spread in Caraga

BUTUAN CITY, April 11 (PIA) - “We could stop COVID-19 from spreading once we all unite, cooperate and do what needs to be done. We should protect each other and help also our frontliners who are exposed in the field just to keep our locals safe.”

This was the statement of Governor Alexander Pimentel of Surigao del Sur as he urged all local residents not only in the province but in the entire Caraga region to fight as one against the coronavirus disease (COVID-19) pandemic.

Gov. Pimentel, in his interview over Laging Handa Network Briefing, acknowledged the concerted efforts of all the local chief executives in the province who continuously give their best to provide the basic needs of the locals affected by the crisis situation on COVID-19. He said some LGUs might have difficulty in budgeting, but it did not stop them from providing services to its constituents as other concerned agencies are also providing assistance and augmentation.

“There have been no confirmed COVID-19 cases so far of the patients under investigation (PUIs) confined at the Adela Serra Ty Memorial Medical Center in Tandag City. As far as Surigao del Sur is concerned, all the local officials of the province and concerned government agencies are closely coordinating and are now conducting contact tracing on those Surigaonons who had exposure to the cockpit derby in Davao City last March," Pimentel underscored.

Meanwhile, the good governor also asked the national government for additional aid for district hospitals, saying they are also in need of additional Personal Protective Equipment for their frontliners and health workers who continue to operate and work in the field.

It was also learned that the provincial government has allotted P42-million wherein each municipality was given P2-million while each city (Bislig and Tandag) was given P4-million. To ensure that the interventions of the barangays in each LGU will remain continuous, the P2-million budget will be divided. LGU-SurSur humiling ng dagdag IRA para tugunan ang krisis sa COVID-19

LUNGSOD NG BUTUAN, Abril 11 (PIA) -- Sa patuloy na pagtugon ng lokal na pamahalaan ng Surigao del Sur sa krisis sa coronavirus disease (COVID-19), hiniling ni provincial governor Alexander Pimentel ang dagdag na budget o Internal Revenue Allotment (IRA) sa nasabing probinsya.

“Sana mabigyan kami ng additional IRA kasi marami kaming pinapadalhan ng pera, yung mga na-trap at nastranded sa mga borders, yung mga nag-aaral sa amin na ibang lugar na hindi muna namin papapasukin dito sa Caraga lalo na sa Surigao del Sur kasi gusto naming mapanatiling negatibo sa COVID-19 ang buong rehiyon,” ani ni Pimentel.

Binanggit din ng gobernador ang pangangailangan ng mga frontliners ng personal protective equipment, sanitizers/alcohol lalo na at mas pinaigting na ngayon ang hakbang na ginagawa sa mga checkpoints kung saan sumasabak sa operasyon ang mga frontliners mula sa ibat-ibang ahensiya.

Pinasalamatan din ni Gov. Pimentel and ibat-ibang sektor sa kanilang pakikipagtutlungan sa gobyerno.

LTFRB-13 chief calls on employers to provide temporary shelter, assistance to workers

BUTUAN CITY, April 12 (PIA) -- Due to tight implementation of the Enhanced Community Quarantine in the entire Caraga region, operation of the public utility vehicles was temporarily suspended.

Kristina Cassion, OIC reguonal director of the Land Transportation Franchising and Regulatory Board (LTFRB)-Caraga, bared that effective April 8, the agency implemented the suspension of operation of the public transportation in the region.

However, several private establishments including government agencies in the region are still operating in order to cater and accommodate the locals on their basic necessities and services, and other essentials. Hence, their workers are also affected particularly those who are far from their workplaces.

She then asked other government agencies and private establishments still operating to also provide assistance to their personnel, which include shuttle services for them as they continue to do their functions or may also provide a temporary shelter so it would not be hard enough for them to travel to and from their houses to their respective workplaces.

The LTFRB also provides free shuttle services intended for the frontliners and health workers. “Prior to the implementation of the Enhanced Community Quarantine, we have prepared a contingency plan to ensure that the health workers in Butuan City and parts of Agusan del Norte would be able to work in the health facilities, hence, we provided shuttle buses with corresponding routes in a day,” she cited.

She expressed hope that the “Libreng Sakay” Program to support the transportation of the health personnel will be operational by next week because it entails big resources like the need of fuel, meals and personal protective equipment (PPEs) of the drivers and conductors. She said they are planning to field 17 routes with 40 total number of units.

She also asked the management of the health facilities as partner to help and provide meals to the conductors and drivers, as well as the provision of a personal protective gears for them.

Cassion also ensured the transport sector that they will be given assistance amid this crisis situation on coronavirus disease (COVID-19). "We are hoping that by next week, they will start receiving the cash assistance for them once needed requirements and documents will be completed. We are also closely coordinating with Department of Social Welfare and Development (DSWD) and cooperatives for any possible help that they could provide," she said.

On this crisis situation on COVID-19, Dir. Cassion further emphasized the need to unite with all the stakeholders in addressing the needs of the vulnerable sectors in the region. She further asked the government officials to allocate a portion of their salary to help others.

Meanwhile, Jose Evalegous Lawenko, chairperson of Diamond Transport Service Cooperative (DATSCO) also expressed his concern with the affected drivers and conductors who are currently jobless due to the implementation of the Enhanced Community Quarantine in the region.

AgSur records 12 PUIs, awaiting results from SPMC

BUTUAN CITY, April 12 (PIA) -- During his interview over Radyo Pilipinas Manila on Saturday (April 11), Agusan del Sur Governor Santiago Cane, Jr. bared that there are 12 patients under investigation (PUIs) recorded in the province and have already taken their swab samples tested, and are now awaiting results from the Southern Philippines Medical Center (SPMC) in Davao City.

“As of reporting time, there are some 12 PUIs in the province, one is in Bunawan, the other one in Loreto, one in Prosperidad, and nine are in  Langkilaan Elementary School (situated along the boundary between Caraga region and Davao de Oro) under the care of the Provincial Health Office and with the help of the Department of Health (DOH)-Caraga,” Cane enumerated.

For the persons under monitoring (PUMs), Governor Cane revealed that they were categorized into two -- PUM 1 are those with travel history from abroad or in other places where there is a confirmed local transmission of coronavirus disease (COVID-19) while PUM 2 are those persons under monitoring with travel history outside the region without confirmed COVID-19 case.

The governor emphasized that the provincial government and its constituents are not being complacent despite having only one confirmed COVID-19 case in Caraga region. "We have established a quarantine facility through designated schools in the province to serve as the PUI centers. The PUIs with severe symptoms are being brought to Caraga Regional Hospital (CRH) in Surigao City and Adela Serra Ty Memorial Medical Center (ASTMMC) in Tandag City, Surigao del Sur for appropriate treatment and monitoring," he said.

Cane also highlighted that the provincial government took the initiative to produce more personal protective equipment (PPEs) for the frontliners as they still tightly operate in the checkpoints and ensure that all who enter the province are properly screened and are following the necessary health protocols and preventive measures.

Meanwhile, Governor Cane said that provision of the needed assistance for the local residents are underway.

“There are around 66,000 plus poorest of the poor households in the province of Agusan del Sur being recorded and the list was already forwarded to the DSWD for their reference and will also serve as basis for the benefits and assistance that they would give to the target beneficiaries,” mentioned Cane.

He added that the provincial government has also provided unhampered access to the DSWD personnel for the distribution of the social amelioration package/program to the intended beneficiaries in the province.

The vehicles and cargoes with food supply and other essentials coming in the province of Agusan del Sur are also unhampered and could easily pass through the designated checkpoints as the provincial government wanted to make sure that people would not end hungry and starving during this crisis situation on COVID-19. Rice farmers get P5.6 million cash assistance from DA

BUTUAN CITY, April 12 -- Around 1,124 rice farmers from the Caraga region received the cash assistance under the Department of Agriculture's - Rice Farmers Financial Assistance (RFFA) Program.

Each farmer received 5,000 financial support for their farm inputs, food, or anything they need for their families.

The program is intended for the rice farmers who are tilling 0.5 hectares to two hectares of land and registered in the Registry System for Basic Sectors in Agriculture (RSBSA).

For the municipality of Trento, Agusan del Sur 281 rice farmers have received the cash aid.

For the province of Agusan del Norte, the municipality of Kitcharao has 343 beneficiaries and 500 qualified farmers for RTR's second batch of recipients.


The direct cash transfer is intended to help farmers affected by the implementation of the rice tarrification law.

Joseph M. Libres, 47, rice farmer from P-5 Barangay Humilog, RTR, Agusan del Norte said he will use the amount to buy food and if there still some he will also buy fertilizers for his one-hectare rice area.

"The cash assistance is a big help for my family and for my continuous production of local rice," Libres said.

The release of the cash support is in close coordination with the Local Government Units.

AgNor solon pushes for Caraga Regional Hospital as COVID testing, screening center

BUTUAN CITY, April 12 -- Instead of restricting COVID-19-related patient admissions, Agusan del Norte Rep. Lawrence “Law” Fortun urged the Department of Health (DOH) to equip and capacitate the Caraga Regional Hospital (CRH) laboratory to make it a COVID testing and screening center in Caraga Region.

This call was made after the Sangguniang Panlungsod of Surigao City passed a resolution to limit COVID-19 (Coronavirus Disease 2019)-related admissions in the CRH to those from the provinces of Surigao del Norte and Dinagat Islands only.

“Instead, I appeal that we all come together and collectively push that the DOH equip and capacitate the Caraga Regional Hospital laboratory to make it a COVID-19 testing and screening center that will cater to the demands of the entire Caraga Region,” Fortun said.

“While there is still only one confirmed case in Caraga, the number of PUIs (Patients Under Investigation) is continuously rising, and recent rapid tests revealed several presumptive positive cases needing immediate confirmatory tests. There is no way we can determine the real numbers unless we pursue mass testing. This also gives our health care system a clear direction on immediate and appropriate interventions to be made,” he added.

As noted by the lawmaker, it currently takes significantly longer to know the results of tests on patients from Caraga Region because the collected specimens still have to be brought to the Southern Philippines Medical Center (SPMC) in Davao City, which is already overwhelmed by the demands of Davao Region alone.

He also noted that Caraga alone is huge, having five provinces and six cities with several municipalities remotely situated.

While there is already a proposal submitted by the CRH to the DOH, Rep. Fortun urged all the Sanggunians of Caraga Region to pass resolutions calling for the DOH to make the CRH laboratory a COVID testing and screening facility.

“I appeal to the governors, mayors, and representatives of Caraga that we collectively lobby for this as part of a nationwide measure for mass testing. Mass testing is imperative and an essential component of this is to immediately put up more testing and screening facilities in strategic locations around the country. The most strategic for Caraga is the Caraga Regional Hospital,” said Fortun.

Rep. Fortun said that the Caraga Regional Task Force for COVID-19 One Caraga Shield can also urge the DOH to put up this center to cater to Caraga Region. This is seen to be most welcome for the Davao Region as this will effectively lessen the burden and backlog of the already overwhelmed SPMC in Davao City. Call for Caraga Regional Hospital as testing, screening center earns support  

BUTUAN CITY, April 13 -- In a bid to safeguard the welfare of all Caraganons during the coronavirus disease 2019 (COVID-19) pandemic, all governors in Caraga Region have been requested to urge all their Sanggunians to pass a resolution supporting the immediate establishment of a molecular laboratory in the Caraga Regional Hospital (CRH) to serve as a COVID-19 testing and screening center for the Caraga Region.

This is the response of the Chairperson of the Regional Task Force for COVID-19 One Caraga Shield, Agusan del Norte Governor Dale B. Corvera, to the appeal of Agusan del Norte Rep. Lawrence “Law” Fortun to collectively lobby for this proposal as part of a nationwide measure for mass testing.

Gov. Corvera also said that the mayors in Agusan del Norte have already been advised to join the call by passing resolutions pushing for the said COVID-19 testing and screening center.

The call to equip and capacitate the CRH to become a testing and screening center in Caraga Region gained public support in social media following the statement aired by Rep. Fortun urging the Department of Health to put up the facility and appealing to governors, mayors and representatives to collectively call upon the health department to promptly act on the urgent need.

Rep. Fortun emphasized the importance of having a regional testing and screening center to enable mass testing in the expansive Caraga Region, which is composed of five provinces and six cities with several municipalities remotely situated.

He noted that, at present, obtaining test results for patients from Caraga is substantially delayed as collected specimens still have to be brought to the Southern Philippines Medical Center (SPMC) in Davao City which is already swamped with the demands of the Davao region alone. COVID-19 HCMT tracks health facilities in Caraga


BUTUAN CITY, April 13 -- The Hospital Compliance Monitoring Team (HCMT) of the Department of Health (DOH) Caraga continues to monitor the status of all level 2 hospitals in the region capable of managing patients under investigation (PUIs) or COVID-19 patients.

Prior to the declaration of the Enhanced Community Quarantine (ECQ) in the region, the HCMT has already identified and tallied health facilities who have met the minimum requirements and can cater to possible COVID-19 patients. Some of the requirements include isolation beds and mechanical ventilators.

There are two (2) local public hospitals identified: D.O.P. Memorial Hospital in Agusan del Sur, and Butuan Medical Center in Butuan City; while, there are six (6) private hospitals recognized: Butuan Puericulture Center, Manuel J. Santos Hospital and Butuan Doctors Hospital in Butuan City, San Francisco Doctors Hospital, Inc. in San Francisco, Agusan del Sur, St. Paul Surigao University Hospital, Inc. in Surigao City and Andres Soriano Memorial Hospital Cooperative in Bislig City. Likewise, Caraga Regional Hospital in Surigao City and Adela Serra Ty Memorial Medical Center in Tandag City are managed by the Department of Health. These listed hospitals have been noted by the Regional Inter-Agency COVID Task Force “One Caraga Shield” where Local Chief Executives (LCEs) are members. It was also emphasized that because these hospitals have passed the Level 2 accreditation, these hospitals should be equipped in handling infectious cases such as the current viral threat.

Hence, there should be no refusals from the hospitals mentioned.

“We created the HCMT long before the ECQ was imposed because we wanted to constantly check the capacity and needs of both public and private level 2 hospitals in the region,” said DOH Caraga Regional Director Dr. Jose R. Llacuna, Jr.

In the case of surge capacity, the Regional Disaster Risk Reduction and Management Council (RDRRMC) has disseminated the Regional Contingency Plan where all health facilities are required to put in place their own contingency plan, in which, most of the concerns are on human complement and resources.

“Let us all be ready in case surge happens. In the meantime, we assure the Caraganons that DOH Caraga is in constant communication with the designated health facilities and provide them the necessary assistance,” the Dr. Llacuna stressed.

AgNor releases augmentation fund to LGUs

BUTUAN CITY, April 14 -- A total of P11,000,000.00 was released Monday by the provincial government of Agusan del Norte led by Governor Dale B. Corvera to augment the Quick Response Fund of the 10 municipalities and one city of the province.

"This is our way of supporting our constituents in these trying times through the municipalities who have direct contact with the people through the barangays,” Governor Corvera said.

According to Gov. Corvera, who is also the Chairman of the Regional Task Force for COVID 19 One Caraga Shield, each municipality and city in the province will receive P1,000,000.00 which can be used for the purchase of relief goods and other needs in the fight against COVID-19.

He said that this is just the initial assistance the province will provide to the municipalities and city. Relief goods will also be provided through them.

It can be recalled that the province through Executive Order No. 21 series of 2020 is placed under an Enhanced Community Quarantine in line with the guidelines set by the Regional Task Force for COVID 19 One Caraga Shield. The Governor noted that he has no idea when will this crisis ends and what will be the situation in the coming weeks thus the province is augmenting the capability of its hospitals in facing this crisis.

DA assures available food amid COVID-19 threat

BUTUAN CITY, April 14 -- The Department of Agriculture (DA) boosts up its commitment to provide adequate support to food production. This is to ensure that there will be available and affordable food for every Filipino family.

Agriculture Secretary William D. Dar assures that the country has enough rice for the next three months, with additional supply from dry season harvest expected to sustain stock inventory level until June.

The harvest season has now come for the Caraga region, it is expected to produce 315,947 metric tons or an equivalent of 134% rice sufficiency by the end of the first semester of the year based on the data of the DA-Caraga Rice Program through the consolidated planting report of the local government units.

"We expect no rice shortage during the duration of the localized community quarantine in the region. On top of the department's budget for this year, we are expecting a supplemental fund under the Plant, Plant, Plant Program or Ahon Lahat, Pagkaing Sapat (ALPAS) Laban sa COVID-19 Program," DA Caraga OIC-Regional Technical Director for Operations Rebecca R. Atega said.

The Plant, Plant, Plant Program is an initiative of the DA to increase farm productivity and ensure food sufficiency during the COVID-19 emergency.

In the region, rice consumption average of 118.14 kilograms per person annually. Surigao del Norte posted the highest per capita consumption of rice at 121.07 kilograms per person annually. The least consumption is registered in the Province of Dinagat Islands at 114.61 kilograms.

The pressure in the rice industry to produce more is a vital action amidst the challenging time. DA-Caraga is again calling on the public to patronize other alternative staple food such as white corn, sweet potato, banana (saba), and cassava rather than relying solely on rice.

This is to take part in the advocacy to be rice responsible consumers.

"The department considers the rice farmers and other workers in the sector as one of the food security frontliners. Despite the concerns brought by the COVID-19 pandemic we will continue to empower them to ensure continued production, through the provision of high-yielding seeds, farm inputs, technologies, and the rehabilitation and establishment of the small-scale irrigation projects that will improve the production," Atega said.

Under the Rice Competitiveness Enhancement Fund (RCEF) Program, the department through the Philippine Rice Research Institute (PhilRice) – Agusan is now set for the distribution of high-quality inbred seeds that will benefit more than 40,000 farmers. This will be planted in May for the wet cropping season.

Along with this, the Rice Program is set to release around 1,600 bags of hybrid rice for the early planters in the region.

On the other hand, the agricultural modernization intervention last year to 280 farmer associations and cooperatives under RCEF and Rice Program will contribute to bringing savings in input and labor cost.

Equipment such as mechanical rice transplanters, four-wheel-drive tractors, rice combine harvesters, hand tractors, rice threshers, rice reapers, seed spreaders, and pump and engine sets are the mechanized systems that will help the rice farmers in the region. 

With these various interventions, it is expected that each rice farmer will increase their yield by 1-2 metric tons per hectare.

Further, OIC-RTD Atega also commended the Regional Task Force for COVID-19 One Caraga Shield- a harmonized guidelines for the regional community quarantine in the region to address the threat of the disease.

"The harmonized guidelines in the region answers the Department's appeal to all local chief executives to let agri-fishery essential commodities to easily pass through quarantine exit and entry points through the DA issued food lane conduct pass," Atega said.

The food lane accreditation of DA-Caraga has already served around 3,000 walk-in and online clients in the region.

Another move to boost domestic supply is the promotion of urban agriculture. Each household in the region is encouraged to grow their food like leafy and lowland vegetables and other root crops. These plants are low maintenance and can easily grow, Atega added.

Additional ‘uniformed heroes’ sent off to regional borders vs COVID-19


BUTUAN CITY, April 14 -- During the send-off ceremony held here on Monday, another multitude of uniformed personnel have been deployed to the four regional border quarantine control points to contain the spread of corona virus disease 2019 (COVID-19) in Caraga.

Police Regional Office (PRO) 13 Director Brigadier General Joselito T. Esquivel, Jr. disclosed that a total of 168 cops shall reinforce the troops manning the regional land borders in Brgy. Tagcatong, Carmen, Agusan del Norte; Brgy. Sisimon, Veruela, Agusan del Sur; Brgy. San Roque, Lingig, Surigao del Sur; and Brgy. Langkilaan, Trento, Agusan del Sur.


Aside from the PNP, the Bureau of Fire Protection, Philippine Army and Philippine Coast Guard also sent additional personnel to the land boundaries as the region closed its borders since the implementation of enhanced community quarantine on April 6, 2020.

Prior to the deployment, the troops were briefed well on their duties and responsibilities including the safety tips of protecting themselves from COVID-19 infection. They also received face masks, face shields, alcohols, vitamins, thermal scanners, gloves, and other personal protective equipment from PRO13.

“Based on the update from the Department of Health Caraga yesterday, our lone COVID-19 patient tested negative in his second confirmatory test and only one negative result is needed to declare him clear of the virus. With this, let us continue doing our share in this fight. We are in the last line of defense,” BGen. Esquivel Jr., added.

He also highlighted the contributions of uniformed personnel in addressing the pandemic citing their pivotal roles in the implementation of guidelines and procedures set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.


The deployed police personnel shall perform 10-day duty and will eventually undergo 16-day quarantine at the places identified by the unit commanders. Afterwards, they can go home for six days. This regular rotation of duty has been observed for them to have enough rest and sleep.

“Kadiwa on Wheels” rolls out in Butuan’s remote barangays

BUTUAN CITY, April 16 -- The Department of Agriculture - Caraga has served three barangays on its first “Kadiwa on Wheels.” The program aims to bring the market to residents observing the enhanced community quarantine (ECQ) imposed in the city and the entire region.

Farmers’ associations in cooperation with individual entrepreneurs and the Bureau of Fisheries and Aquatic Resources (BFAR) have displayed commodities such as fresh vegetables, fruits, dressed chicken, pork cuts, fish, and other food supplies.

Residents from Barangay Pagatpatan, Agusan Pequeño, and Bading are given the opportunity to buy their food needs right at the area where they live.

“We’re glad for this action from the government. Residents here don’t need to buy at the market or grocery stores, because our needs are already brought here,” said Chairperson Larry Abuzo of Barangay Agusan Pequeño.


The Department’s initiative is in support to curb the spread of the coronavirus disease (COVID-19) in the country.

“We’re bringing the market here in the barangays so we can help limit the going in and out of the people just to buy food,” said Agribusiness and Marketing Assistance Division Chief Lynn Pareñas.

Pareñas said that the strict implementation of protocols, such as social distancing and wearing of face masks, among buyers at the barangay hall covered court are being followed.

Suppliers of the “Kadiwa on Wheels” are farmer-members of Sumilihon-Taguibo Farmers’ Association (SUTAFA), Lemon Integrated Farmers’ Association, JVV Farms, Andrew’s Dressed Chicken, and Surigao City Fish Buyers Association.

The consolidated gross sales of the suppliers reached a total of PHP 79,440 for the three barangays. “This is also a good way to help our farmer-entrepreneurs have their products sold and still earn despite the pandemic,” said Pareñas. (DA Caraga/PIA Caraga)


Surigao Sur town buys palay from local farmers amidst COVID-19 pandemic

TANDAG CITY, Surigao del Sur, Apr. 16 -- Heeding the call of the Department of Agriculture (DA) Secretary William Dar, the local government unit of Carrascal, Surigao del Sur is now in the height of buying-out palay from its farmer constituents.

This was learned from Japhet Sugian, a municipal agriculturist of the said town in an interview over DA Caraga's weekly radio program Bahandi Sa Kaumahan.

Sugian said that Mayor Vicente H. Pimentel III approved an ordinance to ensure a sufficient supply of rice in their locality amidst the threat of the CoViD-19 pandemic.

“We have an approved P2M based on the approved ordinance and an additional P1.5M from the Economic Development Fund bringing the total budget to P3.5M purposely to purchase palay from our local farmers,” Sugian explained.

Sugian said that they are going to buy fresh palay at the farm gate price of P18.00 per kilo, while those farmers who already milled their harvest will be purchased pegged at P2,000.00 per bag of 50 kilograms.

 “I have fielded my staff to visit the interested farmers themselves and record the actual harvest and the farmer will get the payment at our municipal office to avoid bringing cash in the field for security purposes,” he said.

LGU will provide free hauling services to ensure hassle-free transactions.

Carrascal LGU projected a total of 180,000 kilograms or an estimate of 3,200 bags of rice will be purchased from the local farmers.

Earlier, Sugian explained that the LGU had signed a memorandum of agreement with the five rice mills and two mechanical dryers to process their purchased palay.

“The ultimate purpose of our initiative is to help our farmers and at the same time to ensure that the LGU can have a ready supply of rice for our second round of providing foods for our constituents affected by the quarantine due to COVID-19,” Sugian disclosed.

As of last planting season, Carrascal has more than 400 hectares planted with rice.

Aside from buying palay, the LGU is also finalizing the scheme to buy-out other agricultural crops such as vegetables and root crops for a localized market to be established in strategic barangays.

PSA starts April 2020 labor force survey

BUTUAN CITY, April 17 -- The Philippine Statistics Authority (PSA) Regional Statistical Services Office XIII (Caraga) has already started its 2020 April Labor Force Survey (LFS) here.

A total of 2,152 sample housing units/households in the region will be visited and about 38 Statistical Researchers and Field personnel are involved in the conduct of the said survey in the region.

Rider questions on the awareness of the Philippine Competition Commission (PCC) and the Philippine Competition Act (PCA) or RA 10667, which serves as the primary competition law in the Philippines for promoting and protecting competitive market also added in this round of LFS.

The survey started on April 8, 2020 and will end on April 30, 2020. All the data and information collected by the hired field interviewers shall be kept strictly confidential and shall not be used for purposes of taxation, investigation or regulation as provided under Article 55 of RA 10625.

The LFS is a nationwide survey of households conducted quarterly to gather data on demographic and socioeconomic characteristics of the population. It is designed to provide statistics on the levels and trends of employment, unemployment and underemployment.

DOH confirms 2nd COVID-19 case in Caraga

BUTUAN CITY, Apr. 19 (PIA) -- The Department of Health (DOH) Caraga confirmed the second case of the coronavirus disease 2019 (COVID-19) in the region.

Patient P12COV is a 65-year old Filipino male with no known travel history in the country or abroad. He has, however, interacted with a relative who went to Davao City to participate in the Araw ng Dabaw six-cock-derby at the New Davao Matina Gallera held last month.

Prior to the confirmation, the patient was initially identified as a Patient Under Investigation (PUI) and tested negative on its first test.

However, according to Dr. Kenneth Jay-r Alberca, the medical specialist of Caraga Regional Hospital (CRH), they had insisted that they conduct a second test on the patient. In addition to his current health condition and his engagement with the said relative, his chest X-ray results made him a likely candidate to contract the disease.

Relevant to this, he also emphasized that apart from assessing the patient’s current condition, pre-existing medical conditions and travel history, there is also the need to take into consideration the conduct of tests such X-ray and inflammatory markers as these can aid clinicians to make an accurate assessment of determining COVID-19 patients.

At present, the patient is hospitalized at the Caraga Regional Hospital in Surigao City. Albeit being given oxygen support, he is showing signs of clinical improvement.

Health authorities are urging the public to be more compliant with the health protocols set by the authorities as well as those implemented under the Enhanced Community Quarantine (ECQ).

Amid the predicament, DOH Caraga regional director Dr. Jose Llacuna Jr. reminded the public to continue to unite and cooperate with the authorities by reporting to the health agency any individuals suspected of having the disease.

“The only way to meet the challenge is to meet it head-on,” the health official affirmed.

Meanwhile, the first COVID-19-positive patient in the region has tested negative on his third test. He was discharged on Saturday after he underwent an appropriate assessment. (PIA-Caraga)

One town, one 'bayanihan’

In the face of a public health crisis, a small coastal town in Surigao del Sur perseveres, proving that ‘bayanihan’ is very much alive.

The municipality of Bayabas is one of the 17 municipalities in the province of Surigao del Sur under the first district. Among the primary livelihood in the municipality is fishing and rice and coconut farming.

While the task to sustain its 9,301 residents seems daunting, municipal mayor Maria Charita Garcia-Limbaro was quick to share about the strong sense of volunteerism among the people in Bayabas and how it has greatly helped in their whole COVID-19 (coronavirus disease 2019) operations.

“How I see it, the people in this town have a strong belief that genuine success is gained collectively. We recognize the importance of one another in the midst of trying times such as this, which is why almost everyone, if not all, lends their cooperation almost instantly,” Limbago added.

Through the active engagement of the locals, the municipal government was able to come up with sustainable interventions to the public health crisis. While funding for such operations was a great concern, what they chose to focus on was coming up with a concrete incident management that enabled them to truly ‘size up’ the situation.

This entailed meetings with local government and barangay officials as well as concerned stakeholders which would be conducted every day, sometimes more than once in a day, and a good understanding on the directives of the provincial and national government.
  
They took the mountain of tasks pebble by pebble, working firstly on implementing regulations that ensured the physical safety of the people.

Quarantine regulations such as the issuance of quarantine passes and implementing curfew were the first to be accomplished, followed by the distribution of goods to each family household.

Although food packs were distributed by the Department of Social Welfare and Development (DSWD), Mayor Limbago knew these food packs won’t last for days. They had to think of ways to sustain the assistance and equip families in Bayabas throughout the calamity, which was projected to last for at least six months.

It was almost impossible to depend on their Disaster Risk Reduction Management (DRRM) funds, amounting to less than P4 million, to fund their entire COVID-19 operations.

This prompted the local government to sacrifice funds for certain projects and realign them to fund their Emergency Operations Center (EOC), the central coordination and information center of the town’s COVID-19 response.

As quarantine measures were heightened across Caraga region, the provincial government of Surigao del Sur provided additional funding for all of its local government units. Municipalities were given P2 milion while cities were given P4 million.

Mayor Limbago recalls feeling relieved for the additional assistance. This enabled them to accomplish the distribution of food items for each family, having provided a sack of rice and other food items right before the end of Holy Week.

Again, she points to the unmeasured dedication of the officials in the barangay level as well as the active participation of the people for the success of the said operations. Proper information drive also played a huge role in the process.

“We had to make sure that everyone understood the gravity of the situation. When that was accomplished, everyone knew that they had to take part in alleviating the crisis. Punong barangays remained proactive, as well as their constituents,” Limbago said.

Leadership that cares


As Mayor Limbaro recounts the process she and her team had undergone in dealing with the situation, one might think that governance may not be as convoluted as it seems.

Admittedly, the current pandemic is by far the most damaging calamity that has struck the municipality. While this naturally requires greater interventions for mitigation, this inevitably creates an equally greater loss.

For the mayor, however, her determination to persevere through this adversity is fueled by her belief in the importance of human life.

While the situation feels overwhelming, she tries to maintain a realistic perspective in dealing with the situation. Every aspect in the situation is scrutinized. This, she continued, will enable the leader to see that in one way or the other, everyone suffers in such situations thereby cultivating within them sensitivity to the needs of their people.

It is just important as well to assure people that the government is by their side, not just through words, but also through actions.

“What this crisis teaches us is that there are limitations to everything and in the end, we are given a moment to truly reflect on what we view as essential to us,” she said.

Truly, to become an effective leader, one must strike a balance between empathy and logic.

Collaborative compassion

The whole town is being manned by 313 frontline workers, a portion of which are comprised of approximately 50 volunteers.

To enable efficient response to the situation, the local government made sure that the EOC will be on-call 24/7, apart from its regular operations schedule.

Due to the temporary suspension of transportation operations and of some establishments, the EOC has also initiated the purchase of goods and medicines from the nearby city, Tandag. Their residents can submit a list of the items they wish to be purchased. This operates on a daily basis.

A community kitchen was also established to provide meals for the frontline workers.

To mend the issues concerning the employment of their residents, apart from the government’s programs that enable income-generating means, the local government was able to find means to provide assistance, particularly those with informal employment.

In the case of drivers, for instance, they rent their vehicles for the delivery of goods to certain areas. They made sure that only few vehicles will be operating so a shifting of renting vehicles was imposed. In that way, each driver will receive ample income during quarantine period.

The local government has also converted their program for Dengue prevention for such purpose. A community-based sanitation specifically for COVID-19 is employed, wherein all residents in each barangay are required to conduct household sanitation on the first Saturday of every month. Some households even conduct sanitation more often than the given schedule.

Despite having been warned by the Department of Health to discontinue sanitation, 11 sanitation tents will be set-up all over the town. Heeding the authorities warning, frontline workers and those required disinfection will be disinfected using a betadine and water solution.

At present, the local government is focusing on distributing the assistance given to people through the government’s programs for the marginalized sectors.


While 705 families have been identified as qualified beneficiaries, they are now coming up ways to include those families who have not been documented but just as qualified as well.

In addition, malnourished children were also given assistance amid the health crisis. Determining beneficiaries never posed a problem, as such children have already been identified through their Waging War with Malnutrition and Adopt-a-Child programs. Each child is given food packs containing nutrient-dense foods as well as multivitamins.

As it is a town that has a high regard for unity, it seemed as though everyone is actively taking part in their local government’s actions to address the current plight. Locals took part in their own ways, some donating needed equipment while others contributing through the acts of volunteerism.

Even the youth remained just as active. Members of various youth organizations such as the Philippine Army’s Propelling Our Inherited Nation Through our Youth (POINTY), the Youth Ministry under the Catholic Church, and those volunteering in their respective barangays took part in the information dissemination, distributing information, education and communication (IEC) materials to each household.

In addition, they were also tasked to keep and submit the COVID-19 Household Profile Form that keeps track of health status of each family members.

Compassion seems to be a trait that was ingrained among the locals even at an early age.

 Even children are doing their little ways to help, making cards containing inspiring messages for the frontline workers. This, the mayor remarked, sparks joy among their frontliners, motivating them further to continue their work.

In the face of great adversity, it is definitely a challenge to come together and act for a common goal. The darkness that surrounds can sometimes distract one from believing that there is that light at the end of the tunnel. But the call for a greater cause must always motivate each one to push aside the differences and ensue a collaborative compassion, trusting one another in the process.

Test on 1st coronavirus patient in Caraga yields negative result

BUTUAN CITY, April 19 -- The Department of Health (DOH) Caraga received the second follow-up test result of the first confirmed positive of coronavirus disease 2019 (COVID-19) in Caraga. This is the 68-year-old, male, patient from Butuan City admitted at the Caraga Regional Hospital. The said result is Negative.

The patient was discharged on Saturday following the assessment and recommendation of the attending physician.

Furthermore, two Negative test results were received. The additional results were from the suspect cases: a) 47 year old, male, Filipino, admitted at Nasipit District Hospital and b) 38 year old, female, Filipino, who died at Butuan Doctors’ Hospital.

“Again, we are reminding the public to adhere to the DOH health advisories. We can beat COVID-19 by observing regular hand washing, proper cough etiquette and physical distancing and/or just strictly stay at home,” said DOH Caraga Regional Director Jose R. Llacuna, Jr.

Likewise, a team from the World Health Organization (WHO), Department of Health Central and Research Institute for Tropical Medicine (RITM) arrived on Friday at the Adela Serra Ty Memorial Medical Center in Tandag City to evaluate their application to be a sub-national laboratory of RITM for the confirmatory testing of COVID-19. The same team will visit Caraga Regional Hospital in Surigao City to check the hospital’s capacity for COVID-19 lab testing.

DOH Caraga reports 2nd confirmed COVID-19 case

BUTUAN CITY, April 19–- The Department of Health (DOH) Caraga confirmed Friday the second positive case for COVID-19 in the region. The tagged CA PUI 51, 65-year-old, male, Filipino from Butuan City, with no pre-existing medical condition and is currently admitted at Caraga Regional Hospital has revealed a Positive result in its follow-up test for the viral disease.

The said patient has no history of travel; however, he had close contact with a relative who went to Davao for the Araw ng Dabaw six-cock Derby in New Davao Matina Gallera last month. At present, the patient’s condition is currently guarded with oxygen support but with signs of improvement. Further contact tracing of the patient’s close contacts is on-going.

“We would like to reiterate to the public to stay at home and only go out from your houses when necessary. If ever you will feel signs and symptoms related to COVID-19, have close contacts to the known positive case or have traveled to areas with local transmission, then please coordinate accordingly to your health response teams or call our hotline numbers,” DOH Caraga Regional Director Jose R. Llacuna, Jr. said.

Meanwhile, the city government of Butuan has already conducted Rapid Antibody Testing.

Positive samples were forwarded to the Regional Epidemiology and Surveillance Unit (RESU) of DOH Caraga subject for RT-PCR confirmatory test at Southern Philippines Medical Center (SPMC) in Davao City. A total of 19 samples were sent for confirmation in which 13 tested Negative. There are still samples with pending lab results.

35 displaced drivers in AgSur town receive cash from DOLE

TRENTO, Agusan del Sur, April 20 -- At least 35 tricycle drivers have recently received cash assistance from the Department of Labor and Employment (DOLE) in line with its Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers - “Barangay Ko, Bahay Ko” Disinfecting/Sanitation Project or TUPAD – BKBK.

Validated through and by the Municipal Business Permit and Licensing Office (BPLO) and the Municipal Public Employment Services Office (PESO), said tricycle drivers form part of the 150 beneficiaries of DOLE’s emergency employment program for the underemployed, unemployed, and displaced marginalized workers whose livelihood were affected by the CoViD-19 crisis.

During the distribution held at RM Billanes Gymnasium, each qualified driver received an amount of P3,200.00 from Jake Abunda, Labor Employment Officer II of DOLE-Agusan del Sur who personally handed the cash assistance to the recipients.

It was noted that before having received the assistance, the drivers underwent a ten-day work program that involved cleaning, disinfecting, and sanitizing specific areas in their barangays and their households.

DOST-assisted farmers’ coop helps secure food for Butuan residents during pandemic

BUTUAN CITY, April 21 - Filipinos love rice. It is a staple to every fulfilling meal. However, with the current public health crisis requiring everyone to stay indoors, many families could not make proper livelihood thus affecting them financially. Food security is very crucial especially this time of the coronavirus disease 2019 (COVID-19) pandemic.

A DOST SETUP (Department of Science and Technology's Small Enterprise Technology Upgrading Program) adoptor and a farmer-millers cooperative in Butuan City stepped up to help Butuanons have enough food on the table.

The Butuan Agusan Farmers Multi-Purpose Cooperative (BAFMPC) partnered with the local government unit of Butuan for a food security program and has committed to provide quality milled rice during the quarantine. As of April 18, 2020, BAFMPC has served a total of 2,100 bags or 105,000 kilos of rice distributed to six barangays including Taguibo (500 bags of rice), Sumilihon (800 bags), Los Angeles (400 bags), Sto. Niño (100 bags), Baobawan (100 bags), and Ambago (200 bags).

BAFMPC, formerly known as Los Angeles, Damoog, Mangabao (LADAMA) Multi-Purpose Cooperative, started its operation in 1988 as an irrigator’s organization offering rice production services, lending, and palay trading to its members. After 20 years in rice farming and milling, BAFMPC acquired a state-of-the-art Multi-pass Milling Facility with complete accessories for rice polishing and whitening through the SETUP. The project costs Php 2,971,000.00 and since then has greatly impacted the operations of the firm.


From 20 bags of grains per hour and only up to 60% recovery rate, the cooperative now mills 40-60 bags of grains per hour or approximately 400 bags per day, with 67% recovery rate of rice after milling. The increase in the production volume helped increase the income of the coop and the farmers. Through the program, the cooperative also availed of the Manufacturing Productivity Extension (MPEX) consultancy program and technology training which helped them improve their product, plant layout, business operations and marketing strategies.

BAFMPC also assisted its members through the distribution of food packs containing 3 kilos of rice, canned goods and other grocery items. A total of 2,000 food packs were given to 800 regular and 1,200 associate members of the cooperative.

The manager, Manuelito Suan, said that it is the responsibility of the cooperative, and as farmers, to ensure that people have food to eat this time of crisis. It is also one way to promote the products of the farmers and their role in food security. The firm continues its operation to support the need, especially during the quarantine.

Surigao elderly port workers get second wave of food aid

SURIGAO CITY, Surigao del Norte, Apr. 22 (PIA) -- Elderly port workers at the port of Surigao get a second wave of food assistance amid the threat of COVID 19 to public health, particularly to senior citizens.

It may be recalled that port workers aged 60 years and above at the Surigao baseport received food relief packs from staff and personnel of Philippine Ports Authority-Port Management Office (PPA-PMO) Surigao last week, just as authorities placed the Province of Surigao del Norte on enhanced community quarantine on April 7, 2020, until the end of the month.

Executive Order No 20-012 issued by the province of Surigao del Norte restricts the mobility of persons with a high risk of being infected such as senior citizens aged 60 and above, as well as minors. Hence, elderly port workers are no longer allowed to work at the Port of Surigao while the order is in effect.

Containing provisions estimated to last for a week or two, the second round of food relief packs distribution benefited some 25 elderly porters and dockworkers.

PMO Surigao Acting Port Manager Froilan Caturla said that his colleagues at the PMO continue to support the PPA’s ‘Adopt and Save a Family’ and are willing to further extend assistance to vulnerable members of the port community whose incomes are greatly compromised with the ECQ.

“My fellow workers at the PMO are supportive of the PPA’s ‘Adopt and Save a Family’ program and are willing to provide assistance to the families of these elderly port workers for the duration of the quarantine,” APM Caturla said.

Help continues to pour in for displaced Surigao port workers

SURIGAO CITY, Surigao del Norte, Apr. 22 (PIA) -- Food aid continues to pour in for displaced port workers at the Port of Surigao as food packs were again provided for them, courtesy of the Siargao Islands Institute of Technology (SIIT).

Chivas Dulguime, Dean of the College of Criminology of the Siargao Island-based technical institute, personally supervised the distribution of the food relief packs containing items estimated to last for at least two weeks.

“This modest help is just the first in a series of food distribution activities that SIIT plans to undertake to benefit port workers at the Port of Surigao and the Port of Dapa in Siargao Island. We shall again be back to provide food packs every two weeks for the duration of the imposed COVID 19 (coronavirus disease 2019) quarantine,” Dulguime said.

A project initiated by former Surigao del Norte Governor and current SIIT President Sol F. Matugas, the relief assistance also includes cash amounting to P200.00 for each beneficiary and a “Help Card” containing a contact number they can use to text or call for help or any other legitimate concerns.

Meanwhile, Port Management Office (PMO) Surigao Acting Port Manager Froilan Caturla expresses appreciation and gratitude to SIIT and its President, former Surigao del Norte Governor Sol F. Matugas for choosing to help port workers not just today but also in the coming weeks while the province continues to be under quarantine.

“On behalf of the Philippine Ports Authority (PPA), I am so much thankful that SIIT, under former Governor Sol Matugas, has chosen to help our displaced workers particularly since it complements the ‘Bayanihan sa Pantalan,’ an initiative of PPA General Manager Jay Daniel Santiago to pool resources in the fight against COVID 19, as well as extending help for displaced port workers,” Caturla said. PCOO chief distributes relief goods to media workers in Caraga

BUTUAN CITY, April 23 (PIA)– Just as everyone takes measures to stop the spread of coronavirus disease 2019 (COVID-19) and provides aid to the affected communities, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar also looks after the welfare of the local media practitioners in the Caraga region by benevolently sending relief assistance in kind.

Bulk of rice grains were delivered by a supplier from Cagayan de Oro City to the Philippine Information Agency (PIA) Caraga Regional Office on Wednesday. The 500 packs were prepared and scheduled for distribution to the recipient media workers across the region.

This is the second region in Mindanao to benefit the relief assistance that the PCOO chief has personally extended out from his own pocket. The first was allocated for Region 10.

“Experiencing before the nature of work among the people from the media industry, I can truly empathize with their plight especially during this time of COVID-19 crisis and I am more inclined of helping them as my way of thanking them also for their great effort in the delivery of vital information and COVID-19 updates to the public,” said Sec. Andanar.

In this challenging time, Sec. Andanar recognized the invaluable contributions of the frontline media members who have risked their lives from exposing to the unseen virus just to carry out their duty of gathering relevant data and informing the public effectively.

Sec. Andanar said that the modest assistance he supplied may somehow help in providing temporary relief to the media beneficiaries. He said that acts of compassion and kindness should also dominate as the world battles COVID-19.

“We pray that our fellow journalists will continue to be motivated to perform their duties as truthful and responsible despite the threat posed by COVID-19. Your safety is also our primordial concern. We could not afford to see you in a critical situation when there is something that we can really do to keep you safe and secure,” said Sec. Andanar.

Moreover, Sec. Andanar also reiterated the call for cooperation of everyone as it is crucial to human survival. “Compliance to the guidelines is important. I encourage you all to please follow the plea of our government to stay at home, to wear a mask, and to follow social distancing,” he emphasized.

As the head of the Laging Handa communications crisis center, Sec. Andanar encourages the public to be more vigilant and to stay updated with the latest news and information.

Apart from providing special COVID-19 coverage programs on Cabinet Report, Mediaman’s Mancave Podcast and PTV’s Alerto, Sec. TESDA Caraga extends additional support to COVID-19 frontliners

BUTUAN CITY, April 23 -- Technical Education and Skills Development Authority (TESDA)-Caraga extended its support to coronavirus disease 2019 (COVID-19) frontliners in the city by donating recently additional 142 face shields and 200 washable face masks, this time, for police officers.

Following the directives of TESDA Sec. Isidro S. Lapeña and TESDA-Caraga Regional Director Ashary A. Banto, TESDA-Agusan del Norte Acting Provincial Director Liza B. Budtan and TESDA-Caraga Acting Regional Operations Division (ROD) Chief Novielita A. Dispo hand-over the said PPEs to PNP-Caraga through PCol. Jimili L. Macaraeg, Acting Deputy Regional Director for Administration; and PCol. Ruben B. Delos Santos, Chief of the Regional Community Affairs and Development Division.

The facemasks were produced by Northern Mindanao School of Fisheries (NMSF) headed by School Administrator Romel M. Natad.

Caraga transport sector pleads for gov't assistance

BUTUAN CITY, April 23 (PIA) -- After a month of being under the imposed enhanced community quarantine (ECQ) due to the threat posed by the coronavirus disease 2019 (COVID-19), the transport sector who were greatly affected by the suspension of operations has asked the help and assistance from the government.  

They said that no matter how hard they try to survive daily, they still feel how difficult it is without having any livelihood to sustain their needs.

Jose Evagelous Lawenko, chairperson of Diamond Transport Service Cooperative (DATSCO) in Butuan City was one of those being affected in the transport sector. He called on the concerned government agencies to help address the issues and concerns, as well as financial assistance to support the needs of their respective family.

“I am really saddened on the current crisis that we all experience this time especially that our drivers no longer have job due to the ECQ, that’s why I am appealing to all the government agencies concerned to help the transport sector cope with life by provision of any available assistance,” said Lawenko.

He added that with the meager savings they have in their cooperative, they have decided to utilize it to buy the basic commodities and distributed to their driver-workers. However, they stressed it would not be enough to sustain each of their family’s needs.

The DATSCO and the rest of the transport sector also hope that they could also receive aid from the Department of Social Welfare and Development (DSWD) and Department of Labor and Employment (DOLE).

Meanwhile, Dir. Maria Kristina Cassion of the Land Transportation Franchising and Regulatory Board (LTFRB)-Caraga, revealed that they are constantly coordinating with their head office, along with the DSWD and other concerned government agencies for any available assistance they could give for the transport sector.

In the conduct of “Libreng Sakay” or free ride for the health workers and other frontliners, Dir. Cassion also appealed to the stakeholders for help through gasoline support for the said operation and food for the drivers who operate the shuttle services.

“We are calling on all our partner stakeholders in the region to help us, as we try our best to reach out to the transport sector that is also greatly affected by this COVID-19 pandemic. We also recognized those who have already extended their support not only for the sector but also for the frontliners,” Cassion underscored.

DOH confirms 3rd COVID-19 case in Caraga

BUTUAN CITY, Apr. 23 (PIA) -- Caraga region now holds three confirmed cases of the coronavirus disease 2019 (COVID-19), as confirmed by the Department of Health (DOH) Caraga in their public briefing on Wednesday, April 22.

The patient is a ten-year-old Filipino female from Butuan City who did not exhibit signs and symptoms of the disease and had no travel history locally and abroad. However, she was in close contact with an individual who attended the Araw ng Dabaw six-cock-derby at the New Davao Matina Gallera, Davao City.

The third confirmed case was among the six samples in the third batch of the Rapid Antibody Tests conducted by the city government of Butuan. After having tested positive for an antibody test, the samples were subjected to real-time polymerase chain reaction (RT-PCR) confirmatory test, where the five other samples yielded negative results.

At present, the patient remains asymptomatic.  

While the first confirmed case had a travel history in Manila, the remaining two cases originated from exposure to individuals who attended a recent event in Davao City. As such, local authorities are closely monitoring the transmission status in the city.

Meanwhile, DOH Caraga regional director Dr. Jose Llacuna, Jr. lauded the efforts of local government units in the region, particularly of Butuan, for their swift response on the matter.

In addition, he reminded the public once again to maintain strict compliance to health and safety protocols of the authorities. Dr. Llacuna, Jr. also emphasized the need for greater cooperation from the people by reporting to the health authorities when close contact with persons with travel history occurred.

“Now more than ever, everyone of us should lend our cooperation, working together as a team unified with a common purpose which is to end the battle against COVID-19,” he affirmed.

The health agency is currently awaiting for the results of the fourth batch of samples that were sent to the Southern Philippines Medical Center (SPMC) on April 21. (PIA-Caraga)


DA’s 'Kadiwa on Wheels' rolls in various Butuan villages

BUTUAN CITY, April 23 (PIA) -- The local residents in the different barangays of this city are delighted to learn about the operation of the “Kadiwa on Wheels” by the Department of Agriculture (DA) Caraga wherein they could buy vegetables, meat products, fish, milk and other basic commodities inside their barangay.

The said agriproducts are cheaper than those being sold in the markets, hence, these would be more convenient and accessible for the local residents in Butuan City while the enhanced community quarantine (ECQ) is still in effect.

To ensure that social distancing is always observed, each barangay has started implementing the color coding scheme where the “Kadiwa on Wheels” are also seen at the covered courts of every barangay.

According to Rolando Apit, chairperson of the Committee on Agriculture in Barangay Pangabugan, anyone from their barangay is allowed to buy the said products which are readily available at the “Kadiwa on Wheels” in their area, as long as they wear face mask and observe social distancing to protect them from the coronavirus disease COVID-19 pandemic.

“We are thankful to DA for initiating this activity in our barangay for us to have easy access on the basic commodities,” cited Apit.

Sheila Roperos, who is residing in Barangay Bading, expressed that this effort of the government lessens their burden in going to the public market while the ECQ is being implemented.

“This is very helpful for us since we need not go to the public market and buy food for our family,” Roperos said.

Vegetable production to avert hunger during health crisis

BUTUAN CITY, April 23 -- In the midst of the country’s battle with a health crisis brought by the coronavirus disease 2019 (COVID-19), vegetable production could be one saving grace in preventing people from going hungry.

With most of the country placed on enhanced quarantine, some businesses were closed and a number of people lost their jobs and their means of providing for their families’ needs.

To address the situation and prevent people from going hungry, the Department of Agriculture (DA) implemented the Ahon Lahat Pagkaing Sapat (ALPAS COVID-19) or Plant Plant Plant Program.

Under the program, the department encourages the public to have their own food production initiative by having vegetable gardens in their backyards. In support of this, the DA has been distributing vegetable seeds to individuals and organizations who expressed interest to engage in vegetable gardening. Some vegetables may already be harvested one month after planting so it ensures food availability in the coming months despite the crisis situation.

In Caraga, 530 kilograms worth P3.1 million of vegetable seeds from the buffer stocks of the previous year have been distributed so far. This is on top of this year’s buffer and regular procurement of vegetable seeds which will amount to P11.1 million as well as the emergency procurement worth P1.4 million in response to the COVID-19 pandemic.

The most commonly grown vegetables in Caraga are the lowland type such as eggplant, ampalaya, squash, and okra. As per data from the department, the regular vegetable production for this year is projected to be increasing. Eggplant is projected to have the biggest total production at 2,973 metric tons from March to September. This is followed by squash which is set to have a total production of 1,331 metric tons for the same period. Ampalaya is projected to have the third biggest production at 772 metric tons.


But with more and more people taking on vegetable gardening as a productive way to utilize their time during this quarantine and as a food source initiative, these figures may still increase.

DA – Caraga High Value Crops Development Program (HVCDP) Coordinator Marco Antonio C. Morido said that more lowland vegetables are grown in the region since more lowland areas have been developed here.

Meanwhile, the most consumed vegetables in the region are eggplant, squash, mongo, and ampalaya.  Per capita consumption of eggplant is at 0.39 kilograms per month, 0.37 kilograms per month for squash, 0.19 kilograms per month for mongo, and 0.17 kilograms per month for eggplant.

According to the World Health Organization, the recommended intake for vegetables is 400 grams per day which means that Caraganons do not meet the recommended daily vegetable consumption. However, with the health crisis now, more people are inclined to eat healthy and nutritious foods and are thus turning to vegetables with some even planting their own in their backyards.

“With more people planting vegetables in their own backyard, we can ensure food sufficiency and security even as we are facing a crisis. This way, we don’t have to rely on the produce of the farmers alone, but individuals can already contribute to our production. Moreover, we are also encouraging the public to also plant indigenous vegetables like malunggay and alugbati since indigenous vegetables are also rich in nutrients and there many sources of planting materials for these,” Morido said.

DA Caraga distributes corn seeds for backyard gardening

BUTUAN CITY, April 23 - Securing food is everybody’s concern.

Aside from ensuring peace security, Caraga Region’s army personnel are now engaged in food security mission.

In support of their endeavor, the Department of Agriculture (DA) Caraga turned-over vegetable and corn seeds recently at 52nd Engineer (Kaayadan) Brigade, Philippine Army, Patin- ay, Prosperidad, Agusan del Sur.

Lt. Col. Rodel Pangilinan, commanding officer of the 544th Engineer (Pioneers) Battalion accepted the seeds for their garden inside the camp handed-over by DA Caraga through Regional Technical Director Rebecca Atega with program coordinators Marco Antonio Morido and Melody Guimary of High-Value Crops Development Program (HVCDP) and Corn Program, respectively.

DA Caraga will also turn-over corn seeds to the 402nd Brigade at Bancasi, Butuan City and will be conducting a briefing on corn, cassava, and vegetable production for the army personnel.

Guimary said that aside from the army, the DA corn program will also allocate seeds for the civilian households who are willing to plant corn in their backyard.

“We have remaining seeds from our regular seed support distribution early this year. We will repack them into half kilos each for those willing to plant corn,” Guimary said.

The half kilos corn seed is good enough to at least 200 square meters lot area or it may be used also as an intercropped to vegetables.

She said that based on the remaining stocks inventory, they may able to distribute soon of up to 700 packs of .5 kilo corn seeds.

“Our seed household distribution is part of our support of the Plant Plant Plant Program under the Ahon Lahat Pagkaing Sapat Kontra COVID-19 (ALPAS COVID-19),” Guimary explained.

Aside from seed distribution for households, DA Caraga’s corn program is also proposing a reprogramming of the P7.5 M budget for food production support amidst the COVID-19 pandemic.

“Once duly approved, the fund will be used for additional corn seed procurement including pesticides and production of bio-control agents,” Guimary said.

LUNGSOD NG BUTUAN, Abril 23 (PIA) -- Umarangkada na sa iba’t ibang barangay dito sa lungsod ang Kadiwa on Wheels ng Department of Agriculture (DA) Caraga upang dalhin ang sari-saring ani ng mga magsasaka at produkto ng mga entreprenuers.

Sari-saring gulay, karne, isda, gatas at mga pang araw-araw ng pangangailan ng bawat pamilya ay pwede ng mabili sa mga barangay na bibisitahin ng Kadiwa on Wheels ng DA sa lungsod ng Butuan. Ang mga naturang agri products ay mas mura pa kumpara sa mga nasa pamilihan.

Hindi naging suliranin sa mga fronliners at sa mga residente sa ibat’ ibang barangay ng Butuan City kahit paman nasa enahanced community quarantine ang buong lungsod at may color coding scheme pang ipinapatupad sa bawat barangay, dahil nasa barangay covered court na nila mismo matatagpuan at mabibili ang kanilang pangangailangan sa araw-araw.

Ayon kay Kagawad Rolando Apit, ang committee on Agriculture chairman ng Barangay Pangabugan, napakalaking tulong ang pagpunta ng Kadiwa on Wheels sa kanilang lugar, dahil lahat ng kanilang mga residente ay pwedeng bumili dito basta’t magsoot lamang ng face mask at gawin ang social distancing.


Mas pinadali na rin ang pagbili ng pangangailangan ayon kay Sheila Roperos, isang ginang ng Barangay Bading na nakabenepisyo din sa nasabing pamilihan.

Transport sector sa Caraga region, humiling ng tulong sa gobyerno

LUNGSOD NG BUTUAN, Abril 23 (PIA) -- Isang buwan nang ideklara ang enhanced community quarantine (ECQ) ay humiling ng tulong sa gobyerno ang mga apektado ng suspensyon sa operasyon ng mga pampublikong sasakyan.

Ayon sa sektor ng transportasyon, bagamat patuloy na nagsusumikap sa harap ng krisis sa coronavirus disease (COVID-19) pandemic, hindi maikakaila na apektado na ang kanilang hanapbuhay.

Isa si Jose Evagelous Lawenko, chairperson ng Diamond Transport Service Cooperative (DATSCO) sa lungsod ng Butuan sa nanawagan sa lokal na pamahalaan at mga ahensiya ng gobyerno at hiniling na matugunan ang pangangailangan ng mga drivers at operators ng public utility vehicles sa rehiyon.

“Nakakalungkot po talaga ang sitwasyon ng ating mga drivers at operators sa transport sector dito sa Butuan, maging sa ibang probinsya. Walang-wala po talaga sila ngayon. Sana po ay mabigyan ng ayuda ang sektor para maka-survive po sa krisis na ito,” ani ni Lawenko.

Dagdag pa ni Lawenko, sa kaunting pundo na nailikom ng kanilang kooperatiba, ginamit nila ito upang makapagbigay ng tulong sa kanilang mga drivers subalit hindi ito sapat sa panggastos sa pangkain at iba pang pangangailangan ng bawat pamilya nito.

Umaasa silang makakatanggap din sila ng ayuda mula sa Department of Social Welfare and Development (DSWD) at Department of Labor and Employment (DOLE).

Samantala, sinabi naman ni Land Transportation Franchising and Regulatory Board (LTFRB)-Caraga regional director Maria Kristina Cassion, na patuloy ang kanilang koordinasyon sa kanilang head office, maging sa DSWD at iba pang kinauukulang ahensiya para tulong sa transport sektor.

Sa isinasagawang libreng sakay para sa mga health workers at iba pang frontliners, nanawagan din si Dir. Cassion sa mga stakeholders ng tulong sa pamamagitan ng pagbigay ng gasolina para sa operasyong ito at pagkain para sa mga drivers ng shuttle services.

“Nananawagan po kami sa lahat ng ating mga partner stakeholders na tumulong po sa transport sector, at sa ating mga drivers na nagsasagawa ng libreng sakay, maging sa ating mga frontliners. Magkaisa po tayong tulungan ang mga nangangailangan at patuloy na labanan ang pagkalat ng virus,” sabi ni Cassion.

A sweet start for Manobo potato farmers

The sweet potato (Ipomea batatas) or locally named as “kamote,” once-touted "a poor man's crop," is now regarded as a "cash crop" for a Manobo tribe in Carmen, Surigao del Sur.

Despite the limitations that each person could make brought by the coronavirus disease 2019 (COVID-19), the Mag-uumang Manobo sa Hinapoyan Association (MAMASAHI) turned the adversity into their advantage as they ventured to sweet potato farming.

The fifty-member association is a recipient of the Department of Agriculture – Caraga's Special Area for Agriculture Development (SAAD) Program. Last August 2019, they received 120,000 sweet potato cuttings which they planted in a three-hectare area.

The intervention also includes organic fertilizers, farm tools, carabao, and hand tractor with a total worth of 436,250. They underwent training on sweet potato production to ensure their readiness in managing the project.

Venancio P. Meniano, Chairman of MAMASAHI admits that the majority of the villagers are seasonal laborers, with no definite daily income to support the basic needs of their family.

"The support of the DA-Caraga SAAD Program teaches us to use the resources that we have here in our village. Starting to build a production area isn't difficult for us because we have good soil that can provide us a nutritive crop," said Meniano.

Thus, the cooperation of each member made the idle land to a productive sweet potato garden and they even manage to expand their area. 

Currently, the association has 12 hectares planted in which the three-hectare is the mother garden.


After three months of waiting, MAMASAHI began to reap their first fruits. Twice a month they are harvesting an average of 400-500 kilograms and sold at the local market at 20 - 25 per kilo. The proceeds of the group's income are set aside as their savings.

In this trying time where food is essential, the association is one of the LGU's partner producer that supplies sweet potato to the locals.

"We don't know when will this crisis ends, but we are grateful that this project will give us an additional source of income at the same time provide food for our family and our community," Chairman Meniano added.

SAAD Program aims to develop livelihood activities which the beneficiaries themselves can effectively manage, augment their incomes and provide employment in the community.

"We are starting to empower this tribe through the DA-SAAD Program interventions. We are on track to develop the entrepreneurial capabilities of the beneficiaries and improve their knowledge and appreciation that Agriculture is not just farming but also an enterprise," said Dailinda Mollanida, DA-Caraga SAAD Program Deputy Focal Person.

The sweet potato production is timely as the Plant, Plant, Plant Program was launched by Agriculture Secretary William D. Dar which sought to boost the food sufficiency level of the agriculture commodities that are essential in the country's food security, Mollanida added.

SAAD is a special program initiated and funded by the DA. The program was launched last year to address poverty particularly in rural areas that are often inaccessible, lacking infrastructure, and where the poorest of the poor reside. (DA13-RAFIS/PIA-Surigao del Sur)
