Hydroponics, a good way to be productive during community quarantine

BUTUAN CITY, May 20 -- In the midst of a global pandemic, a man turns a negative situation into a positive one.

 

With the city of Butuan placed under community quarantine, forcing people to stay at home to prevent the spread of the COVID 19, Bryan Tingas turned into backyard vegetable gardening to put his time to good use.

 

Tingas said that when the community quarantine was implemented last March, their office also implemented a work from home policy. It was then that he decided to utilize the vacant space in their yard to have a vegetable garden.

 

Since the space is limited, he also used some empty containers and planted them with vegetables. In addition, he put up his own hydroponics, a method of gardening that uses no soil, but instead grows plants in a solution of water and nutrients.

 

Tingas said that he thought of having the hydroponics since this planting method is less laborious and does not require a lot of time for management which he said would be good once work resumes and he would have less time to tend to his garden. “With hydroponics, there is no need to water the plants daily so you save time as well as water,” Tingas shared.

 

He said that he researched on the internet on how to establish hydroponics. He then prepared the needed materials such as the styrofoam boxes, paper cups, the nutrient solution, seeds, and the nets he used for shading. Tingas said that the roofing or shade is necessary if you are planting leafy vegetables to protect them from too much heat. He also said that he did not spend much on the materials since he just asked for the Styrofoam boxes from fruit vendors. 


“Although the space is limited, I was still able to plant various vegetables, you just need to be resourceful in doing things,” Tingas said.

Tingas said that their garden has served as their own food source. “We have since been harvesting vegetables from our garden and I am glad that I am able to support the food security advocacy of the Department of Agriculture,” he said.

Moreover, Tingas said that he hopes to inspire other people to also have their own backyard vegetable gardens so that they too can provide nutritious and chemical-free foods for their families. (DA Caraga-RAFIS/PIA Caraga)

Coop gives food aid to ‘Pakyawan’ workers, janitors at Surigao port

SURIGAO CITY, Surigao del Norte, May 20 (PIA)-- Continuing the ‘Bayanihan sa Pantalan’ spirit, dockworkers hired on ‘pakyawan’ basis and janitors serving the port of Surigao and the Lipata Ferry Terminal get food packs from the Philippine Ports Authority Surigao Employees Service Cooperative (PPA SESC).

As operations of motor launches plying the island routes are transferred from the city boulevard to the port of Surigao for the safety and security of island-bound cargo and passengers in the light of the coronavirus disease 2019 (COVID 19) crisis, additional dockworkers were hired on ‘pakyawan’ basis to augment existing cargo handling manpower.

PPA SESC Business Manager Roed Pomoy said that this undertaking is in line with the cooperative’s social responsibility program and sourced from its community development fund.

“Extending the cooperative’s help to co-workers particularly to our janitors and ‘pakyawan’ workers is unanimously agreed by all of our members in support of the ‘Bayanihan sa Pantalan,'" Pomoy said. (PPA-PMO/PIA-Surigao del Norte)

PMO Surigao turns idle areas to vegetable gardens

SURIGAO CITY, Surigao del Norte, May 20 -- To somehow ease concerns over food security amidst the threat of coronavirus disease 2019 (COVID-19), idle areas at the Port of Surigao were turned into vegetable gardens to produce healthy food and vegetable products.

Launched over the weekend, the pilot site at the Surigao Baseport is just the first of the many vegetable gardens planned to be establish at idle areas in ports under the Philippine Ports Authority - Port Managment Office (PPA-PMO) Surigao.

With no less than PMO Surigao Acting Port Manager Froilan Caturla as lead ‘farmer,’ the Surigao Baseport garden is initially planted with eggplants, string beans, spring onions and lemon grass.

He added that putting up gardens is good for the environment too, aside from the benefit of having a ready supply of nutritious food.

“This greening project is also a great help for us in attaining safe and healthy environment since plants lessen carbon dioxide and produce more oxygen. More oxygen means cleaner air,” Manager Caturla said. (PPA-PMO/PIA-Surigao del Norte)

Operasyon ng ARBOs sa Caraga, patuloy kahit may banta ng COVID-19

LUNGSOD NG BUTUAN, Mayo 22 -- Kahit may banta ng coronavirus disease 2019 (COVID-19) sa rehiyon ng Caraga, patuloy pa ring kumikita ang mga Agrarian Reform Beneficiries Organizations o ARBOs. Ito ay batay na rin sa record ng Department of Agrarian Reform (DAR).

Patuloy ang paghatid ng ARBOs ng kanilang mga produkto kagaya ng bigas, gulay, itlog at marami pang iba sa iba’t ibang market centers ng rehiyon lalo na’t nakaquarantine ang mga tao. Base sa record ng DAR noong Mayo 8, 2020, umabot sa P51,803,696 ang naging kita sa buong rehiyon.

Sa probinsya ng Agusan del Norte na may 1,430 ARBs umabot ito ng P16,855,740.70; Agusan del Sur na may 9,895 ARBs ay umabot sa P32,867,466.30; sa Surigao del Norte at pati na rin ang probinsya ng Dinagat Islands na may 201 ARBs ay umabot din sa P1,304,081.20; at ang Surigao del Sur na may 446 ARBs ay umabot din sa P776,408.00 ang kita.


Ayon pa kay DAR Caraga Director Leomides Villareal, patuloy nilang tinutulongan ang mga ARBOs ng rehiyon, upang patuloy din silang kikita kahit paman sa COVID-19 pandemic.

Dagdag pa ni Villareal, walang putol ang tulong at aktibidades na ibinibigay ng DAR sa mga ARBs kahit paman may COVID-19 pandemic. Maliban sa social amelioration ng gobyerno nagbigay din ang DAR ng food packs sa mga ARBs at patuloy din ang pagbibigay ng mga pahiram sa tulong na din ng Department of Agriculture at iba pang ahensya.

Nagbigay din daw ang mga ARBs sa mga local government units ng kanilang mga produkto kung kaya’t mas lalong tumaas ang kanilang mga kita dahil sa kanila kumukuha ang mga ito. (NCLM/PIA Agusan del Norte)

Mga estudyante sa MSU nga mipauli sa Agusan del Norte negatibo sa COVID-19

DAKBAYAN SA BUTUAN, Mayo 22 -- Negatibo sa coronavirus disease 2019 (COVID-19) sa rapid test nga gihimo sa 39 ka mga estudyante sa Mindanao State University-Marawi og MSU-Iligan Institute of Technology nga nanguli sa probinsiya sa Agusan del Norte niadtong Sabado, Mayo 16.

Kini ang gikompirma ni Dr. Odelio Ferrer, hospital chief sa Provincial Health Office, nga maoy nagdumala sa rapid testing pag-abot gyod sa mga estudyante.

Ang pagpailawom sa mga estudyante sa rapid test kabahin sa mga protocols nga nasabutan sa dili pa sila i-intrigo sa ilang mga local government units alang sa pagpauli sa ilang tagsa-tagsa ka lungsod.

Ang 39 ka estudyante sa Agusan del Norte kabahin sa 377 ka estudyante sa Caraga nga na-stranded sa ilang eskwelahan sulod sa kapin na sa duha ka bulan tungod sa gipatuman nga enhanced community quarantine (ECQ) sa Region BA-ARMM, sa lockdown sa mga borders nga ilang maagian, apil na ang border sa Caraga ug Region 10 nga nahimutang sa Carmen, Agusan del Norte.

5th COVID-19 positive in Caraga recorded

BUTUAN CITY, May 24 -- The departmet of Health (DOH) Caraga confirms today (May 24) the fifth case of coronavirus disease 2019 (COVID-19) in the region following receipt of results from the Southern Philippines Medical Center. A total of 47 lab results were released where 46 tested negative for the virus leaving one sample positive.

The fifth COVID-19 case is a 65-year-old Filipino male from Agusan del Norte who traveled to Manila late February, currently asymptomatic but recently turned positive in the Rapid Antibody-based Test (RAT) conducted by the local government.

“The patient has been on strict quarantine since his arrival and will continue isolation for close monitoring and further evaluation considering the results now,” said DOH Caraga Regional Director Jose R. Llacuna.

Contact tracing is presently being conducted by the local health authorities. Identified close contacts will be subjected for RAT and progress of their condition will be observed.

“There is still a lot that we don’t know about this virus. For this reason, we urge everyone to never stop practicing our health reminders against this time of pandemic crisis," Dr. Llacuna said.

"We also request high risk individuals like the elderlies, children, pregnant women and those with underlying medical conditions to double your efforts in protecting your selves and immediately consult health professionals if you don’t feel well,” he added. (DOH Caraga/PIA Caraga)

Caraga ARBOs continue to earn amid COVID-19 crisis

BUTUAN CITY, May 25 (PIA) -- Amid the coronavirus disease 2019 (COVID-19) crisis in Caraga region, the livelihood of the Agrarian Reform Beneficiary Organizations (ARBOs) is still up and earning with the help of the Department of Agrarian Reform (DAR).

While the ARBOs ensure continuous production of rice, vegetables, and organic eggs, among others, DAR also helps in providing the potential market centers for the farmer sector in the region.

DAR-Caraga regional director Leomides Villareal bared that the ARBOs in the entire Caraga have earned more than P51-million.

Villareal added that DAR-Caraga has constantly been providing assistance to the ARBOs in order to help them cope with their daily needs during this crisis due to COVID-19 pandemic.
Meanwhile, apart from the government’s Social Amelioration, DAR-Caraga has also extended food packs to the ARBs and continues to facilitate lending mechanism programs through the department of agriculture and other concerned government agencies.

Director Villareal also revealed that the ARBs have also been reaching out to the different local government units where they could sell their produce, hence, they were able to earn higher income and profit.

Over a thousand stranded tourists in Caraga successfully sent home during lock down

BUTUAN CITY, May 25 (PIA) -- Over a thousand foreign and local tourists stranded in Caraga were successfully sent home during lock down.

The Department of Tourism (DOT) Caraga facilitated the sweeper flights of 1,201 tourists during the Enhanced Community Quarantine (ECQ) period in the region. Eight hundred forty-one (841) of these were foreign tourists while 360 were domestic tourists.

According to DOT Caraga regional director Mary Jean Camarin, the department was able to facilitate 18 international flights, two domestic flights, 13 land transfers, and two boat transfers to ferry the tourists. During quarantine period, they also provided kits containing food packs and hygiene products for the tourists’ use.

Since foreign tourists had to be sent home first, a P2, 000 cash allowance was given to the local tourists who were scheduled under the succeeding batches of sweeper flights.

Director Camarin bared that they had to ensure that every tourist could go home despite border restrictions as part of their Quick Response Kontra Pandemic.

She stated that gathering the tourists was definitely challenging. While it was easier to gather the tourists who were from the Siargao Islands, additional transportation had to be provided to others who were stranded in far-flung areas municipalities in other provinces.

“There were times that we had to scout for tourists who happen to be near the airport just to replace the slots that were initially allotted to tourists who did not show up on their flight schedule. We also took the time to urge tourists to avail of the sweeper flights since we also do not want to waste our resources,” she added.

The department also had to work their way around strict provincial border protocols.

The DOT Caraga is yet to schedule the flights of the remaining 101 foreign tourists and 107 domestic tourists.

The regional director hinted that DOT is yet to come up with interventions to assist stakeholders in the tourism sector that will also be congruent to the regulations set under the “new normal.” (DMNR/PIACaraga)

DOH Caraga confirms 5th COVID-19 case

BUTUAN CITY, May 25 (PIA) -- The Department of Health (DOH) Caraga confirms the fifth case of the Coronavirus Disease 2019 (COVID-19) in Caraga region.

The patient is a 65-year-old male and a resident in the province of Agusan del Norte. The patient has a travel history in Manila on late February. The patient is also asthmatic and hypertensive.

DOH Caraga regional director Dr. Jose Llacuna, Jr. bared that the patient is currently asymptomatic and is under strict home quarantine.

“Since his arrival, the patient has been under strict home quarantine and isolation. He will be subjected to close monitoring and further evaluation,” he said.

Dr. Llacuna added that the department and other concerned agencies are now conducting contact tracing.

Meanwhile, Agusan del Norte provincial governor Dale B. Corvera appealed to Caraganons, especially those residing in Agusan del Norte, to continue to abide protocols and lend their cooperation to the authorities if needed be.

Ika-5 kaso ng COVID-19, kinumpirma ng DOH Caraga

BUTUAN CITY, May 25 (PIA) -- Kinumpirma ng Department of Health (DOH) Caraga ang ika-limang kaso ng Coronavirus Disease 2019 (COVID-19) sa Caraga region.

Ang pasyente ay isang 65-year-old na lalake at residente ng probinsya ng Agusan del Norte. May travel history ito sa Manila noong Pebrero. Ang pasyente ay may asthma at hypertension.

Ayon kay DOH Caraga regional director Dr. Jose Llacuna, Jr., kasalukuyang asymptomatic ang pasyente at naka strict home quarantine.

“Simula nang makarating ang pasyente ay in-isolate na siya at naka strict home quarantine. Isasailalim din siya sa close monitoring at kinakailangang evaluation,” aniya.

Giit pa ni Dr. Llacuna, patuloy ang kanilang koordinasyon sa iba pang mga kinauukulang otoridad para sa pagsasagawa ng contact tracing.

Panawagan naman ni Agusan del Norte Gobernador Dale Corvera sa mga Caraganons, lalo na sa mga residente ng Agusan del Norte, na maging agresibo pa sa pagsunod sa mga protocols at ilaan ang kanilang kooperasyon sa mga otoridad kung kinakailangan.

Caraga mining firms spend P73.5M for COVID-19 response

SURIGAO CITY, Surigao del Norte, May 25 -- Member-companies of the Chamber of Mines of Caraga Region Incorporated (CMCRI) have already spent a total of P73.567 million in their respective mining communities and surrounding areas to help the government ease the impact of the coronavirus disease 2019 (COVID-19) crisis.

CMCRI is composed of large-scale mining firms and mineral processing companies that either have active operations in Caraga region or are in ‘care and maintenance’ status.

Based on the consolidated reports received by the Mines and Geosciences Bureau-Region 13 (MGB-13), a total of 14 mining and mineral processing companies under CMCRI have readily responded to the call of the national government to help affected communities that are struggling following the imposition of lockdowns or quarantine measures.

These containment measures restrict the movement of people and temporarily shuttered businesses, prompting the government to ration food and other essential services to residents, even as it called on the private sector to help.

CMCRI member-companies spread in the region's five provinces immediately heeded to the call of President Rodrigo Duterte, who has earlier signed the Bayanihan to Heal as One Act [Republic Act No. 11469] to boost the government's response to the pandemic.

Of the total cash aid as of May 13, CMCRI member-companies released the following amount per province: Agusan Sur - P5.19M; Agusan Norte- P4.001M; Surigao Sur - P9.043M; Surigao Norte - P52.388M; Dinagat Islands - P2.945M.

CMRI emphasized that the running figures are still subject for auditing and validation of MGB-13.

Further, the region's premier mining organization has also committed to spend some P105.903 million based on the realigned budgets mandated by MGB for COVID-19 assistance and other relevant purposes. (CMCRI)

DSWD-Caraga completes SAP distribution for non-4Ps families

BUTUAN CITY, May 25— The Department of Social Welfare and Development (DSWD) Field Office Caraga has completed the distribution of the emergency cash subsidy under the Social Amelioration Programs (SAP) first tranche. All 73 cities and municipalities in the region have accomplished 100 percent of their total targets for the Emergency Subsidy Program (ESP).

Caraga Region served a total of 305,096 low-income families who are Non-Pantawid Pamilyang Pilipino Program (Non-4Ps) beneficiaries, amounting to P1,525,480,000.00. This was divided to the five provinces namely: Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Province of Dinagat Islands. Agusan del Norte was allotted 96,055 slots, and has the largest number of beneficiaries among the provinces.

The Emergency Subsidy Program (ESP) through SAP of DSWD, is a cash subsidy granted under Republic Act (R.A.) No. 11469, to the families qualified as “low-income-households” that are most affected by the virtual economic standstill and most vulnerable to the economic slowdown resulting from the coronavirus disease (COVID-19) crisis and are now unable to earn for their daily sustenance under the stay-at-home or community quarantine conditions.

The subsidy in Caraga Region was pegged at P5,000.00 based on the prevailing regional minimum wage rate. This addressed the basic needs of a family like food, medicine, toiletries, and other basic necessities.

DSWD has earlier commended the Local Government Units (LGUs) in Caraga for their prompt and efficient implementation of SAP. As early as April 08, 2020, several LGUs have already started delivering the financial aid to Non-4Ps beneficiaries, the municipality of Malimono, and Surigao City are among them.

Among all the regions in the Philippines, Caraga is one of the few that was able to finish the distribution within the period allotted. This was made possible by the strong partnership between DSWD Field Office Caraga, the local government units, Philippine National Police, Armed Forces of the Philippines, Department of the Interior and Local Government, and the different agencies that took part of the implementation of the Social Amelioration Programs. (DSWD-13/PIA-Caraga)

Pinangasiwaan ng Department of Tourism (DOT) Caraga ang sweeper flights ng 1,201 turista habang napasailalim pa sa Enhanced Community Quarantine (ECQ) ang rehiyon. Walong daan at apat naput isa dito ay foreign tourists habang 360 dito ay domestic tourists.

Ayon kay DOT Caraga regional director Mary Jean Camarin, pinangasiwaan ng departamento ang 18 international flights, dalawang domestic flights, 13 land transfers, at dalawang boat transfers sa pagpapauwi ng mga turista. Namahagi din sila ng mga kits na naglalaman ng food packs at hygiene products sa kasagsagan ng lock down.

Dahil inuna na muna ang pagpapauwi sa mga foreign tourists, nagbigay din ang DOT ng P2, 000 cash allowance sa mga local tourists na nakatakdang bumyahe sa susunod na mga sweeper flights.

Ibinahagi din ni Director Camarin na bilang parte ng kanilang Quick Response Kontra Pandemic, siniguro nilang makauwi ang mga ito kahit na may mga restrictions sa local at international borders.

Naging hamon din ang pagtipon ng mga turista. Bagamat naging madali ang tipunin ang mga turistang galing Siargao Islands, may iba na nastranded sa mga munisipyo sa ibang probinsya kung kaya’t kinailangan pang maglaan ng dagdag transportasyon.

“May mga pagkakataon din na pinostpone ng ilang minutos ang ilang flights dahil kinailangan naming maghanap ng mga turistang papalit sa mga slots ng mg turistang hindi makakarating sa kanilang flight schedule. Hinimok din naming ang iba pang mga turistang hindi pa nakapag apply sa libreng sweeper flights nang makauwi na sila,” dagdag niya.

Inaasikaso pa ng departamento ang pagpapauwi ng natitirang 101 foreign tourists at 107 domestic tourists.

Pahiwatig din ng regional director na nasa proseso pa ang DOT sa pagpaplano ng mga susunod na hakbang upang matulungan ang mga stakeholders sa tourism sector na sasangayon din sa mga regulasyon ng “new normal.” (DMNR/PIACaraga)

Implementasyon ng 'Balik Probinsya Program,' pinaigting pa sa Caraga

LUNGSOD NG BUTUAN, Mayo 25 (PIA) - Sa bayan ng San Francisco sa probinsya ng Agusan del Sur, may mahigit 40 indibidwal ang sinundo sa boundary na nagmula pa sa ibang probinsya. Ang mga ito ay third batch na ng kanilang listahan ng mga locally stranded individuals (LSIs) at dumaan sa health protocols at preventive measures ng nasabing local government unit (LGU).

Sa tulong ng PHILTRANCO, nagagamit ang kanilang bus sa pagsundo ng mga na-stranded na indibidwal pabalik sa kani-kanilang bayan. Ang mga bus na ito ay mahigpit ding sumusunod sa health protocol at social distancing sa mga pasahero.

Tinututukan naman ng LGU-La Paz ng nasabing probinsya ang pagsundo ng may mahigit 600 indibidwal na na-stranded sa iilang high risk areas ng bansa. Patuloy din ang kanilang pagsasaayos ng mga quarantine facilities para sa mga nagbalik probinsya.

Sa bayan ng Trento, Agusan del Sur, may mahigit 100 indibidwal na rin ang nakabalik sa kanilang lugar at lahat ay dumaan sa rapid testing upang masuri ang kanilang kondisyon.

Mahigpit ding pinaalalahanan ni Allen Joe Lumanta, ang information officer ng nasabing bayan sa lahat ng gustong umuwi na huwag kaligtaang makipag-ugnayan sa kanilang barangay bago ito bumiyahe.

“Sa lahat ng ating mga Trentohanon, huwag pong kalimutang makigpag-ugnayan sa inyong mga barangay official upang maging maayos at organisado po ang inyong pag-uwi. Ang ating LGU naman ay patutuloy na magbibigay serbisyo sa inyo at tutulong sa inyong ligtas na pagbalik sa probinsya,” ani ni Lumanta.

Samantala, patuloy din ang implementasyon ng “Hatid Estudyante Program” ng Land Transportation Franchising and Regulatory Board (LTFRB), kung saan nauna nang humiling ng tulong ang mga studyanteng mula sa Mindanao State University (MSU) na nastranded sa Iligan at Marawi City. Nakauwi na ang may mahigit 500 studyante sa kani-kanilang lugar sa Caraga region.

Mga guro at tricycle drivers, nakabenepisyo sa ayudang hatid ng LGU-Trento

LUNGSOD NG BUTUAN, Mayo 25 (PIA) - Sa harap ng coronavirus disease 2019 (COVID-19) crisis, patuloy ang pamimigay ng ayuda ng lokal na pamahalaan sa ibat-ibang sektor. Kabilang sa nakabenepisyo ang dalawang magkaibang displaced workers sa bayan ng Trento, Agusan del Sur.

Mahigit 800 guro mula sa ibat-ibang pribado at pampublikong paaralan ng nasabing bayan ang tumanggap ng isang sakong bigas mula sa lokal na pamahalaan.

Paglilinaw ng LGU-Trento, na ang mga benepisyaryong guro ay yung napabilang sa "No work, No pay status", special education fund at Parents-Teachers Asociation (PTA)-paid, at mga volunteer teachers na hindi nakatanggap ng ayuda mula sa eskwelahang kanilang pinagtatrabahoan.

Samantala, tumanggap din ng tig-P2,000.00 ang bawat isa ng may mahigit 300 tricycle drivers bilang ayuda sa nasabing sektor mula sa lokal na pamahalaan.

Base sa tala ng Business Permit and Licensing Office ng Trento, naging batayan ng pamamahagi ng ayuda ang pagkakaroon ng driver's license at bagong permit to operate ng bawat benepisyaryo.

Tiniyak din ng LGU-Trento na ang mga guro at tricycle drivers na binigyan ng ayuda ay hindi benepisyaryo ng social amelioration at hindi kabilang sa Pantawid Pamilyang Pilipino Program (4Ps), Indigenous Peoples (IPs) o anumang grupo na tumatanggap ng social pension.

Sa kabuuan, umabot sa halos P2.5-million ang dagdag na ginastos ng nasabing LGU mula sa kanilang Gender and Development (GAD) fund para sa magkaibang ayudang kanilang ipinamahagi sa grupo ng mga guro at tricycle drivers.

Ayon naman kay Trento Municipal Mayor William Calvez, sadyang ipinatupad ng kanyang administrasyon ang pamamahagi ng nasabing mga ayuda sa layuning maibsan ang hirap na dinaranas ng mga sektor na lubhang naapektuhan sa krisis na dulot ng COVID-19.

“Nang dahil sa kinakaharap natin na krisis sa COVID-19 kung saan apektado ang kabuhayan ng ating mga guro at tricycle drivers, pinaabot din natin sa kanila ang tulong mula sa gobyerno. Umaasa tayo na malalampasan din natin ang lahat ng ito,” ani ni Calvez. (JPG/PIA-Caraga)

LGU Butuan continues to impose prevention protocols amid preparation for new normal

BUTUAN CITY, May 26 (PIA) -- With the majority of Caraga region now under General Community Quarantine (GCQ), Butuan City Mayor Ronnie Vicente Lagnada stated that the city is preparing for the advent of the “new normal” but Caraganons, especially Butuanons, are still made to strictly follow protocol. 

The mayor disclosed during today’s Laging Handa Network Briefing with Presidential Communications Operations Office (PCOO) Secretary Martin Andanar that the easement of protocols under GCQ, the Color Coding Scheme is still in effect in the city.

“This is to ensure crowd control. Even our public utility vehicles follow the same protocol so that there is a limit to the passengers that can be ferried,” Mayor Lagnada said.

At present, five barangays are still under Enhanced Community Quarantine (ECQ) while 18 are under Modified ECQ (MECQ).

The city government is also gearing up its awareness campaign on adapting to the new normal. Information, Education, and Communication (IEC) materials are being disseminated to the public. However, the mayor cautions on the arrival of a second wave of the pandemic, which is why pre-emptive measures are still being strictly imposed.

“We are doing our best to prepare. There might be a second wave. Apart from imposing interventions to prevent the spread of the disease, we are also conducting more targeted testing,” he added.  

In addition to conducting rapid testing, a Polymerase Chain Reaction (PCR) is also being established in the city. This is in line with the efforts to hasten the control of the spread of the disease. By enabling efficient detection, contact tracing can be done immediately.

Mayor Lagnada has previously reiterated that the establishment and accreditation of the said laboratory is near completion.

The city government has also made sure that select establishments continue operations especially those that offer basic services such as access to food, basic commodities, and health care. Upon the implementation of GCQ in the latter part of May, other establishments approved by the Inter-Agency Task Force on the Management of Emerging Infectious Disease (IATF-IED) have also resumed their operations. PCR lab test almost complete: Mayor Lagnada

BUTUAN CITY, May 26 (PIA) -- In today’s Laging Handa Network Briefing with Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, Butuan City Mayor Ronnie Vicente Lagnada reiterated that the Polymerase Chain Reaction (PCR) Laboratory in the city is almost complete.

“As of now, our preparation for completion of the laboratory is already in its final stage. We are currently completing the infrastructure after having ordered the facilities,” the mayor said.

The city government is now complying with the requisites for Stages 1 and 2 of the accreditation. Medical workers such as medical technicians are now being trained to handle the laboratory.

The establishment of the laboratory is in line with the efforts to hasten the identification process and control of the disease transmission. 

At present, samples of suspect cases in Caraga that turned out positive in the Antibody Test are still being sent to the Southern Philippines Medical Center (SPMC) in Davao City and laboratories in Metro Manila and Cebu for the confirmatory test.

The city government of Butuan is in close coordination with the Department of Health (DOH) Caraga and national health authorities throughout the accreditation process.

The national government has also provided augmentation to boost the efforts of local authorities in the region. Earlier this month, National Task Force against COVID-19 Chief Implementer Secretary Carlito Galvez, Jr. and medical experts in the country handed over 2,000 personal protective equipment (PPEs) and 15,000 rapid testing kits to be distributed in local government units (LGUs). PNP-13 records zero sexual abuse complaint vs cops at checkpoints

BUTUAN CITY, May 25 -- Police Brigadier General Joselito T. Esquivel, Jr, regional director of Philippine National Police Caraga (PNP Caraga), released in a statement Monday, May 25, that PNP Caraga has received zero complaint against police frontliners manning the established community quarantine control points (CQCP) in the region, following the alleged sexual abuse against women has been committed by police personnel in other region amid the quarantine period.

Record from Regional Women and Children Protection Desk (RWCPD) reveals that since the start of quarantine period in Caraga on March 17, 2020, their office has not received any complaint against Caraga cops manning the control points for committing any form of sexual abuses.

The Philippine National Police, as one of the members of Inter-Agency Task Force for the Management of Emerging Infectious Disease, are among those personnel manning the CQCP along with the personnel from the Department of Health, Armed Forces of the Philippines, and Bureau of Fire Protectionwhich was established in line with government’s fight against coronavirus disease 2019 (COVID-19).

Meanwhile, General Archie Francisco F. Gamboa, chief of Philippine National Police, issued a statement earlier encouraging victims of alleged sexual abuses to file complaints against erring police officers who committed sexual abuses against women and emphasized that the PNP organization will never tolerate any form of physical or sexual abuse against women especially now that we are facing a global health crisis.

“If you have any complaints against our policemen committing sexual abuses in quarantine control points in the region, you may immediately report to Women and Children Protection Desk at your local police station," BGen. Esquivel said.

"Rest assured that your reports and complaints will be given appropriate action and corresponding penalty will be given to Police Officers who will be proven to have committed such malicious acts,” he added. (PNP-Caraga/PIA-Caraga)

Butuan’s SK Federation initiates activities amid COVID-19 crisis

BUTUAN CITY, May 26 (PIA) - The Sangguniang Kabataan (SK) Federation officials have been initiating and creating useful programs, projects and activities for the local residents of this city as they cope with the daily community quarantine life in the onset of the coronavirus disease 2019 (COVID-19) pandemic.

During the Laging Handa Network Briefing with Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO) on Tuesday, May 26, 2020, Butuan City’s SK Federation president Cynth Zephanee Nietes, bared that they are now maximizing the power of social media to not only let the youth participate in abiding the protocols but also encourage them to take part in the eradication of the disease.

They launched contests and quizzes wherein winners will be given prizes. Some contests also involved providing additional assistance to the adopted families of the participants.

The Federation was also able to launch a contest wherein the youth will be challenged to do backyard gardening. She took the time to encourage the youth, especially those with a heart for volunteerism, to help the local governments in implementing their initiatives.

“We are working closely with the different concerned government agencies and stakeholders as we do various activities for the youths and locals that they still become productive amid the COVID-19 crisis. We always remind the youths to practice at all times the health protocols and preventive measures imposed by the government, as well as social distancing as a way to prevent the spread of the virus in their respective communities,” said Nietes.

She also called on the youths nationwide to be active volunteers in their respective areas and contribute to nation-building amid the COVID-19 crisis. She stressed that the youths should take part along with the government in providing help to the locals who are greatly affected by the COVID-19 pandemic, in any way possible.

“Be a true volunteer by helping the community. To all the youths in the Philippines, we are all nation-builders and we build our nation through volunteerism,” Nietes bared.

DILG chief to LCEs: Assist OFWs, LSIs upon arrival

BUTUAN CITY, May 27 (PIA) -- The Department of Local and Interior Government (DILG) Secretary Eduardo Año appealed to local authorities to provide intended assistance upon the arrival of Overseas Filipino Workers (OFWs) and locally stranded individuals (LSIs) to their respective hometowns.

This is in line with the government’s efforts to secure that every Filipino who lives in the province be placed with their families during the pandemic.

During the Laging Handa Network Briefing with Presidential Communications Operations Office (PCOO) Sec. Martin Andanar on Tuesday, May 26, the secretary reiterated that the Balik Probinsya, Bagong Pag-asa (BP2) Program was designed to provide short-, medium-, and long-term assistance for its beneficiaries. Cash assistance will be given to the beneficiaries for their travel expenses while additional financial and livelihood assistance will be provided upon their arrival. Sec. Año called for local government units to cooperate and lend the intended assistance.

“They have been staying Manila and abroad for far too long. This is their chance to reunite with their loved ones,” he added.

The secretary added the LGUs must permit entry to OFWs who have completed quarantine procedures and tested negative in the confirmatory test.

A total of 24,000 OFWs were already sent home by the government in a span of three days. Sixty thousand more are expected to be sent home.

While President Rodrigo Duterte issued a one-week deadline for agencies to send home LSIs and overseas workers, Año said that the sub-task groups were told to give LGUs three days to prepare for their arrival. In addition, an OFW Desk was established in every DILG field office to ensure that each OFW is documented and will be included in the assistances provided by the government.

The secretary bared that there is still a lot to be dealt with in the program implementation.

While schedules for OFWs to go home are fixed, those of LSIs are not, which is why the LGUs’ cooperation is greatly needed.   

Meanwhile, he also addressed the circulating reports on the alleged “sex to pass”, wherein police personnel manning checkpoints coerce women to engage in sexual intercourse for them to be allowed entry in borders. Although their office has not received any official report, he urged the public to report such incidents immediately to hold responsible officials liable.

“That is a major violation on one’s human rights. Report them immediately to the authorities. I will personally deal with them,” the secretary said.

The same goes to violators in the Social Amelioration Program (SAP) implementation. A fair investigation will be conducted. Those responsible for creating anomalies will be dealt accordingly.

Secretary Año reminded the public to remain patient with the governments’ initiatives to put an end to the pandemic.

“We all need to make sacrifices. We have to keep in mind that we are all responsible for protecting the health of one another. Just bear with us and do your part. Continue to abide protocols. This will have to be the norm for now,” he affirmed. (DMNR/PIACaraga)

AgSur town relives Bayanihan during SAP implementation

Bayanihan is a Filipino term for teamwork. But for Filipinos, Bayanihan has a deeper meaning for it also symbolizes pagmamahal sa kapwa at pagmamahal sa bayan or patriotism.

Traditionally, Bayanihan is practiced when a certain family is having a house makeover or is going to transfer to another place, and everyone in the neighborhood gives a helping hand in the process.

Bayanihan is an act of kindness wherein a certain person or group of people offer their help without asking for payment in exchange for their services. Bayanihan is also exercised during calamities wherein neighbors are helping each other in supplying the needs of everyone in the community. But sadly, as the time went by, the practice of Bayanihan is slowly fading away, especially in urban parts of the country.

But nowadays, due to our current pandemic that the country is facing, Bayanihan is slowly making its mark – it is now being revived and is even making the rounds on social media. Netizens are posting their act of Bayanihan through helping those who are greatly affected by the Enhanced Community Qurantine because of the coronavirus disease 2019 (COVID-19) pandemic.

The Philippine government, headed by President Rodrigo Roa Duterte, crafted the Bayanihan to Heal as One Act (Republic Act 11469). It is a law which aims to “provide an emergency subsidy to around 18 million low-income households: provided, that the subsidy shall amount to a minimum of 5,000 pesos to a maximum of 8,000 pesos a month for two months: provided, further, that the subsidy shall be computed based on the prevailing regional minimum wage rates: provided, finally, that the subsidy received from the current conditional cash transfer program and rice subsidy shall be taken into consideration in the computation of the emergency subsidy as provided for on this Act,” as stated on the Section 4 C of the said law.

The Department of Social Welfare and Development (DSWD), through its Field Offices, acted on the guidelines through the Joint Memorandum Circular in the implementation of the program. DSWD has been tasked to distribute financial subsidy through Social Amelioration Programs (SAP) to the most affected families belonging to the informal sector. Due to a hectic timeline, the Field Offices was faced with great challenges. So the agency turned to its different partners to ensure that the implementation would be effective.

With the help of the different stakeholders, most specifically the Local Government Units (LGU), through their City/Municipal Social Welfare Development Office (C/MSWDO), and other government agencies, DSWD had high hopes in the implementation of the SAP.

One of the municipalities in Caraga who handled the implementation of SAP confidently was the Municipality of Rosario, Agusan del Sur. According to Jeanette Celedio, the MSWD officer of Rosario, the SAP implementation in their municipality was very challenging, but they were able to manage it well. She said that right after they had their orientation (through teleconference) with the DSWD Field Office, she immediately had a meeting Mayor Jupiter Abulog and Municipal Administrator Cristina Basan to come up with strategies on how to implement the program.

“After sa teleconference namo with Regional Director Lim, nag-meeting dayun mi ni Mayor with Admin unsaon namo pag-implement sa SAP. Then katong naa na mi plan, gimeeting dayun namo ang mga barangay captains with the DILG (After the teleconference with the [DSWD] Regional Director Lim, we immediately had a meeting with our Mayor and Administrative Officer on how to implement the SAP. After that, we set a meeting with the barangay captains together with the DILG),” said Celedio.

One of the strategies they had during the payouts was that they did the house-to-house distribution of the P5,000.00 subsidy. Mayor Abulog along with Municipal Administrator Basan ordered the different division chiefs of the LGU to act as the paymasters, and were accompanied by two representatives from the Armed Forces of the Philippines (AFP), two Police Officers, the Purok Chairperson, one Barangay Kagawad, one Barangay Health Worker, a representative from the MSWDO, and two representatives from the augmented staff of DSWD FO Caraga.

The team approach in the distribution of the subsidy was in a way a Bayanihan approach since it fast-tracked the distribution process. More hands meant shorter time of the transactions. One person would prepare the forms, another would prepare the payroll where the beneficiary would sign, another would take the photo of the beneficiary, another would check the Social Amelioration Card/Form. And above it all, there were those who made sure the team was kept safe, especially that they were bringing a large amount of money.

This approach was also advantageous to the team since there are members who knew the beneficiaries well, especially those who are from the barangay. They could easily identify recipients who have been poorly validated, and were not qualified. They easily took them down from the list of beneficiaries. And also, some of the members of the team were quick to take in grievances or queries from the community. So they were quick to address the issues properly.

The Municipality of Rosario showed the Bayanihan spirit through their strategy in implementing the SAP. All were working hard, from members from the barangay up to the high ranking officers from the LGU. The SAP implementation has been a good venue to rekindle the spirit of camaraderie and cooperation among those who serve the welfare of the people.

The Municipality of Rosario has indeed risen above the challenges of this pandemic, and it is through Bayanihan that they were able to surpass the challenges. (DSWD-13/PIA-Agusan del Sur)

DA Caraga promotes diversified home gardening 

BUTUAN CITY, May 29 -- “Hunger is as real as the COVID-19,” said Secretary William Dar of the Department of Agriculture (DA).

Thus, to help the family to have a sustainable food source amidst the coronavirus disease 2019 (COVID-19) pandemic, DA Caraga promotes diversified farming through the Corn-Vegetable Integrated and Diversified (COVID) Food Production Project launched last April 29.

To push the promotion, DA Caraga posed a challenge to Butuan City residents dubbed as ALPAS COVID Challenge.

Qualified to accept the challenge must have an area of at least 200-400 sq.m. vacant lot. Interested participants either individual or group will just send-in the photo of their proposed area to DA Caraga’s official FB page. Technical personnel of DA Caraga will visit the area for an assessment.

DA will provide corn and vegetable seeds, garden tools, organic fertilizers, chicken, and technical assistance to a qualified individual or group participants.

Earlier, DA Caraga Livestock Program handed-in native chicken to the three initial recipients of the project namely; Morris Nortega of Km.3 Baan, Cecile Tiu Espenido of Brgy. Bonbon and Soledad Calo of Brgy. Bit-os, Butuan City.They also received seeds and farm tools.

The 402nd Infantry Brigade, Philippine Army in Bancasi, Butuan City is also a recipient of the project.

“This program is the fulfillment of my long plan to maximize our vacant space but I cannot proceed due to my work, but the imposition of the Enhanced Community Quarantine, gave me an ample time while at home, so this program of DA is a blessing in disguise,” Nortega said.

“With the threat of the pandemic, it is not good that we will always depend on the government ration, in our own way we can sustain as long as we have the will,” he added.

Jekem Sanchez, DA Caraga Livestock coordinator said that it is ideal that the limited space in the home will be utilized for crops and animal raising to have a steady supply of food.

“Through integrated and diversified gardening, you can have a variety of produce from your own home, a big help as we are still experiencing limited movement due to quarantine measures imposed by the government,” he said.

DA technical staff will regularly visit the project recipients to check the progress and to give technical advice as needed. 

Diversified home garden is a practical approach since it includes a variety of crop in a single field; incorporating livestock; rotating crops; and conserving natural areas in the landscapes around the farm. (DA Caraga/PIA Caraga)


DOTr Caraga may paalala sa publiko hingil sa ipinatupad na patakaran sa ilalim ng GCQ

LUNGSOD NG BUTUAN, Mayo 29 (PIA)– Sa pagpapatupad ng general community quarantine (GCQ) sa rehiyon ng Caraga, nanawagan si Department of Transportation (DOTr) Caraga acting regional director Engr. Nordy Plaza sa mga Caraganons na may expired licenses na mag umpisa na sa pagrenew dahil mahigpit na silang magmomonitor. 

Ayon kay Director Plaza, lahat ng nag-expire na registration at licenses sa panahon na community quarantine ay binigyan ng hanggang 60 araw na palugit para makapagrenew. 

Dagdag pa ng opisyal, sa boong Pilipinas kasama ang Caraga region sa 24 na pilot sites para sa Land Transportation Management System, isang improvement system ng pagkuha ng bagong lisensya. 


Ayon naman kay Urbano Maglines, Jr., operations chief ng LTO Caraga, mahigpit pa rin ang pagbabantay sa mga daan at highways kahit nasa GCQ ang rehiyon lalo na’t dahan-dahan ng nagsibalikan ang mga sasakyan sa kalsada.

92 stranded OFWs arrive safely in Caraga region

BUTUAN CITY, May 30 (PIA) -- With the help of the Overseas Workers Welfare Administration (OWWA) Caraga and other concerned government agencies, some 92 OFWs who were stranded in the National Capital Region and Cebu City since March of this year have safely arrived in Caraga region.

According to OWWA-Caraga regional director Ma. Irene Cambaling, these 92 OFWs have undergone the required health protocols including the rapid testing from their place of origin that yielded negative results for coronavirus disease 2019 (COVID-19).

OWWA then facilitated the necessary documents for the travel of these OFWs back to their provinces in Caraga.

Onboard the M/V St. Francis Xavier of 2G0 Shipping, health workers have carefully assisted the 92 repatriated OFWs as they arrived at the Nasipit Port, Agusan del Norte. The personnel from different concerned agencies such as the Philippine Ports Authority (PPA), Philippine Coast Guard (PCG), and Philippine National Police (PNP), among others also conducted the required protocols and other preventive measures.

The local government units (LGUs) also provided vehicles to transport the OFWs who have long been wanting to go home and be with their families.

Algi Mark Casiñero, one of the repatriated OFWs who is from the province of Surigao del Norte, thanked the government for their immediate response to their request to go home in Caraga with their families, and for providing cash assistance during this pandemic.

Director Cambaling also called on other OFWs who are still stranded in other regions to closely coordinate with their respective LGUs, so they would be given the certificate of acceptance as one of the requirements in their travel back to Caraga region.

They may also directly contact the OWWA regional office hotline (0917-3150590) or send them their personal details through the official Facebook account of OWWA Caraga.  

The official added that the Department of Labor and Employment (DOLE) and OWWA have already put in place the needed assistance for the OFWs whose work abroad was temporarily suspended due to the pandemic.

These OFWs who arrived in Caraga region will again undergo the 14-day quarantine following the directive of their respective LGUs.

Meanwhile, with the intensified implementation of the Balik Probinsya Program, more of the Caraganon OFWs are expected to arrive in the region in the coming days. (JPG/PIA-Caraga)

LGU Dinagat Islands creates 'online palengke'

SAN JOSE, Dinagat Islands, May 30 (PIA) -- To help ease the burden of shopping and prevent its constituents from going out, the provincial government of Dinagat Islands has created the online marketing dubbed as "People's Online Palengke" or POP.

The provincial government has created the Facebook group “POP” to give a venue for Dinagatnons to buy and sell different products, including basic goods and necessities without going out and in just a click away.

The POP is also part of the provincial government‘s coronavirus disease 2019 (COVID-19) prevention protocols to encourage citizens to stay at home.

Provincial Information Officer Jeff Crisostomo bared that in spite of limited movement, through the help of communication via social media, they have seen the rise of online buying and selling among Dinagatnons.

He said that they created the group in order to bring together citizens who want to advertise their goods and services and those who are looking for products to purchase.

Crisostomo added that POP Facebook group is being managed by the provincial government through the Provincial Information Office (PIO) and all transactions shall be between the buyer and the seller only, so he encouraged everyone to be cautious and respectful in their interactions. SAP serves as lifeline for grieving family

The Bayanihan to Heal as One Act (Republic Act 11469), signed by President Rodrigo Duterte on March 26,2020, has paved a way to address the needs of those affected by the coronavirus disease (COVID-19) pandemic. One of the agencies tapped to make it operational is the Department of Social Welfare and Development (DSWD).

Through its guidelines, 492,758 families in Caraga region were identified as the beneficiaries – qualified to receive P5,000.00 as emergency subsidy or aid. The said emergency subsidy will address the needs of low-income families, most affected by the Enhanced Community Quarantine (ECQ).

One of the families who was able to receive the said subsidy is the family of Ma. Josefina Gilos Bolaso, from the Municipality of Rosario, Agusan del Sur. Josefina is a person with disability (PWD). But even with her disability, this did not stop her from working – earning to address her family’s needs. She is an on-call traditional massage therapist. She said that she doesn’t charge her clients strictly. Because of that, she gets a lot of clients, because even those who do not have a lot of money could enjoy her services.

“Ang akong paghilot-hilot kay walay tarong nga presyo. Mura rag siyag donation kibali. Mao nga daghan magpahilot nako kay dili man sila mapugos mobayad ug mahal (I don’t have a fixed price for my massage services, it is up to the customer how much she/he will give or donate. That is why there are a lot of people who would avail my services because they are not pressured to pay a hefty price form my services),” Josefina said.

Josefina lives with her parents and two other siblings. Before, she did not feel any pressure working as a massage therapist. But when her brother lost his job a few months before the COVID-19 pandemic hit the country, she became the breadwinner of the family – forcing her to have regular services just to provide for the family’s needs, especially the medical needs for her mother who was suffering from a brain tumor.

But when the pandemic hit, her job was also jeopardized. To stop the spread of the virus, people are instructed to keep a proper distance and avoid contact with other people. No massage therapy activities were allowed during the community quarantine. This meant that Josefina would have to stop working.

Since Josefina’s job was not regular, she wasn’t able to save for the rainy days. What she earned in a day’s work was enough to be used for their daily consumption. So they were in serious problem, because they no longer had money to buy the necessities, most specifically, food.

But Josefina heard about the SAP – this gave her family hope. They had something to look forward to. Fortunately, after being validated, their family qualified as one of the beneficiaries for the program. They were able to receive the aid. But sadly, instead of using it to buy food and medicine, it was used to shoulder the funeral expenses of her mother who passed away last May 6, 2020.

“Dako jud na tabang sa amoa ang kwarta nga gihatag sa gobyerno, labi na karon sa among sitwasyon nga nipanaw na si mama. Ug wala ni niabot, dako gyud problema pa among atubangon (The financial subsidy from the government really helped us a lot, especially now that my Mama passed away. If it weren’t for this aid, we would be facing bigger problems now),” Josefina said.

Though it was bitter-sweet on Josefina’s part to receive the cash subsidy under the circumstances, one thing is certain – the Emergency Subsidy Program, under the SAP, was able to address the family’s needs.

The SAP under DSWD is intended for low income or poor families who are considered part of the informal sector. Priority are those families with members belonging to the vulnerable sector, just like Solo Parents, Persons with Disability, and Senior Citizens. DOH Caraga announces 3 new COVID-19 cases

BUTUAN CITY, May 31 -– The Department of Health (DOH) Caraga  announces Sunday, three new coronavirus disease 2019 (COVID-19) Reverse Transcription Polymerase Chain Reaction (RT-PCR) confirmed cases in Caraga. The three new cases are Returning Overseas Filipinos (ROFs) and Locally Stranded Individuals (LSIs) who arrived in the region on May 26, 2020.

All of the three cases have not manifested any signs and symptoms of COVID-19. The two ROFs had their baseline RT-PCR test for COVID-19 on May 3 and 10 respectively, in Manila with negative results. They were accommodated in the designated areas by their respective companies/OWWA until their scheduled return in Caraga.

Meanwhile, the LSI stayed in an area with known local transmission for two months. Upon arrival, rapid test was done by their respective Local Government Units (LGUs) and they were all placed on strict quarantine in the identified local facilities until today. They tested positive, thus swabs were taken for RT-PCR confirmatory testing and sent to Southern Philippines Medical Center (SPMC) Sub-National laboratory.

The first case is a 26-year-old male from Butuan City; second case is a 41-year-old male from Agusan del Sur; and the third case is a 37-year-old male from Agusan del Sur. All of them have no pre-existing medical conditions such as hypertension, diabetes, and asthma.

DOH Caraga is closely and continuously coordinating with the LGUs and other concerned agencies in contact tracing activities, monitoring the condition of all ROFs and LSIs, and in adhering to the standards set in cutting the transmission of the said disease.

At the same time, 20 negative RT-PCR test results were also received for the following cases:  follow-up test of the 5th positive case, six suspect cases and 13 probable cases.

“With the current developments especially in the implementation of modified general community quarantine, we should not let our guards down. We are appealing to everyone especially to our vulnerable groups (elderlies, children, pregnant and lactating women and those with pre-existing medical conditions), to continue to strictly observe all health precautionary measures like regular hand washing, practicing cough etiquette and physical/social distancing to safeguard our health. 51 stranded Hinatuanons return home

BISLIG CITY, Surigao del Sur, May 31 -- The local government unit (LGU) of Hinatuan facilitated and fetched again another stranded Hinatuanons on May 29.

Municipal Disaster Risk Reduction and Management Office (MDRRMO) chief James Soria personally met with them at the provincial boundary.

All of the 51 stranded individuals brought with them approved travel authority from the Philippine National Police and medical certificate from the City/Municipal Health Office, from their point of origin.

They were dropped off at the municipal quarantine facility for mandatory 14-day quarantine after the orientation by the personnel of the Municipal Health Office (MHO) led by MHO chief Dr. Emelie S. Viola.

It can be recalled that the local government first staged the Balik-Hinatuan: Oplan Sundo program on May 13 where 21 stranded Hinatuanons from Davao City were fetched and returned home after the LGU strictly complied to the protocols and processes of assisting the locally stranded individuals (LSIs).

Programang Balik Probinsya ng gobyerno, dama ng mga Caraganon

LUNGSOD NG BUTUAN, Mayo 31 (PIA) -- Sa mas pinaigting na implementasyon ng Balik Probinsya Program ng gobyerno, dama ng mga Caraganon ang tunay na hangarin ng pamahalaan na mapauwi na sa rehiyon ang mga nastranded nilang kababayan sa ibang lugar ng bansa.

Sa sunod-sunod na pagdating ng mga Caraganon stranded local individuals sa rehiyon mula sa National Capital Region at Cebu City, lubos ang kanilang pasasalamat sa maayos at ligtas nilang pag-uwi, gayundin sa binigay na cash assistance mula sa ibat-ibang ahensiya ng pamahalaan.

“Maayos naman ang biyahe namin pauwi dito sa Butuan mula Cebu City, yun nga lang marami talagang requirements at mahaba yung proseso,” pahayag ni Romeo Aaguilar, isa sa mga na-stranded na taga Buenavista, Agusan del Norte.

Ayon kay Freida Judith Milan, ang officer-in-charge/Zone Manager ng Philippine Economic Zone Authority (PEZA), maraming Caraganon ang dumulog sa kanilang ahensiya para humingi ng tulong at agad naman itong tinugunan.

Ani ni Milan, ilang batches o grupo ng mga stranded local individuals na rin ang kanilang natulungang makabalik sa kani- kanilang probinsya at kabilang dito ay mga estudyante.

Patuloy din ang ibinibigay na suporta ng bawat lokal na pamahalaan sa mga stranded local individuals na residente ng kanilang lugar.

Dagdag pa ni Milan, tumanggap din ng tig-3,000 pesos ang bawat isa mula sa Department of Social Welfare and Development (DSWD) at 1,500 pesos naman mula kay 1st district representative Lawrence Fortun para sa mga taga Butuan City at Las Nieves, Agusan del Norte.

MCCT beneficiary shares SAP grants to needy

Today, the world is still filled with the horrors of the coronavirus disease (COVID-19) pandemic. During this time of crisis, most people would only care about their safety and food security. However, in a small purok in Barangay Carpenito, lives a Mandaya woman who has a charitable heart for the needy.

Robilyn, 29, is married to Marven Coralde since 2010. They are blessed with four children namely Marbabes, Marlyn Rose, Mark Robven, and Marven Jr. They have been living in the municipality of Tagbina, Surigao del Sur for 10 years already, but she is originally from Cebu City.

She did not finish any degree and was not able to secure a decent job. Her husband is currently working in Laguna as a construction worker earning a minimum wage of P7,000.00 a month. Thus, she has to attend to the needs of their four children alone; but she doesn’t see this as a burden.

“Usahay naay mga panahon nga lisod. Pero kung unsa ang mapadala sa akong bana, amo kining paiguan para sa mga panginahanglanon, labi na sa mga bata (There are times when it gets really hard. But whatever my husband sends us, we make sure we budget it properly, especially to address our children’s need),” she shared.

As a beneficiary of Pantawid Pamilyang Pilipino Program (4Ps) for 4 years now, Robilyn ably manages their resources well. But the coming of COVID-19 is a different story. Due to the strict implementation of the enhanced community quarantine in almost all Regions, her husband cannot immediately provide their needs like before because his work was affected.

Fortunately, the National Government timely actions, especially in the implementation of the Emergency Subsidy Program (ESP) under the Social Amelioration Programs (SAP), they were able to survive. All 4Ps beneficiaries were automatically covered by the program as eligible recipients of the said subsidy. This was a breather to Robilyn, who during the time of the declaration of community quarantine mid- March, was so worried of the welfare of her family.

After withdrawing the subsidy amounting to P3,650 (rice subsidy and health grant not included), she immediately bought groceries and a sack of rice. Her close neighbors, who happened to be members of the program too, told her to save a portion of the subsidy because the community quarantine might be extended. Little did they know that she was up to something remarkable.

From what Robilyn bought, she packed 3-5 kilos of rice, coffee, sardines, and noodles. After that, she gave it to their neighbors who were greatly affected by the quarantine. When asked why she did it despite being needy herself, she said it was just right sharing her blessings.

It is just so ironic that those who have less, and are also affected by the pandemic would be the ones to selflessly share the little that they have. It is amazing how those who are less fortunate in life – those who have less, are actually the ones who give more.

“Nabati nako ang ilang kalisod. Wala ko naguol sa mga ginikanan kay mukaon man sila og bisan unsa. Ang akong gikagul-an ang ilang mga bata. Mao nga nakadesisyon mi sa akong bana nga mutabang sa mga naglisod bisan sa gamay nga pamaagi (I felt their struggles. I am not worried of the needs of the adults/parents, but I worried about the children. That’s why my husband and I decided to help them even in our own little way),” she ended with a smile. Hitting the mark with the right click

What started as a passion for fixing things turned a small-scale computer technician into an owner of a multi-brand authorized service center in the city.

Born in Samal Island, Davao del Norte, Richard Y. Talisic had a childhood that revolved around electronics and computers. Growing up to a father who is a former trainer of then National Manpower and Youth Council, he started repairing computers and doing electrical works to earn money for his school needs at 17. He eventually worked as a computer technician at Computer World Marketing in Davao City for 5 years before moving to Tandag City, Surigao del Sur in 1997 to be with his wife, Vilma Rose.

Taking the first step

At the early years of marriage, the couple struggled financially not having enough money and savings to sustain their daily needs. To support his family, Richard took odd jobs fixing computers and home appliances of their neighbors and friends. The high demand for computer technicians at that time gave Richard good pay enough to afford a small space to rent. This prompted the couple to start their own service center in 2013 with a five-thousand peso capital.

With the establishment of their center, more customers started availing of their services. Vilma involved herself in the business as head of the operations. But with her lack of knowledge in managing a business, she decided to seek the help of the Department of Trade and Industry (DTI).

It was in the year 2014 that Ryt Click Electronic Parts & Services was finally registered.

No gains without pain

Like any other start-ups, there were challenges faced by the couple in running their business.

As Richard got hired as Medical Equipment Technician at Caraga Regional Hospital in Surigao City, he lost focus and time for the center. There were delays in the servicing and this caused damage to their reputation and loss of their major clients.  They also had to deal with customers’ attitudes and demands for immediate actions on their requests. To resolve these issues, they hired technical staff to assist in the servicing and sale of electronic parts.

However, the business operation and management became too complicated for them since they lack sufficient knowledge in effectively running a business. They started incurring losses and the employee turnover was quite high.

This experience motivated Vilma Rose to participate in the first batch of DTI’s Kapatid Mentor Me (KMME) Program. Through the coaching and mentoring sessions with the Angelpreneurs, she learned the strategies and techniques in business management. She even came up with an improvement plan to guide her in making major decisions for the company.

The turning point

Guided by their mantra, “our unhappy customers are our greatest source of learning,” they eventually got back the trust and loyalty of their customers by ensuring customer satisfaction with every service.

They finally got their big break in year 2016 when Ryt Click Electronic Parts & Services became an Authorized Service Center in Samsung Electronics Philippines Corporation. It was soon followed by certifications from LG Electronics and Concepcion Carrier Air Conditioning Company in 2018 and just recently from Koppel, Inc. These boosted their company image as the most preferred service center in the locality. With this distinction, they were able to penetrate other markets reaching as far as Surigao City taking up 30% of their total market share.

They have now expanded their products and services to include direct-to-home satellite TV installation and repairs, air conditioning installation and repairs and e-loading services.

Looking forward

Today, the company has a total of 10 employees, five of whom are administrative staff and five are trained brand technicians.

”Gusto nako nga mo-expand dyud mi and maka-construct og own building namo conducive para sa among mga customers ug mga empleyado (We wish to expand this business and construct our own building that is conducive for our customers and employees),” Vilma said.

Vilma is grateful for the assistance of DTI-Surigao del Sur from the start of their business until today.

BIR-Caraga urges prompt tax payments

BUTUAN CITY, June 1 (PIA) -- “The government needs your taxes to keep our government running and to continue to operate and finance especially during this challenging time. If you have the means and available fund, you may remit it now through our online facility or come directly to our office,” appealed Bureau of Internal Revenue (BIR) - Revenue District Office No. 17 director Jose Eric Furia to the taxpayers amid the crisis brought by the coronavirus disease 2019 (COVID-19) pandemic.

Furia admitted a drop in tax collection by P300 million in the month of April in Caraga Region as an impact of the implemented community quarantine.

“The pandemic has really caused an unprecedented economic setback due to temporary closure of businesses, and thus, has triggered a downturn in the collection,” said Furia.

To address, therefore, the effect of COVID-19 in the country’s tax collection, Furia is reminding the taxpayers in the region to comply with the compulsory contribution to state revenue.

“That is why, despite the extension of the deadline we are still requesting our taxpayers to pay their taxes if they have resources for payment. They may pay their taxes through online payment,” said Furia.

BIR-Caraga encouraged taxpayers to remit and settle their dues on time, as online facility is readily available even with the pandemic.

“The government needs our taxes especially during this time of crisis, as these will be used to support the response for the pandemic. So, we really need to do our obligation to pay,” said Shane Benolirao, business owner of a home-based printing shop. (VLG/PIA-Caraga)

LGU-Dinagat Islands distributes packed meals to frontliners

SURIGAO CITY, Surigao del Norte, June 1 (PIA) -- To help relieve the frontliners from enormous strain at work and to give support to the persons under mandatory quarantine who are accommodated at the municipal care and containment center in Cagdianao, Dinagat Islands, the provincial government of Dinagat Islands distributed healthy meals to them.

Governor Arelen "Kaka" Bag-ao personally went to the market to buy the ingredients and helped in cooking and preparing some 100 packed meals.

These were distributed to the frontliners of the Rural Health Units, Philippine National Police and Bureau of Fire Protection who are deployed to quarantine checkpoints and different barangay health centers. The governor also checked their situation at work.

To protect the communities from the threat of the deadly coronavirus disease 2019 (COVID-19), Gov. Bag-ao also urged all the residents to cooperate by staying at home and to follow the imposed guidelines.


She also thanked the government line agencies for the delivery of services, the private entities and other organizations that extended support through financial, food, and medical equipment donations.

Meanwhile, municipal mayor Adolfo “Denden” Longos appreciated the assistance provided by the provincial government of Dinagat Islands to the frontliners. 

The frontliners were thankful as well for the kind of support.

LGU-Dinagat Islands also conducted the same activity in the municipalities of Tubajon and Loreto.

Pagbabayad ng buwis, ipinaalala ng BIR-Caraga

LUNGSOD NG BUTUAN, Hunyo 1 (PIA) -- “Kailangan ng gobyerno natin ang inyong taxes upang patuloy na mag-operate at finance lalung-lalo ngayong panahon ng pandemya. Kung mayroon na kayong sapat na pambayad maaari na po ninyong ibayad sa pamamagitan ng online facility o diretso sa opisina ng BIR.”

Ito ang naging panawagan ni BIR-Revenue District Office No. 17 director Jose Eric Furia sa gitna ng krisis dulot ng coronavirus disease (COVID-19).

Aminado si Furia na bagsak ng P300 milyon ang koleksyon ng buwis ng kanilang ahensiya sa buwan ng Abril dahil na rin sa ipinapatupad na community quarantine.

“Talagang nagkakaroon ng economic crisis due to temporary closure of businesses. Kaya bagsak talaga ang koleksyon natin,” sabi ni Furia.

Base sa naitala ng BIR Caraga ay may bilang na 22,000 na mga taxpayer ang pumunta sa kanilang opisina sa buwan ng Pebrero; bumaba ng 12,000 sa buwan ng Marso; at sa Abril ay talagang bagsak kung saan mas mababa sa isang libo lamang ang pumunta para sa tax payment transaction.

Kaya naman, bilang paraan upang matugunan ang negatibong epektong ito ng COVID-19, tinatawagan anya nila ang bawat taxpayer sa rehiyon upang ipaunawa at hikayatin na magbayad na ng kanilang buwis at mag file na ng kanilang annual income tax return.

LGU-Dinagat Islands namahagi ng pagkain sa frontliners

LUNGSOD NG SURIGAO, Surigao del Norte, Hunyo 1 (PIA) -- Para maibsan ang pangamba at pagod ng mga frontliners at masuportahan ang persons under mandatory quarantine na nasa municipal care and containment center sa Cagdianao, Dinagat Islands, namahagi sa kanila ng pagkain ang lokal na pamahalaan ng probinsya ng Dinagat Islands.

Mismong si Gobernador Arlene "Kaka" Bag-ao ang namili ng sangkap ng putaheng lulutuin at personal na tumulong sa paghahanda at pagluluto sa sinigang na sabaw, fried chicken, at dessert.

Kasama si board member Noli Albis, pinuntahan at ipinamahagi ni Gob. Bag-ao sa mga frontliner ng Rural Health Unit, Philippine National police at Bureau of Fire Prrotection na nakatalaga sa iba’t ibang barangay health centers at checkpoints. Inalam din ng gobernador ang kalagayan ng mga frontliner.


Hinikayat ni Gob. Bag-ao ang lahat ng mga residente na magtutulungan at manatili lamang sa kanilang mga tahanan at sumunod sa mga guidelines na pinaiiral sa buong probinsya upang mailigtas ang kanilang pamilya sa panganib na dulot ng coronavirus disease 2019 (COVID-19).

Nagpapasalamat din si Gob. Bag-ao sa lahat ng ahensya ng pamahalaan sa kanilang serbisyo at sa mga pribadong indibidwal at iba’t ibang organisasyon na nagpaabot din ng tulong at suporta sa pamamagitan ng kanilang mga donasyong pinansyal, pagkain at mga medikal na kagamitan.

Nagpapasalamat naman si Cagdianao municipal mayor Adolfo Longos sa malasakit at tulong na ipinaabot ng provincial government ng Dinagat Islands sa mga frontliner na nagserbisyo para panatilihing ligtas ang bawat residente laban sa COVID-19.

Ipinaabot rin ng mga frontliner ang kanilang saya at pasasalamat sa kanilang natanggap na pagkain.

Namahagi naman ng naturang pagkain si Gob. Bag-ao sa munisipto ng Tubajon at Loreto.

Rookie veggie grower gaining grounds in farming

A former driver is now a budding farmer.

Richard Gagareno of Barangay Buhangin, Butuan City worked as a driver for over ten years. But earlier this year, after being convinced by a former classmate, he decided to venture into vegetable farming.

Together with his partner, Romer Amante, they developed a 1,000 square meter (sq.m.) land early this year. A bigger portion, 900 sq.m was planted with ampalaya.

They had their first harvest earlier this month of May and after seven harvests, they have already earned P26,000.

Gagareno said that he is glad he tried out farming because it is a lot different from having to go to work. He said that with farming, he earns a lot more plus he has control of his time.

Urban agriculture opens window of opportunity

As the country continues to hurdle the challenges of living in the so-called “new normal” setting, the Department of Agriculture (DA) is also unceasing in its efforts to ensure food security in the country.

Hence, in celebration of the Farmers and Fisherfolk’s Month, it is only fitting to pay tribute and recognize the efforts of the farmers and fishers who have committed themselves to produce food to feed the Filipino people even at this time when the whole nation is facing the health crisis.

When coronavirus disease 2019 (COVID-19) hit the country, the DA implemented the Ahon Lahat Pagkaing Sapat (ALPAS) Laban sa COVID, otherwise known as the Plant Plant Plant Program to cushion the impact of the pandemic.

One of the projects under the said program is ‘Urban Agriculture’ wherein residents in metropolitan areas are encouraged to have their own vegetable gardens.

The Department distributed vegetable seeds to individuals who are interested to plant. This is so that they can have their own food source which can also be an income-generating initiative.

As of May 26, the DA has already distributed various vegetable seeds to 3,465 individual recipients.

One such budding farmer is Richard Gagareno of Brgy. Buhangin, Butuan City, who, together with his partner Romer Amante, established a 1,000 square meter (sq.m.) vegetable garden in March of this year.

Gagareno shared that 900 sq.m of their area is planted with ‘ampalaya’ or bitter gourd and that they had their first harvest early this month.

“We have harvested seven times already and earned a total of P26,000, so far. I can now say that there is really money in farming,” he said.

He also said that aside from their regular buyers from the Langihan, Libertad, and Ampayon public markets, there are also people who go to their farm to buy some of their produce.

Gagareno, who used to work as a driver for private companies, said that he is glad he tried out vegetable farming because he does not only earn more but he also has control of his time. In addition, he said that there is a sense of fulfillment knowing that he is among those who provide food for the people.

Recently, their farm was chosen as the venue for a pick and pay vegetable harvesting activity initiated by the DA – Caraga as part of the celebration of the Farmers and Fisherfolk’s Month.

Government’s Balik Probinsya Program benefits Caraganons

BUTUAN CITY, June 2 (PIA) -- With the ongoing implementation of the government’s Balik Probinsya Program, the Caraganons who were stranded in other parts of the country have gained access and benefited of the said program, as concerned government agencies and local government units work together to bring them back to their respective hometowns.

The locally stranded individuals (LSIs) from the National Capital Region and Cebu City who have traveled back to Caraga region expressed their thanks to all the concerned government agencies for their effort and initiative to assist and provide cash assistance to the stranded Caraganons during this coronavirus disease 2019 (COVID-19) crisis.

“We thanked the government for facilitating our safe travel back here. The processes might be so tedious, but we understand that the organizers from the government only want to make sure that all the health protocols and preventive measures against the spread of COVID-19 are followed,” said Romeo Aguilar, one of the passengers and a resident of Buenavista, Agusan del Norte.

According to Freida Judith Milan, Zone Manager of the Philippine Economic Zone Authority (PEZA) in Caraga, their office has been facilitating a number of Caraganons who wanted to return home and these include the students who arrived in batches.

The local government units also continue to monitor and assist those who are still in other parts of the country and need to return to their respective provinces in Caraga.

Milan added that the LSIs have received 3,000 pesos each from the Department of Social Welfare and Development (DSWD) Caraga while 1st District Representative Lawrence Fortun also handed-over 1,500 pesos to those from Butuan City and Las Nieves, Agusan del Norte.

“PEZA is always here ready to extend help and assistance to our Caraganons who wished to return home,” cited Milan.

Milan further clarified that those who have arrived in the region through the Balik Probinsya Program have undergone the necessary health protocols of the Department of Health (DOH) and other concerned agencies. (JPG/PIA-Caraga)

AgNor’s scholarship program intensified

BUTUAN CITY, June 2 (PIA) -- The provincial government of Agusan del Norte has intensified the implementation of its scholarship program to assist those youth in poverty line to be able to get a degree and improve their way of living.

Jerry Ampo, Jr., who was a graduate of Bachelor of Science in Business Administration recounted how thankful he was being a beneficiary of the provincial scholarship program in Agusan del Norte.

He also called on all other scholars to study hard and achieve their dreams in life, as not all are given the opportunity to finish a course in college.  

“To my peers who were lucky to be part of this program, please study well and give your best because not all are given the privilege to have this kind opportunity to study and finish a degree in college,” said Ampo.

There are three types of the provincial scholarship program in Agusan del Norte. First is the provincial special educational scholarship program for the qualified Senior High School graduates, college level students, or even drop-outs who wanted to graduate from their respective college courses. Under this program, scholars are given a maximum of  P20,000.00 per semester.

Second is the Provincial Indigenous Scholarship Program. This is intended for the indigenous peoples (IPs) who live in the province and they are given a maximum of P50,000.00 every semester.

The third is the Provincial Medical Scholarship Program particularly for those who passed the National Medical Admission Test. The provincial government helps them finish their courses and provides a maximum of P100,000.00 per semester.

According to Maria Eleanor Tupaz, project evaluation officer of Agusan del Norte, with the positive impact brought about by the implementation of scholarship programs to the youth sector, the local chief executives are also giving additional slots every year, so that more could benefit from the government’s educational assistance.

TESDA-AdN chief visits proposed veggie production site

BUTUAN CITY, June 2 -- Technical Education and Skills Development Authority (TESDA)-Agusan del Norte Acting Provincial Director Liza B. Budtan, together with Supervising TESD Specialist Buenafe G. Enaya visited recently the proposed vegetable production site in Sitio Tagkiling, Brgy. Anticala, this city.

With PD Budtan are the Indigenous Peoples Mandatory Representative (IPMR) of Brgy. Anticala – Kagawad Diomedes; Farm School Administrator of Lasco Demo Crops Farm – Romy S. Lasco; and Chieftain of the Manobo Tribal Community – Robinson Dapenagan.

According to Enaya, Brgy. Anticala is one of the priority barangays of this city and the province of Agusan del Norte for which the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) should look into the needs of the community, as a response of the national government in combatting insurgency.

“Like in Brgy. San Antonio in the municipality of Remedios T. Romualdez (RTR) where PRLEC has already started its program implementation on “Gulayan Village” before the community quarantine took place due to COVID-19 pandemic, Brgy. Anticala is another target of the cluster so that services of the government will be brought to the local community,” Enaya added.

Meanwhile, PD Budtan is hoping that the program will be implemented as soon as the global crisis on COVID-19 will put to an end. “We should be ready for the implementation of these projects of PRLEC so that when the global crisis ends, we will immediately pursue what the cluster has started in RTR and continue the project implementation in other priority barangays of the city and the province of Agusan del Norte,” Budtan said.

The PRLEC has identified the following barangays in the province as priority areas: Brgy. Cuyago in Jabonga, Brgy. Jaliobong in Kitcharao, Brgy. San Isidro in Santiago, Brgy. Mahaba in Cabadbaran City, Brgys. San Antonio and Tagbongabong in RTR, Brgys. Casiklan and Durian in Las Nieves, Brgy. Anticala in Butuan City, Brgy. Simbalan in Buenavista, Brgy. Camagong in Nasipit, and Brgy. Poblacion in Carmen.

The provincial office through Dir. Budtan and Ms. Enaya also handed in 50 facemasks to the Manobo tribal community as a way of supporting their officials and members against COVID-19. DAR’s ARBold Move Project rolls out in AgSur

SAN FRANCISCO, Agusan del Sur, June 2– During this chaotic time of the coronavirus disease 2019 (COVID-19) pandemic, the Department of Agrarian Reform (DAR) finds the means to extend assistance to the affected Agrarian Reform Beneficiaries (ARBs).

The inception of this program dubbed "PaSSOver: ARBold move for the Deliverance of our farmers from COVID 19 Pandemic" is the agency's response to Republic Act 11469 or the “Bayanihan to Heal as One Act,” which intends to provide immediate and essential support to the farmer-beneficiaries, mitigate the impact brought about by the ongoing community quarantine and address the demands affecting the agricultural sector upon the start of the "new normal."

A total of 992 qualified ARBs all over the province has received the supplemental food and non-food packs led personally by PARPO II Jamil P. Amatonding Jr. and other members of the Management Committee.

PARPO Amatonding said that although the packs cannot be compared to those relief goods given by the LGUs and other agencies, however, it is enough to withstand hunger for the next three days or more.

He further emphasized that DAR, through the directive of Secretary John R. Castriciones has always value the importance of the farmers as the front liners in terms of food security to ensure that there is a constant supply of food in the table in time of a global crisis.

"Being religious is not enough to show compassion, but by taking the opportunity for kindness and making a difference to people's lives no matter how big or small,” he added.

Arturo Libahan, 70, one of the lucky beneficiaries was beyond grateful upon handing the food packs with rice, noodles, canned goods, bath soaps, washable masks, and vitamin C.

“Daghang salamat sa DAR sa padayon nga pag amuma kanamo nga mga mag-uuma. Salamat niining ayuda mga among nadawat. Dakong tabang kanamo sa panahon karon sa krisis (Thank you so much DAR for the care you showed to us, farmers. Thank you for these goods that we have received. A big help for us in this time of crisis),” Libahan said.

The ARBold Move Project has four main components: (1) Support to ARBOs as Front liners in the Food Supply Chain; (2) Farm Productivity Assistance to ARBs; (3) Livelihood Support for Women in Crisis Situation and (4) Package of Supplemental Food and Non-Food Items. Tatlong bagong kaso ng COVID-19 naitala sa Caraga region

LUNGSOD NG BUTUAN, Hunyo 2 (PIA) -- Kinumpirma ng Department of Health (DOH) Caraga ang tatlong bagong kaso ng Coronavirus Disease 2019 (COVID-19) sa Caraga region.

Ang mga pasyente ay 26 na taong gulang, lalaki, at residente ng Butuan City; 41 na taong gulang, lalaki, at 37 na taong gulang, lalaki, parehong nakatira sa probinsya ng Agusan del Sur.

Kabilang sila sa mga Returning Overseas Filipinos (ROFs) and Locally Stranded Individuals (LSIs) na nakarating sa Caraga region noong Mayo.  

Lahat ng pasyente ay walang pre-existing medical conditions. Nananatiling asymptomatic ang mga ito at nasa stable ang kalagayan.

Ayon sa provincial government ng Agusan del Sur, ang 37-year-old ay isang ROF na galing sa Estados Unidos  at nakarating sa Maynila noong Abril 24. Nagnegatibo ito sa confirmatory test noong May 3. Nakarating siya sa Nasipit Port sa Agusan del Norte noong May 24.

Ang 41-year-old ay isang LSI na galing sa Cagayan de Oro City. Nakarating ito sa naturang probinsya noong May 22.

Isinailalim na ang dalawang pasyente sa strict facility quarantine. Nasa isang isolation facility sa munisipyo ng San Fransisco ang ROF  habang tinutukoy pa ang residency ng LSI kung kaya’t inilagay na muna siya sa provincial quarantine facility.

“Nagsagawa na kami ng contact tracing at nagbigay-alam na din kami sa mga kinauukulang mga indibidwal at  mga opisyales ng LGUs,” sabi ni Jacqueline Momville, Provincial Health Officer of Agusan del Sur, sa isang virtual press briefing sa pamamagitan ng PTV Agusan del Sur noong Linggo.

Ang 26 na taong gulang na pasyente ay kasalukuyang nasa strict facility quarantine sa Butuan City.

Patuloy ang koordinasyon ng mga otoridad at ng DOH Caraga sa pagsasagawa ng contact tracing at pagmonitor ng iba pang ROFs at LSIs na kasalukuyang nasa rehiyon.

Puspusan din ang paghahanda sa pagdating ng mga susunod pang batches ng mga indibidwal na uuwi sa Caraga. Nakatakdang umuwi ang 700 Caraganons na nastranded sa Metro Manila ngayong Hunyo 2.

Bago pa maitala ang mga naturang kaso, may limang confirmed cases ang rehiyon. Apat dito ang nakarecover na habang ang isa ay isinasailalim pa sa strict facility quarantine. Sumatotal, walo na ang kaso ng COVID-19 sa Caraga region. (DMNR/PIACaraga)

Caraga MSMEs apply for SBWS

BUTUAN CITY, June 5 (PIA) -- With an aim to help the struggling workers who are greatly affected by the community quarantine due to the coronavirus disease 2019 (COVID-19) pandemic, more than 2,500 business owners in Caraga region have filed their application for the Small Business Wage Subsidy (SBWS) program offered by the government.

The Bureau of Internal Revenue here in Caraga has already started early of May the evaluation of the applications of the micro, small and medium enterprises (MSMEs)  that have complied with the requirements for SBWS and some have already benefitted from the kind of support.

It intends to provide assistance to an estimated 11,000 workers regionwide.

“What’s important is their compliance with the Social Security System (SSS) and BIR which means they are registered members. As far as BIR is concerned, we did a verification of the filing of their tax returns, payment of taxes, filing of an annual alphabetical list of employees, and payment. Employers must have regularly paid the SSS remittances of the employees,” said BIR-Revenue District Office No. 17 Director Jose Eric Furia.

According to Furia, qualified employees of eligible small businesses shall be given a wage subsidy of P5,000 for up to two months to help mitigate the impact of the quarantine.

“The employer should coordinate with the SSS, as the SSS will be the one to release the amount. We have to ensure the on-time release following a strict screening process,” said Furia.

The joint memorandum of agreement of the Department of Finance, BIR and SSS disqualifies employees who work from home and those part of the skeleton workforce, as well as the employees on leave for the entire duration of the enhanced community quarantine, whether with or without pay.

Furia said that small businesses registered with the SSS and BIR which have no unpaid taxes or SSS contributions were given priority.

“This is really a big help for our employees, as it would at least aid in meeting their daily needs for food and other necessities such as medicine,” said Felix Benolirao, proprietor of an air conditioner and refrigerator repair center.

DA-Caraga releases P4.1-Million worth of farm machineries

BUTUAN CITY, June 5 (PIA) -- In leveling-up rice farming in the region, the Department of Agriculture (DA) - Caraga has recently delivered 50 units of Pre and Post-Harvest (PPHF) Equipment and Machinery to the province of Agusan del Sur.

The said farm equipment amounting to P4.1-million was delivered to Agusan del Sur Pagkain ng Bayan Compound in Bayugan City to ease the burden of the farmer recipients in claiming their farm implements due to travel restrictions brought about by the coronavirus disease 2019 (COVID-19) pandemic.

The 53 units of PPHF equipment includes rice thresher, pump, and engine set with complete accessories, transplanter, rice reaper, and granule applicator cum seed spreader.

Around 49 farmer association-recipients will benefit from the said equipment.

“The Provincial Agriculture Office of Agusan del Sur will be the one to arrange for the delivery of the said equipment to the farmer recipients,” said Engineer Rene Morales, RAED chief.

The said farm implements were funded through the DA-Rice Program-Regular Fund in support to agricultural modernization, helping the farmers attain DA’s twin goal-  Masagang Ani Mataas na Kita.

Prior to the distribution, DA Caraga conducted a training on the operation and maintenance of Farm Machineries for an efficient and optimum use of the equipment.

DA Caraga Regional Director Abel James I. Monteagudo earlier instructed all his units to facilitate the fast distribution of farmer’s interventions to help attain the food sufficiency goal of the Department especially in this time of the pandemic.

Together with the other interventions such as free seeds and fertilizer, loans, and training, it is expected that each rice farmer will increase their yield by 1-2 metric tons per hectare.

Aside from equipment and machinery for rice, another batch of equipment for corn and cassava, and high-value crops farmers were on the pipeline for delivery.

17 ROFs, 128 LSIs return home in Bislig City

BISLIG CITY, Surigao del Sur, June 5 -- Seventeen returning overseas Filipinos (ROFs) and 128 locally stranded individuals (LSIs) arrived in Bislig City, as of June 2, 2020, through the Balik-Probinsya Program.

They were successfully fetched by the vehicles sent by the city government of Bislig at the province's pick-up points, in close coordination with the Provincial Emergency Operations Center (EOC) Surigao del Sur, and Overseas Workers Welfare Administration (OWWA)-Caraga.

The ROFs from Manila have undergone and completed the health screening protocols, such as the coronavirus disease 2019 (COVID-19) test and mandatory 14-day facility-based quarantine, and all yielded negative before they were transported.

Upon arrival in Bislig City, they underwent health risk assessment, thermal scanning, and checking of documents conducted by the health professionals from the City Health Office-Bislig. They were ferried to their respective homes and were advised to strictly observed another 14-day home quarantine period as added precautionary health measure.

The LSIs were also subjected to health risk assessment upon arrival and a mandatory home quarantine for the person with travel history from low-risk areas, and facility-based quarantine for the person with travel history from high-risk areas with COVID-19 positive cases with local transmission.

Also, the LSIs and OFWs who have shown COVID-19 symptoms upon arrival shall be brought to Bislig District Hospital for further medical check-up and intervention.

The LSIs and OFWs who are still on home and facility-based quarantine are closely monitored by the health workers and barangay officials.

PHilMech sets distribution of first batch of farm machines under RCEF

SURIGAO CITY, Surigao del Norte, June 5 -- The Philippine Center for Postharvest Development and Mechanization (PHilMech) is ready to distribute the first batch of farm machines under the Rice Competitiveness Enhancement Fund (RCEF) as it successfully conducted the bidding for such.

PHilMech Executive Director Dr. Baldwin G. Jallorina, Jr. said the first batch of farm machines to be distributed under the RCEF is worth approximately P2 billion, which is part of the first P5 billion allocated under the fund for mechanization of rice farms.

Under Republic Act 11203, or the Rice Tariffication Law, P10 billion will be allocated every year for the next six years from 2019 for RCEF and will be allocated as follows: P5 billion for farm mechanization; P3 billion for high-yielding seeds; P1 billion for credit support; and P1 billion for training programs.

“The P2-billion worth of farm equipment bidded out and awarded forms the first batch to be awarded to qualified farmer cooperatives and associations (FCAs) under the mechanization component of RCEF. The next batch of farm equipment to be bidded out will amount to P3 billion. PHilMech conducted an exhaustive evaluation of qualified FCAs before the bidding was conducted starting late last year,” he added.

Forming the first batch of equipment successfully bidded out were four-wheel tractors, rice combine harvesters, rice reapers, precision seeders, walk-behind transplanters, riding-type transplanters, hand tractors, floating tillers, mini rice threshers, mobile rice mills and rice mills.

Except for the four-wheel tractors, rice planter/seeders and rice combine harvesters, the rest of the equipment bidded out were locally-fabricated.

However, PHilMech made sure that the four-wheel tractors and rice combine harvesters would be sourced from respectable and established global brands. “This is also to make sure that the funds allocated for the mechanization component of RCEF will be well-invested in quality equipment,” Jallorina said.

A total of 495 four-wheel tractors, 356 rice combine harvesters and 576 hand tractors are set for distribution to qualified FCAs. Also set for distribution are: 103 rice reapers; 52 precision seeders; 106 walk behind transplanters; 118 riding type transplanters; 347 floating tillers; and 46 rice mills.

The next batch of equipment may include mechanical dryers and other types of farm equipment needed in the rice value chain.

PHilMech estimates that farm mechanization can lower the cost of cultivating palay (unmilled rice) by P1 to P2 per kilo. At present, the cost of producing a kilo of palay in the Philippines is P12.72 per kilo while it is P6.62 in Vietnam and P8.86 in Thailand.

Besides evaluating the FCAs, PHilMech also conducted training for trainors who would impart knowledge on the importance of farm mechanization and maintenance procedures for agricultural equipment to the farmers and cooperatives/associations qualified to be beneficiaries under RCEF’s components. Senior Citizens sa bayan ng Cabadbaran binigyang ayuda ng LGU

LUNGSOD NG CABADBARAN, Agusan del Norte, Hunyo 5 (PIA) -- Sa gitna ng banta ng coronavirus disease 2019 (COVID-19), patuloy ang lungsod ng Cabadbaran sa pamimigay ng financial assistance sa senior citizens na may edad 90 sa ilalim ng Milestone Award ng local government unit.

Ang bawat benepisyaryo ay binigyan ng tig-P50,000 at sa panahon na umabot sila ng 100 taon, bibigyan na naman sila ng dagdag ng P50,000.

Ayon kay Cabadbaan City mayor Judy C. Amante, mabibigyan lamang ang mga senior citizens kung sila ay aktibo sa kanilang nga aktibedades sa loob ng limang taon.

Isa si lola Rita Feliscio sa mga kwalipikadong milestone awardees ng Cabadbaran City. Isa siyang 90 ng barangay sais na tumanggap din ng P50,000.

Lubos ang pasasalamat ng kanyang pamilya, dahil malaking tulong ito sa araw-araw nyang pangangailan at para sa patuloy na pagpapanatili ng mabuti nitong kalusugan.

Ayon pa kay mayor Amante, balak na babaan ang edad ng makakatanggap ng milsetone award upang mas marami ang makinabang dito.

“Balak na naming babaan ang edad ng pwedeng tumanagap ng Milestone Award sa edad na 87 upang mas mapakinabangan pa nila ang kanilang matatanggap na ayuda,” ayon kay mayor Amante.

Dagdag ni mayor Amante, ang Milestone Award ay nagsimula sa taong 2013 sa panahong mayor pa ang kasalukuyang gobernador ng probinsya na si Dale B. Corvera at patuloy itong ipinapatupad sa kasalukuyan.

Ubos sa maong ordinansa, sa pagpanginahan ni Sangguniang Bayan Member ug kasamtangan Provincial Board Member Meriam G. Pagaran, gideklara niini ang tanan mangrove area nga nahimutang sa kilid sa baybayon nga lugar, isip protected area.

Higit 2,500 MSMEs sa Caraga, nag-apply sa SBWS program ng pamahalaan

LUNGSOD NG BUTUAN, Hunyo 5 (PIA) -- Sa pagananais ng mga micro, small and medium enterprises o MSME na matulungan ang kanilang mga empleyado na apektado ang trabaho simula ng maipatupad ang enhanced community quarantine, mahigit 2,500 business owners sa rehiyon ng Caraga ang nag apply para sa programang Small Business Wage Subsidy o SBWS ng pamahalaan.

Simula pa lang ng Mayo ay maaga ng sinimulan ng Bureau of Internal Revenue (BIR) Caraga ang pag-evaluate sa mga maliliit na negosyo na nagcomply sa mga requirement ng naturang programa. 

Target nitong matulungan ang nasa 11,000 na empleyado sa buong rehiyon.

“Ang pinakaimportante dito ay mayroon silang compliance sa Social Security System (SSS) at BIR. Ibig sabihin, rehistrad sila sa BIR and SSS. As far as BIR is concerned, kailangan na nakapag-file sila ng tax returns, regular ang pagbayad ng buwis, nakapag-file ng annual alphabetical list of employees, at nagbayad ng SSS remittances ng mga empleyado,” sabi ni BIR-Revenue District Office No. 17 Director Jose Eric Furia.

Ayon kay Furia, nakatanggap ng P5,000 ang mga kwalipikadong empleyado.

“Medyo pabilisan yung trabaho kaya masyadong mahigpit ang screening natin,” sabi ni Furia.

Base sa joint memorandum of agreement Department of Finance, BIR at SSS, hindi kwalipikado ang mga empleyado na naka work from home o kasali sa skeleton force, at naka on leave habang ecq, may sahod man o wala. Ang mga empleyadong may unsetted account or in-process ang SSS final claims ay hindi rin kasali.

“Malaking tulong talaga ito sa aming mga empleyado lalo na sa pang araw-araw na pangngailangan nila gayong panahon ng pandemya,” sabi ni Felix Benolirao, proprietor of an air conditioner and refrigerator repair center.

Senior citizens in Cabadbaran town receive aid from LGU

BUTUAN CITY, June 8 (PIA) -- Some 90 senior citizens in Cabadbaran City, Agusan del Norte have received financial assistance under the milestone award from the local government unit (LGU) during the coronavirus disease (COVID-19) pandemic.

Each beneficiary has received P50,000, and by the time they reached the age of 100, they will again receive the additional P50,000 from the LGU.

Lola Rita Feliscio, a 90-year old was one of the awardees from Barangay 6 of Cabadbaran City who received the P50,000 from the said LGU.

“Thank you for recognizing the senior citizens like us who continue to inspire others while we are still alive and the amount extended will be used and enjoyed by our family,” she said.

Her family was delighted to receive this recognition and at the same time aid from the government, as such amount could already help support their daily needs, including the needed medicines and maintenance of Lola Rita’s health condition.

Mayor Judy Amante bared that there was a proposal of lowering the age of who could qualify and receive the said Milestone Award so that more could benefit from this program.

Mayor Amante added that the Milestone Award has started in the year 2013 and this continues to serve the target beneficiaries in the city. She further revealed that 19 senior citizens have already benefited the program while validation of other elderly men and women by the city social welfare and development is underway.

Meanwhile, apart from recognizing the senior citizens or the elderly men and women sector, the LGU-Cabadbaran also continues to address the needs and issues and concerns of the frontliners in order to avert the spread of COVID-19 in the area.

Senior citizen port workers receive relief packs from PMO-Surigao

SURIGAO CITY, Surigao del Norte, June 8 (PIA) -- In these tough times of battle against coronavirus disease 2019 (COVID-19), the senior citizens are among tho most affected sector in the Caraga region.

With this, the Philippine Ports Authority - Port Management Office in Surigao (PPA PMO-Surigao) initiated to pool resources in order to provide assistance to its elderly personnel.

In the spirit of ‘bayanihan,’ the employees of the PPA PMO-Surigao has contributed an amount out from their own pocket and prepared the relief goods for distribution through its “Adopt and Save a Family” project.


Port workers who are 60 years old and above have received the relief packs containing assorted canned goods, rice, milk, egg and coffee.

Surigao port manager Froilan Caturla said they will continue to support and help their fellow employees amid the COVID-19 crisis.

Rogelio Polvorosa, vice president of the Surigao Porters Association, was grateful for the kind of assistance, saying it’s a big help for their family. He was even more delighted to learn the concern and compassion conveyed by his co-workers especially in this challenging time.

Meanwhile, other stakeholders have also contributed in keeping the facilities of the port terminal safe.


The Surigao Metropolitan Water District-PrimeWater Infrastructure Inc. has put up a handwashing station at gate four of the main base port terminal building and at Lipata port ferry terminal.

Water firm puts up handwashing station at Lipata ferry terminal

SURIGAO CITY, Surigao del Norte, June 8 -- With the positive feedbacks generated regarding the installation of handwashing stations at the Port of Surigao, the Surigao Metropolitan Water District - Primewater Resources Inc. (SMWD-Primewater) also installed handwashing facilities at the Lipata Ferry Terminal, and an additional unit at the Port of Surigao.

This initiative is part of the measures to prevent the spread of coronavirus disease 2019 (COVID-19).

Manuel Kong, board chairman of the SMWD-Primewater, saw the need for the installation of similar facilities at the Lipata Ferry Terminal upon seeing that port of the roll-on/roll-off (ro-ro) ships still caters to vessels transporting vital commodities as rolling cargoes.

“Lipata Ferry Terminal is an important conduit for the shipment of essential commodities and the risk of contracting COVID-19 remains a concern. Providing handwashing facilities can help a lot to contain and prevent the spread of the virus,” Kong said.

To further advance the advocacy of SMWD-Primewater, another handwashing station was installed at the Port of Surigao’s Gate No. 7, right in the vicinity where island-bound vessels and motor launches are berthed.

Meanwhile, the Bureau of Fire Protection (BFP) has installed decontamination booths at the Lipata Ferry Terminal and the Port of Surigao. DAR turns over oil repacking facility to AgSur coop

SAN FRANCISCO, Agusan del Sur, June 6 - The Provincial Agrarian Reform Program Office (PARPO) headed by Jamil P. Amatonding Jr., has handed over the keys of the newly constructed Crystal Oil Repacking Center to Filipinas Palmoil Plantation Inc. Agrarian Reform Beneficiaries Multi-Purpose Cooperative (FPPI ARB MPC’s) chairperson Jesus Simbajon on June 5, 2020, at Purok 4, Ebro, San Francisco, this province.

Agrarian Reform Beneficiaries Development Sustainability Program (ARBDSP) chief Joven Pizarro, together with OIC-MARPO Josette J. Simbajon, Department of Trade and Industry (DTI) Provincial Director Jose T. Baron, Department of Science and Technology (DOST) Science Research Specialist Wenceslao Tianero and Bryan G. Campos, FPPI Manager Josephine B. Palen and other coop officials also joined in the said ceremony.

“My only hope is for the cooperative to manage the building very well so that in the end you will live a more comfortable life,” PARPO Amatonding said.

“It is with our best interest to help you so that you will stand above the rest in terms of income,” he added.

In his message, Chairperson Simbajon narrated the story that led to the idea of venturing into product enhancement of palm oil. “Before, we only engage into labor contracting or credit services to our members, but through DAR’s initiative to help us, we have come up with this kind of enterprise, and, we are happy because we have seen the positive outcome since the product launching in 2018,” he said.

FPPI ARB MPC Manager Josephine Palen likewise recognized the initiative of the department in looking after the ARBO’s welfare. “What we are today, we owe everything to DAR,” she said.

The provision of the facility is under the DAR’s Village Level Farm Focused Enterprise Development (VLFED) project which aims to establish a sustainable Income-Generating Project (IGP) in the area and to provide additional income to 656 Agrarian Reform Beneficiaries (ARBs) of the FPPI ARB MPC, develop rural-based entrepreneurs, upgrade the production, processing, packaging and distribution and marketing of product and at the same time augment the ARBO’s income.


The total cost of this VLFED project for the coop is Php780,000.00 of which Php300,000 was allotted for the repacking facility while the rest is intended for capacity development.

Meanwhile, DAR Agusan del Sur through the Provincial Investment and Marketing Assistance Officer (PIMAO) has facilitated the processing of the FDA-LTO to expand the product in a wider market.

Apart from the local market in Caraga, FPPI ARB MPC has also established the distribution of crystal cooking oil to the institutional market under the Enhanced Partnership Against Hunger and Poverty (EPAHP).

Mga magsasaka sa AgSur, nakatanggap ng farm equipment mula sa DA

LUNGSOD NG BUTUAN, Hunyo 8 (PIA) -- Isa ang sektor ng mga magsasaka na apektado sa krisis na dulot ng coronavirus disease 2019 (COVID-19) sa bansa. Kaya naman pinagtuunan ito ng pansin ng Department of Agriculture (DA) Caraga at binigyan  sila ng farm equipment na nagkakahalagang mahigit P4-million.

May 49 na farmers’ associations sa probinsya ng Agusan del Sur na makikinabang sa 53 units ng pre and post-harvest equipment.

Nasa kustudiya ito ngayon ng Agusan del Sur Pagkain ng Bayan Compound sa Bayugan City at maaari ng magamit ng mga magsasaka.

Ayon kay Rene Morales, ang hepe ng Regional Agricultural Engineering Division ng DA-Caraga, ang Provincial Agriculture Office ng nasabing probinsya ang siyang maghahatid ng nasabing farm equipment kabilang dito ang threshers, pumps, engine sets na may kompletong accessories, transplanters, rice reapers, at granule applicators cum seed spreaders.
Ang pundong ginamit rito ay mula sa DA-Rice Program - Regular Fund bilang suporta sa sektor sa layuning makamit ang inaasam na “Masaganang Ani at Mataas na Kita.”

Dumaan na rin ang mga benipisyaryong magsasaka sa kinakailangang pagsasanay upang masigurong maayos at epektibo ang kanilang operasyon sa kanilang pang-araw araw na kabuhayan.


Samantala, binigyang-diin naman ni DA-Caraga regional director Abel James Monteagudo, na patuloy ang kanilang pagtulong sa sektor upang patuloy din itong magkaroon ng sapat na ani at produkto na maibahagi at maibenta sa ibat-ibang probinsya ng rehiyon.

Inaasahan aniya ng ahensiya na sa tulong ng nasabing makinarya, tataas pa ang ani ng mga magsasaka. Patuloy din ang kanilang pamimigay ng seeds, fertilizers, maging tulong pinansyal at trainings sa sektor.

LUNGSOD NG SURIGAO, Surigao del Norte, Hunyo 8 (PIA) -- Sa gitna ng pagsubok dulot ng coronavirus disease 2019 (COVID-19), isa sa mga pinakaapektado ay mga manggagawang senior citizen sa rehiyon ng Caraga.

Kaya naman gumawa ng inisyatibo ang Philippine Ports Authority - Port Management Office (PPA-PMO) sa Surigao upang matulungan at matugunan ang pangangailangan ng kanilang manggagawang senior citizens.

Sa diwa ng bayanihan, nag ambag-ambag ang bawat empleyado ng PPA-PMO Surigao para sa kanilang proyekto na “Adopt and Save a Family” upang makapamahagi ng relief goods.


Nasa edad 60 years old pataas na mga port worker ang nakatanggap sa nasabing relief goods na naglalaman ng bigas, assorted canned goods, gatas, kape, itlog at asukal.

Ayon kay Surigao Port Manager Froilan Caturla, patuloy silang susuporta at mamimigay ng tulong sa kanilang kasamahang manggagawa hanggang sa matapos ang kasalukuyang krisis na kinakaharap gawa ng COVID-19.

Health workers ng Agusan del Norte Provincial Hospital, tumanggap ng donasyon mula sa PCOO

LUNGSOD NG BUTUAN, Hunyo 9 (PIA) -- Dahil sa patuloy na banta sa coronavirus disease 2019 (COVID-19) sa bansa, isa sa mga tinututukan ng gobyerno ang proteksyon ng health workers at frontliners na walang tigil sa pagbigay serbisyo sa mga mamamayan.

At bilang tulong ng Presidential Communications Operations Office (PCOO) sa pangunguna ni Secretary Martin Andanar, nagbigay ito ng donasyon na face masks sa health workers ng Agusan del Norte Provincial Hospital sa lungsod ng Butuan.

Mismong si Dr. Odelio Ferrer, ang provincial health officer (PHO) at hepe ng nasabing ospital ang tumanggap sa 3,500 piraso ng surgical masks, 100 N95 masks at 50 face shields.

Lubos ang pasasalamat ni Dr. Ferrer sa PCOO dahil sa tulong na ipinaabot nito sa nasabing pasilidad na malaking tulong din sa mga health workers na nagtatrabaho dito.

“Malaking tulong po ito para sa ating mga health workers. Nag-procure po tayo ng mga personal protective equipment and face masks para sa ating mga empleyado kaso kulang pa po talaga ang supply nito kaya nagpapasalamat po kami sa mga donasyong tulad nito mula sa gobyerno at sa mga pribadong sektor,” ani ni Dr. Ferrer.


Dagdag pa ni Dr. Ferrer, tinitiyak ng kanilang ospital ang proteksyon ng  health workers rito upang patuloy na makapag-serbisyo lalu na at marami ding pasyenteng naka-confine sa nasabing ospital.

Samantala, tumanggap din ng surgical masks ang attached agencies ng PCOO tulad ng Radyo Pilipinas (RP) sa Butuan City at Tandag City, maging ang Philippine News Agency (PNA), at Philippine Information Agency (PIA) Caraga.

DSWD heightens preparations for SAP 2

BUTUAN CITY, June 9 (PIA) -- The Department of Social Welfare and Development (DSWD) is gearing up its preparations for the second tranche of the Social Amelioration Program (SAP) and is set to provide cash assistance to more than 18 million marginalized Filipino households, including those who qualified but were left out on the first tranche.

During today’s Laging Handa Network Briefing hosted by Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, with Agusan del Sur Provincial Governor Santiago B. Cane, Jr., as guest, DSWD Usec. Rene Glen Paje disclosed that the Joint Memorandum (JMC) No. 2, Series of 2020 is now being furnished. Indicated therein is the joint implementing guidelines for the second tranche of social ameliorations programs of various agencies.

He also stated that the second tranche has now been outlined and DSWD will be tasked to distribute the funds instead of the local government units (LGUs). The department is now focusing on conducting the validation of beneficiaries.

“The task will not be easy. As much as we wish to expedite the process, we want to make sure that those who will be receiving the assistance are qualified. We also do not want our employees to be involved in any anomaly which is why we want to be meticulous and careful with the implementation,” he added.

Usec. Paje also clarified that the implementation of the program’s first tranche was “smooth” in general despite the many issues that arose, majority of which were due to the isolated cases that LGU and barangay officials were involved in.

“The implementation was bound to encounter challenges since this is the first time that the government had to provide such amount of aid to a great number of its citizens in a certain period of time, not to mention the limitations brought about by health and safety protocols, which the labor force is required to abide,” the undersecretary said.

Meanwhile, as it is one of the agencies that make up the Balik Probinsya, Bagong Pag-asa (BP2) Council, DSWD is also coordinating with concerned authorities for overseeing the welfare of the BP2 Program beneficiaries.

Usec. Paje reiterated that the department is aiming for an even more efficient implementation of the second tranche now that they have had “experiences” in the first tranche.

Per the agency’s data, a total of P99.8 billion was distributed among 17.6 million beneficiaries on the first tranche. The LGUs were able to provide assistance amounting to P80.6 billion to 13.31 million low income non-Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries. (DMNR/PIACaraga)


AgSur SK sets up online 'palengke' during COVID-19 pandemic

BUTUAN CITY, June 9 (PIA) -- Due to the coronavirus disease 2019 (COVID-19)  crisis, the Sangguniang Kabataan (SK) in the municipality of Trento in the province of Agusan del Sur has established the “Online Palengke” since the implementation of the Enhanced Community Quarantine up to this time of Modified General Community Quarantine.

According to Niño John Hontiveros, SK Federation president of said municipality, this virtual market was aimed to help the local residents to have a more convenient and less exposure outside their houses when buying their basic needs.

“We wanted to come up with strategies on how we would be able to help the COVID-19 affected sectors in our town particularly in the barangays, hence, we came up with this idea on ordering online from the different stores operating in the area. We coordinated with the different stores and they helped us in fulfilling this strategy,” bared Hontiveros.

Hontiveros added that they also opted to help the tricycle drivers whose livelihood was also affected. “We were able to connect with the identified tricycle drivers and help them earn by delivering the purchased items from the stores to the respective houses of the households,” he said.


Apart from this effort, Hontiveros emphasized that the SK Federation closely coordinated with the different government agencies, so they could also extend help/assistance on its operations such as during the distribution of relief packs to the barangays.

AgSur guv shares government’s efforts amid COVID-19 pandemic

BUTUAN CITY, June 9 (PIA) -- As he guested the Laging Handa Network Briefing on Tuesday hosted by Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO), Agusan del Sur Governor Santiago Cane, Jr., shared how the provincial government manages the coronavirus disease 2019 (COVID-19) crisis and its strict implementation of health protocols and preventive measures against the spread of the deadly virus.

Since the activation of the Emergency Operation Center (EOC) and Incident Management Team (IMT) on a 24/7 operation, Gov. Cane bared that the provincial government has also conducted immediate and proper coordination with other local government units (LGUs) and agencies in combating the COVID-19 pandemic within the province.

"The provincial government sees to it that there is constant coordination for proper implementation of guidelines at the checkpoints and quarantine areas, as well as close monitoring and management of boundary checkpoints," he added.

On the relief/financial support to the local residents affected by the COVID-19 crisis, the good governor cited that for the 1st tranche of distribution of the Food and Non-Food Assistance, the provincial government was able to release a total of P6,888,000.00 while in the 2nd tranche of distribution was made through Financial Assistance (in cheques) to 14 city/municipal LGUs as augmentation for relief assistance in response to COVID-19 amounting to P51.7 Million. The provincial government was also able to assist the 72 Mindanao State University students (1st tranche) stranded in Lanao del Sur and provided P2,400 each.

When asked about the interventions on the arrival of the Returning Overseas Filipinos (ROFs) and Locally Stranded Individuals (LSIs) in the province, Cane revealed that they continue to strictly implement protocols. Upon arrival, such individuals will be placed in a holding area to be subjected to a rapid test.

“If positive, a swab test will be conducted. Samples will then be sent to respective testing laboratories. As for those who tested negative in the rapid test, the provincial government will be coordinating with their respective municipal or city governments to facilitate their arrival,” he said.


The official also emphasized that the provincial government has engaged into different information dissemination strategies to intensify people's awareness on the government's effort to keep them safe from the spread of COVID-19 by conducting TV and radio interviews; disseminating COVID-19 advisory from the PHO; setting up of IEC materials in the barangays and strategic checkpoints through tarpaulins; and daily release of COVID-19 advisory card through social media.

Cane also thanked the two congressional representatives of the province - Cong. Adolph Edward Plaza and Cong. Afelito Bascug for always extending assistance to the province's need, especially in the provision of the personal protective equipment for the frontliners and health workers operating 24/7 to secure the local residents against the spread of COVID-19.

As his parting words during the said Network Briefing, Gov. Cane expressed his appreciation and gratitude to the frontliners and other volunteers who delivered their services in full force just to ensure the safety and protection of every Agusanon against COVID-19. “We recognize the great deal of effort and dedication of 1,423 individuals who partly comprised the ground players in the combat of the deadly virus,” he said. LUNGSOD NG BUTUAN, Hunyo 9 (PIA) - Sa harap ng krisis na dulot ng coronavirus disease 2019 (COVID-19) sa bansa, aktibong nag-organisa ang mga miyembro ng Sangguniang Kabataan (SK) Federation sa bayan ng Trento, Agusan del Sur ng isang “Online Palengke” mula noong nagdeklara ng Enhanced Community Quarantine (ECQ) hanggang sa kasalukuyang ipinapatupad na Modified General Community Quarantine (MGCQ).

Dagdag ni Hontiveros, nais din nilang tulungan ang mga apektadong tricycle drivers. Nakakapaghanapbuhay na ang mga ito dahil sila ang naghahatid ng mga nabiling produkto ng mga konsumante mula sa tindahan.

DOST deploys specimen collection booths to Caraga hospitals

SURIGAO CITY, Surigao del Norte, June 10 (PIA) -- To help accelerate coronavirus disease 2019 (COVID-19) testing in the region, five contactless specimen collection booths (SCBs) were deployed by the Department of Science and Technology (DOST) - Caraga to the Department of Health (DOH)-operated hospitals.

Two were installed at the Caraga Regional Hospital in Surigao City, while the two others at the Adela Serra Ty Memorial Medical Center in Tandag, Surigao del Sur; and one at the DOH - Center for Health and Development (CHD) Caraga.

The said telephone booth-style swab collection facility has a transparent front window and window-mounted nitrile gloves, good ventilation and caster wheels for easier mobility.

For extra protection of health workers, it also has an air circulation system and infrared temperature sensors that remotely monitors the temperature of the patients.

"The purpose is to ensure the safety and provide a level of protection among the sample collectors or the medical professionals because they are at high risk during the swabbing,” said Engr. Noel Ajoc, chief of the Technical Support Services Division of DOST-Caraga.

The SCBs are jointly funded by the DOST - Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) and DOST - Philippine Council for Health Research and Development (PCHRD), and fabricated by the DOST-PCIEERD’s Startup Grant Awardee Futuristic Aviation and Maritime Enterprise, Inc. (FAME).

The SCB design is available to fabricators at engineering groups through DOST offices and the DOST-PCIEERD website (www.pcieerd.dost.gov.ph).

DOST-Caraga is planning to add another four SCBs for use in the region.

Meanwhile, the DOST-Caraga will also be distributing reference thermal scanners to local government units to be utilized in calibrating other existing thermal scanners.

“So what we will do is to distribute to them the calibrated thermal scanners for them to compare the readings with non-calibrated or existing ones so they can correct or adjust to ensure accuracy,” said Engr. Ajoc. (VLG/PIA-Surigao del Norte)

Samantala, karagdagang proyekto rin ng DOST-Caraga ang pamimigay ng reference thermal scanners sa mga local government units kung saan magagamit ito sa pag calibrate ng kanilang existing thermal scanners.

POPCOM,partners issue anew protocols before marriage

BUENAVISTA, Agusan del Norte, June 11 -- The Commission on Population and Development (POPCOM) and its partner agencies in the Pre-Marriage Orientation and Counseling (PMOC) Program eye uninterrupted provision of information and services to fully equip the Filipino couples with appropriate knowledge and skills for successful and harmonious married life amidst trials, particularly during COVID-19 pandemic.

This was learned in the virtual conference of the Regional Population Executive Board (RPEB ) on May 28 as hosted by POPCOM-Caraga, and echoed in the virtual media briefing with the Philippine Information Agency on June 1.

Alexander A. Makinano, POPCOM-Caraga Regional Director, highlighted the importance of assisting the Filipino couples to become more responsible in their decisions and choices especially in matters involving the health and safety of their family especially during the national health emergency.

PMOC has been designed by POPCOM with the Department of Health, Department of Social Welfare and Development, Department of Interior and Local Government, and Philippine Statistics Authority as a crucial first step prior to getting married, according to RD Makinano. He continued that the program has been implemented to  guide the couples that the decision to get married must be well thought out, and must be made only after careful consideration, thorough understanding, and ample preparation.

In the ordinary times, all marriage license applicants are required to attend the Pre-Marriage Orientation to be conducted by a team of facilitators at least four hours. However, applicant couples at least one member of which is 18-25 years old, must also attend the Pre-Marriage Counseling to be conducted by an accredited pre-marriage counselor.

Following the Joint Advisory 2020-01 issued by the said national government agencies, the existing protocols as well as sessions content and methodologies shall be provided to a maximum of four (4) couples while  strictly observing physical distancing of at least three feet or 1 meter apart. In the entire duration of the session, strict use of face mask or other protective equipment must be also followed.

With the help of the audio-video presentation (AVP), the facilitators should refrain physical interaction between and among the couples.

The PMOC Team of the city and municipal LGUs are required to conduct the PMO session at a minimum of two hours while the PMC session at a minimum of one and half hours and with both sessions conducted within the same calendar day complying all other public health standards, such as temperature check and other health examination, personal protection and hygiene, cleanliness of facilities, and safety use of equipment.

The team is given an option to conduct non-interactive session where couples are participating outside of the PMOC session hall and in their respective homes. The standard 15 couples for the PMO and 6 couples for the PMC can be accommodated under this mode.

As provided for under the interim guidelines, the PMOC Certificates are considered valid for a period of one year from its issuance. In the event that the issued marriage license to a would-be couple expires without being utilized due to the difficulty  brought by the public health emergency prompting the couple to re-apply for the same, the previously issued PMOC certificates may still be used by the would-be couple without the need to attend to attend the PMOC sessions.

DAR’s ARBold Move project rolls out in Agusan Norte province

BUTUAN CITY, June 11 -- In response to the coronavirus disease 2019 (COVID-19) pandemic, the Department of Agrarian Reform (DAR) of Agusan del Norte rolled out its contingency plan tagged as “The PASSOver: ARBold Move for Deliverance of ARBs from the COVID-19 Pandemic" (ARBold Move) to lessen the Agrarian Reform Beneficiaries (ARBs) hardship in this time of devastating crisis.

DAR Provincial Agrarian Reform Program Officer for Agusan del Norte, Andre B. Atega, CESO V, said the project is the agency’s response in accordance with the provision of  Republic Act 11469 of the Bayanihan to Heal as One Act.

Atega noted that the agency’s contingency plan aimed to support its Agrarian Reform Beneficiaries (ARBs) who considered as front liners in food security.

DAR’s officer-in-charge Chief Agrarian Reform Program Officer of the Program Beneficiaries Development Division (PBDD), Ellen J. Torralba, said the province allotted P3,297,398.00 million to cover four main components.

The four main components includes Support to ARBOs as frontlines in the Food Supply Chain during pandemic, Farm Productivity Assistance to ARBs the includes seedlings and farm inputs, Livelihood Support for Women during the pandemic and Package of Supplemental Food and personal hygiene products, Torralba said.

The DAR’s provincial and municipal task force of this province conducted series of distribution of relief good on May 29, June 3 and 4, 2020.

A total of 2,307 ARBs received relief goods worth 500 pesos each and distributed to the beneficiaries from different areas in the province.

It contained four kilos of rice, three canned goods, four noodles and other household needs such as two bath soaps, 20 pieces of vitamin C, and three face masks.

During the distribution, agrarian-farmers expressed gratitude to DAR’s respond in order to mitigate the farmers who already feel more painfully during the time of recession.

On the other hand, Torralba emphasized that the second and third components are farm productivity and livelihood support slated for distribution in second week of June to different agrarian reform communities in the province.

Data from project proposal stipulated that some 683 agrarian reform beneficiaries are to be provided farm productivity assistance worth 2,165 pesos each to ensure that their agricultural production and livelihood will continue during this public health crisis,” Torralba added.

LUNGSOD NG TANDAG, Surigao del Sur, Hunyo 11 (PIA) -- Sa gitna ng pakikipaglaban sa krisis dulot ng coronavirus disease 2019 o COVID 19, matagumpay na inilunsad ng Department of Education (DepEd) Surigao del Sur Division na pinamumunuan ni Superintendent Josita Carmen at Tandag City Division na pinamumunoan ni Superintendent Imelda Sabornido ang pagsisimula kamakailan ng Joint Brigada Eskwela at Oplan Balik Eskwela sa probinsya ng Surigao del Sur sa magkahiwalay na okasyon.

Binansagan na “Bayanihan sa Paaralan,” ang ginawang programa ng DepEd-Surigao del Sur Division ay nasaksihan online sa pamamagitan ng live streaming via DepEd Tayo-Surigao Division Facebook account.

Samantala ang Tandag City Division naman ay idinaos sa Tandag Central Elementary School Covered Court sa Tandag. Bilang pagsunod sa itinakdang minimum standard ng Department of Health, ang ibang internal at external stakeholder-partners ay nakilahok sa pamamagitan ng virtual na partisipasyon via internet kung saan ipinaabot ang kanilang mensahe ng pagsuporta sa mga programa nang DepEd.

Division Superintendent Jasmin Lacuna, umabot na sa 18,355 ang mga nagpa-enrol sa Surigao del Sur Division noong Hunyo 3; 10,893 – sa publikong elementarya; 389 – sa pampublikong sekondarya; 535 – sa pribadong elementarya; 389 – sa pribadong sekondarya; at 300 - naman ang Alternative Learning School (ALS).

Cases in Caraga spike to 32; RTF vs COVID-19 requests for GCQ implementation in Caraga

BUTUAN CITY, June 15 (PIA) -- Amid the easement of community quarantine protocols in Caraga region, cases of the coronavirus disease 2019 (COVID-19) have now reached to 32, per the Department of Health DOH) Caraga’s latest update.

Majority of the newly tallied cases are imported cases, wherein patients are those who recently returned to the region such as Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs).

At present, there are now 14 confirmed cases in the province of Agusan del Norte; 11 in Butuan City; two in the province of Agusan del Sur and in Surigao City; and one case in Bayugan City, Cabadbaran City, and the province of Surigao del Norte.

Three of the confirmed cases are currently admitted while 22 of these are on strict facility quarantine. Meanwhile, seven have recovered and have been discharged.

This prompted the Caraga Regional Task Force – One Caraga Shield (RTF-COCS) to issue Resolutions Nos. 40 and 41, Series of 2020 to the National Task Force against COVID-19, requesting the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) to ensure stringent testing and tightened screening process for the LSIs and ROFs before permitting them to return to their respective regions.

The task force also stated in Resolution No. 41 their favourable endorsement of placing the entire Caraga region under General Community Quarantine (GCQ) and the moratorium of all modes of transportation for the said individuals.

The city government of Butuan also proposed for the placement of 33 of its barangays under Modified Enhanced Community Quarantine (MECQ) for the purpose of containing the spread of the disease and ultimately halting its transmission.

DOH Caraga regional director Dr. Jose Llacuna, Jr., bared that coordination has been continuous among authorities. He commended local government units (LGUs) for their swift response in accommodating the arrival of the returning Caraganons.

Dr. Llacuna, Jr. also reiterated that the construction of COVID-19 testing laboratories in the region is now almost complete. In Butuan Medical Center (BMC), infrastructure is halfway done, with accreditation such as laboratory staff training still on-going. In Adela Serra Ty Memorial Medical Center, construction of the laboratory's infrastructure is scheduled to begin. The D.O. Plaza Memorial Medical Center has also applied for the establishment of the said laboratory.
The laboratory in BMC is expected to become operational at the end of the month.

Since the beginning of the pandemic, Caraga has had 33 probable cases, wherein four are currently admitted and four turned negative in the confirmatory test, and 154 cumulative cases, wherein 14 are currently admitted, eight turned negative in the confirmatory test, and samples of six cases are yet to be collected. DOTr-Caraga reminds public to renew their driver’s license

BUTUAN CITY, June 15 (PIA) -- The Department of Transportation (DOTr)-Caraga has reminded the Caraganons to renew their expired license as they are strictly monitoring drivers and motorists.

According to acting regional director Engr. Nordy Plaza, all the registrations and licenses which have expired and due for renewal were given until 60 days as grace period due to the coronavirus disease 2019 (COVID-19) pandemic.

The official added that in the entire country, Caraga region is among the 24 pilot sites for the establishment of the Land Transportation Office (LTO) Management System, a new system which is aimed to improve the process in appliying for a new driver’s license.

Urbano Maglines, Jr., operations chief of LTO-Caraga said, heightened law enforcement and monitoring on the national highways are still observed under the Modified General Community Quarantine (MGCQ) especially that more vehicles are already moving in the thoroughfares.  

Maglines further bared that apart from ensuring road safety, the said agency made sure that public health is protected and prioritized.

Meanwhile, the City of Cabadbaran in the province of Agusan del Norte has acquired more than one million revenue collections within five days since the district resumed its operations, which include registrations, licensing and law enforcement. (NCL/JPG/PIA-Caraga)

DepEd-Caraga bares initiatives in preparation for opening of classes

BUTUAN CITY, June 15 (PIA) -- The Department of Education (DepEd) Caraga has geared up for the upcoming opening of classes amid the coronavirus disease 2019 (COVID-19) pandemic.

According to DepEd Caraga assistant regional director Arsenio Cornites, Jr., the region has established a Learning Continuity Plan (LCP), which would ensure the continued schooling of students while the country deals with the pandemic.

It serves as guide for the teachers, parents and learners in light of the modifications in certain policies and practices and new learning delivery modalities being introduced.

Part of the LCP is filling out the learners enrollment survey form, which is used to assess the situation of the learners and their parents, and their capability of acquiring the needed gadget and internet connection for the online class.

Cornites also admitted that this would be very challenging but manageable.

“In this home schooling, parents participation is really important. We will be sending them the modules for their children to use. We are also considering the means of delivering these modules to the concerned households and how we could get it on time,” said Cornites.

Agusan del Norte Schools Division Superintendent Romeo Aprovechar also emphasized that the lack of the needed gadgets will never be a hindrance for students to continue learning, as the government is already working on appropriate interventions which include the orientation to parents on the different modes of teaching that are applicable even during this time of the pandemic.

“We can go on with our education even without gadgets. This is through the use of modules to be given to the students. The teacher may distribute these to their respective homes or place that in a barangay where parents can accessibly get the modules every week. There are tasks given to the pupils,” Aprovechar cited.

Aprovechar added that the local government units of said province have been very supportive and are addressing the needs of the schools in their respective areas. Other stakeholders are also reaching out to provide assistance.

Meanwhile, one of the elementary schools in Butuan City has recorded more than 900 pupils already enrolled within five days or 19 percent from the total number of expected enrollees.

School principal Dr. Jonas Jomonong bared that they have coordinated with the service barangays to help the DepEd in providing the needed gadgets and internet connections for the said school that will be used during the enrollment period and during the regular online classes.

Agrarian org receives farm equipment to fight recession

BUTUAN CITY, June 15 -- Some 105 farmer-members of Avancena Beneficiaries Farmers Multi Purpose Cooperative (ABFMPC) received a farm tractor worth P1.2-million from the Department of Agrarian Reform (DAR) of Agusan del Norte  through the agency’s Climate Resilient Farm Productivity Support Project (CRFPSP).

Provincial Agrarian Reform Program Officer II Andre Atega, CESO V, said that the equipment improves the farmers’ agricultural productivity that will significantly raise the farmers’ level of income.

ABFMPC Chair Sergio Baguhin said that the equipment is a need of the farmers to shift the move to be more resilient in manuevering against climate change risk.

“The turned over of the farm tractor happened timely when we need  it most because the farmers already feel more painfully during this time of Covid-19 pandemic,” Baguihin said.

Baguhin said that through the closed coordination with the DAR officials and staff on their appeal about the coop’s absence of farm equipment is now in reality.

Vice Chair Constancio Dalanon of ABFMPC in an interview said that the equipment will benefit not only the farmer-members but also non-farmer-members living outside the agrarian reform community.

Both officers expressed gratitude to the agency’s effort for the release of the equipment during this time of devastating corona virus where the farmers suffered terrible recession.

“The equipment is expected to enhance the members’ capacity during land preparation of palay and vegetables, transport and marketing of goods, generate employment, and improve the farmers’ economic condition,” Dalanon said.

The CRFPSP involved a package of capacity building for adaptation and mitigation practices and the provision of farm equipment and machinery aimed at building resiliency at the ARC levels.

DA launches hybrid rice tech demo in Butuan villages

BUTUAN CITY, June 15 -- The Department of Agriculture (DA) continuously intensifies its campaign for the adoption of hybrid rice technology among local farmers.

In 2018, hybrid utilization is at 11.99% and posted an increase of 17.11% in 2019 based on the DA-Rice Program rice performance report.

To further convince farmers to adopt hybrid rice practices and technologies that would help improve farm productivity the DA – Caraga will be hosting the 11th National Rice Technology Forum (NRTF) in collaboration with Rice Productivity Advocacy Incorporated (Rice Board) in partnership with the Local Government Unit of Butuan.

For this year, a technology demonstration will be established in the three Barangays in Butuan City namely Lemon, Basag, and Ampayon with a total area of 100 hectares.

Around 40 participating farmer cooperators, the demo farms will be established in collaboration with the agri-companies namely SL Agritech Corporation, SeedWorks, Bioseed, Ramgo, Bayer, Pioneer, Syngenta, Advanta, and LongPing, alongside the DA-Philippine Rice Research Institute (DA-PhilRice) and Phil-Sino Center for Agricultural Technology (PhilSCAT).


DA-Caraga Regional Executive Director Abel James I. Monteagudo said that NRTF is part of the strategy of the Department to intensify the efforts in increasing the yield and productivity of farmers and ensuring food sufficiency, availability, accessibility, and affordability.

"Food is a vital commodity especially now as we are overcoming the threats of the COVID-19 pandemic. It is our mission to bring to the farmers the latest technology in rice production, this can be achieved by our collaboration and partnership with the rice industry stakeholders," Director Monteagudo said.

In an interview with Renante D. Polistico, Farmer Cooperator from Brgy. Basag, Butuan City, he accepted the project for him to acquire the latest technologies on rice production.

"In my 14 years of rice farming this will be my first time to grow hybrid rice, I am excited to learn and looking forward to increasing my production for this wet cropping season. I am grateful to the DA for this opportunity," Polistico said.

Currently, the farmer cooperators are now on its land preparation in their respective areas, preparing the rice field for planting. They will be provided with the seeds, input requirements, crop protection as well as technical assistance following the package of technology recommended for a particular hybrid rice variety by the agri-companies and rice institutions.

Different planting methods will also be demonstrated and rice mechanization will be integrated.

Through the technology demonstrations, farmers will have the opportunity to choose which among the best practices and technologies introduced are applicable to their farm conditions. Planting benefits: Nutrition and immediate food source

BUTUAN CITY, June 15 -- With the strict order of staying at home, many Filipinos relied on relief goods for daily food. But dishes from these relief goods can be made healthier through the availability of vegetables around the house.

As access to food may be limited during pandemic, malnutrition becomes more prevalent; doubling the burden in already undernourished conditions in rural and urban areas. The State of the World’s Children: Children, Food, and Nutrition report of the United Nations Children’s Fund showed that “one in three 12-23-month-old Filipino children suffer from anemia while one in three children are irreversibly stunted by the age of 2. One in 10 adolescents are also obese from wrong eating habits.”

Moreover, data from the 2015 Updating of the Nutritional Status of Filipino Children and Other Population Groups of the Food and Nutrition Research Institute showed that overweight and obesity were the prevailing problems for adults over 20 years old in Central Luzon.

The 2015 Food Security Status, on the other hand, showed that only 3 out of 10 Filipino households are food secure. This meant that almost two-thirds of the households are still struggling from not having enough food for their families.

“This calls for the need to urge consumers to eat healthy and teach them ways how to have a stable food source at home,” said Jesusa Rivera, an expert from the Agronomy, Soils, and Plant Pathology Division of the Department of Agriculture-Philippine Rice Research Institute (DA-PhilRice).

According to Rivera, consumers do not have to wait too long to have a sustainable source of food from vegetable farming as green leafy vegetables like pechay, mustasa, kangkong, saluyot, and alugbati can already be harvested within 25-35 days after planting. Other vegetables like eggplants, tomatoes, and chilis usually take 45 days to 3 months to be harvested. 

Willy Hidalgo, 53, from Talavera Nueva Ecija said that vegetable farming, which he integrated with rice growing, eases his life.
“I harvested squash, chili, and pechay in a parcel in my 4-ha field, and it really made a huge difference. I can be assured that my family will always have something nutritious to eat, and I am confident because I grew them myself,” the 53-year-old farmer said.

Hidalgo said that planting vegetables is a good way to secure a stable source of safe and nutritious food at home, especially now that everyone is advised to stay at home as much as possible and practice social distancing.

“With vegetables in our yard, we don’t have to go outside our homes to buy food and risk ourselves catching viruses and infecting other members in our household,” he said.

Integrating vegetable farming with rice growing is promoted in one of PhilRice projects, Palayamananan Plus (PalayPlus), a rice-based production system program that started in 2014. Guided by its goal of sustainably increasing farmers’ income and tightening food and nutrition security, this program exemplifies the “BE RICH” principle, which stands for better resource allocation; enhanced biodiversity and ecological balance; reduced production risks; increased cropping intensity, productivity, and sustainability; continuous supply of nutritious food; and higher and more stable income.

Palayamanan concept also encourages farmers to diversify food and income sources, intensify farm productivity, and integrate other components aside from rice like livestock raising and vegetable planting. DA-Caraga intensifies effort to promote food sufficiency

BUTUAN CITY, June 15 -- As the country shifts to the so-called ‘new normal’ way of living, the Department of Agriculture (DA) - Caraga continues to strategize its interventions and advocacies to promote food production.

With this, the DA-Caraga headed by regional executive director Abel James I. Monteagudo provided various interventions to people who are interested to have their own food production initiatives at home.

The DA Caraga’s ‘Project Maisan sa Nataran’ (PRO-MAIS) was launched on Thursday led by supervising agriculturist Melody Guimary in order to promote backyard corn production as a means of ensuring food availability in households.

Individuals who want to plant corn and have at least 100 sq. m available area were given ¼ kilogram of corn seeds. To further encourage them, walk-in clienteles were also treated to a free-tasting of cooked corn and rice-corn blend.

Also, through the High Value Crops Development Program, DA-Caraga has distributed another batch of vegetable seedlings and vegetable seeds to those who want to have their own backyard vegetable garden.

To complement these food production initiatives is the Organic Agriculture Program wherein they handed out organic concoctions that the people can use and apply for their vegetables to ensure these would be safe for them and their family members to consume.

Further, the first 15 lucky individuals who took part in the activities received two heads of native chickens from the Livestock Program for them to raise and start their own chicken production. Vitamins for the chickens and stylo seeds were also given to them.

Monteagudo emphasized in his message that everyone needs to be self-sufficient with food especially in own household. He thanked the people who joined the activity and showed their interest in doing their part of attaining food sufficiency.

With these initiatives, which is in support to the Ahon Lahat Pagkaing Sapat (ALPAS COVID19) or also known as the Plant Plant Plant Program, the Department aims to ensure food availability and security for every Filipino even as the country continues to fight against the COVID-19 health crisis. U.S. gov’t announces new Mindanao-focused COVID-19 assistance

BUTUAN CITY, June 15 -- The United States (U.S.) Embassy in the Philippines announced that the U.S. government is providing an additional P201 million ($4 million) to help support vulnerable populations in Mindanao in the fight against coronavirus disease 2019 (COVID-19), bringing the total amount of U.S. pandemic assistance to the Philippines to over P978 million ($19.5 million). 

On June 2, U.S. Ambassador Sung Kim met virtually with Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) officials, led by Chief Minister Ahod ‘Al Haj Murad’ Ebrahim, who also chairs the BARMM Inter-Agency Task Force on COVID-19, and reiterated the U.S. commitment to partnering with the Philippines to address COVID-19 in the region. 

The meeting provided an opportunity for BARMM leadership to discuss challenges and present its COVID-19 contingency plan, while Ambassador Kim and U.S. Agency for International Development (USAID) Mission Director Lawrence Hardy provided updates on U.S. COVID-19 assistance.

“In these trying times, I am inspired by the resilience and courage of the Filipino people. The United States and the Philippines have met and overcome many challenges together, and I am confident that by working together we will overcome this challenge as well,” said Ambassador Kim. 

With the additional $4 million in humanitarian assistance, USAID will protect vulnerable populations such as those displaced by conflict and the recent earthquakes in Mindanao, and from the ongoing COVID-19 pandemic. 

USAID and its partners will work with local governments, local health authorities, and communities so that vulnerable populations have access to the most accurate and up-to-date health messages. 

USAID partners will reach over 100,000 persons with distributions of essential hygiene supplies, handwashing stations, hygiene promotion to reduce transmission risk and help communities re-open. 

USAID will also continue to provide vital water supply in transitory sites in Lanao del Sur for families displaced by the Marawi Siege and in North Cotabato for earthquake-affected communities.

DA provides inputs for sustained soybeans production

BUTUAN CITY, June 15 -- To provide support to soybean farmers in Tago, Surigao del Sur and help them increase their production, the Department of Agriculture (DA) - Caraga turned over various interventions on June 9 to the Meme Agricultural Farmers Association (MAGFA).

The production support included 2,000 kilos of soybean seeds, one unit of grain master/thresher, one unit sorter, and two rolls of UV plastic sheets which will be used for the drying pavement facility.

The MAGFA is an association of farmers engaged in soybean farming. They were organized in 2017 and now has a total of 100 hectares planted with soybeans intercropped with corn.

DA-Caraga prepares for 11th national rice technology forum

BUTUAN CITY, June 15 -- The Department of Agriculture (DA) – Caraga, in collaboration with Rice Productivity Advocacy Incorporated (Rice Board) and local government unit (LGU) of Butuan, is now preparing for the 11th National Rice Technology Forum (NRTF).

The DA continuously intensifies its campaign for the adoption of hybrid rice technology among local farmers. This is to further convince farmers by showcasing the best farming technologies through the collective efforts by the national government, LGU's, farmers, and the private sector.

A technology demonstration will be established in the three barangays in Butuan City, namely Lemon, Basag, and Ampayon with a total area of 100 hectares.

With around 40 participating farmer cooperators, the demo farms will be established in collaboration with the agri-companies, namely SL Agritech Corporation, SeedWorks, Bioseed, Ramgo, Bayer, Pioneer, Syngenta, Advanta, LongPing, and PhilSCAT alongside the DA-Philippine Rice Research Institute (DA-PhilRice).

DA-Caraga Regional Executive Director Abel James I. Monteagudo said that NRTF is part of the strategy of the department to intensify the efforts in increasing the yield and productivity of farmers and ensuring food sufficiency, availability, accessibility, and affordability.

"Food is the vital commodity especially now as we are overcoming the threats of the COVID-19 pandemic. It is our mission to bring to the farmers the latest technology in rice production. This can be achieved through our partnership with the rice industry stakeholders," Monteagudo said.

In an interview with Renante D. Polistico, farmer cooperator from Brgy. Basag, Butuan City, he said he accepted the project for him to acquire the latest technologies on rice production.
"In my 14 years of rice farming this will be my first time to grow hybrid rice, I am excited to learn and I am looking forward to increasing production for this wet cropping season. I am grateful for the DA for this opportunity," Polistico said.

AgSur guv highlights Agusanons’ unity vs COVID-19

BUTUAN CITY, June 16 (PIA) - In time with the celebration of this year’s 122nd Philippine Independence Day, the provincial government of Agusan del Sur led by Governor Santiago Cane, Jr., highlighted how Agusanons unite, cope and survive the new normal amid the threat posed by the coronavirus disease 2019 (COVID-19) pandemic.

The governor cited that the said celebration is a manifestation of an exhilarating state of pride and optimism of Filipinos all over the world through the years of battles with the pressing challenges of time.

"Independence Day is a symbolism of unity. Our cultural ancestors who directed us to the freedom we are experiencing now did not perceive independence as a mere transfer of political powers. They perceived it as an instrument of rebuilding the country and amalgamating its parts to effect transformational change that promotes equality, connectivity and inclusivity," underscored Cane.


Governor Cane also said that the COVID-19 is the tyrant at this decade. “I shall say that we have not prepared for the emergence of this pandemic as we are really wrestling of these efforts. However, I truly believe that the best antidote to counteract the effects of this virus is unity. Unity means that people and the government should work hand in hand and must render cooperation. To put an end to this menace, there should be equality in all the projects implemented by the government particularly on health,” he added.

As the province continues to strictly implement the health protocols and preventive measures against the spread of COVID-19, Governor Cane emphasized the need of the people to cooperate in this effort of the government with the intent to keep them safe and secure against the spread of said virus.

“As we inject equality, people will also give their support by following all the health protocols and security measures. There should also be no gaps between the government and the people to promote connectivity. If we have connectivity, we will better address problems in the grassroots level and on top of these, everyone regardless of any background, must be given an opportunity to take part in every intervention and measures to increase growth and inclusivity,” bared Cane.

He further reiterated that the Philippine Independence Day 2020 is celebrating the nation’s heroic frontliners in the battle against the coronavirus disease pandemic amid simpler ceremonies following health and safety protocols of the community quarantine to stop the spread of COVID-19.

BBB program highlighted during PCOO’s 6th COVID-19 town hall meeting

BUTUAN CITY, June 16 (PIA) -- As one of the guest resource speakers during the 6th COVID-19 Virtual Town Hall Meeting hosted by the Presidential Communications Operations Office (PCOO), Anna Mae Lamentillo, chairperson of the Department of Public Work and Highways (DPWH's) Build Build Build Committee, presented how the Philippines would survive from this coronavirus disease 2019 (COVID-19) crisis.

She said that with the Build, Build, Build Program, the economist ranked the Philippines' financial strength as 6th among 66 emerging economies (as of April 2020).

According to Lamentillo, the Build Build Build program of the government is not only an infrastructure solution but a socio-economic solution. "The credit rating of BBB+ is the highest in our country's history," she said.

“As of March 2020, the Philippines has $89 billion reserves. This is the highest recorded so far. This can cover close to eight months of imports," she added.

The official also revealed that the priority measures to revive the economy during the COVID-19 crisis, include the following: Restart and accelerate the Build Build Build Program; Mass hiring of contract tracers to lower the peak of COVIDand provide jobs; Attract foreign investors to relocate from other countries; Stimulate consumer spending by reviving manufacturing of products that have a strong, inelastic demand; and Support the whole value chain of the products.

The BBB projects are being prioritized to benefit the economy and to generate more jobs. She said that they are making sure these projects are implemented as planned. "Our project operation is 24/7 not only hasten the completion but to provide more jobs," she underscored. (JPG/PIA-Caraga)

SurSur town opens municipal gym as new quarantine facility for LSIs, ROFs

BISLIG CITY, Surigao del Sur, June 16 -- The local government unit (LGU) of Hinatuan opens another quarantine facility for the Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) at its municipal gymnasium.

The LSIs and ROFs have been assisted back home since the LGU rolled out its Balik Hinatuan program.

Mayor Shem G. Garay said the opening of the 87-room new quarantine facility is necessary to ensure that all returning Hinatuanons will undergo the mandatory 14-day quarantine before they can go back to their homes. This is to ensure the welfare and safety of the residents.

Employee to entrepreneur: An MSME success story of ideal choice drygoods store

Making the leap from employee to entrepreneur is certainly a challenge, but for Ferdinand Simbajon, it is a challenge worth taking.

After completing his degree, Ferdinand started his career in the corporate world and worked in an advertising agency for five years in Metro Manila. Working in the city was fun, and he learned a lot while pursuing his goals and responsibilities in the four corners of his office. But then, when he went back to his native province in Surigao del Sur he lost interest in looking for another job and wished to own and manage a small business.

Ferdinand always believed in the power of prayers. He asked for an opportunity to have his own business and then worked hard for it. With the P3,500.00 capital, he started to buy and sell ready to wear products. From being an employee, he became an entrepreneur and hired two employees.

From clothes to shoes and accessories, he would always make sure that the items are in the latest fashion trend. Also, he would stock and display items depending on seasons and events. Ferdinand, together with his wife, would sometimes personally pick up all his merchandises from his suppliers from Metro Manila, Cagayan de Oro and Davao City.

Like any other businessmen, Ferdinand encountered financial problems and other difficult situations throughout the operation of his business for 14 years. Fortunately, he was able to survive through loans which were added to his capital for the operation and inventory of items. Attending knowledge-building seminars and programs also enhanced his capability to compete in the market. One of these programs is the Kapatid Mentor Me (KMME) program of the Department of Trade and Industry which gives lectures and trainings to entrepreneurs like him about financial management, marketing and market trends, operations management and entrepreneurship mindset, among others.

Withstanding the process of starting a new business and making it succesful through the years is the testament of the hardships Ferdinand experienced and the dedication he had to face all those.

Now, IDEAL CHOICE is one of the leading stores that people in the locality go to for clothing and fashion needs for all occasions, setting the trends other businesses follow.  Ferdinand was also able to establish another business, DONA’S APPAREL COLLECTION, named after her wife who is also his business parnter. It sells handbags and accessories as well, but most of the clothes are for more formal events like gowns and barongs.

DepEd Caraga, puspusan ang paghahanda para sa pasukan sa Agosto

LUNGSOD NG BUTUAN, Hunyo 16 (PIA) -- Kahit paman patuloy ang banta ng coronavirus disease 2019 (COVID-19), pusposan pa rin ang paghahanda ng Department of Education (DepEd) Caraga para sa darating na pagbubukas ng klase.

Base na rin sa guidelines at issuances ng DepEd central office, gumawa ng sariling version ng paghahanda ang rehiyon ng Caraga upang matugonan ang mga pangangailan ng mga mag-aaral sa panahon na may banta pa ang COVID-19.

Ayon kay DepEd assistant regional director Arsenio Cornites, Jr., may sariling edition ng learning continuity plan o LCP ang rehiyon upang maging gabay ng mga guro, magulang at kumonidad sa darating na pasukan. Maliban sa learners enrolment survey form kung saan malalaman ang kahandaan at kung anong kakulangan meron ang mga mag-aaral at mga magulang, ang DepEd ay handa rin tugonan ang mga ito. Pero kahit paman sa ginagawang paghahanda, aminado pa rin si ARD Cornites na may mga challenges paring dapat nilang harapin.

Pahayag din ni Agusan del Norte schools division superintendent (SDS) Romeo Aprovechar, hindi maging hadlang sa pagpapatuloy ng pag-aaral kung walang mga gadgets ang mga kabataan, gumagawa na sila ng mga interventions kagaya ng orientation sa mga magulang sa iba’t ibang pamamaraan upang matugonan ang mga kakulangang ito base na rin sa resulta ng ginawang learners enrolment survey.

Dagdag pa ni SDS Aprovechar, very supportive ang mga local chief executives sa lalawigan upang matugonan ang mga kakulangan at pangangailan para sa darating na pasukan. May mga stakeholders din na nagbigay ng kanilang suporta.

At sa bago pa lang na ginawang stakeholders forum ng DepEd Agusan del Norte, nagpahiwatig din ng suporta si Gobernador Dale B. Corvera. Ayon ni Gob. Corvera, handa ang probinsya na tulongan ang DepEd at mga mag-aaral sa kanilang mga pangagailan lalo na sa malalayong lugar kung saan walang internet connection. Magbibigay ang probinsya ng mga transistor radios upang magamit sa kanilang pag-aaral. Ngunit, ayon sa opisyal, hihintayin nila ang opisyal na request ng DepEd kung ano ang kakulangan na kailangang tugunan ng probinsya.

Samantala, sa limang araw din na ginawang online enrolment ng isang mababang paaralan sa lungsod ng Butuan, nakapagtala na sila na mahigit siyam na raan o mahigit 19 percent sa bilang ng mga enrolment.

Ayon kay Dr. Jonas Jomonong, ang principal ng nasabing paaralan, ang Butuan Central Elementary school, nakipag-ugnayan na rin ang paaralan sa kanilang mga service brangays upang matugonan ang kakulangan ng gadgets at internet connections para sa enrolment. Agrarian-Farmer prospers in pandemic as locals shop vegetables

CABADBARAN CITY, Agusan  del Norte, June 15 -- As people embraced the new normal way of life during and after lockdown brought about by the coronavirus disease 2019 (COVID-19) pandemic, profits followed by a certain vegetable farmer of Barangay Sanghan, this city.

Ruben Ragas, a small-scale vegetable producer, survives from the terrible recession. Even his community hardly believed the sales are higher than the normal season.

Employees, friends, and neighbors dropped by and noticed the bulk of vegetables that overflowing the passageway, which transformed his nipa-hut into buyer-friendly outlets.

With the help of his tech-savvy kids, social-media posted-pictures showing different kinds of vegetables.

“During the lockdown, and even days of new normal, our sales dramatically increased. With the tagged line of “pick and pay” posting vegetables over social media,” Ragas said.

Ragas Farm becomes the source of food directly from his farm and becomes a model that gained popularity attracting more visitors allowed to pick vegetables and even fruits at affordable price.

Ruben said that due to the pandemic, locked-down causes the streets emptied and the local market limits buyers for more than two months in fear from coronavirus risk.

He looked the recession as a challenge that seemed he nearly affected, but he tried to shape up the challenge and determined for helping people’s needs during the pandemic.

“Before, I thought that the pandemic could quietly affect my life, but I never lose hope, in time of crisis, there’s no reason to be failed. Today, I am proud being a farmer for everything made for the purpose,” Ragas said.

During the crisis, he smashed and could not express himself when he earned a total of P440,660 during the pandemic.

Ruben’s two-month record selling vegetable showed him earning P 283,605 gross income in April and 157,660 in May.

“It’s different the new-normal, I now collectively made thousand of pesos in two months period,” Ruben further said.

He explained when times like this selling instead of bringing off my produce to the market, my income is higher than from normal-time selling,” said Ragas.

In the scorching heat and surrounded by livestock such as goat, turkey, native chicken, Ruben worked relentlessly on his farm.

Using integrated farm practices, he now harvesting varieties of vegetables and fruits. He said that today’s best seller is the lemon that known for its vitamin C that could boost the immune system.

Today, as people back to normal ways, together with his family, he still believed the value of hard work and persistence that allows him to succeed and not the recession in fear of the virus.

Being an agrarian reform beneficiary, he is proud and values the land given by the Department of Agrarian Reform.

Caraga’s urban gardening practices sustainable agriculture

BUTUAN CITY, June 16 -- Urban gardening draws attention to many as the country continues to reel from the adverse effects of the novel coronavirus disease pandemic.

As communities and families were on quarantine a movement sprung in urban areas across the country as the Department of Agriculture (DA) leads in the promotion of the Plant, Plant Plant Program, or Agri 4P's.

Filipinos are now more engaged in growing their food in their own backyard. Youths are forming community movements that support green advocacy. Private and government institutions also support government efforts in the pursuit of food sufficiency and security.

In the Caraga region, to complement the urban gardening initiatives of the Department the Organic Agriculture Program look into the essential role of the fertilizer in the overall growth and yield of vegetable crops. With this, massive production of concoctions from fruit and plant extracts were produced.

"The growing interest of Caraganons in growing their own food inspires us to impart the benefits of organic agriculture practice by offering free concoctions. This is how the program continuously promotes sustainable agriculture," said Cindy Burdeos, DA-Caraga Regional Organic Agriculture Program Focal Person.

Concoctions are also referred to as natural fertilizers, it is eco-friendly sourced from natural materials such as plants, mineral, or animal sources.

"Natural fertilizers can enhance the growth and health of the plants. Through this intervention our urban gardeners can produce fresh and safe food for their families," Burdeos said.

The application of concoctions can also contribute to the healing of the soil by ending the chemically-induced depletion and strengthening the soil's potential as carbon-consuming sinks thus, promotes sustainable agriculture, she added.

Currently, the program is distributing the following concoctions: Fish Amino Acid (FAA), Fermented Fruit Juice (FFJ), Oriental Herbal Nutrient (OHN), Fermented Plant Juice (FPJ), and Indigenous Microorganism (IMO).

As the demand increases for the concoctions, the DA-Caraga through the Organic Agriculture Program offers free training with regards to the preparations of the said inputs. (DA 13-RAFIS/PIA Caraga) 

DA Caraga launches project 'maisan sa nataran'

BUTUAN CITY, June 16 -- As the country transitions to the so-called “new normal” way of living, the Department of Agriculture (DA) – Caraga continues to strategize its interventions and advocacies to promote and secure sustainable food production through the Plant Plant Plant Program.

With this, the DA-Caraga, distributed recently various interventions to walk-in clients who want to have their own food production at home.  Over 200 walk-in individuals received various vegetable seedlings and seeds for them to plant in their backyards to serve as their own food source.

In addition to vegetables, the DA-Caraga is also promoting backyard corn production and launched the Project Maisan sa Nataran or Pro-Mais as the latest addition to the integrated and diversified food production in the home. 

Corn is also a staple food in the country and has numerous health benefits that include controlling diabetes, prevention of heart ailment, and lowers hypertension. Through the project, individuals who were willing to plant corn and have an available area of at least 100 sq.m were given ¼ kilo corn seeds. To further encourage the people to patronize corn, free-tasting of rice-corn blend or cooked rice mixed with corn was also conducted. To complement this food production initiative, the Organic Agriculture (OA)Program also handed out organic concoctions that the people can use and apply on their vegetables to ensure these would be safe for them and their families to consume. The concoctions were made by the DA – OA staff and some of the organic agriculture practitioners in the region who still had spare available concoctions also shared.

Further, the first 15 individuals who came to take part in today’s activity received two heads of native chicken from the Livestock Program for them to raise and start their own chicken production. Vitamins for chicken and stylo seeds, a kind of forage legume for small and large ruminants were also given out as support to the local livestock raisers. Dir. Monteagudo thanked the people who came and showed their interest in doing their part in attaining food sufficiency. “We really need to be self-sufficient in our food even just in our own households especially now that there is a health crisis so it is important that we start growing our own food,” he said.

Monteagudo further said that the distribution of the interventions was conducted today as the Department’s way also of celebrating Independence Day.

On the other hand, government employee Gemalyn Limbaga said that she really appreciated this initiative of the Department.

“I am thankful for this program because it is a big help to the people especially now that many are having financial difficulties. With these planting materials, we are assured of having available food for our families and also get to share with others,” she said.
