DOH reminds workers to observe preventive measures vs COVID-19

BUTUAN CITY, June 17 (PIA) -- As employees from the public and private sectors adapt the new normal amid the coronavirus disease 2019 (COVID-19), the Department of Health (DOH) Caraga also reminded them to always observe and practice the health protocols and preventive measures while doing their respective jobs in the workplaces.

Dr. Beverly Lorraine Ho of DOH emphasized during the recently held 6th COVID-19 Virtual Town Hall Meeting hosted by the Presidential Communications Operations Office (PCOO) headed by Secretary Martin Andanar that workers should see to it that they are protected and prevented from being carrier of said virus.

“As people practice the health protocols and preventive measures in this new normal at their respective workplaces and other venues, they should also see to it that they do the same precaution when they go home so their family members would also be protected,” said Ho.

Dr. Ho stressed that with the new normal, workers should maintain proper hygiene, wearing of face masks/face shields and enforce social distancing. Workplaces should also regular be disinfect with readily available sanitizers and other handwashing materials.

“Returning employees and workers physically reporting to their place of employment shall be screened and assessed for signs and symptoms of COVID-19. These signs and symptoms include sore throat, body pains, headache, fever, or flu-like symptoms (cough, cold and fatigue),” cited Ho.

Meanwhile, she also reiterated that to prevent one from experiencing anxiety attack, regular meditation and breathing exercises for a minute daily are helpful especially for workers who are exposed in the field.

As to the safety of students during the opening of classes, Dr. Ho said that for now they are working closely with the Department of Education (DepEd) to make sure that standards are in place. She said they are preparing to ensure that the protocols/guidelines for the safety of the students will be properly enforced. (JPG/PIA-Caraga)

Unity, cooperation help combat COVID-19, insurgency in Caraga - Gov. Corvera

BUTUAN CITY, June 17 (PIA) -- In this trying times, where health crisis brought about by the coronavirus disease 2019 (COVID-19) is affecting the Caraganons, Governor Dale B. Corvera of the province of Agusan del Norte is positive that unity and cooperation are important factors to overcome the health and insurgency problems in the region.

During the virtual meeting of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) held on Tuesday presided by Cabinet Secretary Karlo Alexis Nograles, chairperson of the Caraga RTF-ELCAC, Governor Corvera has expressed his appreciation to other local chief executives and officers for their presence.

"It is just a proof of the utmost commitment and support to a united effort to end local communists armed conflict in the region," said Gov. Corvera, who is also the chairperson of the Regional Development Council and One Caraga Shield Task Force COVID-19.

“Despite the limitations and challenges we are facing due to the current health crisis, we are able to adopt alternative platforms to meet, because apart from the COVID-19, we have other equally pressing concerns – that is peace and security situation of our region,” he added.

Governor Corvera also lauded the local chief executives (LCEs) of the region for being committed and productive amidst the challenges to ensure that their tasks as LCEs are still effectively carried out for the welfare of their constituents.

“Despite the serious socio-economic impacts brought about by the health crisis, still, the LCEs continue to strive for Caraga region’s goals. The collaboration between the government, private sector and the civil society is indeed invaluable,” he said.

Corvera also encouraged everyone present to remain steadfast in their commitment, not timid in their actions, and be bold in aspirations because every Caraganon deserves a life free from violence and any form of insecurity.

“I believe that amidst this pandemic, we should not put on hold our efforts towards ending local armed conflict in the region, as this lingering issue adds unnecessary burden to our already health-threatened constituents,” Gov. Corvera said.

He is also hoping that in the next two years, the environment and community for the Caraganons will not only safe from the virus, but at the same time also safe from the violence of insurgents.  

During the meeting, Corvera informed the group that in the recent 101st Caraga RDC Full Council meeting held on March 11, 2020, the council has endorsed an estimated proposed budget allocation of P35.75 Billion for FY 2021, which is intended for priority programs, projects, and activities in geographically isolated, disadvantaged, and conflict-affected areas in the region.

The said meeting was participated by the different local chief executives and head of offices and representatives from the government and private offices of the region. (NCLM/PIA Agusan del Norte)

22 former rebels in Agusan del Norte receive financial aid

BUTUAN CITY, June 18 -- At least 22 former rebels (FRs), who surrendered in Agusan del Norte, received a total of P2.8 million cash assistance under the Enhanced Comprehensive Local Integration Program (ECLIP) and firearm remuneration.

According to Provincial Director Ellen Vee Chua of the Department of the Interior and Local Government (DILG) Agusan del Norte, each FR received P86,000 comprising government's livelihood, immediate and reintegration assistance that can be used to start a new and peaceful life with their families far from chaos and abuses.

In an interview with one of the former rebels, Alyas Karla, who was recruited when she was still 14 years old, said the terrorists took advantage of her innocence by giving her false hope that they will help her finish her studies. She expressed thanks to the government for the new life she has now.

Alias Boyka, one of the FRs, also cited that living a peaceful life with his family is the main reason why he left the Communist New People's Army Terrorist (CNT) group.

Meanwhile, 10 FRs received firearms remuneration during the activity. Director Chua said the cash incentives that they received depend on the type of firearms surrendered.

Among the firearms they have surrendered included two .45 caliber pistols, two M16 rifles and three carbine rifles. The firearms the former rebels also surrendered to the 29th Infantry Battalion included one M14 rifle, one .38 caliber pistol, one AK-47 rifle, one carbine rifle, and one shotgun.

Agusan del Norte Governor Dale B. Corvera, Agusan del Norte Representative Ma. Angelica Rosedell M.  Amante-Matba,  DILG Caraga Regional Director Lilibeth Famacion, BGen. Maurito Licudine, and PCol. Ramir Perlito Perlas led the distribution of the assistance and witnessed by the Provincial Peace and Order Council members held in Butuan City.

Also, during the meeting, Rep. Matba expressed her full support for the passage of the anti-terrorism bill.

“Let’s support the Anti-Terrorism Bill to completely end terrorism and wipe out the CNTs and its supporters," she said.

Caraga RTF-ELCAC intensifies efforts vs insurgency amid pandemic

BUTUAN CITY, June 18 (PIA) -- The Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) continues the fight against insurgency amid the limitations posed by the coronavirus disease 2019 (COVID-19) pandemic.

During its 5th (Second Quarter 2020) Meeting last June 16 presided by Cabinet Officer for Regional Development and Security (CORDS) for Caraga region, Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) Co-Chairperson, and the task force chairperson Cabinet Secretary Karlo Alexis Nograles, member agencies reiterated their counterinsurgency initiatives during the health crisis.

On the issue concerning the closure of the remaining Tribal Filipino Program of Surigao del Sur (TRIFPSS) and Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) schools in the region, Department of Education (DepEd) Caraga regional director Francis Cesar Bringas bared that the department has already issued final notices of closure to the said schools, which are allegedly used as training grounds of the communist-terrorist groups (CTGs) in Caraga.

Director Bringas also apprised the body that the construction of makeshift classrooms for the affected Indigenous People (IP) students in Diatagon, Lianga, Surigao del Sur and in Mahaba, Marihatag, Surigao del Sur are already in progress, which were made possible through the funding from the concerned local government units (LGUs) and assistance from the Engineering Brigade of the Philippine Army.

The heads of the regional offices of the DILG, NEDA, PNP, DepEd, DOH, and the Commanding Officer of the 4th ID provide updates concerning developments in the region.
Regional Task Force for COVID-19 One Caraga Shield (RTF-COCS) Chairperson and Agusan del Norte Provincial Governor Dale B. Corvera also presented the accomplishments and milestones of the RTF-COCS, highlighting the region’s proactive efforts in developing harmonized policies and guidelines relative to the implementation of enhanced and general community quarantines (E/GCQ) by LGUs in the region such as setting-up of regional border controls to shield the region from its high-risk neighbors; establishing proposed local COVID-19 laboratory testing centers; on-time and full implementation of the Social Amelioration Program (SAP) in the region; and formulating the Caraga Regional Recovery Program (RRP), among others.

The task force was also able to cover key issues and concerns such as the pending request to be recognized by the IATF-MEID and NTF COVID-19 as the regional policy-making and coordinating body concerning COVID-19 in Caraga Region; the pending accreditation of the proposed COVID-19 laboratory testing centers; and the request to include the region on in the second tranche of the SAP distribution.

In addition, DOH Caraga, Police Regional Office 13 (PRO 13), and the 4th Infantry Division, Philippine Army (4ID, PA) provided updates on the health, peace and security, and insurgency situation in the region. 

Relative to the region’s fight against insurgency, the body also passed the Caraga RTF-ELCAC Resolution No. 12-A, S. 2020, entitled “Supporting the Passage of the Anti-Terrorism Act of 2020.”

The Inter-Regional Task Force of Joint Regional Task Force (JRTF)-ELCAC 9, 10, 11, 12, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is scheduled to convene on June 25 via teleconference to discuss on the current security updates and efforts in Mindanao. Tricycle drivers, farmers receive aid anew from AgSur town

BUTUAN CITY, June 18 (PIA) -- While the local government unit (LGU) ensures protection of the local residents against the spread of the coronavirus disease 2019 (COVID-19), it also provides relief assistance to the affected sectors in the municipality of Trento, Agusan del Sur.  

Despite lowering to a Modified General Community Quarantine (MGCQ) as the quarantine classification for Caraga region including Trento, Agusan del Sur until the end of June, the transport sector’s livelihood is still affected due to the limited operation of the public utility vehicles (PUVs).

To address this concern, the local government unit of Trento has once again reached out to the affected sector and distributed rice subsidy to more than 900 tricycle drivers during the second wave distribution this month of June.

The distribution of rice assistance was based on the records from the Municipal Business Permit and Licensing Office and only those with updated permits were given the said assistance.

Meanwhile, apart from the tricycle driver beneficiaries, more than 600 farmers who are into poultry farming have also received five pullets or cockerels from the LGU.

Through the aid extended by the Municipal Agriculture Office of Trento, Agusan del Sur, the Provincial Veterinary Office led the distribution of “Basilan” and “Dekalb” type of pullets and cockerels to the farmers registered from different associations as Crisis Intervention Program to support them during this COVID-19 pandemic.

Mga tricycle drivers at magsasaka tumanggap ng ayudang bigas at sisiw

LUNGSOD NG BUTUAN, Hunyo 18 (PIA) - Sa kabila ng banta ng coronavirus disease 2019 (COVID-19) sa bansa, hindi pa rin tumitigil ang lokal na pamahalaan sa pagbigay ng ayuda sa mga apektadong sektor sa bayan ng Trento, Agusan del Sur.

Ibinaba man sa Modified General Community Quarantine (MGCQ) ang quarantine classification ng naturang bayan, hirap pa rin sa pamamasada ang tricycle drivers.

Para matugunan ang ilan nilang pangangailangan, tumanggap ng tig-iisang sakong bigas ang 946 tricycle drivers sa ikalawang bugso ng rice subsidy ng lokal na pamahalaang ngayong buwan ng hunyo.

Ang ayudang bigas sa mga drivers ay batay sa tala ng Municipal Business Permit and Licensing Office at pawang may 2020 renewal ng Permit to Operate.

Samantala, maliban sa mga tricycle drivers, tumanggap din ng tiglilimang sisiw ang mahigit sa 600 benepisyaryong magsasaka na nag-aalaga ng manok sa kani-kanilang bakuran.

Sa tulong ng Municipal Agriculture Office ng Trento, Agusan del Sur ipinamahagi ng Provincial Veterinary Office ang mga sisiw ng “Basilan” At “Dekalb” sa mga magsasakang rehistrado sa kani-kanilang asosasyon bilang “Crisis Intervention Program” laban sa hirap na dulot ng kasalukuyang pandemya.

DOH Caraga confirms local transmission of COVID-19 in Butuan

BUTUAN CITY, June 22 (PIA) -- The Department of Health (DOH) Caraga confirms locally transmitted cases of the coronavirus disease 2019 (COVID-19) in the city.

Among the 25 new cases in Caraga region, two were found to have a travel history in Butuan City and three had no travel history in areas with community-wide transmission of the disease. The remainder of the tally are comprised of four Returning Overseas Filipinos (ROFs) and 16 Locally Stranded Individuals (LSIs).

In response to this, the city government of Butuan has declared the implementation of Modified Enhanced Community Quarantine (MECQ) to 33 of its barangays, namely Agao; Agusan Pequeño; Ambago; Baan Km. 3; Baan Riverside; Bading; Bayanihan; Buhangin; Dagohoy; Diego Silang; Doongan; Dumalagan; Fort Poyohon; Golden Ribbon; Holy Redeemer; Humabon; Imadejas; J. P. Rizal; Lapu-lapu; Leon Kilat; Libertad; Limaha; New Society Village; Obrero; Ong Yiu; Raja Soliman; San Ignacio; San Vicente; Sikatuna; Silongan; Tandang Sora; Urduja; and Villa Kanangga.

The MECQ has been imposed since June 18. Tightened checkpoints among the identified barangays have now resumed and residents are required to use their quarantine passes for all their transactions.

Meanwhile, the remaining barangays in the city continue to be under Modified General Community Quarantine (MGCQ).

As present, the region now has 56 cases, 49 of which are active cases, with seven recoveries and zero deaths. (DMNR/PIACaraga)

Over P2M E-CLIP fund released to AgNor FRs amid COVID-19 pandemic

BUTUAN CITY, June 22 -- While the government continuously address the pressing issues and concerns related to the coronavirus disease 2019 (COVID-19) pandemic, it also ensures that other concerns are being addressed such as the problem on insurgency.

With the continuing effort of the concerned government agencies in the fight against terrorism and insurgency, some 22 former rebels have received financial assistance from the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

The former rebel-beneficiaries are provided with the livelihood, immediate and reintegration assistance amounting to P86,000 as a head start in their journey to a new life. A total of P2.8-million was released to the beneficiaries.

Alias Karla, who was recruited in the movement of the Communist Party of the Philippines - New People’s Army (CPP-NPA) when she was 14 years old was one of the beneficiaries of the E-CLIP.

According to Karla, her life now gets better, which is far different from her life when she was still involved in the circle of CPP-NPA. And as she, along with other former rebels surrendered to the folds of the law, they were able to see and experience how the government authorities take care of them.

“I voluntarily returned to the government’s fold because I can no longer bear the hardships and difficulties I am experiencing with the CPP-NPA, and I miss my family so much,” she said.

Alias Boyka also expressed his gratitude to all the concerned government agencies that helped them as they return to the mainstream society.

“I do not want to die of starvation, which I used to experience when I was still in the movement. I want to live a peaceful life with my family,” he said.

Apart from the financial assistance, the former rebel also received hygiene kits from the Department of Health (DOH), and 10 of them were also given the firearms remuneration depending on the type of firearms which they surrendered.

Meanwhile, Agusan del Norte Governor Dale Corvera and District Representative Maria Angelica Rosedell Amante-Matba, recognized the heroism of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) personnel who continue to resolve the insurgency problem in the province.

Matba also appealed to the public to support the government’s proposed Anti-Terrorism Bill.

DAR turns over agri machineries to Surigao Norte farmers

SURIGAO CITY, Surigao del Norte, June 22 (PIA) -- As the coronavirus disease 2019 (COVID-19) pandemic continues to affect the lives, livelihood and economy across the country, the Department of Agrarian Reform (DAR) - Surigao del Norte carries on with the implementation of their programs for the farmers.

The agency releases over P1.3 million pesos worth of farm facilities to the Himamaug Agrarian Reform Beneficiaries Cooperative (HARBCO) in the municipality of Taganaan, Surigao del Norte under its Climate Resilient Farm Productivity Support Project.

At least 100 agrarian reform beneficiaries (ARBs) who are members of the HARBCO will directly benefit from it.

“These farm implements are a necessity for farming in this day and age and the government through DAR provided these to our farmers for free,” said Provincial Agrarian Reform Program Officer (PARPO) Maria Elizabeth de Guzman of DAR in Surigao del Norte.

The service machineries include a four-wheel drive tractor, rotary tiller, and trailer that would greatly enhance the overall productivity.

By utilizing these new equipment, farmers are able to get more work done in a shorter period of time. This would mean increase in yield and income among farmers.  

De Guzman said the cooperative also hopes to become a key player as main supplier of fruits and vegetables in the local market.

“We have seen the passion of the HARBCO members in improving their organization and uplifting their lives. They are much determined to keep up with the advancement in farming,” said De Guzman.

Apart from agricultural mechanization, De Guzman added that DAR-Surigao del Norte has also distributed food packs, food supplement, pesticides, fertilizers, and farm production kits to all the agrarian reform beneficiaries in the area.

Meanwhile, the members of the HARBCO are thankful for the equipment that they received from DAR and for the support of the local government unit of Taganaan.

They have committed to ensure the regular maintenance of the newly acquired equipment and maximize the use as intended for their purpose.

Agri-4Ps initiative elevates affected livelihoods

BUTUAN CITY, June 22 -- With its goal to strengthen the food sufficiency and security in households amidst the coronavirus disease 2019 (COVID-19) pandemic, residents from Purok 12-A Employees Village, Libertad, this city have been actively involved with the Department of Agriculture's (DA) Plant, Plant, Plant or Agri-4P's initiative through their communal garden.

Hanawi Alauya, an employee of the Bureau of Fisheries and Aquatic Resources (BFAR) Caraga, and a resident of the said village, together with seven other families, started a 400-square-meter communal garden last second week of April for the reason that this will be a good support to the hampered livelihood of his neighbors affected by the enhanced community quarantine (ECQ).

"As a public servant, working under the umbrella of DA, I felt the need to support my affected neighbors and told them that, to sustain our needs during these times, we have to plant. I acquired seedlings from the DA Regional Office, cultivated my vacant lot and we started to plant here," he said.

Since the quarantine, Alauya and his neighbors work tirelessly every weekend to plant more, inspect the vegetables and develop their garden located just beside their homes while practicing social distancing measures.

Lyn Montes, one of the workers of the communal garden, who benefited from this initiative, expressed her gratitude to Alauya and the Department of Agriculture-Caraga who somehow sustain her and other family's financial burden through vegetable gardening.

"I am a tricycle driver and my husband is a construction worker, our jobs were greatly affected during the ECQ. I'm thankful that we have this communal garden because we don't have that financial capacity to buy groceries instead, we just get our foods in the garden. It doesn't matter if we only eat vegetables all day since this will boost our immune system to fight the virus," Montes said.

She also added that gardening did not just elevate their financial burden but also improved the relationship between her and her children.

"At their young age, I really teach my children the importance of gardening, I answer all their queries and the dos and don'ts in terms of planting. When it's 4:00 in the afternoon already, they always volunteer to water the plants,” Montes said.

Vegetables planted in the communal garden includes pechay, mustasa, okra, opo, alugbati, and talong.

Moreover, an estimated 300-square-meter new communal garden located 2 blocks away from the original location is currently made to expand their vegetable production. The neighborhood also eye this expansion for corn production through the Project Maisan sa Nataran or Pro-Mais Movement, the latest food production initiative by the DA-Caraga Corn Program.

"Plant, Plant, Plant Program" or "Ahon Lahat, Pagkaing Sapat (ALPAS) Laban sa Covid-19 program is initiated by the Department of Agriculture to increase the country’s food sufficiency level during the emergency situation brought by the COVID-19 pandemic.

AgSur farmers receive free certified seeds under RRP

BUTUAN CITY, June 22 -- The Department of Agriculture (DA) Caraga in partnership with the local government units started the delivery and distribution of the subsidized inbred certified seeds in the region.

The intervention is part of the agency's “Ahon Lahat, Pagkaing Sapat Kontra COVID-19,” or the Plant, Plant, Plant Program under the Rice Resiliency Project (RRP). Of the 8.5-billion national funds for RRP, the region has 207-million allocations.

Around 60,000 local rice farmers in the region will benefit the intervention. Three subprojects of the project are implemented the Rice Competitiveness Enhancement Fund (RCEF) Enhanced, the Expanded Inbred Rice Production, and the Expanded Hybrid Rice Production.

In the town of Rosario, Agusan del Sur, around 130 rice farmers are now receiving inbred certified seeds through RRP's Expanded Inbred Sub-project.

Zenaida T. Quimno, 51, from P-5 Poblacion said that the intervention will lessen her production cost for the wet cropping season.

"I spent around 1,500 to buy 40 kg rice seeds for a hectare, but through the free certified seeds I availed under DA's RRP this is a big help for me," she shared.

For the municipality of San Francisco, Agusan del Sur, about 300 rice farmers also received the said support.

Alfredo J. Jurado, 64, from P-6 Brgy. 5 shared his excitement to plant the NSIC Rc18 in his area.

"Given to have favorable weather I am looking forward to having a good harvest because I will be planting certified seeds this is comparable from the home saved seeds the I’ve been using before," he said.

The project targets to increase local rice production through the use of high-quality seeds and sufficient fertilization based on recommendations. The recipients will be given the option to choose among the top-performing varieties accepted in the region such as NSIC Rc 222, 18, and 160.

Aside from the free rice seeds, farmers will also be given two bags of fertilizers. To avail of free inputs, farmers must be listed in the Registry System for Basic Sectors in Agriculture (RSBSA). They also need to present empty sacks of their purchased fertilizer and official receipt upon claiming their fertilizer subsidy from the Municipal/City Agriculture Office. Manobo association receives rice seeds from DA-SAAD

BUTUAN CITY, June 22 -- The members of Ocao Farmers’ Association of Rosario, Agusan del Sur have received 30 bags of inbred rice seeds through the Special Area for Agricultural Development (SAAD) Program of the Department of Agriculture (DA) Caraga on June 11, 2020.

Together with his members, Rodel Rodrigo, chairperson of the Manobo-led association, received the rice seeds turned over by Ariel Obillos, SAAD Area Coordinator, at Novele, Rosario, Agusan del Sur.

“Mapasalamaton mi nga naay gihatag [nga supply] ang DA…kay usa sad ni nga makatabang ma-lessen among gastos. Kung mupalit mi ani nga similya mahal baya, muabot og P1500. The supply of rice seeds and other agricultural inputs is part of the SAAD interventions that aim to establish agri-communal enterprises in areas with high poverty incidence in the region.

Since 2019, members of Ocao FA (27 indigenous people and 3 non-IPs) have undergone technical trainings on rice production. With the trainings and agricultural inputs, the association will have the means to plant rice by the next cropping season covering 30 hectares.

For this year, the association will receive a total worth of 875,800 for rice production support.

Rice production and livestock production are the main forces in the labor market in ADS. As such, this intervention will eventually help address concerns on food production and poverty at the local level.

DBP eyes more tie-ups with financial firms for financial inclusion

BUTUAN CITY, June 22 -- State-run Development Bank of the Philippines (DBP) will forge ahead with its financial inclusion initiatives this year by tapping financial technology companies (FinTech), non-bank financial institutions (NBFIs), as well as rural banks while optimizing available information technology (IT) applications to improve service delivery to its customers, a top official said.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the bank will harness synergies from existing partnerships with NBFIs and FinTech companies in providing essential banking services while reassessing plans for further branch expansion in the mid-term.

“DBP views its partnerships with FinTech firms, NBFIs, and potential alliances with progressive rural banks as a means to bridge the so-called “last mile” in providing essential banking services especially in the far-flung and unbanked communities,” Herbosa said.

DBP is the eighth largest bank in the country in terms of assets and has a branch network of 129 branches including 11 branch units, most of which are located in underserved and unbanked areas of the country. The bank also has 837 automated teller machines nationwide.

Herbosa cited the bank’s programs with the Social Security System and the Department of Agriculture where an NBFI and a prominent FinTech firm were extensively used in disbursing cash aid to low-income beneficiaries such as farmers and minimum wage workers.

He said the bank leveraged on the broad network and IT capabilities of these institutions to achieve efficiency in both scale and scope, which enabled faster and more seamless pay-outs.

“These collaborations could be a model for future undertakings that would require massive amounts of disbursements to individual recipients in a short period of time,” Herbosa said.

Herbosa said that DBP is looking at scaling down its expansion plans adding that "the current market situation and trends dictate the need to reevaluate the viability of the brick-and-mortar approach to banking.”

He said DBP would rechannel its resources at widening customer touchpoints by capitalizing on available and emerging technologies and enhancing existing banking infrastructure and systems.

“Moving forward, DBP as a development bank would need to beef up its retail banking capability while catering to its niche of institutional customers such as local government units, water districts, as well as micro, small and medium enterprises,” Herbosa said. (DBP/PIA-Caraga)

DTI trains Surigao Norte IPs in handicraft making

SURIGAO CITY, Surigao del Norte, June 22 -- Twenty (20) members of the Mamanwa tribe in Brgy. Camp Edward, Alegria were trained in handicraft making through the partnership of the Department of Trade and Industry (DTI) and the National Commission for Indigenous Peoples (NCIP) on June 10 -12, 2020.

The indigenous peoples (IP) were trained to produce mats, bags, baskets and other handcrafted products using indigenous materials growing prominently in the area.

The materials include abaca, rattan strips (lagus), and golden sika (sayabay).

The said training aimed to equip select participants with necessary skills as preparation to potential bulk orders since only a few from the community has enough knowledge on handicraft products as seen through the validation conducted by DTI-Surigao del Norte.

Manny Venus and Felix Abatayo, skilled weavers in Brgy. Camp Edward, served as the trainers who supervised the three-day activity.

To help the Mamanwas meet their assigned tasks during the workshops, starter kits and tools were given for their processing activities.

Participants were expected to execute and produce at least five designs for product enhancement and mass production.

The outputs of this activity will be market matched in the local and regional market and will also be showcased in trade fairs.

“Gusto namo nga pag mahisgotan ang Mamanwa sa Alegria, ang produkto ang malambigit sa amo, dili lang ang among royalty (We want that the Mamanwa in Alegria will also be known because of our products, not just because of our royalty,” one of the participants said. Agrarian org receives P1.3M farm facilities from DAR Surigao Norte

SURIGAO CITY, Surigao del Norte, June 22 (PIA) -- The Department of Agrarian Reform in Surigao del Norte (DAR-SDN) handed over to Himamaug Agrarian Reform Beneficiaries Cooperative (HARBCO) the P1.358 million-peso worth of farm machineries and equipment on June 3, 2020 in Brgy. Himamaug in Taganaan, this province.

The program is under the Climate Resilient Farm Productivity Support Project, which aims to lessen the burden of long hours of heavy manual labour for land preparation in farming activities.

The said service facility machineries that included a four-wheel drive tractor, a rotary biller, and a trailer are expected to benefit some 100 agrarian reform beneficiaries (ARBs) who are HARBCO members and other farmers in Himamaug.

During the turnover, DAR-SDN provincial agrarian reform program officer Maria Elizabeth L. De Guzman reminded HARBCO of why they were entrusted by DAR of the service facilities.

She said the organization deserved the said machineries because they saw the passion for them to really make an improvement and development, both organizationally and individually, and they demonstrated utmost interest and participation in all DAR’s agrarian activities conducted for them.

De Guzman added that she will be looking forward to the time when HARBCO becomes a supplier of vegetables in the local market.

On his part, Mayor Cesar B. Diaz challenged HARBCO officials and members to take care of the equipment and farm machineries and follow rules and regulations under its operations and maintenance that this blessing will be used to its full potential and assured HARBCO that Taganaan LGU will always support them.

In response, HARBCO chairperson Lilibeth Beberino expressed her gratitude and thanked DAR for entrusting them the said machineries that will help the members lessen their burden and increased their income.

Dahil dito, isinailalim muli ng city government ng Butuan sa Modified Enhanced Community Quarantine (MECQ) ang 33 na mga barangay sa lungsod: Agao; Agusan Pequeño; Ambago; Baan Km. 3; Baan Riverside; Bading; Bayanihan; Buhangin; Dagohoy; Diego Silang; Doongan; Dumalagan; Fort Poyohon; Golden Ribbon; Holy Redeemer; Humabon; Imadejas; J. Naipatupad na ang MECQ simula noong Hunyo 18. Ibinalik muli ang mahigpit na control points sa mga naturang barangay. Lahat din ng mga residente  ay kinakailangang gumamit ng mga quarantine passes sa kanilang transaksyon.

Nananatiling nasa Modified General Community Quarantine (MGCQ) ang natitirang 53 na mga barangays nito.

LUNGSOD NG SURIGAO, Surigao del Norte, Hunyo 22 (PIA) -- Sa gitna ng kasalukuyang pagsubok na nararanasan ng bansa dulot ng pandemya, walang patid sa pagpapatupad ng kanilang mga programa ang Department of Agrarian Reform - Surigao del Norte.

Namahagi ito ng gamit sa pagsasaka na nagkakahalaga ng P1.358 milyon sa Himamaug Agrarian Reform Beneficiaries Cooperative (HARBCO) sa bayan ng Taganaan, Surigao del Norte. Ito ay naisakatuparan sa ilalim ng Climate Resilient Farm Productivity Support Project ng ahensiya.

Mahigit kumulang 100 agrarian reform beneficiaries (ARBs) na miyembro ng  HARBCO ang direktang makakabenipisyo nito.

Kabilang sa naipamahagi ay four-wheel drive tractor, rotary tiller, at trailer. Ang mga makabagong kagamitan na ipinagkaloob sa mga farmer-beneficiaries ay makakatulong na mapabilis ang pagtatanim at maitaas ang produksyon.

“Itong farm implements ay talagang makakatulong sa pagsasaka lalo na sa modernong panahon ngayon at ang ating pamahalaan, sa pamamagitan ng DAR, ay libre itong ipinamigay sa kanila,” sabi ni Provincial Agrarian Reform Program Officer (PARPO) Maria Elizabeth de Guzman ng DAR-Surigao del Norte.

Habang pinapagaan nito ang pagtatanim ay inaasahan naman ng nasabing kooperatiba na madagdagan ang kanilang ani at kita. Sa tulong ng mga makinarya ay umaasa rin sila na magiging taga suplay ng mga prutas at gulay sa lokal na merkado.

Dagdag pa ni De Guzman, namimigay din sila ng food packs, food supplement, pesticides, fertilizers, at farm production kits sa lahat ng mga ARB.

Nagpapasalamat naman si Lilibeth Beberino, HARBCO chairperson, sa DAR-Surigao del Norte at sa lokal na pamahalaaan ng Taganaan sa suporta upang lalong maging maunlad at produktibo ang kanilang kooperatiba.

COMP members in Caraga realign P97-M SDMP fund for COVID-19 response

SURIGAO CITY, Surigao del Norte, June 23 -- Caraga-based mining firms spent P97.3 million for the coronavirus disease 2019 (COVID-19) assistance in response to the government’s call for collective action to fight the pandemic.

Pursuant to the Bayanihan to Heal as One Act, member companies of the Chamber of Mines of the Philippines (COMP) mobilized their assets to secure food items, medical supplies, equipment, and other essential supplies for the benefit of the communities affected by the community quarantine imposed to prevent the spread of the deadly virus.

Taganito Mining Corporation and Taganito HPAL Nickel allotted P58.7 million and served over 157,000 families and 6,000 households in Claver, Surigao del Norte. They provided relief goods, medicines, personal protective equipment (PPE), medical equipment, disinfectants, medical facilities and services.

The Platinum Group Metals Corporation, for its part, provided relief goods, medical supplies, and financial assistance, as well as conducted disinfection measures, all of which amounted to P11.28 million for the 21 municipalities in Surigao del Norte.

Also, the Marcventures Mining and Development Corporation used P7.11 million from its Social Development and Management Program (SDMP) fund to support the host, neighboring, and non-impact barangays in Carrascal, Cantilan and Madrid in Surigao del Sur. The company distributed relief goods, food packs, vitamins, financial assistance, and seeds to encourage backyard gardening in the communities.

More than 9,000 families in Tagana-an, Surigao del Norte have also benefitted from Hinatuan Mining Corporation’s SDMP fund. The mining firm spent P5.56 million in relief assistance by providing relief goods and medical supplies.

The Municipality of Cagdianao and seven other municipalities in Dinagat Islands received much-needed assistance through Cagdianao Mining Corporation (CMC). CMC allotted P4.16 million to provide relief goods, food packs, transportation assistance, disinfectants and medical equipment for the communities.

Carrascal Nickel Corporation utilized Php3.93 million in support to 13 host and neighboring barangays in Carrascal. Families and frontliners received relief goods, food packs, medical equipment and PPE. Likewise, CTP Construction and Mining Development Corporation spent P1.33 million on relief goods, financial assistance, PPE, vitamins, disinfectants, medical equipment to assist the community in the area.

With its realigned SDMP fund amounting to P3.6 million, TVIRD Group of Companies has shored up critical PPE, N95 face masks, face shields and surgical and examination gloves to support the COVID-19 frontliners, including LGUs, medical workers, police and civilian volunteers as well as the checkpoint personnel.

It also sourced majority of its fresh vegetable requirements from farmers and other goods from local establishments to provide relief to more than 10,000 families. The group’s joint relief efforts have reached some 46 barangays consisting of its primary and secondary communities.

Meanwhile, Pacific Nickel Philippines, Inc. allotted P1.80 million for 15 barangays in Surigao City and Dinagat Islands.

Cops seized over P6-M hot logs in Caraga

SURIGAO CITY, Surigao del Norte, June 23 -- A total of 150,242.88 board feet of lumber and logs valued at P6,006,624.78 were confiscated by the Philippine National Police – Caraga (PNP-Caraga) on its intensified campaign against illegal logging from January 1, 2020 to present across the region. 

This is the result after the conduct of 206 anti-illegal logging operations wherein 158 persons were also arrested for the said period.

An estimated volume of 250 board feet of Lauan lumber valued at P6,250 and one black Euro motorcycle were confiscated during the recent checkpoint operation conducted by joint PNP personnel of Tandag City Police Station, Surigao Del Sur Police Provincial Office and 2nd Surigao del Sur Provincial Mobile Force Company in a provincial road of Purok Pluto, Barangay Telaje, Tandag City, Surigao del Sur. Suspect was identified as Neil Cubero Estrada, 31 years old and a resident of Purok Cabugan, Barangay Bag-ong Lungsod, Tandag City, Surigao del Sur.

Meanwhile, police operatives from Dapa Municipal Police Station also confiscated Lauan lumbers with a total volume of 120 board feet worth P4,000 in Barangay 2, Poblacion, Dapa, Surigao del Norte and arrested Joseph Plaza Tolibas, 31, and Anthony Convicto Porpayas, 23, both residents of Pangi, Osmeña, Dapa, Surigao del Norte.

8 individuals arrested for illegal fishing in Surigao Norte

SURIGAO CITY, Surigao del Norte, June 23 -- The persistent anti-illegal fishing operations of Caraga police resulted in the arrest of eight violators and confiscation of illegal fishing paraphernalia in the seawaters of Surigao del Norte and Dinagat Islands on June 20, 2020.

The police personnel of Sta. Monica Municipal Police Station conducted a seaborne patrol in the vicinity of Brgy. Tangbo that resulted in the arrest of Ronnie Ortojan, Manuel Dumagtoy, Jeffrey Socuano and Wencil Camingue who were all caught in the act of using fishing gear locally known as “boso.” Confiscated from them were pump boat and illegal fishing paraphernalia.

Meanwhile, Libjo Municipal Police Station immediately responded to a report about an ongoing illegal fishing activity in the seawaters of Brgy. Plaridel, Libjo, Dinagat Islands. Suspects were also caught in the act using ”boso.” Arrested persons were identified as Marlo D. Traya, Carlito A. Pasulion, Arthuro S. Pamalaran, and Joseph V. Ebano.

Confiscated also from their possession were pump boat, compressor tank, two pairs of improvised flippers locally known as “kapay/yapak,” two pieces of spear gun (pana), and a long rubber tube more or less 45 meters.

Police Brigadier General Joselito T. Esquivel, Jr, regional director of Philippine National Police - Caraga (PNP-Caraga) urged the fishers to adhere to the provisions of the Philippine Fisheries Code of 1998 and all local ordinances protecting the marine life.

Over 800 terrorist group leaders, members neutralized by PNP-13

BUTUAN CITY, June 23 -- Police Brigadier General Joselito T. Esquivel, Jr, regional director of the Philippine National Police – Caraga (PNP-Caraga) reported that since his assumption to office as the head of the agency on September 2019 until June 20, an overwhelming 869 leaders and members of Communist Terrorists Group (CTG) have been successfully neutralized by PNP Caraga in line with PNP's fight against insurgency in the region.

Of the 869, 67 were arrested, 12 died during police operation, five were captured and 786 were surrenderers who are categorized as active members, Militia ng Bayan (MB) and Underground Mass Organization (UGMO) members.

The massive surrender of CTG leaders and their members are attributed to the combined focused military operations, intelligence efforts, civil-military operation, reintegration efforts and peace and development programs of the Armed Forces of the Philippines (AFP), PNP, and local government units (LGUs).

PNP Caraga is expecting more surrenderers in the coming days as former rebels and supporters expressed discontent under the Communist Party of the Philippines - New People’s Army (CPP-NPA) movement.

Statements coming from the former rebels revealed that they were deceived with the false promises of their leaders and the pattern of deception being done by the NPA terrorists.

Surrenderers are from the following NPA underground affiliates: Sandatahang Yunit Pampropaganda; Sangay ng Partido sa Lokalidad; Yunit Milisyang Bayan; Pambansang Katipunan ng Magbubukid sa Pilipinas, Grupong Tig-Ugnayan sa Baryo, Grupong Tig-organisa ng Bayan, Komiteng Tig-organisa ng Bayan and other Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) or CNN organization.

“Government's Executive Order No. 70 or the whole-of-nation approach in ending local communist armed conflict in the country has been significantly contributory to the surrender of terrorist group members and supporters. Sooner we will attain inclusive peace and development for the country and our people,” said BGen. Esquivel.

PNP Caraga is currently conducting routine interviews to the surrenderers for processing of their eligibility in order to avail of the government’s assistance for former rebels under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the Department of the Interior and Local Government (DILG). Over 2K AgNor ARBs receive aid from government

BUTUAN CITY, June 24 (PIA) -- In order to help the Agrarian Reform Beneficiaries (ARBs) during this time of the coronavirus disease 2019 (COVID-19) pandemic, the Department of Agrarian Reform (DAR) in the province of Agusan del Norte has extended assistance through the project dubbed “Passover: ARBold Move For Deliverance of ARBs from the COVID-19 pandemic (ARBold Move).

According to PARPO Andre Atega of DAR Agusan del Norte, the said project forms part of the implementation of Republic Act 11469 of the Bayanihan to Heal as One in support to the ARBs who are considered as frontliners by contributing to the food security and helping fellow Filipinos amid the ongoing health and economic crisis.

The DAR provincial office has allocated more than P3.2-million for the implementation of said project.

More than 2,000 ARBs have received relief goods containing milled rice, canned goods, noodles, and other basic needs which include soap, vitamin supplements, and face masks.

Some 683 ARBs have also received the farm productivity assistance worth more than P2,000 each.

Alma Cangmaong was thankful to the government for the aid they have received which would help cope in sustaining their daily needs.

“We thanked the government for reaching out to us and for helping us during this pandemic,” she said.

Meanwhile, the DAR-Agusan del Norte distributed swine livestock to 15 women ARBs. Aurelia Mataganas was among of those who benefited from the said support and found it an effective and efficient way of livelihood support to them.

“We will make use of this support given to us and we would always be thankful to the government for helping us survive this crisis,” said Mataganas.

Ayon kay PARPO Andre Atega ng DAR Agusan del Norte, ang nasabing proyekto ay tugon sa Republic Act 11469 of the Bayanihan To Heal as One bilang suporta sa ARBs na kabilang sa frontliners para sa food security ngayong may pandemya.

Naglaan ang DAR Agusan del Norte ng mahigit P3,297,393 para sa nasabing proyekto.

Kabilang sa kanilang ibinigay sa 2,307 ARBs ay relief goods na may lamang bigas, canned goods, noodles at iba pang pangangailan tulad ng sabon, vitamins at face masks.

Nakatanggap din ang 683 ARBs ng farm productivity assistance na nagkakahalaga ng P2,165 bawat isa.

Nagpasalamat si Alma Cangmaong sa kanyang natanggap dahil lubos itong makakatulong sa kanila.

Samantala, abigay din ang DAR ng mga baboy sa 15 kababaihang ARBs bilang suporta.

LUNGSOD NG BUTUAN, Hunyo 24 (PIA) -- Bilang inisyatibo ng lokal na pamahalaan kasama ang pribadong sektor upang matulungan ang mga ordinaryong mamamayan ngayong may coronavirus disease-2019 (COVID-19) crisis, target ngayon na magkaroon ng Community Commercial Vegetable Production sa bayan ng Trento sa probinsya ng Agusan del Sur.

Inilunsad sa Barangay Manat ang bayanihan sa pagtatanim ng samot-saring mga gulay sa walong ektaryang lupain.

Layon ng nasabing programa na magkaroon ang mga lokal na pamilihan ng mga produktong gulay mula sa sariling taniman ng barangay na ginamitan ng organikong pampataba.

Kasabay nito, lumagda ng kasunduan ang Agumil Plantations na siyang nagpahiram ng lupain, kasama ang Barangay Local Government ng Manat na kung saan ang mga residente mismo ang nagtatanim at nangangalaga rito, habang ang LGU-Trento naman ang siyang nagbigay ng mga punla sa pamamagitan ng Municipal Agriculture Office.

“Malaki ang pasalamat namin lalung-lalu na sa 75th Infantry Battalion, to our barangay officials, Department of Agriculture, API company, and LGU Trento na siyang nanguna sa pagpapatupad ng programang ito upang matulungan ang mga residente dito sa aming barangay,” ani ni Jobert Galano, isang grower-beneficiary ng Barangay Manat.

Mining firm donates disinfectants, medical supplies to PMO Surigao

SURIGAO CITY, Surigao del Norte, June 25 (PIA) -- The Port Management Office (PMO) of Surigao got itself a much-valued partner in the fight against the spread of coronavirus disease 2019 (COVID 19) when it received gallons of disinfectants and other medical supplies from Hinatuan Mining Corporation (HMC).

More than a dozen gallons of 70% isopropyl alcohol, ten boxes of ascorbic acid oral supplement (with 60 capsules per box) and a barrel containing 40 kilograms of industrial-grade Calcium Hypochlorite powder for foot baths were provided by HMC for the benefit of port users in the Port of Surigao and other ports under PMO Surigao’s jurisdiction.

A hundred pieces of high-quality washable face masks were also given for the use of port front-liners.

HMC Resident Mine Manager Francisco J. Arañes Jr. personally turned over the donated items to PMO Surigao Acting Port Manager Froilan U. Caturla in simple ceremonies held at the Port of Surigao on June 23, 2020.

DOH Caraga reports 29 new COVID-19 cases, bringing total to 116

BUTUAN CITY, June 26 -- The Department of Health (DOH) Caraga reports to have received on Friday, 207 RT-PCR (Reverse Transcription Polymerase Chain Reaction) results from Davao Regional Medical Center (DMRC) and Southern Philippines Medical Center (SPMC) sub-national laboratories. 

Of the aforementioned RT-PCR results received, 160 tested negative while 47 turned positive for the COVID-19 virus.

The negative RT-PCR results are from the following: a) Follow-up tests of twenty-two (22) confirmed cases, b) Nine (9) Suspect Cases, c) Two (2) Probable Cases, and d) results coming from high-risk individuals who either have turned positive in the Rapid Antibody-based Test or with relevant travel and exposure to COVID-19.

As mentioned earlier, 47 samples are RT-PCR confirmed positive for COVID-19: a) Follow-up tests of 18 confirmed cases and b) 29 new cases.

With the new cases tallied, Caraga region now totals to 116 confirmed positive COVID-19 cases. Of the new cases, about 89.66% (26) are Locally Stranded Individuals, and 10.34% (3) Returning Overseas Filipinos. As to sex distribution, 55.17% (16) are males while 44.83% (13) are females. The majority of cases belong to ages 21-30 years old (44.83%). Cases are distributed in the following areas: Butuan City (3), Cabadbaran City (1), Nasipit, ADN (2), municipalities of Agusan del Sur- Bunawan (1), Rosario (1), San Francisco (1), Sibagat (1), Trento (1), Surigao City (2), municipalities in Surigao del Norte - Bacuag (2), Claver (4), Mainit (3), Malimono (1), Placer (1), San Francisco (1), Tubod (1), Bislig City (1), and municipalities of Surigao del Sur- Cantilan (1), Lingig (1).

Most of the cases (23) are asymptomatic (79.31%) but all are isolated in the different LGU quarantine facilities for strict monitoring; the remaining cases (6 or 20.69%) have signs and symptoms and are presently admitted in identified treatment facilities.

“Our goal has always been to flatten the curve by particularly preparing our health care system and not overwhelm it. Given the current situation and with the continued rise of our cases, the DOH regional office is continuously intensifying its technical assistance and logistic support to all treatment and monitoring facilities region wide," said DOH Caraga Regional Director Jose R. Llacuna, Jr.

RIACAT-VAWC Caraga readies activities for 2020 WDAT celebration

BUTUAN CITY, June 26 (PIA) -- Adapting to the new normal during this coronavirus disease 2019 (COVID-19) pandemic, the members of the Regional Inter-Agency Committee Against Trafficking and Violence Against Women and Children (RIACAT-VAWC) Caraga planned to conduct series of activities in line with this year's World Day Against Trafficking (WDAT) in Persons on July 30.

This includes the Two-day Webinar on Ending the Online Sexual Exploitation of Children (OSEC) by the Department of Education (DepEd) Cabadbaran City Division and the Justice Peace Integrity of Creation, Integrated Development Center, Incorporated (JPIC-IDC, Inc).

The committee will also facilitate the online Poster-Making Contest which will be conducted by the JPIC-IDC and the International Justice Mission (IJM). There are three categories of participants for this contest: primary, secondary students, and government agencies.

A virtual press conference will also be scheduled in the month of July 2020 to discuss updates on WDAT through focal persons from different concerned government agencies under the RIACAT-VAWC. It will be facilitated by the Philippine Information Agency (PIA) Caraga.

According to Jesse Catherine Aranas, social welfare officer and focal person from the Department of Social Welfare and Development (DSWD) Caraga, the committee also welcomes other activities from other sectors in line with the said celebration.

“We are also tapping our media partners to help us in this campaign and in information dissemination of important issues and concerns about trafficking in persons that the public should know,” said Aranas.

Caraga RTF vs COVID-19 intensifies interventions as cases rise

BUTUAN CITY, June 26 (PIA) -- Following the confirmed first case of local transmission of COVID-19 in the region, the Regional Task Force for COVID-19 One Caraga Shield (RTF-COCS) is set to impose additional preventive measures to mitigate the spread of the Coronavirus Disease 2019 (COVID-19) in the region.

During its 8th Teleconference Meeting on June 23, members of the task force tackled the moratorium of flights for incoming locally stranded individuals (LSIs) for Caraga Region from June 22 to July 4. The said moratorium shall be limited to LSIs, pending the accreditation of the region’s proposed COVID-19 laboratory testing centers. Measures to manage the entry of uncoordinated and undocumented LSIs and Returning OFWs (ROFs) were also extensively discussed.

Confirmed cases in the region have increased drastically since the arrival of stranded individuals. Of the 87 confirmed cases, 13 of these are ROFs while 53 are LSIs.

The Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-MEID) has approved their request during their 46th meeting on June 15.

The task force also passed Resolution No. 47, Series of 2020, entitled “A Resolution Exempting Bank Personnel Who are Transporting Money in the Region from Checkpoint Protocols, Provided That They Wear Complete Personal Protective Equipment,” for the safety and security of said personnel.

DSWD Caraga to provide cash aid to left out beneficiaries

BUTUAN CITY, June 26 (PIA) -- Despite the easement of community quarantine protocols in Caraga region, the Department of Social Welfare and Development (DSWD) Caraga is now heightening its preparations for the distribution of cash assistance to marginalized individuals in the region that were left out in the implementation of the first tranche of the Social Amelioration Program (SAP).

DSWD Caraga Regional Information Officer (RIO) Marko Davey Reyes clarified that since Caraga region is no longer under Enhanced Community Quarantine (ECQ), those who will be receiving the one-time P5,000 subsidy are the additional 5 million poorest of the poor left out citizens.

“We coordinated LGUs to identify the beneficiaries who qualify to receive assistance under the program. The department is now focusing on validating these beneficiaries,” Reyes said.

There are now 111,475 waitlisted beneficiaries identified by the local government units (LGUs) in the region, which include the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers #Barangay Ko Bahay Ko (TUPAD-BBK) beneficiaries as a top-up grant of P1,800 and Social Security System (SSS) pensioners with a monthly pension of less than P5,000.

DSWD Caraga is also coordinating with other government agencies that are implementing COVID-19 assistance to avoid duplication.

“There are instances that members of the same household are beneficiaries of the various assistance program. We are now aiming to maximize assistance and give chance to others who are equally qualified by doing a cross-validation,” he furthered.

To make the conduct of payout safer and more convenient, they will be partnering with remittance centers.

Reyes also stated that the Department of Local and Interior Government (DILG) has now been tasked to handle the cases of anomalies that have been committed during the implementation of the previous tranche. (DMNR/PIACaraga)

DA-PRDP turns over P22.1M enterprise project to boost rubber industry in Butuan

BUTUAN CITY, June 26 -- The Department of Agriculture - Philippine Rural Development Project (DA-PRDP) turns over on Thursday, June 25, the P22.1 million Integrated Rubber Production and Marketing Project for the Km. 7 Farmers' Producers Cooperative (KFPC) in Tungao, this city.

“This dream is now a reality. We cannot build these facilities on our own. We’re grateful that the government has responded to our needs through DA-PRDP,” said KFPC Chairman Samuel Calawigan, Jr.

Calawigan said that the enterprise project helps the cooperative in being the service provider for the rubber growers in Butuan City and the neighboring municipalities. They provide inputs, tools, and budded rubber planting materials for the recommended clones.

The P8.4 million of which is the infrastructure component of the enterprise project that comprises the completed construction of the warehouse, seedling production building, and seedbed to support its members and rubber growers.

KFPC General Manager Nilo Calipayan said that they are targeting an increase of 500 hectares in rubber plantation per year and the interventions they received would help them reach the goal.

“We’ve been challenged by our goal so we’ve reached out helping the rubber growers of the neighboring municipalities, and not just the cluster members here in Butuan,” Calipayan added.

The cooperative has a cumulative rubber planted area of around 1,400 hectares for all the members and they are expecting an increase in production now that the project has been completed.

“The members of the cooperative have grown from 158 members to 460. Most have decided to be part of us when they saw that we are progressing and the cooperative has been managed well,” said Calawigan.

“We’re confident that a project like this will be handled well by the Cooperative. We have seen their hard work and they have maintained their good reputation,” said Caraga Regional Executive Director and DA-PRDP Project Director Abel James I. Monteagudo.

Other than the completed P22.1 million project, there is also the ongoing construction of 9.82 km farm-to-market road (FMR) project amounting to P158.9 million from DA-PRDP to support the Cooperative’s enterprise and the rubber industry in Butuan City.  (DA-PRDP Caraga/PIA Caraga)

Cabadbaran mayor bares efforts in helping farmers, other sectors during COVID-19 crisis

BUTUAN CITY, June 26 (PIA) -- During the Network Briefing on Friday hosted by Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO), Mayor Judy Amante of Cabadbaran City bared efforts in helping affected sectors to cope with the new normal amid the coronavirus disease 2019 (COVID-19) pandemic.

Amante bared that the city government has provided a P2-million loan assistance to the cooperatives in the city for them to be able to buy the palay seedlings and for rice milling.

“We have also facilitated the release of P5,000 to each of the 200 rice farmers. And we are thankful to the Department of Agriculture because this is one of their programs and they continue to assist the city in providing the needed aid for the affected farmers. Aside from that, our farmers also received one sack of rice each,” she said.

Now that the city is already under the Modified General Community Quarantine (MGCQ), Amante said that the farmers’ produce are back on tract and they assist them in bringing it to the market. “The city government also got milled rice direct from our farmers which we used during the distribution of rice subsidy for the affected households in the barangays,” she added.

Mayor Amante further said that relief assistance were also provided to the non-Social Amelioration Program (SAP) beneficiaries and non-4Ps (Pantawid Pamilyang Pilipino Program) in the city.

Meanwhile, on the tourism aspect, Mayor Amante revealed that the city government continues to implement the infrastructure projects which include the provincial road leading to River Tugnaw and Baranas Falls, Sitio Saburo to Mahaba provincial road leading to Sumag-a Falls.

“This year, the city government also has started the establishment of the construction of cottages of our beach in Caasinan, and we will also establish our Tourism Information and Pasalubong Center. So now, even if we are under MGCQ, our targeted projects are still being implemented,” said Amante.

The business establishments in the city that were permitted to operate are also being monitored if they comply with the imposed standards and health protocols as they accommodate clients.

“We need to get moving and help the sectors survive this crisis especially those small businesses which were not able to operate for months since the onset of the COVID-19. COVID-19 cases in Caraga rise to 87

BUTUAN CITY, June 26 (PIA) -- Local health authorities in Caraga region report the rise of confirmed cases in the region, now reaching to 87.

Per the Department of Health (DOH) Caraga’s data, 13 of these cases are Returning Overseas Filipinos (ROFs) while 53 are Locally Stranded Individuals (LSIs).

With the rise of cases and the confirmation of localized transmission of the Coronavirus Disease 2019 (COVID-19), respective local government units (LGUs) in the region are now pushing for widened testing.

After having imposed Modified Enhanced Community Quarantine (MECQ) in 33 of its barangays, the Legislative Council of the city government of Butuan is now conducting committee hearings for the creation of an ordinance to enact widened testing.

In the province of Agusan del Sur, provincial governor Santiago Cane has stated through a Facebook post made on June 21 that individuals included in the Authorized Persons Outside of Residence (APOR) in the province shall be subjected to rapid testing for free, especially those coming from Butuan City, until supplies of the kits last.

While the request of the Caraga Regional Task Force against COVID-19 One Caraga Shield (RTF-COCS) for a moratorium of all transportation modes of LSIs and ROFs has been approved, stranded individuals will still be catered upon their arrival hence the need to widen access to testing.

Heightened border control is also being imposed in provinces to prevent the further spread of the disease. Even in areas under Modified Community Quarantine (MGCQ), everyone is required to present travel authority when traveling, especially those who have traveled to or are from Butuan City.

While the number of confirmed cases has risen, the number of recoveries has also increased. DOH Caraga reports that 16 cases have now recovered. The region now has 71 remaining active cases. (DMNR/PIACaraga)

Cabadbaran youth joins online contests amid stay-at-home protocol

BUTUAN CITY, June 26 (PIA)  -- The Sangguniang Kabataan (SK) Federation of Cabadbaran City, Agusan del Norte continues to partake in the government’s fight against the pandemic through engaging in different recreational online contests launched by the local government.

In today’s Laging Handa Network Briefing with Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, the city’s SK Federation president Crestin Joy Bermudez bared that their youth has been made to participate in online contests launched province-wide while they remain idle in the entire duration of heightened community quarantine.

“The youth were able to participate in various contests such as e-sports, Mobile Legends (ML) contest, where photo contest, and spoken word poetry. An online painting contest will be launched next week,” she elaborated.

As for the youth organization’s future projects for the pandemic, Bermudez stated that in addition to the food aid provided by the city government, they will also be distributing food packs to residents of the city.

The SK Federation in her own community was able to distribute 1,752 food packs to fellow residents. Other SK Chairpersons will also be starting their distribution soon as preparations have been made.

Bermudez also encouraged her fellow youth to contribute in their own little ways to the initiatives of the local government to address pressing issues faced due to health crisis and to remain obedient to the directives of the authorities.

“To my fellow youth, I ask that you continue to abide protocols that have been set during this pandemic,” she said. (DMNR/PIACaraga)

DOH confirms five new cases of COVID-19 in SurSur

TANDAG CITY, Surigao del Sur, June 26 (PIA) -- Another five new coronavirus disease 2019 (COVID-19) positive cases were added in Surigao del Sur bringing the total of COVID-19 cases in the province to eight, according to the Department of Health (DOH)-Caraga Region Regional Director Dr. Jose Llacuna Jr.

Based on the June 22 report, of the five new cases added, two were from Cantilan town, two from Bislig City, and one from Tandag City.

Governor Alexander Pimentel, in an interview aired over Radyo Pilipinas Tandag, revealed that the positive case recorded in Tandag City is a locally stranded individual (LSI) from Cebu.

It can be recalled that the announcement of the Department of Health (DOH) Regional Director Jose Llacuna Jr. on Friday, June 19 brought several reactions on social media, in which, Surigao del Sur was included in the list for the first time with three COVID-19 confirmed positive.

The Provincial Health Office reported that the first three confirmed in Surigao del Sur included: a 43-year-old, male, a returning overseas Filipino (ROF) from KSA and arrived Surigao del Sur last May 30, 2020. The 2nd case is a 87-year-old, male, a locally stranded individual from Davao City, while the 3rd case is a 36-year-old, male with a travel history from Butuan City. They were all asymptomatic and on strict facility quarantine.

Meanwhile, the previous suspect case admitted at Cortes Municipal Hospital was tested negative for COVID-19.

Tandag City marks 13th charter day

TANDAG CITY, Surigao del Sur, June 26 (PIA) -- The city government here celebrated its 13th Charter Day recently with a simple ceremony in the light of the coronavirus disease 2019 (COVID-19) pandemic. This year's theme is “Padayon Paglambo!” 

Previously, the celebration was highlighted with the delivery of the State of the City Address (SOCA) but Tandag City Mayor Roxanne Pimentel has decided to cancel it this year and other festivities due to the pandemic.

The simple celebration was started with a holy mass at the new San Nicolas de Tolentino Cathedral in Barangay Rosario officiated by Most Reverend Raul B. Dael, Bishop of Tandag, joined by the city government officials and employees, including the attached national government agencies in the city. It was followed by a motorcade and it was concluded with a public awareness activity at the city hall. 

Also during the celebration, Mayor Pimentel led the distribution of the 10-kilogram bag of rice and grocery package to all the employees of the city government held at the City Legislative Building in Barangay Awasian. The said distribution is a way of extending gratitude to the employees who are working behind the whole system of the city government in extending basic services to Tandaganons.
                                                  
On the same day, around 8,133 bags of 10 kilograms rice were distributed to six center barangays of Tandag City: Telaje; Rosario; Mabua Bag-ong Lungsod; Dagocdoc; and Bongtud. 

It can be recalled that on June 23, 2007, under the administration of former Tandag Mayor Alexander Pimentel now the provincial governor of Surigao del Sur, Tandag town was officially proclaimed as a component city after the plebiscite pursuant to Republic Act 9392. DBP credit relief to institutional borrowers reaches P11-billion

BUTUAN CITY, June 26 -- State-run Development Bank of the Philippines (DBP) granted payment moratorium of up to six months to 386 borrowers under an existing loan program that provides financing support for the rehabilitation efforts of both public and private institutions adversely affected by the COVID-19 pandemic, a top official said.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the payment deferment totaled P11.12-billion, which was granted under the Bank’s Rehabilitation Support Program on Severe Events (DBP RESPONSE) and benefitted companies from key client groups such as construction, manufacturing, health, education, transport and storage among others.

“DBP is committed to provide the necessary support to our clients as they gradually capitalize on the easing quarantine restrictions, which have taken a toll on their businesses,” Herbosa said.

DBP is the eighth largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics, micro, small and medium enterprises, social services and community development, and the environment.

The payment moratorium is DBP’s response to government’s call for financial institutions to grant additional temporary credit relief to borrowers whose businesses were affected by the COVID-19 heath threat, which is among the provisions in Republic Act No. 11469 or the Bayanihan to Heal As One Act.

Herbosa said DBP has also approved new loans amounting to P400-million to two manufacturing companies and a local government unit (LGU) for their respective crisis response and recovery plans under DBP RESPONSE.

He urged local businesses, LGUs, and other government entities to seize the opportunity during the crisis to improve their existing systems and strengthen business continuity programs to mitigate the impact of future pandemics or similar crisis situations.

“We at DBP are ready to provide the needed tools and assistance to our partners in the business community and fellow government institutions as they reassess the cogency of their existing systems amidst a vastly-changed socio-economic environment spawned by this pandemic," Herbosa said. DTI launches seeding program in province of Dinagat Islands

BUTUAN CITY, June 26 -- The Department of Trade and Industry (DTI) in the Province of Dinagat Islands through the Negosyo Center Basilisa has its first launching of the Livelihood Seeding Program - Negosyo Serbisyo sa Barangay (LSP-NSB) for 2020 in Barangay Benglen, Basilisa.

The three-day profiling of potential grantees on June 8–10, 2020 was attended by 100 micro and small entrepreneurs.

Said launching was divided into three batches to ensure that the physical distancing and health protocols were followed.

“Barangay Benglen was chosen as a beneficiary barangay because of its seen potential in economic development, it being a home to the priority industries of DTI Province of Dinagat Islands,” said DTI-PDI Provincial Director Arnold Faelnar.

These industries include cashew production and aquaculture activities such as king crab and bangus production. Also situated near the Gaas Inlet River, the barangay holds potentials in engaging in the tourism industry.

“As a far-flung barangay of Basilisa, bordering the municipality of Cagdianao, the roads going to Brgy. As of press time, DTI Province of Dinagat Islands is still on the process of profiling the participants to identify eligible beneficiaries of the program.

Said DTI provincial office has also already reached Barangay Diegas in Basilisa, Barangay Matingebe in San Jose and Barangay Nueva Estrella in Cagdianao.

LSP-NSB focuses on expanding the services to MSME beneficiaries in identified barangays including those in the Local Communist Armed Conflict (LCAC) affected areas and Indigenous People (IP) communities, and to MSMEs affected by natural and human-induced calamities including health disasters arising from epidemics and pandemics to promote entrepreneurship and bridge the income inequality gaps in the peripheries.

COVID-19 cases sa Caraga region, pumalo na sa 87

LUNGSOD NG BUTUAN, Hunyo 26 (PIA) -- Kinumpirma ng mga local health authorities ang pagtaas ng kumpirmadong kaso sa Caraga region na pumalo na ngayon sa 87.

Base sa datos ng Department of Health (DOH) Caraga, 13 sa mga kumpirmadong kaso ay Returning Overseas Filipinos (ROFs) habang 53 naman ay Locally Stranded Individuals (LSIs).

Dahil sa pagtaas ng kaso at ng pagkakaroon ng local transmission ng Coronavirus Disease 2019 (COVID-19), isinusulong na ngayon ng mga local government units (LGUs) ang pagsasagawa ng malawakang testing.

Matapos ang pagpapatupad Modified Enhanced Community Quarantine (MECQ) sa 33 na mga barangay ng syudad, patuloy ang committee hearing ng Legislative Council ng local na pamahalaan ng Butuan City sa pagbabalangkas ng ordinansa ukol sa malawakang rapid testing.

Sa probinsya ng Agusan del Sur, inilahad ni Provincial Governor Santiago Cane sa isang Facebook post niya noong Hunyo 21 na isasailalim sa libreng rapid testing ang mga indibidwal na kabilang sa Authorized Persons Outside of Residence (APOR), lalo na ang mga galing sa Butuan City, hangga’t maubos ang supplies ng kit.

Bagamat inaprubahan na ang request ng Caraga Regional Task Force against COVID-19 One Caraga Shield (RTF-COCS) ukol sa moratorium para sa lahat ng modes of transportation ng mga LSIs at ROFs, patuloy ang pagpapauwi ng mga stranded na indibidwal kung kaya’t kinakailangan ang access sa malawakang testing.

Pinaigting na din ang border control sa loob ng mga probinsya sa rehiyon. Kinakailangan magpakita ng travel authority ang lahat ng mga residenteng bumabyahe, lalo na ang galing sa lungsod ng Butuan, kahit sa mga lugar na isinailalim sa Modified Community Quarantine (MGCQ).

NGO to turn over school building in Butuan

BUTUAN CITY, June 29 (PIA) -- A fully furnished, two-story- four-classroom school building will be officially turned over by SM Prime, through SM Foundation, to Villa Kananga Integrated School (VKIS) in Butuan City.

The said building is established under the foundation’s School Building Program and is the first school building of SMFI in the city.

The school building will be equipped with school furniture and the necessary amenities such as armchairs (including left-handed armchairs), teacher’s desk, and table, wall fans, panoramic whiteboards, wall clocks, washroom with flush toilet in each classroom, ramp for Persons with Disabilities (PWD) and a spacious PWD washroom with flush toilet.

VKIS Principal Carlito Nietes expressed his thanks to the donors of the building, stating that with the additional infrastructure, learners from all levels and those of the Special Education (SPED) class will have a better learning environment.

“I would like to extend my gratitude to SM Prime Holdings and SM Foundation for their commitment and dedication in supporting their beneficiaries. The new facilities will be conducive for their studies,” he ended.

The addition of a new school facility will also be able to address the projected increase in enrolment of learners in the school.

The SM Foundation School Building Program is an active partner of the Department of Education (DepEd) in their Adopt-a-School program. Caraga mining firms allot P2.6B for 2019 environmental protection, enhancement program

SURIGAO CITY, Surigao del Norte, June 29 (PIA) -- The Caraga minerals industry has upheld its commitment to protect the environment and implement initiatives to enhance nature as it continues to fuel economic growth.

 

For Calendar Year 2019, the Mines and Geosciences Bureau (MGB) Caraga has recorded a total amount of P2,605,357,379.00 expended by mining companies in the region for the implementation of the Annual Environmental Protection and Enhancement Program (AEPEP).

The AEPEP is in compliance with Section 171 of the Department of Environment and Natural Resources (DENR) Administrative Order No. 2010-21, the Implementing Rules and Regulations of Republic Act 7942 or the Philippine Mining Act of 1995, wherein a mining company shall allocate for its annual environment-related expense a percentage which may approximate a minimum of three to five percent (3-5%) of its direct mining and milling costs depending on the environment/geologic condition, nature and scale of operations and technology employed.
Based on MGB Memorandum Circular No. 2018-02, the AEPEP is divided into seven major components, namely Land Resource Management; Water Resource and Quality; Air Quality; Noise and Vibration; Conservation Values; Environmental Research; and Other Activities such as trainings and Information, Education and Communication.
Eighty-one percent (81%) of the total amount is attributed to mining companies in Surigao del Norte where the primary commodities are nickel, iron and other associated minerals and major activities include land resource management, specifically backfilling, reshaping, re-contouring and planting of mined-out areas, and air quality management, specifically water spraying to ensure that air quality is within the DENR standards.
The only mineral processing plant in the province, Taganito HPAL Nickel Corporation, has expended a huge amount of its budget for water resource and quality, specifically the control of process tailings and wastewater. Nickel mining companies in Surigao del Sur contributed more than six percent (6%) of the total amount where major activities are mainly in land resource management (rehabilitation of mined-out areas, access road maintenance and nursery operations, among others) and water resource and quality like construction and maintenance of settling ponds and other environmental structures.

In Agusan del Norte, nickel mining companies shared almost six percent (6%) of the amount and the major activities are in land resource management such as access road maintenance and stockyard management and air quality management, specifically dust suppression through water spraying.
Agata Mining Ventures, Inc., located in the province of Agusan del Norte, has shown an exemplary performance in the implementation of its AEPEP and bagged the 2019 Presidential Mineral Industry Environmental Award (PMIEA) for surface mining category during the 66th Annual National Mine Safety and Environment Conference (ANMSEC) held last November 2019 in Baguio City. The company has initiated thematic landscaping and established a wildlife garden within the mine site which proved that mining and ecotourism can coexist.
More than three percent (3%) of the total amount was contributed by the mining and milling companies in Agusan del Sur where the primary commodities are gold and silver. Major AEPEP activities include land resource management, specifically slope stabilization in Agsao River which is located at the mine site and access road maintenance, and water resource and quality such as maintenance of water treatment facility and de-silting of settling ponds.
Mindanao Mineral Processing and Refining Corporation, a mineral processing plant in the province, has also shown a very satisfactory performance in environmental management as one of the recipients of the 2019 PMIE Award for mineral processing category during the 66 th ANMSEC. The company has turned one of its tailings storage facilities into a picturesque landscaped area that serves as a tourism spot frequently visited by locals.

Lastly, mining companies in the Province of Dinagat Islands have spent more than three percent (3%) of the P2.6 billion for the 2019 AEPEP. Major activities include land resource management like seedling production in the nursery and backfilling/reshaping of mined-out areas for rehabilitation and water resource and quality to include construction and maintenance of settling ponds and other environmental structures.
Cagdianao Mining Corporation, located in the province, is also a PMIEA awardee for surface mining category in 2019. The company performed well in its agro-plantation development in the mine site that showcased the fact that mining and agriculture can go together. With all these accomplishments, the picture of mining companies operating with little regard for nature is no longer accurate.

Lately, proper concern and regard for the environment have become one of the fundamental elements of a successful minerals industry given that there is an increasing level of attention to environmental issues in the mining business. It is believed that the economics-environment trade-off is not so sharp as once thought and that mining companies that are efficient in their main activity of mineral extraction are also best at environmental protection. TESDA Agusan Norte chief reminds personnel on the workplace

BUTUAN CITY, June 30 -- Acting Provincial Director Liza B. Budtan of the Technical Education and Skills Development Authority (TESDA)-Agusan del Norte Provincial Office reminded all personnel to strictly adhere the workplace guidance for the new normal.

Speaking before the personnel of the provincial office during the Provincial Quality Management Committee (PQMC) meeting held recently here, Dir. Budtan emphasized the need of the personnel to religiously follow the guidelines issued by TESDA Sec. Isidro S. Lapeña so that health of the personnel as well as the clients will not be places to risk, especially that the City of Butuan was placed back to Modified Enhanced Community Quarantine after the number of COVD-19 cases increased in the previous days.

“Though the said guidelines were already discussed with the personnel upon receiving the TESDA Circular 055, series of 2020 re: TESDA Workplace Guidelines for the New Normal,” it is but necessary that personnel should be always reminded of the do’s and don’ts in dealing with clients especially these times,” Dir. Budtan stressed.

Dir. Budtan further said, the TESDA Circular is composed of eight guidelines that will surely be taken into consideration as the personnel is dealing with different types of clients daily.

The official underscored the importance of wearing face masks. She added the provincial office has already implemented a “No Face Mask, No Entry” policy immediately after the city was placed in community quarantine in March. “We made sure that all personnel as well as our clients have followed this policy.

Just recently, Dir. Budtan said all clients who wish to transact with the provincial office must be subjected to no-contact thermal scanning. She pointed out that as per TESDA Guidelines, person/s whose temperature reading is 37.5 degrees and above and those suffering from fever, flu, cough, and colds shall not be allowed to enter. All operating units in the RCPOTI are required to purchase thermal scanners.

“Actually, those who will enter the provincial office have undergone two times no-contact thermal scanning since the provincial LGU is also conducting thermal scanning to those who enter the provincial capitol premises where the TESDA-Agusan del Norte Provincial Office is located at the back of the capitol building,” she said.

As of June 29, 2020, the Department of Health (DOH) Center for Health Development (CHD) Caraga posted in their Facebook page a total of 138 COVID-19 confirmed cases in Caraga Region with Butuan City as the second highest in the region next to Surigao del Norte with 34 and 35, respectively. DOH Caraga announces 22 new COVID-19 cases

BUTUAN CITY, June 30– The Department of Health (DOH) Caraga announced on Monday, 152 RT-PCR (Real-Time Reverse Transcription Polymerase Chain Reaction) results received from Southern Philippines Medical Center (SPMC) sub-national laboratories. 

Of the said RT-PCR results received, 120 tested negative while 32 turned positive for the coronavirus disease 2019 (COVID-19) virus.

The negative RT-PCR results are from a) Three follow-up tests of previously confirmed cases, b) Four suspect cases, c) Eight probable cases, and d) results coming from high-risk individuals who either have turned positive in the Rapid Antibody-based Test or with relevant travel and exposure to COVID-19.

As revealed, 32 samples are RT-PCR confirmed positive for COVID-19: a) Ten follow-up tests of previously confirmed cases and b) Twenty-two (22) new cases.

Of the 22 cases, 81.82% (18) are Locally Stranded Individuals, 9.09% (2) Returning Overseas Filipinos, 9.1% (2) one is a health worker while the other has a history of travel to an area with local transmission. As to sex distribution, 54.55% (12) are females while 45.45% (10) are males. For age group, 50% belong to ages 20-30 years old. Cases are distributed in the following areas: Butuan City (1), Cabadbaran City (2), municipalities in Agusan del Norte- Buenavista (1), Carmen (2), Jabonga (1), and Nasipit (2), municipalities in Agusan del Sur- Esperanza (1), Loreto (1), Prosperidad (2), and Sibagat (1), municipalities in Surigao del Norte- Alegria (1), Del Carmen (1), Mainit (1), Tubod (1), Bislig City (1), and municipalities of Surigao del Sur- Carmen (2), Lingig (1).

“Based on the data at hand, we documented a steadily increase of cases with the highest number on the 25th morbidity week since January. As of this time, 70.29% (97) of our confirmed cases are coming from the LSIs, 13.04% (18) are ROFs, and 16.67% (23) are health workers and individuals who traveled to areas with local transmission,” DOH Caraga Regional Director Jose R. Llacuna, Jr. said.

Majority of the cases (20) are asymptomatic (90.91%) while two or 9.09% have mild symptoms. All cases are admitted and isolated at designated quarantine facilities region wide for monitoring and management.

“We are decisive with our containment strategies together with the Regional Inter-Agency Task Force on Emerging Infectious Disease (RIATF-EID) and the Regional Task Force COVID-19 One Caraga Shield bodies," Dr. Llacuna said.

"Areas with two or more recently confirmed cases should strictly follow quarantine and isolation protocols. For areas with at least one or one case, should still adhere to the health standards and physical distancing practices. We need to do this because these approaches can reduce further spread of the virus. Likewise, we also need to protect the vulnerable groups like our elderlies, children and those with pre-existing medical condition; and sustain capacity of critical and isolation beds, as well as protect our frontliners and health care workers,” the health chief added.

48 FRs take oath of allegiance to gov't, receive financial assistance

BUTUAN CITY, July 1 (PIA) -- Forty-eight former members of the communist New People’s Army (NPAs) consist of 42 members of Guerrilla Front 4A (GF4A) operating in the areas of Las Nieves, Buenavista, Nasipit, Carmen in the province of Agusan del Norte, Gingoog City, and Butuan City; and six members from the Guerrilla Front 88 (GF88) operating in the areas of Agusan del Sur and Bukidnon have signed a manifesto withdrawing their support to the communist terrorist group (CTG).

The former rebels (FRs) have decided to go back to the government to have a peaceful life with their families.

Agusan del Norte Governor Dale B. Corvera thanked the FRs for deciding to go back to the government. He also asked them to be a partner of the province’s development.

“I am asking you to support us in ending the insurgency problem in our place,” he said.  The governor then read the pledge of withdrawal of support and requested them to raise their right hand in front of the other provincial officials, police personnel, and media partners and to sincerely pledge their withdrawal of support to the communist terrorist group.

Col. Cerilo C. Balaoro, Jr., the deputy brigade commander of 402nd Infantry Brigade, Philippine Army, also asked the FRs to help in convincing their former comrades to go back to the folds of the law and help in their peace initiatives. “I urged you to help stop the armed struggle and let’s give peace a chance,” he said.

The FRs also recited the Panunumpa sa Watawat ng Pilipinas led by Agusan del Norte 2nd district representative Ma. Angelica Rosedell M. Amante-Matba. “By reciting this, you are now again a Filipino that not only love peace, but want to give peace to our fellow Filipinos, be an instrument of change and help the police and the military to stop local communist armed conflict in order to live peacefully,” she said.

In showing their sincere intention of going back and supporting the government in their fight against terrorism, the FRs also burned the CTG's flag at the Philippine National Police (PNP) Caraga grandstand.

PBGen. Joselito T. Esquivel, Jr., regional director of PNP Caraga, thanked the FRs for their acts of signing the manifesto of withdrawal of support to the CTG. He was also confident that the government is winning against the terrorist group.

Meanwhile, because of the acts shown by the FRs and while the government is still validating and processing their Enhanced Comprehensive Local Integration Program (ECLIP) benefits, Rep. Matba and Gov. PH Nickel Industry Association provides P38-M for COVID-19 response

SURIGAO CITY, July 1 -- The members of the Philippine Nickel Industry Association (PNIA) have collectively disbursed more than P38 million of their Social Development Management Program (SDMP) fund for various coronavirus disease 2019 (COVID-19) relief efforts to benefit frontliners and host communities during the two-month enhanced community quarantine period (ECQ).

PNIA has also been working in solidarity with Act as One, Kalinga Kontra Kovid (KKK) QC, as well as local and national government authorities in providing assistance to key hospitals in Metro Manila and to more than 66,200 households in Caraga, Zambales, and Palawan.
“We try our best to keep our commitment to our host communities especially during these trying times. It’s definitely a challenging time for our business operations but our local communities are our partners throughout the years and saving lives is our priority right now,” said Atty. Dante R. Bravo, PNIA president.

Aside from providing 31,800 food packs and sharing over 26,960 sacks of rice to their host communities, mining companies also organized transportation for displaced individuals, set up disinfection tents and facilitated disinfection drives in the area.

Other member companies likewise sourced majority of its fresh produce from local farmers and other goods from local establishments to stimulate the region’s economy. Due to ECQ restrictions on transportation, these farmers faced the risk of spoilage of their produce – in addition to the challenge of putting food on their own tables.

PNIA member companies donated over 20,300 units of medical supplies including facemasks, personal protective equipment (PPEs), digital thermal scanners, vitamins, and other medical and disinfection supplies to local government units and various non-government organizations.

In addition, PNIA recently donated 5,000 test kits through Act as One to help fast track rapid testing efforts of local government units in Metro Manila and other selected cities in the country.

Over and beyond allocating SDMP funds, PNIA members have also prepared a COVID-19 response fund to support employees and local community stakeholders through salary continuance, and various forms of assistance during the crisis.

“We also ensure highest health and safety standards are enforced in our mining operations, during and beyond the ECQ to protect the welfare of our employees, partners, and communities. PNIA members are strictly following quarantine protocols and information campaign efforts to help mitigate transmission of the virus,” said Bravo.

PNIA members have also been resolute in implementing quarantine protocol guidelines mandated by the Inter-Agency Task Force for COVID-19 (IATF) in coordination with local government authorities. The companies also augment the local government’s information and education drive by proactively promoting awareness on social distancing and proper hygiene procedures within the local host communities.

Looking beyond the pandemic, PNIA members looks forward to bounce back and help reinvigorate the country’s economy towards recovery.

P9.8-M illegal drugs seized by PNP-Caraga in Q1 2020

BUTUAN CITY, July 1 -- Police Brigadier General Joselito T. Esquivel, Jr, regional director of Philippine National Police (PNP) - Caraga reported that for the period January 1 to June 27 of this year they were able to confiscate P9,879,173.76 worth of shabu, marijuana, and cocaine; arrested 225 drug personalities while two have died during an intensified campaign against illegal drugs in the region.

Record from Regional Operations Management Division 13 revealed that for the said period, a total of 198 drug operations were conducted wherein 661.18 grams of shabu; 14,250 grams of marijuana; and 15 grams of cocaine were confiscated.

On May 8, two anti-illegal drugs operations under Case Operational Plan (COPLAN) Everest-Bravo were conducted in Barangay Kasapa II in La Paz, Agusan del Sur wherein 4,000 and 6,000 marijuana hills were uprooted in two separate plantations, and amounting to P800,000 and P1,200,000, respectively.

Two separate cases for violation of Section 16 Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, docketed under NPS No.13-03-INV-20F-208 and NPS No.13-03-INV-20F-207 were already filed against Iming Tilocan, legal age, farmer, resident of Sitio Landing, Kasapa II, La Paz, Agusan del Sur, and the identified owner and cultivator of said marijuana plantations.

BGen. Esquivel lauded the operating personnel for their dedication to duty and sincere commitment of giving the people a drug-free community.

“I assure all Caraganons that we will sustain all our efforts against all forms of criminality in the region. The people deserve no less and it is our prime duty as law enforcers that all criminals will be put behind bars,” said BGen. Esquivel.

He added that the community has a significant role in the attainment of sustainable peace in the region. “We are calling for your continued support by immediately reporting to the nearest police station any illegal activities or presence of criminals in your locality,” said BGen Esquivel. Siargao Island tallies first confirmed COVID-19 case; cases in Caraga now total to 138

BUTUAN CITY, July 1 (PIA) -- Authorities confirm the first confirmed coronavirus disease 2019 (COVID-19) case in the municipality of Del Carmen in Siargao Island.

The said case is one of the 22 new confirmed cases reported by the Department of Health (DOH) Caraga on Monday, June 29. Eighteen of these cases are locally stranded individuals (LSIs), two returning overseas Filipinos (ROFs), one with a travel history in Metro Manila while the other is a health care worker.

Twenty are asymptomatic and are now isolated in the quarantine facilities in their respective local government units (LGUs) while two are experiencing mild symptoms of the disease and are now confined in the treatment facilities in the region.

Per the health department’s data, the area distribution of the cases are as follows: 2 in Cabadbaran City; 1 in Buenavista; 2 in Carmen; 1 in Jabonga; and 2 in Nasipit, all of which are areas in the province of Agusan del Norte; 1 in Esperanza; 1 in Loreto; 2 in Prosperidad; and 1 in Sibagat in Agusan del Sur; 1 in Bislig City; 2 in Carmen; and 1 in Lingig, Surigao del Sur; one confirmed case in the municipalities of Alegria, Mainit, and Tubod in Surigao del Norte, and one in Butuan City.

Meanwhile, ten of the previously tallied cases also tested positive in their follow-up tests.

Communal garden sa Butuan City, nagbibigay ng pagkain at seguridad 

 


Sa pangunguna ni Hanawi Alauya, isang empleyado ng Bureau of Fisheries and Aquatic Resources o BFAR at residente sa nasabing lugar kasama ang pitong pamilya na apektado ang hanapbuhay dahil sa enhanced community quarantine o ECQ, sinimulan nila ang isang communal garden sa isang 400-square meter na bakanteng lote sa buwan ng Abril upang matugunan ang kanilang pangangailan sa pagkain.
Saysay pa ni Alauya, naramdaman niya ang pangangailan ng kanyang mga kapitbahay kaya’t kinombinsi niya silang magtanim sa bakanteng lote at kukuha ng seedlings sa DA.

Tulong-tulong sa pagtanim, pag-alaga at ngayon ay nakikinabang na sila nito. Si Lyn Montes, isang tricycle driver at asawang construction worker na parehong apektado ang kanilang kabuhayan dahil sa ECQ ay masaya sa pagkakaroon ng communal garden sa kanilang lugar. Anya hindi lang ito nakakatulong sa araw-araw nilang pagkain, kumikita din sila at nagkaroon din sila ng magandang relasyon ng kanyang mga anak dahil nagtutulongan sila dito.
Kabilang sa mga pananim sa communal garden ay ang pechay, mustasa, okra, opo, alugbati at talong.

LUNGSOD NG BUTUAN, Hulyo 1 (PIA) -- Kinumpirma ng mga otoridad ang unang kaso ng coronavirus disease 2019 (COVID-19) sa bayan ng Del Carmen sa isla ng Siargao.

Kabilang ito sa 22 na bagong kasong naitala ng Department of Health (DOH) Caraga noong Lunes, Hunyo 29.

Butuan City locals support agri-4Ps during this COVID-19 pandemic

BUTUAN CITY, July 2 (PIA) -- To sustain food security in various communities during this coronavirus disease 2019 (COVID-19) pandemic, the local residents in a village in this city took the initiative along with the Department of Agriculture (DA) Caraga for the establishment of a communal garden.

The concerted effort is under the DA’s Plant, Plant, Plant Program or Agri-4Ps.

Led by Hanawi Alauya, chief of Fisheries Inspection and Quarantine Services of the Bureau of Fisheries and Aquatic Resources (BFAR), residents in the area have started planting in the 400-square meter land.

Alauya said he felt the need to help his neighbors particularly those whose livelihood were greatly affected, hence, he convinced them to get free seedlings from the DA and have it sown in the vacant lot in the village.

”I want to help my neighbors who are affected with this pandemic and with this little way, I believe this could support their family’s daily consumption during this time of pandemic,” said Alauya.

Lyn Montes, a tricycle driver whose husband is a construction worker, was among those hit hard by the community quarantine and is now active in communal gardening.

She added, this does not only help them survive in their daily consumption but also allows them to earn some income.

”Since the onset of the COVID-19, many were unemployed due to temporary suspension of several establishments, including the transport sector and we experience difficulty in coping with our daily expenses while we are on community quarantine. This is why, we are thankful to the initiative and collaboration of the concerned individuals and groups for this communal garden, where we could harvest and consume for our family,” Montes bared.

Caraga RTF-ELCAC eyes closure of non-DepEd schools amid pandemic

BUTUAN CITY, July 2 (PIA) -- In line with the pursuit of ending insurgency in the region, the Department of Education (DepEd) Caraga has pursued the closure of unaccredited schools in Caraga region amid the pandemic, per the mandate of the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

Schools established under the Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV), Inc. and the Tribal Filipinos Program of Surigao del Sur (TRIFPSS), Inc. in Lianga and Marihatag towns in Surigao del Sur have now been closed, which were allegedly being used as training grounds by communist-terrorist groups (CTGs) in the area.

These are now being replaced with DepEd-accredited lumad schools.

In Brgy. Diatagon in Lianga town, over 80 percent of the makeshift classrooms are nearly complete. It is expected to cater in 29 tentative enrolees, wherein 10 students are expected to enrol under the Kinder level; eight under Grade 1; four under Grade 2; one under Grade 3; four under Grade 4; and one in Grades 5 and 6.

The construction of the makeshift building was accomplished by personnel from the military unit in the area and was funded by the provincial government of Surigao del Sur and the municipal government.

Meanwhile, in Brgy. Mahaba in the municipality of Marihatag, enrolment is still being conducted by teachers of the nearby San Roque Elementary School and Mahaba barangay officials.

Due to the gravity of the insurgency situation in the area, the construction of the makeshift building had to be postponed. However, the 9th Coy Special Forces (SF), Philippine Army and barangay officials are coordinating with the municipal government of Marihatag and the provincial government for the fast procurement of the building materials.

Both makeshift schools will be manned by three teachers, one from the department and the other two from the local community.

According to DepEd Caraga Regional Director Francis Cesar Bringas, the technical working group of the task force decided to establish schools for the displaced learners in the area for the pilot batch of establishing government-owned lumad schools. 

“Both areas were chosen since they were identified as ‘most problematic areas’ by the provincial government of Surigao del Sur,” he said.

Prior to the closure of the unaccredited schools, the schools’ directors were given final notice of closure on February 21 of this year. Since no proper response was provided to the authorities, closure of the schools was pushed through.

TESDA Agusan Norte holds forum on assessment center managers

BUTUAN CITY, July 2 -- A forum for the assessment center managers of the province of Agusan del Norte was held Thursday through online/virtual.

In her message, TESDA-Agusan del Norte Acting Provincial Director Liza B. Budtan said the provincial office received letters asking when the assessments will be continued, “thus the need for the conduct of this forum,” she said.

Also, Dir. Budtan emphasized that although a number of programs have been affected due to the coronavirus disease 2019 (COVID-19) pandemic, TESDA is finding ways so that its mandates will still be delivered to the public observing the new normal. “All of us face challenges brought about by the global pandemic but we need to embrace the new normal, she said.

The official further presented the Inter-Agency Task Force (IATF) Resolution No. 47, series of 2020 dated June 19, 2020 with emphasis that TESDA is now allowed to resume trainings and assessments.

The TESDA chief of the province explained that the Technical-Vocational Education and Training (TVET) may conduct trainings in Technical Vocational Institutions (TVIs) and TESDA Technology Institutions (TTIs) subject to the compliance with TESDA Guidelines and minimum public health standards under the following conditions: 1. Full online/e-learning trainings; 2. All training programs related to agriculture/fishery qualifications for food production and processing; 3. Distance learning for TVET programs; 4. E-learning component of Blended Learning for TVET programs; 5. Dual Training System, Enterprise-Based Trainings, and In-plant Training in establishments allowed to operate under GCQ; and 5. Virtual assessment and portfolio assessment through electronic means for certain TVET qualifications.

Furthermore, Dir. Budtan said the face-to-face TVET training and competency assessment may be conducted at up to 50% training and assessment site capacity, provided there is strict compliance with minimum public health standards, TESDA Guidelines and consultations with local government units.

Meanwhile, Senior TESD Specialist Irenea A. Dela Victoria who is the Provincial Technical Competency Assessment and Certification System (PTCACS) presented the 2019 Accomplishments of TESDA-Agusan del Norte in as far as Competency Assessment and Certification System (CACS) is concerned.

She also presented the top five assessment centers who have contributed in the accomplishments of the provincial office wherein a remarkable 120% accomplishment was recorded in 2019, as follows: 1. Provincial Training Center of Agusan del Norte; 2. Northern Mindanao School of Fisheries; 3. Candelaria Institute of Technology of Cabadbaran, Inc. (CIC); 4. Philippine Electronics and Communications Institute of Technology (PECIT); and 5. Caraga State University (CSU).

Among the updates of CACS presented include: 1. Accreditation of Assessment Centers; 2. Accreditation of Competency Assessors; 3. Compliance Audit; 4. Administrative and Assessment Protocols and; 5. Online Application.

DA Caraga ensures unhampered corn farming

BUTUAN CITY, July 2 -- As the medical experts fight against the dreaded coronavirus, farmers are ensuring food availability for all.

With the support from the Department of Agriculture-Caraga (DA-Caraga), corn farmers are set to establish corn model farms in three sites in the region at Brgy. Mandamo, Butuan City; Bunawan, Agusan del Sur and San Miguel, Surigao del Sur.

DA-Caraga will provide free seeds, fertilizer, soil ameliorants, and bio-control agents as well as technical and marketing support for the three farm-cluster cooperators.

DA Caraga Regional Executive Director Abel James I. Monteagudo together with Regional Corn Program Coordinator Melody Guimary recently led the turn-over of farm inputs to Mandamo Integrated Farmers Association (MIFA) of Butuan City and Bunawan Agusan del Sur Corn Farmers Association held at the DA-ILD Compound, Taguibo, Butuan City.

Gracing also the occasion were officers of Butuan City Agriculture Office headed by Engr. Pierre Anthony Joven and officers of the cluster-cooperators.

Corn model farm will serve as show window of learning for the farmer-cooperators as well as farmers in adjacent areas. This will showcase appropriate technology to increase yield, reduce production cost through farm mechanization, and produce quality yellow and white corn grains.

Each farmer-cluster cooperator committed 50 hectares of land to be a corn model farm involving around 150 farmers.

“To help our farmers continue their noble role as a food producer, DA will support them through the provision of seeds and other inputs to make them productive despite of the pandemic,” Monteagudo said.

Nazario Baslote, chairperson of MAFI said that the project is a big help for them as they have availed free seeds and other inputs which is a big saving on their production cost.
“We are grateful that DA is always there for us. Despite the pandemic, we can produce food continuously,” he said.

TESDA distributes toolkits to SSTP scholars in AgNor town

BUTUAN CITY, July 2 -- The Technical Education and Skills Development Authority (TESDA) distributed on Wednesday toolkits to graduates of the Special Skills Training Program (SSTP) in Brgy. Casiklan, Las Nieves – one of the priority barangays identified by the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) under Executive Order 70.

According to Agusan del Norte Acting Provincial Director Liza B. Budtan, the training was conducted on January 7-15, 2020 in Produce Organic Vegetables (Leading to Organic Agriculture Production NC II). It was made possible in coordination with Mabakas Techno-Demo Farm, Municipal Agriculture Office of Las Nieves and the 23rd Infantry Battalion of the Philippine Army. “They finished the training on January 15, 2020 but due to COVID-19 pandemic, the toolkits distribution was suspended,” Budtan added.

In his welcome address, Casiklan Punong Barangay Erwin C. Pesquito expressed his gratitude to TESDA for the free training that his constituents have availed. “In behalf of the residents of Brgy. Casiklan, I would like to express my sincerest thanks and gratitude to TESDA for the free training that our resident-farmers have availed, especially because aside from the training, we also received toolkits that would help them make their works easy,” Pesquito said.

Further, Marife B. Sanoy, one of the scholars said in her testimony that because of the training she obtained from TESDA through the Mabakas Techno-Demo Farm, she and her husband were able to build a house which is a dream-come-true of the couple.

“When I finished my training last January 25, 2020, I immediately applied all the learnings and knowledge I gained in the training and with God’s help, we were able to sell vegetable products amounting to Php 15,000.00 weekly… With the average income we have per week, we were able to build our own house,” she said.

Meanwhile, TESDA-Caraga Regional Director Ashary A. Banto enjoined the scholars to enroll in Organic Agriculture Production NC II so that the knowledge they have right now will be leveled-up, thus leading to the production of high-valued agricultural products.  “TESDA will always be here for you. Just tell us if you are interested to be trained specially in agriculture-related qualifications and we will be providing you with knowledge, skills, and the right attitude so that you will succeed in as far as agricultural farming is concerned,” Dir. Banto said.

Among the starter toolkits the scholars have received include: steel rake, sprayer, shovel, garden hoe, and sprinkler. Aside from the toolkits, they also received seeds from the Provincial Agriculture Office through its officer-in-charge Mr. Alvin P. Aclan.

Among the officials in attendance are Agusan del Norte Board Member Virgilo Escasiñas and Las Nieves Mayor Avelina Rosales. Likewise, personnel of the 23rd Infantry Battalion, Philippine Army and PNP-Las Nieves were also present in the activity providing security to guests and visitors. Caraga RDC approves COVID-19 recovery program

BUTUAN CITY, July 2 (PIA) -- The Caraga Regional Development Council (RDC) has granted approval on the Caraga Regional Recovery Program (RRP) from COVID-19 during its 102nd Full Council meeting on June 26 via teleconference. 

Presented by Caraga RDC Vice-Chairperson and National Economic Development Authority (NEDA) regional director Bonifacio G. Uy, the RRP is a supplemental program to the Caraga Regional Development Plan (RDP) 2017-2022 Midterm Update, which aims to lay down Caraga’s COVID-19 recovery roadmap taking into account the region’s unique needs arising from the ongoing health crisis.

The RRP spells out the overall assessment on the impacts and challenges in the region arising from the pandemic; strategic action plans; and proposed programs, projects, and activities (PPAs) of the key sectors in the region.

RDC Chairperson and Agusan del Norte Governor Dale B. Corvera reiterated the importance of the said program in rebooting the economy from the losses it had sustained due to the health crisis.

“With the present situation that we are confronted with, we have to deal not just with the socio-economic and health impacts of this pandemic, but also its important implications on the role of the Council – not only as an agent of development, but also as an agent of recovery,” the chairperson said.

In the same meeting, the Caraga RDC also passed Resolution No. 27, Series of 2020, entitled “Supporting the Implementation of the Balik Probinsya, Bagong Pag-asa (BP2) Program and Approving the Creation of the Special BP2 Committee.”

Institutionalized by virtue of Executive Order 114, the BP2 Program is geared towards decongesting Metro Manila’s urban areas by encouraging people, especially the informal settlers, to return to their home provinces and assist them in this transition with support and incentives on transportation, family, livelihood, housing, subsistence and education, among others.

Relative to this, the Council resolved that the Special BP2 Committee shall be chaired by the Cabinet Officer for Regional Development and Security (CORDS) for Caraga Region, Cabinet Secretary Karlo A.B. Nograles and, as an initiative of the region, co-chaired by Caraga RDC Chairperson Gov. Dale B. Corvera.

To conclude the meeting, Gov. Corvera has highlighted the importance of cooperation among local authorities primarily to uplift the welfare of Caraganons amid the difficulties faced.  
“Our region’s success in bouncing back hinges primarily on our ability to work together, and our accountability in delivering what is expected from each of us. CHR Caraga holds ‘right to health’ webinar series

BUTUAN CITY, July 2 -- While the country is battling against the spread of coronavirus disease 2019 (COVID-19), it is high time also to better understand the right to health.

Participated by different representatives from regional line agencies, the Commission on Human Rights (CHR) Caraga led a webinar series held on June 24 and 30, 2020.

The first session centered on the normative discussion of the right to health by Mi-an Joy Taglucop and Atty. Ralphmar Oñez of CHR Caraga. The agency saw the importance for these offices to be reminded of the State's obligation most especially in time of this health crisis.

Participants were also able to share the measures their respective offices are undertaking to promote and protect the health of their employees and of course their clients.

Meanwhile, the second session highlighted mental health care in the new normal by Dr. Aime T. Guarino, RGC, RPsy of De La Salle University. Caraganons support NGP implementation amid COVID-19 pandemic

BUTUAN CITY, July 6 (PIA) -- While Caraganons maximize their time during the community quarantine by maintaining a communal garden in their respective barangays, the Department of Environment and Natural Resources (DENR) Caraga also urged locals to help protect the region’s rich bounty of natural resources by planting more trees in support to the National Greening Program (NGP).

Based on the department’s record, more than 5.7 million seedlings were already planted in the NGP areas in Caraga last year. The province of Agusan del Sur has the highest number of seedlings planted among other provinces in the region.

According to Forester Samuel Danganan, assistant regional director for Technical Services of DENR-Caraga, over the years, the region remains to have high-performance rating in the implementation of the national greening program.

The official added that local communities continue to express their support for the said program, however, illegal logging still remains to be a problem in the region.

With this, the DENR was able to accomplish 98 percent from their operations against violators of forest protection laws.

Meanwhile, the newly installed regional executive director of DENR-Caraga called on all Caraganons to take part in the government’s campaign against illegal activities that are harmful to the environment and to actively participate in its initiatives for the conservation and protection of the region’s natural resources.

CHR Caraga orients LGUs, RLAs on ‘Gender Ombud’

BUTUAN CITY, July 6 -- The Commission on Human Rights (CHR)-Caraga conducted an online learning session on "CHR as Gender Ombud" to local government units (LGUs) and regional line agencies (RLAs) on June 30, 2020.

With the end goal of increasing the attendees’ knowledge and appreciation of CHR as the Gender Ombud, CHR Caraga discussed the Magna Carta of Women; the roles and functions of the Gender Ombud; and the programs and services of the CHR to the attendees.

One of the highlights also is the orientation of the e-Report sa Gender Ombud, which is an online system where people can report incidents of gender-based violence (GBV) and other cases that occur during the global health crisis caused by the pandemic. This was launched by the Commission on April 27, 2020.

Attendees were provincial and city social welfare and development officers and provincial gender and development focal persons of Agusan del Norte, Dinagat Islands, Surigao del Norte, Surigao del Sur, and Butuan City. Key staff from the Department of Social Welfare and Development, Department of the Interior and Local Government, Philippine National Police, and Department of Health were also present. Implementasyon ng NGP, pinaigting ng DENR sa harap ng COVID-19 crisis

LUNGSOD NG BUTUAN, Hulyo 6 (PIA) -- Habang abala ang mga taga-Caraga sa communal gardening, mas pinaigting din ng Department of Environment and Natural Resources (DENR) Caraga ang pagpapatupad ng National Greening Program (NGP) gayundin ang pagsusulong ng proteksyon sa mga pinagkukunang yaman ng rehiyon.

Base sa tala ng ahensiya, mahigit 5.7-million seedlings ang naitanim sa NGP areas noong nakaraang taon. Ang probinsya ng Agusan del Sur ang may pinakamalaking naiambag rito.

Ayon kay Forester Samuel Danganan, assistant regional director for Technical Services ng DENR-Caraga, patuloy na nakikilala ang rehiyon bilang may mataas na performance sa pagpapatupad ng NGP.

Dagdag pa ng opisyal, bagamat marami ang sumusuporta  sa nasabing programa sa mga komunidad, nananatiling problema pa rin ang illegal logging activities sa rehiyon.

Dahil dito, nasa 98 percent ang kanilang isinagawang apprehension o paghuli sa mga lumalabag sa forest protection laws.  

Samantala, nanawagan naman sa lahat ng Caraganons ang bagong itinalagang regional executive director ng DENR, na makibahagi sa kampanya ng gobyerno at makilahok sa mga ginagawang hakbang nito para mapanatiling maayos at protektado ang pinagkukunang yaman ng rehiyon.

“Hindi ito kaya ng iisang sektor o ng gobyerno lamang. Bawat isa sa atin ay may mahalagang tungkuling kailangang gampanan upang maprotektahan ang ating kalikasan hanggang sa susunod pang henerasyon,” ani ni regional executive director Hadja Didaw Piang-Brahim ng DENR-Caraga. (JPG/PIA-Caraga)

Former rebels in AgSur town receive aid from government

BUTUAN CITY, July 7 (PIA) -- Despite the ongoing threat posed by the coronavirus disease 2019 (COVID-19) pandemic, the government remains steadfast in curbing the local communist armed conflict and in providing necessary and appropriate interventions to the affected residents particularly in the remote areas in the municipality of La Paz in Agusan del Sur.

In time with the conduct of the three-day Peace-Building Seminar with the Indigenous Peoples (IPs) in Barangay Kasapa II, the locals also initiated a peace rally and ceremonial signing of the resolution in the declaration of persona non-grata to the communist-terrorist CPP-NPA-NDF (Communist Party of the Philippines - New People’s Army - National Democratic Front).

Apart from these, some 59 former rebels also received cash assistance from the government worth 15,000 pesos each. Four people’s organizations were also given tissue culture lacatan plantlets with organic fertilizers, vegetables, and corn seeds from the provincial and municipal agriculture offices.

According to Agusan del Sur Governor Santiago Cane, Jr., the IPs have been very supportive and cooperative in the local peace talks and dialogue and actively join other sectors towards achieving peace and development in the region.

Many of the former rebels have also returned to the folds of the government and chose to live peacefully and start anew in mainstream society. They are now inclined in spending quality time and living with their family especially during this COVID-19 crisis.


“Peace and development are achieved only if people in the community are united and willing to do whatever it takes to keep everyone safe and secure. We thank our IPs for joining the government in its effort to curb the insurgency problem in the region,” bared Cane.

The official added that a barangay health station is soon to be constructed in the area so locals would have easier access to medical services considering that said barangay is situated far from the municipal proper.

Mayor Michael Lim also stressed that the local government supports the presence of the military in the area to ensure the safety and protection of the residents, as well as the necessary infra projects intended for them.

Select Butuan villages remain under MECQ; RTF approves deferment of returning individuals

BUTUAN CITY, July 7 (PIA) -- With the continuous rise of cases in Caraga region, 33 barangays in the city remain under Modified Enhanced Community Quarantine (MECQ).

The Department of Health (DOH) Caraga has emphasized the need to continue implementing the said degree of community quarantine in order to “target 100 percent contact tracing and placement of all unnecessary quarantine and isolation measures to prevent further the spread of the disease in the region” in its letter addressed to the Inter Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) dated June 29.

The Caraga Regional Task Force for COVID-19 One Caraga Shield (RTF-COCS) then concurred the request during its 9th Teleconference Meeting on July 3.

The said city currently has the second-highest number of cases in the region, wherein 36 of the 161 total cases are tallied. In addition, the health department has confirmed the region’s first locally transmitted cases in the city.

Meanwhile, the task force has also approved the request of local authorities on the deferment of the locally stranded individuals (LSIs) and returning overseas Filipinos (ROFs) in the region.

The rise in cases spurred the subsequent increased demand for a real-time polymerase chain reaction (RT-PCR) testing laboratory in the region, which is targeted to open on the second week of the month, as indicated in the same letter from the DOH Caraga.

As of July 6, Caraga region has 161 total confirmed cases. Twenty-six have now recovered and have been discharged, 19 have recovered and are now completing quarantine period, and 116 are still admitted and under strict facility quarantine. (DMNR/PIACaraga)

DOH Caraga reveals 15 new COVID19 cases

BUTUAN CITY, July 7 -- The Department of Health (DOH) Caraga on Monday reveals 200 RT-PCR results received from Southern Philippines Medical Center (SPMC) sub-national laboratory.

Of the said RT-PCR results received, 166 tested negative while 34 turned positive for the coronavirus disease 2019 (COVID-19) virus.

The negative RT-PCR results are from the a) Suspect case at Butuan Doctors Hospital, b) Five (5) Probable cases from Butuan Doctors Hospital and Agusan del Sur quarantine facility, c) 160 results coming from high-risk individuals who either have turned positive in the Rapid Antibody-based Test or with relevant travel and exposure to COVID-19.

As reported, 34 samples are RT-PCR confirmed positive for COVID-19: a) Nineteen (19) follow-up tests of previously confirmed cases and b) Fifteen (15) New Cases.

Of the 15 new cases, 53.33% (8) are Locally Stranded Individuals, 26.67% (4) are Returning Overseas Filipinos and 20% (3) are frontliners. As to sex distribution, 73.3% (11) are males whereas 26.67% (4) are females. For age group, 46.67% belong to ages 20-30 years old. Cases are distributed in the following areas: municipalities in Agusan del Norte- Buenavista (1), Las Nieves (1), Cabadbaran City (1), Bayugan City (1), municipalities in Surigao del Norte-Alegria (2), Gigaquit (3), Sison (1), Sta. Monica (1), Tagbina, Surigao del Sur (3), Bislig City (1).

All cases are asymptomatic and are admitted and isolated at designated quarantine facilities region-wide for monitoring and management.

NGOs donate 39 portable hand-washing facilities to SurSur

TANDAG CITY, Surigao del Sur, July 7 (PIA) -- A total of 39 units of handwashing facilities were received by the provincial government of Surigao del Sur headed by Governor Alexander Pimentel from the two non-government organization (NGO) donors on Thursday.

The Moving Urban Poor Communities in Mindanao Towards Resilience  o MOVE UP Mindanao Project funded by the European Union Civil Protection and Humanitarian Aid donated 24 handwashing facilities while 15 units of touch-free, pedal-operated hand washing stations with hygiene kits were also given by ProACT’s Relief Operations COVID-19 Emergency Response by Action Against Hunger/CODESPA.

The ceremonial turnover was conducted at the Provincial Disaster Risk Reduction and Management Office (PDRRMO) in Tandag City.

PDRRMO chief Abel de Guzman revealed that the 24 handwashing facilities from MOVE UP Project will be distributed to the identified beneficiaries with no handwashing facility. De Guzman said six units will be distributed to the Rural Health Units (RHUs) of Madrid, Cagwait, Bayabas and Lingig, PDRRMO and Provincial Engineering Office (PEO) compound, and Adela Serra Ty Memorial Medical Canter (ASTMMC); five units will be given to Tandag City; two for the local government unit (LGU) of Tago; two for LGU San Miguel; two for LGU Marihatag; two for LGU San Agustin; three for LGU Lianga; one for LGU Lingig, and one for the Department of Education (DepEd)- Surigao del Sur Division.

While the 15 touch-free, pedal-operated handwashing stations from Action Against Hunger/CODESPA will be distributed to the provincial borders in the municipalities of Carrascal, Barobo, Lingig, and Bislig City; LGUs of Carmen, Lanuza, Cortes, and Tagbina; Awasian Evacuation Center in Tandag City; Marihatag District Hospital; Cortes Community Hospital; Provincial Health Office (PHO); Provincial Capitol; and Tanggapan ng Sangguniang Panlalawigan (TSP).

The distribution of the handwashing facilities to the identified areas, according to PDRRMO chief De Guzman, was aimed to promote frequent handwashing among Surigaonons amid the COVID-19 pandemic.

Governor Pimentel, on the other hand, reminded everyone to observe the minimum health standards set by the Department of Health (DOH) at all times. (PIA-Surigao del Sur)

Mga dating rebelde sa Agusan del Sur, tumanggap ng ayuda mula sa gobyerno

LUNGSOD NG BUTUAN, Hulyo 9 (PIA) -- Bagamat patuloy ang banta ng coronavirus disease2019 (COVID-19) pandemic, hindi pa rin tumitigil ang gobyerno sa pagsugpo ng local communist armed conflict at pagbigay ng naaayon na interventions para sa mga apektadong residente na nasa liblib na lugar sa bayan ng La Paz sa Agusan del Sur.

Kasabay ng inilunsad na three-day Peace-Building Seminar kasama ang mga Indigenous Peoples (IPs) sa Barangay Kasapa II, nagkaisa rin ang mga residente sa isang Peace Rally at Ceremonial Signing ng resolusyon sa pagdeklara ng persona non-grata sa mga teroristang Communist Party of the Philippines - New People’s Army - National Democratic Front (CPP-NPA-NDF).

Maliban dito, tumanggap din ang may 59 na former rebels ng cash assistance na nagkakahalaga ng P15,000 bawat isa. Apat na people’s organizations din ang tumanggap ng tissue culture lacatan plantlets na may kasamang organikong pampataba, at vegetables at corn seeds mula sa Provincial and Municipal Agriculture Offices.

Ayon kay Agusan del Sur Governor Santiago Cane, Jr., mas malawak na ngayon ang perspektibo ng mga IPs pagdating sa usaping pangkapayapaan at mas nagiging aktibo na rin ito sa paglahok sa mga aktibidad kasama ang lokal na pamahalaan at iba pang sektor.

Nakikiisa na ang IP sector sa kampanya ng gobyerno laban sa rebeldeng CPP-NPA. Ilan-ilan na rin ang sumuko at mas piniling mamuhay ng ligtas at payapa kasama ang pamilya lalu na ngayong may pandemya.

“Makakamtan lamang ang kapayapaan at pag-unlad sa isang komunidad kung ang lahat ng naninirahan dito ay nagkakaisa at tumutulong sa pagpapanatili ng kaayusan ng lahat. Maraming salamat sa inyong suporta sa mga ginagawang hakbang ng gobyerno upang patuloy na matugunan ang pangangailangan ng mamamayan,” ani ni Cane.  

Dagdag pa ng opisyal, magtatayo ng isang barangay health station para sa mga residente ng Barangay Kasapa II upang matugunan agad ang kanilang kalusugan lalu pa at nasa malayong parte ito ng nasabing bayan.

Binigyang-diin naman ni Mayor Michael Lim, na patuloy ang kanilang suporta sa presensya ng militar sa Barangay Kasapa II upang masigurong ligtas ang mamamayan at maayos na nakakapasok dito ang ibat-ibang kinakailangang inprastraktura para sa mga residente.

Mahinumduman nga giablihan ang ICU niadtong buwan sa Hunyo. Gitambongan mismo ni Gov. Corvera ang maong okasyon ug didto gipadayag niya nga mahimong dakung tabang usab ang maong mga pasilidades sa paninguha sa probinsya nga mahimong mas andam pa pag-atiman sa mga pasyente sa COVID-19.

Corvera sa iyang Governor’s Report atol sa 53rd Araw ng Agusan del Norte nga dakung pagtagad ang ihatag sa iyang administrasyon sa serbisyo sa mga hospital sa probinsya tungod kay sa maong hawanan sa serbisyo lamang (tertiary health services) nga naay direktang papel ang probinsya pag-atiman sa mga Agusanon.

Rubber production at marketing project itinurn-over sa Butuan City

LUNGSOD NG BUTUAN, Hulyo 10 (PIA)– Isang Integrated Rubber Production at Marketing Project na nagkakahalaga ng P22.1 miilion ang itiner-over ng Departemnt of Agriculture-Philippine Rural Development Project (DA-PRDP) sa Km. 7 Farmers’ Producers Cooperative (KFPC) sa barangay Tungao dito sa lungsod.


Malaki ang pasalamat ng nasabing kooperatiba dahil matagal na nila itong pangarap na maepondar. Ayon kay KFPC chairperson Samuel Calawigan, Jr. isa itong panaginip na naging totoo para sa kanila na mga myembro.
Malaking tulong ang nasabing proyekto dahil ang kooperatiba ang isa sa nagbibigay ng serbisyo sa mga rubber growers sa Butuan City at sa karatig na mga bayan dito.

Kabilang sa nasabing proyekto ang pagpapatayo ng warehouse, seedling production building at seedbed na susuporta  sa mga myembro at mga rubber growers.
Ayon din ay KFPC general manager Nilo Calipayan, target nilang mas maparami pa hanggang 500 hectares ang rubber plantation kada taon, kaya at napakalaking tulong na ito ng DA upang maisakatuparan ang mga ito.

Sa ngayon, mayroon ng 460 myembro ang kooperatiba.
Kampante naman si DA regional executive director Abel James Monteagudo na maging maayos at pagpapatagbo ng kooperatiba dahil tulong-tulong ang mga myembro nito at maganda ang reputasyon.

Maliban sa P22.1 million rubber production at marketing project, kasalukuyan din ang konstruksyon ng 9.82 kilometer na farm-to-market road na nagkakahalaga ng P158.9 million na siguradong makakasuporta sa operasyon ng nasabing kooperatiba. (NCL/PIA Caraga)

Mga ahensiya ng pamahalaan at media, nagpaabot ng tulong sa mga IPs sa Agusan Sur

LUNGSOD NG BUTUAN, Hulyo 10 (PIA) -- Bagamat malayo mula mismo sa sentro ng bayan ng San Francisco sa Agusan del Sur, nakatanggap pa rin ng ayuda ang mga residente ng Purok 8 Barangay New Visayas sa nasabing bayan.

Partikular sa mga natulungan ay ang mga kabataan.

Nagsanib pwersa ang lokal na pamahalaan, Philippine National Police (PNP), Agusan del Sur Media Club at iba pang kinauukulang ahensiya para magbigay ng food packs, meryenda, mga punla, laruan, tsinelas at sapatos sa mga residente.

Lubos naman ang pasasalamat ng mga ito sa kanilang natanggap na tulong lalo pat mahigpit pa ring ipinatutupad ang community quarantine.

“Maraming salamat sa ating gobyerno at private sector na bumisita sa amin at nagbigay ng relief assistance. Malaking tulong po ito sa amin,” ani ni alias Pedro, isang former rebel.

Hiling din niya na sanay matugunan ang pagpapaayos ng kanilang daanan para hindi maging pahirapan ang transportasyon.

“Nananawagan din kami sa provincial government na sanay matugunan din ang pagsasaayos ng aming daan para mas maging madali at ligtas po ang biyahe,” dagdag ni Pedro.

Ayon naman kay Richard Grande, presidente ng Agusan del Sur Media Club, marami sa mga residente dito ay pamilya o kamag-anak ng mga sumukong dating rebelde at ngayon ay aktibo nang sumusuporta sa gobyerno at tumutulong sa hakbang nito sa pagtugon sa problema sa insurhensiya at iba pa.

Home defense village para sa mga former rebels, inilunsad sa Bayugan City

LUNGSOD NG BUTUAN, Hulyo 10 (PIA) -- Kasunod ng pagsuko ng ilang miyembro ng Communist Party of the Philippines - New People’s Army (CPP-NPA) sa Caraga region ngayong may coronavirus disease 2019 (COVID-19) pandemic, inilunsad din ng lokal na pamahalaan ng Bayugan City kasama ang Philippine National Police (PNP), Philippine Army (PA), National Housing Authority (NHA), at iba pang kinauukulang ahensiya sa rehiyon ang isang Home Defense Village (HDV).

May lawak ito na siyam na ektarya at nasa Sitio Amongon, Barangay Noli ng nasabing lungsod.

Layon ng gobyerno na matugunan ang pangangailangan at maisulong ang kapakanan ng mga sumukong dating rebelde.

Sa pamamagitan ng nasabing inprastraktura, mas magiging ligtas at madali ang pagsisimula ng bagong buhay ng mga dating rebelde sa komunidad.

Ayon kay Police Brigadier General Joselito Esquivel, Jr., inaasahang mas magiging matibay pa ang relasyon ng gobyerno at mga dating rebelde dahil direkta na nilang makukuha at mararanasan ang ibat-ibang programa at serbisyo mula sa mga ahensiya ng pamahalaan sa loob ng Home Defense Village.

Makakatanggap din ng financial assistance sa ilalim ng Enhanced-Comprehensive Local Integration Program (E-CLIP) ang former rebels.

“Sana ay maging maayos ang inyong pamumuhay dito at sana ay marami pa sa inyong mga kasamahan ang sumuko na sa gobyerno at makapiling muli ang pamily,” ani ni Esquivel.

Samantala, binigyang diin naman ni Bayugan City Kirk Asis na dapat lamang na bigyan ng pagkakataon ang mga sumukong dating rebelde na magbagong buhay kasama ang kanilang pamilya sa isang komunidad na ligtas, payapa, at may sapat na kita.

“Isa lamang ito sa mga proyekto ng lokal na pamahalaan upang matulungan ang ating mga former rebels maging ang iba nating mga kababayan na magkaroon ng maayos na tirahan sa maayos at payapang komunidad,” banggit ni Asis. (JPG/PIA-Agusan del Sur)

2020 Supplemental Budget sa upat ka lungsod sa Agusan Norte, aprobado sa SP

DAKBAYAN SA BUTUAN, Hulyo 10 -- Giaprobahan ug gideklarang balido sa Sangguniang Panlalawigan sa Agusan del Norte bag-ohay pa lamang ang 2020 Supplemental Annual Investment Plan ug Supplemental Budget sa upat ka lungsod sa Buenavista, Las Nieves, Carmen, ug Tubay, ning lalawigan.

Ang maong Supplemental Budget naglangkob sa nagkalain-laing programa, proyekto, ug mga kalihokan sa nasangpit nga mga lungsod.

Ang Supplemental Annual Investment Plan ug Supplemental Budget kinahanglan nga maguban ug maaprobahan aron maseguro nga mapatuman ang mga prayoridad sa maong mga lungsod.

Ang mga naaprobahan mao ang mosunod:

1. Appropriation Ordinance No. 02, series of 2020 from the Sangguniang Bayan of Buenavista, this province, Authorizing the Supplemental Budget No. 02 of the General Fund, CY 2020 of the municipality in the amount of Fifteen Million Three Hundred Seventy Thousand Pesos (15,370,000.00), Subject to the Conditions Enumerated Herein;

2. Appropriation Ordinance No. 04, series of 2020 from the Sangguniang Bayan of Buenavista, this province, Authorizing the Supplemental Budget No. 04 of the General Fund, CY 2020 of the municipality in the Amount of Nine Million Two Hundred Sixty-Three Thousand Four Hundred Forty Pesos and Thirty-Six Centavos (15,370,000.00), Subject to the Conditions Enumerated Herein;

3. Animal Disease Prevention and Control Task Force gimugna sa probinsiya

Mining firms in Caraga campaign for environmental protection

SURIGAO CITY, Surigao del Norte, July 13 (PIA) -- As part of the culmination activity of the Environment Month celebration this year, the Mines and Geosciences Bureau Regional Field Office 13 (MGB-Caraga) conducted the succulent dish gardening and environmental video-making contests.

These were participated and supported by several mining companies in the Caraga region wherein the winning entries will be utilized as information, education and communication (IEC) and advocacy materials for environmental protection and preservation.

The CTP Construction and Mining Corporation won the first place for the succulent dish gardening competition followed by Taganito Mining Corporation in second place and Mindanao Mineral Processing Refinery Corporation for the third place.

Meanwhile, for the environmental video making contest, the Agata Mining Ventures, Inc. got the first place; MMPRC as the second-place winner and NAC-Hinatuan Mining Corporation garnered third place.

According to MGB-Caraga regional director Engr. Glenn Marcelo Noble, their agency is encouraging the mining firms to help in improving the lives of the host and neighboring communities.

“MGB targets Caraga region to become the center and model for responsible minerals industry. Apart from the contribution of the mining institutions in the economy, they have also helped the affected communities during this time of the pandemic,” said Noble.

The Caraga-based mining firms have spent around P140 million as assistance to the frontliners, host communities and non-impact communities through their Social Development and Management Program (SDMP).

The mining firms have also pooled their resources together for the establishment of the first molecular testing laboratory for coronavirus disease 2019 (COVID-19) in the region. 
“The mining firms here have manifested their concern to the community members. They promote the principle of people empowerment and give the necessary aid as a form of strengthening their hopes in overcoming the crisis brought about by the pandemic,” said Noble. (VLG/PIA-Surigao del Norte)

OCD-Caraga distributes PPE to frontliners

BUTUAN CITY, July 13 (PIA) -- With the rising number of coronavirus disease 2019 (COVID-19) cases, the Office of Civil Defense (OCD) - Caraga accelerated the response action and in facilitating the distribution of personal protective equipment (PPE) to the frontliners.

The sets of PPE were turned over to local government units, hospitals, and government lines agencies such as Overseas Workers Welfare Administration (OWWA), Bureau of Fire Protection (BFP) and the Philippine Information Agency (PIA) - Caraga as communication frontline agency.

“Right from the start of the operation in the region against COVID-19, OCD continuously provides PPE as well as fuel to concerned agencies. These PPE sets were turned over to the LGUs and especially to the national and local hospitals in the region that operates specifically against COVID-19,” said April Rose Ann Sanchez, information officer of the OCD-Caraga.

As the lead of the Caraga Regional Task Force for COVID-19 and as a member-agency of the Caraga Regional Task Group for Repatriation, OCD-Caraga also rendered their services at the one-stop-shop established at the port of entry of the region.

The OCD-Caraga has also provided fuel to the vehicles designated to fetch and transport the locally stranded individuals and returning overseas Filipinos (ROFs) to their respective provinces.

“We provide fuel to the private and LTRFRB buses that cater the transfer of these locally stranded individuals (LSIs) to and from Cagayan de Oro, Davao City and those coming to Butuan City,” said Sanchez.

Prior to the implementation of the moratorium of flights and mercy voyage which started on June 22 until July 4 of this year, the Department of the Interior and Local Government (DILG) - Caraga has already recorded more than 4,500 inbound LSIs while there are also over 4,200 outbound LSIs, and more than a thousand ROFs have arrived in the region.

Meanwhile, the returning seafarers expressed their appreciation for the assistance provided by the government and for their safe return in the region after being stranded in Luzon for many weeks due to the pandemic.

OCD-Caraga also gave a stern reminder to all Caraganons. “For Caraganons, we are still appealing to you the way the One Caraga Shield has appealed even before - to keep safe and be conscious and wary especially that Butuan City has declared a local transmission of COVID-19. So keep safe and be responsible enough to follow the guidelines imposed by the authorities,” said Sanchez. (VLG/PIA-Caraga)

Agusanon 4Ps benes come together to make a difference in community

BUTUAN CITY, July 13 - “Mas maayo nga mutabang ta, kaysa kita ang tabangan. Swerte na kaayo kami kay nahimo ming membro sa 4Ps ug naa kami madawatan, samtang ang uban wala (It is better that we help rather than us being extended the help. We are very fortunate enough to have been part of the 4Ps, and that we receive the grants, compared to those who are not).”

These were the words of the 41-year old parent leader and daycare worker, Rona Fuentes. She is one of the 16 parent leaders of the Pantawid Pamilyang Pilipino Program in Barangay Sampaguita, Veruela, Agusan del Sur.

When the coronavirus disease 2019 (COVID-19) took its toll in the country, several Local Government Units provided relief assistance to its constituents. The BLGU of Sampaguita did the same when they delivered half-sacks of rice to every household in their barangay.

Lacking manpower, some of the 4Ps parent leaders volunteered to deliver the goods to their community.

Though the “new normal” scenario was still slowly sinking into their system, just like wearing face masks and maintaining physical distance, they all were convinced that the need to be together and do something tangible and real was something they needed to do.

A similar situation happened in Barangay Doña Telesfora, Tubay, Agusan del Norte, wherein a group of Modified Conditional Cash Transfer (MCCT) beneficiaries also felt the bayanihan spirit which is innate to Filipinos especially during times of hardship and challenges.

“Naningkamot gyud mi na mag-solicit sa mga kaila, kaparentehan, ug batchmates namo nga pwede makaabag luyo aning COVID-19 nga krisis (We took the initiative to solicit from our colleagues/batchmates and relatives who were generous enough to help amid this global crisis),” Jerama Daug, one of the active MCCT-IP Parent Leader said.

Daug asked the other members to provide a list of families (non-Pantawid) of their respective purok or sitio who were not able to receive the Social Amelioration Program subsidy of the government. By aiding a little amount of love and compassion, they were able to distribute rice packs to 100 families in their barangay.

In the region, a total of 188,467 4Ps beneficiaries received the emergency subsidy under the SAP. This is a provision of the government through the Department of Social Welfare and Development to aid the most affected families because of COVID-19.

The pandemic awakened a very unique spirit of community that has been in the Filipino culture for centuries. Truly, finding resources is not a big issue when done by willing and compassionate individuals and groups, who are willing to extend their hands, regardless of their differences.

“Grabi ka mahinungdanon ang among panagkita. Bisan og nabag-uhan mi sa pag-social distancing, kay sauna magkumustahay ug magginaksanay gayud mi, pero nalipay gihapon kay nagkakitaay mi (It was a meaningful get together. Although maintaining the social distancing is awkward, because we always greet with a handshake or a warm hug, but we are still glad to see each other),” Fuentes added.

More than the cash grants that they are receiving, the volunteer work gave them an opportunity to develop their capacities as beneficiaries such as decision making and planning. PSA, DSWD Caraga to partner for National ID system project

BUTUAN CITY, July 13 -- The Philippine Statistics Authority (PSA)-Caraga region has tapped the Department of Social Welfare and Development (DSWD) in the Philippine Identification System (PhilSys) implementation, by accessing the latter’s Listahanan database.

Hermilando N. Paque, Jr, PSA Registration Officer I and Marjon C. Dalagon, Administrative Assistant II recently visited the Field Office to discuss the Listahanan Data Sharing Guidelines which is currently managed by the National Household Targeting Section (NHTS) of the Department.

Aldie Mae A. Andoy, OIC of the Policy and Plans Division – Officer-In-Charge, and  Listahanan Regional Field Coordinator explained process and requirements in accessing the Listahanan database to the PSA representatives as compliance to Republic Act 10173 or the Data Privacy Act of 2012. This includes the forging of Memorandum of Agreement (MOA) between PSA and the Department, as well as series of inspection meetings to ensure that the 2nd party is capable of handling and protecting sensitive personal information contained in the Listahanan Database.

Listahanan is an information management system that identifies who and where the poor are in the country. It contains demographic and socio-economic status of the identified poor households. It also provides complete information on poor households who will become beneficiaries of the different anti-poverty programs and services of the government.

The PSA requested the list of poor families/households as they plan to start the pre-registration of the PhilSys project on September this year. PSA is targeting to provide one hundred forty thousand (140,000) Caraganons with the National ID by the end of the year.

President Rodrigo Roa Duterte signed into law the R.A. 11055, also known as the “Philippine Identification System Act”. The act mandates the issuance of a national ID that will serve as valid proof of identity for all Filipino citizens and resident aliens. Rapid test now required for all travellers to SurSur town

CARRASCAL, Surigao del Sur, July 13 -- As the number of coronavirus disease 2019 (COVID-19) cases in the Caraga region increase and cases of local transmission are recorded, the municipality of Carrascal has issued Executive Order No. 24, series of 2020 requiring a negative result on either Rapid Antibody Test (RAT) or Reverse Transcription Polymerase Chain Reaction (RT-PCR) to all non-Surigaonons entering the municipality.

Effective July 8, 2020, the Carrascal Primary Health Care Facility will start to accommodate rapid testing with a fee of P1,500 per test/person. Rapid testing is exclusive to all Carrascalanons, except for private employees in companies with Carrascal as their principal address.

The employees from private companies/offices located in Carrascal can avail of the rapid testing, provided that they can present an official travel order and a company ID.

Those Carascalanon patients undergoing dialysis and other regular treatments and subject for medical emergencies and referrals are exempted from rapid testing, provided they are issued a doctor's referral.

All individuals who wish to avail with other medical interventions such as regular or follow-up check-ups are required to undergo the rapid testing and comply with regular travel documents needed.

As contained in the EO, the rapid testing schedule is from 1:00 P.M. to 3:00 P.M., Monday to Friday. The said facility will strictly implement 10 tests only per day. The rapid test result is valid for seven days only.

All individuals who wish to avail are advised to secure first the medical certificate from the Municipal Health Office (MHO) and Travel Authority to be issued by the Carrascal Municipal Police Station (MPS) before proceeding for the rapid testing.

May paalala naman ang OCD-Caraga sa kanilang mga kababayan. “Kaya para sa mga Caraganons, we are still appealing to you the way the One Caraga Shield has appealed even before na sundin natin ang protocol at preventive measures upang makaiwas sa nasabing virus lalo na na mayroon ng local  transmission sa Butuan City. DILG, Phil. Army set directions for RTF-ELCAC in Caraga

BUTUAN CITY, July 14 -- The newly appointed commander of the 4th Infantry Division (4ID) Major General Andres C. Centino, together with 402nd Infantry Brigade commander Brigadier General Maurito L. Licudine, paid a visit to the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Operation Center in Butuan City on July 8, 2020 and specifically tackled the appropriate steps to be taken next in the efficient implementation of Executive Order No. 70 as it achieves its full-steam enforcement.

The two officials of the Philippine Army discussed ELCAC concerns with the Department of the Interior and Local Government (DILG) Caraga regional director and RTF-ELCAC Technical Working Group (TWG) chairperson Lilibeth A. Famacion, DILG assistant regional director Donald A. Seronay, and LGCDD chief and OpCen co-chief Annabel F. Yangson.

MGen. Centino highlighted the need for the twelve Lines of Effort to be continually empowered in the discharge of their duties on the matter of ending local communist armed conflict to ensure that the whole-of-nation principle will be upheld in securing peace and development in Caraga region.

Citing the weakening force of the enemy, BGen. Licudine iterated that the Retooled Community Support Program should be enforced immediately in the cleared barangays to warrant the preservation of peace in these vulnerable areas.

As a response, Famacion committed the full support of the TWG in the undertakings of the task force and that it will strive to come up with ways on how the ELCAC interventions can be implemented most effectively.

PNP, Army to combine thrusts vs. insurgency

BUTUAN CITY, July 14 -- With similar strong resolve of ending the local communist armed conflict, the top officials of Philippine Army’s 4th Infantry Division (4ID) and Police Regional Office (PRO) 13 met and discussed their thrusts against insurgency in Caraga region. 

During the recent visit of Major General Andres C. Centino, commander of 4ID, Philippine Army, at the PNP-Caraga headquarters, he presented the Armed Forces of the Philippines’ (AFPs’) thrusts to regional director Brigadier General Joselito T. Esquivel, Jr., highlighting the need for support of the PNP in counter-insurgency campaign.

The program thrust of the AFP is a proactive response to improve the ongoing security operations and sustain pressure against the Communist New People’s Army Terrorists (CNTs) and other threat groups in the region.

Both have expressed their exchange of support by sharing plans and programs to better serve and protect the people against those who undermine the rule of law.

“The police force pledges full support to our AFP troops in whatever assistance we can extend either in operational or administrative procedures. We continue to strengthen our collaboration with our valiant soldiers to immobilize the guerrilla fronts operating in our area,” BGen. Esquivel said. 

Meanwhile, MGen. Centino urged the government’s security forces to step up efforts against the NPA members whose lawless activities hamper peace and prosperity in the region.

Itinanghal na first place winner ang CTP Construction and Mining Corporation sa nasabing succulent dish gardening competition na sinundan ng Taganito Mining Corporation at nakuha naman ng Mindanao Mineral Processing Refinery Corporation (MMPRC) ang third place.


Samantala, para sa environmental video making competition, napanalunan ng Agata Mining Ventures, Inc. ang first place; MMPRC para sa second place at nakuha naman ng NAC-Hinatuan Mining Corporation ang third place.

Ayon kay MGB-Caraga regional director Engr. Glenn Marcelo Noble hinihikayat ng kanilang ahensya ang lahat ng mining frims na tumulong upang mapabuti ang estado ng buhay ng mga host at neighboring communities.

“Nais ng ating ahensya na magiging sentro at modelo ng responsible minerals industry ang rehiyon ng Caraga. Maliban sa naiambag ng mga mining institutions sa paglago ng ekonomiya, sinisiguro rin ng mga ito na matulungan ang mga apektadong komunidan ngayong panahon ng pandemya,” sabi ni Noble.

Sa katunayan ay umabot na sa mahigit kumulang P140 milyong halaga na ang tulong na kanilang naipaabot na tulong para sa mga frontliners, host communities at non-impact communities sa pamamagitan ng kanilang Social Development and Management Program (SDMP).

Sa tulong ng mining companies ay nakapagpatayo rin ng kauna-unahang molecular testing laboratory sa Caraga. 

“Naipamalas ng mga mining firm dito sa Caraga ang kanilang malasakit sa mamamayan. Kanilang isinusulong ang prinsipyo ng people empowerment at nagbibigay ng naayong tulong upang palakasin pa lalo ang loob ng mga apektadong pamilya dulot ng pandemya,” sabi ni Noble. (VLG/PIA-Surigao del Norte)

DOH reports 12 new COVID19 positive in Caraga

BUTUAN CITY, July 16– The Department of Health (DOH) Caraga reports 107 RT-PCR (Reverse Transcription-Polymerase Chain Reaction) results received from Southern Philippines Medical Center (SPMC), Davao Regional Medical Center (DRMC) and Northern Mindanao TB Reference Center (NMTBR) sub-national laboratories.

Of the said RT-PCR results received, 82 tested negative while 25 turned positive for the coronavirus disease 2019 (COVID-19) virus.

The negative RT-PCR results are from the a) Nine suspect cases from Adela Serra Ty Memorial Medical Center, Butuan Medical Center, Butuan Doctors’ Hospital, and M.J. Santos Hospital, b) One probable case from Nasipit District Hospital, and c) 72 results coming from high-risk individuals who either have turned positive in the Rapid Antibody-based Test or with relevant travel and exposure to COVID-19.

As revealed, 25 samples are RT-PCR confirmed positive for COVID-19: Thirteen (13) are follow-up tests of previously confirmed positive cases while 12 are new cases.

Of the 12 new cases, 66.67% (8) are Locally Stranded Individuals while 33.33% (4) are from ROFs and frontliners that have two cases each. As to sex distribution 58.33% are males while 41.67% are females. For age group, 50% belong to ages 20-30 years old. Cases are distributed in the following areas: Butuan City (1), municipalities in Agusan del Norte- Buenavista (5), Carmen (2), Rosario, Agusan del Sur (1), municipalities in Surigao del Norte- Alegria (1), and Gigaquit (2).

Eleven of the cases are asymptomatic while one manifests mild signs and symptoms. Moreover, all cases are admitted and isolated at designated quarantine facilities region-wide for monitoring and management.

“As part of our surge preparedness, we partner with DPWH and LGUs in optimizing our isolation and quarantine facilities and provide reinforcement through augmentation of Human Resource for Health (HRH). As of this time, we are almost complete with the HRH emergency hiring as manpower complement to our COVID-19 health facilities," DOH Caraga Regional Director Jose R. Llacuna, Jr. said.

"A total of 181 positions have been approved, and we have already hired and deployed 152 individuals. We have augmented additional health workforce to our DOH hospitals, Adela Serra Ty Memorial Medical Center and Caraga Regional Hospital; and to our LGU hospitals, namely, Butuan Medical Center, Nasipit District Hospital, Bislig District Hospital, and D.O.P. Memorial Hospital. Interested applicants may contact our office for the remaining vacant positions,” he added.

To date, Caraga region now has a total of 202 confirmed positive COVID-19 cases.

Out of the 202 confirmed cases, 95 had already recovered from the virus.

DAKBAYAN SA CABADBARAN, Hulyo 16 -- Gikauyonan sa Sanguniang Panlalawigan sa Agusan del Norte, nga balido ang Special City Ordinance No. 2020-008 nga gikan sa Cabadbaran ning probinsya kabahin sa paghatag og cash incentives alang sa mga boluntaryo sa pagpatuman sa paglikay, pagpanalipod ug paghatag serbisyo sa panahon sa pagbuto sa coronavirus disease 2019 (COVID-19) pandemic.

Bayugan City mayor allocates enough funds to support fight vs COVID-19

BUTUAN CITY, July 17 (PIA) - City Mayor Kirk Asis of Bayugan City bared that the local government unit has allocated funds to support the coronavirus disease-2019 (COVID-19) related operations.

"We have allocated and made available the supplemental budget of P171-million (from the 2019 budget) and fund from the Bayanihan Grant from the national government in the amount of P91-million, as well as a provincial government share of P5.6-million. This is apart from the bags of rice turned-over by the provincial government for the city," said Asis as he guested the Laging Handa Network Briefing hosted by Secretary Martin Andanar of the Presidential Communications Operations Office (PCOO) on Friday.

The local chief executive emphasized that even prior to the pandemic, the LGU has already put in place a program to ensure food security, including the sustainable livelihood programs of the people.

“The locals here are supporting backyard gardening which helped them cope with their daily needs especially during this time of the pandemic. On the other hand, the farmers are also being supported with various assistance for them to continuously produce agricultural products and earn from it,” underscored Asis.

Mayor Asis added that the cut flower industry, which the city of Bayugan is known for, was greatly affected because of the pandemic. However, because of the Department of Agriculture's vegetable gardening programs, workers in the industry were able to somehow gain income. “In addition, the city government is now focusing on rice production and other crops such as banana and corn to help with the recovery of the local economy. Over 4,000 land area were irrigated for such purpose. According to the mayor, these will be distributed in Manila,” he said.

Meanwhile, he further reminded the locals to constantly follow the health protocols and wearing of face mask, face shields, the practice of maintaining proper hygiene and other preventive measures against the spread of COVID-19. He also emphasized that the city government monitors the observance/compliance of the Bayuganons.

Leyte province provides continuous livelihood support to FRs

BUTUAN CITY, July 17 (PIA) -- “We are making headway in the fight against the Left and the rebels.” This was the statement of the Office of the Presidential Assistant for the Visayas (OPAV) Asec. Jonji Gonzales on the local insurgency situation in the Leyte province.

During the Laging Handa Network Briefing episode today, July 17, with Presidential Communications Operations Office (PCOO) chief Secretary Martin Andanar, Asec. Gonzales bared the initiatives of the provincial government of Leyte for the former rebels (FRs) in the province.

In San Isidro town, where 500 FRs have been recorded, rebel returnees were given livelihood through partaking in the poultry production in the town. With the help of business owners in the area, they help in the production of 3,000 eggs every day.

The Philippine Coconut Authority in the Eastern Visayas region also distributed several seedlings to the FRs, in coordination with the Philippine Army 802nd Infantry Brigade.

The national government also provided additional funds for the construction of the halfway houses for the rebel returnees in the Leyte province. A cheque worth P5 million was given to the Leyte Provincial Task Force against Local Communist Armed Conflict (PTF-ELCAC) through provincial task force chairperson and Leyte provincial governor Leopoldo Petilla. Provinces in Visayas intensify response vs pandemic

BUTUAN CITY, July 17 (PIA) -- Provinces in Visayas continue to intensify their response against the coronavirus disease 2019 (COVID-19) pandemic amid the easement of community quarantine protocols in the province.

Office of the Presidential Assistant for the Visayas (OPAV) Asec. Jonji Gonzales reiterated during the Laging Handa Network Briefing episode today, July 17, that another polymerase chain reaction (PCR) machine was approved by the Department of Health (DOH) in the Eastern Visayas region, which will be placed in the molecular laboratory in Southern Leyte.

The facility is expected to be completed in the next 45 to 60 days. Around 5,000 swab kits will also be provided to the sub-national laboratory in the said area.

The Small Business Corporation in Capiz has also approved the loan applications of 23 micro, small, and medium enterprises (MSMEs) in the area through the Pondo para sa Pagbabago (P3) COVID-19 Assistance to Restart Enterprises (CARES) of the Department of Trade and Industry (DTI) to help aid their businesses.

The said MSMEs vary from culinary schools, businesses selling agricultural products, food manufacturing enterprises, eateries, sari-sari stores, and construction supplies.

Under the P3 CARES, enterprises may avail loans ranging from P10, 000 to P3 million. As of July 6, a total of P1.7 million has been released by the program.

Meanwhile, recovered patients of COVID-19 in the Cebu province have taken part in the government’s continuous response for COVID-19 patients through donating blood.

The Donate Blood, Save a Life, Be a Hero project of the OPAV, in coordination with the DOH Central Visayas, aims to encourage recovered patients of the fatal virus to donate blood for current patients of COVID-19.

The donated blood will be used for the convalescent plasma therapy, which involves the transfusion of blood plasma collected from patients who have recovered from infection to improve the immune response of the recipient.

The bloodletting activity had recently been conducted in Lapu-Lapu City, where around 200 donors participated, including 50 personnel from the Philippine National Police (PNP), 13 from the Philippine Air Force, and 11 from the Bureau of Fire Protection (BFP), and city mayor Ahong Chan.

“This on-going blood donation drive is to help those in need of convalescent plasma since dengue season is also coming,” Asec. Gonzales said.

Select cities in the Cebu province have now been placed under general community quarantine (GCQ), including Lapu-Lapu, Mandaue, Consolacion, Talisay, and Minglanilla. Meanwhile, Cebu City remains under modified enhanced community quarantine (MECQ). (DMNR/PIA-Caraga)


Mga magsasaka sa Agusan del Norte nakatanggap ng farm equipment

LUNGSOD NG BUTUAN, Hulyo 17 -- Isang kooperatiba ng mga magsasaka sa probinsya ng Agusan del Norte – ang Avancena Beneficiaries Farmers Multi-Purpose Cooerative (ABFMPC) na may 105 myembro ang nakatanggap ng farm tractor na nagkakahalaga ng 1.2 milyong peso mula sa Department of Agrarian Reform (DAR) sa pamamagitan ng Climate Resilient Farm Productivity Support Project (CRFPSP).

Ayon ka provincial agrarian reform program officer II Andre Atega, ang nasabing farm equipment ay nakakatulong upang madagdagan ang kita ng mga magsasaka at matugonan ang kanilang pangangailangan lalo nga sa panahong may coronavirus disease 2019 (COVID-19) pandemic.

Malaki ang pasasalamat ni Sergio Baguhin, ang chairperson ng ABFMPC sa ayudang bigay ng DAR lalong-lalo na ang mga makinaryas at pati na rin ang mga trainings para sa mga magsasaka.

Dagdag pa ni Baguhin, ito ay isang sagot upang mas maging matugonan ang panganib na dulot ng climate change.

Ang makinaryas ay mapapakinabangan hindi lang ng mga myembro ng ABFMPC kundi pati na rin ang ibang magsasaka dahil mas mapahusay pa nito ang pagsasaka, ang pamumuhay ng magsasaka at  makapagbibigay ito ng trabaho.

Ayon din kay Constancio Dalanon, ang vice chaiperson ng ABFMPC, ng dahil sa farm mechanization program na nagbigay ng malaking tulong sa kanilang pagsasaka, mas napadali pa ang mga gawain nila.

Ang CRFPSP ay nakakatulong upang mas matugonan ang mga pangangailan ng mga agrarian reform communities (ARCs) sa bansa, isa itong sagot ng DAR upang matugonan ang panganib ng climate change para sa ARCs. (NCL/PIA Agusan del Norte)
