RDRRMC Caraga conducts ICT-Bayanihan workshop in Surigao Norte

SURIGAO CITY, Surigao del Norte, Oct. 19 (PIA) - The Regional Disaster Risk Reduction and Management Council (RDRRMC) through the Office of Civil Defense (OCD) Caraga in coordination with the Provincial Disaster Risk Reduction and Management Council (PDRRMC) here conducted a two-day workshop on Emergency Telecommunications Summit: Information Communications Technology (ICT) Bayanihan on October 13-14, 2016 at Tavern Hotel, this city.

RDRRMC chairperson and OCD Caraga regional director Manuel Luis M. Ochotorena said the workshop aims to establish a framework to strengthen the effectiveness of ICT during disaster response operations.

Ochotorena said that the ICT-Bayanihan workshop gave emphasis on the unity of efforts of all provincial key ICT players of the emergency telecommunications cluster and its partner from the private sectors and volunteer groups using the existing domestic and international legal frameworks, guidelines, agreements and programs in the country.

Ochotorena said under the Emergency Telecommunications Cluster (ETC), an ICT rapid deployment team will be organized through the Rapid Emergency Telecommunications Team (RETT), which will provide assistance during disasters, and establish a functional and usable command and control communications frameworks for the Humanitarian Clusters and Incident Command Post (ICP) and foster communications interoperability and commonality from the regional down to barangay emergency response providers.

Ochotorena further said that under the Republic Act 10121, the OCD is tasked to establish standard operating procedures on the communication system among provincial, city, municipal, and barangay disaster risk reduction and management councils, for the purpose of warning and alerting the council and for gathering information on disaster areas before, during and after disasters.

“That is why we invited those with experience in emergency telecommunications for us to have an inventory based on their expertise and capabilities that can be deployed immediately in times of disasters to efficiently and effectively deliver government’s response and assess the situation on the ground,“ Ochotorena added. DAR-PARCCOM has new officers in SurSur

TANDAG CITY, Surigao del Sur, Oct. 19 (PIA) - The Department of Agrarian Reform (DAR) of Surigao del Sur has elected and inducted its new set of officers for Provincial Agrarian Reform Coordinating Committee (PARCCOM).

According to DAR Information Officer Myra Yu, the officers officially took their oath of office held at Shacene Pension House, this city.

The newly-elected officers who will represent the different sectors are: Selvestre Maratas for Farmers’ Organization; Leonardo Evangelista for Agricultural Cooperative; Jim Laurente and Timotheo Orquina, Jr. for Land Owners; Nora Apique and Rebecca Undangan for ARB-Principal Crop; Cesar Bat-ao for Indigenous People; and Radigundo Rivas for Non-Government Organizations.

PARCCOM is mandated to provide information on the provisions of the Comprehensive Agrarian Reform Program (CARP) guidelines issued by the Presidential Agrarian Reform Council (PARC) and on the progress of the CARP in the province.

The newly-elected officers will serve for three years as provided under PARC Administrative Order No. 1 Series of 1997. (PIA-Surigao del Sur)


Divers explore Tarusan River in Hinatuan

TANDAG CITY, Surigao del Sur, Oct. 19 (PIA) - A Filipino dive team led by one of the founders of Filipino Cave Divers and instructor of Technical Diving International, Jake Miranda, ventured into the underwater cave passage of Tarusan River through the Tarusan River Exploration on October 1, 2016 in Hinatuan town, this province.

According to Hinatuan Tourism Officer Gemma Millan, Miranda together with his team of cave divers, is very active in the discoveries and explorations of underwater cave systems.

Millan said he is instrumental in the conduct of the Hinatuan Enchanted River Cave Expedition on March 20, 2013, “(It is) self-funded because of his passion for explorations and love for Hinatuan.”

Millan said the exploration is a vital first step in determining the touristic potential of the attraction and may become alternative destination and "place to see” where tourists and guests can visit in addition to Enchanted River.

“The boat trail, on the other hand, may become a recreational attraction in the future,” she said.

“With proper planning, Tarusan River and boat trail have the potentials to become significant tourism attraction and activity and help stir up employment for the locals and open up more businesses in the area,” she added. (NGBT/PIA-Surigao del Sur)


AgNor PDRRM officer shares best practices, initiatives on DRRM-CCA

BUTUAN CITY, Oct. 19 (PIA) - Erma R. Suyo, the Provincial DRRM Officer of Agusan del Norte, recently shared the province’s significant accomplishments and milestones on Disaster Risk Reduction and Management and Climate Change Adaptation (DRRM-CCA) during the 8th airing of the monthly radio program of the Office of Civil Defense (OCD) Caraga Region dubbed as 4Ks or “Kaalam sa Katalagman, Kalig-on sa Katawhan.”

Said program was aired over DXBN Radyo ng Bayan Butuan on October 18, 2016 from 9:00 to 10:00 A.M.

“I am proud to express that one of the strengths of our province is the strong commitment and participation of our City/Municipal DRRM Councils on DRRM and CCA; that even our barangays are mainstreaming DRRM and CCA in plans and projects of their respective communities. It is overwhelming how our communities head initiatives to reduce and manage disaster risks," Suyo said.

The province is on the height of promoting the culture of disaster prevention and preparedness. Different capacity-building and planning activities relative to DRRM-CCA are continuously and repeatedly conducted by the Agusan del Norte Training Team to empower communities. “Our communities are our first line of defense. Community empowerment is not to overpower LGUs on planning processes and decision making but rather to give them the power and authority to influence their constituents in the effective and efficient implementation of DRRM and CCA,” Suyo added.

As the province strengthens its Community-Based DRRM, the PDRRMO believes that necessary systems, protocols and procedures shall be established and community action teams shall be created. “We cannot afford to be complacent all the time,” she shared.

Further, trainings are complemented by investments in systems and infrastructures at the local level to advance local policies in order to sustain sustainability. The provinces has implemented climate-resilient infrastructure projects amounting to 100 million pesos. Multipurpose halls with complete and gender-sensitive facilities are converted into evacuation centers.

Walang Iwanan sa Bayan ni Maria

Suyo presented one of province’s best practices dubbed as WIBM or “Walang Iwanan sa Bayan ni Maria” that aims to secure the oneness of the province in all ways and aspects. The province is the primary source of all capacity-building initiatives to ensure full participation and unity of LGUs. The partnership schemes of the province and its LGUs strongly continue through sharing of resources. Likewise, the province tightens its risk transfer mechanisms and land banking. “In Agusan del Norte, no LGU shall be left behind,” Suyo stressed.

“We are also investing in our youths. We have a youth program called YOUNG ADNERT which stands for Youth Operative in Urgency Nurturing Goodwill – Agusan del Norte Emergency Response Team and we have trained National Service Training Program (NSTP) students. These youths are now conducting CBDRRM and school risk assessments. Moreover, teachers are involved in CBDRRM,” the PDRRMO explained.

The province of Agusan del Norte won as the First Place Winner in the 2015 Regional Gawad KALASAG Search for Excellence in DRRM and Humanitarian Assistance and was declared as the Second Place Winner in the 2015 National Gawad KALASAG for Best Provincial DRRM Category. It is the Second Place Winner in this year’s Regional Gawad KALASAG for the same category.

DILG Caraga celebrates 25th anniv of LG Code of 1991

BUTUAN CITY, Oct. 20 (PIA) – The Department of the Interior and Local Government (DILG) Caraga is spearheading the 25th anniversary celebration of the Local Government Code of 1991 on October 24, 2016.

According to DILG Caraga regional director Lilibeth Famacion, said celebration will be highlighted with the signing of the Memorandum of Understanding (MOU) for the creation of Caraga Consortium on Good Governance (CCGG), a lecture on Federalism, and the launching of MASAMASID Program or "Mamamayang Ayaw Sa Anomalya at Mamamayang Ayaw Sa Iligal na Droga."

Based on the Philippine Constitution, the local government units "shall enjoy local autonomy," and in which the Philippine president exercises "general supervision." Congress enacted the Local Government Code of the Philippines in 1991 to "provide for a more responsive and accountable local government structure instituted through a system of decentralization with effective mechanisms of recall, initiative, and referendum, allocate among the different local government units their powers, responsibilities, and resources, and provide for the qualifications, election, appointment and removal, term, salaries, powers and functions and duties of local officials, and all other matters relating to the organization and operation of local units."(JPG/PIA-Caraga)


DTI bares big events in November

BUTUAN CITY, Oct. 20 (PIA) - In time with the grand opening of the Negosyo, Konsyumer at Iba Pa (NKAtbp) in Caraga on November 7, 2016, the Department of Trade and Industry (DTI) will also be conducting several big events within the month.

According to DTI-Caraga regional director Brielgo Pagaran, on November 7, different stakeholders will be attending the Convergence Night at Almont Hotel’s Inland Resort, this city.

“Caraganons are also invited to witness and support the DTI Services Exhibit and Trade Fair on November 7-8, 2016 at the Robinsons Place Atrium and the Diskwento Caravan on the same dates at the City Hall lobby in Barangay Doongan," said Pagaran.

Pagaran added that DTI Sec. Ramon Lopez and USec. Zenaida Cuizon-Maglaya will be the guest speakers on November 7. (JPG/PIA-Caraga)


Grand opening of 'Negosyo, Konsyumer at Iba Pa' set in Butuan

BUTUAN CITY, Oct. 20 (PIA) – The Department of Trade and Industry (DTI) Caraga is all set for the grand opening of the Negosyo, Konsyumer At Iba Pa (NKAtbp) on November 7, 2016 at Almont Hotel’s Inland Resort, this city.

NKAtbp is a four-day even which will run from November 7-10, 2016.

“It is in line with the agency’s agenda of 'Trabaho at Negosyo' and its mantra of 'Serbisyong Higit Pa sa Inaasahan' (Services beyond Expected), which intends to bring DTI closer to its clientele through a showcase of all its services,” disclosed DTI-Caraga regional director Brielgo Pagaran.

He added that different seminars and trainings (free of charge) organized by DTI Caraga in cooperation with its support bureaus and offices and other stakeholders in the region will also be offered during the event.

After their messages, DTI Sec. Ramon M. Lopezand USec. Zenaida Cuizon-Maglaya will lead the recognition and awarding of Consumer Organizations, Diskwento Caravan Partners, Bagwis Awards (Bagwis@10), and DTI partners, among others.

DAR AgNor strengthens farmer-group thru cooperative management and governance workshop

BUTUAN CITY, Oct. 20 (PIA) - The Department of Agrarian Reform (DAR) in Agusan del Norte conducted a two-day training on Cooperative Management and Governance held at Cabadbaran City on October 6 - 7, 2016.

At least 30 participants mostly Agrarian Reform Beneficiaries (ARBs) consisting of cooperative officers, operational staff and some members of Avancena Beneficiaries Farmers Multi-Purpose Cooperative (ABFMPC) in Brgy. Sanghan, Cabadbaran City attended the said seminar.

The activity aimed to strengthen ABFMPC to become a strong and stable cooperative to cope with challenges in order to contribute economic advancement and social opportunities. 

Provincial Agrarian Reform Program Officer Andre B. Atega, CESO V, said the training is an important factor to capacitate the farmer-beneficiaries through their organization in maximizing the support services provided by DAR.

Participant actively participated in the proceedings as they gained cooperative principles and practices of their respective organization.

They also shared their common experiences and presented the output as they play an integral role in meeting their proposed goals.

The two-day activity worked with an experienced speakers from Resource Development Experience (RDE) Consultancy headed by Executive Director Roger O. Fabe.

The activity was part of the DAR and Cooperative Development Authority partnership program on strengthening and capacity building of the Agrarian Reform Beneficiary Organizations (ARBOs). (DAR-Agusan del Norte/PIA-Agusan del Norte)


NBI satellite office in AgSur formally inaugurated

PROSPERIDAD, Agusan del Sur, Oct. 20 (PIA) – A satellite office of the National Bureau Investigation (NBI) has been formally inaugurated recently at the Provincial Capitol, Gov. D.O. Plaza Government Center here.

NBI Caraga director lawyer Dante Gierran thanked Gov. Adolph Edward Plaza for giving NBI a space for its office at the Provincial Capitol. He said that someday he will turn this newly inaugurated office into a regular NBI District Office which will function like a regional office.

Gov. Plaza also promised the NBI director that he will extend his support to the bureau. The Governor made efforts for the establishment of the said NBI satellite office so that the people of the province and nearby towns in Surigao del Sur need not go to Butuan City and spend a lot of time and money just to secure an NBI clearance.

Meanwhile, it was also learned that the provincial government is working for the establishment of an extension office of the Department of Foreign Affairs (DFA) in the province as well as the Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA) and Philippine Statistics Office in the near future.

The governor further revealed that he intends to pursue the dreams of his late father, Gov. Democrito O. Plaza to have all these offices in one location - that is at the Gov. D.O. Plaza Government Center thereby bringing the government closer to the people. (JPG/PIA-Agusan del Sur)

PRC AgNor-Butuan City Chapter to hold several activities before year ends

BUTUAN CITY, Oct. 21 (PIA) – The Philippine Red Cross (PRC) Agusan del Norte-Butuan City Chapter will be holding several activities before the year ends.

In a recently held meeting, the chapter’s Board of Directors and representatives from government agencies and private sector discussed the activities to be conducted starting this month of October.

Fiscal Felixberto Guiritan (retired), PRC Agusan del Norte-Butuan City Chapter chairman announced that on October 29, 2016, the chapter will be holding the Bingo for A Cause at Balanghai Hotel, this city. The Bingo tickets were already dispatched to different partner stakeholders but others can still purchase at the Bingo area on the said date.

Guiritan further cited that the second wave of the Chapter Volunteer Run is set on November 19, 2016. “We have three categories for this run – 10 kilometer, 5 kilometer, and 3 kilometer. Registration fee for the 10k is P500.00; 5k – P300.00; and 3k – P200.00. Registrants will receive singlet, baller ID, and certificate of participation,” he said.

Finisher’s Medal will also be given to 10k winner/champion. “This is a fund-raising activity that will surely help the chapter on its humanitarian operations,” he added.

Also, chapter administrator Teodoro Cairo mentioned that the local chapter has coordinated with the city government of Cabadbaran, where they plan to hold another a separate Chapter Volunteer Run. “This is our first time to bring the Chapter Volunteer Run outside Butuan City,” he stressed.

Meanwhile, Cairo also revealed that the conduct of a raffle draw in the month of December would be the last activity of the local chapter for this year. (JPG/PIA-Caraga)


Go Negosyo Center opens in Dapa

SURIGAO CITY, Surigao del Norte, Oct. 21 (PIA)– The Department of Trade and Industry (DTI) Surigao del Norte formally launched its third Negosyo Center in the municipality of Dapa last Oct. 2, 2016.

According to DTI Provincial Director Celestino L. Negapatan, the newly-inaugurated Negosyo Center is the first of the two centers targeted by their office for launching this year.

He said the Negosyo Centers are established in all provinces, cities, and municipalities to promote ease of doing business and facilitate access to services for micro, small and medium enterprises in accordance to Republic Act. No. 10644, also known as the “Go Negosyo Act.”

“The Department of Trade and Industry shall be the lead implementing agency for the establishment, management, and personnel assignments of Negosyo Center as mandated by law,“ said Negapatan.

Negapatan further said that every Negosyo Center established will facilitate and expedite the business application process of micro, small and medium enterprises (MSMEs) in coordination with the local government units and other concerned agencies and will provide assistance to MSMEs in the availment of technology transfer, production and management training programs and marketing assistance of the DTI and other concerned government agencies. DTI Surigao Norte holds bookkeeping, accounting seminar to Surigao Norte coop

SURIGAO CITY, Surigao del Norte, Oct. 21 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office conducted a Simplified Bookkeeping and Accounting for Non-Accountants to Lower Patag Agrarian Reform Beneficiaries Initiated Community Association (LOPARBICA) on Oct. 11, 2016 held in Barangay Lower Patag, Sison, this province.

The activity aims to bring awareness to the micro, small and medium enterprises with the basic knowledge on accounting and bookkeeping as these are important tools in managing their business since the association is still new in the field of business.

A total of 22 participants consist of officers, board of directors and some members of the association attended the said activity.

LOPARBICA is registered in the Department of Labor and Employment  (DOLE) on October 2014. It is also assisted by the DTI under the Bottoms up Budgeting Project.

The BuB project consists of Payaw Processing equipment worth P142,500. Payaw (palaw) is a native root crop similar to gabi or taro abundantly produced in the said locality.

DAR AgSur launches Amoma Care virgin coconut oil

PROSPERIDAD, Agusan del Sur, Oct. 21 (PIA) - The Department of Agrarian Reform (DAR) here has recently facilitated the media launching of KAAGAPMUCO’s Amoma Care Virgin Coconut Oil (VCO) held at Gaisano Grand Mall, San Francisco, this province.

KAAGAP Multi Purpose Cooperative was a recipient of 2015 Village Level Processing Center Enhancement Program (VLPCEP) and 2016 recipient of Up-Valuing of Agrarian Reform Beneficiary (ARB) products. Thus, the DAR was able to assist them for the processing and approval of their License to Operate from the Food and Drugs Administration for their Virgin Coconut Oil product---the first to be awarded in Caraga Region.

The launching was designed to build a competitive market relationship and expose the product and convey the interest of varied consumers, boost the economic ability of the cooperative and its members by providing wider business opportunities through integrated social media strategy.

KAAGAPMUCO General Manager Maximino Robles thanked the DAR for the assistance. “Dako among pasalamat sa mga ahensya nga nagtabang aron molambo ang among kooperatiba ilabi na sa DAR sa pagtabang aron maangkon namo ang among LTO ug sa pagpanguna alang sa launching niining among produkto. Sa pagkakaron aduna kami 210 ka mga empleyado diin 80 porsyento niini mga Agrarian Refrom Beneficiaries (We are thankful for DAR for assisting the coop in acquiring the LTO from FDA and for facilitating the media launching. We now have a total of 210 employees whom 80 percent are Agrarian Reform Beneficiaries)," said Robles.

The launching cum ribbon cutting ceremony was graced by DAR Caraga Regional Director Julita Ragandang, CARPO Fe H. Mosquera, SP Member Edilberto Bastareche, representatives from other agencies like the Department of Trade and Industry, Phil. Coconut Authority, Department of Science and Technology, and Department of Agriculture.

“Congratulations to KAAGAPMUCO for the success of your endeavor. It is our mandate in the department to assist our ARBs to become entrepreneurs. I know that it's a long and tedious process but because of the unity, cooperation and partnership that we have we are able to launch the product today,” Ragandang said in her message.

Caraganons to celebrate Nat’l Children’s Month

BUTUAN CITY, Oct. 24 (PIA) – In line with this year’s National Children’s Month celebration, government agencies along with other partner stakeholders in Caraga region will be holding activities for the said celebration.

According to regional director Minda Brigoli of the Department of Social Welfare and Development (DSWD) Caraga, this month-long celebration will kick-off on November 4, 2016.

“It will commence with a thanksgiving mass at St. Joseph Cathedral, followed with a motorcade around the city thoroughfares. There will also be various games and a short program afterwards happening at the LJ Mega Convention Center, Butuan City,” disclosed Brigoli.

Brigoli further revealed that children from residential centers would join in the said event. “The Regional Children’s Congress will also be conducted on November 29, 2016. There will be an election of the Regional Council for the Welfare of Children (RCWC) Child during this activity in the same venue,” she added.

Said celebration is pursuant to Republic Act No. 10661 otherwise known as “National Children’s Month Act”. (JPG/PIA-Caraga)


Bacuaganon wins 2016 Provincial Consumer Quiz Show

SURIGAO CITY, Surigao del Norte, Oct. 24 (PIA) - A student from Bacuag National High School (BNHS) in Bacuag town won the 1st place of the Dept. of Trade and Industry (DTI) Provincial Consumer Quiz Show for DepEd - Surigao del Norte Schools Division held at the Negosyo Center, Capitol Compound, this city.

Daiseree Mae G. Jamero of BNHS bested 21 other schools in the province and received P1,500 plus trophy and certificate of recognition from the DTI. She will represent the division in the upcoming Regional Consumer Quiz Show on October 27, 2016 in Butuan City.

The second prize winner who also received a certificate of recognition and a cash prize worth P1,000 was Merphy B. Parejo from Paco National High School, Mainit town. Mariconne Jane P. Sablas from Alegria Stand Alone Senior High School, Alegria town was declared as the third prize winner and received a cash prize worth P500 with certificate of recognition.

All non-winning participants received a consolation prize of P200.

Said activity is part of the celebration of the Consumer Welfare Month this October, which aims to bring consumer awareness in all ages, especially to the academes where young minds are now informed and empowered of the rights and responsibility of a consumer.

AgNor PDRRMO conducts ICS Training to 1st SAB

BUTUAN CITY, Oct. 24 (PIA) - The Agusan del Norte Provincial Disaster Risk Reduction and Management Office (PDRRMO) conducted a three-day formal training of the Incident Command System (ICS) to the 1st Special Action Batallion (SAB), Philippine National Police-Special Action Force (PNP-SAF) held recently in the municipality of Santiago, this province.

SAB officers expressed their thanks to the provincial government for providing necessary support to their ICS training.

ICS is a standard, on scene, all hazard incident management concepts that can be used by all DRRM Councils. It is a disaster response tool that coordinates the actions of different groups by blending their complex organizational structures. The use of ICS can prevent or minimize loss of life or damage to property at the onset of disaster. It is a vital tool for effective disaster response.

The trainers/instructors were PDRRMO head Erma R. Suyo, Lorna C. Bayer of the Bureau of Fire Protection (BFP) and PDRRMO staff Merry Chris M. Cabonce.

Campus journalists cover Miss Earth visit to Butuan

BUTUAN CITY, Oct. 24 (PIA) - Visiting historical sites and scenic spots in their towering figures, charismatic auras, and eye-catching outfits, five Miss Earth candidates raised advocacies on environmental awareness and eco-tourism through a two-day tour in Butuan City on October 15-16, 2016.

Miss Chile Tiare Fuentes; Miss England Luissa Burton; Miss Hungary Eszter Oczella; Miss Pakistan Anzhelika Tahir; and Miss Zimbabwe Sharon Enkromelle shared their individual inputs about environment protection and preservation of historical remains.

They visited the city’s tourist spots such as Balangay Build Site, Banza Church Ruins, Delta Discovery Park, Bequibel Shell Midden, Bood Promontory Park, and National Musuem.

“I believe education is a very important resort here, to teach the youth there is a problem to solve everywhere and our environment is calling for us,” stressed Miss Zimbabwe in an interview.

Meanwhile, Butuan City Mayor Ronnie Vicente Lagnada stated during the press conference that Miss Earth candidates’ visit has been one way to combat the city’s lack of concern to alleviate environmental issues which continue to deteriorate natural resources.

“It’s only good that people know our problems about mining, logging, historical promotion, and environmental awareness for in this way, we will gain even more advocates,” he said.

Campus journalists were empowered by the movement to promote the city through writing articles, for it could forward their beliefs and visions into action.

OWWA-Caraga provides relief assistance program

BUTUAN CITY, Oct. 24 (PIA) - The Overseas Workers Welfare Administration (OWWA) Caraga has extended assistance to some 74 Overseas Filipino Workers (OFWs) disbursing a total of P1,480,000, as of October 21, 2016.

These OFWs include those who are still at jobsite in the Kingdom of Saudi Arabia and those who had already been repatriated in their respective provinces within the region. Among these OFWs are 10 from Surigao del Sur, six from Surigao del Norte, 15 from Agusan del Sur and 27 from Agusan del Norte.

In addition, 16 OFWs outside Caraga had been accommodated for their claims as well. Meanwhile, a total of 108 families had also received their claims disbursing a total of P648,000.

As of writing, the sum of P2,530,000 has been disbursed by OWWA-Caraga for the assistance of OFWs and their respective families.

CARAT Expo 2016 highlights various activities in 5 days

BUTUAN CITY, Oct. 25 (PIA)– The Caraga Agricultural Trade and Marketing (CARAT) Exposition set on November 9-13, 2016 is highlighted with various activities at Robinsons Place Atrium, this city.

Vivian Durano, event coordinator of CARAT expo said that the event is expected to draw 5,000 visitors across the country and the ASEAN. Some 40 exhibitors will also be joining during the five-day exposition.

“There will be products display, trading, business encounters, skills competitions, cooking demonstrations, contests and live band party, which all Caraganons and tourists will surely enjoy. The contests will focus on eating, cooking, table setting, pop dance, singing, bartending, and fruit carving,” enumerated Durano.

Durano further disclosed that day 1 (Nov. 9) will feature Lobster Festival; day 2 (Nov. 10) will be the Fruits and Veggies Day; day 3 (Nov. 11) is AquaMarine Day/Sinuglaw Festival; day 4 (Nov. 12) is Livestock Day/Lechon Festival; and day 5 (Nov. 13) is Coco/Palay/Tubers Day/Palagsing Festival.

DAR, PCIC offer crop insurance program to farmer-groups in AgNor

BUTUAN CITY, Oct. 25 (PIA) - The Department of Agrarian Reform (DAR) in Agusan del Norte in partnership with the Philippine Crop Insurance Corporation (PCIC) conducted nine rounds of seminar on the Risk Mitigation and Management for Agricultural Investment and Crop Insurance Education Training to nine eligible Agrarian Reform Beneficiaries Organizations (ARBOs) from different towns in the province on September 20 to October 7, 2016.

Nearly 300 farmer-beneficiaries consisted of cooperative officers, admin staff and coop members actively participated in the proceedings as they gained low-cost crop-insurance packages with an array of benefits.

The activity aimed to make farmer-groups understand the crop insurance program of the government and encourage them to insure their crops to avoid losses brought by natural calamities, pest and diseases, and climate change.

DAR-PCIC Point Person Luningning Buque-Ycoy said “the agricultural insurance is anchored to the DAR’s Agrarian Production Credit Program (APCP).”

“The DAR helms in identifying eligible ARBs to avail the package of credit assistance coupled with agricultural insurance,” Ycoy added.

PCIC Resource Person Ernesto Chaves said providing agricultural insurance to the farmers will mitigate the possibility of farm-losses associated with extreme weather events such as drought or typhoons and other calamities.

“Ang crop insurance usa ka oportunidad kanamo mga mag-uuma aron ma-secure ang among tanum batok sa katalagman ug kampante na ang among huna-huna (The crop insurance is a great opportunity for many farmers to secure our crops and give us peace of mind)," said Lucita C. DepEd Butuan to hold ICT literacy training, workshop

BUTUAN CITY, Oct. 25 (PIA) – With the purpose to prepare the school Information and Communication Technology (ICT) coordinators in delivering ICT skills to students, the Department of Education (DepEd) Butuan City division is set to conduct a three-day division ICT literacy training and workshop on November 9 to 11 here.

DepEd Butuan City schools division superintendent Arsenio T. Cornites Jr., said the three-day workshop would capacitate the division’s ICT teachers with appropriate technologies that would enhance the teaching-learning process and meet the challenges of the 21st century.

Also, Cornites said that with the conduct of the three-day workshop, it will help increase the extent to which the technology is used by teachers by incorporating technology skills into the school curriculum.

“It will make teachers use ICT knowledge to add value to society and the economy by applying it to solve complex, real-world problems,” Cornites said.

This will also help them (teachers) to innovate and produce new knowledge, and benefit from this new knowledge, he added.

AgNor to receive equipment from GIZ-COSERAM

BUTUAN CITY, Oct. 25 (PIA) - The provincial government of Agusan del Norte is set to receive 12 units brand new Oregon 650 GPS and two units Toshiba TECRA CSO-8108E laptops from the GIZ Conflict Sensitive Resource and Asset Management (COSERAM) Program for the implementation of the project: Enhancing the Capacities of the Provincial, City and Municipal Planning Teams and Conflict Sensitive Resource Management in the Province.

The Sangguniang Panlalawigan of Agusan del Norte recently authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign the Deed of Donation by and between the province and GIZ COSERAM for the said GPS and laptops through Sanggunian Resolution No. 046-2016, authored by Provincial Board Member Aquino W. Gambe.

Ang Serbisyo Peace Caravan ay pinangunahan ng 4th Infantry Division ng Philippine Army, Office of the Presidential Adviser on Peace Process (OPAAP), Department of the Interior and Local Government (DILG), lokal na pamahalaan ng Santiago, kasama ang ibang ahensya ng gobyerno.

Maliban sa dental, medical at circumcision services, tumanggap din ang mga IPs at residente ng mga falcata seedlings galing sa Department of Environment and Natural Resources (DENR), food curls at baby foods, buntis kits, jerry cans, at hygiene kits galing sa Departmentof Health (DOH) at training certificates ng Technical Education and Skills Development (TESDA).

Ayon kay Lieutenant Colonel Glenn Joy Aynera, commanding officer ng 29th Infantry Battalion ng Philippine Army, sa pamamagitan ng serbisyo peace caravan, mararamdaman ng ibat-ibang sektor sa lipunan lalung-lalo na ang IPs ang malasakit ng gobyerno na matugunan ang kanilang pangangailangan. Army, partners provide services to 3,000 IPs in AgNor town

BUTUAN CITY, Oct. 26 (PIA) – The 4th Infantry Division of Philippine Army, together with other government agencies in Caraga had recently extended their services thru the conduct of Serbisyo Peace Caravan to some 3,000 Indigenous Peoples (IPs) held at the covered court of Santiago, Agusan del Norte.

The Serbisyo Peace Caravan was focused on prioritizing the IP communities composed mainly of the Mamanwa Tribe. It also included the local residents of said barangay that availed of the services from the government.

According to Lieutenant Colonel Glenn Joy Aynera, commanding officer of 29th Infantry Battalion, Philippine Army, the said caravan is designed to provide priority basic services of the government to the people of Santiago and the rest of the municipalities of Agusan del Norte especially the IPs. Through this activity, the localities will feel that the government is there for them.

“It formed part of the six-point peace and development agenda of President Rodrigo Duterte's administration to deliver the socio-economic development in conflict-affected areas,” bared Aynera.

A total of 27 government agencies, civil society and private organizations in Caraga region have extended their full support. The services offered help in addressing issues on health, poverty, grooming, livelihood, education, social, legal and land concerns.

The Department of Health (DOH) Caraga has offered dental/medical services, circumcision, deworming, buntis kits, hygiene kits, and jerry cans to the beneficiaries. The Department of Environment and Natural Resources (DENR) Caraga gave 600 falcata seedlings to the IPs and local residents. The Department of Science and Technology (DOST) also distributed food curls and 500 baby foods, while the TESDA gave away training certificates.

In his message, mayor Franklin Lim encouraged the localities to avail of the free services of the government offered today in their municipality. He also expressed his hope that more of same activity will be conducted in his area of responsibility so more people can continue to benefit.

Meanwhile, Agusan del Norte Governor Ma. Angelica Rosedell Amante-Matba emphasized that without the people in the localities, there would be no government. She encouraged everyone to unite with the government and do what will serve best to the majority.

During the short program, Gov. Matba, together with the PNP, AFP officials, heads of government agencies and partner stakeholders affixed their signature in the peace covenant.

PIA Caraga chief assures wide dissemination of food safety campaign in Caraga

BUTUAN CITY, Oct. 25 (PIA) – With the aim to disseminate the food safety campaign information down to the grassroots level, the Philippine Information Agency (PIA) Caraga region has vowed to utilize all its platforms for the success of the program.

During the launching of the Food Safe Caraga and signing of the Memorandum of Understanding (MOU) held here on Tuesday, PIA Caraga regional director Abner M. Caga, in his message read by deputy regional director Fryan Abkilan, has expressed the agency’s commitment to support the program. He is thankful that the Department of Science and Technology (DOST) Caraga led by its regional director Dominga Mallonga and to Winrock International-Philippine Cold Chain Project (Winrock-PCCP) with chief of party Dan Gudahl for the efforts towards the establishment of the partnership between the DOST, Winrock, Caraga Food Safety Team, and the PIA.

Under the MOU, PIA will assist in the extensive dissemination of information and communication materials for the Food Safe Caraga campaign developed by the Caraga Food Safety Team and the Winrock-PCCP, and to closely work with the DOST Caraga and Winrock-PCCP in the implementation of activities.

According to Caga, under the administration of President Rodrigo Duterte, PIA is now enhancing the foundation of development communication network (DEVCOMNET) of communication managers and media specialists from the National Government Agencies, Government-owned and Controlled Corporations, local government units down to the barangay level.

The DEVCOMNET will serve as multipliers of government programs and policies as well as an alert response group for public preparedness on health prevention, sustainable development and peace promotion, Caga said.

For the past years, PIA has been at the forefront of mixing the use of traditional media in the grassroots, and blending the old with the social media, engaging the people for a more interactive communication with its online accounts on Facebook, Twitter and website, the PIA’s short messaging system/SMS or the Textblast, the Advanced Forward Emergency Broadcasting System (AFEEBS), the PIA Caraga INFOcus electronic news magazine and the One Mindanao mobile app.

With the agency’s platforms, the Food Safe Caraga Campaign’s widest communication support to empower the communities will be achieved and assured, Caga said.

Caga also recognized the important role of the media in the successful conduct of the campaign.

BUTUAN CITY, Oct. 26 (PIA)– In a press conference held on Tuesday here, the Butuan City Chamber of Commerce and Industry (BCCI) through its president Roger Ramirez highlighted the upcoming Caraga Agricultural Trade and Marketing (CARAT) Exposition happening on November 9-13, 2016 at Robinsons Place Atrium, this city.

Ramirez reiterated that the 2016 CARAT expo is a multi-stakeholder trade and marketing initiative focused on showcasing Caraga’s rich agricultural and fishery products.

“This is envisioned to be an annual gathering of producers, suppliers, marketers, investors and buyers that will serve as strategic venue for market-matching, linkages and agri-investment,” underscored Ramirez.

When asked why there is a need to hold the CARAT expo, Ramirez stressed that through this activity, it will help local trade associations, producer groups and agro-entrepreneurs in creating new markets and in improving buyer-seller relationships.

“We need to launch and institutionalize a media technology-use plan for the promotion of a signature brand for Caraga - our lobster. This will also help improve productivity and sthrenghten food supply chain in Caraga by educating producer groups and trade associations on new technologies and innovation in agriculture from national and international resource persons,” Ramirez elaborated.

BUTUAN CITY, Oct. 26 (PIA) – “The Caraga Agricultural Trade and Marketing Exposition or CARAT 2016 will bring Caraga region into the ASEAN scene,” says organizer.

Roger N. Ramirez, President of the Butuan Chamber of Commerce and Industry Foundation, Inc. during a press conference held here on Tuesday encourages Caraganons to join the region’s big event on November 9 to 13 at the Robinsons Mall. Ramirez also invites the public to witness the event as national and Asean investors will also be joining.

“This is a historic event, a ‘coming-out-party’ for Caraga’s fast-developing agricultural industry,” Ramirez said. During the event, Caraga will not be known for its mineral-rich land, but for its potential to produce food not just for the island of Mindanao but the whole country and the ASEAN region as well, he added.

The five-day event will feature top five products of the region. On Day 1, the Lobster Day (Lobster Festival), Day 2 – Fruits and Veggies Day (Prutas and Gulay Festival), Day 3 – Aquamarine Day (Sinuglaw Festival), Day 4 – Livestock Day (Lechon Festival), and Day 5 – Coco/Palay/Tubers Day (Palagsing Festival), Ramirez said.

Caraga Regional Science HS champion in Surigao City Consumer Quiz Show 2016

SURIGAO CITY, Surigao del Norte, Oct. 26 (PIA)– Joshua Dy M. Ajoc, a student and contestant from Caraga Regional Science High School was declared as champion in the recently concluded 2016 Surigao City Division Consumer Quiz here.

The first prize winner together with his coach Marife C. Curada received a trophy, certificate of recognition and cash prize worth P1,500, and will represent Surigao City Division in the upcoming Regional Consumer Quiz Show on October 27, 2016 in Butuan City.

Jelmie R. Flores with coach Jill G. Abarico of Anomar National High School placed second with P1,000 cash prize plus trophy and certificate of recognition, and third place went to Keith Marie Prenciona, with coach Reymark D. Marte of Cantiasay National High School with P500 cash prize plus trophy and certificate of recognition.

According to DTI Surigao del Norte trade and industry development analyst Lyza D. Trapal, a total of 19 contestants from the different secondary schools of the city participated in the said event. All non-winning contestants received a consolation prize of P200.

Trapal said the activity aims to bring consumer awareness in all ages, especially to the academes where young minds are now informed and empowered of the rights and responsibility of a consumer.

She further said that the activity is part of the month-long celebration of Consumer Welfare Month, the whole month of October with the theme, “Consumer Protection: A Shared Responsibility.”

Tagbina conducts search for outstanding barangay LGU

TAGBINA, Surigao del Sur, Oct. 26 (PIA) – The municipality of Tagbina in Surigao del Sur conducted an incentive program dubbed as “We Love Barangay”: A Search for Outstanding Barangay Local Government Unit.

"The said program aims to inspire our 25 barangays to value development and sustainable outcomes in barangay governance," said Tagbina Vice Mayor Antonio Adlao, who authored the program.

The competition is based on showcasing the exemplary performance of their duties and responsibilities and on how the barangay council delivers its basic services to their constituents in consonance with the provisions of the Local Government Code and other relevant existing laws.

Adlao further said that the criteria for judging is based on the following categories: Clean, Green and Bloom (20%); Accountability, Responsive and Transparency (20%); Tax Collection (20%); Sangguniang Barangay Records and Other Documentations /Records Keeping (20%); Peace and Order (20%); and Over-All Impact (20%).

All barangays of the said municipality are subjected for a quarterly unannounced evaluation to start every first quarter of the year using the prescribe criteria for the different categories set by the Technical Working Groups, Adlao added.

PNP, Army start implementing Oplan Undas 2016 in SurSur

TANDAG CITY, Surigao del Sur, Oct. 26 (PIA) – The Surigao del Sur police office and Philippine Army have assured security during the observance of All Souls’ and All Saints’ Day in the province next week.

According to Police Province Office chief PSSupt Romaldo Bayting, the security preparations are now in place for this annual event.

It was learned that police personnel are directed to provide maximum police visibility, increase of check points, maintain security in vital installations, economic key points, ensure high state of operational readiness to deter criminal activities and thwart any hostile actions that may be launched by threat groups.

Meanwhile, 402nd Brigade Commander Col. Franco Nemesio Gacal revealed that part of their work is to support the PNP. "We have already coordinated with the PNP on this matter," Gacal said.

Newly assumed Tandag City police chief PCInsp. Rey Sorreda bared that the Provincial Police Office will augment additional police force during the said celebration.

NEDA 13 conducts special forum on Caraga's economic performance

SURIGAO CITY, Surigao del Norte, Oct. 26 (PIA) - The National Economic and Development Authority (NEDA) Caraga Regional Office has organized a special forum to assess the regional economic performance of Caraga based on the Gross Regional Domestic Product (GRDP).

On the latest economic statistics, the regional economic performance is declining on the areas of agriculture, fishery and forestry.

The sectors that showed good performance are tourism and mining.

As agreed by the Regional Economic Development Committee, NEDA called out the Provincial Planning and Development Officers, Provincial Tourism Officers, Provincial Agriculture Officers, Provincial Environment and Natural Resources Officers and Provincial Economic Enterprise Development Officers of Caraga to the said forum held recently at the NEDA -13 Regional Office in Butuan City.

It can be recalled that fishery was once a flourishing industry in the region with Surigao del Norte and Surigao del Sur as leading producers. However, the industry seemed to have a lot of problem which resulted to decreasing fish production.

DILG 13 celebrates 25 years of local autonomy

BUTUAN CITY, Oct. 26 (PIA) - As the Local Government Code of 1991 reaches 25 years of implementation, the Department of the Interior and Local Government (DILG) Region 13 (Caraga) celebrates it with national government agencies (NGAs), civil society organizations (CSOs), teachers and students of the Local Resource Institutes (LRIs) and local government units (LGUs) on October 24, 2016 at Balanghai Hotel and Convention Center, this city.

Anchored on the theme: “LGC @ 25: Pagsulong, Progreso, Pagbabago,” DILG commemorates the journey of local governance and builds on its recent progress to guide and transform LGUs as able instruments of good governance in shifting towards federalism.

During the celebration, several activities were lined-up such as the Quiz Bee competition among college students of the attending LRIs with a brief lecture on the Local Government Code of 1991: Decentralization and Governance by Atty. Food Safe Campaign launched in Caraga

BUTUAN CITY, Oct. 27 (PIA)– The Department of Science and Technology (DOST) Caraga, Winrock International – Philippine Cold Chain Project (Winrock-PCCP) together with the Philippine Information Agency (PIA) Caraga on Tuesday launched the Food Safe Campaign in Caraga region.

The campaign aims to develop food safety awareness and vigilance among food processing enterprises, food service establishments, schools, households and the general public.

The launching was highlighted with the signing of the Memorandum of Understanding (MOU) by Winrock - PCCP chief of party Dan Gudahl, DOST Caraga regional director Dominga D. Mallonga, PIA Caraga regional director Abner M. Caga represented by deputy regional director Fryan E. Abkilan and witnessed by DOST Secretary Fortunato T. Dela Pena.

In the MOU, the DOST Caraga shall represent the Caraga Food Safety Team (CFST) in collaboration with partners in designing information and communication materials for the Food Safe Caraga campaign and will closely work with the PIA Caraga and Winrock-PCCP in the implementation of activities indicated in the project.

PIA Caraga will assist in the extensive dissemination of information and communication materials for the Food Safe Caraga campaign developed by the CFST and Winrock-PCCP, and will closely work with DOST Caraga and Winrock-PCCP in the implementation of activities.

On the other hand, the Winrock-PCCP shall endeavor to closely work with DOST Caraga and PIA Caraga in the implementation of activities, and will provide the necessary funding support to cover cost of information and communication materials in the course of project implementation.

According to DOST Caraga regional director Dominga D. Mallonga, the Caraga CFST will look into the protection and safety of consumers from the foods produced and also to support the micro, small and medium enterprises. The CFST will also educate individuals/producers about food safety from its production-processing-manufacturing-transport until it will reach the consumer's table, Mallonga added.

“The Food Safe campaign is an ongoing information and education campaign of the Caraga Food Safety Team led by DOST Caraga and implemented in partnership with Winrock-PCCP,” Mallonga said.

It has two major components: a training programme on meat handling for meat shop operators and workers, meat vendors and the general public; and public awareness campaign to disseminate information about food safety and improve the food handling practices of the residents of Caraga region.

During the launching, Sec. dela Peña acknowledged the important role of PIA Caraga in the campaign. "PIA plays a very important role in this program especially in disseminating the food safety tips and proper handling of food," he said.

Also, Gudahl said that in order to have a safe food, its preparation should be handled well. All food should be clean and safe starting from the farm to plate, he added.

Dir. Caga emphasized that as its partner in the campaign of having a Food Safe Caraga region, PIA would utilize all channels to effectively disseminate accurate information on food safety and how to improve food-handling practices. Caga assured the widest communication support of the agency in the program. "PIA will help to empower communities especially on food safety," Caga said.

Meanwhile, Sec. Dela Pena also led the turn-over of a luminometer and food safety materials to the qualified meat vendor beneficiaries trained by the DOST on food safety.

Mallonga emphasized that one way of ensuring clean and safe food is to use the proper equipment in food preparation. The luminometer gives on the spot results to test the amount of microbial agents present in the surfaces.

Under Republic Act 10611 or the Food Safety Act of 2013, it strengthens the food safety regulatory system in the country to protect consumer health and facilitate market access of local foods and food products.

Surigao biz group’s CR+ID project receives positive response in PH business confab

SURIGAO CITY, Surigao del Norte, Oct. 27 (PIA) - The Surigao Chamber of Commerce and Industry, Inc. (SCCI) presented the Coordinating Road and Infrastructure Investments for Development (CR+ID) Project during the 42nd Philippine Business Conference held recently at Marriott Hotel in Pasay City.

SCCI honorary director Alicia Euseña, presented the CR+ID project during the National Chamber Management Forum, which is a prelude activity of the conference attended by more than 200 chamber leaders and representatives from different chambers in the country.

According to SCCI president Concepcion Paqueo, the presentation on the advocacy and gains of the CR+ID Project, including the lobbying and funding of priority roads and infrastructure projects in Caraga region, received positive responses from the chamber leaders and representatives.

The CR+ID project is one of the CFC’s (Coalitions for Change) key freeform agenda that aims to improve governance and sustain economic growth and  rationalize infrastructure planning and investments, and minimize fragmentation in public infrastructure investments.

DAR holds training on conflict management, agrarian reform laws in SurSur town

TAGBINA, Surigao del Sur, Oct. 27 (PIA) – The Department of Agrarian Reform - Municipal Agrarian Reform Office (DAR-MARO) of Tagbina, this province spearheaded the training on Conflict Management and Pertinent Agrarian Reform Laws held recently here.

According to DAR Information Officer Myra Yu, the activity was aimed to strengthen the Barangay Agrarian Reform Committee (BARC) in the area.

Said activity was participated in by the representatives coming from the different sectors such as: landowners, farmer beneficiaries, indigenous peoples, non-government organizations, tenants, women organization and landless residents of the mentioned locality that comprised the newly re-organized BARC.

The participants were oriented on the function of BARC under Secs. 46 to 48 of Republic Act 6657 also known as the Comprehensive Agrarian Reform Law.

Meanwhile, MARO Roselyn Y. Rendon said that the training is significant since BARC plays a big role in the whole process of identifying the farmer/s who will qualify as an agrarian reform beneficiary. DILG Caraga calls for MASA MASID volunteers

BUTUAN CITY, Oct. 27 (PIA) - In time with its regional launching, the Department of the Interior and Local Government (DILG) Region 13 (Caraga) calls for volunteers to be part of the DILG program dubbed as “MASA MASID,” which stands for Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Ilegal na Droga on October 24, 2016 at Balanghai Hotel and Convention Center, this city.

The MASA MASID Program is one of the new programs of the national government under President Rodrigo Roa Duterte administration which is lodged in DILG. It is a community-based program that encourages communities to take a proactive stance in the government’s fight for the prevention of corruption, illegal drugs and criminality. It is to encourage multi-sectoral partnership to intensify the spirit of volunteerism at the community level.

Pursuant to DILG Memorandum Circular No. 2016-116 dated September 2, 2016 setting forth the implementation of the MASA MASID Program, it provides for four main thrusts: information and education campaign in communities for government programs against corruption, illegal drugs and criminality; creation of a reporting mechanism on illegal drugs-related activities; formulation of community-based rehabilitation programs; and revival of the spirit of volunteerism by creating a volunteer-friendly atmosphere for organizations that wishes to be partners for change.

To volunteer, the interested applicant may visit the DILG website: www.dilg.gov.ph or local DILG Office (for queries) and fill-up the Registration Form.

During the regional launching of MASA MASID, DILG Caraga Regional Director Lilibeth A. Famacion, CESO III encouraged the participants to be part of the solution in preventing corruption, illegal drugs and criminality in the community.

“Everyone needs to be aware and vigilant in what is going on the community. MASA MASID is the key so that we can have our urgent response against corruption, illegal drugs and criminality,” said Famacion.

The regional launching was concluded with a recital and signing of the MASA MASID Pledge of Commitment led by Dir. Famacion. DAR AgNor conducts workshop on Agri-Business Venture Arrangements

BUTUAN CITY, Oct. 27 (PIA) - The Department of Agrarian Reform (DAR) in Agusan del Norte conducted a one-day workshop on Agri-business Venture Arrangements (AVAs) to several Agrarian Reform Beneficiaries Organizations (ARBOs) held at Balanghai Conference Hall on Oct. 13, 2016.

The activity discussed the update and current status of the farmer-cooperatives who are engaged in the arrangement.

The three ARBOs, who entered into an agreement with the investor, are Soriano Farmworkers Cooperative (SFWC), Maong Integrated Farmers Association (MIFA),  and Cabadbaran Fruits Corporation (CFC).

According to AVAs Point Person Virgilio Ignacio, the DAR rendered the necessary assistance to thresh out issues and concerns encountered by farmer-cooperatives in relation to the implementation of the AVAs.

“The activity will iron out details and consolidate issues in preparation of the upcoming three-day Implementers’ Evaluation Workshop to be held in Davao City,” Ignacio added.

BUTUAN CITY, Okt. 27 (PIA) – Mas pinaigting pa ang kampanya sa publiko tungo sa malinis at ligtas na pagkaing nabibili sa mga pamilihan sa Caraga Region, matapos nailunsad at nilagdaan ang Memorandum of Understanding (MOU) ng Department of Science and Technology (DOST), Winrock International – Philippine Cold Chain Project (PCCP) at Philippine Information Agency (PIA) Caraga dito sa lungsod.

Ayon kay DOST Caraga regional director Dominga Mallonga, na siya ring nangunguna sa Caraga Food Safety Team, ang nasabing kampanya ay base sa Republic Act 10611 o ang Food Safety Act of 2013 - ang batas na nagpapatibay sa food safety regulatory system sa bansa na nagproprotekta sa kalusugan ng mga konsumante at nagtataguyod sa mga lokal na pagkain at produkto.

Dagdag pa ni Mallonga, ang Food Safe Caraga ay isang information at education campaign ng Caraga Food Safety Team na binubuo ng ibat-ibang ahensya ng gobyerno, kasama ang ibang partners sa non-government at civil society organizations.

Napag-alaman rin na ang Food Safe Caraga Campaign ay naka-focus sa dalawang major components. Nagbibigay umano ito ng training programme on meat handling para sa mga meat shop operators, workers at meat vendors. At layon din ng nasabing kampanya na mapabuti pa ang food handling practices ng mga residente sa rehiyon at ito ay sa pamamagitan ng pagamit ng teknolohiya at media.

Sinigurado naman ng PIA na buo ang suportang ibibigay nito at gagamitin ng ahensya ang lahat ng platforms nito maiparating lang sa publiko ang mahahalagang impormasyon tungkol sa kampanya.

Ibinahagi rin ni Winrock International chief of party na si Dan Gudahl ang kanilang layuning matulungan ang mga Caraganon na makaiwas sa ibat-ibang sakit na dulot ng marumi at di-tamang paghahanda ng pagkain. Ang Winrock International ang syang magbibigay sa kinakailangang suporta-pinansyal para sa nasabing kampanya.

Samantala, naging saksi naman si DOST Secretary Fortunato Dela Pena sa naging paglagda ng MOU ng mga nabanggit na ahensya at pinuri ang kanilang naging inisyatibo para sa Caraga Food Safe Campaign.

PSWDO AgSur bares activities in November

PROSPERIDAD, Agusan del Sur, Oct. 28 (PIA) – The Provincial Social Welfare and Development Office (PSWDO) of this province bared several activities in November 2016, wherein different sectors will be participating.

According to PSWDO Razel Montemor, they will lead this year’s celebration of National Children’s Month. “We will host one convocation with the children to bond with them together with their parents and teachers,” she said.

On November 19-20, 2016, the PSWDO together with the National Youth Commission (NYC), Council for the Welfare of Children (CWC), and Department of Education (DepEd) will be holding the Children’s Congress here with various activities to be participated by partner agencies and stakeholders.

“Said celebration is pursuant to Republic Act 10661 or An Act declaring November of Every Year as National Children’s Month," disclosed Montemor.

Montemor added that on November 21, 2016, the Children’s Day of Governance /Administration will conducted.

13 Caraga LGUs get DILG Seal of Good Local Governance

BUTUAN CITY, Oct. 28 (PIA) - Thirteen (13) local government units (LGUs) in Caraga Region are awardees of the Seal of Good Local Governance (SGLG), a program of the Department of the Interior and Local Government (DILG), which is conferred to deserving LGUs portraying integrity in providing better performance and service based on criteria gauging local government performance.

The awardees for the Province category are: 1) Province of Dinagat Islands and 2) Province of Surigao del Norte; City category: 3) Bislig City and 4) Tandag City; Municipal category: 5) Hinatuan, 6) Lanuza, 7) Loreto (Dinagat Islands), 8) Trento, 9) Carmen (Agusan del Norte), 10) Claver, 11) Del Carmen, 12) Mainit and 13) Malimono.

The national conferment ceremony for LGUs that have passed the test of good local governance was held on Thursday, Oct. 27 at the Sofitel Philippine Plaza, Manila. The awarding is just in time with the culmination activity of the month-long celebration of the 25th anniversary of the Local Government Code (LGC) of 1991 with the theme: “LGC @ 25: Pagsulong, Progreso, Pagbabago.”

As the code reaches its 25th year of implementation, the DILG celebrates the journey of local governance and builds on its recent progress to guide and transform LGUs as able instruments of good governance in shifting towards federalism.

Interior and Local Government Secretary Ismael ‘Mike’ D. Sueno said this year’s celebration is a ‘huge milestone,’ as it celebrates significant breakthroughs and exemplary performance in the 25-year journey of local governance.

In the country, there are 306 LGUs that will receive the seal. The SGLG awardees will receive an incentive fund called Performance Challenge Fund which they can use for the implementation of local development projects. (DILG 13/PIA-Caraga)

  
DTI eyes GRDP growth in Caraga by 2021

PROSPERIDAD, Agusan del Sur, Oct. 28 (PIA) - The Department of Trade and Industry (DTI) is targeting to increase the Gross Regional Domestic Product (GRDP) in Caraga Region in the next five years.

Brielgo Pagaran, DTI Caraga regional director, said the economic development goal is part of the department’s major thrust dubbed as “DTI-Caraga 2021.”

Pagaran said much effort has to be done considering that Caraga Region is not even half-way as of the present in the GRDP with only 91 percent gain against the supposed to be 200 percent target.

According to Pagaran, Caraga Region has 31.9 percent poverty incidence while poverty threshold family income is supposed to be P18,000 per month.

“We have so many potential areas in order to increase our GRDP. In agriculture alone, we are just harvesting less than 100 cavans of rice per hectare while other regions in Luzon are already harvesting more than 200 cavans per hectare and are targeting to increase their yield to 300 cavans per hectare thru further study and research,” Pagaran said.

In her presentation, DTI Agusan del Sur chief Brenda Corvera said there are priority programs and projects that DTI is pushing. These programs and projects include: Fueling Consumer Empowerment thru Consumer Welfare Activities.

These activities will cover handling consumers complaints, organizing a network of consumer welfare desk officer, organizing local price coordinating councils, timbangan ng bayan,  reating an enabling Negosyo Center and Business Permit and Licensing System Streamlining and many others.

Presently, there are already 2,745 clients that were assisted by the negosyo center in Talacogon and San Francisco while 687 new and renewal business licences were processed also in Talacogon, San Francisco and the provincial hub.

“When I arrived here in Agusan del Sur few months ago as my new assignment, I invited myself in one of the Sangguniang Panlalawigan sessions and presented our programs and projects so that we can align them with the provincial government’s programs and projects. I am very thankful that the committee on trade and industry gladly acknowledged our programs and so we can expect full and harmonious cooperation,” Corvera said.

OWWA sets PESO confab in Surigao Norte

BUTUAN CITY, Oct. 28 (PIA) - The Overseas Workers Welfare Administration (OWWA) is set to hold a Provincial Public Employment Service Office (PESO) conference on November 14, 2016 at Claver, Surigao del Norte.

According to Bepu Brylle Bangcoyo, Family Welfare officer of OWWA-Surigao del Norte, all PES officers will be attending the said activity.

“Aside from discussing the updates of OWWA’s programs and services, PES officers will also be discussing the updates on the programs of the Philippine Overseas Employment Administration," said Bangcoyo.

DILG, LRIs partner for Caraga Consortium on Good Governance

BUTUAN CITY, Oct. 31 (PIA) - The Department of the Interior and Local Government (DILG) Caraga through its Local Governance Regional Resource Center (LGRRC) and the local resource institutes (LRIs) formally enter into a partnership for the creation of Caraga Consortium on Good Governance through the signing of Memorandum of Understanding (MOU) on October 24, 2016 at Balanghai Hotel and Convention Center, this city.

Dubbed as “CCGG,” the Caraga Consortium on Good Governance is formed for the purpose of knowledge-sharing by promoting experiential learning of students of the LRIs and improving the delivery of basic services of local government units (LGUs) through research-based policy making.

DILG Caraga regional director Lilibeth A. Famacion said that the CCGG will strengthen the awareness of the academe in the field of local governance and encourage their participation in all the activities concerning local governments.

The LRIs that are included in the MOU are: Agusan del Sur State College of Agriculture and Technology (ASSCAT), Caraga State University (CSU), Father Saturnino Urios University (FSUU), Philippine Normal University (PNU), Saint Joseph Institute of Technology (SJIT), Saint Paul University Surigao (SPUS), Surigao del Norte College of Technology (SCT) and Surigao del Sur State University (SDSSU).

As part of the partnership, the DILG-LGRRC and LRIs agree to undertake the points of coordination along community extension, research and evaluation and academic integration (ERA) to improve local governance.

The DILG will also coordinate with the LGUs on community activities and make available the data and information for research and evaluation. Complementary to this, the LRIs will encourage faculty and students to conduct research on local governance and provide knowledge experts during capacity building programs. (DILG-13/PIA-Caraga)

Caraganons to celebrate Mindanao Week of Peace 2016

BUTUAN CITY, Nov. 3 (PIA) – Caraganons will once again celebrate this year’s Mindanao Week of Peace (MWOP) with various lined-up activities by the Caraga Conference for Peace and Development (CCPD) from November 24 – December 1, 2016.

Butuan Bishop and CCPD convenor Most Rev. Juan de Dios Pueblos relayed that with this year’s theme “Protect and Respect Life,” the MWOP celebration will not only promote solidarity, cooperation and the culture of peace, but also for environment care and protection.

“The celebration of the Mindanao Week of Peace is not only a reaffirmation of our commitment for peace, but is also a reaffirmation of our commitment and advocacy of the value of life through peace and development,” added Bishop Pueblos.

The good bishop also bared that during the weeklong celebration, the bishops and ulama of Mindanao hope to raise the consciousness of the people of the need to work together to attain this dream to be united in peace.

CCPD bares set of activities for the 2016 MWOP celebration

BUTUAN CITY, Nov. 3 (PIA)– In line with this year’s Mindanao Week of Peace (MWOP) celebration, the Caraga Conference for Peace and Development (CCPD) have set different activities for all Caraganons from November 24 to December 1, 2016.

CCAP convenor Bishop Most Rev. Juan de Dios Pueblos disclosed that on November 24 (day 1), the CCPD together with the Office of the Presidential Adviser on Peace Process (OPAPP) will be spearheading the Serbisyo Peace Caravan in Agusan del Sur. On the same day, the opening program and press conference, as well as the launching of ‘Movie for Peace’ will also be held in the said province.

A tree planting activity is also set on November 25 (day 2), in partnership with the Department of the Environment and Natural Resources (DENR). The poster-making contest will then be held at the Robinsons Place, Butuan City on the same day.

“Also join us on our ‘Prayer Healing for Peace’ and Sikadayahan activity on November 26 at the Guingona Park, this city. On November 27, we will have the ‘Day of the Lord Prayer-Worship' in all churches," said Pueblos.

A Peace Forum for school-based and tri-people is also set on November 28-29. Meanwhile, a peace offering thru a bloodletting activity, as well as the Sports-Peace will be conducted at Bishop’s Home and St. Peter Seminary respectively.

It was also learned that on the last day, said celebration will culminate with the conduct of the 10th CCPD anniversary and closing program. The film showing and awarding for the ‘Movie for Peace’ contest will be held at Robinsons Place here.

DPWH Caraga to inspect Diosdado Macapagal Bridge with stakeholders

BUTUAN CITY, Nov. 3 (PIA) – The Department of Public Works and Highways (DPWH) Caraga will be inspecting the Diosdado Macapagal Bridge here together with other partner stakeholders and media partners on November 22, 2016.

According to DPWH Caraga regional director Danilo Versola, this is in line with the implementation of the project improvement for highways and bridge construction and maintenance, Phase III, wherein one of the major activities that will be undertaken is the conduct of site inspection of special bridges on selected regions.

“Fortunately, our own Diosdado Macapagal Bridge is one of them,” underlined Versola.

SURSECO II to hold BOD elections

TANDAG CITY, Surigao del Sur, Nov. 3 (PIA) – The Surigao del Sur Electric Cooperative, Inc. (SURSECO II) will hold elections for the four board of directors (BODs) positions in four districts under its coverage areas in the province.

According to SURSECO II information officer Aguinaldo “Aggie” Jaluag, SURSECO II has scheduled district elections for four positions in the electric cooperative’s Board of Directors (BODs) representing Cantilan (District XII), Lanuza (District IX), San Agustin (District I) and Lianga (District XIV) on November 5, 6, 12 and 13 respectively.

All set for children’s month celebration in Tandag

TANDAG CITY, Surigao del Sur, Nov. 3 (PIA)– To recognize the rights of children in participating the global and local responsibilities, the city government here thru the City Social Welfare and Development Office (CSWDO) is all set for the 24th Children’s Month celebration.

The monthlong celebration carries the theme, “Isulong: Kalidad na Edukasyon para sa Lahat ng Bata.”

Tandag CSWD officer Tessie Buniel said the celebration is aimed to encourage the stakeholders promote and advocate children’s participation in decision making processes at all levels, within the family or in the community.

Based on the program, an “Awareness Walk on the Rights of the Child” is scheduled on Friday, Nov. 4 at 5:30 A.M. from the Old City hall bound to Vicente L. Pimentel Sr. Boulevard. A mass will then follow at 5:15 P.M. at the San Nicolas de Tolentino Cathedral, this city.

As part of the advocacy, George Salubre and Sangguniang Panlungsod Member Imelda Falcon will discuss the rights and responsibilities of the children in the society at Sure FM station on Nov. 5, 12, 19, and 26 at 10:00 -11:00 A.M.

On November 7, the Day Care Workers Federation of Tandag City from 21 barangays will be having a Lakbay Saya for Day Care Children, while the DepEd Tandag City Division will be holding a “BATASURERO” - a hands-on activity under the DepEd Leadership Training to be participated in by selected students from 31 schools, elementary and high school.

A DepEd Leadership Training and Kindergarten Festival of Talents will also be held on Nov. 17 to SPG officers and kindergarten pupils.

On Nov. 18, the 4th Children Congress will be held at the Tandag City Gymnasium to be participated in by the selected 4Ps children, and 50 special children from SPED Center. The activity will be highlighted with the State of the Children’s Address to be delivered by acting mayor Ruel Momo. A “KALANDRAKAS” will then follow in the afternoon, it was learned.

Buniel added that they have already conducted the training on Child Sexual Abuse Prevention for Stakeholders recently.

The month of November of every year is declared as “National Children’s Month” by virtue of Republic Act number 10661. This declaration commemorates the adoption of the Convention on the Rights of the Child by the United Nations General Assembly on 20 November 1989, and seeks to instill its significance in the Filipino consciousness. Education agencies convene for 2016 Education Summit

BUTUAN CITY, Nov. 3 (PIA) – The Department of Education (DepEd), Commission on Higher Education (CHED), and the Technical Education Skills Development Authority (TESDA) convene today for the 2016 Education Summit on Nov. 3 to 4 at the SMX Mall of Asia in Pasay City.

During the summit, the three education agencies – DepEd, CHED and TESDA will present their respective visions and agenda and to engage its broad stakeholders and constituents.

Butuan City schools division superintendent Arsenio T. Cornites, Jr. said the summit aims to share with the respective stakeholders the education vision and agenda for the trifocal education system, within a specified time frame.

Also, Cornites said that it is during this time that the participants will identify and address urgent concerns of he education sector, relate education with the allied agenda of other government agencies, as well as regional and international partners, and listen and respond to the issues, feedback, aspirations and proposals of stakeholders. MASTS Friendship Games 2016 to open on Sunday in Tandag City

TANDAG CITY, Surigao del Sur, Nov. 4 (PIA) – The Surigao del Sur State University (SDSSU) is all set for this year’s hosting of the Mindanao Association of State Tertiary Schools (MASTS) Friendship Games 2016, which will kick-off on Sunday, Nov. 6 in the city.

Based on the program, the opening ceremony is split into three parts. Part I is a 5K 'Fun Run for A Cause' from the Vicente L. Pimentel Sr. Boulevard bound to SDSSU Quadrangle, which will start at 5:00 A.M. followed by a Zumba. Part II is the opening parade at 2:30 P.M. to be followed by an opening program at the Surigao del Sur Sports Complex. Part III will be the fellowship dinner to be held at the Prospero Pichay Sr. Gymnasium, SDSSU.

During the coordination meeting held Friday morning at the SDSSU Board Room Conference, SDSSU president Baceledes Estal bared that some delegates will be arriving today, and tomorrow.

Estal said the billeting quarters are now ready in coordination with the Department of Education-Surigao del Sur Division and Tandag City Division. Identified billeting quarters are: Jacinto P. Elpa National High School for Region IX and Surigao State College of Technology-Caraga; Tandag Central Elementary School for Region IX - Western Mindanao State University; Special Science Elementary School, Tandag Pilot Elementary School, Bontud Elementary School and Quintos Elementary School for Region X; Rosario Elementary School for Davao Region; Tago-Purisima Elementary School, Tago-Purisima National High School, and Tago-Falcon Central Elementary School for Region XII; Telaje Elementary School for ARMM; Speed Center and Engr. Nestor Ty Memorial Elementary School for Caraga delegations.

Estal said the sociocultural activities will be conducted in Cantilan town, including basketball games, while other sports events including dance sports and Search for Miss MASTS will be held in Tandag City.

The Pageant Night for the Miss MASTS 2016 will be held on Nov. 7 at the Tandag City Gymnasium.

DTI launches 362nd Negosyo Center in Bayugan City

PROSPERIDAD, Agusan del Sur, Nov. 4 (PIA) - The Department of Trade and Industry (DTI) Caraga on Thursday has launched its 362nd Negosyo Center in Bayugan City.

In his message of support, Bayugan City Vice Mayor Charles Anggayong thanked and praised DTI for the establishment of the said center in a growing city such as Bayugan.

"DTI has such a big heart to help the people despite not having been provided yet an office space by the city government," Anggayong said. He also stressed that the establishment of the Negosyo Center is a big help to the city's economy as local entrepreneurs are given the opportunity to display their products and be known locally and globally.

The mayor, however, emphasized that the local products should be competitive, as the country has already been integrated into the ASEAN economic community.

Also, DTI-Caraga assistant regional director Lolit Dorado, who graced the occasion, said she is hoping the Negosyo Center will be able to uplift the lives of at least one percent of the total beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). "We should help them grow through the Negosyo Center," she underlined.

Bayugan City Chamber of Commerce and Industry President Lawyer Rafael Ybañez pledged for and in behalf of their newly organized chamber to support Negosyo Center-Bayugan City while Agusan del Sur Chamber of Commerce and Industry Foundation, Inc. President Engr. Freddie C. Mero said that the chamber's role is providing their expertise in business counseling and mentoring. He also urged everyone to support the Negosyo Center.

Meanwhile, DTI-Agusan del Sur Provincial Office OIC Brenda Baybay Corvera explained that under Republic Act No. 10644 or the Go Negosyo Act, the DTI has been tasked to work with the LGU, local chambers of commerce, other government agencies, and the private sector to establish Negosyo Centers in all provinces, cities, and municipalities.

"A Negosyo Center should be a one-stop action center that will provide free business registration assistance, business advisory, business counseling, business information services, capability building activities or training for the micro, small, and medium enterprises," Corvera said.

Corvera further expressed that she is hoping that the Negosyo Center will also be able to capture the agricultural activities in Bayugan City which have not been captured by the issuance of Mayor's permit and thereby increase the city's revenues in the future.

Sangguniang Panlungsod member Crisostomo Boy Alimpoos, who also represented Mayor Kim Lope Asis, said that the Mayor is planning to construct a separate building for the Negosyo Center.

Butuan's army chapel rededicated

BUTUAN CITY, Nov. 4 (PIA) – A rededication of the newly refurbished Beata Virgine Del Santo Rosario Chapel was held recently at the Division Advance Command Post (DACP), 4th Infantry (DIAMOND) Division, Philippine Army (4ID, PA) in Barangay Bancasi, this city.

Rev. Fr. Joshue Cadorna, rector of the Order of Discalced Augustinians (OAD), led the blessing of the said newly refurbished chapel.

Its refurbishment was initiated by the 4th Civil-Military Operations (KASALIGAN) Battalion, 4ID, PA under Lieutenant Colonel Rey Pasco in collaboration with the Order of Discalced Augustinians Community Butuan City, Philippine Information Agency (PIA) Caraga, media friends and holy rosary devotees.

It can be recalled that the said chapel was constructed during the stint of then Colonel Reynato V. Palma as the Brigade Commander of the 402nd Infantry (STINGERS) Brigade on September 7, 1986. It was inaugurated on April 14, 1987 as the Our Lady of the Rosary Chapel where its construction was made possible through the generous support from the civilian and military friends of the brigade.

In his message, 4ID commander Major General Benjamin Madrigal Jr. said that it was 30 years ago when the chapel was built and such accomplishment is a manifestation that wonderful things can be achieved through teamwork and bayanihan.

“This is the thrust of the Internal Peace and Security Plan (IPSP) 'Bayanihan' na sa pag tutolungan ng bawat isa ay may makakamtang pagbabago at kaunlaran. Tunay na buhay ang bayanihan dito sa Caraga (that through the cooperation with each other we can achieve change and development. AgNor boosts agriculture programs

BUTUAN CITY, Nov. 4 (PIA) - In its thrust to improve and expand the agriculture program, the provincial government of Agusan del Norte continues its harmonious ties with the Department of Agriculture (DA) to boost animal production and agriculture production and is set to receive donations from the latter.

Just recently, the Sangguniang Panlalawigan of Agusan del Norte authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba through Sangguniang Resolution No. 053-2016, to sign the Deed of Donation for and in behalf of the province with the DA the availment of two units semi-air tight canvass-lined seed storage (SACLOB) with a capacity of one metric ton (50 bags at 20 kgs/bag).

On the other hand, another Sanggunian Resolution No. 054-2016, authored by Provincial Board Member Virgilio R. Escasiñas, Jr., authorized Gov. Amante-Matba to sign the Deed of Donation with the DA relative to the provision of six heads swine, five heads gilt and one head boar as breeder stocks of the province.

During the deliberation of the committee meeting of the Committee on Cooperative, Community Organizations, Agrarian Reform, Agriculture and Indigenous People’s concern, chaired by PBM Escasiñas, Jr., it was found out that the terms and conditions of the donation were mutually agreed upon and that the province has all the rights and interests of the donated ownership free from all liens and encumbrances, thus recommended to authorize the provincial governor to sign the deeds of donation as this is in line with the development agenda of the province particularly on agriculture. BUTUAN CITY, Nov. 4 (PIA) - The provincial government of Agusan del Norte successfully celebrated the National Correctional Consciousness Week (NACOCOW) on October 24 - 28, 2016 with the theme: "Rebuilding Lives, Communities and Relationships without Drugs, Crime and Corruption."

Agusan del Norte Provincial Jail Warden Fermin C. Antenorio disclosed that their office spearheaded various activities for the week’s celebration including the NACOCOW opening program, free body massage and reflexo-foot, medical/dental outreach, basketball friendship games, parlor games, Mr. Gay pageant, sports fest, eucharistic celebration, consultative dialogue with the inmates and the culmination program.

The sportsfest added color and vibrant with the participation of Bombo Radyo Basketball Team, Radyo Trumpeta Basketball Team, RMN-DXBC Basketball Team and the Provincial Jail/Parole and Probation Basketball Team.

AgSur students join 3-day Red Cross Youth camp

PROSPERIDAD, Agusan del Sur, Nov. 4 (PIA) - Some 160 high school students from various schools in this province had fun at the same time learned a lot while participating in the first ever three-day chapter wide Red Cross Youth (RCY) Camp being held recently at the D.O. Plaza Sports Complex here.

Said activity was sponsored by the Philippine Red Cross (PRC)-Agusan del Sur Chapter. PRC-Agusan del Sur Administrator Darwina Ligan said the activity promotes camaraderie, team building, and serves as motivation for the youth to become better citizens.

Durign the said event, MLGOO Shiela D. Jaramillo lectured on personality development; Prosperidad Chief of Police Senior Inspector Jerry Fernandez discussed about Drug Abuse Prevention Education (DAPE), and Red Cross Youth Council Pres. Governor Novey Robert Dolde talked about HIV/AIDS Prevention Education (HAPE).

Ligan said that each participant shelled out P500 as registration fee which also covered their T-Shirt, sun visor cap, whistle, and ID. Ligan said they were able to solicit about P15,000 that is why they are providing the campers with free rice.

The camp provided the students an avenue to showcase their talents and skills. Ligan said they had vocal solo and duet contests, folk and hip hop dance contests during the first two days. In there, the campers learned to cook their own food, do their own dishes, and wash their own clothes. They also planned to include Grades 5 and 6 pupils in next year's RCY camp. PSA Dinagat holds forum on population census

SAN JOSE, Dinagat Islands, Nov. 4 (PIA) – The Philippine Statistics Authority (PSA) Dinagat Islands conducted recently a Data Dissemination Forum on the 2015 Census of Population held at the Provincial Guest Center, Capitol Compound, Brgy. Cuarinta, this municipality.

PSA Caraga representative Melchor B. Bautista disclosed that the total population of Caraga region as of August 1, 2015 was 2,596,709, it increases to 167,485 compared with the population 2.43 million in 2010.

He said the region’s population increased by 1.28 percent annually, on average, during the period of 2010 to 2015 compared to the 2000 to 2010 rate that is higher at 1.49 percent.

Bautista further said that among the five provinces of the region, Agusan del Sur had the biggest population in 2015 with 701,000 while Dinagat Islands had the smallest population with 127,000 thousand, and Surigao del Norte was the fastest growing province in the region, with an average annual Population Growth Rate (PGR) of 1.76 percent during the period 2010-2015, while Dinagat Islands posted the lowest provincial Population Growth Rate of 0.05 percent.

AgSur town receives Organic Agriculture Achiever’s Award

PROSPERIDAD, Agusan del Sur, Nov. 4 (PIA) - The commitment of the local government unit of San Francisco, Agusan del Sur to seriously implement organic agriculture has paid off as it recently received the Organic Agriculture Achiever's Award 2016 from the Department of Agriculture (DA) Caraga.

Mayor Jenny de Asis and Municipal Agriculture Officer Vina Ranario Ranoco personally received the award during the said awarding ceremony.

High Value Crop Development Program and Organic Agriculture focal person Ailyn Aleman said that Mayor de Asis issued an Executive Order in 2013 for the implementation of organic agriculture with corresponding annual budget for the municipal nursery, goat production, guinea fowl production, vegetable production, organic fertilizer production, and training for farmers.

These components were considered in the giving of the said award, according to Aleman. She also said that the on going construction of a farmers' training center, located in Barangay Pisaan, that costs about P1M and the on going implementation of San Francisco LGU's Food Always In the Home (FAITH) program may have also been considered by the regional awards committee.

"Another important thing that the region may also have considered in giving us the award is Mayor de Asis's initiative in putting up an organic products display center which is now being constructed," Aleman added. She also emphasized that the town has now more than 100 organic growers with more than 100 hectares of land devoted to organic rice production, more than 20 hectares of organic vegetables, and about 2,000 hectares of coconut trees.

The National Organic Agriculture Board from Manila will be coming this month of November to evaluate the town's organic agriculture for the national award, Aleman said. Aside from the plaque, San Francisco LGU is also to receive a project worth P300,000 for winning the regional level Organic Agriculture Achiever's Award 2016, she revealed.

DTI conducts business education seminar cum consumer forum in Surigao Norte

SURIGAO CITY, Surigao del Norte, Nov. 7 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office conducted a seminar cum consumer forum held recently at the Go Negosyo Center, Capitol Compound, this city.

The activity aims to provide the participants with updated information related to the different business models that encouraged investments from the various sectors of the society as well as the rights of the consumers to receive exact change from their money.

It also served as the culminating event of the month-long Consumer Welfare Month celebration.

Topics discussed during the said activity include unlawful pyramiding, unlawful investments schemes, know your money, and no short change act.

Invited resource persons were from the Securities and Exchange Commission - Cagayan de Oro Extension Office and Bangko Sentral ng Pilipinas - Butuan Extension Office together with the DTI Caraga in-house lawyer.

Dinagat children, youth gather for DRRM-CCA camp

SAN JOSE, Dinagat Islands, Nov. 7 (PIA) - The Provincial Disaster Risk and Reduction Management Council (PDRRMC) Dinagat Islands in partnership with DepEd-Dinagat Islands and Save the Children Philippines conducted recently a two-day Children and Youth DRRM-Climate Change Adaptation (CCA) Camp held at the Provincial Guest Center, Capitol Compound, San Jose, this province.

The activity is anchored on the theme, “Listong Kabataan Dinagatnon: Tulay sa Ligtas at maunlad na komunidad."

The said event aims to help the children of the province to become “Listo” (ready) especially in times of emergency and disaster.

Among the topics discussed during the activity were overview of Republic Act (RA) 10121 or the Philippine DRRM Act of 2010 and RA 10821 or the Children’s Emergency Relief and Protection Act, the characteristics of a child, protecting the rights of child, the child’s rights in DRR-CCA programming, salient features of school-based DRRM, Operation Listo Program cum Listong Pamilyang Pilipino, leadership in emergencies, orientation on local council for the Protection of Children, simultaneous organization of Listong Kabataang Dinagatnon and, organization of DRRM-CCA Teacher Practitioners. LCAT-VAWC Summit set in Butuan City

BUTUAN CITY, Nov. 8 (PIA) – The Regional Inter-Agency Council against Violence against Women and their Children (RIACAT-VAWC) is set to hold the LCAT-VAWC Summit with the theme “One Humanity, Shared Responsibility: Unifying Local Government Units to intensify our Campaign against Modern-day Slavery” on November 17-18, 2016 at Almont Hotel’s Inland Resort, this city.

The LCAT-VAWC Summit is aimed to achieve the following objectives: 1) address and discuss issues and concerns of the local government units in combating modern-day slavery; 2) discuss and update the stakeholders on the pressing social problem; 3) mainstream innovations and install child protection mechanism to deter all forms of slavery at the community; 4) strengthen the 4Ps (Prevention, Protection, Prosecution and Partnership) of each local government unit to end modern-day slavery by coming up with a recommendation and action plan; and 5) launch the Search for JPIC-IDC’s Violence-Free Society Award 2017.

It was also learned that President Rodrigo Duterte is expected to grace the two-day activity and will deliver his keynote speech. Sec. Judy Taguiwalo of the Department of Social Welfare and Development (DSWD) and Sec. Ismael Sueno of the Department of the Interior and Local Government (DILG) will also share their messages.

AgSur farmers receive their long-awaited land title

TALACOGON, Agusan del Sur, Nov. 8 (PIA) – Farmer beneficiaries from the different barangays of the municipality of San Luis, this province received on Monday their Certificates of Landownership Award (CLOA) during a ceremonial program at the municipal grounds.

A total of 1,389 farmers from the different barangays of San Luis benefited the CLOA through the Comprehensive Agrarian Reform Program (CARP) of the Department of Agrarian Reform (DAR), which was duly represented by June Navarro, the Municipal Agrarian Reform Officer.

Through the convergence of effort of the local government unit headed by Mayor Ronaldo Corvera and the provincial government of Agusan del Sur under Gov. Adolph Edward Plaza, the issue of land tenure of farmers which was unearthed by the 26th Infantry Battalion troopers during their Bayanihan Team Activities (BTA) in the different Barangays of San Luis were realized.

The BTA program conducted in the said municipality is an effort of the 26th Infantry Battalion under the 401st Infantry Brigade wherein soldiers are immersed in the different barangays to conduct peace and development programs. Soldiers conduct needs assessment to the people in order to determine the issues that needed to be addressed. Issues that are determined are then forwarded to the LGU or agencies concerned for possible interventions or projects and programs that can directly address the issue.

Under its whole of nation approach, standing issues in the community especially to the local farmers are addressed through the facilitation of the government troops immersed in the barangays conducting Bayanihan activities thereby establishing link from the community to the government agencies.

Winning the peace entails the participation of the different stakeholders such as the case exemplified in the municipality of San Luis and the farmer beneficiaries of the land titles have profited with this convergence of efforts. (JPG/26IB CMO/PIA-Agusan del Sur)


PDI town intensifies anti-rabies campaign

CAGDIANAO, Dinagat Islands, Nov. 8 (PIA) – The local government unit of Cagdianao in the Province of Dinagat Islands (PDI) in cooperation with the Provincial Veterinary Office (PHO) and Municipal Health Office conducted a Rabies Free Dinagat Inter-Agency Advocacy on November 7, 2016 held at the Municipal Function Hall, here.

The one-day advocacy aims to intensify the anti-rabies information and education and tackling issues and concerns about Republic Act 9482 also known as Anti Rabies Act of 2007 and also the Municipal Anti Rabies Ordinance and its implementation.

The activity was attended by PHO representatives led by Dr. Aimee Antonio-Jimeno, Provincial Veterinary Office Dr. Niel P. Rosillo, Gretchen Jazon of the Department of the Interior and Local Government, municipal health office representative Dr. Ma. Teresa V. Former NPA bomb expert killed in Surigao del Sur

BUTUAN CITY, Nov. 9 (PIA) – A former rebel identified as Caleb Rebrtchie Labanan was shot to death early morning on Monday at Sitio Greenfield, Sta Juana, Tagbina, Surigao del Sur.

Accordingly, the victim was in his farm when five unidentified armed men wearing bonnets approached and shot him several times. The victim sustained three gunshot wounds in his body particularly in his head, chest and shoulder causing his tragic demise.

The perpetrators allegedly withdrew immediately after the crime was committed towards Sitio, Katipunan, Bunawan Brooks, Bunawan, Agusan del Sur.

The victim was known to have served as peace advocate and has performed counterinsurgency efforts in Caraga region as he finally sided the government after his growing realization of the dreadful communist terrorist activities he was into and being the skilled human asset in making explosive devices of the rebel group, it was learned. These made him become one of the targets for liquidation of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) or CNN.

The incident was allegedly perpetrated or sanctioned by the CNN specifically the GFC 14, NEMRC considering that said group has just concluded the recruitment of Milisya ng Bayan  (MBs) in Bunawan Brooks, Bunawan, Agusan del Sur, and that the incident seemed to be a test mission of the newly recruited MBs.

Surigao Norte Tourism Office to attend tourism development planning for LGUs in Pasig City

SURIGAO CITY, Surigao del Norte, Nov. 9 (PIA)– The Provincial Tourism Office of Surigao del Norte will attend a four-day Tourism Development Planning for local government units (LGUs) set on November 14-18, 2016 at the DAP Building, Pasig City.

The four-day planning workshop will be spearheaded by the Development Academy of the Philippines (DAP), which seeks to enhance the knowledge and skills of local government unit officials, particularly the local chief executive, Sangguniang chairperson on Tourism, tourism officer, provincial planning and development officer, and other tourism stakeholders.

Surigao del Norte Provincial Tourism and Culture Officer Arturo M. Cruje said the activity specifically aims to provide participants with an understanding of tourism development in the Philippines, and local development planning process from analysis of local tourism situation to adopting and financing local development plan.

He said at the end of the workshop, the participants would have formulated their LGU’s local tourism development plan concepts.

Cruje further said that the province gives preferential attention to the development of the tourism industry being a major employment generating industry in the country where unemployment and underemployment are still societal problems.

SurSur NGO launches aquaculture project

TANDAG CITY, Surigao del Sur, Nov. 9 (PIA) – The Nagkahiusang Mananagat sa Tigao or NAMATI successfully launched on Tuesday, Nov. 8 its bangus (milkfish), danggit (rabbitfish) and lobster Production project at Tigao Sanctuary in Cortes town, this province.

According to NAMATI chairperson Teddy Canda, the said project worth P1.245 Million was jointly funded by the local government unit of Cortes, Department of Social Welfare and Development thru the Sustainable Livelihood Program (DSWD-SLP), and Department of Labor and Employment (DOLE).

Cortes Mayor William Angos graced the launching program with the presence of some members of the Tri Media Association of Surigao Sur, representatives from DOLE, and NAMATI members.

Mayor Angos said their assistance is part of the LGU's development plan under his administration.

On the other hand, Canda said that after about 20 years of existence of the said organization, this is the first time that the local government of Cortes town has extended financial assistance to them. (PIA-Surigao del Sur)


60 responders undergo contingency planning for emergencies in Bislig

TANDAG CITY, Surigao del Sur, Nov. 9 (PIA)– Some 60 participants from the Bislig City Disaster Risk Reduction and Management Council (DRRMC) and Task Force LIB or Local Incidence of Bislig underwent a three-day Seminar Workshop Formulation for Contingency Planning for Earthquake held at Highland Function Farm, John Bosco District, Mangagoy, Bislig City.

According to Surigao del Sur Provincial DRRM officer Abel de Guzman, the Office of Civil Defense (OCD) and the Provincial DRRMO facilitated the activity, which started on Nov. 7 until Nov. 9.

During the planning workshop activity,  the group was able to formulate the contingency plan for earthquake with secondary effect to structural damages, fire and tsunami.

One of the participants, Youreallylove Sango of city DRRM office said that considering that Bislig City is about 200 kilometers away from the Philippine trench, the possibility to experience severe structural damages, fire incidents, and locally generated tsunami is high if magnitude 8 tectonic earthquake will take place.

BUTUAN CITY, Nob. 9 (PIA) – Mas pinaigting pa ang kampanya sa publiko tungo sa malinis at ligtas na pagkaing nabibili sa mga pamilihan sa rehiyon ng Caraga matapos nailunsad at nilagdaan ang Memorandum of Understanding (MOU) ng Department of Science and Technology (DOST), Winrock International – Philippine Cold Chain Project (PCCP) at Philippine Information Agency (PIA) Caraga dito sa lungsod.

Ayon kay DOST Caraga regional director Dominga Mallonga, na siya ring nangunguna sa Caraga Food Safety Team, ang nasabing kampanya ay base sa Republic Act 10611 o ang Food Safety Act of 2013 - ang batas na nagpapatibay sa food safety regulatory system sa bansa na nagproprotekta sa kalusugan ng mga konsumante at nagtataguyod sa mga lokal na pagkain at produkto.

Dagdag pa ni Mallonga, ang Food Safe Caraga ay isang information at education campaign ng Caraga Food Safety Team na binubuo ng ibat-ibang ahensya ng gobyerno, kasama ang ibang partners sa non-government at civil society organizations.

Napag-alaman rin na ang Food Safe Caraga campaign ay naka-focus sa dalawang major components. Nagbibigay umano ito ng training programme on meat handling para sa mga meat shop operators, workers at meat vendors. At layon din ng nasabing kampanya na mapabuti pa ang food handling practices ng mga residente sa rehiyon at ito ay sa pamamagitan ng pagamit ng teknolohiya at media.

Sinigurado rin ng PIA na buo ang suportang ibibigay nito at gagamitin ng ahensya at lahat ng plataporma maiparating lang sa publiko ang mahahalagang impormasyon tungkol sa kampanya.

Ibinahagi rin ni Winrock International chief of party na si Dan Gudahl ang kanilang layuning matulungan ang mga Caraganon na makaiwas sa ibat-ibang sakit na dulot ng marumi at di-tamang paghahanda ng pagkain. Ang Winrock International ang syang magbibigay sa kinakailangang suport-pinansyal para sa nasabing kampanya.

Samantala, naging saksi naman si DOST Secretary Fortunato Dela Pena sa naging paglagda ng MOU ng mga nabanggit na ahensya at pinuri ang kanilang naging inisyatibo para sa Caraga Food Safe Campaign.

BUTUAN CITY, Nov. 10 (PIA) – In time with the grand opening of the Caraga Agricultural Trade and Marketing Exposition (CARAT Expo 2016) here on Wednesday, the ‘Caraga Lobster’ was formally launched as the signature brand of the region.

The lobster, pegged as a high-valued product and a sui generis marine crustacean is considered to significantly stand out as a distinctive local produce of Caraga region.

“We are into increasing production of perishable high-valued commodities and improving marketing strategies of those same commodities including lobster, vegetables, and fishery resources. With lobster as the regional brand, characterized as edible aquatic specie, favorable opportunities are at stake for the economic development of the region,” said Dan Gudhal, chief of party of the Winrock International.

Known of its Philippine Cold Chain Project (PCCP), a four-year United States Department of Agriculture (USDA) funded program, Winrock International takes the lead on the extensive implementation of its undertakings in Caraga region.

Since Dinagat Islands became successful in the production of cultured lobsters, the peculiar features of lobster were seen to be advantageous and best aqua asset for exportation. Raising lobsters has also benefitted the community in finding a source of livelihood.

Meanwhile, Butuan City mayor Ronnie Vicente Lagnada said that “with the world class aqua produce known as lobster, it will help empower the people for it is time for the Caraganons to be proud of with their robust resources, something worthy of the promotion as the regional signature brand.”

Also, in her message, Philippine Economic Zone Authority (PEZA) director general Charito Plaza bared with much pride about how fortunate the Caraga as it reached its height of progress especially in coming up with the region’s official signature brand. She further said that PEZA will be creating regional ecozones and industrial cities in Mindanao as well.

DOST holds root crop based products training in Dinagat Islands

SAN JOSE, Dinagat Islands, Nov. 10 (PIA) - The Department of Science and Technology (DOST) conducted recently a two-day Root Crop Based Products training in support to the 10th Kaadlawan nan Probinsya (Province Day), held at the DOST Office here.

DOST provincial director Nancy L. Charcos said the training was conducted purposely to help individuals engage into entrepreneurship since the province is abundant with cassava.

She said the activity is a good venue to educate the entrepreneurs to utilize the richness of root crops specifically the cassava.

Charcos further said that the training focuses on the demonstration of cassava processing with its by-product the cassava chips, cassava cake, and cassava roll with techno-demonstration module.

CARAT Expo 2016 highlights agri-aqua marketing breakthroughs

BUTUAN CITY, Nov. 11 (PIA)– In keeping abreast with the agro-fishery trade and marketing initiatives and latest innovations in agriculture, the Caraga Agricultural Trade and Marketing Exposition (CARAT Expo 2016) officially opens its window to local trade associations, producers, agro-entrepreneurs, buyers and the public here on Wednesday.

As slated to run from November 9-13, 2016, its kick-off activity started with a thanksgiving mass, followed by a motorcade along the city thoroughfares which highlighted the 'lobster' float of Bureau of Fisheries and Aquatic Resources (BFAR).

The grand opening marked as a day for ‘Lobster Festival’ of the CARAT Expo includes a lobster cooking demo featuring the Masterchef finalist and best chefs in the Philippines; a lobster marketing and branding; an access to credit for lobster raiser; and training on lobster hatchery and production.

As enunciated by president of Butuan Chamber of Commerce Roger Ramirez, the showcasing of lobster as a prime and high-valued product of Caraga is a manifestation of the rich agricultural asset in the region that can sustain the economy.

Gracing also the event is Sen. Cynthia Villar expressing her strong support to the CARAT Expo 2016. She also lauded the unified efforts of all local officials and organizers. Sen. Villar further expressed her optimism that Caraga region will be more progressive as it continues to grow and engage in different endeavors.

In giving high hopes for Caraganons to improve and increase their agricultural production, Sen. Villar disclosed in her message the obliteration of irrigation fee starting next year. This will help farmers achieve sustainability.

CARAT Expo 2016 features the various agricultural and aquamarine products of the region. It provides a venue for government and private stakeholders to display their unique agri and fishery products that will definitely make the region and its products more popular.

Since it is a promotion of the Caraga’s best, CARAT Expo will influence farmers and fisherfolks to produce more and sustain the market so that it will improve their way of life.

Meanwhile, the day-2 of CARAT Expo dubbed as Fruits and Veggies Festival was attributed to activities such as food carving demo and competition, mango eating contest, and good agricultural practices and market opportunities for vegetables were highlighted.

For the third day (Sinuglaw Festival/Aquamarine Day), variety show, singing and modern dance contests comprise the night activities, following the conduct of Technical Education and Skills Development Authority (TESDA) skills demonstration on table setting, fish deboning, commercial cooking, ‘kinilaw’ preparation contest.

During the Livestock Day (Lechon Festival) on the 12th of November, the Butuan City Veterinary Office will hold a free animal consultation and check-up aside from the scheduled baking and cooking demonstrations, animal dance/paint me/breathing challenge activities.

On its culmination day, the Coco/Palay/Tubers Day or the Palagsing Festival on Sunday, there will be contests on coconut shredding, manual dehusking, coco coir twining, and ‘palagsing’ demo. An awarding ceremony for the top grossing exhibitors, best dressed booth, and contest winners will also conclude the CARAT Expo 2016.

Army to hold stakeholders coordinating conference in Butuan

BUTUAN CITY, Nov. 11 (PIA) – The 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army will be holding a Stakeholders Coordinating Conference on November 15, 2016 at the Governor’s Conference Room, this city.

According to 23IB community relations officer Capt. Edwin Leo Francisco, the discussion during said conference will focus on the planned “Serbisyo Peace Caravan” which was scheduled on December 2, 2016 at the covered court of Barangay Sangay in the municipality of Buenavista, Agusan del Norte.

 “The activity is aimed at reaching out to far flung communities with the main focus on pupils, students and members of indigenous families by delivering basic services such as free medical/dental, distribution of medicines and vitamins, distribution of livelihood kits, free haircut services, information education and communication campaign on government programs, awarding of Certificate of Land Ownership Award, and other related services,” highlighted Francisco.

OWWA- Caraga joins the Pangadu Festival Jobs fair in AgSur

BUTUAN CITY, Nov. 11 - In response to the continuous effort of paving ways for employment to localities, the Overseas Workers Welfare Administration (OWWA) Caraga has recently joined in the Municipal Jobs Fair at San Agustin, Talacogon, Agusan del Sur.

The local government of Talacogon through the Public Employment Service Office (PESO) celebrated its 4th Pangadu Festival and the conduct of the jobs fair was one of its highlights alongside with the Pre-Employment Orientation Seminar (PEOS). Several recruitment agencies were present offering employment here and abroad.

A total of 11,319 job vacancies across Asia and Middle East were offered by four manpower agencies.  Meanwhile, job vacancies within the region from various local private companies were also offered. OWWA-Caraga regional director Samuel S. Madrid together with Ronilo Maningo, the Family Welfare Officer of Agusan del Sur, were present in support of the said fair.

Remegio I. Remedio, the Municipal PESO Manager, in sheer delight noted how thankful he was for the event to finally materialize for he believed that people are anticipating it. “This event was actually anticipated. Every now and then a number of locals were visiting our PESO office asking for job vacancies. So, for their convenience, we gave to them what they really needed- a jobs fair” said Remedio, in local dialect.

He also stressed how he wish for those job-seekers from the neighboring municipalities to grab this opportunity as well knowing that the capital city is quite far from their municipality.

Caraga promotes agri-aqua signature products

BUTUAN CITY, Nov. 11 (PIA) - Caraga region's economic growth does not only rely on the mining industry but there is also potential in agriculture.

Caraga Agricultural Trade and Marketing Exposition (CARAT Expo) 2016 brought altogether the farmer entrepreneurs, agricultural retailers and wholesalers, manufacturers, small and medium enterprises, public and private sector, and local government units and consumers in a five-day trade expo from November 9 to 13.

CARAT Expo 2016 is an exhibition organized to showcase Caraga's agricultural and fishery products to create market linkages for the producers, suppliers, investors, and buyers to forge agriculture-related investments.

It is a convergence initiative by the Department of Agriculture (DA), Department of Trade and Industry (DTI) and Caraga Chamber of Commerce supported by the Department of Science and Technology (DOST), National Economic Development Authority (NEDA), Technical Education and Skills Development Authority (TESDA), Philipine Information Agency (PIA) and the United States Department of Agriculture (USDA) – Winrock International.

Senator Cynthia Villar of the Senate Committees on Agriculture and Food, and Government Corporations and Public Enterprises graced the event and assure Caraganons her support to agriculture. She believes that "agriculture sector sets as the engine that propels Caraga to proclaim its place as one of the growth areas in Mindanao with its chosen flagship product, the Caraga Lobster."

"Encouraging the establishment of a more agri-related business is one of the key strategies to support in boosting growth and development of the agriculture sector as well as improving the income of farmers, fisherfolk, and agricultural workers," stressed Senator Villar.

To put in place the needed and suitable interventions in agriculture, DA continues to strengthen the farmer organizations thru consultations and dialogues have been undertaken with the different stakeholders. DA capacitates farmers by providing training and introduces them to new technologies and business strategies for them to become farmer entrepreneurs.

"The CARAT Expo is a manifestation that agriculture, fishery, and trade in the region is alive and ready to take on the challenges of globalization. Caraga uniformed officers undergo ICS course

BUTUAN CITY, Nov. 11 (PIA) - The Office of Civil Defense (OCD) Caraga region conducted on Friday Executive Course on Incident Command System (ICS) for high-ranking uniformed officials of Caraga in one of the convention centers here.

Some 46 uniformed officials from the Philippine National Police (PNP) led by regional director PCSupt. Rolando Felix; Armed Forces of the Philippines (AFP); Bureau of Fire Protection (BFP); and Philippine Drug Enforcement Agency (PDEA) attended the activity.

Amado M. Posas of OCD Caraga said that the executive course aims to provide with the basic knowledge and understanding on the tenets of the Incident Command System as a vital component for effective disaster response.

Posas along with Marc Gil Calang, Mark July Yap, John Lenn Uayan and Kim Durango of OCD Caraga facilitated the said course.

News Feature: Poultry a promising agri-business in Caraga Region

BUTUAN CITY, Nov. 11 (PIA) - There’s money in an egg.

Are you thinking of a promising business? Poultry industry might be your future!

Data presented during the crafting of the industry roadmap for poultry spearheaded by the Department of Agriculture (DA) Caraga Region needs more supply for poultry products and by-products.

As of 2015 Philippine Statistics Authority data, Caraga with a population of more than 2.5 million, has pegged its demand for poultry products to 24.126 metric tons (MT) while its supply accounted for only 18,967 MT or a deficit of 5,159 MT.

The data is using the per capita consumption from the year 2012-2015, wherein per person consumes an average of 5.51 kilograms per year (kg/yr) of chicken meat, 3.48 kg/yr of the chicken egg, 0.04 kg/yr of duck meat and 0.13 of the duck egg.

The gap between the supply and demand means there is an opportunity for investment in the poultry industry. As of now, Caraga Region absorbs supply from other neighboring regions to fill in the increasing demand for poultry products.

Joel Callano, a poultry grower in Tagbina, Surigao del Sur said that his daily harvest of 25 trays of eggs is not enough to supply the need of his municipality alone.

“There is still a room for investment in the poultry industry in Caraga Region, so for the farmers who are willing to put up it is very much welcome,” Callano said.

The poultry industry is a significant contributor to the agricultural sector in the Philippines chipping in 15.41 percent to the total value of agricultural production in 2015.

To strengthen government support for the industry and other commodities, DA-Caraga conducted series of roadmap crafting through the involvement of different stakeholders such as farmer associations, academe, agri-preneurs, private sector, financial institutions, DA attached agencies and other national line government agencies. More LGUs in Caraga Region undergo PDRA orientation

BUTUAN CITY, Nov. 11 (PIA) - The Office of Civil Defense (OCD) Caraga held a one-day orientation on Pre Disaster Disaster Risk Assessment or PDRA for nine local government units (LGUs) in Caraga Region on Thursday here.

These LGUs include Surigao City, Surigao del Norte; Bayugan City and the Municipality of Esperanza, Agusan del Sur; and the Municipalities of Jabonga, Las Nieves, Magallanes and Santiago of Agusan del Norte.

The orientation was in compliance to NDRRMC Memorandum No. 17 series of 2014 entitled Institutionalization of the Pre-Disaster Risk Assessment dated August 18, 2014. It provided understanding on the importance of PDRA as a process to evaluate a given hazard’s characteristic and its possible impacts to the populace and to determine the appropriate level of response from concerned agencies, local government units and other stakeholders.

Amado M. Posas, chief of DRRM Division of OCD Caraga said that PDRA plays an important part into policy formulation and decision making for both public and private organizations and other stakeholders in disaster risk reduction. PDRA looks into both historical data and probabilistic scenarios to address risks.

The one-day orientation covered topics which were presented by members of the PDRA core team at the region level. Engr. Lolita L. Vinalay of PAGASA discussed the DOST PAGASA Revised Tropical Storm Category while Eric Colmenares of DOST Caraga explained the use of technology during PDRA. The PDRA in DILG was presented by Jeffrey A. Ramo and details on vulnerable areas in Caraga Region were given by Graziella C. Harting of NEDA Caraga. Likewise, the roles of DSWD in PDRA were presented by Angelita Amista of DSWD Caraga.

Queries, concerns and issues were raised by participants and were addressed by resource persons during the open forum.

This capacity development initiative is one of OCD's priority targets based on its Annual Plans and Budget (APB) 2016. It can be remembered that OCD Caraga conducted the same orientation to the region’s component cities on September 2, 2016. (OCD-Caraga/PIA-Caraga)


3 NPA rebels in AgSur surrender to government

CAGAYAN DE ORO CITY, Nov. 11 (PIA) - Three members of the New People’s Army (NPA) in Agusan del Sur voluntarily surrendered to the 401st Brigade units in two separate areas bringing along with them a total of four high-powered firearms.

On November 9, 2016, one member of SRDG Southland (name not given for security reason) voluntarily submitted himself to the members of 3rd Special Forces Battalion with his M16 rifle. His return was made possible through the joint efforts of the 26th Infantry Battalion and the Agusan del Sur Provincial Police Office who helped him realize his plan of leaving the armed movement to live a normal life.

He thanked everyone behind his successful return. “Daku gayud ang akong pagpasalamat sa tanang tawo nga nitabang sa akoa. Makaingon na gyud ko karon nga dunay paglaum sa akong mga pangandoy ilabina sa pangandoy nga maayong kinabuhi para sa akong pamilya (I thank all the people who helped me along the way. I could finally say that there is indeed hope to all my dreams especially the dream of a happy life for my family),” he remarked after being presented to Gov. Adolf Edward Plaza at the Agusan del Sur provincial capitol.

The following day on November 10, 2016, two more NPA members, a squad leader of Guerrilla Front 88 and a member of Guerrilla Front Committee 89, North Central Mindanao Regional Committee, voluntarily surrendered to Lieutenant Colonel Rommel Pagayon, Commanding Officer of 26th Infantry Battalion and Mayor Jesryl Masendo of Talacogon, Agusan del Sur bringing along their three firearms (one AR18, one carbine, and one garrand).

The two surrendered after realizing the futility of their armed struggle. They also heed to the call of the president for national healing and reconciliation.

Major General Benjamin Madrigal Jr, commander of 4th Infantry Division, Philippine Army congratulated everyone including the three NPAs for their decision to go back to mainstream and live a peaceful life. "I congratulate everyone for your wholehearted effort to help our brother NPAs to join us in our quest for peace. This is why we have high hopes in our Bayanihan efforts and in our quest to attain just and lasting peace. To our three brothers, we will ensure that you will receive all the necessary support you needed as you return to your respective families. The whole nation is proud of you," he underlined.

"Once again we had to positively respond to the call for help by our brothers who want to live peacefully and do what they believe is best for their family, to every Filipinos, and to our beloved country," Madrigal added.

New DepEd building to rise in Tandag

TANDAG CITY, Surigao del Sur, Nov. 14 (PIA) – The Department of Education (DepEd) Tandag City Division is set to hold its ground breaking ceremony for its new two-storey building on Wednesday, Nov. 16, 2016 at 8:00 A.M. here.

According to DepEd Schools Division Superintendent Gregoria Su, the building worth P10Million stands in a 2,000 square meter lot donated by the city government of Tandag in Sitio Balilahan, Barangay Mabua, this city.

PEEDMO Surigao Norte to hold youth convergence activity

SURIGAO CITY, Surigao del Norte, Nov. 14 (PIA) - The provincial government of Surigao del Norte through the Provincial Economic Enterprises Development and Management Office (PEEDMO) is set to hold a Youth Convergence Activity dubbed “Jari Na Kami!” on Dec. 3, 2016 to be held at the Provincial Sports Complex, this city.

The activity is anchored on the theme, “Pagtambayayong nan mga Batan-on para sa Karadjawan nan Surigao.”

PEEDMO Officer Graciela Mante said the activity aims to revitalize the zeal of the youth in contributing to various significant causes in the province, and will create awareness and intensify engagement to development programs in education, environment, economic empowerment, civic governance, sports and wellness.

“The event will be the first of its kind which will have exhibit booths from various organizations, sports clinic like karate, crossfit, frisbee and running. There are also live band and lecture series, and other worthwhile activities,” Mante said.

She further said that the event will also celebrate the 3rd anniversary of YSEAli Younified, a youth event celebrated all over the ten ASEAN countries.

Other lined-up activities include bloodletting, baking class, food booth, booksale/swap/donation, garage sale, free haircut, variety show, and liveband.

DSWD-Caraga leads Children’s Month kick-off celebration

BUTUAN CITY, Nov. 14 (PIA) - The Department of Social Welfare and Development (DSWD)-Caraga led the kick-off celebration of the 24th National Children’s Month (NCM) on November 4, 2016 held at LJ Mega Convention Center, this city.

This year’s celebration bears the theme, “Isulong: Kalidad na Edukasyon Para sa Lahat ng Bata”.

Part of the activity is a holy mass at the St. Joseph Cathedral, followed by a motorcade and a program proper started at 9:00 A.M.

These activities were actively participated by the member agencies of the Regional Council for the Welfare of Children (RCWC).

In her inspirational message, DSWD Caraga regional director Minda B. Brigoli, emphasized the significance of celebrating children’s month every November.

“It is significant to note that the theme is aligned with DSWD’s efforts in ensuring that the rights of children are upheld and protected and all of them are provided with a quality of life,” said Brigoli.

“The DSWD as an agency that gives priority to the poorest of the poor, in the same vein we do recognize that the rights of children who come from the poor and marginalized sectors of Philippine society must be given priority,” she added.

On the other hand, Flora Mae Maglasang, former resident of Home for Girls emotionally shared her experience from childhood.

“Grabe kalisod sa akong na-agian, gibiyaan ko sa akung amahan grade 1 pa lang ko hangtud nga nakasulod ko sa home for girls. Naningkamut ko nga makahuman ko sa pag-eskwela pinaagi sa pag-avail sa scholarship tungod kay wa’y kapas nga maka-eskwela ang akong inahan (Life is not easy for me, my father left me when I was in Grade 1 and then was brought to Home for Girls. I strived hard to pursue my dreams through taking scholarship because my mother can’t afford sending me to school),” shared Maglasong.

“Kung nagpadala lang ko sa kalisod na akung na-agian sauna, dili ko mahimong maestra karung panahona (If I allowed poverty to hinder my dreams, I will not become a teacher now),” she shared.

Furthermore, the DSWD in partnership with the RCWC members will conduct the Children’s Congress this coming November 29, 2016.

The 24th National Children’s Month (NCM) Celebration in November 2016 is pursuant to Republic Act 10661, otherwise known as “National Children’s Month Act.” The declaration commemorates the adoption of the convention on the Rights of the Child by the United Nations General Assembly on November 20, 1989. DSWD Caraga wins infographics contest

BUTUAN CITY, Nov. 14 (PIA) - The Department of Social Welfare and Development (DSWD) through the Social Marketing and Planning Units won the contest on Best Display of Statistical Practices Using Infographics during the 27th National Statistics Month (NSM) Celebration.

The award was given during the closing celebration of the said activity led by the Philippine Statistics Authority (PSA) Regional Statistical Services on October 28, 2016 held at Almont Hotel’s Inland Resort, this city.

Part of the guidelines of the said contest is to present statistical information of the department from 2014 to the present through Infographics and the display should include excellent renditions of all the necessary elements of statistical information that are highly attractive and compatible with the data presented. The contest is open to all Regional Line Agencies whose offices are located in the city.

While the criteria for judging are the following; content (50 percent), visual appeal (30 percent), and mechanics (20 percent) with a total of 100 percent.

36 soldiers promoted to next rank in SurSur

TANDAG CITY, Surigao del Sur, Nov. 15 (PIA) – The 36th Infantry Battalion (36IB), Philippine Army has promoted 36 soldiers to their next higher rank on Tuesday, Nov. 15 held at the battalion’s headquarters in Sitio Upper Mabago, Barangay Dayoan, Tago, Surigao del Sur.

Carrascal mayor and Municipal Peace and Order Council (MPOC) Chairperson Vicente H. Pimentel III was the guest of honor during the occasion.

Of the 36 awardees, 26 Private First Class (PFC) were promoted to Corporal (CPL), nine Corporal were promoted to Sergeant (SGT) and one Staff Sergeant (SSG) was promoted to Technical Sergeant (TSG), it was learned.

Lt. Col Randolph Roxas, 36IB commanding officer,  led the pinning of the ranks and insignia to the newly-promoted officers with the presence of Carrascal mayor Pimentel.

Consumers elect SURSECO II BODs

TANDAG CITY, Surigao del Sur, Nov. 15 (PIA) – Member-consumers of the Surigao del Sur Electric Cooperative (SURSECO) II recently elected the members of the Board of Directors of the said electric cooperative in four separate elections.

Pepe Urbiztondo was elected on Nov. 5 to represent the town of Cantilan while Gil Orillaneda was voted last Nov. 6 to become the board of director of Lanuza.

Marilyn Alameda of San Agustin and Rey Sindo of Lianga were elected on Nov. 12 and 13, respectively.

AgSur LGU extends insurance check to family of deceased BHW

PROSPERIDAD, Agusan del Sur, Nov. 15 (PIA) – The provincial government here thru Governor Adolph Edward Plaza has recently turned-over an insurance check amounting to P105,000 to the surviving children of the late Bevelyn A. Barte, a barangay health worker (BHW) from Labnig, Talacogon, of said province who died in an accident last July 2016.

Their father, a member of a civilian volunteer organization (CVO), also died in an accident in 2013 and the late Bevelyn received P105,000 for the death of her husband. Both husband and wife were volunteers in their barangay and were enrolled in an insurance program by the provincial government. The amount represents the insurance coverage for accidental death of the insured volunteers.

Teachers, civilian volunteer organization (CVO) members, barangay health workers, daycare workers and other barangay folks who volunteer their services are given insurance coverage, the insurance premiums of which are paid for by the provincial government.

According to Board Member Santiago Cane. Jr., the said program was already institutionalized through an ordinance. "No one wants them to die, or get maimed in accidents, but should they fall victims to accidents or worse die in the process, they (the insured or their family) have something to lean on, this insurance coverage," Cane said. GAP: Farmer’s road to ASEAN market

BUTUAN CITY, Nov. 15 (PIA) - The sure ticket for Filipino farmers to seize the opportunities of the ASEAN market is through Good Agricultural Practices (GAP).

Supervising Agriculturist Isabelita Ocampo of the Agribusiness and Marketing Assistance Division (AMAD) of Department of Agriculture (DA) Caraga said that quality is the name of the game on ASEAN market.

“If your product is not GAP certified you can’t access the ASEAN market,” she said.

GAP is the common parameter for ASEAN products wherein member countries can market their products as long as it conforms the standards.

To broaden the understanding of Caraga vegetable farmers on GAP, DA-Caraga conducted a training on GAP as one of the highlights on recently concluded Caraga Agricultural Trade and Marketing Exposition (CARAT Expo) 2016. Farmers, students, consumers and traders participated the training.

GAP focal person Johnny Concon emphasized the importance of conforming the GAP standards as it ensures safe and quality food products.

GAP approach aims at applying available knowledge to addressing environmental, economic and social sustainability dimensions for on-farm production and post-production processes, resulting in safe and quality food and non-food agricultural products.

To encourage Caraga farmers to be GAP certified, Concon said that DA will assist those interested.

“GAP certification is free and DA-Caraga is ready to assist the farmers,” Concon said.

The certification is open to individual, associations or cooperative with basic requirements such as GAP training certificate, farm map and location, and farming practices records.

As of now, the Antongalon Farmers Association of Caraga Incorporated (AFACI) of Butuan City is so far the lone GAP certified group in the region. (DA-Caraga/PIA-Caraga)

Caraganons to celebrate National Government Employees Week

BUTUAN CITY, Nov. 16 (PIA) – Caraganons will be celebrating the National Government Employees Week on December 4-10, 2016, which coincides with the 71st Anniversary of the Philippine Government Employees Association (PGEA) and the 20th Anniversary of National Convention of Government Employees Working Council.

With this year’s theme “Kawani: Kaagapay at Lakas ng Pamahalaan Tungo sa Kasarinlan at Kaunlaran,” it conforms the desire of the government employees to be of help in the President’s thrust to strengthen, ensure transparency and good governance.

It was learned that the government workers in the region will be participating in the employees’ forum, tree planting, social services, and other related activities that can contribute to the communities. CCPD to hold Peace Forum

BUTUAN CITY, Nov. 16 (PIA)– In line with this year’s Mindanao Week of Peace (MWOP) celebration, the Caraga Conference for Peace and Development (CCPD) is set to hold a Peace Forum on Nov. 30, 2016 at the San Lorenzo Ruiz Training Center, Ampayon, this city.

CCPD/MWOP co-convenor Most Rev. Juan De Dios Pueblos cited that Philippine Information Agency (PIA) Caraga thru regional director Abner Caga is one of the panel reactors of the said forum with the topic “Update on the issues and concerns of Indigenous Peoples and its direction.”

“With this year’s theme ‘Protect and Respect Life,’ series of activities are organized with the objective of promoting peace and development by forging a culture of harmony and solidarity among the Christians, Lumads and Muslim community in Mindanao,” disclosed Bishop Pueblos.

The good bishop also revealed that some 500 individuals coming from the government and non-government institutions, religious sector and private sector are expected to participate in the peace forum. (JPG/PIA-Caraga)


DepEd Caraga school heads attend NEAP training

BUTUAN CITY, Nov. 16 (PIA) - Around 395 school heads of Department of Education (DepEd) Caraga converged together for the 2016 School Heads Development Program: Foundation Course at Amontay Beach Resort, Nasipit in Agusan del Norte on November 7-13, 2016 for module 1.

The said training was divided into three modules which include: The School Head as Instructional Leader for module 1; The School Head as Organizational Leader for module 2; and The School Head as Exemplar for module 3.  These modules are anchored on the National Competency-Based Standards for School Heads (NCBSSH).

The core principle of this NCBSSH states that school heads are competent, committed and accountable in providing access to quality and relevant education for all through transformational leadership and high degree of professionalism.  It contains seven domains that will guide all school heads in their crucial role in attaining the vision and mission of the department.

Domain 1 is on school leadership, instructional leadership for domain 2, creating a student centered learning climate for domain 3, HR management and professional development for domain 4, parent involvement and community partnership for domain 5, school management and daily operations for domain 6 and personal and professional attributes and interpersonal effectiveness for domain 7.

Modules 1 (Nov. 7-13) and 2 (Dec. 5-11) will run for six days while module 3 (Jan. 9-15) for seven days.  The said course will run for 19 days with two-week interval to be allotted to the application of competencies learned.

On the other hand, the participants were divided into different classes in which other groups where housed at Goat2geder Hotel in the city. The Regional NEAP-trained facilitators took the challenge in spearheading each session topics employing the carousel strategy in which each facilitator is given the chance to handle every class with his or her assigned session topics.

Dr. Isidro M. Biol, Jr., regional CLMD chief emphasized in his message that the world today keeps on changing and yet the schools are not. "You as 21st century school heads play a crucial role in transforming our schools into a 21st century schools that could compete globally and digitally, embrace the culture of excellence for the learners' holistic development and be better and more productive citizens of the country to take a vital part for nation-building," he said. BUTUAN CITY, Nov. 17 (PIA) – The Youth Performing Arts and Services (YPAS) and Order of the Discalced Augustinians (OAD) are all set for the ‘Serenata’ a choral concert on November 19, 2016 at the OAD Formation House in Villa Paraiso, Brgy. Ampayon, this city.

According to OAD rector Fr. Josh Cadorna, some 1,000 individuals from the different sectors are expected to attend the said concert. “We have invited our partners from the different sectors to support the Serenata concert for a cause. We wanted to serenade people with the songs of the Lord and other contemporary songs that will surely capture the minds and hearts of the guests,” he underlined.

Fr. Cadorna added that all proceeds from this concert will benefit the construction of the OAD retreat house.

The Serenata ticket is sold at P100.00 only. Said concert is also divided into two parts – the Matinee at 3:30 p.m, and Gala at 7:30 p.m.

Meanwhile, as partner of OAD, the Philippine Information Agency (PIA) Caraga will also provide communication support during the set concert, together with the 4th Civil Military Operations Battalion of the Philippine Army and Kapisanan ng mga Broadcaster ng Pilipinas (KBP) Agusan del Norte-Butuan City chapter. Butuan artists to hold visual art exhibit

BUTUAN CITY, Nov. 17 (PIA) – A four-man visual art exhibition is set on November 26 to December 3, 2016 at Robinsons Place Mall here.

Different art works from local visual artists – Chito Alegre, Ronnie Rudinas, Cris Tamis and Resty Sala will be featured and displayed at the Robinsons’ Atrium for a week.

Rudinas, one of the founders of Golden Heart Volunteers (GHV), said that part of the proceeds will be used for the conduct of GHV medical missions in the region.

“With the gift that God has given me, I wish to use it in so many ways that could also help other people. Together with my other colleagues in the field of art, we intend to share our blessings through humanitarian/community works,” Rudinas expressed.

Also, the Youth Performing Arts and Services (YPAS) will perform a special song rendition during the art exhibit to entertain the viewers and buyers.

Rudinas further revealed that said exhibit is also co-sponsored by the Philippine Information Agency (PIA) Caraga, 4th Civil Military Operations (CMO) Battalion of the Philippine Army, Metrobank, Oras sa Kinaiyahan radio program, and Kapisanan ng mga Brodkaster ng Pilipinas (KBP), among others.

NAST to hold lecture series, youth symposium

BUTUAN CITY, Nov. 17 (PIA)– The National Academy of Science and Technology, Philippines (NAST PHIL) will be holding the “Trailblazers in Science: Lecture Series by National Scientists” on November 17, 2016 and Symposium for the Youth on November 18, 2016 at the Ocean 101 Beach Resort in Siargao Island, Surigao del Norte.

 According to Luningning Samarita-Domingo, director IV of NAST PHIL, they will be celebrating its 40th anniversary with the theme “NAST: 40 years in Pursuit of Excellence.”

“The lecture series and symposium are aimed to introduce NAST PHIL and its members – national scientists, academicians, and corresponding members to different sectors of the society. We wanted everyone to know more about us and what we do for the community,” highlighted Domingo.

Domingo further expressed her optimism that thru these activities, the Caraganons will learn and understand more about NAST programs and services. (JPG/PIA-Caraga)


CARAT Expo 2016 opens new market opportunities for farmers

BUTUAN CITY, Nov. 17 (PIA) - The first Caraga Agricultural Trade and Marketing Exposition (CARAT Expo) 2016 could not be underestimated as an important marketing tool that reached a huge market at one go.

CARAT Expo 2016 provided Caraga farmers and local entrepreneurs to access a cost effective method to promote their products. The trade and marketing exposition became a platform to introduce the local products in the region.

Cooperation of the private sector and the national and local government agencies played an important role in raising awareness especially on the emerging buy products that the region can be proud of.

"Kayang-kaya basta't sama-sama. This is the principle we have applied during the conduct of this five-day CARAT Expo. We have just witnessed the first exposition for this year and we are looking forward to a yearly exposition for the years to come in this region," said Renato P. Manantan, OIC Regional Executive Director of Department of Agriculture (DA) Caraga.

The trade and marketing exposition drove agricultural development and technology transfer, boosted regional and local industry by providing a show window for agri-investment opportunities.

"Department of Agriculture together with the national line agencies, and private sectors will continuously help our farmers to become agriculture entrepreneurs and will push forward the agriculture development in the region," Manantan added.

During the culmination activity, DA received an award as one of the top grossers for the five-day trade and marketing exposition. A manifestation that there is money in agriculture.

"I am very grateful for the assistance of DA to showcase our product for the CARAT Expo. It gave us an opportunity to market Sunrise Corn Coffee with a wider market exposure. We only have 2,000 average daily sales, but with CARAT we gain more than what we expected," said Alicia F. Paglinawan, Sunrise Corn Coffee Proprietor.

According to the DA-Agribusiness and Marketing Assistance Division (AMAD), a total of 476,559 sales was reached by the DA-led farmer cooperatives, agri-entrepreneurs, and local government units.

Based on the average daily sales of each farmer cooperative and agri-entrepreneurs, an increase of 15-20 percent of daily sales was recorded during the trade expo compared to the daily operation of each farmer groups. (DA-Caraga/PIA-Caraga)
