Buenavista's far flung communities to benefit Peace Caravan set in December 2

BUTUAN CITY, Nov. 18 (PIA)– Elementary pupils, secondary students and members of the indigenous families of Barangay Sangay in Buenavista town, Agusan del Norte will benefit the basic services during the Peace Caravan scheduled on December 2, 2016.

The 23rd Infantry "Masigasig" Battalion (23IB), Philippine Army together with different partner agencies will reach out the far-flung communities in the said town to provide basic services, it was learned.

According to 23IB community relations officer Capt. Edwin Leo Francisco, the services to be provided will include free medical, dental, distribution of medicines and vitamins; distribution of school supplies, awarding of Certificate of Land Ownership Award (CLOA) and certificate of enrollees of TESDA skills training; distribution of livelihood kits and free haircut services; information, education and communication (IEC) campaign on government programs; and other related services.

Partner agencies include the Technical Education and Skills Development Authority (TESDA), Department of Agrarian Reform (DAR), Department of Health (DOH), National Commission on Indigenous Peoples (NCIP), and others. (NCLM, PIA-Agusan del Norte)


Surigao Norte hosts regional development plan consultation

SURIGAO CITY, Surigao del Norte, Nov. 18 (PIA) – The provincial government of Surigao del Norte hosted the Regional Development Council (RDC) meeting and Surigao City Consultation on the RDC Plan 2017-2022 held on November 15, 2016 at the Provincial Convention Center, this city.

According to Provincial Information Officer Mary Jul Escalante, the discussion of the council meeting was focused on the long-term vision of President Rodrigo Duterte dubbed as “Ambisyon Natin 2040,” through Executive Order No. 5 and the necessity to formulate priority local government development plans align to the programs of the national government.

“Based on the report of NEDA, the President wants the first draft of the said development plan to be finished before the end of the year,” said Escalante.

She further said that the provincial government was able to present its 2016 to 2019 priority programs focused on education, health, environment, agriculture and aquaculture, and economy, among others.

“On the part of the city government, they were able to present their vision and developments anchored on 'With blessings of the Divine Providence, Surigao in 2025: a model city for good governance, economic dynamism, and environmental quality,'" Escalante added. (SDR/PIA-Surigao del Norte)


News Feature: Mechanization ends farmers misery

PROSPERIDAD, Agusan del Sur, Nov. 18 (PIA) – The province of Agusan del Sur experiences Type 2 Climate or commonly known to Caraganons as wet and very wet. It has no dry season with a very pronounced wet season of heavy precipitation where corn farmers vulnerability is high during harvest.

Francisco Moreno felt sorry recounting the previous years' losses on his corn produce. "There was a time when the buyer returned all my corn because it is wet. We can't dry it due to rains that lasted for days," he said. "Sometimes, since no buyer will take it, it would just rot in our area," he added.

As president of the Federation of Corn Farmers in the Municipality of Prosperidad, he knew the plight of the farmers in his area.  Although the town has been a hall of famer to the Department of Agriculture's (DA's) Outstanding Corn Quality Awards, drying remains a problem they had to battle every year.

Farmers' losses during wet season would add up to the money spent for drying on sunny days with only a handful of drying pavements in the area to cater the needs to dry corn grains.

"I spend around P1,500 each day for six people to help in drying the corn, which will take 1-2 weeks.  For farmers whose areas are far from the multi-purpose drying pavements, they have to spend additional 30 pesos for each sack for transportation," said Francisco.

To address the problem, the DA has pushed for farm mechanization to help the farmers. Together with the local government unit of Prosperidad, Agusan del Sur, DA funded and turned over a P3.2 Million worth Corn Vertical Dryer with 12.7 tons or 250 sack per load drying capacity benefitting four corn cluster barangays of Salvador, New Maug, Azpetia, and Los Arcos. The usual 1-2 weeks drying time of is now reduced to 5-6 hours saving time and money for the corn farmers.

According to DA Caraga regional executive director Renato Manantan, the facility is able to load 30-40 tons per day. Even if it is raining, farmers can still dry and sell their corn in uniform quality.

"Farmers here will not only save from post-harvest losses but also improve the quality of their corn grits. They can now command a better price and increase their income especially if they continue to consolidate and strengthen the association," said Manantan.

The vertical corn drying facility is expected to serve more than 800 hectares of corn area in the municipality. With its mobile feature, the dryer can be transferred to other areas to serve more farmers.

In that rainy day where the facility was turned over, Francisco Moreno and the rest of the corn farmers in Prosperidad could only express hope and excitement.

"The past three days my corn grits were wet with rain but I worry no more. Change has come. Our misery has ended," said Francisco. (DA-Agusan del Sur/PIA-Agusan del Sur)


AgNor guv approves P1.4M resettlement site in Santiago town

BUTUAN CITY, Nov. 18 (PIA) - The provincial government of Agusan del Norte is all set for the purchase of the 12,072 square meter lot amounting to P1,400,352 to be utilized as resettlement site for Barangay Poblacion 1 in the municipality of Santiago, Agusan del Norte.

The Sangguniang Panlalawigan of Agusan del Norte recently authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba, through Sanggunian Resolution No. 059-2016, authored by Provincial Board Member Aquino W. Gambe, to sign for and in behalf of the province the Deed of Absolute Sale by and between the province of Agusan del Norte and Clarita M. Luzon for the acquisition of the said parcel of land.

The Committee on Human Settlements, Land Use and Provincial Properties, chaired by Board Member Gambe, in its study, found the project to be beneficial for the informal settlers in the said barangay for them to be able to own a lot where their permanent houses will be constructed, thus, recommended to grant authority to the provincial governor.

Agusan del Norte bags quality corn hall of fame award

BUTUAN CITY, Nov. 18 (PIA) - The provincial government of Agusan del Norte bagged the quality corn hall of fame award and received a plaque and cash incentive during the 12th Philippine National Corn Congress in conjunction with 4th National Quality Corn Achievers Awards in Koronadal City, South Cotabato held on November 16-18, 2016.

Provincial Governor Ma. Angelica Rosedell M. Amante-Matba personally received the said award and cash incentive of P5,000,000, together with Vice Governor Ramon AG. Bungabong, Provincial Board Members Elizabeth Marie R. Calo, Dick Victor B. Carmona, Lucia E. Jundis, Virgilio R. Escasiñas, Jr. and Benjamin D. Lim.

News Feature: Empowered farmers: Key to a sustainable vegetable industry

BUTUAN CITY, Nov. 18 (PIA) - Empowering the farmers with adequate knowledge, appropriate technologies and ample support will lead to a sustainable vegetable industry in the region.

Presently, there is high demand but low supply of vegetables in the region. Data from the Philippine Statistics (PSA) show that Caraga has a total of 4,900 hectares planted with vegetables.

During the crafting of the roadmap for vegetables, the Department of Agriculture (DA) Caraga High-Value Crops Program Coordinator Marco Antonio Morido said there is a need to increase production areas and this has been supported by the DA through seed distribution which aims to lower production cost of farmers as well as provide them access to quality seeds.

Agusan del Norte Vegetable Growers Association President Dominador Buenafe said that the vegetable industry of the region can be more competitive if local producers are given the needed assistance, especially in financing and marketing.

Upon discussion, it was noted that vegetables from Caraga are expensive mainly because of the high cost of inputs. Some crops particularly the highland vegetables are not suitable for the Caraga climate.

Because of the low supply, vegetable growers of Caraga have weak market linkages since they often cannot meet the required volume of buyers. “The farm clustering approach is ideal for the region in order for small scale farmers to meet the demands of the market thus we are promoting this to our vegetable growers here,” Morido also said.

The farm clustering approach is done by merging several smallholder farms committed to establishing a market-linked agro-enterprise within a defined territory.  This is a way to increase the productivity of the cluster thus making them more competitive.

Currently, the bulk of vegetables produced locally, apart from those marketed within the region, are sold to Cebu and Leyte.

DA-Caraga conducted the crafting of a roadmap to obtain the inputs of the stakeholders on the issues affecting the industry and how to steer it to the right direction. The activity was held on November 11 in San Francisco, Agusan del Sur and was participated by farmers, Local Government Units, and DA attached agencies.

Elene Espina, a vegetable grower from San Francisco, Agusan del Sur said that with the developments to come, she looks forward to the day that they will no longer be ordinary farmers but rather farmer-entrepreneurs who are able to stand on their own. (DA-Caraga/PIA-Caraga)

FSUU set to hold ‘Indigenous Peoples Forum’ in Butuan City

BUTUAN CITY, Nov. 21 (PIA) – As part of the second Mindanao Peace Studies Conference organized by the Father Saturnino Urios University (FSUU) with the theme, “Peace and Development: Expanding Spaces for Conflict Transformation” of this month, an Indigenous Peoples (IP) Forum will be conducted on Nov. 22, 2016, 1:00 p.m. at the CBE Function Hall , FSUU, this city.

The event seeks to bring together voices from both inside and outside the academia in a conversation about peace and development.

It will be joined by personalities with experiences in relation to environment, peace and development. “Datu Makalipay Ireneo Rico, Sr., Ann Marie Lidandug-Uytico, Sheryl Canhatan, Dakula Randy Catarman are given time to share their insights, involvement and contributions in pursuit of attaining peace and development,” said Rev. Fr. Randy Jasper Odchigue, vice president for Academic Affairs and Research at FSUU.

There will be plenary talks and paper presentations by established scholars. Speakers include Felipe Montoya, Executive Director of Corporacion VallenPaz, Colombia and Atty. Michelle Angelica Co, Assistant Secretary for Planning of the Department of Environment and Natural Resources.

68 ARBs graduate from farm business school in AgSur

SAN FRANCISCO, Agusan del Sur, Nov. 21 (PIA) - A total of 68 Agrarian Reform Beneficiaries (ARBs) of Rizal Multi Purpose Cooperative (RMPC) had recently graduated from Farm Business School (FBS) held at Mabe’s Savory Place, San Francisco, this province.

San Francisco Municipal Mayor Jenny De Asis; Rizal Barangay Captain Rufino Acog; DAR Provincial Agrarian Reform Program Officer I Allan N. Mundala; Municipal Agriculturist Vina Ranoco, and the members of Rizal MPC attended the activity.

Three municipalities in the province have already availed of the FBS including the recent graduation of Rizal MPC, it was learned.

Agrarian farmers train on credit facilitation and delinquency management

BUTUAN CITY, Nov. 21 (PIA) - Officers and Admin staffs of the Baleguian Organic Farmers Irrigators Associations, (BOFIA) underwent a two-day Credit Facilitation and Delinquency Management Seminar held at Brgy. Baleguian Jabonga, Agusan del Norte on Nov. 10-11, 2016.

The seminar enhanced the officers and operational staffs’ technical skills in managing credit operation. BOFIA is providing agricultural credit assistance under the Agrarian Production Credit Program (APCP) of the Department of Agrarian Reform (DAR) to members.

The activity was also aimed to meet the needs of the organization to address the credit risk and create a contingency plan when the borrower failed to meet its obligation.

BOFIA chairman Winifredo S. Maldo said that the organization is facing some challenges in handling their credit operation, as the number of members who set to avail financial assistance for agricultural production is still growing.

"The training enhanced the ability of some officers and credit staffs in performing the credit operations and create flexible solutions to help members stand up against adversities,” Maldo said.

"Thanks to DAR's intervention in providing us with technical knowledge that we need to sustain our operation," Maldo added.

Propegemus Executive Director Arnold Tapere said that the training will capacitate the officers and members, who aspire to be knowledgeable in handling credit issues and concerns.

"The training gave a clear knowledge in credit management against the risk of not paying when the members encountered losses from agricultural uncertainties," Tapere said.

BOFIA is a recipient of a multi-million projects of DAR 's various interventions from APCP to Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) and Irrigation Facility under Agrarian Reform Infrastructure Support Program phase III (ARISP III).

2016 MWOP to kick off with 'healing prayer for peace'

BUTUAN CITY, Nov. 22 (PIA) – This year’s Mindanao Week of Peace (MWOP) will kick off on November 26 thru the healing prayer for peace at the Guingona Park here.

“The Diocese of Butuan is committed to pursue its program in the attainment of a peaceful Mindanao in general, and Caraga in particular. In our sincerest desire, dream and aspiration together with the Muslim communities and Indigenous Peoples, in the spirit of solidarity, co-existence and partnership will gain the strong celebration of the annual observance of the MWOP from November 26 to December 2, 2016,” highlighted Most Rev. Juan De Dios Pueblos.

Bishop Pueblos reiterated that this year’s celebration is anchored on the theme ‘Protect and Respect Life.’

“This message is inspired by members of the Bishop-Ulama Conference amidst the national campaign on illegal drugs,” he said.

NAST conducts symposium for youth in Caraga region

BUTUAN CITY, Nov. 22 (PIA) – In celebration of the 40th anniversary of the National Academy of Science and Technology, Philippines (NAST PHL), a ‘Trailblazers in Science: Lecture Series by National Scientists’ and a Symposium for the Youth with the National Scientists’ were held recently in Siargao Island, Surigao del Norte province.

The two activities aim to introduce NAST PHL, national scientists, academicians, and corresponding members. This year’s commemoration is anchored on the theme, “NAST: 40 years in Pursuit of Excellence”.

Also, several lined-up undertakings such as science and technology-related contests, tree planting, and dialogues between the national scientists and the national artist, among others, were conducted all over the country for the year-long ‘ruby’ anniversary observation which was launched on December 17, 2015 and was set to culminate on December 17, 2016.

One of the highlights is the 38th Annual Scientific Meeting on July 13-14, 2016 held in Manila. It was anchored on the theme, “Looking Back And Looking Forward,” and serves as an assembly to review previous achievements and outline the needed reforms and future activities for the newly elected government officials.

“The NAST, as the symbol of the nation's commitment to science, also seeks to integrate the arts and sciences for sustainable development. We are encouraging scientists and every Filipino to develop and bring out scientific and innovative ideas, and to continue inventing. As emphasized in the design of our 40th anniversary logo, the characteristic of Filipino scientists as outstanding and independent is reflected,” said Luningning Samarita-Domingo, Director-IV of the NAST PHL.

DOLE turns over 15 computer sets to SurSur PESO managers

TANDAG CITY, Surigao del Sur, Nov. 22 (PIA) – The Department of Labor and Employment (DOLE) Caraga turned over 15 computer sets to the 15 Public Employment Service Office (PESO) Managers of the province.

According to Romelyn Bactol of DOLE Surigao del Sur provincial office, the 15 computer sets are intended for the PESO offices in the cities of Tandag and Bislig, and municipalities of Barobo, Bayabas, Cagwait, Carrascal, Cortes, Hinatuan, Lingig, Madrid, Marihatag, San Miguel, Tagbina and Tago.

“These computer sets are one of the indications that the DOLE is committed to be of service, to help you and to support you in your work and advocacy in the implementation of the DOLE programs,” said DOLE Caraga regional director Atty. Evelyn R. Ramos.

Surigao del Sur Provincial Agriculturist and concurrent provincial PESO Manager Marcos Quico thanked DOLE for the support.  He likewise committed to work for the possible creation of the Provincial Public Employment Service Office through an ordinance.

The said computer equipment according to Bactol will be used for the implementation of the DOLE Skills Registry Program (SRS).

SRS is DOLE’s program for nationwide registration of skilled workers which also facilitates job matching to available job vacancies both local and overseas.

DTI releases new SRP for consumers

SURIGAO CITY, Surigao del Norte, Nov. 22 (PIA) – The Consumer Protection and Advocacy Bureau (CPAB) under the Consumer Protection Group of the Department of Trade and Industry (DTI) released the suggested retail price (SRP) of basic necessities, prime commodities and noche buena products as of Nov. 4, 2016.

According to DTI Surigao del Norte provincial director Celestino L. Negapatan, the SRP is set for manufacturers to standardize prices among locations and guide in the major retail establishments in setting their prices particularly those products included in the categories mentioned.

Negapatan said the release of the said SRPs also lifted the implementation of the 60-day price freeze. The price freeze that took effect last September 4, 2016 froze all basic necessities at the prevailing price in view of President Rodrigo Duterte’s Proclamation No. 55 declaring for a National State of Emergency on Account of Lawless Violence in Mindanao.

“The said price freeze already lapsed on November 3, except on areas declared under state of calamity due to the effect of typhoons Karen and Lawin in Central and Northern Luzon,” said Negapatan.

13 AgNor farmer-groups participate in records keeping, file management seminar

BUTUAN CITY, Nov. 22 (PIA) - At least 200 Agrarian Reform Farmer-Beneficiaries in Agusan del Norte attended the series of seminars on records keeping and file management conducted by the Department of Agrarian Reform (DAR) at the different villages in Agusan del Norte in the months of September to October, 2016.

According to Section Head Juanita Balibay of Social Infrastructure and Local Capability Building (SILCAB), the said 200 seminar attendees belong to 13 different Agrarian Reform Beneficiary Organizations (ARBOs) in the province, namely, Tagbuyacan Farmers Marketing Cooperative, Rural Improvement Club, Tagbuyacan Upland Farmers for Development, Colorado Farmers Multi-Purpose Cooperative, Tirador Beneficiaries Farmers Association, Marcos Calo Agrarian Farmers Association, Bonifacio Agrarian Reform Cooperative And Dona Rosario ARB Association (DARBA).

The activity is part of DAR’s capability building program for the ARBOs and made response to the need to organize records to meet the requirement for transparency and accountability.

“The seminar is not only to improve the productivity but also to make the workplace more pleasant, improves the safety and quality of work and ensures public satisfaction,” Balibay added.

Ponciano Nino, chairperson of Tagbuyacan Farmers Marketing Cooperative said that he was satisfied with the results of the topics of the training.

DPWH Caraga, media inspect Diosdado Macapagal Bridge using drone camera

BUTUAN CITY, Nov. 23 (PIA) – Officials of the Department of Public Works and Highways (DPWH) Caraga, together with representatives from government agencies and media gathered on Tuesday at the Diosdado Macapagal Bridge in Butuan City for a site inspection with the use of a drone camera. The drone camera allowed them to get a full 360° view of the area.

Said inspection was in line with the department's implementation of its project improvement on quality management for highways and bridge construction and maintenance (Phase III).

According to Hideo Nagao, Team Leader of Japan International Cooperation Agency (JICA) Expert Team explained the status/condition of the Diosdado Macapagal Bridge based on the photos taken using the drone camera.

“There are parts of the bridge that need repairs and this drone camera helps us see the details. It would be easier for us to inspect the delicate parts of the bridge without risking the lives of our technical staff,” Nagao emphasized. (JPG/PIA-Caraga)


RCC Caraga briefs media on latest programs, services

BUTUAN CITY, Nov. 23 (PIA) – The Regional Coordinating Committee (RCC) led by the Department of Labor and Employment (DOLE) Caraga recently briefed the media on the updates of their programs, services and upcoming activities.

In the press conference held here, DOLE-Caraga regional director Atty. Evelyn Ramos bared that workers in the private sector are expected to receive their 13th month pay before December 24, 2016. Employers are mandated to provide the 13th month pay to their workers.

Ramos added that their offices nationwide are working on the establishment of a One Stop Shop Services Center for Overseas Filipino Workers (OFWs). In Butuan City, the soft launching of said center was held on November 22, 2016 at the City Hall Lobby.

OWWA Caraga regional director Samuel Madrid also disclosed that there were some 874 OFWs who had participated in the Pre-Departure Education Program as of October 2016. “There were also some 2,207 OFWs who have renewed their membership with OWWA in Caraga region,” he emphasized.

Nancy Jacinto, LEO III of National Reintegration Center for OFWs (NRCO) Caraga revealed that their office has distributed some 87 starter kits for distressed women OFWs in the region. They also have other programs that cater the needs of the OFWs and their families in the region.

Also, Ritchel Butao of the Philippine Overseas Employment Administration (POEA) Caraga reported that they were able to supervise nine jobs fair in Caraga region, and is scheduled for another jobs fair in Surigao City on December 3-5, 2016.

Meanwhile, Genevieve Elorde, administrative officer II of Employees Compensation Commission (ECC) Caraga encouraged the media to help them relay the message to all public and private employees that ECC has programs and services for sick and injured workers under its Employees' Compensation Program.

Dir. Ramos further announced that they will be meeting the local media again on December for a camaraderie in time with the Christmas season. “We hope to continue our good working relationship with you and continue to advocate the government’s programs and services," she said. (JPG/PIA-Caraga)


Surigao Norte to join 18-day campaign to end VAW

SURIGAO CITY, Surigao del Norte, Nov. 23 (PIA) – The provincial government of Surigao del Norte through the Provincial Gender and Development Coordinating Council (PGADCC), other women organizations and other multi-sectoral groups of the province will join in the national observance of the 18-Day Campaign to End Violence Against Women (VAW) from November 25 to December 12, 2016.

Provincial GAD Focal Person and Provincial Center for Women’s Training and Development Officer Florian Tan-Trinidad bared that in the province the commemoration will start on November 25 with a thanksgiving mass at 8:00 A.M at the Cathedral Church simultaneous with the opening of the 'Bazaar for Juana' at the Provincial Gym followed by a motorcade around the city and short opening program.

Trinidad also bared other lined-up activities for the 18-day observance which include turn-over of crochet materials for livelihood to Sison Women’s Organization, Zumba, KATROPA seminar, Harmonize Gender and Development Guidelines seminar, Youth Convergence Activity, LGBT (Lesbian, Gay, Bisexual and Transgender) summit, Children’s Festival, Teacher’s Summit, PGADCC Team Building and Christmas Party, and orientation forum on R.A. 9262 or the Anti-Violence Against Women and Children Act and R.A. 7877 or the Anti Sexual Harassment Law.

This year’s observance is anchored on the theme, “VAW Free Community Starts With Me.” (SDR/PIA-Surigao del Norte)


AFP, PNP ink MOA to intensify anti-illegal drug campaign in Caraga

BUTUAN CITY, Nov. 23 (PIA)– During the regular Joint Peace and Security Coordinating Committee (JPSCC) - Region 13 meeting held at the Police Regional Office-13 here, the 4th Infantry (Diamond) Division, Philippine Army (PA) and Philippine National Police (PNP) signed on Monday the memorandum of agreement (MOA) for collaboration procedures on anti-illegal drug operations in Caraga region.

The said MOA is aimed to attain the following objectives: carry out President Rodrigo Duterte’s order to stop and eliminate drugs within three to six months; enhance coordination/cooperation between the PNP and AFP in case build-up and investigation of suspected persons involved in illegal drugs; minimize the ingress and egress of high value targets and illegal drug paraphernalia; and synchronize effort of government and strengthen its position in bringing target drug personalities and offenders to justice among others.

Based on the MOA, the PNP takes the lead role in any operation on implementation of Pulis at Sundalo: Kabalikat Laban sa Droga Project known as “Double Barrel,” and takes the lead role in the investigation/processing of scene of the crime; and other law enforcement operations against illegal drugs.

Meanwhile, the Philippine Army shall provide support to law enforcement operations; assist the PNP in the implementation of Project Double Barrel which include the execution of the five stages of Project TokHang – collection and validation of information stage, coordination stage, house to house visitation stage, processing and documentation stage, and monitoring and evaluation stage.

“The 4ID, Philippine Army shall maximize its efforts and extend full cooperation and support to the PNP in all phases of operations of the project to ensure that Caraga region will be able to sustain peace and order and soon become a drug-free region,” underlined MGen. Marijuana, shabu confiscated in AgSur, Bukidnon

CAGAYAN DE ORO CITY, Nov. 23 (PIA) - Two sacks of marijuana and eight sachets of shabu were confiscated in two separate buy bust operations in Bukidnon and Agusan del Sur on Nov. 20, 2016.

In Bukidnon, joint elements of Philippine Drug Enforcement Agency (PDEA), Crime Investigation and Detection Group (CIDG), and 8th Infantry Battalion of Philippine Army successfully confiscated the two sacks of marijuana weighing ten kilograms with an estimated value of P300,000 at Sitio Tagiptip, Brgy Silae, Malaybalay City, Bukidnon.

It was learned that the marijuana plants came from the hinterlands of Cabanglasan, Bukidnon and was about to be delivered to different areas in the province. The recovered items were immediately brought to the office of CIDG in Bukidnon.

Meanwhile in Bunawan, Agusan del Sur, elements of Bunawan Municipal Police Station and 26th Infantry Battalion successfully arrested during a joint anti-illegal drugs operation a certain Rodel Garrame Fojas, 35 years old, married, and a resident of Brgy. Kapatungan, Trento, Agusan del Sur.

They recovered from his possession the following items: eight sachets of shabu with an estimated market value of P76,700.00, two pieces of aluminum foil, one piece lighter and P500.00 peso bill as marked money. The arrested person and recovered items were brought to Bunawan Municipal Police Station for proper disposition.

"I congratulate the government forces that are involved in the recent anti-illegal drug operations. With our strong teamwork, I strongly believe that we could easily eradicate the proliferation of the illegal drugs in the two regions," said Major General Benjamin Madrigal Jr., commander of 4th Infantry Division. Tagalog News: Philippine Association of Water Districts hinikayat ang gobyerno na mag-subsidize ng pundo

LUNGSOD NG BUTUAN, Nob. 23 (PIA) – Hinikayat ng Philippine Association of Water Districts (PAWAD) na binubuo ng mga general managers sa ibat-ibang distrito sa bansa ang gobyerno na mag-subsidize o maglaan ng pondo para sa tuloy-tuloy at malinis na tubig para sa mga konsumante lalung-lalo na sa mga mahihirap.

Sa ginanap na Semi-annual Water District Managers’ conference dito sa lungsod kamakailan, ipinahayag ni PAWAD president at general manager ng Bayawan City Water District ng Negros Oriental na si Alma Abrasaldo, na layon ng nasabing pagtitipon ay ang pagtalakay sa ibat-ibang hamon na kinakaharap sa ngayon ng bawat distrito at makabuo ng mga konkretong plano upang matugunan ang mga ito.

Ayon kay Abrasaldo, layon din ng PAWAD na patuloy nilang maibigay sa publiko ang malinis at tuloy-tuloy na daloy ng tubig sa kanilang mga tahanan lalung-lalo na sa mga liblib na lugar. Dahil dito, hinihikayat ng PAWAD ang mga local government units maging ang ibang investors sa bansa na silay suportahan at maglaan ng pondo para sa ibat-ibang inisyatibo at proyekto na makakatulong sa pag-papabuti pa ng serbisyo ng water districts sa bansa.

Binigyang diin din ni Abrasaldo na may pagkakataong ang malinis na tubig ay paubos at ang mga kinakailangang equipment o facilities para sa maintenance nito ay may kamahalan kaya umano may pagkakataon ding naaapektuhan ang kanilang pang-araw araw na operasyon.

Caraganons prepare for TD Marce

BUTUAN CITY, Nov. 24 (PIA)– The Caraganons are taking precautionary measures as Tropical Depression (TD) Marce is expected to make landfall over Surigao del Norte this afternoon or early evening today, as per report from PAGASA Butuan chief meteorological officer Lolita Vinalay during the Regional Disaster Risk Reduction and Management Council (RDRRMC) meeting tthis morning.

The local government units in the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, Dinagat Island have declared suspension of classes today.

Butuan City is experiencing heavy downpour of rains with gusty winds while roads in some parts of the city are already flooded. The public is advised to take precautionary measures to avoid untoward incidents.

The Civil Aviation Authority of the Philippines (CAAP) here also reported that no cancelled flight is so far advised at the Bancasi Airport, as of 8:00 a.m today.

Agusan del Norte Provincial Disaster Risk Reduction and Management (PDRRM) Officer Erma Suyo bared that classes in kindergarten are now suspended. However, all LDRRMCs are advised to suspend elementary and high school classes if their area of responsibility (AOR) is under threat of flooding and possible landslides. Venturing out in the sea is also strictly prohibited.

Agusan del Sur PDRRMO Roberto Natividad also underlined that local residents in the different LGUs of the province especially those residing near riverbanks and prone to flashflood areas were advised to take precautionary measures as the province continues to experience light to moderate rains due to TD Marce.

Provincial Social Welfare and Development Officer PSWDO Razel Montemor of Agusan del Sur added that the LGUs of the province were already warned about TD Marce and alerted the members of the Response Cluster. She also emphasized that they have prepositioned family relief packs for possible augmentation to LGUs.

Also, since last night, November 23, 2016, the Philippine Coast Guard (PCG) in Surigao del Nofte has already cancelled all trips going to Cebu, Liloan and Benit, Southern Leyte including trips going to Dinagat Islands and Siargao Island and vice versa due to TD Marce.

It was learned that around 250 passengers and 70 rolling cargoes going to Liloan in Southern Leyte, Siargao Island and Dinagat Islands are stranded today, Nov. 24, 2016 at the Macapagal Port Terminal and Lipata Ferry Terminal in Surigao City.

In Tandag City, Surigao del Sur, administrator Roxanne Pimentel urged the fishermen not to venture out into the sea for fishing due to TD Marce. Caraga disaster council convenes ahead of TD Marce landfall

BUTUAN CITY, Nov. 24 (PIA)– The Regional Disaster Risk Reduction and Management Council (RDRRMC) Caraga through its Pre Disaster Risk Assessment (PDRA) Core Team convened for a meeting on Thursday at the RDRRMC/OCD Emergency Operations Center here in preparation for the onslaught of Tropical Depression (TD) Marce.

Engr. Lolita Vinalay of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said that TD Marce is expected to make landfall over Surigao del Norte this afternoon or early evening.

“Caraga region is expected to experience heavy rains and gusty winds this afternoon until evening as TD Marce will make landfall over Surigao del Norte," Vinalay said. She also presented the hazard impacts analysis and rainfall forecast of TD Marce.

Also, the Department of the Interior and Local Government (DILG) presented the Operation LISTO (hotdog track) that shows the five provinces – Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands as among the areas to be affected by TD Marce.

Jeffrey Ramo of DILG also bared that they have already issued an office order for the reactivation of the Regional Disaster Monitoring and Reporting System effective Wednesday.

The Department of Health (DOH) has also raised its alert status to code white alert as part of its preparations for any eventualities that maybe caused by TD Marce. Medicines and jerry cans are now prepositioned. They are also doing 24/7 monitoring for possible evacuees.

For inquiries on road status/conditions, Department of Public Works and Highways (DPWH) also encouraged the public to report and ask inquiries through their hotline at (085) 815-4805.

As of 10:00 a.m. today, the water level in Agusan River is still normal with 1.08m.

The Caraga RDRRMC Emergency Operations Center (EOC) is now on Red Alert Status (24/7 monitoring) in anticipation of an imminent emergency situation. The status requires response agency staffing at the RDRRMOC and immediate interagency coordination. This is based on the approved and adopted RDRRMC Standard Operating Procedures.

Meanwhile, the province of Agusan del Norte issued Executive Order No. 26 signed by governor Ma. Angelica Rosedell M. Amante-Matba Local DRRMCs, Incident Command System, PDRRMC Operation Center, ADNERT, HERU, ERAT are now activated. The local DRRMCs in the municipalities of Las Nieves, Jabonga and Magallanes in the province of Agusan del Norte have already suspended their preschool, elementary and secondary classes.

DOT Caraga to launch ‘Orange Your Icon’ in Surigao City

BUTUAN CITY, Nov. 24 (PIA) - In support of the 2016 18-Day Campaign to End Violence Against Women, the Department of Tourism (DOT) Caraga is set to hold a launching ceremony of the ‘Orange Your Icon’, an 18-day campaign to end violence against women (VAW) advocacy on November 25, 2016.

“This is among Department of Tourism’s (DOT) sustained efforts to be one with the cause of giving women and children a brighter future with the support of the tourism industry,” said DOT officer-in-charge Mary Jean Camarin.

The activity aims to attract public’s curiosity about why the major landmarks are colored orange, provide opportunity for advocates to explain the anti-VAW advocacy, strengthen the anti-VAW advocacy by enjoining new audiences to join the cause, promote the vision of a VAW-free community.

A press conference is set on November 25, 2014, 1:00 p.m. in Surigao City, to be followed by the launching activity which will be held at the ‘Sapatos nan Luneta sa Surigao’ at 5:00 p.m.

The Philippine Commission on Women (PCW) launched the Orange Your Icon as one of the major activities during the 2015 18-Day Campaign to End Violence Against Women (VAW), in solidarity with the United Nations’ UNiTE to End VAW Campaign.

Tandag City classes suspended due to TD Marce

TANDAG CITY, Surigao del Sur, Nov. 24 (PIA) – The city government here thru City Administrator Roxanne Pimentel suspended classes from pre-school to elementary in both private and public schools on Thursday, Nov. 24 as a precaution against the expected onslaught of Tropical Depression Marce.

City DRRMO officer Marivic Bandoy also said they have urged the fishermen not to venture out into the sea for fishing, and advised the people who are living along the riverbanks, coastal areas and low lying areas to take precautionary measures for possible flooding and landslides.

Meanwhile, Provincial DRRM officer Abel de Guzman issued an advisory to the local DRRM officers to monitor for any untoward incidents. He also advised the local DRRM councils to hold a Pre Disaster Risk Assessment (PDRA), and activate their Incident Command System, if necessary.(NGBT/PIA-Surigao del Sur)


DTI awards 10 business establishments from Surigao City

SURIGAO CITY, Surigao del Norte, Nov. 24 (PIA) – Ten establishments in the city received plaque of recognition from the Department of Trade and Industry (DTI) during the grand opening of the Negosyo Konsyumer at iba pa (NKATB) held recently at Almont Inland Resort, Butuan City.

According to DTI Surigao del Norte provincial director Celestino L. Negapatan, the NKATB is a national initiative which was undertaken in the regional level to highlight the integrated services of DTI to the clienteles and also served as a venue for the said awarding.

He said that out of ten awardees, eight were 2006 BAGWIS awardees which include Eduhome Enterprises, Metro Surigao Shopping Center, Inc., United General Merchandise, J. Marketing Corporation, Tri-Mix Enterprises, RSY Multi Trade Shop, Mercury Drug Corporation, and Palma Superstore, while, the 2016 BAGWIS awardees are Absolute Essentials Traders, Inc, and UNICITY Gen. Merchandise.

DTI Undersecretary Zenaida Cuizon-Maglaya handed over the awards to the said establishments and assisted by DTI Caraga regional director Brielgo O. Pagaran.

Three farm business schools launched in AgSur

PROSPERIDAD, Agusan del Sur, Nov. 24 (PIA) - The Department of Agrarian Reform (DAR) Provincial Office here has launched three Farm Business Schools (FBS) in the province since 2015.

DAR-Agusan del Sur information officer Rachel Besonia explained that FBS is a DAR-initiated program that aims to teach farmer-ARBs new farming techniques and technology and most of all teach them to operate their farms as business enterprise.

"We go to their farms and conduct them lectures that include financial management, bookkeeping, accounting, business, market trends in the hope of increasing their income," Besonia explained.

FBS was pilot-tested in Nueva Ecija in 2013 and when it had a remarkable result as shown in the farmers' increased income, it was replicated in other provinces. FBS is done in a period of six months but the enrolee-beneficiaries meet with the facilitators once a week, she added.

DAR's partners in the FBS include the Department of Agriculture (DA), Agricultural Training Institute (ATI), DTI, and the concerned LGUs. Here in Agusan del Sur, FBS was first launched in the municipality of Esperanza in April 2015.

The FBS beneficiaries there were some 30 ARBs who are members of the Crossing Luna Beawan Esperanza Vegetables Production Multi Purpose Cooperative (CROBE VMPC). In August 2016, another FBS was launched in Novele, Rosario with 30 members of the Novele Vegetable Growers Association as beneficiaries. Last November 19, 2016 some 68 members of Rizal Multi Purpose Cooperative, based in the municipality of San Francisco, graduated from the FBS. (AgSur/PIA-Agusan del Sur)


Caraga LGUs, DA-13 recognized in PH corn congress

BUTUAN CITY, Nov. 24 (PIA) - Farmer’s determination plus right technology plus government support results to quality produce.

These what gives Caraga Region an edge over other regions vying for the recently concluded 4th National Quality Corn Achievers Awards 2016.

For the third time, the Province of Agusan del Norte set Caraga Region in the limelight as the province emerged as Hall of Fame awardee in the implementation of the corn program.

Governor Maria Angelica Rosedelle Amante-Matba with other provincial officials received the award as Agusan del Norte is the lone winner of the said category.

Aside from the award of the province, Agusan del Norte Provincial Agriculturist Alvin Aclan also received a Hall of Fame award for being an outstanding provincial agriculturist while provincial corn coordinator Oscar Tuyor as outstanding provincial corn coordinator hall of fame awardee.

Aside from hall of fame awardees from Caraga Region, the Municipality of Prosperidad in Agusan del Sur also emerged as the outstanding municipality while Marlita Cortez was awarded as an outstanding municipal agriculturist, Luzviminda Abellana as an outstanding municipal corn coordinator and Nilo Villamor as an outstanding agricultural extension worker.

The province of Agusan del Norte and municipality of Prosperidad, Agusan del Sur received a check amounting to P5M and P1M worth of projects respectively while individual winners received cash prizes.

Recognizing government’s support to the local government units, DA-Caraga Region has been recognized also as the best regional team.

The awarding ceremony was held in conjunction with the 12th Philippine National Corn Congress at the City of Koronadal, South Cotabato on November 16-18, 2016 with the theme: Sulong Maisan! Sapat na Pagkain ng Bayan.

The event was graced by DA Assistant Secretary Federico Laciste Jr., assistant secretary for operations and national coordinator for corn and rice program.

DSWD Caraga assures preparedness for TD Marce

BUTUAN CITY, Nov. 24 (PIA) - As the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) announced that Caraga region will be hit by Tropical Depression Marce, the Department of Social Welfare and Development (DSWD)-Caraga assured the public that the agency is ready for augmentation support to the local government units.

While TD Marce was still a Low Pressure Area (LPA) located east of Hinatuan, Surigao del Sur, the agency had already called the attention of its key persons of the Quick Response Teams (QRTs) to prepare for possible development of a tropical depression.

As part of its disaster preparedness activities, the agency already prepositioned 13,000 family food packs amounting to P4, 224,740. These goods are prepositioned to strategic areas or geographically hard to reach areas in the region.

Some 14,916 family food packs are also stockpiled at the regional warehouse in the city. As of this time, there is an on-going relief packing for additional stockpile of goods.

The field office has also available non-food items amounting to P1,219,133.33.

As of reporting time, QRT members of DSWD-Caraga are on standby mode for easy mobilization. The Social Welfare and Development (SWAD), and City/Municipal Action Teams (C/MATs) of the affected areas are closely coordinating with the Local Social Welfare and Local Disaster Risk Reduction and Management Officers for updates.

DSWD Caraga regional director Minda B. Brigoli said that the regional office is in constant communication with the SWAD and C/MAT members regarding the situation in their areas.

“DSWD is ready to perform its augmentation role to the local government units of the provinces, municipalities, and cities who are the first responders to their constituents,” she added.

‘Orange Your Icon’ reinforces advocacy to end VAWC

BUTUAN CITY, Nov. 25 (PIA) – The Department of Tourism in Caraga, through its campaign initiative to end violence against women and children (VAWC) dubbed ‘Orange Your Icon’, seeks to promote a VAW-free community in the tourism sector.

Accordingly, the advocacy initiative aims to raise awareness and consciousness in ending VAW through “oranging” famous and prominent tourism sites or attractions in the country. This creative advocacy effort also hopes to convey a message that the DOT together with its stakeholders in the industry encourages gender-responsiveness in Philippine tourism, which among others endeavors to promote safe and non-exploitative tourism activities.

Other organizations can participate by finding major landmarks or icons in specific area or community. The icon can be historical places, statues, monuments or buildings; talk to heads of agency, local government, corporate heads or building administrators to get support and ensure that they are willing to join the global activity for a cause; put orange decorations on chosen icon; use flags, streamers or banners or even paint the landmark into orange if possible, or use orange spotlights during the night.

Aside from employing creativity, an Orange Your Icon banner, which can be in printed in tarpaulin or sintra board, shall be displayed where the icon is located throughout the campaign period. Participating agencies or local government units may develop information, education and communication (IEC) materials related to the 18-Day Campaign to End VAW that can be given out or made visible to people visiting the area.

Orange Your Icon aims to strengthen the anti-VAW advocacy by enjoining new audiences to join the cause. The idea is to attract the public’s curiosity on why major landmarks or icons nationwide are colored orange, thereby providing opportunities for advocates to explain the Anti-VAW advocacy. This way, it can raise the awareness and consciousness of a wider audience in taking action on VAW as a public issue.

“By participating in this initiative, your organization is declaring your support to the anti-VAW advocacy and bringing the message of zero-tolerance for VAW to the public’s attention,” reiterated DOT officer-in-charge Mary Jean Camarin.

The advocacy campaign enjoins everyone to pursue the common vision of a VAW-free community and gives emphasis on everyone’s commitment and contributions in ending VAW. SurSur guv supports IP representation in SP

TANDAG CITY, Surigao del Sur, Nov. 25 (PIA)– Governor Vicente Pimentel Jr. has signed on Monday a resolution supporting the indigenous people's (IP's) mandatory representative at the Sangguniang Panlalawigan.

The governor said that the IP representation to the Sangguniang Panlalawigan should not be neglected because it was mandated under a memorandum-circular issued by then Interior and Local Government secretary Jesse Robredo that ordered mandatory representation of indigenous people’s organizations in legislative bodies.

It is expected the first IP representative will be chosen on the first quarter of 2017.

National Commission on Indigenous Peoples (NCIP) provincial chief Engr. Charlyn Binghoy said the selection of the IP representative that will bring the voice of the Lumads to the legislative body is already on going. (PIA-Surigao del Sur)


DSWD Caraga turns over P4.8M infra project in Surigao Norte town

SURIGAO CITY, Surigao del Norte, Nov. 25 (PIA)– As part of the government’s role in local poverty reduction, the Department of Social Welfare and Development (DSWD) through the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Field Office Caraga inaugurated and turned-over six completed community sub-projects amounting to P4,856,000 to its beneficiary barangays in the municipality of Sta. Monica this province last November 3, 2016.

DSWD Caraga General Administration and Support Services Division (GASSD) Chief Ramel Jamen and Municipal Mayor Fernando Dolar along with Vice Mayor Arwela Dolar and Sangguniang Bayan (SB) members graced the inauguration and turn-over ceremony of the community sub-projects.

The said event was also witnessed by Barangay Captains, Civil Society Organizations (CSOs), and Kalahi-CIDSS community volunteers, and non-volunteers. Also, present were the Sub-Regional Program Management Office (SRPMO) staffs of Kalahi-CIDSS Caraga along with the Area Coordinating Team (ACT) of Sta. Monica.

The Kalahi-CIDSS sub-projects include the following: 220 Linear-Meter Concrete Pathway in Barangay Abad Santos amounting to P738,000, 20 Units Solar-Powered Street Lights in Barangay Bailan amounting to P678,000,  220 Linear-Meter Concrete Pathway in Barangay Libertad amounting to P760,000, 25 Units Solar-Powered Street Lights in Barangay Mabini amounting to P842,000, 55 Linear-Meter Drainage Canal in Barangay Magsaysay amounting to P993,000 and 197 Linear-Meter Concrete Pavement in Barangay Rizal amounting to P845,000.

The municipality of Sta. Monica allotted an amount of P460,829 cash and in kind donation as counterpart for the realization and completion of the mentioned projects.

Elizabeth E. Alaba, a Procurement Team (PT) volunteer of Brgy. Garcia felt proud and happy to be able to witness the event.

“Malipayun ako nga mamahimung saksi sa maong aktibidad og isa sa instrumento sa kalambuan sa amung komunidad (I am happy to be one of the witnesses of this event and be an instrument for the development of my community),” said Alaba.

Barangay Sub-Project Committee Chairperson of Bailan, Deofelyn E. Escobal expressed her gratitude for the 20 Units Solar-Powered Street Lights now installed in their community.

“Dako ang akung pasalamat sa Kalahi-CIDSS kay natagaan na gajud ug kahayag ang amung mga mangitngit nga kagabhion, tungod niini naminusan gajud ang insidente sa droga sa amung barangay. Ako malipayun usab nga nakatabang sa paghimugso sa maong proyekto kaubanan sa akong mga co-volunteers (I am grateful for Kalahi-CIDSS because we finally have light during the night which in turn will lessen drug-related activities in our barangay. I am also happy to be part of the project’s successful implementation along with my co-volunteers),” Escobal shared.

OWWA holds entrep training to 56 OFWs, dependents

BUTUAN CITY, Nov. 25 (PIA) - In line with the objective of helping OFWs and their families in establishing viable business enterprises that will provide them with steady income stream and create employment opportunities, the Overseas Workers Welfare Administration (OWWA) Caraga in partnership with Land Bank of the Philippines (LBP) and Department of Trade and Industry (DTI) has recently conducted the Enhanced Entrepreneurial Development Training (EEDT) to 56 OFWs and their dependents at the OWWA training hall for a day and half.

The participants of this training were the pre-screened eligible OFWs for the loan program offered for business ventures.

As part of the implementation scheme under the Enterprise Development and Loan Program (EDLP), the training aimed to capacitate the OFWs in their respective business ventures. Jean Mary Ronquillo, Overseas Workers Welfare Officer, gave an introduction and overview of the general objective of EDLP in which the loan program is part of. Gemma Clarin, Senior Trade and Industry Specialist of DTI, presented the Program Orientation and the Business Appreciation (POBA).

Clarin gave a brief lecture about the advantage and disadvantages of business venturing and helped the participants identify their respective personal entrepreneurial skills. She even emphasized the significance of this phase while deciding on any business venture. “You should decide as to what specific business you want to venture in line of course with the skills that you have or even to those who already have their existing businesses, you also need to decide and plan prior to your business expansion. You might as well assess or re-assess your entrepreneurial skills for it will be one of your aces to success,” said Clarin.

During the Program Orientation, Shermar Tayag and Rene Cezar Mejias of LBP facilitated the forum about the general scheme of the loan process. Questions were answered one at a time by the two LBP representatives.

Overwhelmed by all the inputs, participants then settled and expressed their gratitude for the given opportunity to ask and be answered.

Moreover, Clarin assisted the participants in crafting their business proposals after the forum. In general, the training was deemed as a relief to the participants. Caraganons observe 18-Day Campaign to end VAW

BUTUAN CITY, Nov. 28 (PIA) – Caraganons from the different sectors will be holding activities in line with this year’s observance of the 18-Day Campaign to End Violence Against Women (VAW) from November 25 to December 12, 2016.

The Department of Tourism (DOT) Caraga will be launching its campaign initiative to end VAWC dubbed ‘Orange Your Icon’ within the duration of the campaign. It seeks to promote a VAW-free community in the tourism sector.

Accordingly, the advocacy initiative aims to raise awareness and consciousness in ending VAW through “oranging” famous and prominent tourism sites or attractions in the country. This creative advocacy effort also hopes to convey a message that the DOT together with its stakeholders in the industry encourages gender-responsiveness in Philippine tourism, which among others endeavors to promote safe and non-exploitative tourism activities.

Also, on December 12, 2016, different sectors will convene for the culminating activity of said campaign and will start with a thanksgiving mass at St. Joseph Cathedral, this city, followed with the conduct of motorcade within the city thoroughfares, and program proper at Robinson's Place Atrium. Mindanao Week of Peace kicks-off in Butuan City

BUTUAN CITY, Nov. 28 (PIA) – As the Mindanao Week of Peace (MWOP) celebration opens this year, the Caraga Conference for Peace and Development (CCPD) through convenor Most Rev. Juan de Dios Pueblos spearheaded the 'Healing Prayer for Peace' at the Guingona Park on Saturday, this city.

Individuals from religious groups, representatives from the government and private sectors, and media personalities joined in the gathering to reaffirm a hope of achieving a common aspiration to live in unity, harmony and peace with one another regardless of religious belief, culture and status in life.

This year's weeklong MWOP celebration is anchored on the theme, "Protect and Respect Life” which will run from November 26 to December 2, 2016. Stakeholders took their part in the candle lighting activity to profess conviction in achieving peace and unity not only in the continents of Mindanao but of the entire nation.

In giving the statement of purpose of the activity, Pastor Nolan Lloren emphasized that people have to acknowledge the holy spirit and plead to the Almighty Father for healing of the nation, and ask for the mercy and grace to find in each person's heart the real essence of peace in order to bring forth to others the same message.

Lloren also cited instances wherein Butuan City was spared from different calamities and he attributed it mainly to the strong faith and devotion of the townfolk in bringing harmony.

Meanwhile, in behalf of Butuan City mayor Ronnie Vicente Lagnada, vice mayor Jose Aquino relayed that the MWOP celebration is envisioned to turn chaos and conflicts into peace and harmony – an instrument for genuine transformation.

Lagnada further urges everyone to do their share in attaining lasting peace despite cultural diversity as Mindanaoans deserve to have a tranquil and orderly land, a peace-loving people with common aspirations.

In recognizing God as the supreme being, the source of life and peace, an interfaith prayer was also offered. It aims to empower people to live in law of love to sustain peace and prosperity.

Also, a bike for peace dubbed ‘Sikadayahan’ started its lapse with a route from Guingona Park, Bancasi Rotonda back to Guingona Park. It was a one-of-a-kind event participated in by energetic and skilled local motorcyclists advocating for peace.

The Movie for Peace Contest, a project initiated by the Caraga Regional Peace and Order Council (RPOC) was also officially launched during the opening ceremony of the MWOP. According to Merle Dawn Comidoy of the GIZ-Coseram, out of the nine entries, six were chosen to compete for the final round of judging. Entries will be uploaded at the ‘PIA CARAGA’ youtube acccount for viewing wherein most viewed movie will also be awarded on December 1, 2016.

25 individuals undergo substance use disorder training

PROSPERIDAD, Agusan del Sur, Nov. 28 (PIA) - Twenty five persons from the Provincial Social Welfare and Development Office (PSWDO), Moral Recovery and Value Formation Section (MRVFS), Substance Use Recovery and Enlightenment (SURE) program and graduates of the Out-patient Drop-in Center (ODIC) from the municipalities of Bunawan and Talacogon of this province started to undergo trainings on substance use disorder courses since November 6, 2016 in order to augment the workforce of SURE program of the provincial and local governments in rehabilitating, treatment, recovery and enlightenment of those who are victims of illegal drugs.

In a report laid down by SURE training facilitator Patricia Plaza, the Provincial Government of Agusan del Sur (PGAS) had entered into cooperation with the Living Free Foundation, an education provider of Colombo Plan International Center for Credentialing and Education (ICCE) in order for them to educate the identified service providers of the SURE program to make sure they will be efficient and effective in extending services to the victims of illegal drugs so that in return, they will be advocates against addiction themselves someday.

“We expect that from these trainings, we will be able to produce recovery coaches who are equipped with the knowledge and skills to advocate against addiction and who are 'homegrown' addiction counselors for the province,” Patricia Plaza said.

On November 7–9, the Universal Treatment Curriculum 1 – Physiology and Pharmacology of Addiction started with discussion on Foundational Course, the overview of the Physiology of addiction as a brain disease and the pharmacology of psychoactive substances and the identifying the classification of different substances.

On November 10-15, the discussions focused on Universal Treatment Curriculum 2 with component on the overview on recovery and recovery management, and learning the principles of recovery and defining the recovery-oriented system. The Curriculum 4 – Basic Counseling Skills for Addiction Professionals was also taken up with discussing on skills based course, overview of the helping relationship, intentionality or focus, in counseling; core counseling skills; basic motivational interviewing and psycho-educational group skills on November 16-19.

Meanwhile, on November 28 to December 1, topics will be focused on Curriculum 1 – Developing Community-Based Support System will be taken up, with discussion on learning the knowledge and skills on peer-led and community-based interventions to those serving in the community as recovery coaches.

On December 6-9, the Universal Treatment Curricula 8 – Ethics will take place discussing on Foundation Course and Professional conduct and ethical behavior, confidentiality, ethical principles and professional codes of ethics, ethical decision-making and supervision and ethical practice.

Finally, on December 13-16, Basics of Recovery Coach will be taken up for participants who wish to become recovery coaches and to learn the basics of treatment interventions.

Four professionals and experts in the field of addictions are the resource trainers in this activity. They are Malyn Cristobal, Master Global Trainer, family therapist, 21 years in the field of addictions; Aimee Manda, Psychologist, ICAP in the field of addictions professional for 12 years and Mark Larry Chua, ICAP II, SURE Director, Master Global Trainer, 14 years in the field of addictions professional and Living Free Foundation Inc.

It can be recalled that PGAS, thru its chief executive Gov. Adolph Edward Plaza has been religiously supporting the all out war against the use and trade of illegal drugs nationwide.

PGAS is the first and only province that established the Outpatient Drop-in Center while formulating the Substance Use Recovery and Enhancement (SURE) program whose aim is to help drug abuse victims recover and become productive citizen and enter into partnership with 401st Infantry Brigade for the establishment of rehabilitation center inside the 401st Infantry Brigade compound while envisioning that this training will become major component for sustainability of the SURE program. First of the 251 schools for lumads to be built in Mindanao inaugurated in AgSur town

AGUSAN DEL SUR, Nov. 29 – Underscoring the government’s commitment to promote inclusive development, the Department of Social Welfare and Development (DSWD) Caraga through the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Classroom Construction for Lumads (CCL) program in partnership with Department of Education (DepEd), National Commission on Indigenous Peoples (NCIP), and Department of the Interior and Local Government (DILG), successfully conducted the recently held turn-over and inauguration ceremony of the one unit-two classroom school building for lumads sub-project at Sitio Durian, Barangay Lucac, San Francisco, this province.

DSWD Caraga General Administration and Support Services Division (GASSD) Chief Ramel Jamen and DepEd’s Indigenous People’s Education Office (IPsEO) Coordinator Rozzano Rufino along with NCIP representatives and Tribal Councils led the ceremonial ribbon-cutting and unveiling of the sub-project marker. The said sub-project amounting to Php1, 680, 333 is the first of the 251 schools for lumads awarded in the different regions of Mindanao, which was completed and turned over.

The tribal school building was officially received by the local government and education officials, community volunteers, as well as parents and beneficiary students of the project. The Regional and Sub-Regional Program Management Office (R/SRPMO) staff of Kalahi-CIDSS Caraga along with the Area Coordinating Team (ACT) of San Francisco for CCL witnessed the ceremonial rites.

Before the school was built, students of the area had to walk 1.5 kilometers of rugged path just to reach the nearest barangay school.

One of the community volunteers in Lucac, Mercedita España is full of gratitude and appreciation as she shared her experience during the implementation of the sub-project.

“Nagpasalamat ako sa tanan nagpaluyo sa malampusong pag implementar sa proyekto. Nalipay kami kay ang among estudyante, among mga anak, dili na magbagtas ug ingani ka lisud para lang mu eskwela. Ug kini among nakuha pinaagi sa tabang sa gobyerno sa amo mga IP (I thank everyone who is behind the successful implementation of the project. I am happy because our students, our children, will no longer have to hike along a difficult terrain just to go to school.  And we attained this through the government’s help for us IPs),” España  said.

Datu Danny Bando, a community volunteer and purok leader of Sitio Durian, came out of the hospital just so he could not miss the inauguration ceremony of their sub-project.

“Akong gidasig akong kaugalingun para makatambong aning importanteng okasyon sa atong komunidad. Kay kini katumanan na sa dugay natong mga damgo (I encouraged myself just so I could attend this important event in our community. Because this is the fulfilment of our long-time dreams), “Bando shared.

DepEd’s IPsEO Coordinator Rozzano Rufino emphasized that the main objective of the project is to provide accessible and culture-based education for the IPs.

“Bahagi  po ito ng pagpupursige ng programa hindi lang upang masiguro na walang bata ang maiiwan kundi na yung pag-aaral mismo na nakaugat sa kultura ay kailangan nating ipagdiwang at palakasin (This is part of the efforts of the program not only to ensure that no child will be left behind but also to celebrate and strengthen the education rooted in culture), “ Rufino said.

Culture-Based Education. The school building implemented in Sitio Durian was designed conforming to the cultural preference of the tribe and built through the collaborative efforts of the community.

DSWD Caraga GASSD Chief Ramel Jamen commended everyone who has been a part of the project’s completion and encouraged continued cooperation from the community to ensure sustainability of the project.

Butuan students participate in DSWD’s campaign against lowering of MACR

BUTUAN CITY, Nov. 29 (PIA) - Some students from the Agusan National High School (ANHS) marked their names and signature on the tarpaulin printed with “No to lowering MACR” to signify their opposition of the proposed lowering of the minimum age of criminal responsibility (MACR) from 15 years old to nine years old.

This was held during the signature campaign of the Department of Social Welfare and Development (DSWD)-Caraga against the lowering of MACR. The campaign was launched during the kick-off program of the 5th Juvenile Justice and Welfare Consciousness Week held at Robinsons Place Butuan on November 21, 2016.

Recently, DSWD Secretary Judy M. Taguiwalo issued a strong opposition against the intent of House Bill No. 935 (An Act Amending Certain Provision of Republic Act. No. 9344, otherwise known as the “Juvenile Justice and Welfare Act of 2006 and for Other Purposes”) and House Bill No. 3973 (An Act Lowering the Minimum Age of Criminal Responsibility Amending for the Purpose Republic Act 9344). DILG AgNor set to hold Federal Form of Government orientation, MASA MASID launching

BUTUAN CITY, Dec. 1 (PIA) – The Department of the Interior and Local Government (DILG) Agusan del Norte provincial office will hold here an orientation on the Federal Form of Government on December 5, 2016.

According to Ellen Vee P. Chua, officer-in-charge provincial director of DILG Agusan del Norte, the DILG assistant program manager on Federalism Mr. Gerald Tan will be the guest of honor and speaker on the said event.

Also, Chua said that during the orientation of the Federal Form of Government, the provincial office of the DILG will be launching the Mamamayang Ayaw sa Anomalya Mamamayang Ayaw sa Iligal na Droga (MASA MASID) Program.

The MASA MASID program is a community-based initiative to engage volunteers in the fight against criminality, corruption and illegal drugs.

Business establishments in Surigao City receive BAGWIS award

SURIGAO CITY, Surigao del Norte, Dec. 1 (PIA) –Metro Surigao Shopping Center, Inc. and Palma Superstore, both based in this city received a bronze and silver BAGWIS awards, respectively during the 10th Year Anniversary of the BAGWIS Program gala night held recently at the Manila Hotel, Metro Manila.

According to Department of Trade and Industry (DTI) provincial director Celestino Negapatan, the two establishments are consistent bronze and silver BAGWIS awardees since 2006.

“Metro Surigao Shopping Center and Palma Superstore were given the awards as the first establishments which responded to the call of DTI to be partners in carrying out good business practices by complying all the criteria set forth by the DTI for the program and have maintained its award for the past 10 years,” Negapatan said.

He said that the DTI-Consumer Protection and Advocacy Bureau (CPAB) has identified eight establishment awardees from the province for the said activity.

Transnational crime intel group targets to expand network in Butuan City

BUTUAN CITY, Dec. 2 (PIA) – In line with the mission of the Transnational Anti-Organized

 Crime Intelligence Group (TAOC-IG) to establish intelligence networks in accordance with the constitution of the Republic of the Philippines, a press conference is set on December 3, 2016 at 3:00 p.m. in this city.

The TAOC-IG is a non-government organization organized by a group of retired yet active servicemen and professionals mandated by United Nations Department of Economic and Social Affairs (UNDESA) and United Nations Civil Society Organization (UNCSO) under the program of United Nations Office on Drugs and Crime (UNODC).

According to Brigadier General Julia Felisa Martinez of UNODC TAOC-IG Caraga, since its establishment in 1997, it has doubled its effort to expand and intensify membership of the organization across the country to promote world peace and order, eradicate graft and corruption and criminality.

Fire razes house, pharmacy in Tandag

TANDAG CITY, Surigao del Sur, Dec. 2 (PIA) – A fire razed a residential house and a pharmacy near the main entrance of the Adela Serra Ty Memorial Medical Center, this city on Monday afternoon.

No one was reported hurt.

Based on the police report, the fire started around 2:48 p.m. at the multicab parked at the garage of Virgelio Talisic’s residence in Purok Upper Pulang Lupa, Telaje, this city. The fire spread throughout the residence and the adjacent JK Cares pharmacy.

Property damage from the fire was estimated at P700,000.

PENRO SurSur mobilizes 86 forest rangers for LAWIN system

TANDAG CITY, Surigao del Sur, Dec. 2 (PIA) - Some 86 forest rangers of the Provincial Environment and Natural Resources Office (PENRO) Surigao del Sur were trained and mobilized for the implementation of Landscape and Wildlife Indicator (LAWIN) Forest and Biodiversity Protection System in the province.

In a press statement released, PENRO Information Officer Johnny Natad said that LAWIN system is a forest and biodiversity protection system that integrates forest, biodiversity and threats monitoring, implementation of interventions to address threats and monitoring of the response of the forest ecosystem to these management interventions.

Natad said the system uses five key innovations in forest protection, enumerated as follows: First is a science-based purpose-driven process for identifying conservation areas and hotspots and formulating measurable conservation objectives.

Secondly, LAWIN replaces manual recording and encoding of patrol data with a mobile application. Forest patrollers can use tablets or smart phones and directly record geo-referenced observations on habitat, wildlife, trees, threats and illegal activities. Cyber Tracker free open-source software, is used to create the interface for the mobile application. After a patrol is completed, observations are uploaded to a computer using the Spatial Monitoring and Reporting Tool (SMART) software for data analysis and mapping.

Natad further explained that this fast processing of data leads to LAWIN’s third key innovation: enhanced coordination between biodiversity and threats monitoring with environmental law enforcement.

The fourth innovation, LAWIN enables decision-makers to monitor patrol efforts such as manpower exerted, distance covered, and number of hours spent patrolling.

While the fifth innovation, LAWIN allows for the visualization of the spatial distribution of observation records and patrol efforts and trends that show the effectiveness of the interventions implemented to address the observed threats.

Along this way, well informed, community leaders, resource managers, and environmental law enforcers can evaluate and continuously improve their forest conservation strategies.

Meanwhile, Natad added that each trained forest patrollers or forest rangers are well equipped with knowledge and skills and provided some gadgets used in the conduct of LAWIN activities especially the android phone with CyberTracker application, cap, and watch.

LAWIN is officially implemented at the identified program sites and other forest degradation hotspots in the Philippines by DENR through the Forest Management Bureau (FMB) and Biodiversity Management Bureau (BMB) in support and partnership with the United State Agency for International Development (USAID) Biodiversity and Watershed Improved for Stronger Economy and Ecosystem Resilience (B+WISER) program, according to Natad. DOST, Winrock hold TOT on food safety awareness

BUTUAN CITY, Dec. 8 (PIA) - The Department of Science and Technology (DOST) Caraga, together with the Winrock International - Philippine Cold Chain Project (PCCP) conducted on Thursday the Food Safety Awareness Training of Trainers held at Almont Hotel's Inland Resort, this city.

In her message, DOST Caraga regional director Dominga Mallonga emphasized that food safety is not only the responsibility of one agency, but a shared responsibility of all sectors. She added that through this training, participants are equipped with right knowledge on food safety and will be able to train others in their respective community.

Mallonga also recognized the Winrock International – PCCP thru chief of party Dan Gudahl for its sincere concern for the Caraganons in terms of food safety and for establishing programs that directly address the needs of the vulnerable sectors in the region.

“We are very lucky that the Winrock is here working with us for this campaign that will address food safety concerns not only here in Butuan City and Agusan del Norte, but for the whole provinces of Caraga region. Let us all do our share for us to achieve our goal for a healthier Caraganons,” underlined Mallonga.

Gudahl enumerated examples/situations where people missed to observe food safety that may cause various diseases. He also stressed that Winrock wanted to improve food safety practices in Caraga region, and conducting the Food Safety Awareness Training of Trainers is just one of their initiatives with DOST.

“The Food Safe Caraga Campaign is aimed to contribute to the PCCP’s overarching goals by implementing an information campaign on food safety, and a training program on meat handling for meat shop operators and workers, meat vendors and the general public,” reiterated Gudahl.

Gudahl further challenged all the participants to take said training seriously and share their learnings to other people.

Republic Act (RA) No. 10611, also known as the Food Safety Act of 2013 is an act to strengthen the food safety regulatory system in the country to protect consumer health and facilitate market access of local foods and food products. Apart from consumer health protection, implementation of RA 10611 also pushes for better food regulatory system to ensure a high level of food safety, and linked to this, the promotion of fair trade practice and sound regulatory foundation for domestic and international trade.(JPG/PIA-Caraga)


DOST, Winrock, PIA maximize platforms in communicating Caraga Food Safe Campaign

BUTUAN CITY, Dec. 8 (PIA) – With the intent to intensify the Caraga Food Safe Campaign in the region, the Department of Science and Technology (DOST), Winrock International – Philippine Cold Chain Project (PCCP) and the Philippine Information Agency (PIA) have joined efforts and were able to maximize the use of its existing platforms to effectively communicate food safety to all Caraganons.

The DOST, Winrock and PIA Caraga had recently signed a Memorandum of Understanding (MOU) for Caraga Food Safe Campaign.

DOST Caraga regional director Dominga Mallonga reiterated that the said campaign is aimed to advocate food safety among processing and food service enterprises, and among consumers; and to develop or improve the food safety practices and behavior of food handlers and consumers.

Mallonga bared that relevant information on food safety will be coming from their office, in collaboration with the Caraga Food Safety Team, and other concerned agencies. She emphasized that PIA is the lead agency in the dissemination and promotion of information to the general public through its known platforms.

“We believe that PIA is best in communicating this campaign to the different provinces through its Information Center Managers. PIA also works well and harmoniously with the media in the region and we want this strengthened. We are optimistic that PIA and media can effectively help us bring our campaign on food safety to its listeners, viewers that will also effect change in the people’s daily routine of preparing food,” Mallonga underlined.

PIA Caraga regional director Abner Caga will lead the crafting of the one-year communication plan indicating significant activities to be conducted in line with the implementation of the Caraga Food Safe Campaign.

“We have been innovating and discovering other means on how we can reach more people in the grassroots. Also, we have been maximizing our existing platforms in communicating the Caraga Food Safe Campaign since the day it was launched in the region – from our textblast, press and photo releases, national and regional websites, Caraga in Focus electronic news magazine, and our online streaming Advance Forward Emergency Broadcasting System (AFEBS) Network, and constant collaboration with our media partners,” elaborated Caga.

DSWD Caraga chief to report 2016 accomplishments

BUTUAN CITY, Dec. 8 (PIA)– The Department of Social Welfare and Development (DSWD) Caraga thru regional director Minda Brigoli will be reporting to the public its accomplishments in the implementation of the programs and services for the poor, vulnerable, and disadvantaged sectors dubbed “Ulat ng DSWD sa Taong 2016” on December 14, 2016 at the city’s Guingona Park.

According to Dir. Brigoli, as DSWD adheres to the principles of transparency and recognizes the great contribution of its partners, the department also sees the opportunity of reporting to the stakeholders about the gains of its program/service delivery.

DENR identifies CarCanMadCarlan as self-sustaining ‘model area’

TANDAG CITY, Surigao del Sur, Dec. 8 (PIA) - The Department of Environment and Natural Resources (DENR) has identified the CarCanMadCarlan as one of the 29 priority areas in the country that to be transformed into an income generation sites and make those identified areas self-sustaining in a well-protected environment through the agency’s Area Management Program.

The word “CarCanMadCarLan” stands for Carrascal, Cantilan, Madrid, Carmen, and Lanuza, all were interconnected towns in northern part of this province.

According to DENR-PENRO Surigao del Sur information officer Johnny Natad, this cluster area plays a significant role in the lives of Surigaonons since marine resources along the marine and aquatic ecosystem are the primary source of food and income of the local people.

“These municipalities were connected across five watersheds proclaimed on March 23, 2009 as watershed forest reserve which are the Alamio, Buyaan, Carac-an, Panikian, and Sipangpang that drain to the Lanuza Bay,” Natad said.

Natad further said, these areas are also part of the proposed expansion of the Mt. Hilong-hilong Range Protected Landscape wherein the presence of mangkono (Xanthostemonverdugonianus) and insect bat (Hipposideroscoronatus) found endemic in the area.

Meanwhile, PENRO Surigao del Sur Planning Officer Glendel Adlawon said the project is the result of the series of multi-stakeholders consultation-workshop in CanCarMadCarlan last November, adding that it will be implemented in partnership with other government agencies who have the expertise and needed support.

The project is expected to facilitate promotion of both environmental and economic condition of CanCarMadCarlan, it was learned.

The DENR has directed the environmental offices to promote the agency’s developmental program in pursuing convergence among national government agencies and other relevant stakeholders through the Sustainable Development Framework to address poverty and to deliver social justice to marginalized communities throughout the country dubbed as “model communities.” (PENRO-SDS/PIA-Surigao del Sur)

SAN FRANCISCO, Agusan del Sur, Dis. 8 (PIA) - Kasabay sa ginanap na harvest festival nitong bayan, mahigit sa 80 na farmers na naka-focus sa vegetable production ang pumasa at nagtapos sa farmers’ field training na pinangunahan ng Winrock International – Philippine Cold Chain Project at East West Seeds Incorporated.

Ayon kay forticulture specialist Lowel Sareno ng Winrock, layon ng nasabing farmers’ training ang dagdagan ang kaalaman at hasain ang mga vegetable producers na maging mas produktibo pa gamit ang makabagong teknolohiya at maturuan sila kung papaano i-market sa mga investors ang kanilang produkto.

Ibinahagi rin ni vice mayor Solomon Rufila na buo ang kanilang suporta sa mga farmer associations sa ibat-ibang barangay sa kanilang bayan at tutugunan nito ang kanilang mga pangangailangang teknikal at pinansyal. Nagpapasalamat din ang lokal na pamahalaan ng San Francisco sa Winrock sa kanilang assistance at patuloy na pagtulong sa mga farmers lalung-lalo na ang mga vegetable producers na sila’y makapag-expand at mapalago ang kanilang pangkabuhayan.

Ipinahayag naman ni Elena Espina, isa sa mga vegetable producers sa barangay Alegria, ng nasabing bayan na nakabanipesyo rin sa programa ng Winrock at East West Seeds ang kanyang kaligayan na sila’y nabigyan ng pagkakataong matoto ng makabagong teknolohiya sa pagpapalago ng produksyon ng mga gulay at makakita ng mga investors hindi lamang sa bansa pati na sa mga dayuhang investors. Hinikayat rin niya ang lahat na tangkilikin ang mga lokal na produkto na makakatulong sa paglago rin ng bansa.

“Ang laking bagay para sa aming mga vegetable producers ang naibigay’ng tulong teknikal at pinansyal ng Winrock International at East West Seeds sa aming pangkabuhayan. Mas porsigido kaming pagbutihin pa ang aming mga pananim upang mas mapalago pa naming ito at makapag-expand sa aming negosyo,” dagdag ni Espina.

Media, CSOs to convene with DTI Caraga officials

BUTUAN CITY, Dec. 9 (PIA) – The Department of Trade and Industry (DTI) Caraga officials led by regional director Brielgo Pagaran will be convening partners from the media and civil society organizations (CSOs) for a briefing on December 15, 2016 at Almont Hotel’s Inland Resort, this city.

Dir. Pagaran bared that they will be presenting their department’s accomplishments for 2016 and some recent updates on the key programs and services. “An open forum will follow right after the presentation of reports,” he said.

BSP-Agusan council readies for ‘2016 Scouts Jamboree’

BUTUAN CITY, Dec. 9 (PIA) – In celebration of this year’s 80th Charter Anniversary of the Boy Scouts of the Philippines (BSP), the Agusan Council gears up for the hosting of the 2016 Scouts Jamboree to be held at the BSP Jamboree Site, Alubihid, Buenavista, Agusan del Norte on December 14-19, 2016.

According to council scout executive Reynaldo Cocon, Jr., the grand opening ceremonies will commence through a splendid parade of the delegates, accompanied by the Buenavista drum and bugle corps. “The recognition of contingents and delegation officials and a simultaneous raising of the contingent flags by the BSP district commissioners and institutional heads will then take place also,” said Cocon.

Butuan City Mayor Ronnie Vicente Lagnada is expected to give his message as the keynote speaker and being an Eagle Scout recipient.

The organizer gets their ducks in a row wherein several activities are already lined up to make the event more meaningful and memorable. Among of these are ‘Kagitingan’ fun run, trail biking, Agusan river journey, sumba/taeboo, youth forum, aquatic/coastal clean-up, scouts build (Rovers immersion), adventure trail, scout mountaineering, backpacking, emergency preparedness, campfires, ‘daygon’ contest, scout pasiklaban, showcasing of talents, fancy drill showdown, palarong pinoy, jambo fiesta, skill o-rama, cultural street dancing, peace rally/candle lighting, and a holy mass.

The 80th milestone which is anchored on the theme, “Celebrating 80 Years of Growth and Stability”, seeks to equip young people and volunteer leaders with the skills, knowledge, motivation, and opportunities to face global challenges as they endeavor for sustainable development.

Young Surigaonons make waves in the Youth Development Convergence in Caraga

SURIGAO CITY, Surigao del Norte, Dec. 9 (PIA) - The first ever Youth Development Convergence event in Caraga region dubbed “Para sa karadjawan: Jari na kami! (For development: We are here!) kicked-off on December 3, 2016 held at the Provincial Sports Complex, this city.

The successful whole day event which aimed to signify the willingness of the youth to be part of the development of Surigao was spearheaded by the Provincial Economic Enterprise Development and Management Office (PEEDMO) headed by Graciela Mante, a Spring 2016 Young Southeast Asian Leaders Initiative (YSEALI) professional fellow whose placement was in Cook County Bureau of Economic Development in Chicago, Illinois and a mentor for Economic Development for the YSEALI  Alumni Mentoring Program through Leadership and Influence to the Filipino Youth (AMPLIFY).

Mante said the event aspired to empower the youth in the pillars of education, environment, economic empowerment, civic governance, sports, wellness, tourism, arts, history and culture. She added that the youth-led event featured 18 different activities consisting of lectures and workshops, jobs fair, fire drill, live band concert, variety show, business mentoring, bloodletting, free massage and haircut services and sports and wellness clinics on yoga, frisbee, crossfit, zumba and weightlifting.

She said there were also missions and volunteer recruitment booths, food and merchandise booths and information booths from the academic community. Lectures consist of talks on basic photography, Surigaonon language, business experiences from young entrepreneurs, financial literacy and international scholarship opportunities. As a culmination of the event, live bands concert and variety show were done featuring local youth talents. It was participated by eight bands and 15 performing groups comprising of students and out-of-school youth.

“The Jari na Kami event also celebrated the 3rd anniversary of YSEALI YOUnified and joined the ASEAN community in simultaneous conduct of youth events all over the region. Launched in 2013 by President Barrack Obama, YSEALI nurtures youth development in Southeast Asia through various leadership programs, grants and exchanges.  The YSEALI YOUnified Surigao activity is considered as one of the grandest celebrations which gathered around 1,500 participants, 100 youth volunteers, 150 performers and 40 agencies,” Mante underlined.

Mante explained that Jari na Kami aspired to revitalize youth volunteerism and ignite the zeal of the youth in carrying out their mission in the development of their communities and is made possible thru the Provincial Government of Surigao del Norte, in partnership with the YSEALI Program of the US Embassy and Events Factory, and in convergence with the academe, national line agencies, civic society organizations, the business sector and other private companies and individuals.

POPCOM Caraga launches 'KATROPA on Hardcourt'

BUTUAN CITY, Dec. 9 (PIA) – Kalalakihang Tumutugon sa Responsibilidad at Obligasyon sa Pamilya or KATROPA on Hardcourt was launched recently by the Commission on Population-Caraga in six different venues in Agusan del Norte and this city.

KATROPA on Hardcourt is an advocacy for men in another platform through an open commercial basketball tournament for known players and commercial teams in the region. It is also a contribution to emerging initiatives to mobilize men as partners in women empowerment and gender equality.

Director Alexander A. Makinano underlined the significance of this new advocacy for it increased male involvement advocating and championing maternal, neonatal and child health and nutrition and responsible parenting. The official added that before the tournament started, KATROPA sessions on the involvement of men on responsible parenting and family planning were conducted.

DAR AgNor, stakeholders empower abaca producers

BUTUAN CITY, Dec. 9 (PIA) - The Department of Agrarian Reform (DAR) in Agusan del Norte conducted a Provincial Multi-Stakeholder Consultation and Complementation Workshop in pursuing the implementation of Project Converge on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) held on December 6-7, 2016 in this city.

Participants were from government partner agencies, who relayed their expert views of their programs and services. 

Farmer groups from TUJAKITSAN (Tubay, Jabonga, Kitcharao and Santiago) cluster shared their experiences and practical solutions to extend several approaches to make their proposed project be viable.

The Provincial Project Management Office Team headed by Provincial Agrarian Reform Program Officer (PARPO) Andre B. Atega  facilitated in capturing factual information from the farmer groups whose proposed project, the Abaca Value Chain, is still in project validation stage.

The project covers TUJAKITSAN cluster comprising 23 groups of farmers. Beyond TUJAKITSAN cluster, but part of the abaca network, are the municipalities of RTR and Cabadbaran whose farmer groups also participated in the Abaca Value Chain Project.

Planning Officer Annelyn Chan said that the Provincial Management Implementing Team is set to begin the implementation of the program aiming to uplift the lives of the farmers of TUJAKITSAN cluster.

“Project ConVERGE offers change and hope to farmer-beneficiaries who are involved in abaca production in the province. It is a hope for higher income and change in mindset and attitude from production to value addition. The project is focused on poverty alleviation,” Chan said.

Local leaders vow to support RPRH law

BUTUAN CITY, Dec. 9 (PIA) – Series of orientation-briefing of the Population Agenda of President Rodrigo Roa Duterte was conducted by the Commission on Population among the barangay captains, Sangguniang Panlungsod and Sangguniang Bayan Committee Chair on Health/Social Services from the Provinces of Dinagat Islands, Surigao del Sur District 2, Surigao del Norte mainland and the City of Surigao, respectively, to fully implement the Responsible Parenthood and Reproductive Health Law (RPRH).

This initiated advocacy and communication strategy of POPCOM aimed at building awareness among these local leaders and program partners on population concerns and reproductive health and to draw full support from them in the full implementation of the said law at their level.

Director Alexander A. Makinano of POPCOM Caraga reiterated that the Republic Act 10354 or the RPRH Law was enacted for all Filipinos to exercise their rights, including the right to decide freely and responsibly on their desired number and spacing of children, within the context of responsible parenthood, informed choice and voluntarism, and to access needed for reproductive health care information and services.

POPCOM founded its advocacy to local officials on the DILG Memorandum Circular 2015-145 reiterating the roles and responsibilities of the local government units on the localization of the RPRH Law.

More than 2,000 Caraga OFWs, families join the 2016 OFW Family Day

BUTUAN CITY, Dec. 9 - The Overseas Filipino Workers (OFW) Family Day annual celebration with the theme, “Pamilyang OFW: Matatag na Pamilya sa Panahon ng Pagbabago”, was embraced with excitement and vibe spearheaded by the Overseas Workers Welfare Administartion (OWWA) Caraga held at the Lope A. Asis Memorial Gymnasium, Bayugan City.

Notwithstanding the unfriendly weather, the presence of 2,656 participants, around 1,156 attendees more than the targeted 1,500, set a very festive atmosphere to the celebration. To shoot up to the cheerful vibe all the more, each municipality and OFW Family Circle was called out to cheer their hearts out for their organization.

OWWA administrator Hans Leo Cacdac, in his written message delivered by Director Samuel Madrid, emphasized how the event served as a manifestation of the government’s highest gratitude to the OFWs and their families. “Isa lamang itong pagpapatunay na oo, ang gobyernong ito ay may “pakialam” sa damdamin ng bawat pamilyang OFW at sa araw na ito isang malaking kasiyahan na makasama kayong lahat,” read Director Madrid.

One of the highlights of the gathering was the OFW Dance Competition, where a total of six contestants coming from different OFW Family Circle competed for the title. The contest brought excitement and entertainment to the audience as they displayed their talents in their creative costumes and unique choreography. In the end, the ADKIN OFW and Dependents Association of Tago, Surigao del Sur brought home the prize and the title, with the United OFW and Dependents of Bislig City landing in second place and the United OFW and Dependents Association in Carmen bagging third.

A number of raffle draw prizes including cash prize of P5,000, three microwave ovens and three bicycles were also given away to the lucky winners. Electronic Items, sacks of rice and grocery items were also given away, along with the goodies brought by corporate partners. Adding more fun to the event especially the little children, parlor games were also initiated by LBC, one of the corporate partners and PhilHealth Caraga that gave away fun and prizes to the participants especially the youngsters. While many activities were being done, a simultaneous free pampering booth which included body massage, facial massage, and haircut were also provided to the participants who want to relax.

Government partners, Pag-IBIG and Philhealth were provided with booths where they introduced and offered their services to the OFWs. Corporate partners, Camella Homes Butuan, Ford Butuan, Hyundai-Butuan, Motortrade Bayugan, Tanduay Distillers, Inc., Filinvest, Insular Life Philippines, Sunlife Insurance, B-Meg and Caraga Association of Recruitment Agencies (CARA) also entertained clients in the area.

During his talk, OWWA Regional Director Samuel S. Madrid stressed out the importance of linkage and partnership with local government units in an even more efficient delivery of service to the clientele. NYC chair to meet IP youth in Caraga region

BUTUAN CITY, Dec. 12 (PIA)– As the new National Youth Commission (NYC) chairperson and chief executive officer, and in support to the social agenda of President Rodrigo Duterte’s administration of bringing the government to the grassroots, Undersecretary Cariza Seguerra will be visiting places in Mindanao, specifically in Caraga region slated on December 12-13, 2016, to reach out the young Caraganons through consultations and to listen to their concerns and suggestions in achieving the agency’s mandate.

“It is necessary that the youth’s voice be heard, particularly the indigenous people (IP) and Moro youth so that youth development policies and programs are appropriately formulated and immediately addressed,” underscored Usec. Seguerra.

The consultative visit dubbed ‘Konsultahang Kabataan’ aims to gather and identify issues and concerns directly and indirectly affecting the youth in their respective communities which will be part of the Filipino Youth Development Agenda anchored on the Social Development Agenda of the present administration.

Apart from Usec. Seguerra’s visit in Butuan City, Agusan del Norte and Surigao del Norte (Lumad areas in Mindanao), all in Caraga region, she is also expected to interface with the youth in the Moro areas in Mindanao on December 19-23, 2016 and in Cordillera region and Aeta areas on December 26-29, 2016.

The NYC is mandated to craft a national blueprint of youth development that is geared towards addressing the challenges that the youth encountered. This important responsibility of NYC is highlighted by the fact that the Phiippines is a young country where the youth, aged 15-30 years old, comprises 28 percent of the total population of 93.34M per National Statistics Office (NSO) 2010 data. DTI holds LIIC briefing to Surigao Norte town

SURIGAO CITY, Surigao del Norte, Dec. 12 (PIA) – The Department of Trade and Industry (DTI) recently conducted a briefing on the formulation of the Local Investments and Incentives Code (LIIC) to the local government unit of Sison held at the town's session hall.

Sison Mayor Karissa R. Fetalvero-Paronia said they have prioritized the crafting of the said investments and incentives code in order to attract private sector investments in the municipality that will hopefully create more employment opportunities.

Rodrigo R. Matabaran of DTI Surigao del Norte discussed during the briefing the objectives, benefits and processes of investment promotion, the legal basis as well as the basic framework in the formulation of the LIIC using the template being provided by the Board of Investments.

He emphasized that coming up with an investments and incentives code is one important thing to indicate the business friendly policy of the local government unit.

Matabaran, however stressed that the most crucial is the actual ground implementation of the vital provisions like the operationalization of an investment promotion office that will execute various investment promotion programs, projects and activities of the municipality among others.

It was agreed during the briefing that the Ways and Means Committee of the Sangguniang Bayan wil look into some important provisions of the draft biodiversity streamlined investment code which also is a required deliverables of the Biodiversity Partnership Project implemented by the Lake Mainit Development Alliance.

10 AgSur ARBOs gather for CONVERGE project consultation

SAN FRANCISCO, Agusan del Sur, Dec. 12 (PIA)– A total of 10 Agrarian Reform Beneficiaries Organization (ARBO) within the VETREBUNS ARC Cluster comprising the municipalities of Veruela, Trento, Bunawan and Sta. Josefa, all from this province attended the Farmers Consultation for Convergence on Value Chain Enhancement for Growth and Empowerment (CONVERGE) Project held recently at the HGC Tourist Inn here.

“I would like to thank the presence of different ARBOs for giving time to attend this activity. We are lucky that our province was also chosen as one of the recipient of this project. I hope that we will be able to successfully implement the program,” PARPO II Leoncio C. Bautista said during his message.

The Project ConVERGE is a rural development project that seeks to increase the income and productivity of farmers in Western, Northern Mindanao and CARAGA Region. It aims to reduce poverty incidence and the vulnerability of farmers through crop diversification and processing of raw materials to increase farm income, productivity and competitiveness of farmers.

The activity was attended by Jon Mercader, a consultant from International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations dedicated to eradicate rural poverty in developing countries.

AgNor holds reintegration activity for illegal drug surrenderers

BUTUAN CITY, Dec. 13 (PIA) – Some 600 illegal drug surrenderers of Santiago town in the province of Agusan del Norte are expected to receive a ‘Pamaskong Handog’ from the provincial government on December 20.

According to OIC provincial director Ellen Vee Chua of the Department of the Interior and Local Government (DILG) Agusan del Norte, different national and local government offices will be providing services to the event. A medical and dental mission will also be conducted, it was learned.

“Santiago town was chosen as the pilot local government unit for the ‘Pamaskong Handog’ because of its high surrender target rate," she said.

The event will encourage the surrenderers to fully cooperate with the programs of the government, Chua said.

By reintegrating them to the society through the availment of the services during the event like medical and dental services, skills and livelihood trainings/orientations from the different line agencies and the provincial government of the Agusan del Norte will also help boost the spirits of these surrenderers, Chua added.

Chua, further said that the event would also remind and instill in the mind of the surrenderers that the present administration still looks after their welfare and aims to reintegrate them to the society. (NCLM/PIA-Agusan del Norte)


25 forest rangers undergo forest, biodiversity protection system training in SurSur town

TANDAG CITY, Surigao del Sur, Dec. 13 (PIA) - Some 25 forest rangers of CENRO (Community Environment and Natural Resources Office) Lianga together with the enforcement staff participated in the Landscape and Wildlife Indicator (LAWIN) Forest and Biodiversity Protection System (FBPS) Phase II training held recently at Kansilad Beach Resort, Barangay Ganayon, Lianga, Surigao del Sur.

According to Jun Mark Bernaldez of DENR-Surigao del Sur, the participants were oriented and trained with the basics of LAWIN tools.

“They use LAWIN applications such as Cyber Tracker and Spatial Monitoring and Reporting Tool (SMART) in patrolling and reporting via web-based system,” Bernalez said.

He added that the LAWIN patrollers have already a background on forest and environmental laws since the activity requires technical knowledge and skills on the conduct of LAWIN patrol.

During the activity, the participants were also provided with gadgets such as cellular phones, caps and watches to be used in their patrolling. (PIA-Surigao del Sur)


DAREA spearheads feeding program to La Paz undernourished children

LA PAZ, Agusan del Sur, Dec. 13 (PIA) - In celebration of the Government Employees Week, the Department of Agrarian Reform (DAR) Provincial Office here recently conducted a feeding program led by the DAR Employees Association (DAREA) to 150 identified children of Agrarian Reform Beneficiaries (ARB) held at La Paz Central Elementary School.

The DAR employees were welcomed by a message from Master Teacher II Imelda G. Perez and dance presentation by the recipient students of LPCES. They are joined together by the LPCES faculty and staff during the feeding proper.

“I am thankful that this feeding program was finally realized through the support of DAR Agusan del Sur management. We are happy that this is done in La Paz considering the number of undernourished children of our Agrarian Reform Beneficiaries,” said DAREA President Ferdinand Arroza.

For District Incharge of La Paz Central Elementary School, Melchesidec C. Dubduban, the generous act of the department is very commendable. “We feel very happy that of all the schools in Agusan del Sur, we are the lucky once to be chosen. Our population ranges from 1,500 students and mostly are undernourished. Sometimes, these are the reasons of tardiness and absenteeism,” he expressed.

“We will always remember your good deeds. I salute you for doing this activity,” Dubduban added.

The feeding program was part of the mandate of the National Government Employees Association to any sectoral group or organization in the government agencies to conduct social services, tree planting activities or forum as support to the Government Employees Week celebrated every first week of December. Butuan dad considers children as the most important sector

BUTUAN CITY, Dec. 14 (PIA)– Government officials and employees, and guests from the private sector heard and witnessed the State of the Children's Report of mayor Ronnie Vicente Lagnada here on Tuesday.

City councilor Rema Burdeos, Sangguniang Panlalawigan (SP) Committee on Family, Women and Children Welfare/co-chair of Butuan City Council for the Welfare of Children (BCCWC) welcomed all the participants and guests, and emphasized that the city government gives due attention in the provision of programs and services to the children in the different barangays.

In his report, he underlined that the children are the most important sector in the society. “We want to give them what they deserve and allow them to exercise their rights so they will grow and live responsibly in the community,” he said.

Lagnada added that the government is doing its best efforts in giving due consideration to their needs and give them a brighter future through programs and services that directly address their welfare.

The good mayor also cited that all sectors of the society especially the marginalized sectors should be included in all the activities, programs and services of the government to attain sustainable peace and development in the city.

He further stressed that the government is ensuring the continuous provision of health and nutrition programs to the children.

LGU-Butuan recognizes Most Child-Friendly Barangays

BUTUAN CITY, Dec. 14 (PIA) – The city government here has recognized the efforts of the different barangays in the implementation of the programs and services for the welfare of children.

Of the 86 barangays, 10 were awarded as Most Child-Friendly Barangays during the State of the Children’s Report of mayor Ronnie Vicente Lagnada on Tuesday.

The Top 3 Most Child-Friendly Barangays for 2015 are the following: 1st place - Brgy. Baan Km. 3 (received P50,000.00 cash prize with personalized plaque and trophe); 2nd place - Brgy. Doongan (received P35,000.00 and plaque); and 3rd place - Brgy. San Vicente (received P15,000.00 and plaque).

Other barangays that were among the Most Child-Friendly Barangays include Obrero, Baobaoan, Bayanihan, Golden Ribbon, Bonbon, Los Angeles, and Pagatpatan.

DOH Caraga strengthens #IwasPaputok campaign

BUTUAN CITY, Dec. 13 (PIA)– The Department of Health (DOH) Caraga during its media forum held Tuesday urges the public to opt for other strategies in lieu of the usual fireworks display, which cause injuries to the community during the celebration of Christmas and New Year.

According to DOH Caraga regional director Dr. Jose R. Llacuna, Jr., the 'Oplan: Iwas Paputok' is an annual campaign of the DOH against the use of firecrackers and fireworks to prevent injuries and deaths brought about by these during the holiday season. This year's campaign is anchored on the theme, "Iwas Paputok, Fireworks display ang Patok! Makiisa sa Fireworks Display sa inyong lugar."

Llacuna said the campaign will target children and parents, and that media partners will help contribute in the widest dissemination of the campaign because of their programs and expertise.

However, the DOH Caraga official also admitted that there are still individual who continues to use firecrackers, in that case, he advises if an injury due to firecrackers occurs, the wounds must be immediately washed with clean running water until visible dirt and gunpowder residue is gone and to seek medical attention for proper evaluation.

As per DOH national data, there was an 8 percent increase on the number of firecracker-related injury cases from 2014 to 2015 with 10-14 years old (33 percent) as the most affected group.

In Caraga region, firecracker injuries were remarkably high in 2015 with 81 cases compared to 2014 with only 18. In 2014, Surigao del Sur ranked the most number of firecracker injuries, while Agusan del Sur had 18 cases in 2015 and was highest in the tally. (NCLM/GMCC/PIA-Caraga)

Surigao Norte underlines local investment code to attract more investors

SURIGAO CITY, Surigao del Norte, Dec. 15 (PIA) – The provincial government of Surigao del Norte underlined its local investment code on top of the economic and livelihood, social services and environment programs for the year 2017 during the HEALS Plus Convergence Meeting held recently at the PGO Conference Hall, this city.

Provincial Information Center Officer Mary Jul Escalante disclosed that it was discussed during the said meeting to review the Investment Code of the province to attract, promote and encourage domestic and foreign investments in the province.

She said that Local Investment and Incentive Code was also discussed for each municipality to captivate more investors and to generate more jobs, increase income, hasten social progress in the municipality, and contribute to the overall economic growth of the province.

While on social services, Escalante said that the province will prioritize the welfare of the senior citizens, children/youth, persons with disability (PWDs) and Indigenous People (IP) through skills enhancement training; values formation; entrepreneurial, leadership and basic business management; among others.

Surigao Sur to host CRAM 2017

TANDAG CITY, Surigao del Sur, Dec. 15 (PIA) – The Department of Education (DepEd) Surigao del Sur Division disclosed during its initial coordination meeting conducted on Monday that the province of Surigao del Sur will be the host for the upcoming Caraga Regional Athletic Meet (CRAM) set on February 2017.

The different committee chairpersons and members were introduced by DepEd Surigao del Sur Division Education Program Coordinator Antonio Salazar during the conference. The functions, duties and responsibilities of each created committee were also defined and elaborated.

Along this line, the provincial government headed by governor Vicente Pimentel, Jr. has already committed to support the hosting of the huge and historic event to be held in this city.

NFA Surigao Norte offers ‘Open Sale’

SURIGAO CITY, Surigao del Norte, Dec. 15 (PIA) – The provincial office of the National Food Authority (NFA) Surigao del Norte offered an “Open Sale” of rice (Thailand and Vietnam rice) to all NFA licensed Grains and Businessmen.

According to NFA provincial manager Gleen P. Echin, all business rice retailers, wholesalers, millers or warehousemen can buy the NFA rice at P22.50 and P25.00 pesos per kilo and can sell at a suggested price of P27.00 per kilo.

She said that as a way of making friendly business, even those newly registered NFA establishments can immediately buy rice individually and not by group.

Echin announced that starting December 9, all grains businessmen in Siargao Island can deposit their payment through Development Bank of the Philippines (DBP) Dapa Branch.

DA chief turns over checks to 3 SurSur LGUs

TANDAG CITY, Surigao del Sur, Dec. 15 (PIA) – Three towns in Surigao del Sur, namely, Cantilan, San Miguel and Bayabas received each a check during the recent visit of Department of Agriculture (DA) Secretary Emmanuel “Manny” Piñol in Surigao del Sur.

According to Elmer Ayad, of Department of Agriculture, Cantilan town received a total of P1M fund for purchase of rice planter with rotator (P500,000) and for the rehabilitation of solar drier (P500,000.00). For San Miguel town, they received P400,000 to fund the Moscuvado Sugarcane Processing. Also, Bayabas town was given P500,000 for the construction of Multi-Purpose Development Pavement (MPDP).

Aside from the checks, Secretary Piñol also said that there will be 80 units of power tillers and mechanical dryers with a capacity of 250 bags per day set to be delivered.

Butuan SPED Center reaps awards in RSPC 2016

BUTUAN CITY, Dec. 15 (PIA) – Campus journalists from the Butuan Special Education (SPED) Center of this city had garnered 15 several awards both in individual and group events during the recently concluded Regional Schools Press Conference (RSPC) 2016 held in San Francisco, Agusan del Sur.

The five-day campus journalism event gathered in one reputable competition the young talented pupils and students who have exceptional skills and competence in news/feature/sports writing, broadcasting, photojournalism, scriptwriting, editorial cartooning, collaborative desktop, copyreading and headline writing.

According to coach Flyn Gerald Labajo of Butuan SPED Center, for the individual events – English category, Marco Raphael Liceralde clinched the 6th place for Science and Health feature writing while Elysa Velle Garcia and Chris Adrielle Abrea returned home as 5th placer in copyreading and headline writing and 7th placer in news writing, respectively. He added that for the Filipino category, Cielo Marie Badar ranked 7th place in Science and Health feature writing.

In group contests, winners for the script writing and radio broadcasting-English category include J U Kirsten de Gracia (2nd place, Best Anchor); Athena Gail Ampoon (3rd place, Best in Infomercial); Hannah Theresa Dorico (4th place, Best in Technical Application); Team Award (5th Place, Best in News Script); and Marie Angela Grace Aala – Director (4th place, Best in Radio Broadcast).

There are also those who excelled in the Filipino category for group events, and they are Maria Cassandra Ericka Apostol (3rd place, Best Anchor); Joanna Margarette Barsana (4th place, Best in Technical Application); Team Award (5th place, Best in News Script); Team Award (6th place, Best in Infomercial); Ma. Nicole Damiar – Director ( 4th place, Best in Radio Broadcast).

Meanwhile, the collaborative and desktop publishing (Filipino) group bagged the 2nd place award. Among them who put forth the effort and ability are Sophia Marie Lazarte (Lay-out Artist); Jessa Guiral (News Writer); Neyza Hope Indonto (Editorial Writer); Josephine Rosette Ramirez (Feature Writer); Klein Timothy Magallano (Editorial Cartooning); Jayzen Seth Ezriel Panaligan (Sports Writer); Shiloh Ruth Sasuman (Photojournalist).

All the winners, having gone through the division competitions, received medals during the awarding ceremonies.

Feature: NPA rebels quit from the revolutionary movement

AGUSAN DEL SUR, Dec. 15 (PIA)– Significant number of New People’s Army (NPA) surrenderees were recorded in this province, according to an official from the 26th Infantry Battalion, Philippine Army.

Lieutenant Colonel Rommel Pagayon, commanding officer of 26IB, Philippine Army underscored that these surenderees used to live in fear and hunger while they were far away from their families and loved ones. Their lives were burdened on series of hardships and always on evasion. They used to be on the other side of the mainstream society, fighting against the government. “But things were changed when they laid down their arms and were welcomed back to the folds of the government,” he said.

Pagayon further emphasized that with the initiatives and efforts of the Philippine Army to neutralize the left-leaning groups, several NPA rebels have already surrendered and returned to the mainstream society.
It can be recalled that last July 31, 2016, Yoyoy Bat-aw and Rey Pasado Carlos alias ‘Rex’, both from Guerilla Front 34 came down from the mountains of Loreto, Agusan del Sur and surrendered with their M1 Garand rifle and KG9. Also, on November 10 of same year, Wengweng Gumansel of Guerilla Front 89 and Erwin Mansumangkay alias ‘RR’ of Guerilla Front 88 gave up their arms and hoped to live a better and safer life. They brought along with them three high-powered firearms (1 AR18 rifle, 1 carbine and 1 Garand rifle) to attest their sincerity in surrendering to the government that they once challenged.

“We used to run for our lives if our masses inform us of the presence of the army in their community, for we were afraid to die. We walked on the mountains even at the middle of the night or intense heat of the day with little food just to evade them,” Gumansel said as he tearfully recalls his past experience in the revolutionary movement.

In August  2016, Jason Istar Behing, 28 years old and Jeffry Azarcon Maca, 28 years old, both members of SPP21C, Guerilla Front Committee 21 (GFC21), North Eastern Mindanao Regional Committee (NEMRC), voluntarily surrendered with two M16 rifle with bandolier and three magazines to 29IB, Philippine Army in Barangay Del Pilar, Cabadbaran City, Agusan del Norte.

Also, in Bayugan City, Agusan del Sur, another member of the NPA who surrendered to the 3rd Special Forces Battalion was presented to Agusan del Sur Governor Adolph Edward Plaza on November 9, 2016. The rebel returnee also surrendered his M16 rifle to the government.

Ricky Salinas Bocales, known as ‘Ka Javelan’, 25 years old of Brgy. La Purisima, Prosperidad, Agusan del Sur also realized that he was deceived by the wrong ideology. According to him, he was with the NPA for four years and just like the other surrenderees, he also experienced a hard life because their group was often moving from one place to another with limited food.

It was learned that the aforementioned surrenderees decided to quit the rebel group due to the NPA's broken promises. Accordingly, they used their firearms in extorting small and large business firms and instill fear to the minds of the people. They also expressed their gratitude to the army who helped them live a new life.

The surrender was made possible through the successful negotiations of the 26th Infantry (Ever Onward) Battalion and the continuing effect of the resolution of the different issues in the communities through the Bayanihan Team Activities (BTA) in collaboration with the municipal local government units (LGUs) and provincial government of of Agusan del Sur.

These former rebels (FRs) are now enrolled to the Comprehensive Local Integration Program (CLIP) to assist them to live a peaceful life and become productive citizens.
With the onset of attaining just and lasting peace, the 401st Brigade with all its battalions is gaining its ground in winning the hearts and minds of the people and bridging resolutions to their concerns which will eventually lead to the realization of its mission as stated “to help the LGU maintain an environment conducive for sustainable development and a just and lasting peace by year end 2016.” (26IB/401st Brigade, Phil. 4th CMO set to hold Young Cultural Minority Professionals’ Forum

BUTUAN CITY, Dec. 16 (PIA)– The 4th CMO Battalion, Philippine Army in partnership with the government line agencies (GLAs) will conduct a two-day Young Cultural Minority Professionals’ Forum (YCMPF) this coming December 21 to 22, 2016 at Division Advance Command Post, Barangay Bancasi, this city.

The activity will be participated by the Officers of the Caraga Mindanao Cultural Development Incorporated (CMCDI), an IP youth organization which was organized by the unit and partner government agencies as IP Youth Leaders and Communicators in Caraga region, students leaders and Muslim young professionals.

DOLE Caraga taps LGUs to ensure success in ending 'ENDO'

BUTUAN CITY, Dec. 16 (PIA) -“We will end ENDO now” is the tag line for the regionwide forum dubbed Exploring Local Government Units’ (LGUs) Role In Ending “ENDO” (End-of-Contract) held recently in the city.

A first in Caraga, the forum was graced by no less than Undersecretary Joel B. Maglunsod of the Department of Labor and Employment (DOLE). An overwhelming 180 participants from the Sangguniang Panlalawigan/Panlungsod members, SB member-Committee on Labor, PESO managers, DOLE personnel, Regional Coordinating Council and media partners were able to attend. The interactions of the public servants from the different cities, municipalities and provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands became a venue for sharing common illegal contracting arrangements and practices; and manifesting commitments to deliver tangible results in putting an end to “ENDO”.

Usec. Maglunsod shared the need to end the unfair and abusive practices under labor contractualization and the highly controversial end-of-contract or ‘ENDO’ scheme. He reported the series of orientation and consultation meetings conducted in different parts of the country reiterating to the Filipino people the drive in ending ENDO. He is enthusiastic in bringing back the trust and confidence of the Filipino people in the government and one way to do this is to make sure that Filipino workers are given importance.

The directives of DOLE Secretary Silvestre H. Bello III, shared by Usec. Maglunsod, were supported by an Orientation on Labor Laws Relating to Contractualization. The PESO Institutionalization Act was also discussed reiterating the need for its creation such as building a strong market-oriented PESOs which can respond to training and labor market needs.

DOLE Caraga OIC-Regional Director Evelyn R. Ramos presented the ENDO status and the way forward. As of November 24, 2016, there are 2,693 regularized workers in Caraga Region. “The said figure is already a positive development albeit a fraction of the total workers in Caraga. The forum is one way forward and we can do more with LGUs strong support in the policy directive of President Rodrigo Duterte,” said Ramos.

Ramos’ message encouraged and motivated the participants to support the drive on ending “ENDO”.

The highlight of the forum was the expression of support coming from the key officers of different LGUs in the region. Some of these are the following: Board Member Virgilio Escasinas, Jr. of Agusan del Norte, expressed his enthusiasm in ending ENDO.

Mayor Philip Pichay of Cantilan conveyed that he will be supporting the drive of DOLE in ending ENDO as well as the PESO Institutionalization and the drive to eradicate the provincial rate and making the minimum wage the same across the board.

Butuan City Councilor John Gil Unay, Sr. mentioned that they will create a resolution to institutionalize the PESO. He mentioned also of OSSCO that was already operational, emphasizing that this is the right time to “walk the talk”.

Atty. Arturo Charlos Egay, Jr., vice-governor of Surigao del Norte expressed his willingness to support by requiring business establishments to be compliant with labor laws in renewing business permit to ensure that illegal contractualization will be  avoided. PESO Institutionalization will be supported too but he is seeing the budgetary requirement as a challenge.

SB Member Ronilo Bohoc of Buenavista, expressed his support and as a matter of fact they had just conducted a meeting related to ENDO and they will fully support the drive. They will create an ordinance to have a meeting with the businessmen in Buenavista to ensure that they are DOLE compliant. Candelario Viola, vice-mayor of Hinatuan, mentioned that the government should interfere on the contract of the businesses to see to it that all contracts are legal.

SB Member Gerardo Magluctao of Veruela, Agusan del Sur was honest in mentioning that this drive is not timely for them as they already submitted their budget preparation for 2017. However, Director Ramos suggested that it can be included in the supplementary budget. Hon. Edelberto Bastareche, SP member, Agusan del Sur reported that they already follow the PESO Institutionalization. He pointed out the number one commitment stated that “all” establishments should comply but he wanted to make exceptions for those businesses with minimal employees. Director Ramos explained that the Agusan del Norte proposes to exempt all establishments, however, the details can be ironed out in the provisions of the resolution or ordinance.

The significant activity ended with the signing of the commitment of support by the participants, facilitated by the field office heads. The overwhelming support is indeed a boost to the workers in Caraga region with the realization that DOLE is not alone in this journey. “Together we can put an end to ENDO,” exclaimed director Ramos. DSWD Caraga encourages LGUs to avail the statistical data of the updated Listahanan database

BUTUAN CITY, Dec. 19 (PIA) - The Department of Social Welfare and Development (DSWD)-Caraga through the National Household Targeting System for Poverty Reduction (NHTS-PR) is continuously encouraging the Local Government Units (LGUs), National Government Agencies (NGAs), Non-Government Organizations (NGOs), and other partner-stakeholders to avail the statistical data of the updated Listahanan Database.

As to date, a total of 19 LGUs requested for the statistical data to be used for their planning and formulation of the Social Protection Development Report (SPDR) and others.

At present, the Department cannot yet share the list of the families identified in the updated Listahanan Database due to the full implementation of R.A. 10173, otherwise known as the Data Privacy Act (DPA) of 2012. With this, the department is required to revise first its policies on information disclosure and data sharing.

According to DSWD Caraga regional director Minda B. Brigoli, the guidelines of DSWD in sharing of data generated by the NHTS-PR and the Memorandum of Agreement (MOA) are being revised to ensure alignment with the provisions of the law.

However, she clarified that once the DSWD-Central Office finalizes the new guidelines and the National Privacy Commission (NPC) will give authority to DSWD to resume the data sharing, the partner-stakeholders will have to enter into an agreement using the revised MOA on data sharing to access the updated Listahanan 2 Database.

The NHTS-PR also known as Listahanan, is an information management system that identifies who and where the poor nationwide. This updated Listahanan database provides credible and comprehensive information on poor individuals/households as basis in determining eligible beneficiaries and developing responsive social protection programs, policies, and services. News Feature: An eco-inspired Christmas trees spectacle

BUTUAN CITY, Dec. 20 (PIA) – To live on the spirit of annual Christian festival celebrating Christ's birth, the Christ the King Parish in Brgy. Tungao, this city, handled by parish priest Rev. Fr. Carlito L. Clase of the Diocese of Butuan spearheaded the Christmas Tree Making Contest 2016.

The jovial competition was joined by lay people who are members of the Family Groups (FG)/Basic Ecclesial Communities (BECs) or locally known as “Gagmay’ng Kristohanong Katilingban (GKK).

In demonstrating ingenuity, each participating group collaboratively worked in creating the gigantic 10-meter high and enchanting Christmas tree that is made of indigenous, biodegradable and non-biodegradable recycled materials.

 “Traditionally, whether cedar, spruce, pine or fir trees are used - all Christmas trees have one thing in common, they're all evergreens. However, to spur creativity and novelty, all contestants are encouraged to convert waste materials into reusable ones as inexpensive and eco-friendly embellishments for setting up a Christmas tree,” stated Fr. Clase.

The activity has truly strengthened the advocacy for Solid Waste Management by emphasizing 3Rs – Reduce, Reuse, Recycle. Such a festive holiday of upcycled Christmas trees display.

Seeing through an array of skillfully crafted Christmas trees, the intricacies of the conceptualized designs reveal perfectly the contest criteria that include creativity and uniqueness (40 percent), recyclable materials (40 percent) and overall impact (20 percent).

The glistering lights made the entries more spectacular and it even made the judges admit for having a hard time rating the fantastic Christmas trees. The ability of the community to distinguish practicality and to generate ideas exemplified the Filipino value of frugality.

On its third year of holding the contest, increased sum of prizes are at stake for the winning entries: 1st prize (P7,000); 2nd prize (P5,000); 3rd prize (3,500); and consolation prizes amounting to P1,000. From among the 21 official entries, entry number 16 ranked first, followed by entry numbers 20 and 4, respectively.

As the fabulous and sturdy Christmas trees stand out day in and day out, spectators were amazed with its bright and cheery symbolism of peace and harmony. It will be showcased until the commemoration of epiphany.

“Have you ever experienced that ebullient feeling of celebrating a green and nature-friendly Christmas? Those feelings are incomparably atypical. It’s good to see villagers, tagging along their family members with chilly excitement, relishing the festive scenery of Christmas trees and the ambiance of holiday season,” cited Fr. Clase.

He is more optimistic that the eco-friendly inspired undertaking will go a long way, not only a mere display of Christmas trees that looked bombdiggity every year, but a motivating factor to increase environmental awareness.

GKK at its work

The involvement of the GKK members is along the context of giving emphasis to the 2017 Year of the Parish as Communion of Communities, which is anchored on the theme, “Forming BECs as agents of communion, participation and mission,” and in preparation for the 500th anniversary of Christianization in the Philippines on 2021.

To prepare the faithful for 2021, the bishops of the Philippines announced 'a nine-year journey for the New Evangelization' with a different theme for each year:

            Integral Faith Formation (2013) – Year of Faith in the Church

            The Laity (2014)

            The Poor (2015)

            The Eucharist and the Family (2016)

            The Parish as a Communion of Communities (2017)

            The Clergy and Religious (2018)

            The Youth (2019)

            Missio ad gentes [mission to the nations] (2021)

It is also focused on fortifying the elements of prayer, penance and communion (PPC).

RCC Caraga holds last media briefing for 2016

BUTUAN CITY, Dec. 20 (PIA) - The Regional Coordinating Committee (RCC) composed of heads of offices from the government led by the Department of Labor and Employment (DOLE) Caraga conducted on Monday its last media briefing for this year.

Atty. Evelyn Ramos, regional director of DOLE Caraga bared that the Regional Coordinating Committee will be crafting a business communication plan come January 2017 intended for the media partners. She said that media practitioners should also be given extra income by providing them livelihood assistance.

“We were able to conduct inspection to some 1,300 establishments in the region, to which number has surpassed our target for this year which is 1,200. Those establishments are continuously being monitored if they comply with the labor standards, as well as the safety and health of the employees,” underlined Atty. Ramos.

Atty. Ramos also reminded employers of the different establishments/companies in the region to provide the 13th month pay to their employees on or before Dec. 24, 2016 as mandated by law.

Nancy Jacinto, LEO III of National Reintegration Center for OFWs (NRCO) Caraga revealed that their office was able to assist some 50 undocumented OFWs with livelihood assistance amounting to P10,000.00 per OFW. For its Balik Pinay, Balik Hanapbuhay Program, they were able to provide livelihood starter kits to some 87 beneficiaries.

Earl Dela Victoria, board secretary VI of the Regional Tripartite Wage and Productivity Board (RTWPB) Caraga announced that last July 2016, the minimum wage is at P275.00 while it increased to P280.00 by Oct. 1, 2016. He emphasized that Caraga has a uniform floor wage regardless of the number of employees that a company/establishment has. He also added that by July 1, 2017, the wage board would again assess if there is a need to increase the existing minimum wage.

“Our media partners had helped us a lot in information dissemination of our programs and services and accomplishments, and we hope to continue the good working relationship that we were able to establish through the years,” expressed Dela Victoria.

The good board secretary also stressed that their office was able to surpass the 100 percent accomplishments of their targets for 2016. He added that some 3,103 clients/beneficaries with 1,299 businessmen have availed different trainings they conducted for this year.

Also, Engr. Christian Lee Jaguit of the Occupational Safety and Health Center (OSHC) Caraga announced that their office was able to conduct occupational and health safety training to some 560 safety officers from the different companies, and conducted free OSH orientation to 531 participants for the different provinces of the region.

Meanwhile, Faith Gonzales, administrative assistant III of National Conciliation and Mediation Board (NCMB) Caraga disclosed that 2016 is the 4th year that it has maintained a 'No Strike' occurrence in Caraga region. DTI Surigao Norte holds seminar workshop on local competitiveness for mainland LGU officials

SURIGAO CITY, Surigao del Norte, Dec. 20 (PIA) - The Department of Trade and Industry (DTI) Surigao del Norte provincial office in coordination with the Department of Interior and Local Government conducted a seminar-workshop on local competitiveness for mainland local government unit officials (LGUs) on December 15, 2016 held at Parkway Hotel, this city.

The activity aims to provide a venue for the mainland LGUs in the province to discuss concerns on how to improve the overall territorial competitiveness.

A total of 37 officials of LGUs and members of the local competitiveness committees of Surigao City, Claver, Tagana-an, Malimono, Gigaquit, Bacuag, Placer, Sison and Tagana-an attended the said seminar workshop.

Participants are mostly composed of Municipal Planning and Development Coordinators, Local Economic and Investment Promotion Officers, Business Permit and Licensing Officers and Sangguniang Bayan Members as well as other members of the Local Competitiveness Committees.

In her welcome address, Board Member Melva P. Garcia, chairperson of the Sangguniang Panlalawigan Committee on Economic Affairs, Trade, Commerce and Industry expressed the need to make the local business competitive and improve the quality of products and services to be profitable and better serve the community. 

Meanwhile, DTI Surigao del Norte Provincial Director Celestino L. Negapatan explained that the present economic environment calls individual firms, industry sectors and LGUs geo-political territory to improve their respective competitiveness level to face the challenge of globalization.

He further stressed that for LGUs to develop their localities, they must be competitive to attract more local and foreign investments that will help them in the improvement of their respective economies through creation of more businesses that in turn generate employment for the local manpower.

Bryan F. Edulzura, Local Government Operations Officer V of the DILG as one of the resource persons explained the DILG-DTI-DICT Joint Memo Circular issued late this year requiring LGUs to adapt a revised Business Permit and Licensing System (BPLS) standards to further simplify and accelerate business permit processes as directed by President Rodrigo R. Duterte.

Meanwhile, Graciela E. Mante, Officer In-Charge of the Provincial Economic Enterprise Development and Management Office (PEEDMO) discussed the ranking of the Cities and Municipalities Competitiveness Index (CMCI) of the Surigao del Norte LGUs while Ma. Theresa Z. Calang, head of the Industry Development Unit of DTI explained that the purpose of establishing Negosyo Centers is to help business develop and improve their operation.

The participants were also made to understand the implications of their respective CMCI scores and how it can be used to identify relevant interventions to further develop their respective communities.

Rodrigo R. Matabaran, head of the DTI Institutional Development Unit also shared some inputs in coming up with possible short term and long term measures in addressing specific concerns related to various indicators and parameters. 

During the workshop, the participants were able to initially come up with possible solutions and actions on how they can improve their competitiveness level hoping it will translate to tangible ground level development eventually leading to higher scores and ranking hopefully in the coming years if not in the 2017 CMCI round.

The activity ended with the closing remarks of City DILG Officer Mary Ann S. Tomate, also a member of Surigao City Competitiveness Committee, as she shared her appreciation for having more understanding on what LGU’s territorial competitiveness is all about.

Army capacitates young cultural minority professionals in Caraga

BUTUAN CITY, Dec. 21 (PIA) - In its aim to enhance the potential of the young cultural minority professionals to become an agent of peace and development in the communities, the 4th Civil Military Operations (CMO) Battalion, Philippine Army capacitated the youth sector thru the conduct of ‘Young Cultural Minority Professionals’ Forum from December 21-22, 2016 at 4CMO Conference Room, this city.

According to 4CMO Battalion commanding officer LTC Rey Pasco, this the first in Caraga region to conduct such forum involving the youth sectors, who are mostly officers of the Caraga Mindanao Cultural Development, Inc. (CMCDI), an Indigenous Peoples (IP) youth organization which was organized by the 4CMO as IP Youth Leaders and Communicators in the region, student leaders from Father Saturnino Urios University (FSUU) in Butuan City and Muslim young professionals identified by the National Commission on Muslim Filipinos (NCMF).

“The youths as future leaders of our society are considered critical and decisive factor in the government's fight against insurgency and violent extremism, for they will soon shape the course of our society, thus, there is a great need to properly address and educate the youth sector so as to deny the Communist Party of the Philippines – New Peoples Army – National Democratic Front (CNN) and violent extremists a source for their recruitment and to discredit the enemy's propaganda against the government,” highlighted Col. Pasco.

Col. Pasco added that lecturers of said forum are coming from the National Commission on Indigenous Peoples (NCIP), NCMF, Philippine National Police (PNP), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Information Agency (PIA), and 401st and 402nd Brigades of Philippine Army.

 “We invited speakers from the aforementioned agencies to discuss relevant topics, issues and concerns that affect the youth sector. We wanted to equip the participants with the right knowledge and capacitate them through a workshop to come up with an action plan for their respective community. Right after the workshop, they will present and explain their outputs to develop small group interaction and break barriers in expectation and pre-conceptions,” Col. Pasco underlined.

It was also learned that said activity will be replicated and conducted at the provincial and municipal level by the CMO companies in coordination with the brigades in the area of responsibility. (JPG/PIA-Caraga)


31 junior responders graduate from WASAR training in SurSur town

BAYABAS, Surigao del Sur, Dec. 21 (PIA)– Thirty one junior responders in Bayabas town graduated on Monday from the water search and rescue (WASAR) training in simple ceremonies hosted by the Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Bayabas here.

According to Bayabas DRRM Officer Geralyn Guibao, majority of the Junior Responders or Junior Bayabas SERTSS (Search for Emergency and Response Team of Surigao del Sur) are Senior High School Students of Solomon P. Lozada National High School.

Provincial DRRM officer Abel de Guzman confirmed the 31 young graduates during the closing ceremony. In his mesage, he emphasized the great role of being a 'responder,' that is, to save lives, and to 'rescue,' which is a life saving activity. Said initiative according to de Guzman is the first in the province and the entire region.

On the other hand, Bayabas mayor Maria Clarita Limbaro thanked the young participants and their parents for their strong commitment in supporting the activity.

 “The consent of the parents to allow their children to voluntarily join the training has a great factor to make this happen,” said Mayor Limbaro.

Last July 21, 2016, some 30 Senior High School Students of the same school also underwent a Basic Life Support Training spearheaded by the LGU thru the local DRRM office. (PIA-Surigao del Sur)


Dinagat PDRRMO holds 1-day ICS executive course training

SAN JOSE, Dinagat Islands, Dec. 21 (PIA) - The provincial government of Dinagat Islands through the Provincial Disaster Risk Reduction and Management Office (PDRRMO) in collaboration with the office of the Civil Defense (OCD) recently conducted an Executive Course on Incident Command System (ICS) held at Provincial Guest Center, Barangay Cuarenta, San Jose town.

PDRRMO Officer Rosario Inday Roxas-Alon Jr. said the one-day activity aims to increase appreciation of ICS as the vital tool for effective disaster response and incident/event management and to understand ICS background, concepts, principles and features, organizational roles, facilities and the common responsibilities of the ICS under the five modules.

She said that the five modules are composed of Introduction to Command System; Organizational and Staffing; ICS Facilities; Organizing and managing Incidents/events; and Common Responsibilities.

Roxas further said the five courses under the said modules are helpful to everyone in understanding roles and responsibilities when incidents happen.

The said activity was participated by chief executives and municipal council, provincial board members, national line agencies and provincial functionaries. (SDR, PDRRMO-Dinagat Islands/PIA-Dinagat Islands)


DA turns over P15 Million aggie projects to SurSur farmers

BUTUAN CITY, Dec. 21 (PIA) -The Department of Agriculture (DA) continues to provide pump priming economic activities for the farmers. This is to offer the much-needed support in improving their lives.

Recently, DA-Caraga turned-over 15 million worth of various interventions for the farmers of San Agustin, Surigao del Sur. DA Caraga OIC regional executive director Renato P. Manantan handed the certificates of turnover to Municipal Mayor Libertad O. Alameda together with the key of responsibility of the projects.

The purpose of the ceremonial activity is to formally transfer the projects to the 11 Barangays of the municipality of San Agustin namely: Brgy. Gata, Salvacion, Buatong, Buhisan, Kauswagan, Oteiza, Hornasan, Sto. Nino, Pongtod, Pon-on, Janipaan. A total of 26 farmer associations received the interventions from the department.

"We are very grateful for the Department of Agriculture for giving us these interventions. I encourage all the recipients and peoples' organizations to be good stewards from all they have received. The local government of San Agustin will continuously support our farmers through technology transfer and will continuously monitor all the interventions we have received," said Mayor Alameda.

DA together with LGU San Agustin pursues to strengthen its partnership for the farmers in the municipality. The essence of partnership put in place the needed and suitable interventions in agriculture as DA continues to strengthen farmer organizations through consultations and dialogues.

"A united farmer organization and united LGU is our key to progress. The resources you have received are the fruit of the unified effort of all key players who actively supports the development of the agriculture sector in the locality. I am appealing to all the recipients to take good care of these interventions. We are looking forward that you will be able to testify the successes of the projects you have received,” said Director Manantan.

Janipaan Abaca Farmers Association (JAPO) was one of the recipients of the provision of rubber and abaca planting materials and one unit of water pump. It is an association with 45 members dependent on agriculture as a means of livelihood. In an interview with Isidro Avenido-JAPO President, he was grateful for the projects they received.

"The water pump we received helps us makes us more productive. Today, we are now also earning from the abaca that we planted. We are now selling abaca fiber for 80 per kilo, and this gave an additional income to our respective families. We are very thankful for the Department of Agriculture for giving us interventions that can help us and improve our lives," said Isidro Avenido.

The turned-over projects include: Rubber and Abaca planting materials; Ginger Production; Banana Production; Organic Rice Production; Organic Fertilizer Production; Agro-forestry Plantation; Root crops Production; Carabao Dispersal; Goat Raising; Production of Improve Native Chicken; Fish-Pen Production; Pre and Post Harvest Facilities and Farm to Market Road. These projects were funded by the DA- Bottom-up-Budgeting and DA-Mindanao Rural Development Project additional funds. (DA-Caraga/PIA-Caraga)


Surigao Norte guv to replicate Cuba’s best health practices

SURIGAO CITY, Surigao del Norte, Dec. 21 (PIA) – Governor  Sol F. Matugas will replicate Cuba's best practices in health, following her recent visit to Cuba last Nov. 23-25, 2016 together with officials from the Department of Health and representatives from the executive and legislative departments in the province.

"Cuba and the Philipines has a similar program on health, the Community Health System, but Cuba is known to have the best in the world," said Gov. Matugas. "Thus, when DOH Sec. Paulyn Jean Ubial encouraged us to visit the place, I immediately took the chance," she added.

On day one, the team was oriented on the evolution of Cuba's health system. Presently, it has about 120,000 doctors serving their 12M population all over the 14 provinces. Families in a community is provided with doctors who handles their immediate health needs. Patients that requires treatment from specialists are referred to polyclinics and only those requiring specialized medical treatment are sent to the hospitals.

The team visited a tenement with an assigned family doctor, the Policlinico Universitario 19 De Abril, one of Cuba's polyclinics, and the Hermanos Ameijeiras Hospital which is a highly specialized state-of-the-art hospital that provides a wide range of medical services and medicines to Cuban residents for free. The hospital has a capacity of 650 beds, manned by 600 specialized doctors, 800 nurses and support staff, but does not accept emergency cases, only referrals from polyclinics. It is also a teaching hospital for post graduate medical courses with about 800 doctors being trained at present to specialize various fields in medicine.

Support facilities to complement their health care program were also visited by the team. This includes the Casa de Abuelo Plaza dela Revolucion, a government facility that provides wellness and recreational activities to physically fit elderlies. There are about 247 centers of this kind all over Cuba. The Centro Communitario de Salud Central, a community mental center was also visited by the team. It provides programs for persons who needs counselling, rehabilitation, undergoing trauma and stress, at any given age. It also has a program on drug addiction which is implemented in coordination with the family and the community. Another facility visited by the group was the La Esperanza del Mundo, a maternity halfway house for high-risk pregnant women which monitors their health conditions before and after giving birth.

Since Cuba is a disaster-prone area, their government gives priority to disaster risk reduction and management program. The team visited the Unidad Central de Colaboracion Medica (UCCM) and the Museo dela Colaboracion, a Center for International Cooperation that has already provided disaster response to 62 countries worldwide.

"What we can adopt from Cuba is their strong community referral system, from their family doctors to the polyclinics, all the way to the hospital. We can also replicate how they operate health care support facilities such as their center for the elderly," Gov. Matugas added.

After a series of site visits, the team met with the officials of the Cuban Health Ministry and manifested their requests. "We asked for Surigao del Norte's membership to the International Cooperation on disaster response and the possibility of establishing partnership between the government of the Philippines and Cuba to enable us to request for Cuban physicians to assist us in providing health services in our primary health care facilities," said Gov. Matugas.

In addition, the governor asked the ministry to allow the sharing of Research Journals to complement the soon-to-be-established Health Training and Research Center in the municipality of Placer.

"We are so happy that the Cuban Ministry on Health was very receptive to our requests. Also, we are thankful to Sec. Ubial for the invitation to visit Cuba, as health care is the top priority of my administration and the insights we gained from the trip will help us improve further our health services for the Surigaonons," Gov. Matugas concluded.

The Philippine delegation to Cuba was composed of the former congressman of the first district, Atty. Francisco T. Matugas, officials from the DOH represented by Assistant Sec. Dr. Leonita P. Gorgolon and DOH Caraga regional director Dr. Jose Llacuna, Board Members Constantino B. Navarro and Leonila Gorgolon, Provincial Health Office chief Dr. Ma. Isabel B. Makinano and Provincial Planning and Development Office chief Ivonnie B. Dumadag.
